<figure><img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd7d99c7e80680e092e0ajpeg.jpg" alt=""/><figcaption>Photo: AMIT MACHAMASI</figcaption></figure>When the Immigration Department last month <a href="https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/" target="_blank" rel="noopener noreferrer">proposed travel restrictions</a> for women under 40, <a href="https://www.nepalitimes.com/banner/more-anti-government-rallies-in-nepal/" target="_blank" rel="noopener noreferrer">Nepalis took to the streets</a> wearing black, chanting slogans and holding placards.The rage on the streets was magnified as the proposal coincided with a series of <a href="https://www.nepalitimes.com/editorial/republic-of-rape/" target="_blank" rel="noopener noreferrer">unsolved rape cases</a>, and prolonged political stalemate due to feuding alpha males in the ruling NCP holding the country hostage.The proposed travel ban was only the latest in a long saga of restrictive policies against women in the past 20 years, as Upasana Khadka meticulously details in her column <a href="https://www.nepalitimes.com/opinion/two-decades-of-debate-on-female-migration/" target="_blank" rel="noopener noreferrer">Labour Mobility</a>. Mostly, they were misguided attempts to curb trafficking.Last year, in a move to revise the long-debated Citizenship Bill, the <a href="https://www.nepalitimes.com/banner/nepal-waits-for-an-unequal-citizenship-law/" target="_blank" rel="noopener noreferrer">NCP bungled the task</a>. Nepal is one of a few countries where citizenship laws are so discriminatory.Xenophobic politicians have long used nationalism to justify <a href="https://www.nepalitimes.com/latest/nepals-citizenship-bill-is-a-hornets-nest/" target="_blank" rel="noopener noreferrer">unequal citizenship for Nepali women</a>. For a state that acts as if it is so protective of women, it has spectacularly failed to prosecute perpetrators of sexual violence, <a href="https://www.nepalitimes.com/banner/daughter-slaughter/" target="_blank" rel="noopener noreferrer">acid attacks</a>, dowry, and domestic violence.The case of 17-year-old Bhagarathi Bhatta, murdered after rape in Baitadi in February became exceptional only because it was resolved by the police. Most other <a href="https://www.nepalitimes.com/banner/four-fold-increase-in-reported-rape-in-10-years/" target="_blank" rel="noopener noreferrer">rape cases</a> are either unlawfully ‘settled’ through police mediation, or perpetrators are never caught, like in the Nirmala Pant case three years ago.However, with little or no help from an uncaring state and despite roadblocks and limitations, Nepali women have broken stereotypes, challenged gender roles and have achieved as much, if not more, than their privileged male counterparts. We have featured some of them in this International Women’s Day Special Issue of Nepali Times. <img width="126" height="150" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd7dc9c7e80680e092e0bjpeg.jpg" alt="">And perhaps it is a sign of times that women, particularly in the urban centres <a href="https://www.nepalitimes.com/latest/nepali-women-turn-their-backs-on-misogyny/" target="_blank" rel="noopener noreferrer">do not accept discriminatory laws and archaic patriarchal values</a> anymore, they fight for their rights, advocate and speak out despite <a href="https://archive.nepalitimes.com/article/nation/Online-violence-against-women,2915" target="_blank" rel="noopener noreferrer">vicious online trolls</a>, attempts at character assassination and threats of abuse and death.At the same time, <a href="http://archive.nepalitimes.com/article/editorial/Nepal-land-of-our-daughters,2901" target="_blank" rel="noopener noreferrer">women have transformed the landscape of rural Nepal</a>. Partly, this is because the men are missing: gone abroad for work. This is where women’s empowerment is most felt, they till the farms, <a href="https://www.nepalitimes.com/banner/women-hold-up-more-than-half-the-sky/" target="_blank" rel="noopener noreferrer">build highways</a>, lead community forestry groups, run schools.During the 2015 earthquakes, it was the women who kept the families together and <a href="https://nepalitimes.com/article/Nepali-Times-Buzz/mountains-without-men-sindhupalchok,3585" target="_blank" rel="noopener noreferrer">rebuilt homes</a>. New studies show that women-headed households have fared far better during the economic crisis caused by the pandemic.Given the chance, Nepali women have also time and again proven their mettle in leadership positions. After the local elections in 2017, <a href="https://www.nepalitimes.com/latest/women-leaders-set-example-for-rest-of-nepal/" target="_blank" rel="noopener noreferrer">Hupsekot in Nawalparasi</a> and Jumla became two municipalities in which <a href="https://www.nepalitimes.com/here-now/jumlas-great-leap-into-the-future/" target="_blank" rel="noopener noreferrer">women were voted both chair and deputy</a>. In most others, deputy mayors are required by law to be women if the mayor is a man.Mayor Kantika Sejuwal of the Nepali Congress and vice-mayor Apsara Devi Neupane of the NCP have <a href="https://www.nepalitimes.com/banner/holding-up-the-whole-sky-in-jumla/" target="_blank" rel="noopener noreferrer">together improved</a> education, farming, nature conservation, and now Covid-19 management in Jumla. The chest-thumping male leaders of the NCP in Kathmandu should be ashamed of themselves.Imagine what we could have achieved if the Jumla and Hupsekot model was replicated in more of Nepal’s 736 municipalities, 17 cities, and the Central Government. Only 3 in the 22-member Cabinet are women, and women in politics are still largely confined to the kind of ceremonial roles ascribed to President Bidya Devi Bhandari.We might boast of having one of the largest female representations in Parliament but few have a say in matters of importance. We need to encourage <a href="https://www.nepalitimes.com/banner/women-leaders-seen-but-not-heard/" target="_blank" rel="noopener noreferrer">female politicians</a> who dare to stick to principles inctead of over-scrutinising them for just being women.Similarly, <a href="https://www.nepalitimes.com/opinion/uneven-pandemic-impact-on-nepali-women/" target="_blank" rel="noopener noreferrer">80% of Nepal’s labour force is female</a> but they continue to be restricted to the ‘informal sector’. We have to utilise their full potential and promote equality at home and in the workplace for women to gain economic independence.International Women’s Day on 8 March must not be limited to tokenism. We have to strive for gender equality in every sphere of life as if every day is women’s day. We must pay special heed to the doubly-discriminated women from Dalit and other excluded groups, as well as gender minorities who identify themselves as women.Nepal’s progress in public health, education, nutrition and poverty alleviation is directly proportional to increased female literacy. What needs to change now are laws, cultural norms and values that <a href="https://www.nepalitimes.com/editorial/3-4th-of-the-sky/" target="_blank" rel="noopener noreferrer">still treat women as half-citizens</a>.Sonia Awale

Everyday as if it is Women’s Day

This startling fact highlights how <a href="https://www.nepalitimes.com/latest/more-child-marriages-in-locked-down-nepal/" target="_blank" rel="noopener noreferrer">girls are at particular risk</a> as the Covid-19 crisis impacts Nepal’s economy.    The <a href="http://archive.nepalitimes.com/blogs/thebrief/2016/03/23/vow-to-end-child-marriage/" target="_blank" rel="noopener noreferrer">legal marriage age</a> in Nepal is 20. Globally, girls who marry before 18 are considered <a href="https://www.nepalitimes.com/opinion/too-young-to-marry/" target="_blank" rel="noopener noreferrer">child brides</a>, yet close to 40% girls under the age of 18 are married in Nepal, making the country one of the worst examples in Asia.  “There were more child marriages than usual in Sarlahi, Dailekh and Surkhet districts during the lockdown,” says Samita Pradhan of the Women's Reproductive Rights Programme at the Centre for Agro-ecology and Development (CAED). “I think people are following their culture — <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/ending-child-marriage-in-Nepal,3864" target="_blank" rel="noopener noreferrer">marry your daughters at an early age</a> because they are a burden.”  A survey by the British agency Voluntary Service Overseas (<a href="https://www.theguardian.com/global-development/2020/sep/07/why-covid-school-closures-are-making-girls-marry-early" target="_blank" rel="noopener noreferrer">VSO</a>) shows that 11 out of 152 girls had been married in the four districts during the lockdown period this year. The NGO, <a href="https://www.nepalitimes.com/latest/child-marriages-up-during-nepal-lockdown/" target="_blank" rel="noopener noreferrer">Room to Read</a> said in May that it had discovered at least seven cases of child marriage during the lockdown. In October, the provincial police office in Lumbini launched a two-week campaign to prevent child marriage after reporting 49 cases in the province in the past three years.  “Children were not going to school, so they had more time and parents might have thought ‘let them go’,” says Pradhan.  The pandemic’s predicted <a href="https://www.nepalitimes.com/latest/child-marriages-up-during-nepal-lockdown/" target="_blank" rel="noopener noreferrer">impact on child marriage</a> is frightening. <a href="https://www.unfpa.org/sites/default/files/resource-pdf/Responding_to_COVID-19_Pivoting_the_GPECM_to_the_pandemic.pdf" target="_blank" rel="noopener noreferrer">A UNFPA estimate in September</a> warned that if Covid-19 causes a one-year average delay in interventions to end child marriage, some 13 million more child marriages will occur over the next decade.  In Nepal, following the 2015 earthquakes, child marriages reportedly rose when increased economic pressure led to more marriages of under-aged boys and girls.  ‘Destruction of houses and property and interruption of livelihoods from the earthquake resulted in additional financial strain. For some parents, this directly related to decisions made to marry daughters early. For some adolescents, decisions to marry revolved around the fulfilment of basic needs, such as food and shelter,’ according to the report, <a href="https://nepal.unfpa.org/sites/default/files/pub-pdf/child_marriage_in_humanitarian_settings_in_south_asia.pdf" target="_blank" rel="noopener noreferrer">Child Marriage in Humanitarian Settings in South Asia</a>. Factors for <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/child-marriage-in-Nepal,3863" target="_blank" rel="noopener noreferrer">child marriage</a> are similar in most humanitarian situations, says Apekchya Rana Khatri at the UN Population Fund (UNFPA) in Nepal: “One very important driver is the socio-cultural norms and practices, which value girls less. It starts from there.” In Dolakha and Sindhupalchok, the trend of arranged marriages before age 18 had been decreasing before the earthquake. Love marriages and elopements among older adolescents rose after the earthquake. Each area is a unique setting for child marriage, with the level of education, proximity to urban areas, culture and religion playing instrumental roles.  Puja of Godaita Rural Municipality in Sarlahi says she got married during the lockdown and was 20 at the time. A local NGO disputes her age. But Pooja’s father, Raj Kumar says his daughter is ‘marriageable’. “I married two of my daughters only after they reached the age of 20,” says Raj Kumar. “I married my third daughter Puja in March to a man who is working in a foreign country, because they did not ask for a dowry. I could not say no to such an offer because I already have debt to pay and if I have to take further loans for dowry in order to marry my daughters, I will die of debt.”  His reasons for arranging Puja’s marriage echo those often heard from parents of child brides. “I have five daughters and you know how hard it is to marry daughters in our society,” he says.  Financial issues can lead families to push their daughters to get married early, because it is one person less to feed and clothe. However, experts also argue that there is also the norm of having to get girls married before 19. “But the biggest reason for child marriage we could draw after investigating was the economic cause,” says Anju Sah, a gender and sexual reproductive health rights activist in Sarlahi. Parents were also worried about their daughters eloping because of the growing use of smartphones that girls and boys use to meet, chat and sometimes to arrange to elope.  The lockdown also became an incentive to some families as they could easily complete marriage rituals of girls between 16-18 with smaller budgets without inviting a lot of people. “They are mostly illiterate and they often have a hard time figuring out what to do if any kind of problems come their way,” says Sah. Young mothers are unable to birth normal babies, while <a href="https://www.nepalitimes.com/banner/child-marriage-in-nepal-eloped-at-13-mother-by-17/" target="_blank" rel="noopener noreferrer">pregnancy and motherhood</a> also takes a toll on their health. Miscarriages are also common among young mothers. When we talked to Puja in November, she had returned from her in-laws’ to live with her parents while she wrote the Grade 11 exams.  “My husband and I don’t have plans to have children until I finish my studies. There is no pressure from my relatives to have kids right now. One of the names they provided was that of Puja, and soon after we contacted Puja and her father, but they both denied that she was 18 when she got married, insisting she had been 20.  We then reached out to municipal officials in Sarlahi. One of them denied that the reported marriages had taken place, while another confirmed that “a large number” had occurred in the ward, but some time prior to the lockdown.  We consulted with an employee of another NGO working in the area, who told us that no child marriages happened in the ward during lockdown. He also said that Puja had not been married, but only engaged. Conflicting information is a shared experience for organisations doing work around child marriage. While parents are aware of the legal marrying age, marriages continue to take place before girls reach the legal age. Official documents providing evidence of their marriage are often missing, which calls for an urgent need to strengthen registration of births/deaths and other vital information.  Some names have been changed. What is not so clear is whether gender-based violence is becoming more common in this plains province, or that better educated women are now taking complaints to the police.The number of complaints of violence against women in the eight districts of Province 2 surged dramatically from 602 three years ago to 10,243 in the past year. Most of the complaints involved dowry-related violence, polygamy, physical domestic violence against women, trafficking, rape and attempted rape. However, DIG Pradyumna Karki, chief of Province 2 police, thinks the number of crimes has increased because more people are reporting them. “Previously, people used to try and hush up crimes like rapes. But now more people are aware of the presence of the police, and we get all sorts of complaints,” Karki says. Advocate Rekha Jha agrees: “Women have tried to hide these incidents in the past but are now coming forward with their testimonies. When perpetrators go free because of political pressure, it raises the confidence of those who prey on women.”Yagya Prasad Acharya of the district court in Dhanusha district has a different take on the problem: “Now, men also have the right to file for divorce. In the past when only women could file for divorce, men hesitated to commit violence. Now that fear is gone.” Court records show that abuse of social media was a cause in increasing numbers of violence against women in the province. With the rise in female literacy, young women are now also more assertive, refusing to get married early, or if they do, brides are not as submissive towards in-laws as in the past.Another reason for the rise in violence against women is mismatched marriages, activists say. Province 2 Chief Minister Lalbabu Raut had even announced the ‘Chief Minister Educate Daughter, Save Daughter’ campaign amidst much fanfare. Padam Prasad Pokharel, information officer in the province’s cabinet office, says the campaign is mainly focused on education. “The campaign aims to end child marriage through education -- it is also working on women's safety,” he says. The province's Ministry of Social Development is imparting self-defence training to girl students of public schools, aiming to protect them from abuse, violence, and rape. “The schools wrote to us saying the program was effective, so we are continuing it this year,” Pokharel says. In the past year the ministry spent Rs11 million on self-defence training at schools, but it has taken no other initiative to reduce violence and crimes against women. 		<ul><li>Usha Devi Das of Janakpur has been enduring torture and abuse from her in-laws for not delivering enough dowry when she got married. She complained to the police twice, but law enforcement only forced the couple to sign a pledge and sent them home. The abuse did not stop. Das complained again, but her in-laws got a stay order from the district court. </li></ul><ul><li>Rita Devi Yadav of Bhangaha of Mahottari district registered a complaint against her husband and his family at the District Police Office, Dhanusha on 4 September, accusing them of physical and mental torture and of throwing her out of the house. Yadav then started living with her parents. She accuses her father-in-law and brothers-in-law of mistreatment. Yadav's husband has gone into hiding after the complaint was filed. The couple has a 21/2 –year-old son. </li></ul><ul><li>Shyam Mahara of Shahidnagar of Dhanusha beat his pregnant wife Rinadevi until she fainted, and left her alone at the provincial hospital in Janakpur. Mahara filed a complaint against her husband 5 days later on 8 September. Her father-in-law then took her home a week later. Mahara was again admitted to the hospital this month when her baby was due. The baby was delivered with a caesarean section, but was in poor health. Her in-laws disappeared after they admitted her, leaving her with Rs1,700 in hospital charges per day. Alarming rise in violence against women

In the Das family home, teenage sisters Samjhana and Sushmita told their parents they were going to bed.The thatched roof, single-storey house had three rooms, one where the two sisters slept and another for their step-mother and younger sister. Their father, Jadolal Das, and his son walked to the family's pool room that they rented to locals.Sushmita remembers being woken up about midnight by her sister’s screams. Then she felt a burning pain in her own hands and body. Sushmita was at the corner of the ward with bandages on her right hand and neck. Her sister lay bandaged and covered in a blanket in the Intensive Care Unit nearby.The heart monitor was beeping, and there was the sound of rough breathing. A visitor called out her name. She replied “hajur” in a trembling voice. It was too painful for her to talk. She had burns over 35% of her body, including her head, chest, back and face.Plastic surgeon Surendra Basnet had already performed one operation on Samjhana that morning, but warned the prognosis was not good.The nurses were dressing Sushmita’s wounds, which were not as serious. She was crying, praying for her sister. “I did not even know what acid was, I did not know it could burn you like that,” she said, in a weak voice.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161124/636923119c7e80680e03a161jpeg.jpg" alt="" width="500" height="584"/><figcaption>Pahilopost.com</figcaption></figure>Outside, in the corridor was the girls’ father Jadolal Das. But also hovering around making phone calls and holding hospital bills was a neighbour, Rambabu Paswan. When quizzed about his relation with the family he said: “I am a neighbour, but I am like a father to the girls. I watched them grow up.”Asked if he suspected anyone, Paswan told us Jadolal Das had a long-standing feud about property with his elder brother. The family had some savings, but friends in Chandrapur raised money for the sisters’ treatment.A few days after Nepali Times visited the hospital, police arrested Rambabu Paswan, the neighbour who had told us the sisters were “like daughters to me”. Police found that he had made 180 calls to Samjhana over the fortnight prior to the attack. Samjhana confirmed to her father that Paswan was the attacker, and he would call her often to propose sex. (See box.)On Monday 24 September, at the age of 18, Samjhana died of multiple organ failure. Doctors had performed three surgeries, and although they tried their best, they could not save her life. The mother of two was set upon by her neighbour, Bimal Sripali, 37, and she is being treated at Bharatpur Hospital for stab wounds in her abdomen and head and acid burn injuries in her face, chest and hands.Police said Sripali had started divorce proceedings against his wife, and may have been making advances on Pariyar, 26, which she rejected. Basanti was with her sister and another woman when they passed Sripali, who grabbed her by the hair and poured acid on her face. Sripali has confessed to the crime, and said he went to Birganj to buy the acid.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161124/6369231c9c7e80680e03a165jpeg.jpg" alt="" width="1500" height="1107">On the same day in Pokhara, Shriya Sunar, 10, was found dead in Kodi village. She had gone to the market to buy biscuits. The post-mortem report states that the girl was raped, choked and hit on the head with stones. A Kusum Poudel, 27, and four other suspects have been arrested. Poudel confessed to the crime, and said he was drunk and stoned. Two days earlier, in faraway Jumla, a teenage girl was raped while returning home from festival. The police caught two teenage suspects.A Nepali Times investigation shows 479 girls and women have been attacked or raped in less than three months all over Nepal (see map, above). My son and I sleep there because there isn’t enough room at home. That night, I said bye to my family after dinner and left for the pool room with my son. It was raining heavily and I could barely sleep because of the noise on the roof. At midnight, I got a frantic call from my wife and all I could hear were her cries. I woke up my son and we rushed home.The room was full of a smoky, stinky smell. I saw the dread in the faces of my daughters. I had no idea what had happened there. The neighbours had already called an ambulance, but it was late so I took my injured daughters in a borrowed scooter to nearest Chakor Hospital.For two hours, the doctors applied medicines and bandages on the burns, but then suggested that I take them to Kathmandu. An ambulance driver helped me out. The doctors gave my daughters painkillers and we drove off at 3AM.Rambabu Paswan, my neighbour insisted that he come along. It took us seven hours to reach Kathmandu and my daughters were finally sent to the operating rooms. Sushmita had suffered 4% burns in her body, but Samjhana had 35% and was kept in the ICU. I wept when I saw her there.The Rautahat police called me up after a few days and asked me about the relationship of my daughter with Rambabu Paswan. I said we were neighbours, but the police sounded suspicious. They told me he had called her 180 times in the 15 days before the attack, but that his phone was now switched off. So, in the hospital in Kathmandu, I asked Paswan where his phone was, and he said he had lost it while sleeping outside the ICU.The next day, detectives found acid burn marks on Paswan's  fingers. I went to the ICU and asked Samjhana if Paswan was the culprit. She nodded, “Yes.” She told me haltingly how Paswan used to stalk her, and call repeatedly to proposition her.Paswan was arrested from the premises of the hospital in Kathmandu the next day, but that was no consolation for us. Samjhana died. We took her back to her hometown for her funeral so her friends could say their last goodbye. All I want now is for Paswan to be punished. It is difficult to say what is worse: that it used to be hidden, or that victims and their families are coming forward to complain to the police.That is because the high profile cases of rape and abuse in the past few months have shown that the police is actually involved in protecting perpetrators, falsely accusing the innocent, destroying evidence, and covering up the truth. Combined with cases of recent encounter killings, the actions have led to a serious erosion of the public’s confidence in the police. In fact, there may be many victims now who are not going to file a complaint because they fear harassment and fabrication.As we reported last month, the number of reported rape cases in Nepal has increased by 30% in the past year. It has <a href="https://www.nepalitimes.com/banner/four-fold-increase-in-reported-rape-in-10-years/" target="_blank" rel="noopener">multiplied four times</a> in ten years . There have been 479 rape and attempted rape complaints brought to the police since the horrific murder of Nirmala Panta in Kanchanpur on 26 July. A special committee assigned to investigate the case, while accusing the district police chief of covering up, came no closer to naming the suspects.Read also: '<a href="https://www.nepalitimes.com/?p=14002&amp;preview=true" target="_blank" rel="noopener">Daughter Slaughter</a>', Monica DeupalaThe police have been equally ineffective in tackling a surge in copy-cat <a href="http://archive.nepalitimes.com/article/nation/lenient-punishment-not-a-deterrent-for-acid-attacks,2077" target="_blank" rel="noopener">acid attacks</a> in the past two weeks. The shocking case of Samjhana Das in Rautahat has once more exposed the culture of misogyny, patriarchy and impunity that corrodes our society. Men perpetrate these heinous crimes because they are brought up with a sense of entitlement and the conviction that they will never be convicted. There are also mothers-in-law and women who commit gender crimes, but by and large, it is a male-dominated activity.Acid attacks are especially horrific since they disfigure the victim for life, even if they survive. Pouring acid on a person is like burning them alive. In most cases, the root cause is the same as in rape, and often it is to take revenge for rebuffing an advance.We have reported in the past <a href="http://archive.nepalitimes.com/news.php?id=13549" target="_blank" rel="noopener">decades </a>in this paper about how acid attacks and bride burning are also perpetrated by in-laws for insufficient dowry. <figure><img width="800" height="769" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161120/636922d09c7e80680e03a14bjpeg.jpg" alt=""/><figcaption>Diwakar Chettri</figcaption></figure>The survivors often lose their sight and are maimed because the acid burns through the skin down to the bone. They suffer months of excruciating pain even if they do not survive, like Samjhana Das, who died on Monday two weeks after an acid attack. Her 15-year-old younger sister, Sushmita Das, was also injured. A neighbour, Rambabu Paswan, has confessed he used acid on them because Samjhana had rejected him.Three years ago in the heart of Kathmandu, a fellow-student squirted acid on a class mate, and because it happened in the capital, the crime got wide play in the media. When the perpetrator was finally caught, it turned out to be a case of someone taking revenge against the girl’s family, who lived next door, for being taunted for being a <a href="https://archive.nepalitimes.com/regular-columns/on-the-road/acid-attacks-caste-discrimination,463" target="_blank" rel="noopener">Dalit</a>.The case illustrates how in Nepal there are layers upon layers of pent-up grievances against injustice and discrimination. Stricter measures on the purchase of acid, and monitoring its use may be a deterrence, but as long as the root causes of gender-based violence remain, potential perpetrators will simply use another tool to attack girls and women.There is also urgent action needed to make the laws against acid attacks at least as strict, if not stricter than the ones for rape, bride-burning and other heinous crimes against women. At the moment, perpetrators only get a maximum of eight years in jail if convicted of carrying out an acid attack.Violence against women is a manifestation of the pervasive patriarchy in our culture. Misogyny is sanctioned by religious texts, folklore, movies, songs. Insulting women is taken as a joke. We have to look deeply inwards as a society to question values that we as a people seem to have come to accept as normal.Despite the new Constitution, the scale of justice in Nepal is still skewed. The persistence of gender based violence is the result of pervasive <a href="https://www.nepalitimes.com/banner/justice-for-sale/" target="_blank" rel="noopener">impunity</a>, where men, powerful people, upper castes, urban dwellers, appear to have more protection from prosecution for crimes than women, lower castes, the poor, and weak.It should be the state’s responsibility -- to protect with prevention, investigation and justice -- the most vulnerable section of society. Excerpts from Martin's op-ed:Nepal’s unique peace process has rarely gained outside attention since the guns fell silent two years ago. Yet, this success story deserves to be recognised and supported. Expectations are high among diverse groups for greater control of their lives and resources. But what federalism will mean in practice, taking account of the geographic and ethnic peculiarities of Nepal, remains elusive and potentially divisive. Reaching a national consensus will be a formidable task for the Constituent Assembly, and meanwhile the Nepali people cannot be expected to wait patiently until a new constitution is drafted to see real improvement in their daily lives.But there is reason to be hopeful. Nepal’s peace process has been truly indigenous: it has not been mediated or managed by any external party. CORROSIVE CONDUCT

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
