Daniela-Mariana Sezonov Ţane was fascinated with the teachings of the Hindu epics, and studied Hindi at the University of Bucharest before joining the Romanian foreign service. &nbsp;&nbsp;&nbsp;&nbsp;
In between, she served with the International Committee of the Red Cross (ICRC) in Nepal in 2007, the year after the ceasefire. Ţane is now Romania’s ambassador to Nepal, Bangladesh and India and is in Kathmandu this week to launch her book, Twilight Chronicles of which two chapters are about her time in Nepal. &nbsp;She spoke to Nepali Times about her impressions. &nbsp;
Nepali Times: How did you land up in Nepal with the ICRC?
Ambassador Ţane: My work with the International Committee of the Red Cross (ICRC) lasted some eight years and took me to several countries affected by conflicts or in post-conflict time. The mission in Nepal was the third one, after one year in the Tigray region of Ethiopia and 10 months in refugee camps in Eastern Tanzania. In Nepal, initially I was assigned to work on the missing people file. In June 2007 there were still some 1,200 people unaccounted for. I did some field work for families of the missing affected by conflict, recipients of a small assistance program which was meant to help them out of dire poverty.
The last months of my mission were spent mostly in Tarai, preparing the ground with the Nepali Red Cross for the<a href="https://archive.nepalitimes.com/news.php?id=14692"> first elections in 2008</a> after the king’s abdication. If you remember, there was a lot of tension at that time because the Madhesi people felt underrepresented. We were making contingency plans in case there were violent clashes.
My most memorable moment is presented in this book, in the chapter Solukhumbu. Together with my Nepali colleague, Roshan, we went to search in a very remote area for the family of a minor girl who had been separated from her loved ones a few years before. She was rescued and kept by a humanitarian group in a shelter for unaccompanied minors supported by ICRC. She expressed the wish to go back home, so we needed to see if the family was still there. After three days of trekking, we found them in a remote ward, living in a very poor house.
In the meantime, more siblings had been added to an already very poor family. But the reaction of the parents, when they saw the photo of their missing daughter, now a teenager, was a very emotional moment, as well as the insistence of one of her schoolmates to give us a letter for her, next day early morning, before we would start our long journey back.
What I loved the most in my mission in this amazing country were the people. A real bond with my Nepali colleagues at the office was created, and I keep in touch with some of them even today.
After that you became ambassador, how did the book come about?
I started writing my Indian diaries, while posted in India as third secretary and cultural attaché at the Romanian Embassy in New Delhi, beginning of 2000. My friends wanted to know more than the emails sent sporadically. It also came out of the need I felt to make India easier to grasp by my fellow citizens. After being the guide of many delegations, I realised there is a need to better explain the countless puzzling, contradictory expressions and manifestations of India. I noted in my diary the people and the moments which marked me the most.
The entries about Nepal and Sri Lanka came naturally after that somehow. Writing made me explore the various cultural, religious and social aspects of those countries where, by staying longer than a tourist, I became adopted and felt like a local. I hope the readers will like the chapter dedicated to Nepal, a country that will always remain in my heart as one of the most beautiful places I have visited, with warm people and an amazing culture.
How is being ambassador to Nepal in peacetime different from when you were here with ICRC?
Working as a humanitarian comes with a lot of field work and direct contact with people at grassroots level. Time spent in the office alternates with time in the field. There is no diplomatic glamour, just hard work, sometimes in dire or extreme conditions, to which one needs to constantly adapt. As an ambassador, the perspective is totally different.&nbsp;
It means to run both an embassy, as a manager, cultivate the contacts in all areas and at all levels with the countries where you are accredited, and work towards the deepening of ties and economic cooperation. It implies a lot of protocol aspects, and the only common ground with the humanitarian word lies in the 100% requested dedication, leaving almost no time for one self.
Romania is now in the Schengen group, how will it affect Nepalis going to work there?
Belonging to Schengen means we have to apply strictly by the book the Schengen regulations for granting all types of visas. There is no exception from the need of physical presence at the interview and of presenting all the required documents demanded for every visa type.
Nepalis will continue to go to Romania for work, provided they have a valid work permit, and they pass the interview. Nepali workers are highly appreciated in Romania, they are <a href="https://nepalitimes.com/opinion/europe-now-favoured-destination-for-nepalis">currently more than 20,000 there working</a> in many sectors like hotels, restaurants, pubs and clubs, agriculture, supermarkets, construction. They are appreciated for their seriousness, hard work, good behaviour and pleasant personality.
How much interest do Romanian trekkers and mountaineers have for Nepal?
With the increase of living standards and of wages, the past decade witnessed a growing number of Romanians coming to <a href="https://nepalitimes.com/opinion/ever-gone-wildlife-trekking-in-nepal">trek in the Himalaya</a>. I do not have any exact figures, but during the second wave of the pandemic in June-July 2021 we managed to evacuate some 60 Romanian and Moldovan trekkers and tourists with the help of our Honorary Consul General, Narayan Bajaj.&nbsp;

“The most amazing thing about Nepal are its people”

In response to the protest, 50 of the workers were sent to the Nepali Embassy in a company vehicle where they were assured that their concerns will be addressed.In fact, the embassy in Riyadh has also been asking the government to increase the number of repatriation flights since Saudi Arabia had one of the highest numbers of workers who wanted to go home, and no carrier (except Nepal’s Himalaya Airlines) operate regular flights from Saudi cities to Kathmandu.The Nepal government has <a href="https://www.nepalitimes.com/latest/flights-to-nepal-limited-by-airport-capacity/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/flights-to-nepal-limited-by-airport-capacity/&amp;source=gmail&amp;ust=1599722630367000&amp;usg=AFQjCNHi1rviPPwKe7a4QdPytranLsRicw">put a cap of 800 arriving passengers per day</a> at Kathmandu airport after limited regular flights were allowed on <a href="https://www.nepalitimes.com/banner/nepal-allows-limited-international-flights/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/nepal-allows-limited-international-flights/&amp;source=gmail&amp;ust=1599722630367000&amp;usg=AFQjCNFf85Bt0Gp97ihl_e-wgv0nKcrA3A">1 September</a>, which means the number of repatriation flights are restricted.Because of this quota, the Nepal government turned down a request by the UAE to fly 1,120 stranded Nepali workers home for free on Etihad Airways. <a href="https://www.nepalitimes.com/latest/to-many-stranded-nepalis-not-enough-flights/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/to-many-stranded-nepalis-not-enough-flights/&amp;source=gmail&amp;ust=1599722630367000&amp;usg=AFQjCNHXTov8AyEBJ5RNs3ct-M2_n0l0Kg">Transguard in the UAE</a> has also not been able to get permission to charter flights to transport its Nepali employees home.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110915114/636bb3d39c7e80680e07bb67jpeg.jpg" alt="" width="455" height="259"><figcaption>The crowded hall where many Nepali workers in Saudi Arabia have spent the past months to get on flights home. Although regular flights have resumed, Kathmandu airport can only take 800 arriving passengers a day.</figcaption></figure>“They say the daily quota at Kathmandu airport is because of quarantine limitations, but if we are going home with PCR negative reports how does the 800 cap make sense?” asks an exasperated Nepali worker with Transguard in the UAE, who like others did not want to be quoted by name.Things are going to be more difficult for foreign nationals with expired visas in the UAE after 11 September because they will be required to start paying hefty overstay fines.Another worker in the UAE who does not have employer support is worried about the high fares for flights to Kathmandu of up to AED2,500 (US$680), which is more than double the pre-pandemic flight cost. He said: “The embassy’s priority list is now useless. They are no longer deciding the passenger list like they did earlier when the most vulnerable workers were prioritised for repatriation flights. Tickets are sold to those who can pay.”Another worker added that those who had their jobs and were paid regularly also flew to Nepal on annual leave, when unemployed Nepalis like him who have been waiting for six months have not been able to because of the high airfares.“That really hurt,” he said. “It is the well-paid worker with regular salary who gets to go home on vacation. What are we to make of this?”<a href="https://www.nepalitimes.com/latest/flights-to-nepal-limited-by-airport-capacity/">Flights to Nepal limited by airport capacity</a>, Nepali TimesThe government’s much touted scheme to use the Foreign Employment Welfare Fund (FEWF) to <a href="https://www.nepalitimes.com/latest/helping-hand-for-repatriated-nepali-workers/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/helping-hand-for-repatriated-nepali-workers/&amp;source=gmail&amp;ust=1599722630367000&amp;usg=AFQjCNGeuCwJgcePWcSMT27uE353EFGMGw">pay for the tickets of really desperate workers</a> has not worked. So far, only 86 workers from Malaysia have received support under this scheme. The government has also not made any arrangement to use its own Covid-19 relief budget to support stranded undocumented workers who are the ones most in need of help but are ineligible for the FEWF supported scheme as they did not contribute to it.Meanwhile, undocumented Nepali workers in Lebanon who had paid US$800 for tickets home in March are still stuck there because of <a href="https://www.nepalitimes.com/latest/nepalis-in-cyprus-wait-out-cancelled-flights/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepalis-in-cyprus-wait-out-cancelled-flights/&amp;source=gmail&amp;ust=1599722630367000&amp;usg=AFQjCNHobgME7G0fN4hn7BXrFQNQxihzqQ">cancelled flights</a>. <a href="https://www.nepalitimes.com/latest/repatriation-regular-flights-to-nepal-to-resume/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/repatriation-regular-flights-to-nepal-to-resume/&amp;source=gmail&amp;ust=1599722630367000&amp;usg=AFQjCNG_SddFlOig9JmNlUwtOjtSZIrN8w">Repatriation flights</a> from Beirut by Nepal Airlines were announced, but never happened.Most of those stranded in Lebanon are female household workers, who have also been affected by Lebanon’s faltering economy, especially after <a href="https://www.nepalitimes.com/latest/nepalis-caught-up-in-beirut-blast-recount-horror/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepalis-caught-up-in-beirut-blast-recount-horror/&amp;source=gmail&amp;ust=1599722630367000&amp;usg=AFQjCNHrHsIYitRhvIzQMYIAGdLory50bw">the Beirut blast last month</a>.Said one of them: “As stay-out domestic workers, we do not get cleaning jobs as often anymore. And no one has come forward to help in the midst of this pandemic, the economic crisis and the blast.”The root of the problem is the high cost of the <a href="https://www.nepalitimes.com/latest/to-many-stranded-nepalis-not-enough-flights/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/to-many-stranded-nepalis-not-enough-flights/&amp;source=gmail&amp;ust=1599722630367000&amp;usg=AFQjCNHXTov8AyEBJ5RNs3ct-M2_n0l0Kg">limited number of flights</a>, and the month-by-month schedule which makes it difficult for employers to organise the paperwork for returning workers. An embassy official says missions do not have a role anymore on who gets on a plane. The travel agencies and the airlines decide, based on the daily airport arrival quota in Kathmandu, which means the most desperate workers cannot get home.Some employers who were earlier willing to pay for repatriation are now proposing cost-sharing with workers because the fares are higher than normal. But many of the workers have been unemployed for six months, and have run out of savings.Says a Nepali worker involved in the protest in Riyadh on Tuesday: “We staged the protest out of desperation because no one was paying any attention to us. Nepalis in Saudi Arabia stage protest

Both of India’s Upper and Lower Houses of Parliament <a href="https://edition.cnn.com/2019/12/11/asia/india-citizenship-amendment-bill-intl-hnk/index.html" target="_blank" rel="noopener">passed the Citizenship Amendment Bill</a> (CAB) which tightens laws regarding citizenship.Assam’s National Register of Citizens (NRC), published on 31 August 2019, generated protests all over India because it was missing 1.9 million residents. About 100,000 Nepalis, whose ancestors have been living in the northeast Indian state for up to 200 years, were among those excluded from the list for technical reasons like marriage, migration, differences in last name, mistakes or lost documents. They are now terrified that they will not be counted as Indian citizens. They are listed as ‘D Voters’ meaning ‘Doubtful’ Voters.In November, Indian Home Minister Amit Shah declared in parliament that the list would be expanded over the entire country, and his ruling BJP appears determined to implement NRC countrywide. It has amended the constitution and got CAB passed by both Houses which will make it easier to implement the NRC, which will ultimately affect the status of <a href="https://archive.nepalitimes.com/regular-columns/Connecting-dots/Darjeeling-and-the-idea-of-Nepal,944">Indians of Nepali origin</a> at present and future.Since 1951, Assam has been the only Indian state to have created and updated its register of citizens. The NRC is said to be an attempt to discover ‘foreigners’ residing illegally in the state. The concept of the NRC came up in 1951, after India became independent and held its first census. Its purpose later was to differentiate between Assam natives and Bangladeshi refugees.During British rule, many people from Bihar, Bengal and Nepal migrated to Assam to work on its tea estates and settle on empty land. After Partition and the breakup of Pakistan there was a large influx of as many as 1 million refugees from Bangladesh, first due to the language struggle and crackdowns by the Pakistan Army in 1971. After Bangladesh became independent some returned home, but many stayed on in Assam.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151124/636a66d59c7e80680e0599a8jpeg.jpg" alt="" width="960" height="720">The Citizenship Amendment Bill makes it easier to implement the NRC across the country. Opposition parties are protesting strongly against it, and a dozen people have been killed in <a href="https://time.com/5752186/india-protests-citizenship-act/" target="_blank" rel="noopener">violent demonstrations across the country</a>. The Indian National Congress and the Mamata Banerjee-led All India Trinamool Congress and the Marxist Communist Party are spearheading the protests, but many of the student demonstrations in universities have been spontaneous.Protestors claim the bill undermines India’s democratic system and secularism. CAB has provisions to provide citizenship to Hindu, Christian, Sikh, Persian, Jain and Buddhist refugees who have fled persecution in the neighbouring countries of Pakistan, Afghanistan and Bangladesh, but <a href="https://time.com/5746688/india-citizenship-amendment-bill/" target="_blank" rel="noopener">denies Muslims the same facility</a>. Many also fear that the bill endangers the identity, language and culture of the natives of Assam and neighbouring state, Tripura.Mamata Banerjee, chief minister of West Bengal, has already declared that she will not let the NRC be implemented in West Bengal. People in northeast states including Assam, Tripura, Sikkim and Darjeeling, have held many protests against the bill.Arunachal Pradesh, Mizoram and Nagaland in Northeast India are exempted from the bill because they are restricted states, where even Indian visitors need permits to enter. That ‘Innerline Permit’ will also be implemented in Manipur eventually. But Sikkim falls under the new law, which has created confusion.Sikkim was a sovereign country until 1975, becoming India’s 22nd state after annexation in 1975. Sikkim Chief Minister PS Gole has declared that the CAB and NRC will not be implemented in the state. Supported by Sikkim’s opposition parties, he has requested the Indian government to also exempt Sikkim.In Darjeeling, the Vinay Tamang and Anit Thapa-led Gorkha Janamukti Morcha (GJM), and the Dr Harkabahadur Chhetri-led Jana Andolan party have opposed the CAB, but the Gorkha Rashtriya Mukti Morcha and another faction of the GJM support both CAB and NRC.When he presented the CAB in parliament, Home Minister Shah claimed that all those who were excluded from Assam’s NRC were infiltrators, not Indian citizens. The GJM’s Tamang issued a press statement refuting that allegation, and demanded that before the NRC is implemented Indian Nepalis  should be included in the list of ‘Original Inhabitants of India’ and be a protected community.Nepalis have been <a href="http://archive.nepalitimes.com/news.php?id=2053#.XfsquJMzaUl">living in Indian states like Darjeeling and Assam</a> for more than 200 years, working on tea estates and farms. In fact, Nepali speakers are better settled in northeast India than many Bengali speakers, but many of the Nepalis do not yet have land deeds and it will be even more difficult for them to get the rights if the NRC is implemented.The 1950 Nepal-India treaty gave Nepali and Indian citizens the right to freely come and go in each other’s countries, although India requires visas from Bangladeshis and Pakistanis. The issue of the identity of Indians of Nepali origin has fuelled an agitation for autonomy in the Darjeeling hills for many years. Subhas Ghising proposed that they be called ‘Gorkha’ to differentiate them from Nepali citizens. But this is not legally, or widely, accepted. There are no Nepali refugees in India.During the election campaign, Home Minister Shah assured people that the NRC would not affect ‘Gorkhas’. But they are still confused regarding citizenship bill and register. The Nepalis of Assam, where the NRC has been implemented, are especially concerned about how to be counted as Indian citizens.

Indian Nepalis alarmed by Citizenship Amendment Bill

This includes 43.4% of families in Far-Western Province, where most migrate to India. Gandaki Province is next with 38.3%, while the number is 18.3% in Province 3, which includes Kathmandu.A nationwide survey by <a href="http://www.sharecast.org.np/" target="_blank" rel="noopener">Sharecast Initiative</a> shows that most of the $6.6million that the 4 million Nepalis working abroad sent home is used for basics like food (60%), clothing (42%), medical treatment (36%) and children’s education (35%). Only 1% say they send money home with friends. Hundi transfers are lowest in Province 3 (24%), while bank transfers were lowest in Far-Western Province (21%).Thanks in part to these foreign earnings, the survey reports a number of positive developments: 94% of respondents had electricity, 95% had latrines, 74% (which is still low) had a drinking water supply, 75% now live near some kind of road, and 70% of households use LPG for cooking.Nepal’s poverty rate has fallen dramatically due to remittances, which could be why survey results show that 41% of Nepalis feel the country is headed in the right direction. What should shock Nepal’s politicians is just how low an opinion the people have of them. More than 54% of respondents said they did not believe what political leaders said, and half did not trust the parties. More than a quarter did not trust the Federal Parliament, and 26% were not satisfied with local governments.

Outward bound

Indeed, the way the question is framed in the Nepali language gives broad leeway for interpretation: if we should be going north, any course bearing between 270 degrees to 90 degrees would mean we are more or less on the right track.The question was part of a public opinion survey carried out by Kathmandu-based <a href="http://www.sharecast.org.np/" target="_blank" rel="noopener">Sharecast Initiative</a> in January among a statistically representative sample of 4,129 respondents in Nepal’s 42 districts. The survey takes the pulse of the nation, showing the general mood of Nepalis two years after local governments took office, and a little over a year after the federal and provincial governments were formed. Even if 41% of respondents felt the country was on the right course, a full 27.1% felt Nepal was headed in the wrong direction, and 22.6% were undecided (see chart above).One of the more positive outcomes of the survey was the response to a question on which facilities people have in their homes. The government’s initiatives over the past four decades on safe drinking water, sanitation, rural electrification and infrastructure appear to be yielding results. Well over 90% of Nepalis now have access to electricity and latrines. Three-quarters live near a road, or use gas cylinders for cooking. Although the 74% with access to safe drinking water is still quite low, and only 5% of mountain dwellers live near a black-topped road, overall the country is making progress. Which may be why so many seem to think that Nepal is headed more or less in the right direction.However, there is growing public dissatisfaction with the government: only 4.2% were happy with the functioning of the federal government, 35% were dissatisfied and nearly 61% said they were neither satisfied nor dissatisfied. The greatest discontent is in Province 3 and Far-Western Province. People in the centre and the periphery both give Kathmandu failing grades.People do not seem to have faith in the federal Parliament either: more than a quarter of respondents said they did not trust the legislature, only 7% said they trust it, and 43% were ambivalent. More than a quarter of respondents said they had a family member working abroad, with the highest percentages among Muslims and Hill Dalits, and in Far-Western Province. Tarai 'High Castes' in Province 2 and Tharu households had the fewest members abroad. Most of the money sent home by overseas workers goes into subsistence (food, clothing, children’s education and medical treatment), and very little of it is invested in land, saved in banks or ploughed into productive sectors.Opinion surveys are a way for a democratic country’s rulers to gauge the public mood between elections. They should also be a wake-up call so course corrections can be made. They are a tool available to politicians, the bureaucracy and other agencies of the state to see if their actions fulfil the aspiration of citizens. Many of these checks and balances in a country are performed by democratic institutions and the mass media, but when the performance of other sectors of the state (legislature, judiciary, executive, bureaucracy and the security agencies) is not at an optimum, opinion surveys directly reflect the public’s frame of mind.It is clear from some of the results of the survey in this edition that citizens’ faith in government is faltering, that a large section of the public does not trust politicians and that they are unhappy with the slow pace of development. Yet, they have not given up hope and hold out the expectation that things will get better. It is still not too late for the NCP government to go beyond slogans, deliver more than rhetoric, and walk the talk.

Can't get no satisfaction

It now looks like there was a dark side to this success: four Nepalis restauranteurs in Finland have been found guilty of human trafficking, discrimination and tax evasion.One of the Nepali migrant restaurant workers, Maila, was brought to Finland by an accused to work in Mount Sherpa restaurant in the town of Kuopio in Varkaus district court. Police started investigating the establishment after he filed a complaint, and found two more Nepalis were also underpaid.After the verdict, Maila has had to endure threatening messages from his former employers. “I was aware enough to know my rights, but most Nepalis who come here are not. I wanted to show fellow Nepalis that they have to be aware of the risks,” he says.There are a range of Nepalis in Finland from engineers and managers, teachers, as well as students who sometimes work on the side as cooks and waiters. Earnings are good, and Nepali restaurants have become popular in Finland with their modified menus that combine naan and curry combined with dal bhat and momos.But beneath the surface, there have been indications that all is not well. There was no problem if they worked in Finnish companies as the labour laws are clear and strict. But when workers are brought to Finland through personal connection, they have to accept the salary offered so they can pay back loans.  Few Nepali workers are not willing to talk for fear of losing even the jobs they have, but the Finnish press has reported on South Asian restaurants selling work visas, trafficking, and violating Finnish labour and tax laws.Last month, Finnish District Court Judge Minna Koskinen from North Sawo District Court found four Nepalis Basanta Adhikari, Purna Adhikari, Srijana Ghimire and Ava Pokhrel  guilty, fined them a total of € 227,199 and sentenced the main employer to prison for 1 year and eight months and another to six months. They also had to compensate Maila, Kancha and Saila with back pay.Maila has a masters degree in Business Management, but could not find a job so took cook training to work abroad. When a friend approached him to go as a cook to Finland where his brother owned a Nepali restaurant, he readily agreed to migrate.An agreement he signed with the owner set a full salary as per Finnish government rules, and working hours stipulated by local labour laws with weekends off. However, he was made to work round the clock with no weekends. The employer also opened two accounts in Maila’s name, one having salaries as per the contract to show the Finnish authorities. But he kept bank cards which he and his wife used for personal expenses. He deposited some money into Maila’s other account. Police used evidence from the two bank cards in their investigation, and presented it to the court.Maila says he learnt this was standard operating procedure in many Nepali restaurants in Finland. After a year-and-half, Maila filed a complaint, but first had to prepare to be ostracised by the Nepali community. He says he wanted to make his employers and other South Asians here accountable to their workers who were mostly not educated, not aware of their rights, or afraid to raise their voices against their employers.“As laws in Finland are very strict, we do not get involved in legal issues of Nepali workers here,” explains Basanta Gautam of the Non-resident Nepali (NRN) National Coordination Council of Finland, “however, we think there is a need of awareness to both employees and employers regarding employment rules and regulations in Finland.”As per Finnish law, since all five perpetrators admitted to their crimes and agreed to pay all financial obligations together with interest and taxes, they have been exempted from imprisonment, but will remain under probation.Another Nepali in Finland says many migrant workers have come to Finland on verbal agreement from a restaurant owner, but they are desperate to get a toe-hold in Europe. Employers think they are actually doing the workers a favour by bringing them over, and some restauranteurs say not all worker complaints are valid and they “play the victim card”.NRN CEO Hemant Dawadi says: “Safe Migration and respectable foreign employment concerns us, and we provide advice and counselling whenever approached.” He admitted that NRN had no figures for the number of Nepalis who work in establishments owned and managed by the diaspora. Although the organisation gets frequent complaints, Gautam says the NRN Associaton is not a policing authority.After the verdict, Maila has had to endure threatening messages from his former employers. “I was aware enough to know my rights, but most Nepalis who come here are not. Nepali restaurateurs fined in Finland

It took 100 years for the first billion people to say 'hello' on a landline phone. In the early 1990s, the only way to get a phone line in Nepal was to pay a hefty bribe or to register a company and to get a landline.In India, the joke in the old days was that 5% of the population had phones, and 95% was waiting for a dial tone. And across the border in India 'ISD, STD' were ubiquitous acronyms because long after Nepal’s telecommunications went digital in the 1990s, India still had analog phones under the ‘Be Indian, Buy Indian’ philosophy. Then it was cyber cafes, and now even those have been replaced by smartphones.In Nepal, the government does not distribute free mobile phones, and there are no donor-funded projects subsidising these devices. Yet everyone, rich or poor, has a phone. On the other hand, the government with donor support has been building toilets and providing free material and training. China’s next great leap forward is to skip credit cards and go straight into the mobile phone payment.The government now wants to provide online services hoping to fight corruption by reducing human contact. People now go online to pay bills, check a recipe, find offices and meeting locations, check on the people they are about to meet, do research, find images and to show off selfies with celebrities.You can listen to a great lecture, read archived articles in far away libraries, video chat and negotiate deals. One wonders how the world even functioned when we were not online. The <a href="http://archive.nepalitimes.com/blogs/kundadixit/2015/05/27/a-month-that-felt-like-a-year/" target="_blank" rel="noopener">earthquake of 2015</a> taught Nepalis to make a shift from a downloading society to an uploading one. We simply do not upload enough, but things are changing due to the social media and the trend of sharing images online.It will be interesting to analyse the data to see how many photos will be uploaded in this week’s weddings. T<a name="_GoBack"></a>hey needed physiotherapy, but her father refused to visit a hospital. So they had to get the physiotherapist at home. Both are recovering thanks to home treatment.<a href="https://doctorsonkall.com/">Doctors on Call Nepal</a>, which provided the service to Bajracharya’s parents, is one of many new home care services that have come up in Nepal as the population ages, and their offspring are either abroad or busy at work.“My father is very talkative, so I was worried that he might offend the doctor on call,” Bajracharya says, “but the whole experience turned out to be very useful both for my parents and me, because of good communication and coordination. Now I know I have someone to turn to if my parents need care again.”Home health care has also helped provide jobs in Nepal for staff nurses and caregivers who may have otherwise have <a href="https://www.nepalitimes.com/here-now/migrating-males-and-population-decline/">migrated abroad</a>. In turn, as more and more young Nepalis go abroad to study or work, there is a growing demand for care givers who can take care of elderly parents at home, or take them to hospital for treatment.Another service provider is <a href="http://healthathome.com.np/">Health at Home</a> (see box) which was established in 2009 and has now grown into a nationwide network with units in Pokhara, Chitwan and Biratnagar besides Kathmandu.“In the West, every hospital has a home care unit. Its prospects in Nepal indicate that it is the future of medical care, which needs continuous innovation,” says founder Bishal Dhakal.Health at Home and others provide a range of services from nurses, doctors, physiotherapists and lab technicians on call to caretakers, travel support and appointment management. Many provide full doctoral supervision, while a few outsource nurses and caregivers only.The demand for care-givers is new in Nepal, and has grown exponentially to meet growing demand. Their work includes non-professional assistance which nurses do not perform, and some families prefer male health assistants.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110714118/636903889c7e80680e037ccajpeg.jpg" alt="" width="640" height="808"><figcaption> </figcaption></figure><a href="http://healhomecare.com/">Heal Home Care</a> and <a href="http://www.sshealthservices.com/">Shraddha Saburi Health Service</a> outsource female nurses and caregivers, employing more than a hundred trained personnel each, and one-third of them have been hired by Nepalis living abroad who want their parents cared for.Along with an improvements in physical health, many doctors and clients have also felt that such a service has positive effects on the mindset of elderly people, who prefer not go to a hospital. A simple follow up call or a quick visit brightens up the mood of elderly people who are often lonely, anxious or depressed because of health issues and separation from children.While the increasing demand has led to the mushrooming of home care in Kathmandu, health experts are worried that the quality of care may go down and put the health of the elderly at risk.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110714118/6369038b9c7e80680e037ccbjpeg.jpg" alt="" width="640" height="860"><figcaption> </figcaption></figure>Ramesh Kadel, Nepal’s first Geriatric Specialist, expresses concern over nurses trained in specialized care of the elderly. Our society is not fully geriatric friendly yet, and negligence of elderly people’s health is still prevalent, we need to be more aware and careful.”For the first time in world history, <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/need-to-prepare-for-ageing-society,3624">the population of people above 60 has exceeded that of children below 5</a>, and in 30 years more proper and holistic health care will be needed for the aging population.“There has been a lot of research and experiment on child health care, but proper research is lacking in the field of geriatrics. The company <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/Doctor,344">Health at Home won the Surya Nepal Award in 2012</a> for the concept of a socially responsible business. It hasn’t looked back.Nine years later, Health at Home has grown into a nationwide network of home care service company with centres in Pokhara, Kathmandu, Patan, Chitwan and Biratnagar providing much-needed home care for Nepal’s rapidly-aging population. With young men and women migrating abroad for work and studies and a growing demand from their elderly parents for health care, Health at Home is planning to open four more centres.“When we started, it was a small idea. With innovation, the idea turned into an industry and today we look forward to be an influencer that provides global standard health facility in the comfort of patient’s own home,” explains founder Bishal Dhakal.As it grew, the company has corporatised its structure with four partners, and CEO Amit Shrestha. The idea is to serve people in their community by building care capacity through an accountable, transparent and predictable process.“The concept of home care ten years ago was just to send nurses home to take care of the elderly. We are trying to constantly innovate and meet demands from patients for specialised care,” says Dhakal.Shrestha says Health at Home is poised to be a global player in virtual health care. The company is partnering with Samsung to invent a virtual platform for data management of home care parameters. So far, Health at Home has built up a reputation for reliable and personalised care that is responsive to the needs to patients.With Nepal’s population expected to reach 33 million by 2030 with nearly 15% of them above  65, there will be an ever-greater need for elderly care. Canada’s federal and provincial governments institutionalised racist legislation that dispossessed indigenous peoples from their lands, tearing children away from their parents, lodging them with white foster parents or shipping them off to assimilationist Indian residential schools where many students died and all were prohibited from speaking their ancestral languages.Until 1952, Canadian legislation prevented indigenous people from turning to the courts for help with government injustices. Only in 1960 did the government grant indigenous people the right to vote in federal elections without losing their treaty rights and ‘Indian’ status. The story of the resilience of indigenous communities across Canada over the last 150 years is one of local endurance and immense perseverance against the very objectives of the nation itself.Yet, over the last few years, Canada has been experiencing an ‘indigenous moment’. Across the country, programs that honour indigenous history and understandings are being rolled out at elementary, secondary and university levels.Overall, Canada’s indigenous communities are in the limelight, albeit in sometimes uncomfortably instrumentalised ways. The bitter irony of the current context is inescapable: colonial governments have for centuries marshalled their economic, military and administrative might to extinguish indigenous peoples. Now, in the eleventh hour, they are looking to strengthen and celebrate the very diversity that they set out to destroy.Why is this happening? The simple answer is that much land and many resources are still legally owned and controlled by indigenous peoples in Canada -- land and resources that the Canadian state is eagerly eyeing to exploit, expropriate and monetise. If Nepal has never been colonised, can it ever be, or does it need to be, de-colonised? This discussion is gathering momentum in the scholarly community. A well-attended panel entitled ‘Decolonising Research in the Himalayas’ at the Association of Nepal and Himalayan Studies Conference hosted by the University of Colorado, Boulder, in September 2017 generated heated, if necessary debate.For most of my indigenous colleagues in Canada, decolonisation is not a metaphor. Rather, it involves implementing tangible, measurable and structural changes in who controls, creates and administers knowledge. Decolonising education and research are about substance not symbol, and necessarily involving a sincere commitment to promoting indigenous voices in the academy and in society.Nepal’s federal restructuring provides a unique opportunity for the state to engage deeply with th<a href="https://www.nepalitimes.com/here-now/hail-to-the-chiefs/" target="_blank" rel="noopener">e needs, goals and dreams of the hundreds of indigenous communities </a>who contribute to this richly diverse nation. Celebrating and promoting inspiring indigenous voices (whether in Canada, Nepal or in other multi-cultural federal democracies) helps make a country stronger, more representative and more just. Do Nepali attitudes need to be decolonised?

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more.
