Discussions on the policies and programmes for the new fiscal year presented by the government on Sunday started in the Legislature-Parliament Tuesday onward. The Parliament will continue discussion till the next two days.
Sixteen political parties including the ruling Unified CPN (Maoist) and the main opposition Nepali Congress have tabled amendment proposal to the government’s policies and programmes citing that the policy and programmes was not people-oriented and in favour of economic reforms.
Taking part in the discussions on the government’s policy and programmes in the meeting of the Legislature-Parliament today, 16 Constituent Assembly (CA) members presented 93-point amendment proposal on behalf their respective parties.
A majority of the MPs participating in the discussions on the government’s policies and programmes today criticized it for not embodying the democratic system, lacking in a concrete outline for concluding the peace process, not including the agriculture sector in priority and as being a document full of slogans with ideological confusions.
The Nepali Congress has proposed to include the term ‘people and democracy’ instead of the words people’s war and people’s revolution in the policy and programme document.
The main opposition party has suggested including the phrase ‘the new constitution would be based on democratic values like pluralism, independent judiciary, check and balances, press freedom, the rule of law and human rights’.
The ruling UCPN (Maoist) has proposed to include the policy that Nepal’s foreign policy would be based on the principles of Panchasheel (the five principles of peaceful cooperation) and non-alignment and on the principles of maintaining relations with all the countries of the world on the foundation of mutual unity, goodwill and equality.
