Will President Donald Trump give his Chinese counterpart Xi Jinping a gift? While Trump prizes unpredictability, Xi aims to position China as a force for global stability. Thus, there is a widespread assumption that China will rush to fill the vacuum left by an increasingly nationalist and isolationist United States.
The Chinese leadership has no interest in filling America’s shoes. Attempting to do so could cost China dearly just when it is undertaking a broader economic reorientation at home. The world may be tired of US interventionism – and, now, of <a href="https://nepalitimes.com/opinion/trump-s-first-month">Trumpian aggression</a> – but that does not mean it is ready to welcome an abstemious superpower.&nbsp;
China has studiously avoided becoming involved in major crises beyond its <a href="https://nepalitimes.com/editorial/trans-himalayan-handshake">immediate neighbourhood</a>. Though it has proposed global initiatives on ‘development’, ‘security’, and ‘civilisation’, and articulated a vision of multipolarity in which all countries are treated equally, its efforts to realise these goals have not gone beyond economic statecraft.
While foreign commentators debate what <a href="https://nepalitimes.com/here-now/what-is-xi-jinping-s-big-surprise">China’s vision </a>entails – with some describing it as a potentially benevolent hegemon, and others as a malevolent one – Chinese authorities and intellectuals are more immediately concerned with weathering the storm that Trump has unleashed.
Viewed from outside, China’s core <a href="https://nepalitimes.com/here-now/staying-neutral-in-a-us-china-confrontation-8qni2ij1">national interests</a> seems straightforward: to replace the US as global leader. But pursuing that role may contradict other core interests, such as maintaining regime legitimacy and security, orchestrating a continuous rise in living standards, and reunifying Taiwan with the mainland.&nbsp;
These goals might best be served by maintaining a cold peace with the US, rather than embracing conflict with it.
Having watched the US, China knows all too well that being a <a href="https://archive.nepalitimes.com/news.php?id=4815">global superpower </a>would inevitably draw it into regional conflagrations that it would prefer to avoid. But China also knows that it has benefited massively from the relatively stable world economy that the US and its allies helped bring about.
China needs to retain enormous amounts of resources and manpower domestically to tackle its biggest challenges. Chinese leaders must <a href="https://nepalitimes.com/news/nepal-s-bubble-economy">manage an economy</a> that is no longer driven primarily by property development and exports, while preparing for the possibility that one of its largest trading partners could descend into total isolation.
Trump’s ‘Liberation Day’ tariffs and escalatory duties in response to Chinese countermeasures were a wake-up call. Whatever happens in the trade war, China urgently needs to rebalance its economy by stimulating greater domestic demand.
While Chinese leaders have long acknowledged the need for such a rebalancing, they have been slow to follow through with the necessary policies. Public messaging notwithstanding, they have continued to prioritise industrial output over living standards, and capital investment over consumer spending. But the prospect of losing one of its biggest export markets should change this calculation.

Similarly, China has an interest in building resilient supply chains for critical technologies in order to circumvent US chokepoints. A significant share of national resources has already been redirected toward promoting domestic innovation.&nbsp;
With the Sino-American rivalry intensifying over the past decade, Chinese leaders have come to regard domestic innovation as a strategic necessity.
Beyond boosting domestic innovation, China is eager to seize opportunities to set the global governance agenda for emerging technologies.&nbsp;
Its recent successes in <a href="https://nepalitimes.com/here-now/nepal-needs-to-be-more-intelligent-about-ai">AI</a> – most notably <a href="https://nepalitimes.com/here-now/artificial-censorship">DeepSeek</a>’s release of low-cost models that rival those from top US developers – have created a strong impetus for China to amplify its voice. China’s message – that a handful of rich countries should not be able to monopolise the technologies that will determine everyone’s economic future – undoubtedly resonates with many around the world.
During the post-Liberation Day staring contest with the US, China convened an impromptu gathering of the all-powerful Politburo and Chinese ambassadors stationed abroad. The purpose was to assess China’s relations with its neighbours, and the stature of those in attendance spoke to the sense of crisis that had swept through the country’s top leadership.&nbsp;
More to the point, the meeting confirmed that China’s strategic orientation remains focused on its own region – not the global context.
Beijing remains fully committed to maintaining strong ties with the Kremlin, viewing Russo-Chinese alignment as a geographical and strategic necessity. The two countries’ 4,209km land border gives China more than enough reason to work with Russia.&nbsp;
China’s ultimate focus is not Russia but its long-term rivalry with the US. An axis with President Vladimir Putin’s regime might well offer a workable (if imperfect) solution to the containment strategy that America has been pursuing against China.
Likewise, China has been de-escalating tensions with India, another large, nuclear-armed neighbour. Both know that the structural and historical strains on their relationship – characterised by an obvious power imbalance and mutual mistrust – will not be easily eliminated. But both also know that predictable, stable ties will yield big benefits over time, especially in a new multipolar order.

Beyond managing relations with its immediate neighbours, China has sought to mobilise the Global South behind reforms to multilateral institutions.&nbsp;
When Chinese leaders and diplomats speak of ushering in an ‘orderly multipolarity’, they mean an international order in which the non-Western world has much more clout. Hence, China is a strong advocate of the recent BRICS expansion, and of proposals to redistribute voting shares within Western-dominated international financial institutions.
China has also sought to shape the agenda at United Nations-affiliated institutions where the US historically has had less influence, such as at UN Trade and Development and the South Centre. It can assume a limited leadership role without directly confronting the US and the rest of the G7.&nbsp;
China does have a foreign-policy interest in subtly countering US influence in the developing world, which is why it builds large-scale infrastructure and addresses long-ignored development needs there without making any demands about democracy, human rights, and accountability.&nbsp;
Instead of offering security guarantees, China offers roads and bridges. In exchange, it can secure access to critical raw materials and open new markets for its state-owned enterprises and private companies at a time when the US and Europe are closing their doors.
China did broker a modest rapprochement between Iran and Saudi Arabia, and its Global Security Initiative <a href="https://www.iiss.org/research-paper/2024/10/the-global-security-initiative-chinas-international-policing-activities/" target="_blank">aims to</a> foster international cooperation in counter-terrorism, cybersecurity, biosecurity, and emerging technologies.
But in the case of the <a href="https://nepalitimes.com/opinion/how-to-agree-an-armistice-in-ukraine?%2F=">Russia-Ukraine </a>and<a href="https://nepalitimes.com/opinion/mortality-in-the-gaza-israel-war"> Israel-Hamas</a> wars, it has avoided taking direct responsibility, let alone providing any security guarantees. Of course, China’s self-proclaimed neutrality on the war in Ukraine has not gone unchallenged.&nbsp;
In Gaza, China has criticised the US for supporting Israeli Prime Minister Binyamin Netanyahu’s agenda of continuing the war. But unlike Iran – which China relies on for oil – these other flashpoints have been kept at arm’s length.

China would face three big challenges in pursuing even partial or limited global leadership. First, given America’s accelerated withdrawal from international affairs, China might struggle to sustain its commercial engagement with many parts of the world. After all, the US wants to impose drastic costs on those who do business with China, and it may well get its way.
Second, China cannot avoid engagement in dangerous security situations forever. Sooner or later, it will have to develop a truly global foreign policy. In fact, simply putting its own Global Security Initiative into practice would require it to do much more heavy lifting, not only in setting the agenda but also in terms of deploying security personnel and resources. America may be retreating, but that does not mean it will sit idly by and watch China try to increase its own influence.
Third, China still needs to orchestrate a domestic economic rebalancing – a process that will have enormous global consequences. Shifting from export-led growth to greater domestic consumption will take years, and the push to rebalance may run up against China’s ambition to remain a global manufacturing powerhouse.&nbsp;
The latter objective is already causing tensions with Europe and some developing countries whose domestic manufacturers are struggling to compete with Chinese national champions (such as the electric-vehicle maker BYD).
Even as its economy continues to grow, China will remain a largely self-centered and reluctant superpower. Unlike the US, its domestic political economy calls for a more restrained foreign policy, focused primarily on its immediate neighbours and commercial opportunities in the Global South.
As the world grapples with the decline of US power and the shift toward multipolarity, China will increasingly become the centre of gravity in the global economy. The rivalry between a political and military superpower and an economic one will be dangerous for everyone. Both must tread carefully to prevent economic warfare from escalating into a conflict that all would regret.

What China wants

US President <a href="https://nepalitimes.com/editorial/trump-s-second-coming">Donald Trump</a>’s decision to<a href="https://nepalitimes.com/news/how-usaid-cut-affects-nepal"> dissolve USAID and effectively cut American assistance</a> to countries across the world, including Nepal, has forced many aid-supported programmes and projects to shut down, directly impacting Nepalis across the country who benefit from <a href="https://nepalitimes.com/news/aid-rarely-aids-agriculture-in-nepal">aid-funded services</a>.
USAID-funded projects have provided direct budgetary support to projects in key sectors including health, education, agriculture, infrastructure, economic growth, humanitarian aid and women and children empowerment.&nbsp;
The aid cuts have meant that people directly or indirectly employed in USAID-funded projects have found themselves without jobs, while its impact has reverberated across those that have indirectly benefitted from spillovers of American aid, such as the hospitality business operators,<a href="https://nepalitimes.com/here-now/kathmandu-s-unreal-real-estate-prices"> real estate</a> owners, transport providers, and <a href="https://nepalitimes.com/news/nepal-airlines-privatisation-still-stuck">airlines</a>.&nbsp;
The abrupt shutdown of the largest bilateral aid agency in the world has significant impact and far-reaching consequences.
Historically,<a href="https://archive.nepalitimes.com/regular-columns/Connecting-dots/aid-back-basics,929"> foreign aid </a>has been the focus of intensive public debate both globally and in Nepal. Critics in donor countries—particularly those from the political right—view it as antithetical to their <a href="https://nepalitimes.com/editorial/national-interest-or-nationalism">national interests</a> and a waste of <a href="https://nepalitimes.com/editorial/the-taxman-looteth">taxpayer resources</a>.&nbsp;
Meanwhile, those in the ideological left in recipient countries view it as help that comes with strings attached, a tool of neo-colonialism. Many are of the opinion that such assistance enriches people associated with the aid system rather than intended beneficiaries. So much so that Nepalis cynically refer to the aid-NGO complex as ‘डलरको खेती’ ( dollar farming).
Nepal’s leadership across the political spectrum have not pulled any punches in their criticism of aid institutions— <a href="https://nepalitimes.com/news/14-years-after-conflict-no-closure-in-nepal">the Maoists</a> have called them ‘agencies of imperialism’, while nationalist discourses from the political right draw connections between foreign aid and <a href="https://nepalitimes.com/news/nepal-britain-mark-centenary-of-1923-treaty">Nepal’s sovereignty</a>.&nbsp;
Aid is, of course, essentially political—not just in terms of how it has been instrumentalised by donors, but also how it has been appropriated and used by the beneficiaries— governments, employees, consultants, NGOs, the private sector, and communities. However, viewing aid solely from its imputed political intentions is as naïve as it is counterproductive.

While there is no denying that foreign aid is an instrument of soft power that comes with conditions, it has facilitated access to public services, generated direct and indirect<a href="https://nepalitimes.com/editorial/foreign-employment-revival"> employment </a>and livelihood opportunities and empowered <a href="https://nepalitimes.com/here-now/the-marginalised-on-the-margins">marginalised communities</a> that have fallen through the cracks of the establishment.
Indeed, foreign aid has contributed significantly to the Nepal’s rapid socio-economic change over the last seven decades, such that the country has arguably become accustomed to and dependent on <a href="https://nepalitimes.com/news/e75-million-eu-aid-to-nepal-for-covid-19-ckmyfbkq">international funding</a>. USAID was by no means the only source of grants and loans that provided Nepal with resources for numerous government and non-government programmes, projects and personnel.
But while the volume of aid has varied historically, Nepal had so far been immune to such ‘aid-shocks’ that compelled the government and people to imagine and work in a context with little or no international assistance. &nbsp;
And it is not just the US that is pulling up stakes, other donor countries are similarly reconsidering their positions on bilateral aid. British Prime Minister Keir Starmer has announced a reduction in foreign aid from 0.5% of its GDP to 0.3%—primarily to accommodate an increase in the country’s defence spending.

More donor countries will follow suit as their taxpayers—particularly those on the populist right—demand their government increasing spending on their own domestic public services, the military, and the private sector. The shrinking pot will directly impact multilateral agencies that rely heavily on funding provided by western donors to support their programmes across the world.
Some see the western world’s retreat from foreign assistance as an opportunity for emerging powers like China to fill the vacuum and expand their sphere of influence regionally and beyond. Nepal has been receiving aid and development assistance from <a href="https://nepalitimes.com/editorial/stemming-asia-s-democratic-decay">Asian regional and global powers</a> like India, China and Japan over the past decades.&nbsp;
However, the nature, priorities, and the modality of aid from Asian powers has been notably different to that of western donors. It is therefore unlikely that China or India will offer aid to Nepal using western liberal frameworks, or be able to displace Western donors completely.
If nations in the region are successful in completely replacing western donors in Nepal, this will denigrate possibilities for the country to either bargain better and ‘forum-shop’ for aid that aligns with its national interests, or diversify sources of aid.&nbsp;
As such, it might be time for Nepal to reevaluate its reliance on foreign aid, not just from the US, but from global and regional powers. So, the ‘end of aid’— if it comes to that— need not be end of development in Nepal.

Data from the government of Nepal shows that foreign aid’s relative share in the national budget has been declining over the decades. In comparison, Nepal earns overs $30 million in remittances a day. Much of Nepal’s development is directly supported by <a href="https://nepalitimes.com/editorial/the-new-equaliser">migrant remittances</a>, which remains under-acknowledged.&nbsp;
Decreasing its reliance on foreign aid could mean that Nepal’s leadership is obligated to rethink its development priorities. &nbsp;The government could increase its fiscal capacity to fund development programmes that are critical to its development objectives, demonstrably cost-effective and meet the real needs of communities.&nbsp;
Additionally, there could be increased efforts to raise revenue from wealth and income taxes, attract foreign direct investment, and cut back on ‘white elephant’ projects—symbolic gestures designed to feed the egos of political leadership but serving little purpose or public good.&nbsp;
All of this would ultimately be to the benefit of the Nepali people, reducing waste and corruption, encouraging a more responsible approach to government expenditure, and promoting a more careful husbandry of the country's own resources.&nbsp;
To be sure, this change will not happen immediately. &nbsp;It will be a slow and deliberative process, one that is likely to reset the development contract between Nepali state and citizens.&nbsp;
Some have likened the flow of aid to the rush of heroin— something that provides a high and a momentary sense of extraordinary well-being but it is addictive and damaging. And like any debilitating dependency— being made to quit its reliance on foreign funding cold turkey will be challenging for Nepal.&nbsp;
As things stand, it remains to be seen if as a result of President Trump’s cost-cutting rampage, Nepal might emerge as a leaner but fitter state after recovering from a painful period of withdrawal from its reliance on foreign aid.&nbsp;

The end of aid

Of all the geopolitical stunts <a href="https://nepalitimes.com/editorial/trump-s-second-coming">Donald Trump</a> has pulled since returning to the White House, the United States’ votes at the United Nations General Assembly (UNGA) on 4 March stand out as the most revealing. The US opposed a seemingly innocuous resolution establishing an International Day of Peaceful Coexistence and reaffirming the<a href="https://nepalitimes.com/banner/how-will-nepal-develop-in-the-next-decade"> UN’s 2030 Agenda for Sustainable Development</a>. Despite its symbolic nature, the US voted against the resolution, with representative Edward Heartney <a href="https://archive.ph/o/8f1Hp/https:/usun.usmission.gov/remarks-at-the-un-meeting-entitled-58th-plenary-meeting-of-the-general-assembly/" target="_blank">explaining</a> that the US ‘rejects and denounces the Agenda 2030 for Sustainable Development and the Sustainable Development Goals, and it will no longer reaffirm them as a matter of course’.&nbsp; Despite US opposition, the resolution ultimately passed with 162 countries voting in favour, two abstaining, and only three, the US, Israel and Argentina, voting against. Then the US was the sole vote against a resolution reaffirming ‘the right of everyone to education … including equal opportunities for young women' likely because it conflicted with a pillar of the Trump administration’s domestic agenda: dismantling diversity, equity, and inclusion (DEI) programs.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250311100316_36e63634a5e29d69a64b4245e40401c4f731ee12a6918545f64e04023762bf09.jpg" data-media-id="editor_3" data-image-id="20250311100316_36e63634a5e29d69a64b4245e40401c4f731ee12a6918545f64e04023762bf09" data-rendition-name="original" width="800" height="533" loading="lazy" alt="UNGA 1"> <figcaption>The General Assembly also voted on a draft resolution titled Education for democracy with only the United States voting against it.</figcaption> </figure>  These moves may well foreshadow America’s withdrawal from the UN, something Elon Musk and other Trump supporters have <a href="https://archive.ph/o/8f1Hp/https:/nypost.com/2025/03/02/us-news/elon-musk-appears-to-back-us-withdrawing-from-nato-the-un/" target="_blank">urged</a>. Trump has <a href="https://archive.ph/o/8f1Hp/https:/theconversation.com/trump-pulls-out-of-who-and-paris-how-did-international-bodies-get-through-deglobalisation-last-time-around-247919" target="_blank">already pulled</a> the US out of the WHO, and abandoned the Paris climate agreement.&nbsp; His administration has also <a href="https://archive.ph/o/8f1Hp/https:/www.whitehouse.gov/presidential-actions/2025/02/withdrawing-the-united-states-from-and-ending-funding-to-certain-united-nations-organizations-and-reviewing-united-states-support-to-all-international-organizations/" target="_blank">withdrawn</a> the US from several UN bodies, including the Human Rights Council (UNHRC) and the Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), and is now reassessing its involvement in the UN Educational, Scientific, and Cultural Organization (UNESCO).&nbsp; This week, the non-profit group Civicusannounced the inclusion of the <a href="https://www.theguardian.com/us-news/2025/mar/09/watchlist-decline-civic-freedoms-civicus">US on its 2026 Watchlist</a>, alongside the Democratic Republic of the Congo, Italy, Pakistan and Serbia. <a href="https://nepalitimes.com/opinion/trump-s-first-month">The Trump administration </a>is not merely unhappy with certain international institutions, it is fundamentally opposed to any multilateral framework that even suggests equality among countries. Read also: <a href="https://nepalitimes.com/news/trump-shock-wave-hits-nepal">Trump shock wave hits Nepal</a>, Sudiksha Tuladhar Some analysts <a href="https://archive.ph/o/8f1Hp/https:/theglobalobservatory.org/2024/11/what-might-be-in-store-for-the-united-nations-under-a-second-trump-presidency/" target="_blank">argue</a> that a complete US withdrawal from the UN is unlikely, given the disproportionate influence America wields through its Security Council veto. But given Trump’s law-of-the-jungle approach to <a href="https://nepalitimes.com/news/the-geopolitics-of-nepal-s-politics">geopolitics </a>even that advantage may no longer seem essential. Should the US leave the UN, the financial consequences could be immediate and severe. As the UN’s largest financial backer, the US <a href="https://archive.ph/o/8f1Hp/https:/financingun.report/un-financing/un-funding/funding-entity" target="_blank">contributed a record $18.1 billion</a> in 2022, accounting for roughly 20% of the organization’s total funding. Notably, more than <a href="https://archive.ph/o/8f1Hp/https:/financingun.report/un-financing/un-funding/funding-entity" target="_blank">70%</a> of US contributions went to just four UN entities: 40% to the World Food Programme (WFP), 12% to the High Commissioner for Refugees, 10% to UNICEF, and another 10% to the Department of Peace Operations. And since much of this funding was <a href="https://archive.ph/o/8f1Hp/https:/oig.usaid.gov/sites/default/files/2023-05/UN%20Orgs%20Graphic%20051823.pdf" target="_blank">channeled through USAID</a> which Trump has shut down, it may have already vanished. Given the current geopolitical climate, it would take nothing short of a miracle for other governments to step in immediately to fill the gap. As a result, many critical and life-saving UN programs are now at risk.&nbsp; Read also: <a href="https://nepalitimes.com/news/the-great-game-2nd-half">The Great Game, 2nd Half</a>, Sonia Awale The paradigm shift in US foreign policy does not necessarily signal the impending decline or outright collapse of multilateralism and the UN system despite the Trump administration bullying individual countries rather than work through international institutions.&nbsp; As the world’s leading superpower turns its back on global cooperation, the system of multilateral governance that the US helped establish nearly eight decades ago could begin to unravel. Paradoxically, <a href="https://nepalitimes.com/opinion/trump-s-diminishing-power-and-rising-rage">Trump’s actions</a> could also serve as a catalyst for greater <a href="https://nepalitimes.com/news/how-usaid-cut-affects-nepal">international cooperation</a>, impelling other countries to work together more closely. The reason is simple: no matter how vehemently the White House denies it, <a href="https://nepalitimes.com/news/living-with-climate-anxiety">humanity’s most pressing challenges</a> are global in nature. They will not go away simply because Trump refuses to acknowledge them. <a href="https://nepalitimes.com/editorial/nepal-needs-to-get-its-climate-act-together">Climate change</a>, <a href="https://nepalitimes.com/here-now/environmental-destruction-is-a-medical-emergency">environmental degradation</a>, extreme <a href="https://nepalitimes.com/editorial/institutionalised-inequality">inequality</a>, <a href="https://nepalitimes.com/opinion/is-free-health-care-possible-in-nepal">emerging health threats</a>, the rise of disruptive <a href="https://nepalitimes.com/opinion/comment/tech-and-transition-in-nepal">new technologies</a>, and the erosion of stable employment all transcend national borders.&nbsp; Global solidarity is thus not just a moral imperative but an existential one. Many political leaders seem to understand this and <a href="https://archive.ph/o/8f1Hp/https:/geopolitique.eu/en/2025/03/06/lula-ramaphosa-sanchez-joining-forces-to-overcome-global-challenges/" target="_blank">remain committed to multilateralism</a>. International negotiations on taxation, climate action, and development financing are moving forward, even without US participation. In fact, the absence of the US, which has all too often acted as a spoiler anyway even under previous administrations, could pave the way for more ambitious and effective global agreements. The UN vs Trump 2.0

It has been four days since Donald Trump officially re-entered the White House, and he has already signed executive orders and pardoned dozens of his storm troopers. The best thing you can say is that at least he keeps his promises.
<a href="https://nepalitimes.com/news/trumpet-call">America’s election</a> is not just about the United States. The rest of the world does not vote for American presidents, but what they do and do not do has far-reaching consequences for the planet. Quitting the climate deal in the middle of the Los Angeles wildfire calamity, and dropping out of the World Health Organization (WHO) as the world prepares for the next pandemic is not even in America’s own self-interest.
The presence at the swearing in of tech billionaires, who were seated in front of Trump’s own cabinet picks, rammed home the point that America is now an oligarchy. The tech and business world have fallen in line, with global implications. Meta’s announcement that it will stop fact-checking on Facebook and Instagram will impact Nepali society and politics .&nbsp;
Trump spoke with Chinese president Xi Jinping before his inauguration, and it seems to have been a meeting of minds between the two authoritarians: the TikTok ban was immediately halted. For all the bluster and brinkmanship, those threats against China appear to be just bargaining.&nbsp;
Trump invited President Xi for his inauguration, who sent his deputy Han Zheng. India’s External Affairs Minister S Jaishankar was also present.&nbsp;
For Nepal, the impact of Trump’s second term will be governed by how US relations with India and China develop in the next five years. Having said that, the US Embassy in Kathmandu has always held importance beyond Nepal to serve as a Tibet listening-post. If the Trump-Xi bonhomie grows, it will affect US support for the Tibet freedom movement, and the Dalai Lama succession question.
On India, the Trump administration is expected to continue Joe Biden’s strategy of holding a slightly reluctant India in its Indo-Pacific embrace to counter China’s increasing economic and military influence in the region.&nbsp;
Trump has not followed through on his threats of tariffs on Chinese imports from “day one”. This suggests a less hostile and more pragmatic approach towards Beijing. That did not mean he held back criticism of China in his speech: notably when he blamed China for being a big polluter, and not paying more to WHO.&nbsp;
“The United States will not sabotage our own industries while China pollutes with impunity,” Trump said after announcing the withdrawal from the Paris climate agreement and revoking the Biden administration’s EV mandate.&nbsp;
It is true that China has become the world’s largest greenhouse gas emitter, although in per capita terms it is still much below the US. China also leads in global renewable energy efforts, it is the biggest manufacturer and exporter of EVs, and has made photovoltaics, lithium batteries and wind turbines affordable to the world.
One can dismiss territorial claims on Panama, Greenland and the ‘Gulf of America’ as deranged, but his “drill, baby, drill” and “frack away, Pennsylvania” all promise to keep America as the biggest producer of fossil fuels. &nbsp;
As a consequence, America itself will see more intense hurricanes, coastal erosion, wildfires and weather extremes. But it will be countries like Nepal at the frontlines of the climate emergency that will pay the heaviest price.&nbsp;
Last year was the warmest year on record as global temperatures exceeded 1.5°C above pre-industrial level for the first time – that target was set to be met by 2050 in Paris ten years ago. Nepal has experienced its warmest January yet this year, and the wildfire season has started early.
Another direct impact on Nepalis will be Trump’s executive order to end birthright citizenship for children of undocumented immigrants. The crackdown at the Mexican border will affect hundreds of Nepalis taking the backdoor routes to reach America. Stricter immigration will also affect tens of thousands of Nepalis who are currently in the US or are planning to go study there.&nbsp;
Budget cuts of USAID for reproductive health, human rights and social welfare, and US withdrawal from being the largest donor of WHO will mean less funding for healthcare and the social sector in Nepal.&nbsp;
Washington will further lose its moral high ground in Nepal on issues like transitional justice, human rights, democracy and press freedom. Nepal was already feeling less pressure from the West, and it is now steadily aligning itself with curbs in resurgent India and China.&nbsp;
It will be even more hypocritical for the US to espouse freedom and democracy in the rest of the world after its refusal to call Israel out on its war crimes in Gaza. Trump will take credit for the Gaza ceasefire, and will lean on Ukraine to accept peace terms with Russia.
By the looks of it, Trump is just getting started.&nbsp;

Trump’s Second Coming

The shock wave of the return of Donald Trump to the White House, as well as the Republican control of the Senate and possibly the House, will impact not just America but people across the world.
In South Asia, it will mainly change the way Washington views and deals with China and India, and in more unpredictable ways. The impact on Nepal will be governed by how US relations with the country’s two giant neighbours develop in the next five years.
“Compared to Harris who has been focused more on multilateralism and maintaining allies, Trump is more confrontational and unilateral,” says National Assembly member and former Foreign Minister Bimala Rai Paudyel. “There is fear that Trump’s policies will push the world to become even more polarised than it is now.”
India and China will both be able to fill the gap left by Trump America’s retreat from global and regional leadership. They will be able to take advantage of Trump diluting relations with or abandoning traditional allies in Europe and Asia.
Although India is in the western camp, New Delhi has wanted to call its own shots. It is using its growing economic clout to thumb its nose at the EU and the US. For example, India has got away with importing oil from Russia despite western sanctions.
Says Akhilesh Upadhyay, Senior Fellow at the Strategic Affairs Center, IIDS: “From a traditional security perspective, Nepal is bang in the middle of China and India. China and America have a great power rivalry, and it is unclear which way Indian axis will go.”
India can also benefit if Trump follows through on threats on more tariffs on Chinese imports. Even though the Biden-Harris administration has been punishing China with tariffs and other barriers, Trump has in the past been more belligerent on Beijing.
“On the one hand, India is close to US in Quad, on the other hand, it takes part in BRICS where it works with Russia and China, and the Shanghai Cooperation. It remains to be seen how the US relationship plays out with our two big neighbours,” adds Upadhyay.
Since the enemy of an enemy is a friend, Washington has regarded India as its bulwark against increased Chinese economic and military clout. But New Delhi has not always gone along with US strategic interests, and does not really like the Americans being too involved with India’s smaller neighbours.
On the downside, A Trump administration could curb the influx of Indian IT workers in US, and the easy access Nepali students have to those jobs in the US could also be scaled back.
Some experts say which party is in the White House will not affect policy South Asia, and Nepal even less. But a Trump win could mean less development assistance to Nepal, particularly in reproductive health, human rights, and social safety.
Nischal Pandey at the Centre for South Asian Studies in Kathmandu says that the few state-level visits between the US and Nepal — from King Mahendra’s address to the joint session of US Congress during President Eisenhower tenure in 1960 to Ganesh Man Singh being received at the White House by President Bush Sr after 1990, to US Secretary of State Colin Powell’s visit in 2002 during George HW Bush’s term — have all been during Republican administrations.
He adds, “Historically, Republican presidents and administrations have been &nbsp;interested in Nepal than Democratic ones.”
More directly, Nepalis aspiring to migrate to the United States could find it more difficult. There are currently about 300 Nepalis waiting in Mexico for human traffickers to smuggle them into the United States, and that border is going to be tightened even more.
Earlier this year, Sao Paolo airport in Brazil had 150 Nepalis stranded after arriving to take the Darien Gap backdoor to the US. Another 200 headed out to Brazil were stuck at Addis Ababa airport, forcing Ethiopia to ban visas to Nepalis.&nbsp;
Trump has threatened a 20% tariff on Mexican imports if it does not stop migrants. He plans to deport 11 million undocumented people, he may not be able to carry it through but the threat is there for Nepalis in the US without papers.
Trump’s strong rhetoric on China could be bargaining brinkmanship, and it will be interesting to see how he balances this with Sino-Russian alignment. Biden did not roll back bans on Huawei and restrictions on TikTok, and US security concerns about China’s rise is a bipartisan issue, just as Gaza is. Harris would not have done things differently in those sectors.&nbsp;
Says MP Bimala Rai Paudyal: “Trump’s win could cause economic tensions with China, which will affect trade here as well, this is something we will need to prepare for.”
America’s moral authority to lecture countires like Nepal on transitional justice, human rights, democracy, and press freedom will be diminished during the second Trump term.&nbsp;
Reproductive rights, support for family planning projects in Nepal through the UN system may also fall like it did during his earlier presidency. Foreign aid through USAID could also be cut.
But perhaps the more indirect impact on Nepal of the Trump presidency will be his rollback on America’s commitment to curb climate change which will accelerate melting of the Himalayan icecap with major impact on water supply downstream in Asia.&nbsp;
“America’s climate commitments and goals will be impacted by Trump who doesn’t believe in climate change,” says Paudyal. “The current work on loss and damage, and carbon trading depends significantly on US funding, and the world looks to the US to be proactive.”
If Trump can bring the Ukraine war to a close by cosying up to Putin, a peace deal may improve fuel and food situation globally. There are thousands of Nepalis in the Russian Army, at least 50 have died, and they could finally come home.&nbsp;
Concludes Upadhyay: “As for Nepal, the Trump administration should see Nepal as a soverign nation on its own right rather than through the prism of great power rivalry either between US and China.”

Trumpet Call

As of late October, the presidential election in the United States is on a knife’s edge. The only reasonably certain scenario in the immediate future is that the outcome on election day will be bitterly contested, and that some level of violence is highly likely if Harris is declared the winner.
I leave it to others to try to read the tea leaves about how the events of the next few months will unfold, and I will not attempt to elaborate on the formidable threats to human rights, international stability, and US democracy that will be unleashed if Trump gains the presidency. &nbsp;
These threats have been widely discussed. But there is surprisingly little discussion about the implications of a Harris presidency. To be sure, by bringing a woman – and a second person of colour – into the Oval Office, Harris’s victory would mark an historic step forward. &nbsp;
Preventing a second Trump term would, in itself, be of paramount importance. &nbsp;But what would President Harris actually be able to do? &nbsp;It might be useful to speculate about what we might realistically expect from a Harris administration.
To begin with, we should bear in mind that the implementation of President Harris’s domestic agenda will be severely constrained by a divided Congress (at least for her first two years) and by a conservative Supreme Court. This means she will not be able to pass most of the ‘big ticket’ items she has proposed in her campaign – more progressive taxation, extensive family-oriented programs, expanded access to home-ownership, etc.
She might be able to deploy her regulatory authority in some policy areas (health and environment) and – not insignificantly – she will also undoubtedly try to push ahead incrementally in areas of racial justice, gender equality, and public safety.&nbsp;
However, she will face serious pushback on many of these efforts from the Court. What she will be able to do is to defend and continue the dramatic achievements of the Biden &nbsp;administration in infrastructure and environment, achievements that have already been encoded in law.&nbsp;
The historic significance of the Biden legislative legacy has been obscured in the heat of the current campaign by the diffuse demand for ‘change’. But we should not allow unrealistic expectations about further advances to blind us to the importance of defending the major progress made during his presidency.
President Harris will have more political leeway in defining US foreign policy. &nbsp;Here, however, she will inherit daunting international crises – not only the terrible wars in Ukraine and the Middle East, but the ongoing threats to international stability caused by the rise of China, continuing threats from Russia and Iran, and challenges to international cooperation posed by climate change, cybersecurity, and global migration, among other things.&nbsp;
Again, however, we should not underestimate the enormous importance of the fact that she is not Trump. She might not be able to work miracles, but in contrast to Trump, we can count on her to place a high priority on US alliances, and international cooperation in security and the global economy – essential preconditions for managing the problems we face abroad.
The profound cultural, racial, and economic divisions that currently imperil American democracy preceded the rise of Trump and can be expected to persist beyond a Harris presidency. &nbsp;Moreover, many of the more immediate steps necessary to reduce these divisions are beyond her control.&nbsp;
We cannot move forward without bringing Trump and his associates to legal account. This will be a deeply controversial, but necessary step. But it is one that Harris should not attempt to influence. &nbsp;Beyond that, American democracy cannot fully rebound without either the re-democratisation of the Republican party or the emergence of a new conservative party that would replace it. &nbsp;
What we can realistically hope for is that President Harris will be able to build on Biden’s achievements, maintain sound economic policies, and prevent international crises from spiraling out of control. &nbsp;If she does that, she will also have played an important part in healing American democracy. &nbsp;

Prospects for a Kamala Harris administration

The first, and potentially only, debate between the 45th and 46th presidents of the United States constituted a <a href="https://www.politico.com/news/2024/06/28/trump-biden-debate-result-takeaways-00165701" target="_blank">clear win</a> for Donald Trump, as far more viewers focused on <a href="https://www.project-syndicate.org/columnist/joseph-biden-jr">Joe Biden</a>’s apparent physical and mental infirmities than Donald Trump’s evasions and trafficking in partial or outright lies.&nbsp;
The question now, though, is what, if any, difference it will make in the presidential election that is now just four months away.
The debate most likely increases the odds that Trump will occupy the Oval Office come noon on 20 January, 2025. Going into Thursday night’s debate, Trump was <a href="https://centerforpolitics.org/crystalball/the-somewhats-election-soft-biden-disapprovers-key-for-both-candidates/" target="_blank">slightly ahead</a> in many of the national polls and, more importantly, in the half-dozen swing states that will most likely determine the election’s outcome. The debate only added to this advantage.
The context favours Trump. This year has already proven to be a tough one for incumbents seeking re-election, as outcomes in <a href="https://www.project-syndicate.org/commentary/india-election-results-bjp-disappointing-victory-good-news-for-democracy-by-shashi-tharoor-2024-06">India</a>, <a href="https://www.nytimes.com/2024/06/30/world/europe/france-elections.html" target="_blank">France</a> and Britain have demonstrated. Polls also show a low approval rating for the prime ministers of <a href="https://asia.nikkei.com/Politics/Japan-s-Kishida-approval-rating-sinks-to-new-low-of-25-Nikkei-survey#:~:text=TOKYO%20%2D%2D%20Support%20for%20Japanese,that%20launched%20in%20October%202021." target="_blank">Japan</a> and <a href="https://nationalpost.com/news/bleak-poll-results-justin-trudeau" target="_blank">Canada</a>, which could lead to a change of leadership in those countries. Biden and the US are poised to be consistent with this trend.
Like many of his fellow incumbents, Biden has struggled to manage rising immigration and economic challenges. His failure to deal effectively with the <a href="https://www.bbc.com/news/articles/c7227y6nqzmo" target="_blank">southern border</a> has allowed some <a href="https://thehill.com/opinion/4423296-matthews-illegal-immigrants-double-under-biden-and-thats-just-the-start/" target="_blank">ten million</a> men, women, and children to enter the US illegally. Then there are the effects of inflation, something voters are reminded of every time they go to the grocery store or fill their car with gasoline. Biden can point to domestic and foreign-policy accomplishments, but they are less salient to many Americans.
Most critical is the question of his <a href="https://wfin.com/fox-health-news/doctors-express-concern-about-bidens-apparent-cognitive-issues-during-debate-troubling-indicators/" target="_blank">age</a>. Doubts are widely and deeply held that Biden is simply too old for what is arguably the world’s most demanding and important job. He is 81, turns 82 in November, and, if re-elected, would turn 86 while still in the White House. And he is an old 81.&nbsp;
As the debate demonstrated, he walks stiffly, loses his train of thought, and has a weak and raspy voice. Trump is only three years younger and makes little sense when he speaks, often taking bizarre rhetorical detours, but manages to project a more vigorous image.
Given Biden’s <a href="https://www.aljazeera.com/news/2024/6/28/biden-seeks-to-project-confidence-amid-concerns-over-debate-performance" target="_blank">better outing</a> at a campaign stop the day after the debate, some believe he can bounce back. After all, Ronald Reagan and Barack Obama recovered from poor debate performances. But that was because they were seen as great orators who simply had a bad night. Biden’s problem is that his poor showing reinforced an already-entrenched narrative that will be difficult, if not impossible, to alter. His performance could even threaten to turn him into something of a lame duck, further weakening his influence at home and abroad.
All this said, Biden will be the Democratic Party candidate chosen at the party’s convention this August unless he takes himself out of the running and frees his pledged delegates to vote for someone else. Who this someone would be – Vice President Kamala Harris, a sitting governor or senator, a member of his cabinet – is anybody’s guess.
It is obvious that Biden and his inner circle are resisting calls (<a href="https://www.nytimes.com/2024/06/28/opinion/biden-election-debate-trump.html" target="_blank">including from sympathetic editors</a> at major news outlets) for him to step aside. Neither he nor his loyal lieutenants, many of whom have been close to him for decades, have given any indication that the president will bow out.
Biden’s declining political fortunes could well prove to be a drag on other Democratic candidates come autumn. It is possible that a Trump victory could help bring about a Republican takeover of the Senate at the same time Republicans hold the House of Representatives. Together with a Supreme Court that has increasingly demonstrated sympathy for positions supported by Trump and congressional Republicans, this would bring about the American equivalent of a parliamentary system, with power consolidated in the hands of a party that is better understood as radical rather than conservative.
There would be few checks on power strong enough to mitigate this imbalance; on the contrary, Trump’s plans to weaken the independence of the <a href="https://protectdemocracy.org/work/trumps-schedule-f-plan-explained/#:~:text=In%20October%202020%2C%20the%20Trump,to%20the%20president%20when%20hiring." target="_blank">civil service</a>, together with his promise to <a href="https://www.reuters.com/world/us/donald-trump-wants-control-justice-department-fbi-his-allies-have-plan-2024-05-17/" target="_blank">politicise</a> the Justice Department and regulatory agencies, would concentrate power further. Trump would be free to lower taxes, impose tariffs, further restrict access to abortion, ease already loose controls on gun ownership, enforce immigration law as he sees fit, and increase the enormous debt.
Foreign policy would also be vulnerable to significant change, because the US political system gives broad latitude to the executive. It is quite possible that Trump would reduce or even eliminate US support for Ukraine, hollow out US commitments to NATO, give Israel an even freer hand to prosecute <a href="https://www.aljazeera.com/news/2024/6/29/hezbollahs-plans-israels-threats-is-either-side-ready-for-war" target="_blank">war</a> in Gaza and Lebanon and build settlements, refuse to participate in global efforts to combat climate change, and prioritise bilateral trade issues with China over broader concerns with Beijing’s behavior abroad.
Elections have consequences, and this one more than most, given that the differences between the candidates far exceed any similarities. In the wake of a debate that appears to have tipped the scales against Biden, and with no way of knowing if someone else will be the Democratic candidate and how he or she would fare, US friends and allies should prepare themselves for potentially major changes come January.&nbsp;

The world should prepare for Trump

This made the role of human rights and social justice organisations like the US-based non-profit, Adhikaar, even more critical.Their strategy was to “buy time” for a more friendly administration so there would be more space to advocate for reforms while migrants were protected from deportation. As Joe Biden prepares to be sworn in on 20 January, after a tumultuous few months including the storming of the US Capitol, there is hope for non-US citizens including Nepalis whose lives have been in limbo for the past few years.Nepali Times spoke with Adhikaar’s Executive Director Pabitra Benjamin, Director of Organising and Programs Narbada Chhetri, and Campaigns and Communications Manager Prarthana Gurung about how the  <a href="http://www.google.com/url?q=http%3A%2F%2Farchive.nepalitimes.com%2Farticle%2Fnation%2Fconcern-over-temporary-protected-status-of-Nepalis-in-US%2C4072&amp;sa=D&amp;sntz=1&amp;usg=AFQjCNFI8vujOQmisshhawL9lTumixJbRA" target="_blank" rel="noopener noreferrer">Temporary Protected Status</a> (TPS) under a Biden presidency will affect Nepalis.Nepali Times: First off, how is Adhikaar working on TPS? Pabitra Benjamin: Adhikaar has been around since 2005, and we describe ourselves as a ‘workers centre’ in that we focus on workers from low-income jobs, especially informal sector workers that are not unionised and do not have the same labour standards -- such as nail salon workers, domestic workers and gig workers. We work with new immigrants so worker rights and immigration rights have both been important focus areas. We also work on language and healthcare justice issues and have a reach of 10,000 Nepali speaking people from Nepal, India, Bhutan, Tibet and Burma.  Adhikaar fought hard to get TPS status to Nepal and it required advocacy, lobbying with congressional members and coalition partners to push the Obama administration in that direction. The Nepal Embassy had sent a letter requesting for TPS status, but that is not enough. Lobbying is key. It was important as it would give Nepalis, including undocumented workers, a legal status, allow them to visit home while also being important for rebuilding Nepal. We have also been fighting for the renewal of TPS after the Trump administration <a href="https://www.google.com/url?q=https%3A%2F%2Fwww.nepalitimes.com%2Flatest%2Fus-extends-tps-for-nepal%2F&amp;sa=D&amp;sntz=1&amp;usg=AFQjCNHLld70fKLPOg8zH0TPa92S-ukxEg" target="_blank" rel="noopener noreferrer">cancelled it for many countries, including Nepal</a>. A lot of people under the TPS status have been here for a while, so we are fighting for their permanent residency. Prarthana Gurung: We have been pushing for permanent residency for TPS holders but it takes a couple of years at the minimum. After Trump terminated TPS we had to challenge it and buy time by filing a lawsuit to prevent deportations. We started talking with the American Civil Liberties Union (ACLU) and other legal organizations in 2018, and did a nationwide search for plaintiffs who could represent Nepal. We filed in 2019, and we won a preliminary injunction. So even if TPS was terminated, people could not be deported while the judicial branch investigates the rationale for termination. In September, the 9th Circuit Court backed the government’s decision not necessarily on the arguments of the case, that it was racially biased, that the Trump administration did not follow the rules and protocols, and that you cannot separate parents from their US-born children -- but on the basis that the judge in the lower-court who created the preliminary injunction did not have the authority to do so. Our lawyers appealed this decision, and for now, the timeline for TPS holders has been auto-extended till October 2021. <img width="1988" height="1326" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111128/636cd2ce9c7e80680e08f934jpeg.jpg" alt="">Narbada Chhetri: The frequent changes and uncertainty can be nerve-wracking for TPS holders because their lives are in limbo. There is a lot of uncertainty about their future but there is also hope. Every time the TPS is terminated, we have used litigation to allow them to remain legally in the US, which has helped build trust.But more importantly, we have helped empower TPS holders to share their stories, focused on their leadership skills, empower them politically and be part of the movement. They lead the meetings with DC officials, and we are just a mediator. In 2019, we mobilised 300 Nepali TPS holders and in September 2020, over 100 came to DC in the midst of the pandemic to advocate as they have taken ownership of this movement. It is because they turn out to share their stories, to lobby in DC, to be a part of the movement that they are seeing they have a role in changing what happens in Congress.Pabitra Benjamin: For Adhikaar, it is not about being their ‘saviours’, but ensuring that they have the power to change the laws and policies that directly impact them. With the <a href="https://www.google.com/url?q=https%3A%2F%2Fwww.nepalitimes.com%2Fbanner%2Fnepalis-hopeful-about-biden-presidency%2F&amp;sa=D&amp;sntz=1&amp;usg=AFQjCNEHdieUt9Dmxsf5rjvaf-FxaJfa4g" target="_blank" rel="noopener noreferrer">Biden administration</a> and a more friendly Democrat-majority Congress, there is now more room to push our demands.In fact, just a few days ago, Vice President-elect Kamala Harris said she wanted to introduce legislation for DACA (Deferred Action for Childhood Arrivals) and TPS recipients from day one to provide them Green Cards so we are in a wait-and-see mode. The other strategy is to look at a settlement of the case and see what comes out of it. From the very beginning litigation by itself was not going to give us what we wanted which is permanent residency. It is a tool to extend the timeline to fight for permanent residency. We have already started having meetings with the transitional team of the Biden administration and are looking towards a redesignation of all countries to maintain their TPS status.If redesignation is not possible, we are also asking for other ways to help TPS status holders to stay in the US.One such alternative is to get Deferred Enforced Departure (DED) that will allow those who have lost TPS status to get DED status which can be designated by the President. Redesignation requires Department of Homeland Security to do country assessments and is a long, convoluted process that involves embassies and the State Department for an 18-month extension. We are hopeful that if the redesignation happens, it will be for all TPS countries and not on a country-by-country basis.But both these have the ultimate objective of buying time to help TPS holders win permanent residency through Congress. The President doesn’t have the power to provide permanent residency, it is up to Congress to pass the legislation which Biden would then have to sign off on.We were involved in writing the legislation of HR-6 (American Dream Provide Act 2019). We made sure that all Nepalis who were in the US in 2015 and qualified for TPS but did not get it would also qualify for permanent residency. This means PR for 30,000 Nepali, which is a big deal.We are fighting a bigger fight than just TPS. We are also looking at comprehensive immigration reform. It is broken, and reform is overdue by decades, so we want to push for comprehensive immigration reform including a pathway to permanent residency for undocumented workers or those in the middle of a status. Within that it is to make sure TPS holders and DACA recipients get permanent residency.Adhikaar does not necessarily work with diversity visas, but we expect the Biden administration to roll back the limit on diversity visas by the Trump presidency. <img width="2100" height="600" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111128/636cd2d69c7e80680e08f936jpeg.jpg" alt="">What was the status of undocumented workers during the pandemic?Narbada Chhetri: Vulnerability is relative, TPS workers at least had work permits and pay taxes. Undocumented workers were disproportionately impacted. Because they do not pay taxes, they did not get benefits like everyone else. In addition, they also do not have insurance nor the confidence to access healthcare. Adhikaar supported 768 Nepalis financially. It is easy to forget that undocumented workers are doing essential jobs as well. It is because a domestic worker takes care of a doctor’s child, while he or she in the hospital fighting to save lives.Many undocumented workers are still under a lot of financial and mental stress, especially those who have spent an enormous amount of money to come here through irregular channels, and continue to pay lawyers or loans back home. Pabitra Benjamin: Undocumented workers do not have desk jobs, they have to be physically present at their workplaces, which increases their levels of risk to exposure. There is some potential conversation on support for PR in the case of essential workers. When we fight for what essential worker means, it is also the delivery workers, Uber, Lyft drivers and domestic workers. Any pro-immigrant benefit that goes to essential workers should go to them as they were also doing essential work during the pandemic.What has Adhikaar’s engagement with elected officials like Alexandria Ocasio-Cortez the Representative for New York’s 14th Congressional District been like? And your experience mobilising voters of Nepali origin?Pabitra Benjamin: The focus for Adhikaar is about building the power of Nepali speaking workers, but services do not just come from anywhere. It requires fighting for policy changes, building relationships with elected officials including Congress members, state representatives and city officials. We choose who we work with based on issues. If there is a common cause, we engage with them as representation is important.Prarthana Gurung: Representation is important. We fall under new immigrants and as our communities grow, it is exciting to see people who look like us running for office, but that is not sufficient. This is an important warning for Nepal and countries in the region which are grappling with making their own electoral systems free and fair, and deliver accountability.Foreign policy experts say that the chaos that has followed this election is more reminiscent of the banana republics to which America used to lecture about freedom, democracy and human rights.America has projected hard power through its global military might, but also its value system through technology and US cultural products. But four years of Trump has cost America this moral high ground globally.“The US is divided like never before. This will have far-reaching consequences for the rest of the world and for South Asia that looks up to the United States as a beacon of democracy with proper separation of powers and moral authority to guide other countries on matters of electoral politics,” says Nishchal Pandey, Director of the Centre for South Asian Studies in Kathmandu. “Despite his poor handling of the pandemic and several erroneous decisions, President Trump has shown that his policies were admired by a substantial chunk of the population.”Indeed, the US election results so far prove how little facts matter even in a democracy in which the media has been relentlessly investigating Donald Trump’s wrongdoings. A Biden presidency would likely give continuity to this strategic alliance that has <a href="https://www.nepalitimes.com/latest/from-mt-everest-to-the-indian-ocean/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/from-mt-everest-to-the-indian-ocean/&amp;source=gmail&amp;ust=1604666072196000&amp;usg=AFQjCNH6ws6_4UtO66t386Uyh9kjDfEr3g">caught Asian countries like Nepal in a bind</a>. Biden will also likely stay the course on the Indo-Pacific strategy and QUAD naval exercises in the Indian Ocean this week. “It appears that Biden will largely follow the Trump approach to China and therefore to the Indo-Pacific in as much as this is a structural feature of current international politics and therefore has garnered bipartisan support in the United States,” says <a href="https://archive.nepalitimes.com/regular-columns/GUEST-COLUMN/Repeating%20,110" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/regular-columns/GUEST-COLUMN/Repeating%2520,110&amp;source=gmail&amp;ust=1604666072196000&amp;usg=AFQjCNGxjUh4EKyVRxx-HKtIwWMWV9DGbw">Bhaskar Koirala</a> of the <a href="http://www.niiss.org.np/" data-saferedirecturl="https://www.google.com/url?q=http://www.niiss.org.np/&amp;source=gmail&amp;ust=1604666072196000&amp;usg=AFQjCNGOP3CNXeRaQ_p-YwPWbhrrYMZziA">Nepal Institute of International and Strategic Studies</a>. “Under a Biden administration, the US can be expected to play an increasing role as an off-shore balancer in Asia.”For Nepal, a Biden administration may place a greater emphasis on development and programs such as the MCC (Millennium Challenge Corporation) infrastructure project as a counter to China’s BRI (Belt Road Initiative). Koirala adds: "Biden may have a more general foreign policy objective to ensure that Nepal is stable politically and that it retains its independent identity."

The monsoon has got bad press because Nepal’s tourism operators actively told visitors to avoid <a href="https://nepalitimes.com/opinion/managing-the-monsoon?%2F">the rainy season</a>. It is time to change that. The reason can be found right here in the vast alpine meadows of Central Nepal where this time of year you can walk on velvet grass of pastures abloom with delicate pink, red and yellow flowers as the mist rolls up the valley. There is no sound except the hum of bumble bees. &nbsp;&nbsp; There are dozens of places across high Nepal called Chaurikharka, which means yak pasture. But this particular Chaurikharka in Rukum East located at an altitude of 4,000m stands out for its serene beauty, rustic charm and bucolic setting. There is just the occasional chime of <a href="https://nepalitimes.com/here-now/when-yaks-go-so-does-culture">yak bells</a> in the distance, and the sharp whistle of herders corralling sheep. &nbsp;&nbsp; The grass shoots are so fragile that one hesitates to step on them, the rounded ridges appear and quickly vanish in waves of mist. With the<a href="https://nepalitimes.com/here-now/before-the-next-monsoon"> arrival of monsoon</a>, these meadows are a soothing shade of green dotted with millions of <a href="https://nepalitimes.com/review/the-anatomy-of-a-flower?%2F=">multi-coloured flowers</a>. Until very recently, it took a week or so to hike up to places like Chaurikharka, but with the expansion of the road network even to these far-flung mountains in the lap of Dhaulagiri, they are much more accessible. It is just a three-hour uphill from the Mid-Hill Highway on the border between Baglung and Rukum East.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250802130828_a0b06b494d751b2144ffbbf10894ea64b29e8aed844bc8c66171783abfaf4e16.jpg" data-media-id="editor_4" data-image-id="20250802130828_a0b06b494d751b2144ffbbf10894ea64b29e8aed844bc8c66171783abfaf4e16" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="Visit Nepal in the monsoon"> </figure>  Purists would say that such easy access devalues the sanctity of these remote high meadows, but it also means more people will be moved to treasure the experience, appreciate <a href="https://nepalitimes.com/banner/natures-fragile-gift-to-nepal">the value of nature </a>so they can take steps to protect it.&nbsp; To be sure, the <a href="https://nepalitimes.com/here-now/deadly-monsoon-in-nepal-turns-deadlier">monsoon season can be challenging for road travel</a>. The roads are rough even at the best of times, and in the monsoon they become muddy and treacherous, often blocked by<a href="https://nepalitimes.com/news/monsoon-deluge-in-nepal"> landslides</a>. But that could be precisely the kind of adventure that the more intrepid visitors crave. Improved road connectivity has already made Chaurikharka and places like Badimallika &nbsp;and other sacred lakes in the mountains of western Nepal popular with domestic tourists. What is driving this traffic is the urge to go to exotic new places and share videos and selfies on social media. Several of Nepal’s travel vloggers have visited Chaurikharka and popularised the place, enticing followers on TikTok or YouTube to retrace their footsteps. But even as they become more popular, these fragile and once-remote places should be protected from over-tourism.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250731110736_f97110b7cdc3e7f80d5877690948fc9f4c95a09c583deb23b07355491e6c5446.jpg" data-media-id="editor_8" data-image-id="20250731110736_f97110b7cdc3e7f80d5877690948fc9f4c95a09c583deb23b07355491e6c5446" data-rendition-name="original" width="1083" height="699" loading="lazy" alt="Visit Nepal in the monsoon NT"> </figure>  <h2>INCREASING FOOTFALL</h2> Chaurikharka is located in Bhume Rural Municipality of East Rukum, near the scenic valley of Dhorpatan in Baglung district. Even in the <a href="https://nepalitimes.com/banner/monsoon-culture">middle of the monsoon</a>, there is a steady stream of Nepali hikers trooping to these high pastures – especially during festival days like Saune Sankranti which this year was on 17 July and actually marks the auspicious beginning of the monsoon here. “This year the rains have not been as heavy and there have been some clear mornings when we could see everything from Dhaulagiri to Machapuchre,” says Khageswar Bhandari, who trekked up here from the road. “The flowers, the greenery and the snowy mountain views make this an incredibly unique place.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250802130824_1b9e26f2e9853fdfe69154bb42a7c9ea6da4bf4940efc1da99b304dcfbd7d3d9.jpg" data-media-id="editor_10" data-image-id="20250802130824_1b9e26f2e9853fdfe69154bb42a7c9ea6da4bf4940efc1da99b304dcfbd7d3d9" data-rendition-name="original" width="2048" height="1152" loading="lazy" alt="Visit Nepal in the monsoon"> </figure>  Chaurikharka is worthwhile to get to in any season, but it has a different charm during the monsoon. Word has spread and because it is now easy to get to from Baglung or even Pokhara, people have been flocking here.&nbsp; “Holidays and Saturdays see the largest crowds, with up to 500 visitors every day,” says ward chair Mankaji Pun of Bhume.&nbsp; There was a time not too long ago when local herders brought sheep, goats, cows, buffaloes, horses, and mules to graze here during the monsoon. Although there are still livestock around, animals have been replaced by visitors taking selfies. A foot trail to Chaurikharka was built last year by the Tourism Division Office in Kohalpur, but access via the Raniwas-Koipa road section still remains challenging.&nbsp; “If we get more budget, we can improve the road and facilities to make Chaurikharka the main tourist attraction of this region,” says Bhume Municipality Chair Hom Prakash Shrestha. “After that, we hope to promote Chaurikharka as a top tourist spot.”&nbsp; Economic activity is also picking up with the arrival of visitors, but there seems to be a need to manage the makeshift sheds made of corrugated sheets that spoil the beauty of the place. Tea shops and lodges are also available but facilities are basic. Kuldeep Neupane took a three-day trip from Ghorahi in Dang to visit Chaurikharka recently, and says: “This is an ideal trip to make a quick getaway and let nature recharge your mind and body. And it is much more fun with a tent, to watch the sunrise over the Himalaya or the mist blowing in.”

Visit Nepal in the monsoon

The final investigation report on the crash of a Saurya Airlines jet on 24 July 2024 at Kathmandu airport has revealed flaws in the carrier’s technical operation procedures, poor monitoring by the Civil Aviation Authority of Nepal (CAAN) and gaps in the airport’s emergency response. Eighteen people including a child were killed, and only the captain survived as the plane plunged seconds after takeoff, crashing within the airport perimeter. This was the latest in a series of aircraft accidents in previous years, and further tarnished Nepal’s already poor aviation safety record and contributed to the country being retained in the EU’s air safety list. &nbsp;&nbsp;&nbsp; The circumstances in the Saurya crash were different from the Yeti Airlines crash in Pokhara in January 2022 that killed all 72 on board, and two Tara Air crashes in February 2016 and May 2022 on approach to Jomsom that together claimed 45 lives. However, all four tragedies were a result of negligence of carriers and crew, failure to follow procedures, regulatory slackness, and overconfidence. The Saurya crash, especially, was a glaring example of how an ailing airline broke its own rules to allow passengers, including non-employees, a joy ride to Pokhara on a maintenance ferry flight. CRASH REPORT The Final Investigation Report prepared by the Aircraft Accident Investigation Commission and released on the first anniversary of the crash last week carried a long list of rules that were ignored or broken, and of regulatory failure. The first mistake was to cram spares, tools and inflammable chemicals needed for the aircraft’s C-Check in Pokhara into the cargo hold flouting its own ground handling procedures.&nbsp; There was no check-in of passengers, some of whom were not even employees – even though regulations say only flight and maintenance crew should be on board a maintenance positioning flight. Many brought their own luggage into the plane and stored it unsecured in the cabin. There was no flight attendant to give a safety briefing to passengers. The load and trim charts given to the flight crew were rough estimates, and the total takeoff weight of the plane was 18,300kg plus or minus 200 kg. That would still have been all right, but there was a glaring mistake in the speedchart Saurya pilots were using to calculate the minimum takeoff speed (known as VR), and it had been wrong ever since the 21-year-old aircraft entered service with the airline in 2017. FAULTY DATA&nbsp; The Commission probed Flight Data Recorder inputs from previous takeoffs of the Canadian-built CRJ200-LR in 2023-2024 and found that the undetected error in the speedchart had caused the plane to pitch up at an abnormal rotation rate at least 18 times on previous takeoffs.&nbsp; Any rotation rate more than 3°/sec is regarded as unusual. But on at least two occasions, this aircraft with tail number 9N-AME had rotation rates of 5.8°/sec and 5.5°/sec, the second one was when the pilot who survived was flying in March 2024.&nbsp; On this particular day, the plane’s rotation rate was 6.5°/sec, causing it to go into a deep stall soon after takeoff, the Commission report said. Essentially, the plane was not flying fast enough down the runway to take off safely.&nbsp; It is not yet clear whether excess weight, unsecured luggage, wrong centre of gravity were also factors, but relying on a faulty speedchart for the given takeoff weight, the captain flying pulled back on the yoke before the plane had reached takeoff speed and at a pitch angle that was too steep. The investigation report says the plane then went into a deep stall and started banking right with the stick shaking. At this point, the flight officer on the right hand seat is heard on the cockpit voice recorder saying: “Whoa, whoa, whoa. Sir, Sir, Sir…” It then banked left before the pilot flying turned the plane sharply to the right again in an evasive action to avoid the parking aprons of the international and domestic terminals. Had he not done so, there would have been a disaster of a much greater magnitude at Kathmandu airport that day. The plane scraped the runway with its right wingtip, collided with a container having helicopter spare parts, and plunged into a gully east of the runway, exploding in a fireball. The investigation also noted that the impact forces seemed to be survivable for some occupants. The fire trucks took unnecessarily long to reach the site even though it was inside the airport perimeter. Flouting rules caused Saurya tragedy

Two weeks ago, Prime Minister KP Sharma Oli announced jubilantly on social media that Nepal had achieved a historic annual growth of 81.8% in exports. He was right. Nepal’s trade did take a great leap forward compared to last year. But the dramatic rise was mainly due to processed soya bean oil.&nbsp; However, Nepal does not produce the edible oil it exports. In fact, the soya and palm oil that make up 44% of total exports are imported from Southeast Asia and South America, and simply re-exported, mostly to India.&nbsp; Under the SAFTA (South Asian Free Trade Area) Agreement, Nepal can export products to India duty-free if it has at least 30% value-added. Nepal’s traders have taken advantage of SAFTA even though the edible oils they export do not reach that value addition threshold. “The 30% value addition requirement is often only on paper,” says former commerce secretary Purushottam Ojha. “It is clear that simply packaging edible oils in Nepal does not fulfil the terms of the trade agreement.” Prime Minister Oli is aware of this, and even called Nepal’s export figures “fake” at an earlier event. The government is relying on other iffy figures to suggest that Nepal’s economy is strong and getting stronger. For example, the value of imports rose by 13.25% in 2024-25 compared to the previous fiscal year.&nbsp; Some of it was due to a jump in electric vehicle imports worth Rs 31.76 billion, but mostly it was because more wholesale soya oil was imported to be re-packaged and sold in India. The very fact that the government boasts about increased imports is an indication of how much it relies on taxing them for revenue. Touting such trade figures cannot be the basis to claim an economic rebound.&nbsp; “A jump in the value of imports can be interpreted as an increase in purchasing power, but it is not evidence of a stronger economy,” says economist Keshav Acharya. “Even though imports have increased, Nepal's domestic production and productive capacity have not improved.” Nepal Rastra Bank's semi-annual economic activity study report shows that industrial production was down in the first six months of the last fiscal year. This despite an increase in the number of new industries registered and investment commitments. Out of the Rs70.2 billion proposed foreign investment, Nepal received only Rs17.9 billion last year.&nbsp; Meanwhile, the rate of capital formation was limited to 24% last year, which is lower than the year before, suggesting that new investment, job creation and economic expansion all declined. If domestic production does not improve in relation to this year’s inflated trade figures, the outflow will put pressure on foreign exchange reserves like it did three years ago. At that time, Nepal borrowed from the IMF under its Extended Credit Facility Program to kickstart the economy.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025080710084_2cdaaa5795828c4a7de93a0604ba884ef0a8b8f24cccd939f6c24e279ab6058f.jpg" data-media-id="editor_0" data-image-id="2025080710084_2cdaaa5795828c4a7de93a0604ba884ef0a8b8f24cccd939f6c24e279ab6058f" data-rendition-name="original" width="1633" height="723" loading="lazy" alt="Nepal's bubble economy NT"> <figcaption>Source: NEPAL RASTRA BANK</figcaption> </figure>  The macroeconomy is on firm footing with foreign exchange reserves at a comfortable Rs2,520 billion in May, up 23% from last year. This was largely due to remittances, and partly due to a falling NPR exchange rate. Real estate transactions and the stock market index have also been climbing as a result of government policies to revive the sector.&nbsp; However, former executive director of Nepal Rastra Bank Nar Bahadur Thapa cautions: “This is not organic growth, it is the result of deliberate policy decisions to relax rules on real estate and stock markets transactions.” In reality, the sharp rise in land prices have increased the cost of production, and excessive monetisation of the real estate has become the main source of Nepal’s economic woes. The central bank has announced a slew of new policies, shifting the terms of loan repayment for industrialists and entrepreneurs, reducing interest rates, and injecting more working capital — all designed to inject adrenaline into the real estate and stock market sectors.&nbsp; When he was governor, Mahaprasad Adhikari made several financial reforms during the latter half of his tenure to stimulate the economy, including tightening credit flow.&nbsp; By the last fiscal year, additional financial reforms had resulted in a credit expansion rate of around 8%. As the pace of credit expansion slows, real estate prices have started to fall. This is actually beneficial to the economy, because it lays the foundation for improvements in land-related entrepreneurship, production, and the construction sector. Just because real estate and the stock market transactions increase, it does not indicate an economic turnaround — especially when manufacturing and productive sector continues to languish.&nbsp; “It is foolish to believe that real estate and the stock market have magically revived our economy. Agriculture employs more than half of the population, but it is in decline. Investment in the productive sector has not increased, and job creation has not increased.” Two years ago, Nepal’s industrialists, business leaders, and political leadership predicted a recession amidst a sluggish business, declining market demand, large-scale job loss, and a shrinking real estate and share market.&nbsp; Still, the economy grew by 3.36% in fiscal year 2023/24. In fact, Nepal’s economy has grown nominally over the last two decades even when all sectors of the economy are in decline.&nbsp; Says Keshav Acharya: “The growth in trade, real estate, and the stock market are bubbles. The real economy remains stagnant.”

French citizen Louis arrived in Nepal for the first time earlier this year, planning to <a href="https://nepalitimes.com/banner/the-abcs-of-a-winter-trek-in-nepal">trek the Annapurna Circuit </a>before heading down to Bardia to hopefully catch a glimpse of some<a href="https://nepalitimes.com/news/nepal-counting-its-tigers"> tigers</a>. Before he began his journey from Besisahar, Louis (who only revealed his first name) had imagined breathing crisp mountain air, and following the melodious gurgle of the Marsyangdi.&nbsp; Instead, he had to breathe fumes and dust all the way to Chame. Louis says he masked his face with a handkerchief: “It was not what I expected, this is not right.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025080304080_f03fce1527cf8a63178e4e82589a1a7096c8cfa28893ca4a5f7fe82d91a6e38a.jpg" data-media-id="editor_2" data-image-id="2025080304080_f03fce1527cf8a63178e4e82589a1a7096c8cfa28893ca4a5f7fe82d91a6e38a" data-rendition-name="original" width="2419" height="1814" loading="lazy" alt="Manang trails NT 1"> </figure>  Many other trekkers are similarly disappointed as roads have been built along what used to be <a href="https://nepalitimes.com/banner/a-walk-back-in-time-chandragiri-hatiban">walking trails</a>. Manang and Humla are the last remote regions in the Himalaya to be connected to the national road network. &nbsp;Construction of the 87km Besisahar-Manang road began in 1994, but was stalled during <a href="https://nepalitimes.com/news/14-years-after-conflict-no-closure-in-nepal">the Maoist conflic</a>t, and finally finished in 2012.&nbsp; Most of it has not yet been blacktopped, and sections have been carved out of vertical cliff faces, making them treacherous. But it has allowed road access to Manang, a journey that previously took a week on foot.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025080304084_32b3ca875a0df9f1dd42dbe915e6f6a2cd4f2e53f1cf2d3ee5cbdb3435905000.jpg" data-media-id="editor_5" data-image-id="2025080304084_32b3ca875a0df9f1dd42dbe915e6f6a2cd4f2e53f1cf2d3ee5cbdb3435905000" data-rendition-name="original" width="2400" height="1505" loading="lazy" alt="Manang trails NT 1"> </figure>  While the <a href="https://nepalitimes.com/opinion/the-road-out-of-nepal">road has improved access</a>, it has impacted on<a href="https://nepalitimes.com/here-now/trekking-in-the-time-of-climate-change"> trekking tourism </a>— the mainstay of Manang’s economy. The number of tourists visiting the scenic valley behind the Annapurnas grew from 21,245 in 2023 to 30,866 in 2024. The Annapurna Circuit is known for unique sights like <a href="https://archive.nepalitimes.com/news.php?id=9194">Tilicho</a>, one of the highest lakes in the world, the Thorong La pass that connects Manang to Mustang, and the valley’s own rich cultural heritage. Thorong La at 5,416m is the highest hiking pass in the world, and was used by locals for trade with Mustang before it became a <a href="https://nepalitimes.com/opinion/comment/lift-restrictions-on-upper-mustang">popular trekking route</a>. &nbsp; “For guests, the excitement of reaching Thorong La is now overshadowed by their disappointment of having to journey through dusty roads to get there,” says Manang lodge-owner Ongma Gurung. “That is the complaint we get the most.” <a href="https://nepalitimes.com/banner/tourism-that-treads-lightly-on-the-land">Local tourism </a>operators are trying to get the government to build alternative foot trails. But there have been delays due to a lack of budget.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025080304084_c5f76e398182785bb17846a148e3ca89de5687b4623580f8e2d725a7a287edfa.jpg" data-media-id="editor_11" data-image-id="2025080304084_c5f76e398182785bb17846a148e3ca89de5687b4623580f8e2d725a7a287edfa" data-rendition-name="original" width="2419" height="1762" loading="lazy" alt="Manang trails"> </figure>  The Naso Rural Municipality has identified other routes along the Annapurna Circuit in Chyamche, Tal, and Khotro so trekkers can bypass heavy vehicles involved in the construction of the Manang-Marsyangdi Hydropower Project. “But the local government cannot do everything,” admits the chair Dhan Bahadur Gurung. “And for leaders in Kathmandu, Manang is out of sight and out of mind.” Munindra Jung Gurung represents Manang in the Gandaki Provincial Assembly, and says he has raised the issue in <a href="https://nepalitimes.com/news/pokhara-s-tourism-woes">Pokhara</a>. He is hopeful there will be a hearing. To be sure, the road is not all bad news. Locals benefit, the number of visitors has grown, and trekkers can now also save time and use it to explore <a href="https://archive.nepalitimes.com/news.php?id=5960">side valleys in Manang</a>, visiting the villages like Nar and Phu. Annapurna Conservation Area (ACA) chief Rabin Kadariya concedes that the road to Upper Manang was crucial to connect the remote region with the rest of Nepal, but adds: “We have built an alternative trail connecting Talgaun, and we will consult local communities about their priorities on other hiking trails.”&nbsp;
