Denmark announces 250,000 AstraZeneca doses to Bhutan. Japan pledges surplus AZ vaccines to Sri Lanka and the Pacific Islands.Nepal is never in the news, even though <a href="https://www.nepalitimes.com/here-now/lonely-wait-of-nepals-elderly-for-2nd-doses/" target="_blank" rel="noopener noreferrer">1.4 million people still wait for their second doses</a> of Covishield AZ vaccines and another 20 million people need to be inoculated before a possible third wave this year. So far, Nepal has only been gifted or bought vaccines from India, China or the COVAX initiative. It has not even got 1 million vaccines from Serum Institute India that it paid for, and <a href="https://www.nepalitimes.com/editorial/no-vax-ask-for-mask/" target="_blank" rel="noopener noreferrer">all other promises from western countries were never kept</a>.  Nepal’s vaccine diplomacy has failed miserably. And the only silver lining is that there are four million doses of the Chinese Sinopharm VeroCell starting next week to immediately inoculate its above 55 population.Nepal is still recording an excess of 2,000 new cases a day and is seeing a slight daily increase following the <a href="https://www.nepalitimes.com/banner/kathmandu-covid-19-lockdown-relaxed/" target="_blank" rel="noopener noreferrer">relaxation in travel restrictions</a>. Everyone, the public and the government, seem to have forgotten that the real peak during the first wave last year took place only after the lockdown was eased.“The third wave is already on its way, our figures are going up and we must assume we will be hit by new variants,” says Buddha Basnyat, a physician at Patan Academy of Health Sciences (PAHS). “We must vaccinate as many people as quickly as possible, if not we will get more difficult variants that are potentially resistant to the vaccines.”In other news, the Oxford Vaccine Group which developed the AstraZeneca (AZ) vaccine has found that administering two doses 44-45 weeks produced the highest antibody boost. This news, announced by <a href="https://www.nepalitimes.com/opinion/im-sad-vaccines-are-delayed-in-nepal/" target="_blank" rel="noopener noreferrer">Andrew Pollard</a>, one of the developers of the AZ, is glad tidings for countries like Nepal where people above 65 are waiting for their second doses.Pollard said antibody levels remained elevated for close to a year with <a href="https://www.thehindu.com/sci-tech/health/ten-month-gap-between-astrazeneca-doses-sees-highest-antibody-boost-oxford-study/article35019890.ece" target="_blank" rel="noopener noreferrer">a ten-month gap between AZ doses</a>, as well as antibody levels twice that after the second dose among volunteers who were administered a third booster dose, pointing to a long-term, possibly life long immunity, also against variants.“This is great news for the elderly, many of whom are panicking, unable to get their second dose in the recommended time frame. The additional time the study has afforded us shouldn’t lead to complacency in our effort to procure vaccines,” says Sher Bahadur Pun, an epidemiologist at Sukraraj Tropical and Infectious Disease Hospital. <figure><img width="950" height="633" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d05fe9c7e80680e0a5f3bjpeg.jpg" alt=""><figcaption> </figcaption></figure>Norway, Czech Republic and Denmark have unused AZ shots they want to donate to Nepal, but have been forced to go through <a href="https://www.nepalitimes.com/opinion/hope-hyperbole-and-hypocrisy-of-covax/" target="_blank" rel="noopener noreferrer">COVAX, which is unlikely to deliver</a> the doses before the end of 2021.On 1 July, Denmark announced that it would donate 250,000 vaccines to Bhutan. However, it is understood that these grants still need to be facilitated by the EU. Also in the news this week is the result of a new modelling study published in the European Centre for Disease Prevention and Control’s medical journal Eurosurveillance that further strengthens the link between <a href="https://www.nepalitimes.com/banner/despite-doubts-nepal-sticks-with-astrazeneca-jabs/" target="_blank" rel="noopener noreferrer">AZ vaccines and a rare blood clot</a>.The study models four months of a vaccine distribution strategy in France from May 2021 and concludes that using AZ on the entire adult population would avert 10 deaths from Covid among 18-39-year-olds. However, it would be associated with 21 deaths from blood clots in the same age group over the same time period. In other words, <a href="https://www.irishexaminer.com/news/arid-40328123.html?type=amp" target="_blank" rel="noopener noreferrer">clot risk to younger people from the AZ vaccine</a> is twice as high as Covid death risk. But public health experts in Nepal maintain that the benefit of mass vaccination still far outweighs the risk. “Similar studies in the context of the South Asian population are needed but as it is, transmission risk of Covid is much higher than the individual risk of blood clots here,” says epidemiologist Lhamo Yangchen Sherpa.Buddha Basnyat of PAHS concurs: “The UK with over half of its population fully vaccinated is now being hit by the <a href="https://www.nepalitimes.com/latest/covids-regional-threat-needs-regional-response/" target="_blank" rel="noopener noreferrer">delta variant</a>, although it has been largely spared from severity due to the mass inoculation. Nepal being mostly unvaccinated is unprotected both from transmission and severity. This should show us where our priority should lie.”The European Centre for Disease Prevention and Control finding about clot risk therefore could indirectly be a blessing in disguise for countries like Nepal by further freeing up AZ stockpiles in Europe, as well as Korea and Japan.Even so, blood clot risk has prompted leaders including Germany’s Angela Markel to opt for Moderna as a booster shot to her first dose of AZ jab.Several EU nations including Germany have said mix-and-match doses are safe for Covid prevention, which according to new findings also point to <a href="https://www.bbc.com/news/health-57636356" target="_blank" rel="noopener noreferrer">a better immune response</a>. This could also offer much-needed flexibility when vaccine supplies are uneven or limited.“We need to introduce mixing and matching also in Nepal in the face of more virulent delta variants, particularly for the elderly who are at the higher risk of developing severity from an infection, instead of waiting endlessly for Covishield,” says Basnyat.At a time when Nepal is yet to recover from a <a href="https://www.nepalitimes.com/banner/the-real-cost-of-nepals-second-wave/" target="_blank" rel="noopener noreferrer">devastating second surge</a>, only an equitable vaccination strategy will prevent an even more deadly third wave. But a mere 2.6% of Nepal’s population has been fully vaccinated, and less than 9% has received a single dose of either Covishield or VeroCell shots.  <figure><img width="1594" height="898" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d06009c7e80680e0a5f3cjpeg.jpg" alt=""><figcaption> </figcaption></figure>And even the doses are unevenly distributed within the country. More than half the first dose of VeroCell was distributed in Bagmati province, according to the government’s own figures. Moreover, 97% of the booster jabs of VeroCell were used only in Bagmati Province. “We are seeing a similar kind of disparity in vaccination that we saw in testing, concentrated in urban centres and in particular Kathmandu,” notes epidemiologist Lhamo Yanghen Sherpa. “The excuse for using most of the doses in Kathmandu is that people elsewhere refused to inoculate. If that’s the case what is the government and others doing to dispel vaccine myths?” Virologist Sher Bahadur Pun says the government should immediately deploy its 60,000 or so <a href="https://www.nepalitimes.com/latest/enlisting-female-health-volunteers-to-fight-covid-19/" target="_blank" rel="noopener noreferrer">female community volunteers</a> and healthcare workers who have historically done such effective work in non-Covid childhood vaccination drives.He adds, “They are spread across the country and are best placed to communicate the significance of vaccines and increase vaccination uptakes at  local levels.”

Vaccines too little, too late for Nepal?

<figure><img width="1661" height="898" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141144/636baeeb9c7e80680e078020jpeg.jpg" alt=""/><figcaption></figcaption></figure>When singer Rachana Dahal met musician Eivind Rossback Heier at a concert at the Norwegian Embassy in Kathmandu in October last year, they immediately hit it off and talked about collaborating.Then the pandemic struck, and Heier’s plans to return to Nepal for the sixth time to continue his <a href="https://www.nepalitimes.com/review/nepal-norway-orchestra-finds-harmonies/">orchestra project</a> had to be put on hold. But Heier did not let a lockdown come between them, and contacted <a href="https://www.facebook.com/dahal.rachana">Rachana Dahal</a>.Dahal, 22, is an up-and-coming singer who has moved on from performing covers at venues in Kathmandu to composing originals with her own lyrics, and music during the long months of the lockdown in Nepal.In Norway, Heier is now playing in a string trio called <a href="https://www.trionotreble.com/">Trio: No Treble</a> and has been recording ‘quarantine videos’ since the beginning of the global lockdown in March. With support from the Norwegian Art Council, the trio has conducted digital concerts in separated rooms, and have got Norwegian guest artists, including opera singers and violin players to participate remotely.But for something different, Heier contacted Rachana Dahal and asked her if she would be interested in an intercontinental internet concert linking Nepali and Norwegian musicians.“Rachana has a fantastic voice,” Heier said in an interview from Oslo. “It's great that we can make music together over the Internet, despite the corona. I hope we can do more of that kind of collaboration with Nepali musicians, since we cannot come to Nepal this year.” “I was so surprised by the invitation, and was glad to take on the challenge,” says Dahal, who decided to sing her new song, <a href="https://youtu.be/IuheI4zLyk0">Sapanako Raja</a>. The result is an almost opera-like classical fusion that is uplifting in its message for the troubled times the world is in. <img width="640" height="570" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141144/636baeee9c7e80680e078021jpeg.jpg" alt="">The <a href="https://www.youtube.com/watch?v=Be850Syb_Wk">original full version of the song</a>, far from being a yearning for a knight in shining armour coming to lift and carry away a young woman, has the message of empowerment for Nepali women – one that will resonate at a time when the Supreme Court reduced the life sentence of a police officer who killed his wife eight years ago, and there was another acid attack on a woman in Kathmandu on Friday. <figure><img width="499" height="720" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141144/636baef09c7e80680e078022jpeg.jpg" alt=""><figcaption>Rachana Dahal. Photo: ANMOL SHAKYA</figcaption></figure>Rachana Dahal’s lyrics are an eruption of suppressed emotions from the trauma of being sexually molested by her teacher from Grade 3 onwards for two years in a <a href="https://kathmandupost.com/investigations/2019/01/25/maths-teacher-at-lalitpur-madhyamik-vidyalaya-sexually-molested-young-girls-for-decades">school in Lalitpur</a>. For years, she kept the crime hidden from her family and friends, but finally decided to go public after hearing of others who had gone through the same abuse.“After keeping it locked up in me for so long, I finally found that I could turn my pain into power through music,” Dahal said, “I finally had the freedom to fly, and writing songs became an outlet for me.”After giving up cover gigs, Dahal has come out with many other songs like <a href="https://www.youtube.com/watch?v=ZMUMAeNqGgo">Bhumari</a> (Whirlpool) mixing powerful lyrics with a free-wheeling almost jazz-like sound.Back in Norway, Heier says Trio: No Treble had a lot of spring concert cancellations because of the coronavirus, including tours of Sweden and Russia. The ‘quarantine videos’ were a way for the trio to perform separately from home and edit the final version of the classical, film or pop music together.  “Rachana and I met randomly in Nepal last year, and I was struck by her charisma, hospitality, and she was such a welcoming person,” Heier recalls. “I then listened to her on YouTube, and I fell in love with her beautiful voice. Since the borders are closed, we are lucky to be able to interact and play together across the borders.” During his trips to Nepal, Heier found Nepali folk music fascinating and enjoys playing Narayan Gopal and Amber Gurung hits. The trio asked Dahal to choose any song she wanted, and she selected her latest release Sapanako Raja.“It is a perfect song to do with strings, we made the arrangement of her song ourselves, and it is quite difficult to do a concert separately over the internet mostly because we can't hear each other live. He adds: “You get a lot of energy by playing in front of audience, and that inspiring energy you will never get from playing in front of a camera. They piled them high in the courtyard, and set them alight.A few days later, the boy decided to escape the army’s dragnet and without even returning home he went down to the border, where the Indian security forces were packing other Bhutanese like him into trucks and dumping them in eastern Nepal.Thousands of refugees from Bhutan lived under plastic sheets by the side of the Kankai River in Jhapa. Many fainted from trauma, culture shock and homesickness. He is among the nearly 95,000 refugees from Bhutan who have been resettled in the United States. Others have gone to New Zealand, Norway, UK, Australia, the Netherlands and Canada.Rai opted for resettlement after seeing no possibility of returning to Bhutan, and tried to convince as many of his compatriots as possible to take up the offer. Some were resolutely refusing to move, but he tried to convince them that being a citizen of a foreign country, rather than a refugee, could help them return to Bhutan one day. Many third-generation Bhutanese are now studying in the world’s top universities.Rai has always been interested in music, often taking his small band house-to-house during Dasain and Tihar in Nepal, performing songs of longing for home in Bhutan. Villagers used to give them rice, gundruk and vegetables, which the refugees cooked in the camps by the dusty river banks.“We were always hungry, but we had to eat to live. We missed home, and slept in jute sacks on the sand,” remembers Manoj, who could not even go back to Bhutan when his mother died there. “That is my biggest regret -- that I was not there for my mother. There are many Bhutanese like me.”Manoj came to the US 8 years ago and recorded over 70 songs since then. In the centre of the orchestra, surrounded by violinists, was Eivind Rossbach Heier from the string quartet KvartalKvartetten on the cello, alongside his father who played the viola.Raised in a musical family with his mother, a cellist, and his sister a violinist, Heier first came to Nepal in 2015 as an instructor with 3 other tutors and 15 young people through a youth orchestra in Norway. Their goal was to teach Nepali musicians classical music in order to establish orchestras in the country.The Annapurna Chamber Orchestra met the Norwegian musicians from KvartalKvartetten through the World Federation of Amateur Orchestras. The project trains Nepali students for a week and organises performances in different venues of Kathmandu.Ten Nepali musicians also go to Norway for the week-long annual Orchestra Summer Course to interact and exchange music with their Norwegian counterparts. During the course, Nepali and Norwegian musicians play music from both countries even though they sound completely different.Says Heier: “Despite their differences, the appreciation of music is universal. Nepali music has more melodies but not many harmonies, which is the biggest difference from Western music. But it is the language of music that brings us together.”The exchange has also helped the musicians learn about Nepal through music and share a commonality. “It was interesting that after we heard the translated titles of the Nepali songs, we were reminded of patriotic songs from Norway as well,” said music instructor Ole Rasmus Bjerke.In the last five years of the project, the instructors as well as the young musicians know that their music has improved. “I used to play in the junior orchestra, and now I play with the seniors. I can feel the difference and my confidence building up,” says 18-year-old Bikalp Singh Dura.The number of Nepali musicians has also doubled since 2015, from 30 to 60, and is projected to expand in coming years. They range in age from 10 to 60.“The future of the Nepali orchestra is bright. It is growing through these programs,” says Rajkumar Shrestha, conductor and chairman of The Annapurna Chamber Orchestra. “The only challenge is that most students leave the country after Grade 12 for higher studies and we lose good musicians.”

Photo credit: MORGENPOSTEN</div> When Krishna Shumshere Rana, then stationed at the Royal Nepalese Embassy in London, decided to visit Norway in 1938, war clouds were gathering over Europe. The embassy sent a letter to the Norwegian Foreign Ministry in Oslo saying this was a private visit, but reminded the Norwegians that the diplomat was also the son of Nepal’s prime minister, Chandra Shumshere. Always accommodating, the Norwegians offered to set up an audience with King Haakon. The embassy replied that Krishna Shumshere and his wife were visiting Norway as tourists and ‘did not want any fuss’. However, the letter went on to hint that the couple could be invited to dinner with the king, reminding the Norwegians that the diplomat and his wife would only eat food prepared by their own chef. Cited in the book Across Borders: A Story of Norway-Nepal Relationships, by Marit Bakke, the reader doesn’t learn if the dinner eventually happened, or even if the visit took place, but the condition could have been prompted by the Rana couple trying to ensure that no beef would be served at the royal table. Bakke’s book is being released to mark 40 years since establishment of diplomatic relations between Norway and Nepal, and contains many such interesting anecdotes. The first recorded trip by a Norwegian to Nepal was by Robert Bergsaker, who travelled <a href="http://archive.nepalitimes.com/news.php?id=3754#.XNeqneUza70" target="_blank">to Tansen</a> in 1949 to set up the hospital there with <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/Nepals-bird-family-hira-dangol,3524" target="_blank">Robert Fleming</a>, the missionary and famous birder. Other noted Norwegians who travelled to Nepal include the climber and environmentalist Sigmund Kvaløy Setreng, who did work in Rolwaling, the philosopher of ‘deep ecology’ Arne Naess, peace activist Johan Galtung and mountaineer-turned-conservationist Jan Gangdal. Among those who stayed longest was <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Power-for-Nepal-review,2884" target="_blank">Odd Hoftun</a> and his wife Tullis, who helped set up the Butwal Power Company to scale up hydropower capacity in Nepal through bigger and bigger projects, starting with Tinau, Andhikhola with its first underground powerhouse, then Jhimruk and Khimti. If the Nepal government had not bungled its <a href="http://archive.nepalitimes.com/news.php?id=13703#.XNeqeeUza70" target="_blank">energy planning</a> so completely, Norway’s Staatkraft and later SN Power would have built on <a href="http://archive.nepalitimes.com/blogs/kundadixit/2009/11/19/norwegian-guru/" target="_blank">Hoftun’s experience</a> and completed the <a href="http://archive.nepalitimes.com/news.php?id=17199#.XNeqVOUza70" target="_blank">600MW Tama Kosi 3 project</a> by now.&nbsp; <a href="http://archive.nepalitimes.com/news.php?id=14224#.XNeqHOUza70" target="_blank">Hoftun’s lifelong engagement</a> with Nepal was also accompanied by tragedy when his son Martin Hoftun died in the Thai Airbus crash in 1992. Odd Hoftun donated the compensation from the airline to his son’s co-workers in Nepal to continue his work on democracy and debate through Martin Chautari. <div class="embed-block"><img width="640" height="842" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a41279c7e80680e04a65fjpeg.jpg" alt=""> </div> The subtext of Bakke’s book is that unlike Nepal’s other big donors, there has been no geostrategic interest behind Norway’s development assistance to this country over the years. It started out with Christian missionary work, but even that was a benign and altruistic involvement. As in their own country, the Norwegians saw hydroelectricity as a driver of development and progress in Nepal, although later its aid branched out in other sectors like health, education and peace-building. Norwegian photographer Ane Haaland, who worked with UNICEF in Nepal in the 1970s, asks in the book: ‘What is it about the Nepali people that make them so lovable, and make us connect with them for life?’ Haaland leaves the question open-ended, permitting us in Nepal and Norway to ponder the answer. &nbsp;

But unlike elsewhere, that awareness has not created the public opinion pressure to <a href="https://www.nepalitimes.com/here-now/open-air/" target="_blank" rel="noopener">force politicians to act</a>.Up to 35,000 Nepalis lose their lives annually due to diseases caused by air pollution. One in every 10 people in Kathmandu suffers from chronic lung diseases like COPD, bronchitis and emphysema. The average life expectancy of Nepalis <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/air-pollution-decreases-life-span,3999" target="_blank" rel="noopener">is reduced</a> by over two and one-half years because of air pollution.“We have seen that electric public transportation <a href="http://archive.nepalitimes.com/regular-columns/guest-editorial/public-transport-is-equal-to-public-health,844" target="_blank" rel="noopener">can improve public health by reducing pollution</a>,” says Sajha Yatayat Executive Director Bhushan Tuladhar. “Recent advances in electric transport provide the solution. The Delhi Metro is now powered by solar energy and plans to go fully solar by 2021.All 16,000 public buses in Shenzhen are electric. China has replaced all its petrol two-wheelers with electric motorcycles and scooters.Global demand for electric vehicles is rising rapidly, and manufacturers are having a hard time meeting demand, mainly because of the shortage of lithium ion batteries. The first 40 Hyundai Kona EV sold out as soon as they arrived, and the next batch of 40 are already booked. In fact, Hyundai launched Kona in Nepal before it did so in Australia and the US. The Korean car-maker listed Nepal as a top priority market in the Asia- Pacific because of tax breaks for electric vehicles here.“We were able to convince the manufacturers that Nepal was ready to go electric because of our hydropower potential and the tax difference between electric and non-electric vehicles that showed a strong government commitment,” explained Nirakar Shrestha of Laxmi InterContinental, which represents Hyundai in Nepal.While the retail price of petrol and diesel reaches up to 261% above the cost price, electric vehicles carry just a 10% tax on the purchase price.  Electric cars are exempt from road tax, which can be Rs30-50,000 per year for fossil-fuel cars. A fast-charge electric station costs a minimum of $30,000 and can charge only 25 vehicles a day. Establishing one requires a government subsidy as well as a regulator to permit the charging of different EV models.Kathmandu Valley alone has <a href="https://www.nepalitimes.com/banner/poisoning-the-air-we-breathe/" target="_blank" rel="noopener">750,000 motorcycles</a>, which are a major source of toxic gases like carbon monoxide and ozone. Introducing tax incentives for bikes and scooters similar to those for private cars could be a pivotal move. Also, at the moment there is no registration policy on electric two-wheelers, discouraging buyers.In October last year, Prime Minister KP Oli unveiled an <a href="https://www.nepalitimes.com/banner/20-electric-by-2020/" target="_blank" rel="noopener">electric mobility action plan</a>, proposed to transform at least 20% of the fleet of public vehicles into battery-operated ones by 2020. Amidst much fanfare he inaugurated the first five Chinese, BYD electric buses inducted by Sajha Yatayat. President Bidya Devi Bhandari herself has a BYD electric limousine.Last year, <a href="https://www.nepalitimes.com/here-now/mayoral-airs/" target="_blank" rel="noopener">Kathmandu Valley’s 18 mayors gathered for a workshop</a> organised by ICIMOD to discuss an air pollution reduction strategy. Since then, beyond lip service little has been done to establish electric public transport and make emission tests for fossil vehicles more effective.Local and provincial governments have shown an interest in providing financial support to develop electric public transport, but the plans are sketchy and ad hoc. A case in point is the confusing and conflicting proposals for electric bus rapid transit, monorail and light rail transit along the Ring Road. The proposals are restricted to speeches and slogans, but nothing concrete has been done.One reason is the high investment cost of electric public transport, which requires government to step in with subsidies.Over the years, revenue from the Petroleum Tax has grown to a whopping Rs5.2 billion. Some of this could be invested in a clean-energy electric transportation strategy.The Seoul-based Global Green Growth Institute (<a href="http://gggi.org/" target="_blank" rel="noopener">GGGI</a>) has been helping the central government with just such a strategy on electric mobility, and to find potential investors. General Director Frank Rijsberman was in Kathmandu last week to sign an agreement to implement e-mobility in Nepal. GGGI is keen to help Nepal with its first purchase of 300 electric buses for cities across Nepal.  (See interview below)“Operating an electric transport fleet is more complex, requires higher initial investment and more infrastructure than traditional buses, but in the longer-term, renewable energy sources are not only ecologically but also economically viable,” said Rijsberman. “We believe that it is not only the right thing to do but also the best way of growing in the 21st century. In the coming years we hope to see a breakthrough and electric buses on the streets of Kathmandu.”Electric vehicles are now a necessity, not just an environmental statement. Neighbouring India and China have committed to manufacturing only electric automobiles by the year 2030. This means Nepal will be forced to go electric since most vehicle imports are from those two countries.Said Bhushan Tuladhar of Sajha Yatayat: “Like it or not, Nepal will have to go all electric in about a decade. So we may as well start planning for it. That way, the transition will be much smoother, efficient and advantageous.”<h2>Investing in renewables</h2><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111156/636a36a29c7e80680e04831cjpeg.jpg" alt="" width="1400" height="799"><figcaption> </figcaption></figure>Frank Rijsberman of the Korea-based <a href="http://gggi.org/" target="_blank" rel="noopener">Global Green Growth Institute</a> was recently in town to sign an agreement with the government and Sajha Yatayat on electric mobility. Nepali Times asked him about the future of electric public transport globally and in Nepal.Nepali Times: Why is your Global Green Growth Institute so involved in electric mobility around the world?Frank Rijsberman: We are a young intergovernmental organisation set up in 2012 with 32 member countries and 20 more in the process of becoming members, like Nepal. We help governments plan green growth, a model of economic development that is both more environmentally sustainable and socially inclusive. In Nepal, we helped the government develop a national electric mobility strategy, and we have also helped members mobilise $1 billion in climate finance.We are also working to make cities greener by managing water, sanitation and solid waste. I met with Nepal’s minister of forests and environment and he asked us if we could start working on forests as our next priority. We have done similar work in Indonesia and Myanmar, and that is likely to be our next priority here.Do you see Asian countries moving towards renewable energy?It is challenging to switch from big investments in coal and nuclear energy, because all those investments have become stranded assets. China and India are making enormous progress in renewable energy. Many other Asian countries are a bit behind — Vietnam is still planning to build 25 new coal fire power plants. We are working with governments to introduce large-scale renewable energy sources. This is now the cheapest form of energy and decentralised solar energy is a much easier way to reach remote communities that were very poorly served by a centralised grid.So I would call it adaptation with mitigation co-benefits. It may well be possible to trade those emissions with countries that should reduce more but cannot on their own. You can have mitigation measures too, but the first priority for countries like Nepal that rely on agriculture is to make sure that society is no longer vulnerable and is more resilient to climate change.Also, many governments still want growth. But the quality of growth really matters; it should be environmentally sustainable. It used to be the right thing to do, but being sustainable is also commercially attractive.What progress are other Asian countries making to become low-carbon economies?China has become a real leader in electric transport. Shenzhen is the first city in the world with an all-electric fleet of buses. Beijing has also taken big steps in curbing air pollution. India has also made considerable progress in renewable energy. The next big thing will be energy efficiency in buildings.What are the prospects for electric public transport in Nepal?We have done electric bus projects in a number of countries and while it is more expensive initially, and also for infrastructure like charging stations and batteries, its operational cost is much cheaper. We are helping the Nepal Government find interested investors, and hope to see a breakthrough in coming years with electric buses on the streets of Kathmandu.

Nepal’s electric transport future is here

<img width="1131" height="1700" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171136/6369349d9c7e80680e03e006jpeg.jpg" alt=""/>Game of Thrones actress Amrita Acharia has joined the online appeal for funds for the charity <a href="http://www.chorachori.org.uk/">ChoraChori</a> that has rescued 147 trafficked and displaced Nepali children from <a href="http://archive.nepalitimes.com/article/nation/runaway-boys-brought-home-to-%20Nepal,2950">slavery and abuse</a> in India.The 31-year-old Nepali-Ukrainian actress is based in Norway and acted in HBO’s Game of Thrones, UK tv series The Good Karma Hospital, the Norwegian tv series Acquitted and in the forthcoming animation The Missing Link.Says Acharia: “My father was educated, and he made sure we were educated and taught self-respect. When we moved away from Nepal, it was that education that gave us stability and the chance to follow our dreams. I love it that ChoraChori works on empowering young girls after these experiences, and gives them tools rather than just rescuing and dumping them in an orphanage”.Acharia was born in Kathmandu but her family moved to England when she was seven and after spending some years in the Ukraine, attended High School in Norway where her father is an obstetrician. She is now looking forward to going back to Nepal after 16 years to visit ChoraChori’s facilities in Thaukel. <img width="750" height="744" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171136/6369349f9c7e80680e03e007jpeg.jpg" alt="">Most of the rescued children are boys whom ChoraChori has reunited with their families who hadn’t heard from the boys in years and had come to believe them to be dead. Most of the children had left home in search of work before being trafficked, were apprehended by the Indian authorities and <a href="http://archive.nepalitimes.com/news.php?id=2478#.W_yxTy2ZMWp">later rescued</a> and brought back to Nepal.Some of the children were runaways from domestic abuse whom ChoraChori funds through vocational training and into good employment. ChoraChori last year <a href="https://archive.nepalitimes.com/article/nation/Nepali-children-rescued-from-India,3618">rescued Nepali girls</a> from a notorious children’s home in Muzaffarpur where at least 34 residents were gang raped by care home officials and outsiders. These girls are currently supported at ChoraChori’s child trauma management centre alongside a growing number of domestic child rape victims.“We’ve only just begun” says ChoraChori Founder Lt Col (retd.) <a href="http://archive.nepalitimes.com/news.php?id=17939#.W_yxeS2ZMWp">Philip Holmes</a>. “We know that there are still scores of Nepali children trapped in Indian institutions and the Muzaffarpur case has brought into sharp focus just how dangerous these centres are for children.”With Brexit, ChoraChori is feeling the effects of a financial squeeze in the UK charitable sector. Which is why it is launching ‘The Big Give’ online Christmas appeal. Amrita Acharia in charity drive

In the black and white photograph, General Wangdu smiles broadly in front of the dusty cactus garden in Kathmandu’s Annapurna Hotel. With an ill-fitting jacket and shaggy hair he looks benign enough, but this was the last leader of the Tibetan freedom fighters who led the resistance against the Chinese from their remote mountain hideouts in <a href="https://nepalitimes.com/here-now/comings-and-goings-in-mustang">Mustang</a>. Five months later, Wangdu was dead. Snapped in March 1974, I had only recently arrived in Nepal. How did I meet this legendary fighter? Possibly with his devoted camp follower, Lynne Klapecki, and probably in the Om Restaurant near Freak Street which was the preferred <a href="https://nepalitimes.com/banner/hippie-trail-nostalgia-in-kathmandu">hippie hang-out</a>. Om Lobsang and his brother Yeshe were <a href="https://archive.nepalitimes.com/page/earthquake-brings-back-memories-of-camps-for-tibetan-refugees">refugees from East Tibet </a>whose cafe offered a friendly welcome and<a href="https://nepalitimes.com/multimedia/momo-loco"> the best momos</a> - they became my in-laws after I married their eldest brother Tenzin, but that was a decade later.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025052403054_4573b34282b0f5395c007243d6bef12c7ba76bfd520419e994cdcea048d795a1.jpg" data-media-id="editor_4" data-image-id="2025052403054_4573b34282b0f5395c007243d6bef12c7ba76bfd520419e994cdcea048d795a1" data-rendition-name="original" width="1000" height="1583" loading="lazy" alt="The last days of the Khampa NT"> <figcaption>Photo: LISA CHOEGYAL</figcaption> </figure>  Wangdu’s English was enthusiastically rudimentary, but even riding around town with him on the back of an aging <a href="https://nepalitimes.com/here-now/kathmandu-s-new-motorbike-museum">motorbike</a>, he was a commanding presence. Always flanked by armed outriders, impressive scars marked his forearms and a pistol hung from the cord around his neck. A charismatic guerrilla leader, Wangdu was celebrated by his followers for his tough commitment and respected for his measured pragmatism. He seemed so young to have shouldered such a responsibility of command, leading hundreds of hardened <a href="https://archive.nepalitimes.com/article/nation/50-years-after-the%20raid-into-Tibet,1012#google_vignette">Khampa combatants </a>through what had been a particularly <a href="https://nepalitimes.com/news/heavy-snowfall-over-nepal-himalaya">brutal winter in Mustang</a>, the last bastion to hold out against the Chinese invasion of their Tibetan homeland.&nbsp; The freedom fighters of Tibet, known as the Chushi-Gangdruk, had emerged to resist the <a href="https://nepalitimes.com/editorial/territorialism">Chinese takeover</a> of Tibet during the 1950s. Estimated to be 80,000-strong at the time of <a href="https://nepalitimes.com/here-now/what-or-who-after-the-dalai-lama">the Dalai Lama</a>’s final escape to India in 1959, the sheer number of Chinese deployed into Tibet eventually forced the Chushi-Gangdruk to retreat to Mustang, From this high Himalayan stronghold, they continued cross-border raids on the Chinese People’s Liberation Army (PLA) throughout the 1960s.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025052403054_8a4a935ba25ae79dc3a63bb5c14626927020e5ec098093c45ccb9a5982e009fd.jpg" data-media-id="editor_10" data-image-id="2025052403054_8a4a935ba25ae79dc3a63bb5c14626927020e5ec098093c45ccb9a5982e009fd" data-rendition-name="original" width="1114" height="676" loading="lazy" alt="The last days of the Khampa NT"> <figcaption>Guerrillas known as the Chushi-Gangdruk emerged to resist the Chinese annexation of Tibet during the 1950s. Photo courtesy: MIKEL DUNHAM</figcaption> </figure>  Their Kathmandu base was a small discreet lodge in a back lane near Rani Pokhari. Sipping sweet tea from a blue mug with a chipped lid, I sat bemused in a corner of the Mustang Hotel room whilst Wangdu and his cohorts received a battered brown suitcase from their CIA connection, a tousle-haired American in a leather jacket. Heaved onto the dingy bedspread that covered the thin mattress, it was clicked open to reveal piles of neatly stacked dollar bills.&nbsp; I cannot think why Wangdu allowed me to witness this handover but I was clearly no threat, a newly arrived world traveller with no understanding of the stakes nor any Nepali or <a href="https://nepalitimes.com/multimedia/tibetan-music-in-nepals-sacred-valley">Tibetan language</a>. Despite armed guards in the corridor,Wangdu radiated confidence and bravado, and there was a practiced familiarity to the tense transaction. This deadly dance for many years had been funded by the Americans, tolerated by <a href="https://nepalitimes.com/here-now/the-kingdom-within-a-republic">Mustang’s residents</a>, and permitted by King Mahendra and the Nepali authorities who it suited to turn a blind eye.&nbsp; But Mahendra died in 1972, and times were changing. Richard Nixon’s ping-pong diplomacy thawed the cold war and signalled a fresh entente with China. Nepal’s yet-to-be-crowned <a href="https://nepalitimes.com/here-now/if-birendra-was-alive-nepal-could-still-be-a-monarchy">King Birendra </a>was under pressure to curb the irritating incursions against the PLA launched from the Nepali territory of Mustang. Keen to appease his northern neighbour, on several occasions the King summoned Wangdu for peace talks but, despite increasingly overwhelming odds, Wangdu refused to surrender.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025052403054_a8efd5cfb92cd997bd7cb74296a936fef46e2f7428f9cd642b03f1ac4ea11ecb.jpg" data-media-id="editor_14" data-image-id="2025052403054_a8efd5cfb92cd997bd7cb74296a936fef46e2f7428f9cd642b03f1ac4ea11ecb" data-rendition-name="original" width="1055" height="885" loading="lazy" alt="The last days of the Khampa NT"> <figcaption>General Wangdu flanked by two Tibetan resistance fighters in Mustang in the 1970s. Photo courtesy: RAJRNDRA KUNWAR</figcaption> </figure>  While I naively rode pillion around Kathmandu in the spring sunshine, Wangdu was in the midst of what turned out to be his final round of negotiations with the Nepal government. Refusing to cease hostilities with the Chinese, Wangdu must have suspected the cost of his decision, making his cheerful smile in the photograph all the more poignant and brave. It was only much later that I appreciated the significance of the moment. Wangdu had been sent to replace the first resistance leader in Mustang, Baba Gen Yeshe, a much derided corrupt character who stole money meant for his troops and exploited fleeing refugees by seizing their treasures. Baba Gen Yeshe never forgave Wangdu,and sought revenge in May 1974 by betraying him and his commanders to the Nepal authorities. It is equally possible – during that last, <a href="https://nepalitimes.com/multimedia/the-human-cost-of-nepal-s-yarsa-gold-rush?fbclid=IwZXh0bgNhZW0CMTEAAR31-Cqw8oyIwMPzf_35e4Skr0ululJvLf3_vDkzHn-AYG2h8uPw2rqqErg_aem_tGVn5coY1-jA7fze_xqhew">desolate winter </a>– that he made the decision to go out in glory rather than admit defeat. Over the last fifteen years, Wangdu had experienced Tibet’s organized resistance being squeezed and shoved around by every conceivable outside force.&nbsp; First they had been pushed out of their own country by the PLA; then they had been refused sanction while on <a href="https://nepalitimes.com/opinion/borderlines/nepal-india-trans-boundary-bonds?fbclid=IwAR0PpJ5zUEbwdug3g_U3ar6FUugngRY0S8Tl2v_7wqzrsHmXWcXsKjvL4t4">Indian soil</a>; then they were abandoned by the Americans because, apparently, Nixon wanted to make friends with Wangdu’s mortal enemies, the communists; then they had been betrayed by the vampiric Baba Gen Yeshe – a Tibetan and, even worse, a fellow Khampa; and now, finally Wangdu’s army was being evicted by the Nepalis. One thing was certain: Wangdu was a warrior. Wangdu and six of his exhausted party were killed on their horses by <a href="https://archive.nepalitimes.com/news.php?id=7270">the Royal Nepal Army</a> on the brink of escape. The officer in charge, Aditya SJB Rana, cleverly predicted their route into India after they failed to silence a police radio in Yari. A carefully laid ambush trapped them near the summit of the Tinker Pass in Darchula,at 5,000 meters the highest military operation of its time. Starting 17 September Turkish Airlines will fly daily to Seville, one of Spain’s major tourist draws. This is Turkish’s sixth destination in Spain after Madrid, Barcelona, Valencia, Malaga, and Bilbao. Seville is in the Andalusia region on Spain’s south coast with a rich Moor history. There are approximately 30,000 Nepalis living in Spain.&nbsp;

The newly-formed Himalayan Art Council is set to launch Nepal’s National Art Protection Platform that seeks to preserve <a href="https://nepalitimes.com/banner/the-history-of-heritage">Nepal’s unique cultural heritage </a>using<a href="https://nepalitimes.com/here-now/artificial-censorship"> AI-powered tools</a>. The Council seeks to safeguard <a href="https://nepalitimes.com/banner/nepali-art-going-places">Nepali art works</a> from neglect, theft and counterfeiting as well as preserve existing artwork and celebrate living masters by giving them a cultural space to continue the <a href="https://nepalitimes.com/banner/sacred-survival">sacred art traditions</a>. "We are introducing a new digital platform designed to preserve, verify and elevate <a href="https://nepalitimes.com/banner/nepals-new-generation-of-alternative-artists">Nepal’s art for generations to come,</a>” says a statement from the Council, adding that the digital platform will use AI told for authentication and blockchain to keep track of works of art. Artists can now be protected by <a href="https://nepalitimes.com/multimedia/ayo-ai?fbclid=IwAR1uwmTVq4gUB70ljfRezjzukD9ArWXPuMnUikopeQ8PoiZMjicToPSwhKE&amp;=1">AI tools</a> that detect forgeries, identify their work even when unsigned, and ensure they receive proper recognition and credit. The archives will be searchable with translated inscription and interactive guides. Says curator Meena Lama: “AI and blockchains are tools that give us the power to detect fakes and identify unsigned paintings and track every piece. This curated collection is a living tribute to <a href="https://nepalitimes.com/here-now/when-yaks-go-so-does-culture">Himalayan culture</a> with economic depictions of deities, mandala and sacred narratives. Digital protection for Nepal’s art

<a href="https://www.instagram.com/prabalgurung/" target="_blank">Prabal Gurung</a> left Nepal for New York in 1999 to escape years of bullying, sexism and homophobia, and to pursue his dream of becoming a fashion designer. He <a href="https://www.youtube.com/watch?v=KqN0VaoAI5w" target="_blank">realised his dream</a>, but did not escape discrimination and racism in the new world. Propelled by passion for fashion, Gurung overcame everything America threw at him. He has attained <a href="https://www.vanityfair.com/style/story/prabal-gurung-recalls-his-first-met-gala-when-zoe-saldana-was-at-his-side?srsltid=AfmBOooy-H0oGgxMit864FnW_Pmw8mUnV8rYrh-co-f6OyYK6m2ip5hP" target="_blank">fame and recognition</a> for his haute couture dress designs while remaining true to his Nepali roots, and is even more resolute in <a href="https://www.youtube.com/watch?v=dSmNauyzACk" target="_blank">fighting prejudice</a> in all its forms. Prabal Gurung’s newly-released memoir <a href="https://www.amazon.com/Audible-Walk-Like-Girl-Memoir/dp/B0DG11HCDQ?fbclid=IwY2xjawKZfpxleHRuA2FlbQIxMQABHuZcIJO2OXyXcRm1oq1iG6wzeoF7VJFrQ7GXOFI0YxuZZ4id_CNvSZSZZIna_aem_pG_mOKG73RTnYvN8JaC4fA">Walk Like a Girl</a> is a saga of harrowing abuse in boarding schools in Nepal and India, only finding himself facing a different kind of bullying in the US. He prevails over it all to be where he is today: an award-winning American fashion designer with his own label. Walk Like a Girl was launched last week in New York at a time when everything Gurung fought for — tolerance, inclusion and diversity — are in retreat in his adopted country because of a president who has espoused a culture of bullying. The book is a searing, raw exposé of how cruel and abusive people can be even at a young age in school. On the other hand, it also shows that there are generous, compassionate and open-minded souls out there. In his book, <a href="https://www.youtube.com/watch?v=K4le_uWX7YE">Prabal Gurung</a> calls out those who tormented and tried to hold him back (some of their names have been altered). The moral of his story is: resist, never stop believing in yourself, do not let others define you, never lose sight of your dream, and help those who have been kept out. “Walk like a girl” was a slur used by bullies back in school in Nepal and India for Gurung’s effeminate ways. I did not want to burden my readers with my emotions. I wanted my struggle to be an inspiration for others facing what I faced. I am grateful to those who bullied me in school, they made me a stronger person ready to face the world.” Indeed, this book is a departure from his earlier one titled simply, Prabal Gurung (Abrams, 2019), which was a lush pictorial autobiography of his career in fashion. Walk Like a Girl is not a typical fashion book, it is an intimate tale of <a href="https://archive.nepalitimes.com/news.php?id=16997">Gurung’s travails and triumphs</a>, and how he willed himself to succeed. Prabal pays a lavish tribute to his mother Durga Rana. We find out she is a descendant of the first wife of the eldest son of Jang Bahadur Rana who was banished to Palpa in the late 19th century. Prabal’s father served in the Singapore Police and that is where he was born before the family returned to Nepal when he was four. Gurung relates with brutal honesty about the violence his mother endured from his father. Durga raises three children as a single mother in Nepal, and Prabal credits her for his fierce determination to resist patriarchy and injustice, which in time manifests itself in his hyper-feminine and subversive dress designs. Writing the book has been a cathartic experience for Gurung, who says he is now relieved of the burdens of his past. It no longer haunts him, and he does not have to prove anything to anyone anymore. Walk Like a Girl has life lessons not just for the <a href="https://www.instagram.com/p/DJmOcSgxdWz/" target="_blank">fashion industry</a>, but for every other profession. How can my job serve a greater cause? Gurung tells us his work is <a href="https://asiasociety.org/blog/asia/why-designer-prabal-gurung-doesnt-want-just-stick-fashion" target="_blank">bigger than just making clothes</a>, it is about making the world a better place because it could do with a lot of improvement.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250519170544_d75296ad8bfdc00d88935f40d23543c6fea3d4d6a10e61a99d6cfc6127f2ee5b.png" data-media-id="editor_10" data-image-id="20250519170544_d75296ad8bfdc00d88935f40d23543c6fea3d4d6a10e61a99d6cfc6127f2ee5b" data-rendition-name="original" width="1516" height="1000" loading="lazy" alt="Prabal Gurung"> </figure>  This story of chasing the American dream may sound familiar to many immigrants: knocking on doors for jobs, rejections, trying to survive from day to day on expensive rent, and dealing with subtle racism in white America. Gurung finds racism is rife, and he is often mockingly called ‘gaysian’. He writes: ‘There was a strong hypocrisy — this idea of independence felt like a marketting ruse … and for all the talk of feminism in America, these high society women were trapped by the patriarchy just like in Nepal and India.’ After a trek to the Khumbu region in 2013, Gurung is inspired to use the colours, palette and textures of Nepal for his collection exhibited on Manhattan’s 8th Avenue. A major buyer tells him bluntly: “Stick to making pretty dresses … if I need to see a collection like this, I could buy a copy of National Geographic.” The New York Times was equally dismissive: ‘The designer tries to draw connections between blistered techo-fabric used to construct it and the topography of his homeland, Nepal. But, at the moment, he has lost his map.’ One potential investor tells Gurung he cannot design for Americana because “you do not look American”. Gurung wants to use expletives, but restrains himself. It has not been easy, it took sustained will power and support from his mother, sister Kumudini and a circle of close friends. “I made unbelonging my power,” he says. “Nepal is where I still have my heart and soul. Nepal grounds you. It is where people go to find themselves. But I escaped.” Recently appointed vice-chair of the <a href="https://cfda.com/about-cfda" target="_blank">Council of American Fashion Designers</a>, Gurung says: “I can’t believe I am here, it feels like it is happening to someone else. Writing this book, the healing has finally begun.” <h2>‘Everything is better in color’</h2> The Met Gala was two weeks later, and my table was an example of everything I’d been fighting for all these years as my guests represented everything I believed in: dynamic, powerful, influential women who were unapologetically original and unabashedly graceful. I was grateful to Anna for inviting me to host and dress a table that reflected my ethos—and for her guidance in doing so. I was also aware of the privilege as one of the first-­ever Asian fashion designers—not just from Nepal, but from the entire continent— to get the opportunity to do so. That fact was not lost on me. I reached out beyond the expected Hollywood celebrities and well-­known socialites to curate a table of exceptional women who inspired me. I invited Deepika Padukone and Alia Bhatt for their first-­ever Met Galas, as well as Michelle Yeoh, Mindy Kaling, Camila Cabello, Ashley Park, Denée Benton, KiKi Layne, Quannah Chasinghorse, and Grace Elizabeth. Together we checked many boxes: Asian, Black, Latinx, and Indigenous, each woman undeniably chic and powerful, a dazzling array of skin tones and experiences that proved my decades‑in‑the-­making hypothesis: everything is better in color.
