Bhogendra Kathayat successfully defended his PhD thesis at Tribhuvan University, and the very next night he was at Tribhuvan International Airport.&nbsp; No, not to emigrate, but to captain a Nepal Airlines Airbus A330 on a 7-hour flight to Narita. Capt Kathayat, 41, is now the only PhD airline pilot in Nepal, and one of a handful actively flying internationally. Read also: <a href="https://archive.nepalitimes.com/page/women-standing-above-the-ground">Standing above the crowd</a>, Ayesha Shakya Born in the village of Sanischare in Morang to a farming family, it was a hard life. Money was always short, and the four siblings went to a village school with mud floors.&nbsp; Kathayat excelled in his studies, earning a scholarship after topping the entrance exam out of 1,000 students for admission into<a href="https://nepalitimes.com/banner/tri-chandras-run-down-state-is-a-microcosm-of-nepal"> Tri Chandra College in Kathmandu</a>. Always good in maths, he passed his MSc in Physics with flying colours – which may be why he took up flying next.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024082213088_f1f4ffbfff44f8701cf6808495375afecc6f978632e5c1090af614ed5ccf2b45.png" data-media-id="editor_2" data-image-id="2024082213088_f1f4ffbfff44f8701cf6808495375afecc6f978632e5c1090af614ed5ccf2b45" data-rendition-name="original" width="1298" height="1316" loading="lazy" alt="doctor-pilot Capt Kathayat NT1"> </figure>  This was 2006, <a href="https://archive.nepalitimes.com/news.php?id=10616#.YV7B7tVBypp">the conflict</a> had just ended, and Nepal Airlines announced a scheme for pilot training. His parents did not have the collateral to afford the Rs3.4 million loan to pay for flight school. But Kathayat managed to borrow from relatives, and was off to Kota Bahru in Malaysia.&nbsp; When he returned after a year to join Nepal Airlines, Kathayat was flying Twin Otters but did not even have a driving license because he could not afford a car or motorcycle. He was a Himalayan bush pilot for the next seven years, flying in challenging weather and terrain to remote airfields carved out of mountainsides.&nbsp; Read also: <a href="https://nepalitimes.com/banner/60-years-of-living-dangerously">60 years of living dangerously</a>, Kunda Dixit In 2015, <a href="https://nepalitimes.com/latest/jet-closure-benefits-nepal-airlines">Nepal Airlines</a> bought two Airbus A320s, and Capt Kathayat was off to Toulouse – leaping straight from Twin Otters to twin jets. But it was easier for him than for colleagues who had been flying 757s, because Boeing and Airbus have different philosophies of flying. After being on 320s for three years, Kathayat upgraded to the bigger Airbus A330s, but still does not have a car license and arrived for this interview in a Honda Unicorn. “Although I felt like aviation was in my blood, there was this nagging sense that my education was incomplete,” Capt Kathayat recalls. Meeting Nepal’s foremost atmospheric scientist Arnico Panday on a flight, he was convinced that Nepal needed more scientific research into<a href="https://nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking"> air pollution</a>. Since Panday is an aviation buff himself, they devised a way to use decades of visibility data from Nepal’s airports to come up with policy-level solutions to <a href="https://nepalitimes.com/business/making-monsoon-flying-safer-in-nepal">improve aviation safety</a> as well as public health.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240822120848_523fef9cb91959c2b39f2798fbbd066d9d55f4c9778ff692dd957cb58cdd827e.png" data-media-id="editor_8" data-image-id="20240822120848_523fef9cb91959c2b39f2798fbbd066d9d55f4c9778ff692dd957cb58cdd827e" data-rendition-name="original" width="1922" height="1062" loading="lazy" alt="doctor-pilot Capt Kathayat NT3"> <figcaption>Capt Kathayat(right) and Arnico Panday(left)</figcaption> </figure>  Capt Kathayat used long layovers in Dubai, Doha and Tokyo to pore over historical airport data from Bhairawa and Kathmandu to look into how domestic and crossborder pollution sources, humidity, or aerosols affected the optical property of suspended particulates. He also analysed seasonal and time of day variations. The results were predictable: the number of days with <a href="https://nepalitimes.com/editorial/good-cop-bad-cop">heavy smog in Kathmandu</a> increased steeply after 2000. The days when planes could land under visual flight rules (VFR) had gone down in Bhairawa, especially as winter fog had become thicker, more frequent and long-lasting.&nbsp; Kathayat’s PhD thesis also carries recommendations. Bhairawa may not always be useful as an alternate airport for big jets in winter because it is fogged up when Kathmandu visibility is also below minima. Bhairawa will need a Cat II Instrument Landing System (ILS).&nbsp; The long-term solutions are to control pollution at source, and in Kathmandu that means vehicular emission, open garbage fires, cross residue burning, and in Bhairawa reducing industrial and crop burning. But for both airports, visibility will remain marginal unless pollution is controlled in north India. Capt Kathayat’s PhD adviser,<a href="https://nepalitimes.com/banner/arnico-panday-the-political-scientist"> Arnico Panday who is also a member of the opposition RSP</a>, is a proud mentor. <figure><img width="1448" height="1084" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d07cb9c7e80680e0a5fddjpeg.jpg" alt=""/><figcaption></figcaption></figure>The long-overdue privatisation of state-owned Nepal Airlines has become a political hot potato, but with Sher Bahadur Deuba of the Nepali Congress  (NC) now taking over from K P Oli the loss-making carrier may have a better chance at divestment.The last days of the Oli administration was rife with speculation that the airline’s board was preparing to offload some of its shares to the Yeti Group, which many believe was close to the former prime minister. The once reputable Royal Nepal Airlines has been <a href="https://archive.nepalitimes.com/article/business/saving-nepal-airlines-with-fleet-route-expansion-drives,1983" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/business/saving-nepal-airlines-with-fleet-route-expansion-drives,1983&amp;source=gmail&amp;ust=1626834166121000&amp;usg=AFQjCNF5qYb0YVxWCZVTlHKKotcgNYG6tA">mired in scandals and mismanagement</a> ever since the restoration of democracy in 1990. Political parties in government used the carrier <a href="http://archive.nepalitimes.com/news.php?id=8325#.YPYcpy9w0Wo" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D8325%23.YPYcpy9w0Wo&amp;source=gmail&amp;ust=1626834166121000&amp;usg=AFQjCNHD8BAxuQoXlVdZxA0xt-jaNMU5OA">as an employment agency</a>, and <a href="http://archive.nepalitimes.com/news.php?id=6057#.YPYcsi9w0Wo" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D6057%23.YPYcsi9w0Wo&amp;source=gmail&amp;ust=1626834166121000&amp;usg=AFQjCNGlRzw66RDzay3rYY4reIB_J0w9Mw">pocketed kickbacks</a> on aircraft leases.Now, despite strong opposition from employee unions and some in government, the Covid-19 pandemic and its economic fallout has left Nepal Airlines Corporation (NAC) no other option. The flag carrier lost over Rs5 billion last year as flights were grounded and domestic passenger volume shrank by 73%, and international passengers went down by 86%. These losses could be a mortal blow to the company, which has racked up a debt of Rs47 billion, and never registered a profitable year in its 63 years of existence. Yet, even when flying through severe turbulence, NAC has somehow stayed afloat because of multiple government bailouts totalling Rs31 billion over the years. Now, NAC’s situation has become so desperate that the government’s benevolence is wearing thin. As prime minister in 2019, Oli rebuffed pleas for government subsidy from NAC executives saying the carrier had to learn to stand on its own feet.“Currently NAC is a costly white elephant,” says Surya Raj Acharya, an expert in development and infrastructure policy. “The practice of the government always having to rescue public sector companies is wrong.” <figure><img width="2398" height="1274" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d07ce9c7e80680e0a5fdejpeg.jpg" alt=""><figcaption> </figcaption></figure>The airline’s debts have skyrocketed because of its <a href="https://www.nepalitimes.com/banner/nepal-airlines-has-new-planes-but-no-new-plans/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/nepal-airlines-has-new-planes-but-no-new-plans/&amp;source=gmail&amp;ust=1626834166121000&amp;usg=AFQjCNHc9M-QzUx-aLxc_hv4jM7jW2eX8Q">purchase of four brand new Airbus jets</a> before the pandemic hit, as well the induction of six Chinese-made turboprops which have been grounded. The government currently shoulders all of NAC’s debts, pays off all its loans and is also the company’s guarantor and manager. Partially privatising the carrier would ensure that the government handles only its own share, while hopefully making the company competitive and profitable. It would also lessen the revolving-door politically-influenced appointments and interference in management.A corporate culture of <a href="http://archive.nepalitimes.com/blogs/kundadixit/2015/11/02/prepared-for-takeoff/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/blogs/kundadixit/2015/11/02/prepared-for-takeoff/&amp;source=gmail&amp;ust=1626834166121000&amp;usg=AFQjCNHsSUGrq815MKIc8NUhg5qXAnHMGg">meritocratic employment and reward</a>, more professional management and improvement in reliability and service could turn the airline around. Just relying on flying Nepali <a href="https://www.nepalitimes.com/here-now/nepals-diaspora-comes-to-the-rescue/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepals-diaspora-comes-to-the-rescue/&amp;source=gmail&amp;ust=1626834166121000&amp;usg=AFQjCNFEqcX5_KoN3Wu-tOA1cixqTJ9orQ">overseas workers and the diaspora</a> would guarantee a strong load factor.Even so, plans to privatise and transition the company from full state ownership to only majority control have been<a href="https://www.nepalitimes.com/banner/keeping-nepal-airlines-airworthy/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/keeping-nepal-airlines-airworthy/&amp;source=gmail&amp;ust=1626834166121000&amp;usg=AFQjCNFl7bnK4oPk2Ux-1HdtKChxHP-rGA"> repeatedly shelved </a>over the years even as other state-owned companies were privatised. NAC employees padlocked offices and went on strike on 6 July after the Board of Directors sent management letters and draft regulations for privatisation to the Ministry of Culture, Tourism and Civil Aviation on  27 June. In response, on 11 July NAC senior management released a notice categorically denying any move towards privatisation.  <figure><img width="796" height="524" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d07d19c7e80680e0a5fdfjpeg.jpg" alt=""><figcaption> </figcaption></figure>Government hesitation to act and employee agitation stem from a history of bitter experiences. Nepal’s post-1990 liberalisation boom saw the then-ruling NC initiate a wave of privatisation, albeit with disastrous results. Most newly-privatised companies, such as Gorakhkali Tyre, Bhrikuti Paper, Harisiddhi Bricks, and Bansbari Leather Shoes were unable to cope with the ownership change and folded. As a result, the state has shied away from concrete action on privatisation even if it would remove immense financial burdens. Now, with the NC back in government, there is a chance Nepal Airlines de-nationalisation could be in the cards — even though the worst scandals in the carrier’s history have involved NC politicians.To be sure, Nepal has had privatisation success stories too, with the likes of Nepal Telecom, Nepal Bank, Electricity Generation Company, Rastriya Banijya Bank and Timber Corporation Nepal all in profit, and they have improved their service after switching to a company model.The airline’s Board of Directors move to privatise was based on a report by the Corporation Reform Committee in mid-September 2019 to then Aviation Minister Yogesh Bhattarai. ‘Preparations must be made to convert the Corporation into a limited company under prevailing laws,” the report said, while also recommending restructuring ownership so that 51% of the airline remained in government hands. ‘Once the company is set up, ownership must be structured and shares distributed in such a way that it gives ⅓ of total paid-up capital to those responsible for management while sharing the rest among industries in tourism, local banks and financial agencies, company employees, the government and the general public,’ the Advisory Committee’s report notes.  <figure><img width="733" height="471" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d07d49c7e80680e0a5fe0jpeg.jpg" alt=""><figcaption> </figcaption></figure>Member of the NAC Board Buddhi Sagar Lamichhane says: “Our understanding is that the corporation cannot survive under the existing structure, and managerial capacity. However, the government has the final say on any decision.”But the state’s backtracking has dismayed pro-privatisation executives. As early as 2002, another committee had recommended that the NAC switch to a company model with only majority government ownership.A new task force was then set up to review that report and present an action plan with the National Planning Commission’s Shankar Sharma. This task force presented its suggestions in 2002, backing the recommendation that the airline should either be privatised or dissolved. A report by the International Civil Aviation Organisation (ICAO) recommended in October 2004 that NAC be split into two companies for domestic and international air travel. Other committees followed in 2005 and 2010 recommending that NAC be scrapped with its employees, contracts, capital and liabilities shifted to a new Limited Liability Company (LLC) and registered with the Company Registrar’s office. Like all the committees before them, these reports just gathered dust.  <figure><img width="1752" height="1146" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d07d69c7e80680e0a5fe1jpeg.jpg" alt=""><figcaption> </figcaption></figure>But perhaps the most promising move towards privatisation came in 2017 when the government actively sought strategic partners from the US, Australia, France, Australia and Germany. Only Lufthansa Consulting from Germany responded, and the Nepali side managed to bungle even that deal, with the Council of Ministers taking too long to give the Finance and Tourism Ministries the go-ahead.“Strategic partnerships are a must if the flagship is to be saved,” says former Finance Secretary Shankar Prasad Adhikari. “There is no reason for the government to keep bailing out a company that perennially haemorrhages tax-payers money like Nepal Airlines.” There are lessons to be learnt from Air India which accumulated losses of a staggering INR5 trillion, as the government finally moves to private the flag carrier.  However, experts caution that with the global downturn in aviation, even privatisation may not save Nepal Airlines. Even so, cutting costs, streamlining the fleet, and launching a strategic recovery plan could still save the carrier. But it would be unrealistic to expect that without privatisation and better management.

Nepal Airlines privatisation still stuck

It is adding two more ATR-72 aircraft when others are selling or mothballing their planes. This is driven by a spurt in domestic traffic when flights resumed last September. A combination of low fuel costs and a fear of travelling by bus convinced many to fly. Forced to tighten their belts, airlines have also reduced overheads so cheaper fares are possible for middle-class Nepalis. Trunk routes, including between Kathmandu and Pokhara are packed with domestic tourists. Nepalis are flying where they had not flown before, like on Mt Everest sightseeing flights which used to be mainly for international tourists. Innovative strategies like buy-one-get-one-free to use aisle seats have meant that the weekend mountain viewing flights are full.Nepali Times spoke to Buddha Air founder Birendra Bahadur Basnet about the lessons of the pandemic and his future plans.Nepali Times: How did Buddha Air tide over the Covid-19 crisis? Birendra Bahadur Basnet: From our very inception 23 years ago, we were very focussed on prudent fiscal discipline that helped us ride out the pandemic and to survive the worst crisis in the 100 years of global aviation history. During the pandemic, our overdraft hit the sky, we had maintenance and insurance costs despite the lack of revenue. We tried to manage cash flow the best we could, and put salaries in staff accounts. We encouraged team spirit, and collective ownership of the airline by all our 1,100 staff. This gave us the strength to survive and grow. Every crisis creates an opportunity, and we created our own opportunity. The last two months were the most difficult. We brought everyone down to a basic salary. We decided that everybody has to contribute for the survival of the company. This is because the Covid crisis has actually opened up a new business avenue for us — domestic passengers. What helped was the reduction in aviation fuel price and lower overheads, which allowed us to reduce fares. This in turn made it possible for a big jump in domestic passengers. In December 2020, we carried 20% more passengers than the previous December. We knew that Nepali passengers would be our bread and butter. And we started planning for a Covid-19 prevention protocol three months before we started operations. We trained all our employees, implemented the procedures, we did a lot of drills, we were able to convince passengers that it will be 100% safe to fly Buddha Air. That was the strategy that allowed us to keep flying. How badly were you hit by the loss of tourist traffic in 2020? We used to carry about 900 tourists a day pre-Covid. We are now sustained by the Nepali flying public. Nepalis who used to travel by bus have shifted to aviation because fares are comparable. So when the tourists return, it will be a bonus.What is your reasoning behind flying to remote areas within Nepal?From September 22 we are starting operations to Lukla and Taplejung in eastern Nepal from a new hub in Manthali. For this we are acquiring two STOL (short takeoff and landing) aircraft, and we are currently comparing the Viking Twin Otter and Textron Sky Courier.   <img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110101156/636ccb749c7e80680e08bbc4jpeg.jpg" alt=""><img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110101156/636ccb779c7e80680e08bbc5jpeg.jpg" alt="">Why Manthali?Manthali because congestion and visibility at Kathmandu airport forces planes to go into long holds to land and take off. Flights are longer, are delayed and are unreliable. From Manthali, it will be a very short haul to Lukla, only 17 minutes. One aircraft can perform 10 shuttles between Manthali-Lukla in one morning. Our plan is to provide transport to and from Manthali, get passengers to drive two-and-half hours to Manthali one day before, stay overnight in our lodge, and the package will be cheaper than the current fares for Lukla.How about other sectors?We will serve STOL airfields in western Nepal like Jumla, Rara, Simikot, Manang, and of course Jomsom, from our Pokhara hub starting September 2023. That will also be a game changer for rural aviation in Nepal. Many of these airports have been blacktopped, some like Simikot need runways extended, and we are talking to the Civil Aviation Authority to upgrade navaids. And once flights are reliable, passenger confidence will grow and it will open up a neglected part of the country to tourism and travel.We think there is potential for Pokhara-Nepalganj post-pandemic as Indian tourists arrive. We are planning to evolve the Lucknow-Nepalganj-Pokhara package for Indian tourists through Buddha Holidays, our 100% subsidiary. <img width="640" height="427" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110101156/636ccb7a9c7e80680e08bbc6jpeg.jpg" alt=""><img width="640" height="427" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110101156/636ccb7c9c7e80680e08bbc7jpeg.jpg" alt="">Why did you shelve your international expansion plans? Once you are making a profit and consolidated, you have to expand, that is the golden rule of business. You don’t expand when you are making a loss, which a lot of business entities have learnt the hard way. So, before the pandemic we were thinking of international operations and did a lot of homework, we did a technical evaluation of Boeing 737, Airbus 320, Embraer 190. But international flights do not just depend on good internal management, there are external factors. We would actually make a loss if we went international at this juncture. We are always ready to fly international from Pokhara’s new airport, we have the capacity, we have the license, but the government has to help remove all the constraints.What are the prospects of a revival of international tourism? I am not very optimistic about 2021, but 2022 will be a good year. If the Nepal Indian border opens, we will see an inundation of Indian tourists by road and air. Not sure about Chinese tourists because that is determined by their government. Once the vaccine is available, there will also be a return of international tourists. That will be momentous in 2022, and we have to prepare ourselves for that scenario.What should the Nepal Tourism Board be doing?We can have another interview on that. They need a lot of things that they have not done because of political instability and leaders focussed on other issues rather than development. They need to start marketing in an unconventional way. Nepal should be able to convince global tourists that flying is safe within Nepal; Nepalis have been flying without being infected because the protocols have been established. We can create that confidence in the international tourism mindset. People have been locked down for so long; they want to get out — especially to be in nature, in a pristine environment, open spaces. That should be Nepal’s selling point to revive tourism.

"Pokhara will be a game changer"

The quota for repatriation flights had come under fire for being inadequate, impractical and driving up airfares by up to five times.“As long as passengers have PCR negative reports, airlines will be allowed to conduct any number of flights, but the passengers will have to stay for two weeks in home quarantine,” Tourism and Civil Aviation Minister Yogesh Bhattarai said in an interview on Thursday.On 1 September, the government had allowed 10 international airlines to restart limited regular flights as well as repatriation flights from the Gulf and Malaysia stipulating that only 500 passengers would be allowed daily because of physical separation requirements at the airport. It increased that number to <a href="https://www.nepalitimes.com/latest/flights-to-nepal-limited-by-airport-capacity/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/flights-to-nepal-limited-by-airport-capacity/&amp;source=gmail&amp;ust=1599881394566000&amp;usg=AFQjCNF0MjYgBmo206-6-6xETJ2KJm0rOg">800 this week. </a>Bhattarai said the daily quota for arriving passengers would now be raised up to 3,000.However, only Nepali passengers and representatives of embassies and international agencies and their families are allowed to fly to Kathmandu for the time being. No tourists are allowed, and there is still no decision on flights to and from Indian cities, where thousands of Nepalis are stranded, even though people can cross the land border from India.https://www.youtube.com/watch?v=IlIxeirVfycMinister Bhattarai also did not explain why passengers arriving with PCR negative reports still had to spend six hours or more at holding centres in Kathmandu before being allowed to go home for self-isolation. 
Some 80,000 Nepali workers have flown back from the Gulf and Malaysia since <a href="https://www.nepalitimes.com/latest/after-10-weeks-first-overseas-nepalis-repatriated/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/after-10-weeks-first-overseas-nepalis-repatriated/&amp;source=gmail&amp;ust=1599881394567000&amp;usg=AFQjCNEbXMiJZvQPYeNjvRSvmCKvD2Ad8g">repatriation flights began in mid-June</a>, but there are still about 100,000 workers waiting to return. Nepali workers who were on vacation when the lockdown went into effect are also waiting to fly out.  
In addition, there are also Nepalis in Europe, North America, Australia and Japan who are waiting for cheaper flights back.
The move follows heavy criticism that the government was not allowing <a href="https://www.nepalitimes.com/latest/to-many-stranded-nepalis-not-enough-flights/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/to-many-stranded-nepalis-not-enough-flights/&amp;source=gmail&amp;ust=1599881394567000&amp;usg=AFQjCNGxrvrn8yga9TIHSOMFf4gArqrd7w">repatriation flights</a> even for Nepali workers whose employers were paying for fares, and for governments like the UAE and Kuwait which have offered to fly back Nepalis for free.
The government is also getting the Labour Ministry and embassies to strengthen coordination and expedite the repatriation of stranded workers who need support for their return using the <a href="https://www.nepalitimes.com/opinion/brokers-going-for-broke/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/brokers-going-for-broke/&amp;source=gmail&amp;ust=1599881394567000&amp;usg=AFQjCNG7BGm87RU8uNuImfZSqxXgW0wifw">Foreign Employment Welfare Fund.</a>
Minister Bhattarai told a webinar organised by the Society of Economic Journalists of Nepal (SEJON) that the government was preparing to allow domestic flights from 1 October. The government has twice postponed the resumption of domestic flights after a surge in Covid-19 cases since mid-June.
Bhattarai also said the government was trying to promote domestic tourism to compensate for the lack of tourist arrivals. The government was thinking of announcing two-day weekends so Nepalis are encouraged to travel within the country, he added.

Because of terrain, Kathmandu is a one-way-in-one-way-out for bigger jets, and taxiway extension would have allowed planes to land and takeoff more frequently, shortening the holding time.When the airport opens, passengers will have to get in three hours before their flights because of the delays caused by the new COVID-19 prevention procedures. The airport will also have a quarantine centre for incoming passengers who have a temperature or symptoms.

Kathmandu airport gets facelift during lockdown

On Friday, Prime Minister Oli extended the ban to all international flights from 22-31 March.The confusion appears to have been created by the two orders, and doubts about whether one superseded the other.The Boeing 737 had been refused landing in Kathmandu at first after the European national was found to be on board, but was allowed to land to refuel at 8:30pm on Saturday. Passengers were prevented from disembarking for three hours as the authorities debated what to do, and passengers inside the plane grew increasingly angry.At first they ordered the plane to fly back to Singapore, but as political pressure mounted and passengers started calling relatives, Tourism and Civil Aviation Minister Yogesh Bhattarai is learnt to have intervened. He is said to have argued that it would send the wrong message internationally if Nepal refused to allow entry to its own citizens. Most of the passengers were Nepali nationals.Similarly, 64 Nepalis who had arrived on Thai International and Air India have also been sent to the Kharipati quarantine centre on Saturday because they arrived from countries restricted after Friday midnight, which include Europe, Malaysia, South Korea, Japan, and Iran. Most of the passengers were said to be Nepalis trying to get home from Malaysia and the Gulf and using Bangkok and New Delhi for transit.Kathmandu Airport immigration chief Sagar Aryal said the transit passengers were sent to Kharipati quarantine centre because they arrived from countries that had already been banned. The Dutch national on Silk Air has been sent to Kharipati isolation centre, while the other passengers were released with orders to self-quarantine.All Singapore bound passengers on the return Silk Air flight were taken to hotels in Kathmandu and will fly out on Sunday just before the ban on all international flights goes into effect.Short-term visitors will no longer be allowed to enter or transit through Singapore from 11.59pm on Monday March 23 after two patients died from Covid-9 complications. They were the first deaths in Singapore, which has seen 430 cases, of which 140 have recovered. Most new cases are brought in by visitors, the government said.

It has been operating flights to and from  Kathmandu since 2013, and more than 90% of its passengers are bound for onward destinations in Europe and North America.“This is the just a part of long journey that Turkish Airlines will has undertaken in promoting Nepal,” said the carrier’s Nepal manager <a href="https://archive.nepalitimes.com/article/interview/turkish-airlines-four-years-in-kathmandu,3973" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/interview/turkish-airlines-four-years-in-kathmandu,3973&amp;source=gmail&amp;ust=1576933289719000&amp;usg=AFQjCNFTdci0Oz-HAoH8Hg4XdyEkLZUK9Q">Abdullah Tuncer Kecici</a>. “This partnership will strengthen Turkish Airline’s promotion of Nepal through its destination advantage.”Turkish Airlines has one of the largest international networks flying to 320 destinations in 126 countries. However, a deterrent for international carriers like Turkish is the <a href="https://www.nepalitimes.com/banner/high-cost-lays-aviation-low-in-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/high-cost-lays-aviation-low-in-nepal/&amp;source=gmail&amp;ust=1576933289719000&amp;usg=AFQjCNGXdBZRwrcW-HRUazyFXuACS_YPvQ">high operating cost at Kathmandu airport</a>, mainly because the aviation turbine fuel here is nearly twice as costly as in New Delhi or Bangkok.Vaidya pointed out that a one-way flight on Korean Air from Seoul to New Delhi is about $600, but Seoul-Kathmandu is more than $1,000. This is because of high ground handling and landing charges, high cost of refuelling, and planes having to burn extra fuel during long holds for landing at Kathmandu due to congestion.The price of jet fuel in Kathmandu is $1,000 per kL, almost double the cost in New Delhi and Dhaka ($525/kL) and much higher than in Beijing ($750/kL). Cost of ticketing, handling and landing fees are much more expensive in Kathmandu compared to other Asian airports. A widebody aircraft has to pay  $6,000 for ticketing and ground handling per flight, which is also twice the amount in Delhi or Bangkok. Landing charges are similarly 30% higher in Kathmndu than in other South Asian airports.“Kathmandu airport <a href="https://www.nepalitimes.com/opinion/kathmandu-airport-is-nepal-in-a-microcosm/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/kathmandu-airport-is-nepal-in-a-microcosm/&amp;source=gmail&amp;ust=1576933289719000&amp;usg=AFQjCNEktvHnnT5kTNnyhMhcAyhS1UgLQQ">has seen some improvement</a>, and we will see more upgrades in the coming weeks,” Vaidya said. “However, the concerned authorities have to look into the high operating costs so that Nepal is a competitive destination for international airlines to fly to.”Other European carriers like Finnair have been scoping out Kathmandu flights, but they have been deterred by the European restrictions as well as high costs in Kathmandu, Vaidya added.He also said the government had formed a task force to look into removing the two-tier fares for foreigners and Nepalis in domestic flights as a further incentive to bring tourists to Nepal in 2020.Vaidya said there was also great potential for Turkish tourists to visit Nepal, as well as Nepalis vacationing in Turkey either as a destination or enroute from Kathmandu. He added that there is now a need for Nepal and Turkey to have embassies in each other’s countries to promote cultural and economic exchanges.

Turkish and Visit Nepal 2020 sign MoU

The plane deployed iconic parachute from its tail on landing to slow down the plane because of Kathmandu airport's elevation and short runway at the time.After that, Thai used DC-9s and the bigger four-engined Douglas DC-8 on the route, bringing Nepal closer to the rest of the world and promoting tourism in Nepal through its Asia-Pacific and Europe network. In the 1970s, Thai International had a management contract with SAS, sharing crew and aircraft, and aggressively promoted tourism to exotic Asian destinations like Bali and Kathmandu from Bangkok.Thai International was also the first airline to start widebody service to Nepal with the Airbus 310 and Airbus 300s, and 15 years ago started flying its new Boeing 777s to Kathmandu. It dropped its Calcutta stopover, and increased the frequency to daily flights with convenient connections to other destinations in the airline's network.

Thai marks 51 years in Nepal

But Air Traffic Control (ATC) only gave permission to tow at 8:35pm because all three bays for widebodies were occupied. Passengers boarded the plane at 9:35pm, and refuelling was finished at 9:37pm. The engineering team cleared the flight at 9:45pm, and the plane closed its doors two minutes later. The pilot asked the ATC for permission to taxi out to runway 20. ATC asked the plane to hold while a Dragon Air Airbus 330 taxied out for takeoff. The Hong Kong-bound flight took off 3 minutes before the cutoff time of 10pm The ATC then informed the Nepal Airlines flight that since the airport was closed, it would not have the clearance to take off.Since 1 April, <a href="https://www.nepalitimes.com/banner/try-visiting-nepal/" target="_blank" rel="noopener">Kathmandu Airport</a> has been closed for 10 hours daily for runway repairs. Airline staff were livid at the Tower for not even giving a leeway of 5 minutes when it was their fault for delaying the towing in the first place.According to Nepal Airlines, the plane requested permission to take off several times, but the airport officials ignored the pilot. ATC staff say they were busy discussing the request with higher officials, but did not get the requisite permission to extend the cutoff by 5 minutes. Miscommunication between airport officials and plane crew seems to be the cause of the confusion.<a href="https://www.nepalitimes.com/banner/keeping-nepal-airlines-airworthy/" target="_blank" rel="noopener">Nepal Airlines</a> offered to put up all 257 passengers at hotels in Kathmandu, but 163 passengers refused to disembark from the plane, saying they would not budge until the plane took off. The Airline had to incur a loss of Rs1.5 million to pay for overnight hotel for passengers in Kathmandu and Dubai.“More than the money lost, the passengers had to go through a lot of trouble because of the incident,” said Nepal Airlines spokesperson, Capt Vijay Lama. “It gave the carrier a bad name for no fault of its own. It also gave the impression the airport can treat the national flag carrier in any way it likes.”The passengers stayed in the aircraft all night, and were finally forced out by police early in the morning of 3 April, and the plane took off for Dubai at 8:45am -- 11 hours behind schedule. It was the Home Secretary who is said to have issued to the order to the Police to force the passengers out of the plane by any means possible.According to an airport official, this is the first time in Nepal’s aviation history that passengers spent an entire night in a plane at Kathmandu Airport to protest the delay.Domestic and international flights have been badly hit by the airport closure at the height of the tourist season. Chaos at airport due to runway repair

But airline managers and aviation experts say not all the delays can be blamed on weather -- better air traffic management at Kathmandu would help.One recent morning, the frustration of passengers here in Lukla was understandable: the sky was cloudless and there was no wind, but there was no siren indicating that the first flight had taken off from Kathmandu. He says: “A lot of Kathmandu’s congestion in winter can be eased if the early morning STOL and Mountain Flight traffic can be diversified to other airports.”Aviation experts add that separation time for international flights at Kathmandu could be cut by half if the parallel taxiway is simply extended till the threshold at both ends of the runway.Read also: <a href="https://archive.nepalitimes.com/article/nation/incompetence-of-kathmandu-airport-magnified-during-shutdown,2086" target="_blank" rel="noopener">Bad just got worse</a>, Om Astha Rai“They have been talking about it for 20 years, but have not done it even though you could remove half the congestion by extending the taxiways,” said an aviation insider.If you thought all this was bad, wait till next month when Kathmandu airport’s one and only runway will be resurfaced for the first time after it was built 35 years ago. Although this is going to be done in 80m sections, it means the airport will be closed from 10pm till 8am every day from April till June. The window for Lukla flights will now be even narrower, that too at the height of the peak season.The three main airlines that operate Lukla flights, Tara Air, Summit Air, and Sita Airlines, will have no option but to use alternative airfields with road connections. Fed up with cancellations in November due to congestion in Kathmandu, Sita Airlines ferried out about 200 Lukla passengers via Ramechap, a four-hour drive from Kathmandu. Others flew passengers from Lukla by <a href="https://www.nepalitimes.com/banner/heli-rescue-fraud-tarnishes-nepals-image/" target="_blank" rel="noopener">helicopter </a>to Phaplu.“If the runway repairs are going to cause delays, we will have to revive this option,” says Rajendra Bahadur Singh of Sita Airlines.Aviation experts say ATCs could also increase the efficiency of Kathmandu airport without compromising safety by adjusting visibility thresholds for different types of aircraft like international heavies and STOLs.Domestic airlines servicing mountain airports with seasonal peak traffic cannot wait for Kathmandu airport to get its act together. The delays are costing them money, and they fear that runway repairs will make an already overcrowded Kathmandu airport even more chaotic.Minister of Tourism and Civil Aviation Rabindra Ahdikari says a new STOL airfield in Kavre’s Nagidanda is still an option, and adds: “We are working to minimise the disruption at Kathmandu, but the repairs are overdue and we need to improve the airport for Visit Nepal Year 2020.”<h2>Everest's Helicopter Highway</h2><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101128/636a21af9c7e80680e041751jpeg.jpg" alt="" width="1400" height="933">The sound of low-flying helicopters reverberate all day along the narrow Dudh Kosi gorge in the Sagarmatha National Park. There are as many as 50 chopper flights a day from Lukla to <a href="https://www.nepalitimes.com/banner/more-trekkers-more-trees/" target="_blank" rel="noopener">Everest Base Camp</a>: for sightseeing, mountaineering rescue, or expedition cargo.Congestion has got so bad that it is affecting safety. Rotor downwash from a helicopter taking off in November caused the still rotating main blades of a Mountain Air AS350 Écureuil to hit its tail boom, causing serious damage, but luckily no injuries. Since then, Lukla airport has added five new landing pads in its new heliport to accommodate the growing number of passengers who fly to Lukla on fixed wings and transfer to helicopters.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101128/636a21b29c7e80680e041752jpeg.jpg" alt="" width="1500" height="1000">There are now private helipads where chopper companies have to pay landing charges. As a chopper approaches, people scramble into position. The exchange happens in minutes: cargo comes off, people board, and the pilot takes off within seconds back to Lukla.But even locals are now complaining about the noise pollution from helicopters, fearing that it may affect trekking.

More than luck in Lukla

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
