‘Tell them I made it.’ That is the title of an advertisement in a recent issue of The Economist magazine placed by GoodWeave International, which works on eliminating child labour around the world. The ad profiles Hem Bahadur Moktan, who at age 10 was a child worker himself in a carpet factory in Lalitpur 26 years ago, when Nepal’s woolen carpet exports were booming and weavers preferred the cheap and nimble fingers of children to work the looms.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240809120820_f04d091d5abcf62c03be87a7319996437e92f7914ecb0208305c4fa1e7cefbfe.jpg" data-media-id="editor_0" data-image-id="20240809120820_f04d091d5abcf62c03be87a7319996437e92f7914ecb0208305c4fa1e7cefbfe" data-rendition-name="original" width="2280" height="3100" loading="lazy" alt="Hem Moktan NT 2"> </figure>  Today, Moktan is the face of Nepal GoodWeave Foundation, the organisation that rescued him when he was 13. As a Child Development Officer he now helps children like himself in workplaces, providing them a chance to better their lives. &nbsp; “As a boy, I did not know there was a life beyond the four walls of that weaving room in Bungmati,” remembers Moktan, now 36. But there was a thread of hope as he worked the loom all day in that dark and dank room. &nbsp; Moktan was the second child in a family of subsistence farmers in Kharling village that clings precariously to a mountain slope in Makwanpur district. &nbsp;When a landslide took away their home, the family migrated down to Chitwan. A labour broker who was also from Moktan's village paid an advance to Moktan’s father, and the young boy came to Kathmandu. He was made to work 16 hours a day, and older co-workers bullied him, calling him फुच्चे माइला.&nbsp; “Although I came to Kathmandu to earn money for my family, deep down my real aim was to search for a better opportunity,” recalls Moktan. “And that, I ultimately got.” In the 1990s many children from districts surrounding Kathmandu were moving to Kathmandu’s carpet factories. The industry was booming, employing 300,000 workers, and since child labour laws were lax, many were children. Carpet dyes polluted the rivers.&nbsp; Handwoven carpets made up nearly 70% of Nepal's total exports, and even the rugs at the White House were said to be from Nepal. &nbsp; But the industry soon went into decline with cheaper machine made Chinese carpets, recession in the West, as well as undercutting by rival Nepali exporters.&nbsp; Despite the struggle, Moktan is not bitter about his past: “If I hadn’t come to Kathmandu then, I may be toiling away today as a migrant worker in the Gulf.”&nbsp; After three years of hard labour, one day in 2000 he was rescued by the GoodWeave Foundation which had already rescued 5,000 other Nepali children from carpet factories. At 13, Moktan was taken to the organisation’s transit home in Kathmandu where he spent the rest of his childhood studying. He later completed a Bachelors in law and prepared for the civil service exam.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240809120828_fcf185d6e00dc366b5db158144223f974272e2dc75c49e824365670e70e37d4c.jpg" data-media-id="editor_1" data-image-id="20240809120828_fcf185d6e00dc366b5db158144223f974272e2dc75c49e824365670e70e37d4c" data-rendition-name="original" width="1205" height="605" loading="lazy" alt="Hem Moktan NT 3"> <figcaption>CHILD FRIENDLY: Hem Moktan at a transit home for child workers in Kathmandu and in 2001 (circled) with other child workers and Goodweave staff.</figcaption> </figure>  All through this, he supported the education of his younger siblings, and Moktan is proud that his family is the most educated in the whole neighbourhood.&nbsp; He applied for a vacancy for a Child Development Officer at Nepal GoodWeave Foundation, and he got the job because of his academic qualifications as well as his personal history of being a child worker himself.&nbsp; “I am now giving back to the organisation that gave me a future, and helping other children like me,” says Moktan, who is now Program Manager at Goodweave. &nbsp; Many rescued children joined another carpet factory, or even ended up on the streets. Moktan is among a handful who escaped that fate out of sheer determination.&nbsp; Carpets are still the country’s third biggest export item, making up 7.32% of total earnings. Today, child labour in the carpet industry is not on the scale that it was in the 1990s, although there are still children working in other sectors.&nbsp; Says Moktan: “I understand the push factors driving children to work, and I want to inspire child labour survivors by my own example to show that there is a life outside the factory.” &nbsp;

Dereje Wordofa, President of SOS Children’s Villages International visited Nepal earlier this month. He also met with Prime Minister Pushpa Kamal Dahal to discuss children’s rights. Excerpts from an interview. Nepali Times: Can you tell us the purpose of your visit? Dereje Wordofa: The purpose of my visit is to engage, learn and understand the child protection and care work we do in Nepal. I am also here to celebrate the work of SOS Children's Villages Nepal over the last five decades in caring for children who do not have parental care or are at risk of losing it. Finally, I am also here to listen to the stories of success, challenges and dilemmas not only from the care professionals, care practitioners, management, young people and the families, but also from the main stakeholders particularly from the government at the highest level. The purpose of my visit is multifold and I am happy to be in this remarkably diverse and gorgeous country with spectacular history and its people. Since its inception, SOS Children’s Villages Nepal has followed our foundational purpose of being on the side of children who have lost or are at risk of losing parental care. Today and in the future we will continue to work for them – that hasn’t changed.&nbsp; By “children and young people without parental care,” we mean those who are temporarily or permanently growing up without the care of their families, children in residential care, in foster care, children who are living on the street. By “those at risk of losing parental care,” we mean children and young people in families that are struggling to stay together and where parents are having difficulty providing the care, stability and bond their children need. However, our work evolves in response to the specific issues this group faces, and, as it happens in society, our understanding of child and youth development evolves over time. In recent years, for example, we have expanded our work to include “young people” (ages 15-24) because we have learned how important it is for this age group to have someone by their side as they transition into an independent life. In Nepal, SOS Children's Villages has expanded its range of alternative care solutions for children and young people through its various programmes. Through our community based programmes, we are working to prevent family break down. When necessary, we provide suitable alternative care placement for those that cannot stay with their families. In that case, we provide family-like care and small group homes for children and young people when other solutions are not in their best interest. &nbsp;We run training centres to equip &nbsp;&nbsp;young people with employable skills and also build their entrepreneurial spirit. What may be the reasons behind this? Girls’ education is very important for families and society. &nbsp;Indeed, the Covid-19 pandemic had a deterring effect on education everywhere. For instance, a report by the <a href="https://en.unesco.org/news/why-girls-matter-working-radios-raise-community-awareness-girls-education-0">UNESCO Institute of Statistics</a> shows that the closure of schools due to Covid-19 lockdowns has put an estimated 4.5 million girls in Nepal at risk of not completing their education. This is an unfortunate setback to the earlier progress. In a crisis like Covid-19 and climate change combined, girls are the first to be removed from school and the last to return.&nbsp; Due to the consequences of interwoven crises, more families have fallen into poverty and financial hardships. The deprivation is forcing girls to drop out of school and pushing girls into early marriage, exacerbating child labor, rapidly worsening teenage pregnancies and aggravating already existing gender inequalities.&nbsp; How do we work to improve this situation? Overall, we all need to renew our commitment to implement the Sustainable Development Goals set up through the United Nations that are aimed at poverty eradication. For example, we are working with families in the community, building their resilience to disruptions to their livelihood, by building stable income streams, and encouraging savings, improving access to credit when needed, can help families to build safety nets. Of course, education systems also have to be adaptable to the effects of the climate crisis. We should proactively advocate for girls' education. At the same time, an enabling policy environment is very important. Adolescents and young people should be empowered to make informed choices about their body and life. Young people must be able to explore their self, body and sexuality. Most often, they do not get the information and support they need to navigate themselves. &nbsp;Families usually avoid, for lack of awareness, conversations on sexuality, specifically with children.&nbsp; Taboos in society add to the complexities of talking about romantic relationships, sexuality or sexual health. Yet, no matter how obvious or difficult it may seem, we must feel comfortable talking about sex and the body in general. &nbsp;For instance, a child’s first menstrual cycle is often the catalyst for a conversation. Are our caregivers equipped to begin talking about puberty or/and sexual health? Can they provide children with clear, and helpful information? Do the schools they attend provide them with sex education? What is the knowledge of our young boys and girls on safe sexual practices, contraceptives and sexually transmitted diseases, including HIV/ AIDS? That is why I am convinced that the relevant knowledge will and can empower young people to be confident to make informed choices about their future.&nbsp; Children and young people must protect themselves from unwanted pregnancies and abuse. Care practitioners and parents need to have the competence to openly communicate about reproductive and sexual health in the best interest of the children and young people. Around the world, educated girls and young women marry at a later age, they have informed family planning decisions that lead to fewer children. Moreover, their children tend to get good nutrition, be healthier, and they prioritize schooling. They make important choices for themselves and their family. &nbsp;So, educating girls can break cycles of poverty, increase productivity and has the power to improve the wellbeing of a family. Increasing women’s and girls’ educational attainment is at the core of the sustainable development agenda because it contributes to more inclusive economic growth for societies as a whole.&nbsp; It goes without saying that investing in girls’ education transforms communities, countries and the entire world. It contributes to more stable, resilient societies that give all individuals – including boys and men – the opportunity to fulfil their potential. Girls earn higher incomes, participate in the decisions that most affect them, and build better futures for themselves and their families and more. Educating girls to break cycle of poverty

<a href="https://www.nepalitimes.com/wp-content/uploads/2020/02/Inter-country-adpotion-and-child-trafficking-in-Nepal-NT.jpg" data-elementor-open-lightbox="yes"></a><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101136/636b75119c7e80680e0623ccjpeg.jpg" alt="" width="1500" height="1000"/>A major discrepancy between Nepal government and foreign records of the number of Nepali children adopted in North America and Europe has exposed a <a href="http://archive.nepalitimes.com/news.php?id=18609#.Xk4-EjIzaUk" target="_blank" rel="noopener">trafficking ring</a> that involves various child welfare agencies in Kathmandu.The Ministry of Women, Children and Senior Citizens has records of only 64 children from Nepal sent for <a href="http://archive.nepalitimes.com/news.php?id=13306#.Xk4-AzIzaUk" target="_blank" rel="noopener">adoption</a> to ten western countries from 2010 to 2019. However, a list submitted to the <a href="https://www.hcch.net/" target="_blank" rel="noopener">Hague Conference on Private International Law</a> (HCCH) by the US Department of State and the nine other countries reveals that 242 Nepali children were taken for adoption in those nine years.The ten countries are the United States, Denmark, France, Norway, Switzerland, Canada, Germany, Belgium, Italy and Sweden. There are 178 more <a href="http://archive.nepalitimes.com/news.php?id=15217" target="_blank" rel="noopener">Nepali children adopted internationally</a> than the government has records for. Why the discrepancy?“The data we have is authentic,” maintains Ministry spokesperson Gyanendra Paudel. “We have no idea how the details in other countries showed more numbers.”Read also: <a href="http://archive.nepalitimes.com/news.php?id=13306#.Xk4-AzIzaUk" target="_blank" rel="noopener">Baby bajar</a>, Anagha NeelakantanBut for Manju Khatiwada at the National Human Rights Commission (NHRC), this is a clear case of child trafficking. She says: “The traffickers produce fake documents and influence both the government officials and parents to smuggle the children abroad.”Official adoptions by foreign nationals have virtually stopped after reports of corruption and payoffs were publicised in the media ten years ago. But there is a high demand for adoption, especially in western countries, and a plentiful supply of poor Nepali parents <a href="http://archive.nepalitimes.com/news.php?id=16827#.Xk5BTTIzaUk" target="_blank" rel="noopener">who cannot support their children</a>, and this differential drives trafficking. Some parents are also tricked by traffickers into giving up their children.Manju and Bhimsen Khadka from Sindhupalchok used to sell roasted corn by the roadside in Kathmandu. One day ten years ago, a neighbour named Sarita Shrestha and her husband took pity on their three boys, and offered to place two of them, Rajkumar and Balkrishna, aged 8 and 6, at a children’s shelter.The parents agreed because it would relieve the burden of feeding and educating them. But once the children were taken from them, the shelter’s management repeatedly refused to allow Manju and Bhimsen to visit them, and even started issuing threats.“I begged them to at least let me see my sons just once, but they said they would finish me off,” Manju Khadka recalls tearfully. The parents lodged a complaint at the NHRC, which started an investigation, and found that Rajkumar and Balkrishna had already been adopted in Italy.Says NHRC’s Khatiwada: “It is clear that the parents were tricked into thinking their sons would be educated, but they were instead stolen and sold by the shelter, which prepared original-looking fake documents at the Nepal Children’s Organisation in Naxal.”The NHRC notified the government, saying Bal Mandir had sent the children to Italy for adoption, and recommending that Nepal’s adoption laws and policies be amended to plug the loopholes. It also said a public awareness campaign was necessary to warn parents about child trafficking.Read also: <a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://archive.nepalitimes.com/article/nation/bal-mandir-rape-allegations,1495" target="_blank" rel="noopener">Child predators</a>, Sunir Pandey<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="http://archive.nepalitimes.com/news.php?id=16819#.Xk5BTDIzaUk" target="_blank" rel="noopener">Looking for a home</a>, Mallika AryalAfter <a href="https://archive.nepalitimes.com/article/nation/bal-mandir-rape-allegations,1495" target="_blank" rel="noopener">malpractices were uncovered in the 2000s</a>, the Nepal government <a href="http://archive.nepalitimes.com/news.php?id=16819#.Xk5BTDIzaUk" target="_blank" rel="noopener">tightened laws on adoption</a>. According to the ‘Terms and Conditions and Process Required for Approving Adoption of a Nepali Child by an Alien – 2008,’ prospective foreign parents cannot choose the child they want to adopt.<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="http://archive.nepalitimes.com/news.php?id=7490#.Xk4-FTIzaUk" target="_blank" rel="noopener">Foreign couples wishing to adopt a Nepali child</a> must apply through a registered international agency or their embassies in Nepal, filling out forms offering details about the age, gender and other particulars that they seek in a child. A joint secretary-led ‘Family Matching Committee’ is then assigned to find the child from shelters. Clause 14 of the Terms and Conditions stipulates that these adoptions will take place on a first-come-first-serve basis.However, the Hague Conference on Private International Law (HCCH) documents make clear that many adoptions have skipped the whole process. The documents show that Denmark received 20 Nepali children through adoption from Nepal in the last nine years. But government records in Kathmandu show only two children had paperwork to leave for that country. The mismatch is even starker for France, for which government records here show only one adopted Nepali child, but the HCCH records 21 Nepali children adopted by French families.Numerically, the United States shows the biggest discrepancy. The State Department report reveals that 102 children were adopted from Nepal in the last nine years, but the government’s records here show only 11.According to the Bureau of Consular Affairs of the US Department of State, an American citizen wishing to adopt a child should be at least 25 years old, and in the case of couples both husband and wife should agree to adopt the child. Prospective parents should not have any criminal background and should meet the criteria of the country from which they seek to adopt. The fact that 91 Nepali children adopted by Americans have no records in Nepal prove that they were transported outside of legal channels. HCCH records show that Norway, Canada, Switzerland, Belgium, Sweden and Italy had similar inconsistency with Nepal government records.Only figures for Germany show the opposite: government records here show four children were adopted by German parents between 2010 and 2019, and HCCH data shows only two children were adopted in Germany.Read also: <a href="http://archive.nepalitimes.com/news.php?id=15215#.Xk4-CzIzaUk" target="_blank" rel="noopener">Abandoned</a>, Mallika AryalChapter 8 and Chapter 9 of the Civil Code 2017 have the provisions in accordance with the UN Convention on the Rights of the Child. And there are a slew of policies and strict regulations governing inter-country adoption. For example, the Standards for Operation and Management of Residential Child Care Homes 2013 says it is the state’s responsibility to look after children who have lost both parents, or the children of invalid parents, provided their kin cannot take care of them. The <a href="http://archive.nepalitimes.com/news.php?id=16819#.Xk4orjIzaUk" target="_blank" rel="noopener">priority is for in-country adoption, and international adoption is only a last resort</a>.All these legal provisions make inter-country child adoption so strict that it is inconceivable that such adoptions take place without the knowledge of several government agencies. The discrepancy of HCCH and Nepali records thus reveals that children are being trafficked abroad in the guise of adoption.An NHRC report on Trafficking in Persons 2019 points to a nexus between orphanages, child-care centres and foreigners wishing to adopt children. The report says there are 14,864 children in 533 children’s homes all over the country. Nearly 80% of children in such centres are not orphans, and have either one or both parents.The only government shelter for orphans is <a href="https://archive.nepalitimes.com/article/nation/bal-mandir-rapists-jailed,1861" target="_blank" rel="noopener">Bal Mandir</a> and it is run by the Nepal Children’s Organisation (NCO), which provides care, nutrition and education to orphans all over the country. The NCO has been implicated in facilitating documents for illegal inter-country adoption.In August 2019, British national Dona Smith was arrested at Kathmandu airport with a newborn baby she claimed was her daughter. Smith was carrying a birth certificate from Lalitpur Metropolitan City and the baby’s passport, issued by the British Embassy, carried her name as Anna Bella Laxmi Shrestha Smith. Smith told suspicious immigration officials that the baby’s father was Nepali.An investigation later found out that the baby’s real mother was a rape victim who gave birth to her at Paropakar Maternity Hospital. Smith admitted to paying Bal Krishna Dangol, director of the NCO, Rs450,000 for the baby and another Rs2 million to procure the necessary documents to take her out of the country. Deputy Superintendent of Police Hobindra Bogati says <a href="https://kathmandupost.com/province-no-3/2019/08/15/head-of-bal-mandir-nation-s-oldest-non-profit-for-children-arrested-on-charges-of-child-trafficking" target="_blank" rel="noopener">Dangol was found to be involved in a larger child-trafficking network</a>. Both Dangol and Smith are now in jail.Police figures show more than 1,000 children were trafficked in the past five years. DSP Silwal says the children are usually bought from willing poor parents but that some parents are tricked into sending them to shelters. The traffickers then sell them to adoption brokers who make contact with foreigners eager to adopt children.“The children who are trafficked are often from the poor and underprivileged families or are street children,” Silwal says, “Traffickers prefer them because it is easier to tempt their parents.”NHRC Commisioner Mohna Ansari says it difficult to curb such crimes unless there is public awareness. “In our poverty-ridden society with rampant illiteracy and scarcity, parents think sending children to shelters will at least give them a good education. They are easily tempted by strangers who promise to take care of them.”Centre for Investigative Journalism-Nepal<h2>“I want to see my sons again”</h2><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101136/636b75149c7e80680e0623cdjpeg.jpg" alt="" width="479" height="443"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101136/636b75169c7e80680e0623cejpeg.jpg" alt="" width="239" height="443">Ten years ago, two of Manju Khadka’s three sons, Ram Kumar, 8, and Bal Krishna, 6 (pictured, right) were taken to a children’s shelter by a neighbour who promised they would be educated and fed there. For three years, Khadka was repeatedly prevented from seeing them. Finally, she found out they had been adopted by a couple in Italy.“I gave birth to them. I did not send them as babies, they were grown up and going to school,” says a tearful Khadka (pictured, above). “They threatened to finish me off.”When she went to the police, they were rude and accused her of selling her children to the shelter. So Manju and her husband went to the National Human Rights Commission, but were unable to receive the help they needed to get their boys back. Ram Kumar and Bal Krishna are now 19 and 17 and living in Italy.<h2>How Naresh became Chanorang Kim</h2>Naresh Gharti, the youngest of his family, was born in east Rukum and was growing up in Pokhara. In 2018, South Korean tourist Nara Kim got to know the Gharti family and they agreed to let her adopt Naresh.Faced with strict rules about inter-country adoption, Nara Kim decided to take a short cut. According to the Central Investigation Bureau (CIB), Kim produced a document, certified by Pokhara Metropolitan City, showing that Naresh was her son. She got a fake birth certificate for Naresh from a hospital in Pokhara.The South Korean Embassy in Kathmandu provided Naresh with a Korean passport  (M 72504568) based on those documents. The passport changed Naresh’s name to Chanorang Kim. The last stop was to get a visa for Naresh at the Department of Immigration where officials got suspicious. Both Kim and Naresh were arrested at Kathmandu airport while trying to fly out in May 2019. Kim is in jail awaiting trial.

Nepal’s baby export

<img width="712" height="520" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108181144/636a962a9c7e80680e05dc50jpeg.jpg" alt=""/>Nepal has made progress in most areas related to children, like health, education, street children welfare, but challenges remain in nutrition, child marriage, and sexual violence, according to a report released on 20 November.The report was released on the occasion of International Children's Day and the 30th anniversary of the adoption of the Convention on the Rights of the Child by UNICEF Country Director Elke Wisch, Women's Commission Secretary Dipendra Kafle, Ministry of Women, Children &amp; Social Welfare Secretary Chandra Ghimire, and Child Rights Activist Gauri Pradhan."Nepal has improved access to education, sanitation, and was the first country to explicitly ban corporeal punishment for children. It is time to celebrate these achievements, but also remember there is much to do. This report is a call for action to ensure the rights of all children," said Wisch of UNICEF.Nepal's progress on <a href="https://www.nepalitimes.com/banner/nearly-half-of-nepali-children-still-malnourished/" target="_blank" rel="noopener">children's health and  nutrition</a> has stalled since the last census, and the problem of sexual violence has  grown worse. "The tradition of educating only the son has now all but disappeared, as we see that girls have an equal presence in schools. Children below 18 form 42% of the population, and <a href="https://www.nepalitimes.com/banner/child-marriage-in-nepal-eloped-at-13-mother-by-17/" target="_blank" rel="noopener">27% of children between 10-18 years are already married</a>.The mortality rate for children below 5 is 39 per 1,000, infant mortality rate is 32 and neonatal mortality rate is 21. More than one-third of children under five are stunted, 10% have wasting, and 27% are underweight.Nearly 40% of children between 5-17 years of age are involved in child labour, and there were 1,420 reported cases of <a href="https://www.nepalitimes.com/banner/four-fold-increase-in-reported-rape-in-10-years/" target="_blank" rel="noopener">children becoming victims of sexual abuse</a>, up 995 last year. There are 82 children living in jails with a parent, and 821 children living in eight child rehabilitation centres across the country.There were 3,730,602 children joining primary school this year, with 39,820 of them with some form of disability. Mixed picture for Nepal’s children

India and Pakistan are twins separated at birth. Tensions between them have been at a hair trigger ever since independence and has erupted into full scale conflict at least four times in the past 80 years.
The 22 April terrorist attack in Kashmir that killed 25 Indian tourists and a Nepali citizen, threatens to escalate tension between the two nuclear-armed nations. India has squarely blamed Pakistan for the attacks, and Prime Minister Narendra Modi has given his military “operational freedom” to respond. Pakistan has said it has credible intelligence of an Indian military strike and its officials have promised a “full spectrum” response — a code for a <a href="https://nepalitimes.com/editorial/thinking-the-thinkable">nuclear retaliation</a>.
For Nepal, the killing of its national in the Pahalgam attack comes as another stark reminder that in conflicts from Afghanistan to Iraq, from <a href="https://nepalitimes.com/opinion/how-to-agree-an-armistice-in-ukraine">Ukraine</a> to Israel, <a href="https://nepalitimes.com/news/10-nepalis-from-one-town-fighting-in-ukraine">Nepalis are getting caught in the crossfire</a>. The last time full-scale fighting broke out between <a href="https://nepalitimes.com/opinion/peacemongers-at-india-pakistan-border">India and Pakistan</a> on Kargil in 1999, at least 22<a href="https://nepalitimes.com/here-now/india-s-trial-by-fire-for-soldiers-from-nepal?%27%5C%22="> Nepalis fighting for the Indian Army</a> were killed in action.
Three of Nepal’s immediate neighbours (China, India, Pakistan) have nuclear weapons, and they do not have good relations. With China supplying weapons, <a href="https://nepalitimes.com/editorial/war-and-warming">missile technology</a> and other support to Pakistan, this triangular friction could set off a regional conflagration.&nbsp;
<a href="https://www.nature.com/articles/s43016-022-00573-0" target="_blank">Research at Rutgers University</a> has calculated that even a week-long tactical nuclear exchange between India and Pakistan would throw up so much smoke and debris into the atmosphere that it would block out the sun for years, and lead to a collapse of the <a href="https://nepalitimes.com/news/grow-nourish-sustain-together-world-food-day">global food system</a>. This does not take into account the radioactive fallout that prevailing winds would blow up to <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">the Himalaya</a>, contaminating glaciers that are the sources of <a href="https://nepalitimes.com/here-now/saving-what-is-left-of-himalayan-rivers">Asia’s main rivers</a>.
The impact of <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>on High Asia was already ringing alarm bells about its <a href="https://nepalitimes.com/news/himalayan-icecap-melting-faster-than-thought">shrinking ice cap</a> reducing the dry season flow of water downstream. Water was going to be the next strategic commodity, geopolitical experts warned, and the next wars in Asia would be over water.
That water war is already happening. India retaliated to the Kashmir attack by suspending the <a href="https://www.nytimes.com/2025/04/24/world/asia/india-pakistan-indus-waters-treaty.html" target="_blank">Indus Waters Treaty</a> of 1960 mediated by the World Bank that has withstood at least three wars between India and Pakistan. The treaty gives India control over the three eastern tributaries of the Indus (<a href="https://en.wikipedia.org/wiki/Beas_River" target="_blank">Beas</a>, <a href="https://en.wikipedia.org/wiki/Ravi_River" target="_blank">Ravi</a> and <a href="https://en.wikipedia.org/wiki/Sutlej" target="_blank">Sutlej</a>), while Pakistan got water from the Indus and two of its western tributaries (<a href="https://en.wikipedia.org/wiki/Indus_River" target="_blank">Indus</a>, <a href="https://en.wikipedia.org/wiki/Chenab_River" target="_blank">Chenab</a> and <a href="https://en.wikipedia.org/wiki/Jhelum_River" target="_blank">Jhelum</a>.
Pakistan was assured of 70% of the annual flow, and India could use a reasonable amount of water for<a href="https://archive.nepalitimes.com/news.php?id=15231"> irrigation and hydropower</a>. &nbsp;Within days of its threat, India stopped water flowing down to Pakistan from the Chenab river and is reportedly preparing to do the same on the Jhelum.
The sabre-rattling has reached a crescendo. Besides threats and counter-threats there are also symbolic drills, with the Indian Air Force practicing landing on an expressway in Uttar Pradesh by its Rafale, Su-30 and Jaguar fighter jets to demonstrate ‘operational readiness’. In response Pakistan test-fired its Abdali ballistic missile that can carry a nuclear warhead and has a range of 450km.&nbsp;
The danger is that with ultra-nationalist rhetoric and the beating the war drums by both sides, India’s government and Pakistan’s military may have to ‘do something’ to appease domestic public opinion. But any tactical strike, an artillery exchange, or territorial incursion could quickly escalate out of control.
Expecting an Indian retaliation for the Pahalgam killings, Pakistan is using<a href="https://nepalitimes.com/opinion/interfaith-collaboration-for-nuclear-disarmament"> nuclear deterrence </a>and warning of “catastrophic consequences”. The two neighbours came close to a nuclear exchange in 2019 after an attack on the Indian military in Kashmir, and prompt international intervention led by the United States cooled tensions.&nbsp;
This time, the <a href="https://nepalitimes.com/news/trump-shock-wave-hits-nepal">Trump administration</a> is too distracted and not as engaged. Pakistan has denied it was responsible for the terrorist attack and called on Washington to stop a possible Indian retaliation. India and Pakistan have stopped overflights by each other’s airlines, and some international carriers have even stopped flying over Pakistan fearing an air war.
Washington, Beijing, the UN and the EU have all urged restraint. Iran, which has good relations with both India and Pakistan has sent its foreign minister to urge both countries not to go into a tit-for-tat war. Iran has its own nuclear flashpoint to worry about with tensions in Israel, &nbsp;Yemen and Syria.
India and Pakistan both share similar problems of joblessness, <a href="https://nepalitimes.com/here-now/why-nepal-s-poverty-rate-is-stuck">poverty </a>and <a href="https://nepalitimes.com/here-now/climate-change-new-threat-to-nepal-s-rhinos">environmental threats</a>. Neither side needs the threat of a senseless war, and we in the neighbourhood do not need it either.&nbsp;

Nukes in the neighbourhood

The streets of Patan are alive this month with lavender jacaranda trees under rain-washed skies as <a href="https://nepalitimes.com/banner/the-red-god-rises-again-in-patan">the chariot of Rato Matsyendranath</a> is pulled across town. This is the festival of the rain god, and inevitably the heavens opened up and pre-monsoon showers pelted the chariot as it started being pulled in Pulchok last week. Thousands of devotees, onlookers and the chariot procession organisers thronged the streets on the first day last week. The rhythmic cymbals and drums exuded a vibrant energy as the enormous four wheels turned and the chariot lurched.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688.jpg" data-media-id="editor_1" data-image-id="2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  The<a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Red-rain-god,3141"> red rain god</a> has Hindu and Buddhist antecedents, alternatively called Bungadya and<a href="https://nepalitimes.com/here-now/kathmandu-s-gravity-defying-chariot-festival"> Karunamaya</a> — reflecting Kathmandu Valley’s syncretic mixture of the two religions.&nbsp; “Bungadya is a profoundly <a href="https://nepalitimes.com/opinion/12-full-opinion/marketing-the-intangible">intangible form of heritage</a>,” explains heritage expert Monalisa Maharjan. “It embodies traditional knowledge,<a href="https://nepalitimes.com/multimedia/reviving-nepal-s-craft"> artisanal skills passed down through generations</a>. Local communities and specific families have specified roles in being custodians of the heritage, ensuring their survival over the centuries.” There are many legends and stories about this annual tradition. Lichhavi king Narendra Dev is supposed to have brought Rato Matsyendranath from Assam to Kathmandu Valley to convince Guru Gorakhnath to lift a spell that created a two-year drought in Kathmandu.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a.jpg" data-media-id="editor_6" data-image-id="20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a" data-rendition-name="original" width="1503" height="1000" loading="lazy" alt="Divine chariot"> </figure>  Matsyendranath was Gorakhnath’s mentor, and upon seeing him, the serpents were released, unleashing the rains. The chariot festival honours the return of this life-giving rain. The deity is seen as an icon for thriving agriculture, t<a href="https://nepalitimes.com/here-now/before-the-next-monsoon">he arrival of monsoon</a> showers, and the welfare of the community. Patan does not sleep for a month as the chariot is pulled through various neighbourhoods. It unfolds at a state level with the president (formerly the king) attending the climax of the Bhoto Jatra in Jawalakhel later this month.&nbsp; The intergenerational transmission of tradition is unique in the world, and the reason the festival is one of the most vibrant cultural expressions that thrives despite inroads of modernity. The other unique aspect is that it is a transnational festival, binding Patan with Guwahati in the Indian state of Assam.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a.jpg" data-media-id="editor_9" data-image-id="2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  “Unlike Nepal, where the deity commands grandeur and devotion, many in Assam are unaware of Rato Matsyendranath,” says Khagen Sharma of Gauhati University, which convened <a href="https://nepalitimes.com/news/nepal-assam-connection-revived">a symposium in February in Guwahati on the rain god</a>. Attending was a delegation led by Lalitpur Mayor Chiribabu Maharjan, organisers of the festival, and builders of the chariot. After the symposium, a committee was formed to explore and revive the tradition in Assam as well. Although the team had planned to visit Nepal this month, logistical challenges delayed the trip. Still, there are plans to build a Guru Matsyendranath statue in Assam to reestablish regular worship practices in the Guwahati shrine.&nbsp; The vines used to build the chariot in Patan are sourced from the jungles of Assam. But Sharma notes that in recent years unclear regulations have blocked the official import of the vines, although they are still brought to Nepal informally. The <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/makers-of-machhindranath,2204">chariot making</a> has also had a taste of modernisation in recent times. In the past, even a single nail or piece of steel was avoided. But over time, the wooden structure, particularly the shaft between the wheels, has been replaced with bronze. When that too proved unstable, metal clamps were introduced, which have become a pragmatic compromise.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93.jpg" data-media-id="editor_12" data-image-id="20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93" data-rendition-name="original" width="1500" height="998" loading="lazy" alt="Divine chariot"> </figure>  Another welcome change is the focus on safety. Builders climbing the chariot’s tower now wear harnesses and there are efforts in crowd control. The most visible change in recent years has been the involvement of Patan’s enthusiastic youth in the festival — the tradition is now passing to a new generation. Says Matsyendranath expert Vidhu Kayastha: “There is more energy, the young people in red t-shirts this year were very organised, these modern touches aren’t diluting our culture, they’re keeping it alive in new forms.” He adds, “We are <a href="https://nepalitimes.com/here-now/searching-for-a-homeland-away-from-home">reconnecting with our roots</a>, we have more resources, more awareness than ever before. We must not be swept away by western values that may not serve us, and in some ways, cause more harm than good. We must revive our own culture.”&nbsp;

Divine chariot

In 2025, two seemingly disconnected acts of violence shattered the illusion of stability in the region. In March, <a href="https://www.ft.com/content/16f7f947-1e96-4206-9844-891378adc683" target="_blank">militants hijacked a passenger train</a> near the Bolan Pass in Balochistan, executing soldiers in cold blood. A month later, <a href="https://www.nytimes.com/2025/04/22/world/asia/kashmir-terrorist-attack.html" target="_blank">gunmen in Kashmir’s</a> Pahalgam Valley massacred tourists. 
In both Islamabad and New Delhi, <a href="https://www.aljazeera.com/news/2025/4/25/were-cursed-kashmiris-under-attack-across-india-after-pahalgam-killings" target="_blank">the reaction was reflexive:</a> condemn the violence, <a href="https://www.economist.com/asia/2025/04/22/india-and-pakistan-could-come-to-blows-over-kashmir" target="_blank">blame external enemies</a>, declare the situation contained. But South Asia’s leaders are not fighting terrorists alone. They are fighting the consequences of their own betrayals.
Across <a href="https://www.bbc.com/news/world-asia-26272897" target="_blank">Balochistan</a>, <a href="https://www.bbc.com/news/world-south-asia-11693674" target="_blank">Kashmir</a>, <a href="https://www.crisisgroup.org/asia/south-asia/india/346-finding-way-out-festering-conflict-indias-manipur" target="_blank">Manipur</a>, and beyond, decades of <a href="https://www.amnesty.org/en/projects/enforced-disappearance-in-south-asia/" target="_blank">enforced disappearances</a>, broken promises, and brute militarisation have hollowed out the social contracts meant to hold these nations together. The grievances that drove rebellions from the 1940s through the 1990s – demands for dignity, recognition, and political agency – were never meaningfully addressed. They were buried beneath asphalt and propaganda, paved over by development projects and security checkpoints.
States may claim victory. But their victories are mirages, dissolving the moment anyone looks too closely. South Asia’s unfinished wars are not relics of a violent past. They are live ammunition, loaded into the future.
<a href="https://www.theguardian.com/world/2025/mar/24/he-only-wanted-revenge-the-bloody-insurgency-in-balochistan-gaining-lethal-momentum" target="_blank">Balochistan</a> has been at war with Pakistan for most of its modern history. Rich in gas, minerals, and coastline, the province has been plundered for decades under the language of national development. 
Projects like the <a href="https://eastasiaforum.org/2020/11/26/pakistans-three-evils-cpec-and-good-governance/" target="_blank">China-Pakistan Economic Corridor (CPEC)</a> promise progress but deliver exclusion: minerals are mined, ports are secured, but Baloch homes are raided. 
The insurgency endures not because of foreign conspiracies, as Islamabad endlessly insists, but because the Pakistani state remains incapable of seeing its <a href="https://thebalochistanpost.net/2025/01/enforced-disappearances-in-balochistan-in-december-2024-tbp-report/" target="_blank">Baloch citizens</a> as anything other than a security problem to be managed.
In <a href="https://www.forbes.com/sites/ranisingh/2016/07/12/kashmir-in-the-worlds-most-militarized-zone-violence-after-years-of-comparative-calm/" target="_blank">Kashmir</a>, the Indian government claims to have <a href="https://www.nytimes.com/2023/03/08/world/asia/kashmir-village-defense-committees.html" target="_blank">“normalised” the valley</a> after revoking its autonomy in 2019. It <a href="https://www.cfr.org/global-conflict-tracker/conflict/conflict-between-india-and-pakistan" target="_blank">looks a lot like occupation</a>. Soldiers outnumber local leaders, dissent is criminalised, internet shutdowns suffocate public life. Tourism campaigns and investment summits cannot erase a generation raised under curfew and surveillance.
<a href="https://www.bbc.com/news/world-asia-india-66260730" target="_blank">Manipur’s descent into ethnic bloodshed</a> in 2023 exposed another fault line Delhi prefers to ignore. Long-simmering tensions between the Meitei and Kuki communities erupted into violence that shattered any illusions of northeastern integration. The central government’s delayed, politicised response made clear what many Manipuris had always suspected: they are citizens of India only when convenient.
Even the <a href="https://msf.org.au/rohingya-worlds-largest-stateless-population" target="_blank">Rohingya, stateless and exiled from Myanmar</a>, find themselves entangled in South Asia’s ethnonationalist calculus. Fleeing genocide, they are criminalised anew in Bangladesh and India – trapped between the countries that reject them and the memories that refuse to let them go.
South Asia’s states have excelled at suppressing rebellion. But failed at extinguishing the reasons rebellions rise in the first place. And the wars South Asia tries to forget at home have found new life abroad.
Across <a href="https://www.abc.net.au/news/2024-06-17/modis-indian-government-accused-of-spying-silencing-critics/103974414" target="_blank">Canada, Australia, Britain, and the United States</a>, diasporic communities have become memory-keepers and, increasingly, <a href="https://www.business-standard.com/world-news/khalistan-supporters-hold-protest-outside-indian-consulate-in-vancouver-123092600087_1.html" target="_blank">the agitators</a> for the struggles their home states would rather erase.
Khalistan flags fly outside Indian consulates in Vancouver and <a href="https://www.tribuneindia.com/news/punjab/perturbed-over-waving-of-khalistani-flags-at-an-event-in-melbourne-india-warns-australia-of-khalistan-separatists-and-their-links-with-terror-groups-458320/" target="_blank">Melbourne</a>. Tamil activists march through London, demanding accountability for the <a href="https://www.aljazeera.com/news/2024/5/19/grim-reminder-sri-lankas-tamils-mark-15-years-since-end-of-civil-war" target="_blank">massacres in Mullivaikkal</a>. Kashmiri protests in Washington and New York refuse to let India’s crackdown slip into diplomatic amnesia.
For host countries, these movements pose uncomfortable questions. Freedom of expression collides with fears of extremism. Clashes erupt between communities carrying wounds that their new homelands.
Meanwhile, South Asian states pursue their adversaries across borders. India faces allegations of <a href="https://www.nbcnews.com/news/world/canada-says-india-home-minister-ordered-campaign-against-sikh-activist-rcna177972" target="_blank">targeting Sikh activists for assassination in Canada</a> and the <a href="https://www.npr.org/2024/10/27/g-s1-29561/sikh-separatist-assassination-india" target="_blank">United States</a>. Pakistan continues to court Kashmiri separatists abroad while crushing Baloch dissent at home. <a href="https://apnews.com/article/sri-lanka-tamils-civil-war-dead-5b372b0bba567837c5a4d94250040e7d" target="_blank">Sri Lanka</a> lobbies furiously to brand Tamil diaspora organisations as fronts for terrorism, even as it stonewalls investigations into its own wartime atrocities.
The old insurgencies have not been defeated. They have been globalised. South Asia’s governments have long mistaken silence for stability.
In Punjab, India broke the back of the <a href="https://www.cnn.com/2023/10/06/india/india-canada-sikh-khalistan-analysis-intl-hnk/index.html" target="_blank">Khalistan insurgency</a> through brute force. The fields grew green again, the trains ran on time. But the wounds were never closed, the <a href="https://www.dw.com/en/why-is-indias-khalistan-separatist-movement-on-the-rise/a-65081729" target="_blank">movement’s heart beats</a> not in Amritsar but in Brampton and Surrey.
In Sri Lanka, the <a href="https://www.academia.edu/4738983/The_Man_Who_Destroyed_Eelam" target="_blank">military crushed the Tamil Tigers</a> with <a href="https://www.newyorker.com/magazine/2011/01/17/death-of-the-tiger" target="_blank">overwhelming brutality in 2009</a>. <a href="https://www.scmp.com/week-asia/politics/article/3264148/we-want-our-children-back-sri-lankan-families-still-demanding-justice-their-missing-loved-ones" target="_blank">Tamil families still search for their missing</a>, still mourn their dead – and still organise across the diaspora for justice that remains undelivered.
In Kashmir, Delhi boasts of new <a href="https://www.aljazeera.com/opinions/2023/2/4/kashmir-is-bleeding-its-economy" target="_blank">highways and investment corridors</a>, showcasing the region as a trophy of unity. But when the visitors leave and the cameras are packed away, <a href="https://harvardlawreview.org/print/vol-134/from-domicile-to-dominion-indias-settler-colonial-agenda-in-kashmir/" target="_blank">the checkpoints, the raids, and the quiet despair remain.</a>
Victory parades fade. Grievance endures. Suppressing insurgency may end battles. It does not end the ideas that fueled them. In a region where <a href="https://www.nytimes.com/2025/04/23/world/asia/kashmir-attack-india-pakistan.html" target="_blank">history is rarely past</a>, and memory is rarely voluntary, states that rule through repression are only ever buying time. And often, not very much.
South Asia’s unfinished wars are not accidents. They are the inevitable consequences of states that confuse conquest with consent, and erasure with reconciliation. They cannot legislate memory out of existence.
Every <a href="https://www.bbc.com/news/articles/c15qyyzz89lo" target="_blank">disappeared son in Balochistan</a>, every <a href="https://medium.com/the-wvoice/the-half-widows-in-kashmir-fef80c6b88e9" target="_blank">half-widow in Kashmir</a>, every <a href="https://www.doctorswithoutborders.org/what-we-do/focus/rohingya-refugee-crisis" target="_blank">refugee child born stateless in a Rohingya camp</a> carries forward the memory of betrayal – a memory that outlives soldiers, politicians, and peace accords alike.
The region’s future will not be decided by GDP figures or infrastructure projects alone. It will be decided by whether its governments can summon the political courage to face the truths they have long suppressed – or whether they will continue down a path <a href="https://theconversation.com/india-is-using-the-g20-summit-to-further-its-settler-colonial-ambitions-in-kashmir-205166" target="_blank">where forgetting is demanded</a>, and rebellion becomes inevitable.

Balochistan to Kashmir

Most Nepalis thought they had seen the last of it after <a href="https://nepalitimes.com/news/11-56-25-april-2015-wkc9q2an">the 25 April 7.8 magnitude </a>earthquake ten years ago. But the Himalaya had more surprises in store. On 12 May, another 7.3 magnitude tremor that some said was an aftershock, but was strong enough to itself be a major earthquake, struck Dolakha.&nbsp; Not many people had heard of Singati till then — a cluster of houses by the Tama Kosi River along a narrow gorge that is the roadhead to Rolwaling Valley.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d.jpg" data-media-id="editor_1" data-image-id="20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d" data-rendition-name="original" width="1000" height="1500" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e.jpg" data-media-id="editor_2" data-image-id="20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  It was here that dozens were killed on 25 April in the first earthquake. Hundreds of <a href="https://archive.nepalitimes.com/article/nation/Singati-rising-from-rubble-rebuilding,3703">Singati survivors</a> had lined up for food and relief supplies in the morning of 12 May when the second earthquake triggered a rock slide that buried a nearby camp. At least 50 people were killed. &nbsp; Three hours later, a US Marine Corps UH-1Y Venom helicopter landed in a nearby cornfield to pick up the wounded, and flew off. The aircraft lost contact with air traffic control in Kathmandu and its wreckage was located high on Kalinchok four days later. Six American servicemen, two Nepal Army soldiers, and five wounded civilians from Singati were killed. Today, Singati bears little physical scar of the multiple tragedies that struck the town ten years ago. Most <a href="https://nepalitimes.com/multimedia/bungamati-builds-back">houses have been rebuilt</a> as urban-style concrete structures, and Singati has become an economic hub on the road leading up to several hydropower plants and a<a href="https://nepalitimes.com/banner/off-the-beaten-trek-in-nepal"> popular trekking destination</a>.&nbsp; The town looks less like a village and more like a suburb of the Dolakha district headquarter of Charikot, 47km away.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2.jpg" data-media-id="editor_6" data-image-id="20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e.jpg" data-media-id="editor_7" data-image-id="20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  “The demand for construction material, cement, iron rods and bricks peaked after the earthquakes,” says Suresh Khadka, who owns a hardware business here and now supplies material to the 456MW Upper Tama Kosi hydropower project that is undergoing repairs after it was damaged by a landslide last year. The demand for cement boomed since most residents believe, not necessarily correctly, that <a href="https://nepalitimes.com/banner/in-a-disastrous-state">cement houses are safer</a>. Because of the shortage of qualified masons and proper seismic engineering, <a href="https://nepalitimes.com/here-now/structural-problems">many of the buildings are of questionable building standards </a>and the traditional architecture has been abandoned, admits Kul Bahadur Budathoki, deputy chair of the municipality. “But these buildings were more expensive than what the government grants could cover, many people here are heavily in debt and the men have <a href="https://nepalitimes.com/here-now/every-day-is-closer-to-pay-day">migrated to the Gulf to pay their loans</a>,” Budathoki says.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_32f89e97b7e757fc9286c0bbb671f48ea8d4468e9634fa646d7247c650ad8480.jpg" data-media-id="editor_14" data-image-id="20250508110520_32f89e97b7e757fc9286c0bbb671f48ea8d4468e9634fa646d7247c650ad8480" data-rendition-name="original" width="1501" height="1079" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> <figcaption>Kul Bahadur Budathoki</figcaption> </figure>  Singati is in a multi-hazard zone. The <a href="https://archive.nepalitimes.com/article/nation/Singati,3091">12 May 2015 earthquake </a>could have led to the collapse of Nepal’s largest glacial lake, <a href="https://nepalitimes.com/here-now/stairway-to-heaven">Tso Rolpa</a>, upstream. Due to global warming, the glacier has turned into an expanding lake 3.5km long, and its collapse would have unleashed a catastrophic Himalayan tsunami down the Tama Kosi Valley, with Singati directly in its path. Singati has literally risen from the ashes of 2015, with its residents beginning to recover from the trauma and financial toll. But it is not out of danger as <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>magnifies the risk from future earthquakes.
