With the ongoing war, innocent <a href="https://www.bbc.com/news/newsbeat-44124396">death and destruction in Palestine by Israel</a>, the recognition of the state of Palestine stands out as the most complicated issue in the history of state recognition.&nbsp; Both Israel and Palestine have their own history and geography as well as their supporters and opponents. Israel's war in the region is escalating, as the air strikes on Lebanon on Sunday shows.&nbsp; It should be acknowledged that Israel and Palestine have equal rights to statehood, to exist, to defend, and to live in peace. Israel and Nepal both applied for <a href="https://thediplomat.com/2020/12/5-facts-about-nepals-un-membership/">membership of the UN at the General Assembly</a> in 1949. Israel’s application was proceeded by the Assembly and approved by the Security Council in the same year.&nbsp; Nepal’s membership was blocked until 1955 at the Security Council because of a Soviet veto. In 1960 Nepal was the first South Asian country to recognise Israel by a unilateral government decision and established diplomatic relations. Nepal supported Palestine statehood both at the Non-Aligned forum in the 1980s and the UN General Assembly in recent times. Nepal should now make a formal and unilateral declaration in support of full recognition of the State of Palestine.&nbsp; Read also: <a href="https://nepalitimes.com/opinion/the-world-s-moral-failure-in-gaza">The world’s moral failure in Gaza</a>, Graça Machel This should be a declaration similar to what Nepal government issued vis-a-vis Israel decades ago, and a new declaration is especially warranted because of the misuse of the veto power by the United States, blocking Palestine’s full membership of the UN. Nepal may emphatically remind itself of being similarly blocked from becoming a UN member for five years because of the Soviet veto. The Palestine question has become a ‘politics of international law’ within and outside the UN. In May 2024, <a href="https://www.bbc.com/news/world-middle-east-68983650">the General Assembly referred a proposal to the Security Council</a>, calling for the admission of Palestine as a full member of the UN. The United States used its veto against it. After the US veto Norway, Ireland, Spain and several European countries declared Palestine statehood unilaterally.&nbsp; Informed debate on Palestinian statehood is a rare subject in the Nepali media. Hamas terror on 7 October, 2023 in Israel in which <a href="https://nepalitimes.com/news/nepalis-confirmed-killed-in-hamas-attack">10 Nepali students were killed</a> and one Nepali citizen is still being hostage, was rightly condemned by the Nepal government and media.&nbsp; Read also: <a href="https://nepalitimes.com/news/hamas-releases-thais-but-where-is-bipin">Hamas releases Thais, but where is Bipin?</a>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240827110848_99ae0b3f0825f77dbc91027d5084b46e6b44318a11067dfbc967824925ed5656.jpg" data-media-id="editor_6" data-image-id="20240827110848_99ae0b3f0825f77dbc91027d5084b46e6b44318a11067dfbc967824925ed5656" data-rendition-name="original" width="2400" height="1667" loading="lazy" alt="Damage after an Israeli airstrike on Gaza City on October 2023 NT 2"> <figcaption>The damage following an Israeli airstrike on the El-Remal area in Gaza City on October 9 2023. But the Nepal government and media seem to be silent on condemning acts of genocide in Gaza. This is despite the<a href="https://www.atlanticcouncil.org/blogs/new-atlanticist/experts-react/experts-react-what-the-international-court-of-justice-said-and-didnt-say-in-the-genocide-case-against-israel/"> International Court of Justice acknowledging ‘plausible genocide’</a> by Israel that is not a proportinate response to terrorism.&nbsp; The Nepal government should declare Palestine statehood in the same manner as Prime Minister BP Koirala's government recognised Israel in 1960 -- a bold, unilateral and formal recognition – even though Nepal voted in favour of Palestine in resolutions at the UN General Assembly and Non-Aligned countries' conferences. Of 193 UN member states, 146 have voted for and 94 countries have established formal diplomatic relations with Palestine, yet it is still being <a href="https://press.un.org/en/2024/sc15670.doc.htm">blocked from full UN membership</a>. The state practice of recognition follows political realities and the process varies from case to case. In the case of Palestine, especially in opposition to the United States veto, Nepal should make an official endorsement with other countries like Norway and Spain to strengthen the de jure status of Palestine. &nbsp; Nepal’s expressed solidarity with Palestine is noteworthy, but voting in UN resolutions is not enough for de jure recognition of Palestine since the Security Council approval is lacking. The<a href="https://press.un.org/en/2024/ga12599.doc.htm"> UN General Assembly only gave de facto recognition of Palestine</a>, which helped to upgrade its non-state observer status to a UN member. However, it is still awaiting recognition of de jure sovereignty as well as full membership of the UN. Read also:<a href="https://nepalitimes.com/opinion/protests-of-despair"> Protests of despair</a>, Slavoj Žižek Right or wrong, the Security Council has ultimate authority to declare so-called ‘hard law’. Under the UN hierarchy of its five permanent members (US, UK, France, Russia and China) have the authority to block any substantive decision. UN records shows that the United States has used its veto 42 times in favour of Israel. All attempts to recognise Palestine’s de jure sovereignty have been blocked by the United States. Contrary to the Security Council, the General Assembly is the global legitimate forum. The Assembly resolutions, however, are only recommendatory, lacking binding force. The weakness of the Assembly resolutions, lamentably, is that they usually form so-called ‘soft law’, but which can still be seen as binding law. The Security Council and supporters of ‘hard law’ do not perceive Assembly resolutions as binding law. Israel is defying not only the International Court of Justice’s rulings but also the orders of Security Council. As a response to a recent request by the General Assembly, the <a href="https://www.icj-cij.org/node/204176">International Court of Justice on July 19 gave an advisory opinion</a> in which it declared that Israel’s occupation of Palestinian territories since 1967 was unlawful. Israel and the United States did not recognise the Court's opinion on this issue.&nbsp; Palestine has some weaknesses to fulfill statehood, which is also the case of Israel. For example, Palestine does not have full control over its territory since it is under occupation. When it comes to Israel, there is a problem with its democracy, democracy being known as a modern criterion of statehood in addition to territory, control over territory, population and government. In this context, Israeli democracy is not free of criticism, with some even calling it an <a href="https://www.vox.com/23924319/israel-palestine-apartheid-meaning-history-debate">‘apartheid state’</a>.&nbsp; Read also: <a href="https://nepalitimes.com/opinion/guest-editorial/the-international-order-is-dying-in-gaza">The International Order Is Dying in Gaza</a>, Mohamed ElBaradei For Palestine to be regarded as a fully sovereign State under international law, it must obtain de jure recognition -- this means legal acknowledgement by the international community. Some are calling for an Israel-Palestine ‘bi-national state’, a homeland for both Jews and Palestinians, but only de jure sovereign Palestine may be helpful for future peace in West Asia.&nbsp; Nepal’s new unilateral declaration will not by itself be enough to make Palestine a sovereign state. It will, nonetheless, make history. Nepal should recognise Palestinian sovereignty

I once asked <a href="https://chomsky.info/">Noam Chomsky</a> how he manages to remember so many facts and figures and hold audience attention. He replied that he did not convey any new information, that his talks are based on materials already in the public domain, he simply joins the dots.&nbsp;
Chomsky teaches us that it is not necessary to be loud and sensationalist in order to be heard. His clear and courageous moral compass over decades is a most valuable lesson.
On 17 June, some media reported that Chomsky, 95, had died after a stroke he suffered last year. He was in hospital in Brazil, and his wife has since said he is continuing treatment at home.&nbsp;
<a href="https://time.com/6987747/noam-chomsky-stroke-brazil/">Noam Chomsky</a> was already a legend when I first met him over two decades ago in December 2001 when he visited Pakistan for the inaugural Eqbal Ahmad Memorial lecture series.
Eqbal Ahmad had been an anti-Vietnam War activist in the US in the 1960s and later taught at Hampshire College and was among Chomsky's circle of friends, which included other legendary figures like Howard Zinn and Edward Said.
He had returned to Pakistan after the death of Gen Ziaul Haq in 1988 and was prominent in the peace and anti-nuclear weapons movements in the region. He died in May 1999, on the first anniversary of India's nuclear test, that Pakistan had followed.
In November 2001, Chomsky did a lecture series in India. Another fellow-traveller, the well-known physics professor and activist Pervez Hoodbhoy invited Chomsky to Pakistan for the Eqbal Ahmad Memorial lecture series. These events were organised months earlier, and Pervez was initially worried about whether there would be an audience.
The 11 September 2001 attacks had just taken place and Chomsky cut through America’s outrage to point out that the attacks were historic not for their scale but because of where they took place, mainland America, which had not been attacked before.
Also, this was not the first, but "the second 9/11". The earlier, <a href="https://yawmle.clicks.mlsend.com/ty/cl/eyJ2Ijoie1wiYVwiOjU4NTIxOCxcImxcIjoxMjQ3MTY4MTY1MjQxMTc1NDMsXCJyXCI6MTI0NzE2ODE3MDAwMTcxMzQxfSIsInMiOiJjNjNkNDc0NGI5NzBjMTU3In0" target="_blank">“far more serious"</a> 9/11 was the one in 1973, he said, the violent coup against the elected government of Salvador Allende in Chile.
Many in America were uncomfortable with such statements, but in progressive circles here and around the world, his popularity soared.
I asked the organisers if I could follow Chomsky around Pakistan for a documentary. They agreed to let me tag along to his room at the Avari Hotel in Lahore. Noam Chomsky and his wife Carol had arrived in Pakistan to a celebrity welcome that discomfited them. Chomsky politely conveyed that we were welcome to film his public events but that he and Carol were uncomfortable being followed around by a camera.
We put our equipment away until he entered the venue where he was speaking. He walked through the packed hall to a standing ovation. A few days later, he addressed a larger audience at another packed venue, an indoor stadium in Islamabad. In both places, people listened in pin drop silence as he spoke, low key and without histrionics.&nbsp;
There was a shameful exception, when he spoke at the Nieman Foundation for Journalism at Harvard University when I was an international Fellow there in 2005-2006. In that intimate setting, another international fellow and her husband, both from Israel, kept interrupting Chomsky, despite being admonished by the moderator and other fellows.
Chomsky didn’t lose his cool, but I heard later that he vowed never to come back to Lippman House. I was glad to hear that the Nieman Fellows prevailed upon him to return in 2017 and that it went smoothly.
In September 2006, John ‘Jack’ Trumpbour, a Research Director at the Center for Labor and a Just Economy (CLJE) at Harvard Law School invited Chomsky as a featured speaker for the <a href="https://yawmle.clicks.mlsend.com/ty/cl/eyJ2Ijoie1wiYVwiOjU4NTIxOCxcImxcIjoxMjQ3MTY4MTY1MzA0MDkwMDAsXCJyXCI6MTI0NzE2ODE3MDAwMTcxMzQxfSIsInMiOiI2ZDhlOTE5YzNjZTdkOTFkIn0" target="_blank">launch of a collection of essays,</a> The Selected Writings of Eqbal Ahmad (Columbia University Press), September 2006.&nbsp;
I was a speaker, along with Margaret Cerullo, Eqbal's colleague from Hampshire College and one of the book's editors. Stuart Schaar, Eqbal's college buddy from the 1950s at Princeton University was also a speaker. Like Chomsky, he has paid the price for his support of the Palestinian cause, sidelined in the mainstream academia as Eqbal himself was.
Another friend, the journalist David Barsamian, who runs Alternative Radio and speaks Urdu and Hindi, flew in from Colorado for the event. In his speech titled Confronting Empire: Eqbal Ahmad’s Legacy and the Contemporary Crisis, Chomsky talked about how Israeli attacks actually mean “Israeli and US attacks, since the USA supports Israel with weapons as well as diplomatic and ideological support”.
We were then witness to an “unusual historic event” — the destruction of a nation” as Israel punished the Palestinians for “a terrible crime they committed: in the last free election they voted in the wrong people”.
Chomsky commented that the real reason for the Israeli (US-Israeli) aggression is that the then Hezbollah provided the only meaningful support for Palestinian rights, and also because they wanted to eliminate Lebanese deterrents that stand in the way of an attack on Iran.
The aggression has two consequences, he said. First, it deters negotiations. Second, it makes the dissidents and reformers more vulnerable, as regimes under attack tend to become harsher.
In April 2011 the <a href="https://yawmle.clicks.mlsend.com/ty/cl/eyJ2Ijoie1wiYVwiOjU4NTIxOCxcImxcIjoxMjQ3MTY4MTY1Mzc3NDkwMzQsXCJyXCI6MTI0NzE2ODE3MDAwMTcxMzQxfSIsInMiOiI3ODZjNjVlYjMzZDZkOTViIn0" target="_blank">American Friends Service Committee</a> invited Chomsky to <a href="https://yawmle.clicks.mlsend.com/ty/cl/eyJ2Ijoie1wiYVwiOjU4NTIxOCxcImxcIjoxMjQ3MTY4MTY1NDA4OTQ3NjMsXCJyXCI6MTI0NzE2ODE3MDAwMTcxMzQxfSIsInMiOiI2ZGQ4OGQ4ZWI5NzFmNjBjIn0" target="_blank">address a seminar</a> at Boston University titled ‘Days of Hope and Challenge’, where I was the other speaker.
I felt privileged to have been invited to contribute towards a compilation for his 90th birthday in December 2018. In my note, I shared some of my memories and thanked him for his vision, courage and consistency over the years, and his principled moral stand that have given strength and courage to so many of us over the years.
Despite his legendary status, <a href="https://www.nytimes.com/2023/03/08/opinion/noam-chomsky-chatgpt-ai.html">Chomsky</a> was always humble and accessible. He always replied personally to emails as long as he could, even if it was a one-line response to a question asking him to confirm whether a Twitter account in his name was genuine (‘The twitter account from what I’ve heard is honest and accurate but I have nothing to do with it’).
He was unfailingly generous in lending his name in support of the causes I and others reached out to him for, endorsing resolutions ranging from human rights and democracy to peace between India and Pakistan. In 2018 he joined many public intellectuals in urging Bangladesh to <a href="https://yawmle.clicks.mlsend.com/ty/cl/eyJ2Ijoie1wiYVwiOjU4NTIxOCxcImxcIjoxMjQ3MTY4MTY1NDQwNDA0OTIsXCJyXCI6MTI0NzE2ODE3MDAwMTcxMzQxfSIsInMiOiI0NGJhNGUxMzRkZjYxOWJmIn0" target="_blank">release the photojournalist Shahidul Alam</a>. He was also among the public intellectuals including Amartya Sen who <a href="https://yawmle.clicks.mlsend.com/ty/cl/eyJ2Ijoie1wiYVwiOjU4NTIxOCxcImxcIjoxMjQ3MTY4MTY1NDcxODYyMjEsXCJyXCI6MTI0NzE2ODE3MDAwMTcxMzQxfSIsInMiOiJjNzg1NTFiZDVmMmNmM2I3In0" target="_blank">endorsed a letter</a> calling on Pakistan to release the jailed publisher-editor of the Jang Group Shakilur Rahman, in 2020.
My last interaction with him was in September 2021 when I had invited him to address an online seminar hosted by the <a href="https://yawmle.clicks.mlsend.com/ty/cl/eyJ2Ijoie1wiYVwiOjU4NTIxOCxcImxcIjoxMjQ3MTY4MTY1NTAzMzE5NTAsXCJyXCI6MTI0NzE2ODE3MDAwMTcxMzQxfSIsInMiOiIwZTFjOWIzZDNkYWJjNDM0In0" target="_blank">Southasia Peace Action Network</a> (Sapan) that over 80 of us had launched in March that year to build a narrative for a Southasian Union along the lines of the European Union, or at the very least, regional dialogue and collaboration between all the countries of the Subcontinent.&nbsp;
But by then Chomsky had moved to Arizona. He agreed to join but didn't show up, which was not like him. The meeting ended. We stopped the recording and were chatting among ourselves, when Noam Chomsky appeared. We asked him to speak and began recording again.
As always, Chomsky <a href="https://yawmle.clicks.mlsend.com/ty/cl/eyJ2Ijoie1wiYVwiOjU4NTIxOCxcImxcIjoxMjQ3MTY4MTY1NTU1NzQ4MzIsXCJyXCI6MTI0NzE2ODE3MDAwMTcxMzQxfSIsInMiOiJmMDU0YjI1MzExYTE1ZjgzIn0" target="_blank">put the issue into perspective</a>, arguing for the need to put people first. This would mean engaging with the governing authorities to mitigate and overcome human rights violations, while working with Afghans on the ground especially in rural areas rather than focusing on Kabul.
He advocated pressuring Afghans to shift the economy from opium cultivation to mineral resources, encouraging trade, development, and their integration into the region — “these moves can’t be made through sanctions”.
Uppermost should be the fate of the Afghan people, he said, but engagement “does not mean overlooking the abuses”.
The best way we can pay tribute to Noam Chomsky is by following his example: Stand firm, keep calm, keep speaking out, put information in context, and keep doing our work.

Keep calm, keep speaking out

The 7 October Hamas attack on southern Israel near the Gaza border killed 1,139 people, 764 of them civilians, 251 were taken hostage, with Nepali student Bipin Joshi possibly among them.&nbsp;
Of the 17 work-study Nepalis at Kibbutz Alumim, 10 were mercilessly murdered by Hamas. This newspaper covered the tragic deaths, profiled the students describing their hopes and dreams, and spoke to their grief-stricken families in western Nepal.&nbsp;
Although the conflicts in West Asia may seem distant, the deaths proved that they directly impact Nepalis. There are thousands of Nepali caregivers and students in Israel, and at least 2.5 million others employed in the Gulf region who will be affected in case the conflict spreads. A larger conflagration would affect food and fuel prices, and further harm Nepal’s struggling remittance-driven economy.
The Israel-Palestine conflict is rooted in history that goes back to the British mandate by the League of Nations and the establishment of the state of Israel in 1948 following the Holocaust. Although the Jewish people were granted a national home, they were also supposed to protect the rights of the Arab majority in the land.
The conflicts in Gaza, Yemen, Lebanon, Syria, Iraq today are essentially proxy wars between Saudi-UAE vs Iran. And because an enemy of an enemy is considered a friend, Israel patched up with Saudi-Emirates which explains the muted response from Gulf governments (and the West) about what is happening in Gaza.&nbsp;
Since 7 October, the world has watched the unending horror of Israel’s asymmetric and disproportionate retaliation against Palestinian civilians. Nearly 38,000 people have been killed in Gaza alone, more than 15,000 of them babies and children.&nbsp;
The Israeli state cannot use Hamas terrorism as an excuse for its own war crimes. The air time and column inches the Western media devoted last week to the freeing of four Israeli hostages was much more than the collateral killing of 274 Palestinians during the rescue.&nbsp;
More journalists (mostly Palestinians) have been killed in 8 months than in all the six years of World War II. Nearly all schools and hospitals have been destroyed. Journalists in Gaza are risking their lives to bring the humanitarian catastrophe to the world's attention. Without them, we would not know the truth.&nbsp;
But even as a military strategy this is not smart. Israel does not have an exit plan.This is not war, it flouts all international conventions on the rules of warfare. A genocide perpetrated 80 years ago cannot justify another one today.&nbsp;
The Israeli government must know what it is doing is wrong because it is thin-skinned about any reference to ‘genocide’ and label everyone from student protesters at US universities to world leaders who speak out ‘anti-Semites’.&nbsp;
When António Guterres only obliquely said the Hamas attack “did not happen in a vacuum”, it was intolerable for the Israelis. The government lashed back at the United Nations Secretary-General. Israel has also hit back at South Africa for filing a genocide case at International Court of Justice in The Hague for its conduct of the war.&nbsp;
After nearly eight months of relentless bombardment, many Gazans are so fed up that there is reported to be growing resentment against Hamas for using them as human shields. It is clear Hamas does not care much about civilian lives either.&nbsp;
But there is also deep distress among ordinary Israelis about how Prime Minister Benjamin Netanyahu has sullied their country’s international image.&nbsp;
Netanyahu himself is not fighting Hamas, he is fighting for his political longevity by appeasing extremist coalition partners.
On Monday he dissolved the war cabinet after former general and opposition leader Benny Gantz resigned, Netanyahu is replacing it with a smaller war council made up of hard-right members who now want to go after Hezbollah in Lebanon.
During his acceptance speech at this year’s Oscars in March, Jonathan Glazer, the Jewish director of the movie Zone of Interest set in Auschwitz during the Holocaust, said: “Right now, we stand here as men who refute their Jewishness and the Holocaust being hijacked by an occupation which has led to conflict for so many innocent people. Whether the victims of October 7 in Israel or the on-going attack on Gaza — all the victims of this dehumanisation, how do we resist?”
Nepal recognised the Palestinian state in 1988, and was only the second Asian country to establish bilateral relations with Israel in 1960 at a time when the Jewish state was regarded as a pariah by most of the world. B P Koirala’s friendship with David Ben Gurion was an important factor behind the move.&nbsp;

Crime against humanity in Gaza

ISTANBUL — It is hard to imagine that only 200km away from here on Turkey’s Black Sea coast there is a full-scale war going on which has killed 200,000 people in the past two years. And to the south, the complete destruction of Gaza with unconscionable violence against Palestinian civilians has escalated into a direct Iran-Israel conflict. In both wars, the protagonists have atomic weapons or are close to developing them. Russia has threatened to use tactical nuclear weapons in Ukraine, while Israel and Iran have both targeted locations of each other’s nuclear facilities in this week’s drone and missile attacks. Although there are indications Iran and Israel are exercising restraint, a slight miscalculation could result in a regional conflagration dragging in the Saudis and Emirates. If that happens, the US could also get involved.&nbsp; A bipartisan vote in the US legislature sanctioning $65 billion worth of weapon systems for Ukraine will prolong the war. Hawks on Russian tv talk shows now openly threaten to nuke not just Ukraine but also London and Paris.&nbsp; <a href="https://thebulletin.org/doomsday-clock/" target="_blank">The Bulletin of Atomic Scientists</a> has moved its <a href="https://thebulletin.org/2024/01/press-release-doomsday-clock-remains-at-90-seconds-to-midnight/" target="_blank">‘Doomsday Clock’</a> to 90 seconds before midnight because of what it called ‘ominous trends that continue to point the world toward global catastrophe’. This is the closest the clock has ever been to nuclear Armageddon. Read also: <a href="https://nepalitimes.com/editorial/at-home-and-abroad">At home and abroad</a>, Editorial Besides Russia-Ukraine and Iran-Israel tensions, nuclear nation-states have also proliferated. Aside from the US, Russia, Britain and France, Israel has 90 warheads, India and Pakistan have about 170 each, China has more than 400 and North Korea has 30 with ballistic missiles to deliver them across the Pacific. Although total warhead stockpiles have declined after the collapse of the Soviet Union in 1990, there is now a new three-pronged US-Russia-China Cold War, and the number of nuclear weapons states has increased. The threat of nuclear conflict is real enough for <a href="https://www.nytco.com/press/new-york-times-opinion-announces-a-new-series-on-nuclear-threats/" target="_blank">The New York Times to launch a series (titled: At the Brink) </a>to look into the new nuclear arms race and ‘what might be done to make the world safer’.&nbsp; It is a macabre choice about which is a bigger threat to the Earth in the coming years: a planet cooked by global warming, or destroyed by all-out war leading to a nuclear winter. Robert Frost’s poem Fire and Ice comes to mind: Some say the world will end in fire, Some say in ice. From what I’ve tasted of desire I hold with those who favour fire. The two crises are linked, both have their origins in greed, ambition and ultra-nationalism. It is the result of tribalism and the decline of the multilateral approaches needed to address justice, fairness and co-existence.&nbsp; The Doomsday Clock was moved to 7 minutes to midnight during the Cuban Missile Crisis. All-out nuclear war was so unthinkable then that most people blocked it from their minds. It is the same now with war and warming. Here in Nepal, global affairs seem remote to people struggling just to get by from day to day. When news of the war in Ukraine and West Asia does reach the public on mobile devices, it could as well be happening on another planet.&nbsp; Yet, we in Nepal will be affected. The Ukraine war led to a spike in fuel and food prices worldwide, and Nepal’s economy is still reeling from it. Hundreds of <a href="https://nepalitimes.com/here-now/nepalis-play-russian-roulette-in-distant-war" target="_blank">Nepalis are fighting in the Russian Army</a>, and at least 33 have been killed in action with dozens out of contact. <a href="https://nepalitimes.com/here-now/a-nepali-s-lucky-escape-from-hamas" target="_blank">Ten Nepali students were killed</a> by Hamas in Israel, and one is still missing. A broader war in West Asia, aside from the impact on the world economy, would directly affect the estimated 2 million Nepalis working in Saudi Arabia, Qatar, UAE, Oman, Kuwait, Israel and Lebanon. The country is just not prepared for their sudden mass return. &nbsp; A nuclear war between Israel and Iran is not as unthinkable as it sounds. Hardliners in Israel are calling for nuclear hits on Iran’s atomic research facilities before Tehran develops its own bombs. <a href="https://nepalitimes.com/review/the-destroyer-of-worlds" target="_blank">Prevailing winds would blow radioactive fallout</a> from even a tactical nuclear strike to Pakistan, India and over Nepal. We now live in a global village. War anywhere will affect Nepalis everywhere. War and warming

The relentless <a href="https://nepalitimes.com/business/solidarity-with-gaza" target="_blank">siege on Gaza</a> is a dark reflection on humanity. Well over <a href="https://reliefweb.int/report/occupied-palestinian-territory/100th-day-gaza-genocide-100000-palestinians-killed-missing-or-wounded-enar" target="_blank">100,000</a> Palestinians have been declared killed, injured, or missing over the past six months, and the overwhelming majority are innocent civilians who bear no responsibility for Hamas’ <a href="https://nepalitimes.com/news/nepalis-confirmed-killed-in-hamas-attack" target="_blank">7 October attack.</a>&nbsp;
The United Nations Security Council has finally <a href="https://press.un.org/en/2024/sc15641.doc.htm" target="_blank">passed</a> a resolution calling for an immediate ceasefire and the immediate release of hostages held by Hamas. Now, all UN member states, particularly Israel’s political and military allies, must do everything in their power to ensure that the resolution is implemented in full as soon as possible.
For Gazans who survive Israel’s military assaults, a lethal combination of displacement, hunger, and disease awaits. Israel’s blockade of humanitarian supplies, food, and clean water has made life in the enclave a nightmare.&nbsp;
Aid agencies <a href="https://www.cbc.ca/news/world/women-gaza-birth-pregnancies-1.7143489#:~:text=Aid%20agencies%20and%20doctors%20say,and%20food%20for%20the%20infants." target="_blank">report</a> mothers giving birth without anaesthetics, babies dying from dehydration and malnutrition, and sickness ravaging entire communities. With no one in Gaza safe from massacre, we have reached the threshold of <a href="https://www.theguardian.com/world/2024/mar/22/unicef-official-utter-annihilation-gaza" target="_blank">population-scale annihilation</a>.
The trauma is now reverberating across the whole region. Gazans are haunted by post-traumatic stress disorder and grief, and more than one million children are in dire need of <a href="https://www.ohchr.org/en/statements/2024/02/child-rights-committee-statement-children-gaza" target="_blank">psycho-social support</a>. The latest devastation adds to the suffering inflicted by Israel’s 18-year-old <a href="https://www.hrw.org/news/2023/10/18/israel-unlawful-gaza-blockade-deadly-children" target="_blank">blockade of Gaza</a>.&nbsp;
And in the West Bank, Palestinians face multiple threats, from unconstrained settler violence and forced displacement to the constant threat of arbitrary detention.&nbsp;
At the same time, more than 100 Israelis and <a href="https://nepalitimes.com/here-now/a-nepali-s-lucky-escape-from-hamas" target="_blank">many foreigners</a> are still held <a href="https://www.wsj.com/world/middle-east/hamas-hostages-israel-gaza-41432124" target="_blank">hostage</a> by Hamas, in contravention of international humanitarian law, prolonging the pain felt by their families and those of the civilians killed on 7 October.
Worse may come if Israel <a href="https://nepalitimes.com/opinion/guest-editorial/the-international-order-is-dying-in-gaza" target="_blank">defies warnings</a> from its closest allies and moves ahead with its plans for an <a href="https://www.bbc.com/news/world-middle-east-68591487" target="_blank">assault on Rafah</a>, which is currently host to <a href="https://apnews.com/article/gaza-rafah-israel-hamas-war-photo-gallery-2a93ded7d44b9720d941f7e53c5bf45e" target="_blank">1.5 million people</a>, including over 600,000 children.&nbsp;
Many of those seeking refuge in this border city have already endured the trauma of multiple displacements over the past half-year. A full-scale Israeli military incursion must not be allowed to happen.
I write these words as someone who looked into the eyes of young Palestinians while preparing the 1996 UN report <a href="https://childrenandarmedconflict.un.org/about/the-mandate/mandate/the-machel-reports/" target="_blank">The Impact of Armed Conflict on Children</a>. Speaking to children in refugee camps, we promised that their suffering would end.&nbsp;
Not only have we failed to make good on that promise, we have left an even more hostile world for children who happen to be born Palestinian. I carry this haunting failure with me.
I also write these words as a member of The Elders, the group of independent global leaders that I co-founded with my late husband, Nelson Mandela, and which was chaired in its early years by Archbishop <a href="https://www.project-syndicate.org/columnist/desmond-tutu" target="_blank">Desmond Tutu</a> and former UN Secretary-General <a href="https://www.project-syndicate.org/columnist/kofi-a-annan" target="_blank">Kofi Annan</a>.&nbsp;
Madiba (Mandela) gave us a mandate to work for peace, justice, and human rights worldwide, and he always considered <a href="https://www.aljazeera.com/features/2023/12/5/unpack-the-past-mandela-the-keffiyeh-and-south-africas-palestine-embrace" target="_blank">Palestinian liberation</a> to be key to achieving a just and free world for all.&nbsp;
How can any of us speak credibly of universal human rights and the international rule of law when we permit brutality and occupation to continue for decades?
Amid such despair and lack of moral courage by those with the power to stop the current carnage in Gaza, I am proud of the exceptional leadership that South Africa has shown in bringing a <a href="https://www.icj-cij.org/node/203454" target="_blank">complaint against Israel</a> for violating the Genocide Convention at the International Court of Justice.&nbsp;
The ICJ’s preliminary ruling, on January 26, and the <a href="https://www.forbes.com/sites/jillgoldenziel/2024/04/01/why-the-international-court-of-justice-gave-israel-a-new-order/#:~:text=On%20March%2028%2C%20the%20International,what%20South%20Africa%20had%20requested." target="_blank">additional measures</a> ordered on March 28, explicitly condemn the atrocities taking place in Gaza and are unambiguous about the steps Israel must take to protect innocent Palestinians, including unhindered provision of humanitarian assistance at scale.
Israel and the countries providing it with military and financial assistance must heed the court’s findings and adhere to their obligations under international law. But we are not helpless in the face of this monumental suffering.&nbsp;
As members of one human family, we have an ethical duty to speak out against these injustices in our own circles of influence. We can wield power through our own individual and community activism. With our votes and protests, we can – and must – demand accountability from our political leaders.
Here is what we must demand. First, additional humanitarian land routes urgently need to be opened to meet the overwhelming need for life-saving aid. The safety of aid deliveries must be guaranteed at all times.&nbsp;
Air drops and the recently proposed <a href="https://www.middleeastmonitor.com/20240327-the-new-maritime-aid-corridor-poses-a-major-threat-to-gaza-and-egypt/" target="_blank">maritime corridor</a> are insufficient, and must not be allowed to absolve Israel of its own responsibility to civilians in Gaza.
Second, world leaders must use military and financial leverage to compel Israel to cease its violations of international law and comply with the ICJ’s orders. All countries providing military assistance to Israel should immediately put these shipments under review and set new conditions for future provision. Those that continue supplying arms are enabling the carnage and may be complicit in war crimes.
Third, decision-makers must provide full financial and political support to the UN Relief and Works Agency for Palestine Refugees. Many donors have rushed to <a href="https://www.france24.com/en/middle-east/20240205-as-donors-suspend-critical-funding-to-unrwa-allegations-against-staff-remain-murky" target="_blank">suspend funding</a> for the organization, pending the outcome of investigations into Israel’s allegations that some UNRWA staff participated in the October 7 attack.&nbsp;
This premature, disproportionate response is now irresponsibly endangering the rights and well-being of millions of Palestinian refugees. The Israeli government has made no secret of its desire to dismantle UNRWA once and for all. Will we allow it to become yet another casualty of the war?
The situation cries out for concerted action by a broad coalition of countries committed to a just and permanent peace that enables Israelis and Palestinians to co-exist under conditions of mutual respect, self-determination, dignity, and security. Palestinian and Israeli lives and security are of equal worth. If this fundamental truth does not prevail on political leaders and ordinary citizens, we will continue to forsake generations of innocent children.

The world’s moral failure in Gaza

After Covid-19 struck in 2020, creating chaos and misery, I hoped that some silver lining would emerge from this global tragedy. For a time, it seemed possible. The pandemic was a powerful reminder of our common vulnerabilities, our shared humanity, and the importance of solidarity that transcends our differences and borders.&nbsp;
Now, however, I wonder if I was wrong even to hope. Once the pandemic subsided, we rushed back to the precipice with renewed vigour. None of the lessons of solidarity stuck, as if we were coated in Teflon. Many, if not all, of the pillars of the post-World War II global order seem to be crumbling. Violent conflict has become the default method to settle disagreements between countries (Russia and Ukraine) and within countries (Yemen, Sudan), while the multilateral security system, headed by the United Nations Security Council, is sliding into irrelevance.&nbsp;
Moreover, the inequality gap between the Global North and the Global South has widened, and more of the latter countries are suffering from debilitating debt burdens. This, in turn, has exacerbated poverty, fuelled migration, and sown distrust. With populism and authoritarianism on the rise, attacks on human rights and democratic values have intensified and, in some cases, the veneer of elections has given these attacks spurious legitimacy. And the intensifying rivalry between the United States and China is fast becoming an end in itself.&nbsp;
But the ongoing war between Israel and Hamas has dealt a particularly crushing blow to the system. The gross violations of international humanitarian law to protect civilians beggar belief. In fact, the atrocities committed against civilians, first in Israel and now in Gaza, are evil in its purest form. These despicable acts should be at the top of the priority list for the International Criminal Court prosecutor and addressed in International Court of Justice proceedings. We must halt this descent into the abyss.&nbsp;
The cavalier disregard for the principles and norms of international law, such as limitations on the right to self-defense, and the willful blocking of the Security Council from fulfilling its “primary responsibility for the maintenance of international peace and security,” have been unconscionable. Senior UN humanitarian officials on the ground in Gaza have used phrases like “hell on earth” and “humanity giving up” to express their desperation. Few seem to be listening.&nbsp;
There is now a looming rupture between the West and the Arab and Muslim world, even as Western and Arab populations are directing anger toward their leaders. Dehumanising, rage-filled rhetoric emanates from all sides and reverberates on city streets, university campuses, and in small towns the world over. All efforts to build bridges of respect and understanding over the last few decades seem to have collapsed.&nbsp;
Moreover, the Arab and Muslim world has lost faith in perceived Western norms: international law and institutions, human rights, and democratic values. In their view, the West itself is showing that brute force trumps all else. Of course, the increasing belief that democracy and human rights – the liberal values that once inspired the Arab Spring – are simply tools for Western domination is music to the ears of autocrats and despots.&nbsp;
The war underscores two lessons. First, conflicts don’t resolve themselves, and allowing them to fester is shortsighted and dangerous. UN Secretary-General António Guterres was viciously attacked by Israel after saying that Hamas’s October 7 attack “did not happen in a vacuum.” But he was acknowledging a truth – the pent-up humiliation and sense of injustice among the Palestinians – that most people who follow the Palestinian-Israeli conflict have long recognized.&nbsp;
The conflict has elicited calls for the revival of the ill-fated “peace process” that has been limping along for decades. But the same leaders now promoting a two-state solution silently looked on as Israel devoured (through annexation and settlement expansion) most of the land that was meant for a Palestinian state. The aftermath of today’s violence may very well offer the last opportunity to reach a just and lasting peace before the entire region goes up in flames.&nbsp;
The other important lesson is that building a more robust and equitable global security system and financial architecture requires structural reforms. For starters, the veto power of the UN Security Council’s five permanent members should be drastically curtailed, if not eliminated. The US and Russia must also resume nuclear arms talks and take meaningful steps toward disarmament. It is scandalous that there is no longer a single nuclear-arms-control agreement in operation between the world’s two largest nuclear powers.&nbsp;
The Bretton Woods institutions – the International Monetary Fund and the World Bank – must give the developing world a fair say in global decision-making and equitable access to financial resources for development. Although policymakers have been calling for such an overhaul since the collapse of the Soviet Union more than 30 years ago, no progress has been made.&nbsp;
We must not permit an opportunity born of war to slip through our fingers. In the absence of radical reform of the international order, the Gaza war will herald a world spiraling out of control.&nbsp;

The International Order Is Dying in Gaza

United Nations Secretary-General António Guterres is arriving in Kathmandu on Sunday on a visit that was originally scheduled for mid-October, but was put off due to the Israel-Hamas crisis. Even during his visit he will be busy trying to find a path to peace in the Gaza war. &nbsp; The Israeli government has criticised the Secretary-General for remarks in the Security Council this week in which Guterres said the Hamas attack on Israel on 7 October “<a href="https://www.un.org/sg/en/content/sg/speeches/2023-10-24/secretary-generals-remarks-the-security-council-the-middle-east%C2%A0">did not happen in a vacuum</a>”.&nbsp; Israel took offence even though Guterres had added that the “grievances of the Palestinian people cannot justify the appalling attacks by Hamas”. Israel’s censure of the UN Secretary-General’s carefully balanced speech to the Council is itself an indication of the extreme geopolitical polarisation over <a href="https://nepalitimes.com/news/as-in-nepal-thais-mourn-nationals-killed-in-israel">the Gaza war</a>. Interestingly, Bhutan voted for the resolution, while India abstained.</figcaption> </figure>  Though not directly involved, Nepal has been affected by the Israel conflict. <a href="https://nepalitimes.com/news/nepalis-confirmed-killed-in-hamas-attack">Ten Nepali agriculture students were killed</a> by Hamas, and <a href="https://nepalitimes.com/here-now/waiting-for-bipin-joshi">one is still missing</a>.&nbsp; The brutality of <a href="https://nepalitimes.com/here-now/war-in-israel-earthquake-and-grief-in-nepal">the Hamas raid</a> in which most of the 1,400 victims were civilians, including women and children, has been widely condemned. The Israeli response, however, has been disproportionate, asymmetrical, and indiscriminate. More than 7,000 Palestinians have been killed in Gaza, and many innocent women and children have been killed and injured. Even in purely strategic terms, Prime Minister Benjamin Netanyahu’s response will be militarily counterproductive for Israel. And what is puzzling is the West’s carte blanche to the IDF to continue its carpet bombing of Gaza. The western media’s partisan coverage of the conflict in the name of ‘balance’ is even more troubling. President Joe Biden possibly is driven by his re-election bid in 2024, and bipartisan domestic support for Israel. Western governments do not even want to use the word ‘ceasefire’, preferring to call for ‘a humanitarian pause’ to Israel’s bombing. There is a danger that António Guterres will be preoccupied with the deepening crisis in West Asia so that his two main agenda points in Kathmandu (<a href="https://nepalitimes.com/opinion/comment/no-closure-after-nepal-s-insurgency">transitional justice</a> and <a href="https://nepalitimes.com/here-now/for-destruction-ice-is-also-great-and-will-suffice">climate change</a>) will be eclipsed. &nbsp; Guterres is scheduled to address a joint session of Nepal’s Federal Parliament on 31 October, and meet former Maoist commander Pushpa Kamal Dahal who is now prime minister.&nbsp; Dahal’s main purpose in inviting Guterres to Nepal is to get a UN stamp of approval to the transitional justice process. Survivors and families of the victims of war crimes have opposed efforts by the current coalition government to ram through <a href="https://nepalitimes.com/news/nepal-tj-bill-protects-perpetrators-shortchanges-survivors">a bill that would grant amnesty to perpetrators</a>. The Truth and Reconciliation Commission and the Commission on the Investigation of Enforced Disappeared Persons were led by political appointees and remain dissolved.&nbsp; Since the former enemies are now in government together, <a href="https://nepalitimes.com/opinion/transitional-injustice-in-nepal">they do not want to rake up the past</a>. The Maoists have tried to make a distinction between ‘political murder’ and ‘criminal murder’, while state security says it was just responding to an anti-government insurgency.&nbsp; Guterres will have to impress upon his Nepali interlocutors that absence of war is not peace, and that there can be no peace without justice. Dahal, Deuba &amp; Co, on the other hand, will try to convince the Secretary General that Nepalis are ready to l<a href="https://nepalitimes.com/news/restorative-justice-for-peace-building">et bygones be bygones</a> and focus on economic progress, job creation and development.&nbsp; Western support for justice and human rights in Nepal <a href="https://nepalitimes.com/opinion/comment/nepal-s-transitional-justice-and-the-west-s-recalibration">is not as robust as it used to be post-2006</a>. A weaker West, and ascendant India and China in Nepal’s neighbourhood may have emboldened Nepal’s leaders to determine that the geopolitical climate is conducive to conclude the peace process 17 years after the conflict ended.&nbsp; The current <a href="https://nepalitimes.com/banner/forgetting-to-remember">Truth and Reconciliation Commission draft bill </a>allows pardons for murder, disappearances, sexual offences and torture. It legitimises the recruitment of child soldiers. And it is fuzzy on who should try such crimes.&nbsp; Allowing known perpetrators of war crimes on both sides to get away would reinforce the climate of impunity that has become even more evident after the recent presidential pardon for a convicted murderer and <a href="https://nepalitimes.com/editorial/nepal-gets-gold-medal-for-corruption">political interference into police investigations into high profile corruption scandals</a>. A predecessor of António Guterres, Dag Hammarskjöld of Sweden, visited Nepal in 1961, and that helped give <a href="https://nepalitimes.com/latest/putsch-ek">King Mahendra’s coup</a> some legitimacy. Guterres is in Nepal at a time when crimes against humanity are being committed in the <a href="https://nepalitimes.com/news/remittonomics-and-conflict">Gaza war and other conflict zones around the world</a>.&nbsp; The Secretary-General’s message in Kathmandu has to be: forgetting war crimes risks a repeat of war.

This is the 45th instalment of <a href="https://www.nepalitimes.com/here-now/diaspora-diaries-1/">Diaspora Diaries</a>, a regular series in Nepali Times with stories of Nepalis living and working abroad. Pramod KC, Salyan&nbsp; In Israel, we were advised during orientation to run to bunkers when the siren went off. It is a normal part of daily life there.&nbsp; But for us 17 <a href="https://nepalitimes.com/news/nepalis-confirmed-killed-in-hamas-attack">Nepalis at Kibbutz Alumim</a>, it was the first time since we landed in Israel a month previously that we heard the siren go off that Saturday morning, and had to run to the bunker near our apartment.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20231022071024_d4ca226cf4525a29a724b1df66653246c012b5c386a4361c24288b0e023fc6ad.jpg" data-media-id="editor_2" data-image-id="20231022071024_d4ca226cf4525a29a724b1df66653246c012b5c386a4361c24288b0e023fc6ad" data-rendition-name="original" width="1224" height="1632" loading="lazy" alt="Nepalis in Iarael Hamas attack"> <figcaption>Pramod KC</figcaption> </figure>  It soon turned into a nightmare. We were hiding in the bunker, all 17 of us crammed together. Outside, there were gunshots, sirens and explosions, &nbsp;we also heard increasingly loud and angry voices in Arabic. We did not understand what was being said, but it was evident that something was terribly wrong.&nbsp; Hamas had captured the area and armed men were coming near our bunker.&nbsp; Birendra Chaudhary, Kailali&nbsp; The sounds of firing got closer. One of our friends who was closer to the door got shot in the leg. Another friend tried to explain to the gunmen that we are Nepalis, hoping they would show some mercy, but got shot as well. Bipin Joshi quickly hurled one of them out. But the second one exploded inside, injuring five of our friends, mostly below their waists. I can't describe the scene, their legs were crushed, and they were in a lot of pain.&nbsp; Avash Bhattarai, Kailali&nbsp; Bipin and Himanchal worked on a farm in a kibbutz 12 km away from mine. We were packing onions and tomatos from 7AM. Our friends had sent us group pictures from the bunker where they were hiding so we knew something was up, but we did not take it seriously.&nbsp; The pictures were of happy selfies and them playing ludo on their phones in the bunker.&nbsp; But after 8AM, the electricity went off. Things were already getting tense with sounds of sirens and missiles, so our employer told us to stop working and that we would resume when things normalised. &nbsp; By now, the news was bad from where Himanchal and Bipin were. I called Himanchal, he did not pick up but sent me a message saying two of <a href="https://nepalitimes.com/here-now/war-in-israel-earthquake-and-grief-in-nepal">our friends had died after getting shot</a>. We were shocked. &nbsp; After that he went out of contact. We were terrified. Instead of the bunker, we hid in our apartment because we had already learnt that Hamas gunmen were coming inside bunkers. Bunkers no longer felt safe.&nbsp; Pramod KC, Salyan&nbsp; Of the 17 of us Nepalis in the bunker, five were injured and two were dead. How do I describe that scene, of watching your friends suffer, die in front of your eyes?&nbsp; Three Israeli medical policemen finally arrived at our bunker, which gave us a little bit of hope. They attended to our injured friends. They took the remaining ten of us to another bunker nearby with a kitchen. Source: https://fb.watch/nQj7lvGUpq/</figcaption> </figure>  We hid wherever we could in that crammed space, and the location we managed to squeeze ourselves in would later decide our fate.&nbsp; Also hiding in the second bunker were <a href="https://nepalitimes.com/news/as-in-nepal-thais-mourn-nationals-killed-in-israel">workers from Thailand</a>. We got calls from friends who had been injured in the grenade attack, the Israeli police apparently left them there and did not take them immediately to hospital. We called the embassy and other Nepalis but there was no help. Only two of those injured survived. We could do nothing.&nbsp; Himanchal Kattel, Tel Aviv About 90 minutes after we sought shelter in the kitchen bunker, Hamas fighters broke down the door and started shooting at us. They took him and three Thai men outside. I do not know what happened there. I was rescued after six hours from the bunker by Israeli soldiers and taken to hospital where I am now recovering.&nbsp; Birendra Chaudhary, Kailali&nbsp; The gunmen did not pick targets, they just shot mercilessly at whatever they saw and left. At various points I had thought I would die, and had tightly shut my eyes waiting for the end. But somehow, I survived.&nbsp; One of the grenades had hurt my leg and it was bleeding. I tried to stay still for hours in the corner, and could not switch positions no matter how much it hurt. The wounded were asking for water, but I was hiding in the corner trembling with fear and could not help. I waited for hours. &nbsp; Later, the Thais heard Hebrew being spoken and said Israeli soldiers had arrived. So they went out, and we followed them.&nbsp; Pramod KC, Salyan&nbsp; After we were rescued by the Army, I was asked to identify bodies in the bunker. His family is deeply worried. We hope the government and media can lobby for him.&nbsp; I am lucky to have come out of this unhurt. When I first saw the Nepali flag plane that came to Tel Aviv to take us back, I felt I had already reached home. It was a bittersweet feeling to be safe, but I lost all those friends. I went to visit my friend Prabesh Bhandari’s mother, who is also from Salyan. He was her only son. I wake up, replaying the trauma in the bunker in my mind, I hear the sound of sirens and voices of friends asking for water. These memories haunt me. The slightest sound frightens me. After a week at home and spending time with family and friends, it has got slightly better.&nbsp; I feel this is my second birth. I stared at death in the face twice in those bunkers.&nbsp; Avash Bhattarai, Kailali The first time I communicated with Himanchal after October 7, it was in the hospital where he is now recovering. We spent about an hour chatting before I headed to Nepal, and I call him every day.&nbsp; I am of course happy to be with my family who really were under a lot of stress, but I still have mixed feelings about leaving my friends behind, and losing many.&nbsp; Bipin is still nowhere to be found. I hope he is ok. The news of two American hostages being freed has given us a tiny flicker of hope. One can only hope and pray that he is safe, and will be returned soon.&nbsp; But my mind also goes in different directions: between hope and fearing the worst. His parents and sister are in shock and waiting for him.&nbsp; Bipin had said we should join forces for an agriculture startup after we returned from Israel. We had literally gone to Israel to ‘<a href="https://nepalitimes.com/diaspora-diaries/i-went-to-earn-and-learn">learn and earn</a>’. Look what happened.&nbsp; Birendra Chaudhary, Salyan&nbsp; It is still difficult to imagine how I survived when so many others died. I had my second session today with an Israeli counsellor. She has helped me relax a bit. The night before this massacre, it was a Friday and we had cooked chicken together for dinner. Waiting for Bipin Joshi

<a href="https://archive.nepalitimes.com/article/nation/dasain-goes-global,3950">Dasain homecoming for the Nepali diaspora</a> this year was overshadowed by the <a href="https://nepalitimes.com/here-now/war-in-israel-earthquake-and-grief-in-nepal">killing of 10 Nepalis in a Hamas attack</a> on an Israeli kibbutz on 7 October. One student is still missing. Dasain also coincided with the annual conference of non-resident Nepalis in Kathmandu. Unlike workers, these are Nepalis who have permanent residence abroad, and they seemed more concerned about getting Nepali citizenship papers. <div class="embed-block"><iframe title="Nepalese around the World" aria-label="Map" id="datawrapper-chart-NTCV9" src="https://datawrapper.dwcdn.net/NTCV9/1/" scrolling="no" frameborder="0" style="border: none;" width="800" height="518" data-external="1"></iframe></div> But fear of a widening war in West Asia is the main concern today for millions of other Nepali workers. As the Nepali diaspora spreads across the globe, many find themselves in war zones or caught up in violence. This is not the first time Nepalis have been caught up in conflict. Many migrant workers are living in <a href="https://nepalitimes.com/news/trapped-in-ukraine">active conflict areas like Ukraine</a>. Many of the estimated 4,000 Nepali students there escaped to Poland in February 2022 when the Russians invaded. Some of the others <a href="https://nepalitimes.com/news/nepalis-in-the-russian-army-want-to-quit">enlisted and there are Nepalis fighting on both sides</a>.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20231020061024_17d617631aa90dcb31630cb3d33f96d05357c61aa2f60ede57d72aae8aaa3617.jpg" data-media-id="editor_5" data-image-id="20231020061024_17d617631aa90dcb31630cb3d33f96d05357c61aa2f60ede57d72aae8aaa3617" data-rendition-name="original" width="1047" height="1591" loading="lazy" alt="Nepalis trapped in Ukraine"> <figcaption>Nepalis trapped in Ukraine in 2022.</figcaption> </figure>  Only this week, a Nepali mercenary Bibek Khatri fighting with the Russian Army was captured in the Avdiivka by Ukrainians. In a<a href="https://twitter.com/Gerashchenko_en/status/1714955395037278371" target="_blank"> video posted on X </a>by Anton Gerashchenko, Khatri says he joined the Russian military to make money and make his mother proud. To be sure, Nepal’s Gurkha soldiers have fought in most major wars of the 20th century: Flanders Field <a href="https://archive.nepalitimes.com/article/nation/gallipoli-and-the-gurkhas,2271">Gallipoli</a>, Italy, Malaya, Burma, Falklands, Sri Lanka, and are <a href="https://nepalitimes.com/here-now/recruitment-of-nepalis-into-indian-army-paused">deployed on India’s borders</a> with Pakistan and China.&nbsp; But it is in the volatile North Africa-West Asia region where Nepalis find their situation most precarious. <a href="https://nepalitimes.com/from-the-nepali-press/a-girl-from-kathmandu">Twelve Nepalis workers were executed in 2004 by Ansar al-Sunna in Iraq</a>. The Saudi-UAE blockade of Qatar from 2017-2021 affected Nepalis, many of whom lost their jobs. In 2014, some 126 Nepalis were evacuated from war-torn Libya to neighbouring Tunisia with the help of the Indian Embassy in Tripoli. IN 2016, <a href="https://nepalitimes.com/news/canada-settlement-with-families-of-nepali-guards">13 Nepali guards were killed in a Taliban attack on the Canadian Embassy in Kabul</a>. Some of the estimated 2,200 Nepalis, mostly female domestic workers, had to be evacuated after the Beirut blast in 2020.&nbsp; This time the <a href="https://nepalitimes.com/here-now/a-nepali-s-lucky-escape-from-hamas">rescue of Nepali students from southern Israel</a> was swift because they were well-documented students and were easy to track down. The presence of an Israeli embassy in Kathmandu, and a Nepal embassy in Tel Aviv helped.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20231020061032_a99482384cb43a14c38a2a146ba3bca21e0a11f24b35ec8949ebb369d0c61685.jpg" data-media-id="editor_12" data-image-id="20231020061032_a99482384cb43a14c38a2a146ba3bca21e0a11f24b35ec8949ebb369d0c61685" data-rendition-name="original" width="2048" height="1366" loading="lazy" alt="Nepalis rescued from Israel NT"> <figcaption>Nepalis were rescued from Israel earlier this month following the Hamas attack on a kibbutz where they were working. Photo: SUMAN NEPALI</figcaption> </figure>  “There are two types of Nepali migrants, <a href="https://nepalitimes.com/review/migration-not-a-wish-but-necessity-for-nepalis">those who are compelled to go</a> and those who will leave anyhow. But both need to know about the status of destination countries, and once they get there they must notify the Nepal Embassy of their location in case they need to be evacuated,” says former foreign minister Bimala Rai Poudel. Migration expert Ganesh Gurung says the government should at the very least guarantee the safe return of its workers in the event of a disaster of any kind.&nbsp; Nepal’s Foreign Employment Welfare Fund has collected Rs7 billion over the years from fees paid by people leaving for overseas jobs, and is used in rescue and resettlement of migrants. However, it does not take care of people who do not pay the fee, or do not go through recruitment agencies.&nbsp; Gurung says the facility should apply for all Nepali workers abroad in case they need emergency evacuation. The facility was most useful during the Covid pandemic <a href="https://nepalitimes.com/news/too-many-stranded-nepalis-not-enough-flights">when hundreds of thousands of stranded workers had to be flown home</a>. Nepal’s economy survives on remittances, and money the diaspora sends home <a href="https://nepalitimes.com/news/bada-inflation-at-bada-dasain">has reached record levels this year</a>. “One of the major contributing factors to Nepal reducing its poverty rate was the money that workers abroad sent home,” explains Gurung. “But if more people choose to come back because of increasing geopolitical tensions and conflict, it will have a cascading effect on Nepal’s remittonomics.”&nbsp; Nepal is <a href="https://nepalitimes.com/editorial/high-risk-remittance">heavily reliant on remittance money</a> because other sectors are stagnant. Migration is a safety valve, but there does not seem to be a strategy to create meaningful jobs at home. Those who came home during the Covid-19 pandemic have <a href="https://nepalitimes.com/here-now/nepali-workers-returning-to-india">mostly gone back because of the lack of job prospects here</a>. Now, as geopolitical tensions rise, risking the very safety of Nepalis abroad, migration and the economy’s dependence on remittance will be fragile.&nbsp; Bimala Rai Poudel says the West Asia conflict is a warning bell for Nepal to rethink its over-reliance on outmigration. Ganesh Gurung agrees that <a href="https://nepalitimes.com/news/nepalis-confirmed-killed-in-hamas-attack">the Israel-Hamas war</a> should be a warning that Nepal’s remittance economy is vulnerable to geopolitics. He adds: “What Nepal has been doing so far is crisis management, what we really need to pre-crisis preparedness given the potential dangers of crises like the one in Israel we will be exposed to in the coming days.”

Remittonomics and conflict

This is the 43rd instalment of <a href="https://www.nepalitimes.com/diaspora-diaries">Diaspora Diaries</a>, a regular series in Nepali Times with stories of Nepalis living and working abroad.&nbsp; It was a Saturday morning. Tired from the week’s work in the farm, we were looking forward to resting and catching up with families back home. It had been just over a month since we arrived in Israel. But early morning at 5am on 7 October, we were woken up by earthquake-like jolts. We rushed outside, and there were missiles streaking across the sky and explosions.&nbsp; We found it all very exciting at first, but when the sirens went off we got worried and ruished to our little bunker to hide. There we started getting frantic calls from fellow Nepali students at Kibbutz Alumim which was 18km away. They said there was an explosion in their bunker and blood everywhere. Our hands trembled as we called our college representative, but the whole area was under attack and there was no way any ambulance could make it in. Later, even our wifi and electricity got cut off, and we could not get in touch with our friends or anyone else. When the internet was restored in the evening, we found out that 17 of our friends at Alumim had also taken shelter in a bunker, but had come under attack from terrorists. &nbsp; We had arrived in Israel just a month before under the ‘Learn and Earn’ program. We were just settling in and getting a hang of things. The first three weeks were spent just getting used to the desert environment in southern Israel. Had my parents and brother back in Nepal found out <a href="https://nepalitimes.com/news/nepalis-confirmed-killed-in-hamas-attack" target="_blank">what has happened in Israel?</a> My silence could have made them assume the worst. The minute I got a chance, I called them to let them know I was safe. In the three days we spent in the bunker, it was difficult to speak to my family to describe the situation. I would feel overwhelmed and tearful when they asked how I was doing. I could not tell them everything that was really going on because they would panic. I am okay, don’t worry was all I could come up with. After that, I preferred just to exchange text messages.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/war-in-israel-earthquake-and-grief-in-nepal">War in Israel, earthquake and grief in Nepal</a> In that bunker after being woken up by sirens, I remember writing a note on my phone describing the situation since sleep was out of the question.&nbsp; अहिले यहाँ इजरायलमा कति बेला के हुन्छ, केही आतो पतो छैन। हामी साथीहरु विगत शनिबार देखि निरन्तर २ दिनसम्म बंकरमा लुकेर आफ्नो ज्यान जोगाउन बाँधे भाको छम्। यहाँ सोचें जस्तो सहज केही पनि छैन। कति बेला आकासमा कालो धुवाँको मुस्लो उठ्छ थाहा नै हुन्न। निकै नै त्रसित माहोल छ मिसाईलहरु कति बेला का बाट आयो पातो पाइनँ। साईरनको त्यो ठूलो अनि भैंकर आवाजले सतो पुत्लो लिन्छ। आकाश मा हेलिकप्टर अनि फाईटर जेटहरु निरन्तर उडिरहेका छन्। बंकरमा पनि सोचें जस्तै सहज केही छैन् , न खाना न पनि अनि त्यो चिसो भुईमा यो लामो रात त्रासै त्रासमा नसुती बिताउनु कुनै नर्कमा नै भाको अनुभूति हुन्छ। आजको रात निकै लामो हुने छ। पर्खाई त्यो भोलि शुभ विहानीको छ। (Here in Israel, we have no idea what will happen next. Since Saturday we have been trying to stay alive for the past two days in this bunker. Anything can happen at any time, without warning there are black smoke trails of approaching missiles. The loud wail of sirens is frightening. Fighter jets and helicopters are flying all the time. In the cold floor of the bunker, there is no food, no water and in the long and scary sleepless night it feels like hell. This is going to be a long night. We first thought we should chase them out since they might bark and draw attention to us, instead we welcomed their companionship and they slept next to us. &nbsp; In the morning we called everyone that we could think of: the Nepal Embassy, government back home, everyone. Sometimes, we had to step out of the bunker to make calls. The response was not so proactive, so we started sharing videos on social media to draw more attention, hoping for some action. When we first got the call from the embassy to get ready, we were thrilled. They told us to just pack our documents and laptops. We left all our luggage behind. We even called our families to tell them we were coming home. But that day no one came to receive us and we waited in vain. Leaving behind our belongings, we came to <a href="http://global-learner.com/negev/" target="_blank">Ramat Negev farm</a> which is where we are at now. Being away from yesterday’s place feels a lot safer. This is far from the war zone and out in the desert near the Egypt border without many residential buildings. We thought we would be brought to Tel Aviv but instead, here we are for the time being.&nbsp; Finally, we realise how the accumulated stress and fatigue of the last three days has worn us out. There was fear from constant sounds of sirens and explosions, and the urgent need to coordinate with different agencies for our rescue, assure our families we were okay. Most importantly, we grieved the friends we lost. Our friend Bipin is still missing, there is no news about him.&nbsp; Here at the farm, besides us Nepalis there are other colleagues from Thailand and Zimbabwe. After what feels like ages, we finally got to eat warm food which felt good and made us happy, that too in the company of friends. We are spending time talking, trying to recover and gain back our energy.&nbsp; We are in touch with our families who are also relieved that we are away from the frontline. But they are desperate for us to come home. And so are we. Although we are relatively safe here, there is still uncertainty, what if the war spreads to where we are and something goes wrong again. A Nepali’s lucky escape from Hamas

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
