The Constituent Assembly Regulations Drafting Committee has endorsed the CA Regulations 2070 and CA (Operational Procedures of Legislature-Parliament) Regulations 2070.
The two regulations were approved by the Committee's meeting on Wednesday. The meeting was chaired by Chairperson Laxman Lal Karna. There were much deliberations on the two drafts as the political parties present in the CA took differing views during the discussions.
Much of the discussions were related to the constitutional question of whether the President or the House Chairperson should authenticate the new constitution. Later, it was agreed that the Chairperson will certify the constitution and the President will make a public announcement in this regard.
Similarly, it has been agreed that there will be no provision for either caucus and whip in the House. The proposed provision of caucus engulfed into controversy, as some leaders had opined that it would be formed on ethnic line. The issuance of whip by a particular political party has been made non-mandatory in the draft, though in practice, lawmakers have to follow the instructions of the party they belong to.
