On Monday, 16 people were injured in a crowd crush at a Maghi festival in Tundikhel. The crowd was too dense for the last remaining grounds of what was once a vast open space in Kathmandu’s centre.&nbsp; Over the years Tundikhel has been fragmented and encroached upon by the military and other institutions, reducing it to not even 15% of its original expanse. Even as it has shrunk, new projects have been proposed for Tundikhel. The latest plan by Kathmandu Metropolitan City (KMC) under Mayor Balen Shah is to build two football fields at Khula Manch, the part of Tundikhel where historic pro-democracy rallies have been held. &nbsp; “The idea for a football ground came up because local clubs found it difficult to get a field for practice,” says KMC spokesperson Nabin Manandhar, adding that a project report had been prepared.&nbsp; “This will also help to build future athletes,” added Manandhar, who said Machhindra, Sankata, and New Road Team would use it for training, but it would also be accessible to the public. He admits that KMC did not look for alternatives. Shirish Shrestha of Machhindra Football Club said having the field nearby would help build local talent since Kathmandu’s urban sprawl and population density has meant that there are very few open spaces left for them to practice. Photo: SUMAN NEPALI</figcaption> </figure>  But that is precisely why activists are also against turning one of the last remaining bits of Tundikhel into a football ground.&nbsp; They are worried that ultimately the football fields will be out of bounds for the public. “KMC is merely a trustee of Khula Manch. It does not have the right to build over public land,” says Sanjay Adhikari, advocate and spokesperson of Occupy Tundikhel, a citizen-led movement to reclaim Kathmandu’s open spaces. “Its role should be to protect and manage the site, not build it over.”&nbsp; Occupy Tundikhel wants KMC to stop the plan since it will erase the identity of the space. Biren Maharjan of Ward 28 where Khula Manch lies says KMC did not consult local stakeholders before moving ahead with the plan.&nbsp; Says Maharjan: “Khula Manch is public land and it should be accessible for everyone and not just the football clubs.” Activists say clubs can easily use the stadium or Sano Gauchar for training and Khula Manch can be utilised for the purpose it is actually meant for. Business consultant Ashutosh Tiwari of SAFAL Partners posted on Facebook: &nbsp;‘Khula Manch as the name suggests is a stage and has a history just like London’s Hyde Park. It is an open space, civic space and a citizen space. Not a private space. Last year, it wanted to build a three-storey underground parking at the site but had to cancel it after public uproar. And as its name suggests, was a Panchayat-era open air theatre. It has since been the scene for the 1990 and 2006 People’s Movements and political rallies.&nbsp; It is also culturally important as to its northwest is Dui Maju, the goddess of grain which is considered the unseen energy linked to Goddess Taleju. The Newa people of Kathmandu called the open space Tinkhya, which later became Tundikhel. The Nepal Indigenous Legal Society in a letter to the KMC says that the Newa people left the area open for cultural and religious activities, and that encroaching on it is against the United Nations Declaration on Rights of Indigenous People as well as ILO Convention 169, Indigenous and Tribal Peoples Convention, 1989. ‘It is deplorable that Khula Manch is being turned into a football field without conducting research on alternatives. Khula Manch is an integral part of Nepal’s socio-cultural and political history. As before, the people will rise up against turning this into a football ground. If they don't back down we will take them to court." It originally stretched from where the Dasrath Stadium is today to Rani Pokhari in the north.&nbsp; Over the centuries, successive rulers and government agencies fragmented the space.&nbsp; 1671: Malla king Pratap Malla constructed Rani Pokhari on the northern end of Tundikhel.&nbsp; 1956: The southern section of Tundikhel was turned into a stadium to mark the coronation of King Mahendra.&nbsp; 1961: Shahid Gate was built with a road that bifurcated Tundikhel into two halves. All photos: GOPEN RAI</figcaption></figure>Over the centuries, as Kathmandu expanded, the vast open space of Tundikhel that was once on the fringes of the old town has become the heart of the new city.The name comes from the Newa Tinkhya, a ‘khya’ means large open space on the outskirts of town set aside for social and cultural events. As dynasties came and went, Nepal’s rulers used the public space for their own convenience, and <a href="https://www.nepalitimes.com/opinion/let-tundikhel-be-what-tundikhel-was/" target="_blank" rel="noopener noreferrer"> </a><a href="http://archive.nepalitimes.com/news.php?id=5876#.Y4qyrS2B3ow" target="_blank" rel="noopener noreferrer">Tundikhel</a> went from a place for festivals, to supposedly being the largest military parade ground in Asia, and started being occupied piecemeal by the Army.Today, not even 15% of Tundikhel’s original expanse is open to the public. It is fragmented into sections under either institutional and/or military control. After the 2015 earthquake, even the area with public access has mounds of debris and is fenced off to park tipper trucks.In the latest instance of blatant encroachment, Kathmandu Metropolitan City (KMC) under its <a href="https://www.nepalitimes.com/latest/making-kathmandu-great-again/" target="_blank" rel="noopener noreferrer">new mayor Balen Shah</a> has revived the idea of turning Khula Manch in Tundikhel into a parking facility.The area behind the Army pavilion with its Panchayat-era open air theatre has been the site for historical events like the People’s Movements of 1990 and 2006, and political rallies. After the earthquake it housed a tent city for survivors.Earlier this month, the 10th executive meeting of KMC set aside a budget to prepare a detailed project report for a three-storey underground parking in Khula Manch. <figure><img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230112100124/63bfd2849c7e80680e0d3028jpeg.jpg" alt=""><figcaption> </figcaption></figure>Activists and experts are up in arms, saying the decision was taken without proper homework and consultation, and would threaten one of the last remaining <a href="https://www.nepalitimes.com/here-now/kathmandu-loses-its-open-spaces/" target="_blank" rel="noopener noreferrer">open public spaces in Kathmandu</a>.“The authorities have never understood the essence of Tundikhel,” says activist Ganapati Lal Shrestha of <a href="https://www.nepalitimes.com/opinion/let-tundikhel-be-what-tundikhel-was/" target="_blank" rel="noopener noreferrer">Occupy Tundikhel</a>, a citizen-led movement to reclaim encroached open spaces. “We had hoped that at least the newly elected local representatives would understand its importance, but even they have not.”The KMC has not divulged details, but activists are concerned that an underground parking will be detrimental to Kathmadu’s ecology and culture.“Underground parking will disturb the aquifer and water flow in the hiti around the area,” says Shrestha. “If it is about managing traffic, the basement of the commercial buildings which the Mayor previously cleared, and new parking facilities would be enough. Why target Tundikhel? And they should have consulted local stakeholders.” Kathmandu’s historic heart does not have much space left for new development. The plan should have been to use and improve what already exists.“Traffic management in the city core has been a challenge for KMC, and adding parking space makes sense. But from an ecological point of view, underground parking would impact the environment. How much are you willing to compromise on that front is a political decision,” says land and water management engineer Padma Sundar Joshi.Like other open spaces in Kathmandu Valley, Tundikhel plays an important role in the <a href="https://archive.nepalitimes.com/article/nation/water-table-of-kathmandu-valley-falling-fast-recharge-to-replenish,4100" target="_blank" rel="noopener noreferrer">groundwater recharge system</a>  While surface water is replenished every monsoon, deep aquifers need to be recharged. “Underground parking can help in traffic management but there has to be a proper design and it should be carried out only after conducting a geological study,” says Joshi. “If the new mayor does not follow due process and consult the public, how is he any different from the previous mayors?” KMC spokesperson Nabin Manandhar admits that an economic feasibility study and geological investigation has not been conducted. <figure><img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230112100124/63bfd2899c7e80680e0d3029jpeg.jpg" alt=""><figcaption> </figcaption></figure>Apart from the ecological impact, Khula Manch is also culturally important. To its northwest is Dui Maju, the goddess of grain which is considered the unseen energy linked to Goddess Taleju.According to Uddhab Karmacharya, the priest of Taleju temple, Dui Maju is always established where the goddess Taleju Bhawani exists. A special worship for Dui Maju takes place in April to coincide with special puja at Hanuman Dhoka. “The state cannot do whatever it likes, but they need to understand the importance of the space for Dui Maju and work to preserve it,” says Karmacharya. “They are turning Kathmandu into concrete with no regard for heritage conservation. They should leave Khula Manch alone.” This is not the first time the KMC has tried to turn the place into a parking lot. A feasibility study was conducted in 2016 for underground parking coverinf 23,133 sq m for 2,000 light vehicles.That year, the KMC started work on the 17-storey Kathmandu View Tower across the road, and moved the bus park from there to Khula Manch. After the bus park moved out, the area became a dumping site for construction material and temporary rooms for contractors. The KMC only acted to clear the area in 2019 after a public outcry by activists and heritage conservationists.The plot belonging to Dui Maju was leased for five years by the Guthi Sansthan to a certain Amrita Bhattarai who was supposed to upkeep the holy site. Instead, she leased the prime real estate to Marin Thakur International which sublet it to vendors. After widespread public protests in 2019, then Deputy Mayor Hari Prabha Khadgi padlocked the gates and announced that the city would take charge of the upkeep and cleanliness of the religious site.Urban Planner and Former VC of National Planning Commission Jagadish C Pokharel says adding underground parking will not ease <a href="https://www.nepalitimes.com/opinion/cars-vs-people-in-kathmandu/" target="_blank" rel="noopener noreferrer">congestion in Kathmandu’s core</a>.“Underground parking is not a good idea in Kathmandu. We must keep in mind the soil condition and seismic aspects, and also how it will impact the water table,” says Pokharel.Concentrated parking there will affect the traffic in the surrounding roads, and it will need other infrastructure to ease traffic flow in and out.“The wiser route to go”, says Pokharel “is to decentralise traffic and study pocket parking areas above-ground with earthquake resistant technology.” <h2>Fragments of Tundikhel</h2> <figure><img width="780" height="1044" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230112100124/63bfd28d9c7e80680e0d302ajpeg.jpg" alt=""><figcaption> </figcaption></figure>The first mention of Tundikhel was in a 1709 scripture engraved in Taleju Bhawani temple by Queen Bhuwan Laxmi. This was during the Malla period, when Tinkhyo (Tundikhel) was a vast open space set aside by Kathmandu's rulers for social and cultural events. The Italian Jesuit Ippolito Desderi who visited Kathmandu in 1721 in his chronicles mentions a two- mile long plain. In the 1850s, <a href="https://www.nepalitimes.com/opinion/250-years-of-nepals-history-through-art/" target="_blank" rel="noopener noreferrer">Henry Ambrose Oldfield</a>, the British resident surgeon in Kathmandu, wrote in his book Sketches of Nepal that Tundikhel originally stretched from where the stadium is today to Rani Pokhari in the north. He estimated that it measured 2-3 miles in length, and 300 yards in width. Over the centuries, rulers as far back as <a href="https://www.nepalitimes.com/banner/no-time-like-the-past/" target="_blank" rel="noopener noreferrer">Pratap Malla</a> divided it up for their own convenience. Today only 15% of the space is open to the public. In 1671, King Pratap Malla constructed <a href="https://www.nepalitimes.com/banner/building-back-rani-pokhari-even-better/" target="_blank" rel="noopener noreferrer">Rani Pokhari</a> on the northern part of Tundikhel. In the 1800s and early 1900s the Rana Regime used Tundikhel mostly for military parades and the pronouncements of edicts. When Bhimsen Thapa built a palace for himself in Lagan Tole south-west of Tundikhel, it brought the army even closer to Tundikhel. Barracks were constructed, and a canon foundry went up on the south-western side. Before Jang Bahadur, it used to be Chhauni that military drills were held. Once he returned from England, he turned Tundikhel into a parade ground for the Nepali army. There were two trees that stood at the centre of Tundikhel for many years, and one of them was a Chakala sima (खरीबोट in Nepal) around which a marble platform was later built. The other tree was called Yaka sima, the lone tree. Both are now gone. Major proclamations were made by the Rana rulers from the platform. In 1885, Bir Shumshere proclaimed himself prime minister from there, an in 1924, Chandra Shumshere announced the emancipation of the slave. In 1945, the end of World War 2 in which 20,000 Nepali soldiers fighting for the British Army were killed in action, was announced in the same place. In 1956, the southern part of Tundikhel was turned into a stadium for sporting events to mark the coronation of King Mahendra. In 1960, Sahid Gate was constructed with a road dividing Tundikhel into two halves. The Nepal Army then built a permanent pavilion for parades, and this Panchayat era structure is still used and is fenced off from the public. In 1962, Tundikhel was further fragmented to build Ratna Park dedicated to Queen Ratna and in 1973 Khula Manch was added with an open-air theatre. <h2>The demon of Tinkhya</h2> Tundikhel is steeped in folklore in which demons and deities once inhabited its open spaces <figure><img width="1500" height="983" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230112100124/63bfd2939c7e80680e0d302bjpeg.jpg" alt=""><figcaption> </figcaption></figure>One of the more popular stories about Tundikhel begin in the monastery in Itumbaha.Keshchandra came from an affluent family, but was addicted to gambling. Over time he frittered away his posessions until he had no money even to buy food. He went to his sister’s home in Bhagawan Bahal where his sister gave him food in a plate made of solid gold.After eating the food, he gambles away the golden plate. A few days later he goes to his sister’s house again. This time she serves him food in silverware. Keshchandra once again gambles it away.The next time he goes to his sister, she serves him food on the floor. Humiliated and chastised, Keshchandra picks up the food food in a piece of cloth and goes on a pilgrimage to Gosaikunda.A few days into his journey, he becomes hungry and opens the cloth bundle. But the food is mouldy and he goes to sleep on an empty stomach. While Keshchandra is asleep, birds feast on the food. A voice comes from the heavens, ordering the birds to compensate Keshchandra for the food. <figure><img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230112100124/63bfd2989c7e80680e0d302cjpeg.jpg" alt=""><figcaption> </figcaption></figure>The birds offer him droppings which turn into gold flakes. The shrewd Keshchandra pleads with Gurumapa to help him take the gold home, calling the demon his paju (mother’s brother).After much persuasion Gurumapa agrees, but on one condition, Keshchandra must feed him. Keshchandra permits him to eat any child in Kathmandu who cries. The two make their way to Itumbaha, where Gurumapa lived on the top floor of the northern wing of the monastery complex.Gurumapa proceeded to eat disobedient children, terrorising Kathmandu. Mothers would warn their children that if they were disobedient and cried, the Gurumapa would gobble them up.Soon, the demon had devoured most of the children in the town. Keshchandra was not bothered, until one day his own son cried and Gurumapa ate him up as well.Bereft with grief Keshchandra banishes Gurumapa to the open fields of Tinkhya, present day Tundikhel, in return for a feast of rice and buffalo meat.It is said that Gurumapa lived under the yaka sima, the lone tree in Tundikhel. And to this day, every year, in keeping with the deal made in Kathmandu's mythical past, a feast of rice and meat is laid out for him.As told by Amrit Man Shakya, priest of Keshchandrakrit Paarawat Mahavihar.

Giving Tundikhel back to the people

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151120/636a663d9c7e80680e05996ejpeg.jpg" alt="" width="1500" height="1312"/><figcaption>illustration: DIWAKAR CHETTRI</figcaption></figure>The earthquakes of April 2015 literally shook all of us out of our complacency, and forced us to understand the value of open spaces -- just as after the 1934 earthquake, when tens of thousands of <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/leaving-tundhikhel-shelter-camps,2447">Kathmandu residents moved to the open grounds at Tundikhel</a>, or to Lagankhel in Patan.But memories of disasters are short-lived, and in the past five years instead of protecting the last remaining spaces in Kathmandu Valley, we have allowed them to be encroached upon. At the heart of Kathmandu, Tundikhel represents in a microcosm what is happening across urban Nepal as people move into the cities and real estate prices soar.The land mafia, with its political protection, has infiltrated school management committees and taken over most school playgrounds located on prime real estate. The government created a green belt on the Ring Road -- now it is busy chopping down the last remaining jacarandas. The vehicle lobby is obviously stronger than the tree lobby.This newspaper has been <a href="http://archive.nepalitimes.com/news.php?id=5876#.Xe8odIMza70">covering the shrinking Tundikhel since 2002</a>, and for the first time printed maps showing the army’s steady encroachment into the open space. Since the government seems to be too slow to act, it is the public and communities that need to be vigilant -- which is why the current #OccupyTundikhel campaign is so important.One good way to begin protecting open spaces like Tundikhel would be to have every local government across the country make an inventory of such spaces in its jurisdiction. These should then be added to a national open space protected list, and legislation passed to ensure no one who eyes them can actually get their hands on these invaluable areas.Former Patan mayor Buddhi Raj Bajracharya set a good example by protecting community spaces during his tenure. A national database could be created and made available online so that no one dares to buy, sell or encroach on these open spaces.Rituals and festivals can be important reasons to save many of the Kathmandu Valley’s open spaces from encroachment.  Tundikhel hosts annual festivals like the feeding of the Gurumapa, Ghoda Jatra, Shivaratri and, more recently, the New Year’s Day showcase of numerous ethnic groups from across Nepal.A published calendar of such events could help enhance the feeling of ownership of open spaces across the country. Disaster preparedness drills in places like Tundikhel could also be pencilled in as regular events.Nepal’s stellar performance in the South Asian Games 2019 could be another reason to invest in saving open spaces. Tundikhel can be dedicated to all future Nepali gold medallists at the Olympics, World Cups and Asian Games. Names of all those who win medals for Nepal could be inscribed on a special monument. With only temporary structures allowed, sports could provide an effective incentive to care for these spaces.At a time when many Nepalis believe the way to prosperity is not education or enterprise but politics, open spaces could be protected as places where Nepalis gather and practise free speech. The name Khula Manch, which means ‘open stage’, has always held a Hyde Park connotation in Kathmandu, even during the days of absolute monarchy. It is a place where anyone can say anything and not face prosecution of any kind. The country should designate Khulla Manch(s) in all 753 municipalities, inspired by the first one at Tundikhel.The oral tradition of the Kathmandu Valley tells us that Tundikhel (Tinkhya) was land bought by wealthy Lhasa traders who needed space to unload and load goods and as a camping ground for porters and pack animals. After the Sugauli treaty of 1816, Muktiyar Bhimsen Thapa used Tundikhel to parade the Nepal Army, in a bid to impress the British of the country’s military might.This great open space has shrunk over time. Rana rulers built Bir Hospital and the military hospital and the Panchayat leaders constructed the post office, the RNAC building, NEA and City Hall. These were all within the boundaries of greater Tundikhel. The road around it was widened during the state visit of Queen Elizabeth II in 1962.From charging ground water to impressing the British envoy and from hosting ancient rituals to New Year’s Day celebrations, Tundikhel has served us well. The temporary bus terminal and school have to be moved immediately and the army has to return to the people what rightfully belongs to them. After the next earthquake, let us not be forced to say: “I told you so.”And let us not listen to economists and finance experts who tell us we need to monetise everything. Who is accountable for teacher-student relationships?

Early on Monday morning, a bus from Pokhara to Kathmandu plunged off the highway in Dhading killing 19 passengers. Two weeks ago, another bus fell into the Tama Kosi in Manthali, killing 12. A few days before that a bus crash in Baitadi killed 13 people.&nbsp; In just the month before Nepal's election, more than 50 people have been killed in road traffic accidents. Most of these cannot be called 'accidents'. They are a direct result of poorly maintained highways and lack of enforcement of traffic discipline. Political parties in Nepal have rolled out their election manifestos, and voters are once again presented with a flood of promises. Page after page, these documents list megawatts and microcredit, highways and airports, jobs and investment. In these manifestos, growth is quantified, projects itemised, revenue forecast — and there are even threats to beat up contractors who do not finish their jobs. But when everything is declared a priority the stale promises are empty. The voter is left confused as to where the party’s loyalties really lie. Will any of these plans and pledges actually ever materialise and help Nepalis live longer, safer, healthier lives? The main job of any accountable government is to protect its citizens, not so much from foreign enemies but from domestic mismanagement. And this means the most basic test the new government should be made to pass is whether it can ensure basic well-being and protection for all its people. The problems of safety, health, and survival remain unresolved for most Nepalis, and are quietly eroding their lives. In the past year alone, the country’s <a href="https://nepalitimes.com/news/roadkill">roads and highways claimed more than 2,300</a> lives. An estimated 41,000 Nepalis die each year directly because of <a href="https://nepalitimes.com/here-now/what-is-invisible-is-more-dangerous">air pollution</a>, and their <a href="https://nepalitimes.com/news/air-pollution-killing-season-starts-early">lifespans are lessened by 3.4 years</a>.&nbsp; <a href="https://nepalitimes.com/editorial/poor-health">Non-communicable diseases</a> now account for well over half of total deaths in the country. And even where survival has improved, deprivation remains. Chronic malnutrition continues to haunt communities in <a href="https://nepalitimes.com/here-now/mass-migration-from-muktikot">Nepal’s western mountains</a> despite progress in maternal and child health.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260223130240_4f4ef83a31c3c4ae36ecdffb33a355e2fa3de9e98244b840a895af2d95c35ac0.jpg" data-media-id="editor_5" data-image-id="20260223130240_4f4ef83a31c3c4ae36ecdffb33a355e2fa3de9e98244b840a895af2d95c35ac0" data-rendition-name="original" width="1024" height="683" loading="lazy" alt="A life-first manifesto for Nepal NT"> </figure>  These are the lived realities of most Nepalis, and it is here that development can deliver its most immediate returns. A rising GDP, in and of itself, does not make roads safer, clean polluted air, or provide enough nutrition to children. Such outcomes demand intentional, granular policies that confront the specific, everyday problems shaping people’s lives.&nbsp; Macroeconomic growth, trade and investment are important, but these alone cannot guarantee improvements health and safety. The word ‘growth’, after all, is also synonymous with malignancy. Economic progress and human protection are correlated only when governance deliberately links them. Impact on life is the unit in which ordinary Nepalis calculate progress. What is needed, then, is a governing philosophy measurable in these same terms: a ‘life-first’ standard where every policy, budget, and reform can be understood and judged by its impact on protecting and extending human life. Such a ‘life-first’ approach would scrutinise three aspects of every policy. First, whether the policy prevents loss of life. A death is termed preventable if better, more coordinated response systems and regulations could have avoided it (vaccines, drugs, road safety, clean drinking water). A newly built six-lane highway <a href="https://nepalitimes.com/here-now/highway-accidents-are-no-accident-in-nepal">can be a death trap</a> due to poor design or lax enforcement of safety rules. If neonatal deaths continue in a district despite hospitals being present, or if malnutrition claims lives in predominantly agricultural regions, they too are failures. Preventable deaths also cluster where accountability is less direct. Just last year, <a href="https://nepalitimes.com/news/suicides-a-pandemic-within-a-pandemic">Nepal recorded 6,866 suicides</a>, with nearly 20 lives lost every day, yet these deaths fail to prompt any serious examination of governance. The same holds for fatalities linked to domestic or communal violence, alcohol and substance misuse, or ‘natural’ disasters, which register as ‘tragedies without remedy’ rather than as outcomes policy can influence. But when avoidable loss of life recurs at scale, isolated incidents become patterns, and patterns reveal systemic neglect. Saving lives, however, is only the first step, and what matters just as much is the quality of years lived. Nepal’s life expectancy now stands at 71 years, yet many citizens spend years in avoidable disability, untreated chronic illness, or mental distress. A life- first government must ask not only whether people live, but whether they thrive. Are citizens able to pursue education, work, and family life without fear of preventable harm? Do communities have access to clean air and water, nutritious food, and basic healthcare? Can a teenager anywhere in Nepal imagine a future not foreclosed by premature marriage, or untreated depression?  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260223130240_157d72b80b82a07699b6bffbb30036b86f0f767a5674cc3db3d5c20343442940.jpg" data-media-id="editor_8" data-image-id="20260223130240_157d72b80b82a07699b6bffbb30036b86f0f767a5674cc3db3d5c20343442940" data-rendition-name="original" width="2529" height="1427" loading="lazy" alt="A life-first manifesto for Nepal NT"> </figure>  Thriving requires policies that prevent suffering and promote well-being in addition to ensuring survival.&nbsp; Finally, governance must consider graceful aging. Elderly Nepalis should not be left to navigate disease, poverty, or isolation alone. Social systems, healthcare, and community support must enable their continued participation and dignified well-being. Adopting this three-layered standard would gradually reorient how success of any new government is defined. Transportation would be judged by fatalities reduced on the roads. Electricity generation would be measured by whether households can switch from firewood dependence to smoke-free electric stoves.&nbsp; Increase in annual rice harvest must translate into better nutrition, reducing the prevalence of chronic diseases like diabetes. Accountability must follow problems rather than stop at Singha Darbar. Only then will politicians and bureaucrats eventually recognise that their work converges on the same human endpoint. Critics will argue that economies are complex, trade-offs are inevitable, and that governance cannot be reduced to a single metric.But, as Acemoglu and Robinson show in their book <a href="https://ia801506.us.archive.org/27/items/WhyNationsFailTheOriginsODaronAcemoglu/Why-Nations-Fail_-The-Origins-o-Daron-Acemoglu.pdf">Why Nations Fail</a>, the key difference between prosperity and poverty lies in inclusive institutions that empower citizens and create broad incentives for well-being.&nbsp; Extractive institutions concentrate power and wealth in the hands of a few while keeping the majority trapped in neglect. Nepal’s governance has remained a striking example of extraction. If lawmakers in the new Parliament continue to resist changes that would save and improve the lives of ordinary citizens, the same systemic rot will persist for generations to come. A life-first mentality can cut through this inertia by clarifying the moral centre of governance and reminding policymakers that behind every policy failure lies human cost. <a href="https://nepalitimes.com/here-now/epicentre-of-hunger">Every mother in Bajura</a> with a child going hungry at night, every farmer in the Madhes unable to afford medical care, and every family that has lost <a href="https://nepalitimes.com/opinion/comment/saving-kidneys-to-save-nepal">a migrant son to kidney failure</a> understands the true <a href="https://nepalitimes.com/multimedia/dirty-dangerous-difficult-and-dehydrating">value of a life saved</a>. Life is the one metric that transcends ideology, ethnicity, and region. Centering governance on this single, focused metric, can shift an election from a contest of rhetoric to a contest of evidence. Which party ensured access to safe water and basic healthcare? Which made work at home and abroad safer and less exploitative. Which measurably extended healthy years of life for ordinary citizens? Health is wealth. By improving the healthy lifespan of citizens economic prosperity would follow naturally. A ‘life-first’ governance model would therefore compel Nepal to address the underlying structural failures across all sectors, rather than merely alleviating their symptoms. The GenZ protest that toppled the government last September was, at its core, a demand for accountability and a rejection of politics as usual. But as the country edges closer to the polls, that clarity has started to dissipate. Parties are now echoing the language of reform, but the public discourse remains dominated by promises that feel disconnected from Nepal’s most immediate and basic priorities. Every preventable death, every hungry child, and every neglected elder becomes a direct failure of governance and a moral debt the state must answer for. Nepal’s life or death election

Of the nearly 19 million eligible voters in next week’s election in Nepal, an estimated 5 million are abroad and cannot cast their ballots. Many others within Nepal must travel to their home districts, and might decide not to because of the cost.
Flights into Kathmandu these days are full of global Nepalis returning just to vote, but almost as many are leaving for overseas jobs. Most of those coming or going are in the 20-40 age group, and a majority want Nepal to see a change in leadership.
Bangladesh held an election this month in which citizens overseas could vote by mail.&nbsp;
“Bangladesh made maximum use of technology not just for campaigning but also for polling itself. We could have also managed this, so people within Nepal did not have to travel to their home districts to vote,” says Mohna Ansari, former head of Nepal’s National Human Rights Commission who was an election observer in Bangladesh.
A 3-day holiday has been declared so people can travel to their home constituencies to cast ballots. Even if there was not enough time to manage ballots for overseas Nepalis, it could have been done for Nepalis within Nepal.
Former Chief Election Commissioner Bhojraj Pokharel reckons that physical voting in countries with a large Nepali diaspora would have been a logistical nightmare, but in the PR system, using electronic voting machines or paper ballot could have been piloted in some places. It is not possible to manage the entire voting process until we introduce the internet voting system.
“First of all, there needs to be political will to bring the policy and be ready to undertake that level of investment and it is not a one-time cost,” Pokharel says. “A government formed by the GenZ could have atr least issed an ordinance ensuring this right, piloted out-of-country voting where possible, which could have built pressure for the future Parliament and the government. It would have given people hope. It is a lost opportunity.”
All major political parties called for voting rights for global Nepalis in their manifestos, but these very leaders blocked legislation allowing it despite a 2017 Supreme Court ruling out of fear that it would be anti-incumbent.&nbsp;
<h2>Why so late?</h2>
Bangladesh delivered election results in just one day, but the final results of Nepal's last local polls in 2022 including that of Kathmandu constituencies took nearly a month.
Acting Chief Election Commissioner Ram Prasad Bhandari said this week that the results of the First-Past-The-Post (FPTP) ballot counting would “likely” be published within 24 hours of the poll closing at 5PM on 5 March. But many are skeptical.
“I wonder if we lack the capacity or know-how to announce results as quickly as possible,” says Mohna Ansari.
Former Chief Election Commissioner Pokharel says manual ballot paper counting in Nepal is inherently slow because of the large numner of political parties and/or candidates on the ballot, the counting mechanism, the political behaviour of the candidates/parties and some managerial issues during counting.
“Our present policy is to count all the ballot papers at the returning officers' officies, located at the district headquarters. It requires collecting ballot boxes safetly first. This takes time, and there have been cases of ballot boxes being damaged or stolen during transport. In a few highly difficult, geographically remote polling centres, we use a helicopter or transport. But sometimes, accommodating the party and candidates' representatives remains challenging,” explains Pokharel. A solution could be counting ballots at the very booths where they are cast.
Another reason for the delay is simply the number of political parties, and the need for each ballot paper to be examined by booth representatives for consensus. In close races, the smallest difference can lead to tense situations, further delaying results, even though counting centres are protected by metal fencing so there is no disruption.
After this, then it is the turn of Proportional Representation (PR) ballots to be counted. Weeks pass by the time the results of candidates and parties are tallied and verified. But the most common delay is because election officers think ballot counting is a nine-to-five job.&nbsp;
“The efficiency of poll station officers is most important, and they are incentivised for this,” says Ansari, adding that counting can even start within an hour after voting closes.
In remote areas, local resources could be mobilised to make counting quicker, but there is a crisis of trust, adds Ansari.&nbsp;
That could be easily solved with electronic voting which the EC implemented in the 2008 polls but discontinued because political parties felt the machines could be hacked or manipulated.

In Malaysia where I have been working for over two years, it is all about elections. In our rooms. Online. In fact, the discussions around elections felt more heated in Malaysia than back home in the village here in Mahottari.&nbsp; Even when you find out someone is going to Nepal, Nepalis who are unable to come home ask who we are voting for and remind us to tell everyone to vote for Balen. I gave my colleagues a thumbs up and assured them: only Balen. &nbsp;That is the message we come home with. And that is the reason I pasted Balen even in my suitcase as I came home. I wanted to show the world that those of us who are working hard overseas support him.&nbsp; In the past, my family voted for another party but they failed us. Even to get jobs we qualify for we need connections. Where are the jobs? The factories? Costs are rising. It is not just jobs in Nepal, even to get access to good overseas jobs, we need connections now. And money. There is corruption everywhere.&nbsp; Our expectation from the new government is to think beyond only their close networks and personal gain, to think about the country. What is the point of repeating mistakes from the past if those who are going to benefit are the sisters, nieces and nephews of those in power? It is good that some of us got to come home, even one vote can make a difference.&nbsp; Each ballot can create a mountain, that is why we have come home to vote.&nbsp; <h2>Coming home to support my son</h2> Rishiram Khanal कोही छन् विदेशमा, कोही यता शहरमा, जीवन उकास्न भोग्दै कहरै कहरमा। शून्य भयो गाउँघर, मान्छे लाखापाखा हुँदा, जुनकीरीको पिल्पिल् हरायो सुनसान डहरमा। Some are abroad, some here in the city,Enduring hardship just to lift life.Villages empty as people scatter far and wide,Fireflies don't flicker anymore over barren paths. I came home to Nawalpur from Bahrain to support my son, Manish Khanal, who is running in the election as an RSP candidate. I migrated to Bahrain 15 years ago where I work as a security guard. It was for my children’s education and future. But we migrate to secure a future for our children. Mine have done well for themselves, they are educated and disciplined. This motivated me to stay on overseas. And now my son’s achievement has further motivated me. From childhood, Manish was a hard-working student who did well throughout his school. He got into politics through Bibeksheel and has now made his way to RSP where he is contesting from Nawalpur. Everyone has their reason for joining politics. My son was drawn to it because the country was deteriorating and corruption is rife. Many youth are leaving. The Gen-Z revolution in which many young lives were lost made him even more committed to run for office. I come home every two years on vacation, but this time it was special when I arrived three days ago. I was overjoyed. Even on the plane, people recognised my son on videos. He is from an ordinary Nepali family, but is getting noticed globally. &nbsp;I had never imagined this reality is possible, such a life-changing opportunity has opened up for him at such a young age. I want him to ensure that the youth can get decent jobs in Nepal itself. I am encouraged by the feedback I have received from fellow workers in Bahrain. They support me and congratulate me for raising a son with such integrity. Here in Nawalpur, the environment is positive and I am also helping campaign for my son. The support for the RSP abroad is high. People are calling up family members back home to tell them to vote for घन्टी. We have long duty hours so don’t travel around much but from what I saw, there is a lot of support for the party. No matter who is running from whichever party, I hope that the priority will be Nepal’s prosperity, they should focus on building the nation. Nepalis should not have to leave in such large numbers.&nbsp; As for my son, I wish him the very best and hope he goes far. I want him win and become Nepal's son, not just mine. After the GenZ movement in particular, we Nepalis abroad have become even more involved. Friends are also keen to return to Nepal to vote. The mentality that no matter who wins it won’t matter and nothing will change has now been replaced by: if not now, when? There is a growing consensus that youth need to lead the nation. In that regard, the leadership change in the Nepali Congress (NC) has encouraged overseas Nepalis because we view Gagan Thapa, with his experience and sacrifices, as the right person to lead the nation. What he did recently to change the face of the NC has rejuvenated hope. For far too long, the musical chairs among the same old people had led to a sense of disgust with the state of the politics.&nbsp; Now, with new parties and new leadership in old parties, we feel emboldened to talk and engage positively and with hope. He has already won people’s confidence by allowing new faces to contest the elections, and even those who had started feeling skeptical or discouraged with Congress are now strongly supporting the party. I first migrated to Dubai in 2006 and returned five years later to start a poultry farm and fresh house in Nepal, but it did not go very far, so I decided to remigrate to Oman in 2016. It is a pity that overseas Nepalis could not vote in this election either. We saw Bangladeshis mail their votes just recently, while Filipino colleagues do so online.&nbsp; We even submitted a petition to the embassy on this issue, and the ambassador was positive given that there are just 25,000 Nepalis in Oman. Let’s hope the next election will be different. I am glad that this issue has been addressed in recent manifestos shared by the parties. Other than allowing diaspora voting, the government should also create a platform for those of us abroad so we can channel our investment and skills back home. We are investing in Oman and would like to do the same back home and create jobs for youth. Those of us who can manage are coming to Nepal to vote. Some of us have timed our vacations that way. But as election came close I really wanted to come home, I thought every vote matters. It is a basic right of every Nepali citizen and this is the right time now in Nepal where things are building up for change.&nbsp; All five of us roommates are returning. We all came together to Saudi Arabia to work and are going back together to vote for RSP. Our contract was about to end a couple of weeks after the elections so my roommates decided to forfeit a few weeks of salary to come home to vote. My situation was a bit different because I had made up my mind to stay on. I can always migrate overseas, if I have to go again, I can arrange it but the GenZ movement is a once in a lifetime event and this positive environment for change might not come again. I have resigned from my job with the slogan: each vote counts. I also am hopeful that the same employer will bring me back if needed as I have built a good rapport with them and worked hard throughout my contract. I am supporting Ghanti this time but if they do not deliver I will again choose another party next time.&nbsp; For me it is about choosing the right leaders. Some of my colleagues are telling me I should not have made this decision to return. My father was telling me to remain overseas so I have not told him properly that I am coming home with no return plans. My mother knows the reality and seems excited and she brought my citizenship card to Jhapa.&nbsp; If things don’t pan out as I have planned and the same old faces win, I will again migrate. Perhaps that is why I am coming home to avoid that possibility. The democratic change of 1990, led by the NC opened Nepal to the world. &nbsp; From a country that did not even allow ordinary people to have passports, the government took steps to provide unemployed youth access to overseas jobs and the international market. This outmigration intensified after the Maoist conflict, and now there is a significant population overseas. Foreign employment has helped us send money back home, which has improved our living standards and helped us come out of poverty. Foreign employment can be beneficial if we make good use of it to maximise our skills and capabilities. I have been able to establish myself as a senior accountant in an international travel company and have also improved my family’s living standards. Someone in Dolpo should have access to the same opportunities as someone in Kathmandu. But inequality transcends borders. Someone working in the same five star hotel overseas versus in Nepal sees a large salary difference. Only the one abroad can make meaningful savings. How do we create a labour market in Nepal that provides quality jobs so people can afford a decent living? The narrative being painted, especially on social media, that only the new is good is misleading. We have long advocated for change that touches the grassroots level and provides equal access to opportunities and services. The latest changes within NC leadership and the manifesto have made it evident that reform is coming, and we are coming home to show our support. Some are returning just to vote, while others have arranged their vacations during election time. This time I am coming home with the hope that the new government will ensure everyone has equal access to healthcare and education. I came to vote for Balen. I went overseas looking for jobs, just like my father who had spent five years in Qatar as a construction worker and who returned prematurely from the UAE after a failed migration experience.&nbsp; Malaysia is filled with Balen supporters. We have a company canteen where ten of us met constantly to discuss politics. We talked about corruption and the need for better jobs back home. The non-RSP supporters are in the minority at our workplace and perhaps across Malaysia. I came home to vote. I was lucky to be able to time my vacation that way. I look forward to spending time with family but also have plans to get together with the boys to campaign for RSP.&nbsp; For those of us who are overseas, the expectation is that the government will negotiate better terms of employment including higher pay. And that we can eventually come home. I want to resume my business making gold jewelery.&nbsp; What Nepal needs is leaders who focus on improving the basics: education and health, and everything else would work out on its own. We are betting on Balen because he has made a difference in Kathmandu as mayor, and now it is time to think about the whole country. It is not guaranteed how much he will be able to accomplish, but there is an actual possibility for real change this time and that is what matters.&nbsp;
