<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141152/636d020c9c7e80680e0a365djpeg.jpg" alt="" width="1500" height="1125"/>After nearly <a href="https://www.nepalitimes.com/here-now/lessons-not-learned-from-the-pandemic/" target="_blank" rel="noopener noreferrer">two years of disruptions,</a> Nepalis are itching to get back to normal lives. But there are signs society is returning to an old normal.As soon as the daily caseload and infection rate started falling, the <a href="https://www.nepalitimes.com/banner/kathmandu-covid-19-lockdown-relaxed/" target="_blank" rel="noopener noreferrer">lockdown was lifted</a> even while more than 10% of those tested are still Covid-positive, there are still nearly 500 people in ICU and ventilators in hospitals, and the Delta variant is infecting even those vaccinated.And now schools are set to open next week. While we understand that there has been a tremendous social cost to students not attending in-person schools for nearly two years, why was there a need to reopen <a href="https://www.nepalitimes.com/latest/learning-during-the-pandemic-in-nepal/" target="_blank" rel="noopener noreferrer">just for a few weeks </a>before the holidays?Some teachers, not all, have only just got their first vaccine doses, and unvaccinated children will now be in crowded classrooms, and then going home for family and festival gatherings for Dasain-Tihar-Chhat.As our report this week warns, we have <a href="https://www.nepalitimes.com/banner/how-nepal-must-prepare-for-3rd-covid-wave/" target="_blank" rel="noopener noreferrer">been at this point before.</a> Last year this time, the government relaxed the lockdown and millions travelled to their hometowns. Cases soared as the first wave peaked during the holidays (see graph).<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141152/636d020f9c7e80680e0a365ejpeg.jpg" alt="" width="1494" height="788">Experts have told us that a <a href="https://www.nepalitimes.com/banner/vaccines-variants-and-a-third-wave/" target="_blank" rel="noopener noreferrer">third wave is not likely</a>, given that 20% of the population are now vaccinated (probably rising to 30% by Dasain), as well as the presence of natural antibodies detected in nearly 70% of the population in a recent sample sero-prevalence survey.However, we <a href="https://www.nepalitimes.com/here-now/delta-variants-wake-up-call-for-nepal/" target="_blank" rel="noopener noreferrer">cannot let our guard down.</a> Delta is a sly virus, just waiting for an opportunity to pounce, and exploiting every weakness in human behaviour.Experience from Nepal and other countries have shown that fully vaccinated people can be infected, and spread the virus to others, including elderly and unvaccinated children at home. Because of Delta’s high transmissibility, experts warn that labels like ‘herd immunity’ and ‘breakthrough cases’ do not make sense anymore.By the time Nepal reaches 40% vaccinated population by December, it will also be time for the third booster shots. We also do not know how long the natural immunity will last in the 70% of the population with antibodies.Studies in India and elsewhere have shown that lockdowns and a high seropositivity rate did not protect children from being infected with Covid-19 if family members were not careful about mingling and mask-wearing.Research also shows that the risk of infection in the classroom is low if students wear masks properly at all times, and are physically separated in well-ventilated classrooms.Experts predict that there will be a slight increase in Covid-19 cases among students, teachers and family members at home when schools resume in-person classes. But as vaccination rates rise, and in areas with high sero-prevalence, it may not lead to another spike, or even a third wave.What no one can tell us is how ‘slight’ this ‘increase’ in Covid-19 cases will be in Nepal – especially since the <a href="https://www.nepalitimes.com/banner/once-nepal-gets-vaccines-they-need-to-be-fairly-distributed/?fbclid=IwAR0IGQM5l7WOvlo7nCpubILhVAcvoXeHdI-EUnSHShNKTUlswPNRcyndBfw" target="_blank" rel="noopener noreferrer">vaccination rate is still low </a>and most classrooms, school buses, playgrounds are crowded, and children will be excited to see each other after so many months away from friends.So, while the benefits of resuming physical classes may outweigh the risks, the government <a href="https://www.nepalitimes.com/editorial/ministry-of-education-gets-an-f/" target="_blank" rel="noopener noreferrer">has been ill-advised</a> to restart in person lessons just a few weeks before schools close again for the holidays.Instead, it should have used the coming weeks to launch a saturation awareness campaign with strict criteria for school opening, citing <a href="https://www.nepalitimes.com/latest/keep-wearing-masks-after-the-lockdown/" target="_blank" rel="noopener noreferrer">mask-wearing at all times,</a> spacing and limited mingling. Parents, teachers and students must be convinced that the risk has been minimised, and the cost of denying children education now exceeds the risks to them from Covid.Across South Asia, school closures and limited digital learning have deprived children for a prolonged period from education, widening socio-economic inequalities. In Nepal, the <a href="https://www.nepalitimes.com/here-now/digital-divide-exposes-class-divide-in-nepal-schools/">digital divide has created an education divide</a> with most of the 80% of students who attend government schools deprived of learning since March 2020.Most students have missed at least 70 weeks of school since the pandemic. Of the 29% of children in a recent survey who said they had access to distance learning via radio, television or online, only half were actually using it – mostly in cities and private schools. The pandemic has wrecked Nepal’s gains in school enrolment, especially among girl children.While keeping schools closed does not prevent the Delta variant from spreading, they should not reopen <a href="https://www.nepalitimes.com/here-now/3-pronged-strategy-to-save-nepal-from-covid-19/" target="_blank" rel="noopener noreferrer">without precautions in place</a> – and only after the festivities. Public awareness campaigns are needed before in-person classes resume, and compliance must be monitored. Last but not least, expedite full vaccination of teachers and school staff nationwide.

Two schools of thought

Photo: REED NEPAL</figcaption></figure>For nearly 18 months, regular educational activities of children across Nepal <a href="https://www.nepalitimes.com/here-now/lessons-not-learned-from-the-pandemic/" target="_blank" rel="noopener noreferrer">have been disrupted</a>. The closure of schools to reduce the spread of Covid-19 has amplified the many other ways the pandemic has eroded the academic and social experiences of students, and with this, their mental wellbeing.The impact of this will be felt for many years by the students themselves and nationally, as Nepal’s economy, like other countries, witnesses a reduced rate of economic return.Children from poorer families and those in remote parts of Nepal have been especially affected. The pandemic has laid bare <a href="https://www.nepalitimes.com/here-now/digital-divide-exposes-class-divide-in-nepal-schools/" target="_blank" rel="noopener noreferrer">inequality in access to education</a>.The Nepal government’s Students’ Learning Facilitation Guidelines 2020 notes that a large number of students do not have access to innovative delivery of <a href="https://www.nepalitimes.com/banner/lockdown-gives-distance-learning-a-boost-in-nepal/" target="_blank" rel="noopener noreferrer">distance learning </a> rograms. Rather, they depend on the distribution of printed learning materials and person-to-person contact that has been difficult to sustain during the pandemic.Even before Covid, Australia and Nepal shared challenges with the delivery of education to students living in remote locations.In the central desert area of Australia is the Alice Springs <a href="https://www.schooloftheair.net.au/" target="_blank" rel="noopener noreferrer">School of the Air </a>(ASSOA), reputedly the biggest school in the world. <a href="https://www.facebook.com/SchoolOfTheAirAliceSprings/" target="_blank" rel="noopener noreferrer">ASSOA</a>'s classrooms are spread over 1.3 million sq km, yet it has only 120 students and 14 teachers.For over 60 years, it has been delivering education by radio for children who live a day’s drive or more from the nearest school. ASSOA is one of several Schools of the Air operating across the vast Australian outback.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141148/636d01389c7e80680e0a361cjpeg.jpg" alt="" width="2327" height="1690"><figcaption> </figcaption></figure>So it should come as no surprise that during the pandemic Australia has been supporting the <a href="https://www.nepalitimes.com/latest/learning-during-the-pandemic-in-nepal/" target="_blank" rel="noopener noreferrer">delivery of education</a> to children in rural Nepal.The Australian government has partnered with Rural Education and Development Center (REED) Nepal to deliver a program that is enabling continued learning in the far reaches of Nepal.The Promoting Stability in Education (PSE): Continuity of Learning and Strengthening Resilience program builds on the experiences of REED’s successful Teacher Training and Quality Education Program in Solukhumbu district, supported by the Australian Himalayan Foundation.Parents, teachers, community volunteers and local governments are working together to encourage and ensure children’s access to learning opportunities in communities that have limited access to the Internet.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141148/636d013b9c7e80680e0a361djpeg.jpg" alt="" width="1000" height="667"><figcaption> </figcaption></figure>Under this initiative, lessons are broadcast daily through<a href="https://www.nepalitimes.com/opinion/tuning-into-the-radio-in-nepal/" target="_blank" rel="noopener noreferrer"> local radio stations</a> to over 23,000 households, reaching over 66,000 children and 14,000 parents. Radio sets, worksheets and other educational materials are being distributed to children’s families. The program will assist the transition back to in person classroom learning when schools reopen.Nearly two months after the launch of the program, PSE has been warmly received by students and educators alike.Bahjang Secondary School student, Pramila Ratala, who lives with disability, has welcomed the way Learning by Radio has brought her school to her home.“I used to walk two hours to go to my school but nowadays, I am learning from my home,” she said. “In addition to regular school curriculum, I also learn life skills and issues of gender equality. In future, I want to work for the benefit of children with disabilities and be like the award-winning author Jhamak Ghimire.”Through PSE, educators visit homes, distributing learning materials and radio sets to families and providing support to parents and community members.Local governments are closely engaged in the program. Education representative of Haleshi Tuwachung Municipality of Khotang district, Padam Karki said, “With the federal government’s decision to close schools, we were quite worried about what we could do to ensure we backstop learning loss among our children”.“Learning by Radio is instrumental in continuing education for our children. We are ready to cooperate with the program by visiting households and interacting with the parents and other stakeholders of children’s education, distribution of radio sets, workbooks and worksheets, and mobilising volunteer teachers,” Karki added.The benefits of programs like Learning by Radio, are not confined to Covid; rather, they provide innovative learning models for all who have difficulty accessing traditional education <a href="https://www.nepalitimes.com/latest/sisterhoods-empowering-education-in-nepal/" target="_blank" rel="noopener noreferrer">due to disabilities</a> or their remote location.As Keshari Rai, a teacher from Janajagriti Basic School in Dudhkunda, Solukhumbu observed, “There is very limited access to smartphones and reliable internet. Children have to walk a long distance to come to school every day.”Delivery of pre-recorded educational materials also <a href="https://www.nepalitimes.com/here-now/how-a-rural-radio-thrived-in-nepal-lockdown/" target="_blank" rel="noopener noreferrer">benefits parents and local communities </a> ith information relevant regardless of age. Ishori Nepali from Talkot Rural Municipality, Bajhang district, said she found her child’s radio lessons on gender equality and life-skills useful to her as well and she has become a regular listener.Barun Lamichhane, station manager of Beats FM, Sindhuli, agreed that Learning by Radio has applications beyond the formal education setting. “The program has helped deliver life-skill education and public service announcements including information on pandemic, gender issues and disaster preparedness."From Australia’s cattle stations to Nepal’s Himalayan communities, students and their families are benefiting from schools of the air. For all the challenges Covid-19 has presented, it has also reminded us that old technologies combined with new thinking can help chart a more positive future.Felicity Volk is the Australian Ambassador to Nepal.

No time for breakfast: he will have to grab something from a vendor on the way. He has spent the past 10 minutes looking for his purse to pay the bus fare, and is in a hurry. As he grabs his facemask and opens the door, his 6-year-old son calls for him.“Where do we go for school again? I forgot.”He rushes back into the other room where his son sits with his uncle’s laptop. It is old and some of the keys have fallen off, but it will have to do for now, as long as the children are kept home from school. This pandemic has forced everyone to adapt.Bijay digs through the drawer in the cabinet to find the piece of paper containing instructions for accessing the online courses for his son. He fumbles with the unfamiliar and clunky keyboard to type in the address, username and password.“What module are you doing today,” Bijay asks his son. Yesterday he says they were working on English letters, but that doesn’t help him figure out which lesson is happening today.<a href="https://www.nepalitimes.com/latest/face-to-face-classes-online/">Face-to-face classes online</a>, Dinesh Paudel Finally, Bijay notices the dates listed next to the modules, and clicks on the one for Tuesday. The page opens, and he turns to run out. He is quite late now, and his employer will scold him and cut his pay, regardless of the circumstances. His wife, Reema also has to work to make ends meet. Their 16-year-old daughter, also enrolled in school, will need to cook while they are gone.When they finally come back home in the evening, the lights in the house flicker and go off: the electricity is out. They go to check on their son, who is now playing with a toy on the floor. School will have to wait until the power comes back.Parenting young students during the Covid-19 pandemic in Nepal presents struggles like this on a daily basis. How do you support your children to continue their education when there are so many factors working against you?Parents of pupils interviewed for this research paints a picture of disconnect and disparity. After reopening physical classed in late February, The three districts of Kathmandu Valley and six others went into <a href="https://www.nepalitimes.com/latest/kathmandu-locks-down-again/" target="_blank" rel="noopener noreferrer">full or partial lockdown again</a> in response to a <a href="https://www.nepalitimes.com/editorial/the-covid-tsunami/" target="_blank" rel="noopener noreferrer">deadly Covid-19 second wave</a>. As has been reported before, <a href="https://www.nepalitimes.com/banner/lockdown-gives-distance-learning-a-boost-in-nepal/" target="_blank" rel="noopener noreferrer">online classes during the lockdown</a> have pointed to <a href="https://www.nepalitimes.com/editorial/lowest-common-denominator/" target="_blank" rel="noopener noreferrer">broader gaps in education delivery and governance</a> in Nepal. Students, parents, teachers and civil society are struggling to transition to a new normal.<a href="https://www.nepalitimes.com/here-now/digital-divide-exposes-class-divide-in-nepal-schools/">Digital divide exposes class divide in Nepal schools</a>, Nunuta Rai“The government directives have been confusing and contradictory across levels, with almost no support to parents like us, who are struggling with challenges of work and continued learning of children from home,” said a father of two children in Lalitpur.The Covid-19 pandemic has tested governments and institutions throughout the world. Nepal has also been no exception, as recent events have also compounded existing challenges, specifically a <a href="https://www.nepalitimes.com/editorial/untangling-the-knots/" target="_blank" rel="noopener noreferrer">political crisis</a> with the dissolution of Parliament, and <a href="https://www.nepalitimes.com/latest/wildfires-in-nepal-cause-air-quality-to-plummet/" target="_blank" rel="noopener noreferrer">recent wildfires</a> which have affected air quality, prompting the government to shut schools for a week in late March 2021. As coronavirus cases dropped in March, the government relaxed restrictions and <a href="https://www.nepalitimes.com/latest/back-to-school-in-nepal/" target="_blank" rel="noopener noreferrer">allowed schools to re-open</a>. There was an opportunity for the government to implement a strong back-to-school plan with a focus on enhancing student learning through an integrated approach by including parents and caregivers in the teaching-learning process. The closure of schools again has meant there is little more time to plan for that. There are lessons to be learnt from the Covid-19 pandemic in order to produce sustainable, proactive measures for the future of Nepal’s education.During focus group discussions, one mother of a 6-year-old student from the Sindhupalchok said: “In the remote areas, some students have not even attended online classes because of no access to electricity, shortage of money to purchase devices, no internet and inability of parents to support their education, because in the remote areas, the parents could not understand. This is the problem we are facing as parents.”<a href="https://www.nepalitimes.com/latest/online-classes-may-widen-digital-divide/" target="_blank" rel="noopener noreferrer">Online classes may widen digital divide</a>, Madhu Sudan DahalOther parents said that limited access to reliable electricity, affordable internet, and internet-capable devices were major barriers in helping their children continue education remotely. Research indicates that<a href="https://www.learningliftoff.com/how-parental-involvement-benefits-the-entire-educational-process/" target="_blank" rel="noopener noreferrer"> parental involvement</a> in their children’s education can result in higher grades and test scores, better enrollment rates, and improved social skills and behaviour. The adjustment to the<a href="https://www.nepalitimes.com/review/nepals-new-digital-landscape/" target="_blank" rel="noopener noreferrer"> increased use of technology</a> without reliable infrastructure has proven to be challenging for many, especially parents who have inevitably struggled to contribute to their children's educational advancement. The pandemic has affirmed the importance of parents and caregivers in childhood learning and education. However, parents and caregivers face significant gaps in the knowledge and resources needed to help their children with school. Civil society groups and the government can work together to support parents and children with navigating technology-based learning. They can provide modules for parents to learn how to use suitable technologies for remote learning, much as previous generations of school development efforts often provided non-formal curriculum elements for parents who were not literate themselves. Such programs can equip parents and caregivers to embody a more participatory role in the teaching-learning process while enhancing learning outcomes for children.Read also: <a href="https://www.nepalitimes.com/here-now/a-decade-of-work-lost-in-4-months/">‘A decade of work lost in 4 months’</a>, Sheryl Lee

Learning during the pandemic in Nepal

In ordinary times, children would wake up in the morning and put on their uniforms, pack their bags, and leave for school.This time of year, SEE students in Nepal would be making full use of their post-exam holidays, books and exams the last thing on their minds. University students would be in the thick of spring semester, some on the verge of graduating and going out into the world as young professionals.But these are not ordinary times.Nepal’s baby steps towards distance learning has gotten a boost as the COVID-19 lockdown redefines schooling, replacing it with virtual classes. But the pandemic has also revealed how unprepared schools and teachers are to distance learning, and the existence of a digital divide despite the spread of data communication.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/online-classes-may-widen-digital-divide/" target="_blank" rel="noopener noreferrer">Online classes may widen digital divide...but it will also allow Nepal to leapfrog in education</a>, Madhu Sudan Dahal<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/opinion/back-to-school-season-goes-remote/" target="_blank" rel="noopener noreferrer">Back-to-School season goes remote</a>, Saniaa ShahAt Tika Vidyashram, a public school in Sanepa, principal Bimala Lamichhane had been advising students sitting for SEE exams to find educational materials on YouTube since the lockdown began. However, as the shutdown stretched on, Lamichhane along with her teachers resolved to conduct Grade 10 classes on Zoom.But after trying for two days, Lamichhane realised that it was a futile exercise.“Not every student was able to access Zoom, because none of the students have computers and only some had mobile data," she says. “Some of the students do not even get to eat properly during the lockdown, let alone have Internet access.”Her students thought it would be better to form a group on Facebook Messenger and conduct classes that way. Now, students take pictures of their assignments and upload them onto their Messenger group so that the teachers can evaluate them. Students who can access the Internet call their friends who cannot, and pass along information.“Simply advertising online classes is not enough when there is a lack of access,” says Lamichhane.Government schools in Nepal are notoriously underfunded, understaffed and <a href="https://www.nepalitimes.com/editorial/lowest-common-denominator/" target="_blank" rel="noopener noreferrer">lack infrastructure</a>,  which is why parents who can afford it send their children to more expensive schools. There is a fear that the COVID-19 lockdown will add to not just the digital divide, but also the gap between haves and have nots, and the disparity in the quality of education provided by public schools and private schools.But Lamichhane thinks even better endowed private schools are having a difficult time adjusting.  “Some private schools might be able to successfully conduct classes online, but there is no way most can communicate with 100% of their students,” she says. “Be it a public school or private, this pandemic has shown that we are all on the same boat.”<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://archive.nepalitimes.com/article/nation/A-model-government-school,3122" target="_blank" rel="noopener noreferrer">A model government school</a>, Shreejana Shreshta <figure><img width="1600" height="1200" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221202151240/638a0e7a9c7e80680e0cd471jpeg.jpg" alt=""/><figcaption>Tika Vidhyashram in Sanepa. Photo: BIMALA LAMICHHANE</figcaption></figure>The reputed Shuvatara School in Lamatar has been able to reach all of its 450 students and conduct  classes online. With the help of the 3Di project, teachers have been conducting webinar-style classes via Zoom, and students hand in their assignments on Google Classroom.Principal Khyam Timsina says that the first week was a trial period, but classes have been going on smoothly on the second week of their online academic year. And although online classes are not the same as real classrooms, Timsina adds, the students have taken to it.<a href="http://nepalitimes.com/article/Nepali-Times-Buzz/it-is-all-about-it-in-nepal,3887" target="blank" rel="noopener noreferrer">It's all about IT</a>, Sahina ShresthaFor Shuvatara, there has been a positive consequence of conducting classes online. “This process has empowered our teachers, who have been learning a lot about IT and gaining mastery in the technical aspects of teaching,” says Timsina, who says the lockdown has challenges but also offers opportunity for education.“This pandemic has made us think about developing digital learning, which we perhaps would not have done otherwise,” he says. “ICT in education is crucial, and hopefully, some much-needed attention will be directed towards building a digital platform that will help students well into the future.”However, the pandemic has brought into stark focus that although 96% of households in Nepal have mobile phones only a quarter of those <a href="https://www.nepalitimes.com/banner/mobile-nepal-is-hooked-on-youtube/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/mobile-nepal-is-hooked-on-youtube/&amp;source=gmail&amp;ust=1589001391333000&amp;usg=AFQjCNGLuLWFFy4sBpnqZJvNQ_Bdsk5-OQ">polled in a recent nationwide survey</a> said they used the Internet on a daily basis, and most used it to access Facebook and YouTube. But telecom companies are attempting to provide a solution to this problem.<a href="https://www.nepalitimes.com/review/nepals-new-digital-landscape/" target="_blank" rel="noopener noreferrer">Nepal’s new digital landscape</a>, Sonia Awale <figure><img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221202151240/638a0e7d9c7e80680e0cd472jpeg.jpg" alt=""><figcaption> </figcaption></figure>NTC has introduced its E-siksha package, providing 2 data options to students at reduced cost. Schools can request the company to provide students access by giving NTC a list of their mobile phone numbers.“We have a robust system,” says NTC spokesperson Rajesh Joshi, adding that if schools take the initiative of communicating with their students about the service, most can easily go online with high-speed 4G Internet in all 77 districts.Still, many students are concerned about missing out on their classes due to the unavailability of the internet, <a href="https://www.facebook.com/officialroutineofnepalbanda/posts/3655482774484489" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.facebook.com/officialroutineofnepalbanda/posts/3655482774484489&amp;source=gmail&amp;ust=1589001391333000&amp;usg=AFQjCNFsJjQ4D8aMJ8Gh8-RJihSnJMMvLQ">expressing their frustrations on social media</a>. Even having constant access to the Internet doesn’t mean that learning is easy.A final year undergraduate student working on her thesis says that although she has been doing the research over the Internet, the lockdown has made it impossible to conduct fieldwork that she needs. Lockdown gives distance learning a boost in Nepal

India and Pakistan are twins separated at birth. Tensions between them have been at a hair trigger ever since independence and has erupted into full scale conflict at least four times in the past 80 years.
The 22 April terrorist attack in Kashmir that killed 25 Indian tourists and a Nepali citizen, threatens to escalate tension between the two nuclear-armed nations. India has squarely blamed Pakistan for the attacks, and Prime Minister Narendra Modi has given his military “operational freedom” to respond. Pakistan has said it has credible intelligence of an Indian military strike and its officials have promised a “full spectrum” response — a code for a <a href="https://nepalitimes.com/editorial/thinking-the-thinkable">nuclear retaliation</a>.
For Nepal, the killing of its national in the Pahalgam attack comes as another stark reminder that in conflicts from Afghanistan to Iraq, from <a href="https://nepalitimes.com/opinion/how-to-agree-an-armistice-in-ukraine">Ukraine</a> to Israel, <a href="https://nepalitimes.com/news/10-nepalis-from-one-town-fighting-in-ukraine">Nepalis are getting caught in the crossfire</a>. The last time full-scale fighting broke out between <a href="https://nepalitimes.com/opinion/peacemongers-at-india-pakistan-border">India and Pakistan</a> on Kargil in 1999, at least 22<a href="https://nepalitimes.com/here-now/india-s-trial-by-fire-for-soldiers-from-nepal?%27%5C%22="> Nepalis fighting for the Indian Army</a> were killed in action.
Three of Nepal’s immediate neighbours (China, India, Pakistan) have nuclear weapons, and they do not have good relations. With China supplying weapons, <a href="https://nepalitimes.com/editorial/war-and-warming">missile technology</a> and other support to Pakistan, this triangular friction could set off a regional conflagration.&nbsp;
<a href="https://www.nature.com/articles/s43016-022-00573-0" target="_blank">Research at Rutgers University</a> has calculated that even a week-long tactical nuclear exchange between India and Pakistan would throw up so much smoke and debris into the atmosphere that it would block out the sun for years, and lead to a collapse of the <a href="https://nepalitimes.com/news/grow-nourish-sustain-together-world-food-day">global food system</a>. This does not take into account the radioactive fallout that prevailing winds would blow up to <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">the Himalaya</a>, contaminating glaciers that are the sources of <a href="https://nepalitimes.com/here-now/saving-what-is-left-of-himalayan-rivers">Asia’s main rivers</a>.
The impact of <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>on High Asia was already ringing alarm bells about its <a href="https://nepalitimes.com/news/himalayan-icecap-melting-faster-than-thought">shrinking ice cap</a> reducing the dry season flow of water downstream. Water was going to be the next strategic commodity, geopolitical experts warned, and the next wars in Asia would be over water.
That water war is already happening. India retaliated to the Kashmir attack by suspending the <a href="https://www.nytimes.com/2025/04/24/world/asia/india-pakistan-indus-waters-treaty.html" target="_blank">Indus Waters Treaty</a> of 1960 mediated by the World Bank that has withstood at least three wars between India and Pakistan. The treaty gives India control over the three eastern tributaries of the Indus (<a href="https://en.wikipedia.org/wiki/Beas_River" target="_blank">Beas</a>, <a href="https://en.wikipedia.org/wiki/Ravi_River" target="_blank">Ravi</a> and <a href="https://en.wikipedia.org/wiki/Sutlej" target="_blank">Sutlej</a>), while Pakistan got water from the Indus and two of its western tributaries (<a href="https://en.wikipedia.org/wiki/Indus_River" target="_blank">Indus</a>, <a href="https://en.wikipedia.org/wiki/Chenab_River" target="_blank">Chenab</a> and <a href="https://en.wikipedia.org/wiki/Jhelum_River" target="_blank">Jhelum</a>.
Pakistan was assured of 70% of the annual flow, and India could use a reasonable amount of water for<a href="https://archive.nepalitimes.com/news.php?id=15231"> irrigation and hydropower</a>. &nbsp;Within days of its threat, India stopped water flowing down to Pakistan from the Chenab river and is reportedly preparing to do the same on the Jhelum.
The sabre-rattling has reached a crescendo. Besides threats and counter-threats there are also symbolic drills, with the Indian Air Force practicing landing on an expressway in Uttar Pradesh by its Rafale, Su-30 and Jaguar fighter jets to demonstrate ‘operational readiness’. In response Pakistan test-fired its Abdali ballistic missile that can carry a nuclear warhead and has a range of 450km.&nbsp;
The danger is that with ultra-nationalist rhetoric and the beating the war drums by both sides, India’s government and Pakistan’s military may have to ‘do something’ to appease domestic public opinion. But any tactical strike, an artillery exchange, or territorial incursion could quickly escalate out of control.
Expecting an Indian retaliation for the Pahalgam killings, Pakistan is using<a href="https://nepalitimes.com/opinion/interfaith-collaboration-for-nuclear-disarmament"> nuclear deterrence </a>and warning of “catastrophic consequences”. The two neighbours came close to a nuclear exchange in 2019 after an attack on the Indian military in Kashmir, and prompt international intervention led by the United States cooled tensions.&nbsp;
This time, the <a href="https://nepalitimes.com/news/trump-shock-wave-hits-nepal">Trump administration</a> is too distracted and not as engaged. Pakistan has denied it was responsible for the terrorist attack and called on Washington to stop a possible Indian retaliation. India and Pakistan have stopped overflights by each other’s airlines, and some international carriers have even stopped flying over Pakistan fearing an air war.
Washington, Beijing, the UN and the EU have all urged restraint. Iran, which has good relations with both India and Pakistan has sent its foreign minister to urge both countries not to go into a tit-for-tat war. Iran has its own nuclear flashpoint to worry about with tensions in Israel, &nbsp;Yemen and Syria.
India and Pakistan both share similar problems of joblessness, <a href="https://nepalitimes.com/here-now/why-nepal-s-poverty-rate-is-stuck">poverty </a>and <a href="https://nepalitimes.com/here-now/climate-change-new-threat-to-nepal-s-rhinos">environmental threats</a>. Neither side needs the threat of a senseless war, and we in the neighbourhood do not need it either.&nbsp;

Nukes in the neighbourhood

The streets of Patan are alive this month with lavender jacaranda trees under rain-washed skies as <a href="https://nepalitimes.com/banner/the-red-god-rises-again-in-patan">the chariot of Rato Matsyendranath</a> is pulled across town. This is the festival of the rain god, and inevitably the heavens opened up and pre-monsoon showers pelted the chariot as it started being pulled in Pulchok last week. Thousands of devotees, onlookers and the chariot procession organisers thronged the streets on the first day last week. The rhythmic cymbals and drums exuded a vibrant energy as the enormous four wheels turned and the chariot lurched.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688.jpg" data-media-id="editor_1" data-image-id="2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  The<a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Red-rain-god,3141"> red rain god</a> has Hindu and Buddhist antecedents, alternatively called Bungadya and<a href="https://nepalitimes.com/here-now/kathmandu-s-gravity-defying-chariot-festival"> Karunamaya</a> — reflecting Kathmandu Valley’s syncretic mixture of the two religions.&nbsp; “Bungadya is a profoundly <a href="https://nepalitimes.com/opinion/12-full-opinion/marketing-the-intangible">intangible form of heritage</a>,” explains heritage expert Monalisa Maharjan. “It embodies traditional knowledge,<a href="https://nepalitimes.com/multimedia/reviving-nepal-s-craft"> artisanal skills passed down through generations</a>. Local communities and specific families have specified roles in being custodians of the heritage, ensuring their survival over the centuries.” There are many legends and stories about this annual tradition. Lichhavi king Narendra Dev is supposed to have brought Rato Matsyendranath from Assam to Kathmandu Valley to convince Guru Gorakhnath to lift a spell that created a two-year drought in Kathmandu.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a.jpg" data-media-id="editor_6" data-image-id="20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a" data-rendition-name="original" width="1503" height="1000" loading="lazy" alt="Divine chariot"> </figure>  Matsyendranath was Gorakhnath’s mentor, and upon seeing him, the serpents were released, unleashing the rains. The chariot festival honours the return of this life-giving rain. The deity is seen as an icon for thriving agriculture, t<a href="https://nepalitimes.com/here-now/before-the-next-monsoon">he arrival of monsoon</a> showers, and the welfare of the community. Patan does not sleep for a month as the chariot is pulled through various neighbourhoods. It unfolds at a state level with the president (formerly the king) attending the climax of the Bhoto Jatra in Jawalakhel later this month.&nbsp; The intergenerational transmission of tradition is unique in the world, and the reason the festival is one of the most vibrant cultural expressions that thrives despite inroads of modernity. The other unique aspect is that it is a transnational festival, binding Patan with Guwahati in the Indian state of Assam.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a.jpg" data-media-id="editor_9" data-image-id="2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  “Unlike Nepal, where the deity commands grandeur and devotion, many in Assam are unaware of Rato Matsyendranath,” says Khagen Sharma of Gauhati University, which convened <a href="https://nepalitimes.com/news/nepal-assam-connection-revived">a symposium in February in Guwahati on the rain god</a>. Attending was a delegation led by Lalitpur Mayor Chiribabu Maharjan, organisers of the festival, and builders of the chariot. After the symposium, a committee was formed to explore and revive the tradition in Assam as well. Although the team had planned to visit Nepal this month, logistical challenges delayed the trip. Still, there are plans to build a Guru Matsyendranath statue in Assam to reestablish regular worship practices in the Guwahati shrine.&nbsp; The vines used to build the chariot in Patan are sourced from the jungles of Assam. But Sharma notes that in recent years unclear regulations have blocked the official import of the vines, although they are still brought to Nepal informally. The <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/makers-of-machhindranath,2204">chariot making</a> has also had a taste of modernisation in recent times. In the past, even a single nail or piece of steel was avoided. But over time, the wooden structure, particularly the shaft between the wheels, has been replaced with bronze. When that too proved unstable, metal clamps were introduced, which have become a pragmatic compromise.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93.jpg" data-media-id="editor_12" data-image-id="20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93" data-rendition-name="original" width="1500" height="998" loading="lazy" alt="Divine chariot"> </figure>  Another welcome change is the focus on safety. Builders climbing the chariot’s tower now wear harnesses and there are efforts in crowd control. The most visible change in recent years has been the involvement of Patan’s enthusiastic youth in the festival — the tradition is now passing to a new generation. Says Matsyendranath expert Vidhu Kayastha: “There is more energy, the young people in red t-shirts this year were very organised, these modern touches aren’t diluting our culture, they’re keeping it alive in new forms.” He adds, “We are <a href="https://nepalitimes.com/here-now/searching-for-a-homeland-away-from-home">reconnecting with our roots</a>, we have more resources, more awareness than ever before. We must not be swept away by western values that may not serve us, and in some ways, cause more harm than good. We must revive our own culture.”&nbsp;

Divine chariot

In 2025, two seemingly disconnected acts of violence shattered the illusion of stability in the region. In March, <a href="https://www.ft.com/content/16f7f947-1e96-4206-9844-891378adc683" target="_blank">militants hijacked a passenger train</a> near the Bolan Pass in Balochistan, executing soldiers in cold blood. A month later, <a href="https://www.nytimes.com/2025/04/22/world/asia/kashmir-terrorist-attack.html" target="_blank">gunmen in Kashmir’s</a> Pahalgam Valley massacred tourists. 
In both Islamabad and New Delhi, <a href="https://www.aljazeera.com/news/2025/4/25/were-cursed-kashmiris-under-attack-across-india-after-pahalgam-killings" target="_blank">the reaction was reflexive:</a> condemn the violence, <a href="https://www.economist.com/asia/2025/04/22/india-and-pakistan-could-come-to-blows-over-kashmir" target="_blank">blame external enemies</a>, declare the situation contained. But South Asia’s leaders are not fighting terrorists alone. They are fighting the consequences of their own betrayals.
Across <a href="https://www.bbc.com/news/world-asia-26272897" target="_blank">Balochistan</a>, <a href="https://www.bbc.com/news/world-south-asia-11693674" target="_blank">Kashmir</a>, <a href="https://www.crisisgroup.org/asia/south-asia/india/346-finding-way-out-festering-conflict-indias-manipur" target="_blank">Manipur</a>, and beyond, decades of <a href="https://www.amnesty.org/en/projects/enforced-disappearance-in-south-asia/" target="_blank">enforced disappearances</a>, broken promises, and brute militarisation have hollowed out the social contracts meant to hold these nations together. The grievances that drove rebellions from the 1940s through the 1990s – demands for dignity, recognition, and political agency – were never meaningfully addressed. They were buried beneath asphalt and propaganda, paved over by development projects and security checkpoints.
States may claim victory. But their victories are mirages, dissolving the moment anyone looks too closely. South Asia’s unfinished wars are not relics of a violent past. They are live ammunition, loaded into the future.
<a href="https://www.theguardian.com/world/2025/mar/24/he-only-wanted-revenge-the-bloody-insurgency-in-balochistan-gaining-lethal-momentum" target="_blank">Balochistan</a> has been at war with Pakistan for most of its modern history. Rich in gas, minerals, and coastline, the province has been plundered for decades under the language of national development. 
Projects like the <a href="https://eastasiaforum.org/2020/11/26/pakistans-three-evils-cpec-and-good-governance/" target="_blank">China-Pakistan Economic Corridor (CPEC)</a> promise progress but deliver exclusion: minerals are mined, ports are secured, but Baloch homes are raided. 
The insurgency endures not because of foreign conspiracies, as Islamabad endlessly insists, but because the Pakistani state remains incapable of seeing its <a href="https://thebalochistanpost.net/2025/01/enforced-disappearances-in-balochistan-in-december-2024-tbp-report/" target="_blank">Baloch citizens</a> as anything other than a security problem to be managed.
In <a href="https://www.forbes.com/sites/ranisingh/2016/07/12/kashmir-in-the-worlds-most-militarized-zone-violence-after-years-of-comparative-calm/" target="_blank">Kashmir</a>, the Indian government claims to have <a href="https://www.nytimes.com/2023/03/08/world/asia/kashmir-village-defense-committees.html" target="_blank">“normalised” the valley</a> after revoking its autonomy in 2019. It <a href="https://www.cfr.org/global-conflict-tracker/conflict/conflict-between-india-and-pakistan" target="_blank">looks a lot like occupation</a>. Soldiers outnumber local leaders, dissent is criminalised, internet shutdowns suffocate public life. Tourism campaigns and investment summits cannot erase a generation raised under curfew and surveillance.
<a href="https://www.bbc.com/news/world-asia-india-66260730" target="_blank">Manipur’s descent into ethnic bloodshed</a> in 2023 exposed another fault line Delhi prefers to ignore. Long-simmering tensions between the Meitei and Kuki communities erupted into violence that shattered any illusions of northeastern integration. The central government’s delayed, politicised response made clear what many Manipuris had always suspected: they are citizens of India only when convenient.
Even the <a href="https://msf.org.au/rohingya-worlds-largest-stateless-population" target="_blank">Rohingya, stateless and exiled from Myanmar</a>, find themselves entangled in South Asia’s ethnonationalist calculus. Fleeing genocide, they are criminalised anew in Bangladesh and India – trapped between the countries that reject them and the memories that refuse to let them go.
South Asia’s states have excelled at suppressing rebellion. But failed at extinguishing the reasons rebellions rise in the first place. And the wars South Asia tries to forget at home have found new life abroad.
Across <a href="https://www.abc.net.au/news/2024-06-17/modis-indian-government-accused-of-spying-silencing-critics/103974414" target="_blank">Canada, Australia, Britain, and the United States</a>, diasporic communities have become memory-keepers and, increasingly, <a href="https://www.business-standard.com/world-news/khalistan-supporters-hold-protest-outside-indian-consulate-in-vancouver-123092600087_1.html" target="_blank">the agitators</a> for the struggles their home states would rather erase.
Khalistan flags fly outside Indian consulates in Vancouver and <a href="https://www.tribuneindia.com/news/punjab/perturbed-over-waving-of-khalistani-flags-at-an-event-in-melbourne-india-warns-australia-of-khalistan-separatists-and-their-links-with-terror-groups-458320/" target="_blank">Melbourne</a>. Tamil activists march through London, demanding accountability for the <a href="https://www.aljazeera.com/news/2024/5/19/grim-reminder-sri-lankas-tamils-mark-15-years-since-end-of-civil-war" target="_blank">massacres in Mullivaikkal</a>. Kashmiri protests in Washington and New York refuse to let India’s crackdown slip into diplomatic amnesia.
For host countries, these movements pose uncomfortable questions. Freedom of expression collides with fears of extremism. Clashes erupt between communities carrying wounds that their new homelands.
Meanwhile, South Asian states pursue their adversaries across borders. India faces allegations of <a href="https://www.nbcnews.com/news/world/canada-says-india-home-minister-ordered-campaign-against-sikh-activist-rcna177972" target="_blank">targeting Sikh activists for assassination in Canada</a> and the <a href="https://www.npr.org/2024/10/27/g-s1-29561/sikh-separatist-assassination-india" target="_blank">United States</a>. Pakistan continues to court Kashmiri separatists abroad while crushing Baloch dissent at home. <a href="https://apnews.com/article/sri-lanka-tamils-civil-war-dead-5b372b0bba567837c5a4d94250040e7d" target="_blank">Sri Lanka</a> lobbies furiously to brand Tamil diaspora organisations as fronts for terrorism, even as it stonewalls investigations into its own wartime atrocities.
The old insurgencies have not been defeated. They have been globalised. South Asia’s governments have long mistaken silence for stability.
In Punjab, India broke the back of the <a href="https://www.cnn.com/2023/10/06/india/india-canada-sikh-khalistan-analysis-intl-hnk/index.html" target="_blank">Khalistan insurgency</a> through brute force. The fields grew green again, the trains ran on time. But the wounds were never closed, the <a href="https://www.dw.com/en/why-is-indias-khalistan-separatist-movement-on-the-rise/a-65081729" target="_blank">movement’s heart beats</a> not in Amritsar but in Brampton and Surrey.
In Sri Lanka, the <a href="https://www.academia.edu/4738983/The_Man_Who_Destroyed_Eelam" target="_blank">military crushed the Tamil Tigers</a> with <a href="https://www.newyorker.com/magazine/2011/01/17/death-of-the-tiger" target="_blank">overwhelming brutality in 2009</a>. <a href="https://www.scmp.com/week-asia/politics/article/3264148/we-want-our-children-back-sri-lankan-families-still-demanding-justice-their-missing-loved-ones" target="_blank">Tamil families still search for their missing</a>, still mourn their dead – and still organise across the diaspora for justice that remains undelivered.
In Kashmir, Delhi boasts of new <a href="https://www.aljazeera.com/opinions/2023/2/4/kashmir-is-bleeding-its-economy" target="_blank">highways and investment corridors</a>, showcasing the region as a trophy of unity. But when the visitors leave and the cameras are packed away, <a href="https://harvardlawreview.org/print/vol-134/from-domicile-to-dominion-indias-settler-colonial-agenda-in-kashmir/" target="_blank">the checkpoints, the raids, and the quiet despair remain.</a>
Victory parades fade. Grievance endures. Suppressing insurgency may end battles. It does not end the ideas that fueled them. In a region where <a href="https://www.nytimes.com/2025/04/23/world/asia/kashmir-attack-india-pakistan.html" target="_blank">history is rarely past</a>, and memory is rarely voluntary, states that rule through repression are only ever buying time. And often, not very much.
South Asia’s unfinished wars are not accidents. They are the inevitable consequences of states that confuse conquest with consent, and erasure with reconciliation. They cannot legislate memory out of existence.
Every <a href="https://www.bbc.com/news/articles/c15qyyzz89lo" target="_blank">disappeared son in Balochistan</a>, every <a href="https://medium.com/the-wvoice/the-half-widows-in-kashmir-fef80c6b88e9" target="_blank">half-widow in Kashmir</a>, every <a href="https://www.doctorswithoutborders.org/what-we-do/focus/rohingya-refugee-crisis" target="_blank">refugee child born stateless in a Rohingya camp</a> carries forward the memory of betrayal – a memory that outlives soldiers, politicians, and peace accords alike.
The region’s future will not be decided by GDP figures or infrastructure projects alone. It will be decided by whether its governments can summon the political courage to face the truths they have long suppressed – or whether they will continue down a path <a href="https://theconversation.com/india-is-using-the-g20-summit-to-further-its-settler-colonial-ambitions-in-kashmir-205166" target="_blank">where forgetting is demanded</a>, and rebellion becomes inevitable.

Balochistan to Kashmir

Most Nepalis thought they had seen the last of it after <a href="https://nepalitimes.com/news/11-56-25-april-2015-wkc9q2an">the 25 April 7.8 magnitude </a>earthquake ten years ago. But the Himalaya had more surprises in store. On 12 May, another 7.3 magnitude tremor that some said was an aftershock, but was strong enough to itself be a major earthquake, struck Dolakha.&nbsp; Not many people had heard of Singati till then — a cluster of houses by the Tama Kosi River along a narrow gorge that is the roadhead to Rolwaling Valley.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d.jpg" data-media-id="editor_1" data-image-id="20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d" data-rendition-name="original" width="1000" height="1500" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e.jpg" data-media-id="editor_2" data-image-id="20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  It was here that dozens were killed on 25 April in the first earthquake. Hundreds of <a href="https://archive.nepalitimes.com/article/nation/Singati-rising-from-rubble-rebuilding,3703">Singati survivors</a> had lined up for food and relief supplies in the morning of 12 May when the second earthquake triggered a rock slide that buried a nearby camp. At least 50 people were killed. &nbsp; Three hours later, a US Marine Corps UH-1Y Venom helicopter landed in a nearby cornfield to pick up the wounded, and flew off. The aircraft lost contact with air traffic control in Kathmandu and its wreckage was located high on Kalinchok four days later. Six American servicemen, two Nepal Army soldiers, and five wounded civilians from Singati were killed. Today, Singati bears little physical scar of the multiple tragedies that struck the town ten years ago. Most <a href="https://nepalitimes.com/multimedia/bungamati-builds-back">houses have been rebuilt</a> as urban-style concrete structures, and Singati has become an economic hub on the road leading up to several hydropower plants and a<a href="https://nepalitimes.com/banner/off-the-beaten-trek-in-nepal"> popular trekking destination</a>.&nbsp; The town looks less like a village and more like a suburb of the Dolakha district headquarter of Charikot, 47km away.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2.jpg" data-media-id="editor_6" data-image-id="20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e.jpg" data-media-id="editor_7" data-image-id="20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  “The demand for construction material, cement, iron rods and bricks peaked after the earthquakes,” says Suresh Khadka, who owns a hardware business here and now supplies material to the 456MW Upper Tama Kosi hydropower project that is undergoing repairs after it was damaged by a landslide last year. The demand for cement boomed since most residents believe, not necessarily correctly, that <a href="https://nepalitimes.com/banner/in-a-disastrous-state">cement houses are safer</a>. Because of the shortage of qualified masons and proper seismic engineering, <a href="https://nepalitimes.com/here-now/structural-problems">many of the buildings are of questionable building standards </a>and the traditional architecture has been abandoned, admits Kul Bahadur Budathoki, deputy chair of the municipality. “But these buildings were more expensive than what the government grants could cover, many people here are heavily in debt and the men have <a href="https://nepalitimes.com/here-now/every-day-is-closer-to-pay-day">migrated to the Gulf to pay their loans</a>,” Budathoki says.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_32f89e97b7e757fc9286c0bbb671f48ea8d4468e9634fa646d7247c650ad8480.jpg" data-media-id="editor_14" data-image-id="20250508110520_32f89e97b7e757fc9286c0bbb671f48ea8d4468e9634fa646d7247c650ad8480" data-rendition-name="original" width="1501" height="1079" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> <figcaption>Kul Bahadur Budathoki</figcaption> </figure>  Singati is in a multi-hazard zone. The <a href="https://archive.nepalitimes.com/article/nation/Singati,3091">12 May 2015 earthquake </a>could have led to the collapse of Nepal’s largest glacial lake, <a href="https://nepalitimes.com/here-now/stairway-to-heaven">Tso Rolpa</a>, upstream. Due to global warming, the glacier has turned into an expanding lake 3.5km long, and its collapse would have unleashed a catastrophic Himalayan tsunami down the Tama Kosi Valley, with Singati directly in its path. Singati has literally risen from the ashes of 2015, with its residents beginning to recover from the trauma and financial toll. But it is not out of danger as <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>magnifies the risk from future earthquakes.
