President Ram Baran Yadav presented the policies and programs of the government for the fiscal year 2011/12 in the parliament on Sunday.
The government has prioritised peace and the constitution writing process in its policies and program while the rest are repetition of the past program and policies. “The present government is committed to bring the peace process to a logical conclusion,” Yadav read out from 34 page long program and policies in the House.
He also urged the political parties to ‘work day and night focusing their entire attention to constitution making.’ “For this, consensus, understanding and collaboration among all political parties is a must,” he said.
The opposition NC is dissatisfied with the government policies and programs. NC chief whip Laxman Ghimire said the government failed to present specific plans and programs for change. “The government has just integrated programs of UML and UCPN (Maoist),” he said.
Another NC leader, Ram Saran Mahat said the distributive budget would not help economic growth. “I even doubt the implementation of its programs as long as the peace process is completed,” he said.
The government has been saying that a High Level Truth and Reconciliation Commission would be formed to investigate into the issues of disappeared during the conflict as enshrined in the interim constitution like every previous government had promised. The policies and program has prioritised mid-hill highway, which was proposed by previous government.
Similarly, the government has promised scientific land reforms empowering agricultural labourers. It has also said bills pertaining to Special Economic Sector and Investment Board will be tabled in the parliament. It has also said Madhesi issues will be resolved through talks.
These are issues that the previous government had also promised to the public, but none was implemented so far. The government has announced that remittance will be invested in energy and other sectors, which is new. It has also said the donor aid will be granted for Information Technology and Judicial sector
Based on the policies and program, the government is scheduled to present the budget on 14 July. NC is all set to table amendment bills before the budget in the parliament to discuss over the issue.
