Accelerated warming in the Himalaya is a threat to the billion or so people living downstream, and ongoing ice loss could seriously affect the world’s freshwater supply and drive up sea levels. Climate change and mountains is therefore an issue of critical importance not just for the Himalaya but also for the rest of the world. COP28 in Dubai was the first of climate conferences to explicitly recognise the issue in an outcome text. This lays the ground for further progress this year, yet faster action on global emissions and climate finance remains key to safeguarding the future of these culturally diverse, highly vulnerable regions. Rapid ice sheet melt poses the threat of catastrophic sea-level rise, with global mean sea levels already up 20cm. Ice sheet and glacier mass loss contributed 42% to global mean sea level rise between 2006 and 2018. If mountains continue to lose ice, it’s not just local habitats and economies that will suffer, the resulting rising seas will also threaten small islands around the world. Ice sheet loss is also accelerating climate change in a deadly loop. Thawing permafrost release planet-heating gases.&nbsp; Meanwhile particles of pollution that darken snow are altering the earth’s reflective quality (albedo). Areas that once bounced the sun’s radiation into space are starting to absorb that energy. Think Machapuchre or even Everest.&nbsp; As the impacts from these changes are felt broadly around the world, this must unite climate-vulnerable nations spanning highlands to islands in a call for more urgent climate action. The 2030 climate targets set by countries lead to a 2.5°C rise in global temperatures by the end of the century. Such levels of warming would be devastating to the mountains and the world. As countries prepare to announce new 2035 climate targets in their updated NDCs, these must align with the 1.5°C target. Countries should also ensure their ambitions are supported by stronger 2030 targets, creating a credible path to 2035. COP28’s renewed call to update targets by the end of 2024 in line with the Paris Agreement’s temperature goal was an essential lifeline for mountain countries. The voice of mountainous regions rang through more strongly at COP28 than at any other climate talks. UN Secretary-General António Guterres’ decision to visit the Nepal Himalaya on his way to COP28 and witness first-hand the impact of climate change on mountains brought global attention to specific vulnerabilities of a region predicted to lose 36% of its glaciers by the end of the century even in a 1.5°C warming scenario. Prime Minister Pushpa Kamal Dahal also convened a high-level event on mountains at COP28, which drew commitments and urgent calls for action. Experts and senior officials highlighted the critical need for immediate measures to reduce emissions, mobilise resources and implement suitable adaptation strategies in mountains.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240119090148_ff4ba953099f2f006b38c1315d1a2697c2657a8b53d727ae3bb87e32f028684a.jpg" data-media-id="editor_1" data-image-id="20240119090148_ff4ba953099f2f006b38c1315d1a2697c2657a8b53d727ae3bb87e32f028684a" data-rendition-name="original" width="1200" height="800" loading="lazy" alt="mountain climate"> <figcaption>A farmer in Dolpo harvests buckwheat in a neighbour’s field. Kyrgyz Republic (the only country to enshrine its net-zero target into law), Bhutan (the world’s only carbon-negative country), and Nepal (with exemplary initiatives on clean energy, forest conservation, and electric mobility) featured prominently in formal meetings to address upstream-downstream impacts, with support from downstream countries like Bangladesh. The various interventions and meetings between these countries and the host UAE team, coupled with submissions to the United Nations Framework Convention on Climate Change (UNFCCC), led to strong outcomes at the talks: - Specific references to mountains were included in the Global Stocktake, the Summit’s main outcome text, for the first time. The text recognises the crucial role of ecosystems, including mountains, in addressing climate change, and encourages integrated solutions, including land-use management and conservation with a focus on mountains and one that offers economic, social and environmental benefits. The Stocktake also urges greater ambition and support for adaptation, emphasising the protection of ecosystems, including mountains.&nbsp; - There was an agreement to hold an expert dialogue on mountains at the UNFCCC’s midway climate talks in Bonn this June. This dialogue shouldn't be considered a one-time event, but rather a continuous platform for understanding how mountains connect with other areas, including small islands. It needs to fill the climate knowledge gap, specifically looking at data availability and sharing in mountainous regions due to their complex geography. It should also focus on the adaptation actions needed in the mountains, such as early warning systems for glacial lakes and rivers and the potential of hydroelectricity.&nbsp; - Mountains were featured in another formal decision text – the Global Goal on Adaptation (GGA). The GGA outcome, which defined 2030 targets under the UAE Framework for Global Climate Resilience, underscored the need for increased ambition and support for adaptation with a focus on mountains. The unpacking of adaptation targets within the global goal was in general a noteworthy outcome of the talks. Elsewhere, the Nairobi Work Programme – an adaptation workstream under the UNFCCC – declared mountains, high-latitude areas and the cryosphere a priority theme for 2024.&nbsp; - The historic decision to operationalise the Loss and Damage Fund and progress towards its capitalisation was a positive outcome for mountainous regions. Despite a record number of pledges made during COP28, climate finance commitments fall far short of what vulnerable countries need to deliver their climate ambitions. Finance will be a significant issue over the coming year, as the post-2025 climate finance target is decided in Baku at COP29. Walking the Talk on Mountain Climate

With all the hot air and greenwashing going on at COP28 in Dubai, it is clear that most delegates do not have the vision or the political will to grasp the implications of global climate breakdown. Whether it is petrostates or those heavily addicted to fossil fuels, the Conference of Parties feels more like a conference of partying as if there is no tomorrow. This must be what it must have felt like as the band struck up a polka on the tilting ballroom of the Titanic. The heat, flood, sea ice loss, sea surface temperature and hurricane wind velocity records that were broken in 2023 should be proof enough that incremental calibration of petroleum use will not help. The world (mainly India, China, Europe and North America) is burning twice as much fossil fuel as is needed to meet the outdated 1.5 degree goal.&nbsp; That was a target set in 2015 at the Paris COP21 for 2050. We are already reaching that level of warming now (graph). There are 100,000 delegates at COP28, it is being held in the world’s top petroleum exporting country, and its President is a climate science denier.&nbsp; The Loss and Damage fund that was announced with drumrolls at the start of COP last week has turned out to be a PR stunt. The fossil industry is strongly pushing geo-engineering solutions in Dubai that already have acronyms: Carbon capture and storage (CCS) as well as Solar Radiation Modification (SRM).&nbsp; Read also: <a href="https://nepalitimes.com/news/not-climate-smart">Not climate smart</a>, Sonia Awale A new report by Climate Analytics shows that CCS alone would be a ‘carbon bomb’ because of the energy required to capture and store CO2. The worst polluters are still pushing ‘phase-down’ instead of ‘phase-out’. And they think they are being clever by adding that they are for phasing out ‘unabated’ fossil fuels. This is COP28’s newest buzzword: unabated. Unabated means CO2 from burning fossil fuels is released directly into the atmosphere. The biggest emitters are now qualifying their targets by saying they will phase out just unabated fossil fuels. This &nbsp;semantic gymnastics ignores that carbon capture scale-up is unproven, and pumping sulphur aerosols into the stratosphere will destroy the ozone layer. The bottom line is that fossil fuel exporters and high per capita users do not want to reduce their carbon footprints. Developed countries say they can no longer afford to clean up the carbon they have pumped into the atmosphere since the industrial age, backing down from pledges made at Kyoto to help poorer countries mitigate the effects of climate change.&nbsp; For smaller Asian countries like Nepal, the issue is different. Whether we switch to renewables or not is not going to save the planet, but it can save us. Nepal's increasing dependence on fossil fuels is certain to take this country down the path of economic ruin. Nepal's petroleum imports from India grew three-fold in the last five years, and we don't have money to pay for it anymore. As we have argued in this space before, Nepal's balance of payments gap with India is only going to grow in future making us even more dependent on the southern neighbour. The solution is right under our noses. Making the switch to a hydropower-based economy is both the short-and long-term solution. We can give speeches until we are blue in the face in Durban about how the western countries should compensate us for our melting glaciers, or to help us adapt and/or mitigate, but if we don't have a plan to wean this country away from fossil fuels we might as well forget about it. We need to ensure that future generations of Nepalis (50 million of us by 2030) will inherit a country that is self-sufficient in domestically-generated renewable energy to meet their transportation, industrial and household needs. Unabated greenwashing at COP28

Countries are watering down commitments for fossil fuel phase-out at COP28 in Dubai, and this means future infrastructure in the Himalaya will be at greater risk of <a href="https://nepalitimes.com/news/lost-and-damaged">climate-induced disasters</a>, making them more expensive to build. The <a href="https://nepalitimes.com/news/sikkim-flood-is-warning-to-nepal">Sikkim disaster</a> this year and the <a href="https://nepalitimes.com/banner/nepal-valley-suffers-quadruple-disaster">flood that damaged the Melamchi project in 2021</a> are signs of calamities to come. The accelerated melting of Himalayan ice means the disasters will have trans-boundary origins and impact, needing countries to cooperate in early warning and mitigation. An outburst flood from the South Lhonak glacial lake in Sikkim in October swept away a 1,200MW hydroelectric plant, bridges and highways, amounting to over $2 billion in damage. A massive debris flow in 2021 knocked out the Melamchi water supply scheme, Nepal’s most costly infrastructure project. Both disasters were triggered by cloudbursts on moraines already destabilised by melted permafrost. There are similar mega projects being built along the Arun and Marsyangdi rivers with identical risks. At the beginning of COP28 last week, hosts UAE announced with much fanfare the <a href="https://nepalitimes.com/opinion/loss-and-damage-as-a-common-climate-cause">Loss and Damage</a> Fund to compensate countries for climate-induced disasters. But the $700 million pledged so far is a mere 0.2% of the estimated $400 billion developing countries need annually to deal with climate disasters. “After rejecting the Loss and Damage mechanism for decades, developed countries are finally committing money, but it is a drop in the ocean,” environmental campaigner Bhushan Tuladhar told us from Dubai, where he is attending a COP after 20 years. “With 100,000 delegates, it’s got bigger but we are still discussing the same things, it’s quite frustrating. What we do the rest of the year is more important, interactions need to be turned into action,” he added. In his speech at COP28 last week, Prime Minister Pushpa Kamal Dahal called the climate crisis “an utter injustice” to countries like Nepal. But just before he flew off to Dubai, Dahal called for an amendment to Nepal’s Forest Act to make it easier to <a href="https://nepalitimes.com/opinion/guest-editorial/fight-or-flight">fell forests for infrastructure</a>. Nepal’s forestry target is at risk, and the country has failed to meet its goals on<a href="https://nepalitimes.com/news/1-step-forward-2-steps-back-in-nepal"> electric transport</a>. At the rate petroleum imports are growing, we are off-track to meet our national net-zero commitment by 2045. This makes Nepal’s moral case for <a href="https://nepalitimes.com/news/justice-delayed-justice-denied-byrx8a1c">Loss and Damage compensation</a> weaker. “Given the increased risk of climate change in the region, we need new technical know-how to redesign Himalayan infrastructure for our future projects so that they are resilient to climate disasters,” admits Kenichi Yokoyama, who heads the South Asia Department of the Asian Development Bank (ADB). Yokoyama oversaw the Melamchi Project when he was ADB’s Nepal Country Director from 2012-2017. Melamchi is currently undergoing costly repairs to the tunnel intake to reduce the risk from future floods. On Wednesday in Dubai, ADB Vice-President Themes Fatima Yasmin and World Bank Vice-President for South Asia Martin Raiser announced a collaboration on the proposed Upper Arun and Dudh Koshi hydropower projects. Nepal’s installed capacity is reaching 3,000MW, and projects under construction will double this in the next three years.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20231208041216_d8477bb1e1b0a1bcf1766c34dc52380db3d85779650133b916e47c97b24a6570.jpg" data-media-id="editor_7" data-image-id="20231208041216_d8477bb1e1b0a1bcf1766c34dc52380db3d85779650133b916e47c97b24a6570" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Not climate smart NT"><figcaption>Photo: GOPEN RAI</figcaption></figure>  Many of these projects are being built in series along river basins like the Arun, Bhote Kosi and Marsyangdi. Experts say they need thorough risk assessments that take into account <a href="https://nepalitimes.com/here-now/india-nepal-ignore-climate-crisis-in-river-talks">extreme weather events</a>, geological vulnerabilities, and potential cascading effects. “We need to incorporate climate-resilient design features, such as flexible structures and early warning systems,” says economist Barsha Dharel who specialises in climate-responsive infrastructure. She adds: “The additional safeguards should be paid for by a combination of national budgets, private sector financing, multilateral and bilateral funds and partnerships that share insurance and risk financing to cover potential Loss and Damage for infrastructure that is more climate resilient.” Other experts say large expensive infrastructure was always incompatible with fragile Himalayan geology, and <a href="https://nepalitimes.com/news/kathmandu-s-polycrisis">climate-induced risk</a> has made them more vulnerable. Water expert Madhukar Upadhyay argues that smaller decentralised projects are more cost-effective, would spread the risk and can be built and repaired locally. “We have rivers with some of the highest sediment loads in the world and given unpredictable high-intensity short-duration precipitation here, when it rains it pours,” explains Upadhyay. “But our infrastructure design is more suitable for temperate climates.” Indeed, the increased danger from future climate disasters is not just to infrastructure but also to the <a href="https://nepalitimes.com/here-now/the-climate-crisis-is-a-water-crisis-in-the-himalaya">livelihoods of Himalayan peoples</a> from extreme weather. Capping global average temperature at 1.5°C above industrial levels by 2050 was already too hot, but the world already reached near that level of warming this year. Worse, the Himalaya heats up 0.7°C more than the plains because of what scientists call the ‘altitude effect’. The Himalaya is the source of water for 2 billion Asians downstream. The region is a <a href="https://nepalitimes.com/here-now/we-have-not-respected-the-fragility-of-the-himalaya">climate and geopolitical hotspot</a>, which is making it difficult for countries bordering the mountains to collaborate. China has become a global leader in renewable energy with over 2564.05 GW of total renewable power installation but is still investing in coal power. China has produced 8 million electric vehicles in the past 12 months. India has committed to increasing its share of non-fossil electricity generation capacity to 50% by 2030, and converting 30% of all vehicles to battery power by 2030. But it is also increasing its thermal power generation. India and China are both members of the Kathmandu-based <a href="https://www.icimod.org">International Centre for Integrated Mountain Development (ICIMOD)</a> which marked its 40th anniversary this week ahead of International Mountain Day on 11 December. For ICIMOD Director General Pema Gyamtsho from Bhutan, there is no alternative to cooperation on a Himalayan scale to cope with future climate calamities. He told us: “Emissions from fossil fuels as well as the benefits of clean energy transcend national boundaries. So, a collaborative approach among countries bordering the Himalaya is a must.”

Not climate smart

Those leading the COP28 in Dubai continue to inspire concern and even indignation. After all, the host is the United Arab Emirates (UAE) among the world’s largest oil-producing countries, and the head of the state-owned Abu Dhabi National Oil Company, <a href="https://www.project-syndicate.org/columnist/sultan-al-jaber" target="_blank">Sultan Al Jaber</a>, is running the proceedings.&nbsp;
But is that really so bad?&nbsp;
Earlier this year, over 130 members of the US Congress and the European Parliament <a href="https://www.washingtonpost.com/climate-environment/2023/05/23/cop28-climate-summit-sultan-al-jaber/" target="_blank">signed a letter</a> calling for AlJaber's removal. But while the developed world has largely balked at Al Jaber’s appointment, many developing countries openly support it.&nbsp;
The UN-sponsored global climate negotiations are intended to keep countries – both friends and rivals – engaged with one another and aware that, despite our differences, we all share a planet. While they tend to be dominated by the actors one might expect (developed countries like the United States, as well as rising powers like China) they are also one of the rare multilateral forums where questions of historical responsibility might be raised.&nbsp;
To be sure, the advanced economies do not exactly reckon with their legacy of violent and extractive colonialism at COPs, even though that history directly enabled their industrialisation and all the associated greenhouse-gas emissions.&nbsp;
But, to some extent, they do acknowledge their disproportionate contributions to climate change. Meanwhile, smaller, poorer countries are granted a kind of moral authority and, often, the opportunity to exercise greater political voice than they have elsewhere.&nbsp;
My country, Bangladesh, is a case in point. In recent years, Bangladesh has been battered by severe cyclones and floods, which will only worsen as sea levels rise. And yet it accounts for just <a href="https://www.worldbank.org/en/news/feature/2022/10/31/key-highlights-country-climate-and-development-report-for-bangladesh" target="_blank">0.4%</a> of the world’s greenhouse-gas emissions.&nbsp;
Countless well-meaning academics and activists have underscored this imbalance, though often in simplistic and unconstructive ways. I distinctly remember watching with dread as a Western climate scientist recounted the real-world effects of climate change at a 2015 conference at the University of Oregon.&nbsp;
When she brought up Bangladesh, she began to sob as she repeated her desperate question: “What have they done to deserve this?” Heads swiveled in my direction. I was the only Bangladeshi person at the conference, but I could only sit slumped at my seat, skewered by a lance of pity and liberal guilt.&nbsp;
As an anthropologist who has studied COPs for nearly a decade, I have watched developing countries approach climate negotiations in surprising and creative ways. Bangladesh is not as hapless as that panel speaker implied.&nbsp;
As the sociologist Kasia Paprocki has <a href="http://www.kasiapaprocki.com/uploads/5/5/8/1/55818931/paprocki_threatening_dystopias_development_and_adaptation_regimes_in_bangladesh.pdf" target="_blank">observed</a>, the highly market-friendly Bangladesh has turned climate-change adaptation into an economic opportunity. Anthropologist Jason Cons has also <a href="http://www.jasoncons.net/uploads/1/4/9/7/14977250/cons_staging_climate_security.pdf" target="_blank">pointed out</a> that Bangladesh has managed to cultivate the contradictory image of a country on the brink of ruin from climate change and one flush with economic opportunity.&nbsp;
At COPs, Bangladesh has distinguished itself as a <a href="https://www.thedailystar.net/supplements/32nd-anniversary/towards-smart-bangladesh/news/bangladeshs-key-role-combatting-climate-change-3244346" target="_blank">leader</a> on the issue of loss and damage. While the emotional theatrics are unnecessary, it bears repeating that, in countries like Bangladesh, people are already losing their homes, livelihoods, and lives to the effects of climate change. Even if the world begins to reduce emissions rapidly, these losses will not be undone.&nbsp;
Loss and damage makes developed countries nervous. If they acknowledge that climate change cannot be fully mitigated, and that there are limits to human and ecosystem adaptation, the next logical step could well be to seek legal means of pressuring them to pay far more to compensate climate-vulnerable countries.&nbsp;
Recognising this, Bangladesh initially took a diplomatic approach to the issue of loss and damage: instead of pushing developed economies to assume liability, it advocated protections for climate-displaced refugees, such as a resettlement policy or a refugee-coordination agency.&nbsp;
A Bangladeshi delegate was involved in the creation of the <a href="https://unfccc.int/topics/adaptation-and-resilience/workstreams/loss-and-damage/warsaw-international-mechanism#:~:text=of%20the%20COP.-,Functions%20of%20the%20Loss%20and%20Damage%20Mechanism,pursuant%20to%20decision%203%2FCP." target="_blank">Warsaw Mechanism on Loss and Damage</a> in 2013, and Bangladeshi voices contributed to the <a href="https://www.thedailystar.net/opinion/views/news/everything-you-need-know-about-the-loss-and-damage-fund-3239621" target="_blank">agreement</a> to establish a Loss and Damage Fund at last year’s COP.&nbsp;
Bangladesh is also a member of the <a href="https://www.gktoday.in/what-are-like-minded-developing-countries-lmdcs/#:~:text=Member%20countries%20of%20the%20Like,Sudan%2C%20Vietnam%2C%20and%20Zimbabwe." target="_blank">Like-Minded Developing Countries</a>, established in 2012 to keep the needs and interests of the Global South on the COP agenda. Not all the LMDC’s members, from Pakistan to China, have the moral authority of Bangladesh when it comes to climate change. Hearing Saudi Arabia, for example, weigh in on historical emissions or debt distress is a bit rich.&nbsp;
But wealthier Middle Eastern countries lend a certain rhetorical and political heft to the LMDC’s cause. This might explain why so many poorer countries, including Bangladesh, are coming out in support of a COP host that continues to woo oil companies even as it advocates for green energy.&nbsp;
In this sense, the leadership of the UAE and Al Jaber may not be out of line with the goals of young climate activists after all. On the contrary, the future these activists seek to avoid is already the reality for countries like Bangladesh.&nbsp;
Effective action on loss and damage today would thus serve everyone’s interests. Any effort by the UAE to use its position to advance progress on this front should be welcomed.

Loss and Damage as a Common Climate Cause

The United Arab Emirates which is hosting the COP28 climate summit in Dubai is itself suffering from alarmingly high levels of air pollution caused by its oil extraction industry, an international rights group said in a report released on Monday.
Even as the UAE works to position itself as a global climate leader at the COP28, its president of the conference Sultan Al Jaber has been criticsed for insisting that there was no scientific basis to prove that fossil fuel phaseout would limit global average temperatures top 1.5C, and send humanity “back to the caves”.
‘The United Arab Emirates’ fossil fuel industry contributes to toxic air pollution with a devastating impact on human health even as its government works to position itself as a global leader on climate and health issues at the United Nations climate conference COP28,’ the report by <a href="https://www.hrw.org/report/2023/12/04/you-can-smell-petrol-air/uae-fossil-fuels-feed-toxic-pollution">Human Rights Watch (HRW)</a> said.&nbsp;
The 26-page report, <a href="https://www.hrw.org/report/2023/12/04/you-can-smell-petrol-air/uae-fossil-fuels-feed-toxic-pollution">You Can Smell Petrol in the Air: UAE Fossil Fuels Feed Toxic Pollution</a> documents alarmingly high air pollution levels in the UAE creating major health risks for its citizens and residents. The UAE is one of the world’s <a href="https://www.iea.org/reports/oil-market-report-december-2022">largest</a> oil producers and home to seven so-called <a href="https://doi.org/10.1016/j.enpol.2022.112950">carbon bombs</a>.&nbsp;
Air pollution and climate change are directly linked, as the burning of fossil fuels contributes to air pollution and drives climate change. The World Health Organisation (WHO) has identified air pollution as the ‘<a href="https://www.c40knowledgehub.org/s/article/WHO-Air-Quality-Guidelines?language=en_US">single biggest environmental threat to human health</a>’ globally.&nbsp;
<a href="https://www.hrw.org/middle-east/north-africa/united-arab-emirates">HRW</a> says it analysed government air pollution data since 2018, satellite-derived measurements, and interviewed 12 migrant workers, including low wage workers engaged in outdoor work. Data from 30 monitoring stations in September 2023 showed almost three times the daily recommended levels of WHO’s air quality guidelines.&nbsp;
According to the latest <a href="https://data.worldbank.org/indicator/EN.ATM.PM25.MC.M3?locations=AE">World Bank data</a>, the mean annual exposure to PM2.5 in the UAE is more than eight times higher than the WHO considers <a href="https://apps.who.int/iris/bitstream/handle/10665/345329/9789240034228-eng.pdf">safe</a> for human health. Approximately 1,872 people die every year from outdoor air pollution in the UAE, based on <a href="https://www.who.int/data/gho/data/indicators/indicator-details/GHO/ambient-air-pollution-attributable-deaths">WHO estimates</a>. 
 
The UAE government says that the country has poor air quality but mainly ascribes this to natural dust from sandstorms. However, <a href="https://www.nature.com/articles/s41467-021-23853-y">academic</a> studies have <a href="https://doi.org/10.1016/j.scitotenv.2020.140091">shown</a> that natural causes are not the single, or in some cases even the major, factor in air pollution. 
 
Migrant workers described breathing air that burned their lungs, feeling out of breath at work, having itchy skin, and other health problems that they believe could be related to toxic air. Yet, they said they had not been provided with information about the risks of air pollution, its sources, who is most affected, and how they can protect themselves.&nbsp;
<a href="https://www.hrw.org/tag/cop28-climate-change-conference">HRW</a> says that the planned expansion of fossil fuel operations also undermines the UAE government’s objectives to reduce high air pollution levels. While the government recognises that its air pollution is a problem, its current air quality standards are much weaker than the WHO recommends.&nbsp;
“Air pollution is a dirty secret in the UAE,” Pearshouse said. “If the government doesn’t allow civil society to scrutinize and speak freely about the connection between air pollution and its fossil fuel industry, people will keep experiencing health conditions that are entirely preventable.”

Fossil fuels poison air

Between mid-June and mid-October alone, almost 37,500 Nepalis left for the UAE for jobs, placing it among the top destination countries. Many of these workers will likely be engaged in the delivery of the COP28 Climate Summit that will ironically be held in the UAE, the world’s fifth <a href="https://nepalitimes.com/news/nepal-s-greenwashing-in-glasgow">biggest</a> exporter of refined petroleum, with the head of the Abu Dhabi National Oil Company (ADNOC) service as conference president. Prime Minister Pushpa Kamal Dahal will lead the Nepali delegation.Migrant workers form <a href="https://worldmigrationreport.iom.int/wmr-2022-interactive/">88% of the UAE population</a>, so one cannot talk about COP28 or the UAE by ignoring migration. For Nepal, too, the climate crisis and the migration economy are linked.<a href="https://www.hrw.org/news/2023/11/21/uae-migrant-worker-abuses-linked-broader-climate-harms">New research</a> by Human Rights Watch (HRW) states that the COP28 host’s role in climate injustice goes beyond it being one of the largest fossil fuel producers and among the highest per capita emitters. It also relates to its treatment of migrant workers. HRW interviewed 151 current and former migrant workers and their families from Bangladesh, Pakistan and Nepal. Despite negligible per capita greenhouse gas emissions, the three countries are among the most climate vulnerable and have suffered extreme weather and slow-onset events linked to climate change.&nbsp; The climate impact countries like Nepal face should also be considered from the perspective of their mobile populations in the UAE and other countries. Migrant workers are exposed to extreme heat with inadequate protection, and because widespread abuse like wage theft and exorbitant recruitment fees limit the ability of workers to send home remittances, including during climate-linked emergencies. Dubai’s maximum temperature on some days <a href="https://www.khaleejtimes.com/uae/weather/uae-temperatures-cross-50oc-for-first-time-this-summer">exceeded</a> 50 Celsius this summer, and the UAE itself is vulnerable to heat stress due to atmospheric warming.The Intergovernmental Panel on Climate Change (IPCC) has said that the Gulf <a href="https://www.ipcc.ch/report/ar6/wg2/downloads/report/IPCC_AR6_WGII_Chapter10.pdf">states’</a> wet bulb globe temperature (WBGT) is ‘expected to approach, and possibly exceed, the physiological threshold for human adaptability (35°C) by the end of the century’. Migrant workers, including Nepalis, are disproportionately exposed.The most common heat mitigation strategy used in the Gulf including the UAE are ‘summer midday bans’ that stop outdoor work in the afternoons for a few hours. But a <a href="https://oem.bmj.com/content/80/6/347">study</a> in <a href="https://oem.bmj.com/content/80/6/347">Kuwait</a> found that despite the ban there was a substantial increase in the risk of occupational injuries associated with extremely hot temperatures. Another <a href="https://www.researchgate.net/publication/333293731_Assessment_of_Heat_Stress_Exposure_among_Construction_Workers_in_the_Hot_Desert_Climate_of_Saudi_Arabia">study </a>found that the highest heat intensity for workers in Saudi Arabia was from 9 am to noon, while the ban is in effect between noon and 3 pm. HRW’s research recommends that the UAE move away from arbitrary, calendar-based midday bans towards risk-based measures such as the WBGT.&nbsp; Heat is a health hazard. It can exacerbate pre-existing conditions, impair cognitive function, and increase the risk of workplace injuries and long-term illnesses like end-stage renal failures. Dialysis rooms across Nepal that are filled with Gulf returnees. &nbsp; HRW’s <a href="https://www.hrw.org/video-photos/interactive/2023/11/21/migrant-workers-bear-the-brunt-of-uae-extreme-heat">research</a> follows three dialysis patients who are all UAE returnees describing how they did not get support from the UAE. The Nepal government provides dialysis for free, but the cost of medicines, injections, and transportation add up. Chitrakala, the wife of a dialysis patient, Til, who accompanies him to the hospital multiple times a week for his dialysis says, “In some ways, I find it comforting to be at the hospital because in the waiting room, I realise I am not alone. It is not just my family that is facing this.”&nbsp; Another UAE returnee, Purna, says it is after he frequented the dialysis centre that he realised that kidney failure is common among migrant worker returnees. The situation will worsen in a changing climate. “The UAE is externalising their own climate risks onto migrant workers who are labouring under woefully inadequate protections. These workers often experience chronic health harms linked to extreme heat, and then return home without any compensation from the UAE and instead let countries like Nepal bear all the serious health costs like dialysis treatment,” says Michael Page of HRW.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20231124031152_7daf43db2cba93c6e81c6607aa61d07d3f3fbd4e2b338aadd2aaa4720828cb76.jpg" data-media-id="editor_9" data-image-id="20231124031152_7daf43db2cba93c6e81c6607aa61d07d3f3fbd4e2b338aadd2aaa4720828cb76" data-rendition-name="original" width="4032" height="2268" loading="lazy" alt="COP28 and migtants NT"> </figure>  There are other labour abuses like wage theft and exorbitant recruitment fees that also contribute to climate injustice, the HRW report argues. Climate emergencies back home exacerbate the mental stress of wage theft and recruitment debt as families in Nepal are in increasingly dire and even life-threatening situations.&nbsp; Workers HRW spoke to who were unable to send remittances because of labour abuses spoke of the dilemma they face: their families lose both critical financial support and the help they could have provided for urgent tasks like rebuilding damaged property had they stayed home. But for many, even exiting the UAE with outstanding recruitment debts or unpaid wages during such climate emergencies posed a challenge. Workers had to pay fees to retrieve their passports including by obtaining ‘reverse remittances’ on loan from families back home already reeling from life-threatening climate emergencies. Good migration can be transformative, but bad migration can be devastating for families. To be sure, remittances have been critical for economies of Nepal and other South Asian countries, but they do not substitute their responsibility. Historical and major greenhouse gas emitters also have a duty to support communities heavily impacted by the climate crisis. <a href="https://www.knomad.org/sites/default/files/publication-doc/migration_development_brief_38_june_2023_0.pdf">Remittances</a> are equivalent to a quarter of Nepal’s GDP, while Pakistan and Bangladesh are among the top 10 remittance recipients globally. Remittances have also been a lifeline including post-earthquake and during Covid. But these numbers mask the individual experiences of migrant workers and their families who face abuses and many of whom end up in financially worse situations than they did pre-migration. Virtually all migrant workers pay hefty fees for jobs which itself creates a huge dent on the returns to migration while excluding some of the poorest communities from even attempting to migrate. But even that does not guarantee a good job. The July 2021 <a href="https://www.icimod.org/article/the-melamchi-flood-disaster/">Melamchi flood</a> was a climate-induced disaster in Nepal, and one of its victims told HRW researchers: “During the flood, all we wanted was to save our lives. We survived, but we lost everything. The flood finished us.”His wife is headed to the UAE for a waitressing job which cost her Rs &nbsp;200,000, and borrowed at 24% annual interest. If all goes well, her first year’s salary of a mere $262 a month will just go to repay the loan. Another Sindhupalchok returnee from the UAE said, “Whether climate change or not, we have to migrate. We used to be self-sufficient but now have to buy food. Yields are lower. Insects and diseases are more common.” Climate change can be a compounding factor for longstanding emigration such as from Nepal to the Gulf, and adds to the burden of past, present and future migrant workers. The UAE is also being criticized for its restrictions on civil society and free expression during COP28. The HRW research states these affect migrant workers by limiting their ability to raise workplace concerns and seek structural, worker-centered reforms. The government’s opacity around <a href="https://pomeps.org/climate-the-environment-and-health-of-migrant-workers-lessons-from-kuwait">health data</a> hampers research for <a href="https://vitalsignsproject.org/wp-content/uploads/2023/06/Vital_signs_3_online.pdf">evidence-based</a> policymaking including for better outdoor protections, while academics and journalists tend to <a href="https://www.hrw.org/news/2021/10/01/uae-tolerance-narrative-sham-0">self-censor</a> to avoid reprisals. At the COP 28 in Dubai, Prime Minister Dahal would do well to dwell on the links between the host country and increasing climate vulnerability that Nepalis face both at home from weather extremes and heat stress at their workplaces in the UAE.

Too hot to work

With weather records being broken planetwide, the COP28 climate summit in Dubai this month is being ridiculed as a greenwash even before it begins. The UAE is the world’s fifth <a href="https://nepalitimes.com/news/nepal-s-greenwashing-in-glasgow">biggest</a> exporter of refined petroleum, and the president of the conference is the head of the Abu Dhabi National Oil Company (ADNOC).
There is an even bigger irony: Expo City in Dubai is being readied for the conference 30 November-12 December by <a href="https://nepalitimes.com/news/gulf-workers-need-protection-from-heat">migrant workers from Nepal </a>and other South Asian countries labouring outdoors in 42°C heat.
“Greenwashing, that is exactly what it is going to be,” says Shilshila Acharya of Avni Center for Sustainability in Kathmandu. “Every day we are bombarded with one dire projection after another which needs emergency action, but we now have oil barons leading climate talks.”
She adds: “COPs have become a necessary evil but having this summit in the UAE sends the wrong message. The fossil fuel industry will obviously protect its own interests. We know the problems, we know the solutions but we do not have the right people in decision-making positions.”
In September, the human rights group <a href="https://fairsq.org">FairSquare</a> found evidence of Asian and African migrants working outdoors in excessive heat and humidity despite laws prohibiting it when the wet-bulb temperature exceeds 25°C.
Humans can handle wet-bulb temperatures up to 35°C for a limited time, but above that the body can no longer effectively cool itself via perspiration. Most Gulf countries have summer daytime curfew hours, but FairSquare found migrants working at the COP28 conference site even when the wet-bulb temperature reached 33°C.
Similar charges were made ahead of the 2022 Qatar World Cup when South Asian migrant workers were similarly made to work outdoors building football stadiums <a href="https://nepalitimes.com/opinion/my-uncle-died-in-qatar">with many fatalities</a>.
Nepal and other South Asian nations hope that the Dubai summit will take steps to set up the Loss and Damage Fund to help cope with <a href="https://nepalitimes.com/news/lost-and-damaged">climate-induced disasters</a>. But the Biden administration has outright rejected it, and other industrialised countries are not too keen.
In July, COP28 president Sultan Al Jaber said the summit would fast-track phase out of fossil fuels, <a href="https://nepalitimes.com/news/justice-delayed-justice-denied-byrx8a1c">push climate finance</a>, and allow climate activists access.
Bangladeshi climate scientist Saleemul Huq was a strong proponent of the Loss and Damage Fund, but passed away suddenly this week in Dhaka. In an <a href="https://www.theguardian.com/commentisfree/2023/nov/01/climate-destruction-rich-countries-cop28">op-ed printed posthumously in the Guardian</a> 1 November and co-authored by Farhana Sultana of Syracuse University, he wrote: ‘The fossil fuel industry continues to produce, maintain and benefit from greenhouse gas emissions, and must fundamentally change its business model. Meanwhile, greater efforts by local governments, civic groups and nonprofits remain crucial.’
Indeed, even while there is not much hope for action from the climate jamboree in Dubai, most climate action happens at the local level. Countries like Nepal do not have time to wait around for outside help to cope with disasters like the <a href="https://nepalitimes.com/news/sikkim-flood-is-warning-to-nepal">Sikkim glacial flood </a>that are sure to be more frequent.
However, besides paying lip service like during the <a href="https://nepalitimes.com/editorial/he-came-he-saw-he-left">visit by UN Secretary-General António Guterres</a> this week, Nepal’s leaders show little inclination to act on climate preparedness with adaptation and mitigation strategies.
Instead of developing climate-smart infrastructure, leaders have green-lit ecologically and economically harmful projects like the $6.7 billion <a href="https://nepalitimes.com/opinion/guest-editorial/fight-or-flight">Nijgad airport</a>. Meanwhile, much needed upgrades of existing highways and transmission lines face costly delays.
The draft Electricity Bill does not give enough priority to increase domestic consumption of surplus hydropower for Nepal’s energy transition, and instead emphasises power exports to India. For this, transmission lines and substations need urgent upgrades.
Both China and India have announced that they will stop manufacturing diesel and petrol vehicles by 2030. Nepal will be forced to go <a href="https://nepalitimes.com/news/1-step-forward-2-steps-back-in-nepal">all-electric </a>in six years, and we might as well be prepared.
In the past year, Nepal imported 2,000 electric 4-wheelers and 700 two-wheelers, reducing petrol and diesel consumption by more than 20,000 litres daily. In fact, by cutting just 10% of its LPG, diesel and petrol imports Nepal can save $260 million a year.
“Transportation, cooking, irrigation and industries are four clear pathways for a green transition in Nepal,” explains environmentalist Anil Chitrakar.
He adds: “We need to promote electric vehicles, but not everyone drives. However, all 30 million Nepalis have to eat, so subsidising rice cookers and electric stoves would reduce LPG use. Surplus electricity can be diverted to industries through dedicated feeders.”
In the current climate, investing in expensive cascade hydropower projects on rivers like the Arun exposes them to <a href="https://nepalitimes.com/here-now/nepals-glacial-lakes-in-danger-of-bursting">glacial lake floods </a>like the Sikkim disaster. Energy experts propose diversifying Nepal’s renewable energy mix to include solar, wind and biogas.
Photovoltaic costs have plunged even further this year, and <a href="https://nepalitimes.com/opinion/the-roof-is-the-limit">solar plants</a> are faster and cheaper to build. Industrial-scale biogas plants and waste-to-energy projects would also solve the problem of waste management.
“Irrigation pumps just in the Tarai consume 200MW of power. We can easily power them with solar panels and biogas can be upscaled again,” adds Chitrakar. “Nepal has proven solutions. We just need the political will to push them.”

Fossil Fools

When 14-year-old Jamyang Jamtsho Wangchuk knocked on the door of a stranger to ask if they had a copy of the 1995 comedy Ace Ventura: When Nature Calls, he had no idea the person on the other side would make him a film star. That was in 1996, and the Bhutanese teenager was in Hong Kong on vacation. Little did he know that the person on whose door he knocked was a casting agent. The rest is geography.&nbsp; Within months, Wangchuk and his younger brother were on set shooting Jean-Jacques Annaud’s 1997 film Seven Years in Tibet, starring Brad Pitt. Chaperoned by their mother, both boys played the Dalai Lama in the movie.&nbsp; “I was honoured to get the chance,” says Wangchuk, now 41. The isolation, and a bout of Covid infection, made him reevaluate his career and place in life. He decided to cycle from Thimphu to COP28 in Dubai to draw attention to the climate crisis and how it was affecting Himalayan people. “I feel fortunate to be able to combine my love for films with my passion for sports and travel, all the while championing the environment,” says Wangchuk, who spent his early years trekking through forests in Bhutan’s Pema Gatshel district with his father.&nbsp; In 2022, Wangchuk biked for a week, nine hours every day to reach Bhutan’s Thorthomi glacial lake, where the water level has to be drained to prevent it from bursting. He filled a bottle of water from the lake, and on 2 May began the first phase of his journey from Thimphu to India. Supported by the Kathmandu-based research institute, ICIMOD, he cycled across eastern Nepal, reaching Everest Base Camp 20 days later. The bike journey so far has been a 'warm up' in more ways than one. &nbsp;Last month several Asian cities recorded all-time high temperatures. The heat of the plains made Wangchuk dizzy, forcing him to make several unplanned stops. “We learned the hard way that riding in the heat and pollution can be detrimental to health,” he notes. To avoid this, he starts out early, and takes a break during the intense mid-day heat. &nbsp; Wangchuk will soon begin the second phase of his journey cycling across India and Pakistan. He has not yet figured out how to cross the Arabian Sea to Oman. &nbsp; “There will be more extreme heat to justify why I’m riding to COP28 to take the messages of &nbsp;Himalayan communities being unfairly impacted by climate change,” he says. &nbsp; Climate summits like the one in Dubai are notorious for being talkfests, and the 2023 event is being held in UAE, a country that is a major exporter of fossil fuel. Says Wangchuk: “COPs have failed to set a concrete and time-bound target to phase out all fossil fuels and meet the zero-emission vehicle sales targets. But this should not deter us from pressuring world leaders and corporations to be accountable.”

Cycling to COP28

But unlike the Arctic and Antarctica, the Himalayan mountains is also the source of fresh water for about 2 billion people living downstream.The climate crisis is causing the Himalayan ice cap and its <a href="https://www.nepalitimes.com/banner/walking-the-talk-on-climate/" target="_blank" rel="noopener noreferrer">glaciers to heat up</a> 0.7oCelsius faster than the global average. Scientists predict at the current rate of warming, two-thirds of the remaining ice will be gone during this century.Fragile mountain communities are also affected by weather extremes like intense torrential downpours that unleash flashfloods, prolonged droughts, erratic monsoons, and glacial lake outburst floods. Unable to cope, <a href="https://www.nepalitimes.com/banner/unthinkable-in-the-current-climate/" target="_blank" rel="noopener noreferrer">climate refugees</a> are migrating from the region.Countries in the Himalaya and Tibetan Plateau have tried to work together to adapt to climate-induces crises, but geopolitical tensions have stymied these efforts. India and Pakistan have fought multiple wars since independence from Britain in 1947.However, the region could learn from the experience of the Arctic nations which also suffer from geopolitical tension, and are losing sea ice and the <a href="https://archive.nepalitimes.com/news.php?id=18353#.Y9uPMHZBy3A" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/news.php?id%3D18353%23.Y9uPMHZBy3A&amp;source=gmail&amp;ust=1675503971358000&amp;usg=AOvVaw2lZPFIHYZpjMzJXHaiyr0J">Greenland ice sheet</a>.“When we started the Arctic cooperation more than 25 years ago, Russia was coming out of the collapse of the Soviet Union, and the Cold War just ended,” recalls Ólafur Ragnar Grímsson, who served as Iceland’s president from 1996-2016, and is now chair of the <a href="https://www.arcticcircle.org/" data-saferedirecturl="https://www.google.com/url?q=https://www.arcticcircle.org/&amp;source=gmail&amp;ust=1675503971358000&amp;usg=AOvVaw2oTDkFQnYy8E4yaKOiUoSk">Arctic Circle</a> initiative.Still, the Arctic nations, Russia, United States, Iceland, Greenland, Canada, Norway, Sweden, and Finland were collaborating right up to the Russian invasion of Ukraine last year.The Arctic and the Himalayan regions are similar because of their dependence on the cryosphere. While the Arctic has global powers like the US and Russia and smaller countries such as Iceland, Sweden, Finland, and Norway, the Himalayan region is dominated by China and India together with smaller <a href="https://www.nepalitimes.com/banner/mustang-forced-to-adapt-to-climate-crisis/" target="_blank" rel="noopener noreferrer">mountainous countries like Nepal</a> and Bhutan.In the Arctic, both the United States and Russia came to a joint realisation 25 years ago that they would both be affected by the melting of the ice in the Arctic. In fact, President Grímsson played a key role in mediating between the two superpowers.The Arctic Circle, since its founding in 2013, has demonstrated that multilevel cooperation in the Arctic is possible through its annual assembly in Iceland composed of over 2,000 experts and scientists from 70 countries.Apart from scientific and diplomatic cooperation, the Arctic Circle model also highlights the need to engage and include indigenous people, those who have inhabited the region for thousands of years.There have been attempts to link the Arctic and the Himalaya. In fact in 2012, Grimsson initiated the <a href="https://www.arcticcircle.org/third-pole-himalaya-the-process" data-saferedirecturl="https://www.google.com/url?q=https://www.arcticcircle.org/third-pole-himalaya-the-process&amp;source=gmail&amp;ust=1675503971358000&amp;usg=AOvVaw2Q_4aEmYnDhmpSiBFW7ynj">Third Pole Environment Program</a>  with the University of Iceland, and later with India and Bhutan.The Kathmandu-based International Centre for Integrated Mountain Development (ICIMOD) served an important role in highlighting the impact of climate collapse on the mountains with the landmark 2019 publication, <a href="https://lib.icimod.org/record/34383" data-saferedirecturl="https://www.google.com/url?q=https://lib.icimod.org/record/34383&amp;source=gmail&amp;ust=1675503971358000&amp;usg=AOvVaw2cXSFwBeYFCu4F63lfcrX2">Hindu Kush Himalaya Assessment</a>.“However, efforts so far have been isolated,” Grimsson says. “They have not produced a systematic engagement at the highest level, which is why we have this initiative.”The host of this year’s Climate Summit (COP28), the United Arab Emirates, has decided to co-host the <a href="https://www.arcticcircle.org/third-pole-process" data-saferedirecturl="https://www.google.com/url?q=https://www.arcticcircle.org/third-pole-process&amp;source=gmail&amp;ust=1675503971358000&amp;usg=AOvVaw12rgY8FIl7gw2HFgmP7L5f">Third Pole Process</a> with the Arctic Circle to support collaboration and learning from the Arctic on regional cooperation and glacial studies.At COP27 in Sharm Al Sheikh in November, the UAE Ministry of Climate Change and Environment and the Arctic Circle hosted a dialogue on the Third Pole Process.About the next steps, the UAE’s Minister of Climate Change and Environment Mariam Al Mheiri told us: “What is really important is to convene the leaders of the Himalayan countries together to talk about how we can build, hopefully, a framework around the Third Pole Process.”The 2023 Abu Dhabi Sustainability Week last month was themed ‘Uniting the Global Community on the Road to Net-Zero: an Inclusive Energy Transition’, hoping to maintain momentum between COP27 and COP28.Grimsson is also hopeful that the initiative will enable not only Himalayan countries, but also the world to understand better the dramatic consequences of the melting of the glaciers in High Asia.The New York University Abu Dhabi’s eArtHumanities initiative, in collaboration with Rachel Carson Center, has also been working on the <a href="https://www.himalayanwaterproject.org/" data-saferedirecturl="https://www.google.com/url?q=https://www.himalayanwaterproject.org/&amp;source=gmail&amp;ust=1675503971358000&amp;usg=AOvVaw2tRmDDmfBxD6Wg7t1NKYpC">Geopolitics and Ecology of Himalayan Water </a>project dealing with the climate and geopolitical hotspot.“This can be a fascinating new way for universities to create multidisciplinary cooperation in order to understand this important part of the world,” Grimsson says of the initiative.While international environmentalists have called the world’s top exporter of fossil fuel hosting a climate summit, and the head of it oil company being named president of COP28 as a “greenwash”, others have said it shows the need to engage with all partners.Indeed, Grimsson says: “This is a signal that the UAE is approaching the climate crisis in a new way”.The Arctic model of cooperation showed that it is possible to come together on the climate crisis despite geopolitical tension, and this holds important lessons for <a href="https://www.nepalitimes.com/banner/the-third-pole-is-warming-faster-than-expected/" target="_blank" rel="noopener noreferrer">The Third Pole</a>.

From the North Pole to the Third Pole

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
