Another study points to very high concentrations of poisonous nitrous oxides as well as tiny suspended particulates, due to the increase of vehicles in Kathmandu Valley.Released on 17 August, A State of Global Air Report 2022 zeroes in on two main urban pollutants in over 7,000 cities around the world — particles measuring 2.5μm or less (PM2.5), and nitrogen dioxide (NO2). Household fires, brick kilns, open garbage burning and diesel vehicles are primary sources of PM2.5.Nitrogen dioxide, on the other hand, is a key marker of traffic-related air pollution and is abundant in urban areas like Kathmandu. Nitrogen dioxide belongs to a group of highly reactive nitrogen oxides (NOX) which combine with other gases to form toxic ozone (O3).“NO2 is a pollutant most closely associated with vehicular traffic, and in Kathmandu the concentration of this gas is higher than other cities in the region like Karachi, Dhaka and Delhi,” warns Pant. “The data indicates the need for continued action to reduce emissions at source."Read also: <a href="https://www.nepalitimes.com/here-now/solution-to-pollution/">Solution to pollution</a>, Pallavi Pant and Anobha Gurung<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114131128/637234cf9c7e80680e0c4953jpeg.jpg" alt="" width="1553" height="704">Indeed, a 2016 study by the Institute for Advanced Sustainability Studies found that the emission of oxides of nitrogen have increased significantly in Nepal in the last decade, and is second only to carbon monoxide (CO).Another paper in 2017 by a Yale research group led by Anobha Gurung observed high levels of NO2 with an annual average 22.1 ppb (parts per billion) in 2014. But while diesel buses and trucks emit CO2, carbon monoxide and tiny soot particles, the contribution of two-wheelers has been overlooked.Motorcycles and scooters are considered less polluting because their petrol internal-combustion engines are very efficient in converting fuel to energy. However, their exhausts give off harmful pollutants like hydrocarbons and nitrogen oxides. Two-wheelers with older, two-stroke engines can be an important source of air pollution,” explains Pant. Motorcycles also emit other harmful gases including carbon monoxide (CO) and convert atmospheric oxygen into toxic ozone (O3).Siva Praveen Puppala, an aerosol scientist at the International Centre for Integrated Mountain Development (ICIMOD) says motorcyclists alone cannot be blamed if other forms of public transport are not reliable. He says, “Unless we come up with cleaner alternatives for them, like an efficient mass transit, we are also at fault.”These poisonous gases and suspended particulates together have increased the prevalence of respiratory ailments among Nepalis. In Kathmandu, residents are on track to lose 3 years on average.’Safety measures against Covid-19 such as masking up and avoiding crowded spaces are also effective in preventing a majority of respiratory diseases. There is also an increased level of awareness following the pandemic about the timely diagnosis which has made treatment manageable.Lesser known risk factors like the burning of incense sticks or being around funeral pyres, which can equal to smoking 100 cigarettes a day, should also be communicated. Experts say that the most dangerous pollutant in Nepal are suspended particles smaller than 2.5 microns that are given off indoors from fireplaces, vehicles, brick kilns and open garbage burning. WARNING: Breathing is hazardous to health

Photo: AMIT MACHAMASI</figcaption></figure>The rapidly deteriorating air quality in Nepal demands an overhaul of its over a quarter million diesel-powered buses and trucks as well as a drastic revision of the country’s vehicles mass emission standards, says a <a href="https://www.sciencedirect.com/science/article/abs/pii/S0048969721076178?dgcid=author&amp;fbclid=IwAR3sMSNAiVv0NUa6xcRhZPNOnWVxM2LZXrYHrPzdjmaOqm08s8EMuV44uTc">new study</a>.On the morning of 5 January, the capital, Kathmandu, registered 438 on the <a href="https://aqicn.org/city/kathmandu/">Air Quality Index</a> (AQI)  — 12 times more than the WHO’s suggested maximum limit of 35. The composite measurement takes into account particulate matter, carbon monoxide, sulphur, nitrogen dioxide and ozone.“Using experiment-based emission factors measured on the roadside, we were able to build a comprehensive diesel vehicle emission inventory for the country covering the period from 1989 to 2018,” says Bhupendra Das, lead author and researcher at the <a href="https://www.iass-potsdam.de/en">Institute for Advanced Sustainability Studies</a>, in Potsdam, Germany, and at <a href="https://tribhuvan-university.edu.np/">Tribhuvan University</a>, Kathmandu.Read also: <a href="https://www.nepalitimes.com/banner/breathing-can-kill-you/">Breathing can kill you</a>, Sonia Awale During that period, Nepal’s diesel consumption in the <a href="https://www.scidev.net/asia-pacific/enterprise/transport/">transport</a> sector went up 13 times to 892,770 kilolitres annually, according to the study published online last month in Science of the Total Environment.In building an <a href="https://www.nepalitimes.com/here-now/green-sticker-green-light-to-pollute/" target="_blank" rel="noopener noreferrer">emissions</a> inventory for Kathmandu, Das and his team encountered large uncertainties due to differing emission factors based on vehicle category, fuel quality and maintenance. “We took into account factors like total distance travelled, fuel consumed, mileage, driving conditions, climatic factors, load and the age of the diesel-powered vehicles that were studied,” he says.The team focused on four major pollutants — carbon monoxide, carbon dioxide, black carbon and PM2.5 (particulate matter smaller than 2.5 microns). The researchers found most diesel-powered buses and other <a href="https://www.nepalitimes.com/nepali-times-search/?q=public+transport" target="_blank" rel="noopener noreferrer">public transport vehicles</a> deployed in Kathmandu are old and poorly maintained. Low vehicle speeds, below 20 kilometres per hour, old vehicles with high mileage, the narrow and hilly roads of the Kathmandu Valley, and poor fuel quality were significant contributors to carbon monoxide and other pollutants.Read also: <a style="font-weight: bold; letter-spacing: normal;" href="https://www.nepalitimes.com/banner/happy-new-air/" target="_blank" rel="noopener noreferrer">Happy New Air</a>, Sonia Awale Fuel quality tests showed that 80% of the diesel sampled exceeded the sulphur limits of 350 milligrams per litre as laid down by the public sector <a href="http://noc.org.np/">Nepal Oil Corporation</a>.<a href="https://www.hnbgu.ac.in/sites/default/files/2020-09/alok%20gautam.pdf">Alok Sagar Gautam</a>, assistant professor at the physics department of the <a href="https://www.hnbgu.ac.in/">HNB Garhwal University</a> in Uttarakhand state, India, says that while landlocked Nepal imports diesel and other petroleum products from India, “the origins of sulphur and other contaminants in retail fuel are totally different in India and Nepal”.India has ordered the scrapping of all diesel vehicles older than 10 years from the start of the year. Such a drastic move may be difficult for Nepal to follow. But Das suggests a lowering of the present upper limit of 20 years to 15 with emphasis on strict monitoring of older vehicles for emissions.Read also: <a href="https://www.nepalitimes.com/banner/how-weather-elevates-air-pollution-in-kathmandu/">How weather elevates air pollution in Kathmandu</a>, Jagdishwor Karmacharya and Shanti Kandel“Because this study covers both the historical emission factors as well as recent ones, it is valuable for the development of an emission inventory for India and other countries in the South Asia region,” says Gautam. “What is needed is a scaled-up project covering the whole region.”Previous studies, such as one <a href="https://aaqr.org/articles/aaqr-19-03-achr-0159">published in 2020</a> in Aerosol and Atmospheric Chemistry, had also shown that poor quality fuel, high traffic congestion, old and poorly maintained diesel vehicles were responsible for a large increase in transport-related emissions in recent years.The 2020 study found that timely servicing and maintenance of diesel vehicles could lower black carbon emission by 1.4 times and PM 2.5 by almost three times. It recommended a <a href="https://www.scidev.net/asia-pacific/governance/policy/">policy</a> of mandatory, routine maintenance of the diesel fleet to systematically reduce emissions in the Kathmandu Valley.Read also: <a href="https://www.nepalitimes.com/latest/the-road-to-electric-transportation-in-nepal/">The road to electric transportation in Nepal</a>, Diya RijalDas suggests a different approach, however. “The present scenario in Kathmandu and in the rest of Nepal demands practical, cost-effective solutions to quickly cut emissions. These could start with repair and maintenance of roads, improvement of fuel quality and switching the ageing diesel fleet to at least Euro IV standards.”Nepal’s nationally determined contribution submitted to the <a href="https://www.unfccc.int/">UN Framework Convention on Climate Change</a> envisages promotion of advanced, electric, hybrid, hydrogen-powered, and other types of vehicles running on clean fuels. ‘Nepal must scrap old diesel vehicles’

Below him, dozens of <a href="http://archive.nepalitimes.com/news.php?id=2498#.Yc5xVy2B2t8" target="_blank" rel="noopener noreferrer">brick kilns</a> were spewing out smoke and steam into the city’s air (photo).The rain had washed down suspended particles, but the brick kilns were pumping more smoke into the air we breathe. There have been attempts to relocate brick kilns away from the densely-populated capital, but political patronage means owners are still fouling the air.After the 2015 earthquake damaged most of the Valley’s brick factories, <a href="http://archive.nepalitimes.com/article/nation/brick-factories-still-using-old-polluting-technology,2078" target="_blank" rel="noopener noreferrer">some adopted cleaner technology</a> to reduce emissions. Public pressure and urban growth then pushed most brick factories to the city’s fringes, and they are now  concentrated around Bhaktapur – most of those in the photograph are traditional dirty chimneys.After two years of forced closure during the pandemic, the brick kilns are once more working overtime to fill a backlog of demand from builders. But with politicians bogged down in power struggles, local leaders are too distracted to address the pandemic and pollution crises – both of which affect the human respiratory system.In a public opinion poll in this newspaper just before the 2017 elections, most respondents said <a href="https://www.nepalitimes.com/banner/dirty-politics-dirty-air/" target="_blank" rel="noopener noreferrer">air pollution</a> topped their list of concerns. Pollution has gotten worse since then, but it is unlikely that dirty air will figure in election speeches in 2022.“We have cleaner options like <a href="https://archive.nepalitimes.com/article/nation/earth-bricks-for-cleaner-and-healthier-kathmandu,4161" target="_blank" rel="noopener noreferrer">interlocking earth bricks</a>, so we just need public pressure to make it an election issue,” says environmentalist Bhushan Tuladhar.A pre-pandemic research showed that 40% of suspended particulates in Kathmandu’s air was from brick kilns, 30% from vehicular emissions, and 20% from open burning of trash and biomass. With the exponential increase in cars and motorcycles, the concentration of vehicular pollution at street level is now 70%.“<a style="letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/breathing-is-hazardous-to-health/" target="_blank" rel="noopener noreferrer">Hazardous pollution levels</a> in winter have become the norm, yet the government is not doing much to control it,” says Shilshila Acharya of the Avni Centre for Sustainability. “The public should demand action from our leaders.”Although public awareness about <a href="https://www.nepalitimes.com/banner/how-weather-elevates-air-pollution-in-kathmandu/" target="_blank" rel="noopener noreferrer">air pollution</a> is at an all time high, it has not translated into action by municipalities or the federal government – even though in a democracy elections would be the way to force accountability from public officials.Says Tuladhar: “Campaigning in 2022 for elections, particularly for local government, will give us a platform to build political will to reduce air pollution. People have to be outraged, and the good news is that we have some young and educated leaders taking the lead.”In 2019, <a href="https://www.nepalitimes.com/banner/nepal-is-going-up-in-smoke/" target="_blank" rel="noopener noreferrer">air pollution</a> resulted in the deaths of 42,100 Nepalis, according to one research. Many more were indirectly affected. Vehicular emission, garbage and agricultural residue burning and brick kilns were the main sources of toxic ambient air.Besides shifting to cleaner and greener brick-making technology, controlling garbage burning, and a rapid transition to electric vehicles with government investment in electric mass transit, would be steps that would quickly improve air quality in Kathmandu.Air pollution is leading to the <a href="https://www.nepalitimes.com/latest/double-whammy-air-pollution-and-covid-19/" target="_blank" rel="noopener noreferrer">premature death of Kathmandu’s citizens</a>. It has a huge impact on the economy. The solution is political, and elected officials need to respond to the crisis.Adds Shilshila Acharya: “Politicians as always are big on promises but we demand that they first protect our health by cleaning up the air we breathe. It is a basic right guaranteed by the Constitution. Don't talk about more grandiose plans, just clean up our air first.”

Happy New Air

<figure><img width="900" height="600" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141152/636d02ed9c7e80680e0a36a8jpeg.jpg" alt=""/><figcaption>Photo: NEPALI TIMES ARCHIVE</figcaption></figure><a href="https://www.nepalitimes.com/banner/how-weather-elevates-air-pollution-in-kathmandu/" target="_blank" rel="noopener noreferrer">Kathmandu’s air quality</a> has just got considerably worse, not just because of dirtier air, but because the World Health Organisation (WHO) has revised its Global Air Quality Guidelines, halving the recommended value for annual average pollution levels. Safe exposure to concentrations of harmful particles below 2.5 microns (PM2.5) in diameter every year has now been halved, meaning that many Kathmandu residents could be breathing much more <a href="https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/" target="_blank" rel="noopener noreferrer">polluted air</a> than they throught.On 22 September the WHO updated its Air Quality Guidelines (AQG) such that annual mean concentrations of PM2 should not exceed 5 kg/m3 and NO2 not exceed 10 kg/m3. In addition, peak season mean 8-hr ozone concentration should not exceed 60 kg/m3. The 2005 guideline values for PM2 and NO2 were, 10kg/m3 and 40 kg/m3 respectively, with no recommendation for long-term suspended particles and ozone concentrations.Environmentalist Bhushan Tuladhar immediately took to twitter to respond to the new recommended standard for air quality: ‘The WHO just released its new air quality guidelines which have halved the guideline value for annual average PM2.5 in ambient air. This means Kathmandu, which had annual PM2.5 levels that were about five times higher than the WHO guidelines now have pollution levels that are 10 fold higher.’The new standards are ambitious and reflect the large impact of <a href="https://www.nepalitimes.com/editorial/polluted-politics/" target="_blank" rel="noopener noreferrer">air pollution</a> on public health, and experts hope that it will influence air quality policy across the globe. They recommend bold action to clean up the air at all levels and across all sectors such as transport, energy, industry, agriculture and residential.“Air pollution is a major global public health threat that causes a range of adverse health effects, even at the lowest observable concentrations. The updated guidelines offer a wake-up call, to reconsider current air quality legislation and regulations,” noted a joint statement released by the International Society for Environmental Epidemiology (ISEE) with the European Respiratory Society following the revised guidelines.It adds: “There is ample evidence to strongly support government action to reduce air pollution and address climate change simultaneously. But the most important message is that each reduction in the outdoor concentrations of key air pollutants brings health benefits to the surrounding population, even in places which already have low pollution concentrations.”Additionally, most jurisdictions with <a href="https://www.nepalitimes.com/here-now/solution-to-pollution/" target="_blank" rel="noopener noreferrer">clean air</a> regulations have relied on fixed limit values with little incentive to further reduce air pollution levels once compliance with the limit value is achieved. Given the evidence that health effects occur down to very low concentration levels, future clean air policies must include incentives for progressive lowering of exposures of the entire population, thereby improving health for all.The new <a href="https://www.nepalitimes.com/here-now/how-transboundary-haze-affects-nepal/" target="_blank" rel="noopener noreferrer">air quality</a> guidelines are not legally binding however but experts believe can represent a turning point in the way we approach air pollution globally, and in particular, South Asia where the air pollution levels are consistently high and the health burden is stark.“The new guidelines offer a benchmark for South Asian cities and countries to plan their air quality agenda. This will bring renewed interest in the topic and create an opportunity to push for stronger action,” says Pallavi Pant of Health Effects Institute based in Boston.She adds: “We know where we’d like to get to, and the real discussion now should be focused on the basket of strategies and sectors we need to address.”Air pollution, indoors and outdoors, accounted for some 12% of all death in 2019. Air pollution currently ranks fourth among major risk factors for global disease and mortality, only behind <a href="https://www.nepalitimes.com/latest/why-do-so-many-nepalis-have-high-blood-pressure/" target="_blank" rel="noopener noreferrer">hypertension</a>, smoking and dietary factors.In terms of economic burden, the estimated global health-related external costs were $5 trillion in 2013 with an additional $225 billion in lost labour productivity as per the World Bank Group 2016.Here in Nepal, the new guidelines hardly made it to the news. Nepal doesn’t even have a minister for the environment because of a continued political stalemate.Successive governments in the recent past have made commitments to promote <a href="https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/" target="_blank" rel="noopener noreferrer">electric vehicles and transport for clean air</a>, but they have done the opposite. Earlier this year in the budget, it reintroduced tax rebates. But only this week, Prime Minister Sher Bahadur Deuba’s government slashed taxes on the import of 10 or more diesel buses by new luxury hotels to 1%. It also cut by half the duty on petrol motorcycle assembly in Nepal.The Covid-19 pandemic and subsequent lockdowns over the last two years have shown people that the <a href="https://www.nepalitimes.com/banner/nepal-lockdown-proves-air-quality-can-be-improved/" target="_blank" rel="noopener noreferrer">goal of clean air can be achieved</a>, and it has become even more crucial at this point where the coronavirus cases are going down, vaccinations have picked up and businesses are reopening for the Dasain-Tihar festive season.“There is no shortcut to clean air, we need long-term policies that target major sources including transportation, use of wood/animal dung for cooking and heating, brick kilns, coal power plants, industries and waste burning,” adds Pant ,who is from India.She adds: “Access to clean energy for all is one key policy that can help reduce the burden of air pollution. It is also useful to keep in mind that air pollution is a multi-sectoral problem, and we must engage not just technical experts but also legal and policy experts, economists, healthcare workers and others in developing solutions.In the short term, especially as we approach the winter season, the government should ensure the public that <a href="https://www.nepalitimes.com/here-now/open-air/" target="_blank" rel="noopener noreferrer">air quality data</a> is accessible and understandable. With this information, the public can avoid outdoor activities during hours when the pollution is at its peak and reduce the prevalence of allergies and immediate respiratory illness.

Dirty Kathmandu air gets dirtier

Last week, four people were killed in India’s Uttarakhand, when a fire engulfed 62 hectares of forest area. The Uttarakhand government deployed 12,000 forest guards and firefighters to put out the fire and also called an emergency meeting.  The state has reported 983 incidents of wildfires that have destroyed 105.85 hectares already.In Nepal, no such measures have been taken and there is no account available of the loss of wildlife or areas of forest, to the fires. No smoke without fire

There had been no rain for three months, and the forests were already burning from Piuthan to Pathivara. One forest blaze in Manang started in November and was still raging two months later.During the Nepal Literature Festival in Pokhara in January, guests noticed the summit of Mt Machapuchre devoid of snow and the base of the mountain covered in smoke from a vast forest fire.The blazes then spread to Lamjung and Rasuwa, <a href="https://www.nepalitimes.com/banner/dirty-politics-dirty-air/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/dirty-politics-dirty-air/&amp;source=gmail&amp;ust=1616998051227000&amp;usg=AFQjCNEPru_Q8PRGnvZpCeIL2stw9u2mjQ">blowing the smoke to Kathmandu</a> where the Air Quality Index (AQI) crossed 500 on the <a href="https://www.nepalitimes.com/latest/kathmandu-air-pollution-hits-record-high/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/kathmandu-air-pollution-hits-record-high/&amp;source=gmail&amp;ust=1616998051227000&amp;usg=AFQjCNHn4azWNbMze_6T7pF3JunQg_drkA">afternoon of 5 January</a>, raising calls for the government to declare a health emergency.It only got worse in February and March, and by last week there are hundreds of wildfires spreading right across the Tarai and mid-mountains of Nepal, shrouding the whole country in smoke. People complained of stinging eyes, headaches and breathing difficulties.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111012110/636cd9e69c7e80680e092ecbjpeg.jpg" alt="" width="640" height="480">The Air Quality Index that measures the concentration of harmful particles below 2.5 microns <a href="https://www.nepalitimes.com/latest/kathmandu-air-pollution-hits-record-high/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/kathmandu-air-pollution-hits-record-high/&amp;source=gmail&amp;ust=1616998051227000&amp;usg=AFQjCNHn4azWNbMze_6T7pF3JunQg_drkA">rose to 632 in Kathmandu on Friday, 26 March</a> as a brisk southwesterly breeze blew in smoke from fires in Chitwan, Makwanpur and Parsa.On Sunday, the AQI had stayed above 400 for the third straight day – ten times higher than air quality that the World Health Organization deems safe to breathe, with peaks of 550-600. The smoke was thick enough to blot out the sun and the full moon.<a href="https://firms2.modaps.eosdis.nasa.gov/map/#t:adv;d:2021-03-27..2021-03-28;l:noaa20-viirs,nrt_noaa20-viirs,nrt_modis_a;@85.0,28.1,8z" data-saferedirecturl="https://www.google.com/url?q=https://firms2.modaps.eosdis.nasa.gov/map/%23t:adv;d:2021-03-27..2021-03-28;l:noaa20-viirs,nrt_noaa20-viirs,nrt_modis_a;@85.0,28.1,8z&amp;source=gmail&amp;ust=1616998051227000&amp;usg=AFQjCNFyj2rqx2QMCbzMRR0SV4U1Xd6yOw">NASA satellite images</a> taken on Sunday, 28 March showed extensive fires still sending plumes of smoke across the foothills of the eastern Himalaya and up the river valleys, sometimes right up into Tibet.https://www.youtube.com/watch?v=-lLDTIYP-Us“As required by the Cabinet decision last year on the Air Quality Action Plan, the government should have declared an emergency after the AQI crossed 300,” says environmental activist Bhushan Tuladhar. “This would mean closing schools and factories, reducing traffic and strict controls on open burning.”However, except for a statement by the Ministry of Health warning citizens about <a href="https://www.nepalitimes.com/banner/breathing-is-hazardous-to-health/" target="_blank" rel="noopener noreferrer">high air pollution levels</a> that left it up to them to take care of their own health, a government consumed by political infighting has not been bothered by a crisis that adds to the threat of a Covid-19 surge.Most environmentalists agree that this year’s fire has been unprecedented. Previous wildfires in 2008 and 2012 in Rasuwa and Nuwakot had also turned the sky dark over Kathmandu, but only briefly. What worries them is the extended nature of the current spate of fires that has now lasted five months, and continues to get worse.They say the main reason for this year’s disaster is the extended winter drought, with precipitation over Central Nepal at only 10% of normal, and the dry spell continuing into spring. Scientists are reluctant to make a direct correlation between climate crisis and individual weather events, but studies have shown that climate-related droughts did contribute to last year’s devastating fires in California and Australia."Spring rainfall varies year to year. Last year we had a relatively wet spring. This year is exceptionally dry with forest fires already in January," says Arnico Panday, an atmospheric scientist and senior research fellow at the Institute for Integrated Development Studies (IIDS). "While it is difficult to immediately connect specific events to climate change, which considers average change over decades, there is an expectation that climate change will bring more extreme dry and wet events even if total precipitation stays the same.”There could be other factors at play like accumulated brush in the undergrowth because of the movement restrictions last year that added  flammable material to the forest floor. Spring is a season when many farmers deliberately light fires to encourage new shoots for their livestock to graze on, or before maize planting. These practices could have allowed fires to spread faster this year because the underbrush was already tinder dry.Depopulation of Nepal’s hinterland due to out-migration also means there are fewer people to make and maintain firebreaks in community forests, and also to extinguish local fires when they ignite. Despite the unprecedented scale of the blazes the Home Ministry has not mobilised the security forces and local authorities to take action. National Disaster Risk Reduction and Management Authority has so far only been counting the number of fires, and expressing concern.Besides addressing the immediate health concerns for millions of Nepalis who are <a href="https://www.nepalitimes.com/banner/dirty-politics-dirty-air/" target="_blank" rel="noopener noreferrer">exposed to hazardous air</a> for days on end, the government also has to start looking at minimising the damage during the annual fire season in future.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/wildfires-ravage-nepal-mountains/" target="_blank" rel="noopener noreferrer">This year’s wildfires</a> have received a lot of attention because Kathmandu and other cities were badly affected, but air quality experts say the cumulative impact of vehicular emission and industrial pollution throughout the year is much more harmful to health. There is also cross-border industrial pollution, smoke from crop residue burning, as well as wind-blown desert sand dust, which have been particularly acute in the past months.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111012110/636cd9e89c7e80680e092eccjpeg.jpg" alt="" width="1500" height="745"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111012110/636cd9ec9c7e80680e092ecdjpeg.jpg" alt="" width="1500" height="743"><figcaption> </figcaption></figure>“This week’s forest fires just made the existing air pollution in Kathmandu worse, we should be doing a lot more to reduce vehicular exhaust, brick kilns and open garbage burning,” says Bhushan Tuladhar, a board member of Sajha Yatayat which last week opened a tender for 40 electric buses to upgrade Kathmandu’s urban transport system.And although Kathmandu got a bad name this weekend for topping the list of the <a href="https://www.nepalitimes.com/editorial/polluted-politics/" target="_blank" rel="noopener noreferrer">world’s most polluted cities</a>, experts say such rankings are misleading because they ignore other urban centres like Bharatpur or Simra where the air quality has been even worse for longer periods.“In the past couple of years, we have learnt that the absolute worst air quality in cities like Delhi, San Francisco, Sydney or Kathmandu is found when they are importing smoke from large nearby biomass fires,” explains Arnico Panday, who is also CEO of the Ullens Education Foundation. “Actually it is the vehicles and industries that have larger year-around emissions.”Meanwhile, meteorologists say there is no change in wind direction or rain forecast this week to blow away smoke, or douse the fires. Without any ground or aerial firefighting ability on the scale needed, it may just be that Nepal will have to wait for the fires to burn themselves out.

The <a href="https://www.nepalitimes.com/banner/kangchenjunga-wildfire-visible-from-space/" target="_blank" rel="noopener noreferrer">wildfires are too extensive for Nepal’s meager fire-fighting capability</a>, and besides the blaze is in steep and inaccessible slopes and being spread rapidly by up-valley afternoon winds. <a href="https://www.nepalitimes.com/banner/wildfires-ravage-nepal-mountains/" target="_blank" style="font-size: 15px; letter-spacing: 0.01em;" rel="noopener noreferrer">Wildfires have been common this winter and spring</a> in Kaski and Dhading and Rasuwa districts in central Nepal burning for months. One fire in the forests of lower Manang burnt continuously from November to January.

Wildfires in Nepal cause air quality to plummet

Residents of Kathmandu will have lifespans reduced by up to four years due to dirty air. Even unborn babies are affected by their mothers’ long-term exposure to pollutants.<a href="https://www.nepalitimes.com/banner/dirty-politics-dirty-air/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/dirty-politics-dirty-air/&amp;source=gmail&amp;ust=1611204654166000&amp;usg=AFQjCNEaqcXQ35101er4kLPkBXJlJSmXdw">Dirty air</a> has increased chronic respiratory diseases such as COPD, <a href="https://www.nepalitimes.com/here-now/the-thickness-we-breathe/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/the-thickness-we-breathe/&amp;source=gmail&amp;ust=1611204654166000&amp;usg=AFQjCNGq-gT7u0iIkQAYH0Ttc3u9mspgSQ">asthma</a>, cancer, and cardiac arrest. Air quality in the capital is now so bad, Nepalis are becoming ‘pollution refugees’ – those emigrating to escape the poisonous air.Vehicular emissions, especially from diesel trucks and buses, make up 38% of pollutants in Kathmandu. There are nearly 1 million two-wheelers in Kathmandu that spew out deadly gases like carbon monoxide. Yet, the number of vehicles in the Valley is increasing at 22% a year. Nepal’s import of diesel has tripled in the past ten years.Annual emission tests are mandatory, but a green sticker <a href="https://www.nepalitimes.com/here-now/green-sticker-green-light-to-pollute/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/green-sticker-green-light-to-pollute/&amp;source=gmail&amp;ust=1611204654166000&amp;usg=AFQjCNGhwWcddEO6-dtGR64IhE9bPQHfvQ">can easily be bought</a>, and even home-delivered for the right price. There are no emission tests for vehicles like the breathalyser tests for drivers.A police campaign against drinking and driving brought down the number of traffic accidents all over Nepal by 90% in the past years, saving hundreds of lives. If driver exhalation can be checked for alcohol, why not vehicle exhaust for pollutants? Governance failure. Corruption.We know the causes of air pollution in Kathmandu Valley (vehicles, brick kilns, open fires, roadside dust, in that order). We know the solutions (emission checks, clean bricks, strict monitoring). It is not a lost cause to combat air pollution—all it needs is public pressure and the political will to implement known solutions.As clean air activist, Bhusan Tuladhar recalls in an interview with this week’s <a href="https://www.nepalitimes.com/banner/breathing-is-hazardous-to-health/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/breathing-is-hazardous-to-health/&amp;source=gmail&amp;ust=1611204654167000&amp;usg=AFQjCNG4_jlgvySosjc9eGQzXIBG6YC7ZQ">Saglo Samaj</a>, Kathmandu’s citizens rose up against diesel Vikram three-wheelers in the 1990s. The government responded by replacing them with battery-operated ones. When neighbourhoods barricaded killer kilns in Bhaktapur, the government forced them to adopt cleaner technology.Since transportation is the main culprit, Kathmandu’s answer to clean air is an efficient and reliable mass transit system. Even better: electric public transport. The state has accumulated Rs7 billion from the prevailing Clean Air Tax on fossil fuels, use that for a clean energy transition.But the government has been taking one step forward, two steps back. Prime Minister K P Oli announced two years ago that 20% of vehicles in Nepal would be battery-powered by 2020. But his finance minister Yubaraj Khatiwada re-imposed taxes on electric cars last year.Polluting brick kilns are back in operation, but those will be eventually driven out by urban sprawl. Real estate prices will make land in Kathmandu Valley more valuable for housing than clay-mining to fire bricks. The other big contributor to Kathmandu’s increasing pollution is open garbage burning. In winter, about 5% of solid waste in the Valley is burnt in the open. Municipalities must have a workable solid waste management plan, and impose hefty fines for open garbage burning.<a href="https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/&amp;source=gmail&amp;ust=1611204654167000&amp;usg=AFQjCNFWq5UP8P2EBdion6iA13A9x3Bi4g">Air pollution</a> in Kathmandu is a direct result of political failure. It shows a singular lack of accountability on the part of elected representatives to reducing it— even if they only did it to protect their own health.Air pollution is not just an environmental problem. When the Air Quality Index (AQI) hits 300 every day in winter, it is a public health emergency. It is an economic issue because it is proof that our economy is also going up in smoke. It is a political problem, and evidence that our democracy did not elect people who care for and protect citizens.The central government has failed miserably, it is the responsibility of mayors, metros and municipalities to step in. Wildfires ravage Nepal mountains

Born in Khandbari in eastern Nepal, Parashuram Pathak helped his family around the farm, sold what they grew in the market and lent a hand in the kitchen.&nbsp; After working as a chef in Dubai, San Francisco, Denmark, Australia, and on cruise ships, Pathak has now brought back what he has learnt to the Tusa Restaurant in Bhaktapur that opened on Nepali New Year on 13 April. Tusa uses fresh indigenous ingredients from various parts of Nepal, and fuses them with international methods to produce unique dishes. Pathak is a global Nepali, and is introducing global Nepali cuisine to his homeland. Pathak left an executive chef job to intern at three-Michelin-starred Noma in Denmark, named the best restaurant in the world five times. Noma runs on a philosophy of foraging to rediscover wild local ingredients, and Tusa’s mission is similarly noble: preparing dishes with Nepali ingredients using modern techniques and equipment. “We are taking Nepali food beyond dal-bhat and momo, we are taking it international,” Pathak said on the phone from Sydney. The three realised they shared the same dream, and over the past five years have travelled across Nepal to research their menu, collecting ingredients and ideas from homestays, food carts, and nature. The team then scouted for Nepal’s best architect, and zeroed in on Bhaktapur-based heritage conservationist Rabindra Puri who designed the Malla-era house for Tusa in the Nag Pokhari neighbourhood. Tusa can seat 28, and dining here is a sensory experience with a live kitchen. The chefs cook and place dishes on a large granite countertop with induction sections built in. Behind the counter is a grill on an indoor fire with pulley control to adjust the fire. Everything that can be made in Nepal — chairs and tables, ceramic dishes, the grill — is locally sourced. The executive kitchen/laboratory is downstairs. It is spacious, spotless, and contains appliances rarely seen in restaurants here: a sous vide machine that cooks vacuum-sealed packets at consistent temperatures, and a dehydrator for sisnu nettles. A fresh batch of deep purple kimbu (mulberry) muffins has just come out of the oven. Fridges have dry-aged fish and marigold kombucha. The restaurant serves a tasting menu with six courses, plus surprises. It starts with a fermented potato and millet roti with charred green garlic and tomato chutney. The bread tastes like a mix of alu paratha and kodoko roti with a satisfying, mild flavour. The chefs do not show off, and overdo it. Dishes are tastefully simple and faithful, a theme that runs through the meal. The second course is a filet of fish charred on one side and placed in a broth. It is delicate and smokey, and does not mask the character of the fish.&nbsp; The next is Batuk Chukauni, a Magar dish with a lentil snack and a yoghurt-based potato achar. The batuk, made of lentil batter, is light and the chukauni has potatoes and peas. Photo: VISHAD ONTA</figcaption> </figure>  Next is a skewer of jackfruit with a tamarind and mustard glaze that has the texture of a slice of sausage and melts in the mouth. Then comes the first off-menu item: a steak of watermelon, glazed and grilled, tasting sweet, sour and smokey. After that a palate cleanser sorbet made with laligurans syrup adorned with a frozen candied rhododendron petal. Finally the main course: barbeque chicken and chyakla coarse corn grits. The chicken has been brined, marinated, cooked sous-vide and seared on the grill. The delicate consistency of the chicken stands out. Desert is a smooth, creamy cheesecake that uses the local juju-dhau yoghurt. And the last course is a moist, moss-green sisnu cake laced with mulberry jam and cream.&nbsp; There is nothing gimmicky about Tusa. It is the coming together of skilled Nepalis with international exposure who have mixed what they have learnt abroad with the flavours of home.&nbsp; The tasting menu is Rs3,500, and it may take some time before Nepalis develop a predilection for some of its items. The chefs are excited, vindicated, and relieved. Coming back to Nepal, uprooting successful careers abroad to take a chance on Nepal must not have been easy.&nbsp; Tusa had a soft launch on New Year’s day with Kathmandu-based diplomats. Australian Ambassador Felicity Volk was one of them, and wrote on a Facebook post: ‘Chefs who honed their skills in Australia and returned to Nepal to give back. The return of the natives

For Prime Minister Pushpa Kamal Dahal the past week has been eventful in more ways than one. His Home Minister Rabi Lamichhane’s troubles is shaking the coalition, and there are rumours of the NC and the UML in talks. By-elections in Ilam and Bajhang are set to become a referendum on legacy parties.&nbsp;
In the midst of all this, there was the overnight state visit of the emir of Qatar which was so epic the government declared a national holiday. Qatar and Nepal signed a commerce agreement, and to sweeten the deal the emir was gifted two elephants.&nbsp;
The Qatari visit set the stage for the third Nepal Investment Summit on 28-29 April that will showcase 150 projects for potential investors, including schemes for hydropower, transport, tourism, and agriculture.
Previous investment summits in 2017 and 2019 pledged $13.5 billion and $17 billion respectively, of which not much ever materialised. This time, the investment climate is worse because of political instability, too few laws, and too much red tape. &nbsp;
“The state of Nepal’s economy, combined with bureaucratic hurdles and the challenges faced by foreign investors in land and resource acquisition, has made attracting FDI difficult,” says Pushkar Bajracharya, formerly of &nbsp;the National Planning Commission.&nbsp;

The same woes from the last two investment summits persist. Nepal has had three coalition governments in the last two years, banks are flush with cash because no one is borrowing, &nbsp;and there is a mass exodus of skilled Nepalis.&nbsp;
“Lack of political stability results in policy instability,” explains economist Posh Raj Pandey. “This is why Nepal’s FDI has not lived up to commitments. Potential investors have decided that internal risk factors outweigh any business opportunities.”&nbsp;
Everyone went to sleep after the last investment summit, and there was little preparation for this hurriedly planned one. Nepal’s private sector has long urged the government to amend laws to improve the investment climate. The government did amend nine out of dozens of laws, but through ordinance on Tuesday. &nbsp;
“What kind of message are we sending to internationals when we amend laws through ordinance rather than Parliament?" asks Pandey. “Amendment will not inspire confidence unless they are put into practice, which we historically have not done.”

While some experts think ordinances speed things up, they admit most legal changes brought to address Nepal's investment environment have been ad hoc and limited to paper.
Forget foreign investors, even domestic businesses face obstacles and corruption. Nepal’s internet service providers (ISPs) and the Nepal Telecommunication Authority are on the warpath.&nbsp;
ISPs have been unable to pay Indian firms that provide &nbsp;bandwidth after the government refused to provide them with INR, citing unpaid royalties and taxes.
Such stonewalling is present in just about every sector, dissuading investors in IT, banking and the service industry. Most investors are in natural resource extraction, which has little value added.&nbsp;

This time the government is &nbsp;giving investors a shopping list that includes 18 hydropower projects and 19 transport schemes.&nbsp;
“While hydropower may create short-term jobs, efficiency-seeking investment in the manufacturing, agricultural, and other sectors will create more long-term opportunities for Nepalis, and will be in our best interest,” says Pandey. &nbsp;&nbsp;
Although the summit will have attendees from over 50 countries, most potential investors are from India and China.
“Current investment summits seem to be guided by India and China’s vested interest in Nepal rather than the market and economic possibilities here,” notes Bajracharya. However, Nepal can leverage its proximity to hitch its wagons to these two giant locomotives.&nbsp;
Adds Bajracharya “Our long-term prospects look good, because India and China are set to overtake the US as the world's biggest economies over the next few years, which will attract investors from elsewhere. Our immediate goal must be to first create a conducive investment climate. After that, investments will come.” &nbsp;

Why invest in Nepal?

For a year or two after the 25 April 2015 earthquake, the residents of Kathmandu were too terrified to return to their high-rise apartments. None of them collapsed in the 7.8 disaster, but many sustained serious structural damage. &nbsp;
Fast forward nine years, and they have all but forgotten that frightful day. Kathmandu is back to building substandard structures, even as land prices drive developers to build taller.&nbsp;
With no more space to spread horizontally, Kathmandu is going vertical. But structural engineers say most of the high rises do not take into account seismicity, soil condition, construction methods, quality of raw materials, fire hazard, and search and rescue in collapsed concrete structures.
“Much of our focus since the 2015 earthquake has been on building and construction, but not as much on where we are building,” warns Sangeeta Singh, Professor of Urban Planning and Deputy Director of Centre for Disaster Studies at the Institute of Engineering.

She adds: “Kathmandu is not really suited for high-rises. We have to first test the condition of the soil, but building permits are being issued without this fundamental step.”
Kathmandu Valley is a former lakebed with soft topsoil prone to liquefaction and excessive shaking, as seen during the 1934 megaquake. Many ruptures tore up the surface in 2015. &nbsp;
During an earthquake, the rock layers below Kathmandu ring like a bell and the vibrations on the surface take between 0.5 to 2 seconds for one oscillation. Buildings also vibrate, but at different frequencies depending on their height, construction material, and arrangement of their structural components.
At five floors, the vibration period of a building is 0.5 seconds, which is the same as that for Kathmandu Valley, and this could cause more damage, says structural engineer Surya Narayan Shrestha at the National Society for Earthquake Technology - Nepal (NSET).
“Building anything that is five storeys or higher in Kathmandu needs special design and structural considerations,” says Shrestha.

Technologies exist to reduce seismic risk in high-rises, and these are used in earthquake-prone cities like Tokyo, Los Angeles, Jakarta or Mexico City.&nbsp;
Base isolation, for example, separates the vibration of the land and the building, reducing damage from soil-building resonance. Base isolators move and stretch under pressure, absorbing much of an earthquake's impact by reducing swaying and shaking. &nbsp;
Seismic dampers change the pattern of vibration altogether, dissipating energy as vibrations move across a structure. But these are all expensive technologies, and none of the high-rises in Kathmandu use them.
However, Nepali engineers who can help with technology transfer are working in the field in Nepal and overseas. Kathmandu’s high-rises are already very expensive, and making them seismic-resistant would be an incremental cost.

The shape of high-rises also matters. Reinforced concrete buildings with asymmetric designs of the kind that are seen in newer structures in Kathmandu experience more torsion and shear during quakes. High-rises with regular geometry are stronger. &nbsp;&nbsp;
An even bigger concern is that of emergency evacuation and rescue in case of fire or earthquake. Kathmandu fire services do not have ladders that reach the higher floors of most new structures.
“High-rises mean more people and potentially higher casualties,” explains Shrestha. “We need immediate evacuation routes, fire escapes, emergency ladders, and fire trucks that can reach higher. Right now, safety features are voluntary and not mandatory.”
The street access, shelters, open spaces, and evacuation routes are integral to disaster preparedness and the safety of neighbourhoods and not just buildings. Most new high-rises in Kathmandu have narrow access roads.

Since most of the buildings that survived the 2015 disaster were reinforced concrete structures, it fed the misconception that they are safer. But Himalayan seismologists say that if the intensity and duration of the shaking had been just a little higher, many substandard concrete structures would have collapsed.&nbsp;
And that is the final gap: Nepal’s limited expertise and equipment for search and rescue inside collapsed concrete structures. Kathmandu’s high-rises need to be better prepared for the next Big One.
“Structural safety and design were at the front and the centre after the 2015 earthquake, we also revised some building codes but we are back to square one with contractor-driven construction, especially in peri-urban areas,” says Sangeeta Singh, who is also with the National Planning Commission. “We need to monitor construction as much as design.”&nbsp;
Shrestha at NSET agrees there have been improvements in building practices in the past nine years, but adds, “We have both learnt and unlearnt lessons from 2015. The awareness hasn’t yet translated into action on safety.”

The rise of high-rises

"I shut down my poultry farm as the villagers did not buy fresh chicken from me,” sums up a Dalit farmer from Arghakhanchi district why he had to leave for work.&nbsp;
Most people can sell fresh meat in their villages and make a good profit but Dalits still cannot because people will not buy from them due to caste stigma. Dalits have no choice but to sell their poultry to outside suppliers for lower profits.&nbsp;
“Other hoteliers found out my caste and used it to push me out of competition. They informed my customers of my caste and discouraged them from staying at my hotel,” a Dalit hotelier shares.&nbsp;
The hotel was close to a medical school and had earned a good reputation among hospital visitors, at least until they discovered his caste.
As ‘higher’ caste customers stopped coming, he moved his hotel to the East-West highway, where customers, in a rush, do not have time to worry about the caste of the owner.&nbsp;

“They will knock me out of the business if they know my caste,” says a Dalit who owns a pipe manufacturing business in Western Tarai. He has been in the business for several years. Due to fear of ostracisation from non-Dalits who dominate the industry, he has erased his caste name from all his documents and uses a non-Dalit surname.&nbsp;
These three incidents illustrate deeply rooted caste barriers blocking Dalits from entering and thriving in business even as they make up 14% of Nepal’s 29 million population.
Yet, due to Nepal’s hierarchical caste system, Dalits continue to be looked down upon as ‘untouchable’ and of ‘lower’ rank, and non-Dalits, as per caste norms, do not eat food and beverage items touched by them.&nbsp;
In a 2018 Tribhuvan University study, even seven years after anti-caste discrimination laws were passed, 34% of Hill Dalits and 28% of Madhesi Dalits reported routinely facing caste-based discrimination.&nbsp;
Caste-based barriers obstruct Dalits from freely participating and thriving in business, yielding at least three distinct types of market and non-market barriers.&nbsp;

First, caste bias means ‘higher’ caste groups avoid buying goods and services from Dalits, except for menial labour. In their 2019 book Good Economics for Hard Times, Nobel laureates in economics Abhijit Banerjee and Esther Duflo show that social norms such as caste and patriarchy, and not just price, shape business decisions.&nbsp;
In Nepal’s case, ‘upper’ caste customers examine not only the price and quality of what they are buying but also the social value of goods and services.&nbsp;
Second, companies use caste norms to sideline Dalits out of competition. Development economists confirm that firms often deploy caste and ethnic discrimination to remove their competitors from the playing field.&nbsp;
Third, Nepal’s Dalits do not have easy access to resources such as land, capital, and networks that are usually a precondition to enter and thrive in business. Impoverished by decades of exclusion and discrimination, Dalits do not have collateral for loans. They face social stigma and stereotypes and do not get access to idea-and-trust-based loans.&nbsp;

As a result, they are forced to get by with low capital and higher interest rates. Dalits also do not have strong business networks, nor do they have access to the social spaces where business decisions are made. They do not have a strong community support system, which could compensate for low capital and weak policy networks.&nbsp;
These caste barriers not only block the entry of Dalits into business but also create market failures. Just like the Dalit hotelier in Bhairawa who was pushed out of the market, discriminatory practices allow only a few castes to dominate, forcing customers to buy in a market not governed by price and quality but by non-market measures. Eventually, such caste-based business practices create conditions for cartels and monopolies, blocking the free market.&nbsp;
Caste-biased business practices also yield inefficient resource allocation. Caste-based preferences in recruitment mean businesses are forced to draw from smaller talent pools, and Dalits miss out on opportunities for human development. Resources such as land and capital do not move across social groups, ultimately leading to unequal income distribution and lower economic growth.&nbsp;
Despite the challenges, Nepal is committed to ending discrimination in employment and business. In 1974, Nepal ratified the ILO Convention 111–Discrimination (Employment and Occupation) Convention, 1958. In 2002, the country enacted the Bonded Labour (Prohibition) Act, formally ending forced labour such as Kamaiya, Haliya and Haruwa-Charuwa. In 2020, Nepal Rastra Bank issued a guidance note to encourage loans to Dalits of up to one million rupees on concessional interest rates.&nbsp;
While the commitments on paper have been swift, they have not led to tangible results. In 2023, the ILO Experts’ Committee called for Nepal to implement Convention 111 to address discrimination against Dalits and to promote their access to productive resources such as land and capital.

Ahead of its upcoming graduation to middle-income country status in 2026, Nepal has prioritised private sector-led development, hoping to increase investment from domestic and international investors. The Nepal Investment Summit this weekend is designed to attract investments.&nbsp;
While these are welcome moves, Nepal should not miss the opportunity to free itself from barriers holding back the Dalit community. By unlocking Dalits from discrimination, Nepal can add to its human capital, ensure fair income distribution, increase resource allocation efficiency, and augment economic growth.&nbsp;
We need research on how caste-based discrimination has reinforced market failures. The business development capacity of Dalits needs to be enhanced by creating better access to information and business networks. Nepal’s macro and micro-economic policies should combat visible and invisible caste-based business barriers.&nbsp;
Monetary policies can grant Dalits access to non-collateralised finance at concessional interest rates, and tax exemptions can create a level playing field. Finally, there could be a policy guarantee that the government, as one of the largest buyers, purchases goods and services from Dalits.
