To understand the new wave of migration from the remote mountains of western Nepal, one just needs to look at the nutrition status of its children. Hara BK’s 2-year-old son has an abnormally distended belly, his arms are thin — the result of insufficient food from fallow farms in this rugged and arid region of Nepal.&nbsp; “Nothing grows here, I’m tired of walking to the health post,” the mother of two tells us, showing the nutrition packet the baby was given. “He gets better as long as we feed him the packet, then he is hungry again.”&nbsp; Child marriage is still common in Bajura, and Hara was 15 herself when her parents married her off. By 16 she had her first baby. She is unable to produce enough milk for her baby, but already pregnant with a third child. Nearly 90% of women in Bajura are malnourished. Says ward chair Ajay Kumar BK: “Children born to malnourished mothers also become malnourished.” Geeta BK is 30. She has six girls aged 15, 12, 8, 6, 5 and 3, and a son who is 1. She tells us, “I had a baby every other year. There is no milk for this one.” In remote districts like Bajura, child marriage, multiple births, unspaced birth all lead to malnutrition in mothers who then cannot provide enough nutrition for their babies. “It is a vicious cycle of malnutrition and poverty,” says nutritionist Uma Koirala.&nbsp; Hara and Gita’s husbands are seasonal migrant workers who go to Dehradun in India six months a year to work as labourers. During that time, the wives are doubly burdened. Hazari BK, 23, of Muktikot village is severely undernourished, but has to raise a seven-year-old son and two-year-old daughter. She gave birth to her first child at 17, and two of her babies died young.&nbsp; “This small girl is getting better but I could not breastfeed my son,” says Hazari, who is pregnant again.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260212090240_bbfd747ded536931be4910d73f1234c245aec30401da3ffe05dac2ef690bf88e.jpg" data-media-id="editor_0" data-image-id="20260212090240_bbfd747ded536931be4910d73f1234c245aec30401da3ffe05dac2ef690bf88e" data-rendition-name="original" width="1500" height="1001" loading="lazy" alt="Epicentre of hunger NT"> <figcaption>The four daughters of Geeta BK.</figcaption> </figure>  NUTRITION PROGRAMS The government has been implementing a ‘multi-sectoral nutrition plan’ in six districts including Bajura since 2013, involving education, agriculture, drinking water and sanitation, and local development ministries. The current phase of the program covering all local governments aims to reduce stunting to 15% by 2030.&nbsp; A ‘Nutrition Assessment and Gap Analysis’ conducted in 2009 recommended that agriculture, education, local development and health should all play a role in addressing malnutrition. Then in 2011, Nepal joined the global campaign ‘Scaling Up Nutrition’ (SUN) campaign, and a year later the government approved the multi-sectoral nutrition program which is still running with support from the European Union, UNICEF, the World Bank, the World Food Program, Canadian Aid, JICA, and the World Health Organization. Similarly, USAID’s Suhara program which started 11 years ago took nutrition programs to the remotest corners of the country. And while the program has been scaled back after USAID stopped, Hara and Gita are a stark reminder of how past programs have failed. Public health expert Mahesh Maskey sees a deeper malaise here. This is not a health issue, but linked to state neglect of education, agriculture, gender and food security. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260212100240_919551288adb9669472702c3937fac94e4268cbde1a39173853ee901f9b18947.jpg" data-media-id="editor_1" data-image-id="20260212100240_919551288adb9669472702c3937fac94e4268cbde1a39173853ee901f9b18947" data-rendition-name="original" width="1572" height="950" loading="lazy" alt="Bajura map"> </figure>  HUNGER FIGURES According to the Nepal Demographic and Health Survey 2022, malnutrition has dramatically declined nationally, but not in western Nepal. A quarter of under-5 children in Nepal are stunted, but here in Muktikot village the proportion is a shocking 55%. The figure for Bajura district is almost double the national average with 49% of children too short for their age due to a lack of food. The survey also showed that 19% of under-5s are underweight. Here in Muktikot that percent is 51.2%. A third of the children in Bajura weigh below normal.&nbsp; Bajura does have nutrition programs, but there is lack of coordination between various government departments with unnecessary duplication of haphazard efforts. “There is no accounting of who is doing what, how much food is being distributed,” admits Bajura public health officer Kumar Neupane. “This in turn is increasing dependency and reducing local food production.” Health posts give out ready-to-use therapeutic food to severely malnourished children as a nutrition boost, but this is not a long-term solution. “These items are only supplementary, not substitutes for home-cooked meals,” says Lila Bikram Thapa at the Department of Health Services in Kathmandu. The World Bank’s recent Nepal Development Update 2025 states that in Madhes Province, delayed monsoon rains hurt paddy yields.&nbsp; Economist Keshav Acharya says that although funds are allocated for nutrition in the budget, its distribution system and identification of needs are not scientific: “If the target group is not reached and the program is not continuous, such programs are meaningless.”&nbsp; Malnourished children do not develop adequately mentally and physically, preventing them from rising above the poverty line. Nutritionist Aruna Upreti says that the government multi-sectoral nutrition program has failed due to misplaced priorities.&nbsp; “Even in remote villages, noodles and biscuits are easily available but nutritious food isn't,” she says. “The use and promotion of local nutritious crops should supersede dependence on external food aid.”&nbsp; Centre for Investigative Journalism - Nepal

Yet, food waste makes up 66% of garbage in Kathmandu. The gap between poverty and plenty is even more glaring during Dasain, when bingeing on masu-bhat is the norm.
This week’s <a href="https://www.globalhungerindex.org/ranking.html" target="_blank" rel="noopener noreferrer">Global Hunger Index 2021</a> by the UN’s <a href="https://www.fao.org/platform-food-loss-waste/resources/detail/en/c/1378978/" target="_blank" rel="noopener noreferrer">Food and Agriculture Organisation</a> (FAO) ranks Nepal 76th among 116 countries – better than India (101) and Pakistan (92). However, that is no comfort for thousands of Nepali families who are <a href="https://www.nepalitimes.com/banner/nepals-epidemic-of-hunger/" target="_blank" rel="noopener noreferrer">struggling to feed themselves</a> due to income loss caused by the pandemic.
On the other hand, with rising living standards, Nepalis are also over-splurging, leading to an increase in food waste. Much of this is processed and packaged food, which adds to the plastic in urban garbage.
The problem has gotten so bad that cooking oil brand Siddha Baba took it upon itself to communicate the seriousness of food waste in Nepal ahead of the festival via tv and social advertorials with comedy duo Madan Krishna Shrestha and Hari Bansa Acharya.
<a href="https://dokorecyclers.com" target="_blank" style="background-color: rgb(255, 255, 255); font-size: 15px; letter-spacing: 0.01em;" rel="noopener noreferrer">Doko Recyclers</a> that manages and upcycles dry waste in Kathmandu, has seen a significant increase in consumption and wastage during the festival season. 
To be sure, the problem of food waste in Nepal is not specific to festival time. Nearly 4.6 million people are categorised as ‘food insecure’ in Nepal, and 40% of children under five are stunted. Childhood malnutrition has been made worse by pandemic-induced economic fallout.
<a href="https://www.nepalitimes.com/latest/covid-19-affecting-food-security-in-nepal-wfp/">The pandemic</a> has also disrupted the market with tons of vegetables and fruits left to rot without proper transport during the lockdowns. Which is why despite a favourable monsoon this year, many were discouraged from planting maize and paddy, fearing more wastage.Read also: <a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/ipcc-report-and-nepals-food-security/" target="_blank" rel="noopener noreferrer">IPCC report and Nepal’s food security</a><a href="https://www.nepalitimes.com/latest/the-pandemic-of-hunger/">The pandemic of hunger</a>, Medha GelliIn a recent panel examining the food crisis in Nepal, environmental scientist Uttam Babu Shrestha said that up to 40% of vegetables are wasted daily during their transport and handling.“Although there is plenty of anecdotal evidence pointing to a large degree of food waste in transit and households, there has been no comprehensive study done in Nepal examining food waste post-harvest,” added Shrestha.A study in January of 2014 surveyed wholesalers and retailers to determine the primary cause of food waste in shops. Many of the respondents said it was because they did not have refrigeration facilities to extend the shelf life of farm produce. Others said poor handling and packaging contributed to food waste.Food is generally to be packed in <a href="https://www.nepalitimes.com/banner/the-covid-19-plastic-pandemic/" target="_blank" rel="noopener noreferrer">polythene bags</a> which are significantly cheaper than crates, the expensive alternative that is the industry standard for protecting produce. The use of polythene bags, paired with tightly packed produce with minimal airflow in a vehicle on uneven roads, leads to a significant waste of produce even before it reaches market.Food waste at home can easily be minimised, but the extent of the problem is much larger in hotels and restaurants. Nabin Bikash Maharjan of the company <a href="https://bw2v.com" target="_blank" rel="noopener noreferrer">Blue Waste to Value</a> has been working with clients like Hotel Yak and Yeti and Hyatt Regency and has seen first-hand the amount of food waste establishments like that generate.“Before the pandemic, we used to get some 1.5 tons of waste from one single 5-star hotel in a day, 60% of which would be food. In large part, this waste is from banquets and events they host,” says Maharjan.Blue Waste to Value turns the food waste into animal feed, and the rest for organic composting. Most larger hotels and restaurants in Kathmandu now have similar tie-ups with pig farms.Actually, an average Nepali household produces much less food waste. Blue Waste to Value found that only about 20% of the waste generated in private homes is food. Even so, a study by the Solid Waste Management Technical Support Centre (SWMTSC) estimated that in Nepal, 65% of household waste is organic which means it can be turned into compost instead of being dumped in landfill sites.Food waste is adding to Kathmandu’s growing problem of solid waste management. The capital's only landfill in Nuwakot’s Sisdole has already reached <a href="https://www.nepalitimes.com/banner/a-load-of-rubbish/" target="_blank" rel="noopener noreferrer">its maximum capacity</a>, and every monsoon the rains damage the access road to the site obstructing the movement of garbage trucks.Some 1,000 tons of solid waste is dumped at Sisdole every day, 60% of which is organic. Almost all of the waste remains unsegregated and adds to the pollution, further worsening the health of the people.Says Pankaj Panjiyar of Doko: “Food waste at home can be largely reduced if all of us practice in-house waste segregation and composting, this in time will help with our overflowing landfill.”

Nepal’s glaring food gap

That deprivation, plus physical beatings and “mental torture” caused Chandra to flee their village home for Kathmandu.Mother and son arrived in January at the 24-bed facility perched on a hill on the outskirts of the city, where housing colonies sprout on former farm fields. In the month since then, Raju has gained 1kg in weight and is much stronger.The boy will stay at the Home for a few more weeks, says Sunita Rimal, coordinator of the Malnutrition Prevention and Treatment Program at the Nepal Youth Foundation, which runs the Home. By then she hopes to have found some work in Kathmandu for Chandra via her informal channels, so that the mother-son pair don’t have to go back.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141136/636cfe4d9c7e80680e0a0c30jpeg.jpg" alt="" width="901" height="786">Epidemic of hungerNina Parajuli, 45, brought her daughter Anushka, 7, to the Home weeks later on the advice of staff at a local non-governmental organisation. Nina had gone there for skills training after losing her house-cleaning job in Kathmandu.She was forced to find work unexpectedly after Anushka was born, when her husband deserted them. The family that hired her ate their first meal of the day only in the afternoon, which meant the girl left for school in the morning having eaten only snacks, while her mother worked. Eventually, Anushka grew dangerously thin and was considered severely malnourished when she arrived.Nina “was too concerned with her own problems to notice,” Rimal explains. Like her husband, she is HIV positive. She also has a heart condition and is on a waiting list for a uterus operation.Though unique, the stories of Nina and Chandra share a common thread — the causes of their children’s malnutrition are multifaceted. Rimal says that is the norm: “Most of the people who come here have other socioeconomic problems.”Past achievements Nepal is celebrated globally for its success in fighting malnutrition from the 1990s until recent years. Most notably, rates of stunting (low height for age) fell from the world’s highest, 68% in 1995, to 36% in 2016.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141136/636cfe509c7e80680e0a0c31jpeg.jpg" alt="" width="2410" height="1064"><figcaption> </figcaption></figure>New research has teased out exactly which development efforts had what impact on stunting. Indirect (also known as ‘nutrition-sensitive’) approaches were surprisingly effective. For example, better educated parents accounted for 25% of the improvement, <a href="https://www.nepalitimes.com/banner/toilet-trained/" target="_blank" rel="noopener noreferrer">environmental factors</a> like building more toilets contributed 12% and economic growth made up 9%.Direct (‘nutrition-specific’) efforts included: improved nutrition of mothers (accounting for 19% of the gain), and maternal and newborn health care (12%), according to the research, published on the website <a href="https://www.exemplars.health/topics/stunting/nepal">Exemplars in Global Health</a>.“The exemplars that we picked were countries that did (development) much faster than others. Nepal is not necessarily the best example but it is an important example,” says Zulfiqar A Bhutta of the Centre for Global Child Health at The Hospital for Sick Children in Toronto, one of the leaders of the research.“One thing is very clear, no one country has done it alone by only investing in health and nutrition sectors,” explained Bhutta via Zoom from Toronto. “And no one country has done it alone by only investing in poverty alleviation strategies. So the truth is that you have to do both in combination.”Nepal has continued that broad approach, investing in health both directly and indirectly, <a href="https://www.nepalitimes.com/banner/nearly-half-of-nepali-children-still-malnourished/" target="_blank" rel="noopener noreferrer">yet the progress has plateaued</a>.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141136/636cfe549c7e80680e0a0c32jpeg.jpg" alt="" width="1628" height="1255">While stunting continues to fall, the 36% rate is greater than the developing country average of 25% and the Asia average of 21.8%. In fact, the country is on target to hit only one of its nutrition goals for 2025 set by the World Health Assembly — for underweight children under 5 — says the <a href="https://globalnutritionreport.org/resources/nutrition-profiles/asia/southern-asia/nepal/">Global Nutrition Report 2020</a>.So what happened?“The one thing that I was surprised by is that inequity has increased,” says Bhutta, “and I have a feeling some of that may have had to do with the urban poor or rural to urban migration.”Nepal, he adds, should work to pinpoint the who’s and why’s of poverty, but otherwise, it should maintain its balanced approach.Investment on nutrition A recent analysis from UNICEF found, however, that spending on indirect approaches to fight malnutrition was rising while declining for direct interventions. This goes against the direction given in the government’s <a href="http://nnfsp.gov.np/PortalContent.aspx?Doctype=Resources&amp;ID=330">Multi-sector Nutrition Plan</a> (MSNP), the blueprint for tackling malnutrition.<a href="https://www.nepalitimes.com/editorial/hunger-for-governance/">Hunger for governance</a>, EditorialThe first phase of the MSNP ran from 2013 to 2017, and the current plan ends next year. The analysis in UNICEF’s <a href="https://www.unicef.org/nepal/media/13296/file/Nutrition%20-%20Budget%20brief.pdf">Nutrition Sector Budget Brief</a> also pointed out that the cost of programs in phase two (Rs48.9 billion) of the multisector plan is just 54% of phase one (Rs88.5 billion). In addition, the gap between budget numbers and actual spending has been growing.Kiran Rupakhetee of the Good Governance and Social Development Division at the National Planning Commission secretariat, helped shape MSNP-II. In an online interview he suggests that rather than the current plan’s budget being too low, the budget for MSNP-I might have been “over calculated at the time”.As to the growing gap between allocations and real spending — it results from many factors, including “rigidities and structural barriers” in the system, he explains.Another major challenge for MSNP-II is federalism, which introduced three levels of government after elections in 2017. “It’s a Herculean task… because at the moment it’s not only one government—we have 761 governments… There are some difficulties in ensuring coordination among them,” adds Rupakhetee.The pandemic challenge The Covid-19 pandemic <a href="https://www.nepalitimes.com/latest/covid-19-leaves-millions-of-south-asian-children-hungry/" target="_blank" rel="noopener noreferrer">has added to the challenge</a>. “It definitely has hampered our activities,” says Rupakhetee, “but we tried our level best to keep the programme going.”For example, parents were trained to measure the arm circumference of infants to detect signs of malnutrition, a task usually done by female community health volunteers, who have been unable to do so due to frequent lockdowns.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141136/636cfe579c7e80680e0a0c33jpeg.jpg" alt="" width="960" height="640"><figcaption> </figcaption></figure>Nepal’s school feeding programme was also modified because of the pandemic, with food rerouted to students’ homes, says World Food Programme (WFP) Country Director Jane Pearce, in an online interview.“Whereas most of the world stopped all of their school meals programmes, Nepal has continued, which has meant that we’re maintaining the nutrition that we’re providing through our locally-managed school meals programmes by giving households take-home rations,” she said.WFP has also teamed up with UNICEF and other UN agencies to press the government to expand its malnutrition treatment to include not only children who are severely wasted (low weight for age) but moderately wasted, says WFP’s Head of Nutrition Anteneh Girma.“With the impact of Covid and others, if they’re not treated they will become severely malnourished, then chronically malnourished, or stunted,” he adds.In June <a href="https://www.nepalitimes.com/banner/nepals-epidemic-of-hunger/">this paper reported</a> on how severe malnutrition was killing children in the poorest communities in Nepal’s eastern plains. It told the story of Raju Devi Sada, whose first daughter died at 3, after being malnourished. A second daughter died soon after birth, a year later.A third daughter is underweight and local health workers have recommended feeding her nutritious food. But Raju Devi cannot afford vegetables, eggs, milk and meat, and what she earns as a daily wage labourer is barely enough to feed the rest of the family.“We have found that up to 70% of children who die every year in Province 2 do so due to malnutrition, and the main reason for that is extreme poverty,” said Kedar Parajuli at Nepal’s Family Welfare Division. “Without alleviating poverty, we can’t solve malnutrition.”WFP is doing mapping, using mobile data, to create what it calls a vulnerability index. It documents people’s access to water and sanitation services, health and other factors, in addition to nutrition, says Girma.He adds, “Our nutrition response, food security response, is informed by that index… it indicates those who are vulnerable for not having access on time, for being exposed to various inequalities.”The private sectorGirma points out that WFP, both in Nepal and globally, supports the multisector approach. In that vein, the UN agency is working closely with the government to establish the <a href="https://sunbusinessnetwork.org/">Scaling Up Nutrition (SUN) Business Network</a> in Nepal. To date, 10 companies, all working in the food industry, have become members.Ending malnutrition and other food-related diseases “will happen only if the private sector is responsible for what they are producing, and producing something safe …  so their engagement, bringing them to the table, is very important,” says Girma.Leading collaboration with the private sector on the ground is <a href="https://www.baliyonepal.com/en/">Baliyo Nepal</a>, a non-profit company that generated headlines when it launched in 2019. The initiative was funded by the Bill &amp; Melinda Gates Foundation through the Chaudhary Foundation, the charity arm of the Chaudhary Group, makers of Wai Wai instant noodles, which are widely considered junk food.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/junk-food-is-making-nepali-children-shorter/" target="_blank" rel="noopener noreferrer">Junk food is making Nepali children shorter</a>, Marty LoganToday Baliyo Nepal is set to expand a pilot project that has been running in Lumbini Province since 2020 — raising awareness about nutritious food among school children, including via a cricket program, and educating shopkeepers to sell the nutritious foods in the first phase of its ‘Baliyo Basket’: eggs and a single-portion Rs10 sachet of fortified porridge for infants.“Seventy percent of the sachets in the market were sold, according to the sales report,” says Baliyo Nepal CEO Atul Upadhyay, a nutritionist, in an interview in his Kathmandu office. “The feedback we’re getting from mothers is ‘Now we want it in a bigger package. We can’t go to the shop every day and buy the Rs10 package’.”Upadhyay says manufacturers will start making the larger packs by year end. That is just one of many plans he is cooking up — besides expanding pilot activities to Bagmati and Gandaki provinces, the company will soon be adding to its Baliyo Basket a fortified drink for pregnant and lactating women and fortified porridge for 2-5-year-olds, once they are approved by the government.Upadhyay notes that both the government and private sector are gradually embracing his innovative approach but stresses that new ways to fight malnutrition, like this public-private partnership model, are essential if Nepal is to reach its nutrition targets.“It’s not important who works for nutrition. It’s important that someone works for nutrition, whether it be WFP, Baliyo Nepal, company A, company C — I don’t mind,” he adds.Target StuntingStunting, low height for age, is a sign of chronic undernutrition. It can hinder brain development resulting in reduced mental ability and learning capacity, poor school performance in childhood and lower earnings and higher risks of nutrition-related chronic diseases, such as diabetes, hypertension and obesity, in adulthood.Nepal cut its stunting rate dramatically in recent decades, and it is one form of malnutrition that the country might be on track to reduce in line with coming targets: MSNP-II (2022), World Health Assembly (2025) and SDGs (2030).The UNICEF Nutrition Sector Budget Brief says that the average yearly rate of stunting reduction since 2001 (3.25%) must increase to 3.8% to meet the MSNP-II and WHA targets, and rise to 6.5% to meet the SDG target.According to Kiran Rupakhetee at the National Planning Commission: “The Nepal Multiple Indicator Cluster Survey has brought some encouraging results, but it may still be difficult to make the WHA target... but since the SDGs deadline is quite far away I’m very much optimistic and hopeful that we can meet it.”Stunting rates and targets 2016: Nepal Demographic and Health Survey – 36%2019: Nepal Multiple Indicator Cluster Survey – 31.5%2022:  Target: Multi-sector Nutrition Plan-II – 28%2025:  Target: World Health Assembly – 25%2030:  Target: SDGs – 15%

This is not about the arson attack on 9 September 2025, but the one on 8 July, 1973. It started in the South Wing of the then single-largest building in all of Nepal. It took two days to bring the blaze under control, requiring the use of explosives to demolish one wing to protect the imposing western facade. As Bhekh Bahadur Thapa recalls in the English translation of his memoir A Life in Public Service: Nepal from Autocracy to Democracy, he was then on leave from the Nepal government serving with the IDRC in Ottawa.&nbsp; He had already served as Nepal’s Finance Secretary at age 25, went on to be Finance Minister and Governor of Nepal Rastra Bank. He was already younger than some of the GenZ ministers in Nepal’s present RSP government. Thapa, now 89, was at the launch of the book in February which was attended by former diplomats and bureaucrats. After speeches by panelists, there was a question from the audience about how Thapa had managed to be the diplomat he was, managing Nepal’s international relations on the world stage.&nbsp; Writer and journalist Akhilesh Upadhyay, who was moderating the panel, responded by going into the section of the book where we see Thapa as an ambassador to the US, playing tennis with White House officials, cultivating a network of contacts to project the identity and welfare of Nepal, and making it possible for a state visit by King Birendra to Ronald Reagan’s America. The book is full of anecdotes that suggest Thapa was a clever and strategic diplomat, always calm and unruffled, easily making friends in high places with his maturity and engaging sense of humour. Thapa’s memoir is heavy on details about Nepal’s administrative history during the years he was active in public service, serving as minister and ambassador under three kings: Mahendra, Birendra and Gyanendra, and alongside five prime ministers.&nbsp; Aside from an insider look on how certain treaties, development deals and research projects in Nepal came into fruition, Thapa goes into great detail about his personal and professional relationships with the kings, ministers, ambassadors, foreign leaders and politicians.&nbsp; As a reader, one is struck by the level of detail around the events that unfolded in Nepal over the years during Thapa’s tenure. Was Thapa recording a journal over the years of the events and the conversations that transpired, or were they committed to his phenomenal memory? The book keeps its focus on the administration and the key figures around it, mostly those in the Panchayat era. Towards the second half of the book, we do start to hear about political parties, but not in great depth. Another figure whose presence in the book is conspicuously less prominent is that of his wife, Rita Thapa — the person who seems to have rescued him every time financial quandary or family care became a challenge. Yet, we do not see her as a full person. Perhaps because of the personal tragedies in his life, the children are also barely mentioned.&nbsp; The book is therefore less personal and more technical. Throughout, we learn about Thapa’s thinking as he navigated the world of diplomacy to win him the trust of those who mattered. There are tips here for a new generation of Nepali officials and diplomats about how much commitment and focus is needed to be good at one’s job and serve the national interest. This book adds to tomes that have been written on Nepal’s fragile relationship with India. ‘India has always wished for Nepal to remain dependent on it,’ writes Thapa, who served as Nepal’s ambassador to India and later in the Eminent Persons Group &nbsp;on Indo-Nepal relations that has been allowed to languish. The book has several insights into the Indo-Nepal trysts with diplomacy and agency.&nbsp; China’s role is also recorded, viewed through conversations during a visit to Beijing, but all that was before Nepal’s neighbour to the north emerged as a world economic and military power. The book also has such sudden instances of quirkiness and humour. For instance, we see a young Thapa in America explaining to a government official why he would like to return to Nepal instead of settling down in the US. “Because, Nepal is beautiful,” he said. The text is immaculate and does not read much like a translation, credit for which clearly goes to the team that put the edition together: translator Prawin Adhikari, &nbsp;Anagha Neelakanthan and Bhekh Thapa’s daughter, Manjushree. As Nepal enters a new era of governance and diplomacy, A Life in Public Service: Nepal from Autocracy to Democracy should be essential reading for students of political science, economics and foreign affairs who can gain a fresh perspective on the country’s trajectory.&nbsp; There are dozens of forgotten state secrets recorded in the book, but the reader must also remember this is a story told from one person’s perspective and there may be others.&nbsp; So, what really made Thapa the diplomat he was? I met him in 2004 at the Kantipur TV studio when he was serving as king Gyanendra’s foreign minister. He was there for a studio interview, and I was just done with my English newscast.&nbsp; He surprised me at the door: “Pratibha! I’ve been reading your articles in The Kathmandu Post. You must keep writing.” I thanked him, glad to have been noticed for my work by a stranger. How to win friends and influence nations

Prime Minister Balendra Shah on Wednesday broke tradition and met with 17 foreign envoys collectively, a move that was a notable departure from how his predecessors operated.&nbsp;
Shah had already set himself apart by talking less, listening more, and delegating to trusted friends. But by meeting all ambassadors at one go in the presence of the Foreign Ministry, he signalled a paradigm shift in how he wants Nepal to be seen: no longer just balancing India and China, but as a country confident about its <a href="https://nepalitimes.com/opinion/guest-editorial/tripolar-contestation-over-nepal">strategic importance and place in the world</a>.
In just two weeks, the <a href="https://nepalitimes.com/news/rsp-dos-and-don-ts">RSP has sprung into action </a>on multiple fronts to implement its ambitious 100-point, 100-days action plan. It has taken short-term measures to mitigate the impact of the Gulf war, as well as medium- and long- term measures to streamline the bureaucracy. A few high-profile figures have been made examples of to drive the message home.
Earlier this week, the government recalled six politically appointed ambassadors, the most notable being long-serving Shankar Sharma from New Delhi. The Kathmandu District Court issued arrest warrants against former prime minister Sher Bahadur Deuba and his former foreign minister wife Arzu Rana on charges of money laundering and corruption.
Each ministry has been trying to clean up the accumulated rot from the past three decades: regulatory overhaul of microfinance, education, health and service delivery.&nbsp;
These actions widely disseminated campaign-style on YouTube and TikTok have made most Nepalis hopeful that the party they installed in power means business.

BACKLASH
But such attempts to overhaul a long-entrenched political culture were bound to face backlash. In their impatience and enthusiasm to get things done, some of Prime Minister Shah’s ministers have over-reached.
It was common knowledge that government-paid advertising in the mainstream press was kickback-driven, but the PMO’s directive that official notices be published or broadcast only on state-run media has been denounced — especially as the media industry struggles to stay afloat.
More serious are some recent appointments by ministers of relatives and figures closely associated with the RSP to key positions. This has rankled because this party built its political plank on ending nepotism and graft.&nbsp;
News that Home Minister Sudan Gurung allegedly had not paid rent on leased land, which illegally encroached on the lake in Pokhara did not help. &nbsp;
Prime Minister Shah himself has come under scrutiny for appointing a kitchen cabinet full of male buddies from his time as Kathmandu mayor. To douse criticism he brought in as adviser investigative journalist Deepa Dahal, who has exposed corruption in high places of the previous coalitions.&nbsp;
Shah’s appointment of another political adviser Asim Shah to the head Constitution Amendment Task Force, is also seen as problematic. He is a filmmaker and former lawmaker, but does not have a background in constitutional law.&nbsp;
Even more controversial is the Cabinet’s decision to appoint RSP Chair Rabi Lamichhane’s legal counsel, Narayan Kandel, as Attorney General. Kandel used to be a UK permanent resident, and does not have as much experience practicing law in Nepal.&nbsp;
Kandel’s appointment drew flak and raised eyebrows, and with the pending legal cases against Lamichhane this appointment represents a flagrant conflict of interest.
Health Minister Nisha Mehta was also accused of favouritism after reappointing Junu Shrestha, wife of Labour Minister Dipak Kumar Shah, as member of the Health Insurance Board which had earlier suspended her. The Labour Minister’s rambling rant at the Board’s meeting on Tuesday has not helped the RSP’s image.&nbsp;
(UPDATE: On Thursday, Prime Minister Shah sacked the Labour Minister after the RSP found him in breach of the party's code of conduct and discipline. He served 14 days in the Cabinet, one of the shortest tenures for a minister in Nepal )
It is hard to know what <a href="https://nepalitimes.com/news/ball-in-balen-s-court">Balendra Shah is thinking</a>, and how Rabi Lamichhane is going to justify some of these moves. After all, making politics, governance, and bureaucracy a meritocracy has been the core tenet of the RSP, and it risks alienating its mainly youth base if these missteps persist.
But at least for now, most RSP supporters seem to be giving the party the benefit of doubt.
