Excerpts:Nepali Times: What were your expectations about your second tour of duty in Nepal, and were they met?Ambassador Randy Berry: My hope in becoming US Ambassador to Nepal was simple: to deepen the friendship between the United States and Nepal. Although our countries might be far apart geographically, we share democratic values and aspirations for a better world, one that respects human rights, is well educated, healthy, combats corruption, <a href="https://www.nepalitimes.com/banner/a-biden-presidency-climate-and-the-himalaya/" target="_blank" rel="noopener noreferrer">fights climate change</a>, and has inclusive economic growth.Each day that I’ve been here, I’ve worked on advancing these principles. We’ve partnered extensively with the Nepali government through USAID, which has promoted good governance, sustainable economic growth, health, nutrition, and education programs.We’ve supported civil society in advancing human rights – including the rights of women and girls and <a href="https://www.nepalitimes.com/latest/nepal-is-ahead-of-many-countries-in-lgbtqi-rights/" target="_blank" rel="noopener noreferrer">the LGBTQI+ community</a>. We’ve helped build resilience to climate change and both of our countries have furthered our commitments to abating the climate crisis and strengthening our democracies.The <a href="https://www.nepalitimes.com/editorial/knowing-whats-good-for-nepal/" target="_blank" rel="noopener noreferrer">MCC-Nepal grant</a> will mean more jobs, roads, and reliable electricity for Nepalis in the coming years. And we continue to strengthen people-to-people ties. We send over 100 Nepalis to the United States on exchange programs for leaders and professionals yearly, and Nepal ranks 12th worldwide for the number of undergraduate and graduate students studying in the United States each year.So, when I came as US Ambassador my hope was to deepen the US-Nepal relationship and I’m lucky to see that happening every day.The last four years were largely overshadowed by the Covid crisis. What would your analysis be of the way both our countries handled the pandemic?Nepal did remarkably well. The government took swift action against Covid-19 in the beginning. Almost immediately, the US government partnered with the Ministry of Health to support Nepal’s response to the pandemic. Through USAID and our Department of Defense, we provided <a href="https://www.nepalitimes.com/here-now/helping-nepalis-breathe-again/" target="_blank" rel="noopener noreferrer">oxygen tanks, breathing devises</a>, PPE, testing kits, and other supplies that continue today. To date, we’ve spent over Rs16 billion on Covid assistance in Nepal, excluding vaccines.One of the things I’m most proud of, of course, is we were able to donate 13 million doses of the <a href="https://www.nepalitimes.com/latest/johnson-johnson-in-nepal/" target="_blank" rel="noopener noreferrer">Covid-19 vaccine to Nepal</a>, including 8,385,200 pediatric doses. Notably, Nepal has a much higher vaccination rate than my own country today.That must not have been easy -- to secure the doses for Nepal when there was so much demand from other countries under the COVAX arrangement.When President Biden announced that the United States intended to be a world supplier of Covid-19 vaccines, they had already been at work with experts to figure out how they were going to get the greatest number of vaccines to the countries with the greatest need. Through our partnership with <a href="https://www.nepalitimes.com/opinion/hope-hyperbole-and-hypocrisy-of-covax/" target="_blank" rel="noopener noreferrer">COVAX alliance</a>, particularly UNICEF as the delivery partner, we’ve been able to do just that. COVAX helps us deliver the vaccines, so they get to the places that need them the most.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114131148/637239639c7e80680e0c73dbjpeg.jpg" alt="" width="1035" height="812"><figcaption></figcaption></figure>The other thorny issue during your time here was the MCC, which you mentioned earlier in this interview. Would there be anything you'd have done differently to make the ratification process smoother?I would have addressed <a href="https://www.nepalitimes.com/editorial/the-message-is-the-medium-2/" target="_blank" rel="noopener noreferrer">the disinformation</a> right away.  Our assumption was that the absurd claims against MCC would be seen for what they were – lies promulgated by someone with an interest in preventing a program based on accountability, democracy and transparency from moving forward.  This <a href="https://www.nepalitimes.com/latest/post-truth-politics-in-nepal/" target="_blank" rel="noopener noreferrer">disinformation delayed the program</a> for years, which just meant delays in providing jobs, reliable roads and sustainable energy to the people of Nepal.But in the complicated multi-polar geopolitics of the region, didn't the MCC force Nepal to take sides to the detriment of its relations with an immediate neighbour? Nepal should be making decisions for the good of Nepal -- not for the good of any other country. With <a href="https://www.nepalitimes.com/here-now/mcc-gets-green-light-in-nepal/" target="_blank" rel="noopener noreferrer">the ratification of MCC</a>, the Government of Nepal made a sovereign decision based on what it believed was good for the country. Initially, the government had wanted to participate in the program because it had seen it work so well in other countries. The Nepali government then helped design the program itself in a way that it thought would best serve its people.In an <a href="https://www.nepalitimes.com/opinion/we-all-yearn-to-breathe-free/">op-ed you wrote for Nepali Times</a> two years ago, you defended America's outspokenness about human rights and democracy in other countries, even when things are not that rosy back home. But wouldn't it be true to say that lecturing other countries rings a bit hollow these days?What I said then is what I’ll say now: Americans are outspoken on human rights, not because we think we are perfect but because we know we are not. We don’t sweep our problems under the rug. We actively talk about human rights in our own country, including <a href="https://www.nepalitimes.com/opinion/we-all-yearn-to-breathe-free/" target="_blank" rel="noopener noreferrer">deep-seated racism</a> and gender discrimination that Americans experience every day. But our problems don’t disqualify us from talking about human rights; if anything, they give us greater opportunity to do so with humility and honesty. <figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114131148/637239669c7e80680e0c73dcjpeg.jpg" alt="" width="1858" height="1239"><figcaption></figcaption></figure>From what you have seen in Nepal this time around, how would you assess the chances for socio-economic progress for this country in the coming years? There is a window of opportunity for Nepal right now. Prime Minister Deuba has made ambitious commitments to combat the <a href="https://www.nepalitimes.com/banner/climate-smarter-himalayan-infrastructure/" target="_blank" rel="noopener noreferrer">effects of climate change</a> and to further democracy in the country. Those things attract investors which will help grow the economy in a sustainable and inclusive way.For the US government’s part, I’m proud to say we’ve supported Nepal’s sustainable economic growth with an array of programs, from USAID’s long-running development assistance, to the MCC grant, to supporting private entities through investments from the US International Development Finance Corporation. We’ve also started the first American Chamber of Commerce here in Nepal for US businesses. All of this activity signals that Nepal has the chance to make lasting economic progress.And lastly, what would be some of the enduring memories of Nepal that you will take with you?Nepal is an incredible place with vast landscapes, tall mountains and incredible culture, but it is the people that I’ve met during my time here that have changed my life. Nepalis’ kindness, generosity and hospitality are unmatched, and for that I am grateful. I will take that with me everywhere I go.

“Nepal should make decisions for Nepal’s good”

Fueled by new and deadly variants, the <a href="https://www.nepalitimes.com/latest/microcosms-of-a-pandemic/" target="_blank" rel="noopener noreferrer">virus is replicating faster here than in India</a> (when adjusted for population) and arguably anywhere else on the planet. Our health systems are already overwhelmed and the economy is fracturing. We have reached the point of no return.At current mortality rates, we need to be prepared for up to 285,000 deaths across the country.We are deeply grateful for the $8.5 million recently pledged by the US Government to support Covid relief efforts in Nepal. These funds are allocated to crucial activities like increasing testing capacity, treatment, infection control, and community level assistance. While extremely valuable, these activities alone will not slow, nor will they stop, <a href="https://www.nepalitimes.com/editorial/this-is-war/" target="_blank" rel="noopener noreferrer">the spread of the virus</a>.Like the wildfires that have burned with unprecedented intensity across the country, Covid is spreading at a rate that is hard to fully comprehend. In a number of major population centers, 75% of all Covid tests are coming back positive, as are 47% of tests nationwide. We anticipate that within two months, ten critically ill patients will be vying for every single available ICU bed. Access to ventilators and medical oxygen face the same constriction in supply.Nepal also depends upon manufacturing in India for the majority of our medical supplies -- including basic items like PPE and oxygen cylinders. As India is neck-deep in its own disaster, these materials will cease to be available for import into Nepal soon. Like during the earthquake, our challenges were compounded by a devastating blockade.This needs to be said directly: it is now impossible to upgrade Nepal’s healthcare infrastructure at the speed and scale necessary to meet the overwhelming demands posed by <a href="https://www.nepalitimes.com/editorial/the-covid-tsunami/" target="_blank" rel="noopener noreferrer">the Covid crisis</a>. The only option to save lives is to stop the virus at the source, to extinguish the fire. The only way to do this is through a robust and immediate vaccination campaign.In March, the US Government pledged 4.5 million doses to support vaccination programs in Mexico and Canada. In the last week of April, it pledged to share up to 60 million doses of the AstraZeneca vaccine stockpile. Twenty countries are currently being considered as potential recipients – the list does not include Nepal.We cannot let Nepal disappear into the darkness: there is simply too much at stake. We have written an open letter to the US Ambassador Randy Berry urging him and his colleagues to pursue any means possible to secure an immediate supply of vaccines for Nepal.The bright and free days of winter are already a distant memory as we enter <a href="https://www.nepalitimes.com/banner/kathmandu-valley-lockdown-till-12-may/" target="_blank" rel="noopener noreferrer">the second week of lockdown</a>. Inevitably, these extreme measures will again slow the spread of the virus and save countless lives. But we also all know this is not a permanent solution.Research shows that, on average, each month of lockdown costs the country approximately 1% of GDP, and this rate grows exponentially over time. Our tolerance for the lockdown will only last so long, and inevitably, despite the exorbitant price tag, this measure of last resort has a very short shelf life.We cannot squander this opportunity again. Nepal has a well-proven ability to distribute crucial public health benefits, including vaccines, to people in every corner of the country, no matter how remote. Our Vitamin A and measles vaccination programs serve as examples for the world.The current lockdown gives us a short window to <a href="https://www.nepalitimes.com/latest/1-6-million-vaccinated-20-million-to-go/" target="_blank" rel="noopener noreferrer">inoculate the population</a> against the inevitable third and fourth waves of the virus. After this, we will yet again cross the threshold into crisis and death.Almost immediately after the dust settled following the deadly 7.8 magnitude earthquake on 25 April, 2015 the international community sprung into action to support Nepal. The US government alone has provided $130 million for life-saving relief and reconstruction projects since.Unlike the earthquake, <a href="https://www.nepalitimes.com/opinion/how-nepal-can-survive-2nd-covid-wave/" target="_blank" rel="noopener noreferrer">this current disaster</a> is entirely preventable. With help from our longstanding development partners like the US government, we have the opportunity to save tens if not hundreds of thousands of lives across Nepal. Providing surplus vaccine doses to Nepal is an opportunity to reduce unnecessary suffering and death.Unlike with natural disasters, how Nepal manages the coronavirus has profound implications across South Asia and the globe. Vaccines are the only solution

Photo: US EMBASSY IN NEPAL</figcaption></figure>T<a href="https://www.nepalitimes.com/banner/us-museum-returns-stolen-nepal-god/">he figure of Laxmi-Narayan</a>, stolen from a shrine in Patan’s Patko Tole in 1984 and recently traced to the Dallas Museum of Art, US, is to be returned to Nepal. The US Federal Bureau of Investigation (FBI) has taken possession of the 70kg figure and will deliver it to the Nepal Embassy in Washington on 5 March. The holy androgynous composite of the two deities had been worshipped for 800 years before it disappeared, and the local people had replaced it with a replica. The image of the 15th-century deity was first published in Indian historian Krishna Deva’s book, Images of Nepal in 1984, followed by Nepal’s art historian <a href="https://www.nepalitimes.com/here-now/lain-singh-bangdels-legacy-lives-on/">Lain Singh Bangdel</a>’s book, Stolen Images of Nepal.  On the sidelines of the handover of the Lakshmi-Narayan statue Nepali Times spoke to the US Ambassador to Nepal, Randy Berry about the US government’s role in supporting Nepal to protect its cultural heritage and art. Excerpts:https://www.youtube.com/watch?v=kJNecZPPyVUNepali Times: What is the role of US Embassy in repatriating stolen arts?In this case, our Regional Security Office – staffed with special agents from the Bureau of Diplomatic Security – played a critical liaison role between the Nepal Police and the US Federal Bureau of Investigation, which was conducting the investigation in Texas. Being able to bridge the communication gap between Nepal and American law enforcement agencies and ensuring harmony in the efforts of all involved in the recovery of the Lakshmi-Narayan statue are key strengths of our Regional Security Officers.Overall, helping to protect cultural heritage is an important and unique aspect of our foreign policy. For more than 50 years, the US Department of State has had a Bureau dedicated to education and cultural affairs. Its mission is to foster mutual understanding between Americans and the people of other countries through people-to people exchanges, such as the Fulbright and IVLP programs, and through sports, arts, and cultural programs.One of the programs which I am most proud of is our Ambassador’s Fund for Cultural Preservation (AFCP). This is a US government program that provides direct grants for preserving cultural heritage by enlisting community members and local and federal governments in partner countries. Since 2003, there have been 25 AFCP projects just in Nepal, including Kathmandu’s Gaddi Baithak, investing more than $3.8 million. That’s incredible. Even more so, as part of our AFCP projects, our grantees also ensure artisan training to transfer knowledge and job skills to younger generations. So it is not just a program that ends when the work on a particular project is complete.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd76c9c7e80680e092ddajpeg.jpg" alt="" width="1500" height="1002"><figcaption> </figcaption></figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd76e9c7e80680e092ddbjpeg.jpg" alt="" width="640" height="428"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd76f9c7e80680e092ddcjpeg.jpg" alt="" width="640" height="428">How important of a precedent is the homecoming of Lakshmi-Narayan statue? It has huge importance. First, this is an idol that dates back to between the 12th and 15th  centuries, and it speaks to Nepal’s rich cultural heritage. The homecoming also reflects the unique friendship between Nepal and the United States. It is a collective effort of the Dallas Museum of Art, the Embassy of Nepal in the United States, and the Federal Bureau of Investigation. I’m thrilled the Laxmi-Narayana will finally be back where it belongs – in the hands of Nepalis.<a href="https://www.nepalitimes.com/banner/nepals-gods-return-from-exile/">Nepal's gods return from exile</a>, Alisha SijapatiThere are thousands of Nepali artifacts in the United States, will the Embassy help in identifying them and cooperate with the Nepal government in the future?Whenever possible, we intend to collaborate with the concerned stakeholders to identify the artifacts and facilitate their return. I hope that this is the beginning of these pieces coming back to Nepal. They are not only in the United States, but in many places around the world.  I hope other governments and museums follow suit.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd7719c7e80680e092dddjpeg.jpg" alt="" width="1554" height="954"><figcaption> </figcaption></figure>What are America’s policies on restoration of antiquities of Greece, Italy, Egypt, and Cambodia?I can’t speak to a broad policy for those pieces from those countries. However, the Department of State has incredible programs that demonstrate the United States’ commitment to art and cultural preservation as I discussed above.To my knowledge, we are one of the few foreign affairs ministries that has an entire bureau that is in part dedicated to the art and culture of our diplomatic partners. That is because we consider cultural heritage vitally important – not only as a matter of foreign policy, but because we recognise the commonality in wanting to preserve cultural and historical pieces, art, and property for future generations.<a href="https://www.nepalitimes.com/here-now/replicating-nepals-stolen-gods/">Replicating Nepal's stolen gods</a>, Alisha Sijapati<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111148/636cd7739c7e80680e092ddejpeg.jpg" alt="" width="4096" height="2663"><figcaption> </figcaption></figure>How can the US Embassy help Nepal in restoring it cultural heritage and idols?The US Embassy in Nepal has been promoting the conservation of cultural heritage for a long time. A recent example is the restoration of Gaddi Baithak of Basantapur, which was damaged by the 2015 earthquake. We feel honoured that we were able to help restore it to its original grandeur. We also support preservation of Nepal’s temples and monasteries through the Ambassadors Fund for Cultural Preservation, as I’ve just mentioned.Could you tell us something about your personal interest in preserving art?I’ve had an enduring interest in art as a means of communication, art history, and art preservation throughout my life, and my Masters’ level studies focused on Art History. I also had the opportunity as a young man to live and work in North Africa, and study the ancient architecture, statuary, and hieroglyphs from Cairo (in Egypt) to Meroe (in Sudan) and all points in-between. Art has been a vital form of human communication since prehistoric times. It is a reflection of who we were, what we believed, and how we lived. US support to restore stolen Nepal gods

During the United National General Assembly in New York in September, US President Trump devoted much more time to a conference on his new initiative to set up an International Religious Freedom Alliance than to a <a href="https://www.nepalitimes.com/here-now/climate-summit-leads-packed-un-agenda/" target="_blank" rel="noopener">Climate Summit</a>.The alliance is supposed to bring together ‘like-minded countries … to defend the unalienable rights of all human beings to believe, or not to believe, whatever it is that they choose’.The person Trump handpicked to be Ambassador at Large for International Religious Freedom, former Kansas governor Sam Brownback, was in Kathmandu this weekend to meet government officials, religious leaders, and inspect the US Embassy-funded repairs on the Krishna Mandir damaged in the <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/piece-by-piece-patan-darbar-square-reconstruction,3782/" target="_blank" rel="noopener">2015 earthquake</a>.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108181140/636a953e9c7e80680e05dbf7jpeg.jpg" alt="" width="2048" height="1536"/>Ambassador at Large for International Religious Freedom Sam Brownback with Foreign Minister Pradeep Gyawali during his visit to Nepal. Photo: SAM BROWNBACK/TWITTERGiven the increasing <a href="https://www.nepalitimes.com/here-now/nepal-now-has-to-balance-not-just-india-and-china-but-also-the-west/" target="_blank" rel="noopener">polarisation between the United States and China</a>, Nepali Times asked him in an interview if his trip was more about Tibet and less about Nepal.“This visit is about Nepal. It has Tibet ties, because Nepal is a major transit point for <a href="https://archive.nepalitimes.com/page/earthquake-brings-back-memories-of-camps-for-tibetan-refugees" target="_blank" rel="noopener">Tibetan refugees</a>, and Nepal has historically been very good about letting them come and transit,” Brownback replied. “Some of that has slowed under pressure from the Chinese, and I had some discussions with the Foreign Minister and others about it.”Isn’t US criticism of religious persecution in rival powers like China harsher than on geopolitical allies? Brownback makes a distinction between state-sponsored persecution of minorities in some countries like China, and rising communal tensions as in <a href="https://archive.nepalitimes.com/article/nation/saffron-surge-politics,3619" target="_blank" rel="noopener">India</a>. Photo: RANDY BERRY/TWITTER</figcaption></figure>“We are sensitive to the criticism, and we try to make all our calls in this area factually based,” says Brownback, who was on a tour of the region that included Kathmandu, Dharmashala and Bangkok. “That is why we want to get the International Religious Freedom Alliance up because we would like a much larger group internationally that would push and establish some basic standards.”However, is it not a bit awkward for an American official to be going around the world preaching religious tolerance given what is happening back home?“I usually raise it myself,” replied Brownback, who was governor of Kansas when two Indians were shot in his state. “I have had Jewish people killed, or white supremacists come after <a href="https://www.nepalitimes.com/latest/naples-bound-somalis-find-themselves-in-nepal/" target="_blank" rel="noopener">Somalis</a>, but in each case I went out of my way to be assure those communities this does not represent American values. Religious freedom is in our DNA, we were founded by successive waves of people fleeing religious persecution.”Brownback admitted that the United States is serious about protecting religious freedom, learning lessons from its own history: “We are an example of how difficult this is to do. We have own tragic past in the way we treated minorities. And if you get it wrong, religious differences are a real rocket fuel to propel angry mobs.”A recent international Pew survey showed that 80% of the world’s population lived in a religiously restricted environment. Religious persecution, intolerance, as well as manipulation of religion is on the rise around the world.“We believe that everybody everywhere is entitled to do with their own soul what they want to do. This is their fundamental right,” Brownback said, “and a government’s role is to protect religious freedom not to manipulate religion.”Brownback was appreciative of Nepal being an open society compared to other countries in the region. “I want to really tip my hat to the Nepali people who have fought to maintain this openness.”However he added: “The erosion of the practice (of <a href="https://www.nepalitimes.com/editorial/four-year-itch/" target="_blank" rel="noopener">the constitution</a>) is concerning to us. You want religious freedom, but also social harmony. Religion is a fundamental human right. If you are qualifying it, that is when I start raising questions, this is not a long-term sustainable path given how much integration is taking place in the world.”Brownback does not like the word ‘<a href="http://archive.nepalitimes.com/blogs/thebrief/2016/02/03/rethinking-secularism/" target="_blank" rel="noopener">secularism</a>’, and being a person of faith, says he is prefers to work for a society where there is the freedom to practice all religions peacefully.He also has no patience with conversion using coercion and inducements, and says he has told officials in India and Nepal bribing people to convert is a no-no. “If you know of groups doing that, I hope you will tell us about it,” he said.But what Brownback said he is most worried about is those in power using religion to fan populism. “Faith can be wonderful, but it can be manipulated, and that can be very dangerous. Religion has not declined as a flashpoint, in fact it has increased. Why should a government protect a faith? Shouldn’t a government protect a right? It is your choice what you decide with your soul.”

US pushes international religious freedom alliance

Ang Tsherin learnt thangka techniques from his father, but after attending art school in the US, started experimenting with more modern forms of expression that challenged the pre-determined style of devotional art. Now an American citizen, Ang Tsherin still carries with him the artistic influence of his childhood in Nepal.Two other items in the collection also show a cross-pollination of US-Nepali art. Violations of Nepal’s airspace during WWII

The American military action in Venezuela and the abduction of President Nicolás Maduro Moros may redefine Nepal’s geopolitics as it juggles between three world powers, India, China and the United States.&nbsp;
Nepal’s interim government is busy preparing for elections on 5 March, and it was late issuing a statement on the American intervention in Venezuela, but the country may have to re-evaluate how it deals with its immediate neighbours and the global power.
“How does Nepal avoid being the next Ukraine or Venezuela? Small countries shouldn’t go around irritating big neighbours. And when big neighbours really get upset, they usually put up a moral fig leaf justifying their miltary action,” says energy economist Dipak Gyawali. “What we see with Venezuela today is bereft of such moral content, essentially banditry which in today’s day and age is unacceptable. Neither the rising new powers nor much of the Global South will take this lying down.”
International relations experts have said that there is now a new world order in which rules-based diplomacy has been thrown out of the window, and the world has been carved into America leading the western hemisphere, Russia is allowed to do what it wants in Ukraine and Europe, and China’s sphere of influence is now the Indo-Pacific.
Foreign affairs expert Nischal Pandey says there is a lesson for smaller nations like Nepal: “We have to be aware of the sensitivities of the major powers in the vicinity.”
There is also a lesson for smaller resource-rich countries not to give an excuse for intervention with poor governance and political instability due to inequity. In Venezuela’s case it was throttling democracy and not using its immense oil-wealth to uplift its people.
Nevertheless, the Trump administration’s abduction of a sitting president of a foreign government regardless of the dictatorial nature of his regime and Venezuela’s volatile internal politics, is illegal and breaches the international order that has been in place since after World War II and its devastation on humanity.
While Trump’s intervention in Venezuela, and threats against Colombia, Cuba and Greenland have brought international condemnation, here in Nepal it has not been taken as seriously as it should.
Says Amish Mulmi, author of the book All Roads Lead North: Nepal's Turn to China: “Some of the reaction on social media has been that of glee over the fall of a dictatorial Communist government on the other side of the world. However, the government statement about fully respecting the principles of sovereignty and the Charter of the United Nations is a strong statement that makes clear Nepal's position on the matter.”
“The abduction of Maduro is a clear sign of Trump's America ensuring its sphere of influence through might and a warning to toe the line,” Mulmi adds. “It also infringes on the sanctity of borders and the preservation of sovereignty. Trump's actions reek strongly of a bygone era of imperialistic control and resource capture.”
Venezuela has 17% of the world’s reserves of crude oil, even though refining this heavy tar-like oil will be costly, and is possible in only a few places including Texas.
“This has to do with a larger political economy of oil, the unravelling of pax Americana and the post-World war II order. This is USA’s heavy-handed response to remain on the top as well as to partly solve its debt of $39 trillion,” explains Gyawali. “But this is not going to help: China is far ahead, Russia has recovered from its 1990s low point, and manufacturing capital has moved away from America. So controlling only financial capital - and using military power so brazenly - is not going to work.”
The might also be specific lessons for Nepal as a smaller country with vast water resources. While water, unlike oil, is renewable, India’s interest in Nepal’s hydro resources cannot be ignored. Ironically, America’s capture of Venezuelan oil reserves could exacerbate climate breakdown and the melting of Himalayan glaciers, which will put Nepal’s water resources in jeopardy in the coming decades.
The only way to deal with this for Nepal and downstream India will be to build reservoirs on rivers to store monsoon precipitation, and that makes water a strategic commodity for the future.&nbsp;
“If we continue in the current mode of hydropower-biased water resources development ignoring irrigation, flood control, navigation, fisheries, tourism and other benefits, India will get the free benefit of regulated water while we pay the upstream environmental and social costs. History will blame our elected leaders for having undersold our resources,” adds Gyawali, who served as water resource minister in the early 2000s.
As for a larger geopolitical lesson: “We in Nepal are fortunate in having not one threatening hegemon but two superpowers India and China: they don’t agree with each other, but do agree on a peaceful Nepal for their own security. However, our current political leaders are irritating both the neighbours, unlike since the centuries past when our rulers looked solely after Nepal’s core interests and our neighbours knew that.”
American intervention in Venezuela also calls for strengthening of our institutions and diplomatic outreach. Nepal has been a non-aligned state, and for all its history has tried to follow a policy of equidistance between India and China. The difference with Venezuela is that Nepal has to deal with two giant neighbours, and not just one.
Says Mulmi: “It is no more only about balancing great power relations but also about benefiting from them. But that will be increasingly difficult as international law and the principles of sovereignty are encroached upon.”

Might might be right, after all

At Budhanilkantha School Ujwal Thapa was a few years my senior. He was a quiet person who kept to himself; I didn’t know him very well despite being related to him because of that introversion and natural shyness. What we did have in common, coming of age in the 1990s, is our generation, GenX, which became weary, inured for the most part, to Nepal’s famously unstable politics.&nbsp; Counting the events of this past September, GenX has, astonishingly, lived through three people’s revolutions, one armed conflict, a flawed but hard won constitution, and a major earthquake. Ujwal Thapa, one of Nepal’s most cherished Gen Xers, despite his previous, youthful reticence, did not long remain a complaisant bystander against the backdrop of these extreme upheavals.&nbsp; By the mid 2000s he had become deeply political, but without the equivocation that so often accompanies politics. Thanks to his lived experience, he came to believe that the youth of Nepal are the key to our future. He believed in discerning wisdom (bibeksheelta), innovation, and nurture. He inspired entire generations, young and old, including GenZ, before his untimely death due to Covid in 2021. He was only 44.&nbsp; By the time of his passing he had started a tech company, and employed and mentored scores of youth. It is important to note that only after he had made a significant contribution to civil society did he turn towards politics, founding and then stepping back from the Bibeksheel Nepali party, which has now, after several complicated mergers and splits, been integrated into the Rastriya Swatantra Party (RSP). When the Ujwal Thapa Foundation set out to make a documentary on his life three years ago, no one could have known that it would premiere at such a crucial point in Nepal’s social and political history.&nbsp; Everything that Ujwal Thapa believed in still holds true. I think he would have been proud to see the youth of our country, GenZ, stand up for themselves, peacefully. He would have been grieved at the state condoned bloodshed, and, believing in non-violent protest himself, been deeply shocked by the savage revolution that followed.&nbsp; Most of all, I wonder how he would have reacted to the publishing of the blatantly elitist RSP proportional representation list - the party that many had pinned their hopes on, and that Bibeksheel Nepali has ultimately been absorbed into. That party now seems like it may be a chip off the rotten old block, ruled by men endorsing rampant nepotism, and outnumbered by people without scruples.&nbsp; Many of the names on the list and the rankings, in particular, disrespect the very spirit of a provision that was created for those competent individuals who would not otherwise be able to contest elections, due to lack of monetary and social capital, but whose marginalised voices are vital for inclusive policy making. There is still time for real inclusion, to embrace a more bibeksheel path, before the March elections.&nbsp; Ujwal Thapa’s own, firm, ethical stances are clear in the The Man Who Shook Our Minds, translated loosely from the Nepali title Dimaag Ghhochne Manchhe. While long, at almost two hours, it is filled with thought-provoking and sage counsel. While there are many talking heads, the people featured, friends, family, fellow activists and senior politicians are all eloquent in their descriptions of Ujwal Thapa and his transformation from an engaged, civic minded entrepreneur into a committed political leader who among many other commendable things, believed in putting women first, and understood the crucial necessity for a welfare state that would serve its people. The main man is not deified, he is humanised.&nbsp; The feature is punctuated, and leavened, with moments of real humour as his infamous bluntness and occasional domestic haplessness are gently exposed. Another strength of the film is the profound love story between Ujwal Thapa and his brave, brilliant, incredibly resilient wife, Erica Adhikary, the heroine to a real life hero, and a major force behind the making of this film, alongside many of his stalwart wellwishers and friends, old and new.&nbsp; Sushila Karki, the Prime Minister, was present at the premiere of the film with members of her Cabinet. Candid and sincere in her opening remarks, she said she had wanted to attend the moment she heard about the film. She had known Ujwal Thapa, and she had mourned his loss, praying for him during his illness. She wished that leaders like him were here today to show us the way forward in a time of need. The film opened in theatres on the 9th of January, and is an essential viewing experience for anyone who cares about Nepal’s future and wants some insight into how they might make a difference.&nbsp; Ujwal Thapa was not perfect, but he was remarkable. He realised that being a civic minded citizen just isn’t enough. To make a real difference, one also needs to be principled, insightful, entrepreneurial, creative, self motivated, able to speak truth to power, uncorruptible, practical, well prepared, and, perhaps, most importantly, able to step back from holding power even after attaining it.&nbsp; The saying by Plato that goes “He who does not desire power is fit to hold it” was surely meant for people like Ujwal Thapa. One can only hope that in the near future more people embodying this description will, however reluctantly, come forward to lead Nepal. The Man Who Shook Our Minds

Did <a href="https://nepalitimes.com/banner/1921-rendezvous-mallory-pumori-and-everest">George Mallory</a> and Andrew Irvine of the 1924 British Expedition reach the top of the highest mountain in the world? It has been more than a century after the two climbers were last seen just 300m below the summit. And 26 years ago Mallory’s remains were found on the North Face of Everest, while Irvine’s boot was located at its base.&nbsp; Some doubt that the two could have reached the top with the level of equipment and clothing of the time, but others are convinced that at least one of them made it but had an accident on the way down.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260108110148_26b4f6883ce3362c6f0c312d35422a57384c04aeb673f578d3ddb660761747fc.jpg" data-media-id="editor_1" data-image-id="20260108110148_26b4f6883ce3362c6f0c312d35422a57384c04aeb673f578d3ddb660761747fc" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="George Mallory and Everest"> <figcaption>Panuru Sherpa on the top of Mt Everest with a client in 2002. He has climbed the peak 16 times.</figcaption> </figure>  Among those who believe Mallory and Irvine were the first to climb Mt Everest, and not <a href="https://nepalitimes.com/here-now/everest-70-years-on">Hillary and Tenzing in 1953</a>, are the Nepali guides who took part in the research expeditions in 1999, 2001 and 2004 to find clues about Mallory and Irvine. Mallory’s body was found 8,125m on the North Face in 1999, and Irvine’s detached foot and sock with his initials inside a leather hob-nailed boot was found in 2024 in the Rongbuk Glacier below the North Face. Various expeditions have recovered a mitten, an oxygen cylinder, and ice axe from that expedition. “I believe they reached the summit, and fell on the way down in the dark and bad weather,” says <a href="https://nepalitimes.com/here-now/sherpaland-co-usa">Panuru Sherpa</a>, who has climbed Mt Everest 16 times, including on the northern route taken by four British expeditions in 1921, 1922, 1924 and 1933. “They were making good progress past the Second Step from where it is a much easier hour-and-half to the summit. A climber who reaches that point below the final pyramid does not turn back.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260108110148_bdbdd01c5c12cb5bb022857f7ca871cc4ff95e02c2305f6bbf1a63d1d15de8e4.jpg" data-media-id="editor_4" data-image-id="20260108110148_bdbdd01c5c12cb5bb022857f7ca871cc4ff95e02c2305f6bbf1a63d1d15de8e4" data-rendition-name="original" width="1300" height="864" loading="lazy" alt="George Mallory and Everest"> <figcaption>Mt Everest North Face in China which early expeditions took because Nepal was closed till 1950. The red line is the classic route to the peak, the dotted line is probably what George Mallory and Sandy Irvine took in 1924 to avoid the formidable obstacle of the Second Step.</figcaption> </figure>  Panuru is convinced that the location of Mallory’s body and Irvine’s ice axe shows that the two had not lost their way on their descent. He told Nepali Times in Denver, where he now lives: “Mallory’s body was not decomposed even after 75 years, and his exposed back was white like marble. One of legs was broken, and there was an altimeter and letters written to his wife Ruth in his pocket.” He remembers the search team was happy to locate <a href="https://nepalitimes.com/review/mountains-of-books">Mallory</a>, but it was unable to find one of the three cameras believed to be with the duo that could have held the proof that the two, or at least one of them, had indeed been the first to climb Everest.&nbsp; There was a deep wound around Mallory’s waist, which could have been caused during the fall by the rope which was still found tied around his body. Mallory’s remains were covered in stone slabs at the site after a brief ritual, Panuru recalls. A 1975 Chinese expedition reported seeing the body of a Western climber, which was probably Mallory, near their Camp VI. There are rumours in climbing circles that the Chinese also found a camera, but that the negative could not be developed. Everest summiteers have said the Second Step’s 45m overhanging cliff at 8,610m would have been “essentially insurmountable”, and it is only possible today because the Chinese fixed aluminium ladders to the rock face in 1975.&nbsp; But Panuru agrees with other mountaineering historians who believe Mallory could have decided to take a route below the northeast ridge and bypass the Second Step, following the advice of fellow team member Ed Norton who set the then world record by reaching 8,572m. The other finding that could indicate that Mallory reached the top was that a photograph of his wife Ruth which he intended to place at the summit was not in his pocket.&nbsp; EVEREST CONNECTION Panuru is the son of Nima Tsering Sherpa, who was a part of the 1953 expedition to Mt Everest that made Edmund Hillary and Tenzing Norgay the first climbers on the world’s highest peak. Nima carried loads for that expedition up to the South Col. Nima had eight sons and a daughter, Panuru is the sixth, and<a href="https://nepalitimes.com/here-now/nepal-s-most-prolific-mountaineering-clan"> most of his siblings are also climbers</a>. After the successful 1953 expedition, Nima spent time grazing yaks, growing potatoes and raising his family in Phortse. He joined expeditions to support the family. The young Panuru would meet mountaineers who stopped by at the family’s tea house in Phortse. He has walked the Jiri route to Kathmandu many times, and his eldest brother who worked for Mountain Travel Nepal got him a job as a trekking guide. Panuru ended up joining expeditions, climbing Everest from both sides multiple times. Panuru Sherpa’s brother Danuru was the youngest member of the 1999 expedition, and a year earlier had first climbed Everest from the Nepal side when he was only 18. The siblings are now chefs at the Sherpa House in Colorado.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260108110152_9275f617585d33f7324d087455de7c61fd3759fe4d44a7ebe604fa2eefc047df.jpg" data-media-id="editor_7" data-image-id="20260108110152_9275f617585d33f7324d087455de7c61fd3759fe4d44a7ebe604fa2eefc047df" data-rendition-name="original" width="1500" height="523" loading="lazy" alt="George Mallory and Everest"> <figcaption>Brothers Panuru and Danuru Sherpa are now working in Golden, Colorado, and lead occasional climbing trips in the Rockies and Alaska.</figcaption> </figure>  In 2001, both brothers were members of another expedition composed of 20 foreign and 21 Nepali climbers led by David Hahn that tried to find Irvine in the same area of the North Face, guided by the discovery of Irvine’s ice axe in a 1933 expedition as well as sightings of what was believed to be his body near the ridge above. No more clues were found then, or in 2004 when Danuru returned for another search expedition. Remnants of Irvine and Mallory’s Camp VI were found at 8,600m during the 2001 expedition, only about 300m from where Mallory’s body was located.&nbsp; “It was probably dark when Mallory fell because his snow goggles were in his pocket,” says Danuru, who has taken part in the three search expeditions on the north side and is also convinced the two fell on their way down after reaching the summit. Altogether 13 people died on Everest during the three expeditions that Mallory was involved in, of which nine were Nepali porters, cooks and guides who were hired in Darjeeling before the march-in. “Chomolungma and Sherpa are synonymous,” says Danuru. “It was Chomolungma that made the Sherpa people famous globally, and it was Sherpas who made it possible to climb Everest.” Konrad Anker, who led the 1999 team that found Mallory’s body, doubts that one or both the climbers reached the summit in 1924, mainly because of the difficulty of climbing a cliff at 8,600m with the kind of gear they had.&nbsp; “It is possible, but unlikely they climbed the Second Step with 1920s equipment, but even getting to that altitude back then was an incredible accomplishment,” he has said. After the expedition, Anker and Panuru worked together to set up the Khumbu Climbing Center to upgrade the technical skills of Nepali guides. Panuru has also trained hundreds of fellow Nepali guides, and many of them regard him as a mentor. Panuru knew the need for better training because he himself had been badly wounded during a fall into a crevasse in the Khumbu Icefall in one of his early expeditions in 1992 and had to be evacuated by helicopter to Kathmandu.&nbsp; But the very next year, he was back on the mountain. He climbed Everest from the north with a Korean team in 1994, and a year later got to the top again from the north side with an American expedition. He summited again from the Nepal side in 1996, and nearly died in an avalanche on the north side that killed a fellow Sherpa in 1997.&nbsp; So far, Panuru has climbed Everest 16 times, Cho Oyu 14 times from both sides, Xixapangma four times, five other eight-thousanders in Nepal, and Ama Dablam six times. He was the first Nepali to ascend Gurla Mandhata in Tibet. After emigrating to the United States, he has climbed Mt Denali (6,190m) in Alaska three times while also being a part of a volunteer rescue team.&nbsp; Irvine’s boot was found by an expedition led by American climber Jimmy Chin in the Rongbuk Glacier, probably transported there from the base of the face by the movement of ice in the past 100 years. Asked why he climbed Everest 16 times, Panuru echoes George Mallory: “Because I was there.” &nbsp;&nbsp;&nbsp;
