Nepali Times: What are the main demographic trends that will affect Nepal in the next 30 years? Won Young Hong: There are two major demographic trends we see on the horizon in Nepal in the next 30 years. The first of these is the age of the population. We expect fertility rates to continue to decline, as in many other countries in the region. It dropped from 4.6 children per woman in 1996 to 2.1 in 2022. This indicates a shift towards smaller family sizes in Nepal.&nbsp; The working-age population between 15-64 years is 64.6%, and this will peak in 2051 at 69.4% before starting to decline to 66.7% in 2061. At the same time, the proportion of people aged 60 and above increased from 7.6% in 2011 to 9.0% in 2021.&nbsp; The UN projections estimate that the share of the elderly population will continue to grow in the next few decades until one in five people (22.4%) are elderly in 2061. The second major demographic trend relates to migration, both within Nepal and overseas. According to the 2021 census, around 2.2 million Nepalis were living abroad in 2021. This trend is likely to continue as most young people seek opportunities abroad. Internal migration is also a major trend.&nbsp; Between 2011 and 2021, the population share in the Tarai increased from 50.3% to 53.6%, while in the hills, it decreased from 43% to 40.3%, and in the mountain region, it declined from 6.7% to 6.1%.&nbsp; There is significant internal migration from rural to urban areas in search of better job opportunities and improved living conditions, leading to rapid urbanisation. By 2021, about 27.1% of the population resided in urban areas, up from 22.3% in 2011, while the share of the population living in peri-urban areas remained similar at around 39%.&nbsp; The share of the rural population declined from 38.5% to 33.2% during the same period. Urban areas, especially the Kathmandu Valley, have seen significant population growth, while over half of rural municipalities have seen negative growth. Provincial capitals like Biratnagar and Janakpur have seen population surges. Current trends indicate a rising share of the urban population and a shrinking rural population in the future. How can Nepal avoid the mistakes of some other Asian countries in responding to low fertility? It is an important question, and there are no fixed answers because each country is unique in many ways. Low fertility levels are a global trend, and no single country has managed to reverse this through policies despite a variety of initiatives being introduced. There are many lessons to be learned.&nbsp; It is clear that policies with an exclusive focus on the reproductive function of women with cost-based financial support without addressing structural issues affecting reproductive decisions made by men and women are largely unsuccessful.&nbsp; It is important for Nepal to analyse the issues and develop a context-driven and evidence-based approach to responding to the needs of people. Generally, policy is most effective in supporting people's choices when it responds to the diverse needs of individuals.&nbsp; For example, it is crucial to recognise the impact of the disparities between paid employment and raising children and close that gap with financial support for families with limited incomes. At the same time, employment needs to support women and men with children so they can balance family life and activities with work. Less rigid 9–5 working hours and accessible and high-quality childcare support are just a few of the measures that can help.&nbsp; Employers need to be encouraged to recognise that people with children in the workplace have needs and that there are systemic barriers for parents that have wider social impacts. These can be broken down with greater accommodation of the diversity of preferences of adults as to their choices of when and how many children they want to have.&nbsp; Policies need to create family and child-friendly societies focused on the health, education, and well-being of children and families at large to be successful. Public spending is another such tool, with levels of public funding for families closely linked with period fertility rates as well as cohort family size. There also needs to be individual choices available including in relation to sexual and reproductive health and rights and family planning.&nbsp; There is no one-size-fits-all solution. UNFPA is encouraging this kind of learning and knowledge sharing across countries because there is a huge increase in countries with declining populations, and we believe there are important lessons to be shared across the region and the wider globe. I would say any population anomaly has serious impacts. Nepal exhibits a skewed sex ratio at birth, with 112 boys born for every 100 girls, according to the 2021 census. This is higher than the biologically normal range of 102 to 107 males per 100 females, indicating potential sex selection practices. The disparity is particularly pronounced in Madhes province, where the sex ratio at birth is 118, compared to the lowest ratio of 106 in Kosi province.&nbsp; This imbalance is concerning as it mirrors trends seen in countries like China (112) and India (108), where cultural preferences for male children have led to significant gender imbalances. The preference for male children can have long-term social impacts, including an imbalance in the population structure related to gender disparity and discrimination.&nbsp; This might include a decline in marriages and partnerships, which can further increase the risks of human trafficking, gender-based violence, and other forms of harm. Nepal needs to identify the underlying drivers and address them with appropriate policy measures. In countries where over the long term there was this kind of imbalance, we see challenges, including a shortage of domestic labour in the workforce, a rapid reduction of fertility levels, and very few tools to reverse these trends. How are population dynamics, gender relations, migration and dropping fertility rate impacting Nepal’s population? The large proportion of the population that is young can potentially bring an enormous demographic dividend with investments in education, healthcare, and infrastructure. There is, however, a limited time window to seize this opportunity of about 30 years, when the population dynamic momentum will reverse as the lower rates of fertility start to impact working age groups and the percentage of the elderly will continue to increase.&nbsp; As the population ages and the proportion of young to old reverses, profound policy-level challenges arise. To take advantage of the window of a demographic dividend, targeted investments that directly benefit young people, including girls, need to be made now while fully implementing a wider range of socio-economic initiatives at all levels in line with the national development vision. We are seeing some really key results in Nepal’s legal framework and policies, including special measures to promote women in public life. At the same time, gender inequality remains a significant challenge, with persistent disparities in public and private spaces.&nbsp; Such persistent gaps, combined with social and economic factors like rising living costs, education costs for children, and childcare costs, will continue to discourage young women and men from having children.&nbsp; For that to happen, there needs to be a family-friendly environment for young people, women and men, to pursue a family life that includes raising children at home and being balanced with the workplace.&nbsp; This brings me on to the second part of your question on migration. The impact is, of course, profound. As people move abroad or to cities, the population landscape changes. If the large numbers of people overseas decide not to return, it will definitely contribute to the low fertility trends in the medium to long term. Equally, as people move to cities from rural or remote areas, there is a huge risk of leaving these areas barren and depopulated, leaving only an ageing population.&nbsp; These population flows require careful policy intervention and incentives to encourage people to invest in Nepal. It is welcome that the government is discussing ways to allow migrants to vote so their preferences can be reflected in the legislature and policymaking and future opportunities that encourage them to return to the country. UNFPA has been involved in helping the Nepal government plan for the demographic window? What have some of your main suggestions been? We do support the Government of Nepal in the area of the demographic window, and the first part of this relates to generating data and evidence that take into account demographic shifts and other megatrends in development policies and plans, as we recognise that without disaggregated, high-quality data and evidence, it will not be possible to achieve inclusive and sustainable development, including economic growth.&nbsp; Evidence is key to good decision-making, and the decisions made today can profoundly impact population dynamics in the future. As such, we support timely, high-quality, and disaggregated data generation that is essential for identifying those furthest behind. A second and related part supports the strategic use of evidence, including data, to improve understanding of the population and demographic structure of Nepal in actual policy decisions. We work with government decision-makers at all levels and civil society to translate data and evidence into pragmatic policies, such as the population policy, that respond to existing and future needs, including the sexual and reproductive health and rights of women and men.&nbsp; Population policy is very important to Nepal, and our experience across the globe shows that to future-proof population policy, it needs to respond in a holistic manner to the socio-economic changes we are witnessing and respond to the diverse needs of young people.&nbsp; To do this, it needs to examine a wide range of issues, including budgetary ones, affecting family decisions, and gender inequality. It is critical for Nepal to expand its understanding of population issues and build an integrated planning framework to respond to the new population trends.

From the time I could write, there was this special attachment to my given name and the last name Rajbhandary with a ‘y’ and not ‘i’ that came with it — taking pride in being a Patan Newa from Kwalkhu.It is a norm in many societies, including Nepal, for many married women to take the husband’s last name, but that never made sense to me. Why did getting married require the women to change surnames they have lived with it all their lives, and men don’t have to do that?Even as a young girl with crushes on multiple boy bands, I never considered being a Mrs. Anything, even during the height of my love for the Backstreet Boys.I have my father’s last name, which is my connection to my culture, ethnic group, and nationality. It represents me and makes me who I am. I would feel like someone else if I had to change it.Having said that, people are free to change their last names, and nowadays, many couples in fact take each other’s surnames. I can’t imagine giving up all that history,” she says, adding that it would feel like a betrayal to give it up. “Not to mention the need to hold down the family name as an only child.”Priya is no different. “Changing your last name won’t change your bond with your partner. The feelings would be the same, and it is an individual’s choice,” she says.Some people simply choose not to go through all the paperwork to change their last name in legal documents from before their marriage. Saakshi is among those women.For Kriti on the other hand, it is about her very identity. “I have been known by my given full name all my life. It is who I am, have been, and always will be. I was always sure about keeping my last name even after marriage,” she says adding that marriage is a partnership between two people and neither one should lose their identity after getting married.She adds, “I never asked for permission to keep my last name. Rather, it was always understood between my partner and me.”Prachi has been married for a few years with a daughter. As a professional, she has been known by her maiden name and didn’t want to go through the name change process. “However, the most important reason I am not changing my last name is that I don’t want to,” she says.To be sure, plenty of women also prefer to change their last name, sometimes for a good reason. She says, "I changed my last name as a tradition. To hold on to my identity, I kept my maiden name as my middle name."There is no universal rule about changing one’s last name after marriage. Each to their own. But there is an unspoken pressure of various forms on Nepali women to change their last name after their wedding, which is quite obsolete in this day and age.Whether you choose to keep or change your last name after marriage, it should be your decision. If you are a Nepali woman, it is even easier to get mad at cultural norms and societal pressures that have become an unnecessary constant in your life.Despite our progress, women are made to feel like they are there to serve the men, many of whom speak of gender, class or ethnic equality but <a href="https://www.nepalitimes.com/here-now/epidemic-of-online-sexism/">rarely apply it to their lives</a>.For example, it is pointless trying to convince a man that it is not an insult to his manhood to prepare a cup of tea for you. Alternatively, when was the last time your <a href="https://www.nepalitimes.com/opinion/boys-will-be-boys-is-never-an-excuse/" target="_blank" rel="noopener noreferrer">older brother or husband</a> brought you a cup of tea when you came home tired from work?I have held on to years of frustration and anger within me, and talking to other women, I realised that they do as well. It is terrible to constantly feel negative emotions because it affects our physical health and our overall well-being.When I was younger, I vented out my anger a lot but over the years, it has adversely affected my relationships with people. My inability to let go has affected my life quality and the time spent with my loved ones.Early on in life, I learned that it is better to <a href="https://www.nepalitimes.com/opinion/staying-mum-about-sexual-assault/" target="_blank" rel="noopener noreferrer">speak up</a> about the issues bothering you than holding them in. But I misinterpreted it so that I started to express my frustration over minor problems instead of thinking about them critically.When I asked others for help, they told me not to get angry, which made me angrier because I already knew that. I didn’t want to be angry, but I needed to learn how not to be.I once met this wise person who told me that there is nothing wrong with anger, that it is normal — but it is how we express the anger that makes a difference.Having been angry for years, he told me that I would not stop at will, but it was possible to change. He told me to think about a few things when I get angry, which can be challenging in the heat of the moment, so I decided to write them down to look at when I get mad.“Ask if it is worth it.”“How is this anger benefitting me now?”“Do not react, no matter how mad you feel—hold it in and be patient.”“Put your phone away.”We have all become more impulsive about the need to express anger. In this digital world, it means expressing it via instant messages or social media, angry Tweets that you cannot take back.I thought holding things in was a sign of weakness, but sometimes it is a sign of intelligence.Often, I have regretted the things said and texted when I was angry. So, practicing patience is one of the best pieces of advice for anger management. It allows me to feel anger but not react until I have cooled down. Generally, things don’t seem as awful after you give it time.This is not me saying to hold things in, but it is always best not to react in the heat of the moment when things usually come out wrong. It is also not about letting all the anger go, but analysing it to see why it bothers you so much.Anger is oftentimes hidden sadness, and as such, I thought of it as my strength. But I have hurt too many people in the process, so I am trying to rid myself of this habit.So now, whenever I get angry, I look at my notes and wait. It is difficult, but I do it because it is the best way to approach anger. I take it one day at a time, and it works.I am still working on not reacting unnecessarily to people but giving myself time to see if what caused the anger is worth it, and the truth is, it never is. In the past, I used to realise it too late, but not anymore.It will take a long time for our society and <a href="https://www.nepalitimes.com/opinion/coping-with-the-patriarchy/" target="_blank" rel="noopener noreferrer">its patriarchal ways</a> to change. In the meantime, we cannot afford to lose more of ourselves and our ability to reason by giving into negative emotions. Change comes from within and from a mind at peace.That is why the first step is to channel the energy productively. We need to be mature about this and know which emotions to express and which ones to hold in.When I feel myself boiling inside, I wait, breathe, and pray for the strength to let go of the anger that benefits no one. I am working on controlling my anger rather than letting it control me. It is the best present I can give myself this Festive season.

My mother became pregnant three more times after that, all of them would have been girls.They were all terminated at illegal clinics where parents can learn the gender of their baby and opt for abortion if it is a girl. I know now that the practice is called <a href="https://archive.nepalitimes.com/news.php?id=19627" target="_blank" rel="noopener noreferrer">female foeticide</a> and common particularly in South Asia.My parents kept trying for a son, hoping a son would eventually come along. I was already old enough to notice the sadness and worry in my mother's eyes every time she found out that she was carrying another girl.My mother was blamed for being cursed and broken. Why was I not enough? Why were we daughters not enough?Eventually, our Dad abandoned us. One night, without a word, he disappeared, leaving us behind with a broken home, broken hearts, and a mob of debt collectors at our door at all hours of the day.My mother's health deteriorated. I hardly saw her smile. I began to work as a cook at a bus station to try and ease her pain. We sold bananas, fruits, and tried our best to get by. I promised my mother through her tears that I would be just as good as a son that she and my father so desperately wanted.I do not blame my Dad. Actually, I feel sorry for him. A <a href="https://www.nepalitimes.com/opinion/coping-with-the-patriarchy/" target="_blank" rel="noopener noreferrer">victim of patriarchy</a>, he never knew any different. Society had convinced him that girls are never worth the investment, that all they do is get married and go off to someone else's house, that families need sons to carry on the name and inherit ancestral property.But the irony is that we had no land for anyone to inherit. We had nothing. While trying for a son our family had plummeted deeper into poverty, debt, and depression.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141156/636d03759c7e80680e0a36d5jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>Eventually, things began to look up. I took an entrance exam for <a href="https://www.nepalitimes.com/banner/starting-nepals-green-school-movement/" target="_blank" rel="noopener noreferrer">Kopila Valley School in Surkhet</a>. The teachers came to know of my story, and by a stroke of luck I got one of the very few spots available to my age group. In the interview I explained that with a chance at education, I could help my mother care for my three little sisters, and help educated them too.I tried to channel my sadness and my anger into determination. I wanted to be the best at everything. Because of my Dad, I felt like I had something to prove. I became class captain. I joined the girl's empowerment club. I took traditional dance lessons.I wrote poetry and participated in debate competitions. I checked out books from the library. I studied late into night and completed all my assignments to catch up with my classmates. I grabbed every opportunity that came my way.One day there was an announcement that Kopila Valley School was starting the first-ever football team for girls. I showed up at that first practice on a dirt field without sneakers, sweat dripping down my forehead, ready to try something new. I had never seen a field before, watched a match, or even worn shorts.In my village every square inch of land was used to grow food, and sports were for boys on fallow terraces between growing seasons. I never knew that football was for me.I showed up every day to practice with coach Gopi. He treated me as he would boys. He yelled at me but also encouraged me. I still remember my first match and how it felt like putting on a uniform, chasing the ball down the field.Over time I started to get good at football and our team began winning matches. I scored goals and was particularly strong at defence, head balls, and corner kicks. But I also kept up with my studies, and started to get noticed as a student and an athlete.I made it into bigger teams and got recruited for tournaments. Rumours also followed. Neighbours gossiped about me, saying I came home too late or left too early. I was called selfish and that I had my head in the clouds. It got worse <a href="https://www.nepalitimes.com/editorial/that-time-of-the-month/" target="_blank" rel="noopener noreferrer">when I got my periods</a>, people telling me where I could go and where I could not, what I could do and what I could not.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141156/636d03799c7e80680e0a36d6jpeg.jpg" alt="" width="2016" height="1512"><figcaption> </figcaption></figure>I was going against how girls in my village were expected to behave: stay quiet, keep your head down, try not to get noticed, and when it is time, <a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/child-marriage-in-nepal-eloped-at-13-mother-by-17/" target="_blank" rel="noopener noreferrer">be marriageable.</a>I shook off the criticism and kept my eyes on my dream. I continued my education and graduated top of my class. I was eligible for scholarships, and enrolled in a college in Kathmandu. I kept playing football and showing up at tournaments, training all day and night.My story is not unique. It is just what happens when girls and women are given a chance, opportunity, and investment.I just turned 20, and last week I made the final roster for Nepal's national women’s football team. I signed a contract and my name was announced in the newspapers. I am now officially a professional football player representing my country.I have never felt so proud to be a <a href="https://www.nepalitimes.com/editorial/everyday-as-if-it-is-womens-day/" target="_blank" rel="noopener noreferrer">daughter of Nepal</a> even though there were times when I did not feel like my country was proud of me.I love putting on the red national jersey and walking into the stadium. I can still feel the thrill of kicking a ball, and a goal hitting the back of the net.I love football because it makes me feel free and strong and powerful. Instead, he tried again for a son, and finally my little brother was born.I love my baby brother and hope he will get to grow up watching me play, so that he will have a different vision of <a href="https://www.nepalitimes.com/here-now/women-of-substance/" target="_blank" rel="noopener noreferrer">what girls are capable of</a>.My Dad got what he always wanted and I achieved my dreams. I had called him when I made the team, and I know he was proud of me.I also realised recently that I do not have anything to prove to him anymore. My dreams are for other girls like me whose fathers only want sons. My dreams are for my sisters and my mother. But most of all, my dreams are for me.

Her husband was emotionally and mentally abusive, but she was expected to be patient and tolerant like a good Nepali wife and daughter-in-law. She also had to put up with his <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Cheating,2375" target="_blank" rel="noopener noreferrer">wandering ways</a>.When she mustered up enough courage to tell her parents about it, they told her he would change if she worked on her marriage. When her in-laws found out about her son, they blamed her, saying she was not a good enough wife.But after years of working on her marriage unsuccessfully, and with support from her parents, she decided it was time to <a href="https://archive.nepalitimes.com/article/nation/%20number-of-nepali-women-filing-for-divorce-rises,1513" target="_blank" rel="noopener noreferrer">call it quits</a>. But this decision was met with harsh criticism, people called her an “embarrassment to the family” for leaving her husband.How is her walking away from an unhappy union and an abusive husband a disgrace to our culture, but not <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/cheating-is-a-choice-not-a-mistake,2148" target="_blank" rel="noopener noreferrer">his cheating</a>? Why is she being called names, but her husband’s philandering does not even raise an eyebrow?Our society accepts these double standards with closed eyes. Men and boys get away with doing whatever they want, no one bats an eyelash. But if a woman or girl chooses to prioritise her well-being over ill-treatment in her own family, it is everyone’s business, she is labelled immoral and disrespectful of our culture or traditions.When her husband’s cheating and abuse of her was exposed, no one questioned him about disregarding the sanctity of the marriage or his lack of morality. But when she decided to pursue her happiness, she was called out for her lack of respect in ending a relationship after years of trying.How is this ethical or even logical? When men choose to stray, our society stays quiet and looks the other way, but when <a href="https://www.nepalitimes.com/latest/the-goal-is-empowerment-and-independence-of-women/" target="_blank" rel="noopener noreferrer">women</a> try to stand up for themselves, they are met with societal threats and shamed.If it is strength and courage to tolerate injustice and abuse, why does anyone not talk about how wrong it is to cheat and mistreat others?What is more shocking is how some women choose to blame the woman instead of the man in these matters. How can they not feel the pain and suffering of women living in hell, but pretending to be happy?It was not easy for my friend to walk away, she knew her choosing to do so would be met with more obstacles and malicious rumours. So the least we can do if we do not support the women is to not make it harder for them.The <a href="https://www.nepalitimes.com/banner/parodying-patriarchy-at-tij/" target="_blank" rel="noopener noreferrer">Tij festival</a> is approaching and soon, women will be fasting for the long lives of their husbands. They are taught to treat their husbands like gods. But this is not how a god would behave. If we give that level of respect to men, they need to live up to it.Men are raised like they can do no wrong, and from a young age are taught that they are better than women. This is not the Middle Ages, and men need to learn to act responsibly. They need to control their egos, and learn that their actions and choices have consequences.Men might have got away with mistakes in the past, but not anymore. The world is changing and women are speaking up.Of course, not all men are like that and <a href="https://www.nepalitimes.com/opinion/coping-with-the-patriarchy/" target="_blank" rel="noopener noreferrer">our society</a> knows right from wrong, but the selective discrimination between men and women is hypocritical and shameful in today’s time and world.The foundation of a strong and respectful society is not based on lies or hidden truths. We have to go a long way in terms of equality for all genders, but acknowledging the person at fault for the <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/long-distance-marriages-cheating,2408" target="_blank" rel="noopener noreferrer">breakdown of a marriage</a> instead of a default setting to blame a woman is a good start.Society must learn to be kind to the women who have suffered. Do not berate them in the name of culture and tradition, but support them. Stand by them when they are standing up for themselves. Encourage them to seek happiness instead of continuing to suffer in an abusive relationship.Every woman who suffers in these loveless marriages is someone's daughter, sister and friend. Everyone deserves to be happy, and it is their life to live.My friend left her husband, and her parents supported her decision. She is a strong woman, she continues to struggle with unkind treatment. But I am proud of her, for her courage. Translated excerpt:Nepali Times: How far has the Nepali feminist movement come?Sapana Pradhan Malla: It has evolved from discourse about the right to education and property, <a href="https://www.nepalitimes.com/banner/child-marriage-in-nepal-eloped-at-13-mother-by-17/" target="_blank" rel="noopener noreferrer">child marriage</a>, exploitation, harmful religious and socio-cultural practices to ‘inter-generational feminism’ where young women, men, and even children can raise their voices for the right to privacy, rights of different genders, languages, geographies and religious minorities, encompassing the rule of law and the democratic process as a whole. Where does Nepal stand among South Asian nations in terms of women's rights?If we look at the Gender Development Index, Nepal tops the list of countries in Asia that have made progress in terms of <a href="https://www.nepalitimes.com/editorial/everyday-as-if-it-is-womens-day/" target="_blank" rel="noopener noreferrer">women’s empowerment</a>. Nepal’s Constitution is among the most progressive in South Asia for gender equality and the implementation of women’s rights. We have indicators to support the claim. However there are many other pressing issues, most importantly regarding <a href="https://www.nepalitimes.com/banner/nepal-waits-for-an-unequal-citizenship-law/" target="_blank" rel="noopener noreferrer">citizenship</a>, that need to be addressed.What are these indicators?Our 2000 study 'Discriminatory Laws in Nepal and Its Impact on Women' found 118 articles in 54 laws that were discriminatory towards women, the most explicit of which were the ones on citizenship, property, human trafficking, education, employment, reproductive health, marriage and divorce laws.Since then, apart from the <a href="https://www.nepalitimes.com/latest/nepals-citizenship-bill-is-a-hornets-nest/" target="_blank" rel="noopener noreferrer">citizenship law</a>, others have been amended. Women have been guaranteed rights to property, stricter sentencing has been introduced for those convicted of rape, marital rape has been criminalised, abortion has been made legal, and we have made legal strides to increase women's participation in the socio-political process. Were these achievements a result of political movements or feminist movements, or a mixture of both?The primary credit goes to those who filed Public Interest Litigation cases in the courts, which led to them dismissing discriminatory clauses in some cases and issuing directives to formulate new laws in others.Political movements played a significant role in women’s issues, as women actively participated in the two People’s Movements as well as in the Maoist armed conflict, because they no longer wanted to be left behind. Similarly, the unique needs of women were also brought to the forefront during the earthquake when there was a demand for birthing tents. The awareness brought about by political movements and national emergencies cemented their independent identities and the need to protect them, as well as giving a voice to their experiences.What does it mean for women to see other women represented in positions of power?Seeing <a href="https://www.nepalitimes.com/banner/women-leaders-seen-but-not-heard/" target="_blank" rel="noopener noreferrer">women in positions of power</a> can set a powerful and reinforcing example. In particular, Nepali women who have held the highest offices -- like the office of the President, the Speaker, and the Chief Justice -- are symbols of women rising through the ranks within unbalanced power structures. They should thus be role models for all women. If there are sensitive men in influential positions, it can also impact change that is in favour of women. <figure><img width="640" height="418" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd7fa9c7e80680e092e18jpeg.jpg" alt=""><figcaption></figcaption></figure>Does the feminist movement address the needs of marginalised groups?Every marginalised community, be it in terms of language, geography, religion, or gender, faces different challenges. As such, feminism too does not reflect a uniformity of ideology among all those who identify as feminists. Indeed, we have a diversity of opinion and differ and disagree on various issues, for example the legalisation of sex work, or abortion.In fact, the ways in which women choose to participate in the <a href="https://www.nepalitimes.com/here-now/who-were-the-charitraheen-cheli/" target="_blank" rel="noopener noreferrer">feminist movement</a> itself may vary. Some may take to the streets, while others take the legal route and go to the courts. Others might affect change by participating directly in the political process. The point is that women should take whatever opportunity there is to raise their voices.But whatever path they take, the goal is equality. And those of us who are in a position to affect change should work with the collective national interest at heart. <a style="font-size: 15px; letter-spacing: 0.01em;" href="https://archive.nepalitimes.com/article/interview/a-woman-is-as-capable-sushila-karki,3375" target="_blank" rel="noopener noreferrer">Former Chief Justice Sushila Karki</a> narrated her experience of feeling uncomfortable in a judicial system dominated by men at all levels.  Do you have a similar experience?Many people are of the belief that women have no judicial or legal knowledge, and it is up to us to make sure that our work reflects otherwise. My appointment was mired in controversy, but no one questioned my judicial capability and knowledge because they were aware of my professional background.What are biases against women in the judiciary?There are several ways in which women’s work and experiences have been minimised and delegitimised in the judiciary. For instance, our level of education and knowledge of legal and judicial matters are frequently questioned. Secondly, women are branded too emotional, easily given to fear and weakness. Thirdly, we are subject to resentment and objectification because some people consider that women have achieved their position due to their gender and not their qualifications.But there is also cause for optimism. At present, 70% of students enrolled at the Law Campus are female, and women consistently rank at the highest positions in the Bar Council exams. The challenge is to retain women in their professions, and unburdening women of household responsibilities and obligations will play a role in ensuring that they are able to have fulfilling careers. What should be the next path for Nepal’s feminist movement?The primary need is economic empowerment and independence for women. Legal provisions and amendments mean nothing if they cannot be accessed because women are financially beholden to someone else. In addition, the legal complexities surrounding citizenship need to be resolved. It is also important that women play active roles in policy formation and decision-making. The movement should also focus on how women can advance in the fields of science and technology.Another pressing issue is <a href="https://www.nepalitimes.com/banner/crossborder-cybercrime-and-punishment/" target="_blank" rel="noopener noreferrer">cybercrime</a>. Given that there is no clear jurisdiction on the use of technology, international cooperation is very important. At the same time, there need to be institutional mechanisms within the country to tackle cybercrime and hold criminals to account.But mostly, these changes will happen when we are able to change people’s perspectives. Women need to show that they are capable of doing that. “The goal is empowerment and independence of women”

On 5 March 2004, a clandestine feminist movement emerged in Kathmandu, and in <a href="http://archive.nepalitimes.com/news.php?id=4077#.YEWdz7ZR3IU" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D4077%23.YEWdz7ZR3IU&amp;source=gmail&amp;ust=1615275845111000&amp;usg=AFQjCNHa-omzVGE6i1zUtCq4buMGC3dfBw">a 40-point declaration</a>  to coincide with International Women’s Day, denounced Nepal’s patriarchal order.They called themselves the Charitraheen Cheli (Women of Ill Repute) and their manifesto was a ‘declaration of independence’, denouncing dowry, gender-based violence and discrimination.Point number 9 read: ‘We may have breasts, vaginas, clitorises and wombs; we also have kidneys, livers, lungs, stomachs, hearts, pancreases, intestines, fingers and toes, nails, arms, legs, pubic-hair, skin, eyes, ears, mouth, lips and tongues. All people have independent minds, spirits and souls.’ <img width="458" height="730" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd7e49c7e80680e092e10jpeg.jpg" alt=""/>Long before the Women’s March and 15 years ahead of the international #MeToo Movement, Charitraheen Cheli in Nepal laid the groundwork for activism on issues that are just as relevant today as the country records daily cases of rape, killings and sexual assaults, with the state still treating its women as second class citizens. <img width="126" height="150" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd7e59c7e80680e092e11jpeg.jpg" alt="">The declaration and subsequent <a href="http://archive.nepalitimes.com/news.php?id=32#.YEXE0vkzZ0w" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D32%23.YEXE0vkzZ0w&amp;source=gmail&amp;ust=1615275845111000&amp;usg=AFQjCNFAafqB4a2nLefSBzWU1aCbzASZvQ">contributions in newspapers</a> created ripples and rumours, and the group were eventually criticised for abandoning the cause, as its anonymous members drifted and their movement fizzled out.Another point in the declaration read: ‘Which idiot would think women should have the permission of their fathers/ husbands/guardians to obtain passports, or to travel and work abroad? (The same idiots who framed our Civil Code, that's who). Having reached the age of 18, we exercise the right for complete freedom of movement. Instead of curbing this freedom, the state should fulfill its obligation to provide women with protection, via consulates, in the foreign countries in which we travel, work and reside.’Seventeen years later, <a href="https://www.nepalitimes.com/banner/nepali-women-protest-proposed-travel-provisions/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/nepali-women-protest-proposed-travel-provisions/&amp;source=gmail&amp;ust=1615275845111000&amp;usg=AFQjCNFbaLLb8SO194QZbmNRMTo8fFhDCg">a government department last month tried to restrict</a> the movement of women by requiring all females under 40 to have a written consent from a male family member and a ward official before travelling abroad.‘Enough is enough,’ wrote the team in a phrase that has since been used in the Rage Against Rape rallies in Kathmandu. The group added that since marching from Bhadrakali to Singha Darbar with a placard is mostly a waste of time and bad for the lungs, it was resorting to ‘non-violent guerilla tactics’.The 40-point declaration was also published in Nepali in Kantipur and gave way to speculation about the identity of its members. Guesswork bracketed them as ‘educated, English-speaking, foreign-bred, elite women from Kathmandu’. <figure><img width="3912" height="2040" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd7e69c7e80680e092e12jpeg.jpg" alt=""><figcaption> </figcaption></figure>‘We are underground because it’s fun down there,” retorted the Charitraheen. ‘We are everywhere around you, on the streets, in your office and even in your home. You are being watched!!!’A counter-group calling itself Chatrirawan Chela (Men of Good Character) then emerged and disclosed that the Cheli had surnames like, Pradhan, Sharma, Ranjit and Thapa, noting that Ranjit was a ‘painter’ -- clearly identifying the artist Ashmina Ranjit.Ranjit admitted this week in an interview that she was a member, adding: “We used to discuss if we should come out. But for many friends, because of family obligations and safety, it wasn’t possible. We were conflicted because we were all products of a conservative society, so we decided to remain unknown.”Ranjit refused to divulge the identity of her comrades, but said they were singers, writers, journalists, musicians and filmmakers.“Although we came from different backgrounds, we had one objective, which was to dismantle the structure of patriarchy,” Ranjit said. “We had been doing our own bit at the individual level before that, but it felt like it was essential to do it collectively.” <figure><img width="5760" height="3240" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd7ea9c7e80680e092e13jpeg.jpg" alt=""><figcaption> </figcaption></figure>Some labeled the group as ‘elite’, but Ranjit said it got support from all kinds of people, including male friends. The seeds of the group were sown in 1998, when Ranjit had put up an art exhibit, ‘Women and Sexuality’ after which she was viciously criticised.“I had a fight with my father and I left home. My work was branded as sordid. Fighting your family is harder than fighting the world,” she recalls. “There were alarming incidents of violence against women at that time. We wanted to retaliate and that’s how the declaration came about.”The choice of the term ‘Charitaraheen’ was also <a href="https://archive.nepalitimes.com/news.php?id=3829" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/news.php?id%3D3829&amp;source=gmail&amp;ust=1615275845111000&amp;usg=AFQjCNHro46CDzGpdg82gn9EE6GYbWY9ng">often questioned</a>. But Ranjit said that since women are often judged on the basis of their ‘character’, the group wanted to question society’s norm. <img width="1040" height="755" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd7ed9c7e80680e092e14jpeg.jpg" alt="">“Basically, who are you to define my character? That was the question we wanted to raise at society at that time. The patriarchy made women’s character a weapon against them. Charitraheen was our way of defying that,” she said.Ranjit is glad that the group’s activism has carried on over the years in different forms, and a whole new generation of Nepali women are now carrying on the struggle: “It’s tiring, but we have no luxury to be tired.”

<figure><img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd7d99c7e80680e092e0ajpeg.jpg" alt=""/><figcaption>Photo: AMIT MACHAMASI</figcaption></figure>When the Immigration Department last month <a href="https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/" target="_blank" rel="noopener noreferrer">proposed travel restrictions</a> for women under 40, <a href="https://www.nepalitimes.com/banner/more-anti-government-rallies-in-nepal/" target="_blank" rel="noopener noreferrer">Nepalis took to the streets</a> wearing black, chanting slogans and holding placards.The rage on the streets was magnified as the proposal coincided with a series of <a href="https://www.nepalitimes.com/editorial/republic-of-rape/" target="_blank" rel="noopener noreferrer">unsolved rape cases</a>, and prolonged political stalemate due to feuding alpha males in the ruling NCP holding the country hostage.The proposed travel ban was only the latest in a long saga of restrictive policies against women in the past 20 years, as Upasana Khadka meticulously details in her column <a href="https://www.nepalitimes.com/opinion/two-decades-of-debate-on-female-migration/" target="_blank" rel="noopener noreferrer">Labour Mobility</a>. Mostly, they were misguided attempts to curb trafficking.Last year, in a move to revise the long-debated Citizenship Bill, the <a href="https://www.nepalitimes.com/banner/nepal-waits-for-an-unequal-citizenship-law/" target="_blank" rel="noopener noreferrer">NCP bungled the task</a>. Nepal is one of a few countries where citizenship laws are so discriminatory.Xenophobic politicians have long used nationalism to justify <a href="https://www.nepalitimes.com/latest/nepals-citizenship-bill-is-a-hornets-nest/" target="_blank" rel="noopener noreferrer">unequal citizenship for Nepali women</a>. For a state that acts as if it is so protective of women, it has spectacularly failed to prosecute perpetrators of sexual violence, <a href="https://www.nepalitimes.com/banner/daughter-slaughter/" target="_blank" rel="noopener noreferrer">acid attacks</a>, dowry, and domestic violence.The case of 17-year-old Bhagarathi Bhatta, murdered after rape in Baitadi in February became exceptional only because it was resolved by the police. Most other <a href="https://www.nepalitimes.com/banner/four-fold-increase-in-reported-rape-in-10-years/" target="_blank" rel="noopener noreferrer">rape cases</a> are either unlawfully ‘settled’ through police mediation, or perpetrators are never caught, like in the Nirmala Pant case three years ago.However, with little or no help from an uncaring state and despite roadblocks and limitations, Nepali women have broken stereotypes, challenged gender roles and have achieved as much, if not more, than their privileged male counterparts. We have featured some of them in this International Women’s Day Special Issue of Nepali Times. <img width="126" height="150" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd7dc9c7e80680e092e0bjpeg.jpg" alt="">And perhaps it is a sign of times that women, particularly in the urban centres <a href="https://www.nepalitimes.com/latest/nepali-women-turn-their-backs-on-misogyny/" target="_blank" rel="noopener noreferrer">do not accept discriminatory laws and archaic patriarchal values</a> anymore, they fight for their rights, advocate and speak out despite <a href="https://archive.nepalitimes.com/article/nation/Online-violence-against-women,2915" target="_blank" rel="noopener noreferrer">vicious online trolls</a>, attempts at character assassination and threats of abuse and death.At the same time, <a href="http://archive.nepalitimes.com/article/editorial/Nepal-land-of-our-daughters,2901" target="_blank" rel="noopener noreferrer">women have transformed the landscape of rural Nepal</a>. Partly, this is because the men are missing: gone abroad for work. This is where women’s empowerment is most felt, they till the farms, <a href="https://www.nepalitimes.com/banner/women-hold-up-more-than-half-the-sky/" target="_blank" rel="noopener noreferrer">build highways</a>, lead community forestry groups, run schools.During the 2015 earthquakes, it was the women who kept the families together and <a href="https://nepalitimes.com/article/Nepali-Times-Buzz/mountains-without-men-sindhupalchok,3585" target="_blank" rel="noopener noreferrer">rebuilt homes</a>. New studies show that women-headed households have fared far better during the economic crisis caused by the pandemic.Given the chance, Nepali women have also time and again proven their mettle in leadership positions. After the local elections in 2017, <a href="https://www.nepalitimes.com/latest/women-leaders-set-example-for-rest-of-nepal/" target="_blank" rel="noopener noreferrer">Hupsekot in Nawalparasi</a> and Jumla became two municipalities in which <a href="https://www.nepalitimes.com/here-now/jumlas-great-leap-into-the-future/" target="_blank" rel="noopener noreferrer">women were voted both chair and deputy</a>. In most others, deputy mayors are required by law to be women if the mayor is a man.Mayor Kantika Sejuwal of the Nepali Congress and vice-mayor Apsara Devi Neupane of the NCP have <a href="https://www.nepalitimes.com/banner/holding-up-the-whole-sky-in-jumla/" target="_blank" rel="noopener noreferrer">together improved</a> education, farming, nature conservation, and now Covid-19 management in Jumla. The chest-thumping male leaders of the NCP in Kathmandu should be ashamed of themselves.Imagine what we could have achieved if the Jumla and Hupsekot model was replicated in more of Nepal’s 736 municipalities, 17 cities, and the Central Government. Only 3 in the 22-member Cabinet are women, and women in politics are still largely confined to the kind of ceremonial roles ascribed to President Bidya Devi Bhandari.We might boast of having one of the largest female representations in Parliament but few have a say in matters of importance. We need to encourage <a href="https://www.nepalitimes.com/banner/women-leaders-seen-but-not-heard/" target="_blank" rel="noopener noreferrer">female politicians</a> who dare to stick to principles inctead of over-scrutinising them for just being women.Similarly, <a href="https://www.nepalitimes.com/opinion/uneven-pandemic-impact-on-nepali-women/" target="_blank" rel="noopener noreferrer">80% of Nepal’s labour force is female</a> but they continue to be restricted to the ‘informal sector’. We have to utilise their full potential and promote equality at home and in the workplace for women to gain economic independence.International Women’s Day on 8 March must not be limited to tokenism. We have to strive for gender equality in every sphere of life as if every day is women’s day. We must pay special heed to the doubly-discriminated women from Dalit and other excluded groups, as well as gender minorities who identify themselves as women.Nepal’s progress in public health, education, nutrition and poverty alleviation is directly proportional to increased female literacy. What needs to change now are laws, cultural norms and values that <a href="https://www.nepalitimes.com/editorial/3-4th-of-the-sky/" target="_blank" rel="noopener noreferrer">still treat women as half-citizens</a>.Sonia Awale

Everyday as if it is Women’s Day

Now that NASA has its Perseverance SUV and Ingenuity drone on the surface of the Red Planet, we will finally know if men are indeed from Mars. So far, after peering under every nook and cranny with its robotic arm, we have it on good authority that Perseverance has not found any evidence of intelligent masculine lifeforms on Mars, which is another similarity the planet has with Earth.However, the agency may need to shoot off another rocket to also figure out if women are from Venus. We will then finally know if there is true gender parity in the solar system.What has shocked most people about the first panoramic photographs of Mars is how similar the terrain looks to parts of Planet Earth. In fact, selfies of the Mars buggy might as well have been taken at the Chabahil intersection. The good news is that NASA has announced its probe has detected signs of water on Mars, although no traces of it have been discovered in Mangal Bazar as yet.Back here on Planet Earth, we commemorate another Intergalactic Women’s Day on March 8th to celebrate equality between women and men. Having had a head-start, men have had an unfair advantage in enjoying the privilege of being Jack Asses. Women, too, should have the right to behave like Jenny Asses.After all, women in this country have have come a long way: there used to be zero female ministers in the interim cabinet in 1950. Compare that to the Oli Cabinet in which out of 25 ministers, two are women.The question is, if 33% of civil service jobs are going to be given to females, what are some of us broad-minded men going to do? After all, as Chairman Mao himself proclaimed, we men hold up the other half of the sky. What we in the Central Non-Working Committee of the recently formed All-Nepal Federation of Alpha-Males and Drones (Revolutionised) want to know is: if men can be morons where is the harm if women want to be as idiomatic as members of the male species?Should we guys be getting worried that women are overtaking us in the march towards mediocrity? You bet. And what should gentlemen be doing about it? Kicking butt. Yes, men have no recourse but to start behaving in an even more obnoxious and loathsome manner than we already do. Comrade Raghuji Punt, we notice, has already got his balls rolling in this arena.All of us who wear Y-front undies must now reassert our manhood, and protect the bastions of Marxism-Leninism (Male) from feminism.So, let this be a warning: we are not going to sit idly by while women outscore us in 10+2. We will also launch an agitation till jobs traditionally held by women are also reserved for men. Only through affirmative action can men also have a chance to prove themselves to be as good housewives and homemakers.There is still hope: Kathmandu is getting its first male beauty parlour. At last there is a place us boys can go and get our blackheads squeezed by professionals without any danger of zits getting infected and erupting into pus-filled carbuncles and aunties.So, in summary, we can conclude that women the world over have made a lot of progress in trying to be as idiosyncratic as men, but they still have a lot of catching to do. Women can also be from Mars if they try, and with Curiosity, Opportunity, Perseverance and Ingenuity, we know they can do it.

It is a privilege to be able to read, understand and appreciate the depth of women’s writing and the expanse of their ideas. But it was several years before I would understand the bias against women’s writing— and in extension, their characters. A popular bookstore raised an outcry when it shared how men are quick to admit they do not read books by women, and research revealed a price disparity in men’s and women’s books of up to 45 %.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd7979c7e80680e092deajpeg.jpg" alt="" width="126" height="150"/>It is not only dry data. In conversation, male acquaintances are quick to defend themselves and say they read and like books by women. Yet, why is it that their book recommendations and references are dominated by men, and names of women do not flow from the tongue as smoothly as the men’s?We never feel the need to categorise men’s writing, but how quickly books by women are tied to the limitations of ‘romance’, ‘feminist’, or ‘women-centric.’So often, women’s writing is casually dismissed as confessional and emotional, as though it were not the most difficult thing in the world to be honest and arouse feelings – which is only a fraction of what writing by women achieves. While ‘women’s writing’ is itself a term fraught with several connotations, not all of them appreciative, it has become more crucial than ever to read, talk about, widely share and appreciate the fabulous works of these writers.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.amazon.com/Vindication-Rights-Woman-Thrift-Editions/dp/0486290360" target="_blank" rel="noopener noreferrer">A Vindication of the Rights of Woman</a>, Mary Wollstonecraft“I do not wish (women) to have power over men; but over themselves,” said Wollstonecraft 230 years ago. When I read this piece, I was astounded at how fiercely a woman had rebelled during such oppressive times, and saddened by how little has changed in the lives of women. It is the collective voice of an entire generation, fueled by the accumulated rage of several centuries. While some ideas in the essay seem misogynistic today, Wollstonecraft’s powerful roar still resonates within many of us. Her attempt is to recreate the war as a more objective, balanced, nuanced history, with careful observation of socio-cultural and state-inflicted inequalities that led to the eventual deadly eruption. It is a difficult work to read, and a tad dramatic, but an important and absorbing one. It is clever in its use of language, unerring in its imitation of the mundane nature of everyday life, and interesting in its fresh approach to a novel. Tangled with the girl’s lives are so many other tales: that of her migrating grandparents and hardworking parents. It exposes the insecurities and contradictions and duplicities within all of us, and brings us so much closer to the land. If you read only one book in this list, read this – because it is the present and future of Nepali women’s writing.

About women by women

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
