January 1902 Prime Minister Chandra Shumsher Rana informs the British he is considering a “wire tramway” between Bhimphedi and Thankot and wants to hire a European engineer to make a preliminary survey. This plan is not carried out perhaps because the technology was not yet sufficiently developed. 1912 Chandra Shumsher has a survey made for a ropeway from Bhimphedi to Kisipidi (Thankot).&nbsp; January 1913 British ropeway engineer R.S. He reports a route has been selected which takes off from a point 20 to 25 miles due north of the Bairagnia railway station (near the Nepal border with Bihar) and would enter the Kathmandu Valley east of the trail for foot passengers (ending at Thankot). The ropeway would be 20 to 23 miles long. August The War Office in London states that all available ropeway material has been placed at the disposal of the India Office. Indian Government says that material has been assigned for building a ropeway through the Khyber Pass. Keymer Co. states that due to the requirements for the “Afghan and Frontier Trouble,” it has no spare materials available. One report says Chandra Shumsher later purchased the British ropeway that had been used during the Third Afghan War. 1922 Construction of trestle (tower) foundations begins, but a strike of Indian workers delays the work. The route has been changed to go from Dhorsing to Thankot. Messrs. R. Pearson and A.J. Knight are consulting engineers. March 1923 Erection of trestles begins. Work can only be done during six months of the year. &nbsp; June 1924 Engineer Underhill estimates cost of the ropeway to be about £100,000. Upon its completion, he gives this description of the ropeway: 'The Nepal ropeway (a mono-cable system) is 14 miles long as the crow flies. It carries general merchandise in average loads of 5 cwt at the rate of 8 tons per hour in either direction, and the heaviest individual load permissible is 10 cwt. (Cwt refers to 'hundredweight', a unit of measurement equalling 45.35kg.) The ropeway comprises seven sections, each being a complete unit in itself, driven by an electric motor. Each section comprises a single endless wire rope 7/8" thick and of 29 tons strength, which passes round a horizontal wheel 10 feet in diameter at each end of the section. An electric motor drives these wheels through suitable gearing and causes the rope to travel continuously at 4¼ miles per hour. The loads are hung from clips on this rope at regular intervals 240 yards apart and travel with the rope; loads going up to Kisipidi on one side and traveling down to Dhursing on the other.&nbsp; The rope is supported by sheaves running on ball bearings carried on cross-arms at the tops of 106 steel trestles, which vary in height from 12 feet to 100 feet to suit the configuration of the ground. It was the cargo lifeline to Kathmandu until the Tribhuvan Highway was completed in 1956.</figcaption> </figure>  At the end of each section, the clips automatically disengage from the wire rope, run along an overhead rail through the station, and then engage with the rope of the next section, so that a load can travel continuously from end to end of the ropeway. The power required to drive the ropeway when fully loaded is about 80 horse power. The supply of electricity comes from a plant near Pharping. One obstacle in building the ropeway was the belief in scattered villages that the opening of the ropeway was to be celebrated by the immolation of children at the foot of the trestles, and in some cases, Mr. Underhill found villages emptied as he approached them. Other employees: 2 dittha, 4 mukhiya, 1 naib mukhiya, 6 naib writter, 1 bahidar, 3 nausinda, 1 tahvildar, and 2 'opretar' (operators), for a total staff of 21. At the Dhorsing Godam (warehouse) is Capt Prem Bahadur Thapa, annual salary of Rs1,200, who oversees a staff of 24.&nbsp; October 1945 It is reported the ropeway operates eight hours a day, transporting about 55 tons of goods. The freight rate is eight annas (about 15 cents) per maund (37kg). A British engineer, Roy Kilburne, is in charge of maintenance.&nbsp; April 1947 The ropeway extends 122km. It cost approximately $300,000. Kilburne has just completed a survey to extend the ropeway to the customs house at Teku. The estimated cost of this 6.4km extension is approximately $100,000, but the project is being held up until the necessary materials to complete the work have been delivered. The rate charged on the ropeway averages Rs1/12 per maund (37kg). Estimates expenses: Rs564,000 &amp; Rs463,000. January 1959 The 6.4km ropeway extension from Thankot to the Teku Customs Office finally begins operations. April 1959 For the first time, the ropeway begins to carry mail.&nbsp; October 1959 The press reports that ropeway employees have not been paid for the past three years. &nbsp;1961 The ropeway operates for only six months and carries 80,000 tons of goods. https://www.youtube.com/watch?v=XsMi4Zs-KrEAt 7,193m <a href="https://www.nepalitimes.com/latest/gurja-himal-tragedy/" target="_blank" rel="noopener">Gurja Himal</a> is not high by Himalayan standards, and is dwarfed by the rock and ice pyramid of Mt Dhaulagiri to the east. The mountain is nonetheless impressive because of its imposing south face, rising nearly 4km vertically above the valley below. One of the last villages near the mountain is Gurja Khani, a fascinating settlement tucked away in splendid isolation in the Dhaula Valley. This area of Nepal is still untouched by roads, and much of the traditional architecture and way of life remains. Steep canyons make the valley impenetrable from below, and the only access is on foot over a 3,300m pass.  <figure><img width="2736" height="2446" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171144/636936be9c7e80680e03fdf9jpeg.jpg" alt=""/><figcaption>The imposing and unclimbed South Face of Gurja Himal rises nearly 4000m vertically from the valley below. And during last year’s election, some politicians spent the night here while campaigning,” recalls Biswakarma, who makes about Rs500 a day and plans to add rooms. He has also invested in two horses which he will rent out to those who want to reach Gurja Khani.  <figure><img width="1500" height="2000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171148/636936c29c7e80680e03fdfajpeg.jpg" alt=""><figcaption> </figcaption></figure>Since it has not been exposed to commercial <a href="https://archive.nepalitimes.com/article/nation/bringing-in-two-miilion-tourists,3551" target="_blank" rel="noopener">tourism</a>, the Gurja Himal trek is a place where the Fair-Tread trekking model is being tried out over the past five years. It is based on the same principles as the fair-trade label on foodstuff, and urges trekkers to think about the impact they leave on the local people and economy.Fair-Tread takes into account who benefits from tourism expenditure, and tries to maximise its impact on poverty-reduction and social justice. More of the expenditure is designed to benefit those who need it most, without undermining their self-sufficiency and dignity.Commercial trekking mostly involves booking online with a trekking wholesaler in Europe or elsewhere, who sub-contracts to a Kathmandu company. This means that up to half the expedition expenditure never makes it to Nepal. Of the other half, much of it stays in Kathmandu and does not trickle down to places like Gurja Khani. <figure><img width="1500" height="979" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171148/636936c59c7e80680e03fdfbjpeg.jpg" alt=""><figcaption> </figcaption></figure>On the popular <a href="https://www.nepalitimes.com/here-now/everest-garbage-caravan/" target="_blank" rel="noopener">Everest </a>and <a href="https://www.nepalitimes.com/here-now/everest-garbage-caravan/" target="_blank" rel="noopener">Annapurna </a>areas, trekkers either camp or stay in purpose-built lodges established by companies in Kathmandu. Camping treks may be environmentally friendly, but their contribution to the rural economy is minimal, since the fees are paid to the trekking agency, and most of the food is sourced from outside. In contrast, even a poor family can invest in and profit from a homestay. In Gurja Khani, Belmoti Pariyar started her aptly-named Jivan Ko Bato (Road of Life) homestay with one tiny room and a single bed. Now she has enlarged that room and added another so that she can accommodate four paying guests. Her guest book shows visitors from Brazil, Switzerland, Canada, the UK, and Nepal. ‘The best momo ever,” one trekker, a retired British Army colonel who stayed here a month, wrote. He taught Pariyar some English words, and she is happy that her homestay provides supplementary income to pay for her daughter’s school. Lulang, on the south slope of the pass, is an unusually large village of Dalits and has three homestays. “People respect me more because they see that I have a steady income from my rooms, they even chose me to be the Chair of our Tourism Committee,” says Rati Maya Biswakarma proudly.Most visitors here are blissfully unaware of caste discrimination in Nepal, and the ignorance means that they could be indirectly supporting it. Dalits have not been able to benefit from tourism as much because they have not become guides in numbers proportionate to their population. The only tourism-related occupation easily accessible for them is low-paid portering.  <figure><img width="1936" height="2592" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171148/636936c89c7e80680e03fdfcjpeg.jpg" alt=""><figcaption> </figcaption></figure>Porters are usually not salaried employees of trekking agencies but hired on a daily-wage basis. They often lack accident insurance and adequate clothing for high altitudes. Lal Chhantyal, a licensed guide from Gurja Khani, says uncertainty of income is the biggest problem.The trekking season is short, and the cost of renting a room in Pokhara in the hope of getting work is exorbitant. Fair-tread trekking aims to ensure that porters and guides are recruited locally, properly equipped, and paid a fair wage. Fair-Tread also emphasises respect for the environment, local culture, and traditional skills. Tourism has often brought modern materials and architecture because trekkers demand rooms with attached bathrooms and modern plumbing. Villagers then perceive these facilities as superior to the traditional architecture, artisanal skills and artifacts they have. Jhak Bahadur is the elected chair of the Gurja Khani council, and his main emphasis is on health, especially to reduce the high maternal mortality rate. Because of its remoteness, women with childbirth complications die because they cannot reach the nearest health post in Lulang in time. Jhak Bahadur says building a road would impact on trekking, a ropeway would make transportation easier, but the cost is too high. Nobody owns the views of the Himalaya, but surely the people who live in their shadow deserve to benefit from our visit. www.offthebeatentreks.orgJoy Stephens has worked in Nepal for 20 years as a researcher in education and trafficking. She is the author of Window onto Annapurna (1988, Victor Gollancz). <h2>Gurja Himal tragedy</h2> <img width="640" height="951" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171148/636936cc9c7e80680e03fdfdjpeg.jpg" alt="">The disaster which struck the Korean expedition on 10 October brought Gurja Himal (7,193m) and this inaccessible region of Nepal to world attention. Two months after the disaster, there is still uncertainty about what caused the Base Camp at 3,500m to be blown away, killing five Korean and four Nepali climbers. Gurja Himal is one of the westernmost peaks in the Dhaulagiri massif and has an unclimbed south face that soars nearly 4,000m above the valley. The Korean expedition was led by veteran mountaineer Kim Chang-ho who is famous for being the first Korean to summit all 14 eight-thousanders without bottle oxygen. Disaster struck even before the climbing began, and since no one survived. It was probably an avalanche like the one pictured below coming down the face. Locals who helped retrieve the bodies said there was no ice or snow at Base Camp, and the bodies had been blown across the river to the opposite slope. Tall trees in the narrow valley had snapped in half, and videos taken by the rescuers show scars from what look like an air blast preceding an avalanche that roared down the face.  <figure><img width="1057" height="506" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171148/636936cf9c7e80680e03fdfejpeg.jpg" alt=""><figcaption> </figcaption></figure>Villagers say they told the expedition to establish Base Camp lower at 3,000m to avoid angering the mountain’s guardian deity which they say does not tolerate people defecating nearby. Over the years, they report that several locals have died near the same spot. Sita Chhantyal, sister of one of the local guides who died in the disaster, said the expedition did everything to propitiate the deity, sacrificing a chicken and a goat. She added: “But they made the mistake of locating the camp too close to the mountain. It made the god angry.”Rescuers talk of the bodies flung off the mountain, yet in the camp site, they found crates of eggs unbroken. Trails less travelled

Who is accountable for teacher-student relationships?

Of the nearly 19 million eligible voters in next week’s election in Nepal, an estimated 5 million are abroad and cannot cast their ballots. Many others within Nepal must travel to their home districts, and might decide not to because of the cost.
Flights into Kathmandu these days are full of global Nepalis returning just to vote, but almost as many are leaving for overseas jobs. Most of those coming or going are in the 20-40 age group, and a majority want Nepal to see a change in leadership.
Bangladesh held an election this month in which citizens overseas could vote by mail.&nbsp;
“Bangladesh made maximum use of technology not just for campaigning but also for polling itself. We could have also managed this, so people within Nepal did not have to travel to their home districts to vote,” says Mohna Ansari, former head of Nepal’s National Human Rights Commission who was an election observer in Bangladesh.
A 3-day holiday has been declared so people can travel to their home constituencies to cast ballots. Even if there was not enough time to manage ballots for overseas Nepalis, it could have been done for Nepalis within Nepal.
Former Chief Election Commissioner Bhojraj Pokharel reckons that physical voting in countries with a large Nepali diaspora would have been a logistical nightmare, but in the PR system, using electronic voting machines or paper ballot could have been piloted in some places. It is not possible to manage the entire voting process until we introduce the internet voting system.
“First of all, there needs to be political will to bring the policy and be ready to undertake that level of investment and it is not a one-time cost,” Pokharel says. “A government formed by the GenZ could have atr least issed an ordinance ensuring this right, piloted out-of-country voting where possible, which could have built pressure for the future Parliament and the government. It would have given people hope. It is a lost opportunity.”
All major political parties called for voting rights for global Nepalis in their manifestos, but these very leaders blocked legislation allowing it despite a 2017 Supreme Court ruling out of fear that it would be anti-incumbent.&nbsp;
<h2>Why so late?</h2>
Bangladesh delivered election results in just one day, but the final results of Nepal's last local polls in 2022 including that of Kathmandu constituencies took nearly a month.
Acting Chief Election Commissioner Ram Prasad Bhandari said this week that the results of the First-Past-The-Post (FPTP) ballot counting would “likely” be published within 24 hours of the poll closing at 5PM on 5 March. But many are skeptical.
“I wonder if we lack the capacity or know-how to announce results as quickly as possible,” says Mohna Ansari.
Former Chief Election Commissioner Pokharel says manual ballot paper counting in Nepal is inherently slow because of the large numner of political parties and/or candidates on the ballot, the counting mechanism, the political behaviour of the candidates/parties and some managerial issues during counting.
“Our present policy is to count all the ballot papers at the returning officers' officies, located at the district headquarters. It requires collecting ballot boxes safetly first. This takes time, and there have been cases of ballot boxes being damaged or stolen during transport. In a few highly difficult, geographically remote polling centres, we use a helicopter or transport. But sometimes, accommodating the party and candidates' representatives remains challenging,” explains Pokharel. A solution could be counting ballots at the very booths where they are cast.
Another reason for the delay is simply the number of political parties, and the need for each ballot paper to be examined by booth representatives for consensus. In close races, the smallest difference can lead to tense situations, further delaying results, even though counting centres are protected by metal fencing so there is no disruption.
After this, then it is the turn of Proportional Representation (PR) ballots to be counted. Weeks pass by the time the results of candidates and parties are tallied and verified. But the most common delay is because election officers think ballot counting is a nine-to-five job.&nbsp;
“The efficiency of poll station officers is most important, and they are incentivised for this,” says Ansari, adding that counting can even start within an hour after voting closes.
In remote areas, local resources could be mobilised to make counting quicker, but there is a crisis of trust, adds Ansari.&nbsp;
That could be easily solved with electronic voting which the EC implemented in the 2008 polls but discontinued because political parties felt the machines could be hacked or manipulated.

Nepalis Select Who To Elect

On Saturday, Iran retaliated with missile strikes on Abu Dhabi, Dubai, Bahrain and Qatar, a region where there are an estimated 2 million Nepalis working to send money home. In addition, thousands of Nepalis were preparing to board flights to Kathmandu from West Asian cities this weekend to vote in the 5 March election. Many are said to be stranded at various aviation hubs. A Qatar Airways flight from Doha took off just before the air space was closed, while Air Arabia and Kuwait Airways have diverted or cancelled flights. Nepalis in the West Asian region said things were relatively calm where they were, although some heard loud explosions at about noon local time. In Dubai, some thought they were Ramadan fireworks.&nbsp; In Kuwait, nearly 2,000 Nepalis working in the US military base as security guards and cleaners were evacuated before the strikes. In Bahrain where the US Fifth Fleet naval base is located and which was hit by two Iranian missiles, workers contacted by Nepali Times said the situation was under control and the authorities had told everyone to stay indoors and not use highways. The conflict also coincided with the beginning of Nepal’s trekking and mountaineering season, and tourists were either on their way or planning to leave European and North American cities for Himalayan hikes. Most of them transit through Doha, Dubai or Kuwait and all three airports are closed. Credit: Flightradar24</figcaption> </figure>  However, the main impact for the world could be a spike in the price of petroleum products if the strategic Strait of Hormuz is blocked. China relies on Iranian oil for their refineries, and Nepal could be affected indirectly if the economies of its neighbours are hit. Nepal imports all its diesel, petrol, LPG and aviation fuel from India which sources it mainly from the Gulf, and until recently from Russia. Petroleum makes up 25% of the value of all imports, and that is more than Nepal earns from all its exports. Saudi Arabia this year overtook the UAE as the main destination for Nepali workers, with the number now totalling 400,000. There are said to be as many in the UAE, and another 350,000 in Qatar. More than half of the overseas remittances to Nepal comes from its workers in the Gulf, and it is the mainstay of the country’s economy. Nepalis in Saudi Arabia, Qatar and the UAE alone send home more than $3 billion a year, much of that helping support their families back home. An average Nepali worker in the Gulf sends home nearly $2,500 a year, and this is spent mainly for household supplies, children’s education and healthcare. There are also an estimated 7,000 Nepali caregivers and healthcare workers in Israel, and most of them are women. The Nepal Embassy has asked Nepalis in Israel to take caution and move to bomb shelters.

West Asia war and Nepalis

If you did not watch the understated movie उनको स्विटर / (The Woolen Sweater) after it was released in May last year, you missed a major turning point in Nepali cinema. Much-hyped films fall short of expectations, but here is an exquisitely acted and directed production with a strong underlying message of tolerance. What a contrast from formulaic melodramatic Kollywood fare — a love story so simple, cinematography so subtle in capturing the beauty of the monsoon on mountain pastures, and a background folk song accompaniment that evokes the flavour and tenor of multi-ethnic eastern Nepal. Since its release, Unko Sweater received praise in Nepal, but it was in multiplexes across Nepaliphone India where the movie became a rage. Positive reviews spread by word of mouth on social media, where the script, performance and camera work were praised for reflecting a genuine and unsullied rural Nepal. The movie is a layered portrayal of caste, ethnicity, gender and culture with the tender romance between the shy Dharanidhar Kafle (Bipin Karki) and Phool Gurung (Miruna Magar) in which the two, despite being soulmates, have to deal with societal norms and gossip. They do this without rebelling, in their own quiet way. In the first scene in a crowded jeep, people are seen discussing an election. An elderly greying Kafle is headed home, and the rest of the movie has back and forth flashbacks revealing the story of his unspoken affection for Phool. But there is an undercurrent of ethnic rigidity. When Kafle’s brother Dambar elopes with Iksha Limbu, the repercussions are borne by both families. Then Kafle’s uncle is banished for being an outcast.&nbsp; Miruna Magar as Phool, as an ebullient woman, is in contrast to the introverted Kafle, who does not say much but has a melodious singing voice. As the plot thickens, Kafle is shown to be bound by circumstances that pose obstacles to his love for Phool. The storyline delicately shows how life and situations constantly force people to shift direction. Despite underlying differences, the various castes and ethnicities in this fictitious village near the Sikkim border get along because they have to. There is an interdependence between highland farmers and other ethnicities living down the valley that is at the heart of Nepal’s ethnic harmony. Despite taboos about interethnic and intercaste relationships, people still have trust and faith amongst each other. There is no time reference to the story, but it does speak of a nostalgic era decades ago when rural Nepal was not yet connected by roads and phones, when people had no choice but to get along. Things have changed now with outmigration, and education has blurred ethnic lines. A QUIET LOVE Director Nabin Chauhan is not in your face with his message, giving viewers a hint of deep rooted traditional values that still govern society. Each character adds to the storyline, validating the way they behave, pushing the plot forward.&nbsp; There are many emotions that are intricately woven into the plot, and the most prominent, of course, is love. Not the showy, lustful way it is shown in flamboyant formula films, but a quiet bond that does not need words, a silence, a glance and a gesture conveying the universe of love. When Phool asks Kafle what he will do if they cannot be together, he says he will build her a house with a beautiful garden of flowers in the meadows where he herds livestock. He builds it awaiting her return, while Phool knits him a sweater, the symbol of their interwoven love. In screenings of the film in Nepal and India, there has not been a dry eye in the audience. The background score and music by Kobid Bazra and the powerful rendition by Jhuma Limbu of the ‘Kafle’ strike a strong chord. The cinematography by Chintan Rajbhandari does not glamourise Nepal’s rural landscape, it is shown in its raw misty beauty as a constant backdrop.
