Philanthropy will never replace<a href="https://nepalitimes.com/news/uk-aid-for-nepal-s-covid-affected-mp4ab6lw"> public aid</a>, but it can be a powerhouse if we use it right. With global development funding under strain, <a href="https://nepalitimes.com/news/e75-million-eu-aid-to-nepal-for-covid-19-ckmyfbkq">European aid</a> budgets being redirected toward defence and rearmament, and the <a href="https://nepalitimes.com/news/how-usaid-cut-affects-nepal">United States rethinking foreign assistance</a> altogether, the aid community has been left scrambling.
The reactions so far have been of two kinds: calls for <a href="https://nepalitimes.com/here-now/philanthropy-in-the-time-of-pandemic">philanthropy</a> to fill the gap, and moralising statements shaming governments for stepping back. Unfortunately, the first is unrealistic, and the second is ineffective.&nbsp;
Private donors cannot solve systemic <a href="https://nepalitimes.com/opinion/12-full-opinion/our-uncommon-future">global challenges</a> alone, and telling politicians that they are morally bankrupt generally does not bring them around to your side. Instead, we need to meet policymakers where they are, sharpen our arguments, and focus on what actually works. The hard truth is that most <a href="https://archive.nepalitimes.com/page/foreign-aid-policy-to-balance-infrastructure-investment-with-social-sector-investment">government aid</a> is not even designed for effectiveness, because it prioritises processes over results. Nor has philanthropy been immune to this impulse.
In early years at the Eleanor Crook Foundation, we funded holistic, multisectoral programs that tried to tackle all causes of malnutrition simultaneously. But the results were underwhelming. The approach looked good on paper, but produced no measurable improvements in <a href="https://nepalitimes.com/here-now/nepal-s-epidemic-of-hunger">malnutrition</a>. So, we learned from that failure and changed course. Now, we direct our funding where the evidence is strongest and the results most immediate.&nbsp;
At the recent Nutrition for Growth (N4G) Summit in Paris, we announced a $50 million commitment, alongside $200 million from other donors, to scale up one of the most cost-effective interventions in global health: prenatal vitamins – known as multiple micronutrient supplements (MMS). This funding will go toward a $1 billion roadmap to ensure access to MMS for pregnant women no matter where they live.
The science on this issue is unequivocal. MMS replaces outdated iron and folic acid (IFA) tablets still given to many pregnant women in low-income countries. With MMS, women receive 15 nutrients, instead of just two, leading to a dramatic reduction in maternal anemia, stillbirth, and low birth weight. The estimated economic returns are $37 for every $1 invested while infant mortality is reduced by nearly one-third.
The global inequities in maternal health are profound. In London, a pregnant woman routinely has access to comprehensive prenatal vitamins. In Lagos, she might receive IFA, or nothing at all. The difference reflects a gap in will, not knowledge. Ending such disparities does not require a scientific breakthrough, just greater investment in already proven solutions.
More than two decades of research, three Lancet studies, and multiple World Bank investment cases have identified roughly ten nutrition interventions that are consistently underfunded despite their proven efficacy. These are not flashy, multisector, utopian initiatives. They are targeted, evidence-based programs that can be implemented immediately to deliver measurable results.
Solutions like breastfeeding support, Vitamin A supplementation, prenatal vitamins, and ready-to-use foods for severely malnourished children belong to a package of interventions that could save at least two million lives over five years if scaled up in nine high-burden countries. Such life-changing results would cost just $887 million per year.
Malnutrition is now the leading driver of <a href="https://archive.nepalitimes.com/news.php?id=16505">child mortality</a> globally, contributing to some three million deaths in 2023 alone. These are not mysterious tragedies. They are predictable and in many cases cost little to prevent. In a world that routinely sends tourists to space, we obviously can afford to ensure that all <a href="https://nepalitimes.com/here-now/saving-one-nepali-mother-at-a-time">pregnant women</a> have access to a $2 bottle of vitamins.
This year’s N4G Summit may be the last of its kind. It was part of a summit series linked to the Olympics, which will next be hosted by the US. With the current <a href="https://nepalitimes.com/editorial/trump-s-second-coming">US administration </a>already signaling that it will not continue the tradition, recent commitments made in Paris have gained new urgency. Vague pledges and political posturing will no longer do.
We are not asking governments to spend like they used to. Rather, we are urging them to look at the evidence and use their remaining budgets for official <a href="https://nepalitimes.com/review/small-is-bountiful?fbclid=IwAR0wRoEdhgYO9qATGiukFQvK2fE6N8rCDZ4CBJBdkTC6_Es-6_mdVHldlic">development assistance</a> to scale up proven, <a href="https://nepalitimes.com/here-now/small-is-still-possible">cost-effective solutions</a>. A modest investment in MMS – representing less than the cost of one week of G7 countries’ defense spending – could save 600,000 lives.
Even with constrained budgets, we have a chance to save millions of lives. But only if we stop trying to do everything, and focus instead on what is the right thing to do.

Philanthropy in an era of declining development aid

US President <a href="https://nepalitimes.com/editorial/trump-s-second-coming">Donald Trump</a>’s decision to<a href="https://nepalitimes.com/news/how-usaid-cut-affects-nepal"> dissolve USAID and effectively cut American assistance</a> to countries across the world, including Nepal, has forced many aid-supported programmes and projects to shut down, directly impacting Nepalis across the country who benefit from <a href="https://nepalitimes.com/news/aid-rarely-aids-agriculture-in-nepal">aid-funded services</a>.
USAID-funded projects have provided direct budgetary support to projects in key sectors including health, education, agriculture, infrastructure, economic growth, humanitarian aid and women and children empowerment.&nbsp;
The aid cuts have meant that people directly or indirectly employed in USAID-funded projects have found themselves without jobs, while its impact has reverberated across those that have indirectly benefitted from spillovers of American aid, such as the hospitality business operators,<a href="https://nepalitimes.com/here-now/kathmandu-s-unreal-real-estate-prices"> real estate</a> owners, transport providers, and <a href="https://nepalitimes.com/news/nepal-airlines-privatisation-still-stuck">airlines</a>.&nbsp;
The abrupt shutdown of the largest bilateral aid agency in the world has significant impact and far-reaching consequences.
Historically,<a href="https://archive.nepalitimes.com/regular-columns/Connecting-dots/aid-back-basics,929"> foreign aid </a>has been the focus of intensive public debate both globally and in Nepal. Critics in donor countries—particularly those from the political right—view it as antithetical to their <a href="https://nepalitimes.com/editorial/national-interest-or-nationalism">national interests</a> and a waste of <a href="https://nepalitimes.com/editorial/the-taxman-looteth">taxpayer resources</a>.&nbsp;
Meanwhile, those in the ideological left in recipient countries view it as help that comes with strings attached, a tool of neo-colonialism. Many are of the opinion that such assistance enriches people associated with the aid system rather than intended beneficiaries. So much so that Nepalis cynically refer to the aid-NGO complex as ‘डलरको खेती’ ( dollar farming).
Nepal’s leadership across the political spectrum have not pulled any punches in their criticism of aid institutions— <a href="https://nepalitimes.com/news/14-years-after-conflict-no-closure-in-nepal">the Maoists</a> have called them ‘agencies of imperialism’, while nationalist discourses from the political right draw connections between foreign aid and <a href="https://nepalitimes.com/news/nepal-britain-mark-centenary-of-1923-treaty">Nepal’s sovereignty</a>.&nbsp;
Aid is, of course, essentially political—not just in terms of how it has been instrumentalised by donors, but also how it has been appropriated and used by the beneficiaries— governments, employees, consultants, NGOs, the private sector, and communities. However, viewing aid solely from its imputed political intentions is as naïve as it is counterproductive.

While there is no denying that foreign aid is an instrument of soft power that comes with conditions, it has facilitated access to public services, generated direct and indirect<a href="https://nepalitimes.com/editorial/foreign-employment-revival"> employment </a>and livelihood opportunities and empowered <a href="https://nepalitimes.com/here-now/the-marginalised-on-the-margins">marginalised communities</a> that have fallen through the cracks of the establishment.
Indeed, foreign aid has contributed significantly to the Nepal’s rapid socio-economic change over the last seven decades, such that the country has arguably become accustomed to and dependent on <a href="https://nepalitimes.com/news/e75-million-eu-aid-to-nepal-for-covid-19-ckmyfbkq">international funding</a>. USAID was by no means the only source of grants and loans that provided Nepal with resources for numerous government and non-government programmes, projects and personnel.
But while the volume of aid has varied historically, Nepal had so far been immune to such ‘aid-shocks’ that compelled the government and people to imagine and work in a context with little or no international assistance. &nbsp;
And it is not just the US that is pulling up stakes, other donor countries are similarly reconsidering their positions on bilateral aid. British Prime Minister Keir Starmer has announced a reduction in foreign aid from 0.5% of its GDP to 0.3%—primarily to accommodate an increase in the country’s defence spending.

More donor countries will follow suit as their taxpayers—particularly those on the populist right—demand their government increasing spending on their own domestic public services, the military, and the private sector. The shrinking pot will directly impact multilateral agencies that rely heavily on funding provided by western donors to support their programmes across the world.
Some see the western world’s retreat from foreign assistance as an opportunity for emerging powers like China to fill the vacuum and expand their sphere of influence regionally and beyond. Nepal has been receiving aid and development assistance from <a href="https://nepalitimes.com/editorial/stemming-asia-s-democratic-decay">Asian regional and global powers</a> like India, China and Japan over the past decades.&nbsp;
However, the nature, priorities, and the modality of aid from Asian powers has been notably different to that of western donors. It is therefore unlikely that China or India will offer aid to Nepal using western liberal frameworks, or be able to displace Western donors completely.
If nations in the region are successful in completely replacing western donors in Nepal, this will denigrate possibilities for the country to either bargain better and ‘forum-shop’ for aid that aligns with its national interests, or diversify sources of aid.&nbsp;
As such, it might be time for Nepal to reevaluate its reliance on foreign aid, not just from the US, but from global and regional powers. So, the ‘end of aid’— if it comes to that— need not be end of development in Nepal.

Data from the government of Nepal shows that foreign aid’s relative share in the national budget has been declining over the decades. In comparison, Nepal earns overs $30 million in remittances a day. Much of Nepal’s development is directly supported by <a href="https://nepalitimes.com/editorial/the-new-equaliser">migrant remittances</a>, which remains under-acknowledged.&nbsp;
Decreasing its reliance on foreign aid could mean that Nepal’s leadership is obligated to rethink its development priorities. &nbsp;The government could increase its fiscal capacity to fund development programmes that are critical to its development objectives, demonstrably cost-effective and meet the real needs of communities.&nbsp;
Additionally, there could be increased efforts to raise revenue from wealth and income taxes, attract foreign direct investment, and cut back on ‘white elephant’ projects—symbolic gestures designed to feed the egos of political leadership but serving little purpose or public good.&nbsp;
All of this would ultimately be to the benefit of the Nepali people, reducing waste and corruption, encouraging a more responsible approach to government expenditure, and promoting a more careful husbandry of the country's own resources.&nbsp;
To be sure, this change will not happen immediately. &nbsp;It will be a slow and deliberative process, one that is likely to reset the development contract between Nepali state and citizens.&nbsp;
Some have likened the flow of aid to the rush of heroin— something that provides a high and a momentary sense of extraordinary well-being but it is addictive and damaging. And like any debilitating dependency— being made to quit its reliance on foreign funding cold turkey will be challenging for Nepal.&nbsp;
As things stand, it remains to be seen if as a result of President Trump’s cost-cutting rampage, Nepal might emerge as a leaner but fitter state after recovering from a painful period of withdrawal from its reliance on foreign aid.&nbsp;

The end of aid

The post World War II <a href="https://nepalitimes.com/review/west-is-west">decade of the 1950s</a> saw the dismantling of colonial systems, establishment of a new world order with the United States replacing Britain. <a href="https://nepalitimes.com/opinion/peacemongers-at-india-pakistan-border">India and Pakistan</a> had just gained independence and were still traumatised by partition.&nbsp; In China, Mao Zedong came to power after 20 years of revolution, and promptly annexed Tibet. The <a href="https://nepalitimes.com/here-now/a-new-cold-war-in-the-himalaya">Cold War</a> between the US and the Sino-Soviet alliance led to proxy wars in Korea and Vietnam. In Nepal itself, <a href="https://nepalitimes.com/here-now/inside-story-of-nepal-s-rana-dynasty">the Ranas</a> were replaced by <a href="https://nepalitimes.com/here-now/history-on-canvas">the Shahs</a> in 1951, and ten years later <a href="https://nepalitimes.com/here-now/last-days-with-bp-koirala">BP Koirala</a> became the first democratically elected prime minister — soon deposed in a coup by King Mahendra. Nepal opened up to the world and tried to keep a delicate balance between global and regional powers. The book, Nepal in the Long 1950s, explores politics, economics and the socio-culture milieu in the decade following the end of the Rana rule. Edited by researchers Pratyoush Onta, Lokranjan Parajuli and anthropologist Mark Liechty, the book is a collection of 10 essays, the first six of which place <a href="https://nepalitimes.com/news/the-geopolitics-of-nepal-s-politics">Nepal in the larger geopolitical context</a>, while the last four explore the role of foreign specialists and institutions in reshaping Nepal. Prawash Gautam examines how the last years of <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/the-rana-reign-a-recap-of-history,3751">Rana rule</a> were marked by looser controls, enabling the emergence of the public sphere. One tea shop near Dharara became a space for socialisation, discourse, as well as political organisation.&nbsp; However, while this teashop was unique in that it allowed customers from ‘lower’ caste communities, Gautam says <a href="https://nepalitimes.com/news/nepal-s-caste-struggle">caste-based discrimination</a> and limited access to women still prevented public spaces from <a href="https://nepalitimes.com/banner/everybody-counts-in-nepal">being inclusive</a>. Bandana Gyawali writes about how the Nepali notion of unnati (progress), was replaced by the concept bikas (development), a ‘more democratic’ term championed by the American aid programs that associated development with material gain which at the time meant little to Nepalis.&nbsp; Peter Gill’s chapter discusses efforts to legislate and implement socio-economic reform, including birta abolition, tenancy rights, and land distribution. However, he writes, these reforms were ultimately a populist tool used by new leaders for political gain. Sharad Ghimire delves into the state’s disaster response in the aftermath of<a href="https://archive.nepalitimes.com/article/nation/60-years-after-1954-devastating-flood-same-failings-of-government-today-post-quake,2433"> the deadly 1954 floods</a>. Political incompetence and attempts to politicise the crisis led to the failure of relief led by Prime Minister M P Koirala, ultimately deepening rifts between himself and leaders of the ruling coalition — giving King Mahendra the chance to assert himself.&nbsp; Meanwhile, the US answered Nepal’s call for help in <a href="https://nepalitimes.com/banner/disastrous-management-in-nepal">disaster management</a> to curb possible Communist influence in Nepal, much to India’s annoyance. Pratyoush Onta examines how <a href="https://nepalitimes.com/here-now/kingdom-lost-republic-gained">post-Rana politics</a> encouraged Nepalis to realise their intellectual freedom and pursue knowledge creation and distribution. The formation of the short-lived Nepal Sanskritik Foundation, set up by political leaders, scholars, and intellectuals like Bal Chandra Sharma and Isvar Baral who had witnessed and participated in India’s anti-colonial movements, facilitated social research and knowledge enterprise. Two chapters discuss the development of <a href="https://nepalitimes.com/editorial/lessons-not-learnt-homework-not-done">Nepal’s education sector</a>. Lokranjan Parajuli looks into how domestic and foreign actors impacted the founding of Tribhuvan University, documenting the role of queen consorts Janti Rajya Laxmi Devi Shah and Queen Ishwari Rajya Laxmi Devi Shah, even as Mahendra remained wary lest it produce intellectuals who would undermine his authority. This led to US and India joining forces, and the US eventually let India take the lead. Susan Heydon’s research into <a href="https://nepalitimes.com/opinion/is-free-health-care-possible-in-nepal">Nepal’s healthcare</a> sector reveals that development in biomedicine was in large part due to assistance from Christian missionaries, despite Nepalis’ wariness towards them, visiting foreign <a href="https://nepalitimes.com/here-now/grass-is-greener-overseas-for-nepals-doctors">healthcare experts</a>, as well as <a href="https://nepalitimes.com/news/e75-million-eu-aid-to-nepal-for-covid-19-ckmyfbkq">international aid</a>.&nbsp; As <a href="https://nepalitimes.com/news/how-usaid-cut-affects-nepal">USAID fund cuts impact Nepal</a>, Jeremy Rappleye’s chapter on the US development assistance and Nepal’s modern education system is relevant read. He recalls how American educator Hugh Wood’s aid-centered blueprint for educational development in the 1950s was incongruous with what Nepali officials wanted. Wood’s model laid the groundwork for <a href="https://nepalitimes.com/banner/teaching-nepali-teachers-to-teach-better?fbclid=IwY2xjawIfg2JleHRuA2FlbQIxMQABHRlYZ7S9dci12M2TMdHcirodLAD3e5OHzlfKW0z07B4plWF8Ofxo88JPfQ_aem_Ka7WIxuhTW0ghPf2qD-Yzg">Nepal’s modern education</a>, writes Rappleye, although it was not entirely appropriate. Former USEF Nepal director Thomas Robertson takes on the US ‘Four Point Program’ aimed at making Nepal reliant on American support. With the region in the grip of the Cold War, the US sought to expand its sphere of influence in Asia, in particular to stop India from going the way of China. Nepal therefore became strategically important to America’s aspirations for the region, writes Robertson. This meant Washington poured aid and into Nepal, including anti-malaria programs and land reform initiatives — in stark contrast to <a href="https://nepalitimes.com/news/the-great-game-2nd-half">Donald Trump’s current pullout of USAID, MCC and other programs</a>. Mark Liechty ends the book with his exploration of the life and times of Boris Lisanevich and his Hotel Royal which ushered Nepal into the age of <a href="https://nepalitimes.com/news/missing-out-on-nepal-s-tourism-potential">tourism</a>. Just few days into office, President Donald Trump has brought about a work-stop to ongoing USAID supported projects and complete stop to new grants or aids. The executive order was justified under Trump’s ‘America First’ promise, and it has shaken up recipient countries, including Nepal. Since 1951, USAID has provided $1.5 billion in aid to Nepal. The breakdown for recent years is $105.94 million for 2020-21 and US$ 125 million in 2018-19. In 2022, USAID and Nepal signed a five-year Development Objective Agreement worth $659 million (pictured, above).&nbsp; Some of the key sectors where USAID has supported and supports Nepal with aid include health, education, agriculture, infrastructure; economic growth, humanitarian aid and women and children empowerment. All of these projects will be affected, and grants disbursement suspended. According to USAID’s Country Development Cooperation Strategy (December 2020-December 2025), the overall goal of the USAID’s development cooperation in Nepal is to realise ‘A more self-reliant, prosperous, and inclusive Nepal that delivers improved democratic governance and health and education outcomes.’ Four identified development objectives are:&nbsp; i) More Effective, Participatory, and Equitable Democratic Ecosystem ii) Broad-Based and Inclusive Economic Growth Fostered iii) Inclusive Health and Education Systems Strengthened iv) More Equitable and Improved Natural Resources and Disaster Risk. Under these development goal and objectives as per the data available under Government of Nepal’s Aid Management Platform (AMP) there are currently USAID supported 21 key projects ongoing in Nepal.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250126090140_0bd9163cb9826464409887995eb8f2eff42c7cf1269610c3761773cde59ff52c.jpg" data-media-id="editor_0" data-image-id="20250126090140_0bd9163cb9826464409887995eb8f2eff42c7cf1269610c3761773cde59ff52c" data-rendition-name="original" width="1005" height="825" loading="lazy" alt="USAID fund in nepal after Trump"> </figure>  These 21 projects with some data missing totals a commitment of $178,140,467 from 2021-2029 in Nepal. Of these commitments $89,115,031 (about half) have already been disbursed. With Trump’s executive order the rest of the 50% is now going to be on hold until the review is completed and further decisions are made by the new US administration.&nbsp; Most development goals of USAID in Nepal are embedded with key principles like ‘equity’ and ‘inclusive’. With the Trump government’s aversion to the previous emphasis on Gender, Equity, Inclusion and Accessibility (GEIA) principles, projects focusing on those issues will be hit hardest. USAID upheld policies and actions that promoted equal access and opportunities for all people, with an emphasis on the Tarai, gender issues, family health and through contractors on human rights and democracy. The impact on Nepal’s development aid will be substantial, affecting livelihoods in incomes generated by USAID supported projects. Individual independent consulants already received notices over the weekend that the work they were &nbsp;doing under a USAID contract is subject to work-stop now.&nbsp; The question is whether the 5-year Country Development Cooperation Strategy for Nepal that finishes by end-2025 will go ahead. How USAID cut affects Nepal

The newly-formed Himalayan Art Council is set to launch Nepal’s National Art Protection Platform that seeks to preserve <a href="https://nepalitimes.com/banner/the-history-of-heritage">Nepal’s unique cultural heritage </a>using<a href="https://nepalitimes.com/here-now/artificial-censorship"> AI-powered tools</a>. The Council seeks to safeguard <a href="https://nepalitimes.com/banner/nepali-art-going-places">Nepali art works</a> from neglect, theft and counterfeiting as well as preserve existing artwork and celebrate living masters by giving them a cultural space to continue the <a href="https://nepalitimes.com/banner/sacred-survival">sacred art traditions</a>. "We are introducing a new digital platform designed to preserve, verify and elevate <a href="https://nepalitimes.com/banner/nepals-new-generation-of-alternative-artists">Nepal’s art for generations to come,</a>” says a statement from the Council, adding that the digital platform will use AI told for authentication and blockchain to keep track of works of art. Artists can now be protected by <a href="https://nepalitimes.com/multimedia/ayo-ai?fbclid=IwAR1uwmTVq4gUB70ljfRezjzukD9ArWXPuMnUikopeQ8PoiZMjicToPSwhKE&amp;=1">AI tools</a> that detect forgeries, identify their work even when unsigned, and ensure they receive proper recognition and credit. The archives will be searchable with translated inscription and interactive guides. Digital protection for Nepal’s art

India and Pakistan are twins separated at birth. Tensions between them have been at a hair trigger ever since independence and has erupted into full scale conflict at least four times in the past 80 years.
The 22 April terrorist attack in Kashmir that killed 25 Indian tourists and a Nepali citizen, threatens to escalate tension between the two nuclear-armed nations. India has squarely blamed Pakistan for the attacks, and Prime Minister Narendra Modi has given his military “operational freedom” to respond. Pakistan has said it has credible intelligence of an Indian military strike and its officials have promised a “full spectrum” response — a code for a <a href="https://nepalitimes.com/editorial/thinking-the-thinkable">nuclear retaliation</a>.
For Nepal, the killing of its national in the Pahalgam attack comes as another stark reminder that in conflicts from Afghanistan to Iraq, from <a href="https://nepalitimes.com/opinion/how-to-agree-an-armistice-in-ukraine">Ukraine</a> to Israel, <a href="https://nepalitimes.com/news/10-nepalis-from-one-town-fighting-in-ukraine">Nepalis are getting caught in the crossfire</a>. The last time full-scale fighting broke out between <a href="https://nepalitimes.com/opinion/peacemongers-at-india-pakistan-border">India and Pakistan</a> on Kargil in 1999, at least 22<a href="https://nepalitimes.com/here-now/india-s-trial-by-fire-for-soldiers-from-nepal?%27%5C%22="> Nepalis fighting for the Indian Army</a> were killed in action.
Three of Nepal’s immediate neighbours (China, India, Pakistan) have nuclear weapons, and they do not have good relations. With China supplying weapons, <a href="https://nepalitimes.com/editorial/war-and-warming">missile technology</a> and other support to Pakistan, this triangular friction could set off a regional conflagration.&nbsp;
<a href="https://www.nature.com/articles/s43016-022-00573-0" target="_blank">Research at Rutgers University</a> has calculated that even a week-long tactical nuclear exchange between India and Pakistan would throw up so much smoke and debris into the atmosphere that it would block out the sun for years, and lead to a collapse of the <a href="https://nepalitimes.com/news/grow-nourish-sustain-together-world-food-day">global food system</a>. This does not take into account the radioactive fallout that prevailing winds would blow up to <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">the Himalaya</a>, contaminating glaciers that are the sources of <a href="https://nepalitimes.com/here-now/saving-what-is-left-of-himalayan-rivers">Asia’s main rivers</a>.
The impact of <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>on High Asia was already ringing alarm bells about its <a href="https://nepalitimes.com/news/himalayan-icecap-melting-faster-than-thought">shrinking ice cap</a> reducing the dry season flow of water downstream. Water was going to be the next strategic commodity, geopolitical experts warned, and the next wars in Asia would be over water.
That water war is already happening. India retaliated to the Kashmir attack by suspending the <a href="https://www.nytimes.com/2025/04/24/world/asia/india-pakistan-indus-waters-treaty.html" target="_blank">Indus Waters Treaty</a> of 1960 mediated by the World Bank that has withstood at least three wars between India and Pakistan. The treaty gives India control over the three eastern tributaries of the Indus (<a href="https://en.wikipedia.org/wiki/Beas_River" target="_blank">Beas</a>, <a href="https://en.wikipedia.org/wiki/Ravi_River" target="_blank">Ravi</a> and <a href="https://en.wikipedia.org/wiki/Sutlej" target="_blank">Sutlej</a>), while Pakistan got water from the Indus and two of its western tributaries (<a href="https://en.wikipedia.org/wiki/Indus_River" target="_blank">Indus</a>, <a href="https://en.wikipedia.org/wiki/Chenab_River" target="_blank">Chenab</a> and <a href="https://en.wikipedia.org/wiki/Jhelum_River" target="_blank">Jhelum</a>.
Pakistan was assured of 70% of the annual flow, and India could use a reasonable amount of water for<a href="https://archive.nepalitimes.com/news.php?id=15231"> irrigation and hydropower</a>. &nbsp;Within days of its threat, India stopped water flowing down to Pakistan from the Chenab river and is reportedly preparing to do the same on the Jhelum.
The sabre-rattling has reached a crescendo. Besides threats and counter-threats there are also symbolic drills, with the Indian Air Force practicing landing on an expressway in Uttar Pradesh by its Rafale, Su-30 and Jaguar fighter jets to demonstrate ‘operational readiness’. In response Pakistan test-fired its Abdali ballistic missile that can carry a nuclear warhead and has a range of 450km.&nbsp;
The danger is that with ultra-nationalist rhetoric and the beating the war drums by both sides, India’s government and Pakistan’s military may have to ‘do something’ to appease domestic public opinion. But any tactical strike, an artillery exchange, or territorial incursion could quickly escalate out of control.
Expecting an Indian retaliation for the Pahalgam killings, Pakistan is using<a href="https://nepalitimes.com/opinion/interfaith-collaboration-for-nuclear-disarmament"> nuclear deterrence </a>and warning of “catastrophic consequences”. The two neighbours came close to a nuclear exchange in 2019 after an attack on the Indian military in Kashmir, and prompt international intervention led by the United States cooled tensions.&nbsp;
This time, the <a href="https://nepalitimes.com/news/trump-shock-wave-hits-nepal">Trump administration</a> is too distracted and not as engaged. Pakistan has denied it was responsible for the terrorist attack and called on Washington to stop a possible Indian retaliation. India and Pakistan have stopped overflights by each other’s airlines, and some international carriers have even stopped flying over Pakistan fearing an air war.
Washington, Beijing, the UN and the EU have all urged restraint. Iran, which has good relations with both India and Pakistan has sent its foreign minister to urge both countries not to go into a tit-for-tat war. Iran has its own nuclear flashpoint to worry about with tensions in Israel, &nbsp;Yemen and Syria.
India and Pakistan both share similar problems of joblessness, <a href="https://nepalitimes.com/here-now/why-nepal-s-poverty-rate-is-stuck">poverty </a>and <a href="https://nepalitimes.com/here-now/climate-change-new-threat-to-nepal-s-rhinos">environmental threats</a>. Neither side needs the threat of a senseless war, and we in the neighbourhood do not need it either.&nbsp;

Nukes in the neighbourhood

Most Nepalis thought they had seen the last of it after <a href="https://nepalitimes.com/news/11-56-25-april-2015-wkc9q2an">the 25 April 7.8 magnitude </a>earthquake ten years ago. But the Himalaya had more surprises in store. Hundreds of <a href="https://archive.nepalitimes.com/article/nation/Singati-rising-from-rubble-rebuilding,3703">Singati survivors</a> had lined up for food and relief supplies in the morning of 12 May when the second earthquake triggered a rock slide that buried a nearby camp. At least 50 people were killed. &nbsp; Three hours later, a US Marine Corps UH-1Y Venom helicopter landed in a nearby cornfield to pick up the wounded, and flew off. The aircraft lost contact with air traffic control in Kathmandu and its wreckage was located high on Kalinchok four days later. Six American servicemen, two Nepal Army soldiers, and five wounded civilians from Singati were killed. Today, Singati bears little physical scar of the multiple tragedies that struck the town ten years ago. The demand for cement boomed since most residents believe, not necessarily correctly, that <a href="https://nepalitimes.com/banner/in-a-disastrous-state">cement houses are safer</a>. The <a href="https://archive.nepalitimes.com/article/nation/Singati,3091">12 May 2015 earthquake </a>could have led to the collapse of Nepal’s largest glacial lake, <a href="https://nepalitimes.com/here-now/stairway-to-heaven">Tso Rolpa</a>, upstream. Due to global warming, the glacier has turned into an expanding lake 3.5km long, and its collapse would have unleashed a catastrophic Himalayan tsunami down the Tama Kosi Valley, with Singati directly in its path. Singati has literally risen from the ashes of 2015, with its residents beginning to recover from the trauma and financial toll. But it is not out of danger as <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>magnifies the risk from future earthquakes.

Climate magnifies earthquake risk in Nepal village

The streets of Patan are alive this month with lavender jacaranda trees under rain-washed skies as <a href="https://nepalitimes.com/banner/the-red-god-rises-again-in-patan">the chariot of Rato Matsyendranath</a> is pulled across town. This is the festival of the rain god, and inevitably the heavens opened up and pre-monsoon showers pelted the chariot as it started being pulled in Pulchok last week. Thousands of devotees, onlookers and the chariot procession organisers thronged the streets on the first day last week. The rhythmic cymbals and drums exuded a vibrant energy as the enormous four wheels turned and the chariot lurched.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688.jpg" data-media-id="editor_1" data-image-id="2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  The<a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Red-rain-god,3141"> red rain god</a> has Hindu and Buddhist antecedents, alternatively called Bungadya and<a href="https://nepalitimes.com/here-now/kathmandu-s-gravity-defying-chariot-festival"> Karunamaya</a> — reflecting Kathmandu Valley’s syncretic mixture of the two religions.&nbsp; “Bungadya is a profoundly <a href="https://nepalitimes.com/opinion/12-full-opinion/marketing-the-intangible">intangible form of heritage</a>,” explains heritage expert Monalisa Maharjan. “It embodies traditional knowledge,<a href="https://nepalitimes.com/multimedia/reviving-nepal-s-craft"> artisanal skills passed down through generations</a>. Local communities and specific families have specified roles in being custodians of the heritage, ensuring their survival over the centuries.” There are many legends and stories about this annual tradition. Lichhavi king Narendra Dev is supposed to have brought Rato Matsyendranath from Assam to Kathmandu Valley to convince Guru Gorakhnath to lift a spell that created a two-year drought in Kathmandu.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a.jpg" data-media-id="editor_6" data-image-id="20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a" data-rendition-name="original" width="1503" height="1000" loading="lazy" alt="Divine chariot"> </figure>  Matsyendranath was Gorakhnath’s mentor, and upon seeing him, the serpents were released, unleashing the rains. The chariot festival honours the return of this life-giving rain. The deity is seen as an icon for thriving agriculture, t<a href="https://nepalitimes.com/here-now/before-the-next-monsoon">he arrival of monsoon</a> showers, and the welfare of the community. Patan does not sleep for a month as the chariot is pulled through various neighbourhoods. It unfolds at a state level with the president (formerly the king) attending the climax of the Bhoto Jatra in Jawalakhel later this month.&nbsp; The intergenerational transmission of tradition is unique in the world, and the reason the festival is one of the most vibrant cultural expressions that thrives despite inroads of modernity. The other unique aspect is that it is a transnational festival, binding Patan with Guwahati in the Indian state of Assam.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a.jpg" data-media-id="editor_9" data-image-id="2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  “Unlike Nepal, where the deity commands grandeur and devotion, many in Assam are unaware of Rato Matsyendranath,” says Khagen Sharma of Gauhati University, which convened <a href="https://nepalitimes.com/news/nepal-assam-connection-revived">a symposium in February in Guwahati on the rain god</a>. Attending was a delegation led by Lalitpur Mayor Chiribabu Maharjan, organisers of the festival, and builders of the chariot. After the symposium, a committee was formed to explore and revive the tradition in Assam as well. Although the team had planned to visit Nepal this month, logistical challenges delayed the trip. Still, there are plans to build a Guru Matsyendranath statue in Assam to reestablish regular worship practices in the Guwahati shrine.&nbsp; The vines used to build the chariot in Patan are sourced from the jungles of Assam. But Sharma notes that in recent years unclear regulations have blocked the official import of the vines, although they are still brought to Nepal informally. The <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/makers-of-machhindranath,2204">chariot making</a> has also had a taste of modernisation in recent times. In the past, even a single nail or piece of steel was avoided. But over time, the wooden structure, particularly the shaft between the wheels, has been replaced with bronze. Builders climbing the chariot’s tower now wear harnesses and there are efforts in crowd control. The most visible change in recent years has been the involvement of Patan’s enthusiastic youth in the festival — the tradition is now passing to a new generation. Says Matsyendranath expert Vidhu Kayastha: “There is more energy, the young people in red t-shirts this year were very organised, these modern touches aren’t diluting our culture, they’re keeping it alive in new forms.” He adds, “We are <a href="https://nepalitimes.com/here-now/searching-for-a-homeland-away-from-home">reconnecting with our roots</a>, we have more resources, more awareness than ever before. We must not be swept away by western values that may not serve us, and in some ways, cause more harm than good. We must revive our own culture.”&nbsp;
