Every dawn in the Himalaya, before anyone else wakes up, women set out with empty vessels to collect <a href="https://nepalitimes.com/opinion/nepals-silent-emergency-springs-going-dry">water from the springs</a>. They know these springs as intimately as their own breath.
They can tell you when the flow began to slow, how the taste subtly changed, often after a <a href="https://nepalitimes.com/opinion/the-road-out-of-nepal">new road was built </a>nearby or some development took place upstream. They feel these changes long before anyone comes to measure them. And yet, women are almost always left out of the conversations when “experts” gather to talk about <a href="https://nepalitimes.com/here-now/people-and-mountains-are-thirsty-in-eastern-nepal">saving the springs</a>.
Having spent years studying the science behind Himalayan springs, especially i<a href="https://nepalitimes.com/banner/the-climate-crisis-is-a-water-crisis-in-the-himalaya">n rural hills and mountain regions</a>, I am certain it is the women who know the springs best.
Springs are not just hydrogeological features, they are vital social spaces woven deeply into the daily lives and identities of the communities that depend on them.
Women often walk long distances to collect water, wash clothes, and bathe at the springs, but the journey is even more arduous for the <a href="https://nepalitimes.com/here-now/dalits-disasters-and-discrimination">Indigenous and Dalit </a>women who are denied equal <a href="https://nepalitimes.com/here-now/access-to-water-changes-the-face-of-rural-nepal">access to water</a>. Yet, often without recognition, these women become the custodians of the springs – intuitively sensing, and monitoring changes in water quantity and quality.
But recognition rarely translates into real participation. In many water user committees, women are appointed to leadership roles, but their actual influence is quite minimal. They are often not given space to speak during meetings, <a href="about:blank">excluded from key planning discussions</a>, or merely asked to sign off on decisions already made. This is not empowerment but tokenism, and happens also at the <a href="https://nepalitimes.com/news/women-first-in-2027-wfnchctq">institutional and policy levels</a>.
In many community meetings I attended, few women spoke even though they were the primary users of water. This gap between scientific planning and lived community realities made it clear that without inclusive processes, even the best restoration plans fall short. This exclusion is not only unjust, it is one of the primary reasons why multi-million-dollar spring revival projects often fail. Solutions designed without the sight of those who use and monitor the springs daily are bound to miss the mark.
Understanding recharge zones and aquifer dynamics is essential for springshed management. But so is the critical insight into who accesses the spring, when, how often, and for what purpose. Technical professionals often focus on the ‘where’ and the ‘how’ of water, but we must also ask for whom? Who uses this water? Who monitors it? And crucially, who is excluded from the conversation?

Moving beyond tokenism requires embedding Gender Equality and Social Inclusion (GESI) into the core of springshed management, not as a box-ticking exercise, but as a foundational approach.
It means the <a href="https://nepalitimes.com/here-now/female-migrant-workers-hold-up-half-the-sky">active engagement of women</a>, Indigenous communities, and Dalits from the very beginning – mapping their access and dependence on springs, prioritising springs based on their needs, and creating safe spaces for dialogue and discussion, training them as Community Resource Persons (CRPs) and para-hydrogeologists, encouraging women to take meaningful leadership roles in local spring water user committees, and ensuring that interventions are designed to promote equitable sharing of benefits. We must monitor how spring depletion and revival affect women, children, and marginalised groups.
When these groups are involved in mapping, monitoring, and decision-making, the outcomes are more equitable. There is better local ownership, the data is more consistent, and solutions are more grounded in the lived realities of the people dependent on springs.
TOKENISM TO EMPOWERMENT
Using simple digital tools, women, youth, and marginalised groups trained as CRPs have mapped over 6,600 springs across two districts: seven municipalities of Kavre and two more in Dhankuta, tasks that were once only the domain of technical experts.
This change was made possible by engaging female trainers, scheduling sessions at times that suited participants, and fostering <a href="https://nepalitimes.com/here-now/inclusiveness-not-just-theory-in-this-school">inclusive learning spaces</a>. Their work proved that locally led science is not just inclusive, it is highly efficient. This would not have been possible if GESI was an afterthought, it was a guiding principle shaping every step of the process, from planning to implementation.
“In the beginning, I was unsure how to proceed with the training, but as I got involved, I learned that using a mobile app makes it much easier to understand and document everything. We can survey all the spring sources directly by downloading the app,” says Ganga Badal Tiwari from Panchkhal Municipality, one of the female participants in the spring source mapping training session held in April 2024.

Ganga and other women in the community now actively participate in technical tasks traditionally dominated by men, building their skills and confidence in water resource management and strengthening their role as key contributors to community-led springshed conservation. What might have taken technical team months to map was achieved in record time, driven by local knowledge and ownership.
In line with the theme for this year’s World Water Week – Water for Climate Action – we must recognise that <a href="https://nepalitimes.com/opinion/mountain-women-on-the-climate-frontlines">climate action</a> begins when we move from tokenism to meaningful participation and leadership.
As a woman in geosciences, I understand the transformative power of inclusion. We need more than open doors – we need to redesign the space for women, Indigenous Peoples, and other marginalised groups in the technical and policy spaces.
Sustainable and effective <a href="https://nepalitimes.com/opinion/water-for-life">springshed management </a>enhances water availability and directly supports community resilience against climate impacts. But it demands equity and inclusion at its core, making gender equality and social inclusion essential for <a href="https://nepalitimes.com/news/nepal-needs-to-plan-for-plenty-and-scarcity-of-water">managing water resources </a>that serve everyone.

<img width="800" height="466" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101124/637209d49c7e80680e0b5566jpeg.jpg" alt=""/>After <a href="https://www.nepalitimes.com/editorial/the-days-of-international-migration/" target="_blank" rel="noopener noreferrer">Nepali migrant workers</a>, it is water sourced from Himalayan springs that have found a market 3,500km away in the desert nation of <a href="https://www.nepalitimes.com/banner/human-rights-referees-blow-whistle-on-world-cup-fouls/" target="_blank" rel="noopener noreferrer">Qatar</a>.The export project was derailed for two years by the pandemic, but Rudra Ganga Natural Water has started shipping Rasuwa: Super Premium Himalaya’s Natural Spring Water to Doha. Eight tonnes of water was recently air-freighted from Kathmandu to Doha in the first phase. The water samples were successfully tested and certified by Qatari authorities, where the 330 ml and 500 ml Rasuwa bottled water are available at 3.50 riyals ($1) and 4 riyals ($1.4) respectively in supermarkets. The company is planning to export additional 16 tonnes soon, and has got orders for another 50 tonnes to Dubai by March.“Those countries became rich by selling oil to the world and now we have started selling our water to them where drinking water is more expensive than petroleum,” says Bibi Kharel of New Langtang Himalaya Trading and Contracting, which is distributing Rasuwa Water in the Gulf.Read also: <a href="https://www.nepalitimes.com/banner/greens-from-nepal-in-qatars-desert/">Greens from Nepal in Qatar’s desert</a>, Upasana Khadka <img width="1280" height="828" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101124/637209d69c7e80680e0b5567jpeg.jpg" alt="">The sheikhdoms of the Gulf region suffer from some of the most chronic water shortages, and they spend billions every year desalinating sea water as well as in importing bottled water brands from Europe. Rasuwa is trying to tap into this market by selling the Himalayan and <a href="https://www.nepalitimes.com/banner/made-in-nepal/" target="_blank" rel="noopener noreferrer">Nepal brands</a>. The exporters say Nepalis in Qatar and other Gulf countries are well regarded, many work in supermarkets and restaurants and can be good brand ambassadors. "Many Nepalis work in the hospitality sectors and with hotels being one of our biggest consumers we have reached out to our Nepali workers there,” says Kharel who is eying the 2022 FIFA World Cup later this year and the Doha Expo in 2023 to further promote water from Nepal.He adds: "As tourists from all over the world will be coming for the World Cup, it will also be a marketing platform for Nepal’s water globally.”However, all is not rosy for a small first-time exporter from Nepal to compete in the West Asian market which has attracted the world's largest water companies including Fiji water and Évian.Kharel is well aware of the competitive market but is hopeful that there will be greater interest in Nepal’s high-quality chemical-free Himalayan natural spring water collected from springs near Dhunche in Rasuwa at an elevation of 2,000m.Read also: <a href="https://www.nepalitimes.com/editorial/the-days-of-international-migration/">The days of International Migration</a>, EditorialRudra Ganga Natural Water, which has a water treatment plant in Dhunche started production two and a half years ago with the goal of exporting water. While the pandemic delayed its initial plans, it is now researching markets including China, Australia and Saudi Arabia for export.“China has big potential, and we have spent a huge amount of money for the promotion of the Rasuwa Water market in Chinese cities. Our distributor will soon start mass sales in China,” says Ganesh Bahadur Bhandari of Rudra Ganga.In recent years, businesses have been looking at the possibility of <a href="http://archive.nepalitimes.com/news.php?id=11264#.YhIyPi8w3u0" target="_blank" rel="noopener noreferrer">exporting Nepal’s water overseas</a> and experts believe that Nepal can tap foreign markets if it properly utilised the good reputation of Himalayan spring water globally. <img width="195" height="462" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101124/637209d99c7e80680e0b5568jpeg.jpg" alt="">Rudra Ganga is in fact not the first company to attempt water export in Nepal. About 15 years ago, Himalayan Spring Water, also in Dhunche, had started exporting water to Korea. But it was unable to continue when its Korean investors pulled out.The company, which is now owned by businessman Ajay Raj Sumargi, produces water under the Himalayan On Top brand. Although On Top also started exporting to Saudi Arabia and Dubai, the venture has not been as successful.Bhandari of Rudra Ganga says that high air freight costs from Kathmandu is the biggest hurdle for expansion of the export market adding that it costs them about 60 cents (Rs72) to export 500ml of bottled water to Qatar. “For us, shipping costs are higher than production. Only by reducing it can we reach our potential,” he claims.Distributor Kharel agrees, it costs the company Rs55 per kg while shipping bottled water to Qatar, which he says should be reduced to Rs35 per kg to make Nepal’s water market competitive. Similarly, he argues that air cargo charges should be waived when exporting water through state-owned Nepal Airlines to support businesses.“If cargo cost is reduced by half, it will help in the export of other homegrown products too and in destination countries, we need support from Nepali missions abroad to market our products,” he adds.Read also: <a href="https://www.nepalitimes.com/latest/oil-rich-gulf-turns-to-renewable-energy/">Oil-rich Gulf turns to renewable energy</a>, Kunda Dixit <img width="1200" height="1460" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101124/637209da9c7e80680e0b5569jpeg.jpg" alt="">There is a cheaper alternative, businesses can export bottled water through the Indian sea ports at 10 per kg but it takes at least 45 days for cargo to reach Qatar via Kolkata, and a month through Visakhapatnam port.  Instead, if the government can make arrangements for exports from the Mumbai port, the goods can be delivered to the Gulf countries in five days. Nepali workers have played an important role in the transformation of West Asian countries which were built on the blood, sweat and tears of labour migrants. On the other hand, remittances from these workers have kept Nepal’s economy float despite recent crises including the pandemic. Migration experts say that bilateral agreements between Qatar and Nepal could explore mutually beneficial projects like this that could help Nepal’s economy -- and not just with income from remittances. Says Bibi Kharel: “We should now think beyond just exporting human resources, we should now be exporting our products too. Know your Ministers

Prime Minister Balendra Shah on Wednesday broke tradition and met with 17 foreign envoys collectively, a move that was a notable departure from how his predecessors operated.&nbsp;
Shah had already set himself apart by talking less, listening more, and delegating to trusted friends. But by meeting all ambassadors at one go in the presence of the Foreign Ministry, he signalled a paradigm shift in how he wants Nepal to be seen: no longer just balancing India and China, but as a country confident about its <a href="https://nepalitimes.com/opinion/guest-editorial/tripolar-contestation-over-nepal">strategic importance and place in the world</a>.
In just two weeks, the <a href="https://nepalitimes.com/news/rsp-dos-and-don-ts">RSP has sprung into action </a>on multiple fronts to implement its ambitious 100-point, 100-days action plan. It has taken short-term measures to mitigate the impact of the Gulf war, as well as medium- and long- term measures to streamline the bureaucracy. A few high-profile figures have been made examples of to drive the message home.
Earlier this week, the government recalled six politically appointed ambassadors, the most notable being long-serving Shankar Sharma from New Delhi. The Kathmandu District Court issued arrest warrants against former prime minister Sher Bahadur Deuba and his former foreign minister wife Arzu Rana on charges of money laundering and corruption.
Each ministry has been trying to clean up the accumulated rot from the past three decades: regulatory overhaul of microfinance, education, health and service delivery.&nbsp;
These actions widely disseminated campaign-style on YouTube and TikTok have made most Nepalis hopeful that the party they installed in power means business.

BACKLASH
But such attempts to overhaul a long-entrenched political culture were bound to face backlash. In their impatience and enthusiasm to get things done, some of Prime Minister Shah’s ministers have over-reached.
It was common knowledge that government-paid advertising in the mainstream press was kickback-driven, but the PMO’s directive that official notices be published or broadcast only on state-run media has been denounced — especially as the media industry struggles to stay afloat.
More serious are some recent appointments by ministers of relatives and figures closely associated with the RSP to key positions. This has rankled because this party built its political plank on ending nepotism and graft.&nbsp;
News that Home Minister Sudan Gurung allegedly had not paid rent on leased land, which illegally encroached on the lake in Pokhara did not help. &nbsp;
Prime Minister Shah himself has come under scrutiny for appointing a kitchen cabinet full of male buddies from his time as Kathmandu mayor. To douse criticism he brought in as adviser investigative journalist Deepa Dahal, who has exposed corruption in high places of the previous coalitions.&nbsp;
Shah’s appointment of another political adviser Asim Shah to the head Constitution Amendment Task Force, is also seen as problematic. He is a filmmaker and former lawmaker, but does not have a background in constitutional law.&nbsp;
Even more controversial is the Cabinet’s decision to appoint RSP Chair Rabi Lamichhane’s legal counsel, Narayan Kandel, as Attorney General. Kandel used to be a UK permanent resident, and does not have as much experience practicing law in Nepal.&nbsp;
Kandel’s appointment drew flak and raised eyebrows, and with the pending legal cases against Lamichhane this appointment represents a flagrant conflict of interest.
Health Minister Nisha Mehta was also accused of favouritism after reappointing Junu Shrestha, wife of Labour Minister Dipak Kumar Shah, as member of the Health Insurance Board which had earlier suspended her. The Labour Minister’s rambling rant at the Board’s meeting on Tuesday has not helped the RSP’s image.&nbsp;
(UPDATE: On Thursday, Prime Minister Shah sacked the Labour Minister after the RSP found him in breach of the party's code of conduct and discipline. He served 14 days in the Cabinet, one of the shortest tenures for a minister in Nepal )
It is hard to know what <a href="https://nepalitimes.com/news/ball-in-balen-s-court">Balendra Shah is thinking</a>, and how Rabi Lamichhane is going to justify some of these moves. After all, making politics, governance, and bureaucracy a meritocracy has been the core tenet of the RSP, and it risks alienating its mainly youth base if these missteps persist.
But at least for now, most RSP supporters seem to be giving the party the benefit of doubt.

Nepal’s new government springs into action

‘One early morning, we heard the ambassador’s wife cry out, “Ram, Ram, Ram!” A disaster has befallen Nepal!” She had heard on the radio that a fire had consumed Singha Durbar." This is not about the arson attack on 9 September 2025, but the one on 8 July, 1973. It started in the South Wing of the then single-largest building in all of Nepal. It took two days to bring the blaze under control, requiring the use of explosives to demolish one wing to protect the imposing western facade. As Bhekh Bahadur Thapa recalls in the English translation of his memoir A Life in Public Service: Nepal from Autocracy to Democracy, he was then on leave from the Nepal government serving with the IDRC in Ottawa.&nbsp; He had already served as Nepal’s Finance Secretary at age 25, went on to be Finance Minister and Governor of Nepal Rastra Bank. He was already younger than some of the GenZ ministers in Nepal’s present RSP government. Thapa, now 89, was at the launch of the book in February which was attended by former diplomats and bureaucrats. After speeches by panelists, there was a question from the audience about how Thapa had managed to be the diplomat he was, managing Nepal’s international relations on the world stage.&nbsp; Writer and journalist Akhilesh Upadhyay, who was moderating the panel, responded by going into the section of the book where we see Thapa as an ambassador to the US, playing tennis with White House officials, cultivating a network of contacts to project the identity and welfare of Nepal, and making it possible for a state visit by King Birendra to Ronald Reagan’s America. The book is full of anecdotes that suggest Thapa was a clever and strategic diplomat, always calm and unruffled, easily making friends in high places with his maturity and engaging sense of humour. Thapa’s memoir is heavy on details about Nepal’s administrative history during the years he was active in public service, serving as minister and ambassador under three kings: Mahendra, Birendra and Gyanendra, and alongside five prime ministers.&nbsp; Aside from an insider look on how certain treaties, development deals and research projects in Nepal came into fruition, Thapa goes into great detail about his personal and professional relationships with the kings, ministers, ambassadors, foreign leaders and politicians.&nbsp; As a reader, one is struck by the level of detail around the events that unfolded in Nepal over the years during Thapa’s tenure. Was Thapa recording a journal over the years of the events and the conversations that transpired, or were they committed to his phenomenal memory? Either way, the reader gets a glimpse of Nepal’s recent history from the early days of the Panchayat, through the People’s Movement and the democracy period, the Maoist insurgency, Royal Palace massacre of 2001, and Gyanendra’s coup of 2005.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2026041204048_125dc8ae300a1e33124f394abe724d42727f83e067b0201d2008b58d60c459a4.jpg" data-media-id="editor_0" data-image-id="2026041204048_125dc8ae300a1e33124f394abe724d42727f83e067b0201d2008b58d60c459a4" data-rendition-name="original" width="1584" height="1000" loading="lazy" alt="How to win friends and influence nations NT"> </figure>  Not enough is said about the political parties of the time whose presence led to the way Nepal’s multiparty democracy came to be shaped. The book keeps its focus on the administration and the key figures around it, mostly those in the Panchayat era. Towards the second half of the book, we do start to hear about political parties, but not in great depth. Another figure whose presence in the book is conspicuously less prominent is that of his wife, Rita Thapa — the person who seems to have rescued him every time financial quandary or family care became a challenge. Yet, we do not see her as a full person. Perhaps because of the personal tragedies in his life, the children are also barely mentioned.&nbsp; The book is therefore less personal and more technical. Throughout, we learn about Thapa’s thinking as he navigated the world of diplomacy to win him the trust of those who mattered. There are tips here for a new generation of Nepali officials and diplomats about how much commitment and focus is needed to be good at one’s job and serve the national interest. This book adds to tomes that have been written on Nepal’s fragile relationship with India. ‘India has always wished for Nepal to remain dependent on it,’ writes Thapa, who served as Nepal’s ambassador to India and later in the Eminent Persons Group &nbsp;on Indo-Nepal relations that has been allowed to languish. The book has several insights into the Indo-Nepal trysts with diplomacy and agency.&nbsp; China’s role is also recorded, viewed through conversations during a visit to Beijing, but all that was before Nepal’s neighbour to the north emerged as a world economic and military power. The book also has such sudden instances of quirkiness and humour. For instance, we see a young Thapa in America explaining to a government official why he would like to return to Nepal instead of settling down in the US. “Because, Nepal is beautiful,” he said. The text is immaculate and does not read much like a translation, credit for which clearly goes to the team that put the edition together: translator Prawin Adhikari, &nbsp;Anagha Neelakanthan and Bhekh Thapa’s daughter, Manjushree. As Nepal enters a new era of governance and diplomacy, A Life in Public Service: Nepal from Autocracy to Democracy should be essential reading for students of political science, economics and foreign affairs who can gain a fresh perspective on the country’s trajectory.&nbsp; There are dozens of forgotten state secrets recorded in the book, but the reader must also remember this is a story told from one person’s perspective and there may be others.&nbsp; So, what really made Thapa the diplomat he was? I met him in 2004 at the Kantipur TV studio when he was serving as king Gyanendra’s foreign minister. He was there for a studio interview, and I was just done with my English newscast.&nbsp; He surprised me at the door: “Pratibha! I’ve been reading your articles in The Kathmandu Post. You must keep writing.” I thanked him, glad to have been noticed for my work by a stranger.
