She quit a secure job at an international aid agency to start her own company, Khaalisisi Management. Khaalisisi uses a digital platform to link garbage sellers and buyers for waste transactions. Nobody had done this kind of business before and so everyone was sceptical,” she recalls. But she was determined to use this sustainable business solution to clean up Kathmandu.It wasn’t easy, as KC had no technical background on information technology, recycling waste or garbage management. All she had were the facts and a motivation to make her idea work.She did her own research and met experts and people who were already recycling garbage. And it was after meeting Kathmandu’s waste collectors that KC learnt how <a href="https://archive.nepalitimes.com/article/nation/recycle-reuse-reduce-garbage-kathmandu,1279" target="_blank" rel="noopener">waste management</a> works in practice.https://www.youtube.com/watch?v=ihLCphyeO6o&amp;t=6sThere are about 13,000 collectors in Kathmandu alone, and there was already a network of people managing waste by recycling in their own way. KC decided to partner with them.“They are the real waste entrepreneurs who deserve to be respected and the society needs to dignify their hard work and not disrespect them,” says KC. She shares that one of the best rewards for her is to see collectors get more respect after they started working with Khaalisisi, which provides them with uniforms and ID cards. Waste sellers, mostly city residents with a lot of trash, contact the Khaalisisi team for a pick-up. The company then contacts the waste collectors, who make house calls to purchase the waste. Recyclables are then sold on the market, and Khaalisisi gets a commission.This process has apparently helped waste collectors increase their incomes. They no longer need to roam neighbourhoods on their bicycles, shouting to attract the attention of residents.In just three years, Khaalisisi has become a recognized brand gaining popularity in Nepal and abroad for its novel approach to sustainability. In 2018, Forbes listed KC in its 30 Under 30 Social Entrepreneurs, selected from thousands of online nominations. In December she was one of the top five youth social entrepreneurs out of 1,000 competitors from 90 countries to speak during the World Bank Youth Summit in Washington DC. The Asia Society also included her as one of the 2019 Class of Asia 21 Young Leaders.“This is a business-for-profit initiative, but as a company we also have a social responsibility to educate people on how to manage their own waste and create a better environment starting with our own neighbourhoods,” says KC, whose team also visits schools to urge them to manage their own waste. The government also needs to step in to give incentives to people who actively reduce, recycle and reuse, she says.Khaalisi and other business initiatives involving waste management are gaining traction as awareness grows worldwide about sustainability, environmental degradation, plastic pollution in the rivers and seas and the climate crisis.“There was nothing extraordinary about our business idea. We all have great ideas but they will come to nothing if we fail execute them. More than 1,000 health facilities and 5,000 schools were completely destroyed in 2015, and tens of thousands of children could have been killed if the disaster had happened on a weekday.  Hospitals and schools flattened in the 2015 earthquake are being rebuilt, but what about the rest of Nepal vulnerable to future quakes? A recent Ministry of Health (MoH) study showed the government hospital in Nepalganj was structurally so weak that it needs to be demolished, and recommends retrofitting four other hospitals in Western Nepal that do not meet the WHO Health Safety Index."The study is a warning. The condition of rural health facilities across Nepal is similar, and we need to quickly retrofit them before the next disaster strikes,” says Chudamani Bhandari of the Health Emergency and Disaster Management Unit at the MoH. The National Reconstruction Authority (NRA) plans a survey of schools and hospitals, but only after it is done with reconstruction.The National Society for Earthquake Technology (NSET) is also resuming its retrofitting of schools in Western Nepal that it had started before 2015. Says NSET’s Surya Narayan Shrestha: "We need to concentrate on Western Nepal because the vulnerability of public buildings there is high.” Western Nepal is said to be particularly at risk because it has not had a mega-earthquake for the past 500 years. DFID is supporting NSET with a Safer Schools Project to retrofit classrooms in the region.Schools are important community hubs and strengthening them can raise public awareness about safer construction in areas that are at high risk. In fact, 2015 itself provided a lesson for schools. Tall Order

Nepal’s oldest maternity hospital is still recovering from the April 2015 earthquake: its main building had to be demolished after earning a red sticker because of its structural damage. Soon, it will move into a new seismic-resistant wing, designed to withstand future earthquakes. For now, the hospital is working out of temporary cramped quarters offering only 375 beds out of the normal 415. But when the new building is inaugurated next month, the hospital will have more capacity, lecture rooms, an emergency ward, operating theatres and an ante-natal section. <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111156/636a36329c7e80680e0482f4jpeg.jpg" alt="" width="1000" height="454"></div> Hospital director Jageshwor Gautam looks excited to show &nbsp;visitors around the construction site. “We expect our work to be much easier when the new building is completed and we can use the new space,” he says. The 2015 earthquake damaged 1,197 health facilities across Nepal, offering them a chance to rebuild so they can withstand future quakes. A survey done before the 2015 disaster had shown that of the 14 hospitals tested in Kathmandu, only 2 (Teaching Hospital and Patan Hospital, built by the Japanese) were seismic resistant. The situation in other parts of the country was even worse. <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111156/636a36329c7e80680e0482f4jpeg.jpg" alt="" width="1000" height="454"></div> JICA is working to rebuild modern and safe hospital wings at Paropakar Maternity Hospital (pictured, right) and Bir Hospital, both in Kathmandu. They will enjoy advanced technologies like motion-sensor taps in order to reduce infections in washrooms, flush systems that reuse water from handwashing, handicapped-friendly toilets and treatment plants for hospital waste. Elsewhere in the quake-affected areas, however, reconstruction of health facilities is not going as well. Only 55% of the health posts and hospitals that were damaged or destroyed have been repaired, according to the National Reconstruction Authority (NRA). “The construction of hospitals was delayed due to technical reasons, but now they are our top priority,” says Manohar Ghimire of the NRA. “Of the 643 structures built, most are pre-fab structures which have already been handed over to the communities. Now we are focusing on rebuilding the rest.” The reconstruction of health facilities was delayed because the central government could not agree on who should rebuild them. The Ministry of Health and Population had planned to do it, before passing it on to the NRA almost a year after the earthquake, where the plans faced further delays. That cost a total delay of two years, resulting in a reconstruction rate of only 53%, when the target was 65%. "Many health centres do not have their own land, and there are no guidelines for buying land. We can only build on already available land," says Pranaya Upadhyaya, senior Public Health Administrator at the Ministry of Health. "Before the earthquake, many were operating from schools or other government buildings. But now we have strict standards for medical facilities including size of land, type of soil, etc. The institutes that are having a hard time fulfilling these criteria are the one that are delayed." Upadhyay informs that work has not begun on the 250 health centres that the Indian government committed to, which contributes to the reason more than 500 of them remain to be built. Even if the earthquake had not occurred, Nepal’s health sector needed a structural revamp. A survey two decades ago of 14 hospitals in Kathmandu by the National Society for Earthquake Technology (NSET) showed that only two of the facilities would be fully functional if hit by a high-intensity earthquake, and four would be partially operational. Which means that the intensity of the 2015 earthquake caused greater damage nearer the epicentre than in districts around Kathmandu. A subsequent NSET survey of five regional hospitals outside Kathmandu also showed that Nepal’s health care centres are structurally unprepared for future large-scale disasters. Although services and facilities in some of the hospitals have improved, the structures within which they are housed are weak and could collapse. Kathmandu’s oldest medical centre, Bir Hospital, in the heart of the city, has no space for expansion. After the 2015 earthquake damaged its mortuary, the hospital is constructing a new building in its place, which will also house its nephrology, cardiology and gastrology departments, but it is still short of space. “Even after we start using our new facilities, we will need more space for the nursing campus, pediatric and maternity departments, organ transplant centre and many other services,” says Bir’s director Kedar Prasad Century, adding that there is no option but to expand to Duwakot in Bhaktapur, outside of Kathmandu. Hospitals with large capacity will be much in demand after the next earthquake, and if they are knocked out of service, the injured will have nowhere to go. In 2015, many hospitals worked in the open or out of tents for months after the earthquake. “In order to avoid such a situation in future, it is imperative that the reconstruction and retrofitting of hospitals be carried out with the utmost priority,” says NSET’s Guragain. If this is the situation in Nepal’s privileged capital, one can only imagine what it is like in district hospitals. Many of the buildings are in advanced stages of disrepair, lack hygiene and are overcrowded, even in normal times. During disasters, hospitals will have to cope with a large influx of patients but the medical centres themselves will have suffered damage. That peculiar earthquake shook everything to the east of the epicentre, and inflicted almost no damage at all to its west. The release of tectonic energy appears to have travelled along a rupture zone from Gorkha and ground to a halt somewhere beneath the southern edge of the Kathmandu Valley. There was even talk of strictly enforcing the building code. <a href="http://archive.nepalitimes.com/article/nation/A-concrete-future,2251" target="_blank" rel="noopener">Look at us now</a>. The kinds of structures that are going up in Kathmandu prove that we have all but forgotten what an earthquake can do. There is still <a href="http://archive.nepalitimes.com/page/not-out-of-danger-the-big-one" target="_blank" rel="noopener">the unfinished business</a> of 2015 beneath the Valley, and below western Nepal is <a href="https://www.nepalitimes.com/here-now/past-disasters-foretold/" target="_blank" rel="noopener">the ticking time bomb</a> of tension from the <a href="https://www.unr.edu/nevada-today/news/2016/nepal-earthquake-danger" target="_blank" rel="noopener">subduction</a> of the Indian plate into the Eurasian landmass, which has not been released for nearly 700 years.We still don’t seem to fathom <a href="http://archive.nepalitimes.com/article/from-nepali-press/not-destructive-as-predicted-but-the-loss-is-still-great,2221" target="_blank" rel="noopener">how lucky we were</a> that the 2015 earthquake occurred on a Saturday, did not happen at night, and that it was below 8 magnitude. April 25 was a warning to enforce seismic-resistant designs in private homes, but especially public buildings. <a href="https://www.nepalitimes.com/banner/class-struggle/" target="_blank" rel="noopener">Schools</a> may not be so lucky next time, and classrooms need to be strengthened. Our hospitals have poor construction, as the destruction of a newly-built <a href="http://archive.nepalitimes.com/article/nation/being-prepared-for-monsoon-and-outbreaks,2293" target="_blank" rel="noopener">district hospital in Chautara</a> in 2015 proved. Pre-positioning supplies, digging equipment and designating open spaces for evacuation needs to happen now. Across Nepal, earthquake drills will be more important than singing the national anthem at assembly.https://www.youtube.com/watch?v=hpABIXZIp2k&amp;feature=youtu.beWhile thinking and preparing ourselves for future shocks, there is also all the catching up we have to do to reach the most vulnerable survivors of the 2015 earthquake. It is not just about distributing the insufficient amount earmarked for rebuilding homes, but also rehabilitating families, providing skills training and finding jobs near home for them.The <a href="https://www.nepalitimes.com/banner/disastrous-management-in-nepal/" target="_blank" rel="noopener">National Disaster Management Act</a> has been passed, but where is the <a href="https://nepalitimes.atavist.com/reconstruction-in-ruins" target="_blank" rel="noopener">Authority</a>? The NRA now needs to be phased out (it wasn’t much help anyway) to prepare for the Next Big Ones. It is a feeble hope, but let us not get bogged down in turf battles and allow the Home Ministry to mess it up with political appointments and job distribution to party faithful again.Under the federal structure, we have a new opportunity to decentralise disaster preparedness, planning and management.  Every municipality now has to take responsibility from ward level up, so that there is a search, rescue and relief plan in place. But given that so many mayors and local elected officials are contractors who are awarding construction jobs to themselves, there is not much hope. We wish the incompetence of Kathmandu Municipality in earthquake rehabilitation of monuments was an exception, but it is the rule. The delays in rebuilding <a href="http://archive.nepalitimes.com/blogs/thebrief/2016/08/29/halt-rani-pokhari-reconstruction/" target="_blank" rel="noopener">Rani Pokhari</a> and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rebuilding-kasthamandap-nepal,4012" target="_blank" rel="noopener">Kastamandap</a> are national disasters in themselves. It is hard to figure out who is more culpable — Mayor Shakya or the Department of Archaeology. There are lessons to be learnt about how not to organise compensation for rebuilding. While a lot more of the grants have been cleared, there are many families who have found loopholes to build tiny cement sheds just to get their hands on the cash.As our coverage this past month in the run-up to the fourth anniversary of the quake, and in this issue, indicate: it is now time to also turn our attention to the seismic risk in the rest of the country. For the past four years, we have been in rehab mode, picking up the pieces of the damage in Central Nepal’s 14 districts. It bears repeating that the risk is now to the whole country from the massive slip that is bound to occur sooner or later in Western Nepal. The Maoists may have got three of the six seats in the by-elections, but that is not the real barometer. Ask people stuck inside buses for 24 hours because the government can’t clear the week-long blockade of the country’s main national highway by flood victims. Ask city-dwellers who have seen no respite from power and water shortages.This coalition has spectacularly failed to deliver. In fact, while his wife was battling with death, Faizullah was munching on snacks she had packed for him earlier in the day as he waited out the storm in Harpur.A neighbour came searching for him, and when he finally reached home at 11:30 on Sunday night, it was only to see his wife and daughter-in-law with other bodies lined up at the damaged neighbourhood mosque.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35079c7e80680e04828ajpeg.jpg" alt="" width="1125" height="1500">“She said goodbye in the morning, and when I came back at night she was dead,” said 62-year-old Faizullah, as he rubbed his swollen eyes.The tornado killed at least 30 people in Bara and Parsa districts, and most of those who died here were from Muslim families and were crushed by masonry, hit by falling pillars or flying debris.The fatalities show a clear link with Nepal’s migration-driven economy. Faizullah himself used to live in a mud and thatch hut till recently, but after working for three years in Saudi Arabia he built his brick house with the money saved. It is now gone, and he will have to earn a living selling buffaloes in the market.Faizullah’s neighbour Ezhar Miya also lost his wife, daughter-in-law and two young grand-daughters when his house collapsed, trapping the family. He had sold their original hut and moved to the brick house he built with the money his son, Bhuwar, sent home from Qatar.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a350c9c7e80680e04828cjpeg.jpg" alt="" width="1500" height="1125">Many Nepali families are eating better, wear better clothes, and have built stronger homes with the money relatives working overseas send home.However, many of the houses are poorly engineered, use sub-standard raw material. This was the reason for the high fatality rate in Bara and Parsa this week. What appeared to be strong brick and cement houses crumbled like match-sticks within seconds as the tornado tore through the villages in a wreckage path 100m wide and up to 20km long.It is a tragic irony that many who had invested in stronger houses perished in Bara on Sunday night. But poorer neighbours living in mud and thatch huts nearby survived.The government says 1,895 huts and buildings went down in the storm, 955 structures were partially damaged and 940 collapsed completely -- homes, brick kilns, health posts and mosques. Of the 27 people killed, four were from India.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a350f9c7e80680e04828djpeg.jpg" alt="" width="1125" height="1500">It was the first major disaster to hit Nepal post-local elections in 2017, and the presence of elected Municpality and Ward officials was reflected in the immediate rescue operation. Rapid response teams under local disaster management committees quickly mobilised Police and Nepal Army personnel which helped in timely rescue. However, the lack of proper equipment, and medical services were apparent.The understaffed Kalaiya Hospital in Bara operated throughout the Sunday as more and more injured were rushed in. Most suffered from hypothermia and fractures. Of the 354 patients ,two spinally injured were referred to Kathmandu and eight patients with head injury went to Birganj.“We tried our best to provide immediate rescue and supplied electricity to the hospital despite a power cut,” said Bara CDO Rajesh Paudel. The lack of coordination between local, provincial and federal governments in information gathering had adverse effect on relief distribution. There were plenty of relief materials to go around but most essential items like tents, tarpaulins and medicines were in short supply. VIP visits did not help the situation and only added to gawkers from surrounding areas.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35129c7e80680e04828ejpeg.jpg" alt="" width="1500" height="1125">The tornado was not the first of its kind in Nepal. In fact, literature and folklore speak of twisters ravaging Tarai villages. But because these are localised disasters, they did not make it to the news.The Bara-Parsa disaster should be taken as an opportunity to invest on weather forecasting equipment and training for climate modelers. Nepal needs customised weather modeling for its conditions, experts say.We have learned some lessons from previous disasters and the presence of local government after 20 years helped search and rescue operations, but the Sunday’s tornado still reflects the dire need of disaster preparedness.

Ground zero in Pheta

It proved that Nepal has to be prepared not just for the deadly calamities we know about like earthquakes, floods and landslides, but also rare ones like tornadoes.Nepal is a disaster-prone country, Kathmandu is number one among the top ten cities in the world most vulnerable to a catastrophic earthquake. The topography, high population density, vigorous monsoons, and underdevelopment make Nepal vulnerable to multiple disasters. All these dangers are exacerbated and can combine due to climate change – for example the next megaquake could cause glacial lakes swollen by global warming to burst simultaneously and unleash catastrophic floods downstream.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35419c7e80680e04829djpeg.jpg" alt="" width="1000" height="454">Nepal was preparing to be prepared for earthquakes, when 25 April 2015 happened. The National Emergency Operation Centre (NEOC) with its seismic resistant building had just been set up inside Singha Darbar, with the task of being a communication hub and relief coordination centre after a disaster. The Centre’s website now lists real-time information of water levels in rivers, information that is vital during the monsoon. It is now setting up a comprehensive Disaster Information Management System (DIMS) for the 49 types of potential natural calamities that Nepal faces.“Ideally, this system can analyse each disaster in terms of its hazard, vulnerability, and exposure,” explains Pradip Khatiwada, founder of Youth Innovation Lab that is building the portal. “It will also have vital information about nearby resources, local capacities, availability of critical infrastructure like hospitals, which will be crucial in the immediate aftermath of a disaster.”Read also: <a href="https://www.nepalitimes.com/editorial/the-new-normal-2/" target="_blank" rel="noopener">The new normal</a>, Editorial<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35439c7e80680e04829ejpeg.jpg" alt="" width="1400" height="1050"><figcaption> </figcaption></figure>A beta version of the system is expected to be ready in mid-April, but detection and prediction of disasters will still be difficult. Though the river water level data can provide early warning of potential floods, and the Department of Hydrology and Meteorology uses social media to disseminate its forecasts of extreme weather events, there are still problems with accuracy and urgency. For example, a tornado of the type that devastated villages in Bara and Parsa this week is not even in the list of 49 potential disasters that Nepal should be prepared for.“A tornado that occurred in such a short time over such a small area would have been difficult to predict anywhere in the world even with the most sophisticated equipment,” says Sushil Kumar Bhandari at the NEOC. “Detecting forest fires is also a problem because we do not have our own satellites, and real-time images are hard to source.”A new Doppler weather radar has been installed in Surkhet and two more are planned, but while they can detect supercells and forecast cloudbursts, they would still not be able to accurately predict when and where a tornado would touch down. Briefing Nepali Times on Tuesday, the Director General of the Department of Hydrology and Meteorology (DHM) Saraju K Vaidya admitted: “Yes, all signs in Bara point to it being a rare tornado, but with climate change these may become more frequent, and we have to prepared by upgrading forecasting and computer modelling capacity.”Read also: <a href="https://www.nepalitimes.com/here-now/groound-zero-in-pheta/" target="_blank" rel="noopener">Ground zero in Pheta</a>, Kiran NepalThe Bara experience has also shown that Nepal is not prepared for the immediate aftermath of disasters either. Manish Jha of Facts Research &amp; Analytics who was involved in the emergency response this week says the priorities on the ground do not necessarily match the response.Says Jha: “Local officials informed us that there were four immediate priorities: nutritious food, shelter, medical treatment, and children’s safety. But in the spontaneous scramble to rush help, many unnecessary items landed up at the site. People are eating instant noodles and biscuits, spending nights in the open, and children have nowhere to go, adding to their guardians’ responsibilities.”The Bara tornado was the first major calamity to strike Nepal after federalism, and it has become a test case on how political devolution can indeed be more prompt and responsive after a disaster strikes. Province 2 officials had mobilised local rescue at Ground Zero almost immediately, Chief Minister Lalbabu Raut relocated to Birganj to coordinate relief. Province 3 donated Rs10 million to Province 2.However, locals were critical of VIPs rushing south in helicopters from Kathmandu with token relief and competing to upload selfies of handovers. There is a daily traffic jam on the Patlaiya-Birganj road because of the number of cars from all over the country bringing relief material to the worst-affected villages, already crowded with gawkers. Such activities have deprived local governments of the opportunity to develop their own response capacity, and raised concerns of mismanagement of funds and resources.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35469c7e80680e04829fjpeg.jpg" alt="" width="365" height="867">Token relief measures take the focus away from long-term disaster management planning, necessary in a country going through rapid infrastructure development. Disasters may be natural, but much of its fatal impact is manmade.For example, forests reduce the speed and impact of violent storms, boulder mining on rivers increases the chances of destructive floods, poor construction methods make houses prone to collapse, and population density increases the numbers of people at risk. For example, Province 2 with 7% of Nepal’s land has 20% of its population.“The link between land use policy and disaster management is not always obvious, but it needs to be integrated right from the planning phase,” says Santosh Gyawali, a USAID expert on disaster management. “For example, building roads has an effect downstream, it makes floods worse. We need long term vision and regulation of land use for a comprehensive disaster management plan.”The experiences of other South Asian countries have shown that disasters may not be avoidable, but their impact can be reduced with planning and preparedness. With a history of violent typhoons, Bangladesh and the Indian state of Odisha have invested in shelters, reducing the death toll from cyclones by more than 90%.Four years after the earthquake, Nepal appears not to have learnt any lessons. Houses that ignore zoning and seismic guidelines have started coming up in Kathmandu and most urban areas. NEOC has identified only 83 remaining open spaces in Kathmandu safe for evacuation in a future earthquake.Four years on, experts say the focus for earthquake preparedness should now shift nationwide and not just be limited to the 14 districts around Kathmandu affected in 2015. Public buildings need to be retrofitted, homes must require seismic resistant designs, there has to pre-positioned digging equipment and shelter material in open spaces, and there has to be local response strategies.“Some in the earthquake-hit areas in 2015 are building seismic-resistant structures, but the same cannot be said of the rest of Nepal,” says Jhappar Singh Biswokarma of the National Reconstruction Authority. “There has been no study to determine how seriously the rest of Nepal will be affected by another earthquake, but the risk factor is very high. The new Act provides for a National Disaster Risk Reduction and Management Council to oversee the management of all kinds of disasters. In the absence of such an Act, the National Reconstruction Authority (NRA) was formed in 2015 to oversee only the aftermath of that year’s earthquakes. However, more than one year after the DRRM Act was passed, the response to disasters like the recent tornado is still scattered, since the National Disaster Risk Reduction and Management Council still does not exist.“The Act provides for a multi-tier institution with a federal body and branches at the province, district, and local levels. It also provides for disaster management funds at every level. The sole authority for managing disasters lies with the local level, but higher levels can intervene if the local level does not have enough resources to manage it,” says Bansi Acharya, head of the Disaster Study and Research Section at the Ministry of Home Affairs.The DRRM Act has a comprehensive approach to disaster, in that it addresses not just rescue and relief but also recovery and reconstruction. It also provides for risk reduction, preparedness, management, and mainstreaming of the DRRM in development. In other words, disaster management would not be limited to responding to disasters, but would include year-round actions to prevent them. All of these were missing in the Natural Calamity Relief Act.As such, the Act provides opportunities for new ways to handle disasters in a federal system. "Local level authorities often have the best understanding of the needs on the ground, but they are also very quickly overwhelmed. A federal disaster management system needs to maximize local level knowledge while providing flexible layers of support and resources from higher levels of government," says Santosh Gyawali, Senior Development Program Specialist at the Disaster Risk Reduction Reconstruction and Resilience Office of USAID Nepal.

Disastrous management in Nepal

Although not as common here as in the plains states of mid-western US, tornadoes have been known to occur during the pre-monsoon season in Bangladesh and parts of coastal India.Meteorologists were initially reluctant to confirm that this week’s disaster was caused by a tornado because they were almost unheard of in the Nepal Tarai. However, the fact that elderly people in the plains have in their Maithili and Hindi vocabulary a word for tornado (chakrawat) means that they do occur.The Department of Hydrology and Meteorology has come under a lot of criticism this week for not being able to forecast this extreme weather event. While storms, rain, and high winds can be forecast, tornadoes are notoriously difficult to predict, and it is next to impossible to pinpoint where they will touch down.Read also:<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/disastrous-management-in-nepal/" target="_blank" rel="noopener">Disastrous Management in Nepal</a>Even in the United States, which is hit by more than 1,000 tornadoes a year, there are only general warnings about possibilities of these twisters, although computer modeling allows more accurate forecasting. Still, the only specific warning people get is when they can actually see a tornado approaching with its ominous funnel. Homes and businesses along America’s ‘Tornado Alley’ in states like South Dakota, Nebraska, Kansas, Oklahoma and parts of Texas and Colorado are mandatorily required to have shelters since wind speeds of up to 450 km/h inside a tornado can rip everything apart.As survivors picked up the pieces of their lives this week in Pheta village of Bara, scientists from the Department of Hydrology and Meteorology (DHM) saw the clear footprint of a tornado: a long and narrow path of destruction, houses and walls built with masonry lay demolished, trucks and buses had been thrown about, mighty trees were uprooted – but a few metres away palm trees still stood with fronds intact and thatch homes were unscathed.Photographs taken by passengers on planes circling over Simara while waiting to land at Kathmandu airport show continuous lightning flashes inside a supercell soaring above Central Nepal with the tops of the cumulonimbus reaching more than 10,000m. Right below these planes, the conditions were getting ripe for the twister to form.Eyewitnesses describe a frightening storm that hit at dinner time, with the brunt of the damage confined to a 50m wide trail of destruction along a few kilometres towards Birganj. As our <a href="https://www.nepalitimes.com/here-now/disastrous-management-in-nepal/" target="_blank" rel="noopener">coverage of the disaster in this edition </a>explains, the tornado would been difficult to predict even with the most sophisticated equipment. Read also: <a href="https://www.nepalitimes.com/here-now/groound-zero-in-pheta/" target="_blank" rel="noopener">Ground Zero in Pheta</a>, Kiran NepalNowcasting is possible, but not for a specific locale or an exact time. The DHM has installed a Doppler radar in Surkhet, and two more are going to be set up in Palpa and Udaypur to cover the entire country. Data from these can be fed into modeling software that can detect rotating updrafts inside supercells, make predictions for rain and wind, and also gauge the possibility of twisters striking. However, even if these radars had been operational and modeling software already available, it would have been impossible to forecast a tornado hitting a localised cluster of villages in the central plains of Nepal at a specific time. And even if the warning had gone out, there would not be enough time to respond, and in the absence of underground shelters, there would still have been high casualties.For us in Nepal, therefore, there is only one thing to do: spread awareness and be prepared for more tornadoes in future as the intensity of storms increase with climate change. Extreme weather events like wind storms, flash floods, cloud bursts, glacial lake outburst floods, droughts and erratic monsoons are the new normal, and we have to improve forecasting and preparedness.Even before the 2015 earthquake, the government had been working on a Disaster Management Act. It was delayed by geological and political earthquakes, but a bill to that effect is finally going to Parliament soon. The National Reconstruction Authority should be expanded into a Disaster Management Authority that can upgrade multi-disaster preparedness, and have systems in place for rapid search and rescue, relief and rehabilitation.Bara was the first major disaster to hit Nepal since the federal constitution went into effect, and we could see that the first responders were from the Wards and Municpalities of Province 2 where the tornado struck. Central coordination local response would be the way forward in preparing for disasters to come. There were high expectations, even euphoria, when the Maoists came to power seven months ago that their revolutionary zeal would bring a new style and efficiency to the government.Most Nepalis expected that the constitution-drafting process would be messy and fraught with delays, but they were certain their lives would improve. Nobody expects miracles from Dahal and his fellow travellers. But they need to prove that they are doing more than just blaming everyone else, or at least once a week threaten to overthrow a government they themselves lead.

The new normal

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
