The Election Commission has announced the recipients of the 335 proportional representation (PR) seats in the Constituent Assembly on Tuesday afternoon. Thirty parties, who have received more than 21,000 votes, have been allocated at least one seat in the CA.
A total of 9,463,862 votes were counted in the PR category for the 122 parties competing. Nepali Congress has won the highest number of seats, 91, followed by followed by CPN (UML) with 84 seats, UCPN (Maoist) with 54 seats and RPP-Nepal with 24 seats.
Ten parties have been allocated a single seat each and the remaining 16 parties have received 2 or more than 2 seats.
“We request the parties to submit the names of the candidates for the seat within seven days,” said Maheshwar Poudel, an official from the EC. “Three more days will be provided to make corrections in the list.”
As per the provision on inclusiveness under the PR electoral system, political parties that are allocated up to 30 percent of the PR seats should have 50% male members and 50 % females. The provisions demand 37.8% indigenous members, 31.2% Madhesi members, 30.2% Khas and Aryan members, 13% Dalit members and 4% from backward regions.
However, UCPN (Maoists), and 15 other parties did not attend the meeting called by the EC today. A meeting of the dissenting parties held on Monday evening at the central office of UCPN (Maoist) had decided to boycott the meeting called by the EC until a high-level independent commission was formed to probe into the 19 November CA polls.
Asked how this issue will be addressed, EC spokesperson Bir Bahadur Rai said: “We are following the work plan of the election. Legal procedures will follow after the deadlines end."
