It is not a question of ‘if’, but ‘when’. And ‘when’ was 2:28PM on 15 January 1934. It was <a href="http://archive.nepalitimes.com/blogs/kundadixit/2015/05/27/a-month-that-felt-like-a-year/" target="_blank" rel="noopener noreferrer">11:56AM on 25 April, 2015</a>. Another memorable and tragic date in future is certain.But Nepalis have short memories. As long as aftershocks shook us, we were reminded about the horrors. But seven years after 2015, <a href="https://www.nepalitimes.com/here-now/tall-order/" target="_blank" rel="noopener noreferrer">the fear has evaporated</a>.This is not panic-mongering, or crying wolf. It is reality: every part of the central Himalaya is hit by a megaquake above 8 magnitude every 500 years or so, and a moderate intensity quake every 100 years.The 2015 disaster was not a Big One, 1934 was. Nonetheless, both released some of the built-up tectonic tension underneath us. What worries Himalayan seismologists is that there has been no <a href="https://www.nepalitimes.com/here-now/epicentre-of-two-disasters-in-west-nepal/" target="_blank" rel="noopener noreferrer">major earthquake in western Nepal</a> in the last 500 years. The rock strata beneath are stretched to breaking point.Experts tell us that if an 8M earthquake strikes in this seismic gap between Pokhara and Dadeldhura, it will also rock Kathmandu and be even more damaging than 2015.That <a href="https://www.nepalitimes.com/banner/rebuilding-five-years-after-2015-quake/" target="_blank" rel="noopener noreferrer">7.8M earthquake seven years ago</a> was comparable to the 7.7M quake in Gujarat in 2001, and the 7.6M temblor in 2005 in Kashmir. In 2015, Nepal saw greater physical damage, but India and Pakistan had much higher casualties. One reason was that we were lucky 25 April 2015 was a Saturday, and students were not in classrooms.To mark National Earthquake Safety Day on 15 January, we recap the past seven years. There is some good news: over 80% of reconstruction is complete. Nepal’s recovery has been smoother than other developing countries hit by mega disasters.  Despite initial delays due to political muddles and the Blockade, <a href="https://www.nepalitimes.com/banner/lessons-not-learned-from-2015/" target="_blank" rel="noopener noreferrer">reconstruction in most sectors</a> picked up in 2016. Today, only health facilities and heritage sites are lagging at about 65% completion. Most rebuilt homes follow national seismic resistance guidelines because masons were trained, and there was monitoring before grants were released in installments.However, reconstruction in Kathmandu and other towns have not even passed the 60% mark, and could take another five years. The Rs300,000 reconstruction grant was just not enough for families to rebuild urban homes. More worrisome is that whatever has been rebuilt in Kathmandu Valley mostly flout building codes and permits.The <a href="https://archive.nepalitimes.com/article/nation/building-back-unsafe,3674" target="_blank" rel="noopener noreferrer">Gongabu neighbourhood saw 160 deaths</a> in 2015, most of them were crushed under illegally built concrete structures. Most of those high rises have been rebuilt using the same faulty techniques.Except in Gongabu, most concrete structures survived the 2015 quake in Kathmandu. This has <a href="http://archive.nepalitimes.com/article/nation/false-sense-of-security-about-strength-of-reinforced-concrete-structures,2240" target="_blank" rel="noopener noreferrer">reinforced public misconception</a> that cement houses, regardless of how they are built, are stronger than brick and mortar ones.However, seismologists say that if the tremors in 2015 were only a few seconds longer and the magnitude slightly higher, many of Kathmandu’s concrete buildings would have also collapsed. They are unlikely to be spared in the next big one.Seven years after the earthquake, it is back to business as usual. In fact, Kathmandu is now more dangerous because it is even more densely packed, and there are more multi-storey blocks. Clearly, awareness about earthquakes has not translated into safer construction — we have forgotten that earthquakes do not kill people, poorly built structures do.Surya Narayan Shrestha at the National Society for Earthquake Technology – Nepal (NSET) tells us that building codes need to be strictly enforced with stringent monitoring mechanisms. Municipalities must be stricter with building permits.Next, masons and concrete moulding workers need skills upgrading in earthquake resistant building technology. Security personnel now need <a href="https://archive.nepalitimes.com/article/nation/Search-locate-%20rescue-in-collapsed-concrete-houses,3676" target="_blank" rel="noopener noreferrer">training in search and rescue</a> under collapsed concrete structures.Shrestha says schools, hospitals and public buildings need to be retrofitted urgently. Many schools NSET had <a href="https://archive.nepalitimes.com/article/nation/preparedness-saves-lives,2264" target="_blank" rel="noopener noreferrer">helped retrofit</a> withstood the 2015 earthquake, and this model needs to be replicated across western Nepal.Nepal’s towns are losing open spaces, which are vital as shelters in the aftermath of future earthquakes. Kathmandu must <a href="https://www.nepalitimes.com/here-now/nepali-artists-butterfly-effect/" target="_blank" rel="noopener noreferrer">protect remaining open spaces</a>, and these efforts need to be scaled up not just for earthquake safety but also to <a href="https://www.nepalitimes.com/here-now/mini-forests-to-make-kathmandu-more-liveable/" target="_blank" rel="noopener noreferrer">restore the city’s lungs</a>.   Preparedness will mean life or death for all Nepalis, not just for those in the seismic gap in the western part of the country. This should be the main message on the National Earthquake Safety Day. Earthquakes are beyond our control, but we can <a href="https://www.nepalitimes.com/here-now/past-disasters-foretold/" target="_blank" rel="noopener noreferrer">make ourselves safer</a> when they happen.Sonia Awale

Who would have thought a single Nepal Airlines wheels-up could be such a triumph, but in the empty skies over a locked down South Asia, this take-off was something truly exceptional.After days of frenetic work and delicate negotiations, the Australian Embassy team in Kathmandu had achieved a commercial charter to repatriate stranded tourists back home. The infinitely complex exercise involved the governments of Nepal, Australia and New Zealand at a time when travel restrictions were becoming ever more stringent in an effort to halt the coronavirus’ gallop around the globe. Considering there was so little air traffic anywhere, it was all excessively complicated.Summoned by government advisories, many Aussies and Kiwis returned home before the ban, but those remaining emerged from the mountains, meditation and yoga retreats, family visits, or simply had left it too late to leave. For the trapped tourists clinging to the Australian Embassy lifeline, hopes were raised then dashed.<a href="https://www.nepalitimes.com/latest/nepal-airlines-to-fly-stranded-australian-tourists-to-sydney/" target="_blank" rel="noopener">Nepal Airlines to fly stranded Australian tourists to Sydney</a>Since the surprise suspension of international flights, angst-ridden rumours ricocheted around ‘Stranded-in-Nepal’ online chats and Facebook chronicled the roller-coaster dynamics. Qatar Airways morphed into Nepal Airlines as the carrier, and Brisbane replaced Sydney as the destination when it was deemed that quarantine facilities were already full.Never before has Nepal Airlines flown to Australia, so this was in effect its inaugural flight down under. Permissions had to be sought to overfly eight countries between Kathmandu and Brisbane, exemptions were required even to transit Australian airports, and connections had to be guaranteed with the ever dwindling trans-Tasman flight options – Air New Zealand obligingly adjusted their departure time by several hours to suit us.Decisions, revisions, changes and adjustments became highly political under the escalating epidemic, allegedly needing sign off by cabinet members and prime ministers. Every passenger would be subject to 14 days isolation at their destination, to slow the spread and flatten the curve. Decision makers were jittery from failures in other cooperative evacuations: in Peru last week a bunch of aggressively disappointed New Zealanders had been off-loaded from an Australian flight.Such were the ever-evolving uncertainties and behind-the-scenes diplomacies, that it was not until Monday that all the pieces were in place for the New Zealand government to announce that the Wednesday flight was viable with permissions and connections to get Kiwis back home to Auckland from Nepal. Final landing permission was only granted from Canberra on the morning of departure, which was just as well as by then 250 excited passengers had confirmed and paid, 27 of them New Zealanders.Each person had a story. It had been a fraught week tracking tourists and trekkers, and reassuring frantic families, themselves in isolation at home. A crisis helpline in Wellington supported desperate travellers marooned around the world. I talked to one couple who even considered marriage to enable their evacuation, but border security solved their predicament by expediting the additional paperwork required by the COVID-19 crisis at exemplary speed.As the shuttle buses disgorged passengers loaded with backpacks and baggage, relief, stress and excitement reverberated around the deserted Kathmandu airport. Face masks were distributed, temperatures checked, and notices reminded us to remain one metre social distanced.Check-in was not without its drama. Some couples were not seated together who wanted to be, and some were seated together who did not want to be. A lost phone was found and a lost passport was not, resulting in some high-level fancy footwork resolved only at the very last minute. The one shop open in the terminal made a killing in overpriced chocolate and fizzy drinks. “Sorry, no cappuccinos only black coffee. The cows are on lockdown.”Photos and selfies were snapped, and the Nepali flight crew politely posed in their distinctive uniforms and Sherpa-striped aprons. The Australian Ambassador was ubiquitous in his dark suit and reassuring smile, chatting with families and fielding calls from the foreign minister. The rest of us workers rushed around, distinctive in lurid yellow official vests with high-vis silver strips, attempting to smooth the airport processing. Most were grateful and gracious, only a handful still grumpy and unsettled by such unprecedented events.For the last two days tickets had been issued and payments collected amidst the sunny flowerbeds, friendly dogs and shady trees of the embassy gardens in Bansbari. With a boarding pass in hand and the new RA airbus in sight on the tarmac, I watched the strain and confusion of the past week begin to evaporate, tensions to relax, anxiety levels to ease, and new friendships to coalesce.Once the 250 had made their laborious way through immigration, security and into the departure lounge, festooned with hand bags, day packs and children, I started to think that this flight might actually happen.Thanks to meticulous pre-planning by the Aussies and our New Zealand team based in Delhi, plus the coordinated efforts of Nepal Airlines, Bon Travel, Nepal Police, airport authorities, health, immigration, security and many others,  the assault course of bureaucratic hurdles had apparently been successfully navigated. The experienced New Zealand High Commissioner in Delhi was monitoring by WhatsApp: ‘I’ll only believe it when the plane is off the ground.’With the last of the check-ins complete, I was making my way upstairs when a familiar voice stopped me in my tracks. “Hey Lisa, this is my first visit to Australia, what a thrill, please say something for my blog.” It took me some moments to recognise Captain Vijay Lama of Nepal Airlines obscured by a stylish black face mask under a braided cap, wielding his iPhone in record mode, and burdened with a collection of travel cases.His thick hair was greyer than when we served together as judges for Miss Nepal 2004, but Vijay’s energy and charm was undiminished. “The closest I came was acting in EVEREST, the Hollywood movie about New Zealand mountaineers! I’d love to meet the Australian Ambassador who has accomplished this historic maiden flight.”Basking in Vijay’s charismatic wake, we sped through security and strode into the departure lounge. A frisson of recognition swept through the cavernous hall as every local spotted the celebrity pilot, actor, singer and television presenter – a good proportion of the flight were Australians of Nepali origin and Nepalis with permanent residency.The Ambassador finished addressing his departing throng, emphasising the unique circumstances that surrounded the national flag carrier’s first ever flight to Australia. Aussies and Kiwis homeward bound from Nepal

In the Tarai, emergency wards are crowded with patients as doctors try to cope. At least 15 people have died so far in Saptari, Sarlahi, Morang and Rautahat, districts that were also hardest hit by <a href="https://www.nepalitimes.com/editorial/flood-of-recrimination/" target="_blank" rel="noopener noreferrer">floods</a> last month.There are at least 40,000 cases of snakebite every year in Nepal, with some 3,000 fatalities in the Tarai alone. But a recent epidemiological study found the death rate from <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Buzz-a%20pound-of-prevention,575" target="_blank" rel="noopener noreferrer">snakebite</a> has come down from 18.7% 20 years ago to 6.62%, largely because of awareness and anti-venom treatment.Read also: <a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/snakebite-is-treatable-no-one-need-die-from-it/" target="_blank" rel="noopener noreferrer">"Snakebite is treatable, no one need die from it."</a>Globally, 5.5 million snakebites occur every year, with up to 138,000 deaths. Another 400,000 people require amputations and suffer severe injuries. Bangladesh, India, Nepal, Pakistan and Sri Lanka together account for 70% of global snakebite mortality. But it was not until 2017 that the World Health Organisation (WHO) recognised snakebite as a neglected tropical disease, and came up with a roadmap to reduce risk.In Nepal too, snakebite never received the attention it deserved. It is not communicable or infectious, is rare and tropical and affects the poorest people.“Snakebite is a severely neglected public health burden in Nepal. There is so much we don’t know about snakes and their venoms, and there are signs it is going to get worse with climate change,” warned Sher Bahadur Pun of Sukraraj Tropical and Infectious Diseases Hospital in Kathmandu. (See box) <figure><img width="1400" height="939" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131156/636a52599c7e80680e0522ecjpeg.jpg" alt=""/><figcaption>Photo: AMERICAN CHEMICAL SOCIETY</figcaption></figure>High Level Meeting and Workshop on Snakebite in Nepal on 2-3 August in Kathmandu, is the first international conference on snakebite in the country. Taking part are 20 of the world's foremost  authorities on snakebite including David Warrell of Oxford, David Williams, head of the Global Snakebite Initiative (see interview, page 7), Ulrich Kuch of Goethe University in Frankfurt, and Priyanka Kadam from India, and 50 Nepali scientists are taking part.Nepal is aiming to be one of 11 member countries on WHO’s roadmap for snakebites, and is trying to muster serious commitment from the government for research and treatment.“We hope to sensitise policymakers and the public about the hidden burden of this neglected tropical disease,” said Sanjib K Sharma, a doctor at the BP Koirala Institute for Health Science in Dharan, one of the conference organisers. “We also want to start working on developing anti-venoms in Nepal instead of depending on imports.”Of the four types of anti-venom imported for the 21 types of poisonous snakes in Nepal, one doesn’t work and three others are not reliable. In fact, 80% of people here who are administered anti-venom suffer from reactions, 12% of which are fatal. Activists in India are now lobbying to stop the export of anti-venom because of unmet domestic need.Anti-venom is produced by injecting donor animals such as horses and sheep with venom, and then extracting the antigen from the blood. But the procedure is expensive – a vial of anti-venom costs up to $2,200. Since snakebite requires between 20-25 vials to neutralise the venom, the pharmacy bill alone would total $30,000 per patient. Global production is limited, and most snake bites can only be cured with anti-venom from that particular species.WHO’s target is to halve the numbers of deaths and disability from snakebite by 2030, and the Wellcome Trust and UK Department for International Development (Dfid) have announced £80 million and £9 million respectively for the development of a universal anti-venom. However, clinical trials will take decades.Nepal’s challenge is at ground level. Awareness about preventing snakebite is still low, people prefer to visit traditional healers if bitten, and many patients get to anti-venom centres too late. Even so, snakebite fatalities fell from 10.5% to 0.5% after motorcycle volunteers were deployed in a pilot project in 2013. (see box)Diana Barr of the Australian Venom Research Institute at the University of Melbourne says Nepal and Bangladesh are best equipped to take the WHO strategy forward. “You’ve got some of the key things, like local expertise, your health ministry is pushing for change, and there is support from outside organisations,” she told Nepali Times. “Nepal can easily implement the WHO strategy and get dramatic results in a couple of years.”Experts attending the Kathmandu conference this weekend believe the WHO target of halving snakebite deaths is doable. All it needs is effective treatment, trained nurses and doctors who deliver that treatment, educating the community to take simple precautions, and come to hospitals sooner if bitten.Said Sharma of BPKIHS: “The universal vaccine is the holy grail for snakebite treatment, but until then we have to work on anti-venom epidemiology within the country and educate people about snakebites.” <h2>Motorcycle volunteers to the rescue</h2> <figure><img width="1250" height="1068" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131156/636a525c9c7e80680e0522edjpeg.jpg" alt=""><figcaption> TWO-WHEELS GOOD: Snakebite victim held firmly between motorcycle volunteer driver and relative and being rushed to hospital. Pic: SANJIB K SHARMA</figcaption></figure>One of the major barriers to snakebite treatment is the delay in getting victims to a health centre with anti-venom. In many cases, patients die on the way due to an inefficient transportation system.In 2004, a group from BPKHS in Dharan, in collaboration with the University of Geneva, tested a Motorcycle Volunteer Program in four villages in the eastern Tarai with a high incidence of snakebites. The pilot project mobilised motorcycle volunteers in all four villages, which had a total population 62,000. They helped transport snakebite victims to a specialised treatment centre in Damak that had anti-venom and staff trained in snakebite management. The motorcycles combined with community health education sharply reduced the mortality rate from snakebite.Before the experiment, there were 502 bites/100,000 population with a case fatality rate of 10.5%. After the intervention, the incidence decreased to 315 bites/100,000 and the fatality rate fell to 0.5%.‘Simple educational messages and promotion of immediate and rapid transport of victims to a treatment centre decreased the mortality rate and incidence of snake bite in southeastern Nepal,’ stated a study published in The American Society of Tropical Medicine and Hygiene in 2013. It recommended that the test be replicated elsewhere. <h2>Snakes and Ladders</h2> <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/between-existence-and-extinction-in-nepal/" target="_blank" rel="noopener noreferrer">As global temperatures go up, so do snakes, insects and plants</a>. Not only are venomous snakes now found at altitudes where they were not present before, experts say even their venom may be getting more poisonous.Kathmandu Valley used to experience snake bites, but they were never fatal. Now, there are cobra sightings on the Valley rim, and even in Langtang National Park. And last year, a patient admitted for snakebite at Sukraraj Hospital in Teku died while undergoing treatment.Poisonous snakes may have come up hitchhiking on cargo trucks carrying logs from the Tarai, but health experts say there is evidence climate change may be allowing venomous snakes, and other tropical wildlife, to move to higher areas of the Himalaya.“Elsewhere we are starting to see the <a href="https://www.nepalitimes.com/editorial/climate-damage/" target="_blank" rel="noopener noreferrer">movement of various species with the warming of the earth</a>, so the case of snakes should be no different,” explains Sher Bahadur Pun of Sukraraj Topical and Infectious Disease Hospital in Kathmandu, which has seen a rise in the number of patients from the Valley and surrounding districts with severe snakebites.Pun adds that more research needs to be done to find the exact correlation between venomous snakes and climate change.In addition, snakebites that were previously poisonous only in the immediate tissue surrounding a bite can now be more venomous or even fatal. <a href="https://www.nepalitimes.com/opinion/turning-on-the-heat/" target="_blank" rel="noopener noreferrer">A warmer climate</a> appears to affect the physiology of the venom glands and the chemical composition of snakes' secretions.“When people got bitten by snakes in the past, they only developed swelling, but now I see cases where victims are bleeding from bites by the same type of snake,” says Sanjib K Sharma of the Department of Internal Medicine at BPKHS in Dharan. Read also: <a href="http://archive.nepalitimes.com/news.php?id=17330#.XULEUvIzbIU" target="_blank" rel="noopener noreferrer">Snakebite!</a>, Buddha Basnyat<a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Buzz-a%20pound-of-prevention,575" target="_blank" rel="noopener noreferrer">An ounce of venom</a>, Buddha Basnyat<a href="https://www.nepalitimes.com/?p=30821&amp;preview=true" target="_blank" rel="noopener noreferrer">Snakebite is treatable,</a> Nepali Times <h2>Know Your Snakes</h2> Snakes look similar but their colour, scales, eyes and head shape can be useful in distinguishing dangerous species from harmless ones. Some snakes found in Nepal:Green Snakes (Orthriophis hodgsonii) have a few large scales on the top of the head and round pupils. These snakes are non-venomous and harmless. Cat-eyed Green Snakes (Boiga cyanea) have no pit organ between nostril and eye, which distinguishes them from venomous pit vipers.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131156/636a525f9c7e80680e0522eejpeg.jpg" alt="" width="1000" height="492"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131156/636a52619c7e80680e0522efjpeg.jpg" alt="" width="1000" height="667">Green Pit Viper (Trimeresurus septentrionalis) are the only venomous species of green snakes in Nepal. They have a pit organ between the eye and the nostril, which is an infrared detector used to find prey in the dark. Bites are painful but not fatal.Russel Viper (Daboia russelii) is one of the most dangerous snakes in Nepal, found in the Tarai only. Active at night, some victims do not know they have been bitten while asleep. Respiratory paralysis can kill even after 12 hours. Found up to 1,450m.Himalayan Krait (Bungarus bungaroides) found at higher altitudes, their bites cause death due to asphyxia. Banded Krait (Bungarus fasciatus) are also highly venomous and found in the Tarai.Cat Snake (Boiga trigonata) look like most Kraits but differ in having laterally compressed bodies, unlike Kraits, which have rounded or triangular cross-sections. Faizullah himself used to live in a mud and thatch hut till recently, but after working for three years in Saudi Arabia he built his brick house with the money saved. It is now gone, and he will have to earn a living selling buffaloes in the market.Faizullah’s neighbour Ezhar Miya also lost his wife, daughter-in-law and two young grand-daughters when his house collapsed, trapping the family. He had sold their original hut and moved to the brick house he built with the money his son, Bhuwar, sent home from Qatar.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a350c9c7e80680e04828cjpeg.jpg" alt="" width="1500" height="1125">Many Nepali families are eating better, wear better clothes, and have built stronger homes with the money relatives working overseas send home.However, many of the houses are poorly engineered, use sub-standard raw material. This was the reason for the high fatality rate in Bara and Parsa this week. What appeared to be strong brick and cement houses crumbled like match-sticks within seconds as the tornado tore through the villages in a wreckage path 100m wide and up to 20km long.It is a tragic irony that many who had invested in stronger houses perished in Bara on Sunday night. But poorer neighbours living in mud and thatch huts nearby survived.The government says 1,895 huts and buildings went down in the storm, 955 structures were partially damaged and 940 collapsed completely -- homes, brick kilns, health posts and mosques. Of the 27 people killed, four were from India.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a350f9c7e80680e04828djpeg.jpg" alt="" width="1125" height="1500">It was the first major disaster to hit Nepal post-local elections in 2017, and the presence of elected Municpality and Ward officials was reflected in the immediate rescue operation. Rapid response teams under local disaster management committees quickly mobilised Police and Nepal Army personnel which helped in timely rescue. However, the lack of proper equipment, and medical services were apparent.The understaffed Kalaiya Hospital in Bara operated throughout the Sunday as more and more injured were rushed in. Most suffered from hypothermia and fractures. Of the 354 patients ,two spinally injured were referred to Kathmandu and eight patients with head injury went to Birganj.“We tried our best to provide immediate rescue and supplied electricity to the hospital despite a power cut,” said Bara CDO Rajesh Paudel. The lack of coordination between local, provincial and federal governments in information gathering had adverse effect on relief distribution. There were plenty of relief materials to go around but most essential items like tents, tarpaulins and medicines were in short supply. VIP visits did not help the situation and only added to gawkers from surrounding areas.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35129c7e80680e04828ejpeg.jpg" alt="" width="1500" height="1125">The tornado was not the first of its kind in Nepal. In fact, literature and folklore speak of twisters ravaging Tarai villages. But because these are localised disasters, they did not make it to the news.The Bara-Parsa disaster should be taken as an opportunity to invest on weather forecasting equipment and training for climate modelers. Nepal needs customised weather modeling for its conditions, experts say.We have learned some lessons from previous disasters and the presence of local government after 20 years helped search and rescue operations, but the Sunday’s tornado still reflects the dire need of disaster preparedness.

Ground zero in Pheta

It proved that Nepal has to be prepared not just for the deadly calamities we know about like earthquakes, floods and landslides, but also rare ones like tornadoes.Nepal is a disaster-prone country, Kathmandu is number one among the top ten cities in the world most vulnerable to a catastrophic earthquake. The topography, high population density, vigorous monsoons, and underdevelopment make Nepal vulnerable to multiple disasters. All these dangers are exacerbated and can combine due to climate change – for example the next megaquake could cause glacial lakes swollen by global warming to burst simultaneously and unleash catastrophic floods downstream.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35419c7e80680e04829djpeg.jpg" alt="" width="1000" height="454">Nepal was preparing to be prepared for earthquakes, when 25 April 2015 happened. The National Emergency Operation Centre (NEOC) with its seismic resistant building had just been set up inside Singha Darbar, with the task of being a communication hub and relief coordination centre after a disaster. The Centre’s website now lists real-time information of water levels in rivers, information that is vital during the monsoon. It is now setting up a comprehensive Disaster Information Management System (DIMS) for the 49 types of potential natural calamities that Nepal faces.“Ideally, this system can analyse each disaster in terms of its hazard, vulnerability, and exposure,” explains Pradip Khatiwada, founder of Youth Innovation Lab that is building the portal. “It will also have vital information about nearby resources, local capacities, availability of critical infrastructure like hospitals, which will be crucial in the immediate aftermath of a disaster.”Read also: <a href="https://www.nepalitimes.com/editorial/the-new-normal-2/" target="_blank" rel="noopener">The new normal</a>, Editorial<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35439c7e80680e04829ejpeg.jpg" alt="" width="1400" height="1050"><figcaption> </figcaption></figure>A beta version of the system is expected to be ready in mid-April, but detection and prediction of disasters will still be difficult. Though the river water level data can provide early warning of potential floods, and the Department of Hydrology and Meteorology uses social media to disseminate its forecasts of extreme weather events, there are still problems with accuracy and urgency. For example, a tornado of the type that devastated villages in Bara and Parsa this week is not even in the list of 49 potential disasters that Nepal should be prepared for.“A tornado that occurred in such a short time over such a small area would have been difficult to predict anywhere in the world even with the most sophisticated equipment,” says Sushil Kumar Bhandari at the NEOC. “Detecting forest fires is also a problem because we do not have our own satellites, and real-time images are hard to source.”A new Doppler weather radar has been installed in Surkhet and two more are planned, but while they can detect supercells and forecast cloudbursts, they would still not be able to accurately predict when and where a tornado would touch down. Briefing Nepali Times on Tuesday, the Director General of the Department of Hydrology and Meteorology (DHM) Saraju K Vaidya admitted: “Yes, all signs in Bara point to it being a rare tornado, but with climate change these may become more frequent, and we have to prepared by upgrading forecasting and computer modelling capacity.”Read also: <a href="https://www.nepalitimes.com/here-now/groound-zero-in-pheta/" target="_blank" rel="noopener">Ground zero in Pheta</a>, Kiran NepalThe Bara experience has also shown that Nepal is not prepared for the immediate aftermath of disasters either. Manish Jha of Facts Research &amp; Analytics who was involved in the emergency response this week says the priorities on the ground do not necessarily match the response.Says Jha: “Local officials informed us that there were four immediate priorities: nutritious food, shelter, medical treatment, and children’s safety. But in the spontaneous scramble to rush help, many unnecessary items landed up at the site. People are eating instant noodles and biscuits, spending nights in the open, and children have nowhere to go, adding to their guardians’ responsibilities.”The Bara tornado was the first major calamity to strike Nepal after federalism, and it has become a test case on how political devolution can indeed be more prompt and responsive after a disaster strikes. Province 2 officials had mobilised local rescue at Ground Zero almost immediately, Chief Minister Lalbabu Raut relocated to Birganj to coordinate relief. Province 3 donated Rs10 million to Province 2.However, locals were critical of VIPs rushing south in helicopters from Kathmandu with token relief and competing to upload selfies of handovers. There is a daily traffic jam on the Patlaiya-Birganj road because of the number of cars from all over the country bringing relief material to the worst-affected villages, already crowded with gawkers. Such activities have deprived local governments of the opportunity to develop their own response capacity, and raised concerns of mismanagement of funds and resources.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35469c7e80680e04829fjpeg.jpg" alt="" width="365" height="867">Token relief measures take the focus away from long-term disaster management planning, necessary in a country going through rapid infrastructure development. Disasters may be natural, but much of its fatal impact is manmade.For example, forests reduce the speed and impact of violent storms, boulder mining on rivers increases the chances of destructive floods, poor construction methods make houses prone to collapse, and population density increases the numbers of people at risk. For example, Province 2 with 7% of Nepal’s land has 20% of its population.“The link between land use policy and disaster management is not always obvious, but it needs to be integrated right from the planning phase,” says Santosh Gyawali, a USAID expert on disaster management. “For example, building roads has an effect downstream, it makes floods worse. We need long term vision and regulation of land use for a comprehensive disaster management plan.”The experiences of other South Asian countries have shown that disasters may not be avoidable, but their impact can be reduced with planning and preparedness. With a history of violent typhoons, Bangladesh and the Indian state of Odisha have invested in shelters, reducing the death toll from cyclones by more than 90%.Four years after the earthquake, Nepal appears not to have learnt any lessons. Houses that ignore zoning and seismic guidelines have started coming up in Kathmandu and most urban areas. NEOC has identified only 83 remaining open spaces in Kathmandu safe for evacuation in a future earthquake.Four years on, experts say the focus for earthquake preparedness should now shift nationwide and not just be limited to the 14 districts around Kathmandu affected in 2015. Public buildings need to be retrofitted, homes must require seismic resistant designs, there has to pre-positioned digging equipment and shelter material in open spaces, and there has to be local response strategies.“Some in the earthquake-hit areas in 2015 are building seismic-resistant structures, but the same cannot be said of the rest of Nepal,” says Jhappar Singh Biswokarma of the National Reconstruction Authority. “There has been no study to determine how seriously the rest of Nepal will be affected by another earthquake, but the risk factor is very high. The new Act provides for a National Disaster Risk Reduction and Management Council to oversee the management of all kinds of disasters. In the absence of such an Act, the National Reconstruction Authority (NRA) was formed in 2015 to oversee only the aftermath of that year’s earthquakes. However, more than one year after the DRRM Act was passed, the response to disasters like the recent tornado is still scattered, since the National Disaster Risk Reduction and Management Council still does not exist.“The Act provides for a multi-tier institution with a federal body and branches at the province, district, and local levels. It also provides for disaster management funds at every level. The sole authority for managing disasters lies with the local level, but higher levels can intervene if the local level does not have enough resources to manage it,” says Bansi Acharya, head of the Disaster Study and Research Section at the Ministry of Home Affairs.The DRRM Act has a comprehensive approach to disaster, in that it addresses not just rescue and relief but also recovery and reconstruction. It also provides for risk reduction, preparedness, management, and mainstreaming of the DRRM in development. In other words, disaster management would not be limited to responding to disasters, but would include year-round actions to prevent them. All of these were missing in the Natural Calamity Relief Act.As such, the Act provides opportunities for new ways to handle disasters in a federal system. "Local level authorities often have the best understanding of the needs on the ground, but they are also very quickly overwhelmed. A federal disaster management system needs to maximize local level knowledge while providing flexible layers of support and resources from higher levels of government," says Santosh Gyawali, Senior Development Program Specialist at the Disaster Risk Reduction Reconstruction and Resilience Office of USAID Nepal.

Disastrous management in Nepal

The daily 10-hour curfew at Tribhuvan International Airport from 8 November that will last five months has affected tourism during Nepal’s peak season, with some hotels and trekking agencies here reporting cancellations into spring next year. The reduced hours at Nepal’s main aviation gateway till 31 March means that a third of all flights have been cut. This has also caused ticket prices to surge by up to eight times of normal fares. For example a Kathmandu-Delhi ticket that used to cost Rs12,000 is now listed at Rs50,000, and even then seats are not available.&nbsp; “Especially if they are here to trek, change in flight dates can cause tourists to miss their connections,” says Jagan Timilsina, who runs a trail running and outdoor education business. &nbsp; Pokhara is feeling the brunt as hotels report last-minute cancellations for November because of flight disorders. Some hoteliers also say although there have been some cancelled trips, most itineraries have been rescheduled.&nbsp; Hari Prasad Sharma Gaire of the local chapter of the Hotel Association of Nepal says the Kathmandu airport closure should have been timed for the off-season. He told us: “Starting construction during the peak tourist season was a mistake and will cause the tourism industry to lose a lot of business. The upgrade could have been spread out over a longer time but closed for fewer hours at night so that disruption was minimal.”&nbsp; Nearly a third of the 1.2 million tourists who visit Nepal annually come to Pokhara, which is also the gateway to Mustang, the Annapurna treks and pilgrimage tourism to Muktinath. Located by scenic lakes with a range of adventure sports like hot air ballooning, paragliding, canyoning, bungee and ziplines, Pokhara is also popular among diaspora Nepalis. “Besides its own attractions, Pokhara is really the hub for central Nepal, and we have been trying to get visitors to extend their stay here,” says Timilsina, who started out as a trekking porter and rose up the ranks to be an expedition guide and entrepreneur. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111603114_0e071ce63ea9b0a9a7ee76f8c3cea0ff08c6767c41dd09f6bc4413d2db067a60.jpg" data-media-id="editor_0" data-image-id="2024111603114_0e071ce63ea9b0a9a7ee76f8c3cea0ff08c6767c41dd09f6bc4413d2db067a60" data-rendition-name="original" width="3500" height="2333" loading="lazy" alt="Pokhara's tourism woes NT"> <figcaption>Tourist arrivals in Pokhara have slumped since the disruptions at Kathmandu airport due to upgrading work. Photo: KRISHNA MANI BARAL/NEPALI TIMES ARCHIVE</figcaption> </figure>  Even without the Kathmandu airport closure affecting tourist arrivals, Pokhara was already suffering from a decline due to many factors like the poor state of the Prithvi Highway, the shortage of luxury accommodation for high-end tourists, and the reluctance of international airlines to start direct flights to Pokhara despite an expensive new airport that was inaugurated two years ago.&nbsp; “There was a lot of initial excitement on the construction of the international airport,” says Timilsina, “but it hasn’t delivered as expected due to politics. People have invested in nearby businesses, and have faced losses.” India has blocked direct flights from its cities to Pokhara because the facility was built by a Chinese company. Although tourists and pilgrims from India hit record levels this year, the poor state of the highways and the Indian bus accident on the highway to Kathmandu in July that killed 27 pilgrims from Maharashtra state dampened arrival figures. Gaire says, “While tourist arrivals to Pokhara are now approaching pre-Covid levels, we haven’t seen the improvement we were expecting. We need a better marketing strategy. What are our embassies abroad doing?”&nbsp; Indeed, Pokhara used to be a favourite destination for Chinese tourists. There was a boom in arrivals from China before Covid, especially after a popular Chinese tv serial was shot on location here. But arrivals from China have not really recovered since the pandemic because of the economic slowdown there. Promoting Pokhara airport to handle direct flights from Chengdu or Kunming could revive Chinese arrivals.&nbsp; Nepal’s Civil Aviation Authority (CAAN) has used the Kathmandu airport closure as an excuse to arm-twist international airlines to start flying to Bhairawa, which has barely been in operation for two years since it was inaugurated. So far, Fly Dubai, Thai AirAsia, Jazeera and Qatar are flying to Bhairawa, but most use it as a hop before flying on to Kathmandu, which does not reduce congestion at Kathmandu.&nbsp; An ideal situation could have been to get Pokhara to run to full capacity while Kathmandu is partially out of action. Pokhara entrepreneurs are puzzled why the CAAN and the national government have not taken more interest in promoting Pokhara as an alternative to reduce the congestion in Kathmandu. Nepal’s football team that was flying to Dushanbe this week couldn’t get tickets via Delhi, and took a domestic flight to Bhadrapur, crossed over to Bagdogra and flew on to Delhi to catch their flight to Tajikistan.

Pokhara’s tourism woes

An excerpt of a conversation between an anthropologist and linguist Mark Turin, PhD and Lava Deo Awasthi, PhD, the first Chairperson of the Language Commission of Nepal. Nepali Times: What is the role of Nepal’s Language Commission and when was it formed? Lava Deo Awasthi: The Constitution of Nepal (2015) created a Language Commission (LC) with the following four core mandates: (a) to develop eligibility criteria for gaining status as an official language and offer recommendations to the Government of Nepal about the official language(s) in each province; (b) to offer recommendations to the Government about measures to be taken for the conservation, promotion, and development of languages; (c) to suggest possible ways of using mother tongues in education by assessing their stage of development; and, (d) to conduct studies, carry out research and perform monitoring functions about the response to the constitutional provisions for the federalisation of languages in Nepal. The Commission was founded in 2016 and I was appointed as the Chairperson of the Commission in September of the same year by the Cabinet of Ministers. What in your own professional and educational background helped to prepare you for the role? I have worked with the Government of Nepal for about 30 years, alongside holding teaching appointments at universities in Nepal. Prior to assuming the role of the Chairperson of the Commission, I served as permanent Secretary to the Government of Nepal and worked as the Chief Administrator of the Central Development Region. I was appointed as Director General of the Department of Education and completed my assignments as Joint Secretary at the Planning, Monitoring and Educational Administration Divisions of the Ministry of Education.&nbsp; In addition, I have taught courses as a visiting professor at Tribhuvan University and Kathmandu University for more than three decades. Later, I also started supervising MPhil and PhD students at the Far Western University in Mahendranagar, Kanchanpur. My PhD project from the Danish University of Education was dedicated to making sense of Nepal’s social construct and commitment to multilingualism, exploring the persistence of monolingual school practices in the face of constitutional promises and state commitments to multilingualism. I conducted a survey of Nepal’s languages and carried out a qualitative study of the Tharu language in the district of Bardia. I analysed language policy statements and explored classroom pedagogies in schools. I documented how teachers showed a tendency to resist change and maintain the status quo because they were not consulted when new educational language policies were introduced. Teachers also exhibited a deeply-held adherence to the Gurukul education system which appears to have been harnessed as a way to resist newer pedagogical ideologies imported from the West. Recognising how engrained these rich traditions of knowledge transmission are, I wanted to know how students’ engagement in the learning process appeared to have dwindled, creating a gap between children’s home languages and the language(s) of the school. Whilst statutory provisions for education in the mother tongue were oriented towards promotion, classroom pedagogies remained resolutely monolingual and exclusionary. The result was that multilingual education policies that had been introduced in Nepal did not result in meaningful changes in classroom practices. My research was also a reflection of childhood traumas I had experienced at the earliest stage of formal education. My home language, Baitadeli, has a strong oral tradition and no written literature. English is my fifth language in terms of exposure and competence, and my home district of Baitadi is well-known for its loyalty to the local language. I had to drop out of school after completing my sixth grade. Staying at home, I received much attention from my family and had much greater exposure to my native language, culture and environment. My overall impression is that dropping out of school had a surprisingly positive impact on my life. The opportunity offered a surprising dividend for me as I gained mastery in my mother tongue and received extensive exposure to folk literature and Indigenous knowledge and survival skills, cultivating my interest in language, culture, literature and local cosmologies.&nbsp; Now that I reflect on it, I appreciate how language has always played a key role in my life. I grew up in a multilingual environment: brought up with Baitadeli, Hindi, Sanskrit, Nepali and English. Language played a major part in my decision to leave school and my later success is closely linked to my competence in several languages. It was rewarding to be at home with my family as I deepened my understanding of native language and culture, which in turn helped me to harness and refine my art of living. Languages matter so much to me because they are both software and hardware. Later, when I was in secondary school, I realised that my command of my home language contributed significantly to enhancing my Nepali and English. I used my mother tongue as a form of linguistic capital to strengthen my competence in both English and Nepali.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111811110_5400ba54792bf9e4854e1c1effde8bf09804e99647f23513700b450cc49adc4a.jpg" data-media-id="editor_0" data-image-id="2024111811110_5400ba54792bf9e4854e1c1effde8bf09804e99647f23513700b450cc49adc4a" data-rendition-name="original" width="1000" height="1500" loading="lazy" alt="Dr Lava Deo Awasthi"> </figure>  In your term as the Commission’s first Chairperson, what were your strategic goals and objectives? My first strategic goal was to create an environment conducive to implementing the provisions of the Constitution of Nepal in relation to language. My priority was to prepare a detailed action plan for my six-year tenure in consultation with language stakeholders, including language experts, professionals, activists, Indigenous community members and representatives of relevant national and local-level institutions. The Commission formed a body of high-level advisors to ensure that the Chairperson’s work was well-informed and credible. The advisors to the committee had highly visible professional and social reputations in Nepal and had much experience in the field of language conservation, promotion, research and development. Another strategy we adopted was to establish close institutional linkages with federal, provincial, and local level governments for collecting opinions and disseminating information widely.&nbsp; What critical issues did you have to consider while discharging your duty? When Nepal’s new Constitution was drafted, a number of concerns could not be adequately addressed. These related to the conservation of languages, the recognition of official languages at the provincial level, and the use of mother tongues at federal, provincial, and local levels. These unresolved issues and matters pertaining to the federalizsation of Nepal’s languages were passed on to the Language Commission to address and resolve.&nbsp; Regarding the recommendations for official languages, a five-year timeline had been set by the Constitution. With great effort, we succeeded in having all provinces agree to recognise their official languages as per the recommendations of the Commission.&nbsp; What were your greatest achievements during your term? One of the greatest achievements was that we succeeded in setting a language agenda at all levels. Nepal’s language communities and other stakeholders expressed the view that this was the first time their languages were recognised and their voices heard by the state. People participated in debates and discussed issues relating to language that in all likelihood had never before happened in their lifetimes, at least not in ways that were supported by the state. We encouraged people to speak in their own language(s) and provided translators during plenary sessions and group discussions. Another major achievement was developing criteria for the status planning of languages at federal, provincial, and local levels, and to recommend 11 province-level official languages, in addition to the Nepali language. Similarly, a notable achievement was recognising Indigenous languages spoken by smaller communities, all of whom faced ongoing marginalisation and high levels of endangerment. The Commission identified 9 new languages that had not been reported in the 2011 census, and provided a framework for recognising official languages within a municipality. The commission emphasised the need for documentation and digitisation of languages for developing corpora and archives at national and sub-national levels.&nbsp; Languages of historical importance as well as classical languages were given recognition for their protection, growth, and development. Recommendations were made for the conservation, promotion and development of Nepal’s marginalised languages that are threatened by majority languages and for those languages that hold particular power at local and global levels. Recommendations were also made for how best to safeguard Nepal’s languages from the ever-growing spread of English and other powerful, globalising languages.&nbsp; A further important aspect of the Commission’s work was to emphasise mother tongue medium instruction in schools across the nation. Recognising the role of language in children’s cognitive, socio-emotional and academic development, the Commission suggested strategies for linking schools with ward-level language clusters for use in the classroom. The importance of nurturing and respecting a child’s first language was reiterated in the Commission’s recommendations for children’s learning and all-round development. By the end of my term, a remarkable change could be observed in terms of building trust within and across Nepal’s diverse language communities. A network of language groups and stakeholders across the country proved to be a powerful way of bringing all language communities under one roof for a collective review of and response to the process of federalising language policy. The many language stakeholders across Nepal appreciated the opportunity to work within a coordinated framework, and—feeling empowered by this—seemed genuinely enthusiastic about the initiatives taken by the Commission.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111811114_b45297fdd2fedf17bdb6313e495a1062c0d87f1a19fa5349f871f220b75f93ab.jpg" data-media-id="editor_1" data-image-id="2024111811114_b45297fdd2fedf17bdb6313e495a1062c0d87f1a19fa5349f871f220b75f93ab" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Dr Lava Deo Awasthi NT"> </figure>  What were the most significant challenges for you as Chairperson? One of the major challenges was winning people’s trust in advocating for the mission of the Language Commission. I faced considerable resistance as I sought to emphasise the use of native languages in families and communities. While the Commission advocated for multilingualism and promoted linguistic diversity, the prevailing policy circles and central level institutions had been deeply influenced by a one-language discourse and ideology of Nepali only. The spread of English also poses a huge threat to Nepal’s languages. However, people in power do not seem to see this as a problem. They tend to abandon their own languages in preference for English. The way that Nepal’s municipalities are increasingly introducing English as a medium of instruction at the earliest stage of a child’s school-based education has proven to be detrimental to their cognitive development, socio-emotional wellbeing and academic success. Most of Nepal’s elites have been heavily influenced by the spread of English and remain unaware about its impact on their home languages as well as on the inter-generational transmission of Indigenous languages in the country. I wish that we could have produced more compelling evidence to show the consequences of making poor policy choices for our children’s education. Demystification calls for a collective response. To make change happen across this entire, complex and federalising country was daunting work and left like a race against time. I feel that I could have done more to offer concrete examples in favour of using the mother tongue as a medium of children’s education at the earliest stages of a child’s education. What do you see the Language Commission achieving in the next 5-10 years? The Language Commission will have to ensure that all of its key recommendations are implemented at all levels of government. In 10 years’ time, all seven of Nepal’s provinces will have their official languages in place. These languages will also be recognised as languages of federal business, alongside Nepali. I anticipate that all official languages in the federal and provincial systems will have a national portal for inter-language corpora using machine translation to fulfil their federal, provincial and local level language functions, and that all languages spoken in Nepal will be represented through a digital database in the national archive. The Office of Statistics will monitor the status of Nepal’s languages over time. By the end of the next decade, each municipality in the country will have recognised one or two official languages at the local level, based on speech populations. Other local languages will have received community-level legal recognition and official status to fulfil their functional roles. Languages that are highly endangered or at risk will be entitled to receive state grants for enhancing local level capabilities to encourage families and young learners to speak the language. Incentive schemes will be introduced in municipalities that promote language within the family and at home. Inter-generational transmission of languages will have received welcome and timely attention across Nepal. It is my hope that all schools—public and private—will have introduced mother tongue medium instruction at the earliest stage of school education, at least up to class five. Nepali, English and other national as well as classical and foreign languages will be taught as subjects. The existing policy of English medium education at the early stage of education will be abolished. The Government of Nepal will be held accountable if the number of speakers of any language decreases or if local communities face language loss and greater endangerment. Under the aegis of the Language Commission, a Centre for Language Research and Innovation will be created with world-class facilities for language documentation and archiving in collaboration with Tribhuvan University’s Central Department of Linguistics and other relevant institutions. Harnessing the vastness of Nepal’s linguistic diversity, the Language Commission will morph into a centre of excellence for national and international communities to engage in collaborative language research, to share experiences and document best practices at in service of global linguistic diversity and Nepal’s many Indigenous languages.

Languages are both software and hardware

Nearly 750,000 Nepalis went abroad for employment in the past year, and more than 100,000 left on student visas. Most of them were young Nepali men and women, and the number has been increasing every year. As with other sections of society, Nepal’s security agencies also face a recruitment crisis. Nepal Police opened recruitment for 64 inspectors in September, and received 2,239 applications, compared to 2,718 candidates last year. Police also invited candidates for 256 assistant sub-inspectors this year for which it received 17,756 applications – down from 19,932 last year. It is the same story in the Nepal Army, the number of applicants for the post of Officer Cadet (Second Lieutenant) went down from 6,144 for 400 open seats in 2019 to 4,390 in 2020. Meanwhile, applicants in the paramilitary Armed Police Force went down from 857 applications for 75 posts in 2021 to 536 applicants for 99 posts last year. While the number of applicants appears higher than the demand, the data shows a significant decrease in applications for vacancies in Nepal’s law enforcement agencies. Security personnel are recruited on the basis of rank and age in Nepal, and the age cutoff for entry into Nepal’s security agencies is typically 25 years. Sociologist and migration expert Ganesh Gurung says that the demographic of young, physically fit Nepalis emigrating abroad in search of better opportunities has impacted recruitment into law enforcement and the military here at home. “The returns from working in Nepal’s police and army are minimal, whereas overseas job opportunities are more attractive,” Gurung says. “The work may be physically demanding abroad, but the pay is a lot higher.”  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241116041148_a7e477e0ee2f56acf16c2559fdb24d8f0377f7bc1f9e56138bc40108fc4fa33f.jpg" data-media-id="editor_0" data-image-id="20241116041148_a7e477e0ee2f56acf16c2559fdb24d8f0377f7bc1f9e56138bc40108fc4fa33f" data-rendition-name="original" width="800" height="534" loading="lazy" alt="Nepal Police"><figcaption>Nepal Police</figcaption></figure>  Nepal Police spokesperson DIG Dan Bahadur Karki agrees that the physical and mental demands of a law enforcement job is incomparable to the income that security personnel earn. “A young Nepali who works in Dubai earns enough to build a home in the village within four years, while a Nepali with the same qualifications and physical ability in a security agency here barely makes enough to survive,” says Karki. “Obviously the youth prefer foreign employment.” Security agencies are now worried about the quality of inducted manpower. “There is a difference in work ethic between an applicant chosen from a competitive pool of 50 candidates versus one chosen from a pool of three candidates,” explains Gurung. “Unmotivated employees hamper the overall performance of the state apparatus.” Nepal Army spokesperson Brigadier General Gaurab Kumar KC says recruitment has not been hampered by outmigration: “We have still been getting more than three times the applicants than there are open posts, so we are not yet worried.” Even so, the passing rates of aspirants have gone down for security forces after the Public Service Commission began examinations for military recruitment in 2015. In fact, the Nepal Army complained about the Commission’s involvement in recruitment. Still, the number of vacant military posts tends to exceed the number of passing candidates. Nepal Army’s KC says that the military will not compromise on intake criteria even if there are fewer passing applicants. “Unqualified persons will not be admitted even if there are less-than-required passing candidates. We will re-advertise if that is the case.” But Nepal’s security forces now also have to worry about retention of existing personnel. About 900 Nepal Army, 600 Nepal Police, and 300 Armed police personnel resign every year before the completion of their tenure.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241116041148_b8cd62f70eea3aac7d3d3778615a5b70b1e20550c9bd76321f051f9c766fd2a9.jpg" data-media-id="editor_1" data-image-id="20241116041148_b8cd62f70eea3aac7d3d3778615a5b70b1e20550c9bd76321f051f9c766fd2a9" data-rendition-name="original" width="750" height="378" loading="lazy" alt="Armed police forces"><figcaption>Armed Police Force</figcaption></figure>  In 2020, Home Minister Ram Bahadur Thapa recalled almost 1,000 police personnel who had been deployed for the security of VIPs after long-standing criticism that security forces were being misused to cater to political and bureaucratic leadership. However, security personnel have continued to be assigned to high-ranking officials as glorified housekeepers. In December 2022, Rabi Lamichhane’s Home Ministry had instructed its offices to recall unauthorised security personnel assigned to high-ranking officials, following which 500 officers from Nepal Police and Armed Police Force were withdrawn from their details. But the Nepal Army does not have to follow such rules, and the practice of army personnel serving high-ranking active-duty and retired military personnel remains. Conditions here are dire enough that many active duty officers in Nepal’s military and police forces have chosen to leave their jobs to serve in the Russian Army to fight in the Ukraine war. The hierarchical culture and chain of command of politics, bureaucracy, law enforcement and military has also meant that abuse and mistreatment of subordinates is rife in Nepal’s security forces. “Feudalism is alive and well within our security institutions,” says Gurung. “When soldiers and security forces who swore to protect and serve the nation are made to be at the beck and call of politicians and bureaucrats, it is easy to understand why they are disillusioned with their jobs and why they choose to quit and find jobs abroad.”

Job insecurity in security forces

Earlier this month, Nepal received Rs1.6 billion from the World Bank as part of its <a href="https://nepalitimes.com/news/will-nepal-ever-be-paid-for-saving-trees">Forest Carbon Partnership Facility (FCPF)</a>, rewarding the country for increasing its carbon sink capacity. Nepal is the first in South Asia to benefit from this facility, and it is specifically to recompense the country for increasing forest cover in 13 Tarai districts between 2018-2024. “We are also trying to get another Rs13 billion from the facility while also preparing for free market-based carbon trading in the international market,” says Nabaraj Pudasaini of the REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries) Implementation Centre. Big emitters of greenhouse gases are under pressure to reduce their carbon emissions, and many have signed agreements to do so by investing in decarbonisation projects in developing countries. Countries that emit more than a specified amount of carbon would be able to buy emission rights from countries that emit less. Nepal is internationally known for its community forestry program which has been largely credited for <a href="https://nepalitimes.com/banner/tree-mendous">increasing tree cover to over 45%</a> in less than three decades. But this achievement had not been adequately recognised or rewarded internationally before. Forests, especially in the tropics, absorb and store large amounts of carbon while releasing oxygen in a process known as photosynthesis. <a href="https://www.fao.org/forest-resources-assessment/en/">Preventing deforestation</a> and increasing canopy cover is considered a much more achievable goal than reducing emission in the scale necessary to limit global average temperature to 1.5°C above pre-industrial levels. COP11 in Montreal in 2005 first proposed reducing carbon emissions by improving forest quality by halting degradation. By 2015, a new mechanism of financial assistance was created to help less developed countries with sustainable management of forests <a href="https://www.un-redd.org/">(called REDD+)</a>. Under this new mechanism, countries receive aid based on their efforts to prevent forest degradation and increase carbon sink, and in 2021 the World Bank was entrusted with implementing it. Nepal’s FCPF receipt this month was calculated on the basis of 2.4 million tons of carbon stored at a rate of $5 per ton. In the second phase, Nepal will receive more than Rs4 billion within the next year for storing an additional 7 million tons of carbon. Eighty per cent of this amount obtained from carbon trading needs to be spent on local beneficiaries and indigenous communities.&nbsp; But carbon trading is not easy, Nepal needs to prove that protected forests will not be destroyed in future.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16.jpg" data-media-id="editor_4" data-image-id="20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="Greenbacks for greenery NT "> <figcaption>Photo: KUNDA DIXIT</figcaption> </figure>  Explains carbon trading expert Yugan Manandhar. “Forests should be handed over to the community and shown that they are managed sustainably. Proving this will be particularly challenging; forest encroachment and degradation is rife in the Tarai.” <a href="https://nepalitimes.com/multimedia/nepal-is-going-up-in-smoke">Deliberate forest fires</a> have also added to the challenge because they increase carbon emissions and reduce the sink capacity of forests. The basis for the amount that Nepal received was set five years ago by calculating the carbon reserves of forests in the 13 Tarai districts. In the meantime, sustainable forest management, tree plantation, forest destruction and erosion control were prioritised to increase carbon reserves in those forests. Nepal is signing another carbon trading agreement during the ongoing Baku climate conference. The <a href="https://www.leafcoalition.org/">Lowering Emissions by Accelerating Forest finance (LEAF Coalition) </a>proposes to sell the carbon stored in the forests of Bagmati, Gandaki and Lumbini provinces. For this, Nepal signed the letter of intent three years ago at COP26 in Glasgow. The target is to store 70 million tons of carbon in 32 million hectares of forest in the three provinces per which Nepal will receive Rs13 billion in four years at $10 per ton with provisions to increase the rate if various conditions are met. However, the agreement in itself doesn’t guarantee the amount. According to the targets set by Nepal, forest degradation should be stopped and carbon reserves increased by protecting tree cover. Preparations are also underway for clean air carbon trade because it has offset fossil fuel use by introducing 30,000 electric vehicles. Nepal has been selected for the first round to receive $40 million within one and a half years through the Clean Air System of the World Bank. Given that most of Nepal’s energy mix is from biomass, replacing them with electric stoves can significantly improve health by reducing indoor pollution as well as strengthen the country’s capacity for carbon trade. “Nepal's goal now is to sell carbon in the free market where carbon credits are bought and sold based on supply and demand in an open and transparent manner,” adds Pudasaini of the REDD Implementation Centre. “Nepal can now set its own price and bargain with interested buyer countries and organisations.” Lately, India has been discussing setting up a carbon market. Nepal has exported Rs12.72 billion worth of electricity to India so far this fiscal year, which can be traded under Nepal’s carbon market. “Carbon trading can create significant economic benefits for Nepal, which will help reinvest in development and environmental protection projects,” says Manandhar. “But we must prioritise sustainable management of forests, cutting older trees and allowing regrowth as well as promoting electric stoves and electric vehicles.”
