Former bonded child worker and anti-slavery activist Urmila Chaudhary from Nepal is among recipients of this year’s Global Anti-Racism Champions Award given out by the US Department of State.&nbsp; The ceremony was on 21 October in Washington DC and the 'Global Anti-Racism Champions Award' was handed out by US Secretary of State Antony J Blinken. &nbsp;&nbsp; Chaudhary was notified by the American Embassy in Kathmandu last month as she was preparing to leave for Kohalpur to attend to her sick father. While she was elated to receive the award, she was worried about her father. Hearing the good news, her father insisted that she attend the award ceremony and stop worrying about him. Tragically, he never got to see her daughter receive the award.&nbsp; “I wanted to share my happiness of receiving the award with him, but that did not happen,” says Chaudhary.&nbsp; This award is not the first for Chaudhary, and she has been recognised for her significant contribution to eradicate the Kamalari system of bonded labour in the western Tarai. "The award has given me more encouragement to work for the children of disadvantaged and underserved communities," she told Nepali Times. Established in 2023 by the US Department of State, the award recognises individuals in civil society worldwide for their exemplary work on advancing racial equity, justice and human rights.&nbsp; Chaudhary says though it is a matter of pride to receive the award, there is still a lot to be done for justice and equality. "Hundreds of freed Kamalari have not been rehabilitated yet and are still fighting for their right to be rehabilitated," she adds. Kamlari (women bonded labourers) and Kamaiya (male bonded labour) was once a common practice in the Tarai. Born in Dang, six-year-old Chaudhary was taken to a land owner’s house in Kathmandu as a live-in maid.&nbsp; "At the age when I should have been playing with books and toys, I was washing dirty dishes and doing laundry for my boss," she recalls. Till the age of 17, Chaudhary never went to school and was never paid.&nbsp; After 12 years as a bonded labourer, she was rescued by activists from Swan Nepal. After her freedom, Chaudhary started her academic journey and simultaneously started a campaign to abolish the Kamalari system. Her work was recognised and she was soon made the leader of the Kamalari eradication campaign in Dang district. It was under her leadership that Dang was declared a bonded labour free district. Chaudhary is now pursuing a law degree, and aims to provide legal aid to children from disadvantaged families like she belonged to. From slave to freedom fighter

The past can hold nostalgic memories for many, but for Man Bahadur Chaudhary there are no fond recollections of being a slave bonded to his landowner.
In 2000, Man Bahadur was one of thousands of bonded labourers across the country who were liberated after the Kamaiya system of bonded labour was abolished. The Kamaiya spent their entire lives working for zamindar landowners for no pay, and just got a portion of the food they grew.
“I don’t want to ruin my present by remembering my past,” Man Bahadur tells us in the town of Ghorahi. “I have a good life now and I’m happy with that.”
Man Bahadur's children have taken over running the household. His eldest son, Santu, is a contractor and even provides jobs for others. Of Man Bahadur's three other sons, one works abroad while the two are bus drivers.
“I couldn’t afford to pay for their higher studies but they are doing their best to make a living,” says Man Bahadur, “But at least they do not have to work as slaves like I did.”

Man Bahadur’s neighbour, Sabina Chaudhary, was also a bonded labourer and had never imagined that her son, Swarup, would be a police officer one day. “We worked for someone else with no pay, there was no way we could dream so big,” says Sabina.
Swarup was selected on his first attempt, and the whole village came out to celebrate when he came home in his uniform.&nbsp;
“Like many children of former bonded labourers, I saw my parents work tirelessly in someone else’s house,” he says. “Today, we work tirelessly to stand on our own feet.”
Many of the children of former slaves are now in the Nepal Police, Armed Police Force and Nepal Army, as well as in other government jobs and they have made their parents proud. Many former Kamaiya communities here in the western Tarai are seeing this transformation.
But it has not been easy. Even after they were freed, the former bonded labourers found it difficult to make a living. Sontali Chaudhary had started working as a day-wage labourer to educate her daughter Srijana, but does not need to work as hard anymore after Srijana got a job as a teacher in a government school.

“Back then, I was always in a rush to go to work, now I am in a rush to see her off to work,” Sontali says with pride.
Apart from government jobs, many children of former Kamaiya have opted for technical and vocational education and often work as nurses, agriculture technicians, or survey engineers.
Working in the health centre of the village, Sunita Chaudhary is an inspiration to many. Her patients are her biggest fans. She says, “Education has brought about real changes, it has given our community hope.”
The five districts of the western Tarai, which includes Dang, Banke, Bardia, Kailali and Kanchanpur have 42,000 liberated bonded labourers, most of whom have received identity cards that give them access to government services. But there are still about 10,000 former Kamaiya who do not have the cards, and are deprived of access to jobs and state facilities.
“If only the government could extend the identification to everyone in our community, all former bonded labourers could have a better life,” says Harish Chandra Chaudhary, chair of Mukta Kamaiya Samaj. “The older generation’s life went by fighting for liberation. At least the new generation has a chance to forge a new identity.”

From slavery to salvation

Having started a successful nursery, the former landless family is now financially independent.Jaglal, 57, was born into a life of indentured servitude with his parents who were <a href="https://www.nepalitimes.com/banner/nothing-to-lose-but-their-chains/" target="_blank" rel="noopener noreferrer">bonded labourers</a> at the house of a local zamindar landlord. This traditional system of modern-day slavery known as the kamaiya system was widespread in Nepal’s western plains until it was abolished twenty years ago.The young Jaglal grew up working all day long looking after the zamindar’s livestock at the edge of the forest. At age 12, he was ‘lent’ to a neighbour’s household to slave away for three years before returning to his original ‘owner’ Shyamlal Chaudhari.He got married, had a family of his own, but continued working for the landlord with four other brothers who were all also <a href="https://archive.nepalitimes.com/article/nation/Modern-day-domestic-slaves-domestic-workers,3785" target="_blank" rel="noopener noreferrer">bonded labourers</a>. With no income or property of their own, they had no way of freeing themselves from a life of slavery.But in 1979, when the Nepal Punarvas Company started distributing land to landless squatters, Jaglal’s father filled in an application. Three years later, the family received a 0.3 hectare plot in Kailali. It was a start.“We made a small hut but we did not have enough to eat so I remained a <a href="http://archive.nepalitimes.com/news.php?id=19418#.YfeHIy2B3-Y" target="_blank" rel="noopener noreferrer">kamaiya</a> for a few more years,” says Jaglal but he had already started looking at how to put the land to the best use.In 2000, he joined the District Forest Office to work in its nursery with a salary of Rs1,500 a month. Two years later, he was contracted to set up a new nursery for the office. There, for every sapling, he used to get Rs2 and his monthly income rose to Rs25,000.For the next 13 years, he worked at the Kailali District Forest Office, sent his son to a school with his earnings and even bought a piece of land. Jalal gets four batches of seeds every year in his nursery and makes up to Rs150,000 selling the seedlings. In 2018, he bought a motorcycle with the money he made from selling the seeds. <figure><img width="1366" height="630" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111410118/637205db9c7e80680e0b28dcjpeg.jpg" alt=""><figcaption> </figcaption></figure>“When you have your own land, you reap all the benefits of your labour too, the result of my hard work is mine alone unlike when you slave away at someone else’s farm,” says Jaglal, who has managed to send a son to <a href="https://www.nepalitimes.com/opinion/europe-now-favoured-destination-for-nepalis/" target="_blank" rel="noopener noreferrer">Romania for work</a>, and bought another plot where he is finally building a home of his own. In July 2000, the Nepal government abolished the kamaiya system and liberated some 32,500 bonded labourers from districts in the western plains including Dang, Banke, Bardia, Kailali and Kanchanpur. Many of the former bonded labourers now have land in their own name thanks to <a href="https://www.nepalitimes.com/here-now/ground-reality-of-landlessness-in-nepal/" target="_blank" rel="noopener noreferrer">state sponsored land distribution</a>. With better access to education and healthcare, their lifestyle has also improved. Ramkumari Chaudhari, 45, was also born into a bonded labourer family near Dhangadi. Her parents married her off when she was young to a man who was also forced into a life of indentured servitude. Ramkumari with her husband Sanjay managed to sharecrop on land from the zamindar for vegetable farming. But when the landowner saw their success, he nullified the agreement and decided to farm himself. “If you want to make something of yourself in this country and be independent, you need a land of your own,” says Ramkumari, and the couple has managed to buy a small plot for their farm with a government grant. What started as a small business with two pigs has now expanded into a large swine farm spread in 0.2 hectares of land which earns them Rs40,000 a month. Ramkumari also runs a profitable vegetable farm on the side so the pigs get to eat the excess vegetables and the farm benefits from fertiliser from the sty. “We just had a hut before, but now we have a nice house. We have also bought a tractor for our farm,” says Ramkumari. “We no longer face the kind of hardships and mistreatment we did when we were kamaiya, we work without a worry. And the best thing is that your hard work earns you money.” Ramkumari and Sanjay can now afford to send their two sons to college, but the fact that many other neighbourhood children have not been able to continue their study worries her. They risk falling back to leading a l<a href="https://www.nepalitimes.com/here-now/from-slave-to-entrepreneur/" target="_blank" rel="noopener noreferrer">ife of indentured servitude</a>, she points out. Radha Chaudhari, 36, of Dhangadi municipality is also getting ready to build her own house. Her husband Navaraj was a bonded labour from birth in Rajapur of Bardia and came to this town after being freed. <figure><img width="1366" height="630" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111410118/637205df9c7e80680e0b28ddjpeg.jpg" alt=""><figcaption> </figcaption></figure>But when the family did not receive any land, Navraj and Radha worked odd jobs to support their family. Navraj trained hard and is now a much sought-after mason.The government finally gave them a tiny plot of land near Dhangadi bazar, a prime location where they are planning to build their house and rent out the rest. “Our place is close to the market, which means better access to education, health facilities and jobs, we couldn’t be happier,” says Radha.In the two decades since they were freed, many <a href="https://archive.nepalitimes.com/article/Book-Review/Book-review-from-kamlari-to-lawmaker,690" target="_blank" rel="noopener noreferrer">former kamaiya</a> have found their feet. This is a success story of how former slaves have struggled to find independence, dignity and self-respect. But there are still some families who have fallen between the cracks.With the new federal system, the rehabilitation of kamaiyas was handed over to the local governments and many families found the paperwork too confusing and complicated and faced confusion and delays.There are 8,910 freed kamaiya families in the Kailali district, and most of them have been rehabilitated. But some 380 families are still waiting despite having an ID and land ownership documents.

Owning land gives former slaves self-respect

She cringed, backed off, then complained playfully, “Me too!”Chhetri retorted, “Me three!” Host Asif Shah joined in on the merriment with “Me four, me five!” The audience roared.This was the latest example of just how little understood (or misunderstood) the #MeToo movement in Nepal is, how harassment of women is accepted as normal, and victims do not have platforms for protest.A year after American actress Alyssa Milano went on Twitter to ask victims of Harvey Weinstein to use the hashtag, the aftershocks finally arrived in Nepal, but only after India was rocked by accusations against Bollywood musicians, journalists, actors, and former editor and now minister M J Akbar who had to step down.In Nepal, while the movement generated debate on social media and some women including journalists Subina Shrestha and Meena Kaini and theatre artist Akanchha Karki have spoken up, only one person has been named. Former journalists Rashmila Prajapati and Ujjwala Maharjan accused Province 3 minister and former Kathmandu mayor, Keshav Sthapit, of harassing them.Doubtless, it has been difficult for women to speak out even though the #MeToo movement has made their accusations credible for the first time. But most Nepali women with horrific accounts of mistreatment and cruelty are outside the public sphere, or do not want to speak out because of stigma.Leaving aside rape and domestic violence, even workplace abuse of power that #Metoo has been associated with has not come out. Most have been abused, says former dohori singer Sirjana Pun and founder of the Women Forum for Women.“Customers do not treat women as professionals, but as animals they can abuse at will,” says Pun. “We have nowhere to go for redress, because the police refuse to register our complaints. Things are changing slowly, but the complaints are still more about labour contract violations than sexual abuse, because those go nowhere.”Surprisingly, even Pun has not heard of the #MeToo movement, and neither have most trafficked women who have survived unspeakable violations. Sapna Poudel at <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/starting-the-second-chapter,3114" target="_blank" rel="noopener">Shakti Samuha</a>, which was founded by trafficked women, says: “Women here have experienced dreadful sexual abuse, but many do not even open up to their counselors, let alone go public with accusations.”As the #MeToo movement gains more traction in Nepal, <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/nepali-organisation-shakti-samuha-french-republic-human-rights-award,2072" target="_blank" rel="noopener">Shakti Samuha</a> is planning to orient survivors, so they can decide whether they want to go public. Former Kamlari Bishnu Chaudhari, 24, has horror stories about slavery and abuse of generations of women from her community. It was common for employers to rape young Kamlaris, father children and abandon them. Chaudhari’s aunt committed suicide at 21 after word spread that she was pregnant.“We face our abusers every day in the village, but we do not want to rake up the past. Abused women have settled into their new lives, they do not want the stigma from reopening old cases,” says Chaudhari, who is studying to be a lawyer but has not heard of #MeToo. Nor have most of the 13,000 former Kamlari who want to focus on difficult battles for recognition, identity and ancestral property for children born of abuse. There are headlines about murder, rape, assault, coercion, manipulation and harrassment, and detractors are using the distinction to undermine the movement.Outside Nepal, many #MeToo accusers are now facing a troll backlash, and in Nepal many women in media, entertainment, and corporates have remained silent. Former mayor Keshav Sthapit mocked the movement by calling the accusations “a rape of men’s rights”.Nepal’s #MeToo movement has lost some of its momentum as other campaigns against abuse like #JusticeforNirmala and #RageAgainstRape remain more effective on social media. The possibility of #MeToo movement helping obtain justice for victims in Nepal remains dim.But Namrata Sharma, Chair of the Centre for Investigative Journalism, has not lost hope. “Twenty years ago, when women activists demanded equal property rights for daughters, people laughed. But today we have that law,” she says. “Likewise, most women may not have heard of #MeToo today, some may poke fun at it, or it may be limited to a small circle, but it is a start. However, are the labour laws of Nepal adequate to curb workplace harassment?Many legal professionals do not think so. Nepal’s Sexual Harassment Prevention Act came into effect in 2015, which defines workplace as “entities owned by government, corporate bodies or institutions, and firms licensed to carry out business.” This definition leaves out vast areas where women work in and are abused, like household labour and informal sector.The law does define many acts of harassment, but gives the victims only ninety days to complain about them. “Three months is not enough, victims should be able to complain about harassment any time they want to,” says senior advocate and women’s rights activist Meera Dhungana.Dhungana also finds the punishment for the crimes too mild. While offenders may be jailed for six months or pay a fine of Rs. 50,000, their supervisor can also solve the problem by transferring them.  “If the offender is transferred, he or she may continue offending at another location. They were forced to work for free to pay back the debt, but many spent their whole lives in slavery because the interest kept piling up. The loan was then passed down to the next generation.Even though the practice is now banned, activists say that there are about 25,000 still working as bonded labourers in some of the most remote and underserved districts of western Nepal.Parmaram Tiruwa of Tirgaun of Baitadi was not on the list of about 17,000 Haliya who were ‘freed’, and today makes a living breaking stones by the roadside and working for his employer for a minimum wage.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171120/636930529c7e80680e03c0f1jpeg.jpg" alt="" width="1400" height="933"/><figcaption>Janaki and Parmaram Tiruwa of Tirgaun, Baitadi, still make their living through bonded labour. Photos: BIKRAM RAI</figcaption></figure>“There was serious under-counting while identifying Haliya, and since the government only counts those with official IDs, there has to be another data collection drive urgently,” says Rajuram Bhul, former president of Federation of National Haliya Liberation Societies. The government admits there may have been omissions, but is not inclined to do anything about it for now. “There may be people missing in our list but we are first resettling those identified as Haliya in the first phase. Half of them are still waiting for compensation. The government has set the unrealistic target of resettling all remaining Haliya by the end of this fiscal year, but few are convinced.Those who got compensation packages of Rs150,000-500,000 say the amount was insufficient to get them started in life. Ram Bahadur Parki of Dadeldhura is well known because he was the first Haliya to be freed 10 years ago.“It is good to have my own place to live in, but with the money the government gave, I could only afford this barren land,” lamented Parki, who is luckier than most because he has a salaried job with the Federation.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171120/636930589c7e80680e03c0f3jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>The government says it is concentrating on providing land, not livelihoods for freed Haliya, but this threatens their health, education, employment and very survival. Matadevi Damai of Dipayal received seeds, hen, sewing machine and tailoring training from various charities, but life is still a struggle.Sabitri Bhul in Sanfebagar of Achham has two sons, one of whom sends money home from India, while another studied to be an agriculture technician, but is jobless. She asks: “What is the use of education, if nobody trusts us?”Then there are reports of some Haliya lapsing back into debt slavery, and going back to work for their old masters out of sheer desperation.“Much progress has been made in the past ten years but it is very slow, and one reason could be because they are Dalit,” says Hari Shreepaili, former CA member and coordinator of the Committee on Haliya Rehabilitation. “Indeed, up to 94% of Haliya are Dalit, and caste discrimination adds another layer of injustice to their lives. Back in Baitadi, Basanti Tiruwa automatically splashes her feet and drinks water from a tap set aside for Dalits, and does not touch a tap meant for the ‘upper’ castes.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171120/6369305c9c7e80680e03c0f4jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>In this village, there have always been two springs: one for the Dalits and one for the others. "Even today we are not allowed to touch the other water source,” Tiruwa explains.Among Tirgaun’s 20 families, only one person has passed Grade 10. Most make a living through wage labour, and the village suffers from water scarcity. Tea shops in the bazar still do not buy their milk, victims of rape are overwhelmingly Dalit and the perpetrators from outside the community. Nothing to lose but their chains

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
