It was only five years ago that neologisms like ‘self-quarantine’, ‘comorbidity’, ‘contact tracing’, ‘omicron’ entered the Nepali lexicon.
PCR, CCMC, PPE, WFH and other acronyms were thrown about, and we became intimate with vaccine names: AstraZeneca, Pfizer, Moderna, Sinovac. We ‘social distanced’ or ‘sheltered-in-place’ as we tried to ‘flatten the curve’.&nbsp;
After the second Covid-19 case was identified in a female Nepali student returning from Paris, the country went into <a href="https://nepalitimes.com/banner/nepal-goes-into-lockdown-for-a-week">lockdown on 24 March 2020</a>. A day later, India followed suit, halting the movement of over 1.3 billion people.&nbsp;
Tens of millions of <a href="https://nepalitimes.com/here-now/a-long-way-to-europe">migrant workers</a> walked hundreds of kilometers, including Nepalis. Many died along the way.
Social ostracisation and <a href="https://nepalitimes.com/banner/nepals-muslims-face-stigma-after-covid-19-tests">stigmatisation</a> based on rumours fanned by <a href="https://nepalitimes.com/news/the-social-media-contagion">social media</a> was rife. <a href="https://nepalitimes.com/here-now/nepal-health-workers-battle-covid-19-but-also-stigma">Nepali workers</a> who made it to the border were quarantined. Some jumped into the raging <a href="https://nepalitimes.com/news/lockdown-limbo-in-no-mans-land">Mahakali River</a> to get to their families and drowned.&nbsp;
Two million <a href="https://nepalitimes.com/here-now/in-the-minds-of-nepal-s-migrant-workers">Nepali migrant workers</a> in the Gulf and <a href="https://nepalitimes.com/opinion/labour-mobility/crossborder-virus-and-nepali-migrant-workers">Malaysia</a> were stranded, as there were not enough flights to repatriate them. Nepalis abroad sent money home as people lost their jobs, others collected money to ship <a href="https://nepalitimes.com/here-now/nepal-s-frontline-workers-brave-it-out">ventilators, masks and personal protective equipment (PPE)</a> to Nepal. &nbsp;&nbsp;
“Covid might be over but we are still unprepared for rescue and repatriation on that scale, considering that many Nepali workers are in conflict zones of the Middle East,” warns Upasana Khadka of the non-profit Migration Lab. “The pandemic also highlighted the need for <a href="https://nepalitimes.com/news/nepal-plans-to-reintegrate-returning-workers">migrant reintegration</a>, transnational mechanisms to claim wages of returnees, but most importantly it brought home the role of low-paying, unskilled migrant workers in propping up <a href="https://nepalitimes.com/news/nepal-prepares-for-economic-fallout-of-pandemic">Nepal’s economy.</a>”

The lockdown was initially announced for a week, but lasted four months till mid-July 2020. Within a month Nepal went back into lockdown again for four weeks before it was eased, and there was another two-month lockdown in April 2021. The time that should have been used for a mass vaccination was squandered in shutting people in their homes. This newspaper stopped its print edition for a year.&nbsp;
Without lockdowns many more <a href="https://nepalitimes.com/here-now/protecting-nepal-s-elderly-from-covid-19-c6e60vp6">elderly Nepalis</a> and those with pre-existing ailments would have died. During the deadly Delta second wave, even children became sick. But the <a href="https://nepalitimes.com/news/lockdown-likely-to-be-extended">prolonged lockdowns</a> hit the poorest and neediest Nepalis hardest.
Research scientist Sameer Dixit at the Center for Molecular Dynamics Nepal remembers getting into an argument with security personnel as he bicycled in the morning during lockdown.&nbsp;
“They would ask me to mask up but I would tell them it wasn’t required because the air was so clean for the first time,” he recalls.
Indeed, the air was so clean that people could see the snowy mountains from <a href="https://nepalitimes.com/here-now/the-tarai-s-shrinking-forests">the Tarai </a>and <a href="https://nepalitimes.com/news/mt-everest-pvt-ltd">Mt Everest</a> was visible from Chobhar. The lockdown offered proof that <a href="https://nepalitimes.com/news/double-whammy-air-pollution-and-covid-19-zevz0864">Kathmandu’s notorious air pollution</a> could indeed be cleaned up by <a href="https://nepalitimes.com/banner/blueprint-for-a-net-zero-nepal">reducing emissions</a>.
“In many ways, we had actually forgotten about the need for cleaner, better air, <a href="https://nepalitimes.com/here-now/coronavirus-shutdown-gives-nepal-s-nature-a-respite">Covid served as a reminder,</a>” says urban planner Bhushan Tuladhar. “In fact, air pollution made <a href="https://nepalitimes.com/news/nepal-has-no-health-minister-as-covid-19-cases-rise-again">Covid cases</a> worse. But as soon as the pandemic ended, we were back to breathing dirty air. Last week Kathmandu ranked among the most polluted cities in the world.”
A 2019 study put <a href="https://nepalitimes.com/here-now/bad-air-and-polluted-politics">air pollution</a> fatalities at 41,000 per year in Nepal, several times more than total reported Covid deaths, 11,959. Better air quality would increase the life span of Nepalis by nearly five years.
Unfortunately, there is no vaccine to combat <a href="https://nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking">air pollution</a>. And with the <a href="https://nepalitimes.com/opinion/life-time/to-vax-or-not-to-vax">anti-vaxxers</a> in the <a href="https://nepalitimes.com/editorial/trump-s-second-coming">Trump administration</a>, there are already cuts in critical vaccine research to fight the next pandemic. This coincides with a bird flu outbreak and measles deaths in the United States.&nbsp;
“The single biggest <a href="https://nepalitimes.com/news/life-lesson-from-the-pandemic">lesson of the pandemic</a> was the <a href="https://nepalitimes.com/latest/vaccines-are-the-only-solution">importance of vaccines</a>,” says Dixit, adding that the US withdrawal from WHO will lead to serious gaps in preparing for the next pandemic.

Buddha Basnyat of the Oxford University Clinical Research Unit (OUCRU) says US pullout from <a href="https://nepalitimes.com/opinion/global-solidarity-needs-intensive-care-in-pandemic-battle">global health</a> is a huge setback that could compromise disease surveillance and diagnosis: “The pace at which the Covid vaccines were developed was nothing short of a miracle, but we are vulnerable to both emerging and pre-existing diseases.” &nbsp;
<a href="https://nepalitimes.com/news/how-usaid-cut-affects-nepal">US withdrawal </a>has left the field wide open for China and India to now lead the way. According to AidData headquartered in Virginia, China provided over $4.6 billion in Covid-19 aid from 2020 to 2022, surpassing the United States and Germany which contributed $4.05 billion and $3.64 billion respectively.
China donated more than 239 million doses of Covid vaccines to its Asian neighbours. India supplied 301 million vaccine vials to 99 countries and two UN entities, 15 million doses as donation to more than 50 nations including Nepal. The US donated nearly three times more, but that may not happen next time.

“With <a href="https://nepalitimes.com/news/the-great-game-2nd-half">America backing out</a>, China and to a lesser degree India, will fill that role, and it is not necessarily a bad thing for us. As neighbours we are closer to them and it would be advantageous to us,” says Sher Bahadur Pun, virologist at the infectious diseases hospital in Teku. He adds: “But capacitating our health sector to manufacture <a href="https://nepalitimes.com/editorial/vacillating-on-vaccines">vaccines</a> at home would be the best way to prepare for future pandemics and health emergencies.”

It was amazing to see the <a href="https://www.livescience.com/coronavirus-changes-pollution-over-china.html" data-saferedirecturl="https://www.google.com/url?q=https://www.livescience.com/coronavirus-changes-pollution-over-china.html&amp;source=gmail&amp;ust=1585383076968000&amp;usg=AFQjCNGy6JG88eR8u4HltgNkCfaY_NGX_w">dramatic before-and-after satellite images</a> of pollution reduction after coronavirus lockdowns in China, and how quickly the air could be cleaned up and improve health.But to sustain that, individuals, countries and economies must consciously reduce consumerism, realign our means of production, and rethink economic ‘growth’.For Nepal it is a chance to recalibrate the economy and steer it towards more self-reliance, and preparedness for future disasters of this nature.From my frequent stays throughout Nepal since the 1970s I have encountered many projects that attempted, altruistically, to abet local and women’s development by the introduction of multifarious craft and agricultural production designed for non-local markets.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110911110/636b7a259c7e80680e064742jpeg.jpg" alt="" width="1284" height="916"/><figcaption>Photo: LIVESCIENCE.COM</figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110911110/636b7a289c7e80680e064743jpeg.jpg" alt="" width="1554" height="1196"><figcaption>Photo: LIVESCIENCE.COM</figcaption></figure>Products included fruits and vegetables for the palates of the expatriate families in major centres, and simple or imaginative crafts for the ever-growing tourist industry back then.Gradually, in the process of increased sophistication and quality improvement, particular products required the input of not only whatever was locally available, but some enhancing component like a special fertiliser for certain vegetables, or unique components for handicrafts.Then there was the essential aspect of getting whatever was produced to suitable markets, usually in the capital or some tourist region. I recall enquiring with the implementers of such projects in remoter areas about how they obtained their ‘enhancements’ for production. And how did they get their products to market? The answer involved some type of transportation.But when roads became predictably impassable during the monsoon, travel in either direction became impossible or transport costs considerably increased. When labour strikes, political strife, demographic shifts affected the ability to sell products, locally developed production stalled and, in many cases, collapsed.E F Schumacher of the ‘Small is Beautiful’ fame understood this. A Gandhian economist, he promoted local production but from local resources, in order to remain independent from intermediate variables, such as the need for outside components and long distance transport, that was outside anyone’s control.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110911110/636b7a2a9c7e80680e064744jpeg.jpg" alt="" width="2052" height="1368"><figcaption>Unusually quiet New Road during the lockdown. Photo: BIKRAM RAI</figcaption></figure>Self-reliance, perhaps not everywhere or always, makes sense. I am not suggesting that we eliminate import/export globally. But when critical societal crises arise, as now with COVID-19, it has not taken long to realise that countries and economies reliant on importing food, materials and components from overseas can quickly become incapacitated.The answer is not to eliminate extraterritorial interaction, but try to support, improve and promote local production and marketing within reasonable limits, along with a reduction in excessive consumerism.Tourism is a unique case. It survives on the ease of travel for visitors from outside who come to the country and spend their money. For this reason, while self-reliance is still relevant, there are other critical considerations that have to be taken into account to mitigate and decrease health and safety problems.Notably, these include the travel routes and their maintenance, leadership and guidance with continuously refreshed skills and knowledge, as well as accommodation and food services that can practice and maintain industry-standard hygiene and sanitation. These components require improved training and monitoring.If promoting large increases of tourist volume through campaigns like Visit Nepal 2020, hosting facilities, and transport services must be prepared to act immediately on critical directives – distancing of guests -- in the event of some infectious outbreak like the one we are experiencing now.It may be a good idea for the government to plan for strategically located facilities in case of predictable health issues like infections, and not just for rare outbreaks like coronavirus. Just as there are certain services that are in place only seasonally in particular regions, so extra health and safety assistance can be deployed to supplement unavailable or inadequate services. This could be a ‘pay for service’ self-sustaining operation.Despite the sound recommendations after last year’s Everest traffic jam, there has yet to be a concerted effort to bring all essential agencies of government and private companies to collaboratively work out enhanced management of critical climbing areas and over-tourism generally. Pandemic is a chance to rethink development

In preparation for a COVID-19 outbreak, the Nepal Army set up a quarantine zone at their headquarters in Tripureswor, Kathmandu. The camp, which has 54 tents that were gifted by the Chinese government, can accommodate 108 patients with 2 in each tent.Isolation rooms, regular check-up rooms and a tap water system has also been established.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101152/636b78ef9c7e80680e0646d1jpeg.jpg" alt="" width="960" height="640"/><figcaption>Quarantine zone at Nepal Army's headquarters. It turned out to be a fatal mistake. Faizullah (above) only survived because he had left for Jitpur market to sell his employer’s water buffalo. In fact, while his wife was battling with death, Faizullah was munching on snacks she had packed for him earlier in the day as he waited out the storm in Harpur.A neighbour came searching for him, and when he finally reached home at 11:30 on Sunday night, it was only to see his wife and daughter-in-law with other bodies lined up at the damaged neighbourhood mosque.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35079c7e80680e04828ajpeg.jpg" alt="" width="1125" height="1500">“She said goodbye in the morning, and when I came back at night she was dead,” said 62-year-old Faizullah, as he rubbed his swollen eyes.The tornado killed at least 30 people in Bara and Parsa districts, and most of those who died here were from Muslim families and were crushed by masonry, hit by falling pillars or flying debris.The fatalities show a clear link with Nepal’s migration-driven economy. Faizullah himself used to live in a mud and thatch hut till recently, but after working for three years in Saudi Arabia he built his brick house with the money saved. He used all of the Rs450,000 earned in Saudi Arabia to build the brick structure nine months ago. It is now gone, and he will have to earn a living selling buffaloes in the market.Faizullah’s neighbour Ezhar Miya also lost his wife, daughter-in-law and two young grand-daughters when his house collapsed, trapping the family. He had sold their original hut and moved to the brick house he built with the money his son, Bhuwar, sent home from Qatar.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a350c9c7e80680e04828cjpeg.jpg" alt="" width="1500" height="1125">Many Nepali families are eating better, wear better clothes, and have built stronger homes with the money relatives working overseas send home.However, many of the houses are poorly engineered, use sub-standard raw material. This was the reason for the high fatality rate in Bara and Parsa this week. What appeared to be strong brick and cement houses crumbled like match-sticks within seconds as the tornado tore through the villages in a wreckage path 100m wide and up to 20km long.It is a tragic irony that many who had invested in stronger houses perished in Bara on Sunday night. But poorer neighbours living in mud and thatch huts nearby survived.The government says 1,895 huts and buildings went down in the storm, 955 structures were partially damaged and 940 collapsed completely -- homes, brick kilns, health posts and mosques. Of the 27 people killed, four were from India.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a350f9c7e80680e04828djpeg.jpg" alt="" width="1125" height="1500">It was the first major disaster to hit Nepal post-local elections in 2017, and the presence of elected Municpality and Ward officials was reflected in the immediate rescue operation. Rapid response teams under local disaster management committees quickly mobilised Police and Nepal Army personnel which helped in timely rescue. However, the lack of proper equipment, and medical services were apparent.The understaffed Kalaiya Hospital in Bara operated throughout the Sunday as more and more injured were rushed in. Most suffered from hypothermia and fractures. Of the 354 patients ,two spinally injured were referred to Kathmandu and eight patients with head injury went to Birganj.“We tried our best to provide immediate rescue and supplied electricity to the hospital despite a power cut,” said Bara CDO Rajesh Paudel. The lack of coordination between local, provincial and federal governments in information gathering had adverse effect on relief distribution. There were plenty of relief materials to go around but most essential items like tents, tarpaulins and medicines were in short supply. VIP visits did not help the situation and only added to gawkers from surrounding areas.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35129c7e80680e04828ejpeg.jpg" alt="" width="1500" height="1125">The tornado was not the first of its kind in Nepal. In fact, literature and folklore speak of twisters ravaging Tarai villages. But because these are localised disasters, they did not make it to the news.The Bara-Parsa disaster should be taken as an opportunity to invest on weather forecasting equipment and training for climate modelers. Nepal needs customised weather modeling for its conditions, experts say.We have learned some lessons from previous disasters and the presence of local government after 20 years helped search and rescue operations, but the Sunday’s tornado still reflects the dire need of disaster preparedness.

It proved that Nepal has to be prepared not just for the deadly calamities we know about like earthquakes, floods and landslides, but also rare ones like tornadoes.Nepal is a disaster-prone country, Kathmandu is number one among the top ten cities in the world most vulnerable to a catastrophic earthquake. The topography, high population density, vigorous monsoons, and underdevelopment make Nepal vulnerable to multiple disasters. All these dangers are exacerbated and can combine due to climate change – for example the next megaquake could cause glacial lakes swollen by global warming to burst simultaneously and unleash catastrophic floods downstream.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35419c7e80680e04829djpeg.jpg" alt="" width="1000" height="454">Nepal was preparing to be prepared for earthquakes, when 25 April 2015 happened. The National Emergency Operation Centre (NEOC) with its seismic resistant building had just been set up inside Singha Darbar, with the task of being a communication hub and relief coordination centre after a disaster. The Centre’s website now lists real-time information of water levels in rivers, information that is vital during the monsoon. It is now setting up a comprehensive Disaster Information Management System (DIMS) for the 49 types of potential natural calamities that Nepal faces.“Ideally, this system can analyse each disaster in terms of its hazard, vulnerability, and exposure,” explains Pradip Khatiwada, founder of Youth Innovation Lab that is building the portal. “It will also have vital information about nearby resources, local capacities, availability of critical infrastructure like hospitals, which will be crucial in the immediate aftermath of a disaster.”Read also: <a href="https://www.nepalitimes.com/editorial/the-new-normal-2/" target="_blank" rel="noopener">The new normal</a>, Editorial<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35439c7e80680e04829ejpeg.jpg" alt="" width="1400" height="1050"><figcaption> </figcaption></figure>A beta version of the system is expected to be ready in mid-April, but detection and prediction of disasters will still be difficult. Though the river water level data can provide early warning of potential floods, and the Department of Hydrology and Meteorology uses social media to disseminate its forecasts of extreme weather events, there are still problems with accuracy and urgency. For example, a tornado of the type that devastated villages in Bara and Parsa this week is not even in the list of 49 potential disasters that Nepal should be prepared for.“A tornado that occurred in such a short time over such a small area would have been difficult to predict anywhere in the world even with the most sophisticated equipment,” says Sushil Kumar Bhandari at the NEOC. “Detecting forest fires is also a problem because we do not have our own satellites, and real-time images are hard to source.”A new Doppler weather radar has been installed in Surkhet and two more are planned, but while they can detect supercells and forecast cloudbursts, they would still not be able to accurately predict when and where a tornado would touch down. Briefing Nepali Times on Tuesday, the Director General of the Department of Hydrology and Meteorology (DHM) Saraju K Vaidya admitted: “Yes, all signs in Bara point to it being a rare tornado, but with climate change these may become more frequent, and we have to prepared by upgrading forecasting and computer modelling capacity.”Read also: <a href="https://www.nepalitimes.com/here-now/groound-zero-in-pheta/" target="_blank" rel="noopener">Ground zero in Pheta</a>, Kiran NepalThe Bara experience has also shown that Nepal is not prepared for the immediate aftermath of disasters either. Manish Jha of Facts Research &amp; Analytics who was involved in the emergency response this week says the priorities on the ground do not necessarily match the response.Says Jha: “Local officials informed us that there were four immediate priorities: nutritious food, shelter, medical treatment, and children’s safety. But in the spontaneous scramble to rush help, many unnecessary items landed up at the site. People are eating instant noodles and biscuits, spending nights in the open, and children have nowhere to go, adding to their guardians’ responsibilities.”The Bara tornado was the first major calamity to strike Nepal after federalism, and it has become a test case on how political devolution can indeed be more prompt and responsive after a disaster strikes. Province 2 officials had mobilised local rescue at Ground Zero almost immediately, Chief Minister Lalbabu Raut relocated to Birganj to coordinate relief. Province 3 donated Rs10 million to Province 2.However, locals were critical of VIPs rushing south in helicopters from Kathmandu with token relief and competing to upload selfies of handovers. There is a daily traffic jam on the Patlaiya-Birganj road because of the number of cars from all over the country bringing relief material to the worst-affected villages, already crowded with gawkers. Such activities have deprived local governments of the opportunity to develop their own response capacity, and raised concerns of mismanagement of funds and resources.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35469c7e80680e04829fjpeg.jpg" alt="" width="365" height="867">Token relief measures take the focus away from long-term disaster management planning, necessary in a country going through rapid infrastructure development. Disasters may be natural, but much of its fatal impact is manmade.For example, forests reduce the speed and impact of violent storms, boulder mining on rivers increases the chances of destructive floods, poor construction methods make houses prone to collapse, and population density increases the numbers of people at risk. For example, Province 2 with 7% of Nepal’s land has 20% of its population.“The link between land use policy and disaster management is not always obvious, but it needs to be integrated right from the planning phase,” says Santosh Gyawali, a USAID expert on disaster management. “For example, building roads has an effect downstream, it makes floods worse. We need long term vision and regulation of land use for a comprehensive disaster management plan.”The experiences of other South Asian countries have shown that disasters may not be avoidable, but their impact can be reduced with planning and preparedness. With a history of violent typhoons, Bangladesh and the Indian state of Odisha have invested in shelters, reducing the death toll from cyclones by more than 90%.Four years after the earthquake, Nepal appears not to have learnt any lessons. Houses that ignore zoning and seismic guidelines have started coming up in Kathmandu and most urban areas. NEOC has identified only 83 remaining open spaces in Kathmandu safe for evacuation in a future earthquake.Four years on, experts say the focus for earthquake preparedness should now shift nationwide and not just be limited to the 14 districts around Kathmandu affected in 2015. Public buildings need to be retrofitted, homes must require seismic resistant designs, there has to pre-positioned digging equipment and shelter material in open spaces, and there has to be local response strategies.“Some in the earthquake-hit areas in 2015 are building seismic-resistant structures, but the same cannot be said of the rest of Nepal,” says Jhappar Singh Biswokarma of the National Reconstruction Authority. “There has been no study to determine how seriously the rest of Nepal will be affected by another earthquake, but the risk factor is very high. The new Act provides for a National Disaster Risk Reduction and Management Council to oversee the management of all kinds of disasters. In the absence of such an Act, the National Reconstruction Authority (NRA) was formed in 2015 to oversee only the aftermath of that year’s earthquakes. However, more than one year after the DRRM Act was passed, the response to disasters like the recent tornado is still scattered, since the National Disaster Risk Reduction and Management Council still does not exist.“The Act provides for a multi-tier institution with a federal body and branches at the province, district, and local levels. It also provides for disaster management funds at every level. The sole authority for managing disasters lies with the local level, but higher levels can intervene if the local level does not have enough resources to manage it,” says Bansi Acharya, head of the Disaster Study and Research Section at the Ministry of Home Affairs.The DRRM Act has a comprehensive approach to disaster, in that it addresses not just rescue and relief but also recovery and reconstruction. It also provides for risk reduction, preparedness, management, and mainstreaming of the DRRM in development. In other words, disaster management would not be limited to responding to disasters, but would include year-round actions to prevent them. All of these were missing in the Natural Calamity Relief Act.As such, the Act provides opportunities for new ways to handle disasters in a federal system. "Local level authorities often have the best understanding of the needs on the ground, but they are also very quickly overwhelmed. A federal disaster management system needs to maximize local level knowledge while providing flexible layers of support and resources from higher levels of government," says Santosh Gyawali, Senior Development Program Specialist at the Disaster Risk Reduction Reconstruction and Resilience Office of USAID Nepal.

Disastrous management in Nepal

Although not as common here as in the plains states of mid-western US, tornadoes have been known to occur during the pre-monsoon season in Bangladesh and parts of coastal India.Meteorologists were initially reluctant to confirm that this week’s disaster was caused by a tornado because they were almost unheard of in the Nepal Tarai. However, the fact that elderly people in the plains have in their Maithili and Hindi vocabulary a word for tornado (chakrawat) means that they do occur.The Department of Hydrology and Meteorology has come under a lot of criticism this week for not being able to forecast this extreme weather event. While storms, rain, and high winds can be forecast, tornadoes are notoriously difficult to predict, and it is next to impossible to pinpoint where they will touch down.Read also:<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/disastrous-management-in-nepal/" target="_blank" rel="noopener">Disastrous Management in Nepal</a>Even in the United States, which is hit by more than 1,000 tornadoes a year, there are only general warnings about possibilities of these twisters, although computer modeling allows more accurate forecasting. Still, the only specific warning people get is when they can actually see a tornado approaching with its ominous funnel. Homes and businesses along America’s ‘Tornado Alley’ in states like South Dakota, Nebraska, Kansas, Oklahoma and parts of Texas and Colorado are mandatorily required to have shelters since wind speeds of up to 450 km/h inside a tornado can rip everything apart.As survivors picked up the pieces of their lives this week in Pheta village of Bara, scientists from the Department of Hydrology and Meteorology (DHM) saw the clear footprint of a tornado: a long and narrow path of destruction, houses and walls built with masonry lay demolished, trucks and buses had been thrown about, mighty trees were uprooted – but a few metres away palm trees still stood with fronds intact and thatch homes were unscathed.Photographs taken by passengers on planes circling over Simara while waiting to land at Kathmandu airport show continuous lightning flashes inside a supercell soaring above Central Nepal with the tops of the cumulonimbus reaching more than 10,000m. Right below these planes, the conditions were getting ripe for the twister to form.Eyewitnesses describe a frightening storm that hit at dinner time, with the brunt of the damage confined to a 50m wide trail of destruction along a few kilometres towards Birganj. As our <a href="https://www.nepalitimes.com/here-now/disastrous-management-in-nepal/" target="_blank" rel="noopener">coverage of the disaster in this edition </a>explains, the tornado would been difficult to predict even with the most sophisticated equipment. Read also: <a href="https://www.nepalitimes.com/here-now/groound-zero-in-pheta/" target="_blank" rel="noopener">Ground Zero in Pheta</a>, Kiran NepalNowcasting is possible, but not for a specific locale or an exact time. The DHM has installed a Doppler radar in Surkhet, and two more are going to be set up in Palpa and Udaypur to cover the entire country. Data from these can be fed into modeling software that can detect rotating updrafts inside supercells, make predictions for rain and wind, and also gauge the possibility of twisters striking. However, even if these radars had been operational and modeling software already available, it would have been impossible to forecast a tornado hitting a localised cluster of villages in the central plains of Nepal at a specific time. And even if the warning had gone out, there would not be enough time to respond, and in the absence of underground shelters, there would still have been high casualties.For us in Nepal, therefore, there is only one thing to do: spread awareness and be prepared for more tornadoes in future as the intensity of storms increase with climate change. Extreme weather events like wind storms, flash floods, cloud bursts, glacial lake outburst floods, droughts and erratic monsoons are the new normal, and we have to improve forecasting and preparedness.Even before the 2015 earthquake, the government had been working on a Disaster Management Act. It was delayed by geological and political earthquakes, but a bill to that effect is finally going to Parliament soon. The National Reconstruction Authority should be expanded into a Disaster Management Authority that can upgrade multi-disaster preparedness, and have systems in place for rapid search and rescue, relief and rehabilitation.Bara was the first major disaster to hit Nepal since the federal constitution went into effect, and we could see that the first responders were from the Wards and Municpalities of Province 2 where the tornado struck. Central coordination local response would be the way forward in preparing for disasters to come. The new normal

The Most Valuable Player (MVP) of the final match, Nigel Hayes-Davis from Fenerbahçe Beko, received a prize of 1,000,000 Miles&amp;Smiles from Turkish Airlines’ Chief Commercial Officer Ahmet Olmuştur. The carrier has been the title sponsor of the Turkish Airlines EuroLeague, a top tier tournament, since 2010.

Thousands of Nepali students dreaming of an American education have been forced to look elsewhere as the Trump administration’s visa restrictions make their future uncertain.
The US was long considered a top destination for higher studies, making Nepal the 10th biggest country of origin for international students in America.&nbsp;
However, that number has seen a significant decline with the total for Nepali students now at 16,482. Some 8,000 Nepali students obtained no-objection certificates to study in the US from the Ministry of Education in the past year.&nbsp;
India, Australia, Canada, South Korea, United Kingdom and Japan are the other popular destinations for Nepali students. There are no clear numbers for Nepalis going to India, but a slight decline was noted this year after the deaths of two female students.
The US State Department has issued a circular to its embassies not to issue new visas to applicants until further notice. US Secretary of State Marco Rubio in the directive stated that the department planned to expand the screening of applicants' social media.&nbsp;
While new applicants are barred including those applying for visitor visas, students with scheduled interviews are allowed to proceed.
“Many of our students are affected by the new restrictions, but those who had applied for student visas earlier have got interview dates,” one Kathmandu-based college counsellor told us.
Meanwhile, even foreign students with spotless records already in the US have not been spared, as visa scrutiny intensifies under the new policy. In a move that underscores the growing sense of insecurity, many US colleges advised international students to carry their passports and documents at all times, even when traveling locally.
“Me and my friends did not go home this summer because we were not sure we would be allowed back, so we just went to Niagara Falls,” said a Nepali undergrad in Ohio, who like many interviewed for this report did not want her name used for fear of repercussion.

Nepali students have adopted a cautious stance, with many choosing not to return home during summer vacation due to fear of visa revocations as well as travel bans. Meanwhile, over 7,000 Nepalis with Temporary Protected Status (TPS) will have to come back to Nepal by 5 August or face deportation. Thirty-seven were flown back to Kathmandu on Omni Air last week.
“The US is one of the most sought-after destinations for higher education, and the ban will definitely impact bright students,” says Narottam Aryal of the King’s College in Kathmandu.
Indeed, Nepali undergraduates admitted into Ivy League colleges for the 2025 academic year have been asked to look for alternatives. The entire Fulbright Foreign Scholarships Board resigned on Wednesday citing interference from the Trump administration on the selection of this year’s cohort. Some Nepali students already on Fulbright scholarships have noted disruptions, delays and even cancellation of stipends.&nbsp;
The student visa restrictions were initially just for foreign students admitted to Harvard University, but it was later extended to all Chinese students and now to all students. Universities like Columbia which actively recruit foreign students, face sharp enrolment declines, threatening their financial stability and diversity.
An Indian female PhD candidate at Columbia University had her visa revoked by the US State Department, and said she was targeted on the basis of her social media posts on Israeli military attacks in Gaza. Social media vetting of political activism has raised concerns about privacy and freedom of expression in a country where such rights were a given.
Many students have been informed via email that their visas have been revoked for getting speeding or parking tickets, but even others with no criminal record have been affected. The fear of deportation looms large amongst international students, including those from Nepal.&nbsp;
For most Nepalis who migrate to the US for education, the journey is a high-stakes investment. They come largely from middle-class families, often rely on a patchwork of scholarships, work-study programs, loans, or even the sale of family assets to afford fees.
Most Nepali students pursue STEM subjects which offer extended Optional Practical Training (OPT) periods that help fund their education. But with the US backsliding on education and humanitarian matters, countries like the UK and Canada are becoming more attractive despite their own recent stricter controls on student visas.&nbsp;
The UK universities saw a 63% rise in Nepali students’ admissions in 2024. Japan is another popular destination with 64,816 Nepali students enrolled as of 2024.

Already, China, Hong Kong and Malaysia are poised to benefit from the increased scrutiny of US student visas. Several Hong Kong universities are offering unconditional admission to affected students, while Malaysian institutions are targeting previously US-bound Asian students. China and India have 330,000 and 280,000 students respectively in America, but the numbers for China have seen a sharp drop in the past year.
Elsewhere, branch campuses of American institutions such as NYU in Abu Dhabi, Georgetown in Dubai and Northwestern in Doha are getting more admission applications, and universities in the Gulf region are expanding infrastructure to accommodate those who would otherwise have gone to the US.&nbsp;
Even educational institutions in Nepal are hopeful that the US visa restrictions can be an opportunity to at least keep Nepali undergrads in Nepal, and also attract foreign students from the region.&nbsp;
“Many students might choose to complete their undergraduate degree here in Nepal and then move abroad for their Master’s degree later,” says Aryal of King’s College. “There was a need for quality higher education in Nepal anyway in terms of innovation and opportunities, so this could be the time to reduce our dependence on other countries.”
Nepal’s strategic position between India and China makes it sensitive to US policy shifts. India, a key ally, is also under US scrutiny for potential student travel restrictions. Chinese universities are already offering more scholarships to Nepali talent to capitalise on the US retreat.
American universities have challenged student visa restrictions in the courts. A federal court in Boston revoked the blanket ban on Harvard, and the State Department has ordered the resumption of processing student and exchange visitor visas.&nbsp;
Some are still hoping that President Trump will backtrack on the student visa restrictions, just like he has done with many of his more drastic executive orders.
Even so, the visa see-saw and longer-term uncertainties about living in the United States and its education system means students across the world are making alternative plans.
Says Aryal: “Policies of foreign countries change according to their needs, so excessive dependence was never a good idea. We should work to create different opportunities and choices of higher education within Nepal, so students are retained.” &nbsp;

America no longer prime destination for Nepali students

While Nepal was hosting the Sagarmatha Sambaad international climate conference in Kathmandu this month, on Mt Everest it was pretty much business as usual.&nbsp; The signs of climate breakdown are all there: a river now runs through Base Camp in summer, the Khumbu Icefall is more unstable, and there are more &nbsp;frequent avalanches. When expeditions arrived in March, the mountains were bare: it had not snowed since September, but then blizzards dumped unseasonal snow in May. And despite climate worries, such is the pull of Himalayan mountaineering that the Everest Industry showed no signs of slowdown. More than 600 international climbers and their Nepali guides had made it to the summit of the world’s highest mountain. At one point there were an estimated 2,000 people in the tent city on the Khumbu Glacier. All the ropes and ladders on the Icefall came down on Thursday, marking the official end of the spring climbing season, and just in time to avoid a monsoon cyclone approaching from the Bay of Bengal. It has been an action-packed season. One factor could be that Everest fees will go up from September: each foreign climber needs to pay a $15,000 royalty, up from the present $11,000. The cost for a Nepali climber on the South Col route will also go up: from Rs75,000 to Rs150,000.&nbsp; The fee to climb Everest in autumn is $7,500 (up from $5,500), but most climbers still prefer spring. Winter permit fee (December-February) is only $3,750 per person and the mountain is now also open for monsoon (June-August) climbs, when the fee is ever lower at $2,750. The revised rule also makes it mandatory for every two climbers on an 8,000m peak to hire one Nepali mountain guide.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025053004050_67f856fe52714e4bdcf21ae7d45c6f18c82117b9d0a5f73ed1efa04c96de1046.jpg" data-media-id="editor_0" data-image-id="2025053004050_67f856fe52714e4bdcf21ae7d45c6f18c82117b9d0a5f73ed1efa04c96de1046" data-rendition-name="original" width="931" height="732" loading="lazy" alt="The Everest Industry graph 1"> </figure>  In addition, climbers also have to pay for porters and guides, equipment, Base Camp costs, Ice Fall and fixed rope team fees, so climbing Everest does not come cheap. But such is the draw of climbing the world’s highest peak that some say the increased fees will not diminish the crowds next year. The government has tried to spread expeditions out to other seasons and other 8,000ers, but with not much success. Earlier this year, Nepal unilaterally increased the number of 8,000m peaks to 14 by adding six more sub-summits to broaden the choice for climbers. Added were: Yalung Kang (8,505m), Yalung Kang West (8,077m) &nbsp;Kangchenjunga Central (8,473m), Kangchenjunga South (8,476m), Lhotse Middle (8,410m) and Lhotse Shar (8,400m).&nbsp; The announcement could go against the accepted topographic criteria that a stand alone peak has to be at least 300m higher than an adjoining prominence, and at more than 3km isolation from it. The UIAA (Union Internationale des Associations d'Alpinisme) still recognises only 14 mountains as eight-thousanders, and only eight of those are in Nepal, or on the border with China. Nepal’s revised mountaineering regulations also increased the insurance coverage of high-altitude workers to protect porters and high altitude guides who usually take more risks on the mountains. Rescue teams and clean-up campaigners to collect trash and remove bodies of dead climbers up to Camp IV of Mt Everest do not need permits.&nbsp; The Sagarmatha Pollution Control Committee is now using drones to fly down trash in 20kg sacks. Each climber is also required to bring down at least 6kg of waste and not just their own, but this rule is erratically enforced. With five fatalities on Everest and Lhotse, Spring 2025 had a historically low death toll. Another five climbers died on Annapurna, Kangchenjunga and Makalu.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025053004050_38681de22f0fefb6faa12b01755566d09c5064d0ff84e12ccc7b5d68ea9ba38a.jpg" data-media-id="editor_1" data-image-id="2025053004050_38681de22f0fefb6faa12b01755566d09c5064d0ff84e12ccc7b5d68ea9ba38a" data-rendition-name="original" width="665" height="740" loading="lazy" alt="The Everest industry graph 2"> </figure>  Journalist Ben Ayers who ran the Everest Live social media channel from Everest Base Camp with daily updates credited the low death rate to dramatic rescues of climbers from the ‘Death Zone’ by their Nepali guides and longline helievacs — the visuals all uploaded on YouTube.&nbsp; “Ironically, this perception of safety is bringing more and more inexperienced climbers to the mountain, and they need more rescues,” Ayers said in one of his dispatches.&nbsp; American expedition chronicler and summiteer Alan Arnette suspects there is a lot of under-reporting given that the jet stream and storms were lashing Everest even till late in the season. He told us: “I heard a lot about frostbite and rescues that were not made public. It’s become practically impossible to cover the details on Everest. All the teams report nice news, and they don’t talk about bad stuff to avoid hurting businesses.” Although trash on Nepal’s mountains makes headlines, what does not receive as much attention is the climate impact of so many expeditions. The Sagarmatha Sambaad conference sidestepped this issue, which is ironic given that the impact of climate breakdown is most evident on Himalayan peaks and their glaciers.&nbsp; <h2>Need for Speed</h2> The big stories this year have been about speed-running from their home cities to the top of Everest. Ukrainian entrepreneur Andrew Ushakov flew out of JFK on 15 May at 10:15AM Nepal time, and was on the summit 3 days, 23 hours, and 7 minutes later on 19 May at 9:22AM.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250601080640_1c5cc6fc991307861768f07037ed9d30930fb20f35dbb57dc31c9a92a9e1a885.jpg" data-media-id="editor_2" data-image-id="20250601080640_1c5cc6fc991307861768f07037ed9d30930fb20f35dbb57dc31c9a92a9e1a885" data-rendition-name="original" width="1440" height="1800" loading="lazy" alt="The Everest Industry"> <figcaption>Andrew Ushakov at the summt. His ‘Everest Sea-to-Summit’ climb was possible because he spent 400 hours in hypoxic sleep tents over the past four years in New York. However, Ushakov did use ropes already fixed, hired four Nepali guides, helicoptered to Base Camp, and used much more oxygen than an average climber. And after the climb, Ushakov was arrested at Kathmandu airport for being in possession of $20,000 of undeclared cash and spent a night in jail and fined $60,000.&nbsp; The other speedsters were Garth Miller, Alastair Cairns, Anthony Stazicker, and Kev Godlington, all former British Army commandos. They left London and summited five days later on 21 May, and flew right back. Photo: Sandro Gromen-Hayes</figcaption> </figure>  But more controversial was their use of xenon gas therapy in a German hospital to ramp up the production of oxygen-carrying haemoglobins in their blood. Xenon is banned by the World Anti-Doping Agency for being performance enhancing in sports. Expedition leader Lukas Furtenbach said this rule does not apply to mountaineering, as it is not a regulated sport like swimming. Nepal has no rules about xenon, but the Department of Tourism said it was launching an ‘investigation’ to decide on future policy since it is difficult to ban xenon, but allow oxygen. The controversy has also divided the mountaineering community, with some climbers saying they just want to maximise their chances of survival. Spending less time on the mountain could make climbing safer by reducing avalanche risk. It would also mean less trash on the mountains, but it would reduce the income of Nepal’s expedition industry. It is also unclear how much of the success was due to xenon therapy and whether the ex-special forces were already in good physical shape.&nbsp; The need for speed hides the fact that climbing in the Himalaya is dangerous business, and climbers cannot sprint to the top just by huffing xenon. But ultra-fast climbs could be charged more, and the revenue generated can be used to establish state-of-the-art rescue operations, and increase pay and insurance for guides. Two other speed chasers this season were Swiss-Ecuadorian Karl Egloff and American Tyler Andrews, both on Everest without oxygen. Andrews choppered to Base Camp to catch a weather window, but turned back from 8,500m due to high winds. Heavy snow and wind also forced Egloff to descend from 7,000m. Slow and steady climbers like Anja Blacha from Germany did make it to the summit without oxygen, while Kami Rita Sherpa broke his own record with his 31st Everest summit as he led a 26-strong Indian Army group. There were 468 permits issued for foreign climbers from 48 expeditions to Everest this spring. Nepal’s other eight-thousanders together had only 17 expeditions. Nepal has more than 1,000 peaks above 6,000m, and has opened only 476 of them for climbing.&nbsp;

The Everest Industry

While Nepal marked <a href="https://nepalitimes.com/news/mt-everest-pvt-ltd">Mt Everest</a> Day on 29 May, on the other side of the planet in the US state of Colorado dozens of Nepalis who have climbed the world’s highest peak multiple times were busy working as chefs and Uber drivers. Among them is Nima Doma Sherpa, who climbed Mt Everest in 2019 after her husband Tshering Wangchu was among 16 crushed by an avalanche on <a href="https://nepalitimes.com/banner/on-thin-ice-in-the-khumbu">the Khumbu Icefall</a> five years earlier. A large serac broke off the West Shoulder of <a href="https://nepalitimes.com/news/the-everest-industry">Mt Everest </a>and fell directly on a group of <a href="https://nepalitimes.com/opinion/more-porters-sick-on-everest-trail">porters and guides</a> making their way up the Icefall at 5,800m. Their bodies were flown by helicopter to Khumjung where Tshering Wangchu was born. He was excited about climbing Mt Everest for the first time.&nbsp; In Khumjung, Nima Doma felt like her own life had also ended. This was the kind of news Sherpa wives, mothers and sisters dreaded every <a href="https://nepalitimes.com/here-now/peak-climbing-season-2025-s4abrxny">mountaineering season</a>. She stayed home for more than two years grieving, but ultimately gathered up all her emotional strength to take care of her 6-year-old son and 3-year-old daughter. Nima had grown up in Khumjung hearing <a href="https://nepalitimes.com/review/stories-of-nepal-s-summiteers">tales of adventure on the mountains </a>from their father, Ang Chubi Sherpa who had climbed Everest in 1993. He used to bring her and her sisters and brother European chocolates after every expedition, and used to tell them that the chocolate bars grew on the mountains. “It was only after we got older did we realise that he told us that chocolates grew in the mountains so we would not worry about him putting himself in harm's way,” Nima Doma recalled with a faraway look at her home in Boulder this week. Nima went to the school that <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/commemorating-edmund-hillary-in-nepal,4145">Edmund Hillary</a> opened in Khumjung till Grade 8, and then dropped out to help in the kitchen and <a href="https://nepalitimes.com/here-now/when-yaks-go-so-does-culture">tend yaks</a>. She was married off to Tshering Wangchu, who was also a high altitude guide. When Tshering went on expeditions, Nima also started working as a porter from Namche to Base Camp. It was perhaps her father’s tales of mountains of chocolates that had always attracted her to <a href="https://nepalitimes.com/here-now/knowing-our-mountains-43v4iyvo">the peaks</a>. After her husband was killed ten years ago this month, being a widow with children was not easy for Nima Doma. But she was not alone: there were at least 200 single mothers in <a href="https://nepalitimes.com/here-now/khumbu-since-1950-jaww4qn0">the Khumbu</a>, and 20 of them just in Khumjung whose husbands had been killed in <a href="https://archive.nepalitimes.com/article/nation/tragic-start-to-himalayan-spring-nepal,3695">mountaineering accidents</a>. Some were not even 20 years old, and had children growing up without fathers. But there were also women in the 50s whose husbands had been killed in the 1980s. Nima found sponsors for her children’s education, and moved to Kathmandu. In the capital, Sherpa widows used to meet to help each other. Some of them had joined the Nepal Mountaineering Association (NMA) training for rock and ice climbing. “I decided that it was no use sitting home and crying anymore, after meeting other single mothers I felt less alone,” remembers Nima, who joined the Juniper Foundation and enrolled in an NMA training camp in Manang. There she climbed Chulu East (6,584m) and met Furadiki Sherpa, whose rope-fixing husband had also been <a href="https://nepalitimes.com/news/on-mt-everest-s-70th-records-and-fatalities">killed on Everest</a> in 2013. They set themselves the goal of climbing Everest one day, and started a fund-raising drive.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250530090544_621be0724b9182c8e3594b2c562a71ec32ac01d985a71d0cf31646de9d51e15a.png" data-media-id="editor_12" data-image-id="20250530090544_621be0724b9182c8e3594b2c562a71ec32ac01d985a71d0cf31646de9d51e15a" data-rendition-name="original" width="2678" height="1274" loading="lazy" alt="Everest summiteers find new life in the US"> </figure>  “We decided we had to overcome society’s stigma of <a href="https://archive.nepalitimes.com/article/nation/widows-personal-happiness-comes-last-in-face-of-social-financial-hardships,1855">widowhood</a> and prove that <a href="https://nepalitimes.com/here-now/remembering-junko-tabei">women could also climb mountains</a>,” Nima said, adding that she was inspired by Nepal’s first woman Everest summiteer Pasang Lhamu Sherpa, who died during her descent in 1993. Nima Doma and Furdiki climbed the technically-difficult Ama Dablam (6,812m) and then arrived at Everest Base Camp in April 2019 as part of their Two Widows Expedition with the motto, ‘So Can We’. While climbing up the Icefall Nima passed the spot where her husband had been killed. It was a jumble of constantly-shifting ice blocks bigger than houses. She closed her eyes and said a prayer. “I remember thinking, this is so difficult and dangerous. This is what my husband had to do to support our family,” Nima Doma said. “I was determined to fulfil my husband’s dream of climbing Chomolungma, and to prove to ourselves that we two women could do it.” It was 23 May 2019 when <a href="https://www.reuters.com/article/world/two-sherpa-widows-scale-everest-and-smash-stigma-idUSKCN1SU0MV/" target="_blank">Nima and Furdiki stepped on the summit</a> and looked over into Tibet, and down at Tengboche Monastery to the south.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250530090544_6b822582b5d88ba5e972db084f184690b40653c6efd9901b2dd082ffba2a263b.png" data-media-id="editor_16" data-image-id="20250530090544_6b822582b5d88ba5e972db084f184690b40653c6efd9901b2dd082ffba2a263b" data-rendition-name="original" width="2700" height="1522" loading="lazy" alt="Everest summiteers find new life in the US"> </figure>  Nima Doma hugged Furdiki, took off her mask and wept. But for the first time in five years, it was not from grief but relief — relief for being free of all the sadness and sacrifices and for fulfilling her husband’s dream. They had found <a href="https://nepalitimes.com/here-now/life-after-death">life after death</a>. “I felt this immense joy to be on top of the world, it was indescribable,” Nima Doma said, “I have wept only twice in my life. Once when my husband died, and once there on top of Everest.” The tears had frozen on Nima Doma’s cheeks, as she and Furdiki headed back down the mountain.
