Daniela-Mariana Sezonov Ţane was fascinated with the teachings of the Hindu epics, and studied Hindi at the University of Bucharest before joining the Romanian foreign service. &nbsp;&nbsp;&nbsp;&nbsp;
In between, she served with the International Committee of the Red Cross (ICRC) in Nepal in 2007, the year after the ceasefire. Ţane is now Romania’s ambassador to Nepal, Bangladesh and India and is in Kathmandu this week to launch her book, Twilight Chronicles of which two chapters are about her time in Nepal. &nbsp;She spoke to Nepali Times about her impressions. &nbsp;
Nepali Times: How did you land up in Nepal with the ICRC?
Ambassador Ţane: My work with the International Committee of the Red Cross (ICRC) lasted some eight years and took me to several countries affected by conflicts or in post-conflict time. The mission in Nepal was the third one, after one year in the Tigray region of Ethiopia and 10 months in refugee camps in Eastern Tanzania. In Nepal, initially I was assigned to work on the missing people file. In June 2007 there were still some 1,200 people unaccounted for. I did some field work for families of the missing affected by conflict, recipients of a small assistance program which was meant to help them out of dire poverty.
The last months of my mission were spent mostly in Tarai, preparing the ground with the Nepali Red Cross for the<a href="https://archive.nepalitimes.com/news.php?id=14692"> first elections in 2008</a> after the king’s abdication. If you remember, there was a lot of tension at that time because the Madhesi people felt underrepresented. We were making contingency plans in case there were violent clashes.
My most memorable moment is presented in this book, in the chapter Solukhumbu. Together with my Nepali colleague, Roshan, we went to search in a very remote area for the family of a minor girl who had been separated from her loved ones a few years before. She was rescued and kept by a humanitarian group in a shelter for unaccompanied minors supported by ICRC. She expressed the wish to go back home, so we needed to see if the family was still there. After three days of trekking, we found them in a remote ward, living in a very poor house.
In the meantime, more siblings had been added to an already very poor family. But the reaction of the parents, when they saw the photo of their missing daughter, now a teenager, was a very emotional moment, as well as the insistence of one of her schoolmates to give us a letter for her, next day early morning, before we would start our long journey back.
What I loved the most in my mission in this amazing country were the people. A real bond with my Nepali colleagues at the office was created, and I keep in touch with some of them even today.
After that you became ambassador, how did the book come about?
I started writing my Indian diaries, while posted in India as third secretary and cultural attaché at the Romanian Embassy in New Delhi, beginning of 2000. My friends wanted to know more than the emails sent sporadically. It also came out of the need I felt to make India easier to grasp by my fellow citizens. After being the guide of many delegations, I realised there is a need to better explain the countless puzzling, contradictory expressions and manifestations of India. I noted in my diary the people and the moments which marked me the most.
The entries about Nepal and Sri Lanka came naturally after that somehow. Writing made me explore the various cultural, religious and social aspects of those countries where, by staying longer than a tourist, I became adopted and felt like a local. I hope the readers will like the chapter dedicated to Nepal, a country that will always remain in my heart as one of the most beautiful places I have visited, with warm people and an amazing culture.
How is being ambassador to Nepal in peacetime different from when you were here with ICRC?
Working as a humanitarian comes with a lot of field work and direct contact with people at grassroots level. Time spent in the office alternates with time in the field. There is no diplomatic glamour, just hard work, sometimes in dire or extreme conditions, to which one needs to constantly adapt. As an ambassador, the perspective is totally different.&nbsp;
It means to run both an embassy, as a manager, cultivate the contacts in all areas and at all levels with the countries where you are accredited, and work towards the deepening of ties and economic cooperation. It implies a lot of protocol aspects, and the only common ground with the humanitarian word lies in the 100% requested dedication, leaving almost no time for one self.
Romania is now in the Schengen group, how will it affect Nepalis going to work there?
Belonging to Schengen means we have to apply strictly by the book the Schengen regulations for granting all types of visas. There is no exception from the need of physical presence at the interview and of presenting all the required documents demanded for every visa type.
Nepalis will continue to go to Romania for work, provided they have a valid work permit, and they pass the interview. Nepali workers are highly appreciated in Romania, they are <a href="https://nepalitimes.com/opinion/europe-now-favoured-destination-for-nepalis">currently more than 20,000 there working</a> in many sectors like hotels, restaurants, pubs and clubs, agriculture, supermarkets, construction. They are appreciated for their seriousness, hard work, good behaviour and pleasant personality.
How much interest do Romanian trekkers and mountaineers have for Nepal?
With the increase of living standards and of wages, the past decade witnessed a growing number of Romanians coming to <a href="https://nepalitimes.com/opinion/ever-gone-wildlife-trekking-in-nepal">trek in the Himalaya</a>. I do not have any exact figures, but during the second wave of the pandemic in June-July 2021 we managed to evacuate some 60 Romanian and Moldovan trekkers and tourists with the help of our Honorary Consul General, Narayan Bajaj.&nbsp;

“The most amazing thing about Nepal are its people”

Kapuche used to be a meadow where herders from the valley below brought buffaloes and goats to graze in summer. &nbsp; The name itself is derived from the Gurung words ‘kah’ (ice), ‘phu’ (tumbling), and ‘che’ (flat land), perfectly describing what happens here: ice avalanches tumble 5,000m from the peaks of Annapurna directly down to the pasture. &nbsp; In 2001, small ponds started forming on the accumulated ice. Global warming has now melted the ice, and Kapuche is a turquoise lake shimmering like a jewel below Lamjung Himal, Annapurna II and IV and Sikles Peak.&nbsp; The lake is situated at 2,450m, and is tucked away in such a deep valley that none of those peaks are visible from its shore. A two hour walk below the lake is Hugu Goth, a cattle shed where herders used to stay summers as livestock grazed in the succulent grass. As a boy 42 years ago, I used to walk here barefoot from Sikles on school excursions to learn about the mountain ecosystem. Global warming had not yet melted the ice, so buffaloes and goats could cross over to the other side to graze. The winter snow used to come like clockwork in January when families in Sikles celebrated Maghe Sankranti. Monsoons were regular with three months of relentless rain and mist. Winters are now dry, and the monsoons have become erratic. I did my master’s in national parks and tourism in New Zealand and a doctorate in conservation tourism in Australia, and am interested in how climate change impacts the Himalaya, especially my home region below the Annapurnas.&nbsp; I next travelled to Kapuche in 2015. By then, the lake was &nbsp;constantly fed by avalanches and glacial melt flowing down from the cliffs above. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240503110552_96d13e7b1db5de33e3fb7e6112ad4189aee05f69fef498849f4995863a479991.jpg" data-media-id="editor_0" data-image-id="20240503110552_96d13e7b1db5de33e3fb7e6112ad4189aee05f69fef498849f4995863a479991" data-rendition-name="original" width="2560" height="1920" loading="lazy" alt="aerial view"> <figcaption>An aerial view of Kapuche from a sightseeing aircraft of Avia Club Nepal. PHOTO: AVIA CLUB NEPAL</figcaption> </figure>  Nearly 10 years later, we visited Kapuche again last week, and noticed that the lake had grown dramatically bigger with icebergs floating on the surface. Above, the escarpments of Annapurna IV appear to have much less ice than in 2015. With us was the Chair of the Annapurna Conservation Area (ACA) Management Committee of Parche Village and MP Man Bahadur Gurung who has also noticed many changes here over the years.&nbsp; Hugu Goth used to have half a dozen families growing maize, beans and potatoes, and tending to their animals. It was here that French filmmaker Eric Valli and Diane Summers captured the portraits of the two herders and hunters, Bhim Bahadur Gurung and Mej Bahadur Gurung in their classic 1988 book Honey Hunters of Nepal which also became a documentary.&nbsp; With outmigration and as trekking took off, some herders converted their buffalo sheds into lodges, and there are now six inns in Kapuche and three in Hugu. Footfalls have also increased because of the 45MW hydropower plant under construction nearby along the headwaters of the Madi River.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240503110556_27f92b4cd1b2925ea89b8d2f949c90d04f8167b1551e694e6946eca023256c41.jpg" data-media-id="editor_1" data-image-id="20240503110556_27f92b4cd1b2925ea89b8d2f949c90d04f8167b1551e694e6946eca023256c41" data-rendition-name="original" width="4032" height="2268" loading="lazy" alt="kahphuche"> <figcaption>Dogs are a constant companions during the Sikles-Kapuche trek and lounge on the shores of the lake. The hike is increasingly popular with international trekkers.</figcaption> </figure>  Locals here recall that avalanches used to be more frequent in the past, probably because there was more snow. Boating is prohibited due to the danger of falling ice, but some trekkers bring rafts anyway. The water is ice-cold, still this does not deter adventurous ones to swim out to the middle of the lake to celebrate reaching their destination. The forests are lush due to the heavy rainfall as well as moisture from powder snow avalanches. The thick woods teem with wildlife, and are alive with birdcalls. The Annapurna Conservation Area (ACA) is the largest protected area in Nepal and an Important Bird and Biodiversity Area, as well as a Key Biodiversity Area.&nbsp; ACA has designed a survey form for visitors to monitor avalanches that they may witness. The ACA Management Committee keeps track of the lake's shape and size with the help of citizen scientists Prakash Gurung and Dhan Bahadur Gurung who run lodges on the shore.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240503110556_2cddc5ae01b220e61fc0ee0ff7b5bde4b18b15cb162dce73ce5e20943f0af572.jpg" data-media-id="editor_2" data-image-id="20240503110556_2cddc5ae01b220e61fc0ee0ff7b5bde4b18b15cb162dce73ce5e20943f0af572" data-rendition-name="original" width="2268" height="4032" loading="lazy" alt="kahphuche"> <figcaption>Lush forest trails along the way from Sikles to Kapuche.</figcaption> </figure>  The colour of the lake changes constantly, from crystal blue in winter to green as the snow starts to melt, and turns a turbid grey during the monsoon.&nbsp; Just three hours by car from Pokhara, Sikles is drawing domestic and international visitors to experience its rich Gurung heritage, as well as enjoy the scenery of this relatively less crowded trekking area. Sikles also inspired the concept of sustainable ecotourism for Nepal's conservation areas. The village was awarded UNDP’s Equator Initiative Prize in 2014.&nbsp; After the wilderness trek to Kapuche, Sikles is a good place to immerse in the culture and learn about indigenous conservation practices of the Gurung people.&nbsp; <h2>Kapuche, here we come</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240503100512_90595c777bdc82ba608651241d14abfc9b7ea137e77df5cf617fe2e3f3580bf7.jpg" data-media-id="editor_3" data-image-id="20240503100512_90595c777bdc82ba608651241d14abfc9b7ea137e77df5cf617fe2e3f3580bf7" data-rendition-name="original" width="1358" height="712" loading="lazy" alt="kah pu che"> <figcaption>Kapuche Lake in 2015 and April 2024, showing changes in the avalanche fan, icebergs and snow cover on the mountains. </figcaption> </figure>  Nowhere in Nepal is there such an accessible place to observe first-hand the impact of climate breakdown, while also being a popular trekking destination.&nbsp; Kapuche Lake, only an 8-hour hike from Sikles which itself is three hours up by jeep from Pokhara, is the lowest glacial lake in Nepal and offers a vivid demonstration of just how rapidly the Himalayan ice-cap is melting. Selfies and videos posted by visitors on social media platforms in recent years have popularised the trek and lake, bringing ever more domestic and foreign tourists to the site. Most glacial lakes in the Himalaya are at elevations between 4,500-5,500m and need a week of trekking to get to, but Kapuche is located at only 2,450m at the bottom of a deep avalanche funnel directly below Annapurna II.&nbsp; Some scientists say Kapuche cannot even be called a glacial lake because it just collects water from frequent avalanches that thunder down from the vast snowfield at 7,500m between Annapurna II and IV.&nbsp; Most Himalayan lakes are moraine-dammed proglacial lakes, or are supra-glacial ponds that started forming after the Little Ice Age 700 years ago, a natural process that was accelerated by anthropogenic greenhouse gas buildup in the atmosphere after the Industrial Era. Kapuche was only an avalanche fan till a Landsat image in 2001 showed that small ponds had formed in the debris field. Since then, the ponds have merged into a lake that has grown tenfold in size to measure 15 hectares and is now more than 32m deep in some sections. A video posted on YouTube in January 2021 of a massive powder snow avalanche preceded by an air blast that swept down to the lake went viral. Since then, tourists flocked to Kapuche hoping to be lucky enough to take selfies of another avalanche, with some even venturing into the dangerous debris fan on the other side of the lake. So many visitors visit Kapuche now that there are lodges by the shore, as well as some canine guides who came here with trekkers and never went back because they enjoy the fresh mountain air. <h2>How to get there</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240503110552_edcf019d5a8b6551041bbba2de6dad9bb0709048b17c8cdcf41125830395e9b5.jpg" data-media-id="editor_4" data-image-id="20240503110552_edcf019d5a8b6551041bbba2de6dad9bb0709048b17c8cdcf41125830395e9b5" data-rendition-name="original" width="1085" height="801" loading="lazy" alt="kahphuche map"> </figure>  - Fly or drive to Pokhara, and take the turnoff to Sikles for a 3 hour ride over a newly paved road. Only the last section after Khilang is still rough.&nbsp; - Spend a night in one of the many lodges in Sikles, and explore this well-preserved Gurung village and birthplace of conservationist Chandra Gurung. - Start scenic hike with spectacular views of Annapurna II and Lamjung Himal. -The trail follows the Madi Khola which drains Kapuche Lake. - A 5 hour walk brings you to Hugu Goth for the night stop at the cattle shed-turned-lodge. &nbsp; - It is a 2 hour hike to Kapuche Lake past construction site of a 25MW hydropower plant.&nbsp; &nbsp;- Camp by the shore or stay in one of the lodges, or hike back to Hugu.&nbsp; &nbsp;- Back to Sikles for ride down to Pokhara. Side trip on return: At Hugu, cross the Madi and climb up to Kori Peak (3,800m) with its high meadows for a magnificent view of Lamjung Himal. Need camping gear. Descend to Sikles. Cost: Rs5,000 per day for meals and room. Foreigners charged $50 for ACA and Trekking Permits. Transport from Kathmandu or Pokhara extra.

Kah Phu Che

We all have that inner Tintin beckoning us to break out of our everyday routine. Our group of young architects was overwhelmed with the choice of ecologically diverse trails in Nepal. We finally decided on Tso Rolpa in the upper Rolwaling at 4,550m, one of Nepal’s biggest and most dangerous glacial lakes. The trek was not just invigorating but also a stark reminder of how the climate crisis is melting the Himalayan mountains.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230602090624_227339d3-3f55-4829-a8a7-faff3db68d3f.jpg" data-media-id="editor_0" data-image-id="20230602090624_227339d3-3f55-4829-a8a7-faff3db68d3f" data-rendition-name="original" width="3024" height="4032" loading="lazy" alt="Stairway to heaven 1"></figure>  The trip started in Kathmandu on a hired Tata Sumo that promptly broke down in Kavre. Onward to Singati where the jeep had a flat tyre. Adventure in Nepal begins even before you start walking. We finally entered the Gauri Shankar Conservation Area in Chetchet (1,410m) from where the trail leads to Simigaon (2,000m). The Swiss helped make steps to make the difficult parts easier to walk and added conspicuous signage so people do not get lost.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230602090628_e0639ed0c5833970c8c925ead194129b71af2b4258d159e2413651449841b300.png" data-media-id="editor_1" data-image-id="20230602090628_e0639ed0c5833970c8c925ead194129b71af2b4258d159e2413651449841b300" data-rendition-name="original" width="1098" height="669" loading="lazy" alt="Stairway to heaven map"><figcaption>Map: NT Graphics</figcaption></figure>  The Rolwaling is a beyul, a valley of spiritual significance for the local Tamang and Sherpa communities. The sky turned from blue to violet, and Gaurai Shankar, known locally as Chomo Tseringma, made a brief appearance before hiding behind its south shoulder. The storm hit on the final stretch to Simigaon at nightfall. The next day’s walk was to Thangding (3,330m) along millet terraces below towering cliffs, and crossing frothing rivers over log bridges. A lunch stop in Surmuche (2,480m) meant lying on the grass to watch fast-moving clouds shroud the surrounding mountains. The river turned aquamarine as we approached and clambered up the terminal moraine of the Tso Rolpa glacier. Nothing prepares you for the first glimpse of the lake after cresting the moraine wall. Even the trekkers have to meet conditions like getting visas before arrival, having a RT PCR negative report 72 hours prior to departure, another PCR test at their own cost on the fifth day of their 7 day hotel quarantine in Kathmandu, and a $5,000 medical insurance.
“Our hopes that <a href="https://www.nepalitimes.com/here-now/survive-2020-revive-in-2021-and-thrive-in-2022/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/survive-2020-revive-in-2021-and-thrive-in-2022/&amp;source=gmail&amp;ust=1601525880711000&amp;usg=AFQjCNG8DclSVv8TriGqNXBiBgnX5K9uxQ">tourism would pick up at the end of 2020</a> have been dashed, the ministry has made it needlessly complicated for trekkers, and not allowed other kinds of tourists and pilgrims. Where is the logic in that?” asked one frustrated travel agency executive who did not want to be named.
Indeed, instead of making it easier for those genuinely interested in hiking in Nepal’s wilderness, the ministry directive has added several layers of complicated conditions for even those brave enough to risk long range air travel. For example, trekkers and mountaineers must also submit a 7-day hotel booking slip when they apply for their visas.
International airlines who had started taking online reservations for flights <a href="https://www.nepalitimes.com/latest/nepal-open-for-trekking-from-17-october/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-open-for-trekking-from-17-october/&amp;source=gmail&amp;ust=1601525880712000&amp;usg=AFQjCNGNS13RXyjfO8dtcgRWL8be5Rlcwg">after 17 October from tourists coming to Kathmandu</a> say they are seeing some cancellation due to the onerous conditions.
“If they are not allowed to board a flight to Nepal without a PCR negative report, what is the sense in a 7 day hotel quarantine in Kathmandu?” asked the representative of an international airline.
Even more absurd is allowing only trekkers and mountaineers to visit Nepal, a rule that many say can easily be circumvented, and cannot be enforced. The government directive allows travel and trekking agents to issue documents for those who are not able get visas in time, without making clear if that is enough get them through immigration in Kathmandu.
When asked about the confusion in the directives, Ministry spokesperson Kamal Bhattarai conceded: “Even though the guidelines have been sent to the concerned agencies, we may have to make it easier based on consultations. It is not final or official yet. We have had to balance reviving the tourism industry while ensuring health and safety during the pandemic.”
“If it was not final, why was it made official in the circular they sent to us?” asked the travel agent interviewed for this report. He added that the government was just creating unnecessarily contradictory protocols, and throwing even those really committed to visiting Nepal this autumn into utter confusion.
“The ministry’s guideline is unacceptable to us,” says Khum Bahadur Subedi of the Trekking Agencies Association of Nepal (TAAN). “The goal should be to make the rules very clear and precise because everything else about the pandemic is so uncertain.”
The travel trade wants the 7-day hotel quarantine reduced to three days, allowing visa on arrival for all tourists, not just “trekkers and mountaineers”, and also re-opening of flights to and from Indian cities.
The government says it has not reopened flights to India because the number of cases are still rising sharply there. However, reports say, many people are going back and forth across the open land border between the two countries, avoiding official checkpoints.
On Monday, the government announced that airlines would be allowed from 1 October to operate as many flights as they wanted to meet passenger demand to and from Kathmandu. Earlier, it had opened Nepal only for trekking and mountaineering tourism from 17 October, but it has never clarified why other foreign visitors are not allowed, even if they follow proper protocols for air travel.Even if trekkers are allowed by the central government, some mountain districts have been sealed off by local authorities. For example, hotel owners in Manang, the popular trekking destination on the Annapurna Circuit, have decided not to allow Nepali or foreign trekkers into the district for the time being. While no such restrictions are in place for the Everest or Langtang regions, trek agencies advise tourists to first check local restrictions before making plans.
All this comes amidst a spike in Covid-19 cases in Kathmandu Valley, with 902 new cases detected on Monday. The total number of cases in Nepal has crossed 76,258, with a total of 491 fatalities.

And Nepal’s promotional activities have to adapt accordingly.”Although Nepal is still a valuable tourism brand, with mountains, wildlife and culture being the main draws, the emphasis from now will be on safety and comfort, a unique travel experience, and wilderness tourism.“People are not going to be too fond of roughing it out anymore, they will want to minimise risk to themselves and will be demanding a level of wellbeing and predictability at the destination,” added Shrestha at the webinar organised by the Society of Economic Journalists of Nepal (SEJON). “The good news is that 2020 has been such a bad year that there is nowhere to go but up.”Participants at the online discussion agreed that while Nepal recovered fairly quickly from the 2015 earthquake, this time it was going to be <a href="https://www.nepalitimes.com/here-now/didnt-visit-nepal-year-2020/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/didnt-visit-nepal-year-2020/&amp;source=gmail&amp;ust=1599649001052000&amp;usg=AFQjCNGgbEdUvOAA9XgBVWhNBXYDFunIjw">much more difficult</a> because holiday patterns will change after the pandemic.“It is going to take four to five years for tourism to get back to normal in Nepal, there is just so much uncertainty that I do not see any positive trends till 2025,” said Yogendra Shakya of Ambassador Hotel and Club Himalaya in Nagarkot.Shakya said the government would have to work much more closely with the private sector to plan a strategy to revive visitor numbers. Most employees have taken salary cuts and 25% have been laid off.With more than $700 million in annual earnings, tourism makes up an equivalent of 8% of Nepal’s GDP. It employs 500,000 people directly just in trekking and mountaineering, with 2 million others benefiting from tourism indirectly.In 2019, 15% of the 1.2 million tourists went trekking or mountaineering in Nepal. Many support staff, guides and porters have been unemployed since the spring season. The Ministry of Tourism says Nepal will lose 70% of the revenue from tourism this year, and the situation may persist till spring 2021.

Now that road access makes the scenic viewpoint easily reachable with a night stop, more and more trekkers venture on up the ridge to Tadapani, Khopra and the hidden holy Khayer Lake.This extension to the traditional Poon Hill hike is worth it even for those who have done Ghorepani-Ghandruk Ridge before. Strike off the path through rhododendron forest at Tadapani to Mulde Peak for a overnight stop, and then it is another day’s walk to <a href="http://archive.nepalitimes.com/news.php?id=15474" target="_blank" rel="noopener">Khopra.</a> An alternative route from Ghorepani is to descend to Swanta and up again to gain the ridge.The only warning to trekkers is to make sure there is a tea house as night falls, and to keep your eyes on the narrow trail because the views of Annapurna, Machapuchre and Dhaulagiri are so dramatic. <a href="http://archive.nepalitimes.com/article/nation/mulde-peak,1759" target="_blank" rel="noopener">Mulde Peak</a> itself is about 700m higher than Poon Hill and beats the view from there by leaps and bounds. Word about the ethereal beauty of Khayer Lake is now spreading and in the trekking season the dozen rooms at Khopra are full, and so are the outhouses made for porters and unsuspecting Nepali guests.Social entrepreneur and rural internet pioneer <a href="http://archive.nepalitimes.com/blogs/kundadixit/2013/02/19/innovating-a-new-nepal/" target="_blank" rel="noopener">Mahabir Pun</a> founded the lodge in 2007 with prize money from his Ramon Magsaysay award. The proceeds from the lodge go to a school in the nearby Paudwar village. He has set up a string of eight other lodges in the area, including in <a href="https://archive.nepalitimes.com/article/nation/Wonders-of-Nepal,1240" target="_blank" rel="noopener">Mohare Danda.</a>“We know that we need to expand the facilities, and we are looking for funds to build another lodge,” Pun told us. “Mostly, tourism does not benefit the local community so much. We try to get the community to run the lodges and plough the profits locally.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110811114/636a29dd9c7e80680e0458edjpeg.jpg" alt="" width="1400" height="1050">Proceeds from the lodges have been invested in building a 50KW micro hydropower plant, which supplies electricity to the lodges for lighting, heating and wifi routers. “Eventually we intend to make the lodges smoke-less zero carbon,” says Pun.As the better travelled destinations become passé and remote ones become more attractive, Khopra Ridge (pictured, above) is poised to rival the more popular ABC Trek this spring.And with the road access now making the Annapurna Circuit less pristine, Khopra and the neighbouring Mardi Ridge to the east will be attracting more visitors. But now is the time to go as the winter snow starts melting, the rhododendrons start coming out in full bloom, and the trails are relatively deserted. You will have the mountains, and the lakes, all to yourself.Being so close to the city, the <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/buzz-gosainkunda,639" target="_blank" rel="noopener">Gosain Kunda</a> trek is a quick getaway for trekkers and pilgrims. The forest path may look easy at first, but it can be a grueling two-day climb from Dhunche at 2,090m on the highway.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110811114/636a29e49c7e80680e0458efjpeg.jpg" alt="" width="1200" height="800"><figcaption>Nilkantha. As a destination, it can be done in a relaxed way in five days, giving oneself enough time to acclimatise and take in the views. It is better not to rush it.Trekkers can also just stopover in Gosain Kunda and continue along a narrow path around a steep spur and descend to <a href="https://www.nepalitimes.com/banner/the-reincarnation-of-a-holy-valley/" target="_blank" rel="noopener">Langtang Valley</a> two days away. As a traverse, hikers from Dhunche can cross the pass and descend to Helambu and back to Kathmandu. Or, if you really want to punish yourself, you can do that route counter-clockwise. The trails are now much more stable after the <a href="https://www.nepalitimes.com/editorial/aint-seen-nothing-yet/" target="_blank" rel="noopener">earthquake</a> four years ago.The simplest itinerary is to take a 5-7 hour bumpy jeep ride to Dhunche, and if you want to get away from the sound of trucks, head off immediately to Deurali for the night. Those relatively more fit can climb on to Sing Gompa at 3,250m, a smallish settlement with tea houses and a monastery. Photo: SIKUMA RAI</figcaption></figure>After morning breakfast in Sing Gompa the trail goes up and up to Lauri Binayak (3,700m). More and more of the mesmerising vista of Ganesh Himal, Langtang Lirung, and Manaslu become visible as you gain altitude, and the scenery energises exhausted walkers. This time of year, rhododendron buds are popping open all over the forest.The really steep bit comes after Lauri Binayak, and this is where the pace will get slower on the endless uphill. The tea shops at Gosain Kunda look deceptively close, and it is still another few hours of hard slog to reach the ridge to look down at Saraswati Kunda.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110811114/636a29f59c7e80680e0458f4jpeg.jpg" alt="" width="693" height="417">When you get there, you find that Gosain Kunda is not one but a series of lakes at over 4,380m. The air is thin and crystalline, and the mirror surface of the lakes reflect the sunset in all its hues. The stunning views, the sacred energy of the spot, and the exhilaration of the climb will make even the most non-religious person slightly spiritual. For true Hindu, Buddhist or Animistic believers, however, this is a <a href="https://www.nepalitimes.com/here-now/the-power-and-pull-of-pathibhara/" target="_blank" rel="noopener">pilgrimage</a> of a lifetime.Those still not sated by the view can <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/trekking-in-Nepal-turns-50,2658" target="_blank" rel="noopener">trek</a> on to Lauribina La (4,610m) to inspect six other lakes, and the trip is rewarding and therapeutic as the lakes hidden behind ridges glisten like jewels in the sun.There are 108 lakes in the Langtang National Park region but more are popping up due to global warming, and many do not even have names yet.

Holy Waters

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107111148/6368e2929c7e80680e033336jpeg.jpg" alt="" width="640" height="764"/>Little Sangjay was fascinated by the <a href="http://archive.nepalitimes.com/news.php?id=10794#.WxkjTO6FPIU" target="_blank" rel="noopener">birds</a>: brightly coloured tragopans, garish impeyan monals and strutting Chinese golden pheasants. His small fingers gripped the wire netting of their cage whilst the sunshine lit their feathers.The speckled grey guinea fowl fussed in the rough grass of Col Jimmy Roberts’ Pokhara garden, and his flock of quail cackled nearby. The fishtail peak of Mt Machapuchre glowed in the high distance, and the red poinsettia and orange marigolds straggled his land. Over the dry-stone wall, the murmur of Sherpa voices could be heard as they sorted Mountain Travel’s tents and camping gear between treks.Col Jimmy enjoyed an eccentric retirement, in the same vein that he had lived an unusual life. Raising rare and endangered pheasants became his passion, and he introduced the delicacy of diminutive quail eggs to the finer restaurants of Kathmandu. Next to the <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/trekking-in-Nepal-turns-50,2658" target="_blank" rel="noopener">trekking</a> depot, his stone house in Pokhara had been built to suit his needs and those of his Sherpa attendants -- one open living room, no spare bedroom and an upstairs loo with the “best view in the world”, as he proudly told Princess Anne during her 1981 visit. Along with the pheasants, a succession of liver and white spaniels were his preferred company.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107111148/6368e2969c7e80680e033337jpeg.jpg" alt="" width="733" height="506"><figcaption> </figcaption></figure>Unmarried and solitary by nature, Col Jimmy was the only son of a Gujarat headmaster. He returned to South Asia after being sent “home” to school in England (King’s Canterbury, which I never heard him mention) and military training at Sandhurst. The product of a British Army career, he had a distinguished and highly decorated record in India, Malaya and Singapore. He always said that the few women he ever met were limited to the sisters of fellow Gurkha officers.Instead, Jimmy went climbing. He pioneered Himalayan peaks in the days when access was constrained by tensions between China, India and Tibet, and visits to Nepal were “by invitation only”. As he put it: “At that time, for a mountaineer at least, the lure of Nepal was far more potent than Tibet or Bhutan. And in the mountain book, only the chapter titled ‘Nepal’ remained closed, the pages uncut.”He became a legendary Himalayan mountaineer and explorer, bagging many first ascents and getting to 50m below the sacred summit of Mt Machapuchre. Disdaining to join John Hunt’s 1953 Everest expedition, which he himself had been shortlisted to lead, Col Jimmy helped with oxygen logistics then preferred to explore alone, making the first ascent of Mera Peak which he dismissed as: “rather over 21,000 feet and not difficult”.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107111148/6368e2989c7e80680e033338jpeg.jpg" alt="" width="778" height="513"><figcaption> </figcaption></figure>Jimmy first came to live in Nepal when appointed Military Attaché with the British Embassy Kathmandu in 1958, then stayed on. By the time my young boys were enthralled by his extravagant pheasants in Pokhara, Col Jimmy’s mountain days were curtailed by arthritic hips and failing health, and Mountain Travel had joined forces with <a href="http://archive.nepalitimes.com/regular-columns/So-far-so-good/fire-in-the-afternoon-tiger-tops,846" target="_blank" rel="noopener">Tiger Tops</a>. But he could still describe every trek trail, twist, and turn from memory, and was relied on to compose the Sherpa teams as he understood upper Khumbu family dynamics better than anyone.Without being able to walk them himself, Jimmy devised new circuits such as the Royal Trek for Prince Charles, which I recced for him with Pertemba Sherpa in 1980, and the Prince’s Trek south of Pokhara. His stature in Nepal was secure as the creator of the trekking industry and inventor of the word ‘trek’, derived from a South African Boer word meaning ‘an arduous journey on foot’.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107111148/6368e29a9c7e80680e033339jpeg.jpg" alt="" width="1500" height="1904"><figcaption> </figcaption></figure>A shy man, often gruff and never profligate with words, his writing surprised with a poetic grace and elegant turn of phrase. The invention of the trekking business was Jimmy’s gift to the Sherpas, the people whom he greatly appreciated for their mountain skills but whose lives he saw as vulnerable from closed trade routes and cancelled expeditions of 1960’s geopolitics. In many ways one could say that Jimmy dedicated his life to the Sherpas, ensuring that change brought them options and livelihoods. He wrote: “A wind blows across the highest of mountains of Asia and rattles the tiles on the roofs of houses in the valleys below. Doors swing open and others slam shut.”Mountain Travel was registered in 1964, and for four years was Nepal’s only trekking agency. His first trek group were six American ladies to Everest Base Camp in 1965, and he worried about the impacts of expanding beyond his set of camping equipment for eight clients. Today there are 2,500 trekking agencies, nearly 200,000 trekkers and over 2,000 mountaineers annually, and mountain tourism provides income and employment for many more Nepalis.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107111148/6368e29d9c7e80680e03333ajpeg.jpg" alt="" width="523" height="740"><figcaption> </figcaption></figure>Jimmy opened up Nepal’s network of trading trails and hill villages to generations of walkers who might otherwise be daunted by the world’s highest mountain range. Debate rages about climbing expeditions, particularly on Everest, but there is no doubt that the country benefits from the royalties received, the jobs created and helicopters hired by this valuable long-staying and goal-obsessed section of Nepal’s tourism market.It might have seemed like a more innocent age, but in his quiet way Col Jimmy was prescient about the changes to come. Just before his death in 1997 he worried about “dirty camp sites and trails littered with rubbish … and crowds of hikers invading the peace of the mountains”. Even then, when Nepal’s visitors numbered a fraction of today, he lobbied for the advantages of quality high-value tourism: “Why are we selling our beautiful mountains so cheap?”Trekking first brought me to Nepal, and the spirit of mountain hiking is lodged deep in the hearts of my two sons as part of the fabric of their childhood. Without Jimmy, and his stubborn persistence to realise his dream and vision, things would not have been the same.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107111148/6368e2a09c7e80680e03333bjpeg.jpg" alt="" width="640" height="448"><figcaption> </figcaption></figure>

I have been climbing in Nepal since 1983 and have a business here, so a vested interest in the shared success of Nepal.I met your editor, <a href="http://archive.nepalitimes.com/blogs/kundadixit/" target="_blank" rel="noopener">Kunda Dixit</a> recently and he asked me to comment on the state of the <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/profiting-from-tragedy-in-Everest,2590" target="_blank" rel="noopener">Everest</a> Industry, for that is what it is. May is the big month for Everest. Social media is full of Everest, keeping us abreast of progress. The climbers are all now acclimatised and waiting for their ‘weather window’ when the winds drop enough to go to the summit. Most of them will now be using oxygen made in Nepal, delivered by equipment made in Nepal by Nepali operators, and ably assisted by bold Nepali climbers.Social media is also abuzz with <a href="http://archive.nepalitimes.com/article/nation/bringing-in-two-miilion-tourists,3551" target="_blank" rel="noopener">Nepal Tourism Year 2020</a>. The prevailing comment is in one word: strategy. You could call it vision. Let’s face it, Nepal is a ‘five dollars today economy’. Take five dollars Monday because you can, rather than wait until Friday and take 50.Quick example: the hotel I used for many years overcharged me one time. It was just $10. They were insistent I pay. I said I would pay the extra $10 but that I would never return, they accepted this. I paid, I never returned. I also never recommended them to my friends and clients, which would have been ten times my own business. And I never took another trekking group there.That was an expensive $10. It cost them thousands and continues to hurt them. My point is simple: move on Nepal. Think about the future. My first column in <a href="http://archive.nepalitimes.com/regular-columns/Outside-In/business-customer-relationship,388" target="_blank" rel="noopener">Nepali Times in 2014 (#731)</a> was titled The Gate. It described how <a href="http://archive.nepalitimes.com/article/nation/incompetence-of-kathmandu-airport-magnified-during-shutdown,2086" target="_blank" rel="noopener">Kathmandu Airport</a> was seen by an arriving visitor. It was not good. I am being kind, it was very bad, one of the worst in the world. This is Nepal’s main gate, the first and last thing you see: it reeks of urine and has endless queues.I would have to say it has got better with the new visa machines, but Mr Airport, may I make a small point. I found the part of the machine that says ‘scan passport’ does not work. After trying to make it work several times, someone comes and says “It does not work, enter the information manually.” Call me a rocket scientist, but if you put a sign on every machine that says ENTER INFORMATION MANUALLY then the queues would reduce by 50%.At the beginning of my time here in Kathmandu, there were two crashes at the airport within a week. Why risk flying here when you can go somewhere safer? Fix the airport first. You might die, or you might just get sick or lose some fingers or toes. But your dream is dead. Why did this happen, where did those cylinders come from? No one knows. There is a thriving black market in old cylinders as there is no traceability or certification, no test date, no safety standard. It is the same $10 today mind set.The industry is healthy today, but we must not be complacent. There is no point in me talking about all that is good. What is good today puts rice on the table today. Fixing the bad and making the average better ensures rice in the future. With chicken.It is the responsibility of every Nepali and all of us ‘working visitors’ to do our best, to make sure that every visitor will want to come back. That is strategy. In fact for many years, those who went on it did not share their photographs, and did not brag about how stunningly scenic the trip was because they did not want hordes of tourists descending (ascending) to its knife-like ridge that forms the southwestern spur of Mt Machhapuchre.Mardi (rhymes with ‘muddy’ not ‘hardy’) is indeed more out-of-this-world than all other other-worldly places in Nepal, or the planet. It has unbroken vistas, big sky, solitude and wilderness. And the surprising thing is how accessible it is now from Pokhara.If you start from Dhampus, the Mardi route first follows the Annapurna Circuit for a short bit, then strikes off at Pitam Deurali (2,050m) into and up a ridge ablaze with pink rhododendrons in this season. You walk on a carpet of petals through a fragrant forest.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110710114/6368ca0c9c7e80680e02f2e7jpeg.jpg" alt="" width="1400" height="933">It takes four hours to reach Forest Camp (2,500m) where there are supposed to be tea shops, but it is deserted. Unlike other popular trekking trails, the tea shops here are spaced more widely and since food has to be portered in, it is more expensive.But there are signs that things may change soon. In anticipation of the growing popularity of the Mardi Trek, new rest houses are going up at a rapid pace. The lodges are all recently built, still smell of fresh wood and don’t even have names or menus yet. You just hope the new blue tin roofs do not photobomb the sweeping view of the Annapurnas.Locals say it never rains on Mardi Ridge, it pours. Or, it is snow and hail. True to form, there is a terrific hailstorm that morning at Forest Camp. At Low Camp (2,970m), the clouds open up just enough to offer a magnificent view of Mt Machapuchre, blanketed in fresh snow (pictured).Badal Danda lives up to its name, with clouds obstructing the view. Snow starts falling by afternoon in light swirls and by morning it covers the trail. The narrow trail hugs the cliff on one side with a sheer drop on the other, the rhododendrons are now deep red, looking like shining drops of blood on the snowy slopes.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110710114/6368ca0f9c7e80680e02f2e8jpeg.jpg" alt="" width="562" height="1024"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110710114/6368ca129c7e80680e02f2e9jpeg.jpg" alt="" width="1400" height="934">High Camp (3,550m) is above the tree-line, and the trail along the ridge becomes even more precarious en route to Viewpoint which doesn’t offer any views by afternoon because of billowing mist. Mardi Base Camp (4,500m) is another two hour climb, but for that you will need climbing gear.If you don’t want to return the way you came, there is a straight descent down the slope to Sidhing (1,700m) from where there are jeeps to Pokhara, there is also a trail further down to Lwong or Lumre.A few wilderness areas in Nepal are so easy to get to, and offer in a microcosm the sheer verticality of the country as you climb from sub-tropical to Alpine and almost Arctic in four days. Go take a hike

The daily 10-hour curfew at Tribhuvan International Airport from 8 November that will last five months has affected tourism during Nepal’s peak season, with some hotels and trekking agencies here reporting cancellations into spring next year. The reduced hours at Nepal’s main aviation gateway till 31 March means that a third of all flights have been cut. This has also caused ticket prices to surge by up to eight times of normal fares. For example a Kathmandu-Delhi ticket that used to cost Rs12,000 is now listed at Rs50,000, and even then seats are not available.&nbsp; “Especially if they are here to trek, change in flight dates can cause tourists to miss their connections,” says Jagan Timilsina, who runs a trail running and outdoor education business. &nbsp; Pokhara is feeling the brunt as hotels report last-minute cancellations for November because of flight disorders. Some hoteliers also say although there have been some cancelled trips, most itineraries have been rescheduled.&nbsp; Hari Prasad Sharma Gaire of the local chapter of the Hotel Association of Nepal says the Kathmandu airport closure should have been timed for the off-season. He told us: “Starting construction during the peak tourist season was a mistake and will cause the tourism industry to lose a lot of business. The upgrade could have been spread out over a longer time but closed for fewer hours at night so that disruption was minimal.”&nbsp; Nearly a third of the 1.2 million tourists who visit Nepal annually come to Pokhara, which is also the gateway to Mustang, the Annapurna treks and pilgrimage tourism to Muktinath. Located by scenic lakes with a range of adventure sports like hot air ballooning, paragliding, canyoning, bungee and ziplines, Pokhara is also popular among diaspora Nepalis. “Besides its own attractions, Pokhara is really the hub for central Nepal, and we have been trying to get visitors to extend their stay here,” says Timilsina, who started out as a trekking porter and rose up the ranks to be an expedition guide and entrepreneur. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111603114_0e071ce63ea9b0a9a7ee76f8c3cea0ff08c6767c41dd09f6bc4413d2db067a60.jpg" data-media-id="editor_0" data-image-id="2024111603114_0e071ce63ea9b0a9a7ee76f8c3cea0ff08c6767c41dd09f6bc4413d2db067a60" data-rendition-name="original" width="3500" height="2333" loading="lazy" alt="Pokhara's tourism woes NT"> <figcaption>Tourist arrivals in Pokhara have slumped since the disruptions at Kathmandu airport due to upgrading work. Photo: KRISHNA MANI BARAL/NEPALI TIMES ARCHIVE</figcaption> </figure>  Even without the Kathmandu airport closure affecting tourist arrivals, Pokhara was already suffering from a decline due to many factors like the poor state of the Prithvi Highway, the shortage of luxury accommodation for high-end tourists, and the reluctance of international airlines to start direct flights to Pokhara despite an expensive new airport that was inaugurated two years ago.&nbsp; “There was a lot of initial excitement on the construction of the international airport,” says Timilsina, “but it hasn’t delivered as expected due to politics. People have invested in nearby businesses, and have faced losses.” India has blocked direct flights from its cities to Pokhara because the facility was built by a Chinese company. Although tourists and pilgrims from India hit record levels this year, the poor state of the highways and the Indian bus accident on the highway to Kathmandu in July that killed 27 pilgrims from Maharashtra state dampened arrival figures. Gaire says, “While tourist arrivals to Pokhara are now approaching pre-Covid levels, we haven’t seen the improvement we were expecting. We need a better marketing strategy. What are our embassies abroad doing?”&nbsp; Indeed, Pokhara used to be a favourite destination for Chinese tourists. There was a boom in arrivals from China before Covid, especially after a popular Chinese tv serial was shot on location here. But arrivals from China have not really recovered since the pandemic because of the economic slowdown there. Promoting Pokhara airport to handle direct flights from Chengdu or Kunming could revive Chinese arrivals.&nbsp; Nepal’s Civil Aviation Authority (CAAN) has used the Kathmandu airport closure as an excuse to arm-twist international airlines to start flying to Bhairawa, which has barely been in operation for two years since it was inaugurated. So far, Fly Dubai, Thai AirAsia, Jazeera and Qatar are flying to Bhairawa, but most use it as a hop before flying on to Kathmandu, which does not reduce congestion at Kathmandu.&nbsp; An ideal situation could have been to get Pokhara to run to full capacity while Kathmandu is partially out of action. Pokhara entrepreneurs are puzzled why the CAAN and the national government have not taken more interest in promoting Pokhara as an alternative to reduce the congestion in Kathmandu. Nepal’s football team that was flying to Dushanbe this week couldn’t get tickets via Delhi, and took a domestic flight to Bhadrapur, crossed over to Bagdogra and flew on to Delhi to catch their flight to Tajikistan.

Pokhara’s tourism woes

An excerpt of a conversation between an anthropologist and linguist Mark Turin, PhD and Lava Deo Awasthi, PhD, the first Chairperson of the Language Commission of Nepal. Nepali Times: What is the role of Nepal’s Language Commission and when was it formed? Lava Deo Awasthi: The Constitution of Nepal (2015) created a Language Commission (LC) with the following four core mandates: (a) to develop eligibility criteria for gaining status as an official language and offer recommendations to the Government of Nepal about the official language(s) in each province; (b) to offer recommendations to the Government about measures to be taken for the conservation, promotion, and development of languages; (c) to suggest possible ways of using mother tongues in education by assessing their stage of development; and, (d) to conduct studies, carry out research and perform monitoring functions about the response to the constitutional provisions for the federalisation of languages in Nepal. The Commission was founded in 2016 and I was appointed as the Chairperson of the Commission in September of the same year by the Cabinet of Ministers. What in your own professional and educational background helped to prepare you for the role? I have worked with the Government of Nepal for about 30 years, alongside holding teaching appointments at universities in Nepal. Prior to assuming the role of the Chairperson of the Commission, I served as permanent Secretary to the Government of Nepal and worked as the Chief Administrator of the Central Development Region. I was appointed as Director General of the Department of Education and completed my assignments as Joint Secretary at the Planning, Monitoring and Educational Administration Divisions of the Ministry of Education.&nbsp; In addition, I have taught courses as a visiting professor at Tribhuvan University and Kathmandu University for more than three decades. Later, I also started supervising MPhil and PhD students at the Far Western University in Mahendranagar, Kanchanpur. My PhD project from the Danish University of Education was dedicated to making sense of Nepal’s social construct and commitment to multilingualism, exploring the persistence of monolingual school practices in the face of constitutional promises and state commitments to multilingualism. I conducted a survey of Nepal’s languages and carried out a qualitative study of the Tharu language in the district of Bardia. I analysed language policy statements and explored classroom pedagogies in schools. I documented how teachers showed a tendency to resist change and maintain the status quo because they were not consulted when new educational language policies were introduced. Teachers also exhibited a deeply-held adherence to the Gurukul education system which appears to have been harnessed as a way to resist newer pedagogical ideologies imported from the West. Recognising how engrained these rich traditions of knowledge transmission are, I wanted to know how students’ engagement in the learning process appeared to have dwindled, creating a gap between children’s home languages and the language(s) of the school. Whilst statutory provisions for education in the mother tongue were oriented towards promotion, classroom pedagogies remained resolutely monolingual and exclusionary. The result was that multilingual education policies that had been introduced in Nepal did not result in meaningful changes in classroom practices. My research was also a reflection of childhood traumas I had experienced at the earliest stage of formal education. My home language, Baitadeli, has a strong oral tradition and no written literature. English is my fifth language in terms of exposure and competence, and my home district of Baitadi is well-known for its loyalty to the local language. I had to drop out of school after completing my sixth grade. Staying at home, I received much attention from my family and had much greater exposure to my native language, culture and environment. My overall impression is that dropping out of school had a surprisingly positive impact on my life. The opportunity offered a surprising dividend for me as I gained mastery in my mother tongue and received extensive exposure to folk literature and Indigenous knowledge and survival skills, cultivating my interest in language, culture, literature and local cosmologies.&nbsp; Now that I reflect on it, I appreciate how language has always played a key role in my life. I grew up in a multilingual environment: brought up with Baitadeli, Hindi, Sanskrit, Nepali and English. Language played a major part in my decision to leave school and my later success is closely linked to my competence in several languages. It was rewarding to be at home with my family as I deepened my understanding of native language and culture, which in turn helped me to harness and refine my art of living. Languages matter so much to me because they are both software and hardware. Later, when I was in secondary school, I realised that my command of my home language contributed significantly to enhancing my Nepali and English. I used my mother tongue as a form of linguistic capital to strengthen my competence in both English and Nepali.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111811110_5400ba54792bf9e4854e1c1effde8bf09804e99647f23513700b450cc49adc4a.jpg" data-media-id="editor_0" data-image-id="2024111811110_5400ba54792bf9e4854e1c1effde8bf09804e99647f23513700b450cc49adc4a" data-rendition-name="original" width="1000" height="1500" loading="lazy" alt="Dr Lava Deo Awasthi"> </figure>  In your term as the Commission’s first Chairperson, what were your strategic goals and objectives? My first strategic goal was to create an environment conducive to implementing the provisions of the Constitution of Nepal in relation to language. My priority was to prepare a detailed action plan for my six-year tenure in consultation with language stakeholders, including language experts, professionals, activists, Indigenous community members and representatives of relevant national and local-level institutions. The Commission formed a body of high-level advisors to ensure that the Chairperson’s work was well-informed and credible. The advisors to the committee had highly visible professional and social reputations in Nepal and had much experience in the field of language conservation, promotion, research and development. Another strategy we adopted was to establish close institutional linkages with federal, provincial, and local level governments for collecting opinions and disseminating information widely.&nbsp; What critical issues did you have to consider while discharging your duty? When Nepal’s new Constitution was drafted, a number of concerns could not be adequately addressed. These related to the conservation of languages, the recognition of official languages at the provincial level, and the use of mother tongues at federal, provincial, and local levels. These unresolved issues and matters pertaining to the federalizsation of Nepal’s languages were passed on to the Language Commission to address and resolve.&nbsp; Regarding the recommendations for official languages, a five-year timeline had been set by the Constitution. With great effort, we succeeded in having all provinces agree to recognise their official languages as per the recommendations of the Commission.&nbsp; What were your greatest achievements during your term? One of the greatest achievements was that we succeeded in setting a language agenda at all levels. Nepal’s language communities and other stakeholders expressed the view that this was the first time their languages were recognised and their voices heard by the state. People participated in debates and discussed issues relating to language that in all likelihood had never before happened in their lifetimes, at least not in ways that were supported by the state. We encouraged people to speak in their own language(s) and provided translators during plenary sessions and group discussions. Another major achievement was developing criteria for the status planning of languages at federal, provincial, and local levels, and to recommend 11 province-level official languages, in addition to the Nepali language. Similarly, a notable achievement was recognising Indigenous languages spoken by smaller communities, all of whom faced ongoing marginalisation and high levels of endangerment. The Commission identified 9 new languages that had not been reported in the 2011 census, and provided a framework for recognising official languages within a municipality. The commission emphasised the need for documentation and digitisation of languages for developing corpora and archives at national and sub-national levels.&nbsp; Languages of historical importance as well as classical languages were given recognition for their protection, growth, and development. Recommendations were made for the conservation, promotion and development of Nepal’s marginalised languages that are threatened by majority languages and for those languages that hold particular power at local and global levels. Recommendations were also made for how best to safeguard Nepal’s languages from the ever-growing spread of English and other powerful, globalising languages.&nbsp; A further important aspect of the Commission’s work was to emphasise mother tongue medium instruction in schools across the nation. Recognising the role of language in children’s cognitive, socio-emotional and academic development, the Commission suggested strategies for linking schools with ward-level language clusters for use in the classroom. The importance of nurturing and respecting a child’s first language was reiterated in the Commission’s recommendations for children’s learning and all-round development. By the end of my term, a remarkable change could be observed in terms of building trust within and across Nepal’s diverse language communities. A network of language groups and stakeholders across the country proved to be a powerful way of bringing all language communities under one roof for a collective review of and response to the process of federalising language policy. The many language stakeholders across Nepal appreciated the opportunity to work within a coordinated framework, and—feeling empowered by this—seemed genuinely enthusiastic about the initiatives taken by the Commission.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111811114_b45297fdd2fedf17bdb6313e495a1062c0d87f1a19fa5349f871f220b75f93ab.jpg" data-media-id="editor_1" data-image-id="2024111811114_b45297fdd2fedf17bdb6313e495a1062c0d87f1a19fa5349f871f220b75f93ab" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Dr Lava Deo Awasthi NT"> </figure>  What were the most significant challenges for you as Chairperson? One of the major challenges was winning people’s trust in advocating for the mission of the Language Commission. I faced considerable resistance as I sought to emphasise the use of native languages in families and communities. While the Commission advocated for multilingualism and promoted linguistic diversity, the prevailing policy circles and central level institutions had been deeply influenced by a one-language discourse and ideology of Nepali only. The spread of English also poses a huge threat to Nepal’s languages. However, people in power do not seem to see this as a problem. They tend to abandon their own languages in preference for English. The way that Nepal’s municipalities are increasingly introducing English as a medium of instruction at the earliest stage of a child’s school-based education has proven to be detrimental to their cognitive development, socio-emotional wellbeing and academic success. Most of Nepal’s elites have been heavily influenced by the spread of English and remain unaware about its impact on their home languages as well as on the inter-generational transmission of Indigenous languages in the country. I wish that we could have produced more compelling evidence to show the consequences of making poor policy choices for our children’s education. Demystification calls for a collective response. To make change happen across this entire, complex and federalising country was daunting work and left like a race against time. I feel that I could have done more to offer concrete examples in favour of using the mother tongue as a medium of children’s education at the earliest stages of a child’s education. What do you see the Language Commission achieving in the next 5-10 years? The Language Commission will have to ensure that all of its key recommendations are implemented at all levels of government. In 10 years’ time, all seven of Nepal’s provinces will have their official languages in place. These languages will also be recognised as languages of federal business, alongside Nepali. I anticipate that all official languages in the federal and provincial systems will have a national portal for inter-language corpora using machine translation to fulfil their federal, provincial and local level language functions, and that all languages spoken in Nepal will be represented through a digital database in the national archive. The Office of Statistics will monitor the status of Nepal’s languages over time. By the end of the next decade, each municipality in the country will have recognised one or two official languages at the local level, based on speech populations. Other local languages will have received community-level legal recognition and official status to fulfil their functional roles. Languages that are highly endangered or at risk will be entitled to receive state grants for enhancing local level capabilities to encourage families and young learners to speak the language. Incentive schemes will be introduced in municipalities that promote language within the family and at home. Inter-generational transmission of languages will have received welcome and timely attention across Nepal. It is my hope that all schools—public and private—will have introduced mother tongue medium instruction at the earliest stage of school education, at least up to class five. Nepali, English and other national as well as classical and foreign languages will be taught as subjects. The existing policy of English medium education at the early stage of education will be abolished. The Government of Nepal will be held accountable if the number of speakers of any language decreases or if local communities face language loss and greater endangerment. Under the aegis of the Language Commission, a Centre for Language Research and Innovation will be created with world-class facilities for language documentation and archiving in collaboration with Tribhuvan University’s Central Department of Linguistics and other relevant institutions. Harnessing the vastness of Nepal’s linguistic diversity, the Language Commission will morph into a centre of excellence for national and international communities to engage in collaborative language research, to share experiences and document best practices at in service of global linguistic diversity and Nepal’s many Indigenous languages.

Languages are both software and hardware

Earlier this month, Nepal received Rs1.6 billion from the World Bank as part of its <a href="https://nepalitimes.com/news/will-nepal-ever-be-paid-for-saving-trees">Forest Carbon Partnership Facility (FCPF)</a>, rewarding the country for increasing its carbon sink capacity. Nepal is the first in South Asia to benefit from this facility, and it is specifically to recompense the country for increasing forest cover in 13 Tarai districts between 2018-2024. “We are also trying to get another Rs13 billion from the facility while also preparing for free market-based carbon trading in the international market,” says Nabaraj Pudasaini of the REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries) Implementation Centre. Big emitters of greenhouse gases are under pressure to reduce their carbon emissions, and many have signed agreements to do so by investing in decarbonisation projects in developing countries. Countries that emit more than a specified amount of carbon would be able to buy emission rights from countries that emit less. Nepal is internationally known for its community forestry program which has been largely credited for <a href="https://nepalitimes.com/banner/tree-mendous">increasing tree cover to over 45%</a> in less than three decades. But this achievement had not been adequately recognised or rewarded internationally before. Forests, especially in the tropics, absorb and store large amounts of carbon while releasing oxygen in a process known as photosynthesis. <a href="https://www.fao.org/forest-resources-assessment/en/">Preventing deforestation</a> and increasing canopy cover is considered a much more achievable goal than reducing emission in the scale necessary to limit global average temperature to 1.5°C above pre-industrial levels. COP11 in Montreal in 2005 first proposed reducing carbon emissions by improving forest quality by halting degradation. By 2015, a new mechanism of financial assistance was created to help less developed countries with sustainable management of forests <a href="https://www.un-redd.org/">(called REDD+)</a>. Under this new mechanism, countries receive aid based on their efforts to prevent forest degradation and increase carbon sink, and in 2021 the World Bank was entrusted with implementing it. Nepal’s FCPF receipt this month was calculated on the basis of 2.4 million tons of carbon stored at a rate of $5 per ton. In the second phase, Nepal will receive more than Rs4 billion within the next year for storing an additional 7 million tons of carbon. Proving this will be particularly challenging; forest encroachment and degradation is rife in the Tarai.” <a href="https://nepalitimes.com/multimedia/nepal-is-going-up-in-smoke">Deliberate forest fires</a> have also added to the challenge because they increase carbon emissions and reduce the sink capacity of forests. The basis for the amount that Nepal received was set five years ago by calculating the carbon reserves of forests in the 13 Tarai districts. In the meantime, sustainable forest management, tree plantation, forest destruction and erosion control were prioritised to increase carbon reserves in those forests. Nepal is signing another carbon trading agreement during the ongoing Baku climate conference. The <a href="https://www.leafcoalition.org/">Lowering Emissions by Accelerating Forest finance (LEAF Coalition) </a>proposes to sell the carbon stored in the forests of Bagmati, Gandaki and Lumbini provinces. For this, Nepal signed the letter of intent three years ago at COP26 in Glasgow. The target is to store 70 million tons of carbon in 32 million hectares of forest in the three provinces per which Nepal will receive Rs13 billion in four years at $10 per ton with provisions to increase the rate if various conditions are met. However, the agreement in itself doesn’t guarantee the amount. According to the targets set by Nepal, forest degradation should be stopped and carbon reserves increased by protecting tree cover. Preparations are also underway for clean air carbon trade because it has offset fossil fuel use by introducing 30,000 electric vehicles. Nepal has been selected for the first round to receive $40 million within one and a half years through the Clean Air System of the World Bank. Given that most of Nepal’s energy mix is from biomass, replacing them with electric stoves can significantly improve health by reducing indoor pollution as well as strengthen the country’s capacity for carbon trade. “Nepal's goal now is to sell carbon in the free market where carbon credits are bought and sold based on supply and demand in an open and transparent manner,” adds Pudasaini of the REDD Implementation Centre. “Nepal can now set its own price and bargain with interested buyer countries and organisations.” Lately, India has been discussing setting up a carbon market. Nepal has exported Rs12.72 billion worth of electricity to India so far this fiscal year, which can be traded under Nepal’s carbon market. “Carbon trading can create significant economic benefits for Nepal, which will help reinvest in development and environmental protection projects,” says Manandhar. “But we must prioritise sustainable management of forests, cutting older trees and allowing regrowth as well as promoting electric stoves and electric vehicles.”

Greenbacks for greenery

Nearly 750,000 Nepalis went abroad for employment in the past year, and more than 100,000 left on student visas. Most of them were young Nepali men and women, and the number has been increasing every year. As with other sections of society, Nepal’s security agencies also face a recruitment crisis. Nepal Police opened recruitment for 64 inspectors in September, and received 2,239 applications, compared to 2,718 candidates last year. Police also invited candidates for 256 assistant sub-inspectors this year for which it received 17,756 applications – down from 19,932 last year. It is the same story in the Nepal Army, the number of applicants for the post of Officer Cadet (Second Lieutenant) went down from 6,144 for 400 open seats in 2019 to 4,390 in 2020. Meanwhile, applicants in the paramilitary Armed Police Force went down from 857 applications for 75 posts in 2021 to 536 applicants for 99 posts last year. While the number of applicants appears higher than the demand, the data shows a significant decrease in applications for vacancies in Nepal’s law enforcement agencies. Security personnel are recruited on the basis of rank and age in Nepal, and the age cutoff for entry into Nepal’s security agencies is typically 25 years. Sociologist and migration expert Ganesh Gurung says that the demographic of young, physically fit Nepalis emigrating abroad in search of better opportunities has impacted recruitment into law enforcement and the military here at home. “The returns from working in Nepal’s police and army are minimal, whereas overseas job opportunities are more attractive,” Gurung says. “The work may be physically demanding abroad, but the pay is a lot higher.”  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241116041148_a7e477e0ee2f56acf16c2559fdb24d8f0377f7bc1f9e56138bc40108fc4fa33f.jpg" data-media-id="editor_0" data-image-id="20241116041148_a7e477e0ee2f56acf16c2559fdb24d8f0377f7bc1f9e56138bc40108fc4fa33f" data-rendition-name="original" width="800" height="534" loading="lazy" alt="Nepal Police"><figcaption>Nepal Police</figcaption></figure>  Nepal Police spokesperson DIG Dan Bahadur Karki agrees that the physical and mental demands of a law enforcement job is incomparable to the income that security personnel earn. “A young Nepali who works in Dubai earns enough to build a home in the village within four years, while a Nepali with the same qualifications and physical ability in a security agency here barely makes enough to survive,” says Karki. “Obviously the youth prefer foreign employment.” Security agencies are now worried about the quality of inducted manpower. “There is a difference in work ethic between an applicant chosen from a competitive pool of 50 candidates versus one chosen from a pool of three candidates,” explains Gurung. “Unmotivated employees hamper the overall performance of the state apparatus.” Nepal Army spokesperson Brigadier General Gaurab Kumar KC says recruitment has not been hampered by outmigration: “We have still been getting more than three times the applicants than there are open posts, so we are not yet worried.” Even so, the passing rates of aspirants have gone down for security forces after the Public Service Commission began examinations for military recruitment in 2015. In fact, the Nepal Army complained about the Commission’s involvement in recruitment. Still, the number of vacant military posts tends to exceed the number of passing candidates. Nepal Army’s KC says that the military will not compromise on intake criteria even if there are fewer passing applicants. “Unqualified persons will not be admitted even if there are less-than-required passing candidates. We will re-advertise if that is the case.” But Nepal’s security forces now also have to worry about retention of existing personnel. About 900 Nepal Army, 600 Nepal Police, and 300 Armed police personnel resign every year before the completion of their tenure.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241116041148_b8cd62f70eea3aac7d3d3778615a5b70b1e20550c9bd76321f051f9c766fd2a9.jpg" data-media-id="editor_1" data-image-id="20241116041148_b8cd62f70eea3aac7d3d3778615a5b70b1e20550c9bd76321f051f9c766fd2a9" data-rendition-name="original" width="750" height="378" loading="lazy" alt="Armed police forces"><figcaption>Armed Police Force</figcaption></figure>  In 2020, Home Minister Ram Bahadur Thapa recalled almost 1,000 police personnel who had been deployed for the security of VIPs after long-standing criticism that security forces were being misused to cater to political and bureaucratic leadership. However, security personnel have continued to be assigned to high-ranking officials as glorified housekeepers. In December 2022, Rabi Lamichhane’s Home Ministry had instructed its offices to recall unauthorised security personnel assigned to high-ranking officials, following which 500 officers from Nepal Police and Armed Police Force were withdrawn from their details. But the Nepal Army does not have to follow such rules, and the practice of army personnel serving high-ranking active-duty and retired military personnel remains. Conditions here are dire enough that many active duty officers in Nepal’s military and police forces have chosen to leave their jobs to serve in the Russian Army to fight in the Ukraine war. The hierarchical culture and chain of command of politics, bureaucracy, law enforcement and military has also meant that abuse and mistreatment of subordinates is rife in Nepal’s security forces. “Feudalism is alive and well within our security institutions,” says Gurung. “When soldiers and security forces who swore to protect and serve the nation are made to be at the beck and call of politicians and bureaucrats, it is easy to understand why they are disillusioned with their jobs and why they choose to quit and find jobs abroad.”
