In New Delhi, Thapa had met India's External Affairs Minister Sushma Swaraj and urged the India government to ease restrictions on supplies of essential commodities to Nepal.
Talking to journalists at Tribhuvan International Airport in Kathmandu, Thapa said his India visit was 'fruitful'. He said: "Let us wait for positive outcome."
Thapa has reportedly convinced India that the Nepal government will 'normalise situation' in the Tarai by addressing Madhesi demands in three phases.
Hours before Thapa's return, the ruling UML-UCPN (M) and the main opposition NC have agreed to forward an amendment bill tabled by the previous government to address Madhesi demands for proportional representation and demarcation of electoral constituencies in proportion to population.
The NC, the UML and UCPN (M) have also decided to form an all-party commission to review and readjust federal boundaries within the next three months.
