What is common across all major political parties contesting the election on Friday is that they are all led by influential men.&nbsp;
Rabi Lamichhane + Balendra Shah duo head the RSP, Gagan Thapa leads the Nepali Congress (NC), the UML’ s K P Oli is still leader, Kulman Ghising is the founder and leader of the Ujyalo Nepal Party, and there is Harka Sampang of the Shram Sanskriti Party.&nbsp;
These men do not just lead the parties, they are the parties. Their authority within the party is largely uncontested and is sustained through loyalty to the deeply familiar Nepali figure of the Dai or Ba, the elder brother or father who is trusted, defended, and followed.
For the most part, they do not exert influence due to leadership skills but through a reinforcement of the idea that their leadership is the solution to the political crisis facing Nepal. Around these men is a loyal orbit of supporters, extending from central committee members to party cadres, mostly men.
Supporters amplify the idea of their chosen leadership and defend them at all cost in the public sphere, and especially on social media where polarising and controversial speech is rewarded by the design feature of the platforms.
Only 395 out of the 3,484 first-past-the-post (FPTP) candidates are women, in the upcoming elections. Of the biggest parties, the NC has only 6.67% women, UML 7.92%, NCP 6,90 %, RSP 9.73%, Shram Sanskriti Party 6.42%, UNP 5.79% and Janata Samajwadi party 8.41%.&nbsp;
The highest among the parties is not even 10%. The numbers represent the interconnected manospheres that pervade all layers of Nepali politics — it is not merely exclusion, but a systematic structuring of gender in politics.
Manosphere as an umbrella term for online communities that have increasingly promoted narrow and aggressive definitions of what it means to be a man, and the false narrative that feminism and gender equality have come at the cost of men’s rights. These communities promote the idea that emotional control, material wealth, physical appearance and dominance, especially over women, are markers of male worth.
It is an internet phenomenon, but it also relates to how men have hoarded power and taken up space in Nepali politics that constitutionally belongs to women, without exception of a single major party. While certainly the leaders of the parties are not spearheading manospheres, their support systems and structural organisation show characteristics akin to one.
A distinct feature of a manosphere is the attitude of rejection it carries towards liberalism, democratic pillars of inclusion and participation, political correctness, and they distort biology and evolution in argument of restrictive gender roles. They assign men as de facto leaders and women as followers, if not adversaries. Manospheres operate with an underlying understanding that feminism or women empowerment is detrimental to men.
This feature of the manosphere is starkly visible in how women in politics have experienced this election, in their campaigning on social media. From Ranju Darshana to Nisha Adhikari to Reema Biswokarma, their social media posts have comments from people trying to tell them of their place in society.
A pregnant politician and two artists turned politicians, are routinely told that their pursuit of leadership is not what the society needs. Even Prime Minister Sushila Karki was vilified publicly by Durga Prasai publicly, and was met with laughter from the circle of people around him.
Digital platforms have become an open arena for misogynistic attacks against women, often delegitimising their political participation rather than hosting democratic dialogue. Women who ascribe to the idea of the leadership archetype endorsed by the manosphere, are lauded for their participation. Responses to the speech of the RSP’s Sobita Gautam in Janakpur is an example.
Another symptom of the manosphere in Nepali politics is that it endorses violence, be it rhetorically, or equating it with leadership. By drooling over the violence spewed by them, instead of looking at evidence of capacity for governance, thoughts on inclusion, visions for development and much more, the definition of being a leader is narrowed.&nbsp;
When our politics are up for debate in social media platforms, unsurprisingly, vile and inflammatory language becomes a recipe for success, hence amplifying ‘leaders’ who revert to such tactics.
A study by researchers at Dublin City University found that newly created teen-boy accounts on TikTok and YouTube Shorts were algorithmically exposed to sexist and misogynistic content within about the first 23 minutes of use, even when they were not deliberately looking for it. So naturally, misogyny sells.&nbsp;
Besides, groups on Facebook have been mobilised during campaigning for elections. The most prominent men only group in Nepal MRR was disabled by Meta prior to the October 2022 election for violating their terms and conditions.
While it is not new that women in Nepali politics have endured misogyny, it has been magnified by how political discourses online occur in the manospheres. There is no conversation on how Gagan Thapa will not become the next Sher Bahadur Deuba, there is no debate on how the newly formed government will meet the constitutional requirement of having at least 33% women in the House — it is only about which man is more suitable to be the next prime minister of Nepal in a system that does not directly appoint them.
Even if we were to believe the misogyny online is not representative of our society’s views on women, the avalanche of toxicity on the platforms is something we have to learn to live with.&nbsp;
Women interested in politics must come prepared to endure hate. Likewise, if these comments are not real, and are bots or fake accounts that seek to demoralise women, then we must understand that the political powers of today are weaponising misogyny to prevent women from being leaders.

Democracy in the manosphere

During the 2022 election, populist candidates campaigned with algorithms and were elected mayors. In 2026, they are campaigning with AI-generated memes and videos. Four years ago, the idea that the most potent weapon in the next election in Nepal would be artificially generated clips of politicians beating each other up would have been science fiction. Yet, here we are: at a fever pitch of AI-based political content. Some are generated by the IT cells of political parties, while most are just produced and posted by young tech-savvy supporters of the new candidates. Most of them ridicule older leaders, and the predominant target is former prime minister K P Oli who was forced to resign after the September protests. On 20 January the TikTok account ‘iamfunnyman88’ posted a slapstick video in which former Kathmandu Mayor Balendra Shah is seen accosting ex-prime minister K P Oli with a giant bell (pictured), swinging it in Kung Fu Hustle style in what looks like Patan Darbar Square. Oli is sent splattered on the ground. K P Oli has become a symbol of the legacy parties and their aged leaders, and everything that is wrong with them. Balendra Shah represents the new protest candidate. The two are contesting from Jhapa-5, and it is turning out to be a prime ministerial race for 5 March. In another video, the RSP vs UML clash played out as a high-stakes war from the Mahabharat. Oli is a young warrior with a chiselled jaw and wearing a heavy golden armour ready to lead his followers to battle (pictured). A stylised Nepal flag flutters above him to the accompaniment of filmy dialogue.&nbsp; The videos are everywhere on TikTok, YouTube and Facebook. Many of the posts are hitting over 200,000 likes and 5 million views. Such content seems to be engaging more voters than speeches and door-to-door campaigning at the hustings. But it is looking like a carefully designed strategy promoting Balen Shah as the RSP’s star player in this election.&nbsp; In 2022, it was just for the mayor of Kathmandu. This time, Balen Shah is already being promoted in these videos as a winner who has defeated the legacy politicians.&nbsp; In previous elections in Nepal, political parties used to spend lavishly on the ‘masu bhat’ strategy — feeding heavy plates of mutton curry and rice to constituents in return for votes. Ideology was swapped for immediate caloric gratification often accompanied by free-flowing alcohol.&nbsp; But surely, the new voter is too sophisticated for this. Politicians insist they have rebooted their operating systems to serve this enlightened demographic. We are talking, after all, about the generation that brought down a government over 36 hours in September.&nbsp; The assumption is that young voters today are too aware and far too proud to trade democratic agency for something as crude as a plate of steaming mutton curry and rice.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2026013014014_983476ba334f895b64cd8ea34bd0ad79c1632c428feb119c84477d8e929eb057.jpg" data-media-id="editor_1" data-image-id="2026013014014_983476ba334f895b64cd8ea34bd0ad79c1632c428feb119c84477d8e929eb057" data-rendition-name="original" width="2000" height="1000" loading="lazy" alt="Nepal elections meme"> </figure>  But the question is: are voters today any different? Aren’t these social media memes digital versions of the masu bhat that delivers a dopamine rush to voters? Watching the videos is entertainment that delivers a state of bliss, a protest against what is old but no enlightenment about how to get to the new. &nbsp; The I-cannot-go-a-single-minute-without-checking-my-phone demographic has leaned firmly towards politicians whose main focus is to be a social media star first, and an accountable politician second. More than 70% of Nepalis have smartphones now and most are hooked on data plans. The public has acquired a taste for a different kind of masu bhat - the digital kind. Instead of being made to slurp up the free spicy, fatty goat curry with deep guttural satisfaction, voters are being made to swallow easy-to-digest online clips to make serious voting decisions.&nbsp; After all, it is more fun than paying attention to a candidate’s policy proposals and actually thinking critically about the candidates.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2026013014014_eb3a9e0c50f4a47706a6695e78ae41556c3d9754c15d564d42fb0de3f4199999.jpg" data-media-id="editor_2" data-image-id="2026013014014_eb3a9e0c50f4a47706a6695e78ae41556c3d9754c15d564d42fb0de3f4199999" data-rendition-name="original" width="2000" height="1000" loading="lazy" alt="Nepal elections meme"> </figure>  TURNING POINT An important moment for the evolution of this digital masu bhat is the 2020 pandemic. It was just six years ago that the entire population was cut off from physical interaction. The phone screen became the sole mediator of social existence.&nbsp; Technology changes what we see as important, and this prolonged immersion fundamentally alters our perception of reality, training us to accept the flattened, binary logic of the algorithm as a substitute for the complex, multisensory texture of political reality. What is on the phone has started to dictate the questions we ask and the answers we accept. If it is not on the phone, it is starting to look irrelevant. The memes manufacture consent. Gerontocratic politicians habituated to legacy media have not fathomed the implications of this new virtual world. Everyone has been swayed by a good story since the beginning of time. Now, the phone has allowed millions of Nepalis to tell, retell, consume, and remix stories that would traditionally have huge barriers to entry. Consider the vegetable vendor killing time between customers, Gen-Z youth with no memory of the Maoist conflict, or the grandad who cannot distinguish an AI video from real footage.&nbsp; When they finally step into the voting booth, what is guiding their hand? Is it a careful calculus of policy proposals, demonstrated competence, and leadership integrity? Or is it the cumulative impact of those AI-generated dopamine hits they have been fed on a loop? This digital fog of war cuts both ways. In a twist of supreme irony, actual footage of candidates behaving badly is now routinely dismissed as ‘AI-generated’ by their PR teams. This was a convenient get-out-of-jail-free card that Balen’s camp used when a video of him shoving cadres went viral.&nbsp; Meanwhile, completely fabricated tear-jerkers of old leaders like Prachanda weeping are consumed by the public as gospel truth. We have arrived at a point where the inconvenient real is dismissed as a glitch, and the emotional fake is embraced as history.&nbsp; In Society of the Spectacle, Guy Debord argued that images eventually replace real life. Today’s voters in Nepal and elsewhere are not even consuming the actual meat-and-bones of mutton curry; they are swallowing the 15 second digital imitations of it.&nbsp; Welcome to the age of digital मासु भात.

Nepal’s AI-generated election

The 12-day political partnership of Kulman Ghising with Rabi Lamichhane and Balen Shah that ended on Saturday was brief even by Nepali standards.&nbsp;
The Ujyalo Nepal Party backed by Ghising and Lamichhane’s RSP had inked a deal to unite on 29 December, one day after Balen Shah formed an agreement with the RSP to contest the election under the party’s banner.
The alliance between the RSP and Ghising is said to have fallen apart after Ghising asked for institutional and ideological changes within the party, and for members of his team to be given key positions including senior vice-chair and general secretary, as well his stipulation that more than two dozen of his camp be appointed members of RSP’s central committee.&nbsp;
Ghising had also been less than happy about some of his 18 proposed candidates being left off RSP’s Proportional Representation list, and had taken issue with the priority order of those from his camp on the docket.&nbsp;
The merger between Ghising and Lamichhane happened after last minute negotiation before the deadline for the submission of the PR candidate list after multiple previous rounds of discussions between BRK had failed. Ghising had agreed to sit down one final time with the two leaders following a last-ditch effort by youth leaders including Sudan Gurung.
Ghising following his resignation last week had told the press that his partnership with Lamichhane and Shah had not come into effect even though his UNP had formally signed to merge with RSP. The party, which has been hailed as a formidable alternative political foil to legacy outfits in the March polls, had come under considerable criticism for its PR list, most of which included influential public figures as opposed to qualified people who would represent the nation’s socio-culture, socio-economy, diverse ethnic makeup, and geography.&nbsp;
On Saturday, following news of the RSP-UNP dissolution, Ghising was announced as the chair of the UNP, of which he had only remained the patron so far.
That Ghising broke away from Lamichhane and Shah does not come as a shock. Analysts had already predicted the clash of egos between the three figures who have gained popularity through personality rather than ideology driven politics.&nbsp;
It is also not surprising that the new trio has been following the playbook of make-up and break-politics written by the Oli-Deuba Dahal trio that has defined Nepali politics for the last decade.&nbsp;
As the RSP deals with its growing pains, Nepal’s established parties are busy preparing for the polls even as they confront infighting within their own institutions. The Nepali Congress is seeing widening rifts between factions brought on by power struggles between old and newer leadership within the party. The &nbsp;special general convention called by General Secretaries Gagan Thapa and Bishwo Prakash Sharma began on Sunday amid party president Sher Bahadur Deuba and other senior leaders’ refusal to endorse and attend the event.&nbsp;
The special general convention was called after it was endorsed by 54% of NC’s general convention delegates, but the party leadership has been adamant about holding the general convention to choose a new party head after the election.
The decision to go ahead with the special general convention has been opposed by numerous NC district chapters for going over the head of party leadership. Even so, leaders of the Thapa-Sharma faction expect 60% of the party’s delegates to attend the event.&nbsp;
The Thapa and Sharma faction want the party to contest the election under a new leadership, seeming to have a better grasp on the sheer lack of popularity of the party, especially after GenZ protests. The leaders are banking on having a better outcome at the March polls if there is a change in party leadership.&nbsp;
Leftist leaders like Pushpa Kamal Dahal of the NCP and Baburam Bhattarai have also been busy reaching out to Indian leadership in the weeks leading up to the election.
And while pro-monarchy leaders like Durga Prasai—while initially calling for a royalist mobilisation following the September protests—seem to be laying low lately, only emerging after the Balen-Rabi merger to call them “political actors groomed by foreign powers”, former king Gyanendra during his Prithvi Jayanti address on Saturday took the opportunity to deliver a particularly somber address to the nation.&nbsp;
Gyanendra commented on the youth frustration that led to the September revolt, linking it to the ongoing exodus of young people and capital, as well as geopolitics, and criticising Nepal’s political leadership of “repeatedly using the youth but not understanding their needs”.
“Yesterday, there was concern that there was no development in the country, but today there is a bigger worry that the country itself might not survive,” Gyanendra said in his remarks. “This country was not built, nor will it be built, by speeches, magic or miracles.”

BRK break up

The BRK (Balen-Rabi-Kulman) merger this week signified a generational shift in politics in the new year, but whether it will lead to a change in culture of patronage-driven strongman politics is looking doubtful.
Two 7-point deals this week brought together Energy Minister Kulman Ghising’s UNP and Rabi Lamichhane’s RSP, with Lamichhane remaining chair, and Ghising joining DP Aryal and Swarnim Wagle as the party's vice-chair. And Kathmandu mayor Balen Shah has been promised prime ministership if the party wins a majority in the federal elections under the RSP banner. So far so good.&nbsp;
The merger was possible because the three men shared a common agenda to represent GenZ aspirations and the necessity of not splitting the vote in facing the vast organisational structure of the legacy parties.&nbsp;
“It is too early to predict whether or not the three new leaders can address the challenges of the nation,” notes editor and political analyst Rajendra Dahal. “They have yet to prove how capable they are.”
All three are ambitious politicians with wide following on digital platforms, and combined they represent a significant challenge to the new by the old in 2026 and beyond.&nbsp;
But are they really new? Political scientist Sucheta Pyakuryal does not think so: “What we are seeing is that the same political course is being charted by new political players, who are neck-deep in Machiavellian power-mongering and political horse trading, under the guise of bringing the alternative forces under one umbrella.”
Lamichhane, recently released on bail from jail for defrauding cooperative depositers and under scrutiny for breaking out of jail during the September protests, has put his own prime ministerial aspiration on hold to hitch his wagon to the popular Kathmandu mayor. For Balen Shah, the prospect of leading not just Kathmandu but Nepal itself appears to have been the deciding factor in agreeing to the deal.
News of the BRK alliance was initially greeted as a welcome generational change in politics that could finally break the decades-long Oli-Deuba-Dahal triumvirate. But there have been misgivings among some who see Balen-Rabi-Kulman already dividing up the spoils of their September movement, even from youth activists who had initially put their weight behind this partnership.
Then the RSP’s candidate list this week set off a digital firestorm. The proportional representation (PR) provision in the election designed to ensure inclusion of women and excluded groups, instead had celebrities, entrepreneurs, athletes, and performing artists. The party did conduct a primary to finalise its list, but it was heavily criticised for arbitrary ranking of public figures and ‘nepobabies’.&nbsp;
To be sure, there were activists and GenZ members also on the list, but it is dominated by names from Lamichhane’s Chitwan constituency and reflects the accommodation candidates fielded by Shah and Ghising’s camps at the last minute. Uttam Bahadur Gurung and Bijay Jairu, who got the highest votes for indigenous male and Dalit male categories in the RSP primary, are missing from the list.&nbsp;
PLUTOCRATIC
Pushpa Kumari Chaudhary and Khastar Hussain, who got the most votes for the Tharu women and Muslim men cluster respectively did not make it either. Former Kathmandu mayor candidate Ranju Darshana, despite securing the highest number of votes for the Khasa Arya women, appears 10th under the category on the list.
"RSP’s PR list that is supposedly churned out through a primary election, was a hogwash," says Pyakuryal. "The party leadership holds 50% of the decision-making power. Ranju Darshana was denied space despite overwhelming votes. They have completely turned the concept of primary elections on its head."&nbsp;
No party, neither old or new, appears to have heeded the GenZ movement’s rejection of cronyism, nepotism and patronage. There have been scathing comments on social media as well as mainstream newspaper cartoons lampooning the selection.
“Under the cover of diversity and inclusion; they have onboarded Nepal’s rich and powerful elites – the 1%-- when the PR system was designed to onboard those in the periphery whose inclusion and representation retain the democratic essence of this republic," says Pyakuryal&nbsp;
Even so, and despite being a three-way marriage of convenience, the BRK alliance is now set to challenge legacy parties. Lamichhane needs backing from Shah’s followers and on Ghising’s public goodwill, while Shah and Ghising both require a political platform.&nbsp;
But they will also carry each other’s baggage. The shadow of the cooperatives scam and jailbreak hang over Lamichhane, Shah is known to be impulsive and erratic especially on social media, while Ghising did some iffy dealings while minister and head of Nepal Electricity Authority (NEA). If the RSP is able to secure a majority, the alliance could break apart because of the three egos just as what happened to the Oli-Deuba-Dahal trio in the past.&nbsp;
Shah and Lamichhane have much in common. Both campaigned on social media, pushing a populist anti-corruption agenda and against the governance failure of the three establishment parties — the same logic that drove the GenZ protests in September that escalated into violence and brought down the UML-NC coalition.
As former tv anchor, Lamichhane championed the underdog and has a considerable following. Balen Shah’s direct, no-holds-barred style of communication and commentary has made him popular, especially among digital natives. Ghising is credited with ending Nepal’s prolonged power cuts when he headed the Nepal Electricity Authority NEA, and is regarded as a do-er.&nbsp;
Lamichhane has let go of his ambition to offer prime ministership to Shah. Ghising had given up leadership of his newly-formed UNP. All three will have significant pull with the 837,094 young and first-time voters in March.&nbsp;
The legacy parties are now galvanised for elections because of the Rabi-Balen-Kulman partnership, and contemplate an electoral alliance. They are relying on traditional vote banks among the rural electorate, and hoping against hope for internal rifts within the BRK alliance before polls.&nbsp;
Ironically, Oli in the UML, Deuba in the NC and Dahal in the NCP all distrust rivals within their own parties more than each other. The NC’s list has some new faces, but is dominated by former ministers, family members, including the children of current and former presidents, as well as spouses of former NC ministers. The &nbsp;Nepali Communist Party has also incorporated new names for its list.&nbsp;
The UML has attempted to include younger candidates from a wider demographic this time, but the list includes many Oli loyalists.&nbsp;
Concludes Pyakuryal: “What is worrisome is the old parties’ corrupt syndicates and new parties’ lack of principled politics and strong ideological bases that can explain their political vision and mission to the voters. Even more disturbing is the rise of strongman politics and their overt reliance on those who already have money, clout and power. The template remains, only the actors have changed.”

Old vs new

A day after Rabi Lamichhane and Balen Shah <a href="https://nepalitimes.com/news/old-vs-new-in-nepal-in-2026-z6l4fgrd">came together to form an electoral alliance</a>, Kulman Ghising has also joined forces with the two leaders, merging his Ujyalo Nepal Party with the RSP.&nbsp; Following last-minute negotiations before Monday’s midnight deadline for parties to file their list of candidates for the Proportional Representation (PR) seats, Lamichhane and Ujyalo Nepal chair Anup Kumar Upadhyay signed a seven-point agreement to unify the two parties, with Balen Shah as witness.&nbsp; Per the deal, Ghising will be the vice-chair of the RSP, joining DP Aryal and Swarnim Wagle as the party’s seconds-in-command. The earlier agreement between Lamichhane and Shah retained Lamichhane as RSP chief, and promised Shah prime ministership if the party wins a majority in Parliament in March.&nbsp; Ghising’s team reportedly has a 17% share on the list of PR candidates filed by the RSP at the Election Commission. Balen has also fielded his own picks, and together the party has the likes of cricketer Gyandenra Malla, actress Reema Biswokarma, rights activist Mohna Ansari, climate activist Tashi Lhazom, and singer Prakash Saput as PR candidates. Ghising had held multiple rounds of talks with the RSP chair and the Kathmandu Mayor to discuss possible collaborations, but had failed to reach a power-sharing agreement. And while he has maintained his base of loyal supporters, he was subject to widespread criticism after he walked out of detention amid the jailbreak during the September protests, prompting his eventual voluntary return to prison.&nbsp; His party’s silencing and expulsion of critics within the RSP has also drawn direct comparison with the leadership structure of Nepal’s mainstream parties. Prominent leaders like Sumana Shrestha have left the party over disagreements with leadership.&nbsp; Meanwhile, Balen’s impassioned campaign resonated with Nepalis disillusioned with establishment leaders during the 2022 election and made him mayor of Kathmandu. The mayor’s direct, no-holds-barred style of communication and commentary has attained him much support beyond his constituency.&nbsp; But his unyielding, often unempathetic leadership style and policies— like his dismissal of street vendors and informal businesses during his drive to free up Kathmandu’s footpaths— have also earned him detractors. His recent outburst on social media in November that included expletives against both of Nepal’s neighbours and the US, as well as Nepal’s three main parties and the RSP was also widely criticised.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251230041212_fc2088daf32bac93541ebf25ca07725d75a721ae83440749ac8fa09d8fe308f2.jpg" data-media-id="editor_3" data-image-id="20251230041212_fc2088daf32bac93541ebf25ca07725d75a721ae83440749ac8fa09d8fe308f2" data-rendition-name="original" width="890" height="1255" loading="lazy" alt="Agreement NT"> <figcaption>The seven-point agreement between RSP and Ujyalo Nepal Party.</figcaption> </figure>  Ghising, credited with ending Nepal’s prolonged load-shedding during his tenure as the chief of Nepal Electricity Authority, has a reputation of getting the job done. His public goodwill earned him a seat on Prime Minister Sushila Karki’s interim Cabinet following the youth protest.&nbsp; But he has also been under scrutiny for funds misappropriation as well as controversial power purchase agreements during his tenure as NEA chief. Ghising had foregone the leadership position at his Ujyalo party, preferring to play the role of patron until closer to the election date, but was nonetheless criticised for his political and electoral aspirations while being a member of the transitional government. It now remains to be seen if and when Ghising will step away from his position in the interim Cabinet and begin campaigning with his new partners.&nbsp; As it stands, the involvement of prominent GenZ figures in bringing together Ghising, Shah, and Lamichhane has established youth leaders as major players in Nepal’s post-September political landscape. These leaders will have significant pull with young and first-time voters. But not all young leaders are impressed with this new triumvirate. Some have pointed out that the unity between these three leaders is no different from the political opportunism and quid-pro-quo power-sharing culture established and followed by Nepal’s mainstream leadership for the last three decades which culminated into the GenZ movement of September.

Kulman follows Balen to RSP

Prime Minister Sushila Karki may look calm, composed and unruffled, but with elections only four months away, she faces mounting pressure from all directions.&nbsp;
Despite reiterating that her only agenda is to hold those polls on 5 March 2026, there are distractions and detractors. She faces pressure to nominate new ministers, the Supreme Court has rescinded her decision to recall ambassadors, industrialists whose electricity supply has been cut off are on warpath.
This is why in the past week, she convened the first meeting between GenZ representatives and the political parties, consulted with Nepal-based ambassadors, met the chief ministers of all seven provinces, met the chiefs of security agencies, and invited editors from the mainstream press to Baluwatar.
Her message was the same to all of them: my core priority is elections. But the message she got from most interlocutors: current conditions need to improve if elections are to be free, fair and peaceful.
The biggest obstacle to credible elections is that the three main political parties are convinced that they will be trounced, and are too busy resolving bitter internal power struggles.
The Maoists appear to be the most eager to face voters, the second echelon of the Nepali Congress (NC) is trying to convince the establishment Deuba faction convinced the party will face a humiliating defeat if the leadership is not overhauled.&nbsp;
The UML is still smarting from being ousted and the violence and destruction of September. But K P Oli shows no signs of remorse or a realisation of the enormity of what happened two months ago. &nbsp;&nbsp;&nbsp;
The RSP could lead the charge for change, but with its leader in jail the party is floundering. New parties are being formed right up to the deadline, and some members of Karki’s cabinet and inner circle appear keen to contest. The newly-formed GenZ Front led by Rakshya Bam appears to be the precursor to a new party.
The GenZ-parties meeting last week must have frustrated the prime minister because there is disagreement within the youth movement as well as in the established parties (as well as between them) on the elections themselves.
Prime Minister Karki expressed some of this exasperation in her meeting with editors on Friday: “The original three demands of the GenZ were anti-corruption, governance and lack of job opportunities which was causing mass migration. But there are now new demands like directly elected prime minister to an interim Constitution.”
But she also applauded the youth for their political, legal and constitutional maturity in a short period of time and said the political parties were committed to participating in elections.
“In the GenZ I see a young Ram Chandra Paudel, a young Sher Bahadur Deuba,” she said, “They have the same energy and commitment to build a better Nepal.”
The prime minister comes across as someone genuinely interested in putting the country back on the right track, and her remarks are candid and not rehearsed. She said at one point: “Why don’t the party leaders just remove themselves, and make way for new faces?”
It is widely believed that Karki’s name was first proposed by Kathmandu mayor Balen Shah to the GenZ whose followers then voted for her on Discord.&nbsp;
Balen Shah sees himself as a kingmaker, and is irked that the government does not listen to him. This week he shot off an abusive social media post at midnight that he immediately deleted, lashing out at India, the US and China as well as the three main parties. He has now said he is not going to stand in elections, and will complete his mayoral term.
Karki and Shah have met several times in the past month, and the prime minister denied any disagreement: “I regard him as my son, and he sees me as an elder sister.”&nbsp;
She called her government a mediator between GenZ groups and political parties, and urged businessman Durga Prasai, who has been threatening protests to reinstate a Hindu monarchy, to contest the election.
Karki justified the recall of ambassadors, saying it was necessary because they were political appointees who had been bad-mouthing her caretaker government and were corrupt.&nbsp;
Some GenZ groups are impatient about the government dragging its feet on arresting former prime minister Oli and ex-home minister Ramesh Lekhak and others for the 8 September massacre outside Parliament. They are especially critical of Home Minister Om Aryal.
“They demanded we resign immediately if we could not punish those responsible for the 8 September killings,” recalled Karki, but that had to look at the overall situation and bring them to participate in elections.
Home Minister Aryal was also at the meeting with editors, and clarified: “We believe in the rule of law, and will follow due process. Our top priority was to bring the situation back to normal, and stop any violent retaliation.”&nbsp;
Asked about how investment can be revived after pictures of burning Hilton and Ncell spread around the word, Karki didn’t have a specific answer.
In front of the editors, Karki confronted her ministers about whether they had electoral ambitions. Home Minister Aryal and Finance Minister Rameshore Khanal shook their heads, but Energy and Infrastructure Minister Kulman Ghising stared unsmiling at his notes. Ghising is said to be in talks with the RSP to find a way for his Ujyalo Party to work together.&nbsp;
The Prime Minister appears not only committed to elections, but convinced that security, infrastructure, budget, participation, registration of candidates and voters are in place to make it happen.
She has no time to think of what will happen if elections do not happen. The scenario is quite unthinkable: elections are postponed till May, the interim government’s mandate expires, Parliament is reinstated.&nbsp;
This is the scenario K P Oli and his UML seem to be counting on, but which most analysts say, will lead the country into a long dark tunnel of extended instability.
Sushila Karki says she has no time to think about elections not happening: “We do not have the luxury of failure. We will work with everyone to make elections happen, because it is Nepal’s future at stake. And when a new government is formed, I will not stay here a day longer.”&nbsp;

Election countdown: 4 more months

The recent removal of Kulman Ghising a few months before his tenure heading the National Electricity Authority (NEA) ended made headlines. Hitendra Dev Shakya, whose previous tenure ended amid similar behind-the-scenes politics that <a href="https://en.setopati.com/political/157021">never saw a final court verdict</a>, was put back in charge.&nbsp;
For many, Ghising was the architect of the end of 18-hour-a-day power cuts till a decade ago. His abrupt removal sparked outrage across the public sphere, and the political spectrum.
Leadership at the NEA has never been just about performance, it has long been entangled in political proximity, not merit. The agency is more than a power utility, it is more about control of budgets, contracts, and narratives.
As long as the lights stay on, many Nepalis will willingly overlook the messy compromises that greases the system. Appointments, removals, court cases, and backroom political bargain are the norm. Sometimes like with Ghising, a figure emerges as a public hero, sometimes, they do not.
A decade after routine load-shedding ended, political leaders still scramble to claim credit, over what should fundamentally be just the day-to-day work. The sector is mired in controversies, from metering disputes to ad hoc political committees, tariff issues, to negotiating cross border power trade.&nbsp;
Even basic statistics like electrification rates are held hostage to executive narratives with no clear standards and compliance on what counts as real access. Nepal's power sector seems to be running without a referee.
There are three agencies involved: the <a href="https://moewri.gov.np/">Ministry of Energy</a>, the NEA, and the little-known <a href="https://erc.gov.np/">Electricity Regulatory Commission (ERC),</a> each with a distinct mandate, at least on paper.
In a well-regulated market, issues like metering disputes and executive appointments would barely register outside the industry. In Nepal, such decisions often spill into political crises and can shake the fate of governments. Yet, the ERC is rarely seen or heard, even when these issues strike at the heart of its regulatory mandate.
Blurred roles have left Nepal’s power sector in a state of chronic overlap. The ministry often interferes with operations, drawn by the quiet influence that comes with the turf: contracts, budgets, and visibility.&nbsp;
NEA straddles the line between implementer and influencer, while the regulator still seems hesitant to assert its space.
Created in 2019 after years of industry bargaining, the regulator’s job is to establish rules, resolve disputes, and bring predictability and fairness back to the system. And this critical role remains a blind spot in Nepal’s energy debate and power struggles.
Disputes that should fall under regulatory inquiry and consultation, from the Time-of-Day (ToD) meter disputes and industrial payment defaults, to the NEA’s role in cross border power trade negotiations have instead become political flashpoints.
Despite the politics, if a regulator cannot assert itself in matters squarely within its mandate like pricing, contracts, disputes, compliance, what exactly is it regulating?&nbsp;
We did not create this new regulator just to be another spectator. But that, for now, is all it seems determined to be.
The regulatory mess runs deeper into the way Nepal prices its electricity. By many measures, Nepal’s electricity sector has made real progress. The country now exports surplus power to India while still relying on imports during peak demand. In 2023/24, Nepal became a net electricity exporter for the first time, selling as much power as &nbsp;two and half months of domestic demand.&nbsp;
Every hydropower <a href="https://nea.org.np/admin/assets/uploads/PPA_Rates.pdf">project under 100 megawatts is paid the same flat rate</a>: Rs8.40 per kilowatt-hour in the dry season, Rs4.80 in the wet season. Hard or easy, near or remote, the price stays flat.&nbsp;
Whether a project is built right along the accessible roads of Trisuli corridor or in the remote gorges of the Karnali that demand new roads and transmission lines to &nbsp;generation sites, it is the same price.
The Chamelia Hydropower Project cost <a href="https://www.adb.org/sites/default/files/project-documents/41025-012-nep-tacr.pdf">NPR 56 crore per megawatt to build</a>. Chilime came in at about Rs140 million. In a functioning system, a regulator would benchmark these costs, scrutinise financial models, and adjust tariffs to reflect real-world differences. &nbsp;&nbsp;
To give the ERC some benefit of doubt: it is a young institution<s>.</s> But institutions do not mature by aging; they need to step up and take positions, enforce rules, intervene, and speak up when it’s easier to stay silent, whether the pressure comes from a utility boss or a political heavyweight, celebrity or not.&nbsp;
Nepal’s energy industry cannot afford a regulator that hides every time the stakes get high. That responsibility weighs even heavier today. Ram Prasad Dhital, the current Chair of the ERC, was not an outsider parachuted into the role. He served as one of the Commission’s founding cohort and has seen it through its formative years.&nbsp;
His second term cannot be for keeping the seat warm. But will the ERC act, or will it continue to choose the safer path of silence? As the ERC evolves, the challenge is not just about leadership. It must resist the prevailing tendency to solely rely on short-term contracts and familiar recycled bureaucratic networks.&nbsp;
Building a credible regulatory institution requires stability and technical depth, a professional core of energy experts, economists, engineers, financial analysts, and legal specialists who can audit costs, arbitrate disputes, and navigate the rapidly evolving regulatory terrains.&nbsp;
Tariffs must reflect real costs and real geographies. Export pricing must adapt to dynamic domestic and regional markets. Disputes must be settled through credible regulatory mechanisms rather than through endless political committees.
The real question now is not just what the ERC was created to do, but whether it has the will, the knowledge, and the courage to do it. &nbsp;And the longer it forgets that and drifts further to become another spectator, the deeper the price the industry will pay.

Nepal’s Power Struggles

By sacking the person that many Nepalis credit for ending<a href="https://nepalitimes.com/news/power-cuts-are-back-in-nepal"> prolonged daily power cuts</a>, the coalition led by <a href="https://nepalitimes.com/news/nepal-government-changes-again">Prime Minister KP Oli </a>has added fuel to the fire as anti-government forces plan protests in the coming weeks. A Cabinet meeting on Monday decided to replace the Executive Director of the Nepal Electricity Authority (NEA)<a href="https://nepalitimes.com/editorial/transformer-man"> Kulman Ghising</a> with Hitendra Dev Shakya. There is a sense of deja vu since both men led <a href="https://archive.nepalitimes.com/news.php?id=9409">the NEA</a> in previous stints. &nbsp;Ghising had been NEA chief in 2016 and again in 2021, when he had replaced Shakya. Ghising is backed by Pushpa Kamal Dahal of the Maoist Centre, which is now in the opposition, and Shakya is regarded as being close to Oli’s UML. Relations between Ghising and Energy Minister Dipak Khadka have been strained for the past year after the NEA cut off <a href="https://nepalitimes.com/news/nepal-electricity-demand-soars">electricity supply</a> to industries for failing to pay dues dating back to 2016. Khadka, who is from the Nepali Congress (NC), is himself a <a href="https://nepalitimes.com/multimedia/missing-pieces-of-the-hydropower-jigsaw">hydropower </a>entrepreneur and his appointment as energy Minister was seen as conflict of interest. <a href="https://nepalitimes.com/latest/kulman-ghising-to-stay-on?fb_comment_id=3199622240152768_3199919450123047">Ghising is largely credited </a>for having ‘ended loadshedding’ because he redirected electricity from industry to households -- even though imports from India and increase in installed capacity worked in his favour. Following Ghising’s dismissal, there were protests at Kathmandu’s Mandala intersection on Tuesday with demonstrators holding placards that read: ‘Kulman Ghising: Architect of a Bright Nepal’. Even members of the coalition government opposed Ghising’s sacking. Information Minister and government spokesperson Prithvi Subba Gurung on Monday said pointedly that he had no knowledge of Ghising’s removal. The minister even gave Ghising a performance ‘report card’ in which he was given zero out of 100. Speaking in Parliament on Sunday, Khadka warned that Nepalis would <a href="https://archive.nepalitimes.com/article/nation/power-cuts-nepal-here-to-stay,1701">once more have to suffer load shedding </a>because of Ghising. “We are in a situation where households may soon face power cuts. In addition some of the bigger plants like the 456MW Tama Kosi were damaged in <a href="https://nepalitimes.com/editorial/when-it-rains-it-pours-ksqprbu3">last September’s floods</a>. The <a href="https://nepalitimes.com/news/spring-returns-to-nepal-s-mountaineering">spring season</a> shortfall coincided with India announcing it could not export electricity to Nepal during peak hours because of its own domestic demand. Ghising and Khadka appeared to be negotiating separately with India on increasing<a href="https://nepalitimes.com/news/balance-of-power"> power export to Nepal</a>, and often seemed to work at cross purposes. Read also: <a href="https://nepalitimes.com/from-the-nepali-press/more-than-half-of-nepal-s-electricity-imported-from-india">More than half of Nepal’s electricity imported from India</a> The NEA under Ghising had been making up for the power deficit by cutting electricity to industries to maintain household supply. This month, industrial corridors in <a href="https://nepalitimes.com/here-now/the-tarai-s-shrinking-forests">the Tarai </a>have been suffering power cuts from 6pm to 6am, forcing them to use diesel generators. These cuts have added to the <a href="https://nepalitimes.com/news/pokhara-s-tourism-woes">woes of powerful businesses</a> which NEA had been pursuing to pay their back dues. Industrialists had been putting pressure on the government to rein in Ghising. Two industries did play part of the sums they owed to NEA last week, just before Ghising got the sack. &nbsp; Ghising had wide support in<a href="https://nepalitimes.com/here-now/nepalis-not-so-unhappy"> Nepal’s public sphere</a>, with some speculating that he may have political ambitions. Which could be another reason that the UML and NC are wary of him, since he could be a Maoist candidate in the next elections. No doubt, he had some luck in timing, but being an electrical engineer himself also invested in upgrading transmission and distribution. “Some things were in place when Kulman Ghising came in, but what he did first was to free up 400MW from the dedicated line to <a href="https://archive.nepalitimes.com/news.php?id=9511">industrialists,</a>” recalls energy expert Kumar Pandey. Ghising also benefited from the completion of the 140km transmission line from Dhalkebar to Muzaffarpur in India, which meant Indian exports could make up for the shortfall, allowing NEA to end power cuts to households. Read also: <a href="https://nepalitimes.com/here-now/how-they-kept-nepal-in-the-dark-ages">How they kept Nepal in the dark ages</a> “He also arranged power cables to reroute energy distribution within the country, which was huge,” says Pandey. All of these actions freed up to 700MW in the evening, which Ghising was able to redistribute to the public. Ghising is also credited with effective negotiations with India to increase the export of 1000MW of <a href="https://nepalitimes.com/here-now/nepal-s-precious-electricity-going-waste">Nepal’s surplus electricity</a> in the monsoon – despite India refusing to buy power from plants with Chinese investment or contractors. Electricity exports allowed NEA to go from being a loss-making entity to earning a profit of Rs11.36 billion over Rs53.18 billion in sales. “Bad infrastructure was causing localised power cuts. A transformer in Kohalpur would burn up and wouldn’t be fixed for a month, and we had no spares,” Ghising told a <a href="https://www.youtube.com/watch?v=Xy-yWmi4wCc">YouTube interview</a> two days before his removal. “<a href="https://archive.nepalitimes.com/news.php?id=11138">Loadshedding </a>was also causing more loadshedding because consumption would soar when electricity was restored.” Ultimately, his dismissal reeks of politics, the business interest cronies and clashing egos. However, the removal of a popular technocrat from the NEA could further anger Nepalis who are already disillusioned with established political parties and their cronyism. &nbsp;One barometer of public frustration is the <a href="https://nepalitimes.com/news/the-ghost-of-monarchy-returns-to-haunt-nepal">growing support on the streets even for pro-monarchist forces</a> led by the RPP and RPP-N who are planning further nationwide rallies next month.

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1e8e9c7e80680e0af417jpeg.jpg" alt="" width="1100" height="608"/><figcaption></figcaption></figure>Household electricity consumption with the onset of winter, dedicated supply to industries and increase in electric vehicles is fuelling demand for hydropower, <a href="https://www.nepalitimes.com/banner/nepals-precious-electricity-going-waste/" target="_blank" rel="noopener noreferrer">reducing wastage</a>.This is why, despite having started exporting surplus electricity to India last month, the Nepal Electricity Authority (NEA) is now scrambling to meet a spike in domestic demand.Electricity demand is increasing in terms of both capacity (MW) and energy (units). On 13 December, the peak demand was 1,539MW, against 1,217 MW the same day last year. This difference of 322MW amounts to a 26.5% increase in peak demand. Also on 13 December, the <a href="https://www.nepalitimes.com/banner/power-politics/" target="_blank" rel="noopener noreferrer">electricity consumption in Nepal</a> was 27.2 million units, a 28.65% increase from 21.1 million units consumed on the same day last year.“The 30% increase in peak demand is a significant achievement,” said NEA Executive Director Kulman Ghising. “At the current rate, power demand could reach 2,000MW by July next year.”The government’s priority has been to reduce the ‘spill’ of electricity from <a href="https://www.nepalitimes.com/opinion/decentralising-hydropower/" target="_blank" rel="noopener noreferrer">hydropower stations</a> by increasing domestic consumption. It has focused on two areas: initiating policies to increase the use of electric appliances and providing industries with dedicated feeds. Over the last month, Ghising also visited several industrial areas to urge them to switch from diesel generators to electricity from the national grid.For this, the NEA has been working on the expansion and strengthening of transmission infrastructure as part of their short- and long-term plans. The NEA is also planning the construction of large capacity lines and substations for transmission and distribution by preemptively identifying possible places where electricity consumption may increase.The figures show that the current spike in demand is primarily due to <a href="https://www.nepalitimes.com/opinion/look-whats-cooking-in-nepal/" target="_blank" rel="noopener noreferrer">the use of electric stoves</a>, air conditioners and other household appliances and <a href="https://www.nepalitimes.com/banner/fully-charged-and-ready-to-go/" target="_blank" rel="noopener noreferrer">electric vehicles</a> in Kathmandu, where the peak demand has increased from 293MW last year to 382MW at present. Another area with higher consumption is industries. NEA signed a deal earlier in October to supply 30MW to the Hongshi cement factory in Nawalparasi.Industries previously reported experiencing 8.8 hours of power outages a week, forcing most factories to use generators, which in turn <a href="https://www.nepalitimes.com/review/post-lockdown-comeback-for-nepals-industries/" target="_blank" rel="noopener noreferrer">added to nearly 5% of their monthly expenditure</a>. The government initiative to power the industries hence would be cost-effective to the industry while also reducing wastage.To meet the current demand, the electricity grid is being supplied with 540MW from NEA's hydropower stations, 529MW from NEA's subsidiaries, 425MW from private power producers  and 25MW imported from India at peak evening hours.And yet, nearly 10% of Nepal’s population lives without electricity, most of them in Bajhang, Dolpa, Bajura, Jumla and Mugu in western Nepal which are not connected to the national grid.Experts say it is more beneficial to utilise and sell surplus power inside the country than exporting it to India. Nepal’s private industries are paying up to Rs11 per unit in electrical bills against 4.33 per unit by India.

Nepal electricity demand soars

Doctors who do not gouge patients are raised on to pedestals. The public treats a traffic policeman who enforces lane discipline as a saviour. Perhaps only in Nepal can you be a national hero just for doing your job. <a href="https://archive.nepalitimes.com/article/interview/interview-with-Kulman-Ghising,3409">Kulman Ghising</a> was appointed Managing Director of the Nepal Electricity Authority (NEA) in August 2016 -- a time when the country was suffering up to 18 hours of power cuts daily. Janardan Sharma, the Energy Minister from the Maoist party at the time, picked the right man for the right job at the right time. It was rare enough that an electrical engineer should head an electricity company, because Ghising’s predecessors at the NEA had been road contractors. Remember, Energy Minister Radha Gyawali had pulled Ghising out of the Chilime Hydropower Project in 2012 – because he was doing a good job. He had replaced him with a crony.Within months of being in office, Ghising had <a href="https://archive.nepalitimes.com/article/editorial/Power-struggle-Kulman-Ghising,3399">brought load-shedding to an end</a>. He just did what any intelligent engineer would do: he systematically went about cutting system loss and increasing supply. Ghising reduced leakage from 26% to 15% by cracking down on pilferage and upgrading transmission lines, substations and transformers. He cut off 24-hour dedicated feeds through which his predecessors had been providing businesses low tariff electricity in return for kickbacks.And he met the remaining shortfall with increased production from private power producers, as well as imports from India. His contacts in the Indian power bureaucracy from college days in Jamshedpur came in handy.  <figure><img width="1500" height="908" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110915118/636bb4bd9c7e80680e07bbbdjpeg.jpg" alt=""><figcaption></figcaption></figure>Nepal’s dark ages of 2006-2016 are a memory now. There used to be public jubilation when NEA announced that power cuts would be reduced from 18 hours to 14 hours a day. The candle industry did brisk business, inverters and solar systems flew off the shelves. Yet, Nepalis were so glad the war was over, they did not have the heart to complain. We expected so little from government that we took load-shedding as a given. It was only later that <a href="https://www.nepalitimes.com/here-now/how-they-kept-nepal-in-the-dark-ages/" target="_blank" rel="noopener noreferrer">investigative reports in this paper</a> and elsewhere revealed the level of <a href="https://www.nepalitimes.com/here-now/kulman-ghisings-tenure-at-nea-in-doubt/">malfeasance and mismanagement</a> that had kept Nepalis in the dark ages. <a href="https://archive.nepalitimes.com/article/nation/corruption-in-electricity-industry-of-Nepal,3408">Documents show</a> that through the tenures of managing directors Mukesh Kafle, Arjun Karki and Rameswor Yadav, NEA sold electricity in the black market to major industries, some of which are well known brands and heavy advertisers in the media.The modus operandi was that selected customers got uninterrupted power supply through dedicated feeds by diverting electricity from household consumers. The NEA told the media there was a demand-supply gap, and blamed the war for delayed power projects.https://www.youtube.com/watch?v=6nXzxlnieqEWhen Ghising took over at NEA, he cut the dedicated feeds, slapped a tariff increase on industries, and also handed them bills for past arrears. NEA’s losses was Rs9 billion when <a href="https://www.nepalitimes.com/here-now/the-cost-of-light/">Ghising was appointed in 2016</a> but its by the time he left this week, its profit has soared to Rs11.1 billion. Reduced domestic demand and production from new private power plants meant that imports from India dropped from a peak of 35% of total demand to 22% this year.  The captains of industry, former NEA bosses and their political patrons who are behind the <a href="https://www.nepalitimes.com/latest/kulman-ghising-to-stay-on/">current campaign not to renew</a> Ghising’s four-year term which expired on 14 September are the ones who benefited from the rotten system that bled NEA dry and kept Nepalis in darkness for a decade.As we reported last month, the Energy Ministry had forwarded its endorsement of Ghising’s extension to the Cabinet, but it was not added to the agenda of Monday’s meeting. Prime Minister K P Oli is said to be against Ghising’s renewal, mainly because he feels the government did not get any credit for ending powercuts, and because “Kulman became a hero”. This envy of Ghising’s performance and popularity permeates through the political class.NCP Chair Pushpa Kamal Dahal is said to support Ghising’s renewal because it would hurt the party’s image in the public eye. Oli’s allies, including his new economic adviser Yubaraj Khatiwada and press secretary, have made disparaging remarks about Ghising, and there has also been a social media campaign to smear him. Some senior NCP members also appear to be wary of Ghising’s popularity in case he decides to enter politics. That, actually, may not be such a bad idea. The performance of anyone who succeeds Ghising at NEA will be under close public scrutiny anwyay, and the can-do style of this “Cool Man” may have much more impact as a politician.Kulman Ghising should not be MD, but MP. Transformer Man

Nepal is known internationally for its successful community forestry programme, and the country has doubled its forest cover to over 45% in the last 25 years.&nbsp; But the opposite is true for densely populated urban centres like Kathmandu Valley which have turned into concrete jungles, with no remaining open spaces. Air pollution is increasing to hazardous levels, and the urban heat bubble means the temperature in the city is 2°C-3°C higher than in the outskirts. But there is a solution with a proven track record from similar densely populated cities in Japan — the ‘Miyawaki Method’ of growing local varieties of trees in any small patch of land in the city and turning them into compact forests. Named after Japanese botanist Akira Miyawaki in the early 1970s, carefully selected native trees and plants grow in tiny plots of land, or even in household backyards. They regenerate degraded urban soil, and help restore some greenery and biodiversity back to sterile city centres. The group Lily Leaves has planted Miyawaki forests in six sites across Kathmandu, and is on a mission to green all the river corridors in the Valley. So far, it has planted more than 17,000 trees belonging to nearly 40 species in patches of land along the Bishnumati and Swayambhu, and is eyeing the UN Park area along the Bagmati. “It is extremely important to connect with nature and greenery in cities,” says Lily Katuwal of Lily Leaves. "Besides restoring nature, these forests also clean air pollution and reduce summer temperatures.” Unlike traditional reforestation where trees of the same species are planted in bulk at a distance of 3-4m, Miyawaki prioritises native varieties best suited to Kathmandu Valley’s microclimate. The saplings are packed densely together, spaced only 60cm apart. After they start growing, native grass and undergrowth also thrive. The most recent plantation was along the banks of the Bagmati in Sanepa where, in addition to camphor and jacaranda which are grown in the area, native species such as kabro (Ficus lacor), kanike (Forget-me-not), parijat (Night-flowering Jasmine or Coral Jasmine), chanp (Plumeria), harro (Ink Nut) and barro (Bahera) were planted. A new site in Kirtipur is being readied for the next plantation. Miyawaki has been carried out elsewhere in various parts of Nepal, primarily in Dhanusha which has seen forest regrowth that has brought back insect, bird, reptile and amphibian life.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260402120428_e70c196852945760d082fc73ee18ea6883d13c16186893c00c10fd0a0ea12105.jpg" data-media-id="editor_0" data-image-id="20260402120428_e70c196852945760d082fc73ee18ea6883d13c16186893c00c10fd0a0ea12105" data-rendition-name="original" width="1201" height="1600" loading="lazy" alt="Planting seeds for a greener Kathmandu"> </figure>  EMPOWERING WOMEN Lily Leaves employs just 17 women, six of whom have hearing disabilities. Many have been neglected or abandoned by their in-laws for various reasons. They have a livelihood and learn new skills so they can also find jobs elsewhere.&nbsp; “We trained them in plantation and other skills including tailoring, as well as jewelry, bag and reusable pad making,” says Katuwal. “They are now experts in planting trees.”&nbsp; Lily Leaves gets support from Pipal Tree International in the UK and Nepal, and hopes that the idea of compact urban forest spreads. This is especially important in areas like Taudaha, which is an important stopover for migratory birds. Once noted for its aquatic and avian biodiversity, Taudaha has become lined with concrete and has turned into a loud picnic spot. Urban expansion has encroached upon what used to be the floodplain of the Dhobi Khola, Bishnumati, Bagmati and Manohara rivers. The open spaces along the river corridors are being turned into green belts haphazardly. For many wards, the concept of green space is to have cement pavements and ornamental hard-to-maintain potted plants instead of allowing urban forests to grow back naturally. “Apartment buildings and housing colonies that are being constructed can include green spaces that can increase the real estate and rent value of property,” Katuwal says. “Engineers designing the buildings can suggest such changes so that we remain connected with nature.” Although Lily Leaves needs to have permission from local ward and municipal councils before implementing any program, it continues to face challenges in ensuring smooth coordination.&nbsp; In one such plantation along the Bishnumati River corridor, for example, a heavy earthmover uprooted young trees that were just beginning to thrive. Despite this setback, Katuwal’s team returned to replant them. The land mafia often covets the last remaining open spaces in Kathmandu, deploying local strongmen to try to take them over. &nbsp;They tear down fences, uproot saplings and loot tools. There is a lack of awareness about the importance of greening the city. But now that the former mayor of Kathmandu Balendra Shah is prime minister, national awareness could translate into more urban forests not just in Kathmandu but also in overcrowded urban centres across Nepal. Says Lily Katuwal: “We just plant the seed in people’s minds. Once people in the neighbourhood see that restoring nature lifts their quality of life and increases land prices, there is support. That is when the power of a good example spreads, and communities build on the idea.” &nbsp;

Planting seeds for a greener Kathmandu

It is only April, and Himalayan expeditions are already making rotations to acclimatise on Annapurna and Dhaulagiri, and will soon be making summit pushes.&nbsp; On Mt Everest, Icefall Doctors are fixing ropes and ladders into the Western Cwm as international climbers arrive at Base Camp. Spring 2026 is going to be the busiest and most crowded so far in the Nepal Himalaya. The main reason is that China has closed expeditions from the north side for eight-thousanders Everest and Cho Oyu, and also Xixapangma.&nbsp; The closure is informal, from what one can make out. The Chinese have not put out any official statement, but there are no permits either. The reason seemingly was the ‘Rising Dragon’ firework display last September by pyrotechnic artist Cai Guo-Qiang near Xigatse.&nbsp; Working with outdoor wear company Arc’teryx, Guo-Qiang set off an impressive sequence of orange and white fireworks that wound up a mountain. The spectacular display was criticised for damaging the fragile ecology of the Tibetan Plateau. But this cannot be the only reason the north side is closed. Experienced Everest blogger Alan Arnette anticipates that about 125 climbers will shift to the Nepal side of the mountains, and expects there to be up to 900 summits this spring — up from the highest spring number so far of 876 climbers on top in 2019.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260404050428_8c31812bf38f699c4faa74f25814a6ddaee397f71a629e549023f29250f05082.jpg" data-media-id="editor_0" data-image-id="20260404050428_8c31812bf38f699c4faa74f25814a6ddaee397f71a629e549023f29250f05082" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="mountaineering"> <figcaption>Photo: KARMA TENZING</figcaption> </figure>  The early Base Camp arrivals are having problems with their first rotations because of heavy snow this season. Unlike previous springs, this year has seen back-to-back blizzards at high altitudes since February. The increased snow load on the slopes have increased avalanche danger right across the mountains.&nbsp; There has been an increase in numbers on Everest despite the West Asia war, flight disruptions, LPG shortage and new regulations. The permit fee has gone up for the first time since 2015 from $11,000 to $15,000 this year.&nbsp; The Tourism Bill passed by Nepal’s Upper House last year would have required climbers to have first summitted a 7,000m peak in Nepal before attempting Everest. However, the Department of Tourism has confirmed that there are no new experience requirements this season. Some want this rule changed to include 7,000m peaks anywhere in the world. That could be one reason people are rushing to climb Everest before the Nepal government changes its mind and enforces the new regulations on prior experience on Everest. “It’s probably going to encourage a lot of people that simply are not ready to go,” reckons Alan Arnette. “Once again, we may see a lot of inexperienced people on the mountain trying to get in before the rule comes into place, if it does.”&nbsp; Arnette has always been sceptical of Everest regulations, and points out many instances where rules have been announced but not implemented over the ten years that he has been tracking them. For example, a helicopter ban to Everest Base Camp was announced last year, but rescinded. A rule requiring climbers to bring down waste was never seriously enforced. Since there is so much money involved for the government and for the operators, any any rule that would reduce revenue is never fully implemented. This year there is another ‘High-Altitude Trash Quota’ rule requiring climbers and guides operating above Camp 2 to collect and bring down at least 2kg of waste from the higher camps.&nbsp; The Nepal government has tried to diversify peaks on offer by reducing the royalty on climbs, but the draw of Everest, Annapurna and other eight-thousanders seems to be too great. Even when the permit fees for some remote peaks like Kangri Shar, Himlung and Api, were reduced to $400, there are few takers.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260402120436_a90cd44858e97086f773aa1fbd592b3434bb07d89cd4a1843b2ca32a84e7c72d.jpg" data-media-id="editor_1" data-image-id="20260402120436_a90cd44858e97086f773aa1fbd592b3434bb07d89cd4a1843b2ca32a84e7c72d" data-rendition-name="original" width="1500" height="1125" loading="lazy" alt="Photo Damien Francois"> <figcaption>Photo: DAMIEN FRANCOIS</figcaption> </figure>  TIME LAPSE Clients and expedition operators have been trying to shorten the time needed to complete an Everest expedition from the city of origin to the top and back. Since Nepal has no rules about spending a certain number of days in acclimatisation, this has allowed some expedition organisers to use new technology.&nbsp; Austrian operator Lukas Furtenbach last May led a group of four British ex-military clients to the summit within a week of leaving London. This climb was scrutinised because the group had practiced breathing xenon gas, a substance that increases the count of red blood cells and is banned in competitive sports. The climbers had also trained for months at home in hypoxic tents, and used supplemental oxygen during the actual climb.&nbsp; The success of that expedition prompted an investigation by Nepal’s Ministry of Culture, Tourism, and Civil Aviation, but there was nothing it could do because the team had taken the xenon in Germany two weeks before their trip. But even if they had administered the gas in Nepal, it would technically not be illegal. Furtenbach is firmly in favour of speed, and of using the gas. “The only reason why we are working with xenon is to make climbing safer, to protect climbers from high altitude sickness,” he says, arguing that the less time climbers spend on the mountains, the less their exposure is to disasters, sickness, and they also generate less trash.&nbsp; His firm, Furtenbach Adventure, offers a three-week Everest South Flash expedition, at a cost of €100,000, using custom oxygen systems. Other expeditions take up to two months.&nbsp; A young American duo of Ryan Mitchell and Justin Sockett got to Everest Base Camp five days ago. They are preparing for an oxygen-free summit attempt.&nbsp; ‘ Being around these mountains for one day has already brought me so much joy. Every time I come back to the Khumbu I feel more familiar and connected,’ posted Mitchell. He and Sockett have since summitted Lobuche East (6,119m) as they continue to acclimatise and wait for the Khumbu Icefall route to be fixed.&nbsp; There are other sans-O2 trips planned this climbing season in Nepal. Norwegian Kristin Harila, the fastest in the world to climb all 14 8,000ers (in 92 days), is attempting the Nuptse, Lhotse, and Everest three-peak climb without supplemental oxygen. American Tyler Andrews and Ecuadorian Karl Egloff are continuing their race to break records in Everest. While Andrews is attempting the Fastest Known Time from Base Camp to the top without oxygen, Egloff is taking it a step further and going for a round trip: from Base Camp to the summit and back in record time.&nbsp; Both Egloff and Andrews had attempted these climbs in 2025 spring, but abandoned around 7,000m due to bad weather.&nbsp; Kami Rita Sherpa wants to extend his all-time record of total Everest summits to 32, while Kenton Cool from England is chasing 20, a non-Nepali record.&nbsp; The first summits of the season will be in late April, or early May depending on weather. Besides Everest, there are a lot of interesting climbs on lesser known peaks.&nbsp; The Japanese trio of Masayuki Takenaka, Tatsuro Sugimoto, and Ryota Nomura, for example, are attempting the unclimbed Jarkya Himal (6,473m) near Manaslu. &nbsp;&nbsp; <h2>Fake rescues</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260402120436_600c0176e24327fd3dfcfd634e4b871f3e5314aa00eb4885ad137ac6f9c4a3b6.jpg" data-media-id="editor_2" data-image-id="20260402120436_600c0176e24327fd3dfcfd634e4b871f3e5314aa00eb4885ad137ac6f9c4a3b6" data-rendition-name="original" width="800" height="519" loading="lazy" alt="Fake rescues"> </figure>  This year’s spring climbing season has coincided with Nepal’s new government taking action against alleged perpetrators in fake rescues and insurance fraud. The Central Investigation Bureau (CIB) has already arrested more than a dozen trekking agency executives, hospital managers and helicopter company executives for medevac insurance fraud. Climbers are known to fabricate medical emergencies, get flown down from as high as Camp II on Everest, and then submit false insurance claims.&nbsp; Sometimes one flight is made to look like many using fake invoices. Trekking companies are also involved in fake rescues of hikers who just get tired of walking.&nbsp; Too many fake claims could lead to insurer’s losing confidence in the industry, and increased premiums, leading to delayed responses in real accidents.&nbsp; As a result of the scandal, there is now more scrutiny from the government about rescues. Already, helicopter operators have to wait for permission before carrying out rescues while their application is vetted.&nbsp; The worry is that this could cause unnecessary delays when time is of the essence in mountain rescue. Already, medevacs are delayed because of the bureaucracy needing permits to fly to sensitive regions bordering China. Sherpa is a self-made professional climber from Rolwaling, who rose up from an expedition porter to a record-breaking mountaineer and expedition organiser. As an insider, he is now in a position to streamline laws related to Nepal’s trekking and mountaineering sector. He was featured in Purja’s documentary 14 Peaks: Nothing is Impossible.&nbsp; At age 30 he became the youngest climber to reach the top of all 14 eight-thousanders for which he was awarded the Piolet d’Or. The war in West Asia has exposed the fragility of the economic architecture Nepal has built on over two generations. If the conflict continues, growth across developing Asia will slow and prices will rise. For Nepal, this will be felt through higher living costs, weaker economic activity, and growing uncertainty for the millions of families who depend on remittances.&nbsp; Nepal now needs to structurally transform from exporting labour to investing in domestic job creation. &nbsp; The country's current path toward a knowledge economy has a blind spot. A <a href="https://iids.org.np/wp-content/uploads/2025/02/unleashing.pdf" target="_blank">report</a> by the Institute for Integrated Development Studies (IIDS) in Kathmandu shows that IT export companies alone generated 7,228 jobs and income for 66,509 freelancers.&nbsp; We are building digital labour export, not an economy that accumulates institutional knowledge. The Nepali Upwork developer and a migrant construction worker in the Gulf are engaged in the same economic activity, but with different tools. Nepal’s reliance on a <a href="https://data.worldbank.org/indicator/BX.TRF.PWKR.DT.GD.ZS?locations=NP" target="_blank">remittance-driven economy,</a> means the country has failed to create enough <a href="https://www.worldbank.org/en/country/nepal/publication/unlocking-nepal-s-growth-potential" target="_blank">quality jobs</a> at home. For millions of young people, leaving the country is not a choice but a necessity to survive and support families back home. <a href="https://www.worldbank.org/en/country/nepal/publication/unlocking-nepal-s-growth-potential" target="_blank">Remittances</a> have no doubt helped reduce poverty. Thirty years ago, 55% of Nepal’s population lived on less than $2.15 a day, now it is 20% after the absolute poverty line was revised upwards. This progress has come at a cost — &nbsp;an economy that depends more on exporting workers than creating opportunities at home. This development reflects a deeper political failure to create meaningful jobs within the country. Since the democratic transition in 1991, Nepal’s leadership has largely recycled the same faces, with limited progress on job creation or industrial growth.&nbsp; Nepal cannot build a <a href="https://nipore.org/accelerating-nepals-startups/" target="_blank">knowledge economy</a> while its most ambitious people are outbound to Doha and Tokyo. We are also not just losing ‘labour’. We are losing the entrepreneurial risk tolerance of our youth.&nbsp; If the most ambitious 25-year-olds are abroad, who is left to support innovation and entrepreneurship? The same people who are working tirelessly abroad, are our biggest asset for development. Their work ethic and the know-how inurban renewal could well fit into the new RSP government’s mandate of 7% annual growth.&nbsp; The <a href="https://english.biznessnews.com/posts/-nepal%E2%80%99s-it-exports-cross-1-billion-" target="_blank">$1B milestone</a> of IT exports is a celebratory moment for Nepal. However, that cannot lead to a pathway to a $100 billion economy without innovation ecosystems that go beyond individual labour export. Companies like SecurityPal and industry associations such as NASIT have made significant efforts in building such an environment, recently championed by private sector leaders as a &nbsp;<a href="https://www.securitypalhq.com/blog/silicon-peaks" target="_blank">Silicon Peaks</a> model that emphasises a home growth tech cluster. The need to accelerate this transition is even more urgent with the escalating conflict in West Asia. &nbsp;The recent International Labour Organisation (ILO) <a href="https://www.ilo.org/sites/default/files/2026-03/Nepal%20LDC%20Graduation%20Employment%20Impacts%20Report.pdf" target="_blank">report</a> shows that LDC graduation is expected to adversely impact manufacturing with losses of $1 billion by 2030.&nbsp; If manufacturing takes such a large hit from losing trade preferences, then Nepal’s services and IT sectors need to structurally transform and shift from exporting individual talent to building firms. &nbsp; A generation’s frustration has finally forced a shift in Nepal’s political structure, handing the new government a clear mandate to fix failures. But the question still persists: what prevents Nepal from achieving sustained, productivity-driven growth? &nbsp;&nbsp; RSP is in the right place at the right time to put Nepal's economy on a firm footing. At the heart of Nepal’s economic underperformance lies a major development binding constraint: low returns to investment on projects.&nbsp; The government invests like a high-growth economy, with gross capital formation at around <a href="https://data.worldbank.org/indicator/NE.GDI.FTOT.ZS?locations=NP" target="_blank">25–30 percent of GDP</a>. Yet economic growth remains modest. The problem is not how much the country invests, but how little it gets in return. One way to see this is by looking at how much investment is required to generate growth.&nbsp; Nepal needs large amounts of capital to produce relatively small gains in output (graph, below). For instance, in 2024, the ICOR was 8.29, this suggests that Nepal had to invest more than 8 units of capital to produce a one unit of additional economic output.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260406040412_605dc527641d2ff2dc5723ed8bbec946898331d5538a55b9941e32a0725bf811.jpg" data-media-id="editor_9" data-image-id="20260406040412_605dc527641d2ff2dc5723ed8bbec946898331d5538a55b9941e32a0725bf811" data-rendition-name="original" width="1827" height="925" loading="lazy" alt="Economy graph"> <figcaption>Source: Author's calculation based on a Growth Diagnostic simulation</figcaption> </figure>  This reflects a deeper issue in how investment is allocated and executed. Capital is often locked in low-productivity sectors or diluted by delays, inefficiencies, and policy uncertainty.&nbsp; As a result, even high levels of investment fail to translate into sustained growth. Until investment shifts toward productive, firm-building activities, higher spending alone will not deliver results. &nbsp; To reverse this, the government must focus on raising the returns to investment by enabling firms to grow and compete. This requires a shift from managing scarcity to creating an environment where capital can generate consistent and predictable returns. A central priority should be given to attracting and retaining both domestic and foreign private investment. Investors do not just respond to direct incentives, but also to policy stability in the country. Nepal’s economy cannot sustain high growth if its human capital continues to leave the country.&nbsp; The goal should not simply be to create jobs, but to build companies that scale, innovate, and compete beyond Nepal. This requires supporting sectors with strong productivity potential and ensuring that firms can expand without being constrained by infrastructure gaps or regulatory friction. Finally, the state must improve the quality of its own investment. Public spending should focus on lowering the cost of doing business through reliable electricity, efficient logistics, and digital infrastructure.&nbsp; The GenZ movement took two days to bring change. The economic transformation of Nepal might take a generation. The RSP can accelerate this transition, but only if it focuses on building a better investment climate for business and not just feeding the global labour pool. Creating a firm future for Nepal

Barely a month after the March election, newly elected lawmakers convened for the first session of Parliament on Thursday (picured above).
But the RSP had already hit the ground running in its first week in office. Prime Minister Balendra Shah and his trusted Home Minister Sudan Gurung conducted a slew of high profile arrests. &nbsp;
The former prime minister, home minister and Kathmandu CDO, among others, were detained in connection with the 8 September massacre outside Parliament.&nbsp;
The Cabinet unveiled its 100-point roadmap outlining sweeping institutional, economic and social reforms to ensure better service delivery, and setting deadlines for itself for the first 100 days in office.&nbsp;
Key priorities include strengthening digital governance, removing redundancy across the civil service, investigating assets of high-ranking political and government figures, depoliticising the bureaucracy and universities, as well as broader legal and constitutional reforms.
“The move to hold former leaders accountable sends a powerful signal that impunity is no longer politically untouchable,” says Pukar Malla of Governance Lab at Daayitwa Abhiyan. “On the reform agenda, the direction is right but the timeline is too compressed, 100 days is not enough to transform the system. It is only enough to establish the discipline of transformation.”
The RSP’s decisions have mostly been greeted with enthusiasm by the electorate which gave the party an almost two-thirds majority in Parliament. Nepalis are for the first time in decades genuinely hopeful about the country’s leadership.
“The enthusiasm is real because the pain is real. &nbsp;But people are not just asking for symptoms to be treated. They want the patterns underneath the symptoms to change,” says Malla. "That is where the leadership journey becomes much harder, because structural change is slower, more conflictual, and far less theatrical than headline decisions.”
The RSP’s prompt proactiveness signals a can-do approach designed to placate voters impatient to see immediate change, and also to warn influential figures of the past three decades that anyone can be dragged to jail or put on the immigration no-fly list. The message is also to the bureaucracy to pull its weight, and clean up its act.&nbsp;
But in public discourse, there is also a sense that anyone critical of the government’s decisions can be targeted and trolled. Enthusiasm about the new government &nbsp;seems to outweigh critical and nuanced reasoning about whether ‘Balen Sarkar’ can achieve targets it has given itself within the self-imposed timeframe.&nbsp;
Any concerns about the RSP’s perceived high-handedness or criticism of state overreach tends to be dismissed, branded as noisemaking by mouthpieces of old parties.
Critics say the arrest of Oli, Lekhak others did not follow due process, and displays the very partisanship and vendetta tactics of the legacy parties that the RSP vowed to dismantle.
“The detentions and the plans this government has made for the next 100 days might be necessary, but they seem to be optimised for public spectacle and rather than being deliberative steps for sustained reforms,” says researcher Dovan Rai of Body and Data.
She adds: “K P Oli failed because he put himself above the system, and it seems as though that power has just transferred from one personality to another. What we need is strong institutions, not strongmen that play the role of hero or villain.”
The RSP’s strategy to overhaul the state apparatus is high-stakes, aspirational and at times unquantifiable. The new leaders and the public must recognise that Nepal’s problems cannot be solved in 100 days.
The near two-thirds dominance in Parliament offers the RSP a chance to show results, but it is also an unforgiving majority. Failure is not an option.
Adds Pukar Malla: Political leadership may drive change from above, but civil society and citizen networks have to partner from below.”
The NC and the UML are licking their wounds, and again proved their obsolescence this week by trying to rehabilitate and reinstate old leaders. The UML is on warpath, and missed another opportunity to turn a new leaf by rejecting 36-year-old Suhang Nembang as parliamentary party leader.
People who did not vote for RSP must give the party a chance to deliver on promises. But the party's most effective opposition may have to be its own voters, who must play the check and balance role by insisting on results, and preventing fawning support for populist leaders resulting in authoritarian creep. &nbsp;&nbsp;
“The public now plays a critical role in holding the leadership accountable, it must go beyond small wins,” says Dovan Rai. “Support must not come from opportunism, and criticism must not be based on prejudice.”
