<figure><img width="906" height="1943" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d06499c7e80680e0a5f54jpeg.jpg" alt=""/><figcaption>Photo: UMA THAPA MAGAR</figcaption></figure>Third grader Sona Lama lives in the uplands of Rasuwa and <a href="https://www.nepalitimes.com/here-now/lessons-not-learned-from-the-pandemic/" target="_blank" rel="noopener noreferrer">has not been to school for more than a year</a>. But since Nepal Telecom built a cellphone tower on a nearby peak, there is now 3G connection — enough for her to attend class on her mobile phone.Her teachers have partnered with a school in Kathmandu that offers volunteers to guide students like Sona to use <a href="https://www.nepalitimes.com/opinion/back-to-school-season-goes-remote/" target="_blank" rel="noopener noreferrer">Google Classroom or Zoom</a>, and also offer tuition so they can catch up with school work.“This is no substitution for going to an actual school and meeting friends and teachers face-to-face, of course, but at least the online classes partly make up for the disruption, and has introduced the students to new technology,” says Samata Regmi, a Grade 12 student herself, who is a volunteer mentor for Sona and others like her. Regmi lists many <a href="https://www.nepalitimes.com/latest/online-classes-may-widen-digital-divide/" target="_blank" rel="noopener noreferrer">challenges</a>: the network often goes off in the middle of class, video uses too much bandwidth, the children are frequently distracted by household chores. “Many of the parents are out of work, so the children have to help at home, and it is difficult to get them to concentrate. They have very short attention spans on screen,” adds Regmi, who despite the challenges, is glad to be helping children in remote areas with remote learning. Sona Lama shares her mobile with three other older siblings, and since the tower brought data internet it is now in high demand for browsing TikTok videos and Facebook as well. She is still luckier than most Nepali children — a recent survey showed that 80% of students have neither been to school since March 2020, nor do they have access to classes online or by radio/tv.There was <a href="https://www.nepalitimes.com/editorial/ministry-of-education-gets-an-f/" target="_blank" rel="noopener noreferrer">a class divide</a> among Nepal’s 6 million school students even before Covid-19. But there is now also a <a href="https://www.nepalitimes.com/here-now/digital-divide-exposes-class-divide-in-nepal-schools/" target="_blank" rel="noopener noreferrer">digital divide</a> that has widened the gap between private and government schools. While most urban private schools have been conducting classes quite smoothly, government schools have had less success because their students are from poorer families. https://www.youtube.com/watch?v=M-z9K0iuDdoStill, <a href="https://www.nepalitimes.com/banner/lockdown-gives-distance-learning-a-boost-in-nepal/" target="_blank" rel="noopener noreferrer">distance learning</a> is catching up and where young students are logging on for online classes, the process has made them more tech-savvy and more confident with digital technology.  In Mangal Prasad School in Nepalganj has been encouraging its children to get online so they can catch up with missed school. Says teacher Sandhya Sharma: “Those who are attending digital classrooms are doing well, we are happy with their progress. But I am sorry to say that there are many who have just not been logging on.”The Annapurna School in Bharatpur trained its teachers using online tools like Google Classroom and Zoom, but only half the students are attending online classes. The school did a survey and found out why: of its 700 students, less than 20% had wifi and only 10% could access mobile data.Even after Yasodhara School in Lalitpur offered to pay data fees for mobiles of students to take online classes, only half the children did. The parent body of the school is mainly made up of daily wage earners. After last year’s lockdown, a Unicef survey showed that 95% of families surveyed said their children had stopped going to school. A third of the respondents said their children had <a href="https://www.nepalitimes.com/banner/lockdown-gives-distance-learning-a-boost-in-nepal/" target="_blank" rel="noopener noreferrer">access to distance learning</a>, but only half were using it. ‘The continued loss of access to education in low-income families might have an irreversible negative impact on the country’s economy,’ Unicef said then. However, students did attend schools for about two months between the two Covid waves earlier this year, and the uptake of online glasses has gone up.As <a href="https://www.nepalitimes.com/banner/the-real-cost-of-nepals-second-wave/" target="_blank" rel="noopener noreferrer">the second wave crests</a>, the government has eased the lockdown. Public transport, shops, airlines are back in operation and only restaurants, bars, cinemas and schools are still closed. But in Kathmandu Valley many schools are preparing to reopen even as the infection rate continues to remain high, with a quarter of those being tested being positive for Covid-19.  <figure><img width="640" height="746" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d064c9c7e80680e0a5f55jpeg.jpg" alt=""><figcaption></figcaption></figure>Public health experts are also warning of a second peak in the second wave because the <a href="https://www.nepalitimes.com/banner/kathmandu-covid-19-lockdown-relaxed/" target="_blank" rel="noopener noreferrer">lockdown is being relaxed too quickly</a>. Crowding in buses and markets without adequate precaution, they say, could mean that the Delta variant could spread rapidly again among <a href="https://www.nepalitimes.com/latest/vaccines-too-little-too-late-for-nepal/" target="_blank" rel="noopener noreferrer">the unvaccinated</a>. This week, the total confirmed Covid-19 cases in Nepal crossed 650,000, and the daily active cases started rising again after the lockdown was lifted to total 26,500. The daily fatality total also rose again to 28 after dipping below 20 for the first time in the second wave. There is also a warning out that the new variant is mostly infecting people in the 21-40 age group, which means schools may have to rethink re-opening. However, other experts say a blanket nationwide ban on schools reopening does not make sense, especially in areas where new infections are negligible, and enough precautions are taken.

Nepal’s class divide widens

Almost forgotten are millions of Nepali children who have been out of school for that long.Except for a few weeks earlier this year, there have been no classes since 23 March 2020. Meanwhile, the government and <a href="https://www.nepalitimes.com/editorial/ministry-of-education-gets-an-f/" target="_blank" rel="noopener noreferrer">the Ministry of Education</a> has been behind a fig-leaf of remote classes, when surveys have shown that 80% of children do not have any access to classes online, by radio, tv or mobile.After the first wave, there was enough time to ensure wifi connectivity for public schools at least in urban centres, and prepare for alternative methods of teaching such as remote radio, tv classes and Zoom classes.None of that was done. Instead, there was a blanket shutdown of schools nationwide, even in sparsely populated mountain districts with negligible Covid-19 spread where classes could easily have been held with mandatory masks and physical distancing.“Nepal is a federal state, the decision to open or close schools should be a matter for local governments, but Kathmandu forced schools nationwide to close. Attending class with fellow students and interacting with teachers was an essential part of their upbringing and personality development.The lack of physical classes and face-to-face learning have meant that even students who are attending online classes have suffered. But a majority of students, especially in government schools, have not had any classes at all.Most urban private schools have been conducting <a href="https://www.nepalitimes.com/latest/learning-during-the-pandemic-in-nepal/" target="_blank" rel="noopener noreferrer">online classes</a> now for more than a year, teachers and students adjusting and learning to the new technology as they go.But <a href="https://www.nepalitimes.com/here-now/digital-divide-exposes-class-divide-in-nepal-schools/" target="_blank" rel="noopener noreferrer">Nepal’s digital divide</a> has also created an education divide. Most of the 80% of government school children have not attended classes – online or otherwise. Even if they have mobile phones there is not enough bandwidth for digital classes.“We tried everything from Zoom, Facebook messenger and Google meet to Google Classroom and Microsoft Teams. We also trained our teachers to conduct classes online,” says Batuk Lal Tamang, Principal of Annapurna School in Bharatpur. “But barely 50% of our students attended their classes, the number was much lower for lower grades.”Annapurna School later surveyed its 700 students to find out how many of them had access to the internet or electronic devices. Less than 20% had internet at home, and only 10% could access data via smartphones. And this is in a city in Chitwan with fairly good infrastructure.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d061d9c7e80680e0a5f46jpeg.jpg" alt="" width="1233" height="680"><figcaption> </figcaption></figure>All 280 students at Yasodhara Baudha School in Lalitpur are from rural areas, mostly children of either daily wage labourers or who work as household help. They gave their meagre earnings to parents, and even before the pandemic did not even have enough for stationery and uniforms.“Alternative learning is just not possible for us, and our experience is that online classes do not work in government schools, attendance was very low despite the free data scheme for the students,” says Yasodhara’s assistant principal Bina Shakya.She adds that the students have lost interest in studies, many have been forced into child labour, helping their families survive.If that is the situation in Kathmandu Valley, it cannot be much better elsewhere. At the Mangal Prasad Secondary School in Nepalganj, teachers have tried online and radio classes its students who come from 10 districts of western Nepal. But many of the pupils have been out of touch for the past year.“We have tried our best for students who are still in contact with us, but it is a small proportion of the total student body,” admits Sandhya Sharma, a teacher at the school.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d06239c7e80680e0a5f47jpeg.jpg" alt="" width="1050" height="504"><figcaption> </figcaption></figure>There was a class divide in Nepal’s education even before Covid-19. The pandemic <a href="https://www.nepalitimes.com/latest/online-classes-may-widen-digital-divide/" target="_blank" rel="noopener noreferrer">just widened the gap</a> between urban-rural, private-government, rich-poor.There are six million students enrolled in schools across the country, a majority of them in government or community schools. Educationists had told the government that the pandemic actually offered an opportunity to upgrade IT facilities in classrooms, train teachers in online instruction, and narrow the digital divide.For the second year in a row, schools have not been able to hold Secondary Education Examinations (SEE) and have allowed teachers to conduct internal assessments. But in many schools students have not attended neither online nor physical classes.Higher-level students across the country are also at breaking point, uncertain about their future after more than a year of postponed papers before they graduate.There is also a risk of higher dropout rates of students once things normalise, <a href="https://www.nepalitimes.com/here-now/a-decade-of-work-lost-in-4-months/" target="_blank" rel="noopener noreferrer">undermining Nepal’s decades-long effort</a> to increase school enrolment in rural areas.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d06259c7e80680e0a5f48jpeg.jpg" alt="" width="2556" height="1440"><figcaption> </figcaption></figure>The <a href="https://www.nepalitimes.com/banner/the-real-cost-of-nepals-second-wave/" target="_blank" rel="noopener noreferrer">second wave is cresting in Nepal</a> even if daily new cases and fatalities are much higher than when the new lockdown was placed on 29 April. But public health experts are already asking the government to prepare for a possible third wave of the pandemic in which new coronavirus strains put children at risk.According to official records, some 21,000 children were infected with SARS-CoV-2 during the first wave in Nepal. This number rose to 27,000 in the second wave. Less than 3% of Nepalis are fully vaccinated, and there is not even a WHO-approved vaccine for those under 18.Experts say that since the second wave has peaked, focus should now shift to restarting physical classes in areas with minimum Covid-19 spread, while maintaining strict mask wearing with physical distancing in well-ventilated classrooms where possible. Elsewhere, schools should upgrade their technical and teaching capacity for <a href="https://www.nepalitimes.com/latest/face-to-face-classes-online/" target="_blank" rel="noopener noreferrer">online classes</a>, and equip students with devices and connectivity.The Education Ministry should have already done all these things, of course, but ministers have changed so often in the past two years due to political turmoil that there is no continuity.Children in Nepal have missed 61 weeks of school, whereas even countries worst affected by the pandemic like India and Brazil have had fewer weeks of closure: 56 and 53 weeks respectively.<h2>Devolution for education</h2><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d06299c7e80680e0a5f49jpeg.jpg" alt="" width="640" height="369"><figcaption> </figcaption></figure>Kanak Mani Dixit of Himalmedia’s tv magazine Saglo Samaj interviewed former education secretary Mahashram Sharma about the role of local governments in revamping Nepal’s education sector post-Covid. Excerpts:Kanak Mani Dixit: The gap between private and public schools is increasing, more so after the pandemic. How worrying is that?Mahashram Sharma: From 2000-2015, the world over, the focus was on increasing school enrolment, especially of girls. Nepal did well on score, but not so much on quality. We have not prepared our education sector for times of crisis like this.Private schools are more accountable to parents and students, but government schools do not have a system to incentivise teacher performance. Until that happens, quality will not improve.But quality was supposed to improve after federalism put education under the purview of local governments. This is a textbook case of being given rights, but not resources. Local governments are woefully under-funded. A few municipalities have education experts. At the end of the day, just devolving responsibility doesn’t solve anything. The focus should be on capacity-building and empowering local governments.Local leaders are politicians, no educators. Even then, their priority is to deploy excavators to build more roads so they can be re-elected. Something long-term like education is not in their priority.Can the pandemic be an opportunity to rebuild our education sector?The pandemic did force us to assess SEE students based on internal evaluation instead of mandatory sit-in physical exam. This is a start, it will be the norm now. Similarly, we have been lagging in information technology, and the pandemic could kick-start a campaign to set up computer labs and connectivity in all schools. Digital instruction is the way forward, and the pandemic may spur our acceptance of that fact, even if we eventually get back to the physical classroom.But it looks like the pandemic has actually widened the digital divide.Yes, and that is precisely why the government should be playing a leadership role here. It not just to talk about it but implement plans to help poor and disadvantaged children with resources. Local governments should take the first step, and make an inventory of electronic devices and connectivity of each family at the local level and plan accordingly.Why did we have to close all schools during the pandemic? First and foremost, education is not on the agenda of local governments. What made matters worse was the blanket closure by the central government. Just before the lockdown, I was in Manang, Lamjung and Syangja, they had no Covid there. Yet schools had been closed for months.Nepal is a federal state, the decision to open or close schools should be a matter for local governments, but Kathmandu forced schools nationwide to close. This resulted in unnecessary loss for students. The centre is responsible for developing policies but the management of schools is up to the local governments, they just need to be facilitated, especially when it comes to community schools.

Lessons not learned from the pandemic

They were friends initially, but fell in love and wished to be together, though underage.Sarita’s parents did not approve of this relationship. They restricted her from going to school, and having any interaction with Mohan. Both then decided to quit school and elope, even though they knew marriage before age 20 was illegal.They crossed the border into India, to get married. But the parents of Sarita filed a police complaint against Mohan charging him with human trafficking, and rape of a minor.After a year, Sarita and Mohan returned to the village with a baby. Mohan was detained and taken to court. By this time, Sarita’s own parents had forgiven her and accepted her child. They were also sympathetic towards Mohan.Sarita’s father approached the police to withdraw his case, but it was not legally possible. Today, Mohan is serving out his sentence. His father-in-law regrets having filed a police case against him. He takes lunch for Mohan every day in jail.This is not an isolated case. As per the Nepali law the age of consent is 18 years. Girls, in such instances, have been mostly sent back to their parent’s home and the boy, if under 18, is sent to a correction home.<a href="https://www.nepalitimes.com/banner/child-marriage-in-nepal-eloped-at-13-mother-by-17/">Child marriage in Nepal, eloped at 13, mother by 17</a>, Sewa BhattaraiAs per the <a href="http://www.moljpa.gov.np/en/wp-content/uploads/2018/12/Civil-code.pdf" target="_blank" rel="noopener noreferrer">National Civil Code Act 2017</a>, the legal age of marriage has been raised to 20 for both boys and girls so that young people can finish school, become independent and mature before they can make informed marriage choices.However, there is a wide gap between the purpose of the law and practice, and social norms. This gap needs to be addressed for the law to be effectively implemented. In 2014, at the Global Girl Summit held in London the Minister of Women, Children and Senior Citizens made a pledge to <a href="https://www.nepalitimes.com/here-now/can-nepal-end-child-marriage-by-2030/" target="_blank" rel="noopener noreferrer">end child marriage by 2030</a>, a commitment reflected in the National Ending Child Marriage Strategy.Marriage is viewed as a traditional and religious institution and is considered a ‘must’ for girls in Nepali society. Parents and members of the family are expected to be responsible for the marriages of their daughters and sisters.The reasoning is ‘protection of girls’, ensuring a ‘secured future’ and a ‘better life’.  Girls are also seen as an economic burden on families, and the pressure of dowry has made this worse. Girls from a very young age are also socialised in such a manner that they see marriage as the only possible future.Many girls feel a sense of security when married, and also perceive marriage as the beginning of their lives. Even among school girls one rarely finds a girl brave enough to declare that she may consider marriage only after school, or may not wish to marry at all.<a href="https://www.nepalitimes.com/here-now/can-nepal-end-child-marriage-by-2030/">Can Nepal end child marriage by 2030?</a>, Namrata SharmaThe thinking of parents, family members and even the young girls are shaped by strong patriarchal mind-sets that view girls as objects to be married off to a ‘permanent home’. The result of all this. Our girls are not safe, and parents play a part in keeping it that way.In reality, the expectations that the girls and their families have of marriage are not always met. With weak agency, low self-esteem, and less confidence, girls are unable to negotiate equal status in marriage.The unequal power relationship between men and women always place young married girls as subordinates – they are expected to solve their married life challenges by themselves.Parents mostly shrug their shoulders if married daughters land in trouble from in-laws. Girls are often left alone to fight their fight. Despite being aware of their rights, lack of economic independence, confidence to speak up for themselves and poor knowledge of sexual and reproductive health among the girls result in unwanted pregnancies, gender-based violence and, sometimes even rape.<a style="outline: 0px;" href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/ending-child-marriage-in-Nepal,3864">Not just a social problem, but an economic one</a>, Elizabeth Hanna Satow<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171152/636bdb159c7e80680e0802a2jpeg.jpg" alt="" width="490" height="565">Nepal has the third highest rate of child marriage in the region, after Bangladesh and India. The Nepal Demographic Health Survey (NDHS) 2016 showed that on average women marry four years earlier than men (17.9 years versus 21.7 years). And the Multiple Indicator Cluster Survey 2019 revealed that nearly 14% of women 20-24 years had given birth before age 18.But change is happening. As per the Demographic Health Survey of 2016, the proportion of young women age 15-19 who have never been married has increased from 56% percent to 73%, indicating a positive trend toward later marriage. However, the challenges for educated, economically independent girls and young women are equally tough and slightly different from those of the uneducated.<a href="https://www.nepalitimes.com/latest/child-marriages-up-during-nepal-lockdown/">Child marriages up during lockdown</a>, Namrata SharmaThey have to deal with multitasking at home and work equally well, manage the expectations of joint family members, and if not met, deal with separation and divorce. Expectation of marriage, disapproval of living a self-governing, economically independent life without marriage is also not accepted with respect and appreciation by the society.Local political leaders have been trying to reduce the legal age of marriage down to 16. Their argument is that marriage at the age of 20 years is too late, and to ‘keep’ the girl at home unmarried until then is not advisable.The extreme social control of girl’s sexuality encourages early marriage and unsafe relationships. On one hand, the control of female sexuality is somehow supported by legal restriction of age for sexual relationship between girls and boys.<a href="http://archive.nepalitimes.com/news.php?id=19596#.X4wTuNAzbIX">No time for school</a>, Nepali TimesOn the other hand, rapidly changing external context offers both boys and girls more opportunities for interaction through education platforms, or social media. In urban areas, it is increasingly common to see young girls and boys in friendship and sometimes also in relationships. Sooner or later, this trend will gradually expand to the rural areas also, posing serious challenge in implementing the law.We urgently need a debate about the challenges of implementing the law and existing social norms around marriage and sexual activity between young people. We need to shift our thinking, mind-sets and beliefs to provide space and opportunity for girls to grow and make their own life choices.Children should be exposed to untraditional gender norms, so they do not automatically adopt those of their parents’ generation. Girls and boys should learn about sexuality and reproductive rights in a way that empowers them to make safe and consensual choices.Girls should be allowed dreams that go beyond marriage, and it should not be promoted as an ultimate destination for girls. The institutional features of marriage are accountable for 23% of married women experiencing domestic violence. We cannot make such high rates of failure the end destination for our girls.<a style="outline: 0px;" href="https://www.nepalitimes.com/latest/more-child-marriages-in-locked-down-nepal/">More child marriage in locked down Nepal</a>, Nepali TimesAwareness alone will not be enough to break entrenched feudal and patriarchal mind-sets of both of men and women. Better education alone will not change these harmful practices. Sexuality of adolescent girls and boys needs to be better understood and accepted. Parents should support, not hinder, that journey.Nepal’s policies assure that girls have opportunity for education, employment and exercise their rights. <figure><img width="765" height="432" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110914114/636ba56f9c7e80680e0736c6jpeg.jpg" alt=""/><figcaption>Room to Read's local mentors supporting girls through remote mentoring session.</figcaption></figure>With schools closed for the past five months, and families losing their livelihoods due to the pandemic, many girl students across Nepal are helping their parents and may not rejoin schools once they reopen, a new survey has shown.Some of the girls, especially from poorer families, have been lured into seeking jobs, and some have even fallen prey to labour and sexual exploitation, the survey by the <a href="https://www.nepalitimes.com/banner/a-time-for-every-purpose/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/a-time-for-every-purpose/&amp;source=gmail&amp;ust=1597123246065000&amp;usg=AFQjCNGkmsG1vTn8ZTapfDddZ3aX5jooHA">Room To Read</a> literacy group has shown.The Girls’ Education Risk Survey among 3,992 girls in four districts from April-June this year showed that financial hardship caused by the pandemic may push back <a href="http://archive.nepalitimes.com/news.php?id=19596#.XzDWDIoza72" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D19596%23.XzDWDIoza72&amp;source=gmail&amp;ust=1597123246065000&amp;usg=AFQjCNFXr2zy8leFPGPyMxip6_6Y0lt5IQ">Nepal’s gains in improving its female school enrolment.</a>During the COVID-19 lockdown there has also been an <a href="https://www.nepalitimes.com/latest/child-marriages-up-during-nepal-lockdown/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/child-marriages-up-during-nepal-lockdown/&amp;source=gmail&amp;ust=1597123246065000&amp;usg=AFQjCNGDTbpd2OUWeEr4twYUnv3Fie-Tpw">increase in domestic violence</a> against female members of households, and Room To Read itself has lost some of its students to <a href="https://www.nepalitimes.com/latest/more-child-marriages-in-locked-down-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/more-child-marriages-in-locked-down-nepal/&amp;source=gmail&amp;ust=1597123246065000&amp;usg=AFQjCNHtm9ChCz-vEMds8H0Oz2EPkSlLAA">child marriage.</a>“Keeping girls at school was already a difficult task, but this pandemic is keeping them away from school and is putting them at a higher risk,” explains Salina Tamang at <a href="https://www.roomtoread.org/countries/nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.roomtoread.org/countries/nepal/&amp;source=gmail&amp;ust=1597123246065000&amp;usg=AFQjCNGDdd99zMSOm6TUF78a4kWeFj7ipA">Room to Read Nepal.</a> <figure><img width="1366" height="768" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110914114/636ba5719c7e80680e0736c7jpeg.jpg" alt=""><figcaption> </figcaption></figure>This survey included three indicators for identifying risk of not returning to school: girls not studying at home while their schools are closed, a loss of job or income in the household, and a girl’s stated concern that she will not be able to return to school.Of the nearly 4,000 girls surveyed in Banke, Bardia, Nuwakot and Tanahun districts through June, 45% of girls reported their household income had fallen because members had lost their jobs -– a factor that has lead girls to drop out of school even before this crisis.Another 16% of the girls surveyed said they had stopped studying at home since school closed in March, meaning they will be hesitant to return to school or will have difficulty catching up and passing important gate-keeping exams when they do return.Of those surveyed, 7% admitted that they would probably not return to school when it reopens. The reasons include the need to work or provide care at home, lack of parental support, and limited financial resources. (See chart). <img width="870" height="529" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110914114/636ba5749c7e80680e0736c8jpeg.jpg" alt="">One 17-year-old surveyed in Banke district had left for Kathmandu in a truck when the lockdown began to find a job to augment her family income. But she fell into drug addiction, and had to be rescued.“We were monitoring her because she had attended one of our awareness programs against sexual exploitation. Which is why she knew how to save herself when she fell into bad company,” says Ram Pyari of Room To Read.Another 15-year-old from Kohalpur lost her father just before the lockdown started, increasing the responsibility to take care of her mother and three smaller siblings. She decided to drop out of school to take care of her family.“We are trying to find a way for her to continue her education, while managing her family’s needs,” explains Rachana Chaudhary of Room To Read in Kohalpur, who has been counseling the girl. “However dire the situation, a girl’s education should not stop.”The Nepal survey was part of a series conducted by <a href="https://www.roomtoread.org/countries/nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.roomtoread.org/countries/nepal/&amp;source=gmail&amp;ust=1597123246065000&amp;usg=AFQjCNGDdd99zMSOm6TUF78a4kWeFj7ipA">Room to Read</a> among 28,000 school-going girls in India, Bangladesh, Vietnam, Laos, Cambodia andTanzania during pandemic lockdowns. The results were similar to Nepal – 49% of the girls were found to be at risk of not returning to school.“We were very concerned about the impact on education of girls from low income families, and we need to develop strategies to retain them in school,” says Pushkar Lal Shrestha, Nepal Country Director at Room to Read.  Most of the girls interviewed for the survey were involved in domestic chores and did not have access to remote learning. <a href="https://www.nepalitimes.com/latest/covid-19-impact-on-food-and-school-in-nepali-children/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/covid-19-impact-on-food-and-school-in-nepali-children/&amp;source=gmail&amp;ust=1597123246065000&amp;usg=AFQjCNEp3gSpILwJJE3DcBlJ-Y4srzuO9Q">Figures from another survey by UNICEF</a> in May confirmed some of these finding. It showed that more than half the families reported a loss of jobs or earnings, with one-third facing food shortages.The UNICEF poll also showed that children in 95% of families had stopped going to school, and 52% were not even studying at home, with only 12% attending classes online or by radio/tv.Room To Read has been conducting remote learning classes as well as mentoring sessions with girls to keep them safe and motivated. Counselors sent keep in touch with their students through SMS or social media.

Half of Nepal’s girls may drop out of school

The same <a href="http://archive.nepalitimes.com/news.php?id=857#.W5obd84zaUm" target="_blank" rel="noopener">cannot be said for the quality of education</a>, however.Teacher training just focuses on how to use existing sloppily-produced text books to prepare for exams rather than the underlying philosophy behind the curriculum. Assessments are used to catch and punish students, rather than to understand if they are learning properly.Though not perfect, educators agree that Nepal’s curriculum is sufficiently good, and includes details about skills students need to learn in every subject. But ineffective implementation of the curriculum impedes true learning, and jeopardises the future of the country's young minds.Most teachers are oblivious of the difference between curriculum and textbooks, so teaching primarily becomes making students memorise these books. Rajendra Dahal of Shikshak magazine says the domination of textbook-learning means that curriculum aims do not reach classrooms.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161116/6369221c9c7e80680e03a10djpeg.jpg" alt="" width="1400" height="1027"><figcaption> </figcaption></figure>Textbooks have now become a part of the problem, perpetuating the gap between classrooms and the curriculum. Experts say a good curriculum should not be driven by textbooks or exams, rather by an overall vision that tries to identify the country’s needs. Learning should be experiential and related to the students’ world, and what they identify with.Says one Nepali teacher trainer: “Present teacher training is only about how to use textbooks, not why and how to realise the goals of the curriculum. Teachers have to know how children learn, as well as the purpose and goal of the curriculum.”Beyond this, textbooks are often <a href="https://archive.nepalitimes.com/article/nation/school-textbooks-in-Nepal-are-outrageously-bad,2475" target="_blank" rel="noopener">shoddy, full of mistakes and poorly written</a> and produced. When teachers focus primarily on such textbooks, the problem is compounded.Students are therefore <a href="http://archive.nepalitimes.com/article/nation/Learning-from-experience,2038" target="_blank" rel="noopener">deprived of the experiential learning</a> that comes from the world around them. Instead of embracing this, the education system dismisses students’ reality and instills an illusion that rote learning from a textbook and sitting exams is a proper education.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161116/6369221f9c7e80680e03a10ejpeg.jpg" alt="" width="490" height="688"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161120/636922219c7e80680e03a10fjpeg.jpg" alt="" width="500" height="340">“Classroom models must now change to better facilitate learning. Students themselves are a rich trove of knowledge, not just the empty vessels we have treated them as ,” explains Lava Deo Awasthi, former Secretary of Education. He adds that teachers went through a traditional learning system themselves and have to unlearn the style they learnt at school.The National Center for Educational Development (NCED) has been launching periodical teacher training programs, bringing teachers up to speed on pedagogy, using of teaching resources and conducting activities.“Many teachers now have access to training, but teachers must also implement what they learn,” says Diwakar Chapagain of NCED. “Teachers can give excellent model classes, but if one happens to stumble into a regular class of the same teacher, then the quality of teaching is not great.”Textbook improvement is just a component of overall quality of education. And teachers alone cannot be blamed, they need more support and training to help understand their roles.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161120/636922239c7e80680e03a110jpeg.jpg" alt="" width="500" height="275">“So the focus must shift to mobilising teacher training materials and library books to promote better learning,” says Shanta Dixit of <a href="http://archive.nepalitimes.com/news.php?id=19131#.W5ob084zaUk" target="_blank" rel="noopener">Rato Bangala Foundation</a>, which is involved in upgrading the capacity of teachers in government schools. “Motivated teachers will not just paraphrase textbooks, but foster critical thinking and creativity to fulfill curriculum aims.”With local governments now in place, the opportunity to improve gaps between classrooms and curriculum is immense. However, Kathmandu has been reluctant to hand over power over education to local governments.<h4>Examining examinations</h4><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161120/636922259c7e80680e03a111jpeg.jpg" alt="" width="1400" height="1050"><figcaption> </figcaption></figure>Every year in June, there are news flashes about who passed and failed the high school SEE tests. But how good are these exams?Evaluation <a href="http://archive.nepalitimes.com/article/nation/grading-the-grades,3124" target="_blank" rel="noopener">was changed into grading system</a> to make it more descriptive and holistic, but all that happened was that numbers were converted into letter-grades. Exams still fail to capture the true sense of a students’ ability, and SEE questions are still primarily memory based.The curriculum also provides guidelines for evaluation, and to receive an A+, a student must possess exceptional skills of ‘problem-solving, creativity, critical expression and participation’. But exams do not measure any such abilities.Many teachers and parents believe that good exam results indicate quality, so teachers teach to enable students to pass the existing exams, making them memorise facts and practice on past papers. But if exams themselves were to improve to ask analytical questions, students would do even more poorly because they are only taught to regurgitate text book content.“Without teachers being trained to foster skills and thoughts in students, we are now limited to asking traditional questions,” says Chandra Mani Paudel of the National Examinations Board.Paudel says he has started work to change this by improving questions so that they will measure application and thinking skills, beyond what is just memory-based. The Board has already started training teachers on better question-setting.Paudel says he plans to completely change the existing focus by empowering teachers, preparing quality questions and researching about how it affects students. He adds: “This is new and will take time. It will also need support from the Education Ministry to take it forward.”

After quantity, Nepal's education needs quality

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
