The Nepali Congress (NC) has announced an 11-point concept paper, prioritising the peace and constitution writing process along with good-governance and economic development of the country if the party is given a chance to lead the government.

The NC unveiled the concept paper by organising a press conference at the parliamentary party office, Singha Darbar on Saturday.

According to the NC’s concept paper, integration and rehabilitation works of the PLA combatants will be initiated sooner and a common concept of the coalition partners will be prepared. Talks will be held with the UCPN (Maoist) egarding the number, standards, rank harmonization and rehabilitation programme of the PLA combatants to be integrated into the security forces. Successful implementation of the peace process on the basis of past agreements and consensus including Comprehensive Peace Accord and constitutional provision will be NC’s main priority.

Parliamentary party leader and NC’s prime ministerial candidate, Ram Chandra Poudel, has signed the concept paper.

The NC has committed to writing of the federal democratic republican constitution by remaining firm on democratic norms and pluralism adding that there is no alternative to promulgating a new constitution through the Constituent Assembly (CA).

The party has also pledged to implement all points of consensus and agreements signed with Madhes-based political parties and other groups to safeguard democratic socialism from all kinds of extremism, restructure the state and for inclusive principles and social justice.

NC parliamentary party spokesperson, Nabindra Raj Joshi, said discussions will be initiated with other political parties on the basis of this concept paper.
