The Gadimai Partnership Forest extends 4,150 hectares in Parsa district bordering a nature reserve adjacent to Chitwan National Park.&nbsp; Half of Gadimai Forest is made up of hardwood species like sal, sisau and khayar that have high commercial value. <a href="https://archive.nepalitimes.com/news.php?id=17226">Illegal logging</a> by timber smugglers on the Indian border is now thinning the jungle. &nbsp; An on site investigation earlier this year confirmed what was seen on Google Earth Pro satellite images. We saw more than 30 tree stumps deep inside the forest with scars in the undergrowth showing where the logs had been dragged away from the once-healthy stands. &nbsp; Comparing satellite images of the forest in 2008 and 2021 show a significant loss of forest area as well as reduction in canopy cover in the last 13 years (pictured, above). Read also: <a href="https://nepalitimes.com/here-now/the-cost-of-peace-in-post-conflict-countries-forest-cover">The cost of peace in post-conflict countries: forest cover</a>, Dilrukshi Handunnetti “Our staff have not been able to adequately monitor the forest because of the presence of <a href="https://nepalitimes.com/multimedia/better-nepal-china-connectivity-helps-wildlife-smugglers">smugglers </a>in the Sonbarsha and Koilabhar Bindabasini regions,” says Gadimai Forest Management Committee chair Shahrum Gaddi. “We have seen a rise in illegal logging since the pandemic.” &nbsp; The annual report of Parsa’s Division Forest Office cites smuggling of timber to India from Gadimai and two other community forests in the district.&nbsp; Community forestry is considered Nepal’s biggest conservation success story and is internationally acclaimed. It was the main reason Nepal’s forest cover which at present is 46% <a href="https://nepalitimes.com/banner/tree-mendous">doubled in 25 years</a>. Communities have managed forests relatively better in the mountains, but in the Tarai it has been less successful because of the abundance of expensive hardwood timber and proximity to India.&nbsp; Forest cover could be further undermined by <a href="https://nepalitimes.com/news/not-out-of-the-woods-yet-in-nepal">an amendment of the 1973 National Parks and Wildlife Conservation Act in Parliament this week.</a> Global Land Analysis and Google Earth Pro images show deforestation of the 13,512 hectares of Sagarnath Forest Development Project in Mahottari, Sarlahi and Rautahat districts. The project began in 1978 and involved planting fast-growing saplings of sal, sisau, and eucalyptus to increase timber production, but much of the sal and khayar stands have been logged from within these forests. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240914140936_c9a32b23ff453bce7bd9be53de61b9c43f185a45941df8711a8490f345511b9f.jpg" data-media-id="editor_5" data-image-id="20240914140936_c9a32b23ff453bce7bd9be53de61b9c43f185a45941df8711a8490f345511b9f" data-rendition-name="original" width="961" height="640" loading="lazy" alt="Nepal's Forest Cover in 1992"> </figure>  Sarlahi resident Rajnikanth Jha, who is a central member of the Federation of Community Forestry Users Nepal (FECOFUN) blames collusion between Sagarnath Forest Development Project staff, government agencies, politicians and the “forest mafia”.&nbsp; In March 2024, Brahmapur Community Forestry User Committee president Manoj Tamang was arrested on charges of smuggling sal logs. The Division Forest Office (DFO) also charged Tek Bahadur Basnet, Aashish Tamang and Heralu Pemba Tamang of the committee.&nbsp; Another community forest in Lalbandi of Mahottari, which was once just 2km from Jha’s house has now receded 6km away due to encroachment and illegal logging. He says that Nepal’s forest cover may have doubled, but the eastern Tarai has lost half the area of national forests.&nbsp; “From the highway the forest may look thick and lush, but if we go deeper into the forests most of the trees have been stripped bare,” says Jha. Forest researcher Nagendra Prasad Yadav estimated eight years ago that the Tarai jungles were being destroyed at the rate of 0.96%, equal to 1,756 hectares per year. The DFO does nab smugglers from time to time, and cases were filed against 66 loggers, but it is the tip of the iceberg and those caught are mainly the hired workers. The Madhes Province Forest Directorate says 931 illegal logging cases were filed in the courts last year, and 523 were arrested – mostly in Bara, Parsa and Rautahat districts which have more forest cover than other eastern Tarai districts. Global Forest Watch estimates Nepal lost 4,570 hectares of ‘biologically important’ dense forest between 2002 and 2023 due to encroachment and smuggling.&nbsp; “There is inadequate protection and not enough rangers and police to guard the national, community, and partnership forests,” says Parsa-based journalist Ram Mandal. The reason is lack of budget and often collusion between local politicians and their criminal cronies. In Gadimai Forest, Shahrum Gaddi says he receives frequent death threats after timber smugglers are caught, and elected local government officials pressure him to release them.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240914140936_53d1bc3e84dabe6294f8b9b39175f28342ad46c24b4651b6cb33eaf28e230e10.jpg" data-media-id="editor_7" data-image-id="20240914140936_53d1bc3e84dabe6294f8b9b39175f28342ad46c24b4651b6cb33eaf28e230e10" data-rendition-name="original" width="655" height="504" loading="lazy" alt="Madhes Province illegal logging districts NT"> </figure>  “The police do nothing while logging and smuggling is happening right under their noses, they only show up after we have been assaulted by smugglers and after all the timber has been taken across the border,” adds Gaddi, who says he has written to the CIAA, Hello Sarkar, DFOs, as well as the Ministry of Forests. There has been no response from any of them.&nbsp; In 2021, timber traffickers injured four forest staff and looted their weapons during a clash in Bara’s Pipara, and were arrested soon after. Former FECOFUN president Bharati Pathak says smugglers set off fires in forests, steal logs and poach wildlife, by pretending to put out wildfires. “There is an established but under-the-radar network involved in illegal activities that must have smuggled millions of cubic feet of timber from the forests by now,” says Pathak. &nbsp; Read also: <a href="https://nepalitimes.com/banner/safeguarding-the-soul-of-sal">Safeguarding the soul of sal</a>, Lila Nath Sharma This network takes the logs to sawmills near the Indian border under the cover of night, then transports the wood planks across to Bihar. Trafficking gangs also use bicycles, tyre carts, tractors, vans, and trucks full of sand to smuggle timber, even modifying the vehicles to fit the logs in many cases. Sometimes, the logs are also floated down river into India.&nbsp; Says Rajnikanth Jha of FECOFUN: “Infrastructure, expansion of settlements and timber smuggling are destroying our trees. But my attention was solely fixed on the tiger pelt hanging on the wall behind.The episode was shot at Bista’s living room and for a researcher who had recently visited several prisons across the country to interview people jailed in wildlife crimes, it was a bitter reminder of the impartiality in the way the Nepali state treats citizens.Under Nepal’s laws, wildlife crime also entails transport and collection of contraband, not just peaching. But regulatory authorities have been blatantly ignoring this. Pelts of tigers and leopards have become showpieces for the rich and powerful to flaunt, and are openly exhibited in public spaces.Read also: <a href="https://www.nepalitimes.com/latest/what-drives-wildlife-poaching/" target="_blank" rel="noopener noreferrer">What drives wildlife poaching?</a>, Sonia AwaleFollowing that tv interview in August 2016, we took to social media urging an investigation into the tiger pelt and how it came to be in an ex-prime minister’s possession. We also filed a complaint through Hello Sarkar, but the agency that is always quick to reply on every matter stayed mum on this.Sometime later, during a visit to the head office of Citizens Bank in Kamaladi, I saw a stuffed tiger head hanging on the wall. Thereafter I found more places in Kathmandu where wildlife parts are openly displayed, flouting the law.A leading weekly paper in 2012 named a select few families in Kathmandu that had tiger, bear, wild ass, leopard and deer parts in ancestral property settlements.It is clear for everyone to see that there are rampant wildlife parts in private uses in Nepal. But why does the law apply only to the poor while those in the positions of power openly display them? Why are some <a href="https://www.nepalitimes.com/latest/wildlife-smuggler-caught-in-kathmandu-after-15-years/" target="_blank" rel="noopener noreferrer">wildlife crimes</a> punished while others are ignored?<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1e929c7e80680e0af419jpeg.jpg" alt="" width="640" height="924"><figcaption>A stuffed tiger head in the head office of Kamaladi, Kathmandu. Photo: KUMAR POUDEL</figcaption></figure>I was born in Barabise of Sindhupalchok district bordering Tibet. From a young age, I knew about crossborder smuggling of wildlife parts from Nepal to China. Many locals in the region and even some of my classmates made money from smugglers transporting red sandalwood across the border up north.When I came to Kathmandu in 2006 for higher studies, I got to learn more about this illegal trade. I also found out that Nepal has some of the strictest penalties for the crime in the world, and yet is among the countries with the highest wildlife crime rates.This means our legal system does not discourage criminals, there is rampant impunity and existing laws are applied unfairly and without transparence. This is a clear lack of legal bias: while small-time criminals are prosecuted, ringleaders even when arrested <a href="https://www.nepalitimes.com/banner/lax-laws-make-nepal-haven-for-tiger-poachers/" target="_blank" rel="noopener noreferrer">find loopholes in a corrupt judicial system</a>.Regulatory bodies do not even have a record of how many wildlife crime prisoners are in Nepal and which prisons they are held in. I had to call every prison across the country to collect this data. In 2016, there were 384 inmates, most of them from indigenous communities.Some of the prisoners were not even aware of why they were arrested in the first place. Others told me they were taken into custody when they had gone to collect fodder in the forest. I found inmates who ended up in jail because they were trying to make an extra Rs500. But there were also those who were part of international wildlife trafficking syndicates.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1e959c7e80680e0af41ajpeg.jpg" alt="" width="1200" height="686"><figcaption>Animal pelts seized from a local's house in Tribeni of Bajura district in July 2020. Photo: NEPAL POLICE BAJURA</figcaption></figure>From the centre to local governments, there are many wildlife crime and poaching control groups at work in Nepal. Some 8,000 Nepal Army soldiers are deployed to guard national parks across the country and the Nepal Police even has a separate <a href="https://www.nepalitimes.com/latest/nepals-wildlife-watchdogs-honoured/" target="_blank" rel="noopener noreferrer">branch for wildlife crime</a>.And yet Nepal is a <a href="https://www.nepalitimes.com/latest/better-nepal-china-connectivity-helps-wildlife-smugglers/" target="_blank" rel="noopener noreferrer">flourishing hub for wildlife trade</a>. Contraband from Africa and Asia are transported to China and beyond across the Himalaya. The country’s location is no help – it is situated between India, which is one of the most biodiverse countries in the world with a 1,300km open border, and China that is the world’s largest wildlife market.According to the National Parks and Wildlife Conservation Act 1972, no one is allowed to use, sell or distribute wildlife without permission in Nepal. But even before it was issued, the law stipulated that those in the possession of wildlife parts must get a permit within 35 days by disclosing their source.But no such permit has ever been issued according to the Department of Wildlife Conservation and the Department of Forest and Soil Conservation. I reported the illegal wildlife parts in use in Kathmandu with evidence and lobbied for them to be brought under the purview of the law. But I was warned to keep quiet, with authorities even threatening to end my career. I chased them for two years but with no other progress and alternative, I went to court.<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/rare-anti-cancer-tree-on-verge-of-extinction/" target="_blank" rel="noopener noreferrer">Being a wildlife specialist</a>, legal matters are not my forte. I also realised just learning about ecology is not enough to save wildlife in Nepal. So, I joined Nepal Law Campus where I met advocate Padma Bahadur Shrestha, who specialises in environmental law.He helped me prepare the writ and in May 2018 we went to the Supreme Court with our petition. The staff at the registration read the writ and laughed. The head of the branch said it was an important case but refused to register it. It got registered the second day because there was no basis not to, and the date for the hearing was fixed for the very next day.The judge on the bench was Cholendra SJB Rana. I could hear advocates say, “Most of the wildlife parts are in the Rana family. How do you expect the judge to give a verdict?”After reading the writ, judge Rana smiled and said, "Immediate order may be difficult to implement, so I have given a show cause order to the government with priority."For the last three years, I am following up on the Supreme Court. The authories who did not respond to my report have sent written answers to the court. From the office of the prime minister to the forest department, they have all come up with varying excuses.The Ministry of Forests and Environemnt requested the writ petition to be dismissed claiming that the wildlife parts currently in the display, private or otherwise may have received permits. But responsible departments say they have never issued any permits. This means all the wildlife parts that are in private possession is illegal.The Supreme Court had fixed 19 December this week for the hearing of our petition. But it has now been postponed to 17 April 2022 due to a public holiday that coincided with the day.If the order is issued as per our demand, the government will be obliged to keep a record of the historic wildlife parts in private use across the country, then give a permit if there is a legal basis or confiscate and take action if found illegal.This will also shine a light on culprits and bring them under the purview of law while helping to curb the crime that is taking place under the guise of ancestral trophy hunting. Nepal's unequal wildlife laws

Photos: BIRENDRA SINGH JOHARI</figcaption></figure>Growing up in a Darchula village near the Tibetan border, a young <a href="https://archive.nepalitimes.com/article/nation/sting-operator-birendra-singh-johari,2638?fbclid=IwAR3aHqHPZlgmT-9NWNNhfahHDr8tsWBTU9mnAzG-u6PMhKch3EIu0esq3Wo" target="_blank" rel="noopener noreferrer">Birendra Singh Johari</a> was no stranger to <a href="https://www.nepalitimes.com/latest/what-drives-wildlife-poaching/" target="_blank" rel="noopener noreferrer">wildlife crimes</a>. At teashops and community gatherings, neighbours openly talked about transporting tiger pelts and elephant ivory to traders across the border to China.“They called it दुइ नम्बरी धन्दा, but it was also how people in Darchula could make a living. Since then, I had always wanted to grow up to be a cop and arrest the real bad guys,” recalls Johari, now 40, and Sub-Inspector at the Central Investigation Bureau (CIB) Wildlife Pillar 4 of the Nepal Police.Now, Johari and his colleague Inspector Sudarshan Panthee are proud recipients of the the UN’s <a href="https://www.unep.org/regions/asia-and-pacific/2020-asia-environmental-enforcement-awards" target="_blank" rel="noopener noreferrer">Asia Environmental Enforcement Awards</a> for arresting the notorious ringleader of a smuggling network accused of transporting pelts and bones of tigers from India via Nepal to China.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/wildlife-smuggler-caught-in-kathmandu-after-15-years/" target="_blank" rel="noopener noreferrer">Kunjok Lama</a> (real name Kunjok Tsering Tamang) had been in the crosshairs of police in India and Nepal as well as Interpol for two decades. His name appeared in every major seizure of wildlife parts in the region before his arrest by the CIB in June last year. <img width="606" height="580" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111011114/636ccd239c7e80680e08bc5cjpeg.jpg" alt="">In 2005, in one of the biggest hauls of wildlife contraband in South Asia, a Nepal Army patrol in the Langtang National Park in Rasuwa caught four people with 5 tiger pelts, 36 leopard skins and 113kg of tiger bones on their way to <a href="https://www.nepalitimes.com/latest/better-nepal-china-connectivity-helps-wildlife-smugglers/" target="_blank" rel="noopener noreferrer">the Chinese border</a>. Every one of them mentioned Kunjok during the investigation, but it was not until his real identity was verified that the case came to its climax.“We led this investigation for years, we analysed his property, companies, citizenship and passports, and we found a clue: the personal number he was using at the time was in one of the documents,” explains Panthee. “We then found that Kunjok Lama and Kunjok Tsering Tamang was the same person.” <figure><img width="1500" height="717" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111011114/636ccd259c7e80680e08bc5djpeg.jpg" alt=""><figcaption> </figcaption></figure>Tamang is now in custody at the Rasuwa Prison, after his failed attempt to challenge the Rasuwa District Court’s order at the Patan High Court and a writ of habeas corpus petition in the Supreme Court.Nepal Police has been often criticised for catching only the small fry in organised crime operations, but with the prosecution of Tamang, the officers say they are closing in on other ring leaders involved in the case in Tibet and New York, aided by new technology to analyse digital footprints and paper trails.However, a reliable central data system and proper coordination between the police and the forestry and national park officials will further assist in wildlife crime investigation, they say.But even then, smugglers caught by investigators use <a href="https://www.nepalitimes.com/banner/lax-laws-make-nepal-haven-for-tiger-poachers/" target="_blank" rel="noopener noreferrer">legal loopholes, political connections and judicial corruption</a> to get light sentences, jump nominal bail or altogether escape.“It happens more often than we can count, we dedicate all our time and effort in these investigations but they find one loophole or the other to escape, it is frustrating,” admits Johari. “But we don’t let that dishearten us, we learn from each case, we build more evidence and a stronger case for the next time.”Wildlife crime investigators also face personal security threats. Recently, some men who are believed to be involved in wildlife contraband trade visited the school where Johari’s young daughter is enrolled. They claimed that the parents were out of town for work and were sent to pick up the girl. Luckily, Johari’s daughter was back from school half an hour earlier that day.With the global coronavirus crisis, there has been a sharp rise in wildlife poaching. In April, <a href="https://www.nepalitimes.com/latest/7-musk-deer-killed-by-poachers-during-lockdown/" target="_blank" rel="noopener noreferrer">six musk deer were found dead</a> in traps laid by poachers during Covid-19 lockdown in Sagarmatha National Park. <img width="1002" height="1500" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111011114/636ccd289c7e80680e08bc5ejpeg.jpg" alt="">For the first time in over half a decade, Nepal wasn’t able to celebrate zero rhino poaching this year when four adult rhinos were found dead in Chitwan National Park—shot dead for their horns. Recently, the CIB has seized two tiger pelts in Dang. So far, 14 people involved in the crimes have been arrested, 12 individuals are on the run. <figure><img width="640" height="856" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111011114/636ccd2a9c7e80680e08bc5fjpeg.jpg" alt=""><figcaption> </figcaption></figure>Police investigations reveal that the big fish are using social media networks to recruit locals who have lost their jobs during the pandemic for killing rhinos, tigers and other wildlife in return for quick cash.Despite Nepal’s successes in wildlife protection, law enforcement agencies cannot afford to be complacent. And conservationists say recognitions like the <a href="https://www.unep.org/regions/asia-and-pacific/2020-asia-environmental-enforcement-awards?fbclid=IwAR3-6e7vOWwJw5ZPKJgd4eqhlHO7ceBIwNrDkzEPhOe0AVz0No3aWcNU1WE" target="_blank" rel="noopener noreferrer">Asia Environmental Enforcement Award</a> provide a morale boost for these hard-working officers.“This award is an international acknowledgment of the Central Investigation Bureau’s role in controlling wildlife crime in Nepal,” says Sahakul Bahadur Thapa, chief of the CIB of the Nepal Police.Johari, who was also the recipient of the Abraham Conservation Award in 2015: “This award is a reminder that hard work pays off,  and for me personally it is a fulfilment of my childhood dream in Darchula. Our job is to catch the culprits, but it is much better if wildlife is so well protected by local people themselves that they are not killed and smuggled in the first place.”

Nepal’s wildlife watchdogs honoured

Poverty is often thought to be the main reason behind people’s involvement in this trade. But is it? “There is a common assumption that illegal wildlife trafficking is linked to poverty, but we cannot generalise,” explained Nepali conservationist Kumar Paudel, currently a postgraduate student at the University of Cambridge. “What is the extent of the poverty that leads to wildlife poaching? Are they poaching to provide the next meal for their families, or do they not have enough money to afford a car or a bungalow?”Three years ago, Paudel interviewed 116 individuals serving time in jails across Nepal for trafficking in wildlife, and he has published some of his findings in <a href="https://conbio.onlinelibrary.wiley.com/doi/epdf/10.1111/csp2.137?fbclid=IwAR004cvFh3G7Mn4-lmH8EQAYbjpM8GmCN2KlYmEN2fVnLNgBbuW63wXFPnk" target="_blank" rel="noopener">a recent paper</a> in the journal Conservation Science and Practice. He asked interviewees about their trade practices, economic conditions and motivations.While 56% percent were living below the World Bank poverty line, Poudel found that for many others, poaching was a means not of survival but rather of increasing disposable income. Comfortably-off people and even university graduates were involved in illegal hunting.More than 60% of the respondents were arrested for involvement in <a href="http://archive.nepalitimes.com/news.php?id=654#.XkUaFjIzaUk" target="_blank" rel="noopener">rhino poaching</a>, and said illegal wildlife trade was a relatively easy occupation compared to other employment. Nearly all poachers were male, and almost all knew what they were doing was illegal. Three-fourths were from indigenous communities living near protected areas.Interestingly, Paudel found that 65% of the detained poachers did not think they would be caught, and 84% said they would go back to illegal wildlife trade after being released. “This goes to show that despite having some of the world’s stiffest penalties for wildlife crimes, poachers and smugglers undermine Nepal’s enforcement mechanism or know of loopholes to avoid the penalties, which points to impunity and a lenient system,” Paudel told Nepali Times in an interview. Still, most of the respondents were arrested within a year of having gotten involved in poaching, which seems to show that enforcement is working.The involvement of the Army in guarding Nepal’s national parks has often been credited for the country’s <a href="https://www.nepalitimes.com/banner/in-conservation-nepal-is-not-out-of-the-woods-yet/" target="_blank" rel="noopener">success in curbing the illegal wildlife trade</a>. In India’s protected areas, poaching is rampant. However, while enforcement works in the conservation of mega fauna like wild elephants, rhinos and <a href="https://www.nepalitimes.com/banner/its-a-jungle-out-there/" target="_blank" rel="noopener">tigers</a>, there are questions about <a href="https://www.nepalitimes.com/banner/lesser-known-endangered-species/" target="_blank" rel="noopener">smaller endangered species</a> living outside parks, and of sustainability of the method.“An enforcement-based approach is expensive given the number of police and army officials that need to be recruited, so it begs the question: who will pay for it, especially when we need to work on protection of other smaller species too?” asked Paudel, pointing out that most of those detained appear to be small fry. He added: “It is time we reviewed our enforcement approach and better communicated research to improve the mechanism for conservation.”

What drives wildlife poaching?

A Nepali, a Bangladeshi and another Chinese national who were helping the pair are on the run.“This is a distinct case of international organised crime but it is just the tip of the iceberg. Both species of the mammal found in Nepal, Chinese and Indian pangolins, are listed as protected animals and anyone responsible for killing, poaching, transporting, selling or buying the scaly anteater is punishable with a Rs1 million fine and/or up to 15 years in jail.New trans-Himalayan roads have also made it easier for wildlife smugglers transporting contraband from India to China via Nepal. The tall, unshaven young man sits on a narrow concrete bench in a rare media interview.“My friend came to me with the package and suggested we go together to sell it, and split the money. I knew it was pangolin scales but didn’t know that punishment was so harsh if we were caught. I was doing it for money, anyone would -- it is difficult raising a family.”Adhikari lived with his mother, wife and daughter in Nuwakot district. He dropped out of school and had been supporting his family from carpentry. They were caught at a police checkpoint in Tokha, but his friend managed to escape. The district court sentenced Adhikari to five years in prison, but he is hoping to get out on bail.“I will go back to my village, back to carpentry, use my skills to support my family,” said Adhikari. After Adhikari was taken back to his cell, we meet Bikash Chhetri, 17, from Dolakha district who is also accused of pangolin smuggling. With his shy pimpled face, it is clear Chhetri is no hardened criminal. It is difficult to hear his soft voice over the buzz of relatives nearby seeking visitors’ passes at the Central Jail.Chhetri was in Grade 11 when he was arrested last year. He was travelling on a motorcycle with college friends to visit his brother-in-law. They were intercepted in Teku, and officers from the Central Investigation Bureau (CIB) uncovered pangolin scales in his friend’s bag. Two of his friends who were also caught have been released.“I knew smuggling pangolins was illegal but I didn’t know he was carrying it,” said Chhetri who is also serving a five-year sentence. “I would never imagine going through my friend’s belongings, I trusted him. Better Nepal-China connectivity helps wildlife smugglers

They are hunted for their scales, meat and other body parts. Four species are native to sub-Saharan Africa, with another four spread across south and southeast Asia. (See map below)“The scales are smuggled hidden with dried fish and unless one pulls out all the items they can go unnoticed in checks,” said Sharath.The other smuggling route for pangolins and their scales — from Jammu, Himachal Pradesh, Uttarakhand and Haryana — is across the open border with Nepal, and then over the new roads being built across the Himalayan mountains to China.Traditional snake charmer communities like the Sapera and the semi-nomadic Bawariyasin catch the pangolins for sale to middlemen.India’s Wildlife Protection Act 1972 restricted the way of life of these hunting communities, but they still depend on forest products for subsistence. Being skilled hunters, they can track and kill the reclusive animals. One animal can yield nearly 1kg of scales which they can sell for $700.Conservationists say the upswing in the trade of pangolin scales is due to the crackdown on the smuggling of rhino horns. Pangolin scales, like rhino horns, have no proven medicinal value, yet are used in traditional Chinese medicine. Both are made of keratin, the same tissue in nails and hair.Samuel K Wasser, a conservation biologist at the University of Washington in the US, has pioneered DNA from animal scat to track wildlife poachers and combat wildlife crime. His team plans to set up a lab at the Wildlife Institute of India to build a pangolin DNA reference library to map the genetic diversity of Asian and African pangolin species.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108141116/636a56e89c7e80680e0547afjpeg.jpg" alt="" width="640" height="873">This can help conservationists and law enforcement officials compare the DNA from pangolins to determine where the creatures were poached. Wasser plans to deploy trained dogs to find pangolin scat.“Some big freight expeditors are moving wildlife contraband from Africa to southeast Asia, but because the cargo never enters India, they are not breaking Indian law. Those traffickers could easily turn their skills to exporting pangolins from India if the price is right,” Wasser said.Undercover dealers risk their lives to catch smugglers by posing as buyers. One agent says getting the cover story right is the key.“You have to know the going price, the size of the animals and other details. If you slip up then the smugglers will be suspicious,” he said.Agents use a network of informers to go after smugglers, and it takes him weeks to catch them. The poachers have a specific language for the size ranges for pangolin scales and use slang while transacting business.“You have to know these code words to gain their trust,” he said. “They  want to see the money first. Photo: Dauharu Baro WTI/IFAW</figcaption></figure>T he global focus on the smuggling of rhino horns and tiger parts from India to China has led to a drop in smuggling, but that has been replaced by a surge in trafficking of smaller species like pangolins and geckos.Pangolins caught dead or alive here and in other parts of India are being trafficked to China’s Yunnan province via Burma, which shares a porous 1,600km border with northeast Indian states like Arunachal Pradesh, Nagaland, Manipur and Mizoram.The <a href="http://wccb.gov.in/" target="_blank" rel="noopener">Wildlife Crime Control Bureau</a> (WCCB) in Assam has seized 10 live pangolins in the last 3 years from northeast Indian states. In the last seizure in June, undercover agents fixed a deal with smugglers to buy a live pangolin for Rs6 crore.Eleven seized and rescued pangolins were taken to Assam State Zoo between January 2017 and July 2019, according to Tejas Mariswamy, Divisional Forest Officer at the zoo. Ten more pangolins were rescued recently from traffickers, who abandoned them to evade a dragnet by law enforcement agencies.“We have in recent times been able to stop the poaching of one-horned rhinos and smuggling of its horns, but we have noticed a sudden rise in seizures of pangolins from the region,” says KK Sharma of the WCCB, based in Guwahati.The Centre for Wildlife Rehabilitation Conservation (CWRC) near Kaziranga National Park in Assam has also seen a sharp rise in rescues of smuggled pangolins, proving the existence of a trafficking network using the India-Burma-China route. Indian pangolins are also smuggled to China via Nepal. (See adjoining story above)“The recent increase in rescues indicates that there is a racket in smuggling out pangolins,” said Rathin Barman, Joint Director of the Wildlife Trust of India (WTI) and Head of the CWRC here. “Last month we found one dead pangolin in an abandoned bag at a bus stop in Upper Assam.”Traffickers buy pangolin scales from farmers for up to Rs70,000 and take them to Manipur state, from where they are smuggled across the border to Burma and on to China.Pangolin scales are used in Chinese traditional medicines, much like rhino horns and tiger parts. Enhanced security and an international spotlight on the trafficking of rhinos and tigers has forced smugglers to shift to small mammals like pangolins.Besides pangolins, the Tockay gecko is also being smuggled into China, following the same route used by traffickers of <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/more-rhinos-means-more-encounter,4045" target="_blank" rel="noopener">rhino</a> horns — through Manipur and Burma to Yunnan province of China. Fluid extracted from the geckos is used in traditional Chinese medicine to treat cancer.The demand for rhino horns rose after rumours spread during the last decade that a Vietnamese minister was cured of cancer after taking traditional medicine that included rhino horn powder. Rhinos in Kaziranga park came under pressure after that.The state government then set up a special investigation team (SIT) to stop rhino poaching, conducting special operations between 2008-2014, leading to the arrest and killing of several poachers and seizures of rhino horns. Captured poachers told investigators the smuggling hub was based in Churachandpur district of India’s Manipur state.One SIT agent told us: “The buyers normally come to Churachandpur or Dimapur in Nagaland. The poachers include sharp shooters of Manipur-based militants who hand over the wildlife parts for cash. This network was established for smuggling rhino horns, but it has diversified to pangolins, geckos and other wildlife.”Although a sleepy town along the Indo-Myanmar border, Churachandpur has been a hot favourite for buyers and sellers of animal parts. “There is hardly anything that you don’t get in Churachandpur, from rhino horn to pangolin scales, geckos to arms and ammunition — everything gets traded in Churachandpur due to its proximity with Myanmar and the porous border,” said a WCCB field officer based in Manipur on condition of anonymity.Added a retired Manipur police official: “Sometimes drugs are also traded with animal parts. Drugs are pushed in through these routes to the Indian side with the help of militant outfits that frequent these routes. Animal parts such as rhino horns, geckos and live pangolins are smuggled out,” he said.Assam-based conservation activist BaibhavTalukder is worried that the lack of awareness among farmers in India is leading to the decimation of pangolins in India. Even though the animals are also protected, rhinos and tigers get all the attention, he says. There has been no systematic research on pangolins in Assam, but seizure data indicate a growing problem.“There are similar punishments for poaching rhinos or pangolins, but our law enforcement agencies were not much concerned about the killing of pangolins till recently,” says Talukder. “Wildlife trafficking should be seen as a national security threat and not merely smuggling of animals.”Anup Sharma is a journalist based in India’s Northeast. The routes for the world’s most trafficked mammal

Nepal has notched notable successes in conserving nature: five years of <a href="http://archive.nepalitimes.com/blogs/thebrief/2017/01/29/1000-days-of-the-rhino/" target="_blank">zero poaching of rhinos</a> and tigers in national parks, the <a href="https://www.nepalitimes.com/banner/how-many-tigers-in-nepal/" target="_blank">doubling of the wild tiger population</a> in 10 years and protection of plant species. However, roads, irrigation canals, transmission lines and even railways are now threatening to undermine these achievements. Conservationists say that balancing the need for economic growth with ecological protection will be even more challenging than combating poaching. As the country marks National Wildlife Week from 14-20 April, Nepal’s planners need to find ways to build new infrastructure without irreversibly harming the country's biodiversity. Even live chimpanzees and birds have been found at Kathmandu airport. Nepal is now a victim of its own success in conservation. With poaching controlled, protected areas are now getting overcrowded with wildlife, leading to the threat of disease and an increase in <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/more-rhinos-means-more-encounter,4045" target="_blank">human-animal conflict</a>. Even though rhinos are no longer poached, for example, there has been a sharp increase in fatalities, with 41 dead in the last 9 months alone in Chitwan. Besides old age, most have died of disease, fights with other rhinos, or poisoning. Last month, a rhino died in Sauraha after falling into the septic tank of a hotel. There has also been an increase in <a href="https://www.nepalitimes.com/here-now/how-humans-can-live-with-wild-elephants/" target="_blank">wild elephants</a> and tigers entering human settlements in search of food due to habitat encroachment in their migration corridors. Last year, <a href="http://archive.nepalitimes.com/article/editorial/deep-water,3883" target="_blank">flash floods in Chitwan</a> washed away rhinos: 12 of them had to be rescued and brought back from India. However, the biggest threat to Nepal’s wildlife in the post-poaching era is new infrastructure crisscrossing nature reserves. Major transmission lines have been built or are planned through national parks, the new postal highway slices through nature reserves, new irrigation canals such as Babai, Sikta and Ranijamara have bifurcated areas frequented by wildlife, and the new East-West railroad running parallel to the E-W Highway will fragment many national parks. <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35389c7e80680e04829ajpeg.jpg" alt="" width="1500" height="1083"></div> Nature reserves and national parks make up one-fourth of Nepal’s area. With infrastructure building spree currently underway, experts say the country will soon lose 200,000 hectares of forests. This will result in rampant habitat destruction, and increase in road kills and deaths of animal that fall into irrigation canals, which account for the highest number of wildlife fatalities. New roads have also brought haphazard urbanisation and pollution: a growing number of ungulates and carnivores have been found to have died after ingesting plastic or chemicals. One of the biggest sources of habitat destruction will be the much talked about <a href="https://www.nepalitimes.com/banner/does-nepal-need-a-4th-international-airport/" target="_blank">Nijgad airport near Parsa National Park</a>, which will decimate one of the last remaining hardwood forests in the eastern Tarai, removing a major migratory corridor for wild elephants. “The government has always prioritised infrastructure, which while essential for development, is a major threat to conservation,” says Bishnu Prasad Shrestha of the Department of National Parks and Wildlife Conservation (DNPWC). “Our preoccupation therefore is with mitigation measures on the existing roads and finding out ways to make new infrastructure safer for wildlife. Our tourism industry and economy depend on our conservation efforts.” <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a353b9c7e80680e04829bjpeg.jpg" alt="" width="800" height="1200">The Sikta Irrigation Canal has several overpasses for wild animals</div> DNPWC and WWF Nepal organised a regional workshop this month in Kathmandu to find ways to promote sustainable green infrastructure. Some of the key recommendations include the study of wildlife movement before mapping the alignment of linear infrastructure, like roads, railways, canals and transmission lines. The good news is that planners at the Department of Roads think the country does not need too many more roads, the existing strategic highways and feeder roads need to be upgraded. There have been initiatives like installing CCTV cameras to monitor vehicles, enforcing time cards on highways that traverse national parks, as well as building over and under-passes so wildlife can cross highways, irrigation canals or train tracks. DNPWC is now planning five canopy bridges for arboreal species in Banke, and contractors have agreed to build new underpasses while widening the Daune-Narayangad section of the East-West Highway. The route for the proposed <a href="http://archive.nepalitimes.com/article/nation/planned-new-east-west-railroad-and-expressway-threaten-the-Chitwan-National-Park,1079" target="_blank">E-W Electric Railway</a> that would have cut through Chitwan National Park has been changed after protests from activists. But these isolated cases will not be sufficient to minimise the nationwide threat to nature reserves from infrastructure in the long run. Experts say wildlife friendly infrastructure based on biodiversity assessment and species movement is a must. Nabin Gopal Baidhya of the non-government Wildlife Conservation Nepal thinks there may be too much emphasis on the impact of roads on national parks. He says: “We have to go beyond the protected areas and study the condition of forests outside parks. How can villages and community forests work with road contractors to protect trees? Ultimately we have to find a way for humans and nature to safely co-exist.”

In conservation, Nepal is not out of the woods yet

You really need to be lucky. One million of the animals have been killed worldwide in the last decade alone.Many Chinese believe the scales have therapeutic value, and pangolin meat is considered a delicacy. Some ethnic groups in Nepal also eat pangolins for their supposed health benefits, but most are now killed or trapped to be smuggled to China.Nepal is set to become the <a href="https://www.nepalitimes.com/latest/nepal-tigers-now-number-235/" target="_blank" rel="noopener">first country to double its tiger population by 2022</a>, and has marked <a href="http://archive.nepalitimes.com/blogs/thebrief/2017/01/29/1000-days-of-the-rhino/" target="_blank" rel="noopener">zero poaching of rhinos</a> for the last few years. But while these charismatic mammals grab headlines, elusive and lesser-known species like the pangolin are being hunted nearly to extinction.Nepal is home to two species of pangolins: Chinese pangolins have a darker body small head and lack external ears, while Indian pangolins possess brownish yellow scales. Farmers believe the animals to be inauspicious, and they are usually killed if seen.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101148/636a26b09c7e80680e043a2cjpeg.jpg" alt="" width="2347" height="3220">Chinese pangolins are among the most endangered of all anteater species. Both pangolins are in Nepal’s protected list and killing, poaching, transporting, selling or buying the scaly anteater is punishable with a Rs 1 million fine and/or up to 15 years in jail.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101148/636a26b49c7e80680e043a2djpeg.jpg" alt="" width="1500" height="1275"><figcaption> </figcaption></figure>Last year, the Nepal government prepared a comprehensive <a href="https://www.pangolinsg.org/wp-content/uploads/sites/4/2018/07/Nepal_pangolin_action_plan_2018-2022.pdf" target="_blank" rel="noopener">Pangolin Conservation Action Plan</a>. But more worrying is that Nepal is becoming a conduit for smuggled pangolins from India and Africa to China where the scales are worth $3,000 per kg. A live adult anteater can sell for anything up to $8,000 in China.In the last five years, Nepal Police have arrested 34 smugglers and confiscated 125kg of scales, four live anteaters, and one carcass and four sets of pangolin skin. In 2016, Suwal identified one of the seized pangolins to be from an African species.The pangolin trade is flourishing despite the global ban, and smuggling is so rife that of the eight species found in Africa and Asia, four are listed as vulnerable, two as critically endangered and two as endangered.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101148/636a26b69c7e80680e043a2ejpeg.jpg" alt="" width="1500" height="900"><figcaption> </figcaption></figure>Pangolin fetus, scales and blood have been ingredients in traditional Chinese medicine for thousands of years, but growing affluence in China means demand has increased. Stuffed pangolins are sold as souvenirs, and body parts are also used in ornaments and even to make bulletproof vests.“It is essential to also address the ever-increasing demand for pangolin products when talking about its protection,” added Suwal, who is currently pursuing PhD on the anteater in Taiwan, the only country in the world where pangolin population is increasing. “Taiwan is proof that China can also reduce its demand for pangolins through education, stricter laws, transboundary collaboration and enforcement.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101148/636a26b99c7e80680e043a2fjpeg.jpg" alt="" width="640" height="902"><figcaption> </figcaption></figure>In the recent years pangolin scales are finding their way from China to Europe and the US. Europe, especially Germany and Belgium, was identified as a major transit hub and Netherlands was found to be a destination for pangolin body parts and scales from China and Uganda. Protecting pangolins from being eaten to extinction

A Parliamentary committee recommended plugging loopholes, but the passenger bottleneck remains, inconveniencing passengers ahead of Visit Nepal Year 2020 by when the country hopes to bring in 2 million tourists.“We found that the biggest problem lay in the customs mechanism,” Janakraj Joshi of the parliamentary sub-committee revealed. The report was presented to Parliament’s Good Governance and Monitoring Committee last year, but Joshi says nothing happened.Airport officials promise the arrival concourse will have two more conveyor belts by May. Try Visiting Nepal

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
