The origin of the epidemic has been traced to a seafood market in Wuhan that also sold wild animals.However, other Chinese researchers on Friday said that <a href="https://www.nepalitimes.com/banner/protecting-pangolins-from-being-eaten-to-extinction/" target="_blank" rel="noopener">pangolins</a>  the world's most trafficked mammal, might be the missing link between bats and humans.African and Asian <a href="https://www.nepalitimes.com/banner/lesser-known-endangered-species/" target="_blank" rel="noopener">pangolins</a> are hunted for the meat, considered a delicacy by locals. Its scales are used extensively as an ingredient in Chinese traditional medicine. All eight species of the mammals found in Asia and Africa are on the endangered list."Bats alone are known to carry anywhere between 40-200 different viruses. Rhinos poaching in Africa and India already feeds the demand in traditional Chinese medicine.Covid-19 has killed at least 1,300 people as of Thursday, more than SARS in 2002-2003, despite its lower fatality rate of 2.2% against 9.6% for SARS. The newer virus, however, is the more contagious and has spread to 28 countries with over 60,000 confirmed cases.Before <a href="https://www.nepalitimes.com/latest/a-nepali-in-beijing-during-coronavirus-scare/" target="_blank" rel="noopener">the Covid-19 epidemic</a>, there were SARS and Middle East Respiratory Syndrome (MERS) that also originated from animals. The SARS virus moved from bats to civets and then to humans. Camels were the source of the MERS virus in 2012 in West Asia. Ebola outbreak (2013-2016) was also traced to bats.Experts believe that the coronavirus scare will also lead to decline in poaching and trafficking of wildlife in Nepal, which is on the traditional route for trafficking of endangered species from India to China and has <a href="https://www.nepalitimes.com/latest/better-nepal-china-connectivity-helps-wildlife-smugglers/" target="_blank" rel="noopener">flourished as a transit hub</a> for smuggling of pangolin scales, rhino horns, tiger and leopard skin and elephant tusks.“Once the demand in China goes down, poaching and smuggling here in Nepal will also decline. Conservation efforts in Nepal will gain a lot if a permanent ban on wildlife trade is placed in China,” adds Suwal. “This is also a good time to create awareness about the higher risk of zoonotic diseases on those involved in the illicit trade so that they are discouraged to continue.”According to District Forest Office Kathmandu, 1,798 body parts of 10 wildlife species destined for China were confiscated in the last eight years. Of those, 1,468 belonged to different species of birds, 94 to <a href="https://archive.nepalitimes.com/article/nation/city-for-transshipment-of-wildlife,3424" target="_blank" rel="noopener">red pandas</a>  92 to leopards and 42 to pangolins. Nepal Police has filed 880 cases against poachers in the past 18 years.Says Sindhu Dhungana of Ministry of Forest and Environment: “National and international coordination is essential to control wildlife crime and impossible to do so without a cross-border collaboration between Nepal, India and China.”With additional reporting by Mukesh Pokhrel.

Coronavirus outbreak may curb wildlife trafficking

But with help from conservation groups in Nepal and abroad, the zoo has now become a centre for <a href="https://www.nepalitimes.com/banner/in-conservation-nepal-is-not-out-of-the-woods-yet/" target="_blank" rel="noopener">conservation</a> education in Kathmandu and a shelter for rescued wildlife.Every year, more than 1 million people visit the lush 6-hectare park in the middle of Jawalakhel’s built-up neighbourhood to observe its 942 mammals, birds and fish and 127 species of reptiles. It is an important component — that is why we are focusing on digital education as well," says Chiranjibi Prasad Pokheral, Project Manager of the Central Zoo.Zoo officials are often called to dart leopards or other wildlife in the outskirts of Kathmandu, and many of these animals are brought to the zoo for safety and treatment before being released back into the wild. To address the problem, 15 hectares of land at the National Zoological Garden in Suryabinayak of Bhaktapur have been set aside for a Wildlife Rescue Centre. The idea is to relocate the zoo itself to Bhaktapur, but a decision to that effect taken in 2015 has still not been implemented due to turf battles between different agencies of government.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110815110/636a61309c7e80680e056ebcjpeg.jpg" alt="" width="1500" height="1000"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110815110/636a61339c7e80680e056ebdjpeg.jpg" alt="" width="5616" height="3744">"We are hopeful because the government has allocated the budget for a detailed project report for the relocation, but it is a big project and it will take time,” says Pokheral. "We plan on shifting bigger animals to Bhaktapur while keeping the birds, reptiles and butterflies here in Jawalakhel and turn it into a research education centre."Once it is operational, there will be a shuttle bus to carry visitors between Jawalakhel and the zoological garden 23km away in Surya Binayak.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110815110/636a61369c7e80680e056ebejpeg.jpg" alt="" width="1500" height="1000"><h2>Catching them young</h2><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110815110/636a61399c7e80680e056ebfjpeg.jpg" alt="" width="640" height="355"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110815110/636a613b9c7e80680e056ec0jpeg.jpg" alt="" width="640" height="358">A procession of uniformed school children walked through the glass door into the Field Marshal Sir John Chapple Education Centre in the Central Zoo one recent morning. They were giggles and pointing at their augmented selves on a monitor alongside a dancing chimp or submerged in an underwater world.  The children file ahead to eight digital kiosks, huddling in small groups answering a nature quiz and playing online games to learn about the animals in the zoo.Making conservation learning fun and interactive is the purpose of the centre which was set up in February. After retirement from the British Army, Sir John Chapple worked to conserve Nepal’s biodiversity for more than 30 years, and is Chair of the UK National Trust for Nature Conservation (NTNC).“To pay a modest tribute to a man who has devoted most of his energy to conservation and wildlife seemed like an excellent idea, and with support of the UK NTNC we came up with the idea of an education centre that lives up to the digital era," says Amita Sen (pictured below), the only Nepali trustee of the UK chapter of NTNC. “The public, especially student visitors, now get fun-filled access to conservation at the touch of a monitor.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110815110/636a613d9c7e80680e056ec1jpeg.jpg" alt="" width="640" height="376">Kathmandu’s zoo is small, but its role in conservation education through the Friends of the Zoo (FOZ) program gives it far bigger importance. FOZ now has 123 partner schools in Nepal and collaborates with Dwight International Schools all over the world.The Education Centre at Central Zoo was funded by Nepal Investment Bank whose president Prithvi Pande recognised the value of making information about nature and conservation accessible to digital natives through state-of-the-art interactive displays. The digital kiosks will soon be updated with Nepali and English language options and with virtual reality glasses that will deliver a virtual tour of the zoo. And even if the Central Zoo relocates to Suryabinyak, the Education Centre will continue to offer yoiung visitors information about conservation.

In April, more than 14 tons of pangolin scales bound for Vietnam was seized – the biggest haul of its kind. Some 36,000 pangolins would have had to be killed for the consignment worth $38.7 million.The seizure came just five days after another container with 12.9 tons of pangolin scales was discovered in a Singapore port. The Chinese pangolin is on the IUCN’s critically endangered list and the Indian one is on the endangered list. Both species are in Nepal’s protected list and the killing, poaching, transporting, selling or buying of the scaly anteater is punishable with Rs1 million fine and/or up to 15 years in jail.However, Nepal, north-east India and the Karakoram Highway in Pakistan are the three land routes known for smuggling South Asian pangolins to feed the Chinese market where the scales can fetch up to $3,000 per kg and live anteaters at $8,000.Border points into China in Darchula, Humla, Bajhang, Sankhuwasabha, Sindupalchok, Gorkha, Dhading, Rasuwa, Kavre, Bajura, Surkhet and Taplejung are used for smuggling not just pangolin, but tiger parts, rhino horns, rosewood and other contraband items as well.Read also: <a href="https://www.nepalitimes.com/banner/between-existence-and-extinction-in-nepal/" target="_blank" rel="noopener">Between existence and extinction in Nepal</a>, Sonia AwaleOfficials admit that the lack of proper equipment to identify wildlife contraband, corruption and lax monitoring at remote checkpoints means that many consignments slip across the border undetected.While the smuggling nexus has been more or less controlled with greater <a href="https://www.nepalitimes.com/banner/in-conservation-nepal-is-not-out-of-the-woods-yet/" target="_blank" rel="noopener">conservation efforts</a> and stricter regulations, conservationists fear that the Himalayan route is now being revived for pangolins, the world’s most smuggled mammal.“With increasing connectivity, and our border with a high-demand country for pangolins like China, we have to be vigilant,” says Tulshi Laxmi Suwal of Nepal’s Small Mammal Conservation and Research Centre, who is pursuing her PhD on pangolins at the National Pingtung University in Taiwan.The reopening of the Tatopani-Kodari border point after the <a href="http://archive.nepalitimes.com/blogs/kundadixit/2015/05/27/a-month-that-felt-like-a-year/" target="_blank" rel="noopener">2015 earthquake</a>, the increasing use of the Rasuwa-Kerung road and the prospect of a new trans-Himalaya railway link could turn Nepal into even more of a smugglers’ den.Read also: <a href="https://www.nepalitimes.com/?p=29461&amp;preview=true" target="_blank" rel="noopener">Which way will the Tibet-Nepal railway go?</a>, Ramesh Bhushal“Nepal is already a signatory of China’s <a href="https://www.nepalitimes.com/editorial/yam-between-3-boulders/" target="_blank" rel="noopener">Belt and Road Initiative</a> which could increase market access and trafficking of wildlife,” says Kumar Paudel of Greenhood Nepal, who adds that pangolins from Africa, India and Bangladesh are already being intercepted in Nepal on their way to China.More than 100,000 wild pangolins are poached from Africa, Southeast Asia and South Asia every year. Most are destined for China where scales of the mammals are used in traditional medicine, and its meat considered a delicacy.Taiwan is a rare success story that offers hope. The island used to have high demand for pangolins just like the mainland, but an awareness campaign to reduce domestic demand and strict control on smuggling, allowed Taiwan’s own pangolin population to rebound. If Taiwan could do it, conservationists say, China can too.“Poaching and illegal trade of pangolins is not a big issue anymore in Taiwan, but we cannot be complacent. We need to continue sharing knowledge and I have found social media to be quite powerful,” says Nick Ching-Min Sun of National Pingtung University.His colleague, Tulshi Laxmi Suwal from Nepal adds: “We can all learn from Taiwan, how governments can be more serious and work with local communities and conservationists to spread awareness to reduce demand and give local people alternative incomes to reduce supply.”<h2>Rescuing barn owls from superstition</h2>Kamal MadenOnce widespread in Kathmandu Valley and across Nepal, barn owls are now endangered due to a decline in prey populations and threats from humans.The first-ever study of barn owls in Kathmandu Valley, carried out by Sabita Gurung for the Small Mammal Conservation and Research Foundation (SMCRF) and Japan’s Nagao Natural Environment Foundation, has found that a decrease in the owl’s rodent prey is affecting its population.Gurung laid traps for mice and grey house shrews, the main prey of the owl recognisable by its heart-shaped face, and found that both had declined in numbers due to rapid population growth in Kathmandu and the loss of <a href="https://www.nepalitimes.com/banner/parks-not-parking-lots/" target="_blank" rel="noopener">open spaces</a>. Today, it is categorised as a vulnerable species under the national red list of <a href="http://archive.nepalitimes.com/news.php?id=4568#.XR3X0uszaUk" target="_blank" rel="noopener">Nepal birds</a>; anyone found hunting, selling or harming a barn owl is liable to be fined up to Rs30,000 or jailed for 3-9 months.Considered to be the most beautiful of owl species, the barn owl gets its name from its preference to nest in barns instead of outdoors, signifying its habitat proximity to human settlements.Read also: <a href="https://www.nepalitimes.com/banner/protecting-the-last-home-of-the-spiny-babbler/" target="_blank" rel="noopener">Protecting the last home of the Spiny Babbler</a>, Carol Inskipp and Rupendra KarmacharyaWith an unmarked face and beige lower body, the barn owl is known as the ‘white owl’ in Nepal. Its wide facial disc is actually an antenna that magnifies sound in the same way human ears do. The bird’s acute sense of hearing allows it to be a specialised nocturnal hunter of small mammals.Barn owls are ultra-light and have soft feathers that muffle its passage through the air, allowing it to fly silently. But because its wings are not waterproof, the bird does not fly when it is raining. Contrary to popular belief, barn owls can see in the daytime but have found a prey niche at night.Barn owls in Kathmandu Valley were found to feed mainly on shrews, mice, small birds and insects. Since they cannot digest the skull, bones and fur of rodents, the owls spits them out as pellets, which scientists use to study their feeding habits.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131140/636a4e619c7e80680e04fcb1jpeg.jpg" alt="" width="640" height="959">Of the 108 pellets Gurung studied recently, 81 belonged to grey house shrews, 13 to mice, 3 to birds and 1 to insects, with some unidentified bones.The grey house shrew in turn feeds on small insects and worms and has a strong body odour that discourages most predators, except owls and some species of snakes. As shrews live close to human settlements, the owl does too.However, the use of pesticides and rat poison has reduced the population of rodent and insects, affecting owl colonies in Kathmandu.<h2>Coy cat captured (on film)</h2>Camera trap takes first photos of rare marbled cat in eastern NepalWildlife researchers studying the <a href="https://archive.nepalitimes.com/article/nation/city-for-transshipment-of-wildlife,3424" target="_blank" rel="noopener">red panda</a> have accidentally discovered one of the world’s most mysterious cats for the first time in eastern Nepal.The rare marbled cat (Pardofelis marmoratwa) is slightly bigger than a domestic cat and has large, dark-fringed markings and a long bushy tail. It was captured by a forest camera trap at 2,750m in Panchthar district. This is the first photographic evidence of the feline in Nepal, according to a new study published in the journal Nature Conservation.The camera trap study was carried out by researchers from Lincoln University in New Zealand and the Red Panda Network (RPN) in community forests in the <a href="https://nepalitimes.atavist.com/the-kingdom-of-cardamom" target="_blank" rel="noopener">Kangchenjunga region</a> bordering India and Nepal between December 2017 and June 2018. Cameras captured three images of the wild cat, along with 5,176 other photos of 17 medium and large-sized mammal species.Read also:<a href="https://www.nepalitimes.com/banner/clouded-future-for-the-clouded-leopard/" target="_blank" rel="noopener">Clouded future for the Clouded Leopard</a>, Yadav Ghimirey<a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/Studying-Cat-Scat,3559" target="_blank" rel="noopener">Studying cat scat</a>, Sonam Tashi Lama<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131140/636a4e649c7e80680e04fcb2jpeg.jpg" alt="" width="1400" height="868"><figcaption>ON CANDID CAMERA: Rare selfie of a marbled cat in eastern Nepal, and the location in a community forest in Ilam where the camera trap was placed.</figcaption></figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131140/636a4e679c7e80680e04fcb3jpeg.jpg" alt="" width="1400" height="799">“This is exciting news for wildlife biologists and conservationists in Nepal,” said Sonam Tashi Lama, the lead author of the study and the coordinator of RPN’s citizen scientists and wildlife researchers monitoring eastern Nepal’s community forests for red pandas, but had never seen the marbled cat until they examined the camera trap photos.Cameras are revolutionising how researchers detect and count cryptic species, said Adrian Paterson, associate professor in Zoology at Lincoln University in Christchurch, a co-author of the research paper. “Detecting the marbled cat in eastern Nepal is a great example of the benefits of using cameras and will the discovery will add significantly to conservation in Nepal,” he said.The marbled cat is categorised as ‘Near Threatened’ in the IUCN Red List of Threatened Species, listed in CITES Appendix I and considered a ‘data deficient’ species in Nepal.  The cat lives in forests throughout South and Southeast Asia, from the Himalayan foothills of India and Bhutan to China and southwards through Malaysia and Indonesia.The forest in eastern Nepal where the marbled cat was detected has been naturally restored as a secondary forest after a forest fire destroyed the area nearly 35 years ago. Its presence is seen as a big conservation achievement, and researchers are recommending that year-round camera trap surveys be held in the mid-hills of eastern Nepal. Its exact location is not divulged to protect the wildlife in that region from poachers.The study also calls for an urgent assessment of immediate threats, preparing sound conservation plans for the marbled cat and engaging local herders in conservation programs.<h2>Is the spotted linsang really rare, or expert at rarely getting caught?</h2>Yadav GhimireyThe small and sleek spotted linsang was recently photographed for the first time in more than 175 years in Nepal. This was the first authentic evidence of this tree-dwelling mammal occurring in the country.Although there were some reports of its presence in Chitwan National Park in the 1980s, credible  evidence was scarce. The species was documented for the first time by British resident and naturalist Brian Hodgson in 1847, who illustrated the carnivore using a live model.The animal is an enigma, showing up very rarely even in camera traps. During our survey in <a href="https://www.nepalitimes.com/banner/municipalities-want-to-manage-annapurna/" target="_blank" rel="noopener">Annapurna Conservation Area</a> in 2017, only two pictures of the species were captured in 4,500 trap days. A trap day equals one camera trap kept in the open for 24 hours.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131140/636a4e6a9c7e80680e04fcb4jpeg.jpg" alt="" width="1100" height="720">There was no evidence of this species during one-and-half years of searching in Makalu-Barun National Park, and many other wildlife research efforts in the mid-hills prior to our 2017 work also failed to document the spotted linsang.The animal’s rarity is not the only reason for the few sightings. Will Duckworth at the International Union for Conservation of Nature (IUCN) believes that it is primarily an ambush hunter that waits for its prey from a hidden location and rarely travels long distances in search of food, making it less likely to be seen.Many also believe this little carnivore occupies a very small area and, as an arboreal mammal, spends much of its time in the branches and canopy of trees making it difficult for sighting.The species is on the IUCN Red List, the global authority on the status of wildlife. On Nepal’s National Red List, the spotted linsang is classified as a data deficient species, which means there is very little evidence to classify its status. This is unfortunate because only by knowing a species’ status can relevant conservation initiatives be carried out.As one of the country’s most elusive animals, there is no doubt that having more knowledge about the spotted linsang would help develop a bond between the public and the animal, which would in turn help make conservation initiatives easier.Yadav Ghimirey is a conservation biologist at Friends of Nature. Lesser known endangered species

The country’s great altitudinal range endows it with biodiversity that is the richest in the world in such a small area.Nepal is also the most densely inhabited mountain country in the world, and is squeezed between two of the planet’s most populous nations. Now, <a href="https://www.nepalitimes.com/banner/on-thin-ice-in-the-khumbu/" target="_blank" rel="noopener">climate change</a> has been added to the threats to the endangered life forms that inhabit Nepal’s fragile ecosystems.The United Nations released an apocalyptic report in Paris last week warning that one million animal and plant species across the planet are on the verge of extinction. The <a href="https://www.ipbes.net/news/Media-Release-Global-Assessment" target="_blank" rel="noopener">Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) Global Assessment</a> concluded that besides charismatic mammals, insects, fish and microorganisms, 75% of crops will vanish.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a411b9c7e80680e04a65bjpeg.jpg" alt="" width="1400" height="840"><figcaption> </figcaption></figure>Here in Nepal, despite successes in nature conservation, species are <a href="https://www.nepalitimes.com/banner/in-conservation-nepal-is-not-out-of-the-woods-yet/" target="_blank" rel="noopener">threatened by new infrastructure projects</a> like the proposed <a href="https://www.nepalitimes.com/here-now/economy-ecology-of-nijgad-airport/" target="_blank" rel="noopener">Nijgad Airport</a> and the East-West Railway, which are expected to wipe out 200,000ha of <a href="https://www.nepalitimes.com/banner/who-now-owns-nepals-forests/" target="_blank" rel="noopener">forests</a>. Human encroachment of natural habitats, rampant pesticide use, poisoning of rivers and wildlife trafficking were bad enough, but <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener">climate change</a> now adds a whole new dimension to the threat.“In Nepal, we have usually focussed on big mammals. Those are important but the attention should shift to other species that are vital to maintain the ecological balance,” explains naturalist Tirtha Bahadur Shrestha. Indeed, the country may be losing insects and reptile species that have not even been discovered yet.For example, there has been little study of the impact of wetland destruction and the pollution of water bodies on insects and amphibians. A <a href="https://www.nepalitimes.com/banner/project-dragonfly/">new dragonfly species</a> that was discovered above Pokhara’s Phewa Lake last year may become extinct since its habitat is so degraded. <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://www.google.com/url?client=internal-uds-cse&amp;cx=011870630917993763279:opm7uqsat-4&amp;q=https://archive.nepalitimes.com/page/what-is-the-buzz&amp;sa=U&amp;ved=2ahUKEwiCmp6Y_J_iAhUX7HMBHQ8GC4cQFjAAegQIAxAB&amp;usg=AOvVaw2E2ZhyyvROj1LguNUAI8MO" target="_blank" rel="noopener">Bee populations have been declining</a> at an alarming rate due to the spread of pesticides, leading to a loss of farm productivity. The disappearance of insects and aquatic fauna has had a cascade effect on indigenous and migratory birds wintering in Nepal.“There is a crucial need of public awareness about <a style="background-color: #ffffff; letter-spacing: 0.15px;" href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/protecting-the-pangolin,3597" target="_blank" rel="noopener">less well-known species</a> — they may have important roles for the ecosystem that we don’t even know about yet,” says Sagar Dahal of the Small Mammal Conservation and Research Foundation.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a411e9c7e80680e04a65cjpeg.jpg" alt="" width="558" height="658">Extreme weather caused by global warming has also led to a serious water shortage across Nepal, which in turn is profoundly affecting wildlife, medicinal plants, rare orchids and the insects that depend on them.The last major mass extinction on Earth 65 million years ago wiped out not only dinosaurs, but 75% of all species. It took the planet 10 million years to recover. But unlike previous extinctions that were caused by natural catastrophes, this time human activity is the cause.The loss of biodiversity and destruction of nature and its impact cited in the IBPES report are felt more acutely in Nepal due to the vulnerability of the Himalaya to climate change, deforestation, pollution and poaching.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a41209c7e80680e04a65djpeg.jpg" alt="" width="1400" height="933"><figcaption> </figcaption></figure>“Global environmental degradation will affect countries like Nepal more because of our sensitive topography,” writes IBPES researcher from Nepal, Uttam Babu Shrestha in a Kantipur op-ed this week. “Proposed large infrastructure projects will have lasting negative impacts on the environment.”Nepal has been <a href="https://www.nepalitimes.com/banner/its-a-jungle-out-there/" target="_blank" rel="noopener">successful in curbing domestic poaching</a>, but it is a major transit point for wildlife contraband en route to China. The presence of smugglers means the country needs to be vigilant about a revival in poaching. It is a conduit for tiger and leopard pelts, rhino horns and other endangered species. Earlier this year, 200kg of <a href="https://www.nepalitimes.com/banner/protecting-pangolins-from-being-eaten-to-extinction/" target="_blank" rel="noopener">pangolin</a> scales bound for China were found at Kathmandu airport.“Nepal may be landlocked in every other aspect but it is land-linked when it comes to smuggling,” Tirtha Bahadur Shrestha told Nepali Times.The good news is that Nepal’s conservationists, planners and the government know what the problems are, as well as the solutions. The country also has vast experience in balancing nature conservation with meeting human needs. It just needs a long-term strategy and all stakeholders to work towards protecting our abundant biodiversity.

Between existence and extinction in Nepal

With Saturday's deadline on Malaysia’s announcement of new criteria for selecting private recruiting agencies for migrant workers having lapsed, Nepal and Bangladesh have rejected the conditions.
The Malaysian move three weeks ago came in the aftermath of deadly GenZ riots in September, when Nepal’s interim government does not have designated heads in the Foreign Ministry and the Labour Ministry.
Interim Prime Minister Sushila Karki instructed the Labour Ministry to examine the implications of the standards and recommend appropriate steps to address them, but it has said it cannot send Nepali workers to Malaysia based on those criteria.
“In line with Nepal’s foreign employment policy and regulations, we are currently unable to accept or implement the proposed criteria,” says Pitambar Ghimire, spokesperson at the Ministry of Labor, Employment and Social Security in Kathmandu.
In response to the government’s request for their opinion on the Malaysian stipulation, the Nepal Association of Foreign Employment Agencies (NAFEA) has also flatly rejected the criteria, saying it could create a harmful syndicate and restrict fair competition, violate Nepal’s Constitution and laws, and increase recruitment fees that workers must pay.
On 25 October, the Malaysian Ministry of Foreign Affairs sent letters to the governments of Nepal, Bangladesh, Burma, Pakistan and India with 10 criteria meant to ‘rationalise the number of licensed private recruitment agencies permitted to facilitate recruitment and placement of workers to Malaysia’.
The proposed criteria include: at least five years of operating experience, deployment of 3,000 workers in the past three years of operation, experience sending workers to at least three countries, valid licenses and good conduct certificates, five employer testimonials, operating their own training and accommodation centres, and even a requirement for the staffing agency to have a 10,000 sq m office maintained for three years.
“We have communicated our views to the Ministry of Foreign Affairs, and have proposed discussing various labour related matters with our Malaysian counterparts diplomatically through bilateral dialogue and negotiations including renewal of the Nepal-Malaysia labour agreement,” Pitamber Ghimire said.
NAFEA has urged the government to prevent this measure from moving forward using diplomatic channels, and has held &nbsp;several gatherings and press conferences opposing the proposal since the Malaysian letter was received three weeks ago.
“We have taken commitment letters from members that they will not be engaged in activities related to the syndicate,” said Sujit Shrestha of NAFEA. “And if they break the commitment, they will face consequences including the revocation of their NAFEA membership. These letters also send a strong message to the government that this is irrevocably and collectively rejected by the industry.”
Bangladesh has also not accepted the proposal despite the 15 November deadline to send a list of recruiters that meet the criteria. That in itself would have been an impossible task to complete to begin with even if the government had accepted the proposal.&nbsp;
According to media reports, Bangladesh has sent a letter to the Malaysian government requesting that three of the proposed criteria be relaxed. This includes flexibility regarding the requirements for a 10,000 sq ft office, a dedicated training center, and the condition of having deployed 3,000 workers in the last five years. Despite the official request to Malaysian authorities, the Bangladeshi Government has also been collecting applications from recruiters who meet Malaysia’s proposed criteria, raising confusions about the contradictory stance.&nbsp;
Just like NAFEA, the recruitment association in Bangladesh, the Bangladesh Association of International Recruiting Agencies (BAIRA) has also outright rejected the proposal including in a letter to the Bangladeshi government, calling the criteria ‘unprecedented and exclusionary, unreasonable, discriminatory and syndicate-driven &nbsp;that would effectively disqualify 99% of legitimate agencies from participation’.&nbsp;
Now that the ball is back in Malaysia’s court and the proposal has not gained much support from two of the major origin countries, it will be interesting to see how they respond.

Nepal, Bangladesh reject Malaysian conditions

The very first frame in The Lama’s Son starts with a vision of Shangrila and the quest of a mythical utopia in the Himalaya when the rest of the world is crumbling away. It is also the personal search of filmmaker Kesang Tseten, but what he finds there are adherents of the Bon Po faith clinging to the last remnants of a culture as it erodes away like the sandstone cliffs of Mustang. “It was while editing the documentary that the story became distilled: how does what we see in the high Himalaya relate to the notion of the Shangrila idyll that especially the West ascribed to them,” asked Tseten during a recent trip to Kathmandu from Berne where he now lives. He continued: “Often and perhaps rightly criticised as an orientalist construct, I wondered if there was any basis at all to the Shangrila notion, and I hung the film on that idea.”&nbsp; Tseten takes us to the vast vistas of Mustang and Dolpo, a landscape of his Tibetan ancestors. This is as much an intimate documentation of families on Nepal’s Himalayan rimland torn between remoteness and globalness as it is about Tseten’s own quest for rootedness.&nbsp; We start from Lubra, a 3,000m village in Mustang the 15 households of which follow the Bon faith. Lama Tsultrim is from a 900-year-old lineage of the animist faith and an exponent of the tradition that is slowly being subsumed first by Buddhism and now modernism. For Tseten, the material is familiar, and not at all exotic as it is for non-Nepalis and indeed for many urban Nepalis. Bon, founded in Tibet, predates Buddhism, but over time, the two religions have come to resemble each other.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251113111156_ecf8148fbaa17b93c81ddfa3ed244bed266e3ef6af0cd5e6ca7b64c181b97d45.jpg" data-media-id="editor_0" data-image-id="20251113111156_ecf8148fbaa17b93c81ddfa3ed244bed266e3ef6af0cd5e6ca7b64c181b97d45" data-rendition-name="original" width="1920" height="1080" loading="lazy" alt="The periphery cannot hold NT"> </figure>  ‘Both believe in karma, rebirth, and that humans can become enlightened. Nature and spirits are predominant in Bon, and rituals are what keep them benign and alight,’ says Tseten, who rarely narrates in his documentaries. “This is not really a personal film as such, but it has a point of view,” Tseten said. “I decided to have a voice-over on this one and cast my presence in the film.”&nbsp; Lubra's Lama Tsultrim is called upon to perform rituals from Kagbeni and other villages, but there is no one to continue the tradition after him, which is passed from father to son. Lama Tsultrim’s son (hence the title of the film) is a sushi chef in New York and has been gone for 20 years. “The Lama is like a setting sun, his son should come back and take over his father’s responsibilities,” says a local youngster chatting with friends. “If he dies tomorrow, where do we go? We can’t just light butter lamps ourselves to the gods.” It is not only the Lama’s son who has left. The village is nearly empty, and more are planning to leave. One of them is Chimi, a teacher who will be joining her fiancé who is an Uber driver in New York. Her brother is already in Hong Kong. In Lo Manthang a local is back home for a three-month vacation after being in New York for 12 years. A shopkeeper was in Japan for several years, and has returned. “Everything has changed, our language, our tsampa, our religion. We used to work and live together, now the children live separately,” says a middle-aged woman. “There are roads now, and vehicles stop right outside our house, but what’s the point? In Dri village we come across local women filling their buckets with water. Tseten asks them why the village is so empty: “Where is everyone?” The women reply that they are “here, there and everywhere”. Then it is their turn to ask Tseten about where he lives and what he is doing in their village. Migration is a recurring theme in Tseten’s documentaries from We Corner People, In Search of the Riyal, or Saving Dolma. His previous film Diversity Plaza documented the lives of Nepali and Tibetan emigrants in Jackson Heights in the borough of Queens in New York.&nbsp; Diversity Plaza was shown at DOC NYC in 2023, and The Lama’s Son will be one of only two Asian films shown next week at one of the biggest documentary film festivals in the world.&nbsp; “The Lama’s Son is not loud, not attention grabbing but intimate, so I was surprised they chose a quiet film for a big, flashy event,” Tseten told us. In Lama’s Son, we also see how climate breakdown is impacting Nepal’s trans-Himalayan regions. Lama Tsultrim shows us the aftermath of a recent glacial flood that swept away houses and fields. Farmers get one crop in a year, but the springs have gone dry and there is no snow in winter. So they are relocating to New Dhey, closer to the road. We follow Kesang Tseten to Samling in Dolpo, which at 4,200m is another Bon village. Locals are preparing for the Walchu festival in which Lama Sherrab carries out elaborate rituals to appease spirits that can turn malevolent. But unlike Lama Tsultrim in Lubra, Lama Sherrab has a community of lamas to help him, including two sons, one of whom will eventually take on his role. We move on to the adjacent village of Bicher and listen in as locals talk about how despite being dirt poor, they thrive in scarcity and are resilient. “We wear sheepskin, eat stew and yak meat, and drink wine. But we are very poor, we have nothing. Look at how dirty our clothes are. We may be dirty, but we have few illnesses,” says one. But even here in Upper Dolpo, a week’s walk from the nearest road, things are changing. He narrates: “Bon is sustained by a way of life that fosters a fine but fragile balance between nature and people, where humans come before gods. This is what lies at the heart of Shangrila if there is such a thing.” The film then takes us half-way around the world to a Bon centre in New York, but (spoiler alert) the eponymous Lama’s son never appears. He did not want to be filmed, but it makes for a more powerful portrayal of the life of emigrants forever trapped between two worlds. “Bon villages may be in danger, but the Bon has spread widely across the world,” narrates Tseten, a director who likes to call his storytelling ethnographic, and avoids coming to an apt conclusion. Lama Sherrab’s words after the Walchu ritual is a perfect segue:&nbsp; “Whether you say om mani padme hum (in Buddhism) or matri mi yu (in Bon) they are the same. When you go up, it’s the same heavenly realm. If you go down, it’s still the lord of death who awaits. The periphery cannot hold

Nepal’s September protests and regime change created two major unexpected costs that Prime Minister Sushila Karki’s interim government is scrambling to deal with: reconstruction of destroyed government buildings, and holding elections on 5 March.
The buck stops at the desk of economist and former bureaucrat Minister of Finance Rameshore Khanal about where and how to spend limited resources.
“Rameshore-ji is a fresh face and the right person for the role. He is capable and interested, and he knows the system,” says Kalpana Khanal of the Policy Research Institute (PRI).
But Minister Khanal has to grapple not just with the immediate budgeting needs for elections and reconstruction, but also initiate longer term measures to restore investor confidence badly dented by arson and vandalism of 9 September, and mend the economy.
Immediately after taking office, he had set up a three-member task force to cut programs and free up budget to meet immediate expenses.
“We have to hold elections and we have to reconstruct. Both need money, and they are equal priorities for us,” said Ministry of Finance spokesperson Tanka Prasad Pandey. “It is important to find these funds internally, and not look to aid from abroad.”
But Minister Khanal flew into heavy flak last week for his decision to restore investor confidence by giving a strategic capital gains tax break to Nepal’s only foreign private equity fund.
The Mauritius-based Dolma Impact Fund has invested venture capital into Nepal’s hydropower, construction and biotech sectors as well as solar farms and hospitals. It said in a statement that its capital gains are only taxable in Mauritius as per its double-taxation avoidance agreement with Nepal, which predates and overrides the Income Tax Act of 2002 subsequent to the Treaty Act 1990.
“When you have investors from all over the world, you have to choose a domicile and Mauritius is probably the most popular for development finance institutions due to strong governance, AML, and treaties with developing countries like Nepal,” Tim Dolma Investment told Nepali Times on the phone from London.
He added: “Last June we applied for the government to uphold its treaty with Mauritius which under all country laws including Nepal treaty act supersedes any disagreement with domestic laws. But there were delays. It was when the new government decided to uphold the treaty that the whole hoo-hah started.”
Leaks to the media possibly by bureaucrats fearful of being hauled over the coals by the CIAA has set financial circles abuzz for the past week. The Internal Revenue Office refused to grant the exemption, citing the 2002 Act.
Prime Minister Sushila Karki asked Chief Secretary Eaknarayan Aryal for clarification, and learnt that the Cabinet’s decision was not official since it was not recorded in the minutes.
“We were raising a fund that could have brought $1 billion in for energy and we had to stop it due to the reputational damage to Nepal by not upholding an international treaty,” said Gocher.
Gocher added: “Under Nepal’s Treaty Act, if there is ever disagreement between an international treaty and domestic law, then international treaty takes precedence so it is crystal clear and the way international treaties are dealt with all over the world.”
Some experts worry that gifting the fund such perks can set a dangerous precedent and a loss in tax revenue. Professor and economist Pushkar Bajracharya says: “The most important thing is to have a consistent policy about tax cuts and not do it piece-by-piece. Besides, the evidence just isn’t strong that tax cuts lead to higher investment, or more jobs.”
Others hark back to the capital gains dispute of the sale of Ncell ownership, which went to the Supreme Court and all the way to the international tribunal in The Hague.
Khanal has said privately that he is responding to the damage to Nepal’s investment climate from the dramatic visuals beamed worldwide of an international hotel chain and government buildings set ablaze in September. Western embassies are also said to be lobbying to allow Dolma tax exemption and smooth profit repatriation.
There are tradeoffs. Private equity funds like Dolma could funnel foreign funds more efficiently towards successful Nepali companies than the government, which is slowed down by many layers of bureaucracy. The downstream multiplier effect of such investments would outweigh taxes to the government since much of it is misused and wasted.
For example, the government is not taxing income in FY 25/26 generated by the US-funded $697 million Millennium Challenge Corporation (MCC) projects to build transmission lines and upgrade highways.
Strategic tax exemptions do provide incentives to investors, to make sure these projects are carried out effectively, which in turn helps Nepal’s development which has been affected by corruption and mismanagement.
The main demand of the GenZ protests that led to the downfall of the government coalition two months ago was to control corruption and make government more efficient so there is investment and job creation. The interim government seems to be responding to that sentiment.
The Dolma issue has distracted from the larger and longer-term need to reform the country’s financial systems and streamline public expenditure. How to reduce corruption and spur development is going to be the main agenda for elections, and the criteria by which voters will select candidates and parties.
TASKED FORCE
Shortly after Rameshore Khanal was appointed he set up a three member task force made up of the heads of Budget and Program, Foreign Aid, and Revenue Management Divisions. The team sent through the budget culling items DOGE-style — projects deemed ‘inadequately prepared,’ ‘fragmented,’ or ‘included through political pressure.’
Khanal hoped to save up to Rs100 billion by cutting all projects less than Rs30 million. However, such a slash and burn method would hurt rural and remote area projects for health and education more, and much bigger corruption-ridden infrastructure projects would be unscathed.&nbsp;
Says Bajracharya, “There are thousands, maybe hundreds of thousands of low-return programs in the budget that are there because of political or personal influence. But the criteria for cutting them needs to be properly defined. Doing it arbitrarily is unacceptable.”&nbsp;
Kalpana Khanal of the Policy Research Institute was involved in the taskforce, and explains: “The decision to mobilise internal funds is a pragmatic move to fund elections and reconstruction.”
However, she also singles out the massively-funded Ministry of Physical Infrastructure and Transport as being particularly problematic: “Time and cost overruns are historically the norm, and many are ‘vote bank’ projects that are politically motivated rather than done for return on investment.”
For example, politicians use their influence to build roads to their home districts to secure popularity even if the funds would have been better spent elsewhere.
“Another problem is the amount of funds that are transferred randomly for things that outside the budget,” continues Khanal.
Bajracharya adds, “While reconstruction and elections are big financial commitments, Nepal could easily find the funds. Cancelling low impact programs is a good move by the ministry of finance, and another option could have been to raise customs or taxes by a few percent. The main problem is that a huge amount of funds are lost to corruption.”
Kalpana Khanal and Dilli Raj Khanal co-authored a technical report last year titled Improving Public Expenditure System in Nepal: Critical Areas of Reform which did a forensic examination of such wasteful projects.
The conclusion: recommendation to have stricter accountability measures in place to check the actual use of funds and merit-based appointments in the National Planning Commission, Ministry of Finance, and the CIAA.
The technocrats in Prime Minister Karki’s cabinet resonate with the latter point. Nepal is so entrenched in the ‘afno manche’ culture of nepotism and connections that it has become the norm.
The report also refers to the well-known off-budget ‘re-allocations’ of big outlays during the seventh and first months of the fiscal year that undermine in-built check and balance. Almost a quarter of the budget is spent in the last month, which results in low quality and low impact work.
The authors call for reward and punishment systems to prevent these practices. The CIAA could also be supercharged to build transparency into the digital Line Ministry Budget Information System, instead of being an agency for political vendetta.

Nepal needs to use its money better

At the opening plenary of COP30, which stands for the convolutedly named 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), in Belém on Tuesday, Nepal brought up the threats to the Himalayan watershed. Nepal’s delegate Rajendra Prasad Mishra, Secretary at the Ministry of Foreign Affairs, also spoke on behalf of Bhutan and Bangladesh after the three countries formally called for tripling grant-based adaptation financing from 2015 levels to at least $120 billion per year by 2030, and to ensure a more simplified, scaled-up access to finance their National Determined Contributions (NDCs) to reduce emissions and adapt to climate impacts. “Bhutan has already graduated from Least Developed Country (LDC) status, while Bangladesh and Nepal are in the process of graduation,” said Mishra. “Graduation reflects development progress, but does not reduce our climate vulnerability nor the scale of support required to safeguard development gains.” The Loss &amp; Damage Fund is also finally coming into effect, so countries can now apply for $5-20 million to make up for damage from climate impact. But claiming damage and linking disasters to climate breakdown has not been an easy process. “When a 200MW hydropower plant is destroyed by a glacial flood, it is a big loss for Nepal’s GDP. Every megawatt costs us $20 million to build,” says energy entrepreneur Kushal Gurung. “Our lobbying should be top-notch, and hydropower can make a good case for us.” Belém marks the tenth anniversary of the Paris Agreement that brought the world together to pledge to keep global average temperature to ‘well below’ 2°C above pre-industrial levels and limit it to 1.5°C.&nbsp; COP has also returned to Brazil after 30 years of the Rio Conference in 1995. Since then there have been numerous summits, which have been criticised for being just hot air and being hosted by fossil-fuel exporting countries like UAE and Uzbekistan. Belém was selected because it is a gateway to the Amazon, but Brazil has now also become a major oil producer after new offshore finds. A recent report shows that compared to 2019, the world is set to reduce its emissions by 12% in 2035 if countries are to implement their Nationally Determined Contributions even though the figure needs to go up to 40% to meet temperature targets. There has been progress. Before the Paris Agreement the world was on a path for 4°C increase during this century, and this has now come down to 2.5°C because of the clean energy transition. But a lot more needs to be done to meet the Paris 1.5°C target. “This progress is proof that multilateralism is working, it is delivering,” Manjeet Dhakal of the Climate Analytics South Asia told us from Belém. “Having said that, it is simply not enough. Emissions need to go down much further, and a lot of it is tied to developed countries providing climate finance to do so.” Many developing countries have adopted ‘conditional NDCs’ which means their emission reduction targets cannot be met without international climate finance. In its third NDC, Nepal set a target of a 17.1% reduction in net greenhouse gas emissions and 26.8% by 2035. But achieving that has a price tag of &nbsp;$73.74 billion, with much of it from international climate finance. UNDERFINANCED However, the climate for climate finance is getting worse. The United States has exited from the Paris Agreement for the second time under President Trump, and there are cutbacks in foreign aid by European funders. Even so, the EU has committed to reducing its emissions by 90% in the next 15 years, 85% of which will be domestic emission cuts. The silver lining in all this is that the leadership in climate action is increasingly being taken by Nepal’s neighbours China and India with both investing heavily in renewable energy. China is the world leader in solar panels, wind turbines and electric vehicles, and Nepal has already taken strategic advantage of this.&nbsp; With expensive hydropower plants increasingly at risk from glacial lake outburst floods, experts say Nepal must diversify its energy mix and invest in solar power which has 10 times more potential than hydropower at 432 gigawatts with over 300 days of sunshine a year. Solar farms can also power pump storage, which are cheaper and quicker to build.&nbsp; China has drastically reduced the cost of photovoltaic cells, making such schemes more feasible. Nepal just needs to ease up its restrictive domestic energy policies, boost investment and resist geopolitical pressure on electricity generation. “First, we need to increase the cap on solar energy from 10% to 30%, and next, the bidding process should be made easier, or just have the first past the post system like that for hydropower,” says Kushal Gurung. The disadvantage of solar power is that it generates only daytime energy, but this can be solved with grid-scale battery storage or pump storage. But first, the government needs to fix the rate for solar purchase so that entrepreneurs are incentivised. “This is not happening because our government officials and engineers are comfortable dealing with hydropower, and are not just updated about the latest advances,” says Gurung. “As a result, we have no clear policies when it comes to solar.” Hydropower has become one of the biggest industries in Nepal with an installed capacity of over 3,400MW and the government’s target is to produce 28,500MW in the next ten years. But the recent climate disasters have made it clear that relying only on hydropower alone is too risky. The Nepal-Tibet glacial flood in July destroyed and damaged four hydropower plants and substations along the Bhote Kosi, and last September’s floods slashed the country’s total generation by half. Nepal now needs to build on the widespread adoption of battery-powered vehicles by extending it to electric public transport and for household appliances like stoves, rice cookers and refrigerators. Not only would this reduce Nepal’s per capita carbon footprint, but it would also reduce the country’s annual Rs300 billion petroleum import bill. At global platforms like UNFCCC, it is easy even for individual developed countries to get lost without an alliance. Now that Nepal is graduating from LDC status, it needs to have strong partners with a common goal to move forward in international negotiations. Says Kushal Gurung: “We won’t have privilege that came with LDC status anymore, which means climate finance will be even more limited.
