It took <a href="https://nepalitimes.com/editorial/when-it-rains-it-pours-ksqprbu3">the Great Flood of 28 September</a> for the residents of Kathmandu to finally realise how much trash they were throwing into the Valley’s sacred rivers. Even three weeks later, plastic bags wave like flags high up on the branches of trees at Teku and Sankhamul, reminding us of just how high the water level rose on that fateful day. There are pieces of cloth, styrofoam, plastic bottles and other garbage still strewn along the ruins of pavements and embankments. This was <a href="https://nepalitimes.com/news/the-revenge-of-the-rivers">the revenge of the rivers</a>. The Bagmati, Vishnumati, Manohara, Nakkhu were getting back at city dwellers for treating the once sacred rivers as dumpsites. The rivers threw the trash right back where it came from. "If we do not want such garbage being washed away during the monsoon, we should prioritise waste management. We should focus on every aspect of waste generation," says Shilashila Acharya of Avni Ventures, a recycling company in Kathmandu. “Dumping sites are often near the riversides. About 800 tons of this non-biodegradable material is dumped in the river, or in landfill sites every day.&nbsp; The thicker plastic of bottles and other discarded household items are collected by waste pickers for recycling, but plastic below 20 microns in thickness is thrown away after being used once to carry vegetables or other food purchases. One plastic bag takes 500 years to completely biodegrade, and microplastics contaminate drinking water and find its way into the human food chain. <a href="https://www.nepalitimes.com/from-the-nepali-press/a-plastic-republic/" target="_blank">Plastics thrown haphazardly</a> into rivers can clog up drainage channels, harm the water cycle and poison aquatic species and wildlife. Waste collecting companies have realised that there is money in trash, and are doing good business recycling the plastic, but since thin plastic bags are not recycled it ends up being swept down the Bagmati to the plains. “Cleaning campaigns are not enough. When we clean, we pick up the waste from one site and throw it off in another likely a landfill. This does not deal with the main problem of waste,” says Nabin Maharjan of Blue Waste to Value which recycles waste and turns them into sellable products such as cooking utensils.&nbsp; He adds: “But what we can do instead is pick the waste in a segregated form, reduce them to products and sell them. And that is how a circular economy can thrive. Hanging from railings on the Bagmati banks, and swinging from trees at its confluence with the Vishnumati in Teku are at least seven types of plastic. The lowest grade are single use thin plastic bags which have to be banned at source. But half-buried in the silt of the Bagmati’s floodplain are PET (polyethylene terephthalate) bottles, which can easily be recycled. Waste collectors do remove most of these and other types before they are dumped, but many do find their way into the river. Without extended producer responsibility, the Nepal government does not consider it mandatory to require manufacturers to ensure recycling. “The first and foremost step of waste management starts is the segregation of biodegradable and non-biodegradable trash at source. Secondly, there should be more planned landfills within a community. While we prefer landfills to be away from the city, planned smaller landfills help better manage the waste of a community," adds Acharya. "Third is the partnership that can exist between government authorities like Kathmandu municipalities with private organisation who are already working in waste management. Nearly 65% of it is still organic household waste, and can easily be turned into compost and does not have to end up at the landfill at all.&nbsp; Much of the paper, plastic bottles, metal and glass can also be recycled easily if they are segregated at source — as Mayor Balen Shah promised in his election campaigning. This could reduce the volume of garbage that has to be sent in fleets of tipper trucks every day to the landfill.&nbsp; Residents living near Banchare already suffer serious health risks from water contaminated with leachate from the dumpsite. Says Nabin Maharjan: “We have to start working on minismising the waste generation. Nepal still mixing garbage with politics

But as the road network expands, and tourism picks up again after the pandemic, garbage is increasingly becoming a problem also in the mountains.While the Everest Trail has been cleaned up with the initiative of local youth, other popular trekking trails are facing the problem of plastic and other non-biodegradable waste.https://www.youtube.com/watch?v=VP-vD3sJbXU&amp;t=87sLangtang National Park is a popular trekking destination because of its proximity to Kathmandu and its rich natural and cultural heritage, including endangered species such as snow leopard, red panda and musk deer.It is a valley dominated by Langtang Lirung (7,227m) and other spectacular mountains, rangelands, forests, and glacier-fed streams. In 1976, Langtang became the first national park to be designated in the mountains.The earthquake-avalanche disaster of 2015 hit tourism hard, with the region getting almost 18,000 visitors in 2019. The pandemic reduced those numbers to near zero, but trekkers are starting to return.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111413118/63722fdc9c7e80680e0c2539jpeg.jpg" alt="" width="1676" height="1120">With this, there is the burden of waste, and this is a growing concern in this geographically fragile and ecologically sensitive area. Some <a href="https://www.psdnepal.org/plastics">around 200,000 plastic bottles</a> are discarded in Langtang valley every year, and there may be around 5 million bottles remaining in the area from the past.There have been <a href="https://www.nepalitimes.com/here-now/plastic-money/">initiatives to buy back plastic bottles</a>, and transport them to <a href="https://www.nepalitimes.com/banner/virtuous-cycle/">Pokhara to be recycled</a> into, among other things, an alternative to asphalt in paving roads. But a self-sustaining solution is needed.Waste production is shaped by economic, geographic and social factors. In the case of Langtang National Park, the major contributors are tourists, international and domestic guides and porters, local communities, and seasonal internal migrants.Post pandemic, Langtang National Park has been receiving a steady flow of tourists. From July 2021 to January 2022, about <a href="https://www.tourismmail.com/more-than-10000-tourists-visit-langtang-national-park-in-five-months-of-current-fiscal-year">10,400 tourists visited Langtang National Park</a>, spending an average of 10 days in the park. There are 115 households in Langtang village and Kyangjin Gompa, and most depend on tourism-related activities such as running lodges, tea houses and portering.Only about 5% of locals are involved in agriculture and yak farming, and much of construction and portering work is done by migrants from other parts of Nepal. Together, they contribute significantly to the production of plastic bottles, glass bottles, and wrappers.Changing food practices are also changing the profile of waste in the area. Traditional dishes take longer to prepare and require more fuelwood and are being replaced with packaged foods like noodles, leading to high production of non-degradable waste.Post-earthquake reconstruction has also led to traditional houses being replaced by concrete blocks. The construction materials including cement, plastic, and steel bars are transported up on mule trains or by helicopter. Left-over packaging and construction waste litter the settlements.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111413118/63722fdf9c7e80680e0c253ajpeg.jpg" alt="" width="720" height="1280"><figcaption> </figcaption></figure>The lack of waste treatment and management facilities in remote mountain settlements means that accumulated waste ends up in valleys, pastures and waterways directly impacting on the environment, biodiversity, and livestock, and spoiling the destination itself.Glacier-fed streams and rangelands especially at the entrance to Kyangjin are littered with plastic wrappers and bottles, and these can be found all the way up to Langshisa and Yala Glaciers.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111413118/63722fe29c7e80680e0c253bjpeg.jpg" alt="" width="3708" height="2577"><figcaption> </figcaption></figure>Langtang has three species of wild ungulates – Himalayan tahr (Hemitragus jemlahicus), Himalayan gHoral (Naemorhedus goral), and blue sheep (Pseudois nayaur) which require salt licks for survival.Locals say that they have seen the animals licking instant noodle and biscuit wrappers for salt, sometimes swallowing the plastic. Mules, horses, yaks, and yak hybrids often get sick and sometimes die from ingesting plastic waste.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111413118/63722fe79c7e80680e0c253cjpeg.jpg" alt="" width="1301" height="1922"><figcaption> </figcaption></figure>Even biodegradable waste takes longer to disintegrate at these high altitudes, where the temperature can drop to -400 C in winter. Along with unplanned and improper waste disposal, this could be a much bigger problem in future.Scientists who have been coming up to Langtang Glacier to measure the impact of climate change have seen the litter problem get worse every year.  Solid waste management is a priority for the Park authorities and buffer zone committees, but much more needs to be done.A temporary landfill site has been built in Kyanjin Gompa where solid waste is collected and dumped, although it is not used very effectively.Collected waste is also carried down to Syabrubesi and from there to Kathmandu and Pokhara for proper disposal. There have also been annual awareness campaigns by the Park authorities in collaboration with the Nepal Army, buffer zone committees, and local people.<a href="https://psdnepal.org/">Partnership for Sustainable Development (PSD) Nepal,</a> a non-profit, is promoting the principles of a circular economy to manage plastic waste in partnership with local communities, Langtang National Park, and the District Administration Office. This pilot project collects about 10,000 plastic bottles for recycling every month.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111413118/63722feb9c7e80680e0c253djpeg.jpg" alt="" width="3175" height="2381"><figcaption> </figcaption></figure>But a much more holistic and multi-level approach is required, including the declaration and enforcement of Langtang National Park as a plastic free region. This can be supported by systematic garbage collection and disposal, including construction of a treatment facility.Equally important is awareness and behavioural change as has happened in Sagarmatha National Park. <figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111412114/637220ea9c7e80680e0c028fjpeg.jpg" alt="" width="1126" height="1500"/><figcaption>Photos: SUSHMITA DULAL</figcaption></figure>Nepal is currently experiencing a <a href="https://www.nepalitimes.com/editorial/how-not-to-be-a-sri-lanka/" target="_blank" rel="noopener noreferrer">combined economic-ecological crisis</a>: rising petroleum imports and a deteriorating environment.Urban municipal waste management is a pressing issue, even though there is inadequate understanding of waste as a resource puts <a href="https://www.nepalitimes.com/banner/a-load-of-rubbish/" target="_blank" rel="noopener noreferrer">pressure on landfills</a> and the environment.Given that more than half of Nepal’s municipal garbage is biodegradable, generating Bio-CNG in digesters could be the answer to energy self-sufficiency and sustainability. This is a win-win-win: it improves the urban environment, reduces carbon emission and slashes the trade deficit by substituting LPG and chemical fertiliser use. <a style="font-size: 15px; letter-spacing: 0.01em;" href="http://archive.nepalitimes.com/news.php?id=1295" target="_blank" rel="noopener noreferrer">Domestic scale biogas technology</a> is one of Nepal’s success stories in the past three decades. The family-level plants offer cooking solutions for more than 0.3 million rural households. However, with growing concern about organic waste management and increasing demand for clean energy, large-scale biogas technology has been gaining traction in recent years.The government with support from development partners has been exploring the possibility of scaling up the biogas technology and supporting the private sector, factories and municipalities for the installation of large-scale biogas plants.There are now 344 large-scale biogas plants in the country, but only a few of them have digesters larger than 3,000 cubic meters, considered a threshold for being commercially viable.These biogas plants primarily utilise biodegradable municipal solid waste, livestock manure and poultry litter as feedstock. After purification, the biogas can be used as an alternative to cooking and transportation fuel.A recent waste management baseline survey of Nepal indicates that urban municipalities in Nepal generate nearly 2,400 metric tons per year of <a href="https://archive.nepalitimes.com/article/nation/a-load-of-rubbish-kathmandus-garbage-problem,4039" target="_blank" rel="noopener noreferrer">solid waste</a> on average, more than half of which is organic. This means that almost 10,000 metric tons of purified biogas (bio-CNG) with more than 90% methane concentration can theoretically be produced in the municipalities.An additional 1.5 million metric tons of bio-CNG per year could be generated using livestock manure across the country. Even if we could use only 10% of this waste, we could still generate nearly 145,000 metric tons of bio-CNG per year — equivalent to more than 10 million LPG cylinders — and help reduce Nepal’s LPG imports by 30%, narrow the trade gap with India and save foreign currency.Furthermore, the spent effluent from the digesters as a by-product of biogas plants could substantially reduce Nepal’s imports of chemical fertiliser, and promote organic farming.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111412114/637220ee9c7e80680e0c0290jpeg.jpg" alt="" width="1500" height="998"><figcaption> </figcaption></figure>Using bio-CNG generated from waste as cooking fuel would save more than 2.8 million tons of carbon dioxide equivalent of greenhouse gases. Large-scale biogas plants have the potential to fulfil two of the country's most pressing needs: effective organic waste management and clean energy supply.The availability of waste as raw materials as well as the urgency for a sustainable waste management model creates a huge opportunity for Nepal. But the development of large-scale biogas systems have been hampered by unfavourable government policies, techno-economic and institutional challenges.For example, the Environment protection rule (2020) stipulates that the  installation of a biogas plant larger than 1,500 cubic metres requires an environmental impact assessment. <a href="https://www.nepalitimes.com/banner/this-is-bullshit/" target="_blank" rel="noopener noreferrer">Gandaki Urja</a>, a Karki-based private sector biogas developer that produces bio-CNG and fertiliser from farm waste, took more than a year to obtain environmental approval.Similarly, even with government subsidies, the CAPEX for large-scale biogas technology is costly, making private sector project developers unwilling to invest. There is also a lack of skilled human resources for the operation and maintenance of large-scale biogas.Likewise, we need to import spare parts, machinery, and equipment for the establishment of a biogas plant. The process takes time and impedes the projects’ timely installation and smooth operation. Feedstock supply can also be erratic.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111412114/637220f19c7e80680e0c0291jpeg.jpg" alt="" width="3729" height="2606"><figcaption> </figcaption></figure>There is a need to ensure a technology supply chain (production, distribution and after sales service). Periodic training and follow-up through the Council for Technical Education and Vocational Training (CTEVT) could create the necessary expertise.The development of adequate skilled human resources through a tripartite collaboration among government, industry and academia for applied research in biogas systems is also key to ensure sustainability in the large-scale biogas sector.Both the government and private project developers should set aside funds to boost research into commercial biogas systems. Likewise, an awareness program to sensitise consumers about its environmental and economic benefits, knowledge transfer and training could reduce the uncertainty and encourage consumers to use bio-CNG.Government support in the biogas sector through policy measures like reducing pollution from livestock farms and agro-processing industries, a ban on the disposal of municipal solid waste dumping in landfill sites, enforcement of strict waste management rules, and encouraging waste segregation at the source can be pivotal.The way ahead for energy sufficient Nepal is setting realistic targets for biogas production with appropriate planning and strategies for large-scale biogas development.The partnership between the government and private sectors will also increase the uptake of biogas as well as increase the demand for large-scale biogas plants which can save both our ecology and economy.Sushmita Dulal is the manager at WindPower Nepal.

Waste to value with biogas in Nepal

Even in wealthy areas, lawyers, teachers, and doctors burn yard waste and garbage, including plastics. In doing so, they endanger their own health and that of their neighbours.Most people -- even government officials – do not realise the scale of the problem. ‘Open burning of municipal solid waste,’ Tribhuvan University's <a href="https://www.sciencedirect.com/science/article/abs/pii/S0956053X18304963" target="_blank" rel="noopener noreferrer">Bhubendra Das has written</a>, ‘is a poorly-characterized and frequently-underestimated source of air pollution in developing countries.’In a 2018 study, Das and his team discovered that Nepal has three times as much <a href="https://www.nepalitimes.com/banner/nepal-is-going-up-in-smoke/" target="_blank" rel="noopener noreferrer">open burning</a> as officials think. The topic is often misunderstood. ‘Unlike vehicle exhaust and industrial emissions,’ Das writes, ‘the common public and elected officials are relatively unaware of the significance and harmful impacts of open burning.’A <a href="https://pubmed.ncbi.nlm.nih.gov/32628470/" target="_blank" rel="noopener noreferrer">2020 study</a> found that garbage burning increased PM2.5 concentrations by nearly 30% in India and Nepal, and kills thousands upon thousands each year.Another recent study, by Kathmandu University’s Prof Khanal and Kundan Chaudhary, shows that <a href="https://risingnepaldaily.com/main-news/open-trash-burning-polluting-valley-environment" target="_blank" rel="noopener noreferrer">9% of Kathmandu's waste is burned.</a> That means Valley residents burn one in every 10 plastic bags, toothbrushes, and plastic buckets, launching toxic contaminants into the open air. Imagine the putrid fumes of a fire with all these plastic bags, toothbrushes, and buckets in the open lot next to your house, blowing into your young child’s window. Read also: <a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/everest-garbage-caravan/" target="_blank" rel="noopener noreferrer">Everest garbage caravan</a>, Sonia Awale<a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/Kathmandu-waste-management-problem-solution,1416">Waste should not be wasted</a>, Bhrikuti Rai <figure><img width="800" height="534" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101136/63720c789c7e80680e0b786fjpeg.jpg" alt=""><figcaption> </figcaption></figure>In Kathmandu, the open waste burning epidemic is tied to the city’s <a href="https://www.nepalitimes.com/banner/a-load-of-rubbish/" target="_blank" rel="noopener noreferrer">waste disposal problem</a>. The two are linked. ‘People fail to realise that by burning waste, you are simply transporting the waste from the land to the air we breathe, which will ultimately affect our health,’ Shilshila Acharya, director at the waste management company Avni Ventures, recently told the <a href="https://kathmandupost.com/climate-environment/2021/12/11/open-waste-burning-rife-across-country-for-lack-of-management-mechanisms" target="_blank" rel="noopener noreferrer">Kathmandu Post</a>.Much of Kathmandu’s<a href="https://www.nepalitimes.com/banner/breathing-can-kill-you/" target="_blank" rel="noopener noreferrer"> deadly air</a> starts as waste  – the dried plant matter, plastics of all kinds, and other household items that we no longer find useful. Burning it becomes the easy way to get rid of it – except that it often returns as the tiny toxic particles that we breathe into our lungs.Traditionally, Kathmandu households collected waste in empty lots. The Newar scholar <a href="https://blogs.dickinson.edu/buddhistethics/files/2015/04/Lewis-Punya-final.pdf" target="_blank" rel="noopener noreferrer">Todd Lewis has written</a>, ‘have long designated certain small side courtyards as garbage dumping spaces called sāga, places that were to be cleaned out once a year.’ Government sweepers also helped clear away refuse.Over the decades, Mary Slusser observed, Kathmandu’s inner core, which sat on a bluff above the Bishumati, was extended outward by filling in low areas with refuse. Buildings erected on such unstable land sometimes collapsed during the rainy season.But, as early as the 1960s, Kathmandu’s garbage began piling up. In 1966, Gorkhapatra reported about ‘the heaps of garbage from courtyards and lanes’ endangering public health.1 ‘Some portions of the city,’ it warned, ‘are dirty and constitute a danger to public health. Prompt action is necessary.’Prompt action did not arrive.Read also: <a href="https://www.nepalitimes.com/opinion/where-to-take-a-dump/">Where to take a dump</a>, Bhushan Tuladhar <figure><img width="850" height="638" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101136/63720c7b9c7e80680e0b7870jpeg.jpg" alt=""><figcaption> </figcaption></figure>Increasingly, Kathmanduites turned to a convenient dumping ground: the Valley's sacred <a href="https://archive.nepalitimes.com/regular-columns/backside/Unidentified-floating-objects,244" target="_blank" rel="noopener noreferrer">waterways</a>. ‘Domestic and shop refuse,’ a 1971 WHO report noted, ‘is either thrown into the street or allowed to accumulate in private courtyards.’ But refuse swept up from the streets ‘is carried in baskets to one of the rivers, where it is dumped in the river bed or on the bank, thereby attracting flies and rats, and causing foul odours, water pollution and the desecration of beautiful scenery.’Tourists, the report added, often complained about stench and eyesore. That was 1971, 50 years ago. Today, it is hard to imagine that Kathmandu's growing reputation as one of the world's most polluted places is attracting people to the city. It is astonishing that a city that makes its money from tourism pays so little attention to the pollution that tourists find so revolting. Kathmandu is hardly the first city that has struggled to dispose of its waste. In the US and other parts of the world, waste has long been a problem. But other places have built systems that keep the water and air cleaner.In mid 19th-century American cities, garbage was given to pigs or “swill children” who piled it in carts. These children scavenged edible parts, sold compost to farmers, and sold the metal, bones, and bottles to junk dealers. Ragmen sold rags for making paper. Women fed leftover scraps to chickens and pigs. But the system collapsed in the late 19th century: with industrialisation and new consumer items and packaging, the waste piles grew into mountains. City governments responded aggressively, taking control of waste management. Some cities burned, others dumped. Chicago dumped its waste into Lake Michigan, St. Louis and New Orleans into the Mississippi River. In 1886, New York City pitched 80% of its 1.3 million cartloads of garbage into the sea. Neither burning nor dumping was friendly to the environment.And despite these efforts, by the mid 20th century America’s waste situation had grown dire. As manufacturers began to build “planned obsolescence” into their products, and as Americans grew more and more obsessed with consumption, convenience, and disposability, waste exploded. Read also: <a href="https://www.nepalitimes.com/banner/the-covid-19-plastic-pandemic/">The COVID-19 plastic pandemic</a>, Sonia Awale and Ramesh KumarBetween 1940 and 1968, Americans doubled their per capita waste, from 2 to 4 pounds each year (about 1 kg to 2 kg per person). Much was plastic packaging. By 1964, the nation’s 192 million people each consumed 2,000 packages a year – 384,000,000,000 in total. In 1976, Americans purchased more plastic by volume than all steel, copper, and aluminum combined. Something similar happened in Kathmandu, only more recently. Indeed, just as the US and other countries were organising to clean their water and air in the 1970s, Nepal was beginning to drown under unmanaged solid waste, one cause of its dirty air. Nepal’s history is particularly tragic because, with waste, Kathmandu actually had many good traditions to draw upon. As late as the 1970s and 1980s, when I first came to Nepal, Kathmanduites survived without much stuff. They reused things. They turned plastic milk bags into flower containers. Little shops bundled goods in newspaper or old student homework. At celebrations, people served food on plates made from leaves, not plastic. With such gentle traditions, Kathmandu could have avoided the problems that plagued cities elsewhere. But Kathmandu lost these good habits. One friend recently marvelled to me how, when she was young, her family were so eco-friendly. They produced almost no non-biodegradable garbage. They recycled and re-used. They didn't have to reduce because they never used much in the first place. But, she eventually realised, these habits were not a product of environmental consciousness. They came by necessity, not by design. They grew not from an ecological awareness or sense of responsibility. No environmental sensibility was at work. Just as soon as her family found cheap plastic bags, plates, and cups easy to come by, they abandoned their environmentally-friendly ways to become champion polluters.Read also: <a href="https://www.nepalitimes.com/banner/what-will-nepal-do-with-its-e-waste/">What will Nepal do with its e-waste?</a>, Sonia AwaleEven if until not long ago Kathmanduites needed only a few things, most of which they found locally, recently their "needs" have mushroomed, usually driven or flown in from far away, sometimes hundreds and even thousands of kilometers away. ‘With more ‘stuff’ available to buy and more money to buy it,’ environmental journalist Cheryl Colopy writes in her excellent <a href="https://www.thethirdpole.net/en/regional-cooperation/south-asias-rivers/" target="_blank" rel="noopener noreferrer">Third Pole</a><a href="_wp_link_placeholder"> essay</a> "Why are South Asia's Rivers so Filthy," ‘there is more to throw away.’  And often, Colopy notes, the junk goes into rivers. But Kathmanduites have also found another convenient solution: burning. If the US is a "throwaway society," then Nepal is a "throw-it-and-burn-it" society. Burning is a familiar, easy option. And, for anyone who breathes, it’s also hazardous. <figure><img width="640" height="963" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101136/63720c7d9c7e80680e0b7871jpeg.jpg" alt=""><figcaption> </figcaption></figure>One reason why burning is so familiar is that most Nepalis, even in urban areas, come from rural areas. Agricultural societies routinely deploy fire. And in monsoon Nepal, where heavy rain leads to explosive plant growth, fire can be an essential dry-season tool. People have brought these habits to the city. ‘Nepal,’ <a href="https://kathmandupost.com/editorial/2020/04/12/it-s-the-brick-kilns" target="_blank" rel="noopener noreferrer">a 2020 </a>Kathmandu Post editorial noted, ‘has a long history of open burning being culturally accepted. Every year, people throughout the country take the opportunity of a dry spring season to clear out the bramble and weeds that have encroached upon their lands over the previous year.’  All this burning adds up, especially in a big, dense settlement in a small, bowl-like Valley. ‘A few practicing such burning tactics would not be an issue. But with the population on the rise, this has become a significant challenge,’ notes <a href="https://kathmandupost.com/editorial/2020/04/12/it-s-the-brick-kilns" target="_blank" rel="noopener noreferrer">the </a>Post.Most of the Valley’s open burning, the <a href="https://www.sciencedirect.com/science/article/abs/pii/S0956053X18304963" target="_blank" rel="noopener noreferrer">research shows</a>, is concentrated on the city’s edge and in residential compounds. On the city’s outskirts, there’s more yard waste than in the city core but also insufficient and irregular waste disposal services. Indeed, in the Valley’s smaller towns, 50% of waste goes uncollected. This soon begins to smell and look foul. It attracts pests. Burning is one way to "solve" the problem, to make it go away.Ignorance and negligence also play a role. Many wealthy residents routinely burn their garbage, including plastics, and yard waste, even though they have other options. When neighbours complain, they give excuses, dismiss the problem, or blame their servants. It’s not hard. Indeed, it’s "the simplest way to make improvements,” says Bhushan Tuladhar. “It is controllable."Three things would help: a better waste disposal system, with separation of waste at source; more awareness; and strict enforcement. "With a little strong enforcement, a big change is possible," adds Tuladhar.Open burning should not be so hard to stop in urban areas. Plumes of smoke can be seen from a distance. You can find the fires easily. And the Supreme Court ban on open burning in the Valley in 2018 has made it doable. But people still openly burn. Open burning seems another manifestation of Nepal’s implementation crisis.The <a href="https://www.nepalitimes.com/latest/wildfires-in-nepal-cause-air-quality-to-plummet/" target="_blank" rel="noopener noreferrer">burning of agricultural waste</a> in fields is more difficult. It is hard to dispose of stubble without fire. But yard waste and garbage burning is different. It’s the “low hanging fruit” in controlling air pollution. "Changing transport is hard. You need to change the whole system,” says Tuladhar. “It’s the same with brick kilns; you need to change a big industry. No smoke without fire in Kathmandu

But experts say we should not wait for the money, and start with low-cost effective mitigation measures locally.Cooking via electricity has now become much cheaper than LPG, and many urban families have transitioned to induction stoves. But 90% of households across Nepal are hooked to only 5amp current which is only enough for lighting. If the transmission can be upgraded, Nepal could save at least Rs33 billion a year by replacing its <a href="https://www.nepalitimes.com/opinion/look-whats-cooking-in-nepal/" target="_blank" rel="noopener noreferrer">cooking gas imports</a> with electricity.Nepalis have paid nearly Rs10 billion in pollution tax for every litre of petrol or diesel at the gas stations in the last decade. This money could be used to buy  electric public buses. Increasing the petroleum excise tax could fund conversion to renewables.Nepal would also save Rs21 billion a year by reducing its petroleum import bill by just 10% if it <a href="https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/" target="_blank" rel="noopener noreferrer">converted public buses to battery-operated vehicles</a> while also increasing domestic consumption of clean electricity and improving air quality. If the transport sector is electrified, experts believe net-zero by 2045 is possible.Water scientist Madhukar Upadhya believes Nepal can also increase forest cover to 45% by 2030 (from the current 37%) by controlling forest degradation due to encroachment, deforestation and reducing wildfires.But Upadhyay is puzzled by the third target on protecting vulnerable people. “We just don’t have the infrastructure, knowledge or expertise to achieve climate resilience for vulnerable people by 2030,” he asserts.“Nepal experienced extreme weather this year,<a href="https://www.nepalitimes.com/banner/himalayan-floods-a-sign-of-worse-to-come/" target="_blank" rel="noopener noreferrer"> droughts and floods destroyed crops</a>, lack of water is creating climate refugees, wildfires have become nationwide,” Upadhyay adds. “These are not just headlines anymore, we are experiencing them ourselves, what are we doing to address these challenges? The cement industry is booming in Nepal, and they are big carbon emitters. By switching to electricity, Nepal could mitigate emissions. Rice farming generates methane, which is a greenhouse gas, so converting to the System of Rice Intensification (SRI) could reduce our contribution to climate change.Kathmandu’s only <a href="https://www.nepalitimes.com/banner/a-load-of-rubbish/" target="_blank" rel="noopener noreferrer">landfill in Sisdole</a> has reached maximum capacity and an alternative site has been in talks for decades. Landfills add to methane emissions, but there has been no commitment to composting and biogas using biodegradable urban waste.After overdosing on <a href="https://www.nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya/" target="_blank" rel="noopener noreferrer">climate news</a> for two weeks just to be side-lined until the next COP, we might want to recall another one of our targets, the Sustainable Development Goals (SDGs) by 2030. Half of the 17 goals in SDGs will be directly affected by the impact of climate change, and yet these initiatives are working in isolation when in fact they should coordinate and collaborate for the same goal: sustainable and just future.Says environmentalist Tuladhar: “There are two things to do right after Glasgow: explain the nitty-gritty of the commitments we made and immediately implement short-, mid- and long-term strategies to achieve them. Start with the low hanging fruit, what we can immediately do, and there are plenty of them.”

All photos: AMIT MACHAMASI</figcaption></figure>Nepal’s capital stank for more than a fortnight before Kathmandu Metropolitan City (KMC) decided to resume garbage collection this week with the Department of Roads agreeing to repair the route to <a href="https://archive.nepalitimes.com/article/nation/a-load-of-rubbish-kathmandus-garbage-problem,4039" target="_blank" rel="noopener noreferrer">the Sisdole landfill site</a>, 30km away.Kathmandu’s only landfill Sisdole has already reached its maximum capacity, and every monsoon the rains damage the access road to the site with the locals having to navigate in knee-deep sludge. The overpowering stench from the <a href="https://www.nepalitimes.com/banner/industrial-scale-litter/" target="_blank" rel="noopener noreferrer">heaps of garbage</a> is enough to make residents sick.“Our water sources have been contaminated and farms are infertile. The road leading up to here is in a sorry state and yet the concerned people pay no heed,” says Bimala Balami of Sisdole.“From sunrise to sunset that mountain of garbage is all we see, we inhale the bad smell more than we do oxygen,” she adds.This is echoed by her neighbour Sangita Balami: “The odour from the garbage dumped here is there all hours of every day, there is no respite, people are getting sick.”The residents started a protest when a 70-year-old woman died on 22 August, attributed to a possible <a href="https://www.nepalitimes.com/latest/kathmandu-in-the-time-of-cholera/" target="_blank" rel="noopener noreferrer">cholera outbreak</a>. The local authorities brokered a deal with an agitating group obstructing the movement of vehicles with a 14-point agreement on Wednesday when the cholera suspicion was proven to be unfounded.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141144/636d00d29c7e80680e0a35fajpeg.jpg" alt="" width="1500" height="1000"><figcaption></figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141144/636d00d59c7e80680e0a35fbjpeg.jpg" alt="" width="1500" height="1000"><figcaption></figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141144/636d00d99c7e80680e0a35fcjpeg.jpg" alt="" width="1500" height="1000"><figcaption></figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141144/636d00dc9c7e80680e0a35fdjpeg.jpg" alt="" width="1500" height="1000"><figcaption></figcaption></figure>The garbage trucks and containers are now on the move, but it will still take a week for the municipality to manage to lift litter off the streets. Some 15,000 tonnes of waste have been piled up in different parts of Kathmandu Valley because of the <a href="https://archive.nepalitimes.com/article/nation/recycle-reuse-reduce-garbage-kathmandu,1279" target="_blank" rel="noopener noreferrer">lack of proper solid waste disposal</a> in the past two weeks.Stretched over 38 hectares, the Sisdole landfill is located on a gorge that is now not just full, but has grown into an enormous mountain of garbage. When it was first turned into a landfill site in 2006, the KMC proposed to use it only for three years but 17 years later, 75% of about 1,200 tonnes of daily <a href="https://www.nepalitimes.com/banner/the-covid-19-plastic-pandemic/" target="_blank" rel="noopener noreferrer">waste generated in Kathmandu Valley</a> ends up here in Nuwakot.Under normal circumstances, up to 200 vehicles dump the waste in Sisdole daily, which is later pushed around the site by an excavator at a height of about 200 meters.“Back then the government had acquired our land for the site, we were promised jobs,” says Bimala Balami. “But they were distributed unfairly. The project will cost at least Rs346.8 million with the 91 hectare site estimated to be usable for 25 years. But more than two years later, the new landfill has no completion date in sight.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141144/636d00ed9c7e80680e0a3602jpeg.jpg" alt="" width="1500" height="1000"><figcaption></figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141144/636d00f09c7e80680e0a3603jpeg.jpg" alt="" width="1500" height="1000"><figcaption></figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141144/636d00f49c7e80680e0a3604jpeg.jpg" alt="" width="1500" height="1000"><figcaption></figcaption></figure>Exactly 50 years ago in 1971, the first international consultant on solid waste management had studied Kathmandu's waste management system and proposed a landfill site.In 1996, after a 15-years-long effort by the Germans to set up a waste management system in Kathmandu, a German fact-finding mission concluded that the problems relating to municipal waste management in Kathmandu are not technical in nature, and the <a href="http://www.martinchautari.org.np/files/SINHAS-Articles/SINHAS-Vol.1-No.2_Bhushan-Tuladhar.pdf" target="_blank" rel="noopener noreferrer">constraints to developing environmentally sound, cost-effective and sustainable solutions</a> are institutional, organisational and financial.Studies have shown that segregating waste would cut the volume of trash by half, since up to 70% of the daily collection is biodegradable. We know what the problem is, <a href="https://archive.nepalitimes.com/article/nation/making-money-from-garbage-in-kathmandu,2055" target="_blank" rel="noopener noreferrer">we know what the solutions are</a>, but there is little political will to follow through.There has been <a href="https://www.nepalitimes.com/opinion/nepali-entrepreneur-turns-trash-into-cash/" target="_blank" rel="noopener noreferrer">interest from the private sector</a> to recycle the organic waste, plastic, metal and glass, and install an incineration plant to generate electricity from the rest, but the project got stuck in the bureaucracy with reports that officials demanded kickbacks.Says environmentalist Bhushan Tuladhar: “Kathmandu’s solid waste mismanagement is once again making headlines as it does every monsoon. Unfortunately, the main obstacles to a solution have remained the same for the past five decades.”

The <a href="https://www.nepalitimes.com/banner/nepal-lockdown-proves-air-quality-can-be-improved/">air was cleaner</a>, trekking trails were pristine, the summit of Mt Everest <a href="https://www.nepalitimes.com/here-now/mt-everest-deserted-on-anniversary-of-1st-climb/">was deserted</a>, and worldwide carbon emission dipped by -26%.However, there are dark clouds in that silver lining. The COVID-19 crisis has unleashed a plastic pandemic, reversing the achievement of a decade of <a href="https://archive.nepalitimes.com/article/nation/recycle-reuse-reduce-garbage-kathmandu,1279">activism against single-use plastic</a> worldwide, including Nepal.<a href="https://www.nepalitimes.com/here-now/protecting-those-who-protect-us-from-the-epidemic/">Personal protective gear</a> (PPE) like disposable gowns are made from polyester or polyethalene. Surgical masks and N95 respirators are made from non-woven polypropylene fibre. Face shields and visors use polycarbonate or polyvinyl choloride. Coveralls are made with high-density polyethylene (HDPE). Most of these are single-use plastic.During the peak of the outbreak, hospitals in Wuhan produced <a href="https://www.weforum.org/agenda/2020/07/plastic-waste-management-covid19-ppe/">more than 240 tons of waste per day</a> against 40 tons normally – with most of the waste being plastic PPEs. The United States is projected to generate an entire year’s worth of medial waste in just two months dealing with COVID-19, according to Frost &amp; Sullivan.  The Thai government has reported an increase in plastic and styrofoam waste from 1,500 tons a day to 6,300 tons daily due to soaring home deliveries of food.In Nepal, there are no exact figures but evidence suggests there has been a big increase in plastic waste from provision stores, <a href="https://www.nepalitimes.com/here-now/lockdown-brings-out-the-best-in-nepalis/">relief distribution</a> to the destitute during the lockdown, and quarantine centres. For lack of better alternatives, aid workers use plastic plates and utensils for meal distribution and well as polythene bags and thin single-use plastic for relief packaging.“From a humanitarian angle the use of plastic for medical purposes and in relief is important, but it has long term environmental impact. Which is why we need a replacement for cheap and easily accessible single-use plastic,” says Shilshila Acharya of the Himalayan Climate Initiative.She adds, “Another emerging problem is the improper disposal of face masks. These are made of polypropylene and are even worse than plastic because they are even more difficult to recycle and reuse.”Across South Asia, cities are experiencing <a href="https://www.nepalitimes.com/here-now/dont-just-blame-god-for-floods-and-landslides/">worse floods</a> because of waterways choked by plastic waste. Plastic pollution in Nepal has been known to worsen the impact of floods during the monsoon by clogging up drains and rivers, as happened in Bhaktapur and Thimi in 2018 after a sudden squall.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141144/636baf6e9c7e80680e07804ejpeg.jpg" alt="" width="640" height="607"><figcaption> </figcaption></figure>Bhaktapur Mayor Sunil Prajapati says Hanumante River in his municipality invariably bursts its banks even through it is not a big river because of blocked drainage.  He told Nepali Times: "The river is like a gutter. It gets flooded every year because waste materials block the outlets and drainage.”A three-year regional study by ICIMOD (International Centre for Integrated Mountain Development)’s  <a href="https://www.icimod.org/initiative/sandee/">SANDEE</a> (South Asian Network for Development and Environmental Economics) shows that 12.7% Bharatpur and 22.3% of Sylhet in Bangladesh cities are at the risk of flooding in lack of proper solid waste management system. Unblocking drains would limit flooding to 5.5% in Bharatpur, the report says.Mani Nepal, who worked on the study says: "Solid waste, including plastic, must be properly managed to reduce the risk of long-term flooding in cities. Just building sewers will not solve the problem. Plastic pollution is already a major cause of floods, it can be disastrous in future.”More than a million plastic bags are used once and thrown away in Kathmandu Valley every day, and it now forms more than 16% of the city’s garbage. Of the 204 tons of <a href="https://www.nepalitimes.com/from-the-nepali-press/a-plastic-republic/">plastic waste</a> generated in Nepal every day, 131 tons end up in the streets, drains, rivers and some of it makes it to landfill sites.Plastics, being petroleum based, take at least 500 years to biodegrade, killing aquatic and land animals, and microplastics have found their way into the human food chain. Harmful chemicals can alter hormones and chromosomes in the human body, leading to cancer and damage to the reproductive system.https://www.youtube.com/watch?v=Zdq9t9bdanQ&amp;authuser=0The Nepal government has repeatedly tried to enforce a ban on single-use plastics, but industrialists enjoying political protection <a href="https://www.nepalitimes.com/banner/industrial-scale-litter/">have sabotaged all previous attempts</a>.Former Environment Minister Ganesh Shah tried but failed to implement a plastic ban he introduced in 2008. Plastic Bag Regulation and Control Guideline introduced in 2011 was not effective either in discouraging plastic use. A Gazette notice on 14 April 2015 announced a ban on bags thinner than 30 microns, but it was overshadowed by the earthquake only 10 days later.The ICIMOD study also revealed that the state of garbage disposal significantly affects real estate prices which are on an average 25% higher and up to 57% higher in areas with proper solid waste management system. Similarly, the price of a house with a blocked sewer is at least 11% lower.An estimated 70% of the daily domestic waste in Nepal’s cities are biodegradable, but it is not customary to segregate garbage. Often, organic and non-perishable waste are disposed together in plastic bags. Garbage collectors also do not sort the waste, which is why they end up directly at the <a href="http://archive.nepalitimes.com/article/nation/making-money-from-garbage-in-kathmandu,2055">landfill in Sisdole</a> which is fast becoming a plastic mountain.Sorting garbage at home has been shown to significantly reduce the volume of waste, allowing households to make their own compost, <a href="https://archive.nepalitimes.com/article/nation/a-load-of-rubbish-kathmandus-garbage-problem,4039">recycle and reduce</a> as well as reduce the cost of garbage collection. Pre-determining time and day and placing for communal garbage collection and placing trash cans for pedestrians are other ways to prevent haphazard disposal of solid waste.Bharatpur residents pay Rs30-100 a month for garbage collection and say they are willing to pay up to 30% more for proper waste management. This is an additional Rs5 million more than what the municipality has been charging for waste management. “This means local governments could better manage the problem of solid waste without too much effort, this requires only the will to implement,” says Mani Nepal.Ward 10 of Bharatpur has been trying to reduce waste at source by <a href="https://www.nepalitimes.com/opinion/nepali-entrepreneur-turns-trash-into-cash/">buying plastic waste from households</a> at Rs9 per kg, which it then sells to plastic recycling industries. The municipality also provides subsidy to those who want to turn their organic waste into biogas.Bharatpur has shown that if there is political will, plastic waste can be reduced. And by not dumping plastic in drains and rivers, it is also protecting wildlife along the Narayani River in Chitwan National Park directly downstream.The good news is that the global movement against the use of plastic is also having an effect in parts of Kathmandu. Polythene are being replaced by re-usable bags in shopping malls, restaurants and hotels discourage straws and plastic wrappings, and paper plates have replaced Styrofoam at some party venues.While plastic-based PPEs have been vital in preventing the spread of the COVID-19 and are life savers for frontline health workers, if the SARS-CoV-2 persists longer there may have to be a move towards paper packaging and materials.Says Shilshila Acharya: “The prolonged lockdown has meant that people are purchasing less, and are using fewer plastic items. We can build on this momentum to reduce plastic pollution in future.”

When I first visited the <a style="background-color: #ffffff; letter-spacing: 0.15px;" href="https://www.nepalitimes.com/banner/more-trekkers-more-trees/">Khumbu in 1973</a>, there were no lodges, the total number of tourists per year was under 2,000 and virtually no solid waste was produced. Food came in reusable packaging (doko baskets, cloth bags) and meals consisted of rice, lentils, potatoes and some vegetables.By the 1980s and 1990s a few lodges started being built, and trekking groups camped in village potato fields rented out by landowners. By the early 2000s the rush to build lodges to feed and shelter the growing numbers of tourists took off, transforming the cultural landscape. With lodges came both greater tourist numbers as well as an increased demand for consumables like beer, whiskey, wine, bottled water, fruit cocktail, sunscreen, TVs and batteries, with their non-biodegradable packaging. It all ended up in refuse pits to be routinely burned.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108141120/636a58449c7e80680e054824jpeg.jpg" alt="" width="500" height="328"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108141120/636a58469c7e80680e054825jpeg.jpg" alt="" width="500" height="328"><figcaption> </figcaption></figure>Going by the international press narrative, the problem is bad and getting worse. Are the Sherpa people, Sagarmatha National Park and government doing nothing about it? <a href="https://www.nepalitimes.com/here-now/everest-garbage-caravan/">Far from it.</a> More than 20 years ago, the <a href="http://www.spcc.org.np">Sagarmatha Pollution Control Committee (SPCC) </a>was launched as a local initiative to manage waste. Since then, the SPCC and its partners have installed 106 waste collection centres throughout the park, banned glass beer bottles, organised <a href="https://www.nepalitimes.com/banner/expeditions-brings-down-11-tons-of-mt-everest-trash/">annual Base Camp clean ups</a>, conducted compost trainings, and continually look for new and innovative solutions to the challenges of managing the waste generated. Not much of this is reported by the international media.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108141120/636a58489c7e80680e054826jpeg.jpg" alt="" width="961" height="647"><figcaption> </figcaption></figure>During two solid-waste workshops facilitated by the University of Colorado and Arizona State University in Namche Bazaar and Kathmandu last month, local stakeholders were looking for innovative new ways to manage the waste of 60,000 trekkers and climbers, plus their support staff, who are in the park every year. The SPCC is now working with <a href="https://sagarmathanext.com/about-us/">Sagarmatha Next</a>, which is setting up segregation stations for a ‘carry me back’ program, where every tourist agrees to take back 1kg of waste to recycling centres in Kathmandu.The trek from Lukla to Everest Base Camp has long been referred to as the ‘toilet paper trail’ -- today it is anything but. In spite of the growing numbers of visitors, support staff and pack animals, it is one of the cleanest and most beautiful treks in the high mountain world.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108141120/636a584a9c7e80680e054827jpeg.jpg" alt="" width="633" height="475"><figcaption> </figcaption></figure>Of course, a lot more needs to be done. Participants at the Namche and Kathmandu workshops stressed the need for innovation to deal with solid waste in a location-specific way, while being sensitive to local culture and values. The first step is establishment of waste separation centres, pre-processing facilities (shredding, compacting, baling) and finding way to transport the material to recycling centres in Kathmandu and elsewhere. Some of the aluminium and plastic waste is already being turned into ‘Everest Art’ to be sold for fund-raising. Aluminium cans are also converted into utilitarian objects like frying pans and other utensils. Human waste can be addressed through new solar technology, and more efficient septic tanks can prevent leakage.As a first step, Colorado and Arizona will be working with the local government ahead of the autumn trekking season to follow up the recommendations of the workshops. A landfill-free and waste-free Sagarmatha National Park, where garbage is not burnt, can be a reality in a few years. Everest fights back

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
