America’s role in international aid has been turned upside down since January, with institutions shuttered, policies upended, and funding slashed. It is now unclear what lies ahead for American policy, the international aid system, or the world’s poorest. All we know is that a massive gap needs to be filled.
The situation is urgent. The World Bank recently<a href="https://openknowledge.worldbank.org/server/api/core/bitstreams/35bb4b31-e9b0-4a1e-8c6c-df4336558673/content" target="_blank"> </a><a href="https://blogs.worldbank.org/en/opendata/september-2025-global-poverty-update-from-the-world-bank--new-da" target="_blank">revised</a> up its estimate of people living in extreme poverty (on less than $3 per day) to 831 million – about 10% of the global population. Over half of the world’s extreme poor now live in fragile, conflict-affected states, and this <a href="https://press.un.org/en/2025/sgsm22692.doc.htm" target="_blank">figure</a> is predicted to rise to two-thirds in the next five years. Nearly <a href="https://www.worldbank.org/en/news/press-release/2025/06/27/fragile-and-conflict-affected-situations-intertwined-crises-multiple-vulnerabilities" target="_blank">40%</a> of these countries’ populations already live on less than $3 per day, compared to 6% in other developing economies.
The International Rescue Committee (IRC) ran the numbers to determine which countries are most in need of aid. We came up with a list of 13, typified by Sudan, home to the world’s largest humanitarian crisis. While 29% of the world’s extreme poor live in these hardest-hit countries, only 9% of international aid is allocated to them, implying a $35 billion funding<a href="https://www3.compareyourcountry.org/states-of-fragility/donor/0/" target="_blank"> gap</a>.
Since Russia’s full-scale invasion of Ukraine in 2022, Ukraine has become the biggest global aid recipient. Moreover, European countries are increasingly spending funds classified as ‘overseas aid’ on refugee integration at home. These outlays now account for around 14% of the total global aid bill, about the same as is spent on <a href="https://data.one.org/analysis/official-development-assistance" target="_blank">humanitarian aid</a>.
So, even without US funding cuts, there would be a need for fresh thinking about how the aid sector works. First, we should focus grant aid – which accounts for more than <a href="https://ourworldindata.org/grapher/foreign-aid-given-as-grants-and-concessional-loans?stackMode=relative" target="_blank">90%</a> of the global aid budget (the rest being concessional loans) – on the poorest people in the poorest places. That means addressing the mismatch between the approximately 50% of the extreme poor who live in fragile and conflict-affected states, and the 25% of the global aid budget that goes to those countries.
Second, we need to devote resources to evidence-based, proven, cost-effective programming, like the community-based vaccine drive the IRC has pioneered in eastern Africa, where we delivered over<a href="https://www.rescue.org/press-release/world-health-summit-gathers-berlin-gavi-and-ircs-reach-consortium-deliver-20-million" target="_blank"> 20 million doses for $2 each</a>. We have also proposed a simplified protocol for treating moderate and severe acute malnutrition. In our study involving<a href="https://www.mdpi.com/2072-6643/14/22/4923" target="_blank"> 27,800</a> acutely malnourished kids in Mali, we achieved cost savings of around<a href="https://www.rescue.org/eu/article/why-do-most-children-affected-acute-malnutrition-go-untreated" target="_blank"> 20%</a>. But scaling up these approaches will require a change of mindset from donors, so that their efforts aggregate results, rather than diluting them.
Third, we need more innovation in programs, finance, and delivery. For example, the IRC is currently using AI to cut the diagnosis time for monkeypox in Africa from two weeks to five minutes, and we have also shown how the technology can help achieve impressive learning outcomes for kids whose education is interrupted by conflict and disaster.
Of course, innovation requires new commitments of capital. Disaster-risk financing, for example parametric insurance that pays out as soon as triggers are hit for rainfall, establishes predictable and fast flows of support. But we also need to bring <a href="https://www.rescue.org/sites/default/files/2025-05/New%20Era%20for%20Aid%20-%20FINAL%20DRAFT_0.pdf" target="_blank">debt swaps</a> into the humanitarian arena. These approaches have already been used to fund environmental improvement projects worth <a href="https://www.weforum.org/stories/2024/04/climate-finance-debt-nature-swap/" target="_blank">$1.7 billion</a> in seven countries.
Fourth, we need accountability for outcomes, rather than for inputs, in order to cut bureaucracy, increase flexibility, promote value for money, and drive innovation. Governments and international institutions should follow the example of Sweden, which holds us accountable for the outcomes we achieve. What matters is educational attainment, not the number of teachers trained, and the number of healthy newborns, not the number of neonatal health consultations.
Fifth, we need to align the aid burden with the composition of the global economy. The United States accounts for 25% of global income, but its share of national income devoted to foreign aid is only <a href="https://www.oecd.org/content/dam/oecd/en/publications/reports/2025/06/development-co-operation-profiles_02ffa45c/united-states_99d860e7/884f742e-en.pdf" target="_blank">0.22%</a>, a figure set to decrease after the recent cuts. Still, in a February<a href="https://www.brookings.edu/events/what-americans-think-about-foreign-assistance/" target="_blank"> poll</a>, around 89% of Americans said that 1% of the federal budget should go to overseas aid. Since that is close to the actual figure, maintaining such funding could be a unifying mission for America and Americans.
Today,<a href="https://www.rescue.org/article/malnutrition-irc-helps-children-who-are-affected" target="_blank"> 80%</a> of acutely malnourished children in conflict zones are not treated,<a href="https://pmc.ncbi.nlm.nih.gov/articles/PMC11673922/" target="_blank"> 60%</a> of maternal deaths in childbirth occur in fragile states, and <a href="https://news.un.org/en/story/2025/07/1165417" target="_blank">85 million</a> kids in these countries are out of school. Effective international aid is the answer to these challenges, not the problem. Humanity has more resources to do good than at any time in its history, so it is up to us to use them wisely. Setting aside 1% of a federal budget is not excessive. The money can be put to good use, and it is in America’s own interest to do so. The sooner it happens, the better. © Project Syndicate

The future of international aid

Philanthropy will never replace<a href="https://nepalitimes.com/news/uk-aid-for-nepal-s-covid-affected-mp4ab6lw"> public aid</a>, but it can be a powerhouse if we use it right. With global development funding under strain, <a href="https://nepalitimes.com/news/e75-million-eu-aid-to-nepal-for-covid-19-ckmyfbkq">European aid</a> budgets being redirected toward defence and rearmament, and the <a href="https://nepalitimes.com/news/how-usaid-cut-affects-nepal">United States rethinking foreign assistance</a> altogether, the aid community has been left scrambling.
The reactions so far have been of two kinds: calls for <a href="https://nepalitimes.com/here-now/philanthropy-in-the-time-of-pandemic">philanthropy</a> to fill the gap, and moralising statements shaming governments for stepping back. Unfortunately, the first is unrealistic, and the second is ineffective.&nbsp;
Private donors cannot solve systemic <a href="https://nepalitimes.com/opinion/12-full-opinion/our-uncommon-future">global challenges</a> alone, and telling politicians that they are morally bankrupt generally does not bring them around to your side. Instead, we need to meet policymakers where they are, sharpen our arguments, and focus on what actually works. The hard truth is that most <a href="https://archive.nepalitimes.com/page/foreign-aid-policy-to-balance-infrastructure-investment-with-social-sector-investment">government aid</a> is not even designed for effectiveness, because it prioritises processes over results. Nor has philanthropy been immune to this impulse.
In early years at the Eleanor Crook Foundation, we funded holistic, multisectoral programs that tried to tackle all causes of malnutrition simultaneously. But the results were underwhelming. The approach looked good on paper, but produced no measurable improvements in <a href="https://nepalitimes.com/here-now/nepal-s-epidemic-of-hunger">malnutrition</a>. So, we learned from that failure and changed course. Now, we direct our funding where the evidence is strongest and the results most immediate.&nbsp;
At the recent Nutrition for Growth (N4G) Summit in Paris, we announced a $50 million commitment, alongside $200 million from other donors, to scale up one of the most cost-effective interventions in global health: prenatal vitamins – known as multiple micronutrient supplements (MMS). This funding will go toward a $1 billion roadmap to ensure access to MMS for pregnant women no matter where they live.
The science on this issue is unequivocal. MMS replaces outdated iron and folic acid (IFA) tablets still given to many pregnant women in low-income countries. With MMS, women receive 15 nutrients, instead of just two, leading to a dramatic reduction in maternal anemia, stillbirth, and low birth weight. The estimated economic returns are $37 for every $1 invested while infant mortality is reduced by nearly one-third.
The global inequities in maternal health are profound. In London, a pregnant woman routinely has access to comprehensive prenatal vitamins. In Lagos, she might receive IFA, or nothing at all. The difference reflects a gap in will, not knowledge. Ending such disparities does not require a scientific breakthrough, just greater investment in already proven solutions.
More than two decades of research, three Lancet studies, and multiple World Bank investment cases have identified roughly ten nutrition interventions that are consistently underfunded despite their proven efficacy. These are not flashy, multisector, utopian initiatives. They are targeted, evidence-based programs that can be implemented immediately to deliver measurable results.
Solutions like breastfeeding support, Vitamin A supplementation, prenatal vitamins, and ready-to-use foods for severely malnourished children belong to a package of interventions that could save at least two million lives over five years if scaled up in nine high-burden countries. Such life-changing results would cost just $887 million per year.
Malnutrition is now the leading driver of <a href="https://archive.nepalitimes.com/news.php?id=16505">child mortality</a> globally, contributing to some three million deaths in 2023 alone. These are not mysterious tragedies. They are predictable and in many cases cost little to prevent. In a world that routinely sends tourists to space, we obviously can afford to ensure that all <a href="https://nepalitimes.com/here-now/saving-one-nepali-mother-at-a-time">pregnant women</a> have access to a $2 bottle of vitamins.
This year’s N4G Summit may be the last of its kind. It was part of a summit series linked to the Olympics, which will next be hosted by the US. With the current <a href="https://nepalitimes.com/editorial/trump-s-second-coming">US administration </a>already signaling that it will not continue the tradition, recent commitments made in Paris have gained new urgency. Vague pledges and political posturing will no longer do.
We are not asking governments to spend like they used to. Rather, we are urging them to look at the evidence and use their remaining budgets for official <a href="https://nepalitimes.com/review/small-is-bountiful?fbclid=IwAR0wRoEdhgYO9qATGiukFQvK2fE6N8rCDZ4CBJBdkTC6_Es-6_mdVHldlic">development assistance</a> to scale up proven, <a href="https://nepalitimes.com/here-now/small-is-still-possible">cost-effective solutions</a>. A modest investment in MMS – representing less than the cost of one week of G7 countries’ defense spending – could save 600,000 lives.
Even with constrained budgets, we have a chance to save millions of lives. But only if we stop trying to do everything, and focus instead on what is the right thing to do.

Philanthropy in an era of declining development aid

US President <a href="https://nepalitimes.com/editorial/trump-s-second-coming">Donald Trump</a>’s decision to<a href="https://nepalitimes.com/news/how-usaid-cut-affects-nepal"> dissolve USAID and effectively cut American assistance</a> to countries across the world, including Nepal, has forced many aid-supported programmes and projects to shut down, directly impacting Nepalis across the country who benefit from <a href="https://nepalitimes.com/news/aid-rarely-aids-agriculture-in-nepal">aid-funded services</a>.
USAID-funded projects have provided direct budgetary support to projects in key sectors including health, education, agriculture, infrastructure, economic growth, humanitarian aid and women and children empowerment.&nbsp;
The aid cuts have meant that people directly or indirectly employed in USAID-funded projects have found themselves without jobs, while its impact has reverberated across those that have indirectly benefitted from spillovers of American aid, such as the hospitality business operators,<a href="https://nepalitimes.com/here-now/kathmandu-s-unreal-real-estate-prices"> real estate</a> owners, transport providers, and <a href="https://nepalitimes.com/news/nepal-airlines-privatisation-still-stuck">airlines</a>.&nbsp;
The abrupt shutdown of the largest bilateral aid agency in the world has significant impact and far-reaching consequences.
Historically,<a href="https://archive.nepalitimes.com/regular-columns/Connecting-dots/aid-back-basics,929"> foreign aid </a>has been the focus of intensive public debate both globally and in Nepal. Critics in donor countries—particularly those from the political right—view it as antithetical to their <a href="https://nepalitimes.com/editorial/national-interest-or-nationalism">national interests</a> and a waste of <a href="https://nepalitimes.com/editorial/the-taxman-looteth">taxpayer resources</a>.&nbsp;
Meanwhile, those in the ideological left in recipient countries view it as help that comes with strings attached, a tool of neo-colonialism. Many are of the opinion that such assistance enriches people associated with the aid system rather than intended beneficiaries. So much so that Nepalis cynically refer to the aid-NGO complex as ‘डलरको खेती’ ( dollar farming).
Nepal’s leadership across the political spectrum have not pulled any punches in their criticism of aid institutions— <a href="https://nepalitimes.com/news/14-years-after-conflict-no-closure-in-nepal">the Maoists</a> have called them ‘agencies of imperialism’, while nationalist discourses from the political right draw connections between foreign aid and <a href="https://nepalitimes.com/news/nepal-britain-mark-centenary-of-1923-treaty">Nepal’s sovereignty</a>.&nbsp;
Aid is, of course, essentially political—not just in terms of how it has been instrumentalised by donors, but also how it has been appropriated and used by the beneficiaries— governments, employees, consultants, NGOs, the private sector, and communities. However, viewing aid solely from its imputed political intentions is as naïve as it is counterproductive.

While there is no denying that foreign aid is an instrument of soft power that comes with conditions, it has facilitated access to public services, generated direct and indirect<a href="https://nepalitimes.com/editorial/foreign-employment-revival"> employment </a>and livelihood opportunities and empowered <a href="https://nepalitimes.com/here-now/the-marginalised-on-the-margins">marginalised communities</a> that have fallen through the cracks of the establishment.
Indeed, foreign aid has contributed significantly to the Nepal’s rapid socio-economic change over the last seven decades, such that the country has arguably become accustomed to and dependent on <a href="https://nepalitimes.com/news/e75-million-eu-aid-to-nepal-for-covid-19-ckmyfbkq">international funding</a>. USAID was by no means the only source of grants and loans that provided Nepal with resources for numerous government and non-government programmes, projects and personnel.
But while the volume of aid has varied historically, Nepal had so far been immune to such ‘aid-shocks’ that compelled the government and people to imagine and work in a context with little or no international assistance. &nbsp;
And it is not just the US that is pulling up stakes, other donor countries are similarly reconsidering their positions on bilateral aid. British Prime Minister Keir Starmer has announced a reduction in foreign aid from 0.5% of its GDP to 0.3%—primarily to accommodate an increase in the country’s defence spending.

More donor countries will follow suit as their taxpayers—particularly those on the populist right—demand their government increasing spending on their own domestic public services, the military, and the private sector. The shrinking pot will directly impact multilateral agencies that rely heavily on funding provided by western donors to support their programmes across the world.
Some see the western world’s retreat from foreign assistance as an opportunity for emerging powers like China to fill the vacuum and expand their sphere of influence regionally and beyond. Nepal has been receiving aid and development assistance from <a href="https://nepalitimes.com/editorial/stemming-asia-s-democratic-decay">Asian regional and global powers</a> like India, China and Japan over the past decades.&nbsp;
However, the nature, priorities, and the modality of aid from Asian powers has been notably different to that of western donors. It is therefore unlikely that China or India will offer aid to Nepal using western liberal frameworks, or be able to displace Western donors completely.
If nations in the region are successful in completely replacing western donors in Nepal, this will denigrate possibilities for the country to either bargain better and ‘forum-shop’ for aid that aligns with its national interests, or diversify sources of aid.&nbsp;
As such, it might be time for Nepal to reevaluate its reliance on foreign aid, not just from the US, but from global and regional powers. So, the ‘end of aid’— if it comes to that— need not be end of development in Nepal.

Data from the government of Nepal shows that foreign aid’s relative share in the national budget has been declining over the decades. In comparison, Nepal earns overs $30 million in remittances a day. Much of Nepal’s development is directly supported by <a href="https://nepalitimes.com/editorial/the-new-equaliser">migrant remittances</a>, which remains under-acknowledged.&nbsp;
Decreasing its reliance on foreign aid could mean that Nepal’s leadership is obligated to rethink its development priorities. &nbsp;The government could increase its fiscal capacity to fund development programmes that are critical to its development objectives, demonstrably cost-effective and meet the real needs of communities.&nbsp;
Additionally, there could be increased efforts to raise revenue from wealth and income taxes, attract foreign direct investment, and cut back on ‘white elephant’ projects—symbolic gestures designed to feed the egos of political leadership but serving little purpose or public good.&nbsp;
All of this would ultimately be to the benefit of the Nepali people, reducing waste and corruption, encouraging a more responsible approach to government expenditure, and promoting a more careful husbandry of the country's own resources.&nbsp;
To be sure, this change will not happen immediately. &nbsp;It will be a slow and deliberative process, one that is likely to reset the development contract between Nepali state and citizens.&nbsp;
Some have likened the flow of aid to the rush of heroin— something that provides a high and a momentary sense of extraordinary well-being but it is addictive and damaging. And like any debilitating dependency— being made to quit its reliance on foreign funding cold turkey will be challenging for Nepal.&nbsp;
As things stand, it remains to be seen if as a result of President Trump’s cost-cutting rampage, Nepal might emerge as a leaner but fitter state after recovering from a painful period of withdrawal from its reliance on foreign aid.&nbsp;

The end of aid

The post World War II <a href="https://nepalitimes.com/review/west-is-west">decade of the 1950s</a> saw the dismantling of colonial systems, establishment of a new world order with the United States replacing Britain. <a href="https://nepalitimes.com/opinion/peacemongers-at-india-pakistan-border">India and Pakistan</a> had just gained independence and were still traumatised by partition.&nbsp; In China, Mao Zedong came to power after 20 years of revolution, and promptly annexed Tibet. The <a href="https://nepalitimes.com/here-now/a-new-cold-war-in-the-himalaya">Cold War</a> between the US and the Sino-Soviet alliance led to proxy wars in Korea and Vietnam. In Nepal itself, <a href="https://nepalitimes.com/here-now/inside-story-of-nepal-s-rana-dynasty">the Ranas</a> were replaced by <a href="https://nepalitimes.com/here-now/history-on-canvas">the Shahs</a> in 1951, and ten years later <a href="https://nepalitimes.com/here-now/last-days-with-bp-koirala">BP Koirala</a> became the first democratically elected prime minister — soon deposed in a coup by King Mahendra. Nepal opened up to the world and tried to keep a delicate balance between global and regional powers. The book, Nepal in the Long 1950s, explores politics, economics and the socio-culture milieu in the decade following the end of the Rana rule. Edited by researchers Pratyoush Onta, Lokranjan Parajuli and anthropologist Mark Liechty, the book is a collection of 10 essays, the first six of which place <a href="https://nepalitimes.com/news/the-geopolitics-of-nepal-s-politics">Nepal in the larger geopolitical context</a>, while the last four explore the role of foreign specialists and institutions in reshaping Nepal. Prawash Gautam examines how the last years of <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/the-rana-reign-a-recap-of-history,3751">Rana rule</a> were marked by looser controls, enabling the emergence of the public sphere. One tea shop near Dharara became a space for socialisation, discourse, as well as political organisation.&nbsp; However, while this teashop was unique in that it allowed customers from ‘lower’ caste communities, Gautam says <a href="https://nepalitimes.com/news/nepal-s-caste-struggle">caste-based discrimination</a> and limited access to women still prevented public spaces from <a href="https://nepalitimes.com/banner/everybody-counts-in-nepal">being inclusive</a>. Bandana Gyawali writes about how the Nepali notion of unnati (progress), was replaced by the concept bikas (development), a ‘more democratic’ term championed by the American aid programs that associated development with material gain which at the time meant little to Nepalis.&nbsp; Peter Gill’s chapter discusses efforts to legislate and implement socio-economic reform, including birta abolition, tenancy rights, and land distribution. However, he writes, these reforms were ultimately a populist tool used by new leaders for political gain. Sharad Ghimire delves into the state’s disaster response in the aftermath of<a href="https://archive.nepalitimes.com/article/nation/60-years-after-1954-devastating-flood-same-failings-of-government-today-post-quake,2433"> the deadly 1954 floods</a>. Political incompetence and attempts to politicise the crisis led to the failure of relief led by Prime Minister M P Koirala, ultimately deepening rifts between himself and leaders of the ruling coalition — giving King Mahendra the chance to assert himself.&nbsp; Meanwhile, the US answered Nepal’s call for help in <a href="https://nepalitimes.com/banner/disastrous-management-in-nepal">disaster management</a> to curb possible Communist influence in Nepal, much to India’s annoyance. Pratyoush Onta examines how <a href="https://nepalitimes.com/here-now/kingdom-lost-republic-gained">post-Rana politics</a> encouraged Nepalis to realise their intellectual freedom and pursue knowledge creation and distribution. The formation of the short-lived Nepal Sanskritik Foundation, set up by political leaders, scholars, and intellectuals like Bal Chandra Sharma and Isvar Baral who had witnessed and participated in India’s anti-colonial movements, facilitated social research and knowledge enterprise. Two chapters discuss the development of <a href="https://nepalitimes.com/editorial/lessons-not-learnt-homework-not-done">Nepal’s education sector</a>. Lokranjan Parajuli looks into how domestic and foreign actors impacted the founding of Tribhuvan University, documenting the role of queen consorts Janti Rajya Laxmi Devi Shah and Queen Ishwari Rajya Laxmi Devi Shah, even as Mahendra remained wary lest it produce intellectuals who would undermine his authority. Wood’s model laid the groundwork for <a href="https://nepalitimes.com/banner/teaching-nepali-teachers-to-teach-better?fbclid=IwY2xjawIfg2JleHRuA2FlbQIxMQABHRlYZ7S9dci12M2TMdHcirodLAD3e5OHzlfKW0z07B4plWF8Ofxo88JPfQ_aem_Ka7WIxuhTW0ghPf2qD-Yzg">Nepal’s modern education</a>, writes Rappleye, although it was not entirely appropriate. Former USEF Nepal director Thomas Robertson takes on the US ‘Four Point Program’ aimed at making Nepal reliant on American support. With the region in the grip of the Cold War, the US sought to expand its sphere of influence in Asia, in particular to stop India from going the way of China. Nepal therefore became strategically important to America’s aspirations for the region, writes Robertson. This meant Washington poured aid and into Nepal, including anti-malaria programs and land reform initiatives — in stark contrast to <a href="https://nepalitimes.com/news/the-great-game-2nd-half">Donald Trump’s current pullout of USAID, MCC and other programs</a>. Mark Liechty ends the book with his exploration of the life and times of Boris Lisanevich and his Hotel Royal which ushered Nepal into the age of <a href="https://nepalitimes.com/news/missing-out-on-nepal-s-tourism-potential">tourism</a>. Just few days into office, President Donald Trump has brought about a work-stop to ongoing USAID supported projects and complete stop to new grants or aids. The executive order was justified under Trump’s ‘America First’ promise, and it has shaken up recipient countries, including Nepal. Since 1951, USAID has provided $1.5 billion in aid to Nepal. The breakdown for recent years is $105.94 million for 2020-21 and US$ 125 million in 2018-19. In 2022, USAID and Nepal signed a five-year Development Objective Agreement worth $659 million (pictured, above).&nbsp; Some of the key sectors where USAID has supported and supports Nepal with aid include health, education, agriculture, infrastructure; economic growth, humanitarian aid and women and children empowerment. All of these projects will be affected, and grants disbursement suspended. According to USAID’s Country Development Cooperation Strategy (December 2020-December 2025), the overall goal of the USAID’s development cooperation in Nepal is to realise ‘A more self-reliant, prosperous, and inclusive Nepal that delivers improved democratic governance and health and education outcomes.’ Four identified development objectives are:&nbsp; i) More Effective, Participatory, and Equitable Democratic Ecosystem ii) Broad-Based and Inclusive Economic Growth Fostered iii) Inclusive Health and Education Systems Strengthened iv) More Equitable and Improved Natural Resources and Disaster Risk. Under these development goal and objectives as per the data available under Government of Nepal’s Aid Management Platform (AMP) there are currently USAID supported 21 key projects ongoing in Nepal.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250126090140_0bd9163cb9826464409887995eb8f2eff42c7cf1269610c3761773cde59ff52c.jpg" data-media-id="editor_0" data-image-id="20250126090140_0bd9163cb9826464409887995eb8f2eff42c7cf1269610c3761773cde59ff52c" data-rendition-name="original" width="1005" height="825" loading="lazy" alt="USAID fund in nepal after Trump"> </figure>  These 21 projects with some data missing totals a commitment of $178,140,467 from 2021-2029 in Nepal. Of these commitments $89,115,031 (about half) have already been disbursed. With Trump’s executive order the rest of the 50% is now going to be on hold until the review is completed and further decisions are made by the new US administration.&nbsp; Most development goals of USAID in Nepal are embedded with key principles like ‘equity’ and ‘inclusive’. With the Trump government’s aversion to the previous emphasis on Gender, Equity, Inclusion and Accessibility (GEIA) principles, projects focusing on those issues will be hit hardest. USAID upheld policies and actions that promoted equal access and opportunities for all people, with an emphasis on the Tarai, gender issues, family health and through contractors on human rights and democracy. The impact on Nepal’s development aid will be substantial, affecting livelihoods in incomes generated by USAID supported projects. Individual independent consulants already received notices over the weekend that the work they were &nbsp;doing under a USAID contract is subject to work-stop now.&nbsp; The question is whether the 5-year Country Development Cooperation Strategy for Nepal that finishes by end-2025 will go ahead. How USAID cut affects Nepal

Who is accountable for teacher-student relationships?

Of the nearly 19 million eligible voters in next week’s election in Nepal, an estimated 5 million are abroad and cannot cast their ballots. Many others within Nepal must travel to their home districts, and might decide not to because of the cost.
Flights into Kathmandu these days are full of global Nepalis returning just to vote, but almost as many are leaving for overseas jobs. Most of those coming or going are in the 20-40 age group, and a majority want Nepal to see a change in leadership.
Bangladesh held an election this month in which citizens overseas could vote by mail.&nbsp;
“Bangladesh made maximum use of technology not just for campaigning but also for polling itself. We could have also managed this, so people within Nepal did not have to travel to their home districts to vote,” says Mohna Ansari, former head of Nepal’s National Human Rights Commission who was an election observer in Bangladesh.
A 3-day holiday has been declared so people can travel to their home constituencies to cast ballots. Even if there was not enough time to manage ballots for overseas Nepalis, it could have been done for Nepalis within Nepal.
Former Chief Election Commissioner Bhojraj Pokharel reckons that physical voting in countries with a large Nepali diaspora would have been a logistical nightmare, but in the PR system, using electronic voting machines or paper ballot could have been piloted in some places. It is not possible to manage the entire voting process until we introduce the internet voting system.
“First of all, there needs to be political will to bring the policy and be ready to undertake that level of investment and it is not a one-time cost,” Pokharel says. “A government formed by the GenZ could have atr least issed an ordinance ensuring this right, piloted out-of-country voting where possible, which could have built pressure for the future Parliament and the government. It would have given people hope. It is a lost opportunity.”
All major political parties called for voting rights for global Nepalis in their manifestos, but these very leaders blocked legislation allowing it despite a 2017 Supreme Court ruling out of fear that it would be anti-incumbent.&nbsp;
<h2>Why so late?</h2>
Bangladesh delivered election results in just one day, but the final results of Nepal's last local polls in 2022 including that of Kathmandu constituencies took nearly a month.
Acting Chief Election Commissioner Ram Prasad Bhandari said this week that the results of the First-Past-The-Post (FPTP) ballot counting would “likely” be published within 24 hours of the poll closing at 5PM on 5 March. But many are skeptical.
“I wonder if we lack the capacity or know-how to announce results as quickly as possible,” says Mohna Ansari.
Former Chief Election Commissioner Pokharel says manual ballot paper counting in Nepal is inherently slow because of the large numner of political parties and/or candidates on the ballot, the counting mechanism, the political behaviour of the candidates/parties and some managerial issues during counting.
“Our present policy is to count all the ballot papers at the returning officers' officies, located at the district headquarters. It requires collecting ballot boxes safetly first. This takes time, and there have been cases of ballot boxes being damaged or stolen during transport. In a few highly difficult, geographically remote polling centres, we use a helicopter or transport. But sometimes, accommodating the party and candidates' representatives remains challenging,” explains Pokharel. A solution could be counting ballots at the very booths where they are cast.
Another reason for the delay is simply the number of political parties, and the need for each ballot paper to be examined by booth representatives for consensus. In close races, the smallest difference can lead to tense situations, further delaying results, even though counting centres are protected by metal fencing so there is no disruption.
After this, then it is the turn of Proportional Representation (PR) ballots to be counted. Weeks pass by the time the results of candidates and parties are tallied and verified. But the most common delay is because election officers think ballot counting is a nine-to-five job.&nbsp;
“The efficiency of poll station officers is most important, and they are incentivised for this,” says Ansari, adding that counting can even start within an hour after voting closes.
In remote areas, local resources could be mobilised to make counting quicker, but there is a crisis of trust, adds Ansari.&nbsp;
That could be easily solved with electronic voting which the EC implemented in the 2008 polls but discontinued because political parties felt the machines could be hacked or manipulated.

Nepalis Select Who To Elect

On Saturday, Iran retaliated with missile strikes on Abu Dhabi, Dubai, Bahrain and Qatar, a region where there are an estimated 2 million Nepalis working to send money home. In addition, thousands of Nepalis were preparing to board flights to Kathmandu from West Asian cities this weekend to vote in the 5 March election. Many are said to be stranded at various aviation hubs. A Qatar Airways flight from Doha took off just before the air space was closed, while Air Arabia and Kuwait Airways have diverted or cancelled flights. Nepalis in the West Asian region said things were relatively calm where they were, although some heard loud explosions at about noon local time. In Dubai, some thought they were Ramadan fireworks.&nbsp; In Kuwait, nearly 2,000 Nepalis working in the US military base as security guards and cleaners were evacuated before the strikes. In Bahrain where the US Fifth Fleet naval base is located and which was hit by two Iranian missiles, workers contacted by Nepali Times said the situation was under control and the authorities had told everyone to stay indoors and not use highways. The conflict also coincided with the beginning of Nepal’s trekking and mountaineering season, and tourists were either on their way or planning to leave European and North American cities for Himalayan hikes. Most of them transit through Doha, Dubai or Kuwait and all three airports are closed. Credit: Flightradar24</figcaption> </figure>  However, the main impact for the world could be a spike in the price of petroleum products if the strategic Strait of Hormuz is blocked. China relies on Iranian oil for their refineries, and Nepal could be affected indirectly if the economies of its neighbours are hit. Nepal imports all its diesel, petrol, LPG and aviation fuel from India which sources it mainly from the Gulf, and until recently from Russia. Petroleum makes up 25% of the value of all imports, and that is more than Nepal earns from all its exports. Saudi Arabia this year overtook the UAE as the main destination for Nepali workers, with the number now totalling 400,000. There are said to be as many in the UAE, and another 350,000 in Qatar. There are another 100,000 mostly women in Kuwait, and 50,000 each in Oman and Bahrain.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260228130220_d24ae633ff84f283835434becdb2f1351f84c415ce87ca34378bd4e2669661b3.jpg" data-media-id="editor_1" data-image-id="20260228130220_d24ae633ff84f283835434becdb2f1351f84c415ce87ca34378bd4e2669661b3" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="West Asia Iran conflict"> <figcaption>Iran retaliated with missile strikes on Abu Dhabi, Dubai, Bahrain and Qatar on Saturday.</figcaption> </figure>  Nepal receives nearly $11 billion a year in remittances from overseas Nepalis (not counting India) through official channels, although the total is said to be much more. &nbsp;This makes up more than a quarter of Nepal’s GDP equivalent — one of the highest proportions in the world. More than half of the overseas remittances to Nepal comes from its workers in the Gulf, and it is the mainstay of the country’s economy. Nepalis in Saudi Arabia, Qatar and the UAE alone send home more than $3 billion a year, much of that helping support their families back home. An average Nepali worker in the Gulf sends home nearly $2,500 a year, and this is spent mainly for household supplies, children’s education and healthcare. There are also an estimated 7,000 Nepali caregivers and healthcare workers in Israel, and most of them are women. The Nepal Embassy has asked Nepalis in Israel to take caution and move to bomb shelters.

West Asia war and Nepalis

&nbsp;The BBC documentary <a href="https://www.youtube.com/watch?v=Idv4mMGHPLk&amp;t=173s">Shot Like Enemies: Inside Nepal’s GenZ Uprising</a> set off a frenzied debate in the public sphere, highlighting how sensitive international coverage of the country still is for Nepalis despite the national media doing its job. The investigative report focussed on the massacre outside Parliament on 8 September that led to the collapse of the government and paved the way for the election on Thursday.&nbsp; There was praise from supporters of the film and scathing criticism. Raw clips and leaked conversations showed how deliberately the protesters were shot in cold blood. Others saw a sinister conspiracy behind the release of what they regarded as a one-sided documentary just a week before the election. News in the foreign media of the election from Nepal was eclipsed this week by the war in West Asia. Nepali Times brings this selection of readings from the international press.
