This is the 73rd episode of Diaspora Diaries, a Nepali Times series in collaboration with Migration Lab providing a platform to share experiences of living, working and studying abroad. Excerpts from conversations with Malaysian-based workers from Jajarkot, hired under a <a href="https://nepalitimes.com/opinion/fee-free-migration-is-possible" target="_blank">responsible recruitment drive</a> 18 months ago. Some of the candidates were previously interviewed last November 3.&nbsp; Jeevan Shahi As the eldest son, I support 10 family members: my wife and two sons, my parents during illness and festivals, my brother’s family while he prepares for the civil service exam, and my sister who is a student. If one person living abroad helps 10 family members, I am content to be a migrant worker overseas. My sons are now 14 and 12. They are growing up quickly, and I miss them. Mostly, I miss my elderly parents. They tell me they think of me when they are eating good food, especially when my mother cooks meat. My mother also misses me when there are fresh apples or cucumbers from the field. Until recently, I could only see their faces when my family members were visiting them. I watched them this Dasain, and it made me homesick. Once my father learns to use the phone we can have more frequent video calls. Before coming to Malaysia, I had only gone to India to work. But when I saw that we did not have to pay any recruitment fees for this job, I thought, why not give it a try. It turned out to be a good decision. Otherwise, I would have gone to India where I could earn Rs20,000 at most. Here, with overtime, I can earn over Rs100,000. With my savings, I have bought land near the market in Kohalpur where I moved a few years back. My father has suggested we bring down two of our buffalos from Jajarkot to Kohalpur for the ice cream venture. I am not impressed with the watered down milk from the dairy. I will have to invest in ice-cream makers, refrigerators, physical facilities and several pushcarts. It still makes my body tremble. We had gone to Jajarkot to my parents’ house from Kohalpur. We were fast asleep when the earthquake struck at 11PM. When the house started shaking, we thought it was ghosts. We rushed outside. There was no phone signal, and people were blowing whistles. We dared not go back to the house. It was difficult to go to sleep. It was Jajarkot’s black day. Janak Bahadur Singh Within a month of arriving in Malaysia, my mother fell sick. She needed surgery and had to be rushed to Nepalganj and medical costs were more than Rs400,000. I have now paid off my loans, and my mother is doing better. I had to postpone plans to rebuild our house, but now I have used my savings to pay an advance to builders. Read also: <a href="https://nepalitimes.com/here-now/quake-survivors-migrate-for-work">Quake survivors migrate for work</a> But just before Dasain, my brother’s two daughters were swept away by a river in Nepalganj and drowned. We are in mourning and have postponed construction for six months, and hopefully the advance will be reimbursed. Since we will not be using my savings immediately for the house, I might invest it for my sister’s plan to migrate to Japan. Srijung B K It has been two years since the earthquake, and 18 months since I came here. We have not &nbsp;received support from the Nepal government other than the Rs50,000 to build a temporary shelter. With my overseas earnings, we have bought land in the market area since the family home is in a remote area. My long-term plan is to start an agro-vet shop and poultry farm, for which the new location is more suitable. I miss my family and the village environment back in Jajarkot, but it helps that many of us from my village are also here. Remittances have helped my family cover household expenses. My father used to support the family with his carpentry job but his health is failing as he ages. I have also bought land in Kohalpur. Paying off the loans is a big relief to the family, since the debt trap created a lot of tension in the household. Now we are free from that burden. I plan to stay here for another five years or so. Other than the first tranch of the Rs50,000 we received from the Nepal government to build a temporary shelter, there has been no other help. I don’t have much expectation, but will build a house regardless in Kohalpur and bring my family down. I continue to write <a href="https://www.youtube.com/watch?v=cQvM_yAUETg" target="_blank">songs</a> in Malaysia, and when the time and situation allow it, I plan to record them in a studio. When I last migrated to Malaysia, it was just to get out of Nepal and I did not achieve much. After seeing how 150 goats were raised in such an arid place, it made me think of everything we could do in our village where there is more vegetation. These thoughts kept recurring, and I was so determined to run a farm back home that I resigned from my job and returned to Nepal. Many advised me I could get better returns if I invested elsewhere, but I put all my money into buying land and building sheds for goats, chicken, and fish ponds. I did not have much experience, but started with different goat breeds. But they got sick and I suffered heavy losses. I sought help from the government, but there was no support besides a small grant and recognition as a ‘best farmer’. I struggled to pay my taxes, so I decided to migrate overseas so I could save enough to invest in agriculture in Nepal. My heart is still in it, and my only hope is to one day become the best livestock farmer. Right: with his mother in Nepal.</figcaption> </figure>  My wife is already doing lemon and orange agriculture back home, with saplings from the government although we don’t have much income from that business yet. I advise her from Malaysia, and we both discuss and make decisions together. I am confident that we will do better in future. My family in Jajarkot is still living in a temporary shelter. There has been no housing grant, and the guidelines are confusing. My wife was expecting when I came to Malaysia, and there is no male member of my family after my father died. I have put in extra effort to build a comfortable, well-insulated shelter. My son was born three months after I came to Malaysia. I was extremely nervous when my wife went into labour. When my sister-in-law called to tell me that the baby was born, I was relieved and shared the good news with my friends. I plan to stay on in Malaysia since I have some debts to pay off. I will be home next Dasain, and that is when I will get to see my son for the first time.

Nepali migrant workers rebuild lives

Imagine a high-end fair trade tea brand from Nepal that has done everything right, with ethical sourcing practices and international certifications. It has built a loyal base of socially conscious, premium customers in an export market and focuses on quality over quantity. Then one day, a government in the export market introduces a new ‘listing criteria’ that requires exporting a certain amount of tea to at least three countries in the past five years. But this was never a numbers game, it was about a niche market of socially responsible tea lovers.&nbsp; Suddenly, fair trade tea companies are restricted from exporting tea to that country.&nbsp; Pretty unfair for the company, for consumers, for the tea sector. More importantly, for tea farmers and families benefiting from fair standards. The overseas labour industry is facing a similar risk as recruiters, including those that have adopted ethical standards, may soon be barred from finding workers for Malaysia.&nbsp; On 27 October, the Malaysian Ministry of Foreign Affairs sent letters to five countries including Nepal, Bangladesh, Burma, Pakistan and India to ‘rationalise the number of licensed private recruitment agencies permitted to facilitate recruitment and placement of workers to Malaysia’.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251030141040_050274dddc6cf10224b0ad9283eec7b3bc3c0acd650543a808a8ea473ecf40db.jpg" data-media-id="editor_0" data-image-id="20251030141040_050274dddc6cf10224b0ad9283eec7b3bc3c0acd650543a808a8ea473ecf40db" data-rendition-name="original" width="961" height="1135" loading="lazy" alt="Malaysia recruitment"> </figure>  The letter includes 10 criteria for private recruiting agencies including at least five years of operating experience, deployment of 3,000 workers in the past three years of operation, &nbsp;experience sending workers to at least three countries, a 10,000 sq m office maintained for three years, valid licenses and good conduct certificates, five employer testimonials, and operating their own training and accommodation centres. Two conditions stand out as potentially harmful to Nepal’s ethical recruitment movement. First, although the letter cites a minimum of 3,000 workers, it says three years in the heading and five in the body text. A big enough difference to affect a significant number of recruiters from making the cut, but problematic regardless.&nbsp; Second, the requirement to send workers to at least three countries disproportionately impacts responsible recruiters in Nepal and elsewhere. Turning the selection of workers into a numbers game is dehumanising. Responsible &nbsp;recruiters deprioritise volume, focus on quality of jobs even when business sustainability comes under threat as ethical opportunities that do not require workers to pay any feed and ensure greater transparency are difficult to come by. Sending workers is further impacted by a series of external shocks. For example, in the Malaysian context Nepal banned emigration to Malaysia for two years followed by the Covid pandemic, and then Malaysia’s decision to stop the intake of foreign workers for the last two years.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251030141040_b1b88b3ae2e94c6bc077529ac6f2a4e380a385ee9a22219edfed25067c9d25a1.jpg" data-media-id="editor_1" data-image-id="20251030141040_b1b88b3ae2e94c6bc077529ac6f2a4e380a385ee9a22219edfed25067c9d25a1" data-rendition-name="original" width="595" height="841" loading="lazy" alt="Malaysia recruitment"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251030141040_2cf252908d18aaf09c875002eef2d92ab45897a56b560addd2dc02311725c8a7.jpg" data-media-id="editor_2" data-image-id="20251030141040_2cf252908d18aaf09c875002eef2d92ab45897a56b560addd2dc02311725c8a7" data-rendition-name="original" width="590" height="238" loading="lazy" alt="Malaysia recruitment"> </figure>  Many ethical recruiters have focused on Malaysia because it is a more common labour market for responsible recruitment than other destinations like the Gulf. There is no credible justification to why responsible recruiters well regarded by scores of Malaysia-based multinational companies and with decades of experience should be ‘disqualified’ for not diversifying. Finding jobs for Nepalis in new markets is difficult given fierce competition, challenges &nbsp;identifying companies which follow the employer-pays principle, lack of networks and shortcomings in marketing strategies. These factors hit responsible recruiters harder because profit-motivated employers are often unwilling to cover the costs and fees associated with workers’ recruitment.&nbsp; “The volume of deployment does not determine a recruiter’s capability or the quality of services provided,” says Sujit Shrestha of the Nepal Association of Foreign Employment Agencies (NAFEA). Nepal recently scrapped the licensing renewal requirement that mandated sending at least 100 workers a year as it was impractical. The new Malaysian criteria is similar in nature, he added. The ball is now in Nepal’s court at a time when the interim government does not even have designated heads in the Foreign Ministry and the Ministry of Labour, Employment Employment and Social Security. When rumours about the Malaysian action started circulating, NAFEA had raised the issue, but was assured that this was not an attempt to set up a syndicate.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251030141044_83c8a174ef116603f747d1cd254c4d353e8b855a41fb99feec54e701f5fc4c3f.jpg" data-media-id="editor_3" data-image-id="20251030141044_83c8a174ef116603f747d1cd254c4d353e8b855a41fb99feec54e701f5fc4c3f" data-rendition-name="original" width="3456" height="5184" loading="lazy" alt="Malaysia recruitment"> </figure>  How will governments and recruiters in other origin countries now respond? There is precedence from Bangladesh. Dhaka-based journalist at the Daily Star, Porimol Palma who says, “Earlier, the Malaysian authorities had selected 101 Bangladeshi recruiters unilaterally, despite Bangladesh’s call for a syndicate-free recruitment mechanism.” Between 2022-2024, 450,000 Bangladeshis were recruited under this system with workers paying between $4,500 and $6,000, even though the legal limit was $750. Palma attributes part of the high fees workers had to pay were for commissions or bribes to recruitment syndicates. Adrian Pereira heads the North South Initiative in Malaysia says: “The criteria seems a bit fishy, as they do not appear to address the actual problems in the the recruitment of foreign workers. Some of the criteria seem to encourage a system of monopoly or syndicate rather than a rights-based approach. Every government has the right to set criteria for recruiters, but conventions and ILO (International Labour Organization) standards on recruitment exist. It looks like we’re back to square one.”&nbsp; Whether migrant origin countries including Bangladesh and Nepal accept the terms sent without reservations or push back in good faith remains to be seen. In an ideal world, a collective stance should put workers’ needs and welfare at the centre. How rational is the proposed ‘rationalising strategy’? What aspects of it are promising to curb recruitment abuse and what merits serious reconsideration?&nbsp; Even if the move from the Malaysian side is well-intentioned to address rampant malpractices migrant workers face, Nepal should deliberate on the conditions set, the collateral damage especially on the responsible actors and small but capable recruiters. Alternate options that might serve everyone better before rushing to respond with a chosen list by 15 November. If the proposal is accepted, how would it be done in a transparent and accountable way? It is noteworthy that Indonesia was not listed even though it has the most workers in Malaysia among the 16 countries that send migrants to Malaysia.&nbsp; The Responsible Business Alliance (RBA), the ILO, the International Organization for Migration (IOM), and certification programs like On the Level (OTL) also need to use their leverage to ensure that recruiters, including those they have trained or certified on ethical recruitment principles, are not penalised.&nbsp; This is more than just about protecting the ethical recruitment movement, but raising even more basic questions: Who can legally be a recruiter in Nepal? There are already obligations like hefty security deposit and minimum office requirements. But requirements to have building facilities with ‘accommodations’ or ‘testing centres’ are not among them. There are 1,150 plus players in Nepal’s recruitment sector, with a few hundred engaged in the Malaysian market. A unilateral selection criteria could risk foul play, or lead to unintended, unfavourable consequences. To be sure, overseas recruitment in Nepal is known for ‘settings’, corruption, dog-eat-dog competition, and collusion. The profiteering is out of control, often at the expense of workers. But the solution does not lie in stifling the industry with criteria like deployment volume, building worker accommodations or expanding office floors.&nbsp; The focus should instead be on enforcing rules and laws in both countries that govern the industry, and the Malaysian labour agreement that has not been renewed since October 2023.&nbsp; Meddling in the industry in ways that harms fair competition and ethical actors means workers suffer. The only issue that should be taking precedence is: how will Malaysia’s 10-point criteria and planned arrangement affect migrant workers? We have seen how for identical Malaysia-based jobs, one worker might pay zero while another pays up to Rs400,000, depending on the employer and recruiter. It is unclear if the 10-point selection criteria rewards the responsible employers and recruiters.&nbsp; As a longstanding host country for Nepali migrants, Malaysia deserves credit for nurturing the small but growing ethical recruitment industry here. Export-oriented companies in Malaysia need responsible recruitment partners and have mentored recruiters to strengthen their practices and move away from worker-paid models.&nbsp; The business case for ethical recruitment standards has led many recruiters in Nepal to pivot with many now in various stages of transition from traditional to hybrid or purely ethical practices. This progress needs to be acknowledged and built upon.&nbsp; Large, well-networked recruiters with large physical assets and high volume of workers seem to be the winners of Malaysia’s 10-point criteria after two years of waiting for the Malaysian market to reopen. Responsible recruiters endure long periods of minimal or no deployments that threatens their survival. The letter now sitting on the desk of the interim government in Nepal deepens the concern: rather than just failing to recognise or reward responsible recruiters, does the international recruitment market actually punish them? Who gets to recruit for Malaysia?

In the past year, about 260,000 Nepali workers flocked to Malaysia to work in factories, service stations, and palm and rubber plantations. A similar number were &nbsp;preparing to go in the coming 12 months.
But the Malaysian government has abruptly capped the proportion of foreign workers in its labour force to 15%, and will stop issuing worker visas after May.
Making up more than one-third of all departures last year, <a href="https://nepalitimes.com/here-now/the-malaysia-nepal-migrant-scam-nexus">Malaysia is the top overseas labour destination for Nepalis</a>, An estimated 500,000 are working there. Now, many Nepalis may choose to overstay, &nbsp;and join the ranks of their undocumented compatriots.&nbsp;
The reliance of Nepal’s economy on remittances is precarious. West Asia has nearly 2 million Nepali workers, and is chronically gripped by regional tension. A populist anti-migrant wave is sweeping Europe. Donald Trump has vowed to deport illegal immigrants if re-elected.&nbsp;
How will Nepal accommodate a future surge of returnees? The National Planning Commission, the Labour Ministry and other branches of government must start preparing for this contingency, if they have not already. Maybe, just maybe, they could turn a potential disaster into a dividend.
Short, medium and long-term strategies need to be in place to make the best of returning migrants. Most immediately, returnees from Malaysia and those affected by its visa curb need to be accommodated before they start knocking on the doors of recruiters for jobs in the Gulf or Europe.&nbsp;
The homecoming of semi-skilled Nepalis with overseas exposure <a href="https://nepalitimes.com/editorial/brain-drain-into-brain-gain">can be turned into a national asset</a>. Many returnees have worked in modern agriculture and factories. They have picked up and honed new skills at construction sites, and they have excelled in the service industry.&nbsp;
Many will be returning with hard-earned savings and dreams of running their own enterprises. Local governments must provide them support to re-assimilate, encourage their entrepreneurial spirit, and identify outlets for their skills and investment. &nbsp;
When the subject of migration and remittance comes up, Nepali politicians and media tend to forget that there are 2.5 million Nepali workers in India. Most are seasonal migrants who cannot even afford recruitment fees to ‘manpower’ agencies.
And as we saw during the Covid lockdowns, hundreds of thousands of Nepalis <a href="https://nepalitimes.com/here-now/nepali-workers-returning-to-india">were sent back from India</a> under dire circumstances, harassed and stigmatised on both sides of the border. Nepalis in India may not remit as much money as from elsewhere, but they constitute the largest population of Nepali migrants abroad.&nbsp;
Construction jobs in Kathmandu and other cities are increasingly filled by domestic migrants from the mountain districts. Interestingly, many semi-skilled jobs in construction in Kathmandu Valley are taken up by Indian migrant workers. Nepal, in fact, is the seventh-largest source of remittance for the Indian economy.&nbsp;
That statistic alone proves that there is work for Nepalis in Nepal itself. If the economy picked up, if Nepalis got more meaningful wages, if labour rights were protected, if they got help to start up businesses, many would prefer to stay in Nepal. &nbsp;
That is a lot of if’s, for sure. But it is possible with the right policies and the political will to implement them.&nbsp;
Last week, we published an investigation into Nepali recruits into the Russian Army. <a href="https://nepalitimes.com/here-now/nepalis-play-russian-roulette-in-distant-war">At least 39 Nepali soldiers of the estimated 2,000 who enlisted have been killed in action on the Ukraine front</a>. Families in Nepal are demanding the return of their bodies. After loopholes in migration routes were uncovered last year, the government banned work permits for Russia.&nbsp;
Inexplicably, on Wednesday the Ministry of Labour re-opened labour permits for Russia knowing fully well that many will end up enlisting into the military again. Labour Minister Dol Prasad Aryal, who already has a conflict of interest because of his involvement in recruitment and remittance agencies, has to explain why his office has allowed this at a time when his cabinet colleague Foreign Minister Narayan Kaji Shrestha is demanding that Russia send Nepali soldiers home.
Successive governments in Nepal have treated foreign employment as a safety valve, and a cover for their <a href="https://nepalitimes.com/news/poor-cash-rich-nepal">failure to kickstart the economy</a>. Worse, many politicians and bureaucrats are in cahoots with recruiters and profit from the blood, sweat and tears of desperate Nepalis.&nbsp;
A Marshall Plan for investment in infrastructure would be the most effective long term strategy. It would produce jobs during their construction, and generate more multiplier employment downstream as connectivity, a revived agro-economy and cheap surplus energy revs up the economy.&nbsp;

The Malaysia-Nepal migrant scam nexus

The Royal Belum State Park in Perak is the last remaining and largest continuous rainforest in Peninsular Malaysia, and these jungles were also where Nepali soldiers helped the British Army fight Maoist guerrillas from 1948-1960. With some 185,000 species of fauna and 12,500 species of flowering plants, Malaysia is one of the 12 megadiverse countries in the world, and a biodiversity hotspot. The jungle of Royal Belum has existed for over 130 million years, making the park the world’s oldest rainforest. It has a high concentration of large mammals including Asian elephants and Malayan tigers. The park also hosts the endangered helmeted hornbill and all 10 Malaysian hornbill species. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230820130820_63cc2881d7b7fc88a7cc5e4a055d6acd7f7ea8b73a3471cf9652113c989b667c.jpg" data-media-id="editor_0" data-image-id="20230820130820_63cc2881d7b7fc88a7cc5e4a055d6acd7f7ea8b73a3471cf9652113c989b667c" data-rendition-name="original" width="4000" height="1800" loading="lazy" alt="Royal Belum State Park"> <figcaption>Royal Belum State Park near the Malaysia-Thailand border is the largest and oldest rainforest in the world that has existed continuously for 135 million years.</figcaption> </figure>  What protected the forest was also the insurgent activity when Malaya was under British colonial rule. The armed wing of Chin Peng’s Mao-inspired Communist Party Of Malaya (CPM) had launched a guerrilla campaign to end British rule. The British Army fought back, and on the frontlines were its Gurkha commandos recruited from the mountains of Nepal, battle-hardened during World War II <a href="https://www.nepalitimes.com/here-now/the-atom-bomb-saved-my-life">against the Japanese</a> in these same forests.&nbsp; <a href="https://www.nepalitimes.com/review/former-gurkha-soldier-turns-author">Tim I Gurung</a> in his book The Gurkhas: A True Story writes, ‘In order to protect those British interests of the early fifties in Southeast Asia (Malaya, Singapore, Sarawak, Sabah and Brunei in Borneo), the first battle the Gurkhas had to fight was the Malayan Emergency and it was a long, nasty and costly guerrilla war that lasted from 1948 until 1960’. Although the insurgency was crushed with a scorched earth policy as well as the spraying of Agent Orange herbicides on the jungles, the guerrilla presence persisted till 1989 and was under tight security. Even today, security posts stop travellers for inspection along the East-West Highway which traverses the jungle. The <a href="https://whc.unesco.org/en/tentativelists/6176/">Royal Belum State Park</a> was set up in 2007 with a 300,000-hectare forest complex near the Malaysia-<a href="https://www.nepalitimes.com/here-now/lost-village-of-nepalis-in-thailand">Thailand</a> border, and is now a hub for research and eco-tourism. The Park is home to Rafflesia, the world's largest flower, and one of the world’s rarest and most threatened species. A <a href="https://parasiticplants.siu.edu/Rafflesiaceae/Raff.azlanii.page.html">Rafflesia azlanii </a>blossom is featured on the Malaysian 10 Ringgit banknote and was named after the British founder of Singapore, Stamford Raffles.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230820130824_2bbc7f3e935bcc4790484d76c7b65edcb03e7b91c02b34b1d629478791775c47.jpg" data-media-id="editor_6" data-image-id="20230820130824_2bbc7f3e935bcc4790484d76c7b65edcb03e7b91c02b34b1d629478791775c47" data-rendition-name="original" width="4000" height="1800" loading="lazy" alt="Rafflesia flower"> <figcaption>The author with a rare sighting of the Rafflesia flower in the Royal Belum State Park in Malaysia recently.</figcaption> </figure>  What makes Rafflesia so unique is that it takes nine months to blossom into a flower up to 1.2m in diameter with the smell of rotting meat, but dies within a week after pollination which makes it difficult for anyone to see it. David Attenborough <a href="https://www.youtube.com/watch?v=YxIpl38rsMo">featured the flower for a BBC Earth telecast</a> and called it a “corpse flower” because of its extraordinarily foul odour. Given that the Gurkhas were deployed extensively in these jungles, one cannot help but wonder if the Nepalis saw and marvelled at this enormous flower with a stench strong enough to put off all enemies. Gau Lal Gurung, 96, is a Gurkha veteran of the Malayan campaign and a composer of the <a href="https://www.nepalitimes.com/review/ghatu-dance-of-lamjung">traditional Ghatu folk songs</a> of his people. He spent much of his youth in Malaya, travelling for months through the remoter parts of the jungle hunting for insurgents.&nbsp; “We found plenty of guerrillas, but never came across a Rafflesia flower,” Gurung says. Since the Rafflesia flower blooms for a day or two, it is a rare sight indeed. Programs including the BirdLife-led forest governance project and forest condition are under operation with the engagement of indigenous people Orang Asli. The Royal Belum State Park itself was recognised as an Important Bird and Biodiversity Area in 2004 by BirdLife International. It is also the first to receive CA TS (Conservation Assured Tiger Standards) in Southeast Asia. In 2019, it was also shortlisted on the UNESCO World Heritage Site list. But Malaysia is also one of the world’s largest producers and exporters of palm oil. The multi-billion dollar industry has cost the country much of its rainforest to make way for palm plantations. A win-win plan is needed to safeguard the ecology and green economy — &nbsp;much like in Nepal where planners want to clear 80 sq km of native hardwood forest in the eastern Tarai to build <a href="https://nepalitimes.com/opinion/guest-editorial/fight-or-flight">Nijgad airport</a>. The Malayan rainforest and its rare flower

This is the 34th edition of Diaspora Diaries, a regular series in Nepali Times with stories of Nepalis who have lived or are working abroad. Growing up in rural Gorkha, I saw planes long before I saw cars. Those tiny silver dots that flew over our village on their way to or from Kathmandu.&nbsp; It was only when I was big enough to go to the bazar town nine-hour walk away to buy salt and other household goods that I saw a bus for the first time. I remember staring at it in awe, walking around it touching the metal surface with the tip of my fingers. I did not get on the bus. I had nowhere to go.&nbsp; Years later, as a grown-up, I found myself inside an airplane for the first time flying from Kathmandu to Malaysia. &nbsp;That was nearly 20 years ago, and I got a job in a factory that made files and envelopes of all sizes that were exported to nine countries.&nbsp; My starting salary allowed me to save around Rs7,000 per month.Even for that salary, I had paid over Rs100,000 as recruitment fees. The management responded to my resignation requests with offers of higher salary.&nbsp; I rose up the ranks to become team leader in charge of 144 fellow migrant workers from different countries, including Nepal. I had to make sure they delivered products on time while ensuring their safety.&nbsp; The work was difficult and required both mental and physical strength. As team leader, I was responsible if they made mistakes. One wrong move and you could lose a finger in one of those cutting machines with sharp blades. Our thumbs were valued at Rs2 million each, with other fingers much lower. That was the compensation we got if we lost them in a job accident.&nbsp; In the first few months after their arrival, most fellow workers got homesick and struggled with the physical demands of the job. I oversaw their work, but above me was also a CCTV camera that oversaw me. I could not ignore a worker who was taking a nap or slacking off.&nbsp; This was in the mid-2000s. I was one of the first Nepalis in my workplace when I had first arrived, so my circumstances had compelled me to learn to speak Malay.&nbsp; Perhaps this is also why I was a good fit for the team leader post so I could help with translations. Sometimes, I had to translate the supervisors' scolding or the workers' apologies or grievances about unmet demands.&nbsp; I often did more than translate, though. To lessen the blow of an angry word or humanise the challenges of toiling around the clock, far from home. After all, our lives oscillated between an angry "balik rumah" (go home) or encouraging "bagus" (well done). We all toiled 12 hours a day single-mindedly to provide for our families back home. &nbsp; One tough part of my job was handing out coveted overtime slots on Sundays, when the pay for workers was double. We were there for the money, and the extra payment held a lot of significance to workers.&nbsp; They begged me for overtime hours, but I had to assure them that the rotations would be balanced. If not this weekend, they would get the hours next weekend.&nbsp; In Malaysia, my colleagues and I used to pool our resources to send a larger amount home in rotation to meet big ticket items like paying off big loans like those borrowed to pay recruitment fees at high interest rates or when there were family emergencies like big health expenses.&nbsp; By the end of my nine years there in Malaysia, I was saving Rs65,000 a month. When I was ready to head home, my supervisor told me that he thought of me as an integral part of the team, and handed me an envelope with a cash token of appreciation. He told me that his company's doors were always open for me. But I never went back.&nbsp; In the last 108 months I spent in Malaysia, I was home in Nepal only for three months, and I needed to devote my time to my family.&nbsp; With my savings, I bought some property in Gorkha which has quadrupled in value, and allowed me to invest in my children's education. My daughter finished her undergraduate degree in journalism and my son, who I met for the first time when he was almost four years old, is now finishing up high school.&nbsp; A neighbour in my village had called me at work in Malaysia to inform me about the birth of my son. I spent 300 ringgit to celebrate that momentous day with my colleagues in Penang.&nbsp; After returning to Nepal, I was first a driver for politicians with high posts. But it was impossible to be a good provider at a driver's salary despite the long hours.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230607140620_6fc41ca4d470ba4c1a98a7ff6d8c03c2df6425651b77a47a679db952bf8fcfea.jpg" data-media-id="editor_0" data-image-id="20230607140620_6fc41ca4d470ba4c1a98a7ff6d8c03c2df6425651b77a47a679db952bf8fcfea" data-rendition-name="original" width="4032" height="3024" loading="lazy" alt="Diaspore Diaries 34"> </figure>  It is no wonder that Nepalis migrate overseas for work. You work hard either way, in Nepal or abroad, but you only earn a liveable wage abroad. I soon bought my own taxi and even though I work long hours, I am glad I don’t have to give away most of it to a साहु. I earn more than Rs100,000 a month, and it has been good.&nbsp; When I was working for politicians as a driver, I realised why power is so important in Nepal. My wife was almost killed when she was hit by a truck. &nbsp;The owner refused to pay, and the hospital bills racked up. It was only after a threatening call from my politician boss that the perpetrators agreed to pay the medical bills. &nbsp; Nepalis like me without power or networks are deprived of what is rightfully ours. Foreign employment can provide us with resources which can give us courage. When my wife again fell ill with cancer, it was the land and taxi that I bought with overseas earnings that gave me the collateral to borrow money to ensure she got the care she needed. My brother who is working abroad also insisted on chipping in for my wife's cancer care. Without resources, even the most willing informal networks are unable to help during times of crises.&nbsp; My wife is now cancer free. She is healthy and after ages, is back to her old self. I will use the same collateral to get the loans to send my daughter abroad for her Master's so she can make a future for herself. I take a lot of pride in the fact that a simple driver like me can now send my daughter abroad for higher studies. I cannot think of a better investment for her and our family's future. Once my children are settled, my wife and I long to go back to our village in Gorkha. I spent a few months there during the pandemic and got a glimpse of how comfortable rural life is. My customers there include elderly widows in their 80s and 90s from lahure families who have to go to the bank to receive their pension.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230607140620_3696c279e03b50c9db2534e4ba53caedca041ed69f9570842d6510a67c8d8d74.jpg" data-media-id="editor_1" data-image-id="20230607140620_3696c279e03b50c9db2534e4ba53caedca041ed69f9570842d6510a67c8d8d74" data-rendition-name="original" width="1458" height="1944" loading="lazy" alt="Diaspore Diaries 34"> </figure>  It’s a three-hour drive and they want me to stop twice en route so they can enjoy their homemade alcohol and boiled eggs that they carry from home. In the village, you know all your customers and they know you personally. The earnings might be lower, but we do not have to pay rent or buy expensive food like in Kathmandu. But most of all, at home there is peace of mind.&nbsp; My struggles began over 35 years ago when I escaped to Kathmandu with my cousin, enticed by the possibility of earning enough to be able to afford to eat rice every day.&nbsp; I now long to go back where I started, enjoy life at a slower pace after decades of hard work. &nbsp; &nbsp;Translated from a conversation with the author. Tale of a modern day lahure

I guard condominiums and sometimes have to accompany visitors to their floors on the elevator. But I do not step out of the elevator. We are not allowed to.I paid for my tickets to come to Malaysia, and my employer deducted 1,000 Ringgit over the course of two months from my salary. It may not sound as bad as what other migrants pay for these jobs but it was the deal I had struck with my agent.He had previously sent me to <a href="https://www.nepalitimes.com/banner/human-rights-referees-blow-whistle-on-world-cup-fouls/" target="_blank" rel="noopener noreferrer">Qatar</a> as an electrician and after five months of not being paid, I returned. He deemed it cheaper to send me to Malaysia as a security guard than to repay the Rs95,000 I had paid for the job in Qatar. It took me 10 months to haggle with him, but it worked out eventually.Every day for the past four years, I have worked for 12 hours, 30 days a month. I can send home over Rs40,000 a month, which for my family is a lot.Read also: <a href="https://www.nepalitimes.com/here-now/the-high-life/">The high life</a>, Nepali TimesBut I realised the fragility of our lives when my roommate, also a security guard, died a few months back.Let’s call him Shiva dai.We had been roommates for over two and a half months. We shared a room but we only saw each other for an hour or two every morning given our duty hours.From the onset it was obvious that Shiva dai <a href="http://archive.nepalitimes.com/article/nation/disproportionate-number-of-deaths-of-Nepali-workers-in-Malaysia,2812" target="_blank" rel="noopener noreferrer">came to Malaysia to grind</a>. He had a singular purpose of earning as much as he could while here. Perhaps we all come to the Gulf or Malaysia with the same aim, but Shiva dai was a different breed. He worked two jobs, which meant he worked 20 hours a day, every day.“We are here to work, to earn money, so I will do whatever it takes to earn as much as I can,” he used to say. And he did. “Why don’t you take up another job or extra shifts?” he used to ask me. We cooked separately but when we made good food, we used to share it with each other. I had gotten used to our mornings when we cooked and chatted as we ate. I used to ask him not to work so hard, to take care of his health. He used to say he got to sleep at work, on his chair during the night shift when everything was quiet and there wasn’t much to “guard”. In fact, he used to be annoyed at me for not taking advantage of such easy opportunities but I resisted. By his standards, I might have looked idle to him.One morning, Shiva dai was cooking: boiled eggs for breakfast and chicken soup for his lunch and dinner. He asked me if I could stir the chicken while he took a shower. I agreed. The soup was looking good that morning, especially as I had just come back from a 12 hour night shift.When Shiva dai came out of the shower, he complained of a backache and that his legs felt stiff. He asked me if I could help apply Vicks on his back. He looked like he was in grave pain. As I helped him, I asked him if this has happened before, he said twice. Next, he was unable to move his leg. I got scared and called my boss. By the time paramedics arrived, Shiva dai had passed after having what looked like three rounds of seizure. The police came, took him away.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114121112/637222859c7e80680e0c0300jpeg.jpg" alt="" width="472" height="398">When his wife called, I was the one who broke the news. It was not easy. She initially thought I was joking but when she finally realised the truth, she started wailing. I spoke to a few more family members. Each time I had to relive the scenario, each time I had to hear them cry. I was scared and too stunned to sleep, even though I had just worked a 12 hours night shift.I could not stay in the room either. It was eerily quiet but there were too many thoughts racing in my mind. Everything had happened so quickly that it was difficult to process it all. We were laughing and talking one minute, and he was dead the next moment.After much restlessness, at 5PM I went to work and took a nap in the rest post, a small room where guards like myself eat and rest. I resumed my duty at 7. I was disturbed for a long time.It took 29 days for his <a href="http://archive.nepalitimes.com/article/nation/nepali-migrants-too-young-to-die,2811" target="_blank" rel="noopener noreferrer">body to be repatriated</a>. It was during the pandemic so there were restrictions on flights and much backlog of bodies to be taken back home. Photo: KUNDA DIXIT</figcaption></figure>He did not have much belonging, just some clothes including two security guard uniforms. What stood out was a guitar. He never played. I think he was meaning to take it to his son back home. It was given to him by a family in a condominium where he had previously worked as a security guard.His suitcase could not be taken back so it was thrown away. He did not have much anyway, but perhaps his family could have found some consolation in receiving them. I don’t know.Since <a href="https://www.nepalitimes.com/latest/wage-theft-of-migrants-during-pandemic/" target="_blank" rel="noopener noreferrer">Covid-19</a>, there has been a shortage of workers in Malaysia as they have stopped recruiting. It is only now that they are slowly starting the recruitment of overseas workers. But throughout these last couple of years, because my boss was unable to hire from overseas and it was too expensive to get local workers, he often wanted me to take extra shifts as there was always work. But for someone who works 12 hours every day, an extra shift means a 36-hour shift.You finish your regular shift at 7PM after working from 7AM and take up a night shift from 7PM to 7AM, only to continue your regular shift the next morning. Even if you manage to shut your eyes on your duty chair like Shiva dai did, it does not compensate for a full night’s sleep. But this figure does not include Nepalis living and working across the border in India, which does not require labour approvals as per the <a href="https://mea.gov.in/bilateral-documents.htm?dtl/6295/Treaty+of+Peace+and+Friendship" target="_blank" rel="noopener noreferrer">1950 Nepal-India bilateral treaty</a>. Nor does it include workers who travel overseas through backchannels.Even the <a href="https://www.nepalitimes.com/opinion/nepali-migration-in-the-2020s/" target="_blank" rel="noopener noreferrer">2020 migration report</a> from the Ministry shows that the number of Nepali workers seeking labour approvals has steadily declined since 2013, with <a href="https://www.nepalitimes.com/banner/kleptocrats-of-kathmandu-and-kualalampur/" target="_blank" rel="noopener noreferrer">Malaysia</a> followed by countries of the Gulf Cooperation Council (GCC) Qatar, UAE and Saudi Arabia being the primary destinations.Conversely, <a href="https://www.nepalitimes.com/latest/more-remittance-more-than-remittance/" target="_blank" rel="noopener noreferrer">remittances</a> sent by migrant workers are now worth over a quarter of Nepal’s annual GDP, and the conversation is shifting to the varying degrees of access of Nepalis from different backgrounds to destination countries.‘The tendency is for the better-off to earn higher wages and to be able to send back remittances of a higher value, and for the poor to earn lower wages and to be less able to send back remittances to the family members remaining in Nepal,’ write researchers David Seddon, Jagannath Adhikari, and Ganesh Gurung in their book The New Lahures: Foreign Employment and the Remittance Economy of Nepal.‘Those from the more affluent backgrounds are in a better position to gain access to higher pay and more secure employment, while those from less affluent backgrounds are in a relatively poor position in this regard.’The book includes findings of research conducted by the authors from 1997 to 1999 on <a href="https://www.nepalitimes.com/opinion/south-asias-migrants-shared-problems-share-solutions/" target="_blank" rel="noopener noreferrer">Nepal’s foreign labour migration</a> and remittance economy, and later studies into the labour migration sector. A new edition of the 2001 book has been updated to include the changing dynamics of migration and the remittance economy in the last 20 years, especially <a href="https://www.nepalitimes.com/here-now/nepals-economy-already-weak-takes-direct-hit/" target="_blank" rel="noopener noreferrer">during the Covid-19 pandemic</a>.The abuse and death of a Nepali domestic worker at the hands of employers in Kuwait in 1998 prompted the Nepal government to <a href="http://archive.nepalitimes.com/news.php?id=16350#.YfIiTeNBzOR" target="_blank" rel="noopener noreferrer">ban women from going to the Gulf to work as domestics</a>. The ban was eventually lifted, but similar immigration policies that limit female mobility have been introduced in the years between, including <a href="https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/">a 2021 proposal requiring Nepali women under 40 travelling to the Gulf or Africa to present consent from a guardian and local government</a>.In August 2004, 12 Nepali labour migrants led to Iraq for work under false pretences <a href="http://archive.nepalitimes.com/news.php?id=1872#.YfIi4eNBzOQ" target="_blank" rel="noopener noreferrer">were abducted and killed by insurgents</a>, their execution filmed and released by the extremists for the world to see. Thirteen Nepali security contractors were killed and five injured by a suicide bombing in 2016 while en route to their jobs at the Canadian embassy.A July 2021 mobile video of a Nepali security guard in Malaysia getting beaten up by his supervisor prompted Nepalis to share their own experiences of violence against migrant workers in Malaysia.The <a href="https://www.nepalitimes.com/here-now/afghanistan-abandoned/" target="_blank" rel="noopener noreferrer">Taliban takeover of Kabul</a> in August 2021 brought to light the plights of potentially<a href="https://www.nepalitimes.com/latest/who-will-rescue-nepalis-from-afghanistan/" target="_blank" rel="noopener noreferrer"> thousands of stranded Nepalis</a> working to protect embassies of US and NATO countries, as well as undocumented migrants in Afghanistan.In Qatar, as many as 1,600 Nepali workers are believed to have died in the past decade <a href="https://www.nepalitimes.com/banner/human-rights-referees-blow-whistle-on-world-cup-fouls/" target="_blank" rel="noopener noreferrer">after the country won the bid to host the FIFA World Cup 2022</a>.Read also: <a href="https://www.nepalitimes.com/editorial/the-days-of-international-migration/">The Days of International Migration</a>These incidents are only the highlights of Nepal’s tragic migrant history that made it to the media. Yet, there are many more success stories of workers who have done well for themselves and supported families back home, while at the same time keeping Nepal’s economy afloat.Yet, over the years, the Nepal government’s treatment of the labour export sector, whether in terms of policy-making or bilateral discussions, have not brought long-term benefits to workers. On the contrary, many Nepalis have had to resort to taking illegal channels and routes to travel and work overseas, further risking their lives.This has also made it impossible for Nepal’s authorities to pinpoint the number of undocumented Nepali migrants across Asia and the Gulf, let alone ensure their rights and safety. Preliminary data of the 2021 census released this week shows that there are only 2.6 million Nepali workers abroad, which seems to be a gross undercount (see box, below).“While economic diplomacy has been incorporated into our foreign policy, discussions about labour diplomacy have not moved forward,” said migration expert Ganesh Gurung, co-author of The New Lahures, in his keynote address at the Kantipur Migration and Remit Summit 2021.Indeed, in recent years experts have pointed out the need to diversify out-migration destinations to include better, higher paying jobs for Nepali workers seeking employment abroad. The need to ensure access to safer and better-paying labour destinations for Nepalis of all socio-economic as well as socio-cultural backgrounds have also been highlighted.Added Gurung: “We are sending Nepalis to the Gulf, Malaysia, and India —countries that earn them the least amount of income but with some of the worst human rights records in the world … We have the strength of the Gurkha reputation in the security sector, but we have not been able to use it to tap the market in Europe, or North America.”The Ministry of Labour’s 2020 Migration Report prioritised the diversification of labour destinations and employment sectors. The report read: ‘More flexible approaches such as revised time limits on employment contracts for short-term opportunities, employment in emerging sectors … and innovations in joint partnerships … should be considered.’However, into the third year of the pandemic and the third Covid wave, Nepal’s government does not seem to have learnt its lesson and has no clear short-term plans to manage Nepalis leaving for overseas jobs, even as it continues to issue labour permits. Nor has it been able to integrate returning migrants in Nepal with support.As the highly contagious variant spreads across the world, there is no clear information about when and where migrants can receive booster shots. The paperwork for workers is laborious, confusing and ridden with corruption. Recruiters blatantly exploit workers, and <a href="https://www.nepalitimes.com/here-now/diaspora-diaries-1/" target="_blank" rel="noopener noreferrer">mislead them about jobs and earnings overseas</a>.“I was told that I could get the <a href="https://www.nepalitimes.com/here-now/boosting-booster-jabs-against-omicron/" target="_blank" rel="noopener noreferrer">booster shot</a> here,” says a man waiting near a crowd of people registering for their first and second doses in front of Shahid Memorial Hospital in Kalanki this week. “I have to leave the country soon, but no one seems to know about it.”The security guard at the vaccination booth asks him what kind of frontline worker he is. He is then promptly told that booster shots are not available for those going overseas.Reading The New Lahures puts the individual everyday hassle of Nepal’s desperate migrant workers into perspective and historical context. How the government benefits by shifting responsibility for finding work for its citizens at home by driving them away, and then props up the economy with the money they send back.Yet the same government invests so little in making life easier for those very workers, ensure that they are not abused and exploited by recruiters, and getting Nepal’s embassies to look after <a href="https://www.nepalitimes.com/here-now/in-the-minds-of-nepals-migrant-workers/" target="_blank" rel="noopener noreferrer">their welfare while abroad</a>.The New Lahures: Foreign Employment and the Remittance Economy of NepalAdroit Publishers, 2021219 pages<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111410114/6372055f9c7e80680e0b28b1jpeg.jpg" alt="" width="686" height="1096">Census undercount?The <a href="https://cbs.gov.np/wp-content/upLoads/2022/01/Preliminary-report-2021-final.pdf" target="_blank" rel="noopener noreferrer">preliminary date of the 2021 Census</a> that was released this week has interesting new revelations that all point to the country having defused its <a href="https://www.nepalitimes.com/latest/nepal-holding-census-despite-covid-and-boycott/" target="_blank" rel="noopener noreferrer">demographic bomb</a>. However, some of the growth is uneven and there are indications of possible problems in future with an ageing population.<ul><li>Nepal’s annual population growth rate dropped to only 0.93% from 1.34% ten years ago</li> <li>The proportion of Nepalis living in the Tarai grew to nearly 54%</li> <li>Two-thirds of Nepalis live in urban areas</li> <li>The male-female ratio is 95.9:100, meaning there are 600,000 more women than men in Nepal</li> <li>The fertility rate is now approaching replacement level: 2.3 children per mother</li> <li>67% of the population is made up of working-age youth, which is Nepal’s ‘demographic dividend’</li> <li>Madhes Province has the most people, making up 21% of the population</li> <li>Kathmandu district’s population is now 2.02 million</li></ul><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111410114/637205619c7e80680e0b28b2jpeg.jpg" alt="" width="1500" height="1000">However, the census data shows that there are 2,169,478 Nepalis living abroad, and experts say this is a gross undercount. There are said to be at least 3 million Nepalis working just in India, and the figure for labour permits show at least 2 million in the Gulf, Malaysia, Korea and Japan. And this does not even include the number of students who have gone abroad.Even the head of the Central Bureau of Statistic Nebin Lal Shrestha said in media interviews that he was personally surprised by the low figure. He said there could have been an undercount because households where all members were abroad were not counted.However, among those abroad, the proportion of women has increased from 12% to nearly 19%. The reason for this could be greater <a href="https://www.nepalitimes.com/editorial/3-4th-of-the-sky/" target="_blank" rel="noopener noreferrer">gender equality in Nepal</a>, increase in female literacy, overseas demand for domestic and caregivers.

No country for young men

Remittances from overseas workers make up nearly a quarter of Nepal’s GDP, placing it seventh among countries most dependant on migrants after Tonga, Lebanon, Kyrgyz Republic, Tajikistan, Honduras and El Salvador.This economic mainstay was impacted by the Covid-19 crisis. Nepalis lost their jobs and were stranded abroad, their repatriation was chaotic, others were trapped in Nepal.This year, the closed doors have partially re-opened, but migrant workers have to navigate complicated, costly and confusing requirements in Nepal and at their destinations. Despite this, overseas employment is showing signs of recovery. In October-November 55,000 Nepalis took labour approvals, the majority to go to the Gulf countries like Qatar (19,000), Saudi Arabia (17,000) and the UAE (13,500). In the whole of 2020, only 7,797 permits were issued. The Gulf dominates the overseas market because Malaysia, which has traditionally been one of the major destinations for Nepali workers, banned incoming foreign workers since March 2020. The Malaysian are taking foreign workers again, mainly in agriculture and manufacturing.The <a href="https://www.theedgemarkets.com/article/fmm-msia-needs-replenish-over-600000-foreign-workers-2022-overcome-current-acute-manpower">Federation of Malaysian Manufacturers</a> has predicted a demand of 600,000 migrant workers for domestic production to rebound to pre-pandemic levels next year. Korea bound EPS workers have started flying out in small numbers after being completely closed for the past  almost two years. Despite reasons to be optimistic, uncertainties remain. The market is recovering but because of new strains of the virus, there is still a fear that things may unravel again.  In August, thousands of workers waited all night at Teku Hospital to get their vaccination cards certified. This issue has been largely sorted out, but new variant related restrictions have come up. As we said last year on International Migrants Day <a href="https://www.nepalitimes.com/editorial/the-year-of-migrant-workers/">in this space</a>, their contribution in keeping this country afloat is too important.  Since decades, Nepali migrant workers have left, worked and returned quietly on their own – first to India and then further afield. Covid-19 has disrupted that flow by creating administrative hurdles, uncertainty and even curtailed demand. This means they require a lot more support and facilitation to ensure minimum disruption. The main hurdle is political apathy. There have been five labour ministers in the past two years ministers in the past two years, and they have set the bar very low for any proactive initiatives. They were either AWOL when workers were stranded, or left immediately after being appointed. When workers had <a href="https://www.nepalitimes.com/editorial/2am-is-too-late/">to stand in line for a night and day</a> just for a piece of paper there was no one paying attention. While it is too early to judge, the newly appointed Minister for Labour, Employment and Social Security Krishna Kumar Shrestha is showing some interest. The government is set to renew the labour agreement with Qatar which <a href="http://mfasia.org/asianparliamentarians/wp-content/uploads/2017/08/nepal-and-qatar-2005.pdf">was signed in 2005</a>. But past experience has shown that we need proof of the pudding. There is a ritualistic approach to labour agreements: the signing itself is seen as an end and not the beginning for bilateral cooperation. The emphasis needs to be on enforcement of existing agreements and on signing new ones with major destination countries like Saudi Arabia. But proactive engagement must not mean unnecessary hurdles for migrants, of which there are plenty. Why the <a href="https://www.nepalitimes.com/here-now/nepalis-queueing-up-all-night-for-proof-of-jab/">unnecessary delays</a> by Nepal’s embassies in the job demand attestation process without which employers cannot hire workers?  The <a href="https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/">ban on domestic workers</a> in the name of ‘protection’ has still not been lifted despite public outcry. The government was quick to recall ambassadors from key destination countries including those who were performing well, <a href="https://www.nepalitimes.com/latest/nepal-must-now-send-skilled-workers-to-qatar/">without sending replacements</a>. If you cannot help, at least do not harm should be the motto for Nepal’s policymakers.Every muddle and mistake affects large numbers of migrants and their families. Case in point is the <a href="https://www.nepalitimes.com/banner/missing-the-plot-in-nepals-job-scheme/">Qatar police recruitment fiasco</a> because of which 200 high paying jobs for Nepalis went to waste. Such cancellations not only <a href="https://www.nepalitimes.com/latest/qatar-police-recruitment-row-hits-nepalis/">harm migrants and their families</a> but also future job openings.On the home front, the <a href="https://www.nepalitimes.com/banner/missing-the-plot-in-nepals-job-scheme/">reintegration program</a> and the Prime Minister's Employment Program back home have been disappointing. <a href="https://www.nepalitimes.com/latest/where-have-we-heard-that-one-before/">Programs for returnees</a> are just announcements with little action.Qatar will be under the spotlight in 2022 because of the FIFA World Cup in November-December. This marks the end of an era for Nepali workers who were indispensable in Qatar’s construction boom. The World Cup will be personal in a bitter way given the human cost of the game that engaged hundreds of thousands of Nepalis.  Nepalis were dying in Qatar but Nepalis were also dying to work in Qatar, and therein lies the conundrum. There are both good and bad aspects of migrating to places such as the Gulf that have limited rights for foreign workers, but plenty of jobs.On the next International Migrants Day on 18 December 2022 is also the finals of the World Cup at the Lusail Stadium in Doha that Nepali workers helped construct. There is a wall at the stadium to honour the migrant workers. Both 18 December and the wall may feel like empty displays of gratitude unless accompanied by concrete action that actually make a difference to the workers they intend to honour.

All photos and videos: UPASANA KHADKA</figcaption></figure>After getting his single-shot Johnson &amp; Johnson vaccine, Yogendra lined up the following morning from 2AM at Teku to get his vaccine certified so he could go to Saudi Arabia to join his job. But his letter was missing a stamp, and he had to return the next day.Like Yogendra, thousands of workers have packed queues at the Teku Hospital to get their certificates, with fears that the crowds could themselves spread the virus.“There is a lot of mixed information and confusion, and the officials do not seem to know what to do,” says Yogendra. “And how can we be safe in these crowds?”Yogendra said “cautious goodbyes” to his family in Doti and travelled to Kathmandu, not sure if he could finally leave. Distressed and demoralised, he has had to spend more money extending his stay to finish his paperwork.Netra from Jhapa is also going to Saudi Arabia, and got to Teku Hospital only at 6AM by which time there was already a long line, and he had to go back.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d086e9c7e80680e0a6018jpeg.jpg" alt="" width="2274" height="1456">“Tonight, I will come at 9PM so I am one of the first ones in line,” he told me. “Even 2AM might be too late.”  For Yogendra, Netra and many other workers getting ready to leave, it is difficult to get around in unfamiliar Kathmandu and work the system to get all the required travel documents. “My legs are sore from all the walking and standing,” says Netra.Akram (pictured above) from Sunsari did not want to take any chances, so instead of lining up at 2AM for his vaccine certificate, he was already at Teku at 4PM on Saturday to be in front of the line for Sunday morning.After getting his jab last week, he came to Teku twice, but missed his chance to get his certificate both the times because he came only at 6AM. This time, he was waiting 28 hours before the counter opened.Akram is headed to Qatar to work as an office cleaner and will be earning $360 a month. This is his first time in Kathmandu, and he slept on and off all night while squatting under a tin roof to keep dry in the rain.The security guards at Teku took to Akram for his determination and grit, and they had given him a nickname: ‘Number One’. Saudi Arabia, Qatar and the UAE accounted for 80% of labour approvals in 2020-21, while few workers went to Malaysia and Kuwait which had consistently been among top destination countries for Nepali overseas workers.<a href="https://www.nepalitimes.com/here-now/nepali-migrants-again-caught-up-in-2nd-wave/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepali-migrants-again-caught-up-in-2nd-wave/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNF56UDVbYsJHL5vZIneYD4mpabP1A">Malaysia halted recruitment</a> of all foreign workers indefinitely since early last year, while Kuwait red-listed Nepal for public health reasons since the early days of the pandemic until recently.The drop in annual outflow of workers paints an incomplete picture: <a style="letter-spacing: 0.01em;" href="https://ccmc.gov.np/ccmc2/ccmc_update/No.of%20Nepali%20Repatriated%202078.04.05.pdf" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://ccmc.gov.np/ccmc2/ccmc_update/No.of%2520Nepali%2520Repatriated%25202078.04.05.pdf&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNGiT7tSqd2KtrfmwoAnp9yld4JSeQ">nearly 500,000 Nepali workers</a> were repatriated from all over the world with majority from Qatar, Saudi Arabia and Malaysia in the past year. And a significant number of Nepalis abroad chose to stay on their jobs.However, there are no reliable estimates of the total number of Nepalis working overseas. According to Malaysian government data obtained by Nepali Times, the total number of Nepalis there dropped from 300,000 at end-2019 to just over 160,000 in 2021. But this excludes undocumented Nepalis in Malaysia, whose numbers <a href="https://www.nepalitimes.com/here-now/mindful-of-migrants-mental-health/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/mindful-of-migrants-mental-health/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNFu2uMrNJCQSfA0UOoVgoJpaZN4bQ">have grown significantly</a> since the pandemic.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d087d9c7e80680e0a601djpeg.jpg" alt="" width="640" height="360"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08809c7e80680e0a601ejpeg.jpg" alt="" width="1280" height="720"><figcaption> </figcaption></figure>Employers there have been hesitant to send back workers due to worker shortage and hiring freeze, delays in receiving exit permits or because of unaffordable tickets.Since migrant workers do <a href="https://www.nepalitimes.com/here-now/nepali-workers-overseas-toil-through-the-pandemic/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepali-workers-overseas-toil-through-the-pandemic/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNEy-H9Qaln0ZJ_OjXcH-hTKY0jIZA">‘essential’ jobs</a>, there is still demand for them in certain sectors. Recovery of emigration will require Nepal to be more strategic about exploiting these constricted opportunities.For example, despite many job opportunities in Saudi Arabia, recruitment has been affected over the past year because of delays or temporary obstructions in ‘demand attestation’, a mandatory requirement in the recruitment process. Similarly, embassies accredited to countries like Turkey, Poland and Croatia have also not been proactive about demand attestation.For European countries where there are delays with <a href="https://www.nepalitimes.com/here-now/nepal-to-turkey-and-onwards/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepal-to-turkey-and-onwards/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNF8qBGo8r8npXkN1E852zFgCgFETw">job demand letter approvals</a> by Nepali embassies, the share of workers <a href="https://www.nepalitimes.com/opinion/europe-now-favoured-destination-for-nepalis/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/europe-now-favoured-destination-for-nepalis/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNFRq74NGxlvsT6FDDZMJqAAORK_lQ">obtaining individual labour approvals</a> instead of institutional approvals is high even when the recruitment is facilitated by recruiters.This means recruiting agencies cannot be held liable in case of problems with the worker’s contract or safety. Misuse of approvals can be costly because recruitment costs are high for these countries, aspirants are easier to lure and European countries are fertile for trafficking.With Covid-19, maintaining a balance between facilitating recruiters to play a critical intermediation role with regulatory actions to curb malpractice and exploitation of desperate job seekers has become even more challenging.Recruiters complain that the government has not acknowledged their contributions or the impact of Covid-19 on their businesses. Last fiscal year, almost a third of the 853 recruiters in Nepal were unable to obtain labour approvals for a single worker, while about a fifth deployed less than 10 workers over the entire year (See figure).<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08839c7e80680e0a601fjpeg.jpg" alt="" width="640" height="360"><figcaption> </figcaption></figure>While regulation is necessary, it can sometimes unreasonably inconvenience the employer, recruiter or migrant worker without addressing, or correcting the problems. In many cases, regulations create loopholes to worsen the safety and welfare of migrants.For example, attestation of employment demand letters is a welcome move to curb fraudulent job orders which now needs to also scrutinise employers’ commitment to Covid-19 health protocols.But its effectiveness rests on proactive embassies to carry out the attestation services of rewarding job orders expeditiously and fairly. Otherwise it prevents gainful employment, or worse, compels migrants to bypass the legal system.Recruiters have not been able to smoothly deploy workers to Qatar. The Qatar Visa Center (QVC) was set up as a ‘one stop’ window to facilitate medical tests and biometrics, but is accused of lack of transparency. In the past, a handful of medical centres approved by the government could be used for the pre-departure medical tests.Now, QVC alone cannot keep up with applicants and the backlog from the lockdown months, impacting over 7,000 Qatar-bound Nepalis, says Sujit Shrestha of NAFEA (National Association of Foreign Employment Agencies).The QVC management has been accused of providing appointments selectively to well-connected manpower companies. “If we take an appointment in July, we get dates for September and October,” says Shrestha. “How can we work like that when Qatari employers are in a hurry to recruit workers to complete their projects delayed during the pandemic?”Nepali and Qatari authorities need to investigate these allegations against QVC and ensure it operates as intended.The latest is the challenge of vaccination. Inconsistent vaccines requirement, authenticity of vaccine certification and wide availability of vaccines have been problems. The J&amp;J Janssen jabs are ideal for migrant workers because a single dose saves outbound migrants time, and it is recognised by destination countries -- <a href="https://www.nepalitimes.com/here-now/job-seekers-now-also-jab-seekers/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/job-seekers-now-also-jab-seekers/&amp;source=gmail&amp;ust=1627267758738000&amp;usg=AFQjCNHMjTdkQhFk_HHOeWL4vO2vYmkQiQ">unlike the Chinese jabs</a> that are not accepted in countries like Saudi Arabia.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08869c7e80680e0a6020jpeg.jpg" alt="" width="1280" height="720"><figcaption> </figcaption></figure>Furthermore, the J&amp;J jabs exempt migrants from expensive institutional quarantine in destination countries. But it has come at a cost as reflected in Akram’s experience. Shrestha of NAFEA says that it would have been much easier if, like other countries, vaccine certificates had a unique QR code for authentication.Major destination countries have launched their own mobile apps that will be used mandatorily including to enter public spaces and workplaces. There is uncertainty about the acceptability of paper-based vaccine documents that are being given out in Nepal.“This has to be a continuous effort, not a one-off initiative, with dedicated vaccination camps for migrant workers that will also involve DOFE officials so workers with jabs get certification as well. Everyday hundreds of migrants will require jabs, and there is no clear policy for them,” Shrestha says.The uncertainty and lack of coordination in the vaccination drive has financial and time costs, but there is also the invisible mental toll it takes on workers wanting a better shot at life. Nepalis queueing up all night for proof of jab

With the holidays over and elections only four months away, Nepal’s interim government led by Prime Minister Sushila Karki is trying to get down to brass tacks. But it is not easy.
On Wednesday, Karki held the first three-way meeting between GenZ representatives, political parties and the government. Despite some acrimony, there was near unanimity about creating the environment for elections on 5 March. 
Only the UML is holding out, still not taking responsibility for the 8 September massacre, and calling for the reinstatement of Parliament. GenZ delegates poured their wrath on the unrepentant UML, but were themselves talking at cross purposes on the demand for a directly-elected executive. 
Karki was on the defensive, her exasperation spilling over: “How do we undo the damage done by corruption, exploitation, and discrimination over the last 35 years in a single month?” 
She is reported to have added, “There is a tendency to not allow this government to work, and then turn around to criticise it for not achieving anything. We are trying our best, and will fulfil our goal of elections no matter what.” 
The Wednesday meeting does seem to have turned the attention of old parties towards elections, and spurred the GenZ and others with political ambition to form parties.
With the deadline for party registration looming, several like-minded individuals and collectives are coalescing, or trying to. The Election Commission is already reviewing applications from more than a dozen new political parties. 
Kathmandu Mayor Balen Shah has held talks with RSP members, but his popularity on social media is not matched by public visibility and accessibility. Intriguingly, Shah and his supporters on social media have been publicly asking for the resignation of Home Minister Om Aryal for not arresting members of the UML-NC government for the 8 September killings. Aryal used to be Mayor Shah’s legal adviser.
Sudan Gurung of GenZ, ex-RSP Sumana Shrestha, and Energy Minister Kulman Ghising are all shopping for existing or new political parties to join. 
The RSP with its alternative anti-corruption agenda would be the logical choice, but there is a question mark over the role of its head Rabi Lamichhane, who is back in jail on charges of embezzlement.
LARGER CABINET
This week, Karki expanded her Cabinet for the third time by inducting Sudha Sharma Gautam as Minister for Health and activist Bablu Gupta as the Minister for Youth and Sports. 
Recommended by GenZ members, Gupta, 28, is the youngest Minister in Karki’s team. But, as has become the norm with this electoral government, two other controversial nominations fell through. Khagendra Sunar was dropped as Minister for Labour because of several ongoing criminal charges, including for assault and inflammatory speech. And Ganapati Lal Shrestha for Minister of Land Management declined at the last moment after he was not given the Tourism and Culture portfolio as preferred. 
Critics say there is a lack of due diligence on the part of Karki’s advisers in selecting candidates. Last month, Sangeeta Mishra who was nominated for Health Minister was dropped after it turned out that she was under investigation at the CIAA. However, Kulman Ghising also had complaints filed at the anti-corruption body, but was still given three portfolios. 
Then the nomination of Tashi Lhazom was withdrawn after an online controversy over her citizenship. There was also outrage on social media about Mishra and Lhazom being singled out for their ethnicity and gender.
Internal leaks making her choices prematurely public has made Karki’s team overcautious about Cabinet expansion. It is also distracting her from her main goal — to hold credible elections by striking a balance between the political parties and GenZ groups.
After a preliminary hearing on 16 writ petitions against the House dissolution and appointment of new government, the Supreme Court on Wednesday refused to issue an interim order.
“The formation of the government is unconstitutional, and a government formed unconstitutionally is not allowed to make any decisions, until the final hearing,” stated advocate Surendra Bhandari. 
The UML, still smarting from the September protests, is trying to put a spanner in the works of the election government. The GenZ, meanwhile, still do not have a consensus over fundamental demands prior to elections. Combined, these two factors portend a precarious future.

Future imperfect

Nepal’s cricket team first beat powerhouse West Indies in two out of three matches in September, the first time it won a match and then a series against a test-playing nation.&nbsp; Then the Rhinos played six qualifiers in Oman for the 2026 T20 World Cup which is being held in India and Sri Lanka from 7 February to 8 March next year. The national team qualified comfortably with two games to spare, and won all six matches anyway. In the three months before the World Cup, cricketers will play the second season of the Nepal Premier League from 17 November to 13 December.&nbsp; After a hugely successful first season, steady upgrades have been made. The flood-lit Tribhuvan University Cricket Ground has been fitted with 15,000 seats, even though this takes away from the festival-like atmosphere of fans on their feet on the grassy slope.&nbsp; Last season, matches began at noon and three in the afternoon. Late-evening matches in winter under flood lights will increase attendance and viewership.&nbsp; There is also now technology that will display how far a six was hit and how fast a ball was bowled. Foreign players who will play in the league include Chris Lynn, D’arcy Short, Ravi Bopara, and Sohail Tanvir, all good ex-international players that people have heard of.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251101031128_9db0830fb65d0743e3d36cc4b4473e61d750789028a130f5dff8a619307b0215.jpg" data-media-id="editor_0" data-image-id="20251101031128_9db0830fb65d0743e3d36cc4b4473e61d750789028a130f5dff8a619307b0215" data-rendition-name="original" width="1365" height="1803" loading="lazy" alt="Nepal cricket"> <figcaption>Aasif Sheikh drives through the covers on his way to 69 off 41 vs Samoa.</figcaption> </figure>  But the most important point of the Nepal Premier League will be to prepare and experiment for the World Cup, which starts less than two months after the NPL ends. Team Nepal will be extra eager to play well, given that the matches are happening in South Asia and Nepali fans can make the trip.&nbsp; Head coach Stuart Law will be watching each NPL match keenly, to gain more insight into how to best use his current starters.&nbsp; As each of the eight teams are only allowed a maximum of four foreign players in their starting eleven, Law and Nepali fans will also be scouting new talent who will be hungry to emerge and prove themselves to earn a place in the World Cup Squad.&nbsp; ALL-ROUNDERS One of the most unusual features of the current Nepali squad is how many all-rounders there are. Kushal Bhurtel, Rohit Paudel, Kushal Malla, Gulshan Jha, and Dipendra Singh Airee are all regular starters, and they all bat and bowl. Opener Aasif Sheikh is also the wicketkeeper.&nbsp; Airee, of course, is also an excellent fielder. In the first five games of the qualifiers, he got a record five runouts with direct hits, and was on a roll with a run in every single game. This depth means that almost always seven players bowl for Nepal, and the wealth of options keeps the opponent batting order guessing, but it may create hesitancy within the team in tough situations against stronger teams.&nbsp; Countries at the top level of the sport tend to have more specialists. Perhaps Stuart Law might want to tell Bhurtel to really focus on his batting, or Airee to hone his bowling, which seems to be their strengths. It chased only against Japan, but they struggle to put up really competitive scores of say, above 170 unless two batsmen do really well.&nbsp; In the second match against the West Indies, Aasif Sheikh’s 68 and Sundeep Jora’s 63 set up Nepal at 173/6. Against Samoa, Aasif Sheikh had 69 and Airee had 53, before Lokesh Bam’s fierce 39 off 12 featuring 4 sixes set up 211/4.&nbsp; Besides these games, Nepal tends to score up to 150 batting first. To the experienced teams that Nepal will face at the world cup, this is not at all an intimidating score. One reason is that Nepal just cannot seem to get going in the first six powerplay overs, when there are limited fielders on the boundaries.&nbsp; A solution to this might be to promote Gulshan Jha up the order. Although Jha has also been an excellent batter in the end overs, using him at three or four might help set up a more productive powerplay and bigger scores. He should try it out with the Karnali Yaks.&nbsp; Despite all the controversy that comes with Sandip Lamichhane, and his strange decision to sit out the West Indies series minutes before the first match started, his output with the ball is undeniable.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251101031128_453d54ce627367c537d459c38d260d8aca1d56949c49c8023de582f3e72bb678.jpg" data-media-id="editor_2" data-image-id="20251101031128_453d54ce627367c537d459c38d260d8aca1d56949c49c8023de582f3e72bb678" data-rendition-name="original" width="1499" height="1000" loading="lazy" alt="Nepal cricket"> <figcaption>Nepalis turn out to support the team vs Samoa at Al Ameret Stadium in Oman.</figcaption> </figure>  He took wickets in each of the six qualifiers, most notably five vital ones in the match against Qatar that Nepal won by five runs. Lamichhane also gives away very few runs, which cuts some of the more part-time bowlers some slack.&nbsp; Airee is also economical, and his 3/22 was vital in the one-run win against the UAE. Together with Lamichhane the duo constricted the opposition in the middle overs. Veteran Sompal Kami has not been as productive with the ball, and gave away a lot of runs in the series against the West Indies.&nbsp; This is a weakness, because Kami does not contribute with the bat much. While his experience is valuable to ground the young Nepali team, Stuart Law should look out for fast bowlers during the NPL to help balance out quality spinners.&nbsp; One of the most impressive and professional parts of Nepal’s winning streak has been the attention to detail. The players have been generally excellent in the field, giving away very few runs due to wides or no balls. They had three run outs against the UAE and two against Qatar and Japan and in the first game against the West Indies.&nbsp; The fielders seem much calmer and focused when executing difficult catches, a welcome change from past complacency. This attention to detail makes the difference in narrow games and keeps morale high.&nbsp; The Nepali team has performed well, but besides the narrowly-beaten UAE, all the matches were against teams ranked lower in the world T20 rankings. And the series against the West Indies was against a weakened team. In the world cup, Nepal will be facing much stronger teams and will lack the element of surprise it had in the 2024 World Cup.&nbsp; If Nepal wants to keep improving, it now has to be able to dominate teams like Kuwait and Oman. It also should set up more series with associate nations like Scotland, Ireland, Namibia and The Netherlands. This will help accurately gauge the team’s progress and expose its weaknesses.

Nepal’s prospects at World Cup 2026

<a href="https://myrepublica.nagariknetwork.com/news/dhm-forecasts-above-average-rainfall-and-temperatures-for-2025-monsoon-28-10.html">This year, </a>Madhes Province received less rainfall than was forecast by the &nbsp;Department of Hydrology and Meteorology (DHM), reducing groundwater recharge of shallow aquifers which are the lifeline for domestic use and irrigation.&nbsp; The crisis was serious enough for the government to officially declare a drought emergency during the monsoon, with the province declared a '<a href="https://kathmandupost.com/national/2025/07/23/cabinet-declares-madhesh-province-a-disaster-crisis-zone?">disaster-hit zone</a>' in July.&nbsp; The monsoon scarcity hit farmers hardest, a majority of whom depend on rainfall for agriculture. Data from Dhanusa’s <a href="https://add.madhesh.gov.np/noticefiles/%E0%A4%A7%E0%A4%BE%E0%A4%A8-%E0%A4%B0%E0%A5%8B%E0%A4%AA%E0%A4%BE%E0%A4%87%E0%A4%95%E0%A5%8B-%E0%A4%B5%E0%A4%BF%E0%A4%B5%E0%A4%B0%E0%A4%A3-%E0%A5%A4-1752227917.pdf">Agriculture Development Directorate</a> shows that only 33% paddy plantation was completed by mid July, in comparison to <a href="https://kathmandupost.com/money/2024/07/31/fastest-transplantation-rate-sows-hope-for-bumper-paddy-harvest?">92% planting the same time last year</a>. Only 49% of agricultural land in Nepal is irrigated — farmers in the rest of the arable land rely on rainfall, private wells and groundwater extraction. During the dry seasons and droughts, water insufficient groundwater recharge worsens the water crisis.&nbsp; Nearly 88% of households depend on groundwater in Madhes Province which has about 100,780 shallow tube wells and 60,660 deep tube wells. But in recent times, the tube wells and hand pumps have dried up every year.&nbsp; This shortage disproportionately impacts low income families and small-scale farmers, who have no other alternative to irrigate their land. And because paddy accounts for up to 7% of Nepal’s economy, Madhes’ water crisis is not confined to within the province, but has serious implications on the national economy.&nbsp; Underground water Groundwater extraction for irrigation began in the <a href="https://jvs-nwp.org.np/wp-content/uploads/2018/09/Water-Nepal-A-historical-Perspective.pdf">1970s, </a>shallow and deep tube wells for irrigation were introduced with support from development partners. By the 2021 agriculture census, <a href="https://agricensusnepal.gov.np/upload_file/files/post/1731650149_1221316497_Agriculture%20Census%202021_District%20Summary%20Report_by%20Province.pdf">groundwater irrigated land had increased </a>to 41.7%, up from &nbsp;<a href="https://agricensusnepal.gov.np/upload_file/files/post/1694250757_1312300734_National%20Sample%20Census%20of%20Agriculture%202021_22%20(National%20Report).indd.pdf">29.8% in 2011.</a>&nbsp; A lack of strong policies and regulation to monitor unchecked extraction has meant that with the exception of some parts of Kathmandu Valley, domestic users, subsistence and commercial farmers, restaurants, hotels and industries across Nepal can draw any quantity of groundwater from desired depths and location. While the dependence on drilling for water has risen due to limited expansion of surface water infrastructure, there has been little attention to groundwater recharge. This competing use of groundwater threatens the fundamental right to drinking water.&nbsp; The ecologically sensitive Chure and Bhawar watershed play a crucial role in groundwater recharge. However, deforestation and indiscriminate riverbed mining has severely reduced its recharge potential over the years. In addition, widespread monoculture plantation of fast-growing non-native eucalyptus trees, replacing native sissoo and sal trees has compounded the crisis. Eucalyptus, a water intensive species indigenous to Australia, was introduced in the Bhawar region in 1978 for supplying wood. The Tarai’s recurring water crisis is not only climatic. Years of fragmented planning, inadequate budget allocation for groundwater management, as well as limited intra- and inter-government policies and coordination have contributed to the disaster just as much as droughts and floods caused by changing weather patterns. The United Nations said decades ago disasters are not natural, and they occur when we fail to prepare.&nbsp; Groundwater management is <a href="https://www.opmcm.gov.np/download/%e0%a4%86%e0%a4%af%e0%a5%8b%e0%a4%9c%e0%a4%a8%e0%a4%be-%e0%a4%b5%e0%a4%b0%e0%a5%8d%e0%a4%97%e0%a5%80%e0%a4%95%e0%a4%b0%e0%a4%a3%e0%a4%95%e0%a5%8b-%e0%a4%86%e0%a4%a7%e0%a4%be%e0%a4%b0-%e0%a4%a4/?wpdmdl=8990&amp;refresh=683b8df54ffef1748733429">the shared responsibility of federal, provincial and local</a> governments, but there is a lack of <a href="https://www.iwmi.org/blogs/stakeholders-in-nepal-work-together-to-enhance-collective-action-for-municipal-groundwater-management/">integrated planning, &nbsp;budgeting, data sharing</a>, and collective action for groundwater extraction and recharge.&nbsp; Sustainable groundwater use in the plains requires inclusive and equitable practices that combine water science-informed interventions with a long-term cross-disciplinary approach.&nbsp; Groundwater is mainly available either in shallow unconfined aquifers that are close to the surface and directly linked to rainfall and rivers, and deep confined aquifers between semi permeable or impermeable ground layers. Locating and mapping such aquifers would help us find what depth they lie at, how much water they hold, what we can do to recharge them and how much time recharging would take—enabling sustainable use of groundwater. Construction of surface water projects such as the Sun Kosi Marine Diversion Multipurpose Project, which serves a dual purpose of expanding irrigation and recharging groundwater, must be expedited.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251027071020_a9442084bc412998d3e7417cf0d057cae8a2b98f5e47ac1a8cc0630612ff2a55.jpg" data-media-id="editor_9" data-image-id="20251027071020_a9442084bc412998d3e7417cf0d057cae8a2b98f5e47ac1a8cc0630612ff2a55" data-rendition-name="original" width="1778" height="1000" loading="lazy" alt="Mitigating the Madhes water crisis NT"> <figcaption>Photo: ONION FILMS / IWMI</figcaption> </figure>  Such infrastructure have a conjunctive use recognised by the National Irrigation Master Plan 2019 and the National Irrigation Policy 2023, wherein farmers can rely on canals for irrigation during monsoon and groundwater during dry seasons.&nbsp; Nature-based solutions such as rainwater harvesting, managed aquifer recharge techniques, restoration of wetlands and retention ponds, and floodwater reservoirs, particularly in ecologically sensitive regions like the Chure Bhaban, should be explored. &nbsp; The management of green water — the water stored in soil and vegetation — is equally as critical as that of blue water (rivers, canals, and groundwater). Green water is lost through evapotranspiration, which contributes to nearly half of the rainfall on land. Deforestation, soil degradation, poor land use practices, and loss of wetlands contribute to the disruption of the evapotranspiration cycle, affecting rainfall patterns and groundwater recharge. Solutions Rising temperatures compound this situation by increasing evapotranspiration. Soil water conservation, vegetation cover, wetland restoration, and nature friendly land use practices must therefore be prioritised. Water-efficient technologies and practices including drip irrigation use of sprinklers, mulching, and soil fertility improvement should be scaled up.&nbsp; At the same time, we must promote irrigation techniques and technologies along with crop choices and cropping patterns that give more yield per drop of water so that food production and water conservation go hand in hand. &nbsp; The government provides subsidised electricity for irrigation starting at Rs2.3/unit, some local governments are even supplying power for free. While such subsidies support farmers and increase productivity, &nbsp;it also poses serious risk of over extraction of groundwater.&nbsp; Flat subsidies in electricity or solar irrigation must be replaced by targeted subsidies in order to balance domestic and agricultural needs with ecological conservation. The 2015 <a href="https://kvwsmb.gov.np/public/uploads/board_act_&amp;_rules/rule-1.pdf">directive for groundwater licensing</a> developed per the Drinking Water Management Board Act 2006 for Kathmandu valley prohibits groundwater extraction from shallow aquifers for commercial and industrial uses. The directive also has provisions for licensing, and renewals, and mandates for license holders to contribute to groundwater recharge. The Madhes needs similar context-specific policies to address its groundwater crisis and safeguard water rights. Shallow aquifers in the region should be prioritised for domestic use while <a href="https://link.springer.com/chapter/10.1007/978-981-10-3889-1_11">deep aquifers, which are still underutilised, should be tapped</a> in a sustainable manner for commercial, industrial and large scale irrigation and drinking water projects.&nbsp; While <a href="https://www.frontiersin.org/journals/human-dynamics/articles/10.3389/fhumd.2023.1181734/full">technical solutions</a> are important, they are not enough to solve Madhes’ water crisis. Nepal’s Constitution and the Local Governance Operation Act 2017 empower local governments for water management in their constituencies. But beyond the letter of the law, local units require community tailored groundwater policies, regular groundwater monitoring and up-to-date data, and investment in local recharge initiatives such as retention ponds, restoration of wetlands, and rainwater harvesting. Coordination between all three tiers of government is crucial, particularly among agencies that pertain to drinking water, water resources, irrigation, agriculture, land use, environment, climate change, and urban development. &nbsp; Heeding indigenous knowledge will be crucial to understanding the water crisis in Madhes and initiating solutions that will fit the context and needs of the region. Local engagement in groundwater monitoring can help to create self -aware, accountable, cost effective and participatory groundwater management practices.&nbsp; To ensure water security in Madhes, we thus need inclusive governance, coherent policies, active engagement of citizens, integration of local and indigenous knowledge and a principle of equity that puts people at the centre. &nbsp; Sumitra KC, a policy and governance researcher in natural resources management, is the National Researcher at the International Water Management Institute (IWMI), Nepal.
