There has been a revision of safety protocols for flying in the monsoon in Nepal after the <a href="https://www.nepalitimes.com/news/chopper-hits-mountain-near-everest" target="_blank">latest crash of a helicopter</a> near Mt Everest on 11 July. The Civil Aviation Authority of Nepal (CAAN) grounded all helicopter flights after the crash that killed five Mexican passengers and the Nepali pilot, but some rescue flights have resumed during the lean tourist season. While <a href="https://www.nepalitimes.com/editorial/keeps-happening" target="_blank">CAAN is trying to more strictly implement</a> its rule about only flying under Visual Flight Rules (VFR) in flights to and from airfields in the mountains without navigational aids, private airlines have been taking their own measures. <a href="https://www.nepalitimes.com/banner/60-years-of-living-dangerously" target="_blank">Data scraped by Nepali Times</a> from multiple sources show that more than 90% of fatalities in crashes in the past 60 years in Nepal have happened when planes fly into mountains hidden by clouds. And nearly all of what are technically known as <a href="https://www.nepalitimes.com/news/pokhara-jomsom-flight-with-22-missing" target="_blank">Controlled Flight Into Terrain (CFIT)</a> incidents have occurred in the three monsoon months of July, August and September – and most of them have happened on approach or after takeoff. Interestingly, almost all of these accidents have happened in flights on mountain routes, very few have been due to mechanical problems and none have occurred in the Tarai in the past six decades. This is why CAAN and private operators have been trying to strictly enforce VFR protocols that absolutely forbids pilots from flying into clouds even briefly while flying in mountain airfields not equipped with navaids. “High terrain and unpredictable mountain weather make flying in the Himalaya the most challenging in the world,” admits Manoj KC, a 22-year veteran of Buddha Air with more than 17,000 flight hours. “However, the risk can be minimised by strictly following rules and adhering to protocols.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230724130752_3412cad34c25992c6aea66b05a2e8890abe208ae9cd35669da7f025cf3e12049.jpg" data-media-id="editor_4" data-image-id="20230724130752_3412cad34c25992c6aea66b05a2e8890abe208ae9cd35669da7f025cf3e12049" data-rendition-name="original" width="1962" height="1264" loading="lazy" alt="Manjo KC"> </figure>  Buddha Air is Nepal’s largest domestic airline with 16 ATR-72 and -42 aircraft, and besides international and CAAN safety regulations it also has in place its own extra steps to ensure that flight crew are prepared for monsoon flying conditions. Nepal’s pre-monsoon in April-May-June has rapidly developing buildups with strong updrafts, thunderstorms, hail and high winds. In the monsoon months of July-August-September clouds and heavy rain can reduce visibility as well as make runways slippery or water-logged. Winter brings fog at airports in the Tarai and in mountain valleys as well as ice and snow in the higher reaches. However, it is in the monsoon that more attention is needed. Buddha Air, for instance, has a monsoon briefing for flight crew before the start of the rainy season with safety reminders and long term forecasts. Buddha air also has a flight dispatch centre at the domestic airport where a Japanese software gives critical go, no-go information about various airports in real time. “The system helps us not just track our fleet, but also up to date weather conditions at airports,” explains Buddha Air’s flight dispatcher Umesh Khadka. CAAN also inspects aircraft tyres more frequently during the monsoon so their treads are intact to prevent skidding on wet runways, and wipers are also a part of the Minimum Equipment List (MEL). Buddha Air designs its own procedures when starting operations to new airports like Surkhet and Tumlingtar, taking into account all contingencies, including poor visibility during the monsoon. For Tumlingtar, for example, its engineers did a drone survey of the runway, plotted obstruction and terrain before verifying performance of ATR-72s on simulators even before the first proving flight. “We only started flying to Tumlingtar after all the procedure turns and decision points were double checked,” explains Manoj KC who flies ATR-72s. &nbsp;Only in the past month, three Tumlingtar flights have diverted back to Kathmandu because of sub-optimal visibility. Buddha Air is now lobbying to have new satellite based Area Navigation (RNAV) for more precise navigation in Surkhet and Tumlingtar, as well as Pokhara which has an Instrument Landing System (ILS). CAAN switched its radar coverage to Bhatte Danda, which covers more of the country but the new system does not plot weather systems like the older radar. This means air traffic controllers now cannot give planes waiting to take off more precise information about the location of storm cells. Pilots have to rely on the plane’s own radar which can track weather only after takeoff. In some cases, airline crew are pressured by passengers to fly because they are in a hurry to reach their destinations. This is why Buddha Air has installed at its departure terminals a Flightradar 24 map showing the live position of its flights, as well as webcam images of destination airports. The carrier says this has helped passengers better understand why there can be delays or even cancellations due to bad weather. Because many of the mishaps in the past have also happened due to pilots not knowing what en route weather is like, CAAN has installed live webcams on critical high passes like Ghorepani on the Pokhara-Jomsom route, and Lamjura on the Lukla-Kathmandu route. More are planned. Says Buddha’s Manoj KC: “We strictly follow safety procedures so that even airline management, government officials or passengers cannot pressure us to fly when weather parameters enroute or at departure and destination airports are no-go.”&nbsp;

Experimental flights were attracting not only swashbuckling, pioneering pilots, but also nationalistic sponsors keen to advance technology and force new scientific frontiers.This month a new biography is published about Lucy Lady Houston, a former chorus girl notorious as the richest woman in England who brushed aside scandal to become the patriotic financier of the first flight over Mount Everest, backed secret military research, and funded the creation of the Spitfire aircraft.Still nobody had flown over the highest point on earth, and the British were galvanised into action to beat their European rivals. Supported by the Royal Air Force, Britain had the advantage of a newly developed supercharged engine (the Bristol IS3 Pegasus) in a uniquely modified aircraft with an open cockpit they named the Houston-Westland, recommended by the RAF as the fastest-climbing two-seater aircraft ever tested. Douglas Douglas-Hamilton Marquis of Clydesdale (later 14th Duke of Hamilton) was appointed chief pilot, seconded by Flt Lt David McIntyre, each accompanied by an observer cameraman.Shipped by sea in crates to Karachi then reassembled, the two small Westland biplanes flew to the expedition base at Lalbalu airfield near Purnia in Bihar, due south of Biratnagar and some 160 miles southeast of Everest. The team was joined by three De Havilland Moths which had taken one month to fly out from UK, and large amounts of support equipment.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141112/636ba7439c7e80680e073770jpeg.jpg" alt="" width="1200" height="869"><figcaption> </figcaption></figure>After all the preparation, by 3 April 1933 the clouds had dispersed and they were ready to meet the unknown challenge of flying over Everest. Climbing from the plains of India to an altitude of 34,000 feet over Nepal, the tiny planes’ double wings delicately bound together with struts and stays were dwarfed by the towering Himalaya. Buffeted by severe wind currents and air bumps, blown sideways off course, dogged by downdrafts and faulty oxygen flows, then saved from collision with icy rock faces by fortuitous updrafts, the two aircraft eventually scraped over the top of Everest, before circling safely back to Purnia.Lord Clydesdale would never say how close he came to hitting the mountain other than to admit that it had been “cleared by a more minute margin than I cared to think about, now or ever.”But the first ever Everest flight had failed to collect the expected survey data and film footage because the photographer was unconscious with hypoxia, slumped on the open cockpit floor when his air hose split. It had to be undertaken in great secrecy by the defiant aircrew, as it was expressly against the orders of the team leader, sponsor Lady Houston and insurance company who all felt enough had already been risked.Despite so many close calls, the expedition was hailed as a resounding scientific and technical success, although they failed to detect any traces of disappeared climbers Mallory and Irving. The BAe Systems official who came with Charles confirmed that the ground-breaking 1933 Everest flight “had led directly to refinements in aviation technology that allowed high altitude flights”.******A couple of generations later, cameraman Leo Dickinson is another adventurer who likes to push the limits, pitting a fragile flying machine against the mighty mountains, and specialising in ‘filming the impossible’.He also enjoys a good joke. Short, bearded and sprightly, Leo danced around the Pilatus Porter plane, a tangle of celluloid film at his feet: “Quick, quick, kick it into the shade before it gets overexposed” he joked. Another one was “On this expedition we are experimenting with freeze dried water.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141112/636ba7489c7e80680e073772jpeg.jpg" alt="" width="640" height="906"><figcaption> </figcaption></figure>This 1991 expedition was aiming to fly a balloon over Sagarmatha, and we were tasked with helping with their Nepal support logistics. The four members consisted of adventure afficionados led by Leo with pilot Andy Elson, mountaineer Eric Jones and stroppy Aussie veteran balloonist Chris Dewhirst. They remain the first and only hot-air balloons to have flown over Mt Everest.Chris and Leo had made an earlier unsuccessful attempt to balloon over Everest in 1985 with an unruly bunch that had led to near-disaster. The team trained in skydiving in case of having to bail out, sought astrological predictions and practiced with flights at Bhaktapur and Bodnath.On the actual flight, they used fuel too fast, failed to gain more than 26,500 feet altitude and were forced to abort ten miles short of Sagarmatha. One balloon crash-landed into a tree and the other spread across a hillside before catching fire. Still, it stood as the highest alpine ballooning flight in history at that time.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141112/636ba74b9c7e80680e073773jpeg.jpg" alt="" width="582" height="363"><figcaption> </figcaption></figure>A crew of three Japanese attempted to fly over Everest from the north side in 1990 but smashed their balloon into the side of a cliff, lucky to escape with their lives.Leo and Chris were keen to complete their abandoned traverse of the world’s tallest mountain. The logistics to fly from the Khumbu over Everest to the Tibetan plateau were complex, requiring unprecedented Nepali-Chinese permissions, and an army of porters and yaks to ferry the fuel cylinders, camera gear, and snaking balloon skins. After Buddhist blessings at Tengboche, they set up their own weather station at Gokyo to measure the jet stream whilst meteorological satellites monitored the mountain’s moods.Acclimatisation was an important part of preparation whilst awaiting perfect weather conditions, but rivalry amongst the leaders was causing rifts and threatening competition instead of cooperation for the daunting exploit ahead.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141112/636ba74d9c7e80680e073774jpeg.jpg" alt="" width="1280" height="825"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141112/636ba7509c7e80680e073775jpeg.jpg" alt="" width="792" height="542"><figcaption> </figcaption></figure>When the two balloons finally took off from the sacred shores of Gokyo lake trailing prayer flags and waving to locals, support crew and girlfriends, Leo was perched on a camera platform outside the basket. “Chris’ ego means there is no space for me inside,” he quipped.The wind carried them up and away, whizzing past the shimmering summit of Sagarmatha at 100 miles an hour with Leo’s suspended cameras capturing the unique perspective of the highest Himalayan landscape spread beneath their frail wicker baskets.The expedition goal had been achieved, but technical problems were only just beginning. Communications collapsed, Chris jumped the gun, both balloons got separated soon after take-off, and the hot-air temperature was running too high, threatening to rupture the membrane. Gaining altitude, hypoxia affected all of them even with oxygen masks and, despite the additional canisters lashed to the baskets, they again burned fuel faster than anticipated.Andy and Eric suffered the deadly silence that every balloonist dreads when the burners fail and everything goes out. Biplanes and balloons over Mt Everest

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151116/636a64a29c7e80680e0598eajpeg.jpg" alt="" width="927" height="401"/>Thai International introduced Nepal to the jet age with its first regular flights between Bangkok and Kathmandu on 4 December 1968, and the airline is marking its 51st anniversary with a series of events this year.The first flight was by a Caravelle aircraft that flew from Bangkok to Kathmandu with a stopover in Calcutta. The plane deployed iconic parachute from its tail on landing to slow down the plane because of Kathmandu airport's elevation and short runway at the time.After that, Thai used DC-9s and the bigger four-engined Douglas DC-8 on the route, bringing Nepal closer to the rest of the world and promoting tourism in Nepal through its Asia-Pacific and Europe network. In the 1970s, Thai International had a management contract with SAS, sharing crew and aircraft, and aggressively promoted tourism to exotic Asian destinations like Bali and Kathmandu from Bangkok.Thai International was also the first airline to start widebody service to Nepal with the Airbus 310 and Airbus 300s, and 15 years ago started flying its new Boeing 777s to Kathmandu. It dropped its Calcutta stopover, and increased the frequency to daily flights with convenient connections to other destinations in the airline's network.

Thai marks 51 years in Nepal

Both are ancient landlocked <a href="http://archive.nepalitimes.com/article/nation/nepal-from-royal-to-republic,3736" target="_blank" rel="noopener">former monarchies</a>, both suffered ruinous wars, both struggle with governance and <a href="https://archive.nepalitimes.com/article/editorial/trickledown-corruption,4176" target="_blank" rel="noopener">corruption</a>, both are now vibrant democracies, but poverty and disease are persistent and endemic in the two countries.Compared with Ethiopia, however, Nepal has a much higher GDP per capita, is ahead in the ease of doing business, and Nepal has made much more progress in <a href="https://www.nepalitimes.com/editorial/poor-health/" target="_blank" rel="noopener">improving health indicators</a>.There is one area in which Ethiopia is far ahead of Nepal, however: running a global airline. While Nepal Airlines is mired in government <a href="http://archive.nepalitimes.com/blogs/kundadixit/2015/11/02/prepared-for-takeoff/" target="_blank" rel="noopener">interference and mismanagement</a>, state-owned Ethiopian Airlines is a reputed award-winning airline.“What has allowed Ethiopian Airlines to fly high is that from the time of [former emporer] Haile Selassie, the carrier has been insulated from government interference. It is state-owned, but does not depend on the state,” explains Pradeep Shrestha, a Nepali captain who flies for Ethiopian.Having flown for Nepal Airlines for nearly four decades, Shrestha has a unique perspective for comparing the two countries and their airlines. He credits Ethiopia’s former rulers, who saw the national airline as a global ambassador flying the country’s flag, whereas in Nepal, <a href="https://archive.nepalitimes.com/article/business/saving-nepal-airlines-with-fleet-route-expansion-drives,1983" target="_blank" rel="noopener">politicians interfered with the national airline</a>.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161120/6369222b9c7e80680e03a113jpeg.jpg" alt="" width="1400" height="1150"><figcaption> </figcaption></figure>Ethiopian Airlines was voted Best Airline in Africa last year and is the most profitable carrier in the region. The airline is the envy of other African nations because of the full autonomy it enjoys, despite being owned by the government. The airline has a fleet of 103 aircraft, including the latest model Boeing 777 and 787, and Airbus 350s, one of which is named Mt Everest. It has its own state-of-the-art maintenance hangar, and an advanced crew training school.From the beginning, Ethiopian has set its sights on being a global airline and accomplished it with a deep sense of nationalism, commitment, and transparency. There was a time Royal Nepal Airlines also had vision, and was regarded as one of the best airlines in the region for its service and equipment. It was one of the first carriers in Asia to buy state-of-the-art Boeing 757s in 1985, which today would be like acquiring brand new Dreamliners.“Actually, I believe we have as much potential as Ethiopian,” Capt Shrestha told Nepali Times. “Ethiopian is leveraging the country’s location, while Nepal can promote its destination.”Indeed, Ethiopian Airlines has pivoted its Addis Ababa hub as the gateway to Africa, offering connections to nearly 30 destinations in the continent for its flights from China, South Asia, Europe and the Americas.Shrestha returned to Nepal after getting his pilot’s license in Canada in 1982, flew Twin Otters, then Boeing 757s. He went back to flying STOLs for Kasthamandap to remote area airports.But when Ethiopian Airlines announced vacancies for pilots, he applied because his “dream was to fly Dreamliners”. At first he flew Ethiopian 767s chartered to the U.N., and often flew Nepali peacekeeping forces from Sudan, Haiti and East Timor to a familiar Kathmandu airport.Shrestha says he often wonders what Nepal Airlines would need to take off again. He thinks adding wide bodies would be the first step, but much more important would be visionary leadership, elimination of government interference, discipline, and a merit-based management.He adds: “There is no reason why Nepal cannot do what Ethiopian has accomplished. I am positive about it.”

Know your Ministers

Prime Minister Balendra Shah on Wednesday broke tradition and met with 17 foreign envoys collectively, a move that was a notable departure from how his predecessors operated.&nbsp;
Shah had already set himself apart by talking less, listening more, and delegating to trusted friends. But by meeting all ambassadors at one go in the presence of the Foreign Ministry, he signalled a paradigm shift in how he wants Nepal to be seen: no longer just balancing India and China, but as a country confident about its <a href="https://nepalitimes.com/opinion/guest-editorial/tripolar-contestation-over-nepal">strategic importance and place in the world</a>.
In just two weeks, the <a href="https://nepalitimes.com/news/rsp-dos-and-don-ts">RSP has sprung into action </a>on multiple fronts to implement its ambitious 100-point, 100-days action plan. It has taken short-term measures to mitigate the impact of the Gulf war, as well as medium- and long- term measures to streamline the bureaucracy. A few high-profile figures have been made examples of to drive the message home.
Earlier this week, the government recalled six politically appointed ambassadors, the most notable being long-serving Shankar Sharma from New Delhi. The Kathmandu District Court issued arrest warrants against former prime minister Sher Bahadur Deuba and his former foreign minister wife Arzu Rana on charges of money laundering and corruption.
Each ministry has been trying to clean up the accumulated rot from the past three decades: regulatory overhaul of microfinance, education, health and service delivery.&nbsp;
These actions widely disseminated campaign-style on YouTube and TikTok have made most Nepalis hopeful that the party they installed in power means business.

BACKLASH
But such attempts to overhaul a long-entrenched political culture were bound to face backlash. In their impatience and enthusiasm to get things done, some of Prime Minister Shah’s ministers have over-reached.
It was common knowledge that government-paid advertising in the mainstream press was kickback-driven, but the PMO’s directive that official notices be published or broadcast only on state-run media has been denounced — especially as the media industry struggles to stay afloat.
More serious are some recent appointments by ministers of relatives and figures closely associated with the RSP to key positions. This has rankled because this party built its political plank on ending nepotism and graft.&nbsp;
News that Home Minister Sudan Gurung allegedly had not paid rent on leased land, which illegally encroached on the lake in Pokhara did not help. &nbsp;
Prime Minister Shah himself has come under scrutiny for appointing a kitchen cabinet full of male buddies from his time as Kathmandu mayor. To douse criticism he brought in as adviser investigative journalist Deepa Dahal, who has exposed corruption in high places of the previous coalitions.&nbsp;
Shah’s appointment of another political adviser Asim Shah to the head Constitution Amendment Task Force, is also seen as problematic. He is a filmmaker and former lawmaker, but does not have a background in constitutional law.&nbsp;
Even more controversial is the Cabinet’s decision to appoint RSP Chair Rabi Lamichhane’s legal counsel, Narayan Kandel, as Attorney General. Kandel used to be a UK permanent resident, and does not have as much experience practicing law in Nepal.&nbsp;
Kandel’s appointment drew flak and raised eyebrows, and with the pending legal cases against Lamichhane this appointment represents a flagrant conflict of interest.
Health Minister Nisha Mehta was also accused of favouritism after reappointing Junu Shrestha, wife of Labour Minister Dipak Kumar Shah, as member of the Health Insurance Board which had earlier suspended her. The Labour Minister’s rambling rant at the Board’s meeting on Tuesday has not helped the RSP’s image.&nbsp;
(UPDATE: On Thursday, Prime Minister Shah sacked the Labour Minister after the RSP found him in breach of the party's code of conduct and discipline. He served 14 days in the Cabinet, one of the shortest tenures for a minister in Nepal )
It is hard to know what <a href="https://nepalitimes.com/news/ball-in-balen-s-court">Balendra Shah is thinking</a>, and how Rabi Lamichhane is going to justify some of these moves. After all, making politics, governance, and bureaucracy a meritocracy has been the core tenet of the RSP, and it risks alienating its mainly youth base if these missteps persist.
But at least for now, most RSP supporters seem to be giving the party the benefit of doubt.

Nepal’s new government springs into action

In a classic arc of political sociology, a revolutionary figure takes several decades to complete their cycle: mobilisation, institutionalisation, and finally governance. 
However, the timeline of this trajectory has been telescoped in the case of Home Minister Sudan Gurung, who in 2025 described himself as a social activist and volunteer, has gone from the barricades of the GenZ protests to the mahogany desk of the Ministry of Home Affairs.
Gurung is a personal pick of Prime Minister Balendra Shah, and played a pivotal role in getting him to join the RSP by mediating with Rabi Lamichhane. His journey serves as a real test bed for the ‘Outsider-to-Insider Transition’, raising a fundamental question about someone who now leads the very apparatus that he once fought against: the police, intelligence service, and the bureaucracy.
Social capital can indeed be built during a crisis exacerbated by state failure, and that is where we first see Sudan Gurung — expediting relief delayed by systemic corruption and red tape. Gurung’s delivery aid through a social-media-driven volunteer network bypassed the government. 
Whether or not he really rushed a dying child to hospital after the 2015 earthquake does not matter, it has become an urban legend. 
His work evolved into the non-profit Hami Nepal in 2020, serving as a ‘parallel state’ mechanism that would later become central to his public identity. Later, his group sprang into action during the Covid crisis, organising oxygen cylinders and beds . He was there after flood disasters in Manang and Sidhupalchok, and even organised Rs15m worth of aid to Turkey after the 2023 earthquake. 
Moral Legitimacy became his primary source of power, and he strategically positioned himself as an alternative emergency response system. But the real rupture happened on 8 September 2025 when years of frustration, corruption scandals, lack of transparency and state accountability culminated in a rally that the next day descended into anarchy. 
There was no single leader. The movement was fully decentralised, but as elsewhere such upheavals produces a recognisable face. Among them was Sudan Gurung. Who despite being a millennial himself, became the most visible interlocutor of the GenZ movement. 
He negotiated with the state’s key actors, including the president and the Chief of Army staff, during the period of uncertainty When the country was on the brink. This led to the dissolution of parliament and the formation of the interim government under Sushila Karki, paving the way for the election on 5 March.
Since then, Sudan Gurung’s role has become contradictory. Within days of touching Prime Minister Karki’s feet after her swearing in, he was at the gates of Baluwatar spearheading midnight demonstrations calling for her resignation. He accused her and Home Minister Om Prakash Aryal of not consulting the youth over Cabinet appointments and not arresting the previous government officials.
This oscillation became a hallmark of Gurung’s own version of the ‘Radical Flank Effect’ — erratic behaviour to force the establishment to make concessions. 
On 18 January Gurung formally joined the RSP, and started campaigning from his home constituency of Gorkha-1. He won decisively and was appointed home minister by Balendra Shah. The transition was complete. 
As minister his role spans core security areas: overseeing internal security through the Nepal Police, Armed Police Force and the intelligence bureau. The man who took part in anti-government rallies is now in charge of the riot police that aresupposed control anti-government protests.
His portfolio also handles state administration matters such as citizenship, immigration, and border security, coordinates with the judicial system on prisons, detention, and policies related to punishment and clemency. For example will be overseeing the fraud case against his own party’s chair, Lamichhane.
In his book Power in Movement, political scientist Sidney Tarrow observes that social movement leaders encounter ‘institutional capture’ upon entering government. In a sociological paradox, the man who previously denounced the police for killing youth protesters is now the person who issues directives to those same forces.
Preventive detention, surveillance, and the control of public festivals are the same instruments that the former old guard employed to stifle his movement. The activist who demanded transparency at the B P Koirala Institute now manages the state’s most secretive security apparatus.
In this arc, Gurung is not alone, there are parallels around the world for leaders emerging from the ashes of revolt. It is not so much a prediction, but for Gurung the challenge is even more acute because youth expectations are so high.
The bar for performance has been raised by citizens demanding change and quicker, more efficient service delivery. He is under constant public scrutiny, which is why he has to take YouTubers every time he goes on inspections of the airport, the BP Highway, police stations, picking trash on the sidewalks or meeting the Swiss ambassador to ask about repatriating the ill-gotten wealth of politicians.
Sudan Gurung is facing intense public glare. There have been calls to reveal the truth behind Hami Nepal’s finances, the alleged links to Free Tibet, and lately not paying five years of rent for an illegal lakefront property in Pokhara. 
As minister, he will find that moral legitimacy alone is no longer sufficient, it must be reinforced by transparent and consistent institutional accountability. Sudan Gurung’s ascent is evidence that the public mostly trusts ‘outsiders’ during times of crisis. However, history also cautions us that the state only permits ‘insiders’ to operate. 
Gurung will have to organise systemic reform to inject the transparency of his volunteer days to the Home Ministry’s traditionally secretive disbursements. If he fails, he runs the risk of validating Michels’ Iron Law of Oligarchy, which would serve as a warning about how revolutionary energy is dissipated by the very structures it was intended to overthrow.
Nepal is watching the man who said he once held a dying child in his arms after an earthquake. The volunteer has become the Warden.
