<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101124/63720a149c7e80680e0b557fjpeg.jpg" alt="" width="1500" height="1000"/><figcaption>Photo: AMIT MACHAMASI</figcaption></figure>There is intense international diplomatic pressure for and against a <a href="https://www.nepalitimes.com/latest/missing-links-in-nepals-mcc-debate/" target="_blank" rel="noopener noreferrer">$500 million American project</a>, as Nepal’s main political players try to<a href="https://www.nepalitimes.com/here-now/maoists-backpedal-on-mcc-letter/" target="_blank" rel="noopener noreferrer"> strike backroom deals</a> ahead of the 28 February deadline for ratification of the compact by Parliament.This being Nepal, lawmakers will be expected to go late into the night to vote. And if they still need more time at the stroke of the midnight hour on Monday, 28 February, they might argue that there is another 12 hours before it is midnight in Washington DC.Whatever happens in the coming days, by playing political ping-pong with the MCC Nepal’s leaders have damaged <a href="https://www.nepalitimes.com/latest/nepal-in-political-and-geopolitical-jam/" target="_blank" rel="noopener noreferrer">Nepal’s international reputation</a> and have come across to both the Americans and the Chinese as being untrustworthy, prone to playing petty party politics to undermine the country’s own national interest.The MCC is a bilateral United States foreign aid agency established by Congress in 2004 to help improve the economies of under-developed countries that have democratic safeguards. Nepal was the only other South Asian country besides Sri Lanka to be offered the grant to ‘maintain road quality, increase the availability and reliability of electricity, and facilitate cross-border electricity trade between Nepal and India’.All agree that those things are needed. The problem has been that rivals of former prime minister K P Oli used his support for the MCC to bring him down, accusing him of selling out the country. It is no secret that <a href="https://www.nepalitimes.com/here-now/china-lobbying-against-mcc/" target="_blank" rel="noopener noreferrer">Beijing overtly opposed the American project </a>in Nepal, and has used the two Communist parties in the coalition government to reject it.The history of US aid to Nepal begins in the 1950s, and since then it has poured hundreds of millions of dollars into development projects, infrastructure and training. The MCC grant is a continuation of this involvement, and the reason it has become a <a href="https://www.nepalitimes.com/latest/the-deal-breaker/" target="_blank" rel="noopener noreferrer">political hot potato</a> now is because the compact needs Parliament ratification. Ironically, that clause was added because of chronic political instability in Nepal.With growing Sino-US polarity on the global stage, the MCC grant has brought Washington and Beijing on a collision course in Nepal. China is a geopolitical influencer in Kathmandu, and has always been wary of Western support for Tibetan nationalism. The Communist Party of China (CPC) has maintained fraternal relations with Nepal’s Communist parties, and wants them united to reject the MCC.Read also: <a href="https://www.nepalitimes.com/banner/high-tension-in-nepal/" target="_blank" rel="noopener noreferrer">High tension in Nepal</a>, Rabin GiriA fierce power struggle since the 2017 election resulted in a three-way split last year in the once-powerful Nepal Communist Party. Oli’s UML is now in the opposition, while the Maoist Centre led by Pushpa Kamal Dahal and Madhav Kumar Nepal’s Unified Socialists are members of a five-party governing coalition led by Prime Minister Sher Bahadur Deuba of the centre-right Nepali Congress (NC).Deuba has been a vocal supporter of the MCC. So was his predecessor Oli who now sees the project as a wedge to <a href="https://www.nepalitimes.com/latest/mcc-risks-split-in-nepals-ruling-coalition/" target="_blank" rel="noopener noreferrer">split the coalition</a> ahead of polls. It is an indication of just how high the stakes are that American Ambassador to Nepal Randy Berry met Oli on Tuesday, just weeks after the Chinese Ambassador Hou Yanqi also met him. The UML’s stance will be key to having the MCC passed, although the NC and smaller parties will have enough members for a simple majority if the Communist parties stay away.Democratic disarray in the US since 2016 and the rise of China have made Beijing more assertive in Nepal. China has been the largest source of foreign investment in Nepal for six consecutive years, it has provided large loans for Pokhara airport, and is negotiating another one for the Budi Gandaki dam. The Tibet Railway will arrive at Nepal’s northern border in Kerung by 2025, offering easier overland connectivity to the mainland.The MCC is seen by the Chinese as a direct challenge to its own <a href="https://www.nepalitimes.com/latest/china-builds-digital-and-medical-silk-roads/" target="_blank" rel="noopener noreferrer">Belt and Road Initiative</a> of which Nepal is a signatory. But many have warned that Nepal might fall into a ‘Chinese debt trap’ similar to the one that has now bankrupted Sri Lanka after it rejected the MCC in 2019.Nepal’s two Communist parties in the coalition contend that the compact is anti-national, allows American law to prevail over Nepal’s law, and lawmakers will have insufficient oversight over the MCC board. They have successfully mobilised the social web to spread fear among Nepalis of American imperialist ambitions to counter China. Following the chaotic withdrawal from Afghanistan and past American misadventures in the Gulf, many on Nepal’s cybersphere say the country could face similar instability with greater American engagement.If Parliament fails to ratify the MCC by the deadline, it could impact not just US-Nepal relations, but also undermine the country’s international credibility, dependence on multilateral agencies, and even Nepal’s peacekeeping operations for which the Americans pick up the tabs.US Assistant Secretary Donald Lu is said to have pointedly warned Nepali politicians in a call this month that Washington would "review its ties with Nepal" if an agreement is not reached, although the US Embassy later clarified that it was up to Nepal to take the grant or not.Read also: <a href="https://www.nepalitimes.com/opinion/to-be-or-not-to-be-on-the-mcc/" target="_blank" rel="noopener noreferrer">To be or not to be on the MCC</a>, Anil ShahThe most direct consequence of the project being cancelled will be in building a crucial 400kVa transmission line along the Kathmandu-Butwal corridor to evacuate the estimated 3,500MW of electricity that the country will be generating by 2025. Nepal will have to build the transmission line possibly with Chinese loans, which will mean greater cost and further delays.The elephant in the room in all this is India, which has kept out of the debate so far. But it is watching warily since New Delhi and Washington are allies, and yet Nepal's prevarication is a signal of bending towards Beijing. India is Nepal’s biggest trading partner by far, and it will be watching out for Chinese inroads into Nepal’s infrastructure if the MCC is rejected.On the other hand, if the MCC goes ahead it risks China's ire. On 23 February, Chinese Foreign Ministry spokesperson Hua Chunying said Beijing opposes "coercive diplomacy" by the United States in Nepal.Hua added: "How can a gift be sent by an ultimatum? Is it a gift or a Pandora's Box?"In MCC-related posts on the Sina Weibo platform's comments call the MCC a ‘US trap’ and ‘a form of occupation’. Some comments go even further, calling the US a ‘colonist power’. Another post said: ‘Nepal is close to China, that's why the US wants to come here."With geopolitics heating up, Nepal now finds itself caught between two powers like Vietnam vis-à-vis the East China Sea, or the Ukraine crisis. However, Mongolia is an example of a country that has successfully negotiated the MCC despite being squeezed between Washington, Beijing and Moscow. <figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101124/637209819c7e80680e0b5548jpeg.jpg" alt="" width="1800" height="1200"/><figcaption>Photo: RSS</figcaption></figure> The scheduled House session this week was once again postponed with Pushpa Kamal Dahal of the Maoists seemingly reneging on a deal with Prime Minister Sher Bahadur Deuba to table the bill in exchange for <a href="https://nepalitimes.com/latest/chief-justice-suspension-linked-to-mcc-ratification/">registering an impeachment motion against Chief Justice</a> Cholendra SJB Rana.The 28 February deadline to approve the American-funded Millennium Challenge Corporation (MCC) project is looming, but the the <a href="https://www.nepalitimes.com/latest/mcc-row-rocks-nepals-ruling-coalition/">ruling coalition is now on the verge of a split</a> if Deuba convinces the UML’s K P Oli to back him on Friday. Oli may be willing, but Deuba is wary of his prime ministerial ambition and possible realignment with the Maoists.But after failing to convince his coalition partners on Thursday evening, Deuba immediately went with his wife Arzoo to meet KP Oli (pictured above). He now expects the coalition to collapse and needs UML support to pass the MCC.One might wonder why the very political parties and their leaders who had previously signed the grant contract with the American government used every excuse in the last four years to delay its endorsement by Parliament. The answer is simple.Pushpa Kamal Dahal and Madhav Kumar Nepal pitted the $500 million infrastructure compact as ‘anti-national’ to such an extent to topple Oli that they cannot now retract their words, and risk election prospects by supporting ratification.Read also: <a href="https://www.nepalitimes.com/latest/using-the-delay-in-mcc-to-dissect-it/">Putting the MCC into context</a>, Jeevan R Sharma and David SeddonNeither the Maoist Centre nor the Unified Socialists have strong local bases, since both are breakaway parties.  Prime Minister Deuba for his part wants to have his cake and eat it too -- keep the coalition intact and pass the MCC. The time may have come for him to choose.Deuba knows that rejecting the MCC would impact on future aid, trade and development partnerships, and lead to international ostracisation. Sri Lanka rejected its own $480 million MCC two years ago, and is now ensnared in debt.Dahal landed in hot water two weeks ago after a letter to the MCC he co-signed was leaked, <a href="https://www.nepalitimes.com/here-now/maoists-backpedal-on-mcc-letter/">exposing his duplicity</a>. This is a prominent feature of Nepali politics, but the collateral damage this time is a project that is important for Nepal’s future growth.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101124/637209849c7e80680e0b5549jpeg.jpg" alt="" width="1244" height="830"><figcaption> </figcaption></figure>If the 5-year project had gone ahead, the transmission lines would have been built by now and Nepal would be able to distribute electricity from new plants. Those hydropower plants were developed with Rs215 billion in investment from banks, which means deposits of ordinary Nepali citizens.As Anil Shah argues <a href="https://www.nepalitimes.com/opinion/to-be-or-not-to-be-on-the-mcc/">the banks and their depositors will be in deep trouble</a> if the private producers go belly-up. Nepal will then have to get loans from the World Bank or the ADB for transmission lines, but even that will be difficult unless we have an explanation for why we rejected the MCC.There is no one party or politician to be singled out for this unholy mess. The UML rallied behind the MCC while in government, only to use it now to bring down the ruling coalition. The two Communist parties in the ruling alliance are hoping Deuba and Oli will be punished by voters on 13 May for their support of the MCC.Coalition leaders have failed to garner support within their own party ranks for the project, nor are able to explain its reality to the public. This provided an opportunity for self-proclaimed nationalists of the left and right to spread disinformation about how the US was turning Nepal into a US military outpost.Read also: <a href="https://www.nepalitimes.com/opinion/to-be-or-not-to-be-on-the-mcc/">To be or not to be on the MCC</a>, Anil shahA generation that grew up reading Communist commentary on 'American imperialism and Indian expansionism' is now in the leadership of the Communist parties. Such phrases may be obsolete now, but it is being revived to stoke populism during a Sino-US Cold War. This has not only increased the ideological polarisation, but also led the country astray.It is important for Nepal to vet all aid and loans, not just the MCC. However, domestic and geopolitical factors should not affect important projects. The populist nationalism around the MCC is not only tarnishing the image of the parties and their leaders, but also Nepal’s image as a nation. The consequences will be borne by the people.Hundreds of thousands of Nepalis have to migrate to the Gulf and Malaysia every year for work and it is the <a href="https://www.nepalitimes.com/latest/more-remittance-more-than-remittance/">remittance money</a> that runs the country’s economy. We will never rise above this with such insular hyper-nationalism.Nepal currently does not have the capacity to mobilise sufficient resources to upgrade transmission lines and prevent <a href="https://www.nepalitimes.com/latest/the-cost-of-no-mcc/">potential wastage of Rs142 billion a year worth of electricity by 2025</a>. So the country has no choice but to seek foreign funding. Rejecting this grant is foolish, especially because all the leaders today were all on board when it was signed in 2017.Not ratifying the MCC today will set a precedent tomorrow to embroil every Belt and Road Initiative (BRI) project in controversy. Once and for all, Nepal’s politicians must stand together for the country’s future regardless of their party election symbols.A MCC ratification will also be a lesson for anyone tempted to misuse quasi-nationalism for self-interest and weaken the Nepali nation.Read more: <a href="https://www.nepalitimes.com/editorial/using-power-wisely/">Using  power wisely</a>, Nepali Times

High tension in Nepal

But the path to voting booths is a political minefield.The five-party governing coalition is split right down the middle between the supporters and opponents of the American-funded Millennium Challenge Corporation (MCC) project. Prime Minister Sher Bahadur Deuba’s Nepali Congress (NC) and the JSP are for it, while the Maoist Centre and the Unified Socialists are against.But neither side has the numbers if the MCC’s ratification is put to the vote in Parliament. They would both need the UML, which has been playing coy in the opposition even though its leader K P Oli had backed it when he was prime minister.There are no permanent foes and permanent friends in politics, and this is most evident at election time. In 2017, the Maoists forged an electoral alliance with the UML and swept the elections, but they failed to make good use of the two-thirds majority and spent the better part of the last four years bickering. One of the reasons for the split was Pushpa Kamal Dahal and Madhav Kumar Nepal using the MCC to bring down Oli.Read also: <a href="https://www.nepalitimes.com/latest/nepal-house-speaker-embroiled-in-mcc-row/">Nepal House speaker embroiled in MCC row</a>, Nepal TimesIt eventually led to the Communist alliance breaking up into Oli’s UML, Dahal’s Maoist Centre (MC) and Nepal’s Unified Socialists (US). And now, the American project threatens to split the governing coalition too.The MCC is now all mixed up with domestic election politics, and geo-strategic rivalry between the United States and China. Dahal’s MC and Nepal’s US, are both offshoots of a bigger party and are unsure of their electoral prospects if the coalition breaks. But if it does they can whip up the MCC as an election issue against Deuba and Oli.The NC is divided about an electoral alliance with coalition partners. Prime Minister Deuba wants to pass the MCC and hold the coalition together, but powerful NC figures want to field elections for all three levels on their own. The opposition UML has a strong local base, but will not be opposed to an alliance if it can garner more seats.Read also: <a href="https://www.nepalitimes.com/latest/mcc-damned-if-we-do-damned-if-we-dont/">MCC: damned if we do, damned if we don't</a>, Nepali TimesThis is why the MCC can be a deal-maker or deal-breaker. Only Deuba’s NC and JSP in the governing coalition are for the $500 million infrastructure project. Even within the JSP, Baburam Bhattarai and Upendra Yadav seem to have opposing views, with the former prime minister publicly supporting the grant. The Americans are piling on the pressure, saying they will wait till the 28 February cutoff date for House ratification, failing which they will pull out.Dahal and Nepal on the other hand, seem to be under Beijing’s spell. They have held several virtual meetings with top officials of the Communist Party of China who regard the MCC as a US strategic response to their own Belt Road Initiative (BRI).The media leak this week of a letter to the MCC co-signed by Deuba and Dahal dated 29 September 2021 has put the Maoist leader in hot water. Dahal was assuring Washington that he would work to form a consensus in the coalition, all the while opposing the MCC at home.Read also: <a href="https://www.nepalitimes.com/latest/the-cost-of-no-mcc/">The cost of no MCC</a>, Nepali TimesParliament needs to sit for a ratification vote, but the House has not had a proper session for six months. Oli has been blocking House proceedings because Speaker Agni Sapkota has not evicted breakaway members of the Unified Socialists. And Sapkota, who is a close Dahal confidante, once more pushed a Parliament session slated for 9 February by a week.This gives Deuba more time to cobble together numbers in the House for ratification before the American deadline. If Dahal and Nepal do not go along, he will have to get the UML on board – and that means the collapse of the coalition.In fact, the MCC has now become a bargaining chip for both the UML and the Maoist-Unified Socialists to use against Deuba. But the prime minister knows that Dahal and Nepal need an electoral alliance with him more than he needs them. The Maoists are said not to even have enough candidates to field in local government elections in May.Meanwhile, fringe Communist parties including the Netra Bikram Chand faction of the Maoists have resumed anti-MCC protests outside Parliament. And Mahanta Thakur of the smaller LSP is making an unrealistic bid for local elections to be postponed in Madhes Province by three months.The $500 million MCC compact will be used primarily to upgrade transmission lines to distribute electricity from existing and new hydropower plants in central and eastern Nepal, and also connect to a high-capacity line to Gorakhpur so Nepal can sell surplus monsoon electricity to India.The cost of no MCC equals a loss of Rs142 billion a year for Nepal by 2025 when generation capacity is expected to rise four-fold to 5,000MW. Left unsaid in that warning was that Nepal may have to face a similar predicament to Sri Lanka, which has faced ostracisation after rejecting its own MCC project that has led to the country sinking into a deep economic crisis.

Prime Minister Sher Bahadur Deuba will represent Nepal at the Summit that will focus on fighting corruption, countering authoritarianism, and promoting human rights. “In many ways, Nepal serves as a model for the region and the world. Within the last 15 years, Nepal has progressed through a violent Maoist conflict, subsequent peace process, the return of democratic governance, and the ratification of a constitution that defined Nepal as a secular, democratic, and federal government,” said ambassador Randy Berry at the event.

US Embassy hosts Democracy Summit

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12c19c7e80680e0a98eejpeg.jpg" alt="" width="2500" height="1000"/><figcaption></figcaption></figure>Geopolitical and economic <a href="https://www.nepalitimes.com/opinion/sino-nepal-ties-in-the-post-afghan-era/" target="_blank" rel="noopener noreferrer">rivalry between China and the United States</a>, the world’s two largest carbon emitters, distracted delegates at the COP26 Climate Summit from finding ways to help poorer countries address the climate crisis.The needs of countries like Nepal, which are trying to adapt to <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener noreferrer">melting mountains</a>, erratic monsoons, droughts and floods, were therefore sidelined.With the Friday deadline looming, and ministers in closed door meetings all night, there are fears that the countries that have been least responsible for the climate crisis will continue to bear most of the burden from its impact.“In every session in Glasgow we saw China vs America,” said Harjeet Singh of Climate Action South Asia. Except for some high income countries pledging limited resources for climate adaptation, <a href="https://www.nepalitimes.com/latest/nepals-greenwashing-in-glasgow/" target="_blank" rel="noopener noreferrer">there was very little progress till Friday morning in Glasgow</a>.The tone for the war of words between the US and China was set by President Joe Biden’s speech to the summit on 3 November in which he slammed the Russian and Chinese leaders for skipping the conference.Indeed, even former US president Barak Obama used his speech on Thursday to target China and Russia. He said: “It was particularly discouraging to see the leaders of two of the world’s largest emitters, China and Russia, declined to even attend the proceedings … their national plans so far reflect what appears to be a dangerous lack of urgency and willingness to maintain the status quo on the part of those governments, and that’s a shame.”Although there has been an attempt to patch up differences with an unexpected announcement on Tuesday of a Sino-US agreement on climate cooperation, the overall mood here is of doom and gloom that <a href="https://www.nepalitimes.com/banner/copout-at-cop26/" target="_blank" rel="noopener noreferrer">COP26 will not yield the kind of urgent emission cuts needed</a> to keep global average temperatures below 1.5 Celsius by 2050.Obama’s statement sent sparks flying, with Chinese Foreign Ministry spokesman Wang Wenbin hitting back, saying: “Actions speak louder than words. What we need in order to deal with climate change is concrete action rather than empty words. China’s actions in response to climate change are real.”With hours to go for the closing of <a href="https://www.nepalitimes.com/latest/net-zero-is-not-zero/" target="_blank" rel="noopener noreferrer">the COP26 in Glasgow</a>, most delegates here are not optimistic that the emission cut commitments by countries with the largest carbon footprints will be enough to keep temperature rise within safe limits.Meanwhile UN General Secretary António Guterres has welcomed the joint agreement between China and the United States, calling it a step in the right direction in tackling the climate crisis. Climate experts are skeptical, however.“Similar agreements have been made between these two countries previously, this is nothing new. What matters is their implementation,” says Nabin Singh Khadka of the BBC World Service.In fact, 2015’s landmark Paris Agreement was a result of 30 rounds of talks between Obama and Chinese President Xi Jinping. But in 2020, Donald Trump withdrew the United States from the accord. This misstep only made it easier for the next big emitters, China and India, to continue with their carbon-based economies.Only a year later <a href="https://www.nepalitimes.com/banner/a-biden-presidency-climate-and-the-himalaya/" target="_blank" rel="noopener noreferrer">Biden reinducted the United States to the global pact</a> but his attempt to lead the climate action has failed with more immediate geopolitical turmoil taking precedence.The United States and China are at each other’s throat in <a href="https://www.nepalitimes.com/latest/nepal-stuck-between-rock-and-hard-place/" target="_blank" rel="noopener noreferrer">the race to the global superpower</a> and the each is trying to get as many European and Asian countries under their alliance.Less than two months ago, the US signed the ‘Aukus’ security pact with Australia and the UK. The US had previously formed the Quadrilateral Security Dialogue with Japan, India, South Korea and Australia back in 2007.China is not happy with these alliances and had been rebuffing the US’s offer in climate cooperation. The US is vocal about China needing to cut down its emissions as one of the main emitters, whereas China is of the opinion that historical emissions by developed countries should also be taken into account.The US was the biggest emitter of GHG from 1950-2005. When it emitted 19.79 million tons of GHG in 1950, China was not even in the list of emitters. It was only since 2006 that China started to overtake the US in emissions. The figure for the US in 2005 was 6.13 billion ton and for China was 5.88 billion ton. This has soared to 10.67 billion tons for China in 2020 and down to 4.71 billion tons for the US.India, Brazil, Malaysia, Indonesia among other countries are backing China in its argument. The resulting debate has further delayed the implementation of the climate agreements. Developed countries did pledge $100 billion to the Green Climate Fund in 2015 but only $70 billion has been deposited so far.Ahmed Kamruzzaman Majumdar of the Stamford University in Dhaka says the geopolitical interests of the countries are reflected in <a href="https://www.nepalitimes.com/editorial/women-and-water/" target="_blank" rel="noopener noreferrer">climate summits</a>, further endangering the health of the planet. “The United States and other developed countries are trying to get away by highlighting China’s contribution. But they also have to be serious about reducing their emissions.”Harjit Singh of the South Asia Climate Action agrees. "The US, Australia and Canada have a historic and important role in emissions but China, Phillipines, Indonesia and India where industrialistion has only recently picked up should lead with green economy,” he says.<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/think-globally-in-glasgow-and-act-locally/" target="_blank" rel="noopener noreferrer">Raju Pandit</a>, a climate expert who has been participating in climate conferences from Nepal for over a decade, says that climate change is also a political and economic issue, and should be treated accordingly."We have to put the plant at the centre of our decision making. If the climate issue is not addressed and there is no cooperation, there is no alternative but to face more difficult times ahead,” he says.Least developed countries like Nepal <a href="https://www.nepalitimes.com/banner/how-the-climate-crisis-adds-to-child-marriage-in-nepal/" target="_blank" rel="noopener noreferrer">are most impacted by the climate crisis</a>. The reluctance of big economies to be held responsible has added to the problem. “We have to continue pressuring them. Compensation for loss and damage in our part of the world is a matter of justice,” adds Majumdar.In the meantime, Nepal must prepare for more extreme weather events and deploy mitigation measures available at home. Says Khadka: “We have to start working with the resources we have, we can’t just keep waiting for others to help us.”

Sino-American rift impacts climate action

And a lot of it depended on whether you had the right connections.People in Nepal were <a href="https://www.nepalitimes.com/banner/anger-grows-in-nepal-over-covid-vaccine-delays/">struggling to find their first doses</a>, whereas in the US people did not want to get vaccinated against Covid-19 despite a raging pandemic. Those without access to jabs were confused with those who did not want to get vaccinated.All international students studying in the US must provide proof of immunisations against <a href="https://www.nepalitimes.com/banner/a-shot-in-the-arm-for-vaccines-in-nepal/">MMR (Measles, Mumps and Rubella)</a>, Varicella Tdap (Tetanus, Diphtheria, Pertussis) and Meningitis.I completely understand the reasoning behind requiring those vaccinations, it is to keep people safe, and it never entered my mind to argue the logic.Did I ever feel like my freedoms were being curtailed because I needed to show proof of those inoculations? No. Did I feel like someone was infringing on my choice? No. Did I have a problem getting the necessary vaccine for the greater good? No.So why is it different with the Covid vaccine? The main reason to be vaccinated was so that I do not spread the infection further, as well as protect myself. The sooner we all got vaccinated, the sooner we would be post-pandemic.Which is why it surprised me that unlike <a href="https://www.nepalitimes.com/latest/too-early-for-nepal-to-let-its-guard-down/">Nepal</a>, where the vaccine acceptance rate is 97%, many in the US were choosing to not to get the jab because it curtailed their freedom of choice. The anti-vaxxers were also anti-maskers — and the puzzling thing was that they would however not protest against wearing seat belts to abide by laws against drinking and driving.They say Pfizer and Moderna have side effects. Of course they do, every modern medicine has some side effect. Even junk food has horrible side effects, but that hasn't stopped people from eating fries and burgers.And while anti-vaxxers are worried about their health, they have not taken the time to consider the health of millions of others they directly or indirectly interact with.I had spent most of my life in the US in liberal and progressive cities, so when I was met with the comparatively conservative crowd, I felt it was pointless to argue the subject because they had made up their minds and were not open to other opinions.Nothing has brought out the gap between haves and have nots than the Covid-19 pandemic. The global gap between the jabbed and jabbed nots is growing, increasing the chances of mutant strains evolving.In Nepal, we are not privileged enough to choose whether or not we will get a vaccine for a disease that has killed millions. We cannot even choose which vaccine we want: <a href="https://www.nepalitimes.com/banner/despite-doubts-nepal-sticks-with-astrazeneca-jabs/">AZ-Covishield</a>, VeroCell, J&amp;J. We take whatever is available.For most Nepalis, if there is a disease and there is a way to protect yourself from it, you just do it. There are no what-ifs.The fact that you even have the option to decide if you want to get inoculated against the virus in a country which has the highest national total of fatalities from Covid-19 shows how privileged people are in the US.When you are a <a href="https://www.nepalitimes.com/banner/the-real-cost-of-nepals-second-wave/">daily wage worker</a>responsible for feeding and clothing your family, and when your government doesn’t give you a weekly unemployment allowance for staying at home unable to go to work, you want to return to your job as soon as possible. The only way to do that at the moment is to vaccinate and make it safe for everyone to be out again.I would respect the choice of the anti-vaxers not to get vaccinated if they stayed home and did not interact with the public. But they are out and about (and without masks) claiming that it is their right to do so.Being a citizen means having a sense of responsibility towards oneself and others and not using selfish excuses in the name of freedom to do whatever you want.It is a sensitive topic, and those who are most vocal and against the vaccine seem to be also the least informed about masks, <a href="https://www.nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya/">the climate emergency</a>, guns, abortion and politics. They live in social media echo-chambers where algorithms expose them to ever more radical posts.Recently, I asked a friend in the US if he had been vaccinated. Later, I was told that it is impolite to ask such questions. But if someone is out in public, mingling and exhaling, they need to be responsible about the health of those around them.The boundary of an individual’s freedom is when it infringes on someone else’s freedom.The decision not to be vaccinated is a matter of life or death for those not fortunate enough to have access to doses. While Americans are refusing to take <a href="https://www.nepalitimes.com/opinion/to-boost-or-not-to-boost/">booster third shots</a>, 70% of Nepalis have not even got their first doses.The next time I see a person drinking a beer while smoking a cigarette trying to rationalise their choice to not vaccinate, you know how that conversation will go.I can already tell you that my Thanksgiving and Christmas in the Land of the Free and the Home of the Brave will be a lot of fun.Anjana Rajbhandary writes this fortnightly Nepali Times column Life Time about mental health, physical health and socio-cultural issues.

To vax or not to vax

Powerful secretaries in Narayanhiti decided all important matters, while Singha Darbar was tasked mainly with carrying out orders.Nepal became a constitutional monarchy after the 1990 People’s Movement, but not much changed. Instead of the king making decisions, many mini-kings competed for power and influence – political appointments in the bureaucracy, public sector enterprises, and diplomatic assignments became the norm.The Nepali Congress and the UML were such fierce rivals in the 1990s that it was mandatory for one party to cancel and declare null and void all decisions made by the other. That tradition has not just carried on to this day, but has been honed into a fine art.The most glaring example of this was the axe that fell last week on 12 of Nepal’s ambassadors politically appointed by K P Oli while prime minister. Among them were envoys to India, China, the United States, and Britain – countries most important to Nepal.Among those being recalled are former finance minister Yubaraj Khatiwada in Washington DC last year, Mahendra Bahadur Pandey in Beijing, Lok Darshan Regmi in London, and Nilambar Acharya in New Delhi.Oli rigged the system to reward loyalists, and the coalition government of Sher Bahadur Deuba wants to do the same. This is taking partisanship and vendetta to extreme levels.Deuba also needs these diplomatic postings to appease coalition partners who have not got powerful ministerial portfolios they were angling for. Two months after it took office, Deuba has not even been able to form a full government because of <a href="https://www.nepalitimes.com/latest/government-in-installments/">tussles within the coalition for key ministerships.</a>Deuba appointed Narayan Khadka as foreign minister last week, only because someone had to lead the Nepal delegation to the United Nations General Assembly. It is clear that the recalled ambassadors will not be replaced with career diplomats, which is what should be the practice.Four of the 22 ambassadors are being recalled at a critical foreign policy juncture for Nepal. Nilamber Acharya has been in Delhi through the <a href="https://www.nepalitimes.com/editorial/lines-on-a-map/" target="_blank" rel="noopener noreferrer">turbulent Limpiyadhura dispute</a> and his contacts in the Indian government would have been useful when so many bilateral issues are pending. Recalling our ambassador in China at this time sends the wrong message to Beijing as well.Yubaraj Khatiwada was a staunch supporter of the American <a href="https://www.nepalitimes.com/opinion/sino-nepal-ties-in-the-post-afghan-era/" target="_blank" rel="noopener noreferrer">Millennium Challenge Corporation (MCC) project</a> when he was the finance minister under K P Oli. Despite regime change in Nepal, Prime Minister Deuba would have needed an MCC-backer in Washington while the clock ticks on the project’s ratification by Parliament. Deuba has also removed Nepal’s ambassador in London just before he goes to Glasgow in November to attend the Climate Summit.Prime Minister Deuba may have thought he could mute criticism of his ambassadors recall because he also called back his mother-in-law Prativa Rana from Tokyo. Her term had run out, and she was returning anyway.Among the 12 ambassadors being recalled are three <a href="https://www.nepalitimes.com/here-now/nepals-women-envoys-make-a-mark/">other women ambassadors</a> who have played important roles during the Covid-19 crisis ensuring the welfare of Nepalis abroad, mobilising aid for Nepal during the deadly second wave earlier this year, and projecting the country’s image abroad.Ambassador Sarmila Parajuli Dhakal in Oman has earned effusive praise from Nepali migrant workers in the Gulf not just for organising the <a href="https://www.nepalitimes.com/latest/nepal-struggles-to-make-repatriation-easier/">repatriation of stranded Nepalis</a>, but also bargaining with airlines for air fares even cheaper than those negotiated by the government in Kathmandu.<a href="https://www.nepalitimes.com/here-now/demand-grows-for-nepali-caregivers-in-israel/">Ambassador Anjan Shakya</a> in Israel negotiated the agreement for 1,000 new caregiver jobs – most of them for Nepali women. She was working on a Nepal-Israel agricultural cooperation agreement.  Last year, Shakya was the first Asian envoy in Tel Aviv to be named ‘Ambassador of the Year’ by the Ambassadors’ Club of Israel.Ambassador Dawa Phuti Sherpa in Spain <a href="https://www.nepalitimes.com/here-now/aid-pours-into-nepal-but-where-be-vaccines/">mobilised one of the first relief flights</a> in May to bring oxygen concentrators and cylinders, ventilators, and medical kits through the EU Civil Protection Mechanism. She was preparing for a post-Covid revival of tourism in Nepal.A <a href="https://www.nepalitimes.com/editorial/man-power/">patriarchal state</a> that is so self-obsessed that it cannot appreciate the role of these remarkable women ambassadors does not deserve respect from its citizens, nor from the international community.

Swapping ambassadors midway

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141152/636d02bb9c7e80680e0a3698jpeg.jpg" alt="" width="3000" height="1668"/>The Millennium Challenge Corporation (MCC) Compact was signed in September 2017 between the US aid agency and the government of Nepal promising $500 million worth of funding, with Nepal matching another $130 million.Its stated objective is to ‘increase the availability of electricity and lower transportation costs —helping to spur investments, accelerate economic growth, and reduce poverty’. Over the last four years of contentious debate and polarising ideological arguments, it continues to await endorsement by Parliament.If endorsed, it will be the biggest grant aid Nepal has ever received and the MCC’s first such ‘compact’ in South Asia. <a href="https://www.nepalitimes.com/banner/mcc-ball-in-nepals-court/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/mcc-ball-in-nepals-court/&amp;source=gmail&amp;ust=1632275354128000&amp;usg=AFQjCNEn9pZ2ftNIdRYkKF4uVeDFtcX2tg">MCC vice-president Fatema Z Sumar</a> and deputy vice-president Johnathon Brooks made a much photographed visit to Kathmandu, meeting senior political leaders from both ruling and opposition parties.What are the two sides to the debate?As in earlier debates on foreign aid, political and public arguments for and against the MCC have been <a href="https://www.nepalitimes.com/latest/mcc-row-rocks-nepals-ruling-coalition/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/mcc-row-rocks-nepals-ruling-coalition/&amp;source=gmail&amp;ust=1632275354128000&amp;usg=AFQjCNHCP2aK4ngIh6ls7tdgbqhTCLRHpw">polarised</a> between those who see it as a valuable investment in Nepal’s development, and those who view it as an expression of <a href="https://www.nepalitimes.com/opinion/sino-nepal-ties-in-the-post-afghan-era/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/sino-nepal-ties-in-the-post-afghan-era/&amp;source=gmail&amp;ust=1632275354128000&amp;usg=AFQjCNHKeftS2HWq64fyZRKW769ovm4MJg">US geopolitical interest</a> in the region.It is difficult to ignore the fact that the MCC Compact coincides with <a href="https://www.nepalitimes.com/latest/nepal-stuck-between-rock-and-hard-place/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-stuck-between-rock-and-hard-place/&amp;source=gmail&amp;ust=1632275354128000&amp;usg=AFQjCNFczIUC71Eb-Lo4-YdAkRlE_xuqQw">China’s global rise</a>, and its own massive programme for infrastructural investment through the <a href="https://www.nepalitimes.com/latest/bri-and-trans-himalayan-connectivity/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/bri-and-trans-himalayan-connectivity/&amp;source=gmail&amp;ust=1632275354128000&amp;usg=AFQjCNE537hynIdQB3W7k9FSrlePGF4bFg">Belt and Road Initiative (BRI)</a>.In Nepal, some view the MCC as a magic bullet to reduce poverty through economic growth and investment in infrastructural development. This view, whilst largely held by Nepal’s notable economists and policy advisors, ignores the wider political-economic context of the MCC.It also overlooks the fact that investments like MCC often produce unequal benefits and contribute to growing inequality. It tends to ignore the seven decade long history of foreign aid funded development in Nepal, which has not only failed to reduce inequality, but has further widened it — arguably contributing to increased corruption, as aid is often implicated in political patronage, benefitting some while excluding others.On the other hand, there are those who oppose the MCC as an expression of US hegemony and imperialism, and as effectively undermining Nepal’s sovereignty. In a country once described by Prithivi Narayan Shah as ‘a yam between two boulders’ (India and China), nationalistic sentiment and appeals to the need to defend sovereignty often triumph.This view considers the dangers of accepting this Compact as self-evident, and fails to even consider any possibility of positive change through aid funded development.Given the impasse, the Nepal government sent a letter signed by Finance Minister Janardan Sharma to the MCC on 3 September 2021 that contained <a href="https://www.nepalitimes.com/editorial/just-do-it/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/editorial/just-do-it/&amp;source=gmail&amp;ust=1632275354128000&amp;usg=AFQjCNF8carBnFEfGpAbc7CrtEB2L673wQ">17 clarificatory questions</a>.Within five days, the MCC’s Vice President Sumar <a href="https://np.usembassy.gov/response-to-the-goverment-of-nepals-september-3-2021-letter-requesting-clarifications-on-the-mcc-nepal-compact/?fbclid=IwAR0spr_QApmzFFoBDNP3QLxzJ8MNfhdwsrXtyDwMBVXwSbjz09gNlgBLgJ4" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://np.usembassy.gov/response-to-the-goverment-of-nepals-september-3-2021-letter-requesting-clarifications-on-the-mcc-nepal-compact/?fbclid%3DIwAR0spr_QApmzFFoBDNP3QLxzJ8MNfhdwsrXtyDwMBVXwSbjz09gNlgBLgJ4&amp;source=gmail&amp;ust=1632275354128000&amp;usg=AFQjCNHD1ck0ZPXsZFxHdZGwZzG9Aq4EmQ">sent a reply</a> just before her arrival in Nepal. A few issues stand out: Nepal seems to seek assurance that MCC is ‘selfless’ and has no hidden objective, whether and how it is based on Nepal’s priorities, whether it contracts Nepal’s law and constitution, whether it undermines Nepal’s sovereignty, and assurance that it is not a part of the Indo-Pacific Strategy.There is a question on tax exemption, international remuneration and benefits, intellectual property, terms of withdrawal, audit, and whether and how it might impact Nepal’s relationship with other countries.To an observer, Nepal’s direct questions are more telling than the diplomatically toned answers offered by MCC. Yet, it is disappointing to see that this Q/A and the wider debate on MCC fail to engage with some of the most pertinent questions.What is missing?Very few of those involved in the debate over the MCC look at the political-economic context of Nepal in the contemporary world, or at the political economy of aid and development.Firstly, it would be naïve to think that MCC is a selfless investment by the United States. It is very much part of the developing contest between the US (possibly ‘the West’) and China. But this is an inevitable component of the dynamic of global capitalism, and not specific to the MCC. Nepal cannot avoid this.While the instrumental use of foreign assistance in the service of political, economic or military agenda is nothing new, it is increasingly met with domestic resistance in the form of nationalistic and sovereignty based discourses in countries like Sudan, Sri Lanka, Burma — even in Nepal that has been relying heavily on foreign aid since the United States made its debut in 1951.‘Donors’ have not only been criticised for promoting their interests, but also for undermining state sovereignty. One particular implication of such discourse, however limited it may be, is that although the aid is generally welcomed, ‘donors’ can no longer work without considering how their work is perceived locally.The declaration ‘we are here to help’ is no longer enough, as donor activities have important political consequences as well as a political rationale. Given the history of foreign aid and an overwhelming presence of donors as well as emerging systematic criticisms against donors, Nepal offers some insights on how aid is perceived locally and resisted on sovereignty grounds.Secondly, Nepal’s history of foreign aid shows that aid funded development has tended to benefit a minority of people in Nepal and has failed to reduce inequalities – arguably it has deepened them.The implied linear relationship between investment in infrastructural development on the one hand, and economic growth and poverty alleviation on the other, is misleading. Infrastructure is not neutral, it does not benefit all equally.Ever since the 1970s, studies made it clear that roads were not enough to promote development, and that transport infrastructure brought change that was more beneficial to some than others, deepened inequality and even disadvantaged some directly.The debate and critical scrutiny of the MCC should focus on who will benefit in Nepal and, more specifically, whether investment in the proposed infrastructure will benefit the poor. This is a fundamental question given that both vertical and horizontal inequalities have been key concerns in Nepal, and the questions of equality, dignity and rights have been central to the country’s progressive socio-political movements and transition since the 1990s.It is positive that the implications of agreeing to accept the MCC has been so widely debated. But the existing public debate has been largely misplaced, and misses the critical questions. Missing links in Nepal’s MCC debate

This week, the museum handed over the antiquity to the Nepal Embassy in Washington DC.In an exclusive, the <a href="https://www.nepalitimes.com/banner/nepals-gods-return-from-exile/" target="_blank" rel="noopener noreferrer">Nepali Times reported in January</a> that the statue that was an object of daily worship by the local community had been torn out of a shrine in Patan in the 1960s, and had found its way through a private collector to the museum in Denver as ‘art’.Nine months later, in the latest in a slew of stolen artefacts being returned to Nepal from the United States, the Denver Art Museum handed over the statue to Nepal’s Ambassador Yuvaraj Khatiwada in Washington DC on Sunday.The statue had been in the collection of the museum since the 1980s, given by Jane F Ullman and Edwin F Ullman.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141148/636d01fd9c7e80680e0a3658jpeg.jpg" alt="" width="768" height="549">In an interview with Nepali Times earlier this year, Babulal Maharjan, 82, remembered the deity that had been <a href="https://www.nepalitimes.com/here-now/replicating-nepals-stolen-gods/" target="_blank" rel="noopener noreferrer">stolen</a> from the shrine in his neighbourhood. But one morning when devotees came to the shrine to pray they found that their god had vanished.Since <a href="https://archive.nepalitimes.com/article/nation/Nepal-needs-to-be-prepared-for-the-return-of-stolen-religious-figures,986" target="_blank" rel="noopener noreferrer">Uma-Maheswar</a> was stolen more than half a century ago, youth in the community grew up hearing about the theft and knew that the preserved base held an importance, but they learned of its true significance only after the media reports this year that it had been tracked down to the museum in Colorado.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141152/636d02009c7e80680e0a3659jpeg.jpg" alt="" width="2304" height="1728"><figcaption>The base of the Uma Maheswar statue in Patan's Gahiti that residents have preserved hoping for its eventual return.</figcaption></figure>Babukaji Maharjan had lost all hopes that he would ever see the homecoming of the lost deity Uma-Maheswar again. Even with the recent development, he has a hard time grasping its return.“Due to our economic condition we did not know how to file a complaint with the police, and nobody during the Panchayat era would have taken the theft seriously anyway,” he told Nepali Times. “But I am glad that the statue will now be returned to our shrine. We will celebrate its homecoming.”The Uma-Maheswar is just the latest in a series of objects of worship that have been <a href="https://www.nepalitimes.com/here-now/nepal-wants-stolen-antiquities-returned-from-france/" target="_blank" rel="noopener noreferrer">stolen from Kathmandu Valley</a> and are in private collections or museums in Europe and the United States.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141152/636d02039c7e80680e0a365ajpeg.jpg" alt="" width="852" height="543"><figcaption></figcaption></figure>In the past nine months, six stolen gods have been successfully handed over to the Nepal authorities. A <a href="https://www.nepalitimes.com/banner/the-homecoming-of-nepals-gods/" target="_blank" rel="noopener noreferrer">12th-century Laxmi-Narayan statue</a> from Dallas Museum of Arts, a 13th century carved temple eave depicting an Apsara, a 14th-century gold seated Buddha in Bhumisparsa Mudra, and a 15th century seated Ganesh repatriated by the Manhattan’s District Attorney’s Office are already in Patan Museum and National Museum in Chhauni, respectively.A 13th-century Chaturmukhi Shivalinga was also handed over by the Art Institute of Chicago in April to the Nepal Embassy in Washington DC.

US returns another antiquity to Nepal

Politicians have weaponised the US-supported <a href="https://www.nepalitimes.com/here-now/power-politics-delays-mcc-in-nepal/" target="_blank" rel="noopener noreferrer">Millennium Challenge Corporation (MCC) infrastructure grant</a>, and the much-needed project is stuck.An agreement for the $500 million project was signed by the Nepali Congress (NC) Finance Minister Gyanendra Bahadur Karki in Washington DC four years ago. But since then, it had become a <a href="https://www.nepalitimes.com/editorial/knowing-whats-good-for-nepal/" target="_blank" rel="noopener noreferrer">political football </a>in the great game between prime Minister K P Oli and his nemeses Pushpa Kamal Dahal and Madhav Kumar Nepal.The first hint that the MCC controversy was carrying over to the new government was that it was not included in the ‘common minimum program’ agreed to between the five coalition partners on 9 August.The Maoists and the Nepal faction have used the MCC so effectively to bludgeon Oli’s government that the rank-and-file are dead against the project. They are convinced it will allow the US military to build missile silos in Nepal aimed at China.<a href="https://www.nepalitimes.com/latest/using-the-delay-in-mcc-to-dissect-it/">Putting the MCC in context</a>, Jeevan R Sharma and David SeddonThe MCC was launched by the US government in 2004 as an innovative way to end poverty in least developed countries. Nepal met the eligibility criteria and was selected as a partner, and planning for the MCC started during the government of Baburam Bhattarai in 2012. Bhattarai is now in the five-party alliance as a part of the JSP.Critics have used ultra-nationalism and populism to portray the MCC as a form of US neo-colonialism and imperialism. The Americans fuelled the fire themselves when a US undersecretary of state admitted in 2019 that the MCC was a part of the US Indo-Pacific Strategy aimed at encircling China.Washington back-pedalled, but the damage was done. There are many who do not need convincing that the MCC in Nepal is America’s geo-strategic response to<a href="https://www.nepalitimes.com/latest/bri-and-trans-himalayan-connectivity/" target="_blank" rel="noopener noreferrer"> China’s Belt-Road Initiative</a>.But because of this political impasse, work on urgently needed electricity transmission lines and highway upgrading has not started. The cost of not having this infrastructure in place will be much more than the $500 million outlay of the project.<a href="https://www.nepalitimes.com/banner/own-goal/">Own Goal</a>, Kunda DixitThe main objective of the MCC is a 315km transmission line between Hetauda-Damauli-Butwal. This power line is critical for the east-west distribution of the 3,000MW of electricity that will be <a href="https://www.nepalitimes.com/opinion/decentralising-hydropower/">added to Nepal’s national grid</a> in the next three years, nearly double the current generation capacity. Another 2,500MW worth of projects are awaiting power purchase agreements with the NEA and will depend on the MCC transmission lines being in place.Nepal’s current power need is 1,500MW at peak hours, and despite suppressed demand due to shortage and cost, it is not expected to increase by much in the next three years. Which means Nepal will have a <a href="https://www.nepalitimes.com/latest/generating-electricity-and-cash-for-nepalis/" target="_blank" rel="noopener noreferrer">monsoon surplus</a> that can be exported to India, and for this, the cross-border 400KV transmission line from Butwal to Gorakhpur will be necessary.At present, Nepal imports electricity from India through the Dhalkebar-Muzzafarpur power corridor that has a capacity of handling only 800MW. The MCC line would increase this to 2,600MW, but if the Butwal-Gorakhpur transmission line is not built in the next few years, much of the surplus electricity generated in Nepal is in danger of being wasted, or 'spilled' in technical parlance.Even if the MCC is <a href="https://www.nepalitimes.com/latest/post-truth-politics-in-nepal/" target="_blank" rel="noopener noreferrer">never ratified by Parliament because of the political deadlock</a>, Nepal needs to immediately start building these transmission lines by itself. Private power producers in Nepal have signed agreements with NEA on the understanding that the transmission lines will be in place to evacuate the electricity they generate.Because of the nature of the monsoon and Nepal’s east-west territory, there will be surplus electricity in the east while there is a deficit in the west, so the transmission lines are even more critical to balance the national grid.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/mcc-row-damages-nepals-credibility/" target="_blank" rel="noopener noreferrer">This is too serious a subject</a> to be left to politicians, or to geopolitics. The NEA’s new head Kulman Ghising needs to sit down with the MCA’s Khadga Bahadur Bista and resolve this one way or another right away.In the 1960s, at the height of the Cold War and despite sensitivities after the India-China war, King Mahendra went ahead with the Kodari Highway linking Kathmandu to Lhasa. Challenge of the millennium

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
