After the 2008 Constituent Assembly election and the 2015 Constitution, scholars and civil society alike believed the country was on the path to lasting change.&nbsp;
Despite early optimism, democracy remains fragile and falling short of the expectations of citizens. A corrupt elite dominates the political landscape while young citizens grow disillusioned to the point of taking to the streets or staging a mass exodus.
The GenZ movement toppled the government and fresh elections are on the horizon, with that there is another promise of a ‘New Nepal’. Young people previously uninterested in state affairs are now alert and demand a voice. Promising new parties are emerging.&nbsp;
This political awakening should prompt reflection on where we went wrong and how to do better. One striking feature undermining Nepal’s democracy over the past three decades was the <a href="https://www.pressreader.com/india/the-hindu-bangalore-9WW1/20240718/281479281648573" target="_blank">sheer number of coalition</a> governments in such a short time.&nbsp;
Nepal has had 14 prime ministers in 16 years. Each of them served an average of just a little over a year. <a href="https://doi.org/10.1017/s0007123417000539" target="_blank">Coalitions are not inherently bad for a democracy</a>. In fact, coalitions can help bring in diversity of values, voices, and participation in Parliament.&nbsp;
However, chronic and unpredictable coalition patterns undermine and destabilise democracy. Nepal’s fragile coalition governments degenerated into unholy alliances and horse trading between ideologically divergent and previously rival groups.&nbsp;
When one coalition collapsed, the cycle repeated, leaving little room for long-term vision or consistent governance. The result? Corruption, endless infighting, stalled progress, and a nation stuck in political limbo.
This observation is not new, but the blame is misdirected. Some suggest a different electoral system entirely, but instead of scrapping the entire structure and building a new one from scratch, why not examine what went wrong within the systems we already have and fix those?&nbsp;
The coalition problem is not a result of the electoral system but of the party system. While political parties are the medium through which representation and mass participation occur, a party system is the entire network of how they interact, compete, and cooperate within a country’s political landscape.&nbsp;
It is not just one party that is the bad apple, the entire basket is creating conditions for the apples to rot.&nbsp;
The party system is weakly institutionalised. Nepal struggles with unpredictable electoral competition, widespread public distrust in political parties, fragmented internal party structures, and shallow societal embeddedness.&nbsp;
<a href="https://www.academia.edu/59719587/Party_System_Institutionalization_Party_Collapse_and_Party_Building" target="_blank">Party System Institutionalisation</a> should create a structured, programmatic competition, but in Nepal the political environment is dominated by elite-level bargaining and opportunistic alliances. Parties form and break coalitions not out of principle, but convenience. Power, not policy, becomes the goal.
This fragility did not emerge overnight. Nepal’s history of a turbulent democracy led to the creation of a necessity- and survival-driven party system.Political parties were born in precarious circumstances, emerging in secrecy, exile, or in response to survival imperatives, rather than organic political development.&nbsp;
The absolute monarchy was always a looming threat, and it worked to prevent the institutionalisation of party structures, even after 1990. As a result, coalition reshuffling became a reactionary survival strategy, reinforcing patterns of short-termism and deepening the perception of parties as opportunistic rather than principled actors.&nbsp;
Over the years, this cycle has hollowed out the substantive meaning of electoral competition: while parties compete and governments change, the underlying political dynamics remain stagnant, offering few real alternatives and fostering a culture of fickle and fragile coalitions.
Building a resilient democracy would require returning to the basics to &nbsp;strengthen the foundations of our party system. Political parties need to look inward and invest in their own institutional development.&nbsp;
That means promoting internal democracy through leadership term limits and transparent succession processes, building clearer ideological platforms that speak to citizens’ real concerns, and forging deeper and more consistent connections with society that go beyond election season or clientelistic outreach.&nbsp;
What Nepal’s parties need is not another rebranding campaign or a protest, but a fundamental reassessment of their purpose, vision, and social relevance.&nbsp;
These lessons are especially important for new political parties hoping to present themselves as genuine alternatives to the status quo. Real change will not come from winning seats alone, it will come from the hard, sustained work of building strong institutions and earning public confidence.&nbsp;
If we once again have hung parliaments, parties will need to build alliances grounded not in self-serving negotiations but in shared policy visions and ideological goals. Without such reforms, Nepal will remain trapped in the same cycle of coalition instability that has long undermined its promise of stable governance and a thriving democracy.

Nepal’s party problem

Nepal’s cybersphere is rumbling with posts by politicians vying to go viral by being ultra-nationalist. &nbsp;
Thrust to electoral victory last year riding Facebook booster rockets, Kathmandu Mayor Balendra ‘Balen’ Shah is leading the charge. First, he posted a photo of his office with a pre-1816 map of Nepal to counter the Akhanda Bharat mural unveiled in India’s new Parliament building.
Then, he went ballistic on rumours (later proven to be untrue) that the Indian movie Adipurush claimed Sita was “a daughter of India”. He retaliated with an indefinite ban on all Bollywood movies in Kathmandu cinemas until the non-existent dialogue was removed not just in Nepal but by Indian censors as well. Sound familiar? The Maoist 40-point demand in 1996 also included a ban on Bollywood films. &nbsp;
When the Patan High Court issued an immediate interim order rescinding the movie ban, Balen fired off another salvo from his social media account saying no way was he going to follow the court’s order or, for that matter, the Constitution. Safeguarding the national interest and preserving Nepal’s sovereignty and culture was far more important, he said.&nbsp;
And he used a similar argument about hanging the Greater Nepal map in his office, despite constitutional experts calling the tit-for-tat anti-Constitutional, irresponsible and over-stepping his jurisdiction as mayor.&nbsp;

Ultra-nationalism in Nepal is not new, it is usually retaliatory India-bashing over some perceived affront. Madhuri Dixit once said that she found Nepal “just like India” and we got worked up about that. But it can also turn deadly, as shown by riots in 2000 over Bollywood actor Hritik Roshan purportedly slandering Nepal in an Indian tv interview.&nbsp;
Nepali politicians through the ages have resorted to nationalism to hide under-performance, to distract public attention from more pressing issues, or for electoral gain. All it does is expose insecurity, and only becomes serious when the flames are stoked by politicians.
To be sure, the Indians add fuel to the fire by taunting Nepalis, knowing fully well how sensitive historical memory here about past wrongs can be, and anything said or done in New Delhi tends to be magnified in Nepal – as with their claim to Kalapani-Lipu Lek. &nbsp;&nbsp;&nbsp;&nbsp;
Nationalism is the last resort of scoundrels, as someone said. Italian media tycoon and 3-time prime minister Silvio Berlusconi, who died last week, perfected the art of populist politics even before the age of the internet. Donald Trump copied the formula ditto by weaponising social media. Narendra Modi in India has demonstrated how to pulverise pluralism with populism.&nbsp;

The temptation to appeal to raw instinct, intolerance and hidden bigotry is so strong that even politicians who have fought long and hard for democracy succumb to it. After Balen Shah’s map went viral, the NC’s Gagan Thapa couldn’t resist putting in his own two cents.
Former BBC journalist Rabindra Mishra, who practiced objectivity for decades, has also gone off on a tangent. Rabi Lamichhane of the RSP is only held back by saner voices in his party.
Every politician is entitled to their personal conviction, ideology, and faith. It is when their exercise of freedom impinges on someone else’s right to choice that it becomes dangerous. In countries with entrenched discrimination, inequity and social injustice, populism can be turned into a political warhead. &nbsp;&nbsp;
Balen Shah promised a lot during his election campaign, and some cosmetic changes have been made to the streets. To be fair, it would be too much to expect one mayor in one term to solve Kathmandu’s multi-faceted crises decades in the making. Still, hanging maps on the wall and banning Bollywood films serve to distract public attention from failures.&nbsp;
Even the mayor’s proactive campaigns have been unjust and excessive: bulldozing squatter settlements without first offering alternatives and his Metropolitan Police upturning fruit and panipuri carts of street vendors. The poor and neediest became collateral damage.

Any critics of these actions are mercilessly trolled by Balen’s supporters who are internet avatars of his street gendarmes – as we probably will be for posting this Editorial online.
The challenge for democracy worldwide now is to protect open societies from populist politics. In Nepal, the royal right is crafting a narrative of nostalgia about the glory days of monarchy. But it is not so simple. &nbsp;
Political changes in Nepal in 1950, 1990, and 2006 have all come about because of outrage over an existing system. But outrage alone does not guarantee a change in the character of the state.&nbsp;
Populists feed on this rage against the status quo, but they offer no solutions except hyper-nationalism. The silver lining is that Nepalis also rejected many serial politicians, and elected some capable technocrats who are now raising hell in Parliament.

The same folks who were baying for Oli’s blood are now sinking their fangs into the lion’s jugular. And it’s not even 100 days yet.That is very unfair, give the man some time. He has been a prime monster five times before. He knows what he’s doing. He is in no hurry to expand the cabinet because the country seems to run just fine with only four ministers. The longer he can delay adding ministers, the less headaches he has, and the more money the country saves.The Ass just did some back of the envelope calculations, and it seems Nepal’s exchequer has saved 1 Kharab 5 Arabs 31 Corrodes and 47.5 Lacks just in the past 6 weeks by not having to pay for a jumbo prawn size cabinet. We have salvaged on honorariums for all those new honorary ministers, salaries for their brothers-in-law to serve as PAs, on allowances for a Armed Police Farce platoon for every minister, SUVs, smartphones, Dasain bonuses.These savings will add up to so much that they will wipe out Nepal’s burgeoning budget deficit. This is Prime Minister Dubya’s masterstroke to save the economy from collapse. It looks like we do not really need a budget debate in this prorogued parliament after all because we have no balance of payment deficit anymore for the opposition to bash the government about.A skeleton cabinet also means there is less corruption. Imagine all the kickbacks not partaken of, the bribes uncollected, the commissions not handed over under the table. This means the treasury has healthy cash flow so we can send ex-prime ministers for health checkups to Delhi.But now that the Unified Marxist-Leninists are not unified anymore, Brave Lion will have more mouths to feed in the new cabinet. That can easily be resolved, what is more worrying is what we are going to call all these new communist parties — they are splitting like amoebas in heat.It used to be pretty straight forward in the old days, there was just one Communist Party of Nepal (CPN). But then there came the CPN (Mashal) and CPN (Masal) — yes, they were different parties. After that, there were the CPN (Marxist-Leninist) and CPN (Marxist-Leninist-Maoist) which merged with the others to form what we now know as the CPN (Unified Marxist-Leninist). The CPN (Maoists) got so sick of it all that they preferred to go underground and shoot everyone.But now with Makunay registering the CPN (UML-Socialist) he has opened a pandora’s box. Does this mean that the other CPNs are not socialist? The Election Commission (EC) was throwing the book at the ruling party for not meeting the constitutional requirement to have women make up at least one-third of its executive committee.Made up after <a href="https://www.nepalitimes.com/here-now/one-body-two-heads/" target="_blank" rel="noopener">the union of the UML with the Maoists,</a> NCP had just 16% women in its 441-member Central Working Committee. And it did not have a single woman in its nine-member top executive body.The EC refused to register the NCP, asking the party to first reserve 33% seats for women. Women leaders within the NCP also urged Prime Minister Oli, and NCP Chair, to induct more women into the executive committee.However, sources told Nepali Times that instead of meeting the constitutional requirement senior party cadre tried to intimidate and threaten Election Commission members.Oli and his acolytes argued that the executive committees of the UML and the Maoists were elected before the Political Parties Registration Act 2017, and therefore would not have to abide by the one-third women rule. Election Commissioners who did not agree were threatened with being framed for corruption.In a face-saving measure, the EC asked all political parties to ensure 33% women in their executive committees within 30 days. The deadline expired last month, but no party has yet inducted more women into their executive committees. They have just informed the EC that they will do so when they hold their General Conventions.MP Binda Pandey says: “In a way, all political parties have now already lost their legitimacy because they have not abided by the law even in the 30-day grace period given by the EC.”Within his own party, Oli shut his women members by ordering them not to “keep babbling with Westernised rights activists”. Oli immediately was slammed on social media for belittling women and their <a href="http://archive.nepalitimes.com/news.php?id=12936#.W3V8Ns4zbIU" target="_blank" rel="noopener">political contributions</a>.The way the NCP and other parties tried to bamboozle the EC doesn’t just prove the level of impunity and the erosion of the rule of law, but also indicates just how entrenched patriarchy is in the political leadership.Given this, it is not surprising that they are trying to push a discriminatory Citizenship Bill that would make Nepali women second class citizens.Ex Supreme Court Justice Balram KC, who delivered a landmark verdict on the Sabina Damai vs Government of Nepal case says the Constitution and the law have not overtly denied citizenship rights to women, but there are many cunningly ambiguous clauses that can be manipulated by the authorities to humiliate, harass or even exploit single women seeking citizenship for their children.Says KC: “Since most authorities are steeped in patriarchy, they deliberately misread and misinterpret ambiguous clauses just like how political parties have manipulated the Political Party Act.”

All political parties are technically illegal

How do you recall those heady days?Devendra Raj Pandey: After 1990, people were growing frustrated with political parties and the Maoist insurgency was escalating. Yet, civil society was passive. The royal coup in 2005 gave us new energy, and we announced a civil movement for peace and democracy.Why was civil society passive? This is what happens when you have the desired political system, but the leaders do not deliver. Democracy was already restored in 1990, so we did not have to fight for it. We were disillusioned with elected leaders, but we could not ask them to step aside and let us govern the country.Why has civil society failed to create the kind of political order it envisioned? You can change the regime, but not the attitude of political leaders. After 1990 and 2006, our leaders considered money instead of people as their source of power. The general people or civil society were responsible because they stand united to overthrow authoritarian regimes, but are divided when political parties come to power. They never question the party they belong to.How has Nepal’s political course been after 2006?  Nepal was run by political cartels until recently, with a syndicate of top leaders taking all important decisions. And they were doing it not to serve the country but to cling on to power. The transition to federalism was long and bumpy, but we did not have the luxury to undo everything and start afresh. Even after three tiers of elections under the new Constitution, Madhesi, Janajati, women and Dalits have political grievances. But there is a sense of political stability, and I am hoping for new power dynamics within existing political parties and the emergence of a new political culture. <img width="456" height="410" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110710114/6368cad19c7e80680e02f337jpeg.jpg" alt="">Are you suspicious of the communist government?There is speculation that the communist government will curtail civil rights and impose authoritarianism. I do not think so. We cannot regress. Democracies are under attack, and populist ultra-rightists are emerging around the globe. Our democracy is in much better shape. The only problem is that our leaders never seem to retire or improve. A politician returns to power after 12 years, but his style and attitude does not change. It looks like I am pointing to NC President Deuba, but this is true right across the political spectrum.Has civil society been donor-driven? With financial assistance come political agendas. Soon after the restoration of democracy in 1990, the Soviet Union collapsed and several new nations were born. The Western powers invested heavily in transforming these new nations into democracies. That was when they began funding Nepal's civil society movement. If we allow them to decide our state structure, order and distribution of resources, it will be harmful to us.Why did civil society not intervene when the Maoists tried to push ethnic identity-based federalism? Civil society was polarised, too. While some supported the Maoist agenda, others tried to foil them. There was no space for neutrals like us.But none of you came up with ideas to reconcile ethno-centrism and regionalism.Who listens to ideas in Nepal? I personally believe that we must accept that the State has historically excluded Janajati, Dalit and women. If we make this acceptance a point of departure, we can negotiate to mainstream these excluded communities. But how can we even start a negotiation when you end the debate with: 'This country was created by Prithvi Narayan Shah'. A radical idea was countered by another radical idea, and there was no middle ground.How can grievances of Madhesis, Janajatis and women be addressed? They need a leadership that can articulate their voice and negotiate with the government. They do not have a leader at the moment. For example, Madhesis are being led by dishonest and opportunist leaders. It is easy for the government to coopt them. But what if Madhes explodes against its own so-called messiah? It is a responsibility of the government to foresee future crises and avert them through negotiations.What's next after the Constitution, elections and federalism?Creating three levels of government is real devolution, and the Centre should no longer try to retain the unitary system. Tax payers are concerned that the State will now have to pay for too many ministers and MPs. If our elected representatives want to address these concerns, they must renounce their sense of entitlement.The agenda of stability and prosperity seems to have struck a chord with the people?  I do not understand why we are suddenly after prosperity at a time when we have failed to deliver even development. The Prime Minister is making one grandiose promise after another. But where is the mechanism to realise these dreams. A few ministers have hit the ground running, but overall the system has not improved.

“Our leaders never retire”

<a href="https://nepalitimes.com/news/ball-in-balen-s-court">Nepal’s newly-installed Prime Minister Balendra Shah</a> unveiled his Council of Ministers after taking the oath of office on Friday in Kathmandu.&nbsp; Besides Nepal's pre-existing problems, his team will immediately have to deal with the fallout of the West Asia conflict to satisfy an electorate impatient for change. The Rastriya Swatantra Party (RSP) won a majority in the 5 March election and capped the Cabinet size at 15. Shah, a structural engineer and musician, himself has taken charge of the Defence and Industry Ministries. There has been an attempt to make the Cabinet inclusive with women in five of the new portfolios.&nbsp; After much negotiation, the powerful Home Ministry, a bone of contention between Shah and RSP Chair Rabi Lamichhane, has gone to Sudan Gurung, a hitherto little-known figure who <a href="https://nepalitimes.com/here-now/who-or-what-is-hami-nepal">rose to prominence after the September GenZ protest</a> and won the election from Gorkha-2.&nbsp; Gurung will be in charge of Nepal’s internal security apparatus and maintaining law and order. And with Gurung, a close ally of the Prime Minister, in charge, some note the Home Ministry will be a hook for Shah if Lamichhane, with his share of controversies, steps out line.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260327090324_c7725ea5fb9ffbf96df25a7b3122520b7ae3ee10548aed3f37781a7e5440e51a.jpg" data-media-id="editor_2" data-image-id="20260327090324_c7725ea5fb9ffbf96df25a7b3122520b7ae3ee10548aed3f37781a7e5440e51a" data-rendition-name="original" width="1440" height="960" loading="lazy" alt="Balen Shah swearing in NT"> </figure>  Notable RSP leaders, including vice-chair DP Aryal, were said to have been vying for the portfolio.&nbsp; Gurung is the founder of the non-profit Hami Nepal, which worked primarily in earthquake relief in 2015, and emerged onto the national stage during negotiations to appoint Sushila Karki as interim PM after the unrest. He was also involved in key negotiations that cemented Balendra Shah and Rabi Lamichhane’s political partnership in the runup to the election.&nbsp; Most new Cabinet members are not just first-time ministers, but are also freshmen lawmakers. Many are experts in their fields. Finance Minister Swarnim Wagle is an <a href="https://nepalitimes.com/here-now/nepal-needs-to-rebrand-itself">economist </a>with degrees from the London School of Economics and Harvard, and was previously Chief Economic Advisor at the UNDP Regional Bureau for Asia and the Pacific, and also served in Nepal’s National Planning Commission.&nbsp; Previously a member of Nepali Congress, Wagle exited the party in 2023 following differences with top leadership, and joined the RSP. Before joining RSP, Shrestha was elected to the Bagmati Provincial Assembly in the 2017 elections representing the r<a href="https://nepalitimes.com/here-now/rsp-s-activist-dna">eformist Bibeksheel Sajha Party</a>. He will immediately face the challenge of addressing the <a href="https://nepalitimes.com/news/rough-road-ahead-for-new-nepal-rulers">impact of the West Asia war,</a> including rising petroleum prices and a shortage of cooking gas. Sita Badi, who was elected through the PR system, is Minister for Women, Children and Senior Citizens. She was born and brought up in the underserved and marginalised Badi community in Surkhet and has been advocating for the rights and welfare of women, children, and minority communities. Other ministers include RSP spokesperson Pratibha Rawal as Minister for Federal Affairs and General Administration as well as Land Management, and Gita Chaudhary as Minister for Agriculture, Sunil Lamsal is Physical Infrastrucutre, Transport, and Urban Development Minister, Khadka Raj (Ganesh) Paudel as Tourism and Civil Aviation Minister. As minister Aryal came <a href="https://nepalitimes.com/editorial/skeletons-in-the-cabinet-k5x6py1v">under scrutiny </a>for his involvement in an employment agency that was investigated for illegal acquisition of wealth in 2020. If appointed House Speaker, Aryal will be expected to play a neutral and non-partisan role in Parliamentary affairs. &nbsp; With the full Cabinet announced on Friday, Prime Minister Shah and his team now have their work cut out for them. &nbsp;The government’s first priority will be ensuring the safety and long-term security of the almost two million <a href="https://nepalitimes.com/here-now/migrant-workers-in-wartime">Nepalis living and working in the Gulf</a> amid the ongoing conflict in the region, and taking steps to cushion Nepal’s economy from the Israel-US war on Iran. Nepal swears in new Cabinet

Next to my home in Bhainsepati stood a dead Uttis tree next to a public tap. A nearby water tank built a year earlier had killed its roots.
If the tree collapsed, people living nearby and those queuing up to fetch water at the tap would be hurt. With the storm season approaching, the risk was obvious. The tree could also fall on my own house, so I volunteered to find a way to remove this threat.
Little did I know how difficult it would be. A forest officer acquaintance told me there is a special procedure for cutting risky trees. I contacted the Lalitpur District Forest Office (DFO).&nbsp;
He said a technical report from a field officer was needed, and passed on her number. When I called, she asked for the location, photos, and a video. I send them all.
The ward office also suggested I use Lalitpur Metropolitan City’s mobile app, Lalitpur Alert, to report the problem. I uploaded photos, and submitted the complaint. This seemed to be very easy and efficient.
Indeed, the next day the municipality called me back and I explained the situation. They said they could not act without permission from the DFO. I asked why the app existed if the city could not act on such complaints. The officer said he did not know. My happiness was short-lived.
A couple of days later, the app notified me that my problem had been solved, and the complaint was removed. But the dead tree still stood there defiantly.&nbsp;
A week later, two forest technicians arrived on a scooter to inspect the tree. They looked up at the tree and asked if I had a measuring tape so they could measure its diameter.
“You are the technicians,” I told them. “You came to inspect the tree, and you came without a measuring tape?”
I rummaged at home and found a tape measure. They got the diameter and said they would prepare a technical report, but I would have to obtain a recommendation letter from the ward office and submit it to the DFO.
“This tree is dead,” I told them. “It is on public land. You have seen it with your own eyes. You know it's dangerous, so write a report and arrange for it to be cut. Why do I have to run from office to office to apply for recommendation letters?”
Their answer was simple, yet expected: “Those are the rules.”
They left, and I gave up. Two technicians spent half a day visiting the site. The metropolis runs a complaint system with a mobile app funded with public money. The ward office has staff to solve problems. Yet none of these institutions took the responsibility to remove a dangerous tree.
Everyone is busy citing rules and regulations and passing the buck. Weeks passed. Everyone reacted to the problem, but no one took any responsibility to resolving it.
Then, one bright December morning under a deep blue sky, a few neighbourhood boys were swinging their axes on the trunk. They had no proper equipment, no safety gear, and no professional experience.
I gave the boys some money and so did a neighbour. It took an hour or so for the tree to come crashing down safely. We had paid to have the tree cut illegally, and the matter ended there.
Multiple government offices, technicians, procedures, and mobile apps could not remove a dangerous tree, and we had to break the law to cut it. The tree is gone now, but the real problem remains: an inefficient bureaucracy.&nbsp;
It is perhaps symbolic that the tree is the election sign of the Nepali Congress, which was part of Nepal's governance and bureaucracy for decades and did not perform well in this month's election.&nbsp;
That is the bureaucracy that the new RSP government now has to get to work. But it will not be easy.
I posted on Facebook: ‘When people feel leaders have grown arrogant or corrupt with power, they change their minds and their votes. If those who replace them follow the same path, voters will again change their minds and votes.’
I continued: ‘The strength of democracy lies in this simple principle: the more citizens act as independent voters, the stronger democracy becomes. The more they behave as party loyalists, the weaker it grows. If we want a better system, we must demand deep reform of the state bureaucracy and hold institutions accountable.’&nbsp;
The first responses came from two senior government officials. They told me privately that they agreed by 200% but could not say so publicly.
It is quite normal for a Nepali to get the run around in government offices, it is almost a given to be asked for a bribe. As an environmental reporter and citizen, I have numerous such examples.
It is not just one sector that has been suffering. It is everywhere, and this is just an example of how complicated our bureaucracy is. As a 40 something person, I am old enough to remember the 1990 pro-democracy movement, &nbsp;the Maoist insurgency. Many promises made then by the politicians were broken.
We fought for rights, we fought for regime change. The country has changed political systems several times, from monarchy to multiparty democracy and finally a republic.
Yet one thing that remains largely untouched or reformed is our inefficient and corrupt bureaucracy. The new government, to be led by the youngest prime minister in our history must start this reform if it wants to deliver.&nbsp;
Otherwise, we may have to keep changing governments every few years, and still find ourselves unable to legally cut down even one dead tree.

A dead tree tests Nepal's bureaucracy

The RSP and its prime minister are being sworn in this week after gaining an unprecedented election victory. This is a welcome change for many Nepalis who see it as a remedy to decades of coalition instability.&nbsp; Yet Nepal’s political history suggests otherwise. No majority government has ever completed its full term. This reveals a deeper structural problem: weakly institutionalised parties dominated by personalities rather than ideas. 1951: Dissatisfaction with the oppressive Rana regime among the educated elite led to the creation of political parties like the Nepali Congress (NC), Praja Parishad (later merged into the Nepali Congress), Gorkha Parishad, and the Nepal Communist Party.&nbsp; They emerged secretly, mainly in India during the height of that country’s independence. They organised a successful armed uprising against the Rana rule.&nbsp; 1959: The NC won a two-thirds supermajority in the first general election. Within a year, King Mahendra staged a coup and established the partyless absolute monarchy called the Panchayat system.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260322130332_a416ab5703287898f0566dc6d2a6b95d797ce2f4ed55bffcfae2e8edc7737c5e.jpg" data-media-id="editor_0" data-image-id="20260322130332_a416ab5703287898f0566dc6d2a6b95d797ce2f4ed55bffcfae2e8edc7737c5e" data-rendition-name="original" width="675" height="849" loading="lazy" alt="Mahendra and BP"> </figure>  1991: After the People’s Movement, the ban on parties was lifted and Nepal became a constitutional monarchy. Elections were held under a new Constitution and the NC won 110 out of 205 seats, joining the United Leftist Front which functioned as a loose coalition.&nbsp; Prime Minister Girija Prasad Koirala’s first term ended with his resignation due to infighting, particularly with Ganesh Man Singh, who accused him of <a href="https://doi.org/10.2307/2645025" target="_blank">“emerging as a dictator, downgrading democratic norms and values, and even selling out national interests.”</a> Parliament was dissolved and the NC ended up losing the ensuing elections. 1994: Following the NC’s defeat, a <a href="https://doi.org/10.2307/2645025" target="_blank">hung parliament emerged</a> with the UML forming a minority government that lasted only nine months before collapsing after a no-confidence vote, allowing a NC-led coalition to return to power.&nbsp; 1999: Voters gave the NC a second chance and the party won 111 out of 205 seats. The party was divided between supporters of Koirala and Krishna Prasad Bhattarai, who became prime minister. &nbsp;The internal NC power struggle intensified and Koirala became prime minister again only to face bribery scandals, the Maoist insurgency, and the royal massacre.&nbsp; In 2001, under growing pressure from both the public and the party, <a href="https://www.nytimes.com/2001/07/20/world/nepal-premier-resigns-caught-in-chaos-after-royal-blood-bath.html" target="_blank">Koirala was forced to resign</a> to be replaced by Sher Bahadur Deuba. The party eventually split into Koirala’s NC and Deuba’s NC (Democratic). &nbsp;In this chaos, king Gyanendra dissolved the parliament and assumed executive powers.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260322130332_e107b95de5641044f72a13fd20f417d16b9a2d1ecbae3492126ee5fd4244bd84.jpg" data-media-id="editor_4" data-image-id="20260322130332_e107b95de5641044f72a13fd20f417d16b9a2d1ecbae3492126ee5fd4244bd84" data-rendition-name="original" width="1250" height="753" loading="lazy" alt="Deuba and Girija"> </figure>  2017: This was the first election under the federal constitution. The UML and Maoists created a surprise pre-electoral alliance, breaking the Maoist coalition with the NC. The left alliance won a massive victory with the UML winning 121 seats and the Maoists 53 seats. Prime Minister K P Oli fell out with Pushpa Kamal Dahal of the Maoists. The House was dissolved, with the UML itself breaking into factions. What followed was seven shaky coalition governments in eight years.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260322130352_8b09b374d7fcb811e0a652c7f60b30eea4b9052a19ed3d768ba8ca9aaeb4dec7.jpg" data-media-id="editor_5" data-image-id="20260322130352_8b09b374d7fcb811e0a652c7f60b30eea4b9052a19ed3d768ba8ca9aaeb4dec7" data-rendition-name="original" width="667" height="1000" loading="lazy" alt="Oli and Prachanda"> </figure>  2022: The RSP was formed only four months prior to elections, but managed to become the fourth-largest party. In this month’s &nbsp;election, the RSP won a commanding parliamentary majority by presenting itself to the electorate as different from the discredited old parties.&nbsp; The RSP leadership structure is largely personality-driven and opaque. Party leader Rabi Lamichhane joined the governing coalition with the Maoists and UML securing four ministerial positions. Lamichhane became Home Minister and Deputy Prime Minister, using his swing vote to be the kingmaker party in the coalition. Lamichhane was embroiled in various scandals which he blamed on political vendetta. There was internal dissent within the party and among supporters who felt the coalition betrayed RSP’s founding ideals.&nbsp; Lamichhane <a href="https://thediplomat.com/2023/02/key-ally-quits-government-in-nepal/" target="_blank">reportedly</a> bypassed the party’s internal mechanisms, unilaterally deciding to pull out of the government without broad consultation.&nbsp; The youth-led September protests gave the RSP an opportunity to represent GenZ aspirations, and its popularity was cemented after Balendra Shah joined the party as a prime ministerial candidate.&nbsp; With its dramatic election victory, there is a question whether the &nbsp;party can separate itself from its two leaders, and have internal democracy. Or will it just be a vessel for new political elites to continue staying in power?&nbsp; ‘BALEN PARTY’ The RSP has increasingly relied on the same tactics that the NC once used in its heyday. Backed by Balendra Shah’s meteoric rise to fame, the RSP is called ‘The Balen Party’. <a href="https://nepalitimes.com/opinion/cyberia/rsp-s-pr-list-is-not-good-pr" target="_blank">RSP’s PR list</a> includes celebrities, actors, singers, pageant winners, business personalities, and athletes to maximise visibility and public appeal. Many of these soon-to-be MPs have little to no experience working in government, or together as a team. Which is perhaps why they needed a two-day orientation last week. In today’s attention economy, political currency depends on visibility. This is why the RSP’s strategy to harness Shah’s popularity was necessary to secure victory, while Shah needed a political platform for the election.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260322130348_abd1522a1f4f8ad4a0861c3916d86bd9688deafc7c44081b976378405d2b8e39.jpg" data-media-id="editor_8" data-image-id="20260322130348_abd1522a1f4f8ad4a0861c3916d86bd9688deafc7c44081b976378405d2b8e39" data-rendition-name="original" width="900" height="900" loading="lazy" alt="Balen and Rabi"> </figure>  Political parties are essential for a democracy, but when they &nbsp;revolve around one dominant leader, internal institutions become weak, and decision-making becomes centralised in the leader rather than in party committees, rules, or ideological platforms.&nbsp; This is exactly what led to the downfall of the NC and the UML. Both over the years were ridden with inter- and intra-party strife and failed the electorate. RSP must take a lesson from this and unite to institutionalise beyond its two personalities. Or it will suffer the same fate as the legacy parties. Since its inception, RSP has espoused a populist and anti-establishment agenda. The ‘new’ RSP with the Balendra brand gained massive support by being a clear ‘other’.&nbsp; The RSP can fall into the same trap as the NC and the UML by defining itself by what it is not, rather than what it is for. Beyond the external enemies they oppose, these parties often struggle to articulate what they actually stand for.&nbsp; RSP positions itself as an alternative to established parties — a pragmatic, results-oriented political force rather than one driven by traditional ideologies. However,<a href="https://www.cambridge.org/core/books/abs/theorizing-in-comparative-politics/parties-and-ideology/8386083191B53EC86A239B8852D4A6A6" target="_blank"> ideology gives a party identity and direction.</a> Without ideological grounding, RSP risks becoming a hollow vessel for power-chasing politicians who oppose each other’s every move, a story that is all too familiar.&nbsp; RSP can no longer define itself as being anti-establishment. It is now the establishment.&nbsp; While RSP might look like Congress 2.0 to many who have seen Nepal’s democratic trajectory, RSP does differ from past majority parties in both positive and negative ways.&nbsp; Times have also changed. Nepal is no longer a monarchy, literacy rates are much higher, social media has made information more accessible, and Nepalis are less forgiving, as seen by the events that transpired on 8-9 September 2025.&nbsp; The RSP has fielded more qualified candidates, and they could steer the country in the right direction. Many are experts in their fields and have had years of experience prior to joining politics. Having experts from such different backgrounds is a huge asset.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260322130352_426011e8c377bffcef6fcb4371325b36fb940eb5a8ab66d3c76ff5cf6f1943c7.jpg" data-media-id="editor_10" data-image-id="20260322130352_426011e8c377bffcef6fcb4371325b36fb940eb5a8ab66d3c76ff5cf6f1943c7" data-rendition-name="original" width="1600" height="1066" loading="lazy" alt="RSP new MPs"> </figure>  Moreover, having MPs from various other parties/fields can also prevent a cult following of hardcore loyalists within the party.&nbsp; There are members loyal to certain RSP leaders in the party, but there are also those who will not hesitate to go against their leaders if need be. The RSP has little opposition in Parliament, so its own members may have to take on a check-and-balance role. Nepal is in a much better spot institutionally compared to what it was like back in the early days of its democracy. There is a Constitution, there is no active conflict, the monarchy is no longer an existential threat to democracy, and the local and provincial governmental bodies have had the time to settle.&nbsp; This means the RSP is in a better position to work without the basic institutional hurdles that previous governments faced, but it will not be able to hide behind institutional issues if it fails to deliver.&nbsp; In the past, majority parties could easily pin the blame on an authoritarian monarchy, a Maoist conflict, a lack of consensus during the constitution-building process, or a newly implemented federal system.&nbsp; Most of these were just excuses for incompetency. Governments were formed and fell based on self-serving negotiations, but they managed to keep the parties afloat, and the citizenry was willing to give them a second, third, or even fourth chance.&nbsp; The RSP will not have this privilege. Nepal has many problems, but its governmental bodies are better institutionalised than when the NC last had a majority. A challenge for RSP now would be fixing broken institutions, not building new ones. A recurring issue during Balendra Shah’s tenure as Kathmandu’s mayor were his <a href="https://kathmandupost.com/politics/2026/01/28/can-nepal-s-viral-mayor-run-the-country" target="_blank">disputes with the bureaucracy</a> that resulted in months of unpaid salary for KMC staff, a lack of collaboration between him and Deputy Mayor Sunita Dangol, and rarely any public appearances.&nbsp; The RSP is inheriting a bureaucracy tainted by deep-seated patronage networks. Sustaining a government requires institutional collaboration and a willingness to work together, not disruption and division.&nbsp; While Nepal has seen the rise of many populist figures in its democratic history, the RSP’s victory based on Balendra Shah’s fame is new. Populism is usually harmful for a democracy because it punishes dissent, turns criticism into betrayal, and fuels hyper-nationalism, authoritarianism, and polarisation. A trend of punishing criticism is already visible on online spaces. Without an effective parliamentary opposition, the responsibility for democratic accountability will fall on the media and civil society. If the trend of intolerance to criticism deepens, Nepal risks sliding toward a majoritarian politics where popularity replaces accountability. Time and again, the Nepali people have given opportunities to parties that promise change, only to face disappointment. Nepal’s political history shows that majority governments fail not because they lack seats, but because they lack institutions.&nbsp; The electoral earthquake Nepal just witnessed could bring sweeping reforms or drown the country’s fragile democracy. If RSP hopes to succeed where others failed, it must build a party that outlives its founders. Will it be different this time in Nepal?

On Friday, Balendra Shah is taking his oath of office as Nepal's prime minister in a capital city of which he was a mayor till six months ago.
At 35, he will be among Nepal’s youngest prime ministers. His reticence and reclusiveness have reinforced his brand as a doer rather than a talker. This was a persona he cultivated as mayor of someone who cleaned up the city by managing garbage. But he also chased off sidewalk vendors in an effort to ‘beautify’ the city.&nbsp;
After being elected, Shah did not attend RSP events in official capacity, and he was absent at an MP orientation last week.&nbsp;
His refusal to engage with the press, and even stopping to post on social media, have added to the air of reclusiveness. But as prime minister, he may have to communicate more even if it just to stop conspiracy theories and intrigue.&nbsp;
The people he will now represent would like to know, and have a right to know, what he is up to. Otherwise the feeling will grow that Nepal is entering uncharted territory. Governance, the economy and investment do not like uncertainty.
Political scientist Pyakuryal notes that calling Balen a 'man of few words' may serve as a useful epithet if he governs with quiet efficiency rather than fanfare. "But as Prime Minister, he must engage the nation’s will, not simply manage from above," she says.
She adds: "The real test lies in his choice of style: will he lead exclusively, keeping decisions close, or inclusively, opening space for dialogue and shared ownership of governance?"
Nepal's newly-elected lawmakers were sworn in on Thursday. And once sworn in as PM on Friday, Balendra Shah is set to appoint a ‘minimalist’ Cabinet. Although the Constitution caps the size of the Council of Ministers at 25, the party has decided to stick to maximum 18 and not split ministries to accommodate loyalists as was done in the past.&nbsp;
&nbsp;"The Cabinet must support the leadership of the Prime Minister while ensuring accountability to the Parliament,” notes political scientist Sucheta Pyakuryal. “But the questions that come to mind are: will the RSP MPs readily submit to Balen’s leadership and is Balen’s absence from the party’s official events an unwillingness or hesitation to submit to the party?”
Prime Minister Sushila Karki and her ministers ended their interim tenures this week, and she was lauded for upholding her commitment to hold a free, fair and peaceful election. But her image was tarnished for her reluctance to release the investigation report on the September violence, as well as recommending her Home Minister Om Prakash Aryal for a National Assembly seat, and her personal secretary to the National Trust for Nature Conservation. President Ram Chandra Poudel has put Aryal’s nomination on hold. &nbsp;
The Investigation Commission report leaked on Wednesday said the state failed to stop the firing on protestors by Police on 8 September and blamed the Army for not preventing the arson next day. It recommended the prosecution of prime minister KP Oli, home minister Ramesh Lekhak, and Police chief Chandra Kuber Khapung.
Notable names said to be in consideration for the Cabinet include many who are experts in their fields, and RSP wants a young lawmaker as Speaker. The new government will plunge headlong into the economic fallout of the West Asia war.
RSP, with its near two-third majority, does not have to placate any coalition partner, so Nepal is at long last expected to have a stable government after 35 years. Despite hopes that there will not be the usual horse-trading this time, there is tension between supporters of RSP chair Rabi Lamichhane and Balendra Shah. The two have been negotiating in hotel rooms for Cabinet posts for loyalists.&nbsp;
Shah’s larger-than-life online persona and nationwide appeal delivered the RSP its overwhelming electoral victory this month, and this makes the party’s core leadership beholden to him. To what extent is Shah willing to meet Lamichhane’s demands is the critical question, and we will know the answer by this weekend.
