This is the 65th episode of Diaspora Diaries, a Nepali Times series in collaboration with Migration Lab. Right from my childhood, it seemed like I was lost in my own world. I was not interested in studying, I never paid attention in class and was completely disconnected from what the teacher was saying. I was not into <a href="https://nepalitimes.com/opinion/migrant-worker-finds-farming-in-nepal-more-rewarding">farming</a> or chores, which used to make my parents angry. Instead, I would scribble on the walls using clay and our <a href="https://nepalitimes.com/here-now/opening-their-home-to-others">mud-thatch house</a> was covered with my amateur art. There was <a href="https://nepalitimes.com/here-now/how-they-kept-nepal-in-the-dark-ages">no electricity</a> and I used to draw all night in the light of an oil lamp. My parents used to be irritated, but they started understanding my obsession with art. With time, my <a href="https://nepalitimes.com/here-now/early-nepal-drawings-come-full-circle">drawings</a> started improving. A turning point was when I drew my grandfather’s sketch. It brought a smile to his face.&nbsp; I overheard him talking to my father and other elders, saying the drawing was very realistic. That was very encouraging. But in class, teachers would punish me for not paying attention -- except my principal, who is now in his 70s, and encouraged me to participate in district-wide competitions. While I never did, the acknowledgement uplifted me. After Grade 7 I had to switch schools to one that was two hours away. My craft improved, and the science teacher was impressed with my artwork. By Grade 10, I was getting recognised for my art and would even be paid, for example by the school, to paint its signboard and drawings.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025042705048_70b1e770c5c7126beaaf9b91c0eed0cbdb5ebf4abbfb64734a294664078c6de0.jpg" data-media-id="editor_4" data-image-id="2025042705048_70b1e770c5c7126beaaf9b91c0eed0cbdb5ebf4abbfb64734a294664078c6de0" data-rendition-name="original" width="1080" height="590" loading="lazy" alt="The world of a working artist"> </figure>  My uncle’s son told me it would be a good idea to go to Lucknow to pursue my <a href="https://archive.nepalitimes.com/article/review/Dhwoj-Gurung-Review,1936">passion for art</a>. There in India, I was exposed to diverse talent. My cousin had seen something in me, and we even started an Art Shop, which was a great learning experience.&nbsp; After Lucknow, I went to Chitwan to work at an art gallery under Prakash Thapa, a renowned artist who became my mentor. I used to watch his work closely as an employee and followed instructions, but I still lacked in-depth knowledge since I did not have any formal training.&nbsp; He advised me to go to Kathmandu and join Lalit Kala campus. I had the hunger to learn, but the campus did not take a student who had not passed SLC. So I went back to school, and was embarrassed that my former classmate was now my teacher. But I did not let that hurt my pride.&nbsp; Unlike my<a href="https://nepalitimes.com/here-now/82-in"> childhood days</a> as a weak student, this time I had a newfound purpose as a student. I passed, and I used to go to Lalit Kala Campus in the mornings and work during the days.&nbsp; One day, a friend offered me a job in Saudi Arabia where I could get paid to do art. Lucknow, Chitwan, Kathmandu—I had switched lanes, but now I had finally found a clear path that offered more stability and allowed me to focus on art.&nbsp; Starting in 2006, I worked in Saudi Arabia at an art gallery for ten years. I used to draw <a href="https://nepalitimes.com/banner/nepali-calligrapher-at-large">large paintings</a> that were kept in Saudi mansions and even palaces. I also painted ceilings, walls, even swimming pools.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250427050412_6685d36eca2fcd92649bb8d8d3f93972f62337c416c1caeca96999f83db88384.jpg" data-media-id="editor_8" data-image-id="20250427050412_6685d36eca2fcd92649bb8d8d3f93972f62337c416c1caeca96999f83db88384" data-rendition-name="original" width="720" height="942" loading="lazy" alt="The world of a working artist"> </figure>  Taking up art professionally in Saudi Arabia also introduced me to the works of global artists like Van Gogh and Picasso and helped me grow. But as an artist, I had to create <a href="https://archive.nepalitimes.com/news.php?id=13008">my own identity</a>, give my work my personal touch.&nbsp; At first, we copy the works of the great masters but as we mature, we start adding our own individuality. This is perhaps the journey of all creators, including singers who start by covering the songs of the greats.&nbsp; After a decade in Saudi Arabia, I returned to Nepal in 2017, but I did not find what I was looking for. And the money here also did not allow me to fulfil my duty as a father. After two years, I migrated to Dubai to work as an interior decorative artist. While I have painted art that hangs on the walls of some of the most luxurious palaces in the Middle East, I come from humble beginnings in Nepal.&nbsp; I had started out painting on clay walls of my home with brushes made from the tail hair of cows. Those art pieces I made on the walls of my house are now just etched in my memory. I had struggled in Saudi to get wider recognition as an artist but in Dubai, it was different. I started making portraits of famous Nepali personalities during my free time. These sketches, such as my picture of the late Satya Mohan Joshi, got wide attention on <a href="https://nepalitimes.com/news/no-comment">social media</a>. I am hungry for art. When we are hungry, we find food no matter what. It is the same with art. When you have a hunger to create, you will create no matter what. In Saudi Arabia, I used to paint all night before going for my full time job in the morning. You never get tired, you are always encouraged and focused. Your creations will fuel you, make you content. And the more you enjoy it, the more excellence and depth there is in your work. But other than art, I am also interested in music and literature. Perhaps it is in my genes as both my parents were into music and they used to sing during community events in the village. As children, we used to write songs and sing them during cultural events. From songs, I started dabbling into poetry. Just the way I learnt art through noted artists, I also tried to learn from great poets like Bhupi Sherchan and <a href="https://nepalitimes.com/review/laxmi-prasad-devkota-in-english?fbclid=IwZXh0bgNhZW0CMTEAAR2VmkikQOjLTMsX1QRb8N6WjgJJ6IL1mMUb5F9Q4GDYodQVsMOhLnhj5rQ_aem_YhzUzG_aT5Mdxf4-pbVIgg">Laxmi Prasad Devkota</a>. I have published two books of <a href="https://archive.nepalitimes.com/news.php?id=10242">poems</a>, and my third one, Dhago, will be released this June in Darjeeling by Buk Ant. When I retire from my <a href="https://nepalitimes.com/banner/speaking-the-language-of-overseas-work">life overseas</a>, I want to dedicate my time to more art and literature. All of us have our own priorities in life. Some are driven by money, others by community service. People often ask me why I do not have property in Kathmandu despite spending so many years overseas. I have never hankered for material goods. I enjoy <a href="https://nepalitimes.com/review/art-and-poetry-in-motion">art and literature </a>and want to get lost in it. Just like when I was a boy, I am lost in my own world.

The world of a working artist

Increasing numbers of Nepalis have been flocking to Europe as students and workers, or paying traffickers to sneak in through the back door. And no other country in Europe seems to be as popular a destination as Portugal for them to seek a better life. According to Gabinete de Estratégia e Estudos (GEE) in Lisbon, the number of Nepalis in Portugal had crossed 21,000 even by 2022, and it is expected to be much higher now. This year, Nepal established a resident embassy in Lisbon. Portugal was the most appealing destination for Nepalis and other immigrants because of its immigration-friendly policy that allowed them to ultimately obtain European permanent residence or passport.&nbsp; Even Nepalis from other parts of Europe, like Malta, Cyprus, and the UK used to flock to Portugal. When Russia invaded Ukraine in 2022 and foreigners were allowed to pass into Poland, many of the 7,000 Nepalis in Ukraine ended up in Portugal.&nbsp; Non-Europeans could directly move to Portugal without a job contract and later request residency after paying social security for a year. But everything changed in June 2024 after Portugal repealed a key migration policy, requiring migrants including those from Nepal to have an employee contract before arriving. Most Nepalis here work in hospitality, agriculture, or manufacturing. But at their salary levels, they can barely afford soaring house rentals. Nepalis interviewed for this article and pictured here said they hardly had any savings to send home after paying for immigration lawyers or middlemen. Thousands of immigrants are applying for residency permits but it takes years to get them, and without legal documents they cannot even go back to Nepal without jeopardising their chance of finally getting Portuguese citizenship. Back home they have family, friends and hefty loans. Vision Gurung, 29, from Pokhara came to Portugal in 2023 from Croatia after working there in construction. He started as a farm worker, but soon quit because it was too physically taxing.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250404150412_43274129da8532006b9a575f0639a2afeffe52a6269ab200d483c59973535c0a.jpg" data-media-id="editor_0" data-image-id="20250404150412_43274129da8532006b9a575f0639a2afeffe52a6269ab200d483c59973535c0a" data-rendition-name="original" width="4403" height="3145" loading="lazy" alt="Vision Gurung"> <figcaption>Vision Gurung</figcaption> </figure>  Now he works at a sushi restaurant and earns €1,100 a month and gets free food and accommodation. Gurung’s temporary residence permit is on its way, and he wants to go home after his it is issued. Amos Tamang, 30, is worried that he has not yet found a Portuguese person to go with him as a witness to the local government office, a requirement to process his temporary residence permit. He came to Portugal last year from Romania just after the new immigration policy was announced and remembers sleeping hungry in the streets.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250404150416_8b444a7f02d0e6093da83dd01c643d2f4dec33e62f98f1af037f8b7524586e57.jpg" data-media-id="editor_1" data-image-id="20250404150416_8b444a7f02d0e6093da83dd01c643d2f4dec33e62f98f1af037f8b7524586e57" data-rendition-name="original" width="5369" height="3835" loading="lazy" alt="Amos Tamang"> <figcaption>Amos Tamang</figcaption> </figure>  Tamang has two children and a wife back home, and has now found a restaurant job earning €1,000 a month. At Namaste Porto restaurant he looks pensive as he tells a visiting Nepali: “There’s still a long way to go, If I can’t make it here I will go to Spain, I may have better luck there.” Bikas Saud, 31, shares a rented room with six others in Porto, on the Atlantic coast north of Lisbon. Three are from Nepal and the other three are from Indian Punjab. Saud came to Portugal last year from Cyprus and struggled for months before finally finding a job at a Chinese company. But he was fired without notice after 15 days.&nbsp; Now he works at a restaurant and says: “I want to go to Nepal and get married, that is the first thing I will do after getting a residence permit.” Rajani Garbuja, 28, came from Nepal just three months ago and started working at Namaste Porto. She arrived on a dependent visa through her husband, who lives near the Spanish border and works on a farm.&nbsp; “I am finally together with my husband after two years, but it looks like the paperwork will take time,” says Garbuja, whose husband comes to visit once a month. She only earns €500 a month working 12 hours a day for six days a week at the restaurant.&nbsp; As immigration becomes an election issue in Portugal (left), Nepalis here fear that the policies will become stricter and they may never get their residence permits. The conservative populist Chega party saw a surge of support in last year’s elections, and hopes to win bigger next time.

In limbo in Lisbon

<figure><img width="2250" height="3149" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/637203509c7e80680e0b2800jpeg.jpg" alt=""/><figcaption>Illustration: SWORUP NHASIJU</figcaption></figure>On 26 January, Nepal will elect 20 members to the National Assembly to replace those  retiring from the Upper House following the end of their four-year terms, marking the beginning of the second series of elections under the federal system. Leaders of the governing five-party coalition have already divided up the 19 electable seats amongst themselves, and appointed their nominees – making it certain they will win. The <a href="https://www.nepalitimes.com/latest/tis-the-season-of-conventions-in-nepal/" target="_blank" rel="noopener noreferrer">general conventions </a>of three of Nepal’s biggest and most influential parties in the last months, which were mini elections unto themselves, marked the beginning of campaigning for <a href="https://www.nepalitimes.com/here-now/all-eyes-on-2023/" target="_blank" rel="noopener noreferrer">local and federal elections</a> in the coming year. All major parties including the <a href="https://www.nepalitimes.com/latest/nepali-congress-party-time/" target="_blank" rel="noopener noreferrer">Nepali Congress</a> (MC), <a href="https://www.nepalitimes.com/latest/post-convention-uml-eyes-set-on-elections/" target="_blank" rel="noopener noreferrer">UML</a> and the Maoist Centre (MC) retained their gerontocracies.Preparations are now underway for local elections, which the Election Commission has recommended should be held on 27 April across the country. Nepal conducted its first legislative assembly elections as a multiparty system in 1959. Since then, there have been 10 elections for the National Legislature, with the 2017 general elections being the first of its kind after the country ushered in federalism. The year also marked the first time sub-national elections were held in 20 years.There were 14.2 million ballots cast during local elections in May 2017. However, the number jumped to 15.4 million in provincial and parliamentary elections in November the same year. Read also: <a href="https://www.nepalitimes.com/here-now/all-eyes-on-2023/" target="_blank" rel="noopener noreferrer">All eyes on 2023</a>, Mukesh PokharelIn March 2021, the Election Commission stopped voter registration and published an updated list of 16.2 million voters after former Prime Minister <a href="https://www.nepalitimes.com/latest/oli-sweeps-uml-party-polls/" target="_blank" rel="noopener noreferrer">K P Oli</a> dissolved Parliament and announced early elections. The registration process resumed after the Supreme Court reinstated the house in July.And right after the Election Commission announced the National Assembly polls in November, it also announced the beginning of a month-long special voter registration program during which an additional 600,000 Nepalis registered.  As elections approach, Nepal’s political discourse is already dominated by <a href="https://www.nepalitimes.com/editorial/volatile-mix-of-politics-and-religion/" target="_blank" rel="noopener noreferrer">parties stoking nationalistic and religious fervour</a>.  This has made for surprising political partnerships, with the Hindu-right and leadership from self-proclaimed ‘alternative’ parties uniting in their rejection of federalism, secularism and even republicanism.And if their <a href="https://www.nepalitimes.com/latest/unconventional-party-conventions/" target="_blank" rel="noopener noreferrer">general conventions </a> were any indication, the parties will use this rhetoric to vilify opponents and gain voters at the expense of issues most pertinent to the people, such as education, migration, healthcare, the economy and the pandemic. <img width="960" height="640" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114091156/637203539c7e80680e0b2801jpeg.jpg" alt="">In an ideal democracy, elections force public officials to be accountable. Candidates are elected based on promise of performance. But in Nepal, the polling system itself lacks transparency -- right from election funding. But electoral reform measures like re-demarcation of constituencies based on population, polling systems and voting rights of diaspora Nepalis who cannot cast votes in person, remain neglected.There has been much back and forth about the demarcation of election constituencies. While Article 286 (5) of Nepal’s Constitution states that the delineation should be done on the basis of population and geography, Madhes-based activists have pressed for constituencies to be divided on the basis of the population only.Read also: <a href="https://www.nepalitimes.com/editorial/battle-lines-drawn-for-nepal-elections/">Battle lines drawn for Nepal elections</a>, EditorialThe government formed a five-member Constituency Delimitation Commission to look into possible rearrangement of constituencies for the federal and provincial elections in July 2017. The commission demarcated constituencies by giving 90% weightage to population size and 10% to geography.Govind Subedi, a professor of population studies at Tribhuvan University, has argued that recent practices have gone in the ‘wrong direction’. He writes in his book Political Demography of Nepal: 'The uneven distribution of representatives … is likely to increase if we adopt a population-size only-method [of delineation] … it can have a far-reaching implication in the geo-polity of Nepal.'Subedi, who was an adviser to the Commission, continues: ‘It is more likely that the sparsely populated districts in provinces which lie in the western mountains and the far western region will feel regional imbalances in sharing of political power in the national polity, which in turn may lead to provincial conflicts in the years to come.’Furthermore, Nepal’s election laws are lax enough that the wealthiest in the country who previously bankrolled parties in exchange for personal, professional and policy favours have<a href="https://www.nepalitimes.com/here-now/purchasing-power/" target="_blank" rel="noopener noreferrer"> entered politics themselves</a>. The number of businessmen and contractors elected into leadership in 2017 proves that money, not political competency, decides who is ultimately elected to lead. Read also: <a href="https://www.nepalitimes.com/latest/is-democracy-too-expensive-for-nepal/">Is democracy too expensive for Nepal?</a>, Laxmi BasnetIndeed, the First Past the Post (FPTP) system has become a hotbed for corruption by businessmen, thus undermining democracy, say election experts. Prominent leaders from across the political aisle, particularly women elected into office like Minister for Women, Children and Senior Citizens Uma Regmi, have spoken in support of an overhaul of Nepal’s current election system into a fully proportional electoral system after having experienced firsthand how the current system <a href="https://www.nepalitimes.com/here-now/the-business-of-politics/" target="_blank" rel="noopener noreferrer">benefits the rich, powerful and the establishment</a>, while they are burdened with election debt long after they have left office.Former Acting Chief Commissioner of the Election Commission Dolakh Bahadur Gurung says that the reform should be such that MPs are not allowed to become ministers, and term limits must be set so that the same people do not hold on to their seats until they are 90 years old. ‘Our Constitution has been amended a fair number of times,’ wrote Gurung in October, ‘it is not impossible to reform our electoral system.’Meanwhile, the debate about mailed ballots and absentee voting has gained much traction among the <a href="https://www.nepalitimes.com/editorial/the-year-of-migrant-workers/" target="_blank" rel="noopener noreferrer">Nepali diaspora</a> in recent years. An estimated 4 million Nepalis work, study and live in India, the Gulf, Malaysia, Japan, Korea, Europe and North America.The Supreme Court issued a directive to facilitate voting for Nepali diaspora across the world in March 2018. However, successive governments have shown no interest in ensuring voting rights for millions of eligible voters living overseas.And even as the government has begun to <a href="https://www.nepalitimes.com/latest/its-in-the-mail/" target="_blank" rel="noopener noreferrer">expand the reach of its archaic postal service</a> by delivering items like passports to people’s homes, it has not considered postal voting to keep the service relevant. The political establishment seems to fear that Nepalis in the Gulf and Malaysia are fed up with the government back home, and allowing them to vote by mail will be predominantly anti-incumbent.  The Sweden-based International Institute for Democracy and Electoral Assistance (IDEA) says 151 of 216 countries around the world allow voters living abroad to cast ballots in some capacity. According to the Election Integrity Project, 40 countries used postal ballots in their most recent national election before the Covid outbreak.Nilkantha Uprety, the former Chief Election Commissioner, believes there are two options to eliminate election irregularities. Firstly, there must be an improvement from within parties and candidates such that undemocratic practices are turned into fair competition during elections.Read also: <a href="https://www.nepalitimes.com/latest/the-business-of-politics-in-nepal/" target="_blank" rel="noopener noreferrer">The business of politics in Nepal</a>, Shekhar Kharel‘But since it is not easy to achieve that, the second option is to radically change our current electoral system, and it would be unwise to delay in choosing which of the two options is more convenient and effective,’ he warned in a<a href="https://www.himalkhabar.com/news/127010" target="_blank" rel="noopener noreferrer"> recent op-ed</a> in Himal magazine.Uprety also noted that in the end, the electoral system does not matter as much as the people involved in the elections.‘Elections can be free and fair regardless of the electoral system if political parties are democratic, candidates are committed, and there is a guarantee of good governance,’ he wrote. ‘Ultimately, elections can only be successful if the majority of voters make informed choices about the parties and candidates instead of only being interested in when and where to show up to vote.’ Read also: <a href="https://www.nepalitimes.com/here-now/nepals-rudderless-political-leadership/" target="_blank" rel="noopener noreferrer">Nepal’s rudderless political leadership</a>, Santa Gaha Magar

Clean up elections to clean up politics

As dusk fell over Kathmandu, the thunderstorm continued unabated. It had been raining continuously for 18 hours, and the forecast said it would keep raining at least till 8am on Sunday. The Bagmati roared through Chobhar Gorge in awesome rapids – the only drainage outlet for the entire Kathmandu Valley. The government has declared 5 and 6 October as a public holiday to prevent people from travelling during the Dasain festival, and to reduce risk. All highways in and out of Kathmandu closed till Monday. Flood-prone river corridor roads in Kathmandu have been closed after 6PM on Saturday. Meanwhile, all domestic flights were suspended from Kathmandu and other airports from 2PM Saturday, and most inbound international flights were diverted from 3PM onwards. The Department of Meteorology did not blame climate change, but said the unusually heavy precipitation at a time when the monsoon is supposed to have ended was caused by the head-on collision between moisture-laden westerlies with the retreating monsoon.

More dark clouds over Nepal

Kathmandu: A Reader, the latest publication from Martin Chautari, is an anthology of anthropological essays exploring Kathmandu through various lenses across the 21st century. This compilation is edited by Benjamin Linder and attempts to bring modern discourses on Kathmandu and its urbanity together, in a single volume. The book is divided into three sections: the physical form of the city, the imprints it bears from past political upheavals, and the complexity in the lives of its people. The book examines these diverse aspects, leaving readers who have just witnessed the momentous events of September with anxiety, and perhaps a greater understanding of Kathmandu’s context. Urban planning expert Biresh Shah’s discourse on the Valley’s urban sprawl and its landmarks is insightful, but also prophetic when he warns about seismic risk.&nbsp; Jan Brunson’s chapter on female mobility in Kathmandu via scooters is more optimistic, suggesting small-scale, daily-life movements in Kathmandu transform the city for its various demographics — in this case young women.&nbsp; Linder himself contributes with a discourse on the toponymy of Thamel, close-reading Kathmandu’s tourist hub through the usage and understanding of its name over the ages. MYTHBUSTERS The book is a collage of pieces held together by a thread that runs through the chapters of a vibrant, bustling image of the Valley. One common theme is Linder’s attempt to expand on common understandings and urban myths about Kathmandu. Readers who have spent time in the city will relate to the many anecdotes. for example, Niels Gutschow bringing up the lack of open spaces, or Mark Liechty mentioning restaurants in Kathmandu being melting pots of cultures and castes.&nbsp; The essays here further extend these urban legends by giving historical and anthropological contexts. In-migration and the rise in land prices have led to shrinking open spaces, the creation of cosmopolitan food outlets, and even hubs for sex workers. The Bagmati cleanliness campaign extends to a past understanding of the Bagmati Civilisation. Urban myths become puzzles to be solved by connecting the various threads of discussion across the book. The sections in Kathmandu: A Reader are all by experts in their various fields and present a holistic, well-rounded picture. Yet, it is obvious there is still more ground to cover, more themes to explore — perhaps by more Nepali scholars.&nbsp; In his introduction, Linder admits that due to practical reasons, ‘many wonderful works were left on the cutting room floor’. That is a pity. Indeed, there could have been more discourse on the changing ethnic composition of Kathmandu. A close-read into the lives of people termed as ‘outsiders’ but forming a growing slice of the population would be important to also chart future trends. &nbsp; The religious importance of Kathmandu as a unique civilisational alloy forged by melding the Hindu and Buddhist faiths can be explored more too. One can imagine a future edition including an examination of the post-Covid era Kathmandu valley.&nbsp; This need to broaden the ethnographic literature on Kathmandu becomes more apparent because 11 out of the 15 essays here are written by non-Nepali scholars, including the entire section focusing on urban cultural politics. Linder explains in his introduction that this was largely due to the community of academics in Nepali urban studies being fairly small. Kathmandu: A Reader then becomes even more integral as a gateway for new authors looking to work in the space of urban research on the Valley — undergraduates in the humanities for future theses and research ideas.&nbsp; In a time when Kathmandu is littered with new exam coaching centres for medical and engineering students, an anthology like this helps remind young scholars that there is plenty of scope for qualitative research in the social sciences. Sabin Ninglekhu’s discourse on the sukumbasi and aesthetics in Kathmandu are reminders that stories and academic journeys can be inspired from one’s surroundings. Kathmandu: A Reader has a good balance between academic and lighter readings, and is almost encyclopaedic in nature. A reader for Kathmandu

Following the <a href="https://nepalitimes.com/news/nepal-s-8-september-massacre">uprising of 8-9 September</a>, the Nepal Army commenced a series of consultations concerning the transition process, during which the potential reinstatement of the monarchy was reportedly under consideration.&nbsp; However, former King Gyanendra Shah declined to pursue this option without a consensus among the political parties. This information was conveyed by Madhav Kumar Nepal, a former Prime Minister and a notable critic of the monarchy, in a newspaper article. The former king, for his part, delivered his annual Dasain message to the nation on 28 September. He emphasised, among other points, that the younger generation constitutes the foundation of the nation’s future.&nbsp; ‘Only the patriotic spirit, energy, and innovative thinking inherent in them can guide the nation toward strength, prosperity, and self-reliance. Let us reflect upon ourselves in the mirror of our country,’ he said. ‘Our political endeavours have often focused on destruction. Now, our initiatives should aim not at ruin but at improvement.’ Seventeen years <a href="https://nepalitimes.com/news/the-ghost-of-monarchy-returns-to-haunt-nepal">after Nepal abolished its monarchy</a> and became a federal secular democratic republic, the monarchy still influences the country’s political scene, mainly because of the persistent weaknesses of democratic institutions. Throughout much of its modern history, Nepal’s political landscape was controlled by the monarchy. During the partyless Panchayat system (1960-1990), the palace was consistently criticised for its authoritarian rule. However, it presented itself as the defender of national unity and sovereignty, especially against Indian influence. The 1990 People’s Movement transitioned Nepal into a constitutional monarchy. However, this period was marred by persistent instability, including the outbreak of a Maoist insurgency in 1996 and a royal palace massacre five years later.&nbsp; By 2005, when <a href="https://nepalitimes.com/here-now/tell-me-what-the-common-man-is-thinking">the new king, Gyanendra</a>, assumed full control, detaining politicians and restricting press freedoms, the monarchy’s legitimacy was already under scrutiny. The mass movement of 2006 resulted in the end of royal rule, leading to the official abolition of the 240-year-old Shah dynasty in 2008. Supporters of a republic saw this as the outcome of years of activism. In contrast, royalists viewed it as the sudden dismantling of an institution they believed had united Nepal. The new political framework aimed to promote stability, prosperity, and inclusion. However, Nepal has seen over 14 different governments in 17 years. Divided by factionalism, political parties have often focused on overthrowing rivals instead of effective governance. Widespread corruption persists. Infrastructure projects frequently face delays. Millions of young Nepalis leave the country to find jobs, resulting in the loss of many of the nation’s most talented individuals. The common belief that politicians amass wealth while ordinary citizens struggle has caused deep disillusionment. This serious situation led <a href="https://nepalitimes.com/news/international-spotlight-on-nepal">Nepal’s Generation Z to protest</a> in the streets. Within this broader context, for many, the monarchy has reemerged as a symbol of stability. To some, the king signifies unity that goes beyond partisan divisions. To others, the last Hindu monarch represents cultural continuity amid secular and federalist upheavals. <a href="https://nepalitimes.com/news/nepal-s-deja-vu-on-black-friday">Royalist demonstrations in Kathmandu</a> have mobilised tens of thousands. However, electoral support remains limited. The leading pro-monarchy party, the Rastriya Prajatantra Party (RPP), secured merely about 6 percent of the vote in the 2022 elections.&nbsp; Major political parties remain steadfast in their commitment to republicanism, and Nepal’s younger, globally connected population broadly <a href="https://nepalitimes.com/opinion/a-new-dawn-for-democracy-in-nepal">identifies with democracy</a>, despite frustrations with its shortcomings. Remembrances of King Gyanendra’s authoritarian rule serve as strong reminders of why the monarchy was abolished. As a result, calls for the reinstatement of the king are not just about Mr Gyanendra Shah, but also reflect a broader desire for government that is stable, accountable, and respectful. The influence of the monarchy extends into regional affairs. <a href="https://nepalitimes.com/here-now/america-nepal-and-the-royal-coup-qedzifz9">During the Cold War</a>, the palace adeptly balanced relations between India and China, positioning itself as the guardian of Nepal’s sovereignty.&nbsp; It also carefully navigated pressures from the United States and the Soviet Union. Today, as Nepal faces pressures from New Delhi, Beijing and Washington, some royalists perceive the monarchy as a safeguard against external interference. The <a href="https://archive.nepalitimes.com/article/editorial/autopsy-of-a-blockade%20,2863">2015 blockade imposed by India</a> impacted Nepal’s economy and led the country to seek closer comprehensive relations with China. As a result, India has adopted a more cautious approach toward Nepal’s republican leadership.&nbsp; China is viewed as supportive of centralised authority, in contrast to Nepal’s democratic institutions. There are perceptions that the United States, previously supportive of the monarchy, may once again consider it a stable partner. Officially, India, China, the broader international community, and major donors continue to support <a href="https://nepalitimes.com/here-now/the-story-so-far">Nepal’s post-2006 political order</a>. At the same time, they observe ongoing discussions among Nepalis about the possibility of a constitutional monarchy within a democratic framework. Following the recent unrest, some Nepalis believe that restoring the monarchy could create uncertainty for India and China, given Nepal’s complex political landscape. Others suggest that worries about perceived Western influence on the interim government through international NGOs might trigger serious soul-searching in New Delhi and Beijing. Despite its limited mandate to hold elections on March 5, 2026, t<a href="https://nepalitimes.com/news/nepal-pm-set-to-expand-her-cabinet">he interim government</a>, led by former Chief Justice <a href="https://nepalitimes.com/news/madam-prime-minister-of-nepal">Sushila Karki</a>, has an opportunity to start rebuilding public trust. Although the new government continues to enjoy popularity, there is evident public impatience regarding its delays in investigating corruption and misconduct by the previous leadership, as well as the incidents of killings, looting, and arson during the protests.&nbsp; The nation has been further unsettled by whispers of an impending and potentially more significant political upheaval prior to the upcoming elections. Republicans believe that demonstrating the effectiveness of democracy is the best way to mitigate calls for a monarchy. However, if the leadership fails to address key issues such as corruption, unemployment, and institutional strengthening, it could further boost the monarchy’s influence – and potentially lead to its comeback. Why the monarchy still sways Nepal’s republic

One is an archipelago, the other is landlocked. But the Philippines and Nepal have a lot in common: both are disaster-prone, their economies dependent on overseas migrant workers, both went though Maoist insurrections that failed to replace a feudal order dominated by political dynasties. And both countries suffer from rampant corruption. Twelve days after <a href="https://nepalitimes.com/news/nepal-s-new-normal" target="_blank">deadly protests toppled Nepal’s government</a> tens of thousands of Filipinos, many of them youth, also poured out into the streets demanding transparency and better government. Cars were set on fire, and more than 200 people were arrested, nearly half of them minors. The ‘Trillion Peso March Against Corruption’ was fuelled by <a href="https://www.nytimes.com/2025/09/21/world/asia/manila-philippines-rally-protest.html" target="_blank">anger over embezzlement</a> by politicians and their <a href="https://pcij.org/2025/08/31/5-reveals-from-the-flood-control-data/" target="_blank">crony contractors</a> estimated to top $17 billion in flood control infrastructure that were either never completed, or non-existent.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025100411108_85daed60ed5599f53235312e5b33703244bbac8640dbaf5161f90e5abe83f7eb.png" data-media-id="editor_3" data-image-id="2025100411108_85daed60ed5599f53235312e5b33703244bbac8640dbaf5161f90e5abe83f7eb" data-rendition-name="original" width="2326" height="1366" loading="lazy" alt="Phillipines anti-corruption protests"> </figure>  “We learnt from Nepal and <a href="https://www.nytimes.com/2025/09/30/world/anime-protests-flag-moldova-nepal-indonesia-gaza.html" target="_blank">Indonesia</a> how to deploy social media as a tool to spread information, we are digital natives and well connected within the country and across borders,” said <a href="https://www.linkedin.com/in/yuri-lemana-68322b183/?originalSubdomain=ph" target="_blank">Yuri Lemana</a> of the <a href="https://www.facebook.com/FOIYouthPH/" target="_blank">Youth Alliance for Freedom of Information</a>, and a part of the GenZ protests.&nbsp; “The system has failed us, unemployment is on the rise, there are shrinking opportunities for youth, and we face environmental threats. There is a realisation that our future is at stake,” Lemana added. Online groups started highlighting bribery and kickbacks in July after President Ferdinand (Bongbong) Marcos Jr himself brought up corruption in the infrastructure budget in his annual address to the nation, and launched a probe.&nbsp; The protests gained traction after powerful visuals of <a href="https://nepalitimes.com/news/international-spotlight-on-nepal" target="_blank">rallies in Indonesia and Nepal</a> circulated on digital platforms. Filipino journalists also exposed the <a href="https://www.youtube.com/watch?v=-f0MFz3vmfE" target="_blank">high-flying lifestyle of contractors</a> involved in siphoning off the infrastructure budget.&nbsp; As in Nepal, the youth protests were joined in by various radical groups. In Manila they reportedly included supporters of ex-president Rodrigo Duterte who is currently on trial at the <a href="https://www.icc-cpi.int/philippines/duterte" target="_blank">International Criminal Court (ICC)</a> in the Hague for extrajudicial killings during his ‘war on drugs’ 2011-2019. Duterte still has a lot of support, especially in the Filipino diaspora, for being tough on crime. Duterte was allied with Marcos in the 2022 elections, and his daughter Sara Duterte is currently vice-president. But the two families had a massive falling out, and the Supreme Court annulled the Lower House’s attempt to impeach the vice-president. This week in Manila, a remarkably well-informed Grab driver replayed TikTok videos of Kathmandu’s burning Parliament building to a passenger from Nepal. After his garment factory was driven out of business by cheap Chinese imports, he started driving a ride-hailing cab and was livid with successive governments not providing opportunities to ordinary people like him. Traffic was gridlocked because of flooded streets, and the driver vented out his anger: “Look at this. The streets are always flooded because of corruption. We should have done here what you did in Nepal.” Even before the protests, Senate President Francis Escudero and House Speaker Martin Romualdez had both resigned over the 'Floodgate Scandal'. Romualdez is Marcos’ cousin and is now said to be in Madrid, where his every movement is being tracked by Filipino diaspora in social media posts. The Independent Commission for Infrastructure has issued subpoenas to probe corruption in flood control projects. As in Nepal and Indonesia, much of the anger was over the offspring of politicians extravagantly flaunting their ill-gotten wealth on Instagram and TikTok. In the Philippines, the outrage is also over political clans passing on electoral seats to offspring. The 21 September protests were centred around Rizal Park and the EDSA Intersection in Manila — both symbolic for previous people’s movements against the Spanish colonialists and the 1986 uprising against the dictatorship of Ferdinand Marcos (father of the present president). “People here had seen what happened in Nepal, and were asking why we weren’t as angry as people there? Why not show our anger, too?” said one reporter who covered the protests. But, he added: “Let’s not be naive. It may have started with youth anger, but there were also people who were paid to infiltrate and instigate. In a clear parallel to what happened in Kathmandu two weeks earlier, radical groups, political rivals, and the general public furious with the system all joined in the protests. Catholic priests, people from all generations and professions had participated in the EDSA Uprising against Marcos in 1986. This time, it was the youth who took the lead. Joseph Francisco Ortega of the <a href="https://www.facebook.com/nationalyouthcommission/" target="_blank">Philippine National Youth Commission</a> said he understands the frustration among the youth that fuelled the unrest. The discontent is also because despite there being young legislators, they are either party-affiliated or scions of political dynasties. “If we can convince young politicians to do the right thing, then we have won half the battle,” Ortega said. “If we want to rebuild quickly and for the long term, we have to change the system from within. Photo: AMIT MACHAMASI</figcaption> </figure>  “With due respect to the youth, it is not about age but about technology,” explained journalist Malou Mangahas of the <a href="https://www.facebook.com/R2KRN/" target="_blank">Right To Know, Right Now Coalition</a> who participated in the 1986 uprising against Marcos. “We were all young and angry once. We are older, but still angry, and demanding good governance, transparency and accountability.” Just like in Nepal, young Filipinos rallying against corruption were also wary of infiltration, and it was clear from the anti-Marcos graffiti who the instigators of violence were. The GenZ were mainly wearing white while the pro-Duterte crowd <a href="https://www.youtube.com/watch?v=6w8monPKdrc" target="_blank">are seen in videos</a> in black.&nbsp; The minors seem to have just joined in the melee from their street-side settlements. Rights groups have called for their release, accusing police of rough interrogation and ‘red-tagging’ as Communist provocateurs.
