Other developing countries have tried to emulate it, and in November even The New York Times noticed this success, running <a href="https://www.nytimes.com/2022/11/11/world/asia/nepal-reforestration-climate.html">a story titled ‘How Nepal Grew Back Its Forests’</a>.The Times reported: ‘Large swaths of national forest land were handed to local communities, and millions of volunteers … were recruited to protect and renew their local forests, an effort that has earned praise from environmentalists around the world.' it went to cite emerging issues including increased wildlife and rural migration.Read also: <a href="http://archive.nepalitimes.com/article/editorial/climate-climax,3651" target="_blank" rel="noopener noreferrer">Climate climax</a>, EditorialHowever, what The New York Times missed out on was how community forestry is now facing a multi-faceted and systemic crisis from dysfunctional local groups to regulatory recentralisation that I observed during my recent fieldwork in Kavre, Sindhupalchok and Lamjung districts. Kavre and Sindhupalchok were where Nepal's community forestry concept was first piloted in the 1980s, with support from an Australian aid program.“No one attends the meetings for the community forest anymore. The forest has become a jungle of weeds and unwanted shrubs, increasing the risk of fire,” a community forestry leader in Kavre told me. “Twenty years ago, people used to pay for small tree branches and even leaves, but today, people are not interested in receiving any forest products even when I offer free delivery.”Read also: <a href="https://www.nepalitimes.com/banner/who-now-owns-nepals-forests/">Who now owns Nepal's forests?</a> Sonia AwaleThis 80-year-old Kavre resident has experienced a systemic institutional decline in his community forest, so much so that he is the only member of the village committee running and keeping the group afloat.In another community forest in Kavre, mature trees had fallen and were lying on the forest floor, left there for months or perhaps even years.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2023020814028/63e39f579c7e80680e0d6fe7jpeg.jpg" alt="" width="768" height="1024">“These trees have good commercial value in the market, but the forest user group is not interested in investing time and effort to clear complex regulatory requirements for sale,” explained Sarada Tiwari of ForestAction Nepal. “And they don’t need fuelwood as they buy LPG from local shops.”Indeed, in almost every site I visited, I found that community forests had become dense jungles, increasing the fire hazard. Restrictive regulations prevent communities from harvesting trees, leading to a decline in the interest of local user groups in managing forests. As a result, good market value trees are left dying.After 40 years of glorious history, community forestry in Nepal is facing a new generation of problems which threaten to undermine past gains.Perhaps the primary source of this crisis is the significant shift in people’s dependence on forests. With increased road networks and the flow of remittance from family members working abroad, people have shifted from using fuel wood to fossil fuels.  With the decline in farming, the use of other forest products has also significantly dropped. But this new forest-people relationship is yet to be reflected in plans and policies of community forestry.Read also: <a href="https://www.nepalitimes.com/opinion/protecting-nepals-parks-by-saving-buffer-zones/">Protecting Nepal’s parks by saving buffer zones</a>, Teri D AllendorfPolicymakers in Kathmandu believe that community forestry is mainly a source of subsistence livelihoods, a proposition that was true two decades ago. That is why they continue to impose restrictions on harvesting and marketing of forest products.A forest official told me: “We are careful not to encourage commercial harvesting of timber from community forest areas”.This is what happens in practice, despite formal laws being open to marketing forestry products side-by-side with what is seen as progressive community forestry policies at the federal level. <a href="https://archive.nepalitimes.com/news.php?id=19042#.Y7QEuexBzDJ">Nepal’s Forest Law 1993</a> was one of the world’s strongest forest legislations to devolve power to local communities willing to take control of an area of forest in their locality. The same spirit continues through the Forest Act 2019.Read also: <a href="https://nepalitimes.com/opinion/villagers-step-up-to-protect-nepals-tigers/">Villagers step up to protect Nepal’s tigers</a>, Teri D AllendorfHowever, in actual practice, regulatory enforcement hardly follows the policies and legal provisions in letter and spirit. A senior community forestry activist once said: “In Nepal, forest laws are undermined by rules; rules by working procedures, working procedures by written notices, and written notices by oral instructions. How can you then comply with all of them?”What’s worrying is that even community forestry activists seem to have an orthodox attitude that denies more active and sustainable use of community forests.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2023020814028/63e39f599c7e80680e0d6fe8jpeg.jpg" alt="" width="1024" height="768">“We are worried that some projects aim to promote marketing of forest products which can jeopardise community forestry,” said one community forestry activist working at the national level. He seemed to have settled on the idealistic narrative of community forestry, and believed it was not necessary to think of ways in which communities could benefit from the growing market values of forest products.Even when trees are harvested as per the sustainable use plans and with necessary approvals, the wider public and the media portray it as destruction of protected woodlands. This has prompted forest officials to take a risk-averse approach, further reinforcing regulatory restrictions in marketing surplus products.To be sure, felling trees may sound synonymous with the act of deforestation. But our research has reconfirmed some of the existing scientific knowledge and community wisdom that it is possible to undertake sustainable forest harvesting without jeopardising the forest ecology. Indeed, active use of forest can also protect the forests from fire hazards and foster good ecosystem health.Read also: <a href="https://archive.nepalitimes.com/article/nation/community-forest-comes-in-handy-earthquake-reconstruction,2927">Seeing both forest and trees</a>, Om Astha RaiProven techniques exist to facilitate forest regeneration after harvesting mature trees. However, operational regulations and the mindset of policymakers and community leaders that forests are for subsistence farmers, prevent innovation for more active and equitable use.Nepal’s community forests are an <a href="https://archive.nepalitimes.com/article/nation/community-forest-comes-in-handy-earthquake-reconstruction,2927">important natural capital for locals</a>. Forests make up nearly 45% of Nepal’s land area and there are over 500 commercially tradable products, with 150 species already in trade. Across the country, over 22,000 forest user groups manage 34% of the total forest area, but only a small fraction of community forests are under active management.Yet Nepal is spending billions to import timber because domestic forests are under-utilised. Clearly, local communities as well as the national economy cannot afford this crisis in community forestry.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2023020814028/63e39f5d9c7e80680e0d6fe9jpeg.jpg" alt="" width="1024" height="768">There is no one solution to tackle this impending crisis. The absence of marketing is not the only problem. What is required is a holistic socio-ecological solution that empowers communities to take action, with incentives accruing to them as per the ecologically sustainable levels of natural capital use.In a research project funded by the Australian Centre for Agricultural Research, we are analysing the political and economic roots of this crisis to inform an exploration of actionable ways to revitalise community forestry institutions at the local level. It is crucial to foster critical dialogue among policymakers, communities and research groups. Every aspect of community forestry should be brought in the table for new policy discussion – from resource rights to local organisational models, from financial governance to social equity, and from business models to market linkages. How local governments and community groups can work together should be a key dialogue agenda.But dialogue without practice-based insights and research-based evidence is pointless. Reviving Nepal's community forestry success story

All phoos: LILA NATH SHARMA.</figcaption></figure>It was sunny afternoon in December in 2018, I was sitting on a pile of logs at the Janakalyan Community Forest Office in Nawalparasi, waiting for its chair Kabiram Bhandari. I had just finished a three-day survey in the forest that his community had protected since 1996.It had not been easy to formally manage and protect aforest on which villagers depended on for fodder and fuel. At that time, the forest was severely degraded due to Illegal felling, encroachment, and <a href="https://www.nepalitimes.com/latest/protecting-nepals-forests-from-fires/">wildfires.</a>It took Bhandari, with support from the District Forest Office (DFO), 20 years to formally hand over the management of the forest to the local community. The logging mafia was livid, and he got multiple threats.With the declaration of the community forest, encroachment stopped, logging declined, villagers collectively controlled wildfires, and underserved communities at the edge of the jungle were provided access to forest products.Women and indigenous groups were represented in forest management, local institutions were strengthened and revenue from the sale of forest products were channeled into maintaining roads, water supply and supporting schools.This story of one community forest in Nawalparasi is shared by thousands of such locally protected forests around Nepal, and is <a href="https://www.nepalitimes.com/banner/who-now-owns-nepals-forests/">a success story</a> that has won international acclaim and contributed to Nepal’s forest area <a href="https://www.nepalitimes.com/banner/tree-mendous/">doubling in the past 25 years</a> through forest protection and restoration for biodiversity conservation though decentralised and participatory management.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111413118/63722fad9c7e80680e0c252bjpeg.jpg" alt="" width="1920" height="1080"><figcaption> </figcaption></figure>Kabiram Bhandari arrived, smiling as usual, and asked if I had finished my assessment of his forest. I could sense that he was expecting an affirmation of his struggle to protect and manage his community forest.A forest is not just a clump of trees to count and measure their girth in cubic feet, and convert that at prevailing hardwood timber prices into rupees. A forest is a social, ecological and evolutionary organism. Instead of counting trees in a forests, my training in biodiversity made me count the number of species: how many of them are rare and threatened species of plants or animals, how many are non-native.The condition of a forest is different depending on what parameters we use to examine it. Tree data within a forest is therefore a manifestation of national priority of community forests, and in this case a report card for the effort of people like Kabiram Bhandari in Nawalparasi – and the paradoxical goals of protected and unprotected forests and Nepal.To protect, but how?Nepal’s community management of forests started with <a href="http://archive.nepalitimes.com/news.php?id=12130#.YsmZvi9Q1CA">a few pilot projects in the late 1970s</a>, and was soon <a href="https://archive.nepalitimes.com/article/nation/community-forest-comes-in-handy-earthquake-reconstruction,2927">replicated nationwide</a> in later years. It has since been widely hailed as a model of forest protection and biodiversity conservation.However, the protectionist approach of forest management is also biased in favour of high value species to the detriment of varieties that are deemed or perceived to be of inferior value.The Dipad Community forest in Makawanpur district had recently been subjected to the much contested concept of ‘scientific forest management’. The custodians of the community forest regarded its shrubs, vines and climbers as not being ‘good’ for the forest. In fact, the undergrowth in this ‘scientifically managed’ forest was made up of only sal seedlings and saplings.Further east, the Jalthal Community Forest of Jhapa district looked more like a monoculture plantation of sal trees. “See, there are no bushes, no thorns,” said the management committee’s Chiranjibi Poudel.Be it Nawalparasi, Makawanpur, Jhapa or other other community managed forests of Nepal’s Tarai, the story is the same ­— the drive to protect sal at the cost of other species. There were fewer tree species with higher commercial value in them.In the Nawalparasi forest, for example, of the 141 tree trunks I measured, 133 were of sal. The other eight species were badkamle, kyamuna, siris and putalikath. Sal makes up 94% of the species also in other Tarai community forests, which are devoid of shrub or liana.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111413118/63722fb19c7e80680e0c252cjpeg.jpg" alt="" width="624" height="416"><figcaption> </figcaption></figure>Read also: <a href="http://archive.nepalitimes.com/news.php?id=12130#.YsmZvi9Q1CA">The greening of Nepal</a>, Marty LoganThe Jalthal Community Forest in Jhapa is a rectangular block 10 km long and 5.5 km wide, spanning about 6,000 hectares and located at the lowest elevation in Nepal. Jalthal is currently being managed by 22 community forest user groups and has biodiversity that is disproportionate to its physical area.Jalthal appears at first glance to be well conserved by communities. Encroachment by squatters and influential people has been stopped. Tree density has increased, with thicker canopy cover. There are fewer forest fires, poaching of wildlife and timber have been controlled. Collection of fuel and fodder is regulated, and revenue from the forest is invested in inclusive local development.The downside is that forest biodiversity has not been adequately protected, and degradation has continued. Invasive plants are affecting the indigenous vegetation of which there are only a handful of mature individuals left. <a href="https://www.nepalitimes.com/banner/protecting-pangolins-from-being-eaten-to-extinction/">The critically endangered pangolin</a> is still being illegally hunted. Community forest management does not adequately consider these biodiversity aspects of protection.The very name Jalthal implies that the forest has wetlands within it, but not much priority is given to protecting these water bodies which support biodiversity. Wild stands of latahar tree found in Eastern Nepal and eastward up to Malaysia are being depleted, with an absence of its sapling layer.Tree density has increased, but with an overwhelming share of sal. The forest is therefore homogenising. Even old growth stands of sal have been modified to make them look like a plantation forest. Healthy forests are supposed to be mixed species, but the story of Nepal’s community forestry is one of selective protection of certain species to the detriment of others.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111413118/63722fb39c7e80680e0c252djpeg.jpg" alt="" width="2000" height="1500"><figcaption> </figcaption></figure>A clean monoculture forest that looks like a plantation of exotic species is not what a community forest is supposed to be. Local people rely on forests daily for diverse products, with fodder being the most important. On typical day this spring, more than 2,000 people entered the Jalthal forest mostly for fodder and firewood.In the monsoon, over 500 people visit the forest everyday just to collect fiddlehead fern and other leafy vegetables.We found that people entered the forest for 12 types of products ranging from mushrooms to medicinal plants, edibles to timber.A ‘scientifically managed’ forest does not support these needs, and prioritises timber species for special protection. Liana like bhorla and bebre lahara and small trees like khasreto are not seen much anymore. Important fodder trees like kutmero, sadan and khanyu have declined. In fact, besides sal, there is a proliferation of eucalyptus and teak.Community forests are designed to support local needs, while managing and improving the vegetation. Given their multifunctional nature, Nepal’s community forests were supposed to promote diversity and coexistence of multiple species. Higher diversity entails wider ecosystem services and resilience.Managing forests only for timber overlooks the dependence of local people for a wider spectrum of ecosystem services. Besides timber, high value introduced medicinal plants are also the focus of forest management like lemon grass and citronella, turmeric oil to bio briquette, rhododendron juice to paper plates.Promoting enterprise and generating income is not a bad thing in itself, but this cannot be done at the expense of protecting an indigenous forest. I have seen a dozen or so community forests where local people have benefited from these new forest products, but only from daily wages, not to fulfil their traditional needs. Promotion of fodder trees, for example, would have been much more useful.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111413118/63722fb69c7e80680e0c252ejpeg.jpg" alt="" width="2000" height="1333"><figcaption> </figcaption></figure>How we understand a forest shapes our management objectives, decisions and routine activities.What was the original goal of Nepal’s community forestry program? Why have forests in the Tarai and elsewhere adopted similar management methods irrespective of local conditions and needs?Out definition of a forest seems to be restricted to having as many high value trees and medicinal plants as possible. There is rarely any attention paid to preserving biodiversity. The status of a forest does not just depend on a tree census, but past management of community sal forests focused mainly on maintaining or increasing tree density and cover. A ‘successful’ forest was one with increased density of sal, overlooking the forest as a complex ecosystem.Preferential protection of sal is an outcome of our policies and worldview on forests that treats a forest only as an economic resource, not an ecological treasure. The result is promotion of only high value species, be it timber or herbs, and overlooks wider spectrum of forest ecosystem services.Hariyo Ban Nepal ko Dhan was a popular slogan in Nepal’s forestry development in the 1980s. The word dhan ended up monetising forests. A new motto now is Ban Marfat Samriddi (prosperity through forests)and this is the thinking that has turned forests into a resource to be mined for timber.Nepal’s decade-long scientific forest management initiative was finally abandoned last year, but not before it hailed regeneration density in logged areas as a success, even when it was found that the original forest had been replaced by sal saplings. Treated blocks were poorer in species diversity compared to the original forests.The original conservation-oriented approach of forest management in community forests focused on retaining trees, and increasing crown and tree density. But the increase in density of the common most structural species was an outcome of the preferential protection by both Forest Department and user groups.A native sal forest is truly diverse in its associated flora and fauna with at least three vertical layers of vegetation. The canopy later has the taller trees, medium-sized trees make up the sub-canopy layer, and then there are shrubs and grasses in the forest floor which changes with the seasons.In tropical forests, liana, vines and climbers make up another important component, with some of them woody, massive and long lived – mainly in sal riverine forests. Old growth trees also support orchids and ferns with some sal supporting as many as seven species of orchids. Some trees have up to four species of ferns.Old growth forests are also rich habitats for birds, amphibians, reptiles and many insects like beetle and spiders. Old trees have cavities in the trunks and branches which shelter for animals like monitor lizards, owls, wood peckers, parrots and hornbills. Higher up in the food chain are the bigger mammals. A sal is itself a multipurpose tree. A mixed and diverse forest not only delivers multiple services we need, but also has higher resilience to cope with climate uncertainty and plays a vital role in meeting food security.Today’s high value timber forest could not be further removed from the concept of what a natural forest should be. But it also has to be said that without community management, even these forests would probably be degraded and encroached.Our forests need to reflect the need to adapt to the climate emergency, and not just meet the economic needs of communities and the nation. We should build on Nepal’s community forestry success to restore natural woodlands.We therefore need to reimagine our forests. How an ecologist regards a forest is different from how an economist sees it. Nevertheless, sustainable forest management can balance diversity with meeting the need for revenue.This means conserving a forest with original biodiversity that also meets local needs. Such a forest would be diverse enough to sustain a wide spectrum of biota. Safeguarding the soul of sal

The fire started five days ago, and all efforts to douse it have been unsuccessful because of strong westerly winds.A Simrik Air helicopter equipped with a special 'Bambi Bucket' water bombed the flames on Monday, and although that protected the temple at the summit of the mountain, it failed to stop the fire. The smoke plume from the fire raging near the shrine was visible in a NASA World satellite image on 26 December.After the fire entered the KCA, the Lukumpa Community Forest committee got volunteers to try to control the spread. However, several dairy farms and cow sheds are now threatened on the eastern slopes of the mountain.A large tract of forest has already been reduced to ashes, in an area that is an important habitat for the endangered red panda and other species.Simrik Air pilot Capt Surendra Poudel told RSS news agency that this is the first time aerial firefighting has been used to put out a wildfire in Nepal. He added: "We had the equipment and the trained personnel, and we could put it to use here."

Photo: SIMRIK AIR</figcaption></figure>The Simrik Air helicopter made five sorties from the half-frozen Jor Pokhari lake to Pathivara, and did manage to save the shrine. However, several dairy farms and cow sheds are now threatened on the eastern slopes of the mountain.A large tract of forest has already been reduced to ashes, in an area that is an important habitat for the endangered red panda and other species.Simrik Air pilot Capt Surendra Poudel told RSS news agency that this is the first time aerial firefighting has been used to put out a wildfire in Nepal. He added: "We had the equipment and the trained personnel, and we could put it to use here."

They still do, but it is no longer to gather fodder or firewood .They are busy in the care, weeding and production of herbs including citronella and lemongrass in 40 hectares of degraded community forest land. The women have formed the Laligurans Mahila Herbal Farmers Group, and harvest the valuable essential oils from the aromatic plants once every three months.Mankumari Khatri leads the women’s group and says it is a win-win-win situation – they can put degraded land to good use, increase the household income of members, and return greenery to the margins of <a href="https://www.nepalitimes.com/banner/tree-mendous/" target="_blank" rel="noopener noreferrer">the community forests</a>."Women used to spend time at home watching television or chatting with neighbours once done with their household chores. Now we use our free time tending to our herb gardens at the edge of the forests, and we now earn money from selling the oils,” adds Khatri.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171144/636bd8e19c7e80680e0801e4jpeg.jpg" alt="" width="640" height="360">Just this group produced 220 litres of citronella and lemongrass oil every year. Lemongrass can be sold at Rs2,200 per liter and citronella at Rs1,900. Given its economical value, some have now planted the herbs also on their private land. The group has also segregated a hectare of land for the even more lucrative mint, which produces 100 litres of oil annually, and sells at Rs4,000 per litre.The group has Rs200,000 in savings after distributing rest of the sales money among the women since they started growing the herbs for oil eight years ago. Many of the families have their <a href="http://archive.nepalitimes.com/article/nation/Recharging-the-mountains,3465" target="_blank" rel="noopener noreferrer">men folk working overseas</a> or in the cities, but this income has given the women confidence and spending power.The plantation site once used to be degraded and used for open grazing. The chair of the Federation of Community Forest User Groups of Nawalparasi West, Kamal Pariyar is also a member of the community forest and says the area has become healthier and greener with the cultivation of <a href="https://www.nepalitimes.com/here-now/the-grass-is-greener-in-nepal/" target="_blank" rel="noopener noreferrer">medicinal plants</a>.“The community forest had agreed to the proposal to cultivate herbs in order to empower women economically, but this has also allowed for natural regeneration in our forests,” Pariyar adds.The community forest user group does not charge any fee from the women for cultivating herbs art the edge of the forest. Instead, in collaboration with <a href="https://wcn.org.np/" target="_blank" rel="noopener noreferrer">Wildlife Conservation Nepal (WCN)</a>, it has installed oil processing equipment and is helping market the herbal oils for export to Europe.While <a href="https://www.nepalitimes.com/from-the-nepali-press/taking-away-forests-from-communities/" target="_blank" rel="noopener noreferrer">Nepal’s community forestry program</a> is widely acclaimed internationally for doubling Nepal’s forest cover in the past 25 years, WCN is adding value to that achievement. By supporting women's enterprises in community forests in various parts of Nepal, it augments family income while increasing Nepal’s carbon sink capacity."Conservation alone is not enough, we should involve people in livelihood which is why we have launched a campaign to also engage them in economic activities," says Sanjeevani Yonjan of WCN. “Often times we think of <a href="http://archive.nepalitimes.com/news.php?id=17226#.X3cHaWgzaUk" target="_blank" rel="noopener noreferrer">timber</a> as the only forest product, but there are valuable herbs too which can be sustainably cultivated. We want to export Nepal's forest products to the international market as a brand.”The WCN has collaborated with companies to find a market for the herbal oil produced in Nawalparasi. In the 2017 local election, 10 women involved in the forest group contested from different wards of Bardaghat municipality, two of them were elected.Says Kamal Pariyar: “Cultivating herbs in the forest has many benefits, we haven’t even realised all of its true potential. Women have become financially capable, and are now in leadership position. And we have helped green the planet in a small way.”

Now, Nepal’s herbal oil in Europe

Photo: NASA</figcaption></figure>The global media, world leaders, celebrities and environmental activists have expressed alarm at the mass arson in the Amazon rainforest, even as Hurricane Dorian and the heatwaves of this northern hemisphere summer underline the seriousness of the climate emergency.The Amazon spans nine South American countries, and the vast continental forest was a biodiversity hotspot even before the fires were started by farmers emboldened by Brazil’s President Jair Bolsanaro’s encouragement to clear trees to make way for farms.The Amazon acts as a vast sink for atmospheric carbon. Scientists have said that preserving forests and re-greening degraded land is the single most effective way to reduce carbon dioxide in the atmosphere, even as countries globally work on slashing emissions.Mass burning of forests not only releases more carbon into the atmosphere, but also decreases the capacity of the planet to absorb carbon dioxide. In 2017 and 2018, massive forest fires in California raged for weeks, killing 100 people. Fires started by farmers clearing forests for agriculture and palm oil plantations in Kalimantan and Sumatra blanket Southeast Asia in smoke every year.Forest fires have also become more common in Nepal and across the Himalaya. In March 2009, following the failure of winter rains, enormous fires raged across the country destroying more than 105,000ha of forest land, and killing 43. (See NASA satellite image below.) In the past year there have been 2,771 fires in which 89 people have been killed, according to the National Emergency Operation Centre. Damage to property and livestock totalled Rs4 billion.Big multiple fires, like these during spring, lead to black carbon or soot being transported by prevailing up-valley winds to be deposited on the snow, reducing its ability to reflect sunlight, and increasing ice melt during the spring thaw. Measurements on the Yala Glacier in Langtang have shown that up to a quarter of the ice melt is now due to dirty snow — the rest is caused by rising global average temperatures.Increasingly rapid warming of the earth’s surface, erratic rain and droughts make forests more vulnerable to fires — even in Nepal’s successful community forests, which have helped increase the country’s total canopy cover.Read also:<a href="https://www.nepalitimes.com/?p=32892&amp;preview=true" target="_blank" rel="noopener noreferrer">Tree-mendous,</a> Peter Gil<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/trees-politics-and-greed/" target="_blank" rel="noopener noreferrer">Trees, politics and greed</a>, Mukesh PokharelThere has been a global effort to compensate countries, forest dependent people and local custodians for protecting forests instead of cutting them down. After a conference in Bali in 2007, Nepal got involved in the program Reducing Emissions from Deforestation and forest Degradation (REDD+). But despite the transfer of some global funds to forest groups, uncertainty about the mechanism, technical considerations around measurement, and avoiding loss of the carbon stock have prevented REDD+ from being more effective, efficient and equitable. Moreover, in countries like Nepal with leaky bureaucracies, the benefits rarely reach local communities and the real managers of forests.Other issues, such as unclear tenure rights, limited access to resources for forest dependent people, lack of governance reforms, centralising tendencies of forest departments, inequitable benefit sharing and the poor implementation of social and environmental safeguards, continue to plague programs like REDD+. Yet, rising temperatures will introduce new risks, making forest areas more susceptible to fires, including in Nepal. The land turns dry during non-monsoon months, fanning fires that in turn destroy vegetation and undergrowth, exposing more land surface to erosion during rains and increasing the sediment loads on rivers, leading to more flash floods.Already burdened with growing enough to feed their families, small-scale farmers across Nepal will find it increasingly harder to adapt to this changing reality. Without pragmatic measures involving communities and buttressing local capacity to address fires, the climate crisis will bring risks to the very idea of banking carbon in forests across the mountains, hills and plains.The Amazon fires should remind us of the urgency of formulating policies for least developed countries like Nepal, policies that emphasise building institutional capacity backed by resources to deal with potential large-scale forest fires. It's a jungle out there in Nepal and the Amazon

The 2015 Forest Resource Assessment showed that Nepal’s canopy cover increased from 29% in the 1990s to 45%, representing more than 1 billion tons of carbon stock.Although depopulation of rural Nepal due to migration played a part in reducing the pressure on forests, much of the credit goes to the 22,000 or more Community Forest User Groups across the country.“Community forestry under the 1993 Forest Act was an exemplary participatory model and a highly democratic exercise that gave villagers a clear mandate to protect, manage and utilise their forests,” says Bharat Gotame of WWF Nepal. “This gave local communities a sense of ownership, and they put in a lot of effort to protect and expand Nepal’s forest cover.”Read also: <a href="https://www.nepalitimes.com/?p=19200&amp;preview=true" target="_blank" rel="noopener">Fixing what ain't broke</a>, Editorial<a href="https://www.nepalitimes.com/?p=19252&amp;preview=true" target="_blank" rel="noopener">Nepal's silent emergency: springs going dry</a>, Ajay DixitNow, as the trees mature into commercially valuable timber, the emphasis has shifted from forest protection to its management. The question is: who should manage the forests in Nepal’s federal structure?<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101128/636a21909c7e80680e041749jpeg.jpg" alt="" width="2544" height="1222"><figcaption> </figcaption></figure>Some forestry experts believe not enough was done to train local communities in the scientific management of trees to prevent degradation and fires, and picking suitable tree species.“We focused solely on preservation, and as a result forest coverage increased without contributing to the economy,” says Krishna Acharya, joint secretary at the Ministry of Forests and Environment. “Our next step should be to see how natural resources can yield economic benefit for local communities.”However, environmentalists argue that nature should be protected for its own sake, and to look for narrow economic returns from conservation is myopic. Given the level of corruption in Nepal, especially after many <a href="https://archive.nepalitimes.com/article/from-nepali-press/Elected-contractors,4182" target="_blank" rel="noopener">contractors got themselves elected</a> mayors, rural municipalities have been exploiting natural resources. Allowing community forests to be ‘managed’ would destroy the forests.The 2015 Constitution placed national forests under the authority of the provincial governments, but it also listed national forests as the common right of federal, provincial and local governments. Then the Local Government Operation Act of 2017 provided rural municipalities the right to protect, use, manage, monitor, regulate as well as formulate and implement laws. These contradictory provisions have created confusion about who now owns forests.To make matters worse, the recently drafted Forest Bill curtails the rights of Community Forest User Groups, the very elected local committees that were responsible for protecting the forests under the 1993 Forest Act.For example, the new bill purposes that local user groups cannot sell extra forest products without permission of the government, unlike in the past when they could independently fix prices, sell timber and other products from their protected forests.“Greater accountability at the local level helped us save the forests, but the new bill attempts to undermine that very foundation of our success,” says Bharati Pathak, chair of the Federation of Community Forestry Users Nepal (FECOFUN). She warns that the bill will result in widespread deforestation, with negative impact on the environment, biodiversity, tourism and local livelihoods.Community forests have been threatened ever since local and provincial elections last year. Many contractors, loggers and quarry owners got themselves elected to local councils, and cases of poaching, <a href="http://archive.nepalitimes.com/news.php?id=17226#.XC7zVlUzaUk" target="_blank" rel="noopener">illegal logging</a> and encroachment into community forests have shot up.Back in Singha Darbar, joint secretary Krishna Acharya says forests will actually thrive under federalism because elected governments will be closer to community forests, and thus have better oversight over its protection.In theory, that makes sense. But activists argue that stricter laws have never translated into conservation. Federalism has decentralised corruption, and the forests do not stand a chance.The reason Nepal’s community forestry program worked was because of local user committees. Transferring ownership and management to municipal or provincial councils, or interference from Kathmandu, will invite corruption and destruction of forests.Activists say such confusion over jurisdiction could wreck Nepal’s achievements in community-based forest conservation, and add that some things ought to be left alone.“Whoever ends up managing the forests, the functional modality of the community forestry program that transcended political and administrative boundaries should not be dismantled,” states the former Director General of the Department of Forests, Bijaya Paudel. “If we do, all our efforts and investment will come to naught, and the very thing we take pride in, our green forests, will be lost once again.”Paudel recommends that the government include local communities for consultation in decision making, because without user groups there will be no preservation, let alone sustainable management for economic benefits.The advice of the WWF’s Bharat Gotame is similar: “Give credit to local people for the protection of forests for the last four decades, and build on that with better management and ensure communities are accountable.”Read also: <a href="http://archive.nepalitimes.com/article/editorial/climate-climax,3651" target="_blank" rel="noopener">Climate climax</a>, Editorial<a href="https://www.nepalitimes.com/opinion/climate-for-change/the-great-himalayan-thaw/" target="_blank" rel="noopener">The great Himalayan thaw</a>, Ajay Dixit

Who now owns Nepal's forests?

One is of the unique eco-tourism conservation project in the <a href="https://www.nepalitimes.com/banner/municipalities-want-to-manage-annapurna/" target="_blank" rel="noopener">Annapurnas</a> that has become a model for other parts of the world. The other is Nepal’s successful effort in <a href="https://www.nepalitimes.com/?p=19245&amp;preview=true" target="_blank" rel="noopener">protecting forests</a> over the last four decades by handing over their management to local communities.Both success stories have some things in common: local communities owned the projects and made them an integral part of local development. But now both are threatened by the utter confusion and disarray wrought by ill-thought out federalism.Read also: <a href="https://www.nepalitimes.com/banner/hiking-up-the-benefits-of-tourism/" target="_blank" rel="noopener">Hiking up the benefits of tourism</a>, Sangmin KimThe Annapurna Conservation Area (ACA) project was conceived by naturalist gurus like <a href="https://www.nepalitimes.com/banner/conflict-and-conservation/" target="_blank" rel="noopener">Hemanta Mishra</a>, Chandra Gurung and Mingma Sherpa. Nepal could not adopt the national park model because, as the most densely-populated mountain region in the world, its wilderness areas had villages embedded in them.Mishra, Gurung and Sherpa came up with the novel idea of turning the Annapurna area into a model zone where nature could flourish in harmony with human habitation, indeed conservation could lift living standards of the inhabitants. Tourism income was ploughed into making households energy self-sufficient, in upgrading agro-forestry, replacing firewood in lodges, maintaining trails and building micro-hydro plants. Read also: <a href="https://www.nepalitimes.com/opinion/nepals-silent-emergency-springs-going-dry/" target="_blank" rel="noopener">Nepal's silent emergency: springs going dry</a>, Ajaya DixitThe concept has worked brilliantly since 1985, retaining its main feature of conservation with a human face. The result can be seen in the lush regrowth of forests, the proliferation of wildlife, and in the relative affluence from tourism of villages in Manang, Mustang and Kaski. But change is afoot. The Annapurna Circuit now has a motorable road up to Manang village on one side and to Muktinath on the other. The Annapurna Base Camp trail now exceeds its carrying capacity in the peak season, new trails like Khopra and <a href="https://www.nepalitimes.com/banner/go-take-a-hike/" target="_blank" rel="noopener">Mardi </a>struggle to cope with a new influx.The other success story is Nepal’s community forestry exercise. It is a vivid example of how just one piece of legislation combined with grassroots democracy can directly help preserve the natural environment. The program nearly doubled the country’s forest cover in the last 40 years, and this was solely due to the dedication of the 22,000 local forest committees all over the country. Read also: <a href="https://www.nepalitimes.com/banner/nature-without-borders/" target="_blank" rel="noopener">Nature without borders</a>, Sewa Bhattarai But now, both the Annapurna Conservation Area and the community forestry project have collided head-on with Nepal’s new federal structure. There is utter confusion about who is going to manage projects like ACA and community forests: will it be rural municipalities, provincial governments, Singha Darbar, or all three? The 16 rural municipalities in the Annapurnas have been on warpath for the past month, demanding that ACA hand over the project to them. They complain about tourism fees not being used in their villages, and strict rules about cutting trees, building roads and new hotels. The National Trust for Nature Conservation which manages ACA is under pressure to devolve its powers, but to whom? A new Forestry Bill seeks to curtail the rights of the community forestry user groups to sell forestry products on their own. The Federation of Community Forestry Users Nepal (FECOFUN) is up in arms, but in the absence of clarity about who owns and can manage forests, there is a danger that it will be free-for-all plunder.With devolution of political power under the new federal structure, there has also been decentralisation of corruption. Since it is the same political parties at the village and provincial levels, the kleptocracy has trickled down to local governments. Instead of handing control of forest conservation to rural municipalities, it may be more prudent to retain sub-local user groups at the grassroots. Allowing forests to be ‘managed’ when corruption is so pervasive will open up protected areas to wholesale logging, as has happened with quarrying and sand-mining on river ecosystms.Nepal cannot afford to squander its hard-earned gains in conservation by trying to fix something that is not broken. It will be like throwing the baby out with the bathwater.Read also: <a href="https://www.nepalitimes.com/banner/its-a-jungle-out-there/" target="_blank" rel="noopener">It's a jungle out there</a>, Kunda Dixit Ten years ago this week, the office of Himalmedia that published Nepali Times and Himal Khabarpatrika was attacked by two dozen Maoist cadre in retaliation for the coverage of extortion and violence by militant unions affiliated with the Maoist party. The newsroom and office was vandalised, the CEO, Nepali Times Editor, the Finance Manager and several other journalists were physically assaulted. Two of them needed to be hospitalised. Nepali Times lodged an FIR, naming two of the Maoists involved in the attack. The two were picked up by police and detained. Ten years ago this week, <a href="http://archive.nepalitimes.com/issue/432" target="_blank" rel="noopener">#432 Nepali Times</a> of 2-9 January 2018 guerrilla commander-turned-elected prime minister Pushpa Kamal Dahal was interviewed about the attack. Excerpt:What do you say about the attacks on the media? Actually I have described the attack on Himalmedia as an unacceptable crime and called for the prosecution of the guilty. There are no ‘buts’ and ‘ifs’ and the guilty should not go free. I have asked the two to be handed over to the police. Such attacks and disagreements should not be allowed and it was to resolve this that I took those steps. Fixing what ain't broke

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
