It meant Nepal was well on its way to <a href="https://www.nepalitimes.com/banner/unsung-heroes-of-nepals-tiger-recovery/" target="_blank" rel="noopener noreferrer">doubling its tiger population</a> by 2022 as per an international target.But in 2018, the number of tigers surprisingly fell to 93, owing to male tigers getting into fights over territory. Ecologists feared that the park was getting too crowded, and it had reached a saturation for the number of tigers it could accommodate and there was fear of <a href="https://www.nepalitimes.com/here-now/close-encounters-with-tigers-in-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/close-encounters-with-tigers-in-nepal/&amp;source=gmail&amp;ust=1604722135901000&amp;usg=AFQjCNE8_tmLOSYPV2Ghcb2vq5a9kyd6kQ">human-animal conflict</a>.An adult male <a href="https://archive.nepalitimes.com/article/nation/habitat-destrcution-of-tiger-in-Tarai,3423" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/nation/habitat-destrcution-of-tiger-in-Tarai,3423&amp;source=gmail&amp;ust=1604722135901000&amp;usg=AFQjCNHgatrsvBdKKQOGQhT2P7X9g0nv9A">tiger needs at least 100sq km</a> to roam in, while a female needs about 20 sq km. Each adult needs to make at least one kill of a deer-sized animal a week.The debate compelled the Department of National Parks and Wildlife and Nature Conservation to study the carrying capacity of Chitwan and the adjoining Parsa National Park, where there was actually an increase in tigers in the 2018 count.Now, a new study titled 'Assessment of Ecological Carrying Capacity of Royal Bengal Tiger in Chitwan-Parsa Complex, Nepal' that studied prey density and tiger territory has found that Chitwan and Parsa combined can actually hold at least 175 tigers.“Under natural conditions, Chitwan has a carrying capacity of 136 tigers and Parsa can hold 39,” said Haribhadra Acharya, an ecologist from the Department involved in the study. “At present, there are 93 tigers in Chitwan, 90 in Bardia and 18 in Parsa.”The study examined how much prey meat a tiger needs in a day, which they estimated to be 6kg, and that totals an average of 2,000kg of meat a year. In protected areas, 15% of prey species are usually hunted for food by carnivores annually, of which tigers alone account for 10%, the study found.Extrapolating these numbers, the researchers calculated that there needed to be prey species with 20,000kg of meat roaming in a 100sq km area of an adult tiger’s territory. This is when they came to the conclusion that Chitwan and Parsa National Parks have enough meat on hooves for more tigers.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181112/636be03d9c7e80680e083de3jpeg.jpg" alt="" width="1500" height="931"><figcaption> </figcaption></figure>They calculated that an adult tiger makes up to 50 kills a year, roughly one deer a week, and concluded that there were enough prey species to meet that food demand.“The common conclusion of these two findings is that the parks can hold at least 175 tigers. If suitable habitats can be developed in the intermediate zone and other corridors, this number could increase further," says Acharya.The area of Chitwan National Park (952.63 sq. km) and the adjacent Parsa (627.39 sq. km) is a vast stretch of sub-tropical forest stretching from the Inner Tarai Chitwan Valley to the Tarai. Even though Parsa is two-thirds the area of Chitwan, it cannot carry proportionately the same number of tigers because of a lower prey density of chital deer.There are 52 chitals per sq km in Chitwan, but only 14 in Parsa because Chitwan has more lakes, ponds, rivers and grasslands than the drier Parsa. As per this new study, the number of adult tigers per 100sq km is higher in Chitwan (3.28) than in Parsa (0.92). India's much smaller Valmiki Tiger Reserve that has 23 tigers has a density of 1.49.The assessment also put the 'potential tiger density' for both Chitwan and Parsa National Parks at 14.5 and 6.22 respectively, much higher than it is currently. However, although the study has shown there is sufficient prey, some experts worry that more tigers packed in the two parks may mean more fights over territory.At the Global Tiger Summit held in St Petersburg in 2010, tiger range countries pledged to <a href="https://www.nepalitimes.com/banner/its-a-jungle-out-there/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/its-a-jungle-out-there/&amp;source=gmail&amp;ust=1604722135901000&amp;usg=AFQjCNEk4y1Gt_ufgFnziXsMvoXgGtuoDA">double their tiger populations by 2022</a>. Nepal <a href="https://www.nepalitimes.com/latest/nepal-tigers-now-number-235/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-tigers-now-number-235/&amp;source=gmail&amp;ust=1604722135901000&amp;usg=AFQjCNE4y1xuvie6DP8_f7mhsRgz-CLGYw">achieved the target in 2018</a> with 235 adult tigers, the first country to do so.This was a remarkable achievement considering that there were only 121 tigers in 2009. Nepal’s target is to reach 250 in the next two years, and given the new findings for Chitwan and Parsa, the country is on track to do so.

The concentration of particulate matter like soot given off by industries and diesel trucks have also decreased, improving air quality over Asia’s most-polluted cities.Here in Nepal, Mt Everest and Himalayan peaks have got a much-needed respite after the <a href="https://www.nepalitimes.com/here-now/nepals-economy-already-weak-takes-direct-hit/" target="_blank" rel="noopener">government cancelled all expeditions and treks from the mountains for the spring climbing season</a>. There has been an <a href="https://www.nepalitimes.com/banner/most-days-its-not-so-crowded-on-mt-everest/" target="_blank" rel="noopener">international uproar last year after photos of a traffic jam</a> on the summit ridge of Mt Everest went viral. Garbage and corpses on the mountain have gotten a lot of media attention.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101156/636b79d69c7e80680e064725jpeg.jpg" alt="" width="960" height="720"><figcaption> </figcaption></figure>The sunny spring sky in Kathmandu was brilliantly clear on Tuesday, the first day of a week-long nationwide lockdown. With no traffic, and flights all grounded, there is no noise pollution in the street or the sky.But the happiest must be wild animals in Nepal’s national parks, including those popular with tourists like Chitwan, Bardia, Langtang and Shivapuri-Nagarjun, where visitors have not been allowed since Sunday.After the government closed schools and offices last week, Kathmandu’s residents had started arriving at Shivapuri and Chitwan by the busloads for picnics during weekend, prompting park officials to close entry on Monday.“We had to close the parks because there was an increase in visitor numbers, but with the announcement of the nationwide lockdown from Tuesday, visitors will not be coming anyway,” said chief of Bardia National park Ananath Baral.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101156/636b79d99c7e80680e064726jpeg.jpg" alt="" width="1500" height="1125"><figcaption> </figcaption></figure>On Sunday, there were more than 400 visitors -- about four times the daily average -- at Shivapuri-Nagarjun, the national park on Kathmandu Valley’s northern and western rim.Conservationists say the drop in human activity will be a relief to the park’s wildlife, since any extra noise can disturb their habitat and movement. Naturalist Mukesh Chalise recalls how there was an increase in wildlife in <a href="https://www.nepalitimes.com/here-now/nepals-economy-already-weak-takes-direct-hit/" target="_blank" rel="noopener">Langtang National Park </a>after trekkers stopped coming due to the 2015 earthquake.Read also: <a href="https://www.nepalitimes.com/banner/between-existence-and-extinction-in-nepal/" target="_blank" rel="noopener">Between existence and extinction in Nepal</a>, Sonia Awale“It used to be difficult to see resident fauna and birds, now there are herds and flocks of them out in the open in Langtang,” Chalise says.Due to its terrain and topographic range, Nepal has some of the richest biodiversity in a country with such a small area. There are 876 species of birds, 185 species of mammals and 651 species of butterflies in Nepal, some of them are only found here and nowhere else. National parks and protected areas cover 27% of Nepal’s area.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101156/636b79dc9c7e80680e064727jpeg.jpg" alt="" width="250" height="166"><figcaption> </figcaption></figure>There has been a big increase in park visitors in the past few years. Nepal’s national parks and conservation areas registered 510,000 foreign visitors five years ago, and this grew to 701,000 last year.  There is no count of the number of Nepali visitors, and if this is added it would take the numbers to nearly 1.5 million per year.Read also: <a href="https://www.nepalitimes.com/banner/nature-without-borders/" target="_blank" rel="noopener">Nature without borders</a>, Sewa BhattaraiThere has also been little attempt to regulate the entry of sightseeing vehicles into national parks. In Chitwan alone, the national park issued 35 jeep permits every day for jungle safari into the core area. Bardia issued 22 jeep permits per day, with each vehicle carrying 10-14 visitors. Besides this, both Chitwan and Bardia also issue dozens of elephant safari permits.All this has now come to a halt, and has eliminated human disturbance. Chalise says this will allow wild animals and birds to be left alone for a while which will be good for nature to rebound.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101156/636b79dd9c7e80680e064728jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>“We had already started seeing rhinos interacting more and more with humans, and acting tame. It is very dangerous for the rhino to lose its fear of humans because this may<a href="https://www.nepalitimes.com/latest/what-drives-wildlife-poaching/" target="_blank" rel="noopener"> expose them to poachers</a>,” adds Chalise, who says there should be a permanent ban on human entry into national parks. Tourists should be allowed only into the buffer zone.Sindhu Dhungana at the Ministry of Forests and Environment, however, says that if local people do not see any advantage of eco-tourism they may not help in conservation, and visitors should be allowed but in a regulated numbers.“The main criteria should be how much <a href="https://www.nepalitimes.com/latest/what-drives-wildlife-poaching/" target="_blank" rel="noopener">human activity is disturbing wildlife</a>, and if it is serious numbers should be regulated,” Dhungana explains.Lessening human entry into national parks will also prevent the spread of human diseases like tuberculosis to rhinos and elephants, and also stop viruses from wild animals infecting humans.Chalise also warns that the nationals parks should be vigilant about <a href="https://www.nepalitimes.com/banner/in-conservation-nepal-is-not-out-of-the-woods-yet/" target="_blank" rel="noopener">increased activity of poachers </a>taking advantage of the national shutdown to hunt wild animals either for meat or tusks, horns and pelts.

Coronavirus shutdown gives Nepal’s nature a respite

More than half of adolescent girls in rural areas are now in secondary schools; 15 years ago it was less than 30%.Despite this achievement, poverty, family pressure and gender-unfriendly schools mean that the <a href="http://archive.nepalitimes.com/news.php?id=19596#.XOUa4yAza70">dropout rate</a> for girl students is still high. As a result, adolescent girls from rural areas get caught in a trans-generational cycle of poverty inherited from their mothers, and are more likely to pass it on to their own children.In response, VSO Nepal, in partnership with Aasaman Nepal, the British Council, Global Action and Mercy Corps, is helping girls in districts like Parsa -- where female literacy is low -- through a program called Sisters for Sisters’ Education. Older girls are recruited to mentor younger ones, increase their enrolment and prevent dropouts.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121156/636a448a9c7e80680e04d337jpeg.jpg" alt="" width="1200" height="800">The older girls are volunteers from the community, who act like Big Sisters to get Little Sisters into school and guide them through adolescence. Big Sisters provide not only academic support but also encouragement and taboo-busting information on sexual and reproductive health to the younger ones.More than one-third (36%) of Nepali women over 15 <a href="https://tradingeconomics.com/nepal/literacy-rate-youth-female-percent-of-females-ages-15-24-wb-data.html">have had no education</a>. This rate increases with age, and more than 91% of women ages 60-64 cannot read or write.Sisters for Sisters not only gets Big Sisters to mentor Little Sisters through school and act as positive role models, it works with younger girls, their families and schools to ensure they remain within the formal education system.Although <a href="https://www.nepalitimes.com/banner/child-marriage-in-nepal-eloped-at-13-mother-by-17/">child marriage is illegal</a>, girls living in rural areas get pulled out of school to be married as early as 13. As girls enter adolescence, this and other pressures increase, resulting in a rising dropout rate: 6% drop out of primary school while 8% percent drop out of secondary school.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121156/636a448d9c7e80680e04d338jpeg.jpg" alt="" width="1200" height="800">By leaving school, adolescent girls in rural areas fail to acquire a <a href="http://archive.nepalitimes.com/article/editorial/not-just-half-the-sky,1178">lifetime capacity for critical thinking and problem solving</a> that can only be learned via secondary education, which goes beyond basic literacy and numeracy skills.As Little Sisters age, VSO supports them to enrol in higher education, which enhances the girls’ confidence and self-esteem, enabling them to take control of their own sexual and reproductive health and rights, and develop life skills.So far, peer learning support funded by the UK’s Department for International Development (DFID) has helped 8,115 girls in Nepal in 50 schools in Dhading, Lamjung, Surkhet and Parsa.Priyanka Budathoki is with VSO Nepal.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121156/636a44909c7e80680e04d339jpeg.jpg" alt="" width="1200" height="800">_______________________________________________________________________“Never look back” Sunti Devi is 34 and her daughter is 12, the age she was when she got married. I became a mother at 13, and my in-laws taunted me for giving birth to a daughter. A year later I gave birth to a baby boy and hoped to be accepted back to my husband’s house. I returned only to find that he had married someone else.I completed Grade 10 and began teaching in a primary school, renting a room to raise my children as a single mother. I started working in Sisters for Sisters’ Education and have never looked back. I am living in the same community where my husband lives with his second wife, but that does not affect me anymore. I am determined not to let my students be forced into marriage at an early age. As an Auntie Champion I train the girls in life skills, mentor them and increase their confidence.”_______________________________________________________________________“I am proud of my sisters”Apsana Khatun, 19, from Province 2, is a Big Sister community volunteer who mentors four girls (Little Sisters) in a community school. When her relatives wanted her married Apsana’s mother resisted. Her story:<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121156/636a44949c7e80680e04d33bjpeg.jpg" alt="" width="816" height="544">“I am a Muslim. The girls in my community cannot go out on their own, and have to wear veils. My relatives wanted me married off, but my mother allowed me to go to school. Many other girls are not so lucky. After completing Grade 10, I became a Big Sister community volunteer in Sisters for Sisters’ Education in my village.I am responsible for four Little Sisters, whom I mentor with academic guidance and emotional support. At first their parents were not happy with me. But I persisted, and got two of them who had dropped out back in school. Now, the parents treat me like family. I feel so proud when the girls in my school say they want to be teachers, doctors and nurses. My mother never went to school; I want every mother in Nepal to be educated."

Sisterhood of students

Photo: RSS</figcaption></figure>This is the season for windstorms, and even though the <a href="https://www.nepalitimes.com/here-now/groound-zero-in-pheta/" target="_blank" rel="noopener">whirlwind</a> that hit the central Tarai on 31 March killing 28 people was a freak event, it was not the first to touch down in our part of the world.Novelist Amitabh Ghosh begins his 2016 non-fiction book, <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/book-reviews-new-year-2074,3654" target="_blank" rel="noopener">The Great Derangement: Climate Change and the Unthinkable</a>, with his personal encounter with a funnel-shaped tornado that struck New Delhi on 17 March 1978. It killed 70 and injured 700 in just 2 minutes.Ghosh writes that the Indian Meterological Service said at the time: ‘This was, in effect, the first tornado to hit Delhi—and indeed the entire region—in recorded meteorological history.’Birganj-based journalist Chandra Kishore remembers a similar devastating vortex that destroyed parts of his Tarai village in the mid-1980s. <a href="https://www.nepalitimes.com/latest/toll-expected-to-double-to-50-in-tornado/" target="_blank" rel="noopener">In Pheta</a> on the night of 31 March, most of the deaths were due to poorly built structures, not the actual tornado, proving once again that it is shoddily-built houses that kill people not natural events.When Ghosh encountered the tornado in 1978 in New Delhi, the Earth’s atmosphere had 334ppm (parts per million) of carbon dioxide. In the 19th century, before the industrial age, it was 280ppm. By 2019, the CO2 concentration in the atmosphere has increased to 411ppm, most of it because of fossil fuel emissions.With so much carbon in the atmosphere, climate change is no longer something that will happen in a distant future — <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener">it is happening now</a>. Events like the Tarai tornado are <a href="https://www.nepalitimes.com/editorial/the-new-normal-2/" target="_blank" rel="noopener">our new normal</a> and highlight the growing impacts of an erratic climate and its rising social and economic cost. No country is immune, all countries have to adapt and also cut their emissions by switching to renewable energy.Read also: <a href="https://www.nepalitimes.com/?p=25490&amp;preview=true" target="_blank" rel="noopener">Nepal's electric transport future is here</a>, Sonia AwaleNepal’s Department of Hydrology and Meteorology (DHM) collects wind speed data at the airport to assist flight operations, for academic assessment of wind energy potentials and for designing buildings and infrastructure. Wind hazards have always been there, but death and destruction of the scale that Pheta witnessed has not been part of our understanding.As an under-budgeted and under-staffed entity, the DHM has the lowest priority from the Nepali state, preventing it from becoming a repository of climate knowledge. As one of the countries most vulnerable to the impacts of climate change, Nepal needs to upgrade its weather forecasting and early warning.The Pheta tragedy revealed a major gap in the DHM’s ability to ‘nowcast’ weather, the process of warning people about what is likely to happen in the next few hours at a spatial resolution of a few square kilometres. The department needs to be able to provide local, short-term forecasting, perhaps by collaborating with others like Tribhuvan University’s Physics Department.The twister also exposed gaps in our <a href="https://www.nepalitimes.com/here-now/disastrous-management-in-nepal/" target="_blank" rel="noopener">disaster management institutions</a>. Nepal’s 2017 Disaster Risk Reduction and Management Act has replaced the 1982 Natural Calamity Relief Act, so there are now 15 legal tools and guidelines covering the entire disaster cycle. However, these have not been contextualised for our local situation, where the understanding of national policies and laws is still limited.The Ministry of Home Affairs held a meeting of the Disaster Risk Reduction and Management Committee on 5 April, chaired by the Home Affairs Minister himself. It issued a 13-point decision to expedite relief and increase preparedness for the coming monsoon season.Province 2 has also taken a number of decisions including one to build prefabricated houses for the Pheta victims within four months. The government in Kathmandu, however, decided to assign the Nepal Army to rebuild the damaged houses. The army played a commendable role in rescue and relief efforts during the 2015 earthquake and in other disasters, but it is worth asking why it needs to be involved in reconstruction of private homes.The Nepal Army is there to defend our borders and be the first responder in a disaster; building houses is not its job. Reconstruction requires working iteratively with local governments to support victims in self-recovery and building back safer without reproducing past vulnerabilities. The National Reconstruction Authority (NRA) already has a track record of helping earthquake-affected families build houses, and it could have easily been assigned that responsibility in Pheta.Such complex institutional dynamics often create more constraints than solutions, at a time when there are new challenges due to climate change-induced disasters. Nepal’s national, provincial and local governments, and society by and large, do not have the necessary wherewithal to adapt and are the least prepared. The poor are the most vulnerable, and as Pheta proved, are likely going to pay the highest price.Ajaya Dixit is Executive Director of Kathmandu based ISET-Nepal. In fact, while his wife was battling with death, Faizullah was munching on snacks she had packed for him earlier in the day as he waited out the storm in Harpur.A neighbour came searching for him, and when he finally reached home at 11:30 on Sunday night, it was only to see his wife and daughter-in-law with other bodies lined up at the damaged neighbourhood mosque.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35079c7e80680e04828ajpeg.jpg" alt="" width="1125" height="1500">“She said goodbye in the morning, and when I came back at night she was dead,” said 62-year-old Faizullah, as he rubbed his swollen eyes.The tornado killed at least 30 people in Bara and Parsa districts, and most of those who died here were from Muslim families and were crushed by masonry, hit by falling pillars or flying debris.The fatalities show a clear link with Nepal’s migration-driven economy. Faizullah himself used to live in a mud and thatch hut till recently, but after working for three years in Saudi Arabia he built his brick house with the money saved. It is now gone, and he will have to earn a living selling buffaloes in the market.Faizullah’s neighbour Ezhar Miya also lost his wife, daughter-in-law and two young grand-daughters when his house collapsed, trapping the family. He had sold their original hut and moved to the brick house he built with the money his son, Bhuwar, sent home from Qatar.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a350c9c7e80680e04828cjpeg.jpg" alt="" width="1500" height="1125">Many Nepali families are eating better, wear better clothes, and have built stronger homes with the money relatives working overseas send home.However, many of the houses are poorly engineered, use sub-standard raw material. This was the reason for the high fatality rate in Bara and Parsa this week. What appeared to be strong brick and cement houses crumbled like match-sticks within seconds as the tornado tore through the villages in a wreckage path 100m wide and up to 20km long.It is a tragic irony that many who had invested in stronger houses perished in Bara on Sunday night. But poorer neighbours living in mud and thatch huts nearby survived.The government says 1,895 huts and buildings went down in the storm, 955 structures were partially damaged and 940 collapsed completely -- homes, brick kilns, health posts and mosques. Of the 27 people killed, four were from India.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a350f9c7e80680e04828djpeg.jpg" alt="" width="1125" height="1500">It was the first major disaster to hit Nepal post-local elections in 2017, and the presence of elected Municpality and Ward officials was reflected in the immediate rescue operation. Rapid response teams under local disaster management committees quickly mobilised Police and Nepal Army personnel which helped in timely rescue. However, the lack of proper equipment, and medical services were apparent.The understaffed Kalaiya Hospital in Bara operated throughout the Sunday as more and more injured were rushed in. Most suffered from hypothermia and fractures. Of the 354 patients ,two spinally injured were referred to Kathmandu and eight patients with head injury went to Birganj.“We tried our best to provide immediate rescue and supplied electricity to the hospital despite a power cut,” said Bara CDO Rajesh Paudel. The lack of coordination between local, provincial and federal governments in information gathering had adverse effect on relief distribution. There were plenty of relief materials to go around but most essential items like tents, tarpaulins and medicines were in short supply. VIP visits did not help the situation and only added to gawkers from surrounding areas.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35129c7e80680e04828ejpeg.jpg" alt="" width="1500" height="1125">The tornado was not the first of its kind in Nepal. In fact, literature and folklore speak of twisters ravaging Tarai villages. But because these are localised disasters, they did not make it to the news.The Bara-Parsa disaster should be taken as an opportunity to invest on weather forecasting equipment and training for climate modelers. Nepal needs customised weather modeling for its conditions, experts say.We have learned some lessons from previous disasters and the presence of local government after 20 years helped search and rescue operations, but the Sunday’s tornado still reflects the dire need of disaster preparedness.

Ground zero in Pheta

It proved that Nepal has to be prepared not just for the deadly calamities we know about like earthquakes, floods and landslides, but also rare ones like tornadoes.Nepal is a disaster-prone country, Kathmandu is number one among the top ten cities in the world most vulnerable to a catastrophic earthquake. The topography, high population density, vigorous monsoons, and underdevelopment make Nepal vulnerable to multiple disasters. All these dangers are exacerbated and can combine due to climate change – for example the next megaquake could cause glacial lakes swollen by global warming to burst simultaneously and unleash catastrophic floods downstream.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35419c7e80680e04829djpeg.jpg" alt="" width="1000" height="454">Nepal was preparing to be prepared for earthquakes, when 25 April 2015 happened. The National Emergency Operation Centre (NEOC) with its seismic resistant building had just been set up inside Singha Darbar, with the task of being a communication hub and relief coordination centre after a disaster. The Centre’s website now lists real-time information of water levels in rivers, information that is vital during the monsoon. It is now setting up a comprehensive Disaster Information Management System (DIMS) for the 49 types of potential natural calamities that Nepal faces.“Ideally, this system can analyse each disaster in terms of its hazard, vulnerability, and exposure,” explains Pradip Khatiwada, founder of Youth Innovation Lab that is building the portal. “It will also have vital information about nearby resources, local capacities, availability of critical infrastructure like hospitals, which will be crucial in the immediate aftermath of a disaster.”Read also: <a href="https://www.nepalitimes.com/editorial/the-new-normal-2/" target="_blank" rel="noopener">The new normal</a>, Editorial<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35439c7e80680e04829ejpeg.jpg" alt="" width="1400" height="1050"><figcaption> </figcaption></figure>A beta version of the system is expected to be ready in mid-April, but detection and prediction of disasters will still be difficult. Though the river water level data can provide early warning of potential floods, and the Department of Hydrology and Meteorology uses social media to disseminate its forecasts of extreme weather events, there are still problems with accuracy and urgency. For example, a tornado of the type that devastated villages in Bara and Parsa this week is not even in the list of 49 potential disasters that Nepal should be prepared for.“A tornado that occurred in such a short time over such a small area would have been difficult to predict anywhere in the world even with the most sophisticated equipment,” says Sushil Kumar Bhandari at the NEOC. “Detecting forest fires is also a problem because we do not have our own satellites, and real-time images are hard to source.”A new Doppler weather radar has been installed in Surkhet and two more are planned, but while they can detect supercells and forecast cloudbursts, they would still not be able to accurately predict when and where a tornado would touch down. Briefing Nepali Times on Tuesday, the Director General of the Department of Hydrology and Meteorology (DHM) Saraju K Vaidya admitted: “Yes, all signs in Bara point to it being a rare tornado, but with climate change these may become more frequent, and we have to prepared by upgrading forecasting and computer modelling capacity.”Read also: <a href="https://www.nepalitimes.com/here-now/groound-zero-in-pheta/" target="_blank" rel="noopener">Ground zero in Pheta</a>, Kiran NepalThe Bara experience has also shown that Nepal is not prepared for the immediate aftermath of disasters either. Manish Jha of Facts Research &amp; Analytics who was involved in the emergency response this week says the priorities on the ground do not necessarily match the response.Says Jha: “Local officials informed us that there were four immediate priorities: nutritious food, shelter, medical treatment, and children’s safety. But in the spontaneous scramble to rush help, many unnecessary items landed up at the site. People are eating instant noodles and biscuits, spending nights in the open, and children have nowhere to go, adding to their guardians’ responsibilities.”The Bara tornado was the first major calamity to strike Nepal after federalism, and it has become a test case on how political devolution can indeed be more prompt and responsive after a disaster strikes. Province 2 officials had mobilised local rescue at Ground Zero almost immediately, Chief Minister Lalbabu Raut relocated to Birganj to coordinate relief. Province 3 donated Rs10 million to Province 2.However, locals were critical of VIPs rushing south in helicopters from Kathmandu with token relief and competing to upload selfies of handovers. There is a daily traffic jam on the Patlaiya-Birganj road because of the number of cars from all over the country bringing relief material to the worst-affected villages, already crowded with gawkers. Such activities have deprived local governments of the opportunity to develop their own response capacity, and raised concerns of mismanagement of funds and resources.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35469c7e80680e04829fjpeg.jpg" alt="" width="365" height="867">Token relief measures take the focus away from long-term disaster management planning, necessary in a country going through rapid infrastructure development. Disasters may be natural, but much of its fatal impact is manmade.For example, forests reduce the speed and impact of violent storms, boulder mining on rivers increases the chances of destructive floods, poor construction methods make houses prone to collapse, and population density increases the numbers of people at risk. For example, Province 2 with 7% of Nepal’s land has 20% of its population.“The link between land use policy and disaster management is not always obvious, but it needs to be integrated right from the planning phase,” says Santosh Gyawali, a USAID expert on disaster management. “For example, building roads has an effect downstream, it makes floods worse. We need long term vision and regulation of land use for a comprehensive disaster management plan.”The experiences of other South Asian countries have shown that disasters may not be avoidable, but their impact can be reduced with planning and preparedness. With a history of violent typhoons, Bangladesh and the Indian state of Odisha have invested in shelters, reducing the death toll from cyclones by more than 90%.Four years after the earthquake, Nepal appears not to have learnt any lessons. Houses that ignore zoning and seismic guidelines have started coming up in Kathmandu and most urban areas. NEOC has identified only 83 remaining open spaces in Kathmandu safe for evacuation in a future earthquake.Four years on, experts say the focus for earthquake preparedness should now shift nationwide and not just be limited to the 14 districts around Kathmandu affected in 2015. Public buildings need to be retrofitted, homes must require seismic resistant designs, there has to pre-positioned digging equipment and shelter material in open spaces, and there has to be local response strategies.“Some in the earthquake-hit areas in 2015 are building seismic-resistant structures, but the same cannot be said of the rest of Nepal,” says Jhappar Singh Biswokarma of the National Reconstruction Authority. “There has been no study to determine how seriously the rest of Nepal will be affected by another earthquake, but the risk factor is very high. The new Act provides for a National Disaster Risk Reduction and Management Council to oversee the management of all kinds of disasters. In the absence of such an Act, the National Reconstruction Authority (NRA) was formed in 2015 to oversee only the aftermath of that year’s earthquakes. However, more than one year after the DRRM Act was passed, the response to disasters like the recent tornado is still scattered, since the National Disaster Risk Reduction and Management Council still does not exist.“The Act provides for a multi-tier institution with a federal body and branches at the province, district, and local levels. It also provides for disaster management funds at every level. The sole authority for managing disasters lies with the local level, but higher levels can intervene if the local level does not have enough resources to manage it,” says Bansi Acharya, head of the Disaster Study and Research Section at the Ministry of Home Affairs.The DRRM Act has a comprehensive approach to disaster, in that it addresses not just rescue and relief but also recovery and reconstruction. It also provides for risk reduction, preparedness, management, and mainstreaming of the DRRM in development. In other words, disaster management would not be limited to responding to disasters, but would include year-round actions to prevent them. All of these were missing in the Natural Calamity Relief Act.As such, the Act provides opportunities for new ways to handle disasters in a federal system. "Local level authorities often have the best understanding of the needs on the ground, but they are also very quickly overwhelmed. A federal disaster management system needs to maximize local level knowledge while providing flexible layers of support and resources from higher levels of government," says Santosh Gyawali, Senior Development Program Specialist at the Disaster Risk Reduction Reconstruction and Resilience Office of USAID Nepal.

Disastrous management in Nepal

Although not as common here as in the plains states of mid-western US, tornadoes have been known to occur during the pre-monsoon season in Bangladesh and parts of coastal India.Meteorologists were initially reluctant to confirm that this week’s disaster was caused by a tornado because they were almost unheard of in the Nepal Tarai. However, the fact that elderly people in the plains have in their Maithili and Hindi vocabulary a word for tornado (chakrawat) means that they do occur.The Department of Hydrology and Meteorology has come under a lot of criticism this week for not being able to forecast this extreme weather event. While storms, rain, and high winds can be forecast, tornadoes are notoriously difficult to predict, and it is next to impossible to pinpoint where they will touch down.Read also:<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/disastrous-management-in-nepal/" target="_blank" rel="noopener">Disastrous Management in Nepal</a>Even in the United States, which is hit by more than 1,000 tornadoes a year, there are only general warnings about possibilities of these twisters, although computer modeling allows more accurate forecasting. Still, the only specific warning people get is when they can actually see a tornado approaching with its ominous funnel. Homes and businesses along America’s ‘Tornado Alley’ in states like South Dakota, Nebraska, Kansas, Oklahoma and parts of Texas and Colorado are mandatorily required to have shelters since wind speeds of up to 450 km/h inside a tornado can rip everything apart.As survivors picked up the pieces of their lives this week in Pheta village of Bara, scientists from the Department of Hydrology and Meteorology (DHM) saw the clear footprint of a tornado: a long and narrow path of destruction, houses and walls built with masonry lay demolished, trucks and buses had been thrown about, mighty trees were uprooted – but a few metres away palm trees still stood with fronds intact and thatch homes were unscathed.Photographs taken by passengers on planes circling over Simara while waiting to land at Kathmandu airport show continuous lightning flashes inside a supercell soaring above Central Nepal with the tops of the cumulonimbus reaching more than 10,000m. Right below these planes, the conditions were getting ripe for the twister to form.Eyewitnesses describe a frightening storm that hit at dinner time, with the brunt of the damage confined to a 50m wide trail of destruction along a few kilometres towards Birganj. As our <a href="https://www.nepalitimes.com/here-now/disastrous-management-in-nepal/" target="_blank" rel="noopener">coverage of the disaster in this edition </a>explains, the tornado would been difficult to predict even with the most sophisticated equipment. Read also: <a href="https://www.nepalitimes.com/here-now/groound-zero-in-pheta/" target="_blank" rel="noopener">Ground Zero in Pheta</a>, Kiran NepalNowcasting is possible, but not for a specific locale or an exact time. The DHM has installed a Doppler radar in Surkhet, and two more are going to be set up in Palpa and Udaypur to cover the entire country. Data from these can be fed into modeling software that can detect rotating updrafts inside supercells, make predictions for rain and wind, and also gauge the possibility of twisters striking. However, even if these radars had been operational and modeling software already available, it would have been impossible to forecast a tornado hitting a localised cluster of villages in the central plains of Nepal at a specific time. And even if the warning had gone out, there would not be enough time to respond, and in the absence of underground shelters, there would still have been high casualties.For us in Nepal, therefore, there is only one thing to do: spread awareness and be prepared for more tornadoes in future as the intensity of storms increase with climate change. Extreme weather events like wind storms, flash floods, cloud bursts, glacial lake outburst floods, droughts and erratic monsoons are the new normal, and we have to improve forecasting and preparedness.Even before the 2015 earthquake, the government had been working on a Disaster Management Act. It was delayed by geological and political earthquakes, but a bill to that effect is finally going to Parliament soon. The National Reconstruction Authority should be expanded into a Disaster Management Authority that can upgrade multi-disaster preparedness, and have systems in place for rapid search and rescue, relief and rehabilitation.Bara was the first major disaster to hit Nepal since the federal constitution went into effect, and we could see that the first responders were from the Wards and Municpalities of Province 2 where the tornado struck. Central coordination local response would be the way forward in preparing for disasters to come. The government said it had sent relief material and shelter by road early Monday morning from Kathmandu, and deployed two units of the Nepal Army for rescue.Most of the deaths and injuries were caused by houses being demolished by the high winds, trees falling on at least one bus, cars being blown away, and by flying debris. Province 2 officials have called for urgent blood donations. The worst affected villages are in Pheta, Parwanipur and Bharbalia in Bara.Local hospitals have run out of beds for the wounded, and many are lying on the floor in mattresses. CDO of Bara Narayan Bhattarai said: “It was a very strong wind, it toppled vehicles and buses, and most of the dead and wonded are in Bara, although Parsa was also affected. Police is in full search and rescue mode.

Toll expected to double to 50 in tornado

To increase tiger numbers, you need prey. Prey need grass. Grass needs water. The tiger may be at the top of the food chain, but its fate is linked to the deer population which in turn depends on the abundance of grass, and which in turn hinges on the availability of water. Nowhere else in Nepal today are these intricate linkages within an ecosystem as stark as in Bardia National Park, which has seen the population of its tigers increase dramatically from 18 in 2009 to nearly 87 today. With Chitwan National Park nearly saturated with tigers, it is largely because of Bardia’s success that Nepal is set to become the first tiger range country in the world to exceed the target of doubling its population of big cats by 2022. But, there are clouds on the horizon. An adult male tiger needs a vast territory of 100sq km to roam in, while a female needs about 20 sq km. And each individual needs to make at least one kill of a deer-sized animal a week. But the prey density in Bardia has declined sharply from 93 to 77 per sq km just in the last five years. This is due to an increasing tiger population, forest encroachment on former grasslands, the abundance of tall grass species which deter deer, as well as a falling ground water table due to global warming. <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171140/636935189c7e80680e03e035jpeg.jpg" alt="" width="1200" height="627"></div> All this adds up to the tigers not getting enough prey. Tigers then venture outside the park to eat livestock, intensifying human-wildlife conflict and endangering conservation efforts. Shyam Thapa of the Nepal Trust for Nature Conservation (NTNC) is studying a dozen especially designed research plots to find ways to encourage the growth of the kind of tender green shoots that the five species of deer in Bardia like to graze on. “There are no longer as many wild elephants, and no more gaur (wild ox), arna (wild buffalo) and nilgai (large antelope) that used to trample on the tall grass so the deer could feed,” Thapa explains. “The deer do not like the tall grass or the forest undergrowth because they need a field of vision to look out for predators.” <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171140/636935159c7e80680e03e034jpeg.jpg" alt="" width="1200" height="800">Photo: BIKRAM RAI</div> Before and after satellite imagery of Bardia clearly show the grassland being overrun by spreading forest cover. Drought caused by climate change, as well as the reduced flow of &nbsp;water in the Geruwa channel of the Karnali River because of boulder mining and the Bheri-Babai diversion upstream have lowered the water table and reduced grass cover inside the park. A lower water table favours the growth of trees, not grass. “We are trying to see what are the factors that will make the kind of grass that the deer like to eat grow back, because this will increase the number of deer which will in turn allow the park to support a larger tiger population,” says botanist Laxmi Raj Joshi at the NTNC. Like Chitwan, Bardia used to be opened for a few weeks every winter to allow villagers to collect thatch grass inside the Park. This further reduced grass cover, disturbed wildlife and caused wild fires. Since most farmers now have tin roofs or cement houses, there is no longer a need to open the park for thatch collection. There are also plans to translocate arna, gaur and nilgai from other nature reserves to restore the original habitat and add larger prey for tigers. With these measures, conservationists believe that Bardia and the adjacent Banke National Parks can accommodate another 100 tigers. But for now, as tiger numbers increase and prey density declines, tigers are venturing outside the park to prey on livestock. Wild elephants also often raid crops and trample houses outside the park, increasing tension between the Park and people. In order to reduce conflict between villagers and wildlife, Bardia National Park is experimenting with more effective electrical fences that can stop bull elephants and tigers (see box). “The idea is to reduce human-wildlife conflict,” says Cas de Stopelaar of the Himalayan Tiger Foundation based in The Netherlands, which is supporting the research on fencing and grasslands. “The tiger is an umbrella species, if you protect the tiger you protect everything. There is a small spark as the elephant gets a shock on its trunk, and retreats. In another clip, the same elephant returns, and knowing that the wire is live, uses his tusk to knock down the cement pillar. Through trial and error, the smart elephant has learnt that neither its tusk, nor the cement pole conducts electricity, and has learnt to destroy the fence without touching the wires. In another instance that was not caught on camera, a bull elephant lifts a dead tree with its trunk and flings it across the electrified fence, and walks across. Humans and elephants are constantly trying to outwit each other here in one of the biggest sanctuaries for wild elephants in Nepal. “The elephants always surprise us with how creative they are,” says Kumar Khadka of the National Nature Conservation Trust (NTNC) whose team has now come up with a prototype fence design that protects the pillar as well with electrified wire tentacles. The elephants are attracted by bananas and other treats placed inside the fence and are monitored by movement-activated cameras at night. So far, humans are winning. But one never knows if the elephants will come up with an even more clever plan to demolish the fence. Cas de Stopelaar of the Himalayan Tiger Foundation explains the importance of the fence research: “As tiger and elephants numbers inside the park increase, they will go out of the park in search of food. Human-wildlife conflict will reduce the villagers’ interest in conservation. It's a jungle out there

In Chitwan, tiger numbers have increased from 91 to 93. In Banke National Park it went up from 4 to 21, and from 50 to 87 in Bardiya National Park.Across the border in India, there have been similar increases. Here in the Valmiki Tiger Reserve, the number of big cats has gone up, but the exact count will be known after an ongoing Indian tiger census is completed. There has been a similar increase in Katarniyaghat Wildlife Reserve bordering Nepal. However, greater tiger populations along the India-Nepal border have increased the threat of cross-border poaching and human-wildlife conflict.“Our conservation efforts will succeed only if we see Chitwan, Parsa and Valmiki Tiger Reserve not as separate territories but as a complex,” says Ajay Sinha, Range Officer of the Valmiki Tiger Reserve in Bihar. “We are collaborating with Nepal to ensure that we provide animals what they need, and do not duplicate efforts. The two governments, with the help of World Wildlife Fund (WWF), have installed solar-electric fences to stop animals from entering villages, distributed biogas and LPG gas to reduce use of firewood, promoted livestock management to reduce encroachment into forests, and formed Rapid Rescue Teams (RRT) and Community-Based Anti-Poaching Units (CBAPU).<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171140/6369351e9c7e80680e03e037jpeg.jpg" alt="" width="1400" height="933"><figcaption> </figcaption></figure>Last year, when several rhinos from Chitwan were swept into India by a flood, residents of Binwaliya village in Bihar rescued some and returned them to Nepal. Recalls one of the villagers, Sanjay Kumar: “The rhino was in the field, and we called the Forest Department which tranquilised it and sent it back. Previously, if we saw wild animals in our villages, we would try to shoo it away, injure it, or even kill it.”Since Nepal committed to doubling its tiger numbers, it began habitat management, protection, and community engagement, many of which have to be implemented side by side with India. Along the border in Chitwan and Parsa alongside India’s Valmiki Tiger Reserve in India, there are Nepal Army guard posts every 5-10 kilometers to stop cross-border poaching. So, their habitat should not be fragmented.”But the impact of such fragmentation is already visible in Nepal, where the East-West Highway cuts through the Banke and Bardia National Parks and Shuklaphanta Wildlife Reserve. Last year alone, Bardia National Park lost over 60 wild animals to road kill, most of them deer. Human-wildlife conflict has increased as wild elephants, wild boar and monkeys regularly raid farms. Leopards and tigers kill livestock and even humans. Parsa National Park has attempted to solve this problem by relocating two villages that were inside the park. However, several villages that line the Indian border and are sandwiched between forests of India and Nepal, are threatened by wildlife.One of them is Kanchhi Lama of Subarnapur at the edge of the Parsa National Park, who has fortified her goat shed with metal nets to protect animals from leopards. But she adds: “We hear leopards growling at night, and we are scared to go out.”In the west, the Khata Corridor provides the only link between Bardia National Park and India’s Katarniyaghat Wildlife Reserve, and several villages have regular encounters with tigers and elephants. Bhagraiya has 70 households and is surrounded by forests on three sides, and some villagers say it is now getting too dangerous to live there, and would like to be relocated.Laxmi Chand of Bhagraiya village survived an encounter with a leopard in her goat-shed recently, and says: “We have stopped planting crops in our fields near the forest. What is the point? Nature without borders

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
