Sandro Lovari has led research expeditions on large mammals in Nepal and around the world for 50 years. He has been associated with the University of Cambridge UK, University of Groningen, Stockholm University, and Peking University. He has chaired the Steering Committee of the Snow Leopard Network since 2020. Nepali Times recently caught up with Lovari for an interview. Excerpts of the conversation:&nbsp; Nepali Times: What is the ecological importance of snow &nbsp;leopards? Sandro Lovari: Recent data show that predators are quite important not only to influence the spatial behaviour, but also the population dynamics of mountain ungulates. The snow leopard, as the main predator of bharal (naur), ibex and Himalayan tahr, plays the important ecological role of a top-down regulator of the populations of these herbivores, for example through differential age and sex predation patterns. How have snow leopards been affected by herding and tourism? Nearly all species of wild animals would gladly do without the invasive presence of Homo sapiens -- we have been the greatest enemies of wildlife, particularly for those species which we consider potential competitors, such as the large carnivores.&nbsp; The snow leopard makes no exception. "> <figcaption>Photo: F FERRETTI</figcaption> </figure>  How has the public perception of snow leopards changed over the years?&nbsp; In the last 20 years, scientific papers on the snow leopard have seen a 20-fold increase. The renewed interest looks encouraging enough, but the quality may not match quantity, and we still lack information on some important biological issues.&nbsp; Long-term conservation measures require sound information, which is presently lacking, on numbers, distribution, dispersal patterns, prey-predator and predator-predator relationships, as well as social organisation of this species.&nbsp; The use of camera-traps has allowed the collection of &nbsp;attractive pictures which has helped advertise this handsome cat. There were no pictures of a snow leopard in the wild until the ‘70s and the first extensive study on this species did not start until the early ‘80s.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250814100824_766e41651af1efabbc937685aa5e3e94a3e58e8fb55a9752adad1d0667c32071.jpg" data-media-id="editor_1" data-image-id="20250814100824_766e41651af1efabbc937685aa5e3e94a3e58e8fb55a9752adad1d0667c32071" data-rendition-name="original" width="1508" height="865" loading="lazy" alt="Snow Leopard map"> </figure>  Is the present information enough to help devise appropriate conservation measures?&nbsp; Adequate protection of habitat comes first, but detailed information on ecological and behavioural issues is also quite important to plan conservation initiatives. Even the issue on its assumed territoriality has not been fully clarified yet.&nbsp; The regulatory mechanisms of snow leopard populations, the predator-prey relationships and the snow leopard interactions with potentially competing predators are still unknown. In the last decade, most papers were based on camera-trapping to draw conclusions on snow leopard-wild prey-livestock relationships. These studies have wrongly assumed that snow leopards and ungulates have the same probabilities to be detected by camera traps. The worst possible approach is to fragment funding into local exercises, with the aim of catching a few snow leopards, to fit them with radio-tags without appropriate research questions in mind, but only to gain visibility in the mass media. This would be deleterious for the conservation of the snow leopard, wasting money, time and credibility, eventually reaching no sensible goal. How do you assess Nepal’s achievements in protecting snow leopard habitats? I would say that the snow leopards of Nepal are doing fine. In fact, steps have been made to improve the tolerance of locals for this magnificent large cat, thanks to the action of several dedicated people and NGOs. If I may provide a few suggestions: develop a well organised procedure to prevent and refund damage to livestock, develop a routine of annual or biennial counts of wild prey, at least within protected areas, using a robust count method, monitor the consequences of the ongoing thermal anomaly, be it a meteorological or a climatic one, on plants at higher elevations which is food for wild prey, and remain open to cooperation with experts, even from foreign countries.

What future for snow leopards?

Milan BK is busy installing camera traps, checking its GPS location and <a href="https://nepalitimes.com/review/sisterhood-of-the-snow-leopard-protectors">peering through binoculars</a> at outcrops on the other side of the valley for signs of snow leopard movement. BK is 15 years old and still in school, but he handles the tracking equipment like a pro. He is a member of the conservation group from Thini village in the shadow of Mt Niligiri in Mustang. Sonia BK is in Grade 7 at the Janwal Secondary School in nearby Marpha, and learnt <a href="https://nepalitimes.com/here-now/nepal-leads-in-snow-leopard-study-6bo3zybk">about snow leopards</a> in class, and is now being trained with her parents in tracking and monitoring the elusive and endangered animals. &nbsp; “At first, I thought snow leopards were just cats, but after I started learning about their behaviour and habitat in school, I realised why it was<a href="https://nepalitimes.com/here-now/guarding-the-guardians-of-the-himalaya"> important to protect them</a>,” she says. Milan and Sonia were part of a snow leopard conservation program involving 750 students from Grades 6, 7, and 8 in schools across Mustang and in Taplejung district in eastern Nepal.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250814110824_b04fbd665db49f9dd1292f72b97759790d51438394eabdf3bedb22bf06f12fe0.jpg" data-media-id="editor_3" data-image-id="20250814110824_b04fbd665db49f9dd1292f72b97759790d51438394eabdf3bedb22bf06f12fe0" data-rendition-name="original" width="1800" height="1013" loading="lazy" alt="Youth action to protect the wilderness NT"> </figure>  Their fieldbook was the Conservation Education Reference Book published by Nepal’s Department of National Parks and Wildlife Conservation, Teka Group Nepal and the US-based Snow Leopard Conservancy. “The book helps teach students about conservation, involves the community in conservation activities, and enables them to value <a href="https://nepalitimes.com/here-now/on-the-tri-junction-of-wildlife-conservation-conflict-and-co-existence">coexistence between humans and wildlife</a>,” says author Anil Adhikari of Teka.&nbsp; He adds, “The students will grow up to be the guardians of the community, enabling them to understand the importance of conservation from a young age will have long-term benefits for the <a href="https://nepalitimes.com/banner/trekking-to-save-nepals-snow-leopards">protection of snow leopards</a>.” The young conservationists are now putting their theoretical knowledge into practice by participating in the Snow Leopard Scouts Monitoring Camp and Snow Leopard Nature Tour organised across 12 communities in the cat’s habitats in Mustang and Taplejung.&nbsp; Snow leopards live on steep slopes at elevations from 3,000-5,500m and are found in 12 countries besides Nepal: India, Bhutan, Pakistan, China, Afghanistan, Tajikistan, Uzbekistan, Kazakhstan, Kyrgyzstan, Mongolia, and Russia.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250814100824_766e41651af1efabbc937685aa5e3e94a3e58e8fb55a9752adad1d0667c32071.jpg" data-media-id="editor_6" data-image-id="20250814100824_766e41651af1efabbc937685aa5e3e94a3e58e8fb55a9752adad1d0667c32071" data-rendition-name="original" width="1508" height="865" loading="lazy" alt="Snow Leopard map"> </figure>  The government's census earlier this year put the number of big cat population in Nepal at 397.&nbsp; The animal is at the top of the Himalayan food chain and therefore an indicator species of a <a href="https://nepalitimes.com/opinion/people-tigers-trees-and-rivers">healthy ecosystem</a>. Their presence indicates that their prey base, including sables, ghoral and musk deer are also in abundance. &nbsp; The mainly nocturnal hunters are endangered due to increasing <a href="https://nepalitimes.com/news/not-out-of-the-woods-yet">human-wildlife conflict</a>, poaching, and effects of the <a href="https://nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya">climate crisis</a>. In response, Nepal launched the Community-Based Snow Leopard Conservation Program in 2022.&nbsp; “The children might get bored with regular lessons, but they study this reference book with great interest,” notes Dhruba Baral, a conservation teacher at Janashanti Secondary School in Kagbeni. “The students are aware that snow leopards attack livestock, but there is now greater awareness about safely corralling yaks and sheep, as well as protect snow leopards.” Read also: <a href="https://nepalitimes.com/here-now/ghosts-of-the-himalaya">Ghosts of the Himalaya</a>, Sonia Awale Bheshraj Bastola, a conservation teacher at Janhit Secondary School in Jomsom takes students on field trips to see how to minimise human-wildlife conflict, and the role of the community.&nbsp; “Students understand these issues through factual stories from conservationists and experts, community work and interactions with parents,” he says.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250814110824_5213a45ea9ff4aa50d9ef06ad6e8354d441321b588d87dd0602ccf9f216f79d8.jpg" data-media-id="editor_11" data-image-id="20250814110824_5213a45ea9ff4aa50d9ef06ad6e8354d441321b588d87dd0602ccf9f216f79d8" data-rendition-name="original" width="1800" height="789" loading="lazy" alt="Youth action to protect the wilderness NT"> </figure>  Sanju Sanwa, a Grade 8 student &nbsp;in Taplejung, learned about snow leopard conservation from books. Now, she teaches her parents about protecting <a href="https://nepalitimes.com/banner/snow-leopard-redux">the big cats</a>.&nbsp; “The children in this region have never seen or encountered a snow leopard, but they know about its habitat, diet, and behaviour,” says Chandramani Limbu, a school principal in Taplejung. Mustang’s Gharpajhong Rural Municipality has now included snow leopards in the curricula for Grades 1, 2 and 3. Taplejung’s Faktalung Rural Municipality has done the same in the east. Snow leopards are considered culturally and spiritually significant to Nepal’s indigenous mountain communities, and are regarded as ‘<a href="https://nepalitimes.com/here-now/guarding-the-guardians-of-the-himalaya">God’s pets</a>’. This has helped in conservation efforts.&nbsp; The indigenous communities in the Himalaya were already bound by tradition and religion to protect snow leopards, the conservation laws came along much later, says snow leopard expert Kamal Thapa. “The people understand that the snow leopard is a vital part of the ecosystem, and have taken &nbsp;ownership of the animal and its protection,” adds Thapa.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250814110824_ffe5fb4b91e503d3dcdcfea8d363b4445f971dd90716c269d4b5335a93b61797.jpg" data-media-id="editor_14" data-image-id="20250814110824_ffe5fb4b91e503d3dcdcfea8d363b4445f971dd90716c269d4b5335a93b61797" data-rendition-name="original" width="1800" height="1013" loading="lazy" alt="Youth action to protect the wilderness NT"> </figure>  Recently, a snow leopard broke into a livestock shed and killed goats in Mustang. The animal was captured and reintroduced into the wild by Annapurna Conservation Area (ACA). &nbsp; “Snow leopards are usually rescued and released elsewhere,” explains Umesh Poudel, head of ACA in Lo Manthang. “We operate under the assumption that the animals will not be similarly disruptive in a new area.” Snow leopards have been trapped or poisoned by local herders. Some animals also venture into lower valleys in winter in search of prey.&nbsp; “Farmers used to get angry when livestock was killed, but there is now more awareness that the <a href="https://nepalitimes.com/banner/crying-wolf?fb_comment_id=1845044222229359_1845929162140865">predators need protection</a>,” says Jamuna Thakali Thapa, vice-chair of Gharpajhong. Farmers are also insured so they are compensated in case of livestock loss. The deeply devout Buddhists here rarely engage in retaliatory attacks against snow leopards because they consider the animal sacred, and also because they are well aware of legal repercussions.&nbsp; “Learning about snow leopards from childhood makes more people <a href="https://nepalitimes.com/here-now/remembering-nepal-s-conservation-heroes">inclined towards conservation</a>, and has a long-term positive impact on the community,” says Narayan Rupakheti, former Under Secretary at the Department of National Parks and Wildlife Conservation. The youth-led conservation programs in Mustang and Taplejung is now being replicated in other snow leopard regions. &nbsp;

Youth action to protect the wilderness

They are rare, they are elusive and they are so well camouflaged, they are difficult to see, even when they are right there. That is why <a href="https://nepalitimes.com/opinion/comment/nepal-brings-back-the-snow-leopard">snow leopards</a> are called the ‘Ghosts of the Himalaya’. And because they are also regarded as being sacred, they are called ‘God’s Pets’.&nbsp; Nepal has <a href="https://nepalitimes.com/news/does-nepal-really-have-too-many-tigers">tripled its tiger population</a> in 12 years since 2010. There have been successive years with zero rhino poaching and the numbers have bounded back. But few know about the country’s success story with snow leopard conservation. Preliminary data from an on-going census shows that Nepal ranks fourth among the 12 snow leopard range countries in central and South Asia. This is despite the country having just 2% of the total area where snow leopards can be found.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250127070148_0f22a5439d56e5db58d8f65789ee4ff5e87a29c898d5e8cbff60bf8f1814af4b.jpg" data-media-id="editor_2" data-image-id="20250127070148_0f22a5439d56e5db58d8f65789ee4ff5e87a29c898d5e8cbff60bf8f1814af4b" data-rendition-name="original" width="1311" height="724" loading="lazy" alt="snow leopards in Nepal NT 1"> <figcaption>Despite possessing just 2% of the snow leopard range across Central and South Asia, Nepal has the fourth highest number of elusive mammals in the world. Photo: TASHI R GHALE </figcaption> </figure>  Nepal also leads in <a href="https://nepalitimes.com/news/satellite-tracking-snow-leopards-in-nepal-to-study-climate-impact">snow leopard research</a>. Less than 3% of the snow leopard range has been studied through camera traps and genetic studies, but it is Nepal that has done the most. <a href="https://nepalitimes.com/here-now/nepal-leads-in-snow-leopard-study">Over 100 Years of Snow Leopard Research</a> by the World Wildlife Fund (WWF) in 2021 showed that 74% of the snow leopard habitat in northern Nepal has been the subject of research into the species. “We are leading globally when it comes to snow leopard conservation and study, starting from 2013 in Kanchenjunga using GPS to study their habitat,” says <a href="https://nepalitimes.com/here-now/conversation-with-mr-conservation">Ghana S Gurung of WWF Nepal</a>. “We also found via camera traps they went as high as 5,800m and as low as 2,600m.” There are an estimated 300-500 snow leopards across high mountain Nepal with Dolpo, Manang and <a href="https://nepalitimes.com/banner/participating-to-save-kangchenjunga">Kangchenjunga</a> the main hotpots for the endangered species. Unlike with tigers and rhinos which are poached by wildlife traffickers, snow leopard killings are mostly retaliatory for killing livestock. Snow leopards attack yaks, sheep and goats of herding communities in the mountains. One of the most effective methods to protect the species from traps and poisoning is to help local communities build mesh wire corrals. The San Francisco-based <a href="https://snowleopardconservancy.org/">Snow Leopard Conservancy</a> through the Nepal group <a href="https://www.mountainspirit.org.np/">Mountain Spirit</a> has designed and tested portable corrals that can move with herders.&nbsp; “They move all year around so that the livestock have enough pasture to graze on, which is why it was important that our improved corrals could be dismantled and moved around,” explains Shailendra Thakali of the Snow Leopard Conservancy. The team consulted herders in Manang and Mustang while developing the corrals based on traditional design, with a stone base but wire mesh on the sides and the roof as well as strong wire gates for secure closure. Photo: BRIAN PENISTON</figcaption> </figure>  Tourism and agriculture in Manang and <a href="https://nepalitimes.com/here-now/comings-and-goings-in-mustang">Mustang</a> dropped during the pandemic, and the Conservancy also helped herder communities with alternative livelihoods.&nbsp; “We trained them in basic hotel business such as lodge management skills but more importantly to restore abandoned pastures by planting jimbu which is highly valued for cooking in Kathmandu and Pokhara,” says Brian Peniston, also with the Snow Leopard Conservancy. “The tourist figures have now increased considerably and this has directly benefited 1,000 households in three municipalities.” <a href="https://www.wwfnepal.org/">WWF Nepal</a> has also collaborated with the Department of National Parks and Wildlife Conservation (DPNWC) to train locals in Dolpo and Kangchenjunga to make their own mesh wire corrals with subsidies on raw materials.&nbsp; WWF has partnered with Amchi traditional medicine practitioners to promote conservation of snow leopard in mountain communities where people trust faith healers. School eco-clubs also involve youth in conservation.&nbsp; “We must trust communities and promote local ownership when it comes to wildlife conservation, and if it were not for the communities there, snow leopards would be long gone,” says Gurung of WWF Nepal. “It is important to revive the belief that snow leopards are sacred because they are god’s pets, tie them up with the spiritual, cultural and traditional belief of the people.” Community-managed livestock insurance schemes have attained zero retaliatory killings in Kangchenjunga where WWF and the government has sent up an endowment worth Rs10 million to compensate herders for snow leopard kills. A similar scheme is being implemented in Dolpo which has double the density of snow leopards compared to Kanchenjunga.&nbsp; But the compensation mechanism is cumbersome and often inefficient. Claimants need to provide photographic evidence with tags of the livestock still attached but snow leopards often go for the head and tags are lost. The evidence has to be submitted promptly, and this is difficult for herders in isolated villages.&nbsp; Insurance agents are based in headquarters like Chame in Manang and are not willing to travel all the way up. Similarly, photographic evidence needs to be assessed by veterinarians who are also reluctant to go to remote areas that take up days. “The compensation policy hasn’t changed in the last 20 years,” says <a href="https://nepalitimes.com/review/snow-leopard-redux">Tashi R Ghale</a>, high-altitude wildlife photographer and conservationist. “Here in Manang, herders would get Rs6,000 in compensation for a yak when the market rate was Rs20,000. The market rate is now Rs150,000 but they still get only Rs6,000. Even then, they have to wait for months.” Brian Peniston feels improving and tailoring compensation suitable to the landscape is of utmost priority, and the schemes need to be more accessible and effective as well as herder friendly. He adds, “Local governments should be handed authority in these matters, and it should be equal parts trust and verify. It is over-verification at the moment.” Climate breakdown has added to the challenge of snow leopard conservation. Either blizzards or winter droughts mean fewer prey for the mountain cats, this in turn has also led to leopards preying on livestock. Usually, the wild prey to livestock ratio in a snow leopard diet is 70:30. Blue sheep (pictured below) are the main prey species for snow leopards, but there is now competition with lowland spotted leopards which have moved up the mountains, while the Himalayan wolf has descended. Photo: SHAILENDRA THAKALI</figcaption> </figure>  Other disrupters include <a href="https://nepalitimes.com/multimedia/the-human-cost-of-nepal-s-yarsa-gold-rush">overharvesting of yarsagumba</a> and increased movement in this fragile landscape, with adverse impacts on all wildlife, not just snow leopards. Expansion of the road network to the remotest corners of the country is another concern, adding to the risk of human-wildlife conflict and poaching.&nbsp; “There has been much research on snow leopard behaviour in the last 30 years but what we haven’t done nearly enough is study human behaviour,” says Peniston. Despite the challenges, the rebound of snow leopard populations has increased the opportunity to <a href="https://nepalitimes.com/banner/trekking-to-save-nepals-snow-leopards">snow leopard viewing eco-tourism</a>, as is being practiced in Dolpo.&nbsp; Says <a href="https://nepalitimes.com/review/ice-to-water-alv4lorf">Tashi R Ghale</a>: “Local communities here in Manang and Dolpo are doing what they can, but the Nepal Tourism Board needs to step in to promote snow leopard trekking and tourism. Ghosts of the Himalaya

In the summer of 2018, on the very first trip to Dolpo, I saw a wild snow leopard as it cat-walked along a slope before vanishing into the icy vastness of the Himalaya. Our team was there to learn more about this elusive animal and understand its inter-relationship with communities, as well as assist conservation efforts of the Department of National Parks and Wildlife Conservation (DNPWC) and Shey Phoksundo National Park (SPNP). Along with SPNP staff and local citizen scientists, we rolled out various assessments that had been over half a year in planning. The challenges of this extreme trans-Himalayan terrain were aggravated by unpredictable weather and unfulfilled commitments. Perseverance, adaptive management by a dynamic local colleague and the support of local partners were crucial in protecting the snow leopard, which has been called ‘God’s Pet’.&nbsp; Our ecological and socio-economic surveys identified challenges and also opportunities to strengthen work by our predecessors, laying the foundation for the integrated project by the DNPWC, SPNP and World Wildlife Fund Nepal (WWF) to benefit both people and cats. Here are five milestones to mark five years of the project: 1. A global snow leopard conservation hotspot Snow leopards and their ecosystems are among the least studied of the big cats, globally. Photo: SANJOG RAI /WWF</figcaption> </figure>  With the crucial engagement of local youths as citizen scientists, there is diverse research and periodic monitoring to guide and improve conservation efforts. We know more about snow leopards than ever before, strengthening the conservation prospects of this flagship species of mountain ecosystems. The SPNP hosts about 90 individuals, and is a global hotspot for snow leopard conservation – a matter of immense pride, opportunity, as well as responsibility for Nepal. Integrated conflict management More snow leopards translate to increased human-animal contact leading to livestock loss. But by integrating knowledge of snow leopard behaviour, the local socio-economic context and by addressing practical challenges, livestock losses have been reduced and communities affected have been compensated. Pastoralists have been trained in mesh wire fabrication and improving livestock corrals to avert surplus killings – instances when snow leopards kill multiple livestock without eating them. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20231211031228_2a4315df8fe5dd5d8274ed8c6e166f6947d9872d71a62f157ea45edef501f7bb.jpg" data-media-id="editor_3" data-image-id="20231211031228_2a4315df8fe5dd5d8274ed8c6e166f6947d9872d71a62f157ea45edef501f7bb" data-rendition-name="original" width="2110" height="1000" loading="lazy" alt="Shey Phoksundo National Park snow leopard NT"> <figcaption>Parliamentarians visited SPNP in 2020 to understand grassroots issues. Photo: WWF NEPAL</figcaption> </figure>  If snow leopards are unable to enter livestock corrals, surplus killings can be virtually eradicated, as has been reported by the community from piloted improved corrals. With most households owning yaks and mountain goats, there are efforts to scale this out to benefit the wider community. <a href="https://nepalitimes.com/opinion/bridging-the-divide" target="_blank">SPNP has played a catalytic role to capacitate community leadership</a> and granted over Rs20 million of government relief to local households in the past five years. Secure livelihoods Safeguarding livestock is crucial to secure local livelihoods. Other local youth are trained in disease surveillance and control, which is becoming an increasing risk. </figcaption> </figure>  We supported livelihoods that have immediate returns but also long-term prospects that benefit the wider community, and preserve local cultures and nature while also enhancing their resilience as best we can. 4. A bright future As remote as SPNP is, it is never far from the impact of globalisation. There are new roads in Dolpo, and local governments have been leading efforts for electrification in remote parts of SPNP. Conservation stalwarts Engagement of the community is key to snow leopard conservation. Local knowledge in planning and implementation is mandatory, but it also creates new expertise in environmental protection. The project supports education and has helped form and capacitate diverse youth groups, including one with aspirations for sustainable tourism management and stronger linkages to the local economy. One of the challenges, however, has been effectively engaging women. Even so, last year, women groups of Dolpo led a massive undertaking removing nearly 8,000kg of solid waste from rangelands.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20231211031228_a3ea977d3ad71b0f2968dd8974eae7a854054898f07be45cec69744807ee29a1.jpg" data-media-id="editor_10" data-image-id="20231211031228_a3ea977d3ad71b0f2968dd8974eae7a854054898f07be45cec69744807ee29a1" data-rendition-name="original" width="1498" height="1000" loading="lazy" alt="Shey Phoksundo National Park snow leopard NT"> <figcaption>SPNP youth and the WWF team at WWF headquarters in Kathmandu. Photo: SNEHA TAMRAKAR/WWF NEPAL</figcaption> </figure>  These milestones are an expression of the immense effort by government officials from Kathmandu to the remotest parts of Dolpo most notably DNPWC, SPNP and various rural municipalities, communities and youth who have worked tirelessly, and all the experts and donors. This is also a call for help. Nepal brings back the snow leopard

For the people of Dolpo, the Covid years marked a turning point. In 2021/22, more than Rs10 million in government relief was granted to the communities for livestock killed by wild carnivores, notably the snow leopard and the wolf. This was a stark increase from five years ago when there was no relief despite existing provisions. A community leadership program combined with efforts of dedicated officials helped bridge this divide, creating a model for Nepal wherein remote communities benefit from the federal government’s welfare schemes. Like other mountainous regions, Dolpo relies largely on livestock rearing for livelihood. But they are also an easy meal for the elusive big cat compared to the more agile wild prey such as the blue sheep. While some livestock lifting is accepted given the region's Buddhist faith and values, severe cases - known as ‘surplus killing’ – are understood to attract ire and occasional retaliation against the snow leopard which are among the gravest threats to this vulnerable species with their worldwide population limited to a few thousand. In one instance of surplus killing last year, 98 goats and sheep, belonging to one household in Lhuri - a remote upper Dolpo village, were killed in a single night. Such incidents mostly occur when herders stow their animals in open corrals that allow snow leopards to enter and trap the livestock within. The wild cat’s hunting instincts then drive it to bring down the scurrying prey, one after another. The Park authorities granted Rs10.4 million to nearly 387 households, including around Rs300,000 to the Lhuri household. In 2018, SPNP, supported by WWF initiated a snow leopard conservation project under the leadership of the Department of National Parks and Wildlife Conservation. A baseline assessment which included a survey among 124 herders found that 96% of them were facing livestock loss to wildlife. Community-managed livestock insurance schemes (LIS) had been initiated more than a decade ago through a similar collaboration, but sustainability had remained as elusive as the predator it tried to save. The schemes had been initiated following a similar effort in Kangchenjunga Conservation Area (KCA), where community-run LIS was found to have successfully contributed to zero retaliatory killings of snow leopards. However, despite nearly Rs10 million in cumulative investments till 2018, high conflicts combined with low strategic management capacity in SPNP caused the LIS to remain unfeasibly reliant on constant external investment. Alternatively, Nepal government’s Wildlife Damage Relief Guidelines (WDRG, 2069) promised relief up to Rs30,000 for livestock killed by protected predator species. However, awareness about the guidelines and the process to access it was low. Moreover, locals reported that taking the necessary documents to SPNP Headquarters in Suligad required weeks of travel and often cost them more than the relief they received. Photo: SHEREN SHRESTHA</div> With these two relief provisions running parallelly but neither delivering the objective of sustainable relief to community, the SPNP-WWF project saw an opportunity to integrate the two. Then began the process of restructuring the community-run LIS to access the WDRG relief. SPNP-WWF had been training and mobilising community youth as citizen scientist members of Snow Leopard Conservation Committees (SLCC). Working closely with them, the reinitiated SPNP-WWF project began making adaptations, and a pathway to reform the LIS. A major step included retrieval of LIS funds started through an earlier Northern Mountain Conservation Project that had since been distributed among the community households or used for other purposes. This was encouraged with commitments of additional fund support for the LIS from the SPNP-WWF project. Alongside, discussions were held to generate acceptance for individual contribution by community members as ‘premium’, which would collect in LIS coffers to support the cost to access WDRG. Learnings were incorporated into the project cycle in the form of adapted activities or approaches. To make LIS relevant locally, a model guidelines document was prepared for adaptation in five blocks - Bhijer, Saldang, Dho, Phoksundo and Dolphu. Yet, they all had a common objective - to aid respective communities in accessing relief, and a common approach - requiring individual household contributions. Not all previous funds have been retrieved, and the LIS are in different stages of functionality. Bhijer has begun implementation, collected premiums, and retrieved all funds belonging to its beneficiaries. Remaining four have reached out to their respective communities, generating increasing understanding and interest in owning this community welfare initiative. For now, LIS management costs borne by SPNP-WWF project are showcasing what could be done with their own funds when systematically managed. Nearly 270 households of mid and upper Dolpo were among the beneficiaries of WDRG relief receiving over Rs8.2 million of the Rs10.4 million granted by SPNP last year. The communities’ SLCC and LIS leadership has contributed to this success. SPNP teams under the leadership of several Chief Conservation Officers, including young officers who reached the remotest regions of SPNP, blending with the community, to seasoned senior officials with years of experience in protected area management, have played a key role. With their knowledge of policy and understanding of the community, they have mobilised their authority to draw national WDRG funds to help the people here access their rights. Among their key contributions to this initiative has been improvement in communication. Five years ago, without satellite phones, connecting the remote upper Dolpo with the rest of the world including NP authorities required physically traversing these extreme terrains. Now most villages are connected through telephones and even the internet. Without clarity of context, one may be tempted to criticise the nominalism of the relief provided. After all, the last fiscal year’s relief from WDRG provisions, averages just about Rs8,500 per livestock lost. Yet, for the community that only five years ago were excluded from this benefit, the change has been transformational. Whether this has benefited snow leopards is a matter of further research. Subjectively however, knowing what was then, what is now, and what has gone on to reach this state, the WWF team is privileged to have been a small part of this change to help the communities that live with and protect the snow leopard. The LIS are far from perfect; learning, adapting, and improving is the only constant. Yet, as we celebrate this mountain day, we honour these community leaders and government officials who have used this scheme to bridge the divide and taken us another step closer to secure the future of the magnificent snow leopard together with the mountain communities. Bridging the divide

All around us, the outlines of the <a href="https://nepalitimes.atavist.com/stairway-to-heaven">mountains of Dolpo</a> have been softened by new snow. Below, Phoksundo Lake is partly ice-covered. The snow has made it easier for us to look for snow leopard tracks. These cats are elusive enough, but their fluffy camouflage makes them hard to see even if they are nearby. ‘That the Snow Leopard is, that it is here, that its frosty eyes watch us from the mountain -- that is enough. And in the not-seeing, I am content.’ These lines from <a href="https://www.newyorker.com/science/elements/peter-matthiessens-the-snow-leopard-in-the-age-of-climate-change">Peter Matthiessen’s classic The Snow Leopard</a> echo in my mind, and make me curious: what does this creature that is so hard to see look like? <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171152/636bdb9f9c7e80680e0802d4jpeg.jpg" alt="" width="1500" height="1000"> </div> <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171156/636bdba29c7e80680e0802d5jpeg.jpg" alt="" width="1502" height="1000"> </div> It is the philosophical Zen-like idea of the ‘not-seeing’ that holds such symbolism in Matthiessen’s book. Its powerful description of the animal that is there but not there, that you look for but cannot see. It reminds us of our own ephemeral presence in the eternity of nature, of being here today, gone tomorrow. Like the tracks on the snow that indicate that the being is nearby, its proof will be erased soon enough with the warmth of the sun. It is sparsely distributed across 12 countries in Central Asia and the Himalaya, admirably adapted to its high and rugged range at elevations of 3,000-4,500m. The snow leopard has become not just a professional quest for my sister <a href="https://archive.nepalitimes.com/regular-columns/GUEST-COLUMN/Shey-Phoksundo-national-park-may-soon-become-a-bus-park,1036">Tshiring Lhamu Lama</a>, but also a personal journey. She is a Snow leopard researcher and conservationist, and founder of <a href="http://www.snowleopardjourneys.com/" target="_blank">Snow Leopard Journeys</a>. As luck would have it, she invited me to join her to spend three winter months earlier this year in our birthplace of <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/saving-shey-phoksundo-in-nepal,3596">Phoksundo</a> to document her research, and to plan for a Snow Leopard Conservation Trek next year. <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171156/636bdbaf9c7e80680e0802d9jpeg.jpg" alt="" width="1500" height="1000"> </div> There is an easier way to see a snow leopard: through camera traps that we installed. But there is nothing to beat the sight of a snow leopard in the flesh. It was after a month of stalking and tracking that I had my first encounter on 28 February. The coronavirus pandemic had spread from China to Europe by then, but up here in remote Dolpo, we had no idea. I was alone, scanning the ridges and checking up on the motion-detection camera inside a small cave. It was 6pm and already getting dark when, right at the entrance to the cave, was a large cat that looked like a furry cloud trailing a long curly tail. We were face-to-face. The leopard was as surprised to see me as I was. My happiness at seeing this apparition overcame my fear. Was it real? Was it an illusion? Did I really see it? In slow motion, I stretched my hand to grab my camera. The leopard noticed my movement, and leapt away noiselessly, disappearing up into the cliffs above. I did manage a grainy photo as it bolted off – visual proof to myself that I had actually seen what I had just seen. We sighted snow leopards four more times this winter. I will never forget its haunting yowl echoing from the cliffs overlooking Phoksundo Lake. Even when we did not hear it, the leopard’s ghostly presence was all around us. It would pass through our village, marking and depositing scat, but it would disappear before we noticed it was there. “It looks like he is challenging us, teasing us, playing hide and seek,” Tshiring said. <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171156/636bdbb39c7e80680e0802dajpeg.jpg" alt="" width="2962" height="1500"> </div> <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171156/636bdbb69c7e80680e0802dbjpeg.jpg" alt="" width="1516" height="1000"> </div> <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171156/636bdbb99c7e80680e0802dcjpeg.jpg" alt="" width="640" height="416"></div> <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171156/636bdbbc9c7e80680e0802ddjpeg.jpg" alt="" width="640" height="412"></div> My sister has been to every corner of Dolpo, where even our locals have not yet been, to research snow leopards. We were all inspired by <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/saving-shey-phoksundo-in-nepal,3596" target="_blank">George Schaller</a> and Peter Matthiessen, who passed through our village of Phoksundo in 1973, long before either of us were born. Schaller’s study of the blue sheep and Matthiessen’s The Snow Leopard have been the inspiration for Tshiring’s conservation work. In 2016, she joined Schaller’s team which was retracing his 1973 trip, and had a chance to carry forward her study into snow leopards. “Throughout my research in Dolpo, our people would ask me why we need to save these predators that kill our yaks and sheep, and which do not give us any milk or food,” Tshiring tells me. She tried to explain to the herders the importance of maintaining the ecological balance of these mountains, and how the snow leopard is at the top of the food chain. She has seen two snow leopard cubs being dragged out of the lair and killed, and we have a camera shot of another snow leopard trailing a nylon rope from a trap around its waist. This has given her work even more of a sense of urgency, and she is convinced that snow leopard conservation can only happen if the local communities are involved in protecting the animal. https://www.youtube.com/watch?v=kiIwR3LeEtM&amp;feature=youtu.be&amp;fbclid=IwAR0EVujKi0ZU2XHo32PDtpnVTm9jr3MwVK0WjFt2OLbfd4ZHvFKgNN9l1So They may be convinced about helping protecting the animals if they see benefits from its conservation through <a href="https://www.nepalitimes.com/banner/bon-voyage/" target="_blank">wildlife tourism</a>. &nbsp;Trekking is becoming the mainstay of Dolpo’s economy now, even though this year there have been no tourists and no income because of the Covid-19 crisis. But for next year and beyond, Tshiring is convinced that the Snow Leopard Conservation Trek to Phoksundo Lake can <a href="https://www.nepalitimes.com/banner/dazzling-dolpo/" target="_blank">attract premium tourists</a> from all over the world, bringing jobs and income to locals. This, in turn, will convince them of the value of protecting the habitat of the snow leopard in Nepal’s <a href="https://www.nepalitimes.com/banner/new-high-way-to-dolpo/" target="_blank">largest district bordering the Tibet Plateau</a>. Trekking to save Nepal's snow leopards

Nepal has shut down dozens of social media platforms in a move that is widely seen as an effort to tax the revenue they generate in the country, and to control content critical of government. The sites were blocked as of midnight on Thursday, 4 September and affects all Meta products including WhatsApp and Messenger, Threads, and others. Although YouTube, Google and X are also on the government’s list, they were still working as of Friday midday.&nbsp; The government says it took the action after repeated warnings to the platforms to open offices in Nepal, a Cabinet decision last month setting a deadline, as well as a 17 August Supreme Court ruling also requiring them to register and pay requisite taxes. However, the Bill cited in the ban, ‘The Operation, Use, and Regulation of Social Media in Nepal’ has not yet been passed by Parliament. Some social media platforms which were already paying taxes in Nepal even though they are not officially registered, have also been blocked. The move is the latest in <a href="https://nepalitimes.com/news/big-beautiful-bills" target="_blank">a slew of draft legislations</a> designed to undermine Nepal’s open society. A Bill amending the Print and Publications Act would allow district bureaucrats to shut down media. Another draft Bill would allow political appointees to head a new Media Council with the power to revoke the licenses of journalists.&nbsp; A counter-intelligence Bill would let just about anyone in government to arbitrarily tap phones, read emails and trail citizens. On Wednesday the government announced new immigration requirements that would allow it to track the movement of all foreigners in the country. Yet another draft Bill has been set to Parliament to dissolve the <a href="https://archive.nepalitimes.com/news.php?id=10675" target="_blank">Social Welfare Council (SWC)</a> and move registration and monitoring of non-governmental organisations, nonprofits and charities to the Ministry of Social Welfare. Seen in this light, the blockage of social media platforms this week is seen as the latest government attempt to constrict freedom of press. Nepal is one of the few remaining open societies in Asia, and now appears to be drifting towards authoritarianism. The government’s sudden shutdown of social media has been greeted with howls of protest on platforms that still remain open, like Viber and TikTok, as well as in Nepal’s mainstream press. Even senior members of the ruling UML-NC coalition have sharply criticised the move, asking if the government is trying to “turn Nepal into North Korea”.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025090508098_a2ab330e403e8418a7006cd5e915607382628dd6984524332bf7b99c74743656.jpg" data-media-id="editor_2" data-image-id="2025090508098_a2ab330e403e8418a7006cd5e915607382628dd6984524332bf7b99c74743656" data-rendition-name="original" width="4280" height="5187" loading="lazy" alt="social media ban in Nepal"> </figure>  The Regional Director of the New York-based Committee to Protect Journalists (CPJ) Beh Lih Yi said in a statement: ‘Nepal’s sweeping ban on social media sets a dangerous precedent for press freedom. Blocking online news platforms vital to journalists will undermine reporting and the public’s right to information. The government must immediately rescind this order and restore access to social media platforms, which are essential tools for exercising press freedom.’ Besides undermining press freedom, blocking social media platforms will also hurt commerce and the economy since so many small and medium business trade through Instagram, Facebook and other platforms. Nepal’s vibrant social media has also been a boost or citizens to assert identity, build solidarity against injustice and play an adversarial role when the mainstream media does not do it. Social media platforms have also become the tenuous link for Nepali families scattered across the world to keep in touch with each other — its importance growing with the increasing size of the diaspora. The government wants social media platforms to register, pay taxes and remove posts on their sites that ‘undermine the national interest and Nepal’s territorial integrity, disturb social and religious harmony’.&nbsp; In response, rights activists have said while there is need for the government to regulate extreme content and hate speech, officials appear to be more intent on clamping down on free speech and trying to force platforms to share the revenue. On Friday, the government had allowed WhatsApp back online, but there were reports that it had instructed the Nepal Telecommunication Authority (NTA) to instruct mobile and internet service providers to block by Friday night all platforms, including Facebook, Instagram, Messenger, WhatsApp, X (Twitter), YouTube, LinkedIn, Reddit, Threads, Snapchat, Pinterest, Signal, Clubhouse, Rumble.&nbsp; Platforms that have registered and are allowed include TikTok, Viber, Nimbuzz, Popo Live, WeTalk, Global Diary and the Nepali portal Hamro Patro. TikTok was banned last year for ‘disturbing social harmony’ and it was lifted after the platform registered its office in Nepal. But even while it was banned, many users simply switched to VPN. Telegram was also banned for ‘financial crimes’ and it has since also been allowed back. NTA officials confirmed that some Asia-Pacific regional offices of platforms, including Meta had been in touch overnight inquiring about the registration process.&nbsp; Nepal is not alone in regulating social media. China bans most Western platforms, Russia and Turkey regulate their and require platforms to locate their data servers in the country. Gulf countries allow social media but keep a tight control on dissent.&nbsp; Experts have said even the government will not dare close down YouTube since so many Nepali individuals and companies make money with posts on that platform, and closing it would also impact on Google and Gmail. Facebook had also just launched a monetisation scheme for videos and reels, and Nepalis uploading content would lose revenue.&nbsp; Blocking the platforms has already hit content creators, influencers and cut small businesses from reaching customers. A survey of social media use in Nepal by Sharecast Initiative showed that 94% of those with smart phones used YouTube, followed by Facebook (92%) while TikTok was in the 50-60% range. X and Instagram were in the single digits. A YouTube ban will also hurt the mainstream media since up to 20% of the revenue of Nepal’s main tv channels came through YouTube. Some 11.1 million Nepalis watch YouTube content every day, the survey showed. ‘For global giants like Meta or Google, Nepal is a small market, and they may not even flinch — but for millions of Nepalis, these platforms are central to daily life, livelihoods, and connections across the world,’ wrote AI consultant Naresh Newar in a LinkedIn post. Some experts said the government’s sweeping ban on social media networks was untenable and the government would be forced to rollback sooner or later. Said editor Shiva Gaunle: “The platforms had given citizens a voice and broken the monopoly of the government, legislators, the courts and journalists over public opinion. This is an effort to reassert that monopoly, but Nepal can never be turned into a North Korea.”

Protest grows against Nepal’s social media ban

It was 30 years ago this month that investment into ‘Baby Arun’, the 201MW first phase of the run-of-river Arun III project, was brought to a screeching halt when the World Bank officially withdrew its support. This brought about profound and fundamental changes in the way Nepal’s power sector subsequently developed. Nepalis suffered debilitating power outages between 2008-2016 due to shortages attributable to the cancellation. At the same time, the gap left by Baby Arun was filled by private sector investment in ways that were not obvious in 1995. It took 30 years, but in many ways Nepal’s power sector is more healthy today than it has ever been, and likely better than if the project was built as planned. At a projected budget of $1.08 billion, Baby Arun would have cost the equivalent of Nepal’s entire annual government expenditure in 1995. It was to be funded by concessional grants and loans from multilateral and bilateral funders, including the World Bank, Asian Development Bank (ADB), KfW, and investment by the government itself. At the time, Nepal’s total electricity generation capacity was only 230MW, and the trajectory of the power sector changed dramatically following the cancellation. In the past 30 years, $5.4 billion has been invested in the power sector led by private investors, and much of it from domestic banks and pension funds (table, right).  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250829150840_c13d6f9f34d7163832b3089eabdad6f20d2d5cef3a53039e0432add2be6c32f0.jpg" data-media-id="editor_0" data-image-id="20250829150840_c13d6f9f34d7163832b3089eabdad6f20d2d5cef3a53039e0432add2be6c32f0" data-rendition-name="original" width="984" height="521" loading="lazy" alt="30 years after Baby Arun"> </figure>  Nearly 70% of the new megawatts generated were by private independent power producers (IPP) in the past 30 years, while the Nepal Electricity Authority (NEA) and its subsidiary companies added 30% of new capacity. Almost 80% of total debt financing came from domestic banks and employee retirement funds. International assistance for power generation dropped dramatically over this time, accounting for only about 15% of investment. Before 1995 new power projects used to be entirely dependent on foreign aid. Since 1995, 63% of new generation came from 171 small hydropower projects with an average capacity of 12MW, while 4% was from 21 solar photovoltaic and biomass projects developed by local IPPs.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250829150844_5bc299fc78be90b95ce4727b0b3bdaa4542e17e126718cc8725d136630ffc097.jpg" data-media-id="editor_1" data-image-id="20250829150844_5bc299fc78be90b95ce4727b0b3bdaa4542e17e126718cc8725d136630ffc097" data-rendition-name="original" width="988" height="503" loading="lazy" alt="30 years after Baby Arun"> </figure>  Over three decades, investment in Nepal’s power supply came primarily from new actors that had never before been involved in this sector. The rate of electrification rose from 10% to close to 100% -- sufficient to meet domestic needs during most of the year, and in 2024 made Nepal a net exporter of power to India for the first time in its history. As practically all the new investment in this period went into run-of-river hydro and solar projects, rather than into hydropower reservoirs with seasonal storage, Nepal continues to rely on imports from India during the dry winter months. Surplus electricity generation for export during the monsoon is slated to grow rapidly as another 200 solar and hydro projects are nearing completion of construction, with over 5,000MW of power capacity. Private Power The cancellation of Baby Arun inadvertently accelerated the entry of the private sector into Nepal’s power generation. The government enacted the Electricity Act in 1992 to attract private IPPs and diversify away from total dependence from international aid, but had been struggling for several years to conclude the first agreement with the 60MW Khimti Project. There remained a large gap between the tariff that the government thought was reasonable versus what was demanded by the Norwegian investor Statkraft, and the private sector arms of the World Bank and ADB that were financing the project. The shock of World Bank withdrawal from Baby Arun put tremendous pressure on the government, then led by the UML as it is now. The Bank’s decision to terminate its involvement was ostensibly, at least partially, taken in response to a letter critiquing the project sent by the UML while it was in the opposition.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250829150848_7fb3641d776fe86a09ad60a758f7e16660a409fdb15e541644f13646b0894347.jpg" data-media-id="editor_2" data-image-id="20250829150848_7fb3641d776fe86a09ad60a758f7e16660a409fdb15e541644f13646b0894347" data-rendition-name="original" width="949" height="446" loading="lazy" alt="30 years after Baby Arun"> <figcaption>BAD NEWS: Newspaper clippings from the early 90s on tender announcement ahead of loan approval (left) and secrecy surrounding environmental assessment (centre) of Arun III before its eventual cancellation in August 1995.</figcaption> </figure>  The government was forced to soften its position and agree to the investors’ terms following the cancellation of Baby Arun. It directed NEA to sign a power purchase agreement (PPA) with Khimti. It was concluded in January 1996, and this was followed by a second PPA in July 1996 with Panda Energy, the American developer of the 45MW Upper Bhotekosi project. The expensive USD-denominated agreements to buy power from two international private producers, with price escalation clauses tied to the New York Consumer Price Index, sent alarm bells ringing. There was worry that the country was heading towards unaffordable tariff rates for the consumer and potential bankruptcy for NEA as a result of inevitable future weakening of the Nepali Rupee. The government had strong-armed NEA into signing these agreements, and realised that concessionary financing terms that Nepal was used to receiving for public sector projects such as Baby Arun and Kali Gandaki A, that included below-market interest rates and 40 years repayment period with a 10 year grace period before starting repayment, were not the norm for private sector investors. Nepal’s status as a less than attractive destination for foreign investment meant that the country had few options but to accept expensive dollar PPAs from international developers with the high commercial interest rates and short repayment periods imposed by their banks because of high investment risks. In the end, the government ended up having to additionally provide a sovereign guarantee in order to close the deal at the insistence of the lenders – committing it to repayment in case NEA defaulted on paying the IPPs. It is reasonable to assume that the extraordinarily high political cost of agreeing to the PPA terms would have meant that no government would have willingly agreed to them in 1995 had it not suffered the trauma of the loss of concessionary-financed public sector projects as large as the Baby Arun. It has taken NEA 25 years to consider offering dollar-denominated PPAs again: to cover the foreign exchange portion of the investment in the 216MW Upper Trisuli-1 and 120MW Rasuwa-Bhotekosi Hydropower projects. It seemed unlikely at the time, but it turned out that the dire situation Nepal found itself in 1995 planted the seed to mobilise investment for affordable power from within the country. Double Whammy After the dual shock of first losing investment in Baby Arun and having to sign expensive power purchase agreements with international IPPs, the first proposal for an alternative strategy to mitigate the risk of foreign currency investment into hydropower projects came from a group of engineers within the Arun III team at NEA. Led by <a href="https://archive.nepalitimes.com/news.php?id=4900">Deputy Director Damber Bahadur Nepali,</a> engineers convinced the leadership that NEA needed to invest in a subsidiary company to build a series of locally-designed and domestically-financed projects that would have lower cost with rupee-denominated PPAs. They registered the Chilime Hydropower Company Limited (CHCL) in October 1995 with 51% shares from NEA, 25% from its employees, and 24% available for the general public, 10% of which was prioritised for local residents at the project site. The 22.1MW project is in Rasuwa on a tributary of the Trisuli, and mobilised debt financing from the Employee Provident Fund, which manages retirement savings for employees of the government, public enterprises, and private sector institutions. CHCL’s experience showed that NEA employees themselves believed that individual hydropower projects with operational independence from NEA could be developed profitably in Nepal by its own engineers -- and they were willing to put their own money on the line. Chilime also demonstrated that there was money in the country, particularly with retirement funds, looking for opportunities for long-term investments. Following completion of Chilime in 2003, CHCL led the formation of three other NEA subsidiary companies that completed construction in 2023 and 2024, producing 168.3MW using fully rupee-tied investment. NEA’s largest subsidiary, the Upper Tamakosi Hydropower Limited, completed construction of its 456MW plant in 2021.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250829160812_ce9ab8b49c598970db3f5bf0a079061ef52f153b28d9f4ead2bb1b26bfd7c2f3.jpg" data-media-id="editor_4" data-image-id="20250829160812_ce9ab8b49c598970db3f5bf0a079061ef52f153b28d9f4ead2bb1b26bfd7c2f3" data-rendition-name="original" width="3000" height="1571" loading="lazy" alt="30 Years after Baby Arun"> <figcaption>DAMNED: The $700 million 456MW Upper Tamakosi built entirely with domestic funds before it was destroyed by the September floods last year. </figcaption> </figure>  There were some delays and cost overruns on this run-of-river project, the largest in the country with a final cost of over $700 million -- all of it sourced domestically. The five subsidiary companies launched by NEA have produced almost two times as much new power as NEA has over the past 30 years. Seven other NEA subsidiaries are currently constructing projects to add another 474MW to the national grid. But even more important than NEA subsidiaries have been local IPPs: Nepali companies which have over the past three decades enthusiastically entered the hydropower sector. From a regulatory perspective, the credit for mobilising domestic private investment to engage in power generation goes to Minister of Water Resources Shailaja Acharya, who in 1998 offered a flat feed-in-tariff of Rs4/kWh for hydropower projects under 10MW. This upfront offer removed a major barrier that early developers had faced of having to spend money to carry out a detailed feasibility study before they could even start tariff negotiations with NEA. She had laid the foundation stone of the Chilime project, and proved to be the champion of opening up the sector for domestic IPPs. The guarantee of a PPA with a fixed tariff, irrespective of project specifications, gave small power developers the confidence to apply for survey licenses and invest in feasibility studies so they could directly approach commercial banks and make a case for their project producing required revenue to repay loans. Domestic IPPs started adding power to the national grid in 2002. Their contribution was initially modest, and first projects were small and commercial lenders who took time to be confident about providing debt financing to a sector which had previously not been considered suitable for private sector investment. While the first 10 years were slow, with less than 10MW being added to the grid each year, this increased twenty fold over the following ten years, resulting in the equivalent of a Baby Arun being added by Nepali IPPs to the grid each year. A total of 84 IPPs added 232MW, 328 MW, 454MW, and 400MW of new generation to the grid in 2021-2024 (graph). There was explosive, exponential growth as domestic developers have surged ahead to account for 76% of the new megawatts added to the grid since 2020, compared to 24% by NEA and its subsidiary companies. The megawatts that IPPs are adding have followed the classic ‘hockey stick curve’ with the ‘breakout point’, signaling the rapid growth phase in 2020. Private producers are expected to accelerate new generation in the coming years with 300 solar and hydropower projects adding 11,000MW. Another 166 hydropower and 96 solar projects are currently in the survey stage, and are in line to add another 11,000MW to the construction pipeline. One major challenge is finding financing required for the projects. Domestic investment will no longer be sufficient to finance this ambitious pipeline of renewable energy projects. Project developers as well as NEA and the Electricity Regulatory Commission will have to leverage their substantial experience accumulated through the construction of over 200 projects to attract regional and international investment and hedge the risks of dollar-denominated PPAs. Following the cancellation of Baby Arun, <a href="https://nepalitimes.com/opinion/people-power/decentralising-power-in-nepal">Nepal developed a highly distributed power sector</a>. The national electricity grid is currently supplied with power from a remarkably decentralised array of hundreds of hydropower and solar photovoltaic projects spread across 43 districts and all seven provinces.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250829150848_0c3aa66b34bfb08380a624f397bf3ebb4126f4d6b41a26115848b496876f501b.jpg" data-media-id="editor_6" data-image-id="20250829150848_0c3aa66b34bfb08380a624f397bf3ebb4126f4d6b41a26115848b496876f501b" data-rendition-name="original" width="1228" height="867" loading="lazy" alt="30 years after Baby Arun"> </figure>  This presents a sharp contrast to the pathway of a few large public sector hydropower projects with a sprinkling of private sector projects that was envisioned as part of NEA’s investment planning when Baby Arun was being considered the front runner for investment. The strategy then was to allow public sector investment in a few large hydropower projects with thermal plants to fill the gap. Knowing what we know now about acceleration of climate change impacts and increased extreme weather events, following this path would have made Nepal’s power sector highly vulnerable. Decentralised generation greatly improves the resilience of Nepal’s power supply as damage to power plants in one part of the country need not affect other areas that have their own generation. Following the investment plan where over two thirds of the country’s power supply would have come from power plants on the Arun River, would have greatly imperiled Nepal’s energy security. All rivers in Nepal are susceptible to flooding from cloudbursts made more frequent by climate change. The Arun River which is fed by glaciers in Tibet is also at risk to glacial lake outburst floods. Bikash Pandey is Director of Clean Energy and Circular Economy at Winrock International. People Power is his regular column in Nepali Times on global energy issues relevant to Nepal. <h2>Decentralised and Diversified</h2> In the 30 years since the cancellation of ‘Baby Arun’: Hydropower projects constructed cover capacities ranging from less than 1MW to 456MW and developed by IPPs from across the country with strong local involvement in purchasing equity shares. Renewable energy sources contributed to the generation mix through solar IPPs that further contribute to climate resilience, and cover shortfalls during low rainfall. The government is committed to solar contributing 10% of the power on the grid. Increasing solar beyond this target and providing incentives to project developers to invest in utility-scale battery storage would further improve resilience. BIG ARUN: The 900MW Arun III project under construction since 2018 at Num in Sankhuwasabha (pictured, below) is a separate initiative by a different project developer using a different financing modality. 30 years after Baby Arun

<a href="https://www.youtube.com/watch?v=x2fZXyjsE28" target="_blank">Yog Narendra Malla</a> became king at age 18, and ruled Patan from 1684-1705 — his reign marked by a cultural and architectural renaissance of the city state. He put up a statue of himself in the palace square with a little bronze bird sitting on the guardian serpent above his head. It is said he told his subjects that he would look after their welfare till the day the bird flew off. During<a href="https://nepalitimes.com/here-now/lessons-not-learned-from-2015-o2etq6zu"> the 2015 earthquake</a>, the pedestal collapsed and the statue was damaged. The bird was lost, only to be located in a pile of debris and reinstated when the <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/piece-by-piece-patan-darbar-square-reconstruction,3782" target="_blank">statue was consecrated</a> two years later. <div class="embed-block"><iframe width="560" height="315" src="https://www.youtube.com/embed/x2fZXyjsE28?si=jYfIb4p6zCLXYQ1T" title="YouTube video player" frameborder="0" allow="accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share" referrerpolicy="strict-origin-when-cross-origin" allowfullscreen></iframe></div> History remembers Yog Narendra Malla as a wise king, but like most<a href="https://nepalitimes.com/here-now/preserving-king-birendra-s-family-home"> royalty of the day</a>, he had a weakness for women. He is supposed to have consorted with 30 queens and numerous concubines. At least 33 of them self-immolated themselves on the king's funeral pyre when he died, adhering to the prevailing <a href="https://archive.nepalitimes.com/article/review/Jhola,947">practice of sati</a>. When Yog Narendra Malla’s favourite queen found out that he was carrying on with yet another woman, she got the local community of the Kwelachhi neighbourhood to stage a shadow sex play to quite literally expose his unfaithfulness. Actors enacted the explicit exploits of the king and his mistress, a bright butter lamp projecting the moving shadows of their lovemaking on a thin white drape to entertain those gathered in the square below. The queen made sure that the show was designed to face the home of the king’s paramour to shame them both. She also paid for a group to chant a bhajan with lyrics that ridiculed the king’s extramarital affair. The Jhyalcha Guthi community trust that the queen set up three-and-half century ago is still active to this day, and performs the annual shadow play in the same building in Kwelachhi the day before <a href="https://nepalitimes.com/banner/the-legend-behind-the-myth-of-indra-jatra">Indra Jatra </a>every year. This year’s show is on Friday evening, 5 September. The opening lines of the chants that accompany the play are the same words approved by the queen all those years ago: “Raja Yog Narendra ya aparadh…” (King Yog Narendra’s crime…) The community leader of the Kwelachhi neighbourhood, 62-year-old Baburaja Awale, explains the importance of the event: “This Jhyalcha is our<a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/saving-the-intangible,3303"> intangible heritage</a> and oral history. We do not have a written format, it has been passed down from generation to generation. Photo: GOPEN RAI/ NEPALI TIMES ARCHIVE</figcaption> </figure>  Jhyalcha Pyankha, as the ceremony is called, starts with a puja for the Bhimsen — the god of wealth and prosperity, a popular <a href="https://nepalitimes.com/here-now/the-homecoming-of-nepal-s-gods">deity in Patan</a> who has a temple dedicated just to him in the palace square. This is immediately followed by a bhajan of Bhairab performed with <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Buzz-house,670">traditional Newa musical instruments</a>. Community members serve snacks consisting of samay baji beaten rice, water buffalo chunks, soybean, green veggies, lentils, ginger, garlic and aila liquor. “In the first act of the shadow play, the man initiates the lovemaking, and in the third it is the woman,” says Laxmi Lal Awale, also a member of the trust that organises the show. The shadow action is all uncensored, but interspersed with <a href="https://nepalitimes.com/review/between-the-sacred-and-everyday">scenes of everyday life</a>: the woman is spinning a thread, the king is going about his royal chores, and the two sit down to share sanacha fermented pickle that is popular this time of year. <div class="embed-block"><iframe width="560" height="315" src="https://www.youtube.com/embed/qZ3twuG1wNQ?si=yRfkoC3A-X9cIl8r" title="YouTube video player" frameborder="0" allow="accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share" referrerpolicy="strict-origin-when-cross-origin" allowfullscreen></iframe></div> “Back then, there was no tv, films or YouTube, and yet we managed to stage the shadow play using our own resourcefulness,” says Baburaja Awale. “It is important to continue the tradition.” The challenge now is to ensure that the<a href="https://nepalitimes.com/opinion/the-reign-of-the-god-of-rain"> younger generation takes over</a>, learning the lyrics of the ancient bhajan. The dafa khala group that performs all over Patan during festivals and religious events is now training teenagers to play the musical instruments and act in the shadow play. The Jhyalcha was staged even after the 2015 earthquake when the falcha where the bhajan is performed collapsed and they made-do in a tin shed. The structure was later rebuilt with a grant from the group, Photo Circle. Lalitpur Metropolitan City sets aside a budget of Rs50,000 to organise the Jhyalcha Pyankha every year, but this is not enough and is supplemented by individual donations. The performers including musicians and actors are all volunteers, and take part in it because it is their community duty. The erotic shadow play was way ahead of its time, not just in its graphic content but the use of contemporary local technology as well as improvisation and pure imagination. Says Laxmi Lal: “Whatever its origin in the legend of King Yog Narendra Malla and his queen, Jhyalcha also served as a medium of <a href="https://nepalitimes.com/here-now/lets-talk-about-it">sex education</a>. Sex and the city of Patan

This is the 72nd episode of Diaspora Diaries, a Nepali Times series in collaboration with Migration Lab providing a platform to share experiences of living, working and studying abroad. My father ran a store and that is where I spent all my time till Grade 6. Doing my homework. Serving customers. I then moved to my maternal grandparents’ house because I used to get along with my cousin who was a year older than me. We did everything together, and were best friends. We took turns studying: I was a night owl, and he was an early riser. Before I went to bed after studying all night, I woke him up. My mother was 44 when I was born, the same year my eldest brother got married. My sister-in-law becoming a part of our family was how my mother referenced my age. I liked making money, and was always a hustler. In Grade 7, I learnt to handle a tractor and helped my brother-in-law to plough, earning Rs10 a day. As I got better, he paid me more. By Grade 9, I was already making Rs500 per day, but had to slow down to prepare for my exams. From an early age I knew I did not want a 9-5 job. There just wasn’t enough money in it. I wanted to get into business, and compared my brother who worked in the post office and what businessmen made. It did not help that my brother was honest, and never took bribes. A friend and I made money selling cheap Chinese phones at a premium to our friends. We blasted music on the phones and pretended that we were giving them a discount. After SLC, I started teaching math and other subjects. I was soon a shareholder in the same school and in the evening I was involved in our family’s floriculture business, growing amaranth and marigold for garlands.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250831020844_1b54b999d67122a50c4c7e6204cc737bcc99bf2a68db6499a4566a7f61a880b4.jpg" data-media-id="editor_0" data-image-id="20250831020844_1b54b999d67122a50c4c7e6204cc737bcc99bf2a68db6499a4566a7f61a880b4" data-rendition-name="original" width="955" height="1314" loading="lazy" alt="Diaspora Diaries 72"> </figure>  It was then that a friend suggested we learn the Korean language. We could be earning significantly higher in Korea for similar efforts. I had no plans to go abroad but he convinced me. I did not know anything about Korea, and was scolded at the language institute when I asked someone to point Korea on the map.&nbsp; It was only there that I learnt you had to pass an exam for the Korean Employment Permit System (EPS), and pay for language classes. After a week, I decided it was not for me and dropped out. But my friend convinced me to give it one more try. I did not prepare much for the exam, and it was no surprise that I failed. But it was just by one mark, and people would pity me for failing “just by one mark”. It was a brand of failure. It hurt my ego. I had to turn things around by taking the exams seriously, and locked myself up to study hard.&nbsp; Even when we had visitors, my wife told them I was not home. If I was not in my room learning Korean, I would be with a group of ten of us test-takers comparing notes and practicing late into the night. The exam was difficult, but this time I passed, the only one in my group who did.&nbsp; As someone who never liked the idea of doing a job, I still had my doubts about going to Korea. It did not help that one of my acquaintances had returned a month after he had left, and he discouraged me from migrating given that I was already making good money in Nepal.&nbsp; But my wife suggested that I give it a shot since I had worked so hard for it. And if it really turned out not to be my cup of tea, I could always return. What did I have to lose, I thought, at least I would get to visit Korea. My job there was in an electrical company that made circuit boards. I worked all day, earned good money. In the evenings, I kept myself busy with my real estate business back in Nepal. I had learnt the tricks of the trade from fellow real estate agents back home, but at the time did not have the capital to invest.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250831020848_941e961e2045058f255ad89884b51faa7d2365c68236e5cbe573d63d769ac6c5.jpg" data-media-id="editor_1" data-image-id="20250831020848_941e961e2045058f255ad89884b51faa7d2365c68236e5cbe573d63d769ac6c5" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Diaspora Diaries 72"> </figure>  In Korea, it helped that I had salary records that allowed me to get loans from financial institutions both in Korea and in Nepal. Ultimately, I started earning more from my real estate deals in Nepal than from my job in Korea. This was all thanks to my ability to take loans because of the EPS scheme. My wife has been managing the flower business while I was away. My finances grew stronger over the eight years I was in Korea. I paid off the loans that I had borrowed to buy land. But real estate did not satisfy me entirely. I wondered: what is my brand? What will I be known for? What is my contribution to society? Real estate is for wealth, but that is about it. I needed to sell one piece of land and use the revenue to start a venture. I took classes in business, and returned to Nepal six months ago and got back to my family’s ancestral roots in floriculture. In Nepal too, I am continuing the entrepreneurship training I had started in Korea with the Bridge International. Such exposure helps us reflect on our business such as our branding, vision, and proactive aspects like the importance of strong recordkeeping.&nbsp; I am now working to upgrade and expand my floriculture business. With a friend who is still in Korea I am building a cooling room to increase the shelf-life of flowers and other produce and set up a market in my village where others can sell their produce. I also am engaged in other businesses like real estate and online shopping. I work round the clock in Nepal — a strong work ethic is something I picked up in Korea.&nbsp; My Korean bosses would work alongside us, that motivated us. I work just as hard in Nepal as I did in Korea. People here often ask me why I am pushing myself so hard. But making garlands comes easy to me, it is work my forebears were involved in. My childhood memories are about plucking flowers with my sister. I have a comparative advantage in this work. It comes naturally to me, it is easy and I enjoy it. And sometimes, if there are too many garlands to make, I can multitask while holding meetings. My fingers just fly. I am good at this job, but my wife is even better and faster.&nbsp; When there is too much load, we can also outsource the work. To be known as the flower guy would be great personal branding. The मखमली guy. Or the सयपत्री guy. I decided to come home for just this with a one-way ticket. “अब पासा: जाँदैन ल्हासा!” &nbsp;
