As a child, he played along the edge of Kamal Pokhari, named after the lotus that once grew profusely on it.The lotus does not grow anymore, the pond has shrunk, and in the past months its water has been drained to make way for commercial development. Wild grass has taken over the dry bed where a fisherman used to take his boat out to catch fish to sell in the market.“We would ask him to pick us some lotus flowers from the middle of the pond,” recalls Rajkarnikar, now 80, and whose family owns <a href="https://archive.nepalitimes.com/news.php?id=19879">Krishna Pauroti Bhandar</a>, one of the oldest bakeries in town.Ever since Mayor Bidhya Sundar Shakya of Kathmandu Metropolitan City (KMC) tried to repeat what he tried to do in <a href="http://archive.nepalitimes.com/article/nation/on-queens-pond-rani-pokhari,4092">Rani Pokhari</a>, heritage conservationists have been up in arms to stop the use of concrete to ‘beautify’ a water body that served to recharge Kathmandu’s groundwater and had cultural significance.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3709c7e80680e096654jpeg.jpg" alt="" width="1024" height="569"/><figcaption>Kamal Pokhari in 1950. But activists have been up in arms about the use of concrete, and the construction of a ferro-cement lotus in the middle of the pond.“If you do not allow aquatic plants and animals to grow naturally, they will die and that is why the use against concrete is dangerous for biodiversity,” says land and water management engineer P S Joshi.There have been previous efforts to revive <a href="https://www.nepalitimes.com/opinion/be-water/">Kamal Pokhari</a>. In 2017, Nepali Congress MP Gagan Thapa worked with environmentalists to revive the pond and to stop garbage dumping.But by 2019, Kamal Pokhari had turned into a wasteland, and the KMC announced plans to develop the area into a recreational space with an artificial lotus. The plan has been met with stiff resistance from activists.“Currently, the swampy soil bed is the lifeline of the pond, it retains water," says architect and activist, Susan Vaidya.  He explains that in situations when a pond is left dry for a long time, it loses its ability to retain water.<a href="https://www.nepalitimes.com/here-now/deconstructing-reconstruction/">Deconstruction reconstruction</a>, Alok Siddhi Tuladhar<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3769c7e80680e096656jpeg.jpg" alt="" width="1200" height="754"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce37a9c7e80680e096657jpeg.jpg" alt="" width="4000" height="3000"><figcaption> </figcaption></figure>“It is not about how much concrete is being used, it is about destroying the natural water levels,” says Vaidya, who, along with other activists, has met Mayor Shakya to try to make him understand local sentiments.Nepali Times asked Shakya to respond to the criticism. He said, “Kamal Pokhari was already a lost case, sewage and garbage was being dumped. As soon as the contractors finish their work we will fill it up with water.”The KMC says it will “beautify” Kamal Pokhari and will retain its originality. The water will be recycled so that it does not gather algae.Engineer Prem B Shrestha Ranjit is coordinator of the Kamal Pokhari Restoration Project, and says, “There will be smaller ponds at the four corners of the pond where lotus flowers will be grown to ensure that the pond retains its identity.”Ranjit disclosed that the pond will be first filled with 25 million litres of <a href="https://www.nepalitimes.com/here-now/light-at-the-end-of-the-melamchi-tunnel/">Melamchi water</a>, and topped off with water pumped from a deep well.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce37d9c7e80680e096658jpeg.jpg" alt="" width="1200" height="800"><figcaption> </figcaption></figure>Activists say all this is proof that the KMC has no idea about the ecological and cultural importance of Kathmandu Valley’s network of ponds like Kamal Pokhari and <a href="https://www.nepalitimes.com/banner/resurrecting-rani-pokhari-right/">Rani Pokhari</a>. They point to Gahana Pokhari in Handigaon which was also lined with concrete in the name of ‘renovation’.According to the Ancient Monument Preservation Act of 2043, using concrete in a historical monument is prohibited and is subject to penalty. When approached, Ram Bahadur Kunwar of the Department of Archaeology refused to comment.Sanjay Adhikari of the non-profit group Pro-Public has filed a petition at the Supreme Court to stop reconstruction at Kamal Pokhari. But three months have passed since, and there have been no hearings.As the struggle between the city and heritage activists drags on, Kamal Pokhari is dusty and overgrown with weed. Stray dogs roam about, and neighbourhood children play in the dry bed.“Ponds act as diaphragms, they allow the intake of rainwater into the groundwater which helps maintain the groundwater table,” says Joshi. “When the surface is sealed with concrete, rainwater cannot reach the ground and the groundwater table drops.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3809c7e80680e096659jpeg.jpg" alt="" width="1200" height="804"><figcaption> </figcaption></figure>Without <a href="https://www.nepalitimes.com/opinion/nepal-must-keep-water-on-its-land/">ponds and open fields</a> to ensure that Kathmandu Valley’s groundwater is recharged, there is the danger of sinkholes and land subsidence. The valley’s early inhabitants had created a network of ponds to recharge aquifers, so water would be stored underground for use in the dry season through wells.While most big cities in the world are located on a sea coast or alongside rivers, Kathmandu Valley had its own unique system. Beginning from the Kirat period, people settled on elevated land and the fertile river banks were strictly for agriculture, and for flood control. This knowledge was passed down to the Lichhavi and Malla periods.The ancient kingdoms built an elaborate network of rajkulo canals that channeled water from springs on the Valley rim to ponds, hiti water spouts, and wells. The Newa people of the valley created three types of ponds with varying functions too maintain the hydrological balance.Ponds upstream from towns acted as buffer reservoirs that stored rainwater, and recharged the aquifers. They also helped reduce the risk of floods in the settlement during the monsoon, and in the dry season provided water for irrigation and household use.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3839c7e80680e09665ajpeg.jpg" alt="" width="1680" height="1075"><figcaption> </figcaption></figure>The ponds built within settlements were smaller and used mainly to recharge aquifers and for rainwater harvesting. The recently restored Pim Bahal Pukhu in Patan, Purna Chandi, Khicha Pokhari and Byasi Pokhari are examples of these local ponds.Ponds downstream from settlements had flood and landslide control functions, with Chaysal Pokhari in Patan being an example.Kathmandu Valley was hydrological civilisation that understood the value of water conservation, and had an intricately engineered water management system suited to the topography. It dated back to the Kirat and Lichhavi era, 1,500-2,400 years ago, and passed down to the more recent Malla period.Hitis and dug wells in the towns were fed through aquifers, and to ensure that there was flow of water even during the dry season, ponds were built as reservoirs to recharge the groundwater. These ponds were in turn fed through rajkulo canals.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3869c7e80680e09665bjpeg.jpg" alt="" width="1200" height="800"><figcaption> </figcaption></figure>In the 1800s, the Ranas introduced piped water, replacing the traditional water system. But the modern systems were not able to cope with the rapid urbanisation of Kathmandu, especially in the past 50 years.“One of the reasons Kathmandu Valley civilisation thrived in the past was because of its intricate water system, of which ponds were an important part,” explains Joshi.Much of this network of canals and ponds are now destroyed. The stone spouts are mostly dry. The Ring Road expansion destroyed much of Patan’s underground rajkulo canals. And the ponds started going dry because of the loss of replenishment through the water channels, and encroachment.Heritage conservationists say that Kamal Pokhari and other ponds in Kathmandu Valley need to be revived, not just reconstructed. This means restoring their original water channels and the natural soil characteristics with an understanding of their ecological and cultural importance.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce38a9c7e80680e09665cjpeg.jpg" alt="" width="1200" height="751"><figcaption> </figcaption></figure><h2>Lost lotus ponds</h2>The sky is overcast. Bhaktapur’s Kamal Binayak is dotted with people enjoying the serenity of this ancient pond (above). Sixty-year-old Chandra Bir Prajapati walks past them, pushing a trash trolley, collecting litter.He has been the sole caretaker here for decades, employed by the Kamal Binayak Sudhar Samiti to ensure the lotus pond is clean. In the next few months, this historic pond will be handed over to the Bhaktapur Metropolitan City by the Nepal Army, and it wants to draw more visitors and augment local income.Heritage activists, historians and water heritage conservationists have hailed Bhaktapur as an example of how heritage should be preserved amidst rapid urban expansion. The city’s efforts to revive its ponds and cultural sites has important lessons for Kathmandu, Patan, Thimi and Kirtipur.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce38d9c7e80680e09665djpeg.jpg" alt="" width="1200" height="800"><figcaption> </figcaption></figure>Patan’s Kamal Pokhari, for example, was buried under a parking lot by the  Lalitpur Metropolitan City itself. And its idea of beautification is to line the remaining pond with glazed tiles and a fountain in the middle.The Kamal Pokhari in Bode, Thimi is embroiled in a legal battle between the public and one Gyalpo Sherpa, who claims that he had bought the pond from a woman called Kanchi Podini. The locals argue that she had been contracted the pond for fish-farming during the Panchayat years, and would have no legitimacy for its sale.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3909c7e80680e09665ejpeg.jpg" alt="" width="1024" height="575"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3939c7e80680e09665fjpeg.jpg" alt="" width="600" height="397"><figcaption> </figcaption></figure>Elsewhere in Kathmandu, there are only memories of extinct ponds. Few know that the <a href="http://nepalihimal.com/article/3603">Dasrath Stadium is built over a vast lotus pond</a>. Other ponds now have structures like the Chhaya Centre built over them, with the locals still protesting. With the ponds gone, so have the rituals, festivals and folklore that were associated with them.Kathmandu’s ponds were not just woven in the sentiments of the local Newa people, they were a well-thought-out plan by people of the past, who understood the valley’s ecology. The loss of these ponds is the effacement of indigenous knowledge in a world, that is fast being lost to invasive urban development.

Devotees carried idols of different deities in 32 palanquins across the ancient city while singing and dancing to traditional drum and dhimay music. As all the palanquins came together, the whole town was painted red with participants applying vermilion to each other in good jest. Photos: TAYLOR MASON</figcaption></figure>Ratna Rani Newar grew up helping her grandparents grow vegetables in the fertile farms <a href="http://archive.nepalitimes.com/news.php?id=8688#.XC8OkdIza70">around Thimi</a>. Today, she is afraid her livelihood passed down through generations will be taken away.Kathmandu Valley civilisation was built on the agriculture that thrived in the alluvium of the former lakebed. But as the city expanded, the farms were steadily taken over by houses. Now, the last remaining tracts of what were once Thimi’s famous vegetable farms are also being filled over with concrete.“I have been growing vegetables in Thimi ever since I learnt to walk, but these days people don’t care about farming, they just want property to build houses,” said Newar, who is a single mother of four daughters. Her husband left her because she didn’t have a son.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101128/636a21c49c7e80680e041757jpeg.jpg" alt="" width="999" height="1500"><figcaption> </figcaption></figure>Newar’s daughters, like most of the educated younger generation of Kathmandu’s agricultural families, do not want to work in farm. But they do visit their mother every Saturday, and help sell her cauliflowers and spinach in the local market.<a href="https://nepalitimes.atavist.com/back-to-the-land">This type of farming</a> is one of the last of its kind in Kathmandu Valley: traditional, organic and hand-grown with no help from machinery. In a couple of years farmers carrying fresh vegetables in woven baskets down the streets of Bhaktapur, calling out to customers will be a rare sight.Agronomist Bhola Man Singh Basnet who used to be a scientist at the Nepal Agricultural Research Council says Kathmandu’s farmers had developed a very successful cycle using <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/organic-basnet-gundu-kheti-bazaar,2520">crop rotation</a> to replenish the nutrients in the  soil, and keep the land fertile.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101128/636a21c79c7e80680e041758jpeg.jpg" alt="" width="1500" height="999"><figcaption> </figcaption></figure>“People from all over the world noticed our techniques and productivity,” he says, “but farming is becoming obsolete.”Nepali farmers used a special technique to grow vegetables in tiny parcels of land to sustain their families. It fertilised the soil with organic black soil and cow manure, giving the Valley’s vegetables an amazing taste full on nutrients.But, Basnet says, “Land for farming is decreasing as the population increases, so new techniques are needed to meet food needs. <a href="http://archive.nepalitimes.com/article/nation/heavy-pesticide-use-and-low-consumer-awareness-affecting-public-health,1394">Chemical fertilisers</a> and green houses are being used, but the quality of these vegetables is not the same ... quality is not even considered important.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101128/636a21cc9c7e80680e041759jpeg.jpg" alt="" width="1500" height="999"><figcaption> </figcaption></figure>Basnet says the trend of building on prime agricultural land that started in Kathmandu is now spreading to other urban areas of Nepal, and younger educated people from farming families would rather work in salaried jobs.Babu Krishna is another Thimi farmer, whose children live in Australia. He says: “Farming has been in my family for generations, I have farmed all my life, but now the fields are replaced by houses. I think my generation is the last in my family that will farm.”<h2>The smart people of Piple</h2><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101128/636a21cf9c7e80680e04175ajpeg.jpg" alt="" width="1500" height="1125">A Chitwan village has banned new construction in agricultural land Mukesh Pokhrel in ChitwanTwo years ago Mong Tamang sold 1.5 hectares of his farm. When the new owner built a road along the land to turn it into a new housing colony, local farmers were up in arms, and prevented it.Dhab Thapaliya sold half a hectare of his land to Kathmandu-based businessmen three years ago. But villagers again prevented houses being constructed, and Thapaliya had to return the advance he was paid.Today, 2,000 out of 3,500 households in Piple raise cattle and grow vegetables, and much of the credit goes to Nabaraj Onta, who returned from Korea after 25 years and put into practice what he learnt there working in a farm. He brought back seeds, and distributed it free among his fellow-villagers.“He has a vital role in encouraging us to take up farming and protect our land,” says Rameshwar Oli of the dairy cooperative in Piple which has a farmers’ savings and loans scheme providing low interest loans to farmers to buy seeds and buffaloes. All loans are paid in time, and the cooperative also has a livestock insurance scheme.Farmers in Piple village of Chitwan say their farms are much more valuable to grow vegetables and and raise livestock than to be converted into real estate, and have united to preserve cultivable land from being bought by developers for housing and factories.Unlike anywhere else in Nepal, they have enforced zoning criteria to classify farmlands and residential areas, and have prohibited buildings anywhere other than in areas along the road."Legally we can't interfere in decisions about private property, but there is an understanding among us to not sell cultivable land," explains Danda Raj Pandey one of the farmers who started the movement.It has been ten years since Piple people have turned to vegetable farming and animal husbandry, and turned their village into a model agricultural settlement.Pandey himself used to buy oranges wholesale in Dhading and Gorkha and sell it at the Kalimati market in Kathmandu. Today he sells vegetables and 15 litres of milk every day from his own village, and does not have to travel away from home for livelihood. He now makes Rs600,000 a year, and with his savings has expanded his farm so he can grow more.Moti Rijal was a daily wage worker until he started farming a small plot of his ancestral property. The farmer made more than Rs100,000 by selling just cabbages, and decided to expand into commercial farming. He has now leased more land from neighbours to grow other vegetable cash crops.Rama Dalakoti also grew beans in her small plot, and her farming is so intensive that in the last season she made Rs400,000 just from selling it in the market. Piple has now overtaken Gitanagar as the dairy capital of Chitwan, and local farmers sold Rs12 million worth of milk and supplied Rs10 million in vegetables to Kathmandu last year.

https://www.youtube.com/watch?v=mZq9PMPzTrg&amp;feature=youtu.beIt has been one year since Nepal wrapped up all <a href="http://archive.nepalitimes.com/article/nation/elections-in-instalments,3776" target="_blank" rel="noopener">three rounds of local elections. </a>There was great hope that devolution would take governance to the grassroots, improve service delivery, and dilute Singha Darbar’s monopoly on power. It did not even take a year for the euphoria to evaporate. There is growing disenchantment with village chiefs, mayors and provincial governments. In some municipalities and villages, people have hit the streets to protest against huge increases in local taxes and t<a href="https://archive.nepalitimes.com/article/nation/bulldozing-democracy-in-nepal,4184" target="_blank" rel="noopener">he awarding of contracts to construction companies owned by elected officials. </a>Others have been too slow to get things done, and there is growing impatience with elected local leaders. Krishna Prasad Sapkota, a former DDC Chair and a vocal advocate of decentralisation, admits that most mayors and village chiefs have not lived up to the people’s expectations. But he says it is not entirely their fault. “There is a mismatch between the capacity of local governments and the people’s expectations,” Sapkota told Nepali Times. “People have had to wait a long time for local governments but the mayors and village chiefs lack capacity and resources to fulfil their own promises.” Local governments enjoy 22 exclusive rights under the new Constitution, but Kathmandu still delays and obstructs disbursements. Education and Land Revenue offices are still controlled by the Centre. Worse, the federal government is planning to bring local offices under its jurisdiction, stripping local governments of their constitutional rights to manage forest, education, health and agriculture sectors. Last week, the sixth national convention of the Municipalities Association of Nepal (MuAN) slammed the Centre for trampling on their rights.<iframe width="100%" height="520" frameborder="0" src="https://nepalitimes.carto.com/viz/46f409a0-f211-433f-bd70-30c6f49fe855/embed_map" allowfullscreen="" webkitallowfullscreen="" mozallowfullscreen="" oallowfullscreen="" msallowfullscreen=""></iframe>MuAN’s newly elected General Secretary Bhim Prasad Dhungana, who is also the mayor of Nilkantha Municipality in Dhading, says: “If local offices are controlled by Kathmandu, what is our role?” The Association also wants municipalities to have their own staff, without being deputed by the central bureaucracy. For example, the Centre has changed Dhangadi Municipality’s Chief Executive Officer five times in just one year. “Such frequent transfers slow down our work,” says Dhangadi’s Mayor Nrip Bahadur Odd. As the only Dalit to have been elected mayor last year, Mayor Odd says the Centre also allocates inappropriate staff. “We have five accountants, but we do not have enough engineers. We know best our own staffing needs,” he says.  Public disenchantment resulting from the dismal performance of mayors and village council chiefs has raised fears that people will lose whatever little faith they still have in federalism.  However, there are rays of hope. Despite Kathmandu’s unwillingness to devolve power, six mayors and a deputy mayor featured in this edition of Nepali Times have struggled against all odds to make a difference. Unlike many others, they do not make excuses. They just get on with the work.

He talks more like a technocrat than some of the populist colleagues from his Communist party. In a refreshing interview this week, he talked about <a href="http://archive.nepalitimes.com/news.php?id=18714#.W5EPZ84zbIU" target="_blank" rel="noopener">bicycle lanes</a>, footpaths for pedestrians, and turning his town into a health and education hub. He believes <a href="http://archive.nepalitimes.com/article/nation/school-mismanagement-committee,3123" target="_blank" rel="noopener">governments and private schools</a> should improve each other’s quality.Mayor Shrestha has got private schools in his city to grant scholarships to 10% of their students, and the municipality has been working to pay tuition fees for another 5% of children from underprivileged families. For government schools, the mayor has taken personal charge of trying to upgrade their quality. The mayor got Madhyapur Thimi Municipality to take over the Korea Nepal Friendship Hospital by investing Rs80 million a year to run it, and he also wants all residents of Thimi to have health insurance. Thimi is where the Janak Teaching Material Centre and the <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/helping-migrants-make-the-grade-nepali-framework,3723" target="_blank" rel="noopener">Council for Technical Education and Vocational Training</a> (CTEVT) were set up decades ago. The city also has the SAARC TB research centre.https://www.youtube.com/watch?v=vzOyhDvIciU&amp;feature=youtu.be“We want at least 80% of the people here to have comprehensive health insurance, and if we can achieve that within a decade, people here won’t have to pay for medical treatment ever again,” Shrestha told Nepali Times.Thimi was recently hit by <a href="https://www.nepalitimes.com/banner/bhaktapur-inundated/" target="_blank" rel="noopener">unprecedented floods</a> after the Hanumante River burst its banks and inundated residences and shops. Unlike other politicians in Nepal, Mayor Shrestha was quick off the mark, personally accompanying rescue teams with heavy equipment to take people to safety. “This is the best mayor we have ever had,” local resident Sudin Bajracharya said. When the mayor found out that the real reason for the floods was not heavy rain but poor draining and haphazard construction along the floodplain of the river, he allocated Rs80 million to unblock and maintain the drainage system and Rs70 million to fix the roads.Shrestha says he is a firm believer that development does not mean destroying the tangible and intangible heritage of his historic town. Thimi had many ponds that used to recharge ground water, and served as the focal point for many festivals. Many had been converted into basketball courts or parking lots. Under Mayor Shrestha, the Bishnu Kundal, Bhulakhel and Kamal Pokhari are ponds again, and this week, children were diving into the water to swim. The Municipality is also helping revive dance rituals like the Mahakali Nach, Mayur Nach, Salancha Nach.Shrestha is working to streamline the taxation system, making it more scientific and practical than before. Property tax is now included with land and housing tax so people do not have to pay separately, and end up paying less. Other Municipality fees are nominal, and the Mayor is strict about not allowing middlemen to cheat earthquake survivors on their registrations.Shrestha’s popularity was already high, but it has become higher as they see their mayor among them, trying to make the city more convenient for its citizens. In fact, when some assailants attacked him on the Araniko Highway last year, people spontaneously came to his aid and put the attackers behind bars. Currently, Mayor Shrestha is working with engineers to develop a plan on ‘tactical urbanism’ in Thimi. This involves many low-cost interventions to the infrastructure to make the roads safer, including making roads more bicycle friendly and adding sidewalks. Only if the mayor of Kathmandu and Lalitpur would take a few tips from Thimi.

Who is accountable for teacher-student relationships?

Of the nearly 19 million eligible voters in next week’s election in Nepal, an estimated 5 million are abroad and cannot cast their ballots. Many others within Nepal must travel to their home districts, and might decide not to because of the cost.
Flights into Kathmandu these days are full of global Nepalis returning just to vote, but almost as many are leaving for overseas jobs. Most of those coming or going are in the 20-40 age group, and a majority want Nepal to see a change in leadership.
Bangladesh held an election this month in which citizens overseas could vote by mail.&nbsp;
“Bangladesh made maximum use of technology not just for campaigning but also for polling itself. We could have also managed this, so people within Nepal did not have to travel to their home districts to vote,” says Mohna Ansari, former head of Nepal’s National Human Rights Commission who was an election observer in Bangladesh.
A 3-day holiday has been declared so people can travel to their home constituencies to cast ballots. Even if there was not enough time to manage ballots for overseas Nepalis, it could have been done for Nepalis within Nepal.
Former Chief Election Commissioner Bhojraj Pokharel reckons that physical voting in countries with a large Nepali diaspora would have been a logistical nightmare, but in the PR system, using electronic voting machines or paper ballot could have been piloted in some places. It is not possible to manage the entire voting process until we introduce the internet voting system.
“First of all, there needs to be political will to bring the policy and be ready to undertake that level of investment and it is not a one-time cost,” Pokharel says. “A government formed by the GenZ could have atr least issed an ordinance ensuring this right, piloted out-of-country voting where possible, which could have built pressure for the future Parliament and the government. It would have given people hope. It is a lost opportunity.”
All major political parties called for voting rights for global Nepalis in their manifestos, but these very leaders blocked legislation allowing it despite a 2017 Supreme Court ruling out of fear that it would be anti-incumbent.&nbsp;
<h2>Why so late?</h2>
Bangladesh delivered election results in just one day, but the final results of Nepal's last local polls in 2022 including that of Kathmandu constituencies took nearly a month.
Acting Chief Election Commissioner Ram Prasad Bhandari said this week that the results of the First-Past-The-Post (FPTP) ballot counting would “likely” be published within 24 hours of the poll closing at 5PM on 5 March. But many are skeptical.
“I wonder if we lack the capacity or know-how to announce results as quickly as possible,” says Mohna Ansari.
Former Chief Election Commissioner Pokharel says manual ballot paper counting in Nepal is inherently slow because of the large numner of political parties and/or candidates on the ballot, the counting mechanism, the political behaviour of the candidates/parties and some managerial issues during counting.
“Our present policy is to count all the ballot papers at the returning officers' officies, located at the district headquarters. It requires collecting ballot boxes safetly first. This takes time, and there have been cases of ballot boxes being damaged or stolen during transport. In a few highly difficult, geographically remote polling centres, we use a helicopter or transport. But sometimes, accommodating the party and candidates' representatives remains challenging,” explains Pokharel. A solution could be counting ballots at the very booths where they are cast.
Another reason for the delay is simply the number of political parties, and the need for each ballot paper to be examined by booth representatives for consensus. In close races, the smallest difference can lead to tense situations, further delaying results, even though counting centres are protected by metal fencing so there is no disruption.
After this, then it is the turn of Proportional Representation (PR) ballots to be counted. Weeks pass by the time the results of candidates and parties are tallied and verified. But the most common delay is because election officers think ballot counting is a nine-to-five job.&nbsp;
“The efficiency of poll station officers is most important, and they are incentivised for this,” says Ansari, adding that counting can even start within an hour after voting closes.
In remote areas, local resources could be mobilised to make counting quicker, but there is a crisis of trust, adds Ansari.&nbsp;
That could be easily solved with electronic voting which the EC implemented in the 2008 polls but discontinued because political parties felt the machines could be hacked or manipulated.

Nepalis Select Who To Elect

On Saturday, Iran retaliated with missile strikes on Abu Dhabi, Dubai, Bahrain and Qatar, a region where there are an estimated 2 million Nepalis working to send money home. In addition, thousands of Nepalis were preparing to board flights to Kathmandu from West Asian cities this weekend to vote in the 5 March election. Many are said to be stranded at various aviation hubs. A Qatar Airways flight from Doha took off just before the air space was closed, while Air Arabia and Kuwait Airways have diverted or cancelled flights. Nepalis in the West Asian region said things were relatively calm where they were, although some heard loud explosions at about noon local time. In Dubai, some thought they were Ramadan fireworks.&nbsp; In Kuwait, nearly 2,000 Nepalis working in the US military base as security guards and cleaners were evacuated before the strikes. In Bahrain where the US Fifth Fleet naval base is located and which was hit by two Iranian missiles, workers contacted by Nepali Times said the situation was under control and the authorities had told everyone to stay indoors and not use highways. The conflict also coincided with the beginning of Nepal’s trekking and mountaineering season, and tourists were either on their way or planning to leave European and North American cities for Himalayan hikes. Most of them transit through Doha, Dubai or Kuwait and all three airports are closed. Credit: Flightradar24</figcaption> </figure>  However, the main impact for the world could be a spike in the price of petroleum products if the strategic Strait of Hormuz is blocked. China relies on Iranian oil for their refineries, and Nepal could be affected indirectly if the economies of its neighbours are hit. Nepal imports all its diesel, petrol, LPG and aviation fuel from India which sources it mainly from the Gulf, and until recently from Russia. Petroleum makes up 25% of the value of all imports, and that is more than Nepal earns from all its exports. Saudi Arabia this year overtook the UAE as the main destination for Nepali workers, with the number now totalling 400,000. There are said to be as many in the UAE, and another 350,000 in Qatar. There are another 100,000 mostly women in Kuwait, and 50,000 each in Oman and Bahrain.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260228130220_d24ae633ff84f283835434becdb2f1351f84c415ce87ca34378bd4e2669661b3.jpg" data-media-id="editor_1" data-image-id="20260228130220_d24ae633ff84f283835434becdb2f1351f84c415ce87ca34378bd4e2669661b3" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="West Asia Iran conflict"> <figcaption>Iran retaliated with missile strikes on Abu Dhabi, Dubai, Bahrain and Qatar on Saturday.</figcaption> </figure>  Nepal receives nearly $11 billion a year in remittances from overseas Nepalis (not counting India) through official channels, although the total is said to be much more. &nbsp;This makes up more than a quarter of Nepal’s GDP equivalent — one of the highest proportions in the world. More than half of the overseas remittances to Nepal comes from its workers in the Gulf, and it is the mainstay of the country’s economy. Nepalis in Saudi Arabia, Qatar and the UAE alone send home more than $3 billion a year, much of that helping support their families back home. An average Nepali worker in the Gulf sends home nearly $2,500 a year, and this is spent mainly for household supplies, children’s education and healthcare. There are also an estimated 7,000 Nepali caregivers and healthcare workers in Israel, and most of them are women. The Nepal Embassy has asked Nepalis in Israel to take caution and move to bomb shelters.

West Asia war and Nepalis

If you did not watch the understated movie उनको स्विटर / (The Woolen Sweater) after it was released in May last year, you missed a major turning point in Nepali cinema. Much-hyped films fall short of expectations, but here is an exquisitely acted and directed production with a strong underlying message of tolerance. What a contrast from formulaic melodramatic Kollywood fare — a love story so simple, cinematography so subtle in capturing the beauty of the monsoon on mountain pastures, and a background folk song accompaniment that evokes the flavour and tenor of multi-ethnic eastern Nepal. Since its release, Unko Sweater received praise in Nepal, but it was in multiplexes across Nepaliphone India where the movie became a rage. Positive reviews spread by word of mouth on social media, where the script, performance and camera work were praised for reflecting a genuine and unsullied rural Nepal. The movie is a layered portrayal of caste, ethnicity, gender and culture with the tender romance between the shy Dharanidhar Kafle (Bipin Karki) and Phool Gurung (Miruna Magar) in which the two, despite being soulmates, have to deal with societal norms and gossip. They do this without rebelling, in their own quiet way. In the first scene in a crowded jeep, people are seen discussing an election. An elderly greying Kafle is headed home, and the rest of the movie has back and forth flashbacks revealing the story of his unspoken affection for Phool. But there is an undercurrent of ethnic rigidity. When Kafle’s brother Dambar elopes with Iksha Limbu, the repercussions are borne by both families. Then Kafle’s uncle is banished for being an outcast.&nbsp; Miruna Magar as Phool, as an ebullient woman, is in contrast to the introverted Kafle, who does not say much but has a melodious singing voice. As the plot thickens, Kafle is shown to be bound by circumstances that pose obstacles to his love for Phool. The storyline delicately shows how life and situations constantly force people to shift direction. Despite underlying differences, the various castes and ethnicities in this fictitious village near the Sikkim border get along because they have to. There is an interdependence between highland farmers and other ethnicities living down the valley that is at the heart of Nepal’s ethnic harmony. Despite taboos about interethnic and intercaste relationships, people still have trust and faith amongst each other. There is no time reference to the story, but it does speak of a nostalgic era decades ago when rural Nepal was not yet connected by roads and phones, when people had no choice but to get along. Things have changed now with outmigration, and education has blurred ethnic lines. A QUIET LOVE Director Nabin Chauhan is not in your face with his message, giving viewers a hint of deep rooted traditional values that still govern society. Each character adds to the storyline, validating the way they behave, pushing the plot forward.&nbsp; There are many emotions that are intricately woven into the plot, and the most prominent, of course, is love. Not the showy, lustful way it is shown in flamboyant formula films, but a quiet bond that does not need words, a silence, a glance and a gesture conveying the universe of love. When Phool asks Kafle what he will do if they cannot be together, he says he will build her a house with a beautiful garden of flowers in the meadows where he herds livestock. He builds it awaiting her return, while Phool knits him a sweater, the symbol of their interwoven love. In screenings of the film in Nepal and India, there has not been a dry eye in the audience. The background score and music by Kobid Bazra and the powerful rendition by Jhuma Limbu of the ‘Kafle’ strike a strong chord. The cinematography by Chintan Rajbhandari does not glamourise Nepal’s rural landscape, it is shown in its raw misty beauty as a constant backdrop.
