<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111414110/63723c649c7e80680e0c9619jpeg.jpg" alt="" width="2266" height="1536"/><figcaption>ALL PHOTOS: SUMAN NEPALI</figcaption></figure>Manushi Yami Bhattarai, daughter of Maoist leaders Baburam Bhattarai and <a href="https://www.nepalitimes.com/review/nepals-maoist-revolution-from-the-inside/" target="_blank" rel="noopener noreferrer">Hisila Yami</a>, followed her family’s footsteps into politics as a student at Tribhuvan University, where she was secretary of the All Nepal National Independent Student Union. She has an MPhil from Jawaharlal Nehru University in New Delhi and has been nominated by the Maoist Centre to contest the November election from Kathmandu-7. Excerpts of interview with Manushi Yami Bhattarai: Nepali Times: How is your campaign going so far?Manushi Yami Bhattarai: We have been discussing our platform and plan to improve and strengthen our collapsing public institutions, which have been taken over by a handful of people within the political parties. They have fallen prey to the much stronger party structures. Constitutionally-guaranteed rights have not been upheld. Our health and educational institutions are near collapse. The corruption watchdog has been rendered ineffective by political interference.  We need to restructure and empower these institutions from the policy-making level, for which we need effective legislature.Once our health, education, and employment sectors are strengthened, the economy will run these institutions, and I am aware of the role we need to play to strengthen the economy in the first place. Also on my agenda is environment-conscious development at a time when we have been unsustainably exploiting our natural resources to advance development. The next generation will have to pay for it with frequent and catastrophic natural disasters.We want to introduce laws that address conflicts of interest. Nepal’s political leaders are in business with interest groups who want to commercialise and privatise the education and health sectors, which is why they do not talk about strengthening public schools and hospitals. There is no one in Parliament to stand for universal healthcare and education, and there will be no one unless we stop people with connections in private healthcare and education.I attended public school in Delhi from elementary to high school and was able to become a gold medalist at Tribhuvan University on the strength of my academic background. I want to send my child to a public school, and take them to Kanti Hospital when they are sick.Why don't we trust or take ownership of public institutions? When we choose to employ services of public institutions, we will be able to identify problems within those institutions first-hand, and look at issues regarding manpower and infrastructure with more sensitivity because they directly affect our well-being and of people around us.What are your priorities on infrastructure?It is a given for leaders to promise what sells. But political leadership means being ten steps ahead of the public in terms of ideas and strategies, and should not just pander to the masses. Populism can be a problem. I am determined to address the basic needs Nepalis face. But what we have been unable to do until now is make Nepalis aware of the roles and responsibilities each level of government has, from the local to the federal.But while it is important to address the immediate needs and the infrastructural development of Kathmandu-7, it is also important to discuss the country’s economic, foreign, health and education policies which have wider-reaching and long-term importance. It will be my responsibility to solve problems at the local level as well as speak to policies that have far-reaching consequences.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111414110/63723c689c7e80680e0c961ajpeg.jpg" alt="" width="2304" height="1536">There is speculation that Baburam Bhattarai swapped his Gorkha constituency with Pushpa Kamal Dahal to secure Maoist support for your election candidacy? That has nothing to do with my candidacy. If I was looking for an advantage, it would have been much easier and safer for me to run from Gorkha. Kathmandu is a challenging constituency even with support from the coalition.But the announcement of your candidacy came out of the blue. How long have you been thinking about running?This process has not been sudden. I have been in politics for a long time, having been involved in organisation and social movements since I was 15 years old. I worked for student welfare when I was at All Nepal National Independent Student Union. I have the experience and knowledge of the responsibilities that come with being both a representative and the opposition. This is the right time to put my academic, social and political experiences to the test and take it to Parliament.There is a challenge in that most Nepali voters align themselves with their political beliefs and ideology and vote along party lines. However, there are now large numbers of voters disillusioned with Nepal’s political mechanism, who are frustrated with the lack of delivery, and will vote for candidates and issues over ideology. Similarly, a larger number of Nepalis are not affiliated with any party and are aware of the need to vote for competent and qualified candidates regardless of party. That is why I am optimistic about my chances.The number of women candidates in the direct ballot is less than 10%. Yes, no matter which political party, it is difficult for women to even get selected as candidates. And when women are given tickets, they are given constituencies where they have little chance of winning. It is also more challenging for women to secure election funding. Our social structure also makes it difficult for women to stand in elections while raising children and juggling family responsibilities.A large part of the public is concerned with image rather than agenda, choosing to pay attention to how female candidates present themselves over what their election platform is. Women are thought of in relation to their husbands and families rather than as individuals.Has having parents who are involved in politics worked for or against you? On the one hand, it has been easier for me to get recognised and have a platform because of who my parents are. On the other hand, I am seen as an extension of my parents before people are willing to consider that I am a separate existence with my own abilities and agenda. In that sense, it has been both an advantage and a disadvantage.My parents received a good education and chose to enter politics because they always believed it was a way to pure service. Had they chosen a different profession, they would probably have had different financial circumstances.My parents never imposed their opinions or demands on me. They never expected me to follow a set path. I was never pressured to join politics -- in fact, they were always clear that politics would not get me financial benefits, and that I should pursue other interests if that was my goal. But seeing them inspired me to take this up.I have learned from my family that one must never exploit or take advantage of their platform. Outrage-filled discourse on social media has become a global culture. I see discourse on social media as transient — they can lionise an individual one day and vilify the same person the next. So I don't take it too seriously and have chosen not to engage with it. I prefer to meet and interact with people directly. Throughout such interactions, whether people choose to engage with me in anger or frustration, or love, I will accept it.How will your leadership be different from the previous generation?The previous generation of political leadership had to replace an autocratic, undemocratic, and centralised political system with a federal democratic republic. It is now up to our generation to stand on the shoulders of past leadership and focus on people and issues that affect them directly: education, healthcare, and employment. We must strengthen our economic foundations so that we can sustain our still-nascent political institutions and protect what we have achieved over the years.Things have not turned out as I hoped. In the beginning, building a Constitution took precedence over representing the people, and while we focused on policy, we did not address issues that Nepalis faced in their daily lives. Now we have learned our lesson. As party cadres, we relied too much on our leaders to solve the problems, but we now want those leadership positions ourselves so that we can help people directly. You cannot win elections if you are unable to challenge the existing leadership.What are the challenges of being a full-time politician?I came into politics at a time when the 'power' of the leadership of our party was declining. I came into politics while we were under siege.It is challenging to manage a household, both financially and logistically, when one is involved in politics full-time. It is especially challenging now that I have a two-year-old child who will have to start school soon and will have healthcare and childcare needs. So, I have started teaching. My husband was also in politics, but now he is looking for a job. I wonder how other people involved in mainstream politics run their households, and what their sources of income are.What will your campaign message be to voters in your constituency?My life and work have always been transparent. It's time to find solutions to problems that we have felt have not been addressed all our lives. And if we make it to Parliament, we will address those problems, in a way that people feel its impact immediately. So it was ironic that he handed over to another serial parliamentarian whom he had fallen out big time: Dahal.The Maoist leader had previously contested from Kathmandu and Rolpa in 2008, Kathmandu and Siraha in 2013, and Chitwan in 2017. This time, he wanted an ironclad constituency to fulfil his dream of becoming prime minister a third time — and proved once more that there are no permanent friends nor enemies in politics.The 5-party coalition formed to oust former Prime Minister KP Oli following the power struggle between Oli and Dahal ushered in an era of break-up and make-up politics in an election year.The 2022 election has made partners out of once archenemies Prime Minister Sher Bahadur Deuba and Pushpa Kamal Dahal, splintered  powerful communist parties, and brought Dahal and Bhattarai back together. It is all about power and how to get there. Nepali politics was always a revolving door of same handful of tried, tested and failed elderly men. The revolving door is still turning, and multiple prime ministers are waiting for another stint — party credo, election agenda, or principles be damned.It is a sign of the times that once-progressive alternative politician Rabindra Mishra now has a leadership position within the royalist right RPP, while Kamal Thapa of the Hindu-right RPP-N is set to contest the election in alliance with Communists, under the UML’s election symbol no less.Nepal has been a three-party dictatorship since 2013. Now it is a dictatorship of three old men. Smaller parties aspire to be king-makers too, and want to strike deals with the Nepali Congress, Maoist Centre or the opposition UML.There are no party primaries while selecting election candidates, and the process of selecting tickets is at the arbitrary personal discretion of the three honchos.So, the NC’s Minendra Rijal and the UML’s Bhim Rawal of the UML were refused tickets just because their party leaders treat them as greater threats than candidates from other parties. Swarnim Wagle of the NC was reportedly refused a ticket because the First Lady doesn’t like him.The Proportional Representation system was designed to include the excluded and marginalised. But the list is made up of close allies who needed to be accommodated, cronies and relatives. Only 9% of the candidates for direct elections are women, despite a Constitutional provision that parties have to field 33% females. The proportion of indigenous communities and Dalits is even lower.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111414110/63723c469c7e80680e0c960djpeg.jpg" alt="" width="780" height="345">Nepal’s richest men seem to have decided it is better to use the money that they used to donate to parties to run for elections themselves. The candidate list also included jailed individuals, which the Election Commission eventually rejected, as well as figures tainted with corruption.A total of 2,526 candidates have registered their candidacies for the parliamentary polls, out of which 1,583 are from 57 political parties. Independents make up 37% of candidates for both federal and provincial polls, with some of them being rebel candidates denied tickets by their parties.In all this, there is a silver lining. First-time voters and young Nepalis have begun to take an interest in the political process, mainly because of the rise of the independents. The outcome of this election will be decided whether they actually go to the polling booths on 20 November.As with the independents who won mayoral races in May, young voters seem to think that the only way to clean up Nepali politics is from the inside. But vote banks, block votes by ethnicity and caste still count because the mainstream parties have the organisational structure.An ageing and unprincipled establishment unwilling to hand over to a new generation has made it abundantly clear once more that any attempt to transform Nepal’s political mechanism from inside will be fiercely resisted. 3-party dictatorship

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114131140/637237dc9c7e80680e0c7353jpeg.jpg" alt="" width="1500" height="1000"/>Nepal often <a href="https://www.nepalitimes.com/banner/warning-breathing-is-hazardous-to-health/">ranks high on international reports</a> for all the wrong reasons. The latest one puts Nepal in ‘first’ position (which means worst) in a study on Global Burden of Disease which showed this country having the highest death due to lung disease in the world. A quarter of those deaths were caused by breathing dirty air.Another report last month, the latest State of Global Air 2022 on Air Quality and the Health of Cities, showed that more than 5,000 deaths in 2019 in Kathmandu alone were due to air pollution. This added up to 42,100 additional deaths in 2019 due to poor air quality.Yale University’s Environment Performance Index ranked Nepal as the third most polluted country in terms of air quality, with only India and Pakistan performing worse. Put together these recent reports show that air pollution is a clear and present danger, and <a href="https://www.nepalitimes.com/banner/breathing-is-hazardous-to-health/">a question of life or death for Nepalis</a>.Besides health damage, dirty air also comes with high cost of health care. Air pollution contributes to seven of the ten most common causes of death worldwide: COPD (Chronic Obstructive Pulmonary Disease), ischemic heart disease, diabetes, lung cancer, stroke, lower respiratory infections, and neo- natal death. It is responsible for 12% of all deaths worldwide, and 20% of deaths in Nepal.A World Bank estimate puts the cost of air pollution to Nepal at $3.1 billion, 10.2% of the country’s  GDP. Of this, $1.7 billion was caused by smoky indoor fires, and the rest was due to ambient air pollution. Another study showed that the health damage suffered by Nepalis from brick kiln smoke alone amounted to $46 million per year.Read also: <a href="https://www.nepalitimes.com/banner/nepal-still-mixing-garbage-with-politics/">Nepal still mixing garbage with politics</a>, Shristi KarkiThe level of <a href="https://www.nepalitimes.com/banner/warning-breathing-is-hazardous-to-health/">nitrogen dioxide (NO2) in Kathmandu</a> is three times higher than the standard set by WHO – mainly due to vehicular emission. The number of two-wheelers in Kathmandu Valley now exceeds 1.2 million, and Nepal imported fuel worth Rs383.92 billion in the last fiscal year, a dramatic increase of 79% from the previous year.Fossil fuel imports now constitute 22% of Nepal’s total imports – and its value is more than all exports combined. This has led to a sharp drop in foreign exchange reserves to pay for only 6 months of imports.<a href="https://www.nepalitimes.com/opinion/how-to-clean-up-kathmandus-air/">Kathmandu’s notoriety as a polluted valley</a> has also affected tourism, with many visitors cancelling plans as word spreads of the bad air. Even the pristine trekking areas are now affected by trans-border pollution from the Subcontinent, or wildfires within Nepal.It is clear that spending money on cleaning up the air will have a high return on investment. And it is not that Nepal does not have the resources to do so. The law allows the government to levy a <a href="https://www.nepalitimes.com/editorial/polluted-politics/">pollution tax of Rs 1.50 per litre</a> on petrol and diesel sold in Nepal. Since 2008, when this provision was implemented, the government has collected Rs12.81 billion in pollution control fees.Nearly Rs3.4 billion of that amount was collected in fiscal year 2020-21 alone, but none of this money has been invested in pollution control.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114131140/637237df9c7e80680e0c7354jpeg.jpg" alt="" width="1000" height="772">The Office of the Auditor General urged the government to spend some of the accumulated fee to address air pollution, and also in July the Supreme Court issued a similar ruling. But the government appears to be unable to spend this money, even as it tries to tap into international mechanisms like the Green Climate Fund to adapt to the climate crisis.As the government prepares for the 27th Conference of Parties (COP 27) being held 6-18 November in Egypt, it will once again by lobbying for increased international funding for climate action.Sure, international funding for both mitigation and adaptation to the climate crisis is urgently needed, but how about Nepal first spending the money it has at its disposal to clean up the air – especially since there is such a guaranteed return on investment.The private sector can also jump in. Despite the see-sawing tax policy on electric vehicles, the market for battery-operated cars has jumped five-fold just in the past one year. With the increased import of EV, we will soon see an increased demand for infrastructure such as charging stations, repair and maintenance, and hopefully, even <a href="https://www.nepalitimes.com/here-now/nepals-journey-to-electric-public-transport/">electric public transport.</a>This is where the investment from the private sector may be crucial. While individual consumers are <a href="https://www.nepalitimes.com/latest/new-nepal-budget-sparks-electric-comeback/">buying EVs in droves</a> without proper infrastructure, the industry will struggle.Read more: <a href="https://www.nepalitimes.com/banner/agroecology-nepals-answer-to-climate-change/">Agroecology, Nepal’s answer to climate change</a>, Zachary BartonSimilarly, investment in green construction material can help reduce pollution from the brick kiln sector and enforcing proper waste management can reduce toxic smoke from open waste burning all over Nepal.If the last election cycle has taught us anything, it is that Nepali voters are willing to bet on change. So, it is time to once again <a href="https://www.nepalitimes.com/banner/warning-breathing-is-hazardous-to-health/">make our voices heard on the ballot</a> – for clean politics and clean air. Let us vote for candidates who will prioritise environmental issues and show commitment to change. Elections may be a slow process that comes around only every five years, but each vote is an opportunity to create lasting change.As consumers, we can also make ourselves heard through our purchases of smarter, cleaner and greener  alternatives. The simplest and most profitable switch, can be to abandon LPG for the electric cook stove. In the past year, after my family bought an induction stove and rice cooker, we have saved on not having to buy LPG at Rs1,800 per cylinder. One induction cooker costs the same as two LPG cylinders, and the money is easily recouped.Another clean alternative is an electric vehicle. For shorter distances, walk. Nepalis do not have to breathe dirty air

Voters cast their ballots depending on generational party affiliation, caste, ethnic or regional allegiances.The <a href="https://www.nepalitimes.com/latest/making-kathmandu-great-again/" target="_blank" rel="noopener noreferrer">election of Balen Shah</a> as mayor of Kathmandu in May local elections showed that people are fed up with politics as usual, they blame the mainstream parties, and are ready to abandon traditional loyalty to vote banks.The other factor that could impact this shift is the growing number of <a href="https://www.nepalitimes.com/opinion/nepals-gen-next/" target="_blank" rel="noopener noreferrer">new, young and social media savvy voters</a> who do not cast their ballots along traditional party lines.There were 17,733,723 registered voters in the May elections, which was 3,659,299 more than the previous election in 2017. Nepal’s youth bulge means that there could be as many as 350,000 more young people on the voter’s list for <a href="https://www.nepalitimes.com/latest/nepals-local-polls-a-rehearsal-for-federal-elections/" target="_blank" rel="noopener noreferrer">federal and provincial elections</a> on 20 November.Balen Shah’s historic swearing-in ceremony, his first Kathmandu Metropolitan City council meeting being streamed live on social media, and his non-traditional methods of appealing to voters has brought a breath of fresh air. Independent mayors in Dharan and Dhangadi are also engaging in unconventional politics, notwithstanding a wholly unnecessary public spat between Balen Shah and his Dharan counterpart, Harka Sampang.All this has brought a <a href="https://www.nepalitimes.com/opinion/kathmandus-balen-phenomenon/" target="_blank" rel="noopener noreferrer">paradigm shift</a> in the way younger Nepalis perceive politicians, and perhaps even convincing those with no interest in politics to<a href="https://www.nepalitimes.com/opinion/nepals-alt-right-falls-off-the-map/" target="_blank" rel="noopener noreferrer"> sit up and take notice</a>.Although the right to vote may seem straightforward in a country that prides itself on its democracy and new Constitution, it is tragic that the same old and vicious cycle of elections, disillusionment and instability has continued.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114131128/637234a99c7e80680e0c4946jpeg.jpg" alt="" width="890" height="604"><figcaption>Balen Shah taking a selfie with a supporter during his campaign in May 2022. Photo: BINAY CREATION PHOTOGRAPHY</figcaption></figure><a href="https://www.nepalitimes.com/banner/snowbalen/">Public disenchantment</a> with figures in the incumbent coalition government is high. Driven by blatant corruption in high places, the same old politicians are angling for top posts over and over again, a prime minister who held the post <a href="https://www.nepalitimes.com/latest/deuba-5/" target="_blank" rel="noopener noreferrer">five times before</a> wants to continue holding on to it and is making murky backroom deals to rotate the office with his coalition partner.The fact that turnouts in Nepal’s elections are still high means that there is hope for change. Turnout figures used to be nearly 80% in the 1990s after the restoration of multi-party democracy and has been going down, but it was still a <a href="https://www.nepalitimes.com/latest/nepalis-vote-enthusiastically-in-local-elections/" target="_blank" rel="noopener noreferrer">respectable 65% in May</a>.A substantial number of those who <a href="https://www.nepalitimes.com/banner/what-goes-on-in-nepals-elections/" target="_blank" rel="noopener noreferrer">cast their votes in May</a>, at least in urban areas, showed a shift away from traditional candidates from mainstream parties and their ineptitude and broken promises. <a href="https://www.nepalitimes.com/banner/after-balen-the-rabi-phenomenon/" target="_blank" rel="noopener noreferrer">This trend</a> has not yet reached critical mass, but it could gain traction in November – especially if the governing coalition fields tainted candidates.The <a href="https://www.nepalitimes.com/editorial/rise-of-the-independents/">rise of the independents</a> in Nepal is not a coincidence, it is change waiting to unfold. It is what has given hope to hundreds of thousands of young idealist Nepalis that they can be agents of reform. They have never cared about party-loyalty or twisted politics, but are more concerned with everyday issues like jobs, educational reform and affordable healthcare.Be it in Dharan, Dhangadi or Kathmandu, the <a href="https://www.nepalitimes.com/banner/nepals-local-election-gives-power-back-to-people/" target="_blank" rel="noopener noreferrer">local election</a> results demonstrated that Nepali politics is evolving so fast that it is leaving the old men who dominated it far behind.It is not the strongest that survive, nor the most intelligent, but the ones most responsive to change, Darwin postulated. This seems to hold true not just for biological evolution but in politics too. It is not the survival of the fittest, but the most promising ones.Just as a species will perish once they become incapable of adapting, if elections do the job they are designed to, then parties, politicians and legislators will become extinct as soon as they can no longer deliver the goods.As difficult as it may seem at the moment for candidates to attract the youth to support them, there is also opportunity if their campaign strategy is adjusted.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114131128/637234ac9c7e80680e0c4947jpeg.jpg" alt="" width="4096" height="2730"><figcaption>Citizens in Kathmandu protesting the government’s poor handling of the COVID-19 crisis, lack of transparency and corruption in June 2020. Photo: MONIKA DEUPALA.</figcaption></figure>It could be easier said than done, since we have seen how elders of the major parties feel threatened by even their own younger colleagues. Regardless of how idealist the younger crop of leaders are, there will always be someone to put hurdles in their way.There are many examples of young, charismatic and energetic leaders being elected in countries like New Zealand, Finland, and elsewhere. We have seen the rise of the Aam Admi Party as such a powerful force in India that even the ruling BJP feels threatened by its popularity. And Singapore’s Lee Kwan Yew showed that one does not even need full democracy to guarantee accountability, performance is enough.In any functioning democracy, a candidate needs voter support. While it may have been easy for parties to make wild promises in their manifestos in the past, they need to be more convincing now. Clever speeches and orations <a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/sanitizegovernment/" target="_blank" rel="noopener noreferrer">will not suffice.</a>Nepal’s near-future will be determined by the November polls. It is an election that will affect the next generation of Nepalis, which is why new and young voters must make their presence and choices felt. The days of <a href="https://www.nepalitimes.com/editorial/volatile-mix-of-politics-and-religion/" target="_blank" rel="noopener noreferrer">blind-support and vote banks</a> to keep corrupt leaders in power are gone.Our support will go to those who can convince us that they will perform until the very end of their term. The leaders we are looking for are the ones who walk the talk, will plan our energy future so we tackle not just our trade deficit but reduce Nepal’s carbon footprint.The oldsters in the old parties may take their younger colleagues and independent candidates as a threat. Pukar Bam as well as Milan Pandey from the same party have also announced they will be running from Kathmandu 1 and 9.Former police chief Ramesh Kharel is standing. Manushi Yami Bhattarai, daughter of former PM and Maoist ideologue Baburam Bhattarai is also in the race.Independent candidates who lost the mayoral race for Kathmandu in May do not seem deterred either. Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
