Nowhere is the impact of the abrupt closure of <a href="https://nepalitimes.com/news/how-usaid-cut-affects-nepal">USAID in Nepal</a> more symbolic than inside the Chobhar Dry Port. Hundreds of abandoned blue-plated SUVs and two-wheelers are parked like a car dealership in suburban America. Across Kathmandu, an estimated 600 homes, apartments and offices rented by USAID personnel, consultants and contractors are now vacant. It is a similar story in Surkhet, a hub for <a href="https://nepalitimes.com/news/the-great-game-2nd-half">US-funded development projects</a> in far western Nepal. Some domestic airlines have cut daily flights between Kathmandu and Surkhet because there are fewer passengers flying for fieldwork.&nbsp; With so many cars and motorcycles off the roads, Nepal is actually saving an estimated 200,000 litres of petrol and diesel a month, worth nearly Rs30 million. The Dry Port itself is earning Rs100 per vehicle per day in parking fees. The <a href="https://nepalitimes.com/opinion/the-end-of-aid">impact of the USAID shutdown</a> has therefore reverberated not just across Nepal’s development agencies, but has hit the economy through downstream impact on the private sector. The United States was the second country to establish bilateral relations with Nepal in 1947, even before Nepal forged diplomatic ties with India and China. US development assistance to Nepal began with the Point Four Program in 1951, and early projects through USOM (US Operations Mission) which supported infrastructure, agriculture, and malaria eradication. Early US aid programs in Chitwan cleared the jungles so that once <a href="https://nepalitimes.com/here-now/the-insect-that-changed-nepal-s-history">malaria </a>was eradicated, it facilitated King Mahendra’s strategy of transmigration of entire mountain villages to the Inner Tarai valleys. The American-aided Rapti Project was so wasteful and the benefit to locals was so minimal that researchers and historians concluded in books and journal articles that it planted the seeds of<a href="https://nepalitimes.com/news/ghosts-of-war"> the Maoist insurgency</a> in the mid-western mountains. Later, US aid was critical in linking Dadeldhura to the Tarai and connecting Chitwan to Hetauda, and also in the development of <a href="https://nepalitimes.com/here-now/how-to-make-nepals-skies-safer">Nepal’s civil aviation </a>with the donation of World War II vintage DC-3s to Royal Nepal Airlines. Early American aid also focussed on higher education with teacher training, production of teaching materials, and scholarships for Nepali students to pursue university degrees in the US. In 2022, USAID and Nepal signed a five-year Development Objective Agreement worth $659 million for Direct Financing projects in four sectors: health, agriculture, education, and inclusive policy. But soon after Donald Trump was sworn in for his <a href="https://nepalitimes.com/editorial/trump-s-second-coming">second term earlier this year</a>, the USAID funding freeze left about 40 projects across the country in limbo. Many Nepali staff lost their jobs, while other partners scrambled to fulfil project goals. Much of the discussion surrounding development aid centred on how much money was actually spent in rural Nepal, and how much was recycled back to America through consultants, or was spent in Kathmandu by contractors.&nbsp; “A significant portion of funds from USAID went to American contractors, and there was a lack of transparency about how much of the budget actually trickled down to<a href="https://nepalitimes.com/here-now/ex-guerrilla-s-revolution-in-rural-nepal"> rural Nepal</a>,” says economist Sujeev Shakya. While the intended beneficiaries of US development assistance did not gain as much due to tied aid and leakage along the way, the funding cut has left Nepal’s underserved communities without access to basic services, as well as <a href="https://nepalitimes.com/banner/life-and-livelihood-in-remote-nepal">opportunities for livelihood and empowerment</a>.&nbsp; A retired Nepali diplomat posted in Washington DC told Nepali Times that although many have reason to be cynical about USAID work in Nepal, the closure of the agency is a “huge loss” for the development sector.&nbsp; America’s withdrawal from the global scene has also prompted other European countries to rethink development aid. Britain’s FCDO (Foreign, Commonwealth &amp; Development Office) has drastically reduced its aid budget, impacting projects in Nepal. Germany has also cut development funding and diverted the money to defence.&nbsp; This has prompted Nepal’s development experts to advise reducing reliance on foreign aid, especially as the nation is also set to <a href="https://nepalitimes.com/news/not-poor-but-not-rich">graduate from LDC status</a> next year. Indeed, total annual foreign aid to Nepal in grants and loans of about $1 billion a year compared to remittances of $12 billion last year. “Nepal has adequate resources, both financial and human, to fill the gap left by donors,” says Min Raj Gyawali, who was Deputy Chief of Party of USAID’s Adolescent Reproductive Health (ARH) program for Nepal. “What we need to do to implement our development projects successfully is better organisation, management, set achievable goals, have better coordination between local and federal authorities, and use our internal revenue more effectively.”&nbsp; To get out of its dependency syndrome, Nepal needs to look no further than its <a href="https://nepalitimes.com/news/understanding-nepals-underspending">unspent annual development budget</a>. “It is is no use crying over the loss of American aid when we are unable to spend 70% of our own annual budget every year,” says Shakya.&nbsp; After shutting down USAID, the <a href="https://nepalitimes.com/opinion/trump-s-first-month">Trump administration</a> transferred the work of overseas development assistance to the State Department, and this could mean that it may rethink a scaled down and more selective aid program in future that aligns with strategic US foreign policy goals. The US is not unique in this. Australia’s foreign aid program AUSAID was integrated to the Department of Foreign Affairs and Trade (DFAT) in 2014, while DFID, the UK department responsible for administering overseas aid until 2020, was merged with the foreign office to form the FCDO. “The US still needs to maintain and protect its strategic interests across the world,” says Shakya. “This means that the closure of USAID might not be permanent, and it may be integrated with other development programs in future.” Adds Gyawali: “One lesson to be learnt from the USAID closure is that we might be faced with a similar situation anytime in future, so we must always have a back-up plan in the event that any donor pulls out of ongoing development projects. We now need to focus on funding diversity rather than relying on any one donor, and we need multi-sectoral strategies to meet and manage funding for ongoing and future development programs.” <h2>USAID cut affects access to safe sex</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250904090924_61f40fb3e850ccc8a403a42283da74cd668bbd52a7c3f24966cb27ac2cdde4c8.jpg" data-media-id="editor_12" data-image-id="20250904090924_61f40fb3e850ccc8a403a42283da74cd668bbd52a7c3f24966cb27ac2cdde4c8" data-rendition-name="original" width="5184" height="3456" loading="lazy" alt="USNOAID"> <figcaption>Photo: USAID / FLICKR</figcaption> </figure>  The absence of USAID funds in the 10 months since its shutdown has hit Nepal’s health sector the most. The resource gap has affected crucial programs supporting nutrition, reproductive health, and tuberculosis prevention. As much as 60% of USAID funds were said to support health-related projects. &nbsp; Programs aimed at reducing maternal and child mortality, especially for neonatal care, have been seriously undermined. The impact on nutrition programs for schools could mean that childhood malnutrition in Nepal could see a surge. Read also: <a href="https://nepalitimes.com/news/trump-shock-wave-hits-nepal">Trump shock wave hits Nepal</a>, Sudiksha Tuladhar One of the programs affected was USAID-funded five-year Adolescent Reproductive Health (ARH) project led by CARE Nepal in partnership with the government and other non-profits to empower Nepalis aged 10-19 through behaviour change efforts, group-based interventions, and girl-led activism for reproductive health and social norms change.&nbsp; “All our plans had been made around the guarantee of external support, so training, exposure, and capacity enhancement programs were stopped,” explains Min Raj Gyawali, who was Deputy Chief of Party (DCOP) for the ARH program. “The short-term, accelerated learning course to send out-of-school girls back to school was continued after reorganisation of funds from other partners, but the community adolescent forums made to facilitate discussions about their health have largely come to an end.”&nbsp; But among the hardest hit health programs in Nepal are ones aimed at<a href="https://archive.nepalitimes.com/news.php?id=12340"> HIV prevention</a>. Nepal’s progress over the past decades in addressing HIV and AIDS is now at serious risk since USAID involvement in HIV screening, preventative medication, and condom distribution has discontinued.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250905170924_9770df4ba9e7da64b118504833afc3726b7dce50d05f2bf2b8f6d26b29773e00.jpg" data-media-id="editor_15" data-image-id="20250905170924_9770df4ba9e7da64b118504833afc3726b7dce50d05f2bf2b8f6d26b29773e00" data-rendition-name="original" width="1368" height="844" loading="lazy" alt="USNOAID NT"> </figure>  Key populations at risk of HIV including sex workers, their clients, women whose husbands and partners are living with HIV were supported with pre-exposure prophylaxis (PrEP). Data from the NCASC shows there are 30,300 people living with HIV (PLHIV) in Nepal as of 2024. Meanwhile, up to 86,809 cisgender female, 25,955 cisgender men who have sex with men, and 14,250 transgender women are involved in sex work across the country.&nbsp; HIV screening also came to a standstill following the funding freeze, but the government has restarted it with help from other development partners, says Lok Raj Pandey of the National Centre for AIDS and STI Control.&nbsp; Antiretroviral therapy services, which are provided for free for people with HIV by the government, have not been impacted, say officials. A total of 25, 728 infected people are currently on antiretroviral therapy.&nbsp; “<a href="https://archive.nepalitimes.com/news.php?id=4128">HIV testing and counselling services</a> have resumed at the 96 antiretroviral therapy treatment centres across Nepal,” adds Pandey, “But a shortage of PreP medication and condoms persists." Government officials say that they can not definitively say if HIV and other sexually transmitted diseases have increased in the last 10 months. But civil society organisations that support sex workers disagree. “We have have already begun to note a rise in sexually transmitted infections like gonorrhoea, and a rise in HIV infections in the last 10 months,” says Tulsi Gandhari, chair of the Janahit Mahila Mahasang, Nepal’s national federation of female sex workers. “The situation for people engaged is sex work has become increasingly dire, and a sustained lack of condoms is only going to make things worse.” “The <a href="https://nepalitimes.com/here-now/nepal-far-from-hitting-contraceptive-target">shortage of condoms</a> has also meant that female sex workers have to use emergency contraceptives like pills after the fact, continued usage of which will have lasting damage on their general and reproductive health in the long run,” Gandhari adds.&nbsp; Experts are concerned about the rise of not just HIV, but other life-threatening sexually-transmitted diseases like cervical cancer and Hepatitis B.&nbsp; 95-95-95 Despite government assurance that testing for HIV and sexually-transmitted infections have resumed, non-profits point to the unavailability of large-scale, free-of-cost screening. Meanwhile, condoms have been distributed by organisations that support family planning and HIV prevention, but it is not nearly enough to meet daily needs for the sex worker community.&nbsp; “Sex workers face daily risks to their health and physical safety, and the funding gap has left them without essential services,” adds Rajan KC of Janahit Mahila Mahasang. “The lack of timely testing, contraceptives, outreach, and peer educators for moral support increases this risk.” The UNAIDS ’95-95-95’ target aims to ensure that 95% of people living with HIV are aware of their status, 95% of those diagnosed receive antiretroviral therapy, and 95% of those on treatment achieve viral suppression by 2030. Nepal’s National HIV Strategic Plan 2021-2026 outlines a fast track approach towards ending the AIDS epidemic as a public health by achieving the 95-95-95 targets by 2026.&nbsp; But with the lack of preventative support and robust screening services, experts are not so optimistic about Nepal’s HIV outcomes.&nbsp; The risk of exposure to HIV among sex workers and their clients brought about by the absence of essential services also increases the chances of exposure to pregnant women and the wider community. “If we continue on the same trajectory for another few months, we run the risk of rolling back our progress with HIV prevention,” cautions KC. “The government has not been serious enough to address this possibility.” The lack of counselling and peer support has also led to a rise in violence and social stigmatisation in vulnerable communities, note experts. The absence of free treatment centres and clinics mean that sex workers have to seek sexual and reproductive healthcare at public and private institutions, where they are often subject to hostile and discriminatory rhetoric from service providers and fellow patients. Trans sex workers are subject to even more scrutiny, ridicule, vitriol, and bigotry.&nbsp; This stigmatisation, in addition to the costs associated with repeated visits for HIV and STI-related health concerns, prevents sex workers from accessing essential healthcare. “We urgently need free clinics so that sex workers are not met with an unfriendly environment whenever they seek healthcare,” says Gandhari.&nbsp; Pandey of the NCASC says officials are looking into how they can resume the free-of-cost sexual health services that have stopped, noting that USAID was not Nepal’s only partner in HIV and STI preventative support. America has also not completely pulled out of <a href="https://nepalitimes.com/here-now/nepal-lagging-in-safe-motherhood">sexual and reproductive health support</a>, he adds. Last week, the US embassy in Nepal met with partners in the health sector to maintain America’s commitment to health projects in Nepal, saying that regional officials would helm USAID’s legacy health programs.&nbsp; ‘Together, we will continue lifesaving work in HIV/AIDS, <a href="https://nepalitimes.com/here-now/target-2030-for-maternal-and-newborn-health">maternal &amp; child health</a>, and global health security,’ the embassy wrote in a statement on social media. ‘Working closely with the Government of Nepal and donors, the United States is committed to strengthening health systems and promoting Nepal’s self-reliance in delivering quality services.’

The <a href="https://www.nepalitimes.com/editorial/another-decade-to-get-it-right/" target="_blank" rel="noopener">biggest let-down has been in the last two years</a>, after the unified Nepal Communist Party swept the country’s first three-tier federal elections. The strongest government in Nepal’s democratic history is showing itself to be more feckless than those fragile do-nothing coalitions.Perhaps the latest example of shooting ourselves in the feet has been the wrangling within the NCP over the US Millennium Challenge Corporation (MCC). If there was one vivid example of how not to look a gift horse in the mouth, this is it.The awkwardly-named MCC was launched by President George W Bush in 2004 after the 9/11 attacks to reorient American aid towards the kind of infrastructure projects that USAID or the World Bank would not touch. At first, with an ongoing war Nepal was deemed ineligible for the MCC.But by 2012, with <a href="https://www.nepalitimes.com/banner/how-will-nepal-develop-in-the-next-decade/" target="_blank" rel="noopener">progress in health and education and economic</a>, political and press freedom, as well as prospects for the rule of law, Nepal qualified for membership. A threshold program in Kathmandu went about shortlisting investments in infrastructure that could jumpstart development.Nepali planners, working with their American counterparts, singled out transmission lines and highways as main economic bottlenecks. But they worried that Nepal did not have a governance track record, transparency or policy continuity to guarantee that the MCC’s $500 million could be effectively spent in five years.Finally in 2017, the Nepal government committed $130 million as counterpart funds, and the Hetauda-Damauli-Butwal 400kVA transmission line, as well as rehabilitation of 305km of highways from Itahari-Kakarvitta and Pokhara-Butwal, were selected for the MCC.These were not chosen arbitrarily — serious homework was done to find catalytic projects that could transform economic growth through quick returns on investment. This was a departure from the way planning is normally done in Nepal: ad hoc, whimsical, wasteful. The MCC also made provisions to ensure transparency and minimise the kind of delays in large infrastructure projects that Nepal has become notorious for.Any other government worth its salt, and one that knows what is good for its people, would have jumped at a deal like this. But not Nepal under the NCP. Members of the party’s central committee have objected that the MCC is part of the US <a href="https://www.nepalitimes.com/editorial/between-two-oceans/" target="_blank" rel="noopener">Indo-Pacific Strategy</a>, objecting to a clause that would require Indian go-ahead on the transmission line, and at provisions for independent outside auditing.It is true that there is rarely a free lunch in official development assistance — even a grant is somehow tied to the strategic interest of the donor. But the MCC predates both China’s Belt and Road Initiative (BRI) and the Indo-Pacific Strategy. Yes, there is a new cold war between Beijing and Washington, the two compete globally for political, economic and military domination, and both superpowers have <a href="https://www.nepalitimes.com/here-now/nepal-now-has-to-balance-not-just-india-and-china-but-also-the-west/" target="_blank" rel="noopener">strategic concerns in Nepal</a>.But it would be in Nepal’s own strategic interest to take maximum advantage and get both the BRI and the MCC to contribute to Nepal’s infrastructure development. Instead, some sections of the NCP are doing their best to wreck both initiatives so Nepal is left with neither.The reason the MCC needs to be cleared with Delhi is because Nepal’s planners decided to upgrade the transmission line to 400kVA so it can also export electricity to India through Gorakhpur. And having Parliament ratify the compact would ensure political continuity and commitment.Last week in this newspaper we projected an optimistic scenario of <a href="https://www.nepalitimes.com/banner/nepal-in-2030/" target="_blank" rel="noopener">what Nepal may look like by 2030</a>. Infrastructure-led development is necessary because jobs will be created during construction, and improved connectivity will have downstream benefits into the future.However, there are good, bad and ugly infrastructure projects. The ‘excavator roads’ that maul our mountains are not just ugly, they are an environmental disaster.  <a href="https://www.nepalitimes.com/banner/pokhara-nepals-new-aviation-gateway/" target="_blank" rel="noopener">Pokhara’s new international airport</a> is too costly for its capacity, but at least it is being built and may help diversify tourism while decongesting Kathmandu.The <a href="https://www.nepalitimes.com/banner/does-nepal-need-a-4th-international-airport/" target="_blank" rel="noopener">proposed airport in Nijgad</a> is an example of ill-advised megalomania. In fact, it is not an airport project but a timber concession. Yes, it is a game changer but only in the sense that it will <a href="https://www.nepalitimes.com/here-now/economy-ecology-of-nijgad-airport/" target="_blank" rel="noopener">wreck both our economy and environment</a>.Decisions on large, expensive projects must be taken by technocrats and planners who know what they are doing, not by ignorant, populist politicians with edifice complexes who want to commit <a href="https://www.nepalitimes.com/editorial/megalomania-kleptomania/" target="_blank" rel="noopener">colossal blunders like Nijgad</a> and sabotage a worthy initiative like the MCC.<h2>10 years ago this week</h2>Go back 10 years to read <a href="http://archive.nepalitimes.com/issue/482" target="_blank" rel="noopener">Nepali Times #482</a>, 25-31 December 2009, and its front page news roundup titled ‘<a href="http://archive.nepalitimes.com/news.php?id=16624#.XgRialUzaUk" target="_blank" rel="noopener">End on a high</a>’. It shows us that the more things change in Nepal, the more they remain the same. An excerpt:‘A rollercoaster week of recriminations and reconciliations began with a three-day Maoist bandh marked by violence and intimidation across the country. It peaked with a massive Maoist assembly in New Baneswor. Chairman Pushpa Kamal Dahal then delivered a fiery anti-Indian tirade during which he labelled the rest of the political leadership ‘remote-controlled robots,’ who he would bypass to hold direct talks with Delhi.Amidst widespread condemnation, the Maoist supremo weakly argued the following day that his comments were meant to be a ‘satire’ on the shape of things in Nepali politics.’<a href="http://archive.nepalitimes.com/issue/482"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151128/636a677a9c7e80680e0599ddjpeg.jpg" alt="" width="506" height="807"></a>

Know your Ministers

‘One early morning, we heard the ambassador’s wife cry out, “Ram, Ram, Ram!” A disaster has befallen Nepal!” She had heard on the radio that a fire had consumed Singha Durbar." This is not about the arson attack on 9 September 2025, but the one on 8 July, 1973. It started in the South Wing of the then single-largest building in all of Nepal. It took two days to bring the blaze under control, requiring the use of explosives to demolish one wing to protect the imposing western facade. As Bhekh Bahadur Thapa recalls in the English translation of his memoir A Life in Public Service: Nepal from Autocracy to Democracy, he was then on leave from the Nepal government serving with the IDRC in Ottawa.&nbsp; He had already served as Nepal’s Finance Secretary at age 25, went on to be Finance Minister and Governor of Nepal Rastra Bank. He was already younger than some of the GenZ ministers in Nepal’s present RSP government. Thapa, now 89, was at the launch of the book in February which was attended by former diplomats and bureaucrats. After speeches by panelists, there was a question from the audience about how Thapa had managed to be the diplomat he was, managing Nepal’s international relations on the world stage.&nbsp; Writer and journalist Akhilesh Upadhyay, who was moderating the panel, responded by going into the section of the book where we see Thapa as an ambassador to the US, playing tennis with White House officials, cultivating a network of contacts to project the identity and welfare of Nepal, and making it possible for a state visit by King Birendra to Ronald Reagan’s America. The book is full of anecdotes that suggest Thapa was a clever and strategic diplomat, always calm and unruffled, easily making friends in high places with his maturity and engaging sense of humour. Thapa’s memoir is heavy on details about Nepal’s administrative history during the years he was active in public service, serving as minister and ambassador under three kings: Mahendra, Birendra and Gyanendra, and alongside five prime ministers.&nbsp; Aside from an insider look on how certain treaties, development deals and research projects in Nepal came into fruition, Thapa goes into great detail about his personal and professional relationships with the kings, ministers, ambassadors, foreign leaders and politicians.&nbsp; As a reader, one is struck by the level of detail around the events that unfolded in Nepal over the years during Thapa’s tenure. Was Thapa recording a journal over the years of the events and the conversations that transpired, or were they committed to his phenomenal memory? The book keeps its focus on the administration and the key figures around it, mostly those in the Panchayat era. Towards the second half of the book, we do start to hear about political parties, but not in great depth. Another figure whose presence in the book is conspicuously less prominent is that of his wife, Rita Thapa — the person who seems to have rescued him every time financial quandary or family care became a challenge. Yet, we do not see her as a full person. Perhaps because of the personal tragedies in his life, the children are also barely mentioned.&nbsp; The book is therefore less personal and more technical. Throughout, we learn about Thapa’s thinking as he navigated the world of diplomacy to win him the trust of those who mattered. There are tips here for a new generation of Nepali officials and diplomats about how much commitment and focus is needed to be good at one’s job and serve the national interest. This book adds to tomes that have been written on Nepal’s fragile relationship with India. ‘India has always wished for Nepal to remain dependent on it,’ writes Thapa, who served as Nepal’s ambassador to India and later in the Eminent Persons Group &nbsp;on Indo-Nepal relations that has been allowed to languish. The book has several insights into the Indo-Nepal trysts with diplomacy and agency.&nbsp; China’s role is also recorded, viewed through conversations during a visit to Beijing, but all that was before Nepal’s neighbour to the north emerged as a world economic and military power. The book also has such sudden instances of quirkiness and humour. For instance, we see a young Thapa in America explaining to a government official why he would like to return to Nepal instead of settling down in the US. “Because, Nepal is beautiful,” he said. The text is immaculate and does not read much like a translation, credit for which clearly goes to the team that put the edition together: translator Prawin Adhikari, &nbsp;Anagha Neelakanthan and Bhekh Thapa’s daughter, Manjushree. As Nepal enters a new era of governance and diplomacy, A Life in Public Service: Nepal from Autocracy to Democracy should be essential reading for students of political science, economics and foreign affairs who can gain a fresh perspective on the country’s trajectory.&nbsp; There are dozens of forgotten state secrets recorded in the book, but the reader must also remember this is a story told from one person’s perspective and there may be others.&nbsp; So, what really made Thapa the diplomat he was? I met him in 2004 at the Kantipur TV studio when he was serving as king Gyanendra’s foreign minister. He was there for a studio interview, and I was just done with my English newscast.&nbsp; He surprised me at the door: “Pratibha! I’ve been reading your articles in The Kathmandu Post. You must keep writing.” I thanked him, glad to have been noticed for my work by a stranger. Prime Minister Balendra Shah on Wednesday broke tradition and met with 17 foreign envoys collectively, a move that was a notable departure from how his predecessors operated.&nbsp;
Shah had already set himself apart by talking less, listening more, and delegating to trusted friends. But by meeting all ambassadors at one go in the presence of the Foreign Ministry, he signalled a paradigm shift in how he wants Nepal to be seen: no longer just balancing India and China, but as a country confident about its <a href="https://nepalitimes.com/opinion/guest-editorial/tripolar-contestation-over-nepal">strategic importance and place in the world</a>.
In just two weeks, the <a href="https://nepalitimes.com/news/rsp-dos-and-don-ts">RSP has sprung into action </a>on multiple fronts to implement its ambitious 100-point, 100-days action plan. It has taken short-term measures to mitigate the impact of the Gulf war, as well as medium- and long- term measures to streamline the bureaucracy. A few high-profile figures have been made examples of to drive the message home.
Earlier this week, the government recalled six politically appointed ambassadors, the most notable being long-serving Shankar Sharma from New Delhi. The Kathmandu District Court issued arrest warrants against former prime minister Sher Bahadur Deuba and his former foreign minister wife Arzu Rana on charges of money laundering and corruption.
Each ministry has been trying to clean up the accumulated rot from the past three decades: regulatory overhaul of microfinance, education, health and service delivery.&nbsp;
These actions widely disseminated campaign-style on YouTube and TikTok have made most Nepalis hopeful that the party they installed in power means business.

BACKLASH
But such attempts to overhaul a long-entrenched political culture were bound to face backlash. In their impatience and enthusiasm to get things done, some of Prime Minister Shah’s ministers have over-reached.
It was common knowledge that government-paid advertising in the mainstream press was kickback-driven, but the PMO’s directive that official notices be published or broadcast only on state-run media has been denounced — especially as the media industry struggles to stay afloat.
More serious are some recent appointments by ministers of relatives and figures closely associated with the RSP to key positions. This has rankled because this party built its political plank on ending nepotism and graft.&nbsp;
News that Home Minister Sudan Gurung allegedly had not paid rent on leased land, which illegally encroached on the lake in Pokhara did not help. &nbsp;
Prime Minister Shah himself has come under scrutiny for appointing a kitchen cabinet full of male buddies from his time as Kathmandu mayor. To douse criticism he brought in as adviser investigative journalist Deepa Dahal, who has exposed corruption in high places of the previous coalitions.&nbsp;
Shah’s appointment of another political adviser Asim Shah to the head Constitution Amendment Task Force, is also seen as problematic. He is a filmmaker and former lawmaker, but does not have a background in constitutional law.&nbsp;
Even more controversial is the Cabinet’s decision to appoint RSP Chair Rabi Lamichhane’s legal counsel, Narayan Kandel, as Attorney General. Kandel used to be a UK permanent resident, and does not have as much experience practicing law in Nepal.&nbsp;
Kandel’s appointment drew flak and raised eyebrows, and with the pending legal cases against Lamichhane this appointment represents a flagrant conflict of interest.
Health Minister Nisha Mehta was also accused of favouritism after reappointing Junu Shrestha, wife of Labour Minister Dipak Kumar Shah, as member of the Health Insurance Board which had earlier suspended her. The Labour Minister’s rambling rant at the Board’s meeting on Tuesday has not helped the RSP’s image.&nbsp;
(UPDATE: On Thursday, Prime Minister Shah sacked the Labour Minister after the RSP found him in breach of the party's code of conduct and discipline. He served 14 days in the Cabinet, one of the shortest tenures for a minister in Nepal )
It is hard to know what <a href="https://nepalitimes.com/news/ball-in-balen-s-court">Balendra Shah is thinking</a>, and how Rabi Lamichhane is going to justify some of these moves. After all, making politics, governance, and bureaucracy a meritocracy has been the core tenet of the RSP, and it risks alienating its mainly youth base if these missteps persist.
But at least for now, most RSP supporters seem to be giving the party the benefit of doubt.
