Photo: AMIT MACHAMASI</figcaption></figure>Restoration of monuments damaged in the 2015 earthquake have been carried out differently in <a href="https://www.nepalitimes.com/here-now/a-monumental-rivalry/" target="_blank" rel="noopener noreferrer">Kathmandu</a>, <a href="https://www.nepalitimes.com/banner/restoring-a-piece-of-nepals-history/" target="_blank" rel="noopener noreferrer">Lalitpur</a> and <a href="https://www.nepalitimes.com/here-now/bhaktapur-shows-the-way-by-rebuilding-itself/" target="_blank" rel="noopener noreferrer">Bhaktapur</a>, and this has depended a lot on the political will and community involvement to adhere to traditional building methods and materials.The <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/righting-heritage-%20reconstruction-gone-wrong,3670" target="_blank" rel="noopener noreferrer">cohesiveness of the community</a> living in the historic core of the three cities has also determined the pace and accuracy of reconstruction after the 2015 earthquake.Since Bhaktapur and Lalitpur have retained much of the historic sense of community and have elected more accountable mayors, restoration there has gone much better than in Kathmandu.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114121112/637222d89c7e80680e0c031ajpeg.jpg" alt="" width="1000" height="750"><figcaption> </figcaption></figure>For example, restoration work on the Trailokya-Mohan Narayan temple in Kathmandu is now complete. The plastered walls, wooden colonnade, cornices and tile roofs of the three-storey shrine on a five-stage brick plinth at Hanuman Dhoka have returned to their pre-2015 state.However, for specialists like German architect <a href="https://www.nepalitimes.com/banner/love-of-heritage/" target="_blank" rel="noopener noreferrer">Wolfgang Korn</a>, the restoration is not quite what it should be. He was surprised to see that the temple had been rebuilt with unpainted plaster that is Rana-style, and not Malla-era as it should be.“The struts in Malla-era temples are always carved, with the red dachi appa used as veneer bricks,” says historian Dinesh Raj Panta, according to whom the temple was originally built in the late 17th century by Parthivendra Malla, Pratap Malla’s son. This makes the white walls uncharacteristic.Restoration of the nearby Maju Dega is not yet complete, and scaffolds and green net cover the construction. Korn, who made detailed measurements of the temple in the 1970s (see accompanying piece, below) fears that Maju Dega will also repeat the mistakes on the Trailokya-Mohan Narayan.“The Department of Archaeology requires only traditional materials and methods be used in rebuilding these sites,” says Korn. “So, I ask myself why this Rana-style on a Malla-era temple? Where are the carved struts?”Read Also: <a href="https://www.nepalitimes.com/banner/the-history-of-heritage/" target="_blank" rel="noopener noreferrer">The history of heritage</a>, Ashish DhakalSanjeev Man Shrestha, who is a retired engineer with the Department of Archaeology (DoA) and was involved in the reconstruction of the Trailokya-Mohan temple, says that the verification of the rebuilt structure is in fact based on photographic evidence. And photos taken before 2015 show both temples with white plaster walls and, in the case of the Narayan temple, with some uncarved struts on the second and third tiers.“We do not know if it was indeed renovated previously,” Shrestha adds, “but we have used all original materials in the rebuilding wherever possible, even renovating the broken and cracked timber, and replacing with replicas where necessary.”Architect Amit Bajracharya at the Hanuman Dhoka Darbar Square Conservation Program says that 80% of the wooden windows, doors, pillars and struts were recovered after the earthquake and they have been used in the restoration.It could be that some of the temples in Kathmandu have been restored to their pre-2015 form, but this is not necessarily what they looked like before the 1934 earthquake. It was damaged again in 2015, but architects there have retired it to its Malla-era state with exposed bricks.“We wanted it to look traditional, keeping with how it must have appeared when it was built,” explains architect Ram Govinda Shrestha of Bhaktapur Municipality.Nearly all of Bhaktapur’s monuments damaged in 2015 have been restored because of active cooperation between the local communities and the municipality.Shrestha says the municipality used three approaches for renovation: by the community, by the municipality and through DoA contractors: “In all three approaches, the community was involved in supervision. Woodworkers, masons and craftspeople were also selected by the people, and the municipality helped with finding funds.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114121112/637222dd9c7e80680e0c031cjpeg.jpg" alt="" width="1000" height="667"><figcaption> </figcaption></figure>In Lalitpur, most renovation and rebuilding projects were undertaken through the Kathmandu Valley Preservation Trust (KVPT) with active community participation.Says KVPT’s Rohit Ranjitkar: “There was minimal bureaucracy, and the work was completed through coordination of the local government and the community. KVPT has also been working in Patan since 2008, which means that the locals trust us.”It is different in Kathmandu because it does not have the level of expertise that the other two cities of the Valley have, and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rebuilding-kasthamandap-nepal,4012" target="_blank" rel="noopener noreferrer">community participation</a> is also not at the same level.“Kathmandu lacks the skilled artisans, and therefore is <a href="https://www.nepalitimes.com/banner/resurrecting-rani-pokhari-right/" target="_blank" rel="noopener noreferrer">dependent upon Bhaktapur</a>,” admits Amit Bajracharya. “There is also less public participation or interest, as many locals in and around the old town have moved away.”Ranjitkar says this has meant that the people around the heritage sites in Kathmandu are not original residents but people who rent rooms or shops. “As fewer and fewer locals remain, there is also less and less ownership and engagement,” he adds.This has also meant that much of the rebuilding in Kathmandu is being done through the DoA’s bidding process, adding to the inaccuracy in restoration.For instance, the medieval Chilancho Chaitya in Kirtipur which was damaged in 2015 was quickly renovated by the DoA. Indeed, the lowest bidder with experience in working mostly with concrete, and building modern houses and roads are involved in Kathmandu’s heritage restoration.“On top of lack of expertise and resources, this is also a result of a lack of forethought and patience,” explains Bharat Maharjan of Nepal Heritage Documentation Project. “Brick walls are different from concrete, sometimes it may take days between one layer and another, work may be paused because a decoration needs to be set. Each step is sensitive and significant. But when people don’t know much about heritage conservation, they don’t consider the quality of work, but only deadlines.”Further, there are also traditional dimensions to consider in a temple, and processes that are no longer practiced in residential buildings, but integral to heritage restoration.“With tender, it becomes overly bureaucratic, with a lot of interference,” says Bajracharya. “And the lowest bidder with no expertise in heritage conservation leads to inferior work and compromises to the structure and design.” However, he adds that workers and artisans involved in Hanuman Dhoka have been trained: “Even though it is the lowest bidder who gets the contract, we have tried to make the restoration as authentic as possible.”Sanjeev Man Shrestha agrees, saying that the DoA has its criteria when selecting the contractor, which takes into account their experience in working with wood, bricks and other traditional materials.But it may not always be possible to use traditional materials and practices. Korn believes that if the Malla architects had known of ways to make buildings even more structurally sound, they would have used them.While traditional practices, designs and methods should be preserved and utilised, Rohit Ranjitkar says that architects should also be pragmatic. In a few cases, modern elements, such as steel beams, have been used in Patan just to make the structures stronger.“We also have to think about our place in an earthquake-prone region and it is not prudent to blindly remake a structurally unsound temple or monument,” Ranjitkar adds. “We should also think about how we may improve a previously collapsed building so that more lives may be saved in time of the next disaster.”<h2>Measuring up to Kathmandu's heritage</h2><h5>Restoration of monuments is made easier because of scale drawings by a German architect done 50 years ago</h5>https://youtu.be/GOBtQaqQg0wWolfgang Korn leads the way up to the top floor of Lalit Heritage Hotel in Patan. Through the glass doors, the terrace opens almost like a stage for a view of Patan Darbar.Under the grey sky, the oblique roofs, red bricks and stone temples look restful, against rows of people on benches. Among the scaffolds, spires and baked tiles, the two-tiered Char Narayan Temple stands out.This is one of many monuments of Kathmandu Valley that Korn surveyed in 1970, producing detailed drawings.Born in Dessau in what was then East Germany, Korn first arrived in Nepal when he was 25 in 1968. Having studied architecture, he had applied for a German Development Service project in West Africa. They asked him if he would like to go to Nepal instead.He was fascinated by his first walk around Kathmandu past gods and goddesses, quaint brick houses along narrow streets, wood carvings and stone monuments.Korn worked for the Physical Planning Section of the government designing the office buildings. There, he met architect <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/taragaon-museum-boudha,1609" target="_blank" rel="noopener noreferrer">Carl Pruscha</a> who was then mapping out two Ring Roads to give Kathmandu an urban plan for future growth, and started surveying sacred sites.“It is important to know where the heritage sites are when one plans a town,” explains Korn. “Very often, I went alone with the driver, as people in the government did not want to leave their office.”This work brought him closer to the ancient Newa architecture of Kathmandu Valley that used wood and bricks to create a highly structured network of urban buildings and open spaces.“I am not a historian or a researcher but a curious craftsman,” says Korn, recalling how he climbed into the shrines to measure, collect and draw cross-sections.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114121112/637222df9c7e80680e0c031djpeg.jpg" alt="" width="1000" height="667"><figcaption> </figcaption></figure>Once in <a href="https://www.nepalitimes.com/banner/ancient-panautis-french-connection/" target="_blank" rel="noopener noreferrer">Panauti</a>, he had to convert to Hinduism for 17 minutes to study the damage to the Indresvar Temple.“I was staring up at the carvings when the pujari came over and asked what I was doing,” recounts Korn. “When I explained to him my profession, he asked me my opinion regarding the topmost, third tier of the temple that was leaning to one side.”When Korn said that he would not be able to say much from the ground, the priest brought out a copper plate with flowers, vermilion and rice grain. He then started chanting a prayer, sprinkled water and put a red tika on Korn's forehead, declaring him a temporary Hindu so he could enter the sanctorum to study it.Keeping to the walls, Korn climbed up to the topmost tier, made some quick pencil sketches, and came down covered in dust and pigeon muck. He briefed the priest about the kind of repairs needed, after which he performed the ceremony in reverse, wiping the tika off his forehead, and restored Korn back to Christianity.The experience at Indresvar also confirmed to Korn that the Valley's temples were historically two-tiered, and the third roof was often a later addition.Between 1970 and 1977, Korn prepared scaled drawings of many structures, including the Indra Sattal in Bhaktapur, Kasthamandap, Lakshmi-Narayan Sattal, Chusya Baha in Kathmandu, and Char Narayan Temple in Patan.After an extensive survey of Pujari Math in Bhaktapur in 1971 and 1972, Korn embarked solo on the Temple Catalogue Project to prepare an inventory of all tiered temples of the Valley with a photographic catalogue and typologies.His later work with the Hanuman Dhoka Renovation Project in 1973 and private documentation of temples, monasteries, falcha, private houses, carved windows, led to the publication of the first book on Newa architecture, <a href="https://archive.org/details/TraditionalArchitectureOfTheKathmanduValleyByWolfgangKorn_201712" target="_blank" rel="noopener noreferrer">Traditional Architecture of the Kathmandu Valley</a>, in 1976.After the 2015 earthquake destroyed many historical monuments in the Valley, Korn’s detailed scale drawings of the Maju Dega, <a href="https://www.nepalitimes.com/banner/resurrecting-kasthamandap-from-the-rubble/" target="_blank" rel="noopener noreferrer">Kasthamandap</a>, Char Narayan and Vatsala Temple have been instrumental in their accurate restoration.Despite this, Korn is not happy about the haphazard urbanisation of Kathmandu Valley, especially post-2015. He was surprised by the restoration of the Malla-era Trailokya Mohan Narayan Temple in Kathmandu where the walls have been plastered and painted white in the Rana-era style. The same methods are being used in rebuilding Maju Dega, another Malla-era temple dating back to 1692, of which Korn had also taken detailed measurements 50 years ago.“It looks like the contractor wanted to save money and got away with it,” Korn says, shaking his head.He believes rebuilding heritage sites should never be given to the lowest bidder, especially when they know nothing about struts, carvings and dimensions.“To rebuild heritage, you need architects who understand the specific materials traditionally used, such as dachi appa in Newa buildings,” he says.These rejections of standard building practices are perhaps the reason why the Valley’s towns look the way they do today: residences, offices blocks and view towers rising in a babble of concrete and steel.Fortunately, the dramatic transformation of the Valley has not deterred Korn’s caring and curious spirit. He has been visiting Nepal several weeks a year to work with the Kathmandu Valley Preservation Trust (KVPT) on renovations at Patan Darbar Square.He also lectures to Nepali architecture students, inspiring a new generation to care about heritage. “Because,” he adds, “you kill the past by not caring.”

A tale of three cities

Photo: NHDP.</figcaption></figure>Seven years ago, on a particularly gloomy Saturday, the ground groaned as an earthquake shook Central Nepal, flattening villages and killing thousands.<a href="http://archive.nepalitimes.com/article/nation/Monumental-loss,2215">Many historical monuments</a> of Kathmandu Valley were reduced to rubble in just 50 seconds. Photos of the ruins crossed the world: a broken Dharara, toppled houses leaning on each other over darkened streets, piles of bricks and timber covered in yellow dust. Seven years later, monuments are coming out of their scaffolds, while others still have cracks that run the length of their walls.Kathmandu <a href="https://www.nepalitimes.com/here-now/kathmandus-temple-restoration-after-1934-quake/">has rebuilt itself</a> every century after a major earthquake. The decision on how to rebuild is determined by the resources and sensibilites of the ruler at the time. What constitutes '<a href="https://archive.nepalitimes.com/news.php?id=18013#.YmN0LtNBxH0">heritage</a>' also changes with time. <img width="412" height="198" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111148/63721dac9c7e80680e0bd4ffjpeg.jpg" alt=""><figure><img width="2080" height="2080" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111148/63721dad9c7e80680e0bd500jpeg.jpg" alt=""><figcaption> </figcaption></figure><figure><figcaption>The temple after the 2015 earthquake which toppled the cupola representing Krishna Mandir. Photo: KVPT.</figcaption></figure><figure><img width="3000" height="2002" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111148/63721db39c7e80680e0bd502jpeg.jpg" alt=""><figcaption> </figcaption></figure>“A family tree and heritage are almost synonymous,” says conservationist Alok Siddhi Tuladhar. “Because what we get from our ancestors is our heritage.” Our parents and grandparents pass on heirlooms to us, Tuladhar explains, and this gives ‘heritage’ an immediate tangible tone, evidenced by the temples, monuments,<a href="https://www.nepalitimes.com/latest/saving-nepals-hiti-heritage/"> hiti spouts</a> that form the cultural legacy of Nepal spanning centuries of artistic and socio-political expression.  “Heritage also goes beyond just the physical monuments,” he adds. “The concept of heritage beyond just an object or artefact is especially true in the case of Nepal, where <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/saving-the-intangible,3303">traditional and Indigenous practices are still living</a> and breathing.” This is different than, for example, the Colosseum in Rome which has archaeological significance, but in the absence of gladiators, that is now recontextualised. “But here in Kasthamandap, it is a vastly different feeling to interact with Ganesh and Gorakhnath, who are still worshipped,” Tuladhar says. "The very manner of interaction is also part of Nepal’s unique heritage." <figure><img width="2592" height="1924" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111148/63721db69c7e80680e0bd503jpeg.jpg" alt=""><figcaption> </figcaption></figure><figure><img width="3000" height="2167" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111148/63721dba9c7e80680e0bd504jpeg.jpg" alt=""><figcaption> </figcaption></figure><figure><img width="2589" height="2056" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111148/63721dbd9c7e80680e0bd505jpeg.jpg" alt=""><figcaption> </figcaption></figure><figure><img width="6720" height="4480" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111148/63721dc19c7e80680e0bd506jpeg.jpg" alt=""><figcaption> </figcaption></figure>Bharat Maharjan of Nepal Heritage Documentation Project agrees: “All human acts, including fashion, cuisine, agriculture and architecture, are heritage, evidence for which can be found in everything around us.”For instance toponyms give us a glimpse into the age-old practices of a certain place and community.“In Kirtipur, there is a place called कांफ्वंद्वं which is now part of the university,” he says, “there used to be a funeral mound and people would go during the time of pandemic to pacify the spirits with wind instruments. Now the practice is obsolete, but the name of the place helps us trace that part of our history and culture.” The Kathmandu Valley is remarkable because this ethnically and religiously diverse bowl-shaped valley of only 665 sq km has at least 130 important monuments, and lies at the crossroads of ancient civilisations of the subcontinent.Read also: <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/saving-the-intangible,3303">Preserving the intangible</a>, Chandani KC“Another uniqueness of the Valley is that human civilisation has flourished here continuously since ancient times without interruption, as can be found in the inscriptions, monuments and historical records,” adds Maharjan. <a href="https://www.nepalitimes.com/banner/the-tug-of-tradition/">Continuity is integral to heritage</a>, as without it there is no sense of inheritance. In fact, the word ‘heritage’ is related to Latin heres, meaning ‘heir’, and <a href="https://www.nepalitimes.com/banner/the-tug-of-tradition/">relies on practices and monuments being kept alive through people</a>.This is closely related to the <a href="https://www.nepalitimes.com/banner/culture-revolution/">Guthi in Newa communities</a>, the membership to which is also almost always hereditary.Tuladhar explains that the <a href="https://www.nepalitimes.com/here-now/bhaktapur-shows-the-way-by-rebuilding-itself/">core value of building a monument revolves around the Guthi</a>, a unique aspect of the Nepal Mandala’s culture, which oversees the upkeep, jatra, puja associated with the monument through community participation and income from the land allocated to it. “This is an important part of our heritage, because the practice brings together people to form the rich socio-cultural fabric of our society,” Tuladhar adds. “All of which, while intangible practices, help conserve the physical monuments. This way, both tangible and intangible heritage can be kept alive.” <figure><img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111148/63721dc69c7e80680e0bd507jpeg.jpg" alt=""><figcaption> </figcaption></figure><figure><img width="2106" height="1404" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111148/63721dc99c7e80680e0bd508jpeg.jpg" alt=""><figcaption> </figcaption></figure>SHAKING THINGS UPWhen the 2015 Gorkha earthquake struck, the Valley had not experienced a natural disaster of such magnitude for 81 years. Many monuments that came down had also been <a href="https://www.nepalitimes.com/here-now/kathmandus-temple-restoration-after-1934-quake/">destroyed in the 1934</a> earthquake, and had been hastily rebuilt. While some temples and palace complexes were restored to their original Newa style of architecture, others were rebuilt in the Rana-era Mughal flourish. Bharat Maharjan thinks this was because of the strict restrictions on importing wood during the Rana-era. “When Jang Bahadur built the Kalmochan Temple with the Mughul-style dome, it quickly became a popular style,” he adds, “The use of brick and stucco plaster was much cheaper and less time-consuming than that of wood, which also included carving.”Read also: <a href="https://www.nepalitimes.com/here-now/nepals-traditional-seismic-resistant-designs/">Nepal’s traditional seismic resistant designs</a>, Sheilin TeoThe <a href="https://www.nepalitimes.com/banner/restoring-a-piece-of-nepals-history/">Bhaidega Temple in Patan</a> used to be an impressive three-tiered structure built in 1678 by Bharo Bhagirath Bhaiya before it collapsed in 1934. It was then quickly rebuilt in the Mughal stucco dome style, which itself collapsed in 2015. It is now being restored to its pre-1934 design.   The <a href="https://www.nepalitimes.com/here-now/bhaktapur-shows-the-way-by-rebuilding-itself/">conservation response of communities and activist groups</a> after the 2015 earthquake was in many ways similar to the age-old traditions of the Valley, just like how their ancestors did after every previous disaster.“Our ancestors were building these monuments knowing there would be earthquakes,” says Tuladhar, “Plans were in place to repair, restore and conserve the structure from time to time.”Such outlook <a href="https://www.nepalitimes.com/here-now/nepals-traditional-seismic-resistant-designs/">appears to have been affected by building materials</a> as well, such as the use of stone in the Lichhavi era versus bricks and wood in the Malla era.  <figure><img width="1500" height="1132" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111148/63721dcc9c7e80680e0bd509jpeg.jpg" alt=""><figcaption> </figcaption></figure>Conservation architect Sudarshan Raj Tiwari suggests in his 2009 paper <a href="https://www.researchgate.net/publication/305876762_Material_Authenticity_and_Conservation_Traditions_in_Nepal">Material Authenticity in Tradition of Conservation of Nepal</a> that the difference in the terms used – pratisamskar (‘near to handed down from respected tradition’) in the Lichhavi inscriptions and jirnoddhar (‘renovation’) or navakam vara (‘new cover’) in the Malla period – may be because ‘the later conservation involved less of repair and reconsecration of images and more of restoration, repair and reconstruction of buildings and building parts.’He goes on to write: ‘This also substantiates that the material nature of the <a href="https://www.nepalitimes.com/here-now/nepals-traditional-seismic-resistant-designs/">ensemble of architecture had changed</a> with development of comparatively tall temples in brick and wood and construction and reconstruction methods informed with a greater empirical understanding of the action of deteriorating agents of climate, earthquake and fire.’Countries and communities have different understanding of heritage and its conservation. “The dictionary definition and umbrella practices may not relate to each and every place,” explains Tuladhar. “Nepal has its own rituals, practices, materials and climate, which affects how heritage can be protected and restored.” <figure><img width="900" height="600" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111148/63721dcf9c7e80680e0bd50ajpeg.jpg" alt=""><figcaption> </figcaption></figure><figure><img width="1024" height="683" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111152/63721dd29c7e80680e0bd50bjpeg.jpg" alt=""><figcaption> </figcaption></figure>At the same time, restoring these cultural sites go beyond replacing the broken pieces. Heritage is intrinsic to the polis, history and cultural activity.Tiwari suggests that is what King Anshuvarma must have been thinking 1,500 years ago when he inscribed after the restoration of the wood and brick Devkula Temple in Kathmandu,“having repaired carefully so as to keep it in good condition for longer into future”.Heritage, says Bharat Maharjan, incorporates the different aspects of society – political, economic and cultural – into one common identity. And every age has its own identity. Palaces and monuments that once looked out of place in Kathmandu have now become a part of Nepal's heritage.Ram Bahadur Kunwar of the Department of Archaeology says: “Each building style and cultural practice mirrors a particular time and society.”  <img width="1500" height="1023" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111152/63721dd49c7e80680e0bd50cjpeg.jpg" alt=""><figure><img width="1500" height="976" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111152/63721dd79c7e80680e0bd50djpeg.jpg" alt=""><figcaption> </figcaption></figure>The stark contrast between the Malla-era buildings and the European neo-classical <a href="https://www.nepalitimes.com/here-now/inside-story-of-nepals-rana-dynasty/">Rana</a> architecture that favoured wide walls and tall windows with Greco-Roman columns tells us that different historical periods developed their own distinct heritage in Kathmandu Valley, often determined by the availability of both materials and craftspeople, and influenced by exchanges with other regions.For example, UNESCO regards the architecture of the Valley as having developed with particular attention to traditional values, cultures and norms to create a harmonious urban landscape through the prohibition of  infrastructure taller than temples in an area. At present, the scenario is quite different. ‘City by-laws have often <a href="https://www.nepalitimes.com/editorial/lessons-unlearnt/">neglected height restrictions</a> and related measures to protect the immediate surroundings of palace squares and other important sites, which can impact the quality and integrity of the sites,’ UNESCO Nepal wrote in a response to a Nepali Times query.‘Conservation processes need to be informed by traditional practices, skills and knowledge, for without safeguarding the living heritage and the link to the community, it is difficult for the conservation of such monuments and sites to be meaningful.’ <figure><img width="4208" height="2368" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111152/63721ddb9c7e80680e0bd50ejpeg.jpg" alt=""><figcaption> </figcaption></figure>Alok Siddhi Tuladhar sees that in the <a href="https://nepalitimes.com/here-now/nepals-traditional-seismic-resistant-designs/">tiered-roof temples and shikhara-style shrines</a> complementing each other in the Valley.“Imagine, in the past, the temple roofs with the mountains behind them, against the blue sky, like twins, side-by-side. It is the urban landscape taken together in harmony with nature.”In contrast to this image are the <a href="https://www.nepalitimes.com/here-now/tall-order/">highrise steel structures</a> towering over the ancient towns. The skywalk in-progress in Kamaladi, for example, if seen at the right angle, breaks out behind the Ghanta Ghar like a glitzy attraction in a travelling fair.But then that is probably how residents of Kathmandu regarded the alien design and dimension of the Ghanta Ghar when it was built. The history of heritage

Nepal’s Gurkha soldiers have a well-deserved reputation worldwide for uncommon valour and loyalty. However, what happened in Hawaii in 1986 and the long struggle for fair pay and pension shows that the formidable fighters from Nepal also do not tolerate injustice. The Hong Kong-based 1st Battalion of the 7th Duke of Edinburgh’s Own Gurkha Rifles was in Hawaii for jungle warfare training exercises at the Joint Pacific Multinational Readiness Center when they beat up their commanding officer, Major Corin Pearce. &nbsp;&nbsp; The Gurkhas said Pearce had insulted them, and 111 soldiers were dismissed. Pearce suffered broken ribs and a head injury, and was himself also discharged. The incident got worldwide publicity and enforced the belief that the Nepalis were not treated fairly in the British Army. It also led some retired soldiers to begin a decades-long struggle for compensation at par with their British peers.&nbsp; Retired British Gurkha soldier Shankar Rai in his book Triumph and Tears revisits the Hawaii incident which he witnessed, and also his experience in the Falkland Islands/Malvinas war in 1982.&nbsp; He has lots of grievances: unequal treatment and injustice from the British Army towards himself and his comrades. This is an indignant and disillusioned account of the good, the bad and the ugly of being a British Gurkha, which he says let him down despite his service and belief in it.&nbsp; The book could also be a cautionary tale of how one person on a power-trip can tarnish two centuries of the shared history of Nepal and the UK, as well as ruin the lives of those involved. It also is proof that loyalty should never be taken for granted. Four years after defeating the Argentinians in the Falklands, several companies and platoons of Gurkha rifles were stationed in Hawaii in 1986 for joint US-UK ‘Exercise Union Pacific’ military exercises. The goal was to ‘perfect the art of marine warfare in collaboration with the US Marine Force’. The rules were that a British Gurkha company commander needed to have the rank of major and pass a Nepali language test. Captain Pearce was the son-in-law of a British Brigadier on extra-regiment employment, and this rule was waived. He was appointed Acting Major. Pearce didn’t bother to learn Nepali language or culture, and from Rai’s account took every chance to belittle and embarrass the Gurkhas as poor, stupid, rude, backward, and lucky to be there. He writes: ‘After Captain Pearce reached Hawaii, he began to project himself as a master and the Gurkhas as servants, to show off to the Americans.’ The author also recounts other slights, such as only receiving a fourth of the rations they were due during hard training, being forced to train even when some of the soldiers had high fever, and claims to have ‘civilised’ the Nepalis.&nbsp; Pearce had been to eastern Nepal before the training and seen the grinding poverty. He kept telling the Gurkhas how lucky they were to be in the job, and that they were making ‘more money than Nepal’s prime minister’. During the final farewell party in Hawaii, Pearce set up tables to form a saluting platform, and asked the Gurkha pipe and drum band to march around him while playing. The enraged soldiers could not take it anymore, and after the party an inebriated group ran Captains Pearce and Chandra Kumar Pradhan out of their tents and beat them up. Both officers broke ribs, and the major needed 15 stitches on his head. ‘This sorry and unseemly episode is considered to have been entirely at odds with the Brigade of Gurkhas’ tradition of loyalty and gallant service in the British Army. It is regarded as an isolated and untypical event, which will not be permitted to detract from the high esteem in which the Brigade is held,’ reads the report of an investigation. Most of the 1/7 company soldiers were dismissed whether they had been involved in the assault or not. The author describes the shame that followed, with dismissed soldiers returning to Nepal with lost face.&nbsp; ‘I burned with humiliation, and life scared me,’ writes the author, whose father told him that he was ashamed to call him his son. ‘Many of my friends’ girlfriends left them and married other people. Rifleman Khem Gurung (21162015) of Itahari committed suicide,’ writes Rai, adding that those dismissed were blacklisted, and could not get other jobs.&nbsp; They tried to pursue legal action against the British Government, but backed down when they could not afford expensive hotshot lawyers, and would not have the money to cover the British government’s legal fees in the likely case of a loss in court. Gurkhas who had served for four years in the UK were allowed to move there, an option that many of those dismissed in the Hawaii incident took, including the author, who now lives in Oxford. Rai pours out his hurt and emotion in the book. Towards the end, he writes: ‘I depend on small jobs for livelihood. In the remaining time, I actively raise the issue of the victims of the Hawaii incident. We are burdened with insults, hatred, and contempt for a lifetime. It was harsher than a court martial, too heavy to bear.’ The is a slim book, and is a quick, engaging read of an incident 30 years ago, and Rai writes with a soldier’s precision. Even though the anger shows even after all these years, there is no over-dramatisation in the narrative.&nbsp; The first part of the book is about sailing across the South Atlantic in the QEII, which had been converted into a troop ship to take the Gurkhas to war. The soldiers from landlocked Nepal were mostly sea-sick, but were happy to get two cans of beer a day. Barclays Bank even had a branch on board. Rai’s descriptions of the friendships he developed in the Company and on the battlefield are poignant. They braved Argentinian bombs, dug trenches and fought through the rain in the Southern Hemisphere winter. There are vignettes of sharing tea with fellow Nepalis, seeing comrades fall, and finding pictures of wives and children in the pockets of dead young Argentine soldiers. Behind the prestige, honour and myths of being a Gurkha soldier, it seems this is just another job with nepotism, horrible bosses and bad pay. Not taking loyalty for granted

After a week of to-and-fro that culminated in all-night bargaining, two populist young figures in Nepali politics agreed at 4AM on Sunday to join forces ahead of elections in March. Rabi Lamichhane of the RSP, who came out of jail a week ago, has forged an alliance with Kathmandu mayor Balen Shah. Both are keen to ride on the GenZ wave that radically changed the direction of Nepal’s politics that has been dominated by three mainstream parties for the past three decades. Under the 7-point deal, Lamichhane will still head the RSP, while Shah has been promised prime ministership if the party wins a majority in the federal elections. Shah will also be the parliamentary party leader. The RSP will keep its name and election symbol. “Agreements must be made not on the basis of what leaders want, but on what the country needs,” Lamichhane wrote on social media announcing the alliance. The RSP chair is said to have put his own prime ministerial aspirations on hold to ensure the Kathmandu Mayor's support for the March polls. This is an alliance of convenience. Lamichhane requires the backing from Shah’s youth voters to face the legacy parties, while the mayor needs a political platform. Ultimately the prospect of leading not just Kathmandu but Nepal itself appears to have been the deciding factor for Balen Shah. The Kathmandu mayor is reportedly keen to contest the election from Jhapa against former prime minister K P Oli in his constituency.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251228041212_1b26fd7f14e418a9bdb827a7b733914c08183c36b4a93694fc1aefda9f45d85a.jpg" data-media-id="editor_0" data-image-id="20251228041212_1b26fd7f14e418a9bdb827a7b733914c08183c36b4a93694fc1aefda9f45d85a" data-rendition-name="original" width="900" height="900" loading="lazy" alt="Balen-Rabi alliance"> <figcaption>Photo: BALEN SHAH, RABI LAMICHHANE / FACEBOOK</figcaption> </figure>  The two have much in common. Lamichhane, a former tv anchor, returned from the United States and launched the RSP as an alternative party four months before elections in 2022. He served as Home Minister twice in Pushpa Kamal Dahal's coalition government before being jailed for defrauding cooperatives depositers. He made a jail break during the September protests, returned to prison voluntarily, and was released on bail last week. Balen Shah stood as an independent candidate for mayor of Kathmandu in local elections in 2022, and was catapulted to victory because of anti-incumbent protest votes among urban youth.&nbsp; Both campaigned on social media, pushing a populist anti-corruption agenda and against the governance failure of the three establishment parties — the same logic that drove the GenZ protests in September that escalated into violence and brought down the UML-NC coalition. Even as government buildings smouldered on 10 September, GenZ members were strongly urging Balen Shah to be the interim prime minister, but when he declined they voted on Discord for former chief justice Sushila Karki.&nbsp; With just over two months to go for elections on 5 March, Prime Minister Karki has been trying desperately to get the mainstream parties on board. She has met twice with the top leaders of the UML, NC and the NCP. Photo: PMO</figcaption> </figure>  The UML’s former prime minister K P Oli has refused summons by the Judicial Inquiry Commission charged with investigating the massacre of protesters on 8 September and the arson and vandalism the next day. Then home minister Ramesh Lekhak is scheduled to give his deposition to the Commission this week. The legacy parties appear to be taking the threat from the Rabi-Balen partnership strongly, and have been trying to forge an electoral alliance so they do not compete against each other.&nbsp; They are relying on traditional vote banks among the rural electorate, and calculate that alternative forces will cancel themselves out. They could also be hoping that Balen Shah’s erratic behaviour and Rabi Lamichhane’s prison conviction will put voters off. A total of 837,094 first-time voters have been registered in Nepal ahead of the elections.&nbsp; The Kathmandu mayor is an engineer and rap artist, and had till now been reclusive, preferring to post on social media rather than face the press. His late-night online posts have been impulsive: like the one urging that Singha Darbar be burnt down, or another one recently in which he used the f-word against the US, China, India and the mainstream parties. He later deleted both posts.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251228041212_a2f87881e36fb40b82bf77e1b07003aaf36b91e2a9eb5da096f1e562654c31e3.jpg" data-media-id="editor_2" data-image-id="20251228041212_a2f87881e36fb40b82bf77e1b07003aaf36b91e2a9eb5da096f1e562654c31e3" data-rendition-name="original" width="1112" height="1440" loading="lazy" alt="Balen Rabi agreement NT"> <figcaption>The seven-point agreement between Shah and Lamichhane. </figcaption> </figure>  Lamichane and Shah had also been negotiating with Energy Minister Kulman Ghising’s newly-forced Ujyalo Nepal Party, but the bargaining did not go well because Ghising refused to fight elections under the RSP banner. If the three had been successful in coming together, it would have been a formidable alliance. There are misgivings about the RSP-Balen Shah deal, even among some GenZ who see the two prominent men dividing up the power structure as just the kind of political culture they wanted to reform. Many are already predicting exactly the kind of clash of egos between the two alpha males that characterised Nepali politics since the restoration of democracy in 1990. In the coming days, as with most political change in Nepal, there will be much speculation about the geopolitics behind the Rabi-Balen deal. Balen Shah’s angry post against India-US-China as well as his past nationalistic pronouncements on Nepal’s territorial dispute with India over Kalapani will be recalled, while Beijing has misgivings about the antecedents of some GenZ figures. Dharan-mayor Harka Sampang, who has also formed his own political party, has already pronounced the Rabi-Balen deal as being “foreign backed”.

Old vs New in Nepal in 2026

Everyone in the world is running some kind of race. Some chase recognition. Some chase money. Others run simply to stay ahead of others. But there are some who run for others. They are not trying to overtake anyone, they do not do it for fame, they are not getting paid to do it. But they run to pay for the upliftment of those less privileged. Bal Joshi, 41, is originally from Surkhet. His father was involved in the democratic movement during the days of absolute monarchy and he remembers frequent police searches of the house. And with his father in hiding, the young Joshi had to take care of the family. When the family’s small shop failed, his mother took the young Bal and his brother back to the village, and that is where he completed his education, walking four hours roundtrip every day between home and school. He ran most of the way, and without realising it he has been running ever since. Life was hard. Rent, food, education. His mother struggled constantly. There were days when there was no money even to buy kerosene for the stove. At one point, he sold his calculator, worth Rs 300, for just Rs 80 to get by.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251229031252_edb16b64a3d362a8dc86870bfa5deaad03a84e67d47f37cfd0bb5a8e584691fe.jpg" data-media-id="editor_0" data-image-id="20251229031252_edb16b64a3d362a8dc86870bfa5deaad03a84e67d47f37cfd0bb5a8e584691fe" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Running for dear life NT"> </figure>  At 15, Joshi moved to Nepalganj to continue his education. He initially stayed with his uncles, but eventually began living on his own. The transition to city life was difficult, and he experienced significant economic hardship while trying to pursue his studies. There were times when he struggled to meet basic needs, and at one point he sold his calculator just to get by. When he was 17, after hearing that his father was seriously ill, Joshi travelled to Gujarat to bring him back home. His father died soon after, and Joshi took on responsibility for supporting his family. It was his mother who taught him that despite scarcity, life had to be lived with dignity. Joshi started working at a newspaper at the age of 16 as a proofreader, and later became a journalist. During the Maoist war when children were being orphaned as a result of violence by both sides, he became active in the Sahara Group, and at 19, he began managing an orphanage that took in conflict-affected children. In Bajhang, after the army killed a man on suspicion of being a Maoist, his wife jumped into the Seti River and ended her life. Their two children were taken into army custody. During the rescue process, Joshi met Sunaina Adhikari of the ICRC and back in Nepalganj they decided to get married. The conflict was still raging in western Nepal in 2005, when Joshi went to the United States. In Maryland, he initially worked at a Bengali-owned Subway outlet, spending long hours on his feet behind the counter. He changed jobs frequently, financing his education along the way, and ultimately graduated with a degree in finance in 2008. He joined Hancock Whitney Bank in Texas, and has risen up the ranks to be Senior Vice President. A colleague inspired him to run as a way to stay healthy. But it soon turned into something more meaningful — running more than a dozen 50km marathons for charity.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251229031252_165a6d935860cf6707178aa2ac7395733883158f425bbe0ebed125529d601f61.jpg" data-media-id="editor_1" data-image-id="20251229031252_165a6d935860cf6707178aa2ac7395733883158f425bbe0ebed125529d601f61" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="Running for dear life NT"> </figure>  Last year, Joshi returned to Nepal to run the Everest Marathon, and raised $42,000 which he donated to <a href="https://onestepfoundation.org/" target="_blank">One Step Foundation</a> which works on health care, child welfare and cultural preservation in Nepal and around the world. In June this year, Joshi and his family climbed Kilimanjaro, raising $19,000 for 80 HIV-affected orphaned children in Tanzania. During the Diwali festival he ran 220km in Nevada’s Red Canyon and raised $25,000 for cataract surgeries through the the <a href="https://www.theruitfoundation.org/" target="_blank">Ruit Foundation</a> in Nepal for cataract surgeries.&nbsp; Joshi does not run competitions, and is not trying to break any records. His motto is: “My race, my pace.”&nbsp; Turning his childhood scarcity into helping others, he says: “We all share sunlight, rain, air, and soil, nothing is truly just your own. I grew up without shoes, and I am fortunate to be able to distribute shoes to those who walk barefoot.” We ask Bal Joshi what (and where) next? His answer: the <a href="https://www.worldmarathonchallenge.com/" target="_blank">World Marathon Challenge</a> that will go around the world to run seven marathons in seven continents in seven days beginning in Antarctica at end-January.&nbsp; Joshi aims to run wearing the daura suruwal and Nepal’s flag as to show where he comes from, and how far in life he has come.

Running for dear life

A day after Rabi Lamichhane and Balen Shah <a href="https://nepalitimes.com/news/old-vs-new-in-nepal-in-2026-z6l4fgrd">came together to form an electoral alliance</a>, Kulman Ghising has also joined forces with the two leaders, merging his Ujyalo Nepal Party with the RSP.&nbsp; Following last-minute negotiations before Monday’s midnight deadline for parties to file their list of candidates for the Proportional Representation (PR) seats, Lamichhane and Ujyalo Nepal chair Anup Kumar Upadhyay signed a seven-point agreement to unify the two parties, with Balen Shah as witness.&nbsp; Per the deal, Ghising will be the vice-chair of the RSP, joining DP Aryal and Swarnim Wagle as the party’s seconds-in-command. The earlier agreement between Lamichhane and Shah retained Lamichhane as RSP chief, and promised Shah prime ministership if the party wins a majority in Parliament in March.&nbsp; Ghising’s team reportedly has a 17% share on the list of PR candidates filed by the RSP at the Election Commission. Balen has also fielded his own picks, and together the party has the likes of cricketer Gyandenra Malla, actress Reema Biswokarma, rights activist Mohna Ansari, climate activist Tashi Lhazom, and singer Prakash Saput as PR candidates. Ghising had held multiple rounds of talks with the RSP chair and the Kathmandu Mayor to discuss possible collaborations, but had failed to reach a power-sharing agreement. News of this alliance has been welcome to Nepalis who are looking for any alternatives to break the stronghold of the Oli-Deuba-Dahal trio over Nepali politics in recent history.&nbsp; But they will also carry each other’s baggage.&nbsp; Lamichhane, who was jailed for defrauding cooperatives depositors last year, was welcomed back as RSP party chair with open arms after he was released on bail last week. And while he has maintained his base of loyal supporters, he was subject to widespread criticism after he walked out of detention amid the jailbreak during the September protests, prompting his eventual voluntary return to prison.&nbsp; His party’s silencing and expulsion of critics within the RSP has also drawn direct comparison with the leadership structure of Nepal’s mainstream parties. Prominent leaders like Sumana Shrestha have left the party over disagreements with leadership.&nbsp; Meanwhile, Balen’s impassioned campaign resonated with Nepalis disillusioned with establishment leaders during the 2022 election and made him mayor of Kathmandu. The mayor’s direct, no-holds-barred style of communication and commentary has attained him much support beyond his constituency.&nbsp; But his unyielding, often unempathetic leadership style and policies— like his dismissal of street vendors and informal businesses during his drive to free up Kathmandu’s footpaths— have also earned him detractors. His public goodwill earned him a seat on Prime Minister Sushila Karki’s interim Cabinet following the youth protest.&nbsp; But he has also been under scrutiny for funds misappropriation as well as controversial power purchase agreements during his tenure as NEA chief. Ghising had foregone the leadership position at his Ujyalo party, preferring to play the role of patron until closer to the election date, but was nonetheless criticised for his political and electoral aspirations while being a member of the transitional government. It now remains to be seen if and when Ghising will step away from his position in the interim Cabinet and begin campaigning with his new partners.&nbsp; As it stands, the involvement of prominent GenZ figures in bringing together Ghising, Shah, and Lamichhane has established youth leaders as major players in Nepal’s post-September political landscape. These leaders will have significant pull with young and first-time voters. But not all young leaders are impressed with this new triumvirate. Some have pointed out that the unity between these three leaders is no different from the political opportunism and quid-pro-quo power-sharing culture established and followed by Nepal’s mainstream leadership for the last three decades which culminated into the GenZ movement of September.
