During the 2022 election, populist candidates campaigned with algorithms and were elected mayors. In 2026, they are campaigning with AI-generated memes and videos. Four years ago, the idea that the most potent weapon in the next election in Nepal would be artificially generated clips of politicians beating each other up would have been science fiction. Yet, here we are: at a fever pitch of AI-based political content. Some are generated by the IT cells of political parties, while most are just produced and posted by young tech-savvy supporters of the new candidates. Most of them ridicule older leaders, and the predominant target is former prime minister K P Oli who was forced to resign after the September protests. On 20 January the TikTok account ‘iamfunnyman88’ posted a slapstick video in which former Kathmandu Mayor Balendra Shah is seen accosting ex-prime minister K P Oli with a giant bell (pictured), swinging it in Kung Fu Hustle style in what looks like Patan Darbar Square. Oli is sent splattered on the ground. K P Oli has become a symbol of the legacy parties and their aged leaders, and everything that is wrong with them. Balendra Shah represents the new protest candidate. The two are contesting from Jhapa-5, and it is turning out to be a prime ministerial race for 5 March. In another video, the RSP vs UML clash played out as a high-stakes war from the Mahabharat. Oli is a young warrior with a chiselled jaw and wearing a heavy golden armour ready to lead his followers to battle (pictured). A stylised Nepal flag flutters above him to the accompaniment of filmy dialogue.&nbsp; The videos are everywhere on TikTok, YouTube and Facebook. Many of the posts are hitting over 200,000 likes and 5 million views. Such content seems to be engaging more voters than speeches and door-to-door campaigning at the hustings. But it is looking like a carefully designed strategy promoting Balen Shah as the RSP’s star player in this election.&nbsp; In 2022, it was just for the mayor of Kathmandu. This time, Balen Shah is already being promoted in these videos as a winner who has defeated the legacy politicians.&nbsp; In previous elections in Nepal, political parties used to spend lavishly on the ‘masu bhat’ strategy — feeding heavy plates of mutton curry and rice to constituents in return for votes. Ideology was swapped for immediate caloric gratification often accompanied by free-flowing alcohol.&nbsp; But surely, the new voter is too sophisticated for this. Politicians insist they have rebooted their operating systems to serve this enlightened demographic. We are talking, after all, about the generation that brought down a government over 36 hours in September.&nbsp; The assumption is that young voters today are too aware and far too proud to trade democratic agency for something as crude as a plate of steaming mutton curry and rice.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2026013014014_983476ba334f895b64cd8ea34bd0ad79c1632c428feb119c84477d8e929eb057.jpg" data-media-id="editor_1" data-image-id="2026013014014_983476ba334f895b64cd8ea34bd0ad79c1632c428feb119c84477d8e929eb057" data-rendition-name="original" width="2000" height="1000" loading="lazy" alt="Nepal elections meme"> </figure>  But the question is: are voters today any different? Aren’t these social media memes digital versions of the masu bhat that delivers a dopamine rush to voters? Watching the videos is entertainment that delivers a state of bliss, a protest against what is old but no enlightenment about how to get to the new. &nbsp; The I-cannot-go-a-single-minute-without-checking-my-phone demographic has leaned firmly towards politicians whose main focus is to be a social media star first, and an accountable politician second. More than 70% of Nepalis have smartphones now and most are hooked on data plans. The public has acquired a taste for a different kind of masu bhat - the digital kind. Instead of being made to slurp up the free spicy, fatty goat curry with deep guttural satisfaction, voters are being made to swallow easy-to-digest online clips to make serious voting decisions.&nbsp; After all, it is more fun than paying attention to a candidate’s policy proposals and actually thinking critically about the candidates.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2026013014014_eb3a9e0c50f4a47706a6695e78ae41556c3d9754c15d564d42fb0de3f4199999.jpg" data-media-id="editor_2" data-image-id="2026013014014_eb3a9e0c50f4a47706a6695e78ae41556c3d9754c15d564d42fb0de3f4199999" data-rendition-name="original" width="2000" height="1000" loading="lazy" alt="Nepal elections meme"> </figure>  TURNING POINT An important moment for the evolution of this digital masu bhat is the 2020 pandemic. It was just six years ago that the entire population was cut off from physical interaction. The phone screen became the sole mediator of social existence.&nbsp; Technology changes what we see as important, and this prolonged immersion fundamentally alters our perception of reality, training us to accept the flattened, binary logic of the algorithm as a substitute for the complex, multisensory texture of political reality. What is on the phone has started to dictate the questions we ask and the answers we accept. If it is not on the phone, it is starting to look irrelevant. The memes manufacture consent. Gerontocratic politicians habituated to legacy media have not fathomed the implications of this new virtual world. Everyone has been swayed by a good story since the beginning of time. Now, the phone has allowed millions of Nepalis to tell, retell, consume, and remix stories that would traditionally have huge barriers to entry. Consider the vegetable vendor killing time between customers, Gen-Z youth with no memory of the Maoist conflict, or the grandad who cannot distinguish an AI video from real footage.&nbsp; When they finally step into the voting booth, what is guiding their hand? Is it a careful calculus of policy proposals, demonstrated competence, and leadership integrity? Or is it the cumulative impact of those AI-generated dopamine hits they have been fed on a loop? This digital fog of war cuts both ways. In a twist of supreme irony, actual footage of candidates behaving badly is now routinely dismissed as ‘AI-generated’ by their PR teams. This was a convenient get-out-of-jail-free card that Balen’s camp used when a video of him shoving cadres went viral.&nbsp; Meanwhile, completely fabricated tear-jerkers of old leaders like Prachanda weeping are consumed by the public as gospel truth. We have arrived at a point where the inconvenient real is dismissed as a glitch, and the emotional fake is embraced as history.&nbsp; In Society of the Spectacle, Guy Debord argued that images eventually replace real life. Today’s voters in Nepal and elsewhere are not even consuming the actual meat-and-bones of mutton curry; they are swallowing the 15 second digital imitations of it.&nbsp; Welcome to the age of digital मासु भात.

Nepal’s AI-generated election

The 12-day political partnership of Kulman Ghising with Rabi Lamichhane and Balen Shah that ended on Saturday was brief even by Nepali standards.&nbsp;
The Ujyalo Nepal Party backed by Ghising and Lamichhane’s RSP had inked a deal to unite on 29 December, one day after Balen Shah formed an agreement with the RSP to contest the election under the party’s banner.
The alliance between the RSP and Ghising is said to have fallen apart after Ghising asked for institutional and ideological changes within the party, and for members of his team to be given key positions including senior vice-chair and general secretary, as well his stipulation that more than two dozen of his camp be appointed members of RSP’s central committee.&nbsp;
Ghising had also been less than happy about some of his 18 proposed candidates being left off RSP’s Proportional Representation list, and had taken issue with the priority order of those from his camp on the docket.&nbsp;
The merger between Ghising and Lamichhane happened after last minute negotiation before the deadline for the submission of the PR candidate list after multiple previous rounds of discussions between BRK had failed. Ghising had agreed to sit down one final time with the two leaders following a last-ditch effort by youth leaders including Sudan Gurung.
Ghising following his resignation last week had told the press that his partnership with Lamichhane and Shah had not come into effect even though his UNP had formally signed to merge with RSP. The party, which has been hailed as a formidable alternative political foil to legacy outfits in the March polls, had come under considerable criticism for its PR list, most of which included influential public figures as opposed to qualified people who would represent the nation’s socio-culture, socio-economy, diverse ethnic makeup, and geography.&nbsp;
On Saturday, following news of the RSP-UNP dissolution, Ghising was announced as the chair of the UNP, of which he had only remained the patron so far.
That Ghising broke away from Lamichhane and Shah does not come as a shock. Analysts had already predicted the clash of egos between the three figures who have gained popularity through personality rather than ideology driven politics.&nbsp;
It is also not surprising that the new trio has been following the playbook of make-up and break-politics written by the Oli-Deuba Dahal trio that has defined Nepali politics for the last decade.&nbsp;
As the RSP deals with its growing pains, Nepal’s established parties are busy preparing for the polls even as they confront infighting within their own institutions. The Nepali Congress is seeing widening rifts between factions brought on by power struggles between old and newer leadership within the party. The &nbsp;special general convention called by General Secretaries Gagan Thapa and Bishwo Prakash Sharma began on Sunday amid party president Sher Bahadur Deuba and other senior leaders’ refusal to endorse and attend the event.&nbsp;
The special general convention was called after it was endorsed by 54% of NC’s general convention delegates, but the party leadership has been adamant about holding the general convention to choose a new party head after the election.
The decision to go ahead with the special general convention has been opposed by numerous NC district chapters for going over the head of party leadership. Even so, leaders of the Thapa-Sharma faction expect 60% of the party’s delegates to attend the event.&nbsp;
The Thapa and Sharma faction want the party to contest the election under a new leadership, seeming to have a better grasp on the sheer lack of popularity of the party, especially after GenZ protests. The leaders are banking on having a better outcome at the March polls if there is a change in party leadership.&nbsp;
Leftist leaders like Pushpa Kamal Dahal of the NCP and Baburam Bhattarai have also been busy reaching out to Indian leadership in the weeks leading up to the election.
And while pro-monarchy leaders like Durga Prasai—while initially calling for a royalist mobilisation following the September protests—seem to be laying low lately, only emerging after the Balen-Rabi merger to call them “political actors groomed by foreign powers”, former king Gyanendra during his Prithvi Jayanti address on Saturday took the opportunity to deliver a particularly somber address to the nation.&nbsp;
Gyanendra commented on the youth frustration that led to the September revolt, linking it to the ongoing exodus of young people and capital, as well as geopolitics, and criticising Nepal’s political leadership of “repeatedly using the youth but not understanding their needs”.
“Yesterday, there was concern that there was no development in the country, but today there is a bigger worry that the country itself might not survive,” Gyanendra said in his remarks. “This country was not built, nor will it be built, by speeches, magic or miracles.”

BRK break up

The BRK (Balen-Rabi-Kulman) merger this week signified a generational shift in politics in the new year, but whether it will lead to a change in culture of patronage-driven strongman politics is looking doubtful.
Two 7-point deals this week brought together Energy Minister Kulman Ghising’s UNP and Rabi Lamichhane’s RSP, with Lamichhane remaining chair, and Ghising joining DP Aryal and Swarnim Wagle as the party's vice-chair. And Kathmandu mayor Balen Shah has been promised prime ministership if the party wins a majority in the federal elections under the RSP banner. So far so good.&nbsp;
The merger was possible because the three men shared a common agenda to represent GenZ aspirations and the necessity of not splitting the vote in facing the vast organisational structure of the legacy parties.&nbsp;
“It is too early to predict whether or not the three new leaders can address the challenges of the nation,” notes editor and political analyst Rajendra Dahal. “They have yet to prove how capable they are.”
All three are ambitious politicians with wide following on digital platforms, and combined they represent a significant challenge to the new by the old in 2026 and beyond.&nbsp;
But are they really new? Political scientist Sucheta Pyakuryal does not think so: “What we are seeing is that the same political course is being charted by new political players, who are neck-deep in Machiavellian power-mongering and political horse trading, under the guise of bringing the alternative forces under one umbrella.”
Lamichhane, recently released on bail from jail for defrauding cooperative depositers and under scrutiny for breaking out of jail during the September protests, has put his own prime ministerial aspiration on hold to hitch his wagon to the popular Kathmandu mayor. For Balen Shah, the prospect of leading not just Kathmandu but Nepal itself appears to have been the deciding factor in agreeing to the deal.
News of the BRK alliance was initially greeted as a welcome generational change in politics that could finally break the decades-long Oli-Deuba-Dahal triumvirate. But there have been misgivings among some who see Balen-Rabi-Kulman already dividing up the spoils of their September movement, even from youth activists who had initially put their weight behind this partnership.
Then the RSP’s candidate list this week set off a digital firestorm. The proportional representation (PR) provision in the election designed to ensure inclusion of women and excluded groups, instead had celebrities, entrepreneurs, athletes, and performing artists. The party did conduct a primary to finalise its list, but it was heavily criticised for arbitrary ranking of public figures and ‘nepobabies’.&nbsp;
To be sure, there were activists and GenZ members also on the list, but it is dominated by names from Lamichhane’s Chitwan constituency and reflects the accommodation candidates fielded by Shah and Ghising’s camps at the last minute. Uttam Bahadur Gurung and Bijay Jairu, who got the highest votes for indigenous male and Dalit male categories in the RSP primary, are missing from the list.&nbsp;
PLUTOCRATIC
Pushpa Kumari Chaudhary and Khastar Hussain, who got the most votes for the Tharu women and Muslim men cluster respectively did not make it either. Former Kathmandu mayor candidate Ranju Darshana, despite securing the highest number of votes for the Khasa Arya women, appears 10th under the category on the list.
"RSP’s PR list that is supposedly churned out through a primary election, was a hogwash," says Pyakuryal. "The party leadership holds 50% of the decision-making power. Ranju Darshana was denied space despite overwhelming votes. They have completely turned the concept of primary elections on its head."&nbsp;
No party, neither old or new, appears to have heeded the GenZ movement’s rejection of cronyism, nepotism and patronage. There have been scathing comments on social media as well as mainstream newspaper cartoons lampooning the selection.
“Under the cover of diversity and inclusion; they have onboarded Nepal’s rich and powerful elites – the 1%-- when the PR system was designed to onboard those in the periphery whose inclusion and representation retain the democratic essence of this republic," says Pyakuryal&nbsp;
Even so, and despite being a three-way marriage of convenience, the BRK alliance is now set to challenge legacy parties. Lamichhane needs backing from Shah’s followers and on Ghising’s public goodwill, while Shah and Ghising both require a political platform.&nbsp;
But they will also carry each other’s baggage. The shadow of the cooperatives scam and jailbreak hang over Lamichhane, Shah is known to be impulsive and erratic especially on social media, while Ghising did some iffy dealings while minister and head of Nepal Electricity Authority (NEA). If the RSP is able to secure a majority, the alliance could break apart because of the three egos just as what happened to the Oli-Deuba-Dahal trio in the past.&nbsp;
Shah and Lamichhane have much in common. Both campaigned on social media, pushing a populist anti-corruption agenda and against the governance failure of the three establishment parties — the same logic that drove the GenZ protests in September that escalated into violence and brought down the UML-NC coalition.
As former tv anchor, Lamichhane championed the underdog and has a considerable following. Balen Shah’s direct, no-holds-barred style of communication and commentary has made him popular, especially among digital natives. Ghising is credited with ending Nepal’s prolonged power cuts when he headed the Nepal Electricity Authority NEA, and is regarded as a do-er.&nbsp;
Lamichhane has let go of his ambition to offer prime ministership to Shah. Ghising had given up leadership of his newly-formed UNP. All three will have significant pull with the 837,094 young and first-time voters in March.&nbsp;
The legacy parties are now galvanised for elections because of the Rabi-Balen-Kulman partnership, and contemplate an electoral alliance. They are relying on traditional vote banks among the rural electorate, and hoping against hope for internal rifts within the BRK alliance before polls.&nbsp;
Ironically, Oli in the UML, Deuba in the NC and Dahal in the NCP all distrust rivals within their own parties more than each other. The NC’s list has some new faces, but is dominated by former ministers, family members, including the children of current and former presidents, as well as spouses of former NC ministers. The &nbsp;Nepali Communist Party has also incorporated new names for its list.&nbsp;
The UML has attempted to include younger candidates from a wider demographic this time, but the list includes many Oli loyalists.&nbsp;
Concludes Pyakuryal: “What is worrisome is the old parties’ corrupt syndicates and new parties’ lack of principled politics and strong ideological bases that can explain their political vision and mission to the voters. Even more disturbing is the rise of strongman politics and their overt reliance on those who already have money, clout and power. The template remains, only the actors have changed.”

Old vs new

A day after Rabi Lamichhane and Balen Shah <a href="https://nepalitimes.com/news/old-vs-new-in-nepal-in-2026-z6l4fgrd">came together to form an electoral alliance</a>, Kulman Ghising has also joined forces with the two leaders, merging his Ujyalo Nepal Party with the RSP.&nbsp; Following last-minute negotiations before Monday’s midnight deadline for parties to file their list of candidates for the Proportional Representation (PR) seats, Lamichhane and Ujyalo Nepal chair Anup Kumar Upadhyay signed a seven-point agreement to unify the two parties, with Balen Shah as witness.&nbsp; Per the deal, Ghising will be the vice-chair of the RSP, joining DP Aryal and Swarnim Wagle as the party’s seconds-in-command. The earlier agreement between Lamichhane and Shah retained Lamichhane as RSP chief, and promised Shah prime ministership if the party wins a majority in Parliament in March.&nbsp; Ghising’s team reportedly has a 17% share on the list of PR candidates filed by the RSP at the Election Commission. Balen has also fielded his own picks, and together the party has the likes of cricketer Gyandenra Malla, actress Reema Biswokarma, rights activist Mohna Ansari, climate activist Tashi Lhazom, and singer Prakash Saput as PR candidates. Ghising had held multiple rounds of talks with the RSP chair and the Kathmandu Mayor to discuss possible collaborations, but had failed to reach a power-sharing agreement. News of this alliance has been welcome to Nepalis who are looking for any alternatives to break the stronghold of the Oli-Deuba-Dahal trio over Nepali politics in recent history.&nbsp; But they will also carry each other’s baggage.&nbsp; Lamichhane, who was jailed for defrauding cooperatives depositors last year, was welcomed back as RSP party chair with open arms after he was released on bail last week. And while he has maintained his base of loyal supporters, he was subject to widespread criticism after he walked out of detention amid the jailbreak during the September protests, prompting his eventual voluntary return to prison.&nbsp; His party’s silencing and expulsion of critics within the RSP has also drawn direct comparison with the leadership structure of Nepal’s mainstream parties. Prominent leaders like Sumana Shrestha have left the party over disagreements with leadership.&nbsp; Meanwhile, Balen’s impassioned campaign resonated with Nepalis disillusioned with establishment leaders during the 2022 election and made him mayor of Kathmandu. The mayor’s direct, no-holds-barred style of communication and commentary has attained him much support beyond his constituency.&nbsp; But his unyielding, often unempathetic leadership style and policies— like his dismissal of street vendors and informal businesses during his drive to free up Kathmandu’s footpaths— have also earned him detractors. His recent outburst on social media in November that included expletives against both of Nepal’s neighbours and the US, as well as Nepal’s three main parties and the RSP was also widely criticised.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251230041212_fc2088daf32bac93541ebf25ca07725d75a721ae83440749ac8fa09d8fe308f2.jpg" data-media-id="editor_3" data-image-id="20251230041212_fc2088daf32bac93541ebf25ca07725d75a721ae83440749ac8fa09d8fe308f2" data-rendition-name="original" width="890" height="1255" loading="lazy" alt="Agreement NT"> <figcaption>The seven-point agreement between RSP and Ujyalo Nepal Party.</figcaption> </figure>  Ghising, credited with ending Nepal’s prolonged load-shedding during his tenure as the chief of Nepal Electricity Authority, has a reputation of getting the job done. His public goodwill earned him a seat on Prime Minister Sushila Karki’s interim Cabinet following the youth protest.&nbsp; But he has also been under scrutiny for funds misappropriation as well as controversial power purchase agreements during his tenure as NEA chief. Ghising had foregone the leadership position at his Ujyalo party, preferring to play the role of patron until closer to the election date, but was nonetheless criticised for his political and electoral aspirations while being a member of the transitional government. It now remains to be seen if and when Ghising will step away from his position in the interim Cabinet and begin campaigning with his new partners.&nbsp; As it stands, the involvement of prominent GenZ figures in bringing together Ghising, Shah, and Lamichhane has established youth leaders as major players in Nepal’s post-September political landscape. These leaders will have significant pull with young and first-time voters. But not all young leaders are impressed with this new triumvirate. Some have pointed out that the unity between these three leaders is no different from the political opportunism and quid-pro-quo power-sharing culture established and followed by Nepal’s mainstream leadership for the last three decades which culminated into the GenZ movement of September.

Kulman follows Balen to RSP

Prime Minister Sushila Karki may look calm, composed and unruffled, but with elections only four months away, she faces mounting pressure from all directions.&nbsp;
Despite reiterating that her only agenda is to hold those polls on 5 March 2026, there are distractions and detractors. She faces pressure to nominate new ministers, the Supreme Court has rescinded her decision to recall ambassadors, industrialists whose electricity supply has been cut off are on warpath.
This is why in the past week, she convened the first meeting between GenZ representatives and the political parties, consulted with Nepal-based ambassadors, met the chief ministers of all seven provinces, met the chiefs of security agencies, and invited editors from the mainstream press to Baluwatar.
Her message was the same to all of them: my core priority is elections. But the message she got from most interlocutors: current conditions need to improve if elections are to be free, fair and peaceful.
The biggest obstacle to credible elections is that the three main political parties are convinced that they will be trounced, and are too busy resolving bitter internal power struggles.
The Maoists appear to be the most eager to face voters, the second echelon of the Nepali Congress (NC) is trying to convince the establishment Deuba faction convinced the party will face a humiliating defeat if the leadership is not overhauled.&nbsp;
The UML is still smarting from being ousted and the violence and destruction of September. But K P Oli shows no signs of remorse or a realisation of the enormity of what happened two months ago. &nbsp;&nbsp;&nbsp;
The RSP could lead the charge for change, but with its leader in jail the party is floundering. New parties are being formed right up to the deadline, and some members of Karki’s cabinet and inner circle appear keen to contest. The newly-formed GenZ Front led by Rakshya Bam appears to be the precursor to a new party.
The GenZ-parties meeting last week must have frustrated the prime minister because there is disagreement within the youth movement as well as in the established parties (as well as between them) on the elections themselves.
Prime Minister Karki expressed some of this exasperation in her meeting with editors on Friday: “The original three demands of the GenZ were anti-corruption, governance and lack of job opportunities which was causing mass migration. But there are now new demands like directly elected prime minister to an interim Constitution.”
But she also applauded the youth for their political, legal and constitutional maturity in a short period of time and said the political parties were committed to participating in elections.
“In the GenZ I see a young Ram Chandra Paudel, a young Sher Bahadur Deuba,” she said, “They have the same energy and commitment to build a better Nepal.”
The prime minister comes across as someone genuinely interested in putting the country back on the right track, and her remarks are candid and not rehearsed. She said at one point: “Why don’t the party leaders just remove themselves, and make way for new faces?”
It is widely believed that Karki’s name was first proposed by Kathmandu mayor Balen Shah to the GenZ whose followers then voted for her on Discord.&nbsp;
Balen Shah sees himself as a kingmaker, and is irked that the government does not listen to him. This week he shot off an abusive social media post at midnight that he immediately deleted, lashing out at India, the US and China as well as the three main parties. He has now said he is not going to stand in elections, and will complete his mayoral term.
Karki and Shah have met several times in the past month, and the prime minister denied any disagreement: “I regard him as my son, and he sees me as an elder sister.”&nbsp;
She called her government a mediator between GenZ groups and political parties, and urged businessman Durga Prasai, who has been threatening protests to reinstate a Hindu monarchy, to contest the election.
Karki justified the recall of ambassadors, saying it was necessary because they were political appointees who had been bad-mouthing her caretaker government and were corrupt.&nbsp;
Some GenZ groups are impatient about the government dragging its feet on arresting former prime minister Oli and ex-home minister Ramesh Lekhak and others for the 8 September massacre outside Parliament. They are especially critical of Home Minister Om Aryal.
“They demanded we resign immediately if we could not punish those responsible for the 8 September killings,” recalled Karki, but that had to look at the overall situation and bring them to participate in elections.
Home Minister Aryal was also at the meeting with editors, and clarified: “We believe in the rule of law, and will follow due process. Our top priority was to bring the situation back to normal, and stop any violent retaliation.”&nbsp;
Asked about how investment can be revived after pictures of burning Hilton and Ncell spread around the word, Karki didn’t have a specific answer.
In front of the editors, Karki confronted her ministers about whether they had electoral ambitions. Home Minister Aryal and Finance Minister Rameshore Khanal shook their heads, but Energy and Infrastructure Minister Kulman Ghising stared unsmiling at his notes. Ghising is said to be in talks with the RSP to find a way for his Ujyalo Party to work together.&nbsp;
The Prime Minister appears not only committed to elections, but convinced that security, infrastructure, budget, participation, registration of candidates and voters are in place to make it happen.
She has no time to think of what will happen if elections do not happen. The scenario is quite unthinkable: elections are postponed till May, the interim government’s mandate expires, Parliament is reinstated.&nbsp;
This is the scenario K P Oli and his UML seem to be counting on, but which most analysts say, will lead the country into a long dark tunnel of extended instability.
Sushila Karki says she has no time to think about elections not happening: “We do not have the luxury of failure. We will work with everyone to make elections happen, because it is Nepal’s future at stake. And when a new government is formed, I will not stay here a day longer.”&nbsp;

Election countdown: 4 more months

The recent removal of Kulman Ghising a few months before his tenure heading the National Electricity Authority (NEA) ended made headlines. Hitendra Dev Shakya, whose previous tenure ended amid similar behind-the-scenes politics that <a href="https://en.setopati.com/political/157021">never saw a final court verdict</a>, was put back in charge.&nbsp;
For many, Ghising was the architect of the end of 18-hour-a-day power cuts till a decade ago. His abrupt removal sparked outrage across the public sphere, and the political spectrum.
Leadership at the NEA has never been just about performance, it has long been entangled in political proximity, not merit. The agency is more than a power utility, it is more about control of budgets, contracts, and narratives.
As long as the lights stay on, many Nepalis will willingly overlook the messy compromises that greases the system. Appointments, removals, court cases, and backroom political bargain are the norm. Sometimes like with Ghising, a figure emerges as a public hero, sometimes, they do not.
A decade after routine load-shedding ended, political leaders still scramble to claim credit, over what should fundamentally be just the day-to-day work. The sector is mired in controversies, from metering disputes to ad hoc political committees, tariff issues, to negotiating cross border power trade.&nbsp;
Even basic statistics like electrification rates are held hostage to executive narratives with no clear standards and compliance on what counts as real access. Nepal's power sector seems to be running without a referee.
There are three agencies involved: the <a href="https://moewri.gov.np/">Ministry of Energy</a>, the NEA, and the little-known <a href="https://erc.gov.np/">Electricity Regulatory Commission (ERC),</a> each with a distinct mandate, at least on paper.
In a well-regulated market, issues like metering disputes and executive appointments would barely register outside the industry. In Nepal, such decisions often spill into political crises and can shake the fate of governments. Yet, the ERC is rarely seen or heard, even when these issues strike at the heart of its regulatory mandate.
Blurred roles have left Nepal’s power sector in a state of chronic overlap. The ministry often interferes with operations, drawn by the quiet influence that comes with the turf: contracts, budgets, and visibility.&nbsp;
NEA straddles the line between implementer and influencer, while the regulator still seems hesitant to assert its space.
Created in 2019 after years of industry bargaining, the regulator’s job is to establish rules, resolve disputes, and bring predictability and fairness back to the system. And this critical role remains a blind spot in Nepal’s energy debate and power struggles.
Disputes that should fall under regulatory inquiry and consultation, from the Time-of-Day (ToD) meter disputes and industrial payment defaults, to the NEA’s role in cross border power trade negotiations have instead become political flashpoints.
Despite the politics, if a regulator cannot assert itself in matters squarely within its mandate like pricing, contracts, disputes, compliance, what exactly is it regulating?&nbsp;
We did not create this new regulator just to be another spectator. But that, for now, is all it seems determined to be.
The regulatory mess runs deeper into the way Nepal prices its electricity. By many measures, Nepal’s electricity sector has made real progress. The country now exports surplus power to India while still relying on imports during peak demand. In 2023/24, Nepal became a net electricity exporter for the first time, selling as much power as &nbsp;two and half months of domestic demand.&nbsp;
Every hydropower <a href="https://nea.org.np/admin/assets/uploads/PPA_Rates.pdf">project under 100 megawatts is paid the same flat rate</a>: Rs8.40 per kilowatt-hour in the dry season, Rs4.80 in the wet season. Hard or easy, near or remote, the price stays flat.&nbsp;
Whether a project is built right along the accessible roads of Trisuli corridor or in the remote gorges of the Karnali that demand new roads and transmission lines to &nbsp;generation sites, it is the same price.
The Chamelia Hydropower Project cost <a href="https://www.adb.org/sites/default/files/project-documents/41025-012-nep-tacr.pdf">NPR 56 crore per megawatt to build</a>. Chilime came in at about Rs140 million. In a functioning system, a regulator would benchmark these costs, scrutinise financial models, and adjust tariffs to reflect real-world differences. &nbsp;&nbsp;
To give the ERC some benefit of doubt: it is a young institution<s>.</s> But institutions do not mature by aging; they need to step up and take positions, enforce rules, intervene, and speak up when it’s easier to stay silent, whether the pressure comes from a utility boss or a political heavyweight, celebrity or not.&nbsp;
Nepal’s energy industry cannot afford a regulator that hides every time the stakes get high. That responsibility weighs even heavier today. Ram Prasad Dhital, the current Chair of the ERC, was not an outsider parachuted into the role. He served as one of the Commission’s founding cohort and has seen it through its formative years.&nbsp;
His second term cannot be for keeping the seat warm. But will the ERC act, or will it continue to choose the safer path of silence? As the ERC evolves, the challenge is not just about leadership. It must resist the prevailing tendency to solely rely on short-term contracts and familiar recycled bureaucratic networks.&nbsp;
Building a credible regulatory institution requires stability and technical depth, a professional core of energy experts, economists, engineers, financial analysts, and legal specialists who can audit costs, arbitrate disputes, and navigate the rapidly evolving regulatory terrains.&nbsp;
Tariffs must reflect real costs and real geographies. Export pricing must adapt to dynamic domestic and regional markets. Disputes must be settled through credible regulatory mechanisms rather than through endless political committees.
The real question now is not just what the ERC was created to do, but whether it has the will, the knowledge, and the courage to do it. &nbsp;And the longer it forgets that and drifts further to become another spectator, the deeper the price the industry will pay.

Nepal’s Power Struggles

By sacking the person that many Nepalis credit for ending<a href="https://nepalitimes.com/news/power-cuts-are-back-in-nepal"> prolonged daily power cuts</a>, the coalition led by <a href="https://nepalitimes.com/news/nepal-government-changes-again">Prime Minister KP Oli </a>has added fuel to the fire as anti-government forces plan protests in the coming weeks. A Cabinet meeting on Monday decided to replace the Executive Director of the Nepal Electricity Authority (NEA)<a href="https://nepalitimes.com/editorial/transformer-man"> Kulman Ghising</a> with Hitendra Dev Shakya. There is a sense of deja vu since both men led <a href="https://archive.nepalitimes.com/news.php?id=9409">the NEA</a> in previous stints. &nbsp;Ghising had been NEA chief in 2016 and again in 2021, when he had replaced Shakya. Ghising is backed by Pushpa Kamal Dahal of the Maoist Centre, which is now in the opposition, and Shakya is regarded as being close to Oli’s UML. Relations between Ghising and Energy Minister Dipak Khadka have been strained for the past year after the NEA cut off <a href="https://nepalitimes.com/news/nepal-electricity-demand-soars">electricity supply</a> to industries for failing to pay dues dating back to 2016. Khadka, who is from the Nepali Congress (NC), is himself a <a href="https://nepalitimes.com/multimedia/missing-pieces-of-the-hydropower-jigsaw">hydropower </a>entrepreneur and his appointment as energy Minister was seen as conflict of interest. <a href="https://nepalitimes.com/latest/kulman-ghising-to-stay-on?fb_comment_id=3199622240152768_3199919450123047">Ghising is largely credited </a>for having ‘ended loadshedding’ because he redirected electricity from industry to households -- even though imports from India and increase in installed capacity worked in his favour. Following Ghising’s dismissal, there were protests at Kathmandu’s Mandala intersection on Tuesday with demonstrators holding placards that read: ‘Kulman Ghising: Architect of a Bright Nepal’. Even members of the coalition government opposed Ghising’s sacking. Information Minister and government spokesperson Prithvi Subba Gurung on Monday said pointedly that he had no knowledge of Ghising’s removal. The minister even gave Ghising a performance ‘report card’ in which he was given zero out of 100. Speaking in Parliament on Sunday, Khadka warned that Nepalis would <a href="https://archive.nepalitimes.com/article/nation/power-cuts-nepal-here-to-stay,1701">once more have to suffer load shedding </a>because of Ghising. “We are in a situation where households may soon face power cuts. In addition some of the bigger plants like the 456MW Tama Kosi were damaged in <a href="https://nepalitimes.com/editorial/when-it-rains-it-pours-ksqprbu3">last September’s floods</a>. The <a href="https://nepalitimes.com/news/spring-returns-to-nepal-s-mountaineering">spring season</a> shortfall coincided with India announcing it could not export electricity to Nepal during peak hours because of its own domestic demand. Ghising and Khadka appeared to be negotiating separately with India on increasing<a href="https://nepalitimes.com/news/balance-of-power"> power export to Nepal</a>, and often seemed to work at cross purposes. Read also: <a href="https://nepalitimes.com/from-the-nepali-press/more-than-half-of-nepal-s-electricity-imported-from-india">More than half of Nepal’s electricity imported from India</a> The NEA under Ghising had been making up for the power deficit by cutting electricity to industries to maintain household supply. This month, industrial corridors in <a href="https://nepalitimes.com/here-now/the-tarai-s-shrinking-forests">the Tarai </a>have been suffering power cuts from 6pm to 6am, forcing them to use diesel generators. These cuts have added to the <a href="https://nepalitimes.com/news/pokhara-s-tourism-woes">woes of powerful businesses</a> which NEA had been pursuing to pay their back dues. Industrialists had been putting pressure on the government to rein in Ghising. Two industries did play part of the sums they owed to NEA last week, just before Ghising got the sack. &nbsp; Ghising had wide support in<a href="https://nepalitimes.com/here-now/nepalis-not-so-unhappy"> Nepal’s public sphere</a>, with some speculating that he may have political ambitions. Which could be another reason that the UML and NC are wary of him, since he could be a Maoist candidate in the next elections. No doubt, he had some luck in timing, but being an electrical engineer himself also invested in upgrading transmission and distribution. “Some things were in place when Kulman Ghising came in, but what he did first was to free up 400MW from the dedicated line to <a href="https://archive.nepalitimes.com/news.php?id=9511">industrialists,</a>” recalls energy expert Kumar Pandey. Ghising also benefited from the completion of the 140km transmission line from Dhalkebar to Muzaffarpur in India, which meant Indian exports could make up for the shortfall, allowing NEA to end power cuts to households. Read also: <a href="https://nepalitimes.com/here-now/how-they-kept-nepal-in-the-dark-ages">How they kept Nepal in the dark ages</a> “He also arranged power cables to reroute energy distribution within the country, which was huge,” says Pandey. All of these actions freed up to 700MW in the evening, which Ghising was able to redistribute to the public. Ghising is also credited with effective negotiations with India to increase the export of 1000MW of <a href="https://nepalitimes.com/here-now/nepal-s-precious-electricity-going-waste">Nepal’s surplus electricity</a> in the monsoon – despite India refusing to buy power from plants with Chinese investment or contractors. Electricity exports allowed NEA to go from being a loss-making entity to earning a profit of Rs11.36 billion over Rs53.18 billion in sales. “Bad infrastructure was causing localised power cuts. A transformer in Kohalpur would burn up and wouldn’t be fixed for a month, and we had no spares,” Ghising told a <a href="https://www.youtube.com/watch?v=Xy-yWmi4wCc">YouTube interview</a> two days before his removal. “<a href="https://archive.nepalitimes.com/news.php?id=11138">Loadshedding </a>was also causing more loadshedding because consumption would soar when electricity was restored.” Ultimately, his dismissal reeks of politics, the business interest cronies and clashing egos. However, the removal of a popular technocrat from the NEA could further anger Nepalis who are already disillusioned with established political parties and their cronyism. &nbsp;One barometer of public frustration is the <a href="https://nepalitimes.com/news/the-ghost-of-monarchy-returns-to-haunt-nepal">growing support on the streets even for pro-monarchist forces</a> led by the RPP and RPP-N who are planning further nationwide rallies next month.

Sacking of NEA chief exposes cronyism

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1e8e9c7e80680e0af417jpeg.jpg" alt="" width="1100" height="608"/><figcaption></figcaption></figure>Household electricity consumption with the onset of winter, dedicated supply to industries and increase in electric vehicles is fuelling demand for hydropower, <a href="https://www.nepalitimes.com/banner/nepals-precious-electricity-going-waste/" target="_blank" rel="noopener noreferrer">reducing wastage</a>.This is why, despite having started exporting surplus electricity to India last month, the Nepal Electricity Authority (NEA) is now scrambling to meet a spike in domestic demand.Electricity demand is increasing in terms of both capacity (MW) and energy (units). On 13 December, the peak demand was 1,539MW, against 1,217 MW the same day last year. This difference of 322MW amounts to a 26.5% increase in peak demand. Also on 13 December, the <a href="https://www.nepalitimes.com/banner/power-politics/" target="_blank" rel="noopener noreferrer">electricity consumption in Nepal</a> was 27.2 million units, a 28.65% increase from 21.1 million units consumed on the same day last year.“The 30% increase in peak demand is a significant achievement,” said NEA Executive Director Kulman Ghising. “At the current rate, power demand could reach 2,000MW by July next year.”The government’s priority has been to reduce the ‘spill’ of electricity from <a href="https://www.nepalitimes.com/opinion/decentralising-hydropower/" target="_blank" rel="noopener noreferrer">hydropower stations</a> by increasing domestic consumption. It has focused on two areas: initiating policies to increase the use of electric appliances and providing industries with dedicated feeds. Over the last month, Ghising also visited several industrial areas to urge them to switch from diesel generators to electricity from the national grid.For this, the NEA has been working on the expansion and strengthening of transmission infrastructure as part of their short- and long-term plans. The NEA is also planning the construction of large capacity lines and substations for transmission and distribution by preemptively identifying possible places where electricity consumption may increase.The figures show that the current spike in demand is primarily due to <a href="https://www.nepalitimes.com/opinion/look-whats-cooking-in-nepal/" target="_blank" rel="noopener noreferrer">the use of electric stoves</a>, air conditioners and other household appliances and <a href="https://www.nepalitimes.com/banner/fully-charged-and-ready-to-go/" target="_blank" rel="noopener noreferrer">electric vehicles</a> in Kathmandu, where the peak demand has increased from 293MW last year to 382MW at present. Another area with higher consumption is industries. NEA signed a deal earlier in October to supply 30MW to the Hongshi cement factory in Nawalparasi.Industries previously reported experiencing 8.8 hours of power outages a week, forcing most factories to use generators, which in turn <a href="https://www.nepalitimes.com/review/post-lockdown-comeback-for-nepals-industries/" target="_blank" rel="noopener noreferrer">added to nearly 5% of their monthly expenditure</a>. The government initiative to power the industries hence would be cost-effective to the industry while also reducing wastage.To meet the current demand, the electricity grid is being supplied with 540MW from NEA's hydropower stations, 529MW from NEA's subsidiaries, 425MW from private power producers  and 25MW imported from India at peak evening hours.And yet, nearly 10% of Nepal’s population lives without electricity, most of them in Bajhang, Dolpa, Bajura, Jumla and Mugu in western Nepal which are not connected to the national grid.Experts say it is more beneficial to utilise and sell surplus power inside the country than exporting it to India. Nepal’s private industries are paying up to Rs11 per unit in electrical bills against 4.33 per unit by India.

Doctors who do not gouge patients are raised on to pedestals. The public treats a traffic policeman who enforces lane discipline as a saviour. Perhaps only in Nepal can you be a national hero just for doing your job. <a href="https://archive.nepalitimes.com/article/interview/interview-with-Kulman-Ghising,3409">Kulman Ghising</a> was appointed Managing Director of the Nepal Electricity Authority (NEA) in August 2016 -- a time when the country was suffering up to 18 hours of power cuts daily. Janardan Sharma, the Energy Minister from the Maoist party at the time, picked the right man for the right job at the right time. It was rare enough that an electrical engineer should head an electricity company, because Ghising’s predecessors at the NEA had been road contractors. Remember, Energy Minister Radha Gyawali had pulled Ghising out of the Chilime Hydropower Project in 2012 – because he was doing a good job. He had replaced him with a crony.Within months of being in office, Ghising had <a href="https://archive.nepalitimes.com/article/editorial/Power-struggle-Kulman-Ghising,3399">brought load-shedding to an end</a>. He just did what any intelligent engineer would do: he systematically went about cutting system loss and increasing supply. Ghising reduced leakage from 26% to 15% by cracking down on pilferage and upgrading transmission lines, substations and transformers. He cut off 24-hour dedicated feeds through which his predecessors had been providing businesses low tariff electricity in return for kickbacks.And he met the remaining shortfall with increased production from private power producers, as well as imports from India. There used to be public jubilation when NEA announced that power cuts would be reduced from 18 hours to 14 hours a day. The candle industry did brisk business, inverters and solar systems flew off the shelves. Yet, Nepalis were so glad the war was over, they did not have the heart to complain. We expected so little from government that we took load-shedding as a given. It was only later that <a href="https://www.nepalitimes.com/here-now/how-they-kept-nepal-in-the-dark-ages/" target="_blank" rel="noopener noreferrer">investigative reports in this paper</a> and elsewhere revealed the level of <a href="https://www.nepalitimes.com/here-now/kulman-ghisings-tenure-at-nea-in-doubt/">malfeasance and mismanagement</a> that had kept Nepalis in the dark ages. <a href="https://archive.nepalitimes.com/article/nation/corruption-in-electricity-industry-of-Nepal,3408">Documents show</a> that through the tenures of managing directors Mukesh Kafle, Arjun Karki and Rameswor Yadav, NEA sold electricity in the black market to major industries, some of which are well known brands and heavy advertisers in the media.The modus operandi was that selected customers got uninterrupted power supply through dedicated feeds by diverting electricity from household consumers. The NEA told the media there was a demand-supply gap, and blamed the war for delayed power projects.https://www.youtube.com/watch?v=6nXzxlnieqEWhen Ghising took over at NEA, he cut the dedicated feeds, slapped a tariff increase on industries, and also handed them bills for past arrears. NEA’s losses was Rs9 billion when <a href="https://www.nepalitimes.com/here-now/the-cost-of-light/">Ghising was appointed in 2016</a> but its by the time he left this week, its profit has soared to Rs11.1 billion. Reduced domestic demand and production from new private power plants meant that imports from India dropped from a peak of 35% of total demand to 22% this year.  The captains of industry, former NEA bosses and their political patrons who are behind the <a href="https://www.nepalitimes.com/latest/kulman-ghising-to-stay-on/">current campaign not to renew</a> Ghising’s four-year term which expired on 14 September are the ones who benefited from the rotten system that bled NEA dry and kept Nepalis in darkness for a decade.As we reported last month, the Energy Ministry had forwarded its endorsement of Ghising’s extension to the Cabinet, but it was not added to the agenda of Monday’s meeting. Prime Minister K P Oli is said to be against Ghising’s renewal, mainly because he feels the government did not get any credit for ending powercuts, and because “Kulman became a hero”. This envy of Ghising’s performance and popularity permeates through the political class.NCP Chair Pushpa Kamal Dahal is said to support Ghising’s renewal because it would hurt the party’s image in the public eye. Oli’s allies, including his new economic adviser Yubaraj Khatiwada and press secretary, have made disparaging remarks about Ghising, and there has also been a social media campaign to smear him. Some senior NCP members also appear to be wary of Ghising’s popularity in case he decides to enter politics. That, actually, may not be such a bad idea. The performance of anyone who succeeds Ghising at NEA will be under close public scrutiny anwyay, and the can-do style of this “Cool Man” may have much more impact as a politician.Kulman Ghising should not be MD, but MP. Collusion between NEA officials and industrialists allowed half the 750MW electricity generated to be diverted to businesses.   After he took over, Ghising expedited hydropower projects, removed delays in the construction of transmission lines, and imported power from India to meet winter shortfall. NEA was also able to reduce pilferage from 25% to 15%, saving the utility Rs7 billion a year. Imports from India have declined steadily from 35% of total supply for the past five years to 22% this year (see charts, above).  From 2012 to 2016, when Nepalis faced the longest periods of load-shedding, the NEA cumulatively lost Rs25 billion. The greatest annual loss of nearly Rs9 billion was in fiscal year 2015-2016. After Ghising took over, NEA’s profits soared to Rs1.5 billion, and is now set to cross Rs11 billion this fiscal year.

Kulman Ghising to stay on

This is the 81st episode of Diaspora Diaries, a Nepali Times series in collaboration with Migration Lab providing a platform to share experiences of living, working and studying abroad. I went to Australia in 2008 because everyone was headed there. It was my first time leaving the country and my first job. My college helped me find work as a kitchen helper at a Brisbane restaurant.&nbsp; I did not know that being a kitchen helper meant washing dishes. I was young and did not know how to wash dishes or how to handle the steam, the hot water, and the busy kitchen. The utensils were thrown at the dishwashing station continuously, and water splashed on my face. My shoes and clothes were always wet. It was an on-call job. A couple of days into the job, I was asked to come in when I was at the movies. I refused. They fired me. That was that. I then worked on a farm, picking lemons and oranges. The lemon work was particularly hard because I would get cuts all over my hands. This hustle was not for me.&nbsp; Within a year in Australia, I decided to return to Nepal because the foreign life did not suit me. After spending eight months in Nepal, reality sank in. Nepal was not all that great either. I went back to Australia. On the plane, I befriended a Nepali woman who was homesick and a first time traveler. At the immigration in Australia, the officer noticed my long absence and started interrogating me. He noticed the Nepali woman waiting for me and asked who she was. Without thinking I lied that she was my girlfriend. That seemed to do the trick because he did not want us to be separated. He stamped my passport. She went her way. A Sri Lankan colleague helped me learn the job. The pace at which I had to do the dishes was insane but I got the hang of it in two weeks. I always dreamt of one day wearing the chef’s white coat. It commanded respect, I could tell. In addition to becoming good at my job washing dishes, I also had good language and networking skills so I built good relationships with colleagues. There was a need for a pizza chef at the restaurant. It was expensive to hire someone new, and they asked me if I was up for the job. I said yes even though I knew nothing about making pizzas. My Italian colleagues coached me and before I knew it, I became better than others at the job. Soon, I realised that I did not just want to make pizzas. Whatever I wanted to learn, I just asked seniors to take me under their wings and I would help without pay. They would agree but still pay me. It wasn’t a strategy per se, I genuinely wanted to learn. At some point, a Japanese sous chef in my restaurant and I had coincidentally applied to the same restaurant, and there, under him, I got to learn even more. Working with a Japanese chef is really difficult, but you learn a lot. He would sometimes even hold my hand with tongs dipped in hot water when I screwed something up. I worked in a few restaurants after this and was earning well. When one of my colleagues, a dishwasher, was let go unfairly, I decided to leave because I did not want to be a quiet bystander to this act. The location of the restaurants was not good and it failed. I bought another restaurant in Darbar Marg. I was managing two restaurants when Covid hit. The rent kept piling up, and there was no revenue. I took a huge loss. I gave them up and returned to Chitwan and started making migration plans. I came across a job vacancy for Alba in Qatar by the famous Enrico Crippa. I still remember the heat when I got out of the airport in Doha, it was like entering an oven. Thankfully, I had a Nepali roommate who showed me around and helped me adjust.&nbsp; The hotel was still under construction, but training had started. We worked really hard for the opening and things went well. In 2023, we even won the Best MENA Restaurant award. But at some point in 2024, the international Crippa chain decided to leave.&nbsp; Some colleagues including the head chef left and I suddenly was put in charge. I had some head chef experience from Australia and had previous experience working in high pressure environments, so I stepped up. We had to start from scratch again, this time as Alba in Raffles, Doha.&nbsp; The name of our restaurant comes from the Alba white truffle, which is the best available and is expensive, selling at around 40,000 QAR per kg. We had heard the official announcement that the Michelin was coming to Qatar, and we worked even harder.&nbsp; Michelin inspections are strict, highly secretive and you have no idea you are being investigated. Even then, we were up for the game. But because they announce the name alphabetically, Alba came first. I was very happy and felt validated. Being recognised as a Michelin one star restaurant is a huge achievement for us. My MD reminded me of a promise I had made of getting a Michelin tattoo if we got the award. I guess I will get it done when I come to Nepal next. My plan is to get a tattoo that captures my journey right from the dishwashing days.&nbsp; I have cooked for Obama, Beckham, Kaka, Trump, 50 Cent, Lindsay Lohan, you name it, because our restaurant is visited by high profile guests. At first, I used to feel the pressure. Now I view all guests as the same. The food you make is the same no matter who is eating it. I love the work. In fact, it does not feel like work. The rush in the kitchen, the atmosphere, the heat, the scent, I live for it. When I am not working, I get bored. It is like an addiction without which I get withdrawals. I want to contribute in introducing Nepali cuisine and ingredients in the worldstage. Nepalis overseas have a lot of potential in the hospitality sector. But my advice to youth is to focus on building a strong base and invest in learning. It is increasingly common for Nepalis to job hop for a salary jump. While other skills like language are also important, it is the hard skills that we really need to focus on. In our field of work, it is the plate that needs to speak.

Sky is the limit

We walk past familiar neighbourhoods and wonder how much it has changed. An ongoing exhibition at The Kalā Salon titled Changing Times by The Pagoda Group aims to do just that -- capture ever-changing society within a captivating display of colourful canvases. Brick-lined houses, local tea shops, ancient temples, quiet devotion are themes in Pradhumna Shrestha’s series Shangri-La, much of which is an imagined past filled with nostalgia of the place he grew up in. By keeping people out of the frame, he allows space for what he calls a divine aura to surface.&nbsp; “I was born and brought up here and my canvases echo the nostalgia of cities like Kathmandu, Bhaktapur, and Lalitpur which are dense with myth, folklore, religion, and an ever-present divinity. All of this is truly what is ours, and we must treasure it,” says Shrestha. “Whatever I truly felt in my heart, I translated it into my work.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260128100132_32a8f9e9816595f12ec0da357528feffbb249fd19adbb658c18e72e2b721f9df.jpg" data-media-id="editor_0" data-image-id="20260128100132_32a8f9e9816595f12ec0da357528feffbb249fd19adbb658c18e72e2b721f9df" data-rendition-name="original" width="1280" height="1036" loading="lazy" alt="The Kala Salon exhibition NT"> </figure>  The swirling clouds that drift across Shrestha’s canvases borrow from thangka and paubha traditions, lending the scenes a sense of mysticism and otherworldliness. Within this dreamscape are red circular forms which represent wheels of chariots. &nbsp;The presence of divinity dominates from above, its presence asserted in soft blue brushstrokes below, as if the deity’s gaze itself has seeped into the land. Gods linger as guardians and temples hum with enigma in his paintings. In his much earlier work, Cultural Bond, a lakhe masked dancer bursts forward in vibrant red, dancing against a backdrop of molten gold clouds. The lakhe’s trance signifies protection and where it steps, the evil cannot follow. Hence, the skulls that surround but never fall beneath its feet but, one leg hangs suspended in midair, suggesting uncertainty, raising questions.&nbsp; Is this a symbol of culture and tradition, secure, or is it endangered by modernity? The work captures a society at a crossroads, honouring tradition while grappling with the risk of drifting away from it.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260128100132_c78307920acc7b14fb9f469a011043661accec66c230b5e7587bcba0199bcbf1.jpg" data-media-id="editor_1" data-image-id="20260128100132_c78307920acc7b14fb9f469a011043661accec66c230b5e7587bcba0199bcbf1" data-rendition-name="original" width="979" height="1280" loading="lazy" alt="The Kala Salon exhibition NT"> </figure>  In Panchatatva Mandala, Pasang Bikram Lama fuses two mandalas into a single visual meditation, suggesting unity where each colour carries symbolic weight: yellow evokes the soil of the earth, blue flows as water, red burns with fire, and black opens into the vastness of the spatial sky. Together, these elements form a quiet cosmology that speaks of creation and dissolution, of life folding endlessly into death and returning again. Says Lama, “Everyone has a mandala of their own being, and the elements represent their cycle of life.” Mala Shrestha’s works Water of the Divine Mother and The Spirit of Serenity unfold in a dreamy and delicate fusion of nature and religion, suggesting that divine forms are not separate from the natural world. Trees and branch-like motifs appear as origins of sacred sculptures and spiritual presences.&nbsp; Her goddesses, adorned in alluring ornaments, emerge from trunks and streams, painted in aqua green, pink pastels, and rustic browns, as if grown rather than created, affirming that the divine is inseparable from nature and present everywhere.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260128100132_1f8cce84b4515a0d6d8b8fc169367bf5d39a7479c2c30038dafe90ec2bb3c4c9.jpg" data-media-id="editor_2" data-image-id="20260128100132_1f8cce84b4515a0d6d8b8fc169367bf5d39a7479c2c30038dafe90ec2bb3c4c9" data-rendition-name="original" width="4032" height="3024" loading="lazy" alt="The Kala Salon exhibition NT"> </figure>  Kishor Nakarmi’s Essence of Nepal, where Gautam Buddha appears embedded within leaves, brick walls, birds, and wilderness, dissolving boundaries between the sacred and the earthly. These canvases radiate calm and their subtlety is enriched by finely observed details. Similarly, Rudra Bahadur Pun captures the vitality of mask dances and ritual movements found in the monasteries of Mustang, weaving together tradition, landscape, and daily life. The essence of the exhibition comes together in Roshan Pradhan’s works. His paintings reflect a contemporary tension where technology collides with ancestral myth and the power of tradition. The human figures in Pradhan’s paintings are drawn from life with his friends volunteering as models, photographed and later translated onto canvas.&nbsp; “Technology has taken over our lives. Many can probably not even imagine life without it now. But, culture, too, is integral to human existence. Our life would be much different without our culture; it is a part of us,” notes the artist. Viewers centuries from now may read these paintings as records of the age we inhabit. While technology is important, cultural continuity must walk alongside it. Festivals must still be celebrated, oral traditions must be sustained, and our roots must be remembered, especially by future generations.” Curator Sophia L Pande says the exhibition took more than a year to put together:&nbsp; “It responds to a shifting world, seeking to capture both transformation and the quiet fear of loss. Its themes move fluidly across environment, technology, artificial intelligence, and climate change, reflecting the diverse yet interconnected practices of the artists, providing a glimpse into the evolving landscape of contemporary Nepali art.” Changing Times The Kalā Salon Chhaya Centre, Thamel 11AM-8PM

Time, transience, transition

The slow, arduous labour of democracy rarely announces itself with the fanfare of constitutional moments. &nbsp;It proceeds instead through committee rooms, ward meetings, half-attended assemblies, the awkward choreography of speech and silence, and the everyday compromises between aspiration and constraint.&nbsp; The book Nepal’s Federalism and the Pursuit of Deliberative Democracy attends precisely to this unglamorous terrain. In it, Vishnu Kumari Tandon does not ask whether democracy is desirable — an already settled question — but whether it can be made to think, to listen, and to endure under conditions of inequality, historical fracture, and institutional novelty.&nbsp; Her wager is modest yet demanding: that federalism, when tethered to participatory planning and deliberative fors, might recalibrate the relationship between state and citizen without promising redemption. Tandon’s Nepal is neither a site of democratic salvation nor a study in failure. It is a space of trial, where ideas migrate from constitutional text to municipal practice, altered by context, power, and expectation. Democracy here appears not as an ideal form but as a situated practice -- procedural, contested, and unfinished.&nbsp; The book’s quiet achievement lies in redirecting debates on deliberative democracy away from abstract normativity and toward the ethical friction of lived institutions. Federalism arrives in Nepal not as a technocratic reform but as a historical concession, wrested from conflict, exclusion, and prolonged political unrest. Tandon, who is a governance consultant at the World Bank, situates the 2015 Constitution within this unsettled genealogy, treating federalism less as an administrative innovation than as a moral response to longstanding claims of marginalisation.&nbsp; The constitutional recognition of local autonomy is thus freighted with ethical expectation. Yet the book refuses to equate decentralisation with empowerment. Federalism, Tandon insists, redistributes power without dissolving hierarchy. Domination may simply reappear closer to home. The central question, therefore, is not whether local governments exist, but how they govern: whether institutionalised participation genuinely alters the terms on which citizens speak, decide, and contest public priorities. Federalism emerges not as a stable structure but as a field of tension—between autonomy and dependence, inclusion and capture, aspiration and capacity. Tandon restores its weight by treating participation as labour rather than ritual. Drawing on fieldwork in Buddhabhumi and Dhanushadham municipalities, she reconstructs the choreography of local planning: assemblies, committees, and councils through which proposals circulate, stall, or vanish. Participation here is unevenly distributed. It is shaped by gendered expectations, caste hierarchies, economic precarity, and anticipations of return. Attendance becomes a calculation rather than a civic reflex. This analytical attention to motivation marks one of the book’s strengths.&nbsp; Citizens participate not out of abstract virtue but through pragmatic reasoning, moral obligation, and strategic interest. Participation thus appears neither ennobling nor cynical, but politically intelligible. If participation concerns presence, deliberation concerns voice — and, crucially, whose voice matters. Tandon’s engagement with deliberative democratic theory is respectful yet revisionist. Habermasian ideals of reasoned consensus are treated as aspirational rather than portable, strained by structural inequality. In municipal assemblies, deliberation is patterned by authority: who speaks first, who commands attention, whose claims are legitimised. Marginalised citizens may be present without influence, audible without consequence. Deliberation risks becoming procedural affirmation rather than substantive redistribution of voice. Yet Tandon does not abandon deliberation as a democratic practice. Instead, she broadens its normative horizon. Drawing on second-generation deliberative theory, she legitimises emotion, self-interest, and strategic speech as components of democratic reasoning. Deliberation becomes a contested exchange rather than a purified rationality. The common good, if it appears, emerges provisionally: negotiated rather than presumed. One of the book’s most original contributions lies in its treatment of fiscal decentralisation. Money is not merely a resource but a language through which priorities are articulated and participation structured. The devolution of budgetary authority transforms deliberation into distributive politics. Citizens attend assemblies not simply to speak but to secure roads, water systems, clinics, schools. Voice is tethered to material expectation. This proximity intensifies engagement while sharpening conflict. Fiscal autonomy thus amplifies the stakes of deliberation without guaranteeing its equity. Local representatives emerge as paradoxical figures: empowered yet constrained, accountable yet insulated. Tandon resists binary judgments, showing instead how fiscal decentralisation deepens democratic possibility while exposing institutional fragility. Threaded through the book is a sustained interrogation of the ‘common good’. Revered in theory and suspect in practice, the concept is neither discarded nor sanctified. In unequal societies, appeals to the common good can obscure asymmetries of sacrifice. Empirically, deliberation proceeds through articulated self-interests: neighbourhood demands, caste claims, gendered priorities. Far from undermining democracy, these claims animate it. Self-interest becomes deliberation’s motor rather than its negation. The book thus advances a quiet ethical argument: democracy does not require the transcendence of interest, but its articulation under conditions of mutual visibility. The common good, if it exists, is emergent, fragile, and revisable. Institutions, for Tandon, are moral technologies. Laws mandate participation, but they cannot generate trust, courage, or equality. Procedural compliance may coexist with substantive exclusion. Yet repetition matters. Even imperfect fora can cultivate habits of speaking and being heard. Deliberative democracy, the book suggests, is not an event but a discipline, learned slowly, unevenly, and reversibly. Federalism is less a solution than a condition: one that opens space for democratic learning without securing its outcome. Firmly grounded in Nepal’s political history, the book resists parochialism. Nepal functions as a mirror, reflecting broader dilemmas of democratic deepening across unequal societies. Comparative resonances with Brazil, India, and donor-driven governance reforms are handled without formula or prescription. Nepal is neither an exemplar nor an exception. It is a site where democracy reveals its ordinary difficulties. The prose mirrors the argument: careful, analytic, resistant to grand claims. What lingers is not a verdict but a sensibility: an attentiveness to democracy’s tempo. Deliberative democracy appears less as consensus achieved than as disagreement sustained without rupture. In an age of democratic impatience, Tandon offers a quieter ethic. Democracy must be allowed to think slowly, to falter, and to learn.
