Nepal’s Supreme Court has summoned the President Chure Terai Madhesh Conservation Development Board and the National Trust for Nature Conservation (NTNC) in a public interest litigation case against the amendment of the <a href="https://www.forestaction.org/app/webroot/js/tinymce/editor/plugins/filemanager/files/National_Park_Act_1973_Nepal%20(1).pdf">1973 National Parks and Wildlife Conservation Act</a>.
The Constitutional Bench comprising Chief Justice Bishowambhar Prasad Shrestha, as Justices Prakash Man Singh Raut, <a href="https://nepalitimes.com/latest/the-goal-is-empowerment-and-independence-of-women">Sapana Pradhan Malla</a>, Prakash Kumar Dhungana and Kumar Regmi ordered representatives of the two institutions to appear in court for a hearing on the writ petition.
In July, President Ramchandra Paudel authenticated a Bill passed hurriedly and secretively by the new NC-UML coalition in both Houses to amend provisions in the 1973 Act to allow investment in infrastructure and projects inside protected areas.

Senior advocates Prakash Mani Sharma, Dilraj Khanal and Padam Bahadur Shrestha filed a writ in the Supreme Court demanding that the amendments be declared null and void because the amendments added in Section 5A of the Act were against Nepal’s own conservation commitments, and obligations under international biodiversity pacts of which Nepal is a signatory.
The petitioners argue that the amendments were introduced through an investment bill by the Ministry of Industry, Commerce and Supplies instead of the Ministry of Forests and Environment, and would throw off the careful balance between environmental protection and development in Nepal.
There is a danger Nepal’s internationally-recognised successes in doubling forest cover in 25 years to 46% of area mainly because of community forestry,<a href="https://nepalitimes.com/opinion/people-tigers-trees-and-rivers"> tripling the tiger population</a>, and biodiversity protection will be rolled back, they say. The amendment is reportedly being pushed by politicians and their powerful business cronies with support from some international consultants.

The writ petition also argues that the fragmentation of the authority and integrity of protected areas will directly contribute to irreversible ecological damage, harming local livelihoods and heighten inequity.&nbsp;
The petitioners claim that the amendment poses not only an unfair restriction on the right of Nepali citizens to live in a clean and healthy environment, but directly interferes with human-nature coexistence.
As it is, forest protection is the only climate target pledged by Nepal’s leaders at international conferences that the country has actually met. Another investigation shows that illegal logging and timber smuggling is rampant mainly in three Tarai districts bordering India where forest cover is said to have declined by half in past decades.&nbsp;
In particular, section 5A of the Act, which has provisions related to prohibited activities within national parks and reserves, now includes an added clause which will essentially allow the government to designate 'non-sensitive' areas within these protected zones, enabling private sector investment in resorts, cable cars, railways and other infrastructure.&nbsp;
Some international credit agencies and investors argue that Nepal’s economy and local communities must benefit from the country’s conservation successes, and the best way is to allow carefully calibrated investment in national parks, conservation areas, and community forests.

That may work in countries where politicians are accountable and the rule of law prevails, but with Nepal’s current level of corruption and governance failure, handing over nature to big business is a recipe for disaster.
Examples abound of recent cut-and-paste environmental impact assessment (EIA) reports presented by the government for the proposed <a href="https://nepalitimes.com/here-now/15-points-for-and-against-nijgad-airport">international airport in Nijgad </a>and hydropower projects in ecologically and culturally fragile Himalayan valleys.&nbsp;
Nepal was relatively successful in addressing the humans vs nature challenge by balancing the needs of local people with national parks.&nbsp;
Now we have entered a new era of state vs nature. &nbsp;&nbsp;

Sunil’s eyes shine with excitement and his wispy beard blows in the southern hemisphere breeze. The churning ocean accounts for his queasy stomach, but he is thrilled by the squawking mass of seabirds and dense stench of penguins on the rocky island behind him.The names of New Zealand’s forgotten Subantarctic islands are unfamiliar to most of us - Campbell Island, Auckland Island, The Snares – and about as far from the hills of Sunil’s Langtang home as it is possible to imagine.This month Sunil Tamang returned home to Nepal after two years in New Zealand completing his Masters degree in environmental science at Lincoln University. His fellow <a href="http://archive.nepalitimes.com/news.php?id=17700#.Xno1GIgzbIV">Mingma Norbu Sherpa Memorial (MNSMS)</a> scholar, Ngawang Thapke Sherpa, only just made it on the last flight from Singapore before Nepal closed. Already the days of pre-COVID carefree travel seem long gone.Sunil and Ngawang stayed in Christchurch long enough to settle in the two new scholarship recipients, Pasang Lamu and Tsewang Nuru, both Sherpas from the Khumbu who arrived fresh and keen last month. I first came across Sunil when in January 2011 as a 20-year-old he set out on foot from Kanchenjunga with Rs28,000 in his pocket and trekked the <a href="http://archive.nepalitimes.com/news.php?id=16399#.Xno2SYgzbIU" target="_blank" rel="noopener">Great Himalaya Trail </a>all the way to Lake Rara. He was just the kind of village kid we thought would appreciate two years of life and study in New Zealand.Sunil’s focussed energy did not go unnoticed at Lincoln and he soon joined a summer project with his professors, assessing economic valuation of urban waterways of Christchurch. He has been spotted hiking in the hills, lounging by pristine lakes, messing about with bikes, and swimming off the coast with Dusky dolphins.When Mingma’s widow Phurba and I visited last year, he showed us the Lincoln campus and exhibition he had helped assemble to celebrate 100 years since Sir Edmund Hillary’s birth, his easy smile and Harry Potter glasses glittering with zeal.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101156/636b79e69c7e80680e06472bjpeg.jpg" alt="" width="1410" height="928"><figcaption> </figcaption></figure>Prompted by the university staff, Sunil entered the Heritage Expedition’s True Young Explorer scholarship whose prize was a two week cruise on one of their purpose-built ships in the Southern Ocean. Heritage Expeditions is a family-owned New Zealand company committed to ‘conservation through experiential learning’ to create a league of ‘ambassadors’ inspired to protect the unique flora and fauna of these precious areas for future generations. And Sunil won.Read also: <a href="http://archive.nepalitimes.com/news.php?id=17700#.Xno2wogzbIU" target="_blank" rel="noopener">Re-generation</a>, Rubeena MahatoNormally costing close to $10,000, the privileged prize took Sunil with a few dozen clients to these remote rocky islands in search of birds, nature, botany and history, protected as World Heritage Sites for their vast array of wildlife including albatross, penguins, petrels, prions and marine mammals like sea lions, fur seals and elephant seals. I coveted this trip of a lifetime to distant dots on the map.Whilst Sunil was fighting sea-sickness in these tiny inhospitable havens for some of the most abundant and unique wildlife on the planet, I was taking the two hour flight back from a job in New Zealand’s most eastern territory and another biodiversity hotspot, the remote Chatham Islands. The rattling Corvair prop plane had an albatross bill painted onto its nose, parked in the furthest corner of the airstrip as if in shame.“I think I had better wash your hair three times!” The Wellington hairdresser was impressed. Dust from the gravel roads of the Chatham Islands was so thick I had scarcely been able to drag a brush through it for days. But I missed the wide-open windswept spaces – the tidy streets and dark suits of New Zealand’s capital seemed tame in comparison.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101156/636b79e99c7e80680e06472cjpeg.jpg" alt="" width="1500" height="1032"><figcaption> </figcaption></figure>Dave and I had been helping to sort out a failing tourist lodge in New Zealand’s most eastern territory, owned by the original Moriori inhabitants and located overlooking rolling green sheep pastures, trees that grow horizontal in the perpetual wind, and a peaceful lake full of black swans. “Introduced from Australia, and breeding something terrible,” we were told by a gnarled resident. “We shoot them regularly but they still proliferate, threatening to eclipse our local birds. One of the first islanders we met was a young chap missing an arm, the result of an accident diving for crayfish.The archipelago, ‘a land apart’, boasts an array of endemic birds and unique flora that have developed differently in the Chatham conditions, as well as New Zealand species that have been blown there 800 km offshore in the midst of the empty ocean.But although rare and rescued from extinction, I doubt the black robin, mollymawk and magenta petrel of the Chathams compare to the wonders of wildlife that Sunil saw on his Subantarctic expedition.So welcome back, the nomadic Nepalis flying the MNSMS flag. And keep up your exemplary energy and gusto now that you are home.

Pic: THE PRESIDENT’S OFFICE</figcaption></figure>Residents of Kathmandu by now know that they breathe some of the <a href="http://archive.nepalitimes.com/page/every-breath-you-take-air-pollution" target="_blank" rel="noopener">dirtiest air in the world</a>. But unlike elsewhere, that awareness has not created the public opinion pressure to <a href="https://www.nepalitimes.com/here-now/open-air/" target="_blank" rel="noopener">force politicians to act</a>.Up to 35,000 Nepalis lose their lives annually due to diseases caused by air pollution. One in every 10 people in Kathmandu suffers from chronic lung diseases like COPD, bronchitis and emphysema. The average life expectancy of Nepalis <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/air-pollution-decreases-life-span,3999" target="_blank" rel="noopener">is reduced</a> by over two and one-half years because of air pollution.“We have seen that electric public transportation <a href="http://archive.nepalitimes.com/regular-columns/guest-editorial/public-transport-is-equal-to-public-health,844" target="_blank" rel="noopener">can improve public health by reducing pollution</a>,” says Sajha Yatayat Executive Director Bhushan Tuladhar. “Recent advances in electric transport provide the solution. What is sorely lacking in Nepal is political will, long-term commitment and strategic planning for electric mobility.”Read also: <a href="https://www.nepalitimes.com/?p=25485&amp;preview=true" target="_blank" rel="noopener">Life in the time of tornados</a>, Ajaya DixitIndeed, Nepal’s policy makers no longer have an excuse to do nothing about air pollution: they can follow the example of China and India and announce a national campaign to switch to <a href="https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/" target="_blank" rel="noopener">electric public transport</a>.India is rolling out 7,000 electric buses this year. The Delhi Metro is now powered by solar energy and plans to go fully solar by 2021.All 16,000 public buses in Shenzhen are electric. China has replaced all its petrol two-wheelers with electric motorcycles and scooters.Global demand for electric vehicles is rising rapidly, and manufacturers are having a hard time meeting demand, mainly because of the shortage of lithium ion batteries. The first 40 Hyundai Kona EV sold out as soon as they arrived, and the next batch of 40 are already booked. In fact, Hyundai launched Kona in Nepal before it did so in Australia and the US. The Korean car-maker listed Nepal as a top priority market in the Asia- Pacific because of tax breaks for electric vehicles here.“We were able to convince the manufacturers that Nepal was ready to go electric because of our hydropower potential and the tax difference between electric and non-electric vehicles that showed a strong government commitment,” explained Nirakar Shrestha of Laxmi InterContinental, which represents Hyundai in Nepal.While the retail price of petrol and diesel reaches up to 261% above the cost price, electric vehicles carry just a 10% tax on the purchase price.  Electric cars are exempt from road tax, which can be Rs30-50,000 per year for fossil-fuel cars. A fast-charge electric station costs a minimum of $30,000 and can charge only 25 vehicles a day. Establishing one requires a government subsidy as well as a regulator to permit the charging of different EV models.Kathmandu Valley alone has <a href="https://www.nepalitimes.com/banner/poisoning-the-air-we-breathe/" target="_blank" rel="noopener">750,000 motorcycles</a>, which are a major source of toxic gases like carbon monoxide and ozone. Introducing tax incentives for bikes and scooters similar to those for private cars could be a pivotal move. Also, at the moment there is no registration policy on electric two-wheelers, discouraging buyers.In October last year, Prime Minister KP Oli unveiled an <a href="https://www.nepalitimes.com/banner/20-electric-by-2020/" target="_blank" rel="noopener">electric mobility action plan</a>, proposed to transform at least 20% of the fleet of public vehicles into battery-operated ones by 2020. Amidst much fanfare he inaugurated the first five Chinese, BYD electric buses inducted by Sajha Yatayat. President Bidya Devi Bhandari herself has a BYD electric limousine.Last year, <a href="https://www.nepalitimes.com/here-now/mayoral-airs/" target="_blank" rel="noopener">Kathmandu Valley’s 18 mayors gathered for a workshop</a> organised by ICIMOD to discuss an air pollution reduction strategy. Since then, beyond lip service little has been done to establish electric public transport and make emission tests for fossil vehicles more effective.Local and provincial governments have shown an interest in providing financial support to develop electric public transport, but the plans are sketchy and ad hoc. A case in point is the confusing and conflicting proposals for electric bus rapid transit, monorail and light rail transit along the Ring Road. The proposals are restricted to speeches and slogans, but nothing concrete has been done.One reason is the high investment cost of electric public transport, which requires government to step in with subsidies.Over the years, revenue from the Petroleum Tax has grown to a whopping Rs5.2 billion. Some of this could be invested in a clean-energy electric transportation strategy.The Seoul-based Global Green Growth Institute (<a href="http://gggi.org/" target="_blank" rel="noopener">GGGI</a>) has been helping the central government with just such a strategy on electric mobility, and to find potential investors. General Director Frank Rijsberman was in Kathmandu last week to sign an agreement to implement e-mobility in Nepal. GGGI is keen to help Nepal with its first purchase of 300 electric buses for cities across Nepal.  (See interview below)“Operating an electric transport fleet is more complex, requires higher initial investment and more infrastructure than traditional buses, but in the longer-term, renewable energy sources are not only ecologically but also economically viable,” said Rijsberman. “We believe that it is not only the right thing to do but also the best way of growing in the 21st century. In the coming years we hope to see a breakthrough and electric buses on the streets of Kathmandu.”Electric vehicles are now a necessity, not just an environmental statement. Neighbouring India and China have committed to manufacturing only electric automobiles by the year 2030. This means Nepal will be forced to go electric since most vehicle imports are from those two countries.Said Bhushan Tuladhar of Sajha Yatayat: “Like it or not, Nepal will have to go all electric in about a decade. So we may as well start planning for it. That way, the transition will be much smoother, efficient and advantageous.”<h2>Investing in renewables</h2><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111156/636a36a29c7e80680e04831cjpeg.jpg" alt="" width="1400" height="799"><figcaption> </figcaption></figure>Frank Rijsberman of the Korea-based <a href="http://gggi.org/" target="_blank" rel="noopener">Global Green Growth Institute</a> was recently in town to sign an agreement with the government and Sajha Yatayat on electric mobility. Nepali Times asked him about the future of electric public transport globally and in Nepal.Nepali Times: Why is your Global Green Growth Institute so involved in electric mobility around the world?Frank Rijsberman: We are a young intergovernmental organisation set up in 2012 with 32 member countries and 20 more in the process of becoming members, like Nepal. We help governments plan green growth, a model of economic development that is both more environmentally sustainable and socially inclusive. In Nepal, we helped the government develop a national electric mobility strategy, and we have also helped members mobilise $1 billion in climate finance.We are also working to make cities greener by managing water, sanitation and solid waste. I met with Nepal’s minister of forests and environment and he asked us if we could start working on forests as our next priority. We have done similar work in Indonesia and Myanmar, and that is likely to be our next priority here.Do you see Asian countries moving towards renewable energy?It is challenging to switch from big investments in coal and nuclear energy, because all those investments have become stranded assets. China and India are making enormous progress in renewable energy. Many other Asian countries are a bit behind — Vietnam is still planning to build 25 new coal fire power plants. We are working with governments to introduce large-scale renewable energy sources. This is now the cheapest form of energy and decentralised solar energy is a much easier way to reach remote communities that were very poorly served by a centralised grid.So I would call it adaptation with mitigation co-benefits. It may well be possible to trade those emissions with countries that should reduce more but cannot on their own. You can have mitigation measures too, but the first priority for countries like Nepal that rely on agriculture is to make sure that society is no longer vulnerable and is more resilient to climate change.Also, many governments still want growth. But the quality of growth really matters; it should be environmentally sustainable. It used to be the right thing to do, but being sustainable is also commercially attractive.What progress are other Asian countries making to become low-carbon economies?China has become a real leader in electric transport. Shenzhen is the first city in the world with an all-electric fleet of buses. Beijing has also taken big steps in curbing air pollution. India has also made considerable progress in renewable energy. The next big thing will be energy efficiency in buildings.What are the prospects for electric public transport in Nepal?We have done electric bus projects in a number of countries and while it is more expensive initially, and also for infrastructure like charging stations and batteries, its operational cost is much cheaper. We are helping the Nepal Government find interested investors, and hope to see a breakthrough in coming years with electric buses on the streets of Kathmandu.

Nepal’s electric transport future is here

Nepal has notched notable successes in conserving nature: five years of <a href="http://archive.nepalitimes.com/blogs/thebrief/2017/01/29/1000-days-of-the-rhino/" target="_blank">zero poaching of rhinos</a> and tigers in national parks, the <a href="https://www.nepalitimes.com/banner/how-many-tigers-in-nepal/" target="_blank">doubling of the wild tiger population</a> in 10 years and protection of plant species. However, roads, irrigation canals, transmission lines and even railways are now threatening to undermine these achievements. Conservationists say that balancing the need for economic growth with ecological protection will be even more challenging than combating poaching. As the country marks National Wildlife Week from 14-20 April, Nepal’s planners need to find ways to build new infrastructure without irreversibly harming the country's biodiversity. Nepal is a hub for trafficking of tiger, rhino and <a href="https://www.nepalitimes.com/banner/protecting-pangolins-from-being-eaten-to-extinction/" target="_blank">pangolin parts</a> from India and Africa. Even live chimpanzees and birds have been found at Kathmandu airport. Nepal is now a victim of its own success in conservation. With poaching controlled, protected areas are now getting overcrowded with wildlife, leading to the threat of disease and an increase in <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/more-rhinos-means-more-encounter,4045" target="_blank">human-animal conflict</a>. Even though rhinos are no longer poached, for example, there has been a sharp increase in fatalities, with 41 dead in the last 9 months alone in Chitwan. Besides old age, most have died of disease, fights with other rhinos, or poisoning. Last month, a rhino died in Sauraha after falling into the septic tank of a hotel. There has also been an increase in <a href="https://www.nepalitimes.com/here-now/how-humans-can-live-with-wild-elephants/" target="_blank">wild elephants</a> and tigers entering human settlements in search of food due to habitat encroachment in their migration corridors. Last year, <a href="http://archive.nepalitimes.com/article/editorial/deep-water,3883" target="_blank">flash floods in Chitwan</a> washed away rhinos: 12 of them had to be rescued and brought back from India. However, the biggest threat to Nepal’s wildlife in the post-poaching era is new infrastructure crisscrossing nature reserves. Major transmission lines have been built or are planned through national parks, the new postal highway slices through nature reserves, new irrigation canals such as Babai, Sikta and Ranijamara have bifurcated areas frequented by wildlife, and the new East-West railroad running parallel to the E-W Highway will fragment many national parks. <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35389c7e80680e04829ajpeg.jpg" alt="" width="1500" height="1083"></div> Nature reserves and national parks make up one-fourth of Nepal’s area. With infrastructure building spree currently underway, experts say the country will soon lose 200,000 hectares of forests. This will result in rampant habitat destruction, and increase in road kills and deaths of animal that fall into irrigation canals, which account for the highest number of wildlife fatalities. New roads have also brought haphazard urbanisation and pollution: a growing number of ungulates and carnivores have been found to have died after ingesting plastic or chemicals. One of the biggest sources of habitat destruction will be the much talked about <a href="https://www.nepalitimes.com/banner/does-nepal-need-a-4th-international-airport/" target="_blank">Nijgad airport near Parsa National Park</a>, which will decimate one of the last remaining hardwood forests in the eastern Tarai, removing a major migratory corridor for wild elephants. “The government has always prioritised infrastructure, which while essential for development, is a major threat to conservation,” says Bishnu Prasad Shrestha of the Department of National Parks and Wildlife Conservation (DNPWC). “Our preoccupation therefore is with mitigation measures on the existing roads and finding out ways to make new infrastructure safer for wildlife. If we do not act now, it will be too late. Our tourism industry and economy depend on our conservation efforts.” <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a353b9c7e80680e04829bjpeg.jpg" alt="" width="800" height="1200">The Sikta Irrigation Canal has several overpasses for wild animals</div> DNPWC and WWF Nepal organised a regional workshop this month in Kathmandu to find ways to promote sustainable green infrastructure. Some of the key recommendations include the study of wildlife movement before mapping the alignment of linear infrastructure, like roads, railways, canals and transmission lines. The good news is that planners at the Department of Roads think the country does not need too many more roads, the existing strategic highways and feeder roads need to be upgraded. There have been initiatives like installing CCTV cameras to monitor vehicles, enforcing time cards on highways that traverse national parks, as well as building over and under-passes so wildlife can cross highways, irrigation canals or train tracks. DNPWC is now planning five canopy bridges for arboreal species in Banke, and contractors have agreed to build new underpasses while widening the Daune-Narayangad section of the East-West Highway. The route for the proposed <a href="http://archive.nepalitimes.com/article/nation/planned-new-east-west-railroad-and-expressway-threaten-the-Chitwan-National-Park,1079" target="_blank">E-W Electric Railway</a> that would have cut through Chitwan National Park has been changed after protests from activists. But these isolated cases will not be sufficient to minimise the nationwide threat to nature reserves from infrastructure in the long run. Experts say wildlife friendly infrastructure based on biodiversity assessment and species movement is a must. Nabin Gopal Baidhya of the non-government Wildlife Conservation Nepal thinks there may be too much emphasis on the impact of roads on national parks. He says: “We have to go beyond the protected areas and study the condition of forests outside parks. How can villages and community forests work with road contractors to protect trees? Ultimately we have to find a way for humans and nature to safely co-exist.”

In conservation, Nepal is not out of the woods yet

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
