<img width="1280" height="911" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1e1c9c7e80680e0af3f1jpeg.jpg" alt=""/>International Migrants Day on 18 December is a fitting time to take another long hard look at the migrant labour that sustains Nepal’s economy. Remittances from overseas workers make up nearly a quarter of Nepal’s GDP, placing it seventh among countries most dependant on migrants after Tonga, Lebanon, Kyrgyz Republic, Tajikistan, Honduras and El Salvador.This economic mainstay was impacted by the Covid-19 crisis. Nepalis lost their jobs and were stranded abroad, their repatriation was chaotic, others were trapped in Nepal.This year, the closed doors have partially re-opened, but migrant workers have to navigate complicated, costly and confusing requirements in Nepal and at their destinations. Despite this, overseas employment is showing signs of recovery. In October-November 55,000 Nepalis took labour approvals, the majority to go to the Gulf countries like Qatar (19,000), Saudi Arabia (17,000) and the UAE (13,500). In the whole of 2020, only 7,797 permits were issued. The Gulf dominates the overseas market because Malaysia, which has traditionally been one of the major destinations for Nepali workers, banned incoming foreign workers since March 2020. The Malaysian are taking foreign workers again, mainly in agriculture and manufacturing.The <a href="https://www.theedgemarkets.com/article/fmm-msia-needs-replenish-over-600000-foreign-workers-2022-overcome-current-acute-manpower">Federation of Malaysian Manufacturers</a> has predicted a demand of 600,000 migrant workers for domestic production to rebound to pre-pandemic levels next year. Korea bound EPS workers have started flying out in small numbers after being completely closed for the past  almost two years. Despite reasons to be optimistic, uncertainties remain. The market is recovering but because of new strains of the virus, there is still a fear that things may unravel again.  In August, thousands of workers waited all night at Teku Hospital to get their vaccination cards certified. This issue has been largely sorted out, but new variant related restrictions have come up. Some 1,000 <a href="https://www.nepalitimes.com/latest/booster-lack-strands-israel-bound">Israel-bound caregivers</a> are waiting impatiently because they cannot get booster shots that they need to fly to Tel Aviv.  <img width="455" height="286" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1e1e9c7e80680e0af3f2jpeg.jpg" alt="">Read also: <a href="https://www.nepalitimes.com/banner/human-rights-referees-blow-whistle-on-world-cup-fouls/">Rights referees blow whistle on World Cup fouls</a>, Kunda Dixit<a href="https://www.nepalitimes.com/here-now/long-wait-over-nepalis-return-to-korea/">Long wait over, Nepalis return to Korea</a>, Nepali TimesPaying lip service to migrant workers is not enough. As we said last year on International Migrants Day <a href="https://www.nepalitimes.com/editorial/the-year-of-migrant-workers/">in this space</a>, their contribution in keeping this country afloat is too important.  Since decades, Nepali migrant workers have left, worked and returned quietly on their own – first to India and then further afield. Covid-19 has disrupted that flow by creating administrative hurdles, uncertainty and even curtailed demand. This means they require a lot more support and facilitation to ensure minimum disruption. The main hurdle is political apathy. There have been five labour ministers in the past two years ministers in the past two years, and they have set the bar very low for any proactive initiatives. They were either AWOL when workers were stranded, or left immediately after being appointed. When workers had <a href="https://www.nepalitimes.com/editorial/2am-is-too-late/">to stand in line for a night and day</a> just for a piece of paper there was no one paying attention. While it is too early to judge, the newly appointed Minister for Labour, Employment and Social Security Krishna Kumar Shrestha is showing some interest. The government is set to renew the labour agreement with Qatar which <a href="http://mfasia.org/asianparliamentarians/wp-content/uploads/2017/08/nepal-and-qatar-2005.pdf">was signed in 2005</a>. But past experience has shown that we need proof of the pudding. There is a ritualistic approach to labour agreements: the signing itself is seen as an end and not the beginning for bilateral cooperation. The emphasis needs to be on enforcement of existing agreements and on signing new ones with major destination countries like Saudi Arabia. But proactive engagement must not mean unnecessary hurdles for migrants, of which there are plenty. Why the <a href="https://www.nepalitimes.com/here-now/nepalis-queueing-up-all-night-for-proof-of-jab/">unnecessary delays</a> by Nepal’s embassies in the job demand attestation process without which employers cannot hire workers?  The <a href="https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/">ban on domestic workers</a> in the name of ‘protection’ has still not been lifted despite public outcry. The government was quick to recall ambassadors from key destination countries including those who were performing well, <a href="https://www.nepalitimes.com/latest/nepal-must-now-send-skilled-workers-to-qatar/">without sending replacements</a>. If you cannot help, at least do not harm should be the motto for Nepal’s policymakers.Every muddle and mistake affects large numbers of migrants and their families. Case in point is the <a href="https://www.nepalitimes.com/banner/missing-the-plot-in-nepals-job-scheme/">Qatar police recruitment fiasco</a> because of which 200 high paying jobs for Nepalis went to waste. Such cancellations not only <a href="https://www.nepalitimes.com/latest/qatar-police-recruitment-row-hits-nepalis/">harm migrants and their families</a> but also future job openings.On the home front, the <a href="https://www.nepalitimes.com/banner/missing-the-plot-in-nepals-job-scheme/">reintegration program</a> and the Prime Minister's Employment Program back home have been disappointing. <a href="https://www.nepalitimes.com/latest/where-have-we-heard-that-one-before/">Programs for returnees</a> are just announcements with little action.Qatar will be under the spotlight in 2022 because of the FIFA World Cup in November-December. This marks the end of an era for Nepali workers who were indispensable in Qatar’s construction boom. The World Cup will be personal in a bitter way given the human cost of the game that engaged hundreds of thousands of Nepalis.  Nepalis were dying in Qatar but Nepalis were also dying to work in Qatar, and therein lies the conundrum. There are both good and bad aspects of migrating to places such as the Gulf that have limited rights for foreign workers, but plenty of jobs.On the next International Migrants Day on 18 December 2022 is also the finals of the World Cup at the Lusail Stadium in Doha that Nepali workers helped construct. There is a wall at the stadium to honour the migrant workers. Both 18 December and the wall may feel like empty displays of gratitude unless accompanied by concrete action that actually make a difference to the workers they intend to honour.

The Days of International Migration

Photo: AAKASH KC</figcaption></figure>When Aakash KC flew to Kathmandu from Seoul in February 2020, he was looking forward to a three-month break in Nepal from his job in South Korea. Little did he know that he would be stranded for almost two agonising years in Nepal due to the pandemic. KC finally flew back to Seoul on Monday after months of uncertainty because of confusing information on Covid, flip-flopping rules. “As per Korean law, I had to come to Nepal for three months before resuming with same employer for another five years,” KC said as he prepared to leave. KC is part of the much-coveted <a href="https://archive.nepalitimes.com/article/nation/Korea-treating-Nepali-migrant-workers-right,2813" target="_blank" rel="noopener noreferrer">Employment Permit Scheme (EPS)</a>, a government-to-government partnership between Nepal and Korea to supply workers, and is luckier than most other Nepali migrants because he had an employer who waited to have him back. KC had to renew his Certificate for Confirmation of Visa Issuance (CCVI) multiple times with help from his Korean employer. He said: “I used to feel anxious when co-workers from Sri Lanka had returned to their jobs in Korea whereas my future was uncertain.” KC’s employer was not just patient, he even sent him financial help during the early months of the pandemic. It is a testament to the hard work and trust that Nepali workers like KC have built with their Korean employers that they are willing to do that.  <img width="455" height="286" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1df89c7e80680e0af3e4jpeg.jpg" alt="">KC did not look for any other options during the past two years, although he was tempted to prepare for Nepal’s civil service exams. He has retained his language skills, and earlier this week was excited about returning to Korea. To be sure, not everyone is as lucky as KC. Sunita Gurung worked on a farm in Korea, and received her CCVI for continued employment. But her employer cancelled because the process dragged on for too long, leaving her heartbroken and helpless. “I understand why he did that,” Gurung said. “How long can an employer wait when I could not confirm when I could return?” For over 10,000 other Nepalis who passed the competitive Korean language and skills exams, the <a href="https://www.nepalitimes.com/opinion/labour-mobility/crossborder-virus-and-nepali-migrant-workers/" target="_blank" rel="noopener noreferrer">pandemic has been a roller coaster ride</a>. They were too far along the process to let go of lucrative job opportunities in Korea that guarantees high wages and a secure future.  <figure><img width="960" height="720" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1dfa9c7e80680e0af3e5jpeg.jpg" alt=""><figcaption>Nepali workers boarding a Korean Air flight in Kathmandu this week after being stuck for nearly two years. Photo: AAKASH KC</figcaption></figure>The workers saw the Gulf and Malaysia opening up after the lockdowns, and could not understand why Korea was still closed. Some workers were under pressure from their families to take up whatever overseas job was available. “When my family saw others from the community headed to Gulf, they asked why I could not do the same. They don’t understand,” said one worker. All the uncertainty and false alarms over the past year and a half has taken a toll on the mental health of <a href="https://archive.nepalitimes.com/article/nation/Korean-kafala-migrants-in-Korea,4025" target="_blank" rel="noopener noreferrer">aspirants for Korea</a>. The lack of clear information also means confusion about whether the delay was due to Covid-19 restrictions in Nepal or Korea, vaccine status, or the result of insufficient diplomatic lobbying by the Nepal government.It has not helped that for almost three years, there has not been a Nepali ambassador in Seoul. Junior embassy staff do not have the same access and influence as an ambassador, and the country’s labour diplomacy has suffered as a result.“We knew it was due to public health concerns and the Korea government was using similar criteria to all EPS partner countries to assess whether to allow workers or not, but our government was also not being proactive,” said Askash KC who <a href="https://www.nepalitimes.com/here-now/delayed-dreams-for-korea-bound-nepalis/">took to the streets</a> earlier this year to put pressure on the Nepal government to lobby with the Koreans.  <figure><img width="2048" height="1536" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1dfc9c7e80680e0af3e6jpeg.jpg" alt=""><figcaption>Trilok Pant finally flew to Korea in October after waiting for nearly two years and is back at his job. "Work has started in full swing," he says. Photo: TRILOK PANT</figcaption></figure>The EPS Struggle Committee met government officials, including all five labour ministers in the past two years. A running joke within the Struggle Committee was that one labour minister who lasted only a few days in office earlier this year asked the members who had gone to appeal to him: “What is EPS?”The South Koreans had set three criteria for the corridors to resume: the presence of direct, regular flights to Incheon, all migrants buy Covid-19 insurance, and workers pay for ten-day quarantines on arrival in Korea. All these criteria were met, and despite the added cost to the workers, Nepalis finally started flying to Korea in October. Trilok Pant was among the first lot that went to <a href="https://www.nepalitimes.com/here-now/dead-end-of-the-korean-dream/" target="_blank" rel="noopener noreferrer">Korea</a> in October after spending 22 months here. “There was so much excitement among the 48 Nepalis who went on the first flight,” he said on the phone from Korea. “Work has started in full swing now.”Like KC, Pant was also lucky to have a kind employer who sent him money during the pandemic, and waited for him as he renewed his CCVI four times because it only had six-month validity. “On my first day out of quarantine, he took us out for dinner,” Pant recalled. “It was a happy reunion.” <figure><img width="2048" height="1536" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1dff9c7e80680e0af3e7jpeg.jpg" alt=""><figcaption>Trilok Pant with his co-workers, including Nepalis, in Korea pre-pandemic. Photo: TRILOK PANT</figcaption></figure>In the 22 months that he was stranded in Nepal, Pant did not do any work because of the uncertainty about Korea. But Korean employers, too, have faced problems because their workers could not get back. Nepalis mostly are on jobs that locals will not do, especially not for the salaries for migrant workers. “Nepalis have a reputation for hard work and honesty, which worked to our advantage this time as our employers waited for us patiently amid all the uncertainty and inconvenience,” Pant added. For now, only a small proportion of those waiting have been <a href="https://www.nepalitimes.com/latest/the-long-wait-before-flight/" target="_blank" rel="noopener noreferrer">able to rejoin jobs</a>, and the Koreans appear to opening up cautiously to see if there is a Covid surge. Only if all goes well in the coming months will more workers be let in. And there are thousands of Nepalis waiting to fly out.

Long wait over, Nepalis return to Korea

Nepal’s remittance-based economy has always been vulnerable to international upheavals like tension in West Asia, or economic downturn in Malaysia or Korea. An unexpected threat is the COVID-19 epidemic affecting countries where Nepali overseas workers are based.The country with the second-largest burden of disease outside China is South Korea where there are about 40,000 Nepali workers. Of the 14 new cases of COVID-19 detected in the UAE this week, two were Nepalis. There are about 200,000 Nepali workers in the Emirates.Qatar also has about 400,000 Nepali workers, and the country has now temporarily banned workers from Nepal and other countries. Qatar has so far detected 15 infected individuals. Cases have also been diagnosed in other West Asian countries with sizeable Nepali working populations: Bahrain (109), Kuwait (65), Oman (18) and Saudi Arabia (15).<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101152/636b78919c7e80680e0646aajpeg.jpg" alt="" width="1286" height="845"/><figcaption>Nepali and Indian migrants watch a Bollywood movie inside their camp. Photo: PATTABI RAMAN</figcaption></figure>Last week Kuwait imposed travel bans on Nepalis, and last week 30 Nepali workers en route to Bahrain were returned from the UAE to Nepal.Public health experts say that workers are vulnerable because just one asymptomatic carrier of coronavirus can spread it to other workers living in crowded dorms. Some years, <a href="https://nepalitimes.atavist.com/nepalis-killed-in-the-line-of-duty" data-saferedirecturl="https://www.google.com/url?q=https://nepalitimes.atavist.com/nepalis-killed-in-the-line-of-duty&amp;source=gmail&amp;ust=1583932455482000&amp;usg=AFQjCNEV0UbWlcyVMChcESk9PvEUD4grQQ">up to 1,000 Nepali workers in the Gulf and Malaysia have died</a>, and this grim statistic could see an increase if the epidemic spreads.“There is no evidence yet that COVID-19 is present in the work camps, but all it takes is one infected individual to spread it among others, so they would need to be tested, and if they come out positive may have to be isolated,” says <a href="https://www.nepalitimes.com/banner/why-nepal-must-watch-about-coronavirus-but-not-panic/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/why-nepal-must-watch-about-coronavirus-but-not-panic/&amp;source=gmail&amp;ust=1583932455482000&amp;usg=AFQjCNHhQaqRD5MNUAzOdRqunMNh4SYvww">Sameer M Dixit</a>, a scientist at the at the Centre for Molecular Dynamics Nepal. “Nepal itself may have infected people who are not diagnosed.”<a href="https://www.cdc.gov/coronavirus/mers/index.html" data-saferedirecturl="https://www.google.com/url?q=https://www.cdc.gov/coronavirus/mers/index.html&amp;source=gmail&amp;ust=1583932455483000&amp;usg=AFQjCNG1yY7OopjOVlX4l7N1Zz9CLnD7Sg">MERS (Middle East Respiratory Syndrome)</a> is another coronavirus epidemic in West Asia which has killed 855 and infected 2,500 people in the past eight years. Adds Dixit: “It is a pure miracle that MERS did not end up affecting Nepalis even though there was a much higher case-fatality rate of 34% compared to COVID-19.”The epicentre of the <a href="https://www.theguardian.com/world/2020/mar/03/coronavirus-south-korea-declares-war-on-outbreak-as-who-experts-arrive-in-iran" data-saferedirecturl="https://www.google.com/url?q=https://www.theguardian.com/world/2020/mar/03/coronavirus-south-korea-declares-war-on-outbreak-as-who-experts-arrive-in-iran&amp;source=gmail&amp;ust=1583932455483000&amp;usg=AFQjCNFK7z3Ss1hJAy_fo8UfyB9POm9-lg">Korea outbreak</a> is the city of Daegu which has many Nepali workers. There have been over 7,100 cases detected, and 50 deaths so far, but the Korean public health system has made sure that the disease is contained, and Nepalis there say they feel safe.‘Even foreigners living here illegally or without visas can get a free test without any questions,’ reads a Public Service Announcement by the South Korean government."Things are pretty normal around here," a Nepali worker who did not want to be named told us by phone. "Awareness about precautions is high among workers, and we are frequently updated by official announcements.” Nepali workers going to Korea are on <a href="https://archive.nepalitimes.com/article/nation/Korea-treating-Nepali-migrant-workers-right,2813" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/nation/Korea-treating-Nepali-migrant-workers-right,2813&amp;source=gmail&amp;ust=1583932455483000&amp;usg=AFQjCNHRbO-3lrMz3h2uZy0lwDhM3oHP-g">a government-to-government Employment Permit Scheme (EPS)</a> and are required to pass a Korean language test, which means they can understand the COVID-19 updates.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101152/636b78949c7e80680e0646abjpeg.jpg" alt="" width="720" height="540"><figcaption> </figcaption></figure>Nepali organisations like the Korea Sachetana Group are also active on social media, to share information and support fellow Nepalis. "Recently we arranged for masks for Nepalis who could not find them on the market,” the worker said.Another Nepali worker said his family back in Nepal was more worried than he was because they did not know about Korea’s strong health infrastructure. “In the media, they only hear about the infection rates and deaths going up,” he said.However, Nepali workers have been affected by a more general slowdown of the Korean economy, which depends on raw materials from China. Another Nepali at a small manufacturing firm says: “My work hours have been reduced, and I cannot do overtime anymore, I just earn my basic salary. But I am luckier than others who have been asked to stay home.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101152/636b78979c7e80680e0646acjpeg.jpg" alt="" width="2016" height="1134"><figcaption> </figcaption></figure>The economic impact of COVID-19 is also felt back home, where the new batch of workers who completed the rigorous selection process for employment in Korea through the EPS have been asked to put off their departure until further notice. The same now applies for workers going to Qatar.In the UAE, one Nepali worker is impressed with the strict precautions taken by the authorities there to contain the virus. “Sanitisers are available everywhere, and medical checks are conducted frequently, with quarantine facilities. And they do not distinguish between nationalities and legal status of individuals."With tumbling oil prices, civil aviation has been affected globally, and Nepalis employed in the tourism sector and in airport ground handling, airline food preparation, customer service and air crews could take a hit.Workers talk of a visible slowdown in otherwise bustling Dubai. Occupancy rates in hotels are down, as are room rates. Malls and restaurants have fewer customers, and schools have been shut for four weeks.

Crossborder virus and Nepali migrant workers

Photos: Ki Mindo/ The Seoul Shinmun</figcaption></figure>For many Nepalis, it is dream to find work in Korea where they expect to earn many times more than in Nepal. Yet, there is a dark side to the Korean Dream: between 2009 to 2018, there were 143 deaths of Nepali workers in South Korean soil, and of them 43 were suicides.The 31% suicide rate is much higher than workers from other nationalities. Among Burmese workers, there was a total of 51 deaths and 4 involved suicide, from 2011 to August 2019. Suicides rate is relatively low among Vietnamese migrant workers with zero suicide out of the 14 deaths from 2017 to August 2019.Most of these deaths involved E-9 non-professional employment visa holders who had been employed at farms and factories that suffer a chronic labour shortage. While these tragic deaths repeat every year, the South Korean government does not have a clue why so many migrant workers make such an extreme choice."Nepali migrant workers who come to South Korea under the employment permit system tend to be highly educated," notes Seo Seonyoung, a Sociology researcher at Yonsei University. “Their families have great expectation for them, but as soon in Korea they find themselves at the lowest rung of the workforce ladder. The unbearable stress could eventually force them to commit suicide." <figure><img width="960" height="720" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108141152/636a5f7a9c7e80680e056e2fjpeg.jpg" alt=""><figcaption>A mother holds the photograph of her son, who suffered from depression while working in South Korea, and died after he returned. The South Korean government has been trying to improve ties as part of its 'New Southern Policy' to balance its need for migrant workers to address the shortfall of workers.There are now 2.42 million migrant workers in Korea, and the number has nearly doubled in the past 10 years. Local farms and factories cannot function without migrant workforces.Hong Sung Soo, Law professor at Sookmyung Women's University says: "Discrimination and xenophobia towards migrants are not only inappropriate, but also not clever at all if we consider our industrial and demographic reality."Labour rights groups and health activists have been trying to find out why there is such a high suicide rate among Nepali migrant workers in farms and factories in South Korea."It is not just a single factor, there is a web of complex reasons that trap migrant workers towards the extreme choice," explains Jeong Young-seob, Co-director of the group, Migrants Act.A field survey in August of 141 migrant workers from Nepal by the Seoul Shinmun newspaper, Green Hospital and the Migrants Trade Union showed that there were four main factors: gap between expectation and reality of working in Korea, lack of exit, high expectations from loved ones back home, and ruined relationships in Nepal.Great Expectations = Great DisappointmentsTo aspiring Nepali migrant workers, South Korea is a land of opportunity, where they hope to earn five to eight times more than in a job back home. Even highly educated young Nepalis apply for an E-9 visa to South Korea. But when they arrive, they often struggle with harsh labour conditions and discrimination. Of the respondents in the survey, 28% cited a gap between the reality of their work and the expectations they had. Like Surendra, 28, who has been working in a mushroom farm for three years. He has a degree from Tribhuvan University.He says: "Before I came here, I was excited about earning Rs300,000 a month, but I had no idea about working and living conditions. Back home we rarely experience working for 12 hours without any real break. I was not even learning any skills, it was simple manual labour.”The survey showed that 45.6% of the respondents worked more than 52 hours a week, and 19% said they worked 60 hours a week, and only 26% said they had a normal 5-day work week.No ExitAfter working in South Korea for 16 months, Nepali migrant worker Shrestha, 27, jumped from the rooftop of his company dorm in June 2017. He had been suffering from insomnia as he struggled to adjust to alternate day and night shifts. His suicide note said: ‘I have been seeing doctors for health problems and sleep disorders. It did not improve. I wanted to quit and find another job but the company did not allow it. I wanted to go back to Nepal to recover, but the company said no.’ The survey showed that 71% of respondents had tried to find a new job, and 36% of them said this was because of long working hours and dangerous conditions.Migrant workers who come to South Korea under the employment permit system are allowed to change workplaces up to three times within a three-year period. But it requires permission from their employers.Hard WorkNo matter how harsh and hostile the work environment in Korea, returning to Nepal is not an option for most. It was not easy for them to come to Korea in the first place, and they carry the weight of their family's expectations on their shoulders."If migrant workers go back, the villagers would criticise them for forsaking a great opportunity, people will laugh at their failure and brand them weak. Caught between a rock and a hard place, many Nepali migrant workers commit suicide," explained Udaya Rai, the Nepali head of the Migrants Trade Union.Ruined RelationshipsWhat sustains migrant workers despite harsh working conditions in Korea is love of families back home. However, when their relationship collapses, it leads to great emotional stress. Tej Bahadur Gurung, 29, had two friends who committed suicide due to family or relationship problems.Kham Gurung, 45, recalled: "I had to deal with a family issue while I was working non-stop in Korea, but I couldn't afford to go back. That really tormented me."Naivety and lack of exposure to the outside world among Nepali youth who need better jobs to take care of their families creates a problem, says Kapil B Dahal of the Department of Anthropology at Tribhuvan University in Kathmandu.Dahal says there have been no systematic study of suicides among Nepali migrant workers in Korea, or elsewhere. The Korean Ministry of Justice keeps a record of the deaths of migrant workers by country, but does not have data on the cause of death."Nepali migrant workers in the Middle East and Europe also commit suicides, yet the Nepal government and politicians do not do anything. Nepali migrant workers make a great contribution to the country's economy, but their health is overlooked and their suicides are ignored," Dahal says.The Nepal Embassy in Seoul offers counseling services for migrant workers, but Udaya Rai of the Migrant Trade Union questioned its effectiveness. "They are not interested in addressing these deaths and suicides, they fear the South Korean government might slash the quota for Nepalis if we start to speak up. Inside was the body of Kedar Timalsina who hanged himself on 20 July in Busan inside the warehouse of the seafood processing factory where he worked."This paper doesn't say anything about why Kedar killed himself," family members at Kathmandu airport said, examining his death certificate from South Korean police.Kedar’s family could not understand why he would kill himself. It had been only 25 days since his wife Bandana gave birth to their first son. "I even heard Kedar threw a big party in Korea to celebrate the birth of the baby. Why would such a man kill himself? It doesn't make any sense," said Bandana’s brother. Kedar had an aging mother who just turned 60, and would need his care more than before.What further frustrates the grieving family is the silence and indifference from both their government and the Korean authorities. For the Nepal Embassy in Seoul its responsibility was over after shipping the coffin to Kathmandu. South Korean police never investigated surveillance camera footage at the factory, or forensics on Kedar’s phone. <figure><img width="960" height="720" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108141152/636a5f809c7e80680e056e31jpeg.jpg" alt=""><figcaption>Bandana Timalsina with her son in her lap at their home in Dong Kharka village in September. Kedar’s family says that is not true because the land he bought two years ago had nearly doubled in price. None of Kedar’s personal belongings were returned to his family, and Korean police said the Embassy had told them the family did not want them back. The family said the Embassy had never contacted them about his belongings."We are responsible for confirming the identity and death certificate in order to promptly return the body back to family in Nepal. The Embassy does not send back items unless they are important," the Embassy of Nepal replied when asked about it.At the cremation site in Pashupati, Bandana wept as she caressed her husband’s face for the last time. “What do I do with our baby?” she cried. These kids remind me of my husband every time I see them," said Maiya Gurung, 28, wiping tears with a tissue under her shades.Maiya's husband Bal Bahadur Gurung jumped off the Wolleung Bridge in Seoul, on 12 June, and died instantly after being hit by a passing vehicle. CCTV footage showed Bal Bahadur walking nervously back-and-forth over the bridge several times, hesitating. He had become an ‘unregistered’ migrant two days ago, and feared deportation.Bal Bahadur entered South Korea with a proper work visa in October 2017. In March, he left the company and registered himself at the Ministry of Labor to find another job. Migrant workers automatically lose their right to stay in the country if they fail to secure employment within three months. Bal Bahadur went back to Nepal to spend a short time with his family then returned to Korea, but had no luck finding a job within the three month deadline.Maiya Gurung came to South Korea to take her husband’s remains. Her neighbours tell her that her husband looked so happy when he was visiting Pokhara two months before his suicide. Shocked by his youngest son’s tragic death, Bal Bahadur’s father, a former soldier, is suffering from amnesia.Maiya’s seven-year-old daughter asks her: “Did Daddy die?”“No,” she replies, “your father has gone abroad to work." Maiya Gurung weeps as she tells us later, “I want to die, too. I am no crazy […] company take my signiture [...] please investigation please’ This is the note left by Dhan Raj Ghale’s hand-written suicide note in English before he hanged himself in 2011 while working at a futon factory in Daegu City. Dhan even had a plane ticket booked to go back to Nepal.Upon seeing a Korean reporter in August in Pokhara, Dhan’s wife Man Maya Ghale, 48, and Dhan’s younger brother Bhim Raj Ghale, 36, recalled the events of eight years ago.Bhim said his older brother was a hard-working man who loved his family more than anything else in the world. “After seeing the letters, I thought Dhan must have been bullied at work,” Bhim recalled.Dhan also left another short letter written in Nepali: ‘I’ve done nothing wrong. I once fought with another worker from Mongolia. I don’t know what that Mongolian guy told Korean people…’He also wrote twice to the manager of the company: ‘You don’t talk to me anymore. I don’t understand. Dhan may have found Korea’s alternate day and night shifts difficult, and had been working night shifts for two months before his death. “My husband told me he could not sleep when he was working night shifts,” Man Maya recalled.Dhan’s daughter and son were ten and five at the time of their father’s death. Now they are in college and school. "I will never forgive those people who mistreated my father,” Dhan's son vows revenge, and the siblings have made joint promises to themselves they will never go overseas to work no matter what.Nevertheless, Man Maya and Bhim said they did not hate Koreans. “You see in South Korea, as well as in Nepal, there are good people and bad people. Sadly, my husband met bad people. I don’t want to blame all Koreans because of them. Dead end of the Korean Dream

During his last trek to Langtang in 2016, he volunteered in the rehabilitation efforts of a school damaged by the earthquake in Nuwakot. Many Koreans feel the need for taking the current partnership with Nepal to a higher level. I hope to try to make this happen by exchanging mutual visits of high-level leaders. This is the right time since the Korean government is trying to strengthen relations with South Asian and ASEAN countries within our ‘New Southern Policy’.What has been the support to Nepal from Korea post-earthquake? Before taking up my official duties as Ambassador, I met many Koreans to discuss what could be done to help Nepal after <a href="http://archive.nepalitimes.com/blogs/kundadixit/2015/05/27/a-month-that-felt-like-a-year/" target="_blank" rel="noopener">the 2015 earthquake</a>. The focus is on rehabilitation, the Korean government is building a hospital and ten health posts in Nuwakot through the Korean International Cooperation Agency (KOICA). The Korean government has assisted in building two vocational training centers in Nepal: Korea-Nepal Institute of Technology (KNIT) in Butwal and Kathmandu University Technical Training Center (KUTTC). Nepal cannot rely only on remittances by sending workers abroad. Nepali workers should remain in Nepal to lift the domestic economy, while technology and experience of returnee workers should be fully utilised. We welcome two policy initiatives introduced by the Nepali government: Establishing technical schools in all seven provinces and 753 local units and establishing start-up business ventures by returnee workers by providing a maximum of $10.000 loan at less than 6% interest rate. Korea University of Technology and Education is conducting a project to enhance the quality of CTEVT (Council for Technical Education and Vocational Training) through capacity building of instructors which will contribute to the development of Nepal’s technical schools under the guidance of CTEVT.https://youtu.be/3TVnpKfyRVEWhat do you see as the main constraints and challenges of operating the EPS (Employment Permit System)?I had an opportunity to meet members of ANKUR, the organisation of Nepali workers who have returned from Korea who wish to make use of the skills and technology which they learned for the development of Nepal. The Korean government will try to find suitable ways to implement industrial technology transfer. EPS has been running successfully, but we still need to see how we can improve this system. For example, some Nepali migrant workers are not able to adjust to life in Korea, and some have committed suicide. Both governments are trying to provide psychological care at worker’s orientation before leaving for Korea and after arriving in Korea. More than 34,000 Korean visit Nepal annually in order to <a href="https://www.nepalitimes.com/banner/hiking-up-the-benefits-of-tourism/" target="_blank" rel="noopener">go trekking</a> or to visit <a href="https://www.nepalitimes.com/here-now/lumbinis-unholy-mess/" target="_blank" rel="noopener">Lumbini</a>. There is great potential for attracting more Korean tourists if Korean travel agents are allowed to provide tailor-made tour programs for Korean tourists. More promotion is needed if the Nepal government wants to promote Buddhist pilgrimage tourism in Korea.Do you have plans to build on cultural diplomacy using the popularity of Korean pop in Nepal?The Embassy of the Republic of Korea in Kathmandu has been organising various <a href="https://www.nepalitimes.com/banner/k-pop-in-k-town/" target="_blank" rel="noopener">cultural events</a> every year such as Korean traditional food exhibition, Korean Speech Contest, K-pop song, and dance performances and Korean cooking classes. We also find that about 100,000 Nepalese are currently enjoying the game of taekwondo. The Embassy will organise ‘Korean Ambassador Cup’ taekwondo Champion later this year and hold it every two years. However, Nepal’s domestic economy does not have enough resources for large infrastructure projects. To attain middle-income country status by 2030, Nepal would have to attract Foreign Direct Investment. The  Investment summit will be successful only if the Nepal government can create a business-friendly environment. One of the areas that need to be addressed by the Nepali Government’s hedge fund. Many people are talking of great potential of Nepali hydropower sector, but foreign capital is not coming yet. The Pakistan government is taking 100% of currency risk, while the Nepali government is demanding excessive burden on foreign developers. Just before the Dasain Festival, the Korean embassy was informed about <a href="https://www.nepalitimes.com/latest/gurja-himal-tragedy/" target="_blank" rel="noopener">the tragedy</a>. Since then, we were heavily engaged in the search and rescue of the Korean expedition over three days and finally were able to dispatch bodies of five Korean mountaineers to Korea. The Korean government greatly appreciates the effort of Nepal Police, Bir Hospital, helicopter rescue companies and mountain tour agents for their active participation. Our Embassy and the Korea Tours and Trekking Operators Association of Nepal (KTTOTAN) signed MOU on cooperation. “Nepal can create a business-friendly environment”

Photo: SEULKI LEE</figcaption></figure>Helplessness and depression. That was how the Fukushima Disaster in 2011 affected middle-aged Seoul resident Kim So-young. A mother of teenage twin girls, Kim recalls the day of the nuclear meltdown in neighbouring Japan as a metanoia in her life.Now, other women like Kim are reacting the same way to the impact of climate change on erratic weather patterns in the Korean Peninsula.“I was actively mobilising mothers to run children’s library, but the moment I heard about Fukushima, I felt children’s education was futile if there was not going to be a future,” Kim, 47, said. “My instinct told me that what matters for our childrenis not a success but a physical survival.”The Fukushima nuclear disaster revived Korea’s mass environmental movement, and reset it to deal with the country’s energy transition away from fossil fuels to renewables. South Korea’s anti-nuclear movement since 1987 following the Chernobyl disaster resonated with public, especially mothers.A senior feminist researcher and current Gender Equality Minister Jung Hyun-baek notes that women in their 30s and 40s have emerged as key players in the anti-nuclear movement because of their concern about radioactive contamination. She notes in her 2013 paper in the Korean feminist journal Feminist Research that the anti-nuclear activism has now taken on climate change. <figure><img width="960" height="720" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101128/636a21429c7e80680e041737jpeg.jpg" alt=""><figcaption>Women in anti-nuclear action in Seoul. Photo: SEONGDAEGOL ENERGY SUPERMARKET / FACEBOOK </figcaption></figure>South Korea has 24 nuclear power plants in service, and two of these were commissioned after the Fukushima accident. According to Ministry of Trade, Industry and Energy, five additional nuclear plants are under construction and all to be completed by 2030.Even after witnessing the nuclear power plant accidents in neighboring Japan, South Korean government has added nuclear power and is eying the export of nuclear energy technology to other countries like UK and Saudi Arabia.“In fact, current electricity supply exceeds our demand. We don’t need another nuclear power plant, we could actually shut down some of existing plants,”said Kim Bok-nyeo, a director of Won Buddhism Environmental Solidarity Institute of Anti-Nuclear Information Research.Total electricity consumption in South Korea was 497TWh while the total supply was 540TWh with a 43TWh surplus in 2016. Kim argues that the country can immediately close down all 24 nuclear plants when its total electricity generation is 22.5GW.Civil society is dismayed that the current Moon Jae-in administration is planning to expand nuclear power till 2022 when there will be 27 nuclear plants of 27.5GW, and only then reduce them to 18 nuclear plants of 20.4GW capacity in 2030.In July 2011, Kim So-young from Seongdaegol, home to 24,000 households in Seoul, started to call and send emails asking for support to environmental groups in the country drawing attention to nuclear energy but to no avail. So, Kim just got her community to conduct a nuclear energy study group with youths in the children’s library during summer vacation.Her initiative took off after securing a seed fund of $2,000 from the local environmental NGO Green Korea. Since then ‘Seongdaegol Energy Supermarket’ under Kim’s leadership went viral as a success story of community-based energy transition and climate change action in South Korea, Taiwan and Japan. <figure><img width="960" height="720" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101128/636a21459c7e80680e041738jpeg.jpg" alt=""><figcaption>Seodaegol Energy Supermarket is a renewable energy cooperative led by community women. Photo: SEONGDAEGOL ENERGY SUPERMARKET / FACEBOOK</figcaption></figure>The Supermarket is a renewable energy business cooperative, designed to make profit by selling energy-saving home appliances, installing micro-solar panels with financing packages and giving extracurricular classes on climate change and energy to secondary school students. The cooperative now employs five full-time staff, all mothers, and strictly keeps to the founding motto ‘make profit from energy transition to renewable energy in the community’.“We could continue doing this for last eight years because our approach was to establish a community energy business model and we never worked for free. If we did it as public service and one-time campaigns, we will not be able to penetrate the mind of busy and practical Seongdaegol community,” explained Kim.Visitors to Seongdaegol notice the relatively large number of female elderly population. The Seongdae traditional market is crowded with old women in shopping trolleys. The alley ways between houses could become an open kitchen for mothers when making Kimchi in a large volume.“There used to be a big traditional market along the main road, but it lost its vitality. However, the traditional ‘Maeul’ or village community spirit of mutual help lives on,” said Park Il-woo the owner of Daeryuk bookstore in Seongdae Market.With this community bond, women gave birth to three energy cooperatives in the community, middle school, and traditional marketwith 600 members. The Seongdaegol model inspired the Seoul metropolitan government to officially launch the Energy Self-reliant Villages Project and One Less Nuclear Power Plant policy in 2012.Kim So-young emphasised the importance and benefits of women’s leadership in the community-level movement. “Mothers hold the remote control and the knife. Which means they can control day-do-day  energy and material use,” said Kim So-young.For 2019, the Seongdaegol community is looking at the first-ever Korean youth climate litigation. About 50 youths and nine lawyers are studying the similar cases from US and Japan. The decision came after local legislative election in June 2018 when young Koreans learnt that not a single candidate addresses climate change issue in their manifesto.Unlike in 2011, the youth climate litigation team now has support of members of environmental NGO, Seoul metropolitan government, the Green Party, and presidential advisory board. After the fundraising event ‘Hotter the Love, Cooler the Earth’, the team raised over $10,000.The litigation team foresees challenges in every step of the process. The social stigma of anti-government civic group toward youth is another concern of supporting adults.“We are talking about possible consequences based on our experience in history, but the youth are very cool and fully committed because the climate change is about their future and a matter of justice,” said Kim.

Korean women mitigate climate change

She has taught herself to write her name in Korean, and introduces herself confidently in Korean.Like many of her peers, Silwal did not learn all this in class, but on YouTube and Facebook. This week, she was attending another cultural event organised by the Korean aid agency, KOICA, in Patan. She never misses any of them.“I can read, speak and even write Hangul a little bit. I love everything about Korean culture, and want to visit, it will be my dream vacation,” she said, while Baik Hyeseung of KOICA’s volunteer program looked on.“We are amazed that today’s event has an even greater turnout than expected,” Hyeseung said, adding that his agency would look for a bigger venue next time.With the growing popularity of K-pop worldwide, the Oxford Dictionary officially added the term ‘K-pop’ in 2012, defining it as Korean pop music and culture. Suddenly, the young Kathmandu crowd started dressing, eating, moving, and having the same hair styles as their Korean idols.“Five years ago when I started this shop, Korean cosmetics were not as popular as American or Indian brands,” says Romesh Thapa of Dasom Cosmetics in Darbar Marg. “Today, K-beauty products are catching on and customers come asking for items they have searched online.”Thapa says the reason for the new fashion trend is the popularity of K-pop music and <a href="http://archive.nepalitimes.com/news.php?id=16542#.XBM6S9szaUk" target="_blank" rel="noopener">movies</a>. “Our customers look for skin care products and BB cream to achieve natural beauty like Korean actresses or singers,” he explained.A salesperson, Nilam Rai, who is working in Misumi Cosmetic Nepal at Labim Mall, uses more than ten K-beauty products from eyeliner pencils to sunblock. Rai says “I do not like heavier makeup because it irritates my skin. K-Pop in K-Town

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
