It is like any other evening in Kathmandu’s Gongabu neighbourhood. But at seven every day as the market starts to shut down, Sunita Pradhan Limbu steps out with a heavy bucket in one hand and a packet of plates in the other. Some 30 dogs wait outside, tails wagging furiously. They are used to Sunita appearing every evening, and encircle her. Sunita pours out the meal of rice and meat on each plate and the dogs gobble it all up. This has been Sunita’s routine for the past few years. She does not collect funds from anyone and buys food on her own to feed the community dogs out of affection for the animals, expecting nothing in return except love. “I’ve gotten back from them more than I could ever give them,” says Sunita, who started feeding the dogs during the Covid-19 lockdowns when she saw many pets abandoned on the streets by owners who returned to their hometowns. Sunita, 50, is a musician, and could not allow the dogs that were used to home and family not to be cared for. So she became their guardian. As a child, she grew up with a pet dog named Johnny. After her marriage in 1998, Sunita lived in Hong Kong with her husband. She came back to Nepal in 2014 to release her solo album Arohi. During that time, as she was running errands for the album launch, she came across a mother dog who was lying lifelessly, surrounded by her young pups. She did not do anything that day, but two days later when she went back to rescue the pups, it was too late. They were nowhere to be found. That day, Sunita made a promise to herself that she would care for other dogs in distress. “I remembered my childhood and was determined to revive my love for dogs and care for them,” she recalls. But caring for the neighbourhood dogs has forced her to drastically change her lifestyle. Sunita was an outgoing person, candid and lively with friends. Now she hardly has time to meet friends or go on a holiday. “I can no longer enjoy overnight stays or meet up with friends because I can’t stop thinking about my kids,” she says of her strays. She has had to invest in recording her songs, but cannot think of doing that now when the same money will buy food for the 60 or so dogs in her neighbourhood. Sunita also always has the door on the first floor of her house open in case the dogs need shelter. It is particularly useful on rainy nights and in winter. Dogs know where to go, and there is always a soft sack to sleep on. Apart from the stray dogs, Sunita also has nine pet dogs of her own that she rescued from the street after she found them injured. The first one was rescued by her daughter, much like young Sunita used to do with stray pups and kittens. Seeing Sunita spend her day and night caring for the dogs has also made her mother and family support her wholeheartedly. Initially, her neighbours complained that the dogs were littering their sidewalks. But her selfless love for the dogs has won them over too, so much so that her neighbours now also help keep a bowl of water and food for the strays. Everyday is now Kukur Tihar in this Gongabu neighbourhood. Says Sunita: “If you can, love and care for them. One dog at a time

Every morning at dawn, Nashir Khan wakes up to the ruckus of dogs he shelters at his home in Chobhar, all hankering to be fed. As he goes about his day, providing meals for countless community dogs across Kathmandu, he will likely make some ruckus of his own, outraged by those who mistreat the animals. Khan’s dedication to the wellbeing of Kathmandu’s dogs spans many years, administering medicine, taking them to the vet, advocacy through radio, and confrontation with those abusing dogs. Khan has been engaged in charity work most of his life, beginning at age 7 carrying food to imprisoned or hospitalised members of his community. “I don’t think about what I might gain. I don’t even like the word ‘gain’,” he tells us. He was drawn to the plight of dogs after he started caring for a dog a neighbour had neglected. That was where his lifelong commitment to dog care began. However, the growth of dog-care organisations and social media attention has promoted more humane methods like neutering. The Kathmandu Metropolitan City funded Manumitra project began in 2016, focusing on community awareness and population control. While official records indicate declining numbers and healthier dogs, animal organisations are skeptical. Sneha Shrestha of the Federation for Animal Welfare Nepal, says that the street dog population exceeds 100,000. “On World Rabies Day there are programs publicising vaccination of 40 or 50 dogs, but after that there is very little done,” adds Shrestha who works with a network of street dog organisations. Between 2022-23 the Epidemiology and Disease Control Division reported 106,993 dog bites, the majority in Kathmandu. To mitigate the risk of diseases such as rabies, organisations working in dog welfare and veterinary services must shoulder the cost of vaccines themselves. Khan was previously involved with animal hospital projects and street dog programs, and has since developed mistrust for the organisations, believing their primary goals are recognition and financial gain. Khan’s work is entirely self-funded, as he patrols the city in a motorbike that serves as a dog ambulance. But he often faces public opposition, and he has been beaten up, once the injuries kept him in bed for more than two weeks. Angry locals challenged his care of dogs when there were so many people in need of help. Recently, when a cyclist ran over a dog sleeping on the road, the initial verbal confrontation escalated into Khan threatening the man with a hacksaw. “I just cannot watch dogs being harmed,” he says. Independent filmmaker Shyam Karki is producing a documentary on Khan titled ‘Unholy Love’. The filmmaker first met Khan in 2015 while he was feeding dogs on the streets of Chhetrapati. The documentary explores how a part of the reason for Khan’s ostracisation is that he is a Muslim. “In other countries Muslims are very strict about don’t do this and don’t do that, but whether I go to heaven or hell is of little relevance to me,” says Khan who is married to a Hindu Newar person. Both faced social exclusion from their communities because of their marriage, but Khan credits his wife for transforming his wayward ways into passion for social work. Lately, Khan has added collective mobilisation to his work, decrying injustices on Facebook and uniting the efforts of other street dog carers. With or without support, his work continues. Must love dogs

The call came from Tokha one morning last autumn. A dog had been hit by a vehicle, his leg seriously injured. &nbsp; The <a href="https://katcentre.org/en/">Kathmandu Animal Treatment Centre (KAT)</a> emergency team quickly mobilised to rescue the dog, and brought him in for surgery to its clinic in Mandikhatar. His left front leg was so badly mashed up that it had to be amputated. Since the dog could not be released back on <a href="https://nepalitimes.com/here-now/kathmandu-s-street-smart-dogs">the street</a>, he would spend his days recovering among other rescue animals at the shelter. With sheer willpower and a positive mental attitude, the dog did not just survive but thrived. Working at KAT Centre at the time was a Belgian volunteer named Antonia, who had come to Nepal on a holiday. Antonia and Kalle became best friends as she nursed him back to health, feeding and caring for him every day. Antonia’s time in Nepal was coming to an end, and she returned to Belgium to complete her studies. But she missed Kalle terribly, and worried about his well-being. She decided to try to adopt Kalle and got back in touch with the Centre in Kathmandu. The adoption process was almost as complicated as the surgery. Samir Thapa, the doctor who had performed Kalle’s operation, worked through the complexities of international adoption and the logistical challenges of getting Kalle to Europe.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240731130744_73810b8bb2ba2d1fecfd845a1972fc14a3659d7fd607859c95e5cabcfe150168.jpg" data-media-id="editor_4" data-image-id="20240731130744_73810b8bb2ba2d1fecfd845a1972fc14a3659d7fd607859c95e5cabcfe150168" data-rendition-name="original" width="1200" height="1600" loading="lazy" alt="Kalle's cross continent journey NT 3"> </figure>  Then, just as all the paperwork was in order, Kalle fell ill again with an infection. Antonia was determined to nurse him back to health, and returned to Kathmandu in June Nto take Kalle to his forever home. Kalle is adjusting well to his new family in a new country on the other side of the world, faraway from the teeming streets of Kathmandu. &nbsp;

<figure><img width="800" height="662" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101120/6372088b9c7e80680e0b54f0jpeg.jpg" alt=""/><figcaption>Photo: KAT CENTRE</figcaption></figure>Nepal was declared an open defecation free zone for humans in 2019, but in Pokhara it is the dogs that are creating nuisance.Public complaints about streets strays using sidewalks as lavatories in this picturesque lake-side city have prompted Pokhara’s municipality to make dog registration and licensing compulsory – the first time in Nepal. If successful, the pilot project will be replicated in Kathmandu and other cities with strays and community dogs being microchipped and tagged to keep the canine population in check, and also help control rabies. “Registering in Kathmandu would be more challenging given the sheer number of dogs in the Valley. We will need a separate body for monitoring and proper documentation with microchipping,” says Khageshwaar Sharma of Himalayan Animal Rescue Trust (HART) in Pokhara.Read also: <a href="https://www.nepalitimes.com/banner/bhaktapurs-dog-catchers/">Bhaktapur's dog catchers</a>, Monika DeupalaKathmandu municipality’s livestock division already has three years of experience registering street bovines and water buffalos by embedding microchips in them. It has now received Rs5 million from the Prime Minister Employment Program to bulk microchip dogs and cats this year. Officials will soon conduct door-to-door visits to do a canine census, and estimate the total microchips needed.“The census will also give us a more accurate figure for the total number of dog owners, pet shops and clinics, which in turn will allow for mass vaccination against rabies, spaying and neutering of the dogs and formulation of necessary regulations,” says Awadesh Jha, livestock division chief with Kathmandu municipality. <img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101120/6372088e9c7e80680e0b54f1jpeg.jpg" alt="">Ideally, registration and microchipping of dogs should be done by breeders but in Nepal, the government does not even have a record of the total number of breeders and kennel clubs in the country. In fact, there is no law stipulating breeders have to be registered, adding to the risk of animal abuse.Laws preventing animal abuse are relatively new in Nepal. The Ministry of Livestock Department developed the Animal Welfare Directive only in 2016 and even that has no provision to punish offenders.To be sure, animal abuse is criminalised under the Criminal Code of Nepal. Yet, specific laws for animal welfare are still missing such as the specificity of animal hospitals and clinics, breeding and shops. What this has done is proliferate so-called ‘animal hospitals’ that lack basic veterinary equipment and mostly function as breeders or pet shops.Read also: <a href="https://www.nepalitimes.com/latest/saving-chari/">Saving Chari</a>, Nepali Times“With increasing pet ownership, particularly that of canines, we need proper guidelines. Many first generation dog owners need to be taught how to treat their pets well,” says Pramada Shah of Animal Nepal.Diktel municipality in Khotang district became notorious two years ago for brutally beating and killing stray dogs. A video clip of the torture and killing of a dog named Khairey in Banepa last year provoked outrage and street protests. There have been frequent mass poisonings of street dogs. And in 2019, hundreds of street cows were pushed off a cliff in Surkhet by a contractor who was supposed to transport them to a shelter. Animal rights activists say that the central government needs to draw up uniform laws so that offenders, be they pet owners, locals, shops or breeders, can be held accountable.  <figure><img width="2048" height="1365" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101120/637208909c7e80680e0b54f2jpeg.jpg" alt=""><figcaption> </figcaption></figure>Caring for dogs is also important for rabies control. Nepal needs to achieve the World Health Organisation (WHO) ‘Zero by 30’ global strategic plan to prevent human deaths by dog-mediated rabies by 2030. Rabies is a completely preventable disease but has the highest documented case-fatality rate at close to 100%. Globally, it is responsible for nearly 60,000 deaths a year, <a href="https://www.nepalitimes.com/banner/dog-bites-man-is-still-news-in-nepal/">40% of which are of children under 15</a>.And while rabies occurs in more than 150 countries, it is endemic in South Asia and Africa. India alone accounts for 40% of all annual rabies deaths in the world. Nepal on the other hand has an average of 125 cases a year, but this is a gross underestimation, say experts. But only a few government healthcare facilities in Nepal have a stock of free vaccines, and in private clinics patients have to pay a hefty fee for a jab.Preventive measures including vaccinating and controlling the canine population are the most cost-effective approach, and dog registration with microchipping can be the first step in ensuring this.For now, Pokhara is leading the way. Says Awadesh Jha: “With registration, owners can find lost pets, animals can be protected from diseases and the government can form plans to control the canine population and take action against irresponsible ownership, breeding or selling. Microchipping Nepal’s dogs

Photo: ISAZ</figcaption></figure>Humans and elephants have shared environments for thousands of years, but what might surprise readers is that a quarter of the world’s Asian elephants live in captivity.These elephants are a vital and vibrant part of Nepal’s history, and their use has been documented since at least the fifth century in areas as diverse as war machines, living monuments to regal power and wealth, rewards for service and currently as tourist transport.Elephant tourism has become a major financial windfall for businessmen in the Chitwan National Park area, and photos of elephants on the streets of Sauraha have become synonymous with the location. Visitors to the area often mention their desire to ‘see elephants’ in both the wild and in captive settings. Tourism vendors must keep up the appearance of happy animals in idyllic settings in order to maintain a steady flow of income.However, there is no ‘sound science’ supporting elephant-backed tourism as indicated in <a href="https://www.nepalitimes.com/banner/the-elephant-dilemma/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/the-elephant-dilemma/&amp;source=gmail&amp;ust=1605948955641000&amp;usg=AOvVaw0cRf5xREKUphszMHgItcIk">a Nepali Times article of 4 October, 2020</a>, and no animal welfare studies that provide data that shows anything but substandard conditions in the majority of stables within the area.Waxing poetic about grand experiences on elephant-back does not change the data. In fact, I have spent the last four years as a rhino and elephant researcher in Nepal, and have just completed an assessment of not only the stables in Chitwan, but an overall review of captive elephant health and welfare throughout the US, UK and Asia.In a series of articles, Brown, et al found that elephants in tourism venues varied in weight, fecal glucocorticoid measurements (a sign of stress), and other hormonal studies depending upon their management techniques and expected performance of duties.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be1fd9c7e80680e083e7cjpeg.jpg" alt="" width="640" height="412"><figcaption> </figcaption></figure>In a few studies, the elephants used in safari rides showed better weights and lower concentrations of certain stress hormones than those used in exhibition-only venues. However, while these analyses were conducted by reputable sources, <a href="https://www.nepalitimes.com/banner/the-elephant-dilemma/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/the-elephant-dilemma/&amp;source=gmail&amp;ust=1605948955641000&amp;usg=AOvVaw0cRf5xREKUphszMHgItcIk">the Nepali Times article</a> misrepresents their results. Rather than conclusively exonerating elephant captivity, these studies called for further research, acknowledging that the weight differences may be due to the practice of overfeeding sweet treats such as bananas and sugar cane to elephants kept in exhibition/visitation stables.In addition, being chained or kept in one place impacts exercise habits of these individuals, and increasing their activity via non-riding activities may be needed. Further studies showed that simply being exposed to humans was a stressful event, causing spikes in the stress hormones of captive elephants.Hopefully, new measures such as an examination of secretory hormones, will allow researchers to assess positive or negative experiences in elephants. Bansiddhi, et al and others in their studies have stated that the information is of limited value until a baseline study of normal levels in wild elephants can be obtained, and a determination of harmful levels can be gathered.Without this data, comparisons between elephants under varying management styles are more informational than diagnostic. In fact, at the EMA Conference 2020 last month, the need for better assessment tools and baseline studies in order to properly assess welfare were discussed.Other oft-quoted studies used by tourism agencies to promote elephant rides include those which say that the bullhook is not a danger in and of itself. This is a very true statement, just as any weapon is essentially harmless when disconnected from a human.Sadly, much traditional mahout knowledge regarding safe elephant handling has been lost, and bullhooks are now used nearly exclusively for fear and beating-based training, along with nails, knives, and sticks.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be1fe9c7e80680e083e7djpeg.jpg" alt="" width="318" height="241"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be2009c7e80680e083e7ejpeg.jpg" alt="" width="320" height="240"><figcaption> </figcaption></figure>Experienced mahouts have moved on to better jobs to escape the stigma of being low-caste or poorly-paid, researchers have found, leaving younger or inexperienced men to handle elephants using dominance and violence. Beatings often take place in view of visitors, and present tourists with a negative view of Nepal. There are no laws specifically protecting elephants in Nepal, and this lack of legislation (despite support for it from various government agencies) puts an uncomfortable spotlight on the country.A reality that animal welfare advocates (both Nepali and western) must acknowledge is that one cannot simply expect elephant rides to stop overnight. Those of us working in elephant research and welfare acknowledge the need for a gradual change which provides training and better employment opportunities for mahouts, financial stability for owners, and opportunities for local community members who rely on elephant tourism for their survival.Having a long-term plan in place is key for the well-being of all stakeholders. By pushing for better elephant standards, we are not clamouring to immediately eradicate elephant tourism. In fact, most researchers realise that government-owned elephants are a necessary part of anti-poaching, emergency rescue and wildlife census activities. These elephants are kept in chain-free enclosures, and have a large number of well-trained and experienced mahouts to care for them and are allowed more agency in their daily activities.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be2019c7e80680e083e7fjpeg.jpg" alt="" width="640" height="427"><figcaption> </figcaption></figure>In addition, the staff of Tiger Tops has agreed that they will <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/elephants-born-free,3302" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/article/Nepali-Times-Buzz/elephants-born-free,3302&amp;source=gmail&amp;ust=1605948955641000&amp;usg=AOvVaw2uQ2YkyaSKvngH-Nqafm_y">no longer purchase elephants</a> once this herd passes. But these humane conditions are aberrant for captive elephants in Nepal.Surveys into the health and welfare of privately-held elephants have shown nutritional deficiencies, physical deformities and injuries, wounds from abuse and abscesses from saddles, death from preventable disorders, stillbirth and near-constant reproductive issues. Injuries and some disease processes are common in tourism venues throughout Asia, but are manageable with changes to management and husbandry styles.Furthermore, the majority of elephants in the Sauraha area are not allowed to recline for rest, get dirty or dig (a necessity for foot and joint health), but are instead chained by front and back legs. Recumbancy for sleep is incredibly important for elephant health, as is digging.  Simple, inexpensive changes to stables — such as providing dirt for the expression of natural behaviours or more appropriate nutrition — would be a game changer for the elephants of Nepal.Look, don’t touchThe captive elephants of Nepal also represent a population which may impact the life span of wild elephants in the area. Because they carry diseases such as TB, found in at least 23% of the captive population and has recently resulted in the deaths of two government-owned elephants, they risk passing along a variety of bacteria to wild populations.Furthermore, studies have shown that the pressure placed on forest resources by captive elephants impacts the availability of resources for wild elephants. Preserving these endangered species in their natural habitats should be a priority for the government of Nepal, and allowing the keeping of captive elephants in shared spaces is a risky practice.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be2039c7e80680e083e80jpeg.jpg" alt="" width="480" height="640"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be2059c7e80680e083e81jpeg.jpg" alt="" width="480" height="638">IllegalityBecause Nepal is a CITES signatory, the trade and sale of these endangered species is illegal. Yet, it continues unabated, and owners openly acknowledge this fact in newspaper articles and emails. No amount of description of peaceful jungle walks or ‘ethical’ activities will change the fact that the use of these animals for commercial purposes is illegal.Until the government of Nepal enforces CITES there will be no effective changes. Owners should refrain from buying or selling elephants in the future, as a sign of their commitment to creating lasting changes in Sauraha. Visitors to the area should be aware of the laws surrounding elephant trade, and consider this fact when booking travel to areas advertising elephant tourism.The upsideCurrently, there are multiple plans in place to create a non-riding sanctuary in the Chitwan National Park area of Nepal, and NGOs such as Jane Goodall-Nepal and World Animal Protection have been in talks for years with the local elephant owner’s cooperative group about this issue.If all owners agreed to stop tourist elephant riding, these organisations, and others, have indicated that there would be a great deal of financial support available. But because there have been holdouts among cooperative members, talks have stalled for the time being.There is now discussion of a cooperatively-owned facility housing a few of the members' elephants which will provide viewing of elderly individuals and riding of younger ones. However, this hardly fits the definition of a true sanctuary.Instead, Sauraha has the unique opportunity to become a completely ride-free, chain-free venue due to the relatively small number of captive elephants, and the acknowledgement by owners that these elephants now require a change in treatment and management.These owners have the chance to establish Sauraha as a more ethical tourism venue, while still creating income for themselves and maintaining employment opportunities for marginalised communities of mahouts. This is a once-in-a-lifetime chance for Nepal, and the elephant owners, to create a world-recognised facility. Hopefully, owners will embrace this opportunity and create lasting changes in the elephant industry.Luckily, there is already one smaller NGO in the Chitwan area working with local stakeholders to purchase elephants out of riding situations, and quietly transfer them to true sanctuaries. In addition, other organisations are working with hotel owners to lease elephants, keeping them off safari.In addition, there are other ethical venues open for tourist visits. One way to ensure your destinations are animal-friendly or ethical is look at the access offered to living animals. If the venue allows human touching of animals, then it is best to avoid. Use your tourist dollars to support facilities that care about animal health and welfare. Look, but don’t touch.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be2069c7e80680e083e82jpeg.jpg" alt="" width="480" height="638"><figcaption> </figcaption></figure>The bottom lineNo one wishes to ban tourism in Nepal. It is a beautiful location with much to offer, and has set a high standard in preserving natural habitats for wildlife. Visitors to Nepal can enjoy jungle walks, home stays, local food and products, and enjoy the sight of wildlife crossing the Rapti River at sunset.What must change, however, is for tourists to take responsibility for their own impacts on both wild and captive elephants as well as local communities. This endangered species deserves our respect and better treatment in return for their years of hard work.They deserve a life with proper nutrition, agency, and space. Set the elephants free

Kathmandu’s <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/woof-of-fresh-air-for-street-dogs-in-kathmandu,4132" target="_blank">community canines</a> already seem to sense that their special day is coming soon on 14 November, <a href="https://www.nepalitimes.com/latest/mexico-adopts-kukur-tihar/" target="_blank">Kukur Tihar</a>. That is when they are ritually garlanded &nbsp;and offered treats as the messengers of Yamaraj, the god of death. But for Rashmi Tuladhar, every day is dog day. Ever since she was a child, she took care of <a href="https://www.nepalitimes.com/latest/kukur-biralo-tihar/" target="_blank">the dogs and cats</a> in her tole – these were not abandoned strays but community pets. No one owns them, but everyone does. <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181116/636be0f89c7e80680e083e21jpeg.jpg" alt="" width="1502" height="1000">Rashmi at home with one of her dozen resident dogs. All photos: SHRISTI SHERCHAN</div> Over the years, Rashmi’s bond with dogs in her neighbourhood grew, and today at age 46 she has been taking care of several generations of dogs, while keeping some of the more needy ones in her own house in Asan. The pandemic has been <a href="https://www.nepalitimes.com/banner/singha-darbar-dogs-go-hungry-in-lockdown/" target="_blank">tough on Kathmandu’s community dogs</a> &nbsp;there is less food to rummage through and many butcher and food shops are closed. And, ironically, while dogs will be worshipped on Saturday morning by being fed and feted, <a href="https://www.nepalitimes.com/editorial/in-an-animal-farm/" target="_blank">Tihar fire crackers will scare the wits out of them in the evening</a>. Rashmi Didi, as she is affectionately known in her neighbourhood, gets up before dawn every morning. Not to visit the temples as some of her neighbours, but to prepare the morning meal for the 100 <a href="https://www.nepalitimes.com/banner/bhaktapurs-dog-catchers/" target="_blank">community canines</a> that she cares for: from Asan to Ratna Park, and as far as Ghanta Ghar. Rashmi keeps another dozen or so seniors and injured dogs in her cramped ancestral home. “Many people just see them as filthy animals who are always breeding endlessly, so they either do not take care of them or mistreat them,” says Rashmi while on her daily rounds to check up on the dogs in her neighbourhood. <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181116/636be0fc9c7e80680e083e22jpeg.jpg" alt="" width="640" height="956">Rashmi Tuladhar's simple ancestral home in Asan at the heart of old Kathmandu.</div> The dogs recognise her from afar, and run towards Rashmi, tails wagging furiously. For Rashmi, there is less of a religious motivation to appease the gods in this work. She is driven more by <a href="http://archive.nepalitimes.com/news.php?id=19767#.X6yhfS17GCQ" target="_blank">compassion for fellow sentient beings</a>. She gets help from animal welfare organisations Animal Nepal and Catmandu Lovers to sterilise and vaccinate the dogs and cats, and also treat those who are sick or injured. “Their help has made me realise that there are good people in this world too,” she says. <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181116/636be0fe9c7e80680e083e23jpeg.jpg" alt="" width="1506" height="1000">Rashmi Tuladhar feeding community dogs in her neighbourhood in Asan during her morning feeding round.</div> Rashmi herself is handicapped, her right hand is partly paralysed. From a young age, she faced discrimination and bullying for being a ‘cripple’. She says she still cannot understand how people can be so cruel, adding that her special bond with dogs probably comes from identifying with the way the <a href="https://www.nepalitimes.com/banner/dog-bites-man-is-still-news-in-nepal/" target="_blank">animals are also mistreated by humankind</a>. “For me, humans are the ones more difficult to deal with in this world,” she explains matter-of-factly. “I have seen people abandoning their own pets on the streets, some leave them to suffer in cages. I cannot understand why they bring home a dog or a cat only to leave them on the streets.” While on her morning rounds, Rashmi's neighbours stop by to chat with her. Strangers sometimes ask her why she is feeding the dogs, and they cannot understand why she does it. “These animals cannot express themselves in a way we humans understand, they cannot ask for help. People are mean to them, they throw hot water or rocks, beat them with sticks,” she says. “Some people even say hurtful things even while I am feeding them. But at least these <a href="https://www.nepalitimes.com/banner/a-dog-with-altitude/" target="_blank">dogs</a> know not all humans are nasty in this life that we are living together.” Although she may sound despondent, Rashmi see hope in young people in her neighbourhood who stop by to pet the dogs she is feeding. Many say they do not have dogs are home, but would like to have one. Rashmi recognises every dog on the streets by their names, and introduces them to the children. <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181116/636be1019c7e80680e083e24jpeg.jpg" alt="" width="1500" height="1002">One of Rashmi’s resident senior dog looks out of the window awaiting her return from her feeding round.</div> After completing her daily round, Rashmi heads home to feed and care for her own resident <a href="https://www.nepalitimes.com/here-now/saving-nepals-last-wild-dogs/" target="_blank">dogs</a>, who yelp happily to see her return. She says: “This is what makes me happy. My disability does not affect me so why should it affect others? I just hope people were kinder.”

Every day is Dog Day

Photo: LAXMI PRASAD NGAKHUSI</figcaption></figure>Rambhu Paswan was among 100 men hired by the <a href="https://www.nepalitimes.com/here-now/activists-against-animal-cruelty-at-nepal-temple/" target="_blank" rel="noopener">Gadimai</a> Temple this week to kill animals on behalf of at least 2 million devotees from India and Nepal who thronged to the shrine in Bara district to give thanks for wishes fulfilled. At least 10,000 buffaloes, goats and fowl were <a href="https://www.nepalitimes.com/banner/when-in-gadimai/" target="_blank" rel="noopener">slaughtered on 3-4 December</a>. Paswan himself decapitated at least 40 buffaloes, receiving Rs6,000 per day to kill the corralled animals one by one.“It was hard to breathe in the beginning, and I could not hold my weapon. Nepal’s Supreme Court had in 2016 directed authorities not to allow the slaughter. Volunteers from <a href="https://www.snehacare.org/" target="_blank" rel="noopener">Friends of Animal Welfare Nepal</a> (FAWN) patrolled the Nepal-India border in the weeks before the festival, and activists met district officials to ask them to heed the Supreme Court ruling.“Despite our effort to make this festival bloodless, the sacrifices went ahead with blind faith in the tradition,” said FAWN’s Sneha Shrestha, whose team <a href="https://www.nepalitimes.com/latest/night-before-the-slaughter/" target="_blank" rel="noopener">was feeding and tending to the animals</a> till the end. “We did everything to save the innocent lives. The temple committee and the CDO did not keep their promise.”Bara’s Chief District Officer Phanindra Mani Pokhrel said last week his administration was trying its best to discourage the killings. Temple head priest Mangal Chaudhary told Nepali Times: “You can just sacrifice a coconut, or offer flowers and sweets to the goddess.”But neither the government nor the temple appeared willing, or able, to stand up to public pressure for the mass killings. Unlike religious sacrifice, the animals at Gadimai are not slaughtered to be eaten later, but left to rot.

Cruelty and compassion

The monsoon has got bad press because Nepal’s tourism operators actively told visitors to avoid <a href="https://nepalitimes.com/opinion/managing-the-monsoon?%2F">the rainy season</a>. It is time to change that. The reason can be found right here in the vast alpine meadows of Central Nepal where this time of year you can walk on velvet grass of pastures abloom with delicate pink, red and yellow flowers as the mist rolls up the valley. There is no sound except the hum of bumble bees. &nbsp;&nbsp; There are dozens of places across high Nepal called Chaurikharka, which means yak pasture. But this particular Chaurikharka in Rukum East located at an altitude of 4,000m stands out for its serene beauty, rustic charm and bucolic setting. There is just the occasional chime of <a href="https://nepalitimes.com/here-now/when-yaks-go-so-does-culture">yak bells</a> in the distance, and the sharp whistle of herders corralling sheep. &nbsp;&nbsp; The grass shoots are so fragile that one hesitates to step on them, the rounded ridges appear and quickly vanish in waves of mist. With the<a href="https://nepalitimes.com/here-now/before-the-next-monsoon"> arrival of monsoon</a>, these meadows are a soothing shade of green dotted with millions of <a href="https://nepalitimes.com/review/the-anatomy-of-a-flower?%2F=">multi-coloured flowers</a>. Until very recently, it took a week or so to hike up to places like Chaurikharka, but with the expansion of the road network even to these far-flung mountains in the lap of Dhaulagiri, they are much more accessible. It is just a three-hour uphill from the Mid-Hill Highway on the border between Baglung and Rukum East.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250802130828_a0b06b494d751b2144ffbbf10894ea64b29e8aed844bc8c66171783abfaf4e16.jpg" data-media-id="editor_4" data-image-id="20250802130828_a0b06b494d751b2144ffbbf10894ea64b29e8aed844bc8c66171783abfaf4e16" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="Visit Nepal in the monsoon"> </figure>  Purists would say that such easy access devalues the sanctity of these remote high meadows, but it also means more people will be moved to treasure the experience, appreciate <a href="https://nepalitimes.com/banner/natures-fragile-gift-to-nepal">the value of nature </a>so they can take steps to protect it.&nbsp; To be sure, the <a href="https://nepalitimes.com/here-now/deadly-monsoon-in-nepal-turns-deadlier">monsoon season can be challenging for road travel</a>. The roads are rough even at the best of times, and in the monsoon they become muddy and treacherous, often blocked by<a href="https://nepalitimes.com/news/monsoon-deluge-in-nepal"> landslides</a>. But that could be precisely the kind of adventure that the more intrepid visitors crave. Improved road connectivity has already made Chaurikharka and places like Badimallika &nbsp;and other sacred lakes in the mountains of western Nepal popular with domestic tourists. What is driving this traffic is the urge to go to exotic new places and share videos and selfies on social media. Several of Nepal’s travel vloggers have visited Chaurikharka and popularised the place, enticing followers on TikTok or YouTube to retrace their footsteps. But even as they become more popular, these fragile and once-remote places should be protected from over-tourism.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250731110736_f97110b7cdc3e7f80d5877690948fc9f4c95a09c583deb23b07355491e6c5446.jpg" data-media-id="editor_8" data-image-id="20250731110736_f97110b7cdc3e7f80d5877690948fc9f4c95a09c583deb23b07355491e6c5446" data-rendition-name="original" width="1083" height="699" loading="lazy" alt="Visit Nepal in the monsoon NT"> </figure>  <h2>INCREASING FOOTFALL</h2> Chaurikharka is located in Bhume Rural Municipality of East Rukum, near the scenic valley of Dhorpatan in Baglung district. Even in the <a href="https://nepalitimes.com/banner/monsoon-culture">middle of the monsoon</a>, there is a steady stream of Nepali hikers trooping to these high pastures – especially during festival days like Saune Sankranti which this year was on 17 July and actually marks the auspicious beginning of the monsoon here. “This year the rains have not been as heavy and there have been some clear mornings when we could see everything from Dhaulagiri to Machapuchre,” says Khageswar Bhandari, who trekked up here from the road. “The flowers, the greenery and the snowy mountain views make this an incredibly unique place.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250802130824_1b9e26f2e9853fdfe69154bb42a7c9ea6da4bf4940efc1da99b304dcfbd7d3d9.jpg" data-media-id="editor_10" data-image-id="20250802130824_1b9e26f2e9853fdfe69154bb42a7c9ea6da4bf4940efc1da99b304dcfbd7d3d9" data-rendition-name="original" width="2048" height="1152" loading="lazy" alt="Visit Nepal in the monsoon"> </figure>  Chaurikharka is worthwhile to get to in any season, but it has a different charm during the monsoon. Word has spread and because it is now easy to get to from Baglung or even Pokhara, people have been flocking here.&nbsp; “Holidays and Saturdays see the largest crowds, with up to 500 visitors every day,” says ward chair Mankaji Pun of Bhume.&nbsp; There was a time not too long ago when local herders brought sheep, goats, cows, buffaloes, horses, and mules to graze here during the monsoon. Although there are still livestock around, animals have been replaced by visitors taking selfies. A foot trail to Chaurikharka was built last year by the Tourism Division Office in Kohalpur, but access via the Raniwas-Koipa road section still remains challenging.&nbsp; “If we get more budget, we can improve the road and facilities to make Chaurikharka the main tourist attraction of this region,” says Bhume Municipality Chair Hom Prakash Shrestha. “After that, we hope to promote Chaurikharka as a top tourist spot.”&nbsp; Economic activity is also picking up with the arrival of visitors, but there seems to be a need to manage the makeshift sheds made of corrugated sheets that spoil the beauty of the place. Tea shops and lodges are also available but facilities are basic. Kuldeep Neupane took a three-day trip from Ghorahi in Dang to visit Chaurikharka recently, and says: “This is an ideal trip to make a quick getaway and let nature recharge your mind and body. And it is much more fun with a tent, to watch the sunrise over the Himalaya or the mist blowing in.”

Visit Nepal in the monsoon

The final investigation report on the crash of a Saurya Airlines jet on 24 July 2024 at Kathmandu airport has revealed flaws in the carrier’s technical operation procedures, poor monitoring by the Civil Aviation Authority of Nepal (CAAN) and gaps in the airport’s emergency response. Eighteen people including a child were killed, and only the captain survived as the plane plunged seconds after takeoff, crashing within the airport perimeter. This was the latest in a series of aircraft accidents in previous years, and further tarnished Nepal’s already poor aviation safety record and contributed to the country being retained in the EU’s air safety list. &nbsp;&nbsp;&nbsp; The circumstances in the Saurya crash were different from the Yeti Airlines crash in Pokhara in January 2022 that killed all 72 on board, and two Tara Air crashes in February 2016 and May 2022 on approach to Jomsom that together claimed 45 lives. However, all four tragedies were a result of negligence of carriers and crew, failure to follow procedures, regulatory slackness, and overconfidence. The Saurya crash, especially, was a glaring example of how an ailing airline broke its own rules to allow passengers, including non-employees, a joy ride to Pokhara on a maintenance ferry flight. CRASH REPORT The Final Investigation Report prepared by the Aircraft Accident Investigation Commission and released on the first anniversary of the crash last week carried a long list of rules that were ignored or broken, and of regulatory failure. The first mistake was to cram spares, tools and inflammable chemicals needed for the aircraft’s C-Check in Pokhara into the cargo hold flouting its own ground handling procedures.&nbsp; There was no check-in of passengers, some of whom were not even employees – even though regulations say only flight and maintenance crew should be on board a maintenance positioning flight. Many brought their own luggage into the plane and stored it unsecured in the cabin. There was no flight attendant to give a safety briefing to passengers. The load and trim charts given to the flight crew were rough estimates, and the total takeoff weight of the plane was 18,300kg plus or minus 200 kg. That would still have been all right, but there was a glaring mistake in the speedchart Saurya pilots were using to calculate the minimum takeoff speed (known as VR), and it had been wrong ever since the 21-year-old aircraft entered service with the airline in 2017. FAULTY DATA&nbsp; The Commission probed Flight Data Recorder inputs from previous takeoffs of the Canadian-built CRJ200-LR in 2023-2024 and found that the undetected error in the speedchart had caused the plane to pitch up at an abnormal rotation rate at least 18 times on previous takeoffs.&nbsp; Any rotation rate more than 3°/sec is regarded as unusual. But on at least two occasions, this aircraft with tail number 9N-AME had rotation rates of 5.8°/sec and 5.5°/sec, the second one was when the pilot who survived was flying in March 2024.&nbsp; On this particular day, the plane’s rotation rate was 6.5°/sec, causing it to go into a deep stall soon after takeoff, the Commission report said. Essentially, the plane was not flying fast enough down the runway to take off safely.&nbsp; It is not yet clear whether excess weight, unsecured luggage, wrong centre of gravity were also factors, but relying on a faulty speedchart for the given takeoff weight, the captain flying pulled back on the yoke before the plane had reached takeoff speed and at a pitch angle that was too steep. The investigation report says the plane then went into a deep stall and started banking right with the stick shaking. At this point, the flight officer on the right hand seat is heard on the cockpit voice recorder saying: “Whoa, whoa, whoa. Sir, Sir, Sir…” It then banked left before the pilot flying turned the plane sharply to the right again in an evasive action to avoid the parking aprons of the international and domestic terminals. Had he not done so, there would have been a disaster of a much greater magnitude at Kathmandu airport that day. The plane scraped the runway with its right wingtip, collided with a container having helicopter spare parts, and plunged into a gully east of the runway, exploding in a fireball. The investigation also noted that the impact forces seemed to be survivable for some occupants. The fire trucks took unnecessarily long to reach the site even though it was inside the airport perimeter. Flouting rules caused Saurya tragedy

Two weeks ago, Prime Minister KP Sharma Oli announced jubilantly on social media that Nepal had achieved a historic annual growth of 81.8% in exports. He was right. Nepal’s trade did take a great leap forward compared to last year. But the dramatic rise was mainly due to processed soya bean oil.&nbsp; However, Nepal does not produce the edible oil it exports. In fact, the soya and palm oil that make up 44% of total exports are imported from Southeast Asia and South America, and simply re-exported, mostly to India.&nbsp; Under the SAFTA (South Asian Free Trade Area) Agreement, Nepal can export products to India duty-free if it has at least 30% value-added. Nepal’s traders have taken advantage of SAFTA even though the edible oils they export do not reach that value addition threshold. “The 30% value addition requirement is often only on paper,” says former commerce secretary Purushottam Ojha. “It is clear that simply packaging edible oils in Nepal does not fulfil the terms of the trade agreement.” Prime Minister Oli is aware of this, and even called Nepal’s export figures “fake” at an earlier event. The government is relying on other iffy figures to suggest that Nepal’s economy is strong and getting stronger. For example, the value of imports rose by 13.25% in 2024-25 compared to the previous fiscal year.&nbsp; Some of it was due to a jump in electric vehicle imports worth Rs 31.76 billion, but mostly it was because more wholesale soya oil was imported to be re-packaged and sold in India. The very fact that the government boasts about increased imports is an indication of how much it relies on taxing them for revenue. Touting such trade figures cannot be the basis to claim an economic rebound.&nbsp; “A jump in the value of imports can be interpreted as an increase in purchasing power, but it is not evidence of a stronger economy,” says economist Keshav Acharya. “Even though imports have increased, Nepal's domestic production and productive capacity have not improved.” Nepal Rastra Bank's semi-annual economic activity study report shows that industrial production was down in the first six months of the last fiscal year. This despite an increase in the number of new industries registered and investment commitments. Out of the Rs70.2 billion proposed foreign investment, Nepal received only Rs17.9 billion last year.&nbsp; Meanwhile, the rate of capital formation was limited to 24% last year, which is lower than the year before, suggesting that new investment, job creation and economic expansion all declined. If domestic production does not improve in relation to this year’s inflated trade figures, the outflow will put pressure on foreign exchange reserves like it did three years ago. At that time, Nepal borrowed from the IMF under its Extended Credit Facility Program to kickstart the economy.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025080710084_2cdaaa5795828c4a7de93a0604ba884ef0a8b8f24cccd939f6c24e279ab6058f.jpg" data-media-id="editor_0" data-image-id="2025080710084_2cdaaa5795828c4a7de93a0604ba884ef0a8b8f24cccd939f6c24e279ab6058f" data-rendition-name="original" width="1633" height="723" loading="lazy" alt="Nepal's bubble economy NT"> <figcaption>Source: NEPAL RASTRA BANK</figcaption> </figure>  The macroeconomy is on firm footing with foreign exchange reserves at a comfortable Rs2,520 billion in May, up 23% from last year. This was largely due to remittances, and partly due to a falling NPR exchange rate. Real estate transactions and the stock market index have also been climbing as a result of government policies to revive the sector.&nbsp; However, former executive director of Nepal Rastra Bank Nar Bahadur Thapa cautions: “This is not organic growth, it is the result of deliberate policy decisions to relax rules on real estate and stock markets transactions.” In reality, the sharp rise in land prices have increased the cost of production, and excessive monetisation of the real estate has become the main source of Nepal’s economic woes. The central bank has announced a slew of new policies, shifting the terms of loan repayment for industrialists and entrepreneurs, reducing interest rates, and injecting more working capital — all designed to inject adrenaline into the real estate and stock market sectors.&nbsp; When he was governor, Mahaprasad Adhikari made several financial reforms during the latter half of his tenure to stimulate the economy, including tightening credit flow.&nbsp; By the last fiscal year, additional financial reforms had resulted in a credit expansion rate of around 8%. As the pace of credit expansion slows, real estate prices have started to fall. This is actually beneficial to the economy, because it lays the foundation for improvements in land-related entrepreneurship, production, and the construction sector. Just because real estate and the stock market transactions increase, it does not indicate an economic turnaround — especially when manufacturing and productive sector continues to languish.&nbsp; “It is foolish to believe that real estate and the stock market have magically revived our economy. Agriculture employs more than half of the population, but it is in decline. Investment in the productive sector has not increased, and job creation has not increased.” Two years ago, Nepal’s industrialists, business leaders, and political leadership predicted a recession amidst a sluggish business, declining market demand, large-scale job loss, and a shrinking real estate and share market.&nbsp; Still, the economy grew by 3.36% in fiscal year 2023/24. In fact, Nepal’s economy has grown nominally over the last two decades even when all sectors of the economy are in decline.&nbsp; Says Keshav Acharya: “The growth in trade, real estate, and the stock market are bubbles. The real economy remains stagnant.”

French citizen Louis arrived in Nepal for the first time earlier this year, planning to <a href="https://nepalitimes.com/banner/the-abcs-of-a-winter-trek-in-nepal">trek the Annapurna Circuit </a>before heading down to Bardia to hopefully catch a glimpse of some<a href="https://nepalitimes.com/news/nepal-counting-its-tigers"> tigers</a>. Before he began his journey from Besisahar, Louis (who only revealed his first name) had imagined breathing crisp mountain air, and following the melodious gurgle of the Marsyangdi.&nbsp; Instead, he had to breathe fumes and dust all the way to Chame. Louis says he masked his face with a handkerchief: “It was not what I expected, this is not right.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025080304080_f03fce1527cf8a63178e4e82589a1a7096c8cfa28893ca4a5f7fe82d91a6e38a.jpg" data-media-id="editor_2" data-image-id="2025080304080_f03fce1527cf8a63178e4e82589a1a7096c8cfa28893ca4a5f7fe82d91a6e38a" data-rendition-name="original" width="2419" height="1814" loading="lazy" alt="Manang trails NT 1"> </figure>  Many other trekkers are similarly disappointed as roads have been built along what used to be <a href="https://nepalitimes.com/banner/a-walk-back-in-time-chandragiri-hatiban">walking trails</a>. Manang and Humla are the last remote regions in the Himalaya to be connected to the national road network. &nbsp;Construction of the 87km Besisahar-Manang road began in 1994, but was stalled during <a href="https://nepalitimes.com/news/14-years-after-conflict-no-closure-in-nepal">the Maoist conflic</a>t, and finally finished in 2012.&nbsp; Most of it has not yet been blacktopped, and sections have been carved out of vertical cliff faces, making them treacherous. But it has allowed road access to Manang, a journey that previously took a week on foot.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025080304084_32b3ca875a0df9f1dd42dbe915e6f6a2cd4f2e53f1cf2d3ee5cbdb3435905000.jpg" data-media-id="editor_5" data-image-id="2025080304084_32b3ca875a0df9f1dd42dbe915e6f6a2cd4f2e53f1cf2d3ee5cbdb3435905000" data-rendition-name="original" width="2400" height="1505" loading="lazy" alt="Manang trails NT 1"> </figure>  While the <a href="https://nepalitimes.com/opinion/the-road-out-of-nepal">road has improved access</a>, it has impacted on<a href="https://nepalitimes.com/here-now/trekking-in-the-time-of-climate-change"> trekking tourism </a>— the mainstay of Manang’s economy. The number of tourists visiting the scenic valley behind the Annapurnas grew from 21,245 in 2023 to 30,866 in 2024. The Annapurna Circuit is known for unique sights like <a href="https://archive.nepalitimes.com/news.php?id=9194">Tilicho</a>, one of the highest lakes in the world, the Thorong La pass that connects Manang to Mustang, and the valley’s own rich cultural heritage. Thorong La at 5,416m is the highest hiking pass in the world, and was used by locals for trade with Mustang before it became a <a href="https://nepalitimes.com/opinion/comment/lift-restrictions-on-upper-mustang">popular trekking route</a>. &nbsp; “For guests, the excitement of reaching Thorong La is now overshadowed by their disappointment of having to journey through dusty roads to get there,” says Manang lodge-owner Ongma Gurung. “That is the complaint we get the most.” <a href="https://nepalitimes.com/banner/tourism-that-treads-lightly-on-the-land">Local tourism </a>operators are trying to get the government to build alternative foot trails. But there have been delays due to a lack of budget.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025080304084_c5f76e398182785bb17846a148e3ca89de5687b4623580f8e2d725a7a287edfa.jpg" data-media-id="editor_11" data-image-id="2025080304084_c5f76e398182785bb17846a148e3ca89de5687b4623580f8e2d725a7a287edfa" data-rendition-name="original" width="2419" height="1762" loading="lazy" alt="Manang trails"> </figure>  The Naso Rural Municipality has identified other routes along the Annapurna Circuit in Chyamche, Tal, and Khotro so trekkers can bypass heavy vehicles involved in the construction of the Manang-Marsyangdi Hydropower Project. “But the local government cannot do everything,” admits the chair Dhan Bahadur Gurung. “And for leaders in Kathmandu, Manang is out of sight and out of mind.” Munindra Jung Gurung represents Manang in the Gandaki Provincial Assembly, and says he has raised the issue in <a href="https://nepalitimes.com/news/pokhara-s-tourism-woes">Pokhara</a>. He is hopeful there will be a hearing. To be sure, the road is not all bad news. Locals benefit, the number of visitors has grown, and trekkers can now also save time and use it to explore <a href="https://archive.nepalitimes.com/news.php?id=5960">side valleys in Manang</a>, visiting the villages like Nar and Phu. Annapurna Conservation Area (ACA) chief Rabin Kadariya concedes that the road to Upper Manang was crucial to connect the remote region with the rest of Nepal, but adds: “We have built an alternative trail connecting Talgaun, and we will consult local communities about their priorities on other hiking trails.”&nbsp;
