They are rare, they are elusive and they are so well camouflaged, they are difficult to see, even when they are right there. That is why <a href="https://nepalitimes.com/opinion/comment/nepal-brings-back-the-snow-leopard">snow leopards</a> are called the ‘Ghosts of the Himalaya’. And because they are also regarded as being sacred, they are called ‘God’s Pets’.&nbsp; Nepal has <a href="https://nepalitimes.com/news/does-nepal-really-have-too-many-tigers">tripled its tiger population</a> in 12 years since 2010. There have been successive years with zero rhino poaching and the numbers have bounded back. But few know about the country’s success story with snow leopard conservation. Preliminary data from an on-going census shows that Nepal ranks fourth among the 12 snow leopard range countries in central and South Asia. Photo: TASHI R GHALE </figcaption> </figure>  Nepal also leads in <a href="https://nepalitimes.com/news/satellite-tracking-snow-leopards-in-nepal-to-study-climate-impact">snow leopard research</a>. Less than 3% of the snow leopard range has been studied through camera traps and genetic studies, but it is Nepal that has done the most. <a href="https://nepalitimes.com/here-now/nepal-leads-in-snow-leopard-study">Over 100 Years of Snow Leopard Research</a> by the World Wildlife Fund (WWF) in 2021 showed that 74% of the snow leopard habitat in northern Nepal has been the subject of research into the species. “We are leading globally when it comes to snow leopard conservation and study, starting from 2013 in Kanchenjunga using GPS to study their habitat,” says <a href="https://nepalitimes.com/here-now/conversation-with-mr-conservation">Ghana S Gurung of WWF Nepal</a>. “We also found via camera traps they went as high as 5,800m and as low as 2,600m.” There are an estimated 300-500 snow leopards across high mountain Nepal with Dolpo, Manang and <a href="https://nepalitimes.com/banner/participating-to-save-kangchenjunga">Kangchenjunga</a> the main hotpots for the endangered species. Unlike with tigers and rhinos which are poached by wildlife traffickers, snow leopard killings are mostly retaliatory for killing livestock. Snow leopards attack yaks, sheep and goats of herding communities in the mountains. One of the most effective methods to protect the species from traps and poisoning is to help local communities build mesh wire corrals. The San Francisco-based <a href="https://snowleopardconservancy.org/">Snow Leopard Conservancy</a> through the Nepal group <a href="https://www.mountainspirit.org.np/">Mountain Spirit</a> has designed and tested portable corrals that can move with herders.&nbsp; “They move all year around so that the livestock have enough pasture to graze on, which is why it was important that our improved corrals could be dismantled and moved around,” explains Shailendra Thakali of the Snow Leopard Conservancy. The team consulted herders in Manang and Mustang while developing the corrals based on traditional design, with a stone base but wire mesh on the sides and the roof as well as strong wire gates for secure closure. Photo: BRIAN PENISTON</figcaption> </figure>  Tourism and agriculture in Manang and <a href="https://nepalitimes.com/here-now/comings-and-goings-in-mustang">Mustang</a> dropped during the pandemic, and the Conservancy also helped herder communities with alternative livelihoods.&nbsp; “We trained them in basic hotel business such as lodge management skills but more importantly to restore abandoned pastures by planting jimbu which is highly valued for cooking in Kathmandu and Pokhara,” says Brian Peniston, also with the Snow Leopard Conservancy. “The tourist figures have now increased considerably and this has directly benefited 1,000 households in three municipalities.” <a href="https://www.wwfnepal.org/">WWF Nepal</a> has also collaborated with the Department of National Parks and Wildlife Conservation (DPNWC) to train locals in Dolpo and Kangchenjunga to make their own mesh wire corrals with subsidies on raw materials.&nbsp; WWF has partnered with Amchi traditional medicine practitioners to promote conservation of snow leopard in mountain communities where people trust faith healers. School eco-clubs also involve youth in conservation.&nbsp; “We must trust communities and promote local ownership when it comes to wildlife conservation, and if it were not for the communities there, snow leopards would be long gone,” says Gurung of WWF Nepal. “It is important to revive the belief that snow leopards are sacred because they are god’s pets, tie them up with the spiritual, cultural and traditional belief of the people.” Community-managed livestock insurance schemes have attained zero retaliatory killings in Kangchenjunga where WWF and the government has sent up an endowment worth Rs10 million to compensate herders for snow leopard kills. A similar scheme is being implemented in Dolpo which has double the density of snow leopards compared to Kanchenjunga.&nbsp; But the compensation mechanism is cumbersome and often inefficient. Claimants need to provide photographic evidence with tags of the livestock still attached but snow leopards often go for the head and tags are lost. The evidence has to be submitted promptly, and this is difficult for herders in isolated villages.&nbsp; Insurance agents are based in headquarters like Chame in Manang and are not willing to travel all the way up. Similarly, photographic evidence needs to be assessed by veterinarians who are also reluctant to go to remote areas that take up days. “The compensation policy hasn’t changed in the last 20 years,” says <a href="https://nepalitimes.com/review/snow-leopard-redux">Tashi R Ghale</a>, high-altitude wildlife photographer and conservationist. “Here in Manang, herders would get Rs6,000 in compensation for a yak when the market rate was Rs20,000. The market rate is now Rs150,000 but they still get only Rs6,000. Even then, they have to wait for months.” Brian Peniston feels improving and tailoring compensation suitable to the landscape is of utmost priority, and the schemes need to be more accessible and effective as well as herder friendly. He adds, “Local governments should be handed authority in these matters, and it should be equal parts trust and verify. It is over-verification at the moment.” Climate breakdown has added to the challenge of snow leopard conservation. Either blizzards or winter droughts mean fewer prey for the mountain cats, this in turn has also led to leopards preying on livestock. Usually, the wild prey to livestock ratio in a snow leopard diet is 70:30. Blue sheep (pictured below) are the main prey species for snow leopards, but there is now competition with lowland spotted leopards which have moved up the mountains, while the Himalayan wolf has descended. Photo: SHAILENDRA THAKALI</figcaption> </figure>  Other disrupters include <a href="https://nepalitimes.com/multimedia/the-human-cost-of-nepal-s-yarsa-gold-rush">overharvesting of yarsagumba</a> and increased movement in this fragile landscape, with adverse impacts on all wildlife, not just snow leopards. Expansion of the road network to the remotest corners of the country is another concern, adding to the risk of human-wildlife conflict and poaching.&nbsp; “There has been much research on snow leopard behaviour in the last 30 years but what we haven’t done nearly enough is study human behaviour,” says Peniston. Despite the challenges, the rebound of snow leopard populations has increased the opportunity to <a href="https://nepalitimes.com/banner/trekking-to-save-nepals-snow-leopards">snow leopard viewing eco-tourism</a>, as is being practiced in Dolpo.&nbsp; Says <a href="https://nepalitimes.com/review/ice-to-water-alv4lorf">Tashi R Ghale</a>: “Local communities here in Manang and Dolpo are doing what they can, but the Nepal Tourism Board needs to step in to promote snow leopard trekking and tourism. Ghosts of the Himalaya

Ghana S Gurung had to <a href="https://nepalitimes.com/here-now/11-day-trek-is-now-a-day-s-drive-in-nepal">walk 11 days</a> from the tiny village of Dhee in Mustang to Pokhara to give his high school exam in 1983. He wanted fervently to be a medical doctor, and took biology in college in the hope of selection for a medical seat under the Mustang king’s quota. While in Amrit Science College in Kathmandu, he was offered a scholarship to study Parks, Recreation and Tourism in New Zealand. He did not even know the meaning of the English word ‘recreation’, and failed a mandatory English test.&nbsp; Ever resourceful, Gurung convinced Edmund Hillary, New Zealand’s ambassador to Nepal at the time, that he would take English lessons when he got to Victoria University Wellington. He graduated from <a href="https://nepalitimes.com/news/remembering-pat-guru">Lincoln University</a> in Christchurch, and went on to do his PhD in natural science from University of Zürich, Switzerland.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240721050716_955ba8ed7169900be32bd9996d58f245b38fdc8f142c91571604fbc0d1db3636.jpg" data-media-id="editor_2" data-image-id="20240721050716_955ba8ed7169900be32bd9996d58f245b38fdc8f142c91571604fbc0d1db3636" data-rendition-name="original" width="3498" height="2360" loading="lazy" alt="Ghana Gurung"> <figcaption>Young Ghana Gurung with Sir Edmund Hillary before he left for college in New Zealand.</figcaption> </figure>  “I was born for conservation,” says Gurung, who is now WWF Nepal Country Director and was recently honoured with the <a href="https://www.lincoln.ac.nz/">Lincoln University</a> Alumni International Medal by his New Zealand alma mater. He adds, “As a child I studied Buddhism which is all about doing good for people and nature. It taught me about sentient brings, about interconnectedness, interdependence between all living and non-living things.” As a boy in Dhee, Gurung herded sheep and yaks and recalls that snow leopards were the main threat to the family livestock. “Snow leopards were then my biggest enemy,” he says, “<a href="https://medium.com/wwftogetherpossible/fighting-for-the-survival-of-an-old-foe-b517c4f04034">now they are my best friends</a>.” Gurung has been hailed as a <a href="https://nepalitimes.com/here-now/nepal-leads-in-snow-leopard-study">pioneer of snow leopard conservation</a> in Nepal and globally. In 2022, he was named one of <a href="https://www.worldatlas.com/articles/meet-12-incredible-conservation-heroes-saving-our-wildlife-from-extinction.html">12 most incredible conservation heroes</a> in the world by World Atlas for his work.&nbsp; Today, snow leopard numbers are on the rise across the Nepal Himalaya, although the elusive endangered cats are threatened by the impact of climate breakdown. In fact, Gurung’s home village of <a href="https://www.nytimes.com/2020/04/05/world/asia/nepal-himalayas-glacier-climate.html">Dhee has been nearly abandoned</a> because springs in the area have gone dry due to chronic winter drought. Growing up in Dhee, Gurung says he had a strong urge to excel in studies to dispel the entrenched notion that people from the mountains were not very smart. One of his biggest inspirations was his school teacher Man Bahadur Biswokarma of Marpha, who urged him to aim high and get a PhD someday.&nbsp; “I think I have made Man Bahadur Sir proud,” he says.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240721050716_e578bfa9bbdf3d6bad3e383971adffa46e099c26f024b1fb1eb1b4e6209fdafc.jpg" data-media-id="editor_8" data-image-id="20240721050716_e578bfa9bbdf3d6bad3e383971adffa46e099c26f024b1fb1eb1b4e6209fdafc" data-rendition-name="original" width="405" height="405" loading="lazy" alt="Ghana Gurung"> <figcaption>Gurung at age 16 in Mustang before going off to college.</figcaption> </figure>  At WWF, Gurung was closely involved in the creation and handover of the Kangchenjunga Conservation Area, a 2,030 sq km zone in eastern Nepal patterned after similar nature reserves in Annapurna and Manaslu.&nbsp; The Maoist conflict was at its peak, yet Gurung managed to do the groundwork with local officials and mother’s groups for the <a href="https://nepalitimes.com/here-now/participating-to-save-kangchenjunga">Kangchenjunga Conservation Area</a> under the ladership of the government. Many of Nepal’s top conservationists arrived in Ghunsa for the official handover in September 2006, including his mentors <a href="https://archive.nepalitimes.com/news.php?id=18587">Harka Gurung, Chandra Gurung, Mingma Norbu Sherpa and Tirtha Man Maskey</a>. After the ceremony, Ghana was supposed to join them for the helicopter ride back to Kathmandu but had to stay behind in Taplejung to prepare a press statement. Soon after takeoff in pouring rain, the Mi17 helicopter hit a mountain at 4,000m, <a href="http://archive.nepalitimes.com/news.php?id=12536">killing all 24 people on board</a>.&nbsp; Ghana Gurung was involved in the search and rescue, and was determined with others to turn the tragedy into a long term effort to nurture a new generation of conservation leaders. Since then, the <a href="https://nepalitimes.com/here-now/remembering-nepal-s-conservation-heroes">Mingma Norbu Sherpa Memorial Scholarships</a> has been sending <a href="https://archive.nepalitimes.com/news.php?id=17700">two Nepalis to Lincoln University</a> in New Zealand every year , and WWF Nepal provides five memorial scholarships every year. &nbsp; At <a href="https://www.wwfnepal.org/">WWF Nepal</a>, Gurung is a proponent of an integrated approach to development that involves local communities in conservation, not the fortress model of fencing off wilderness areas championed in the West.&nbsp; He says: “In Nepal, unless you protect people, they will not protect wildlife. All these years I thought we were working for nature. Now I realise we were working for people. Human beings are a part of the living world, and it has to be a symbiotic relationship.”&nbsp; Indeed, indigenous communities living near the conservation areas and in buffer zones have been crucial to Nepal’s successes in conservation including tripling the tiger population in 12 years, doubling forest cover in 30 years, recording 752 days of zero poaching of rhinos putting Nepal in the global conservation map.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240721050716_b912a449e02f873bf636aaf699c9c09b35838d027813fc6aa4f8cec5e1d418f8.jpg" data-media-id="editor_15" data-image-id="20240721050716_b912a449e02f873bf636aaf699c9c09b35838d027813fc6aa4f8cec5e1d418f8" data-rendition-name="original" width="1667" height="2500" loading="lazy" alt="Ghana Gurung"> <figcaption>Photo: LINCOLN UNIVERSITY</figcaption> </figure>  However, more tigers mean prey density is declining and the animals are entering human settlements in search of food and water, leading to <a href="https://nepalitimes.com/here-now/human-animal-interface-in-nepal-wildlife-corridor">increased human-wildlife contact</a>. “We are trying to convince people in the buffer zone about precautions they have to take near the park,” says Gurung, who has got WWF to help local people manage homestays for ecotourism benefits. While <a href="https://www.youtube.com/watch?v=gkSpWxxNX10&amp;t=2s">Nepal’s success in tripling its tiger population</a> has increased attacks on people, the media magnifies tiger attacks even though many more people in Nepal are killed every year by snake bites. Gurung says, “Animal will not change their behaviour as they are wild, whereas we humans need to change our behaviour to live and thrive with wildlife which is one of biggest tourism assets and economic pillars of Nepal”. The increase in forest cover coupled with outmigration of local people has also meant that the undergrowth in buffer zones is now loaded with deadwood that is fuel for forest fires. Climate change-induced droughts have also meant that grasslands are tinder dry. Ghana Gurung says the answer to Nepal’s new conservation challenges lies in <a href="https://nepalitimes.com/here-now/climate-breakdown-magnifies-western-nepal-s-woes">protecting water sources</a> in the catchment area, watersheds, wetlands, groundwater and controlling the river pollution. “Being climate-smart automatically means water resilience,” says Gurung, noting how natural springs across Nepal are going dry while in the Tarai, over-extraction of groundwater has led to ponds inside national parks drying up. Prolonged heat waves are making the water crisis worse. <a href="https://nepalitimes.com/banner/in-conservation-nepal-is-not-out-of-the-woods-yet">Unplanned infrastructure</a> is also adding to the challenge, Gurung says, and one of WWF’s focus areas is in ensuring that protected areas are not disturbed by <a href="https://nepalitimes.com/here-now/protecting-protected-areas-from-infrastructure">highways, transmission lines and irrigation canals</a> bifurcating them. Climate smart and wildlife friendly infrastructure development is the way forward. The climate crisis has caused Gurung’s community to abandon Dhee and Samjong villages in Upper Mustang, the village where he was born. He says, “Climate breakdown is already happening, we have spent enough time talking about how bad it is. It is time to start doing something about it ourselves with nature-based solutions to protect our water sources.”

Imperceptibly, he raises his camera and takes a burst of shots, the clicks muffled by the wind and din of Griffon vultures wheeling overhead.Growing up in Manang, Ghale found it difficult to discern the panje (as snow leopards are known in his mother tongue)because their spotted pelt blended so well with the cliffs they climbed.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230112100128/63bfd3279c7e80680e0d304bjpeg.jpg" alt="" width="1500" height="1000">It is still difficult to catch a glimpse of the endangered Himalayan big cats, but Ghale has since trained himself to track them. He has had close encounters at least 30 times since first photographing them in 2006 and this has earned him the moniker, Snow Leopard Whisperer.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230112100128/63bfd32b9c7e80680e0d304cjpeg.jpg" alt="" width="200" height="109">“I know the terrain in Manang like the back of my hand,” says Ghale, showing us around his exhibition, ‘Melting Paradise’ that uses his photographs of snow leopards over the years to highlight how <a href="https://www.nepalitimes.com/latest/satellite-tracking-snow-leopards-in-nepal-to-study-climate-impact/" target="_blank" rel="noopener noreferrer">climate change is impacting the Himalayan habitat</a>.In Manang, like elsewhere in the Himalaya, the glaciers that drain the north slopes of the Annapurnas are shrinking and the snowline is receding. The Gangapurna glacial lake was expanding until it got swallowed up in sediment after a flood last year -- also depicted in Ghale's photographs.Snow leopard photography got some bad press recently with photoshopped images by an American trekker ostensibly taken in the Everest region.But genuine Nepali field biologists like Tashi R Ghale know how difficult it is to get a good shot, and the reward in terms of personal fulfilment.The careful patience of a wildlife photographer shows through Ghale’s work. Tashi’s exhibit does just that.”The exhibition includes photographs of snow leopard prey from Dolpo and Humla as well as the predator in the wilds of Manang and Mustang.The Snow Leopard (Panthera uncia) is in the IUCN’s global Endangered C1 red list with only 300 to 500 left in the wild in Nepal. Human disturbance with new roads and settlements are also driving away the snow leopard.“A snow leopard is needed for every 150 blue sheep to cull their wild population and reduce pressure on the grasslands,” explains Ghale. Ghale reckons there are approximately 2,200 blue sheep in Manang alone. Snow leopards are studied <a href="https://www.nepalitimes.com/here-now/nepal-leads-in-snow-leopard-study/" target="_blank" rel="noopener noreferrer">most intensively in Nepal</a> and there are signs cat numbers are increasing in some pockets despite the threats.Besides snow leopards, Ghale’s camera traps have led him to discover new and lost Himalayan species like the Pallas Cat and the Himalayan Grey Wolf of which there are said to be only 50 remaining in Nepal. In fact, the Pallas Cat has been renamed Tashi Cat to honour his discovery. Ghale founded the Third Pole Conservancy and has contributed to the Destination Manang eco-tourism campaign.Tashi Ghale's father had taught him to fear the panje, which would often kill livestock and leave paw prints near the family home. Today, rather than fear the animal, Ghale is in awe of them.He teaches secondary students in Manang to set up camera traps and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Studying-Cat-Scat,3559" target="_blank" rel="noopener noreferrer">recognise snow leopard droppings</a>. He says: “Just like we have distinctive fingerprints, snow leopards have individual spots. Recognising individual snow leopards is the first step in co-existing with them.”

Snow leopard redux

In an announcement on Monday, Lama was named among five laureates of <a href="https://www.rolex.org/rolex-awards/latest-laureates" target="_blank" rel="noopener noreferrer">this year’s Rolex Awards for Enterprise</a> for his role in promoting local initiatives for biodiversity conservation in Nepal’s trans-Himalayan region.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121148/636b93a59c7e80680e06f1b7jpeg.jpg" alt="" width="640" height="346">Born and raised in one of Nepal’s remotest regions, Lama was inspired and mentored by 1981 Rolex Laureate, wildlife biologist Rodney Jackson, who spent four decades of his life protecting <a href="https://www.nepalitimes.com/here-now/nepal-leads-in-snow-leopard-study/" target="_blank" rel="noopener noreferrer">the threatened snow leopard</a>, and initiated the first-ever radio collar study on the big cats in western Nepal 40 years ago.But Lama has taken a step further making it his life’s mission to protect not only the snow leopard, but other threatened high-altitude species like <a href="https://www.nepalitimes.com/banner/crying-wolf/" target="_blank" rel="noopener noreferrer">the Himalayan wolf</a>, Himalayan black bear, wild yak, Tibetan argali, musk deer that live at altitudes from 3-5,000m.“The trans-Himalayan ecosystem which includes most of Nepal’s highland is very fragile and increasing human activities are threatening it constantly. Thus, there is an urgent need for a conservation project which addresses an integrated approach to conservation and livelihood,” says Lama.<a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/northwestern-tip-of-nepal-Humla,3430" target="_blank" rel="noopener noreferrer">Humla district in Nepal’s northwestern corner</a> bordering China and India has long suffered from state negligence, and is one of the least developed parts of the country. Only 1% of its land is suitable for farming, leading to one of the highest rate of food insecurity in Nepal. Economic opportunities are hard to come by.Now, <a href="https://www.nepalitimes.com/banner/human-face-of-a-himalayan-climate-crisis/" target="_blank" rel="noopener noreferrer">the climate crisis</a> has added to the challenge. Lama’s long-term solution to overcome the threats to this biodiversity is to engage local people from Humla, particularly young environment graduates and empower communities to become the stewards of the land.The young scientist plans to enhance and enlarge current conservation activities to promote local leadership in conservation. One of the priority areas is educating and training people in law enforcement to discourage illegal hunting, logging and forest fires. Lama’s other focus is developing livelihood for communities.Lama is collaborating with a herbal and agricultural products company in Humla to develop a model for technical support to local residents who want to establish small businesses. He is also conducting a feasibility study of potential trekking trails to promote <a href="https://www.google.com/url?client=internal-element-cse&amp;cx=bead8272edd0f2143&amp;q=https://www.nepalitimes.com/banner/model-for-post-covid-ecotourism/&amp;sa=U&amp;ved=2ahUKEwiAl6yO0KjxAhVFgOYKHd-jC7YQFjAAegQIAhAC&amp;usg=AOvVaw3XvLNZTTvO9b1MTDj1KKN1" target="_blank" rel="noopener noreferrer">ecotourism</a> and working with local women skilled in making the traditional attire to generate jobs.Lama’s project is science-based and uses field surveys and camera trapping techniques to establish the baseline number of mammal species, while supporting the development of new enterprises that will expand the possibilities for local people’s source of income. At the same time, Lama will combine science with <a href="https://www.nepalitimes.com/banner/bon-voyage/" target="_blank" rel="noopener noreferrer">traditional knowledge and indigenous Buddhist philosophy</a> to educate the citizens of Humla in environmental conservation.“I want to show that, if given opportunities, local people can lead exceptionally and are capable of managing large-scale conservation projects and community engagement as real stewards of the land.”Since 2014, Lama has been actively involved in research and conservation of high altitude wildlife in Nepal. In 2015, he won a Wildlife Conservation Network scholarship and was the recipient of the WWF Nepal Conservation Award in 2020.Lama obtained a master’s degree in International Nature Conservation from the University of Göttingen, Germany, and Lincoln University, New Zealand. Currently, he is a conservation biologist and Conservation Program Director at <a href="https://www.thirdpoleconservancy.org" target="_blank" rel="noopener noreferrer">Third Pole Conservancy</a> and an environmental adviser to Humla’s elected representative.Other recipients of the Rolex Awards this year are American Felix Brooks-church, working on malnutrition in Tanzania, Chad’s Hindou Oumarou Ibrahim, linking indigenous knowledge to prevent climate conflicts in the Sahel, Gina Moseley from the United Kingdom who is looking into climate change in the Arctic and Brazilian Luiz Rocha who is exploring mesophotic coral reefs and their biodiversity in the Indian Ocean.The five laureates will receive funding for their projects, and a virtual event celebrating the awards will be held at the end of year.The Rolex Awards were set up 45 years ago to mark the 50th anniversary of the world’s first waterproof wristwatch, the Oyster. It supports exceptional individuals with innovative projects that expand the knowledge of the world, protect the environment – helping to preserve habitats and species – and improve human well-being.

All around us, the outlines of the <a href="https://nepalitimes.atavist.com/stairway-to-heaven">mountains of Dolpo</a> have been softened by new snow. Below, Phoksundo Lake is partly ice-covered. The snow has made it easier for us to look for snow leopard tracks. These cats are elusive enough, but their fluffy camouflage makes them hard to see even if they are nearby. ‘That the Snow Leopard is, that it is here, that its frosty eyes watch us from the mountain -- that is enough. And in the not-seeing, I am content.’ These lines from <a href="https://www.newyorker.com/science/elements/peter-matthiessens-the-snow-leopard-in-the-age-of-climate-change">Peter Matthiessen’s classic The Snow Leopard</a> echo in my mind, and make me curious: what does this creature that is so hard to see look like? <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171152/636bdb9f9c7e80680e0802d4jpeg.jpg" alt="" width="1500" height="1000"> </div> <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171156/636bdba29c7e80680e0802d5jpeg.jpg" alt="" width="1502" height="1000"> </div> It is the philosophical Zen-like idea of the ‘not-seeing’ that holds such symbolism in Matthiessen’s book. Its powerful description of the animal that is there but not there, that you look for but cannot see. It reminds us of our own ephemeral presence in the eternity of nature, of being here today, gone tomorrow. Like the tracks on the snow that indicate that the being is nearby, its proof will be erased soon enough with the warmth of the sun. It is sparsely distributed across 12 countries in Central Asia and the Himalaya, admirably adapted to its high and rugged range at elevations of 3,000-4,500m. The snow leopard has become not just a professional quest for my sister <a href="https://archive.nepalitimes.com/regular-columns/GUEST-COLUMN/Shey-Phoksundo-national-park-may-soon-become-a-bus-park,1036">Tshiring Lhamu Lama</a>, but also a personal journey. She is a Snow leopard researcher and conservationist, and founder of <a href="http://www.snowleopardjourneys.com/" target="_blank">Snow Leopard Journeys</a>. As luck would have it, she invited me to join her to spend three winter months earlier this year in our birthplace of <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/saving-shey-phoksundo-in-nepal,3596">Phoksundo</a> to document her research, and to plan for a Snow Leopard Conservation Trek next year. <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171156/636bdbaf9c7e80680e0802d9jpeg.jpg" alt="" width="1500" height="1000"> </div> There is an easier way to see a snow leopard: through camera traps that we installed. But there is nothing to beat the sight of a snow leopard in the flesh. It was after a month of stalking and tracking that I had my first encounter on 28 February. The coronavirus pandemic had spread from China to Europe by then, but up here in remote Dolpo, we had no idea. I was alone, scanning the ridges and checking up on the motion-detection camera inside a small cave. It was 6pm and already getting dark when, right at the entrance to the cave, was a large cat that looked like a furry cloud trailing a long curly tail. We were face-to-face. The leopard was as surprised to see me as I was. My happiness at seeing this apparition overcame my fear. Was it real? Was it an illusion? Did I really see it? In slow motion, I stretched my hand to grab my camera. The leopard noticed my movement, and leapt away noiselessly, disappearing up into the cliffs above. I did manage a grainy photo as it bolted off – visual proof to myself that I had actually seen what I had just seen. We sighted snow leopards four more times this winter. I will never forget its haunting yowl echoing from the cliffs overlooking Phoksundo Lake. Even when we did not hear it, the leopard’s ghostly presence was all around us. We were all inspired by <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/saving-shey-phoksundo-in-nepal,3596" target="_blank">George Schaller</a> and Peter Matthiessen, who passed through our village of Phoksundo in 1973, long before either of us were born. Schaller’s study of the blue sheep and Matthiessen’s The Snow Leopard have been the inspiration for Tshiring’s conservation work. In 2016, she joined Schaller’s team which was retracing his 1973 trip, and had a chance to carry forward her study into snow leopards. “Throughout my research in Dolpo, our people would ask me why we need to save these predators that kill our yaks and sheep, and which do not give us any milk or food,” Tshiring tells me. She tried to explain to the herders the importance of maintaining the ecological balance of these mountains, and how the snow leopard is at the top of the food chain. She has seen two snow leopard cubs being dragged out of the lair and killed, and we have a camera shot of another snow leopard trailing a nylon rope from a trap around its waist. But for next year and beyond, Tshiring is convinced that the Snow Leopard Conservation Trek to Phoksundo Lake can <a href="https://www.nepalitimes.com/banner/dazzling-dolpo/" target="_blank">attract premium tourists</a> from all over the world, bringing jobs and income to locals. This, in turn, will convince them of the value of protecting the habitat of the snow leopard in Nepal’s <a href="https://www.nepalitimes.com/banner/new-high-way-to-dolpo/" target="_blank">largest district bordering the Tibet Plateau</a>. Last winter, our main aim was to engage and involve local herders through employment opportunities which might change their perception about snow leopards into the protection of these magnificent cats. Trekking to save Nepal's snow leopards

Zoologists are already tracking the leopards through satellite telemetry. WWF-UK, WWF Belgium, WWF Canada and WWF Australia, WWF Nepal provided financial support for the collaring.

Satellite tracking snow leopards in Nepal to study climate impact

I went better prepared this time, remembering to bring a hat and wear socks inside my humble canvas shoes.The path was precipitous, and packed by centuries of human and animal footprints. It wound through the towering forests of Nepal’s mid-mountains, taking detours into the hillside for stony stream crossings and traversing upwards into the thinning air with tantalising glimpses of rocky outcrops and soaring white peaks.In late spring, the woods were heavy with red rhododendrons, white daphne and yellow bamboo. The pervasive calls of Himalayan ravens and crows, kag, haunted the landscape. Tangled creepers and buttressed tree roots reminiscent of Tolkien’s Hobbit sent my mind skidding off into a trekkers’ trance, a flight of fancy involving mythical monsters and waning moons.But mostly I was just concentrating on putting one foot in front of another, and gasping for air.“These people must be stupid,” observed Pertemba, as we passed more men bent under the weight of bulky loads secured by a woven canvas strap across their foreheads, driving their shaggy ponies ahead of them down the trail. “Why don’t they use the horses to carry those sacks of grain?”He shook his head, smiling a wide Sherpa smile, dark eyes shining beneath a red baseball cap. Stones dislodged by the horses’ hooves spun noisily and invisibly into the void below, the sound ricocheting across the valley walls. The pungent steam of pony droppings mingled with the scent of warm pine needles and the sound of my laboured breath.It was late that afternoon that I encountered the red panda. It was definitely an encounter, not just any old sighting. Pertemba had gone ahead up the <a href="https://en.wikipedia.org/wiki/Langtang_National_Park">Langtang Valley</a> to find us a spot for the night, so I was wandering alone on a friendly stretch of hillside, the last of the fading sunlight filtering through the trees. Startled by a rustle beside the trail, I first noticed a rich orange coat and furry banded tail amidst the dead leaves of the forest floor, followed by a white snout, black nose, striped face and a pair of curious beady eyes. A current of communication passed between us, a taut pause, and he flashed away into the undergrowth.Pertemba and the locals had no idea. It took me some time to identify the creature as a <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/red-panda-conservation-nepal,1668">red panda</a>, as they are rare, highly threatened and seldom seen in the wild.Even today, wildlife viewing and bird watching in Nepal’s mountain circuits remain a lost opportunity for tourism. There is little overlap between the knowledgeable naturalists of the Tarai national parks and the sherpas (with a small ‘s) who guide our 200,000 or so trekkers with such world-renown capability.Trek guides are adept at getting their clients safely through the day, avoiding altitude sickness, cheerfully cajoling up the inevitable steep climbs, and delivering them in one piece to a lodge or teahouse for the night. On more un-serviced trails, they are super-skilled at setting up camp, wrestling with tents, packing sleeping bags and producing elaborate meals in the middle of nowhere.But few of Nepal’s 16,000 licensed trekking guides know the names of the <a href="http://archive.nepalitimes.com/blogs/kundadixit/2018/02/07/no-tiger-no-mountain/">birds</a>, animals, <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/years-of-botanical-art,3222">plants and trees</a> along the route, striding past a whole dimension of potential enchantment for their clients.  The opportunity to advocate for conservation, and explain changing lifestyles forged by modern life and climate change, is lost too.Circling eagles and vultures, flashes of woodland birds, and dozens of species of fascinating ferns, mosses and trees are passed unnoticed and unremarked. Trek itineraries disregard adjustments to maximise sightings of the hidden natural world. During my years of addiction to Himalayan trekking, flogging high and low, east and west, that red panda was the first of some of my most intense and unforgettable moments.Enduring an icy January, my brother Nick and I were braving a winter trek high in the Sagarmatha region. Iridescent pheasants and wheeling flocks of doves foraged in the naked fields, and long-tailed magpies scolded us for our intrusion. We spotted shaggy tahr and skittish musk deer driven to lower altitudes by snow and cold.Late one bright night, the eerie call of wolves dragged us from our warm sleeping bags, alerted by the shouts of villagers protecting their stone-corralled yaks. In the full moonlight, I can still see that black outline of two <a href="https://www.nepalitimes.com/banner/crying-wolf/">Himalayan wolves</a> racing across a white snowfield high above the grey stone houses of Pheriche.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131136/636a4e189c7e80680e04fc99jpeg.jpg" alt="" width="1400" height="844"><figcaption> </figcaption></figure>Snow leopards lend their ethereal beauty and spiritual mystery to the high Himalaya, a shadowy powerful presence lurking in undisturbed valleys, though sightings are a precious few. Ever gone wildlife trekking in Nepal?

India and Pakistan are twins separated at birth. Tensions between them have been at a hair trigger ever since independence and has erupted into full scale conflict at least four times in the past 80 years.
The 22 April terrorist attack in Kashmir that killed 25 Indian tourists and a Nepali citizen, threatens to escalate tension between the two nuclear-armed nations. India has squarely blamed Pakistan for the attacks, and Prime Minister Narendra Modi has given his military “operational freedom” to respond. Pakistan has said it has credible intelligence of an Indian military strike and its officials have promised a “full spectrum” response — a code for a <a href="https://nepalitimes.com/editorial/thinking-the-thinkable">nuclear retaliation</a>.
For Nepal, the killing of its national in the Pahalgam attack comes as another stark reminder that in conflicts from Afghanistan to Iraq, from <a href="https://nepalitimes.com/opinion/how-to-agree-an-armistice-in-ukraine">Ukraine</a> to Israel, <a href="https://nepalitimes.com/news/10-nepalis-from-one-town-fighting-in-ukraine">Nepalis are getting caught in the crossfire</a>. The last time full-scale fighting broke out between <a href="https://nepalitimes.com/opinion/peacemongers-at-india-pakistan-border">India and Pakistan</a> on Kargil in 1999, at least 22<a href="https://nepalitimes.com/here-now/india-s-trial-by-fire-for-soldiers-from-nepal?%27%5C%22="> Nepalis fighting for the Indian Army</a> were killed in action.
Three of Nepal’s immediate neighbours (China, India, Pakistan) have nuclear weapons, and they do not have good relations. With China supplying weapons, <a href="https://nepalitimes.com/editorial/war-and-warming">missile technology</a> and other support to Pakistan, this triangular friction could set off a regional conflagration.&nbsp;
<a href="https://www.nature.com/articles/s43016-022-00573-0" target="_blank">Research at Rutgers University</a> has calculated that even a week-long tactical nuclear exchange between India and Pakistan would throw up so much smoke and debris into the atmosphere that it would block out the sun for years, and lead to a collapse of the <a href="https://nepalitimes.com/news/grow-nourish-sustain-together-world-food-day">global food system</a>. This does not take into account the radioactive fallout that prevailing winds would blow up to <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">the Himalaya</a>, contaminating glaciers that are the sources of <a href="https://nepalitimes.com/here-now/saving-what-is-left-of-himalayan-rivers">Asia’s main rivers</a>.
The impact of <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>on High Asia was already ringing alarm bells about its <a href="https://nepalitimes.com/news/himalayan-icecap-melting-faster-than-thought">shrinking ice cap</a> reducing the dry season flow of water downstream. Water was going to be the next strategic commodity, geopolitical experts warned, and the next wars in Asia would be over water.
That water war is already happening. India retaliated to the Kashmir attack by suspending the <a href="https://www.nytimes.com/2025/04/24/world/asia/india-pakistan-indus-waters-treaty.html" target="_blank">Indus Waters Treaty</a> of 1960 mediated by the World Bank that has withstood at least three wars between India and Pakistan. The treaty gives India control over the three eastern tributaries of the Indus (<a href="https://en.wikipedia.org/wiki/Beas_River" target="_blank">Beas</a>, <a href="https://en.wikipedia.org/wiki/Ravi_River" target="_blank">Ravi</a> and <a href="https://en.wikipedia.org/wiki/Sutlej" target="_blank">Sutlej</a>), while Pakistan got water from the Indus and two of its western tributaries (<a href="https://en.wikipedia.org/wiki/Indus_River" target="_blank">Indus</a>, <a href="https://en.wikipedia.org/wiki/Chenab_River" target="_blank">Chenab</a> and <a href="https://en.wikipedia.org/wiki/Jhelum_River" target="_blank">Jhelum</a>.
Pakistan was assured of 70% of the annual flow, and India could use a reasonable amount of water for<a href="https://archive.nepalitimes.com/news.php?id=15231"> irrigation and hydropower</a>. &nbsp;Within days of its threat, India stopped water flowing down to Pakistan from the Chenab river and is reportedly preparing to do the same on the Jhelum.
The sabre-rattling has reached a crescendo. Besides threats and counter-threats there are also symbolic drills, with the Indian Air Force practicing landing on an expressway in Uttar Pradesh by its Rafale, Su-30 and Jaguar fighter jets to demonstrate ‘operational readiness’. In response Pakistan test-fired its Abdali ballistic missile that can carry a nuclear warhead and has a range of 450km.&nbsp;
The danger is that with ultra-nationalist rhetoric and the beating the war drums by both sides, India’s government and Pakistan’s military may have to ‘do something’ to appease domestic public opinion. But any tactical strike, an artillery exchange, or territorial incursion could quickly escalate out of control.
Expecting an Indian retaliation for the Pahalgam killings, Pakistan is using<a href="https://nepalitimes.com/opinion/interfaith-collaboration-for-nuclear-disarmament"> nuclear deterrence </a>and warning of “catastrophic consequences”. The two neighbours came close to a nuclear exchange in 2019 after an attack on the Indian military in Kashmir, and prompt international intervention led by the United States cooled tensions.&nbsp;
This time, the <a href="https://nepalitimes.com/news/trump-shock-wave-hits-nepal">Trump administration</a> is too distracted and not as engaged. Pakistan has denied it was responsible for the terrorist attack and called on Washington to stop a possible Indian retaliation. India and Pakistan have stopped overflights by each other’s airlines, and some international carriers have even stopped flying over Pakistan fearing an air war.
Washington, Beijing, the UN and the EU have all urged restraint. Iran, which has good relations with both India and Pakistan has sent its foreign minister to urge both countries not to go into a tit-for-tat war. Iran has its own nuclear flashpoint to worry about with tensions in Israel, &nbsp;Yemen and Syria.
India and Pakistan both share similar problems of joblessness, <a href="https://nepalitimes.com/here-now/why-nepal-s-poverty-rate-is-stuck">poverty </a>and <a href="https://nepalitimes.com/here-now/climate-change-new-threat-to-nepal-s-rhinos">environmental threats</a>. Neither side needs the threat of a senseless war, and we in the neighbourhood do not need it either.&nbsp;

Nukes in the neighbourhood

The streets of Patan are alive this month with lavender jacaranda trees under rain-washed skies as <a href="https://nepalitimes.com/banner/the-red-god-rises-again-in-patan">the chariot of Rato Matsyendranath</a> is pulled across town. This is the festival of the rain god, and inevitably the heavens opened up and pre-monsoon showers pelted the chariot as it started being pulled in Pulchok last week. Thousands of devotees, onlookers and the chariot procession organisers thronged the streets on the first day last week. The rhythmic cymbals and drums exuded a vibrant energy as the enormous four wheels turned and the chariot lurched.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688.jpg" data-media-id="editor_1" data-image-id="2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  The<a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Red-rain-god,3141"> red rain god</a> has Hindu and Buddhist antecedents, alternatively called Bungadya and<a href="https://nepalitimes.com/here-now/kathmandu-s-gravity-defying-chariot-festival"> Karunamaya</a> — reflecting Kathmandu Valley’s syncretic mixture of the two religions.&nbsp; “Bungadya is a profoundly <a href="https://nepalitimes.com/opinion/12-full-opinion/marketing-the-intangible">intangible form of heritage</a>,” explains heritage expert Monalisa Maharjan. “It embodies traditional knowledge,<a href="https://nepalitimes.com/multimedia/reviving-nepal-s-craft"> artisanal skills passed down through generations</a>. Local communities and specific families have specified roles in being custodians of the heritage, ensuring their survival over the centuries.” There are many legends and stories about this annual tradition. Lichhavi king Narendra Dev is supposed to have brought Rato Matsyendranath from Assam to Kathmandu Valley to convince Guru Gorakhnath to lift a spell that created a two-year drought in Kathmandu.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a.jpg" data-media-id="editor_6" data-image-id="20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a" data-rendition-name="original" width="1503" height="1000" loading="lazy" alt="Divine chariot"> </figure>  Matsyendranath was Gorakhnath’s mentor, and upon seeing him, the serpents were released, unleashing the rains. The chariot festival honours the return of this life-giving rain. The deity is seen as an icon for thriving agriculture, t<a href="https://nepalitimes.com/here-now/before-the-next-monsoon">he arrival of monsoon</a> showers, and the welfare of the community. Patan does not sleep for a month as the chariot is pulled through various neighbourhoods. It unfolds at a state level with the president (formerly the king) attending the climax of the Bhoto Jatra in Jawalakhel later this month.&nbsp; The intergenerational transmission of tradition is unique in the world, and the reason the festival is one of the most vibrant cultural expressions that thrives despite inroads of modernity. The other unique aspect is that it is a transnational festival, binding Patan with Guwahati in the Indian state of Assam.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a.jpg" data-media-id="editor_9" data-image-id="2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  “Unlike Nepal, where the deity commands grandeur and devotion, many in Assam are unaware of Rato Matsyendranath,” says Khagen Sharma of Gauhati University, which convened <a href="https://nepalitimes.com/news/nepal-assam-connection-revived">a symposium in February in Guwahati on the rain god</a>. Attending was a delegation led by Lalitpur Mayor Chiribabu Maharjan, organisers of the festival, and builders of the chariot. After the symposium, a committee was formed to explore and revive the tradition in Assam as well. Although the team had planned to visit Nepal this month, logistical challenges delayed the trip. Still, there are plans to build a Guru Matsyendranath statue in Assam to reestablish regular worship practices in the Guwahati shrine.&nbsp; The vines used to build the chariot in Patan are sourced from the jungles of Assam. But Sharma notes that in recent years unclear regulations have blocked the official import of the vines, although they are still brought to Nepal informally. The <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/makers-of-machhindranath,2204">chariot making</a> has also had a taste of modernisation in recent times. In the past, even a single nail or piece of steel was avoided. But over time, the wooden structure, particularly the shaft between the wheels, has been replaced with bronze. When that too proved unstable, metal clamps were introduced, which have become a pragmatic compromise.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93.jpg" data-media-id="editor_12" data-image-id="20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93" data-rendition-name="original" width="1500" height="998" loading="lazy" alt="Divine chariot"> </figure>  Another welcome change is the focus on safety. Builders climbing the chariot’s tower now wear harnesses and there are efforts in crowd control. The most visible change in recent years has been the involvement of Patan’s enthusiastic youth in the festival — the tradition is now passing to a new generation. Says Matsyendranath expert Vidhu Kayastha: “There is more energy, the young people in red t-shirts this year were very organised, these modern touches aren’t diluting our culture, they’re keeping it alive in new forms.” He adds, “We are <a href="https://nepalitimes.com/here-now/searching-for-a-homeland-away-from-home">reconnecting with our roots</a>, we have more resources, more awareness than ever before. We must not be swept away by western values that may not serve us, and in some ways, cause more harm than good. We must revive our own culture.”&nbsp;

Divine chariot

In 2025, two seemingly disconnected acts of violence shattered the illusion of stability in the region. In March, <a href="https://www.ft.com/content/16f7f947-1e96-4206-9844-891378adc683" target="_blank">militants hijacked a passenger train</a> near the Bolan Pass in Balochistan, executing soldiers in cold blood. A month later, <a href="https://www.nytimes.com/2025/04/22/world/asia/kashmir-terrorist-attack.html" target="_blank">gunmen in Kashmir’s</a> Pahalgam Valley massacred tourists. 
In both Islamabad and New Delhi, <a href="https://www.aljazeera.com/news/2025/4/25/were-cursed-kashmiris-under-attack-across-india-after-pahalgam-killings" target="_blank">the reaction was reflexive:</a> condemn the violence, <a href="https://www.economist.com/asia/2025/04/22/india-and-pakistan-could-come-to-blows-over-kashmir" target="_blank">blame external enemies</a>, declare the situation contained. But South Asia’s leaders are not fighting terrorists alone. They are fighting the consequences of their own betrayals.
Across <a href="https://www.bbc.com/news/world-asia-26272897" target="_blank">Balochistan</a>, <a href="https://www.bbc.com/news/world-south-asia-11693674" target="_blank">Kashmir</a>, <a href="https://www.crisisgroup.org/asia/south-asia/india/346-finding-way-out-festering-conflict-indias-manipur" target="_blank">Manipur</a>, and beyond, decades of <a href="https://www.amnesty.org/en/projects/enforced-disappearance-in-south-asia/" target="_blank">enforced disappearances</a>, broken promises, and brute militarisation have hollowed out the social contracts meant to hold these nations together. The grievances that drove rebellions from the 1940s through the 1990s – demands for dignity, recognition, and political agency – were never meaningfully addressed. They were buried beneath asphalt and propaganda, paved over by development projects and security checkpoints.
States may claim victory. But their victories are mirages, dissolving the moment anyone looks too closely. South Asia’s unfinished wars are not relics of a violent past. They are live ammunition, loaded into the future.
<a href="https://www.theguardian.com/world/2025/mar/24/he-only-wanted-revenge-the-bloody-insurgency-in-balochistan-gaining-lethal-momentum" target="_blank">Balochistan</a> has been at war with Pakistan for most of its modern history. Rich in gas, minerals, and coastline, the province has been plundered for decades under the language of national development. 
Projects like the <a href="https://eastasiaforum.org/2020/11/26/pakistans-three-evils-cpec-and-good-governance/" target="_blank">China-Pakistan Economic Corridor (CPEC)</a> promise progress but deliver exclusion: minerals are mined, ports are secured, but Baloch homes are raided. 
The insurgency endures not because of foreign conspiracies, as Islamabad endlessly insists, but because the Pakistani state remains incapable of seeing its <a href="https://thebalochistanpost.net/2025/01/enforced-disappearances-in-balochistan-in-december-2024-tbp-report/" target="_blank">Baloch citizens</a> as anything other than a security problem to be managed.
In <a href="https://www.forbes.com/sites/ranisingh/2016/07/12/kashmir-in-the-worlds-most-militarized-zone-violence-after-years-of-comparative-calm/" target="_blank">Kashmir</a>, the Indian government claims to have <a href="https://www.nytimes.com/2023/03/08/world/asia/kashmir-village-defense-committees.html" target="_blank">“normalised” the valley</a> after revoking its autonomy in 2019. It <a href="https://www.cfr.org/global-conflict-tracker/conflict/conflict-between-india-and-pakistan" target="_blank">looks a lot like occupation</a>. Soldiers outnumber local leaders, dissent is criminalised, internet shutdowns suffocate public life. Tourism campaigns and investment summits cannot erase a generation raised under curfew and surveillance.
<a href="https://www.bbc.com/news/world-asia-india-66260730" target="_blank">Manipur’s descent into ethnic bloodshed</a> in 2023 exposed another fault line Delhi prefers to ignore. Long-simmering tensions between the Meitei and Kuki communities erupted into violence that shattered any illusions of northeastern integration. The central government’s delayed, politicised response made clear what many Manipuris had always suspected: they are citizens of India only when convenient.
Even the <a href="https://msf.org.au/rohingya-worlds-largest-stateless-population" target="_blank">Rohingya, stateless and exiled from Myanmar</a>, find themselves entangled in South Asia’s ethnonationalist calculus. Fleeing genocide, they are criminalised anew in Bangladesh and India – trapped between the countries that reject them and the memories that refuse to let them go.
South Asia’s states have excelled at suppressing rebellion. But failed at extinguishing the reasons rebellions rise in the first place. And the wars South Asia tries to forget at home have found new life abroad.
Across <a href="https://www.abc.net.au/news/2024-06-17/modis-indian-government-accused-of-spying-silencing-critics/103974414" target="_blank">Canada, Australia, Britain, and the United States</a>, diasporic communities have become memory-keepers and, increasingly, <a href="https://www.business-standard.com/world-news/khalistan-supporters-hold-protest-outside-indian-consulate-in-vancouver-123092600087_1.html" target="_blank">the agitators</a> for the struggles their home states would rather erase.
Khalistan flags fly outside Indian consulates in Vancouver and <a href="https://www.tribuneindia.com/news/punjab/perturbed-over-waving-of-khalistani-flags-at-an-event-in-melbourne-india-warns-australia-of-khalistan-separatists-and-their-links-with-terror-groups-458320/" target="_blank">Melbourne</a>. Tamil activists march through London, demanding accountability for the <a href="https://www.aljazeera.com/news/2024/5/19/grim-reminder-sri-lankas-tamils-mark-15-years-since-end-of-civil-war" target="_blank">massacres in Mullivaikkal</a>. Kashmiri protests in Washington and New York refuse to let India’s crackdown slip into diplomatic amnesia.
For host countries, these movements pose uncomfortable questions. Freedom of expression collides with fears of extremism. Clashes erupt between communities carrying wounds that their new homelands.
Meanwhile, South Asian states pursue their adversaries across borders. India faces allegations of <a href="https://www.nbcnews.com/news/world/canada-says-india-home-minister-ordered-campaign-against-sikh-activist-rcna177972" target="_blank">targeting Sikh activists for assassination in Canada</a> and the <a href="https://www.npr.org/2024/10/27/g-s1-29561/sikh-separatist-assassination-india" target="_blank">United States</a>. Pakistan continues to court Kashmiri separatists abroad while crushing Baloch dissent at home. <a href="https://apnews.com/article/sri-lanka-tamils-civil-war-dead-5b372b0bba567837c5a4d94250040e7d" target="_blank">Sri Lanka</a> lobbies furiously to brand Tamil diaspora organisations as fronts for terrorism, even as it stonewalls investigations into its own wartime atrocities.
The old insurgencies have not been defeated. They have been globalised. South Asia’s governments have long mistaken silence for stability.
In Punjab, India broke the back of the <a href="https://www.cnn.com/2023/10/06/india/india-canada-sikh-khalistan-analysis-intl-hnk/index.html" target="_blank">Khalistan insurgency</a> through brute force. The fields grew green again, the trains ran on time. But the wounds were never closed, the <a href="https://www.dw.com/en/why-is-indias-khalistan-separatist-movement-on-the-rise/a-65081729" target="_blank">movement’s heart beats</a> not in Amritsar but in Brampton and Surrey.
In Sri Lanka, the <a href="https://www.academia.edu/4738983/The_Man_Who_Destroyed_Eelam" target="_blank">military crushed the Tamil Tigers</a> with <a href="https://www.newyorker.com/magazine/2011/01/17/death-of-the-tiger" target="_blank">overwhelming brutality in 2009</a>. <a href="https://www.scmp.com/week-asia/politics/article/3264148/we-want-our-children-back-sri-lankan-families-still-demanding-justice-their-missing-loved-ones" target="_blank">Tamil families still search for their missing</a>, still mourn their dead – and still organise across the diaspora for justice that remains undelivered.
In Kashmir, Delhi boasts of new <a href="https://www.aljazeera.com/opinions/2023/2/4/kashmir-is-bleeding-its-economy" target="_blank">highways and investment corridors</a>, showcasing the region as a trophy of unity. But when the visitors leave and the cameras are packed away, <a href="https://harvardlawreview.org/print/vol-134/from-domicile-to-dominion-indias-settler-colonial-agenda-in-kashmir/" target="_blank">the checkpoints, the raids, and the quiet despair remain.</a>
Victory parades fade. Grievance endures. Suppressing insurgency may end battles. It does not end the ideas that fueled them. In a region where <a href="https://www.nytimes.com/2025/04/23/world/asia/kashmir-attack-india-pakistan.html" target="_blank">history is rarely past</a>, and memory is rarely voluntary, states that rule through repression are only ever buying time. And often, not very much.
South Asia’s unfinished wars are not accidents. They are the inevitable consequences of states that confuse conquest with consent, and erasure with reconciliation. They cannot legislate memory out of existence.
Every <a href="https://www.bbc.com/news/articles/c15qyyzz89lo" target="_blank">disappeared son in Balochistan</a>, every <a href="https://medium.com/the-wvoice/the-half-widows-in-kashmir-fef80c6b88e9" target="_blank">half-widow in Kashmir</a>, every <a href="https://www.doctorswithoutborders.org/what-we-do/focus/rohingya-refugee-crisis" target="_blank">refugee child born stateless in a Rohingya camp</a> carries forward the memory of betrayal – a memory that outlives soldiers, politicians, and peace accords alike.
The region’s future will not be decided by GDP figures or infrastructure projects alone. It will be decided by whether its governments can summon the political courage to face the truths they have long suppressed – or whether they will continue down a path <a href="https://theconversation.com/india-is-using-the-g20-summit-to-further-its-settler-colonial-ambitions-in-kashmir-205166" target="_blank">where forgetting is demanded</a>, and rebellion becomes inevitable.

Balochistan to Kashmir

Most Nepalis thought they had seen the last of it after <a href="https://nepalitimes.com/news/11-56-25-april-2015-wkc9q2an">the 25 April 7.8 magnitude </a>earthquake ten years ago. But the Himalaya had more surprises in store. On 12 May, another 7.3 magnitude tremor that some said was an aftershock, but was strong enough to itself be a major earthquake, struck Dolakha.&nbsp; Not many people had heard of Singati till then — a cluster of houses by the Tama Kosi River along a narrow gorge that is the roadhead to Rolwaling Valley.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d.jpg" data-media-id="editor_1" data-image-id="20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d" data-rendition-name="original" width="1000" height="1500" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e.jpg" data-media-id="editor_2" data-image-id="20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  It was here that dozens were killed on 25 April in the first earthquake. Hundreds of <a href="https://archive.nepalitimes.com/article/nation/Singati-rising-from-rubble-rebuilding,3703">Singati survivors</a> had lined up for food and relief supplies in the morning of 12 May when the second earthquake triggered a rock slide that buried a nearby camp. At least 50 people were killed. &nbsp; Three hours later, a US Marine Corps UH-1Y Venom helicopter landed in a nearby cornfield to pick up the wounded, and flew off. The aircraft lost contact with air traffic control in Kathmandu and its wreckage was located high on Kalinchok four days later. Six American servicemen, two Nepal Army soldiers, and five wounded civilians from Singati were killed. Today, Singati bears little physical scar of the multiple tragedies that struck the town ten years ago. Most <a href="https://nepalitimes.com/multimedia/bungamati-builds-back">houses have been rebuilt</a> as urban-style concrete structures, and Singati has become an economic hub on the road leading up to several hydropower plants and a<a href="https://nepalitimes.com/banner/off-the-beaten-trek-in-nepal"> popular trekking destination</a>.&nbsp; The town looks less like a village and more like a suburb of the Dolakha district headquarter of Charikot, 47km away.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2.jpg" data-media-id="editor_6" data-image-id="20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e.jpg" data-media-id="editor_7" data-image-id="20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  “The demand for construction material, cement, iron rods and bricks peaked after the earthquakes,” says Suresh Khadka, who owns a hardware business here and now supplies material to the 456MW Upper Tama Kosi hydropower project that is undergoing repairs after it was damaged by a landslide last year. The demand for cement boomed since most residents believe, not necessarily correctly, that <a href="https://nepalitimes.com/banner/in-a-disastrous-state">cement houses are safer</a>. Because of the shortage of qualified masons and proper seismic engineering, <a href="https://nepalitimes.com/here-now/structural-problems">many of the buildings are of questionable building standards </a>and the traditional architecture has been abandoned, admits Kul Bahadur Budathoki, deputy chair of the municipality. “But these buildings were more expensive than what the government grants could cover, many people here are heavily in debt and the men have <a href="https://nepalitimes.com/here-now/every-day-is-closer-to-pay-day">migrated to the Gulf to pay their loans</a>,” Budathoki says.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_32f89e97b7e757fc9286c0bbb671f48ea8d4468e9634fa646d7247c650ad8480.jpg" data-media-id="editor_14" data-image-id="20250508110520_32f89e97b7e757fc9286c0bbb671f48ea8d4468e9634fa646d7247c650ad8480" data-rendition-name="original" width="1501" height="1079" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> <figcaption>Kul Bahadur Budathoki</figcaption> </figure>  Singati is in a multi-hazard zone. The <a href="https://archive.nepalitimes.com/article/nation/Singati,3091">12 May 2015 earthquake </a>could have led to the collapse of Nepal’s largest glacial lake, <a href="https://nepalitimes.com/here-now/stairway-to-heaven">Tso Rolpa</a>, upstream. Due to global warming, the glacier has turned into an expanding lake 3.5km long, and its collapse would have unleashed a catastrophic Himalayan tsunami down the Tama Kosi Valley, with Singati directly in its path. Singati has literally risen from the ashes of 2015, with its residents beginning to recover from the trauma and financial toll. But it is not out of danger as <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>magnifies the risk from future earthquakes.
