Fantastic Female Adventurers by Lily Dyu features Rai as one of 13 contemporary women who have had extraordinary adventures.Mira Rai from Bhojpur did not know that mountain running could be a sport, until she won a race. Born and raised in a farming family, Mira was used to walking up and down steep mountain paths every day carrying grass for cows. She walked two days to the nearest market with her mother whenever they needed groceries. This stamina came into good use when she briefly joined the Maoists during the conflict. <img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151124/636a66d89c7e80680e0599a9jpeg.jpg" alt="" width="1750" height="1164"/>Ram Sharan Mahat, <a href="https://archive.nepalitimes.com/article/nation/ram-sharan-mahat-fund-raising-conference,2299" target="_blank" rel="noopener">former foreign and finance minister</a> of the Nepali Congress, has published an important book that serves as an explainer and update on Nepal’s political transition and state restructuring exercise. It is an encyclopaedic dive into the political economy of present-day Nepal, useful not only for non-Nepali readers, but also Nepali students seeking to understand history, trends and context.A senior member of the Nepali Congress party, Mahat lost his seat in Parliament in 2018, after having consecutively won four parliamentary elections from Nuwakot since 1994. This forced respite actually allowed the economist-politician the time required to pen his thoughts on critical national events of the past two decades, committed as he is to the middle way that shuns populism and profligate governance.This work, together with <a href="https://www.nepalitimes.com/featured-videos/kul-chandra-gautams-long-journey-home/" target="_blank" rel="noopener">Kul Chandra Gautam</a>’s <a href="http://archive.nepalitimes.com/article/nation/Lost-in-transition-kul-chandra-gautam-review,2734" target="_blank" rel="noopener">Lost in Transition</a> (2014), provides antidote to the English language narrative of the conflict and post-conflict transitional era, which has been presented mainly by writers bowled over by radical leftism. Trials, Tremors and Hope also complements Mahat’s earlier work, <a href="http://archive.nepalitimes.com/news.php?id=739#.Xfs9dZMzaUk" target="_blank" rel="noopener">In Defence of Democracy</a> (2005), published even as King Gyanendra sought to convert Nepal into a royal autocracy.Mahat is the person who guided Nepal into the era of liberal economics, and rather than be coy he spends considerable space here defending his plans and policies as a six-time finance minister. He introduces us to BP Koirala’s evolving thinking on economic governance, and reminds the readers of once-important entities such as the Socialist International, and the Club of Rome and its ‘Limits to Growth’.Mahat was sceptical of not a few elements that went into the new Constitution, fought a rearguard action on the establishment of provinces, and advocated local government energy channelled via the 75 districts. And yet, unlike many Constituent Assembly members who became lukewarm towards the document they promulgated, the author seeks ways to implement the Constitution as the only way forward.He writes: “Managing the new federal structure is an un-tested and daunting challenge. The multiple levels of governance in a relatively small country with a history of centralised administration creates problems of overlap, ambiguity and conflict of authority… The main task at present is to building of institutional capacity at the sub-national and local levels … (with) supporting legislation, regulations and necessary manpower they are lacking at present.”With the Constitution declaring Nepal a ‘socialism-oriented’ (‘samajbad unmukh’) economy, it has been imperative to have authoritative interpretations of the phrase to avoid confusion, and to save the society from the radical trap. The economist and administrator in Mahat does not fail in providing his elucidation. Noting that “there has been no major change in the fundamental orientation of the country” despite the regime change, he writes: “ The socialist objectives are to be met through democratic norms and values including competitive plural politics, as well as an elaborate list of fundamental rights, including those related to social protection, the security of property rights, among others.”Elsewhere, to drive home the point, Mahat writes that the goal of socialism is guaranteed to be based on “competitive multiparty politics – including periodic elections, adult franchise, press freedom, civil liberty and an independent and impartial judiciary.”Decrying the “unproductive recurrent spending which is rising as a result of competitive populism”, the author suggests capitalising on the comparative advantage possessed by the country in “clean energy, biodiversity, eco-tourism, together with cultural heritage, strategic <a href="https://www.nepalitimes.com/latest/political-geography-of-india-nepal-china-ties/" target="_blank" rel="noopener">geo-political location between China and India</a>, and the goodwill accorded to Nepal by the international community.”At a time when many intellectuals prefer to handle the Maoists with kids gloves, especially now that they are tied umbilically to the erstwhile UML, Mahat is clear on what the <a href="https://archive.nepalitimes.com/article/nation/wartime-rape-victims-of-Kanchanpur-speak-out-wait-for-justice,4222" target="_blank" rel="noopener">Maoist conflict</a> “inflicted on the nation” – besides the deaths and maimings, “disruption of social and economic lives, destruction of physical assets and infrastructure, leading to derailment of development and slowing down of economic growth”.For a work with such a sweep, over 12 chapters and 242 pages, there are some aspects that Mahat has preferred to side-step partly that maybe because he is top leader of the Nepali Congress, which itself is hardly playing the role of a responsible and critical opposition to the present very-powerful CPN government. One would have wanted Mahat to be less descriptive and non-opinionated, and not be too careful about who’s toes he would be stepping on.While the author does refer to <a href="https://archive.nepalitimes.com/article/editorial/autopsy-of-a-blockade%20,2863" target="_blank" rel="noopener">the Indian blockade of 2015</a>, he does not dwell much on how those five months became an economic and geopolitical watershed for modern Nepal. He is ideally placed to discuss the potential debt trap of being over-beholden to Chinese debt largesse, but there is not enough discussion of that here. As Nepal rushes <a href="https://www.nepalitimes.com/banner/in-conservation-nepal-is-not-out-of-the-woods-yet/" target="_blank" rel="noopener">headlong into infrastructural development</a>, Mahat should have made his position clear on what is propped up as the ‘development vs. environment’ debate, but he takes a pass.How is Nepal to emerge from the <a href="https://www.nepalitimes.com/editorial/reducing-labour-pain/" target="_blank" rel="noopener">remittance economy</a>? Mahat does warn that the reliance on remittance “has reduced pressure to generate more productive employment leading to loss of the country’s competitiveness”, but the author was well placed to provide a guide to generating in-country employment. Such improvements would render the facilities accessible not just for different kinds of tourists, but also for local people with disabilities, along with the elderly.Accessible tourism simply means adapting facilities so they are easier to travel in, whether the visitors are people with disabilities or not. This gives tourists opportunities to visit areas they have been dreaming to see, but could not visit because of access difficulties. Inclusive tourism accepts everyone, no matter their physical state.“There is still a lot of work to be done to make Nepal an accessible destination, and we need a partnership between the state, tourism service providers and advocacy groups,” says Pankaj Pradhananga of <a href="https://www.go-nepal.com/" target="_blank" rel="noopener">Four Seasons Travel (4ST)</a>, a key player in creating accessible tourism experiences in Nepal.A milestone in promoting <a href="https://www.nfdn.org.np/papers/accessible-tourism.html" target="_blank" rel="noopener">accessible tourism</a> in this country was the visit five years ago by the late American inclusive tourism advocate, <a href="http://www.rollingrains.com/">Scott Rains</a>, who worked with Nepali tourism entrepreneurs to develop an accessible tourism strategy.Read also: <a href="https://www.nepalitimes.com/here-now/three-toots-for-tootle/" target="_blank" rel="noopener">Three toots for tootle</a>, Sonia AwaleThen, two months after the 2015 earthquake, 4ST organised a day trip to Godavari Botanical Garden for 50 people in wheelchairs who were living in a temporary shelter in Jawalakhel. Since then, the visually impaired and double amputees have climbed Mt Everest, completed difficult treks, and have been participating in relatively easier experiences, like taking mountain sightseeing flights out of Kathmandu.In 2016, 4ST helped organise the ‘Wounded Heroes Trek to Nepal’, in which a group of amputee veterans trekked with prosthetics in the Annapurna Region (above). Last year, the organisation worked with Nepal Tourism Board (NTB) and the National Federation of Disabled Nepal to host the inaugural <a href="https://www.eturbonews.com/182285/nepal-commits-to-accessible-tourism-initiatives/" target="_blank" rel="noopener">International Conference on Accessible Adventure (ICAA 2018)</a> in Pokhara, during which Nepal’s first ever accessible trail, near Sarangkot, was inaugurated by late Tourism Minister Rabindra Adhikari. (See box, below)Freedom of movement and the right to mobility and travel are considered basic human rights in an international covenant signed by most of the world’s countries. However, accessible tourism is still not a reality in many places, including in developed destinations. In Nepal, the concept is new and since most travel products involve adventure, inclusive tourism is still a long way off.However, a start has been made with recent initiatives that use tourism to raise awareness among local people about the need to offer wheelchair access and make infrastructure safe and easy to navigate for people with disabilities.More than 4,000 Nepalis were left with physical disabilities as a result of the 2015 earthquake. They join an estimated 600,000 people in this country with physical handicaps.“It is actually more important to build accessible infrastructure for the benefit of the locals than for foreign tourists,” says Pradhananga.Suman Timsina of the Washington-based International Development Institute, which organised the Annapurna trek for veterans on prosthetics adds: “There are many advantages to promoting accessible tourism: it will open up Nepal as a new destination for people with disabilities, and senior citizens, and it will spread awareness among locals to care for people with special needs. Accessible tourism is not an easy thing to do but the right thing to do.”Monika Deupala<h2>Jeeza’s journeys</h2><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a41c89c7e80680e04a695jpeg.jpg" alt="" width="800" height="1200"><figcaption> </figcaption></figure>In 2010, international river and mountain guide <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://www.stuff.co.nz/national/100756072/tetraplegic-paraglider-jezza-williams-marks-first-solo-coastal-flight-in-christchurch" target="_blank" rel="noopener">Jeeza Williams</a> (pictured) fell off a waterfall while canyoning in Switzerland, his spinal injuries paralysing him chest down and confining him to a wheelchair for life. But the 43-year-old New Zealander was always into sports and the tetraplegic has not let his injury stop him from seeking adventures around the world, while helping to adapt travel for those with disabilities.Williams has been in Nepal for the past two weeks, having a whooping good time paragliding in Pokhara, rafting down the Trisuli River and going on a safari in Chitwan. “Waiting for a glimpse of Annapurna at sunrise from Sarangkot was heavenly,” Williams told Nepali Times. “I am grateful to people who have been helping me from day one. This has been the most exciting and most adventurous trip so far.”Williams is a licensed paragliding pilot, and flies in his special three-wheel, self-designed buggy harnessed below the wing. It was while recovering from his injury in a Swiss rehab centre that he made up his mind to continue his adventure tourism career, but Williams was soon shocked at how little infrastructure exists to make tourism friendly to people with disabilities.https://youtu.be/fFk6n1WtepUSo he set up the <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://www.makingtrax.co.nz/About-Us/" target="_blank" rel="noopener">non-profit Makingtrax</a> to promote inclusive tourism, so that all kinds of people could enjoy adventure sports. Williams started attending talk programs and visited travel companies and adventure planners to spread his message.Last year in Brussels, he met Pankaj Pradhananga from Nepal’s Four Seasons Travels (see main story, above) at the Inclusive Tourism Summit and the two found they had lots in common.“We had a synergy as we started talking about superb destinations in New Zealand and Nepal and how Nepalis and Kiwis have adventure in our blood,” says Williams, who adds it is difficult to make a historic city like Kathmandu completely accessible, but it can be made inclusive.“We can make it friendly for all disabled people. There are no steps and guardrails have been built along cliff sections as the trail winds its way through thick forests and ridge meadows with full frontal views of the Annapurnas. There are wheelchair-friendly toilets along the way, and parts of the trail are also stone-paved.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a41ce9c7e80680e04a697jpeg.jpg" alt="" width="1200" height="900"><figcaption> </figcaption></figure>Tourists in wheelchairs can now ride in a vehicle from Pokhara to Sarangkot for the sunrise view, drive on to Kaskikot, and then hit the trail in wheelchairs up to Naudanda, a distance that can be covered by lunchtime. Lodges and eateries along the way have built ramps and disabled-friendly bathrooms.“We built this trail as a model, so more and more trekking paths in Nepal should be made like this,” says Bishnu Hari Sharma, who heads a local committee that built the trail. “After all, those with disabilities also want to be in the outdoors to admire the scenery. It is a great experience for those who are wheelchair bound, not only for us in Nepal, but for those like us from all over the world.”The trail offers a stunning panorama of the Annapurna Range, Dhaulagiri and Machhapuchhre to the north, and Phewa Lake and Pokhara city to the south and east. Most hikers can return to Pokhara from Naudanda along the Baglung Highway. The easy gradient means that the trail can also be used by the elderly and those who have problems with steep climbs.The trail was built as a model with a Rs1.9 million grant from the Nepal Tourism Board (NTB), which is adding more guardrails and pavement. Most infrastructure in Kathmandu is inaccessible for wheelchair users like Magar, but in her workplace she feels completely independent as she requires no help from peers to use the bathroom or move about the workplace.Hardik Hotel is one of those rare establishments in Kathmandu that have tried to address the mobility of people with disabilities, many of whom cannot find work because workplaces are not wheelchair friendly. For manager Ramesh Pandey it was not an easy journey. At first the incline on the ramps was too steep and wheelchair users had to be pushed up. (Video online.)“When people hear accessibility they think it is costly, but if you include those elements during the initial design and not as an afterthought, the cost of ramps is the same as for stairwells. It does not cost a fortune.”Pandey was inspired to make a disabled-friendly hotel after watching a wheelchair user having to skip lunch because the only way to the food was via stairs. “It affected me deeply at a personal level, and I decided that my hotel had to have accessible infrastructure,” he recalls.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a41db9c7e80680e04a69bjpeg.jpg" alt="" width="640" height="427"><figcaption> </figcaption></figure>The move has been a plus for business. Many conferences and programs, not just ones for the differently-abled, now use Hardik as a venue. Ramps link the parking area to meeting halls and guest rooms with accessible bathrooms.Says Sagar Prasai of the advocacy group Diverse Patterns: “As a person using a wheelchair, my major concern whenever I am invited to events is whether the bathroom is accessible to us.”Pandey says it is a mindset problem: most hotel owners do not regard people with disabilities as potential customers or employees. “Making a facility wheelchair friendly is only the first step,” he explains. “What is the point in just making a hotel wheelchair friendly? Look at the state of our roads and sidewalks — how will people get to the hotel in the first place?” he asks.Also, while wheelchair ramps are the most visible symbols of accessibility, they are of no help to other differently-abled persons, such as those having visual or hearing impairments. Pandey now plans to create a mobile app so the visually impaired can navigate the premises.

Making Nepal accessible to all

Now, as Nepal decentralises under a federal system, local governments in the very place where ACAP was born are calling for it to be scrapped.On 22 December, locals of Ghandruk removed the ACA signboard and padlocked its checkpost to protest the decision by Nepal Trust for Nature Conservation (NTNC) which manages the project to charge fees also for Nepali tourists. Municipalities want to manage Annapurna

Who is accountable for teacher-student relationships?

Early on Monday morning, a bus from Pokhara to Kathmandu plunged off the highway in Dhading killing 19 passengers. Two weeks ago, another bus fell into the Tama Kosi in Manthali, killing 12. A few days before that a bus crash in Baitadi killed 13 people.&nbsp; In just the month before Nepal's election, more than 50 people have been killed in road traffic accidents. Most of these cannot be called 'accidents'. They are a direct result of poorly maintained highways and lack of enforcement of traffic discipline. Political parties in Nepal have rolled out their election manifestos, and voters are once again presented with a flood of promises. Page after page, these documents list megawatts and microcredit, highways and airports, jobs and investment. In these manifestos, growth is quantified, projects itemised, revenue forecast — and there are even threats to beat up contractors who do not finish their jobs. But when everything is declared a priority the stale promises are empty. The voter is left confused as to where the party’s loyalties really lie. Will any of these plans and pledges actually ever materialise and help Nepalis live longer, safer, healthier lives? The main job of any accountable government is to protect its citizens, not so much from foreign enemies but from domestic mismanagement. And this means the most basic test the new government should be made to pass is whether it can ensure basic well-being and protection for all its people. The problems of safety, health, and survival remain unresolved for most Nepalis, and are quietly eroding their lives. In the past year alone, the country’s <a href="https://nepalitimes.com/news/roadkill">roads and highways claimed more than 2,300</a> lives. An estimated 41,000 Nepalis die each year directly because of <a href="https://nepalitimes.com/here-now/what-is-invisible-is-more-dangerous">air pollution</a>, and their <a href="https://nepalitimes.com/news/air-pollution-killing-season-starts-early">lifespans are lessened by 3.4 years</a>.&nbsp; <a href="https://nepalitimes.com/editorial/poor-health">Non-communicable diseases</a> now account for well over half of total deaths in the country. And even where survival has improved, deprivation remains. Chronic malnutrition continues to haunt communities in <a href="https://nepalitimes.com/here-now/mass-migration-from-muktikot">Nepal’s western mountains</a> despite progress in maternal and child health.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260223130240_4f4ef83a31c3c4ae36ecdffb33a355e2fa3de9e98244b840a895af2d95c35ac0.jpg" data-media-id="editor_5" data-image-id="20260223130240_4f4ef83a31c3c4ae36ecdffb33a355e2fa3de9e98244b840a895af2d95c35ac0" data-rendition-name="original" width="1024" height="683" loading="lazy" alt="A life-first manifesto for Nepal NT"> </figure>  These are the lived realities of most Nepalis, and it is here that development can deliver its most immediate returns. A rising GDP, in and of itself, does not make roads safer, clean polluted air, or provide enough nutrition to children. Such outcomes demand intentional, granular policies that confront the specific, everyday problems shaping people’s lives.&nbsp; Macroeconomic growth, trade and investment are important, but these alone cannot guarantee improvements health and safety. The word ‘growth’, after all, is also synonymous with malignancy. Economic progress and human protection are correlated only when governance deliberately links them. Impact on life is the unit in which ordinary Nepalis calculate progress. What is needed, then, is a governing philosophy measurable in these same terms: a ‘life-first’ standard where every policy, budget, and reform can be understood and judged by its impact on protecting and extending human life. Such a ‘life-first’ approach would scrutinise three aspects of every policy. First, whether the policy prevents loss of life. A death is termed preventable if better, more coordinated response systems and regulations could have avoided it (vaccines, drugs, road safety, clean drinking water). A newly built six-lane highway <a href="https://nepalitimes.com/here-now/highway-accidents-are-no-accident-in-nepal">can be a death trap</a> due to poor design or lax enforcement of safety rules. If neonatal deaths continue in a district despite hospitals being present, or if malnutrition claims lives in predominantly agricultural regions, they too are failures. Preventable deaths also cluster where accountability is less direct. Just last year, <a href="https://nepalitimes.com/news/suicides-a-pandemic-within-a-pandemic">Nepal recorded 6,866 suicides</a>, with nearly 20 lives lost every day, yet these deaths fail to prompt any serious examination of governance. The same holds for fatalities linked to domestic or communal violence, alcohol and substance misuse, or ‘natural’ disasters, which register as ‘tragedies without remedy’ rather than as outcomes policy can influence. But when avoidable loss of life recurs at scale, isolated incidents become patterns, and patterns reveal systemic neglect. Saving lives, however, is only the first step, and what matters just as much is the quality of years lived. Nepal’s life expectancy now stands at 71 years, yet many citizens spend years in avoidable disability, untreated chronic illness, or mental distress. A life- first government must ask not only whether people live, but whether they thrive. Are citizens able to pursue education, work, and family life without fear of preventable harm? Do communities have access to clean air and water, nutritious food, and basic healthcare? Can a teenager anywhere in Nepal imagine a future not foreclosed by premature marriage, or untreated depression?  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260223130240_157d72b80b82a07699b6bffbb30036b86f0f767a5674cc3db3d5c20343442940.jpg" data-media-id="editor_8" data-image-id="20260223130240_157d72b80b82a07699b6bffbb30036b86f0f767a5674cc3db3d5c20343442940" data-rendition-name="original" width="2529" height="1427" loading="lazy" alt="A life-first manifesto for Nepal NT"> </figure>  Thriving requires policies that prevent suffering and promote well-being in addition to ensuring survival.&nbsp; Finally, governance must consider graceful aging. Elderly Nepalis should not be left to navigate disease, poverty, or isolation alone. Social systems, healthcare, and community support must enable their continued participation and dignified well-being. Adopting this three-layered standard would gradually reorient how success of any new government is defined. Transportation would be judged by fatalities reduced on the roads. Electricity generation would be measured by whether households can switch from firewood dependence to smoke-free electric stoves.&nbsp; Increase in annual rice harvest must translate into better nutrition, reducing the prevalence of chronic diseases like diabetes. Accountability must follow problems rather than stop at Singha Darbar. Only then will politicians and bureaucrats eventually recognise that their work converges on the same human endpoint. Critics will argue that economies are complex, trade-offs are inevitable, and that governance cannot be reduced to a single metric.But, as Acemoglu and Robinson show in their book <a href="https://ia801506.us.archive.org/27/items/WhyNationsFailTheOriginsODaronAcemoglu/Why-Nations-Fail_-The-Origins-o-Daron-Acemoglu.pdf">Why Nations Fail</a>, the key difference between prosperity and poverty lies in inclusive institutions that empower citizens and create broad incentives for well-being.&nbsp; Extractive institutions concentrate power and wealth in the hands of a few while keeping the majority trapped in neglect. Nepal’s governance has remained a striking example of extraction. If lawmakers in the new Parliament continue to resist changes that would save and improve the lives of ordinary citizens, the same systemic rot will persist for generations to come. A life-first mentality can cut through this inertia by clarifying the moral centre of governance and reminding policymakers that behind every policy failure lies human cost. <a href="https://nepalitimes.com/here-now/epicentre-of-hunger">Every mother in Bajura</a> with a child going hungry at night, every farmer in the Madhes unable to afford medical care, and every family that has lost <a href="https://nepalitimes.com/opinion/comment/saving-kidneys-to-save-nepal">a migrant son to kidney failure</a> understands the true <a href="https://nepalitimes.com/multimedia/dirty-dangerous-difficult-and-dehydrating">value of a life saved</a>. Life is the one metric that transcends ideology, ethnicity, and region. Centering governance on this single, focused metric, can shift an election from a contest of rhetoric to a contest of evidence. Which party ensured access to safe water and basic healthcare? Which made work at home and abroad safer and less exploitative. Which measurably extended healthy years of life for ordinary citizens? Health is wealth. By improving the healthy lifespan of citizens economic prosperity would follow naturally. A ‘life-first’ governance model would therefore compel Nepal to address the underlying structural failures across all sectors, rather than merely alleviating their symptoms. The GenZ protest that toppled the government last September was, at its core, a demand for accountability and a rejection of politics as usual. But as the country edges closer to the polls, that clarity has started to dissipate. Parties are now echoing the language of reform, but the public discourse remains dominated by promises that feel disconnected from Nepal’s most immediate and basic priorities. Every preventable death, every hungry child, and every neglected elder becomes a direct failure of governance and a moral debt the state must answer for. Nepal’s life or death election

Of the nearly 19 million eligible voters in next week’s election in Nepal, an estimated 5 million are abroad and cannot cast their ballots. Many others within Nepal must travel to their home districts, and might decide not to because of the cost.
Flights into Kathmandu these days are full of global Nepalis returning just to vote, but almost as many are leaving for overseas jobs. Most of those coming or going are in the 20-40 age group, and a majority want Nepal to see a change in leadership.
Bangladesh held an election this month in which citizens overseas could vote by mail.&nbsp;
“Bangladesh made maximum use of technology not just for campaigning but also for polling itself. We could have also managed this, so people within Nepal did not have to travel to their home districts to vote,” says Mohna Ansari, former head of Nepal’s National Human Rights Commission who was an election observer in Bangladesh.
A 3-day holiday has been declared so people can travel to their home constituencies to cast ballots. Even if there was not enough time to manage ballots for overseas Nepalis, it could have been done for Nepalis within Nepal.
Former Chief Election Commissioner Bhojraj Pokharel reckons that physical voting in countries with a large Nepali diaspora would have been a logistical nightmare, but in the PR system, using electronic voting machines or paper ballot could have been piloted in some places. It is not possible to manage the entire voting process until we introduce the internet voting system.
“First of all, there needs to be political will to bring the policy and be ready to undertake that level of investment and it is not a one-time cost,” Pokharel says. “A government formed by the GenZ could have atr least issed an ordinance ensuring this right, piloted out-of-country voting where possible, which could have built pressure for the future Parliament and the government. It would have given people hope. It is a lost opportunity.”
All major political parties called for voting rights for global Nepalis in their manifestos, but these very leaders blocked legislation allowing it despite a 2017 Supreme Court ruling out of fear that it would be anti-incumbent.&nbsp;
<h2>Why so late?</h2>
Bangladesh delivered election results in just one day, but the final results of Nepal's last local polls in 2022 including that of Kathmandu constituencies took nearly a month.
Acting Chief Election Commissioner Ram Prasad Bhandari said this week that the results of the First-Past-The-Post (FPTP) ballot counting would “likely” be published within 24 hours of the poll closing at 5PM on 5 March. But many are skeptical.
“I wonder if we lack the capacity or know-how to announce results as quickly as possible,” says Mohna Ansari.
Former Chief Election Commissioner Pokharel says manual ballot paper counting in Nepal is inherently slow because of the large numner of political parties and/or candidates on the ballot, the counting mechanism, the political behaviour of the candidates/parties and some managerial issues during counting.
“Our present policy is to count all the ballot papers at the returning officers' officies, located at the district headquarters. It requires collecting ballot boxes safetly first. This takes time, and there have been cases of ballot boxes being damaged or stolen during transport. In a few highly difficult, geographically remote polling centres, we use a helicopter or transport. But sometimes, accommodating the party and candidates' representatives remains challenging,” explains Pokharel. A solution could be counting ballots at the very booths where they are cast.
Another reason for the delay is simply the number of political parties, and the need for each ballot paper to be examined by booth representatives for consensus. In close races, the smallest difference can lead to tense situations, further delaying results, even though counting centres are protected by metal fencing so there is no disruption.
After this, then it is the turn of Proportional Representation (PR) ballots to be counted. Weeks pass by the time the results of candidates and parties are tallied and verified. But the most common delay is because election officers think ballot counting is a nine-to-five job.&nbsp;
“The efficiency of poll station officers is most important, and they are incentivised for this,” says Ansari, adding that counting can even start within an hour after voting closes.
In remote areas, local resources could be mobilised to make counting quicker, but there is a crisis of trust, adds Ansari.&nbsp;
That could be easily solved with electronic voting which the EC implemented in the 2008 polls but discontinued because political parties felt the machines could be hacked or manipulated.

Nepalis Select Who To Elect

On Saturday, Iran retaliated with missile strikes on Abu Dhabi, Dubai, Bahrain and Qatar, a region where there are an estimated 2 million Nepalis working to send money home. In addition, thousands of Nepalis were preparing to board flights to Kathmandu from West Asian cities this weekend to vote in the 5 March election. Many are said to be stranded at various aviation hubs. A Qatar Airways flight from Doha took off just before the air space was closed, while Air Arabia and Kuwait Airways have diverted or cancelled flights. Nepalis in the West Asian region said things were relatively calm where they were, although some heard loud explosions at about noon local time. In Dubai, some thought they were Ramadan fireworks.&nbsp; In Kuwait, nearly 2,000 Nepalis working in the US military base as security guards and cleaners were evacuated before the strikes. In Bahrain where the US Fifth Fleet naval base is located and which was hit by two Iranian missiles, workers contacted by Nepali Times said the situation was under control and the authorities had told everyone to stay indoors and not use highways. The conflict also coincided with the beginning of Nepal’s trekking and mountaineering season, and tourists were either on their way or planning to leave European and North American cities for Himalayan hikes. Most of them transit through Doha, Dubai or Kuwait and all three airports are closed. Credit: Flightradar24</figcaption> </figure>  However, the main impact for the world could be a spike in the price of petroleum products if the strategic Strait of Hormuz is blocked. China relies on Iranian oil for their refineries, and Nepal could be affected indirectly if the economies of its neighbours are hit. Nepal imports all its diesel, petrol, LPG and aviation fuel from India which sources it mainly from the Gulf, and until recently from Russia. Petroleum makes up 25% of the value of all imports, and that is more than Nepal earns from all its exports. Saudi Arabia this year overtook the UAE as the main destination for Nepali workers, with the number now totalling 400,000. There are said to be as many in the UAE, and another 350,000 in Qatar. There are another 100,000 mostly women in Kuwait, and 50,000 each in Oman and Bahrain.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260228130220_d24ae633ff84f283835434becdb2f1351f84c415ce87ca34378bd4e2669661b3.jpg" data-media-id="editor_1" data-image-id="20260228130220_d24ae633ff84f283835434becdb2f1351f84c415ce87ca34378bd4e2669661b3" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="West Asia Iran conflict"> <figcaption>Iran retaliated with missile strikes on Abu Dhabi, Dubai, Bahrain and Qatar on Saturday.</figcaption> </figure>  Nepal receives nearly $11 billion a year in remittances from overseas Nepalis (not counting India) through official channels, although the total is said to be much more. &nbsp;This makes up more than a quarter of Nepal’s GDP equivalent — one of the highest proportions in the world. More than half of the overseas remittances to Nepal comes from its workers in the Gulf, and it is the mainstay of the country’s economy. Nepalis in Saudi Arabia, Qatar and the UAE alone send home more than $3 billion a year, much of that helping support their families back home. An average Nepali worker in the Gulf sends home nearly $2,500 a year, and this is spent mainly for household supplies, children’s education and healthcare. There are also an estimated 7,000 Nepali caregivers and healthcare workers in Israel, and most of them are women. The Nepal Embassy has asked Nepalis in Israel to take caution and move to bomb shelters.
