Between mid-June and mid-October alone, almost 37,500 Nepalis left for the UAE for jobs, placing it among the top destination countries. Many of these workers will likely be engaged in the delivery of the COP28 Climate Summit that will ironically be held in the UAE, the world’s fifth <a href="https://nepalitimes.com/news/nepal-s-greenwashing-in-glasgow">biggest</a> exporter of refined petroleum, with the head of the Abu Dhabi National Oil Company (ADNOC) service as conference president. Prime Minister Pushpa Kamal Dahal will lead the Nepali delegation.Migrant workers form <a href="https://worldmigrationreport.iom.int/wmr-2022-interactive/">88% of the UAE population</a>, so one cannot talk about COP28 or the UAE by ignoring migration. For Nepal, too, the climate crisis and the migration economy are linked.<a href="https://www.hrw.org/news/2023/11/21/uae-migrant-worker-abuses-linked-broader-climate-harms">New research</a> by Human Rights Watch (HRW) states that the COP28 host’s role in climate injustice goes beyond it being one of the largest fossil fuel producers and among the highest per capita emitters. It also relates to its treatment of migrant workers. HRW interviewed 151 current and former migrant workers and their families from Bangladesh, Pakistan and Nepal. Despite negligible per capita greenhouse gas emissions, the three countries are among the most climate vulnerable and have suffered extreme weather and slow-onset events linked to climate change.&nbsp; The climate impact countries like Nepal face should also be considered from the perspective of their mobile populations in the UAE and other countries. Migrant workers are exposed to extreme heat with inadequate protection, and because widespread abuse like wage theft and exorbitant recruitment fees limit the ability of workers to send home remittances, including during climate-linked emergencies. Dubai’s maximum temperature on some days <a href="https://www.khaleejtimes.com/uae/weather/uae-temperatures-cross-50oc-for-first-time-this-summer">exceeded</a> 50 Celsius this summer, and the UAE itself is vulnerable to heat stress due to atmospheric warming.The Intergovernmental Panel on Climate Change (IPCC) has said that the Gulf <a href="https://www.ipcc.ch/report/ar6/wg2/downloads/report/IPCC_AR6_WGII_Chapter10.pdf">states’</a> wet bulb globe temperature (WBGT) is ‘expected to approach, and possibly exceed, the physiological threshold for human adaptability (35°C) by the end of the century’. Migrant workers, including Nepalis, are disproportionately exposed.The most common heat mitigation strategy used in the Gulf including the UAE are ‘summer midday bans’ that stop outdoor work in the afternoons for a few hours. But a <a href="https://oem.bmj.com/content/80/6/347">study</a> in <a href="https://oem.bmj.com/content/80/6/347">Kuwait</a> found that despite the ban there was a substantial increase in the risk of occupational injuries associated with extremely hot temperatures. Another <a href="https://www.researchgate.net/publication/333293731_Assessment_of_Heat_Stress_Exposure_among_Construction_Workers_in_the_Hot_Desert_Climate_of_Saudi_Arabia">study </a>found that the highest heat intensity for workers in Saudi Arabia was from 9 am to noon, while the ban is in effect between noon and 3 pm. HRW’s research recommends that the UAE move away from arbitrary, calendar-based midday bans towards risk-based measures such as the WBGT.&nbsp; Heat is a health hazard. It can exacerbate pre-existing conditions, impair cognitive function, and increase the risk of workplace injuries and long-term illnesses like end-stage renal failures. Dialysis rooms across Nepal that are filled with Gulf returnees. &nbsp; HRW’s <a href="https://www.hrw.org/video-photos/interactive/2023/11/21/migrant-workers-bear-the-brunt-of-uae-extreme-heat">research</a> follows three dialysis patients who are all UAE returnees describing how they did not get support from the UAE. The Nepal government provides dialysis for free, but the cost of medicines, injections, and transportation add up. Chitrakala, the wife of a dialysis patient, Til, who accompanies him to the hospital multiple times a week for his dialysis says, “In some ways, I find it comforting to be at the hospital because in the waiting room, I realise I am not alone. It is not just my family that is facing this.”&nbsp; Another UAE returnee, Purna, says it is after he frequented the dialysis centre that he realised that kidney failure is common among migrant worker returnees. The situation will worsen in a changing climate. “The UAE is externalising their own climate risks onto migrant workers who are labouring under woefully inadequate protections. These workers often experience chronic health harms linked to extreme heat, and then return home without any compensation from the UAE and instead let countries like Nepal bear all the serious health costs like dialysis treatment,” says Michael Page of HRW.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20231124031152_7daf43db2cba93c6e81c6607aa61d07d3f3fbd4e2b338aadd2aaa4720828cb76.jpg" data-media-id="editor_9" data-image-id="20231124031152_7daf43db2cba93c6e81c6607aa61d07d3f3fbd4e2b338aadd2aaa4720828cb76" data-rendition-name="original" width="4032" height="2268" loading="lazy" alt="COP28 and migtants NT"> </figure>  There are other labour abuses like wage theft and exorbitant recruitment fees that also contribute to climate injustice, the HRW report argues. Climate emergencies back home exacerbate the mental stress of wage theft and recruitment debt as families in Nepal are in increasingly dire and even life-threatening situations.&nbsp; Workers HRW spoke to who were unable to send remittances because of labour abuses spoke of the dilemma they face: their families lose both critical financial support and the help they could have provided for urgent tasks like rebuilding damaged property had they stayed home. But for many, even exiting the UAE with outstanding recruitment debts or unpaid wages during such climate emergencies posed a challenge. Workers had to pay fees to retrieve their passports including by obtaining ‘reverse remittances’ on loan from families back home already reeling from life-threatening climate emergencies. Good migration can be transformative, but bad migration can be devastating for families. To be sure, remittances have been critical for economies of Nepal and other South Asian countries, but they do not substitute their responsibility. Historical and major greenhouse gas emitters also have a duty to support communities heavily impacted by the climate crisis. <a href="https://www.knomad.org/sites/default/files/publication-doc/migration_development_brief_38_june_2023_0.pdf">Remittances</a> are equivalent to a quarter of Nepal’s GDP, while Pakistan and Bangladesh are among the top 10 remittance recipients globally. Remittances have also been a lifeline including post-earthquake and during Covid. But these numbers mask the individual experiences of migrant workers and their families who face abuses and many of whom end up in financially worse situations than they did pre-migration. Virtually all migrant workers pay hefty fees for jobs which itself creates a huge dent on the returns to migration while excluding some of the poorest communities from even attempting to migrate. But even that does not guarantee a good job. The July 2021 <a href="https://www.icimod.org/article/the-melamchi-flood-disaster/">Melamchi flood</a> was a climate-induced disaster in Nepal, and one of its victims told HRW researchers: “During the flood, all we wanted was to save our lives. We survived, but we lost everything. The flood finished us.”His wife is headed to the UAE for a waitressing job which cost her Rs &nbsp;200,000, and borrowed at 24% annual interest. If all goes well, her first year’s salary of a mere $262 a month will just go to repay the loan. Another Sindhupalchok returnee from the UAE said, “Whether climate change or not, we have to migrate. We used to be self-sufficient but now have to buy food. Yields are lower. Insects and diseases are more common.” Climate change can be a compounding factor for longstanding emigration such as from Nepal to the Gulf, and adds to the burden of past, present and future migrant workers. The UAE is also being criticized for its restrictions on civil society and free expression during COP28. The HRW research states these affect migrant workers by limiting their ability to raise workplace concerns and seek structural, worker-centered reforms. The government’s opacity around <a href="https://pomeps.org/climate-the-environment-and-health-of-migrant-workers-lessons-from-kuwait">health data</a> hampers research for <a href="https://vitalsignsproject.org/wp-content/uploads/2023/06/Vital_signs_3_online.pdf">evidence-based</a> policymaking including for better outdoor protections, while academics and journalists tend to <a href="https://www.hrw.org/news/2021/10/01/uae-tolerance-narrative-sham-0">self-censor</a> to avoid reprisals. At the COP 28 in Dubai, Prime Minister Dahal would do well to dwell on the links between the host country and increasing climate vulnerability that Nepalis face both at home from weather extremes and heat stress at their workplaces in the UAE.

Too hot to work

With weather records being broken planetwide, the COP28 climate summit in Dubai this month is being ridiculed as a greenwash even before it begins. The UAE is the world’s fifth <a href="https://nepalitimes.com/news/nepal-s-greenwashing-in-glasgow">biggest</a> exporter of refined petroleum, and the president of the conference is the head of the Abu Dhabi National Oil Company (ADNOC).
There is an even bigger irony: Expo City in Dubai is being readied for the conference 30 November-12 December by <a href="https://nepalitimes.com/news/gulf-workers-need-protection-from-heat">migrant workers from Nepal </a>and other South Asian countries labouring outdoors in 42°C heat.
“Greenwashing, that is exactly what it is going to be,” says Shilshila Acharya of Avni Center for Sustainability in Kathmandu. “Every day we are bombarded with one dire projection after another which needs emergency action, but we now have oil barons leading climate talks.”
She adds: “COPs have become a necessary evil but having this summit in the UAE sends the wrong message. The fossil fuel industry will obviously protect its own interests. We know the problems, we know the solutions but we do not have the right people in decision-making positions.”
In September, the human rights group <a href="https://fairsq.org">FairSquare</a> found evidence of Asian and African migrants working outdoors in excessive heat and humidity despite laws prohibiting it when the wet-bulb temperature exceeds 25°C.
Humans can handle wet-bulb temperatures up to 35°C for a limited time, but above that the body can no longer effectively cool itself via perspiration. Most Gulf countries have summer daytime curfew hours, but FairSquare found migrants working at the COP28 conference site even when the wet-bulb temperature reached 33°C.
Similar charges were made ahead of the 2022 Qatar World Cup when South Asian migrant workers were similarly made to work outdoors building football stadiums <a href="https://nepalitimes.com/opinion/my-uncle-died-in-qatar">with many fatalities</a>.
Nepal and other South Asian nations hope that the Dubai summit will take steps to set up the Loss and Damage Fund to help cope with <a href="https://nepalitimes.com/news/lost-and-damaged">climate-induced disasters</a>. But the Biden administration has outright rejected it, and other industrialised countries are not too keen.
In July, COP28 president Sultan Al Jaber said the summit would fast-track phase out of fossil fuels, <a href="https://nepalitimes.com/news/justice-delayed-justice-denied-byrx8a1c">push climate finance</a>, and allow climate activists access.
Bangladeshi climate scientist Saleemul Huq was a strong proponent of the Loss and Damage Fund, but passed away suddenly this week in Dhaka. In an <a href="https://www.theguardian.com/commentisfree/2023/nov/01/climate-destruction-rich-countries-cop28">op-ed printed posthumously in the Guardian</a> 1 November and co-authored by Farhana Sultana of Syracuse University, he wrote: ‘The fossil fuel industry continues to produce, maintain and benefit from greenhouse gas emissions, and must fundamentally change its business model. Meanwhile, greater efforts by local governments, civic groups and nonprofits remain crucial.’
Indeed, even while there is not much hope for action from the climate jamboree in Dubai, most climate action happens at the local level. Countries like Nepal do not have time to wait around for outside help to cope with disasters like the <a href="https://nepalitimes.com/news/sikkim-flood-is-warning-to-nepal">Sikkim glacial flood </a>that are sure to be more frequent.
However, besides paying lip service like during the <a href="https://nepalitimes.com/editorial/he-came-he-saw-he-left">visit by UN Secretary-General António Guterres</a> this week, Nepal’s leaders show little inclination to act on climate preparedness with adaptation and mitigation strategies.
Instead of developing climate-smart infrastructure, leaders have green-lit ecologically and economically harmful projects like the $6.7 billion <a href="https://nepalitimes.com/opinion/guest-editorial/fight-or-flight">Nijgad airport</a>. Meanwhile, much needed upgrades of existing highways and transmission lines face costly delays.
The draft Electricity Bill does not give enough priority to increase domestic consumption of surplus hydropower for Nepal’s energy transition, and instead emphasises power exports to India. For this, transmission lines and substations need urgent upgrades.
Both China and India have announced that they will stop manufacturing diesel and petrol vehicles by 2030. Nepal will be forced to go <a href="https://nepalitimes.com/news/1-step-forward-2-steps-back-in-nepal">all-electric </a>in six years, and we might as well be prepared.
In the past year, Nepal imported 2,000 electric 4-wheelers and 700 two-wheelers, reducing petrol and diesel consumption by more than 20,000 litres daily. In fact, by cutting just 10% of its LPG, diesel and petrol imports Nepal can save $260 million a year.
“Transportation, cooking, irrigation and industries are four clear pathways for a green transition in Nepal,” explains environmentalist Anil Chitrakar.
He adds: “We need to promote electric vehicles, but not everyone drives. However, all 30 million Nepalis have to eat, so subsidising rice cookers and electric stoves would reduce LPG use. Surplus electricity can be diverted to industries through dedicated feeders.”
In the current climate, investing in expensive cascade hydropower projects on rivers like the Arun exposes them to <a href="https://nepalitimes.com/here-now/nepals-glacial-lakes-in-danger-of-bursting">glacial lake floods </a>like the Sikkim disaster. Energy experts propose diversifying Nepal’s renewable energy mix to include solar, wind and biogas.
Photovoltaic costs have plunged even further this year, and <a href="https://nepalitimes.com/opinion/the-roof-is-the-limit">solar plants</a> are faster and cheaper to build. Industrial-scale biogas plants and waste-to-energy projects would also solve the problem of waste management.
“Irrigation pumps just in the Tarai consume 200MW of power. We can easily power them with solar panels and biogas can be upscaled again,” adds Chitrakar. “Nepal has proven solutions. We just need the political will to push them.”

Fossil Fools

When 14-year-old Jamyang Jamtsho Wangchuk knocked on the door of a stranger to ask if they had a copy of the 1995 comedy Ace Ventura: When Nature Calls, he had no idea the person on the other side would make him a film star. That was in 1996, and the Bhutanese teenager was in Hong Kong on vacation. Little did he know that the person on whose door he knocked was a casting agent. The rest is geography.&nbsp; Within months, Wangchuk and his younger brother were on set shooting Jean-Jacques Annaud’s 1997 film Seven Years in Tibet, starring Brad Pitt. Chaperoned by their mother, both boys played the Dalai Lama in the movie.&nbsp; “I was honoured to get the chance,” says Wangchuk, now 41. The isolation, and a bout of Covid infection, made him reevaluate his career and place in life. He decided to cycle from Thimphu to COP28 in Dubai to draw attention to the climate crisis and how it was affecting Himalayan people. “I feel fortunate to be able to combine my love for films with my passion for sports and travel, all the while championing the environment,” says Wangchuk, who spent his early years trekking through forests in Bhutan’s Pema Gatshel district with his father.&nbsp; In 2022, Wangchuk biked for a week, nine hours every day to reach Bhutan’s Thorthomi glacial lake, where the water level has to be drained to prevent it from bursting. He filled a bottle of water from the lake, and on 2 May began the first phase of his journey from Thimphu to India. Supported by the Kathmandu-based research institute, ICIMOD, he cycled across eastern Nepal, reaching Everest Base Camp 20 days later. The bike journey so far has been a 'warm up' in more ways than one. &nbsp;Last month several Asian cities recorded all-time high temperatures. The heat of the plains made Wangchuk dizzy, forcing him to make several unplanned stops. “We learned the hard way that riding in the heat and pollution can be detrimental to health,” he notes. To avoid this, he starts out early, and takes a break during the intense mid-day heat. &nbsp; Wangchuk will soon begin the second phase of his journey cycling across India and Pakistan. He has not yet figured out how to cross the Arabian Sea to Oman. &nbsp; “There will be more extreme heat to justify why I’m riding to COP28 to take the messages of &nbsp;Himalayan communities being unfairly impacted by climate change,” he says. &nbsp; Climate summits like the one in Dubai are notorious for being talkfests, and the 2023 event is being held in UAE, a country that is a major exporter of fossil fuel. Says Wangchuk: “COPs have failed to set a concrete and time-bound target to phase out all fossil fuels and meet the zero-emission vehicle sales targets. But this should not deter us from pressuring world leaders and corporations to be accountable.”

Cycling to COP28

But unlike the Arctic and Antarctica, the Himalayan mountains is also the source of fresh water for about 2 billion people living downstream.The climate crisis is causing the Himalayan ice cap and its <a href="https://www.nepalitimes.com/banner/walking-the-talk-on-climate/" target="_blank" rel="noopener noreferrer">glaciers to heat up</a> 0.7oCelsius faster than the global average. Scientists predict at the current rate of warming, two-thirds of the remaining ice will be gone during this century.Fragile mountain communities are also affected by weather extremes like intense torrential downpours that unleash flashfloods, prolonged droughts, erratic monsoons, and glacial lake outburst floods. Unable to cope, <a href="https://www.nepalitimes.com/banner/unthinkable-in-the-current-climate/" target="_blank" rel="noopener noreferrer">climate refugees</a> are migrating from the region.Countries in the Himalaya and Tibetan Plateau have tried to work together to adapt to climate-induces crises, but geopolitical tensions have stymied these efforts. Clashes often erupt between India and China along their disputed Himalayan border. India and Pakistan have fought multiple wars since independence from Britain in 1947.However, the region could learn from the experience of the Arctic nations which also suffer from geopolitical tension, and are losing sea ice and the <a href="https://archive.nepalitimes.com/news.php?id=18353#.Y9uPMHZBy3A" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/news.php?id%3D18353%23.Y9uPMHZBy3A&amp;source=gmail&amp;ust=1675503971358000&amp;usg=AOvVaw2lZPFIHYZpjMzJXHaiyr0J">Greenland ice sheet</a>.“When we started the Arctic cooperation more than 25 years ago, Russia was coming out of the collapse of the Soviet Union, and the Cold War just ended,” recalls Ólafur Ragnar Grímsson, who served as Iceland’s president from 1996-2016, and is now chair of the <a href="https://www.arcticcircle.org/" data-saferedirecturl="https://www.google.com/url?q=https://www.arcticcircle.org/&amp;source=gmail&amp;ust=1675503971358000&amp;usg=AOvVaw2oTDkFQnYy8E4yaKOiUoSk">Arctic Circle</a> initiative.Still, the Arctic nations, Russia, United States, Iceland, Greenland, Canada, Norway, Sweden, and Finland were collaborating right up to the Russian invasion of Ukraine last year.The Arctic and the Himalayan regions are similar because of their dependence on the cryosphere. While the Arctic has global powers like the US and Russia and smaller countries such as Iceland, Sweden, Finland, and Norway, the Himalayan region is dominated by China and India together with smaller <a href="https://www.nepalitimes.com/banner/mustang-forced-to-adapt-to-climate-crisis/" target="_blank" rel="noopener noreferrer">mountainous countries like Nepal</a> and Bhutan.In the Arctic, both the United States and Russia came to a joint realisation 25 years ago that they would both be affected by the melting of the ice in the Arctic. In fact, President Grímsson played a key role in mediating between the two superpowers.The Arctic Circle, since its founding in 2013, has demonstrated that multilevel cooperation in the Arctic is possible through its annual assembly in Iceland composed of over 2,000 experts and scientists from 70 countries.Apart from scientific and diplomatic cooperation, the Arctic Circle model also highlights the need to engage and include indigenous people, those who have inhabited the region for thousands of years.There have been attempts to link the Arctic and the Himalaya. In fact in 2012, Grimsson initiated the <a href="https://www.arcticcircle.org/third-pole-himalaya-the-process" data-saferedirecturl="https://www.google.com/url?q=https://www.arcticcircle.org/third-pole-himalaya-the-process&amp;source=gmail&amp;ust=1675503971358000&amp;usg=AOvVaw2Q_4aEmYnDhmpSiBFW7ynj">Third Pole Environment Program</a>  with the University of Iceland, and later with India and Bhutan.The Kathmandu-based International Centre for Integrated Mountain Development (ICIMOD) served an important role in highlighting the impact of climate collapse on the mountains with the landmark 2019 publication, <a href="https://lib.icimod.org/record/34383" data-saferedirecturl="https://www.google.com/url?q=https://lib.icimod.org/record/34383&amp;source=gmail&amp;ust=1675503971358000&amp;usg=AOvVaw2cXSFwBeYFCu4F63lfcrX2">Hindu Kush Himalaya Assessment</a>.“However, efforts so far have been isolated,” Grimsson says. “They have not produced a systematic engagement at the highest level, which is why we have this initiative.”The host of this year’s Climate Summit (COP28), the United Arab Emirates, has decided to co-host the <a href="https://www.arcticcircle.org/third-pole-process" data-saferedirecturl="https://www.google.com/url?q=https://www.arcticcircle.org/third-pole-process&amp;source=gmail&amp;ust=1675503971358000&amp;usg=AOvVaw12rgY8FIl7gw2HFgmP7L5f">Third Pole Process</a> with the Arctic Circle to support collaboration and learning from the Arctic on regional cooperation and glacial studies.At COP27 in Sharm Al Sheikh in November, the UAE Ministry of Climate Change and Environment and the Arctic Circle hosted a dialogue on the Third Pole Process.About the next steps, the UAE’s Minister of Climate Change and Environment Mariam Al Mheiri told us: “What is really important is to convene the leaders of the Himalayan countries together to talk about how we can build, hopefully, a framework around the Third Pole Process.”The 2023 Abu Dhabi Sustainability Week last month was themed ‘Uniting the Global Community on the Road to Net-Zero: an Inclusive Energy Transition’, hoping to maintain momentum between COP27 and COP28.Grimsson is also hopeful that the initiative will enable not only Himalayan countries, but also the world to understand better the dramatic consequences of the melting of the glaciers in High Asia.The New York University Abu Dhabi’s eArtHumanities initiative, in collaboration with Rachel Carson Center, has also been working on the <a href="https://www.himalayanwaterproject.org/" data-saferedirecturl="https://www.google.com/url?q=https://www.himalayanwaterproject.org/&amp;source=gmail&amp;ust=1675503971358000&amp;usg=AOvVaw2tRmDDmfBxD6Wg7t1NKYpC">Geopolitics and Ecology of Himalayan Water </a>project dealing with the climate and geopolitical hotspot.“This can be a fascinating new way for universities to create multidisciplinary cooperation in order to understand this important part of the world,” Grimsson says of the initiative.While international environmentalists have called the world’s top exporter of fossil fuel hosting a climate summit, and the head of it oil company being named president of COP28 as a “greenwash”, others have said it shows the need to engage with all partners.Indeed, Grimsson says: “This is a signal that the UAE is approaching the climate crisis in a new way”.The Arctic model of cooperation showed that it is possible to come together on the climate crisis despite geopolitical tension, and this holds important lessons for <a href="https://www.nepalitimes.com/banner/the-third-pole-is-warming-faster-than-expected/" target="_blank" rel="noopener noreferrer">The Third Pole</a>.
